- And I'm going to call this meeting of the zoning and planning commission to order. Um, did you have, okay, so first I'm going to take
- for review by the zoning and planning commission track. Two covers the warehouse building and is proposed for CSI zoning. This
- conditional use site plan application that is reviewed, has to be reviewed by the zoning and planning commission and their
- planning commission to get a recommendation from them based on, uh, the charter, uh, and early may, and then we'll
- actually been updated to April 28th. Uh, and we'll be going back to the planning commission for their recommendation in May 10th
- the final phase of the amendment process is, um, presenting to the planning commission for their, uh, recommendation, um, as
- , plan to the other commissions, to the planning commission, the other land use commission. So I think it'd be
- commissions. So I wonder if we could ask for zap to be included along with the planning commission, Are there

- . That's a fast changing world over here at zoning and planning commission. Um, all right. Item one was moved or applied to
- and planning commission. I'm Jonathan so-to-speak with, Kimley-Horn representing the owner of the property. Um, if you can go
- good. Um, and then they talked about it, the following, uh, Tuesday at planning commission and I was listening
- 11 and I'm going to call this, um, zoning it, the having a quorum present. I'm going to call this meeting of the zoning and planning
- commission to order at six 11 on Tuesday, March 29th. First, I'm going to take roll, uh, commissioner Kosta, Presenter And me uh

- and planning, commission zoning and planning commission, which are very closely related to the work of the landmark commission are
- meeting at city hall, along with the planning commission and the zoning and planning commission. Um, this gives kind of equal
- either at planning commission or city council and the points there, uh, in discussion that came up is that
- the month to consider whether to recommend if we do recommend, then it goes to the planning commission. There's
- to, but to the, or to the planning commission and passes there by super majority, then it goes to the
- then goes on to the planning commission. If we don't get nine votes, if there's anything shy of nine votes
- at that hearing, that's going to be the final hearing. It won't advance the planning commission at planning commission. Uh

- Uh, maybe to order, um, so having a quorum, um, we'll go ahead and get this, uh, meeting of the planning commission started. Uh, the
- , before this planning commission meeting. Um, as I mentioned in the briefing last, uh, last meeting, there was some confusion
- got time, is could you help explain what other opportunities for public engagement there are if the planning commission decides
- public hearing at a planning commission. And then I remember correctly for council it's 16 days before a public hearing
- take this item through the planning commission as well, which has notification requirements. And so April 7th has been the
- , erroneous comments made about 11 days required when it's really 14 for the planning commission, the conflation of notification of
- it were postponed by planning commission council would likely have to note that postponement to a council meeting after
- the planning commission action. Um, and, and there wouldn't be required notification. That doesn't mean that there couldn't be
- into the May 10th planning commission meeting. All right. Do we have a second? Uh, let's see, uh, commissioner Shea, uh
- notified and to get in at the planning commission level. Um, and I think that trying to move forward with this
- current zoning is maintained because he has exactly what he purchased. We respectfully request that the planning commission deny the
- requires a conditional use permit, which is a type of site plan and is reviewed by the planning commission. Okay. And
- about here when staff says, well, this next property, that property adjacent planning commission approved geo just three months ago
- the case before you today is, um, responsive to code amendments that were initiated both by the planning commission act
- promote more equitable and inclusive outcomes for our community. These were also initiated by the planning commission at your
- that just mentioned that the planning commission and city councils are considering some unspecified land development. So change the
- . We'd like to spit in off the more, um, planning commission meetings. And we'd definitely like to have three hearings
- and planning commission. And that was 50 feet they want to build at 33 0 1 west William Cannon, 294 units turtle Creek
- is being proposed by the planning commission? How can you, how can the pen areas opt-in or opt-out of
- for others. We're reflecting on some of the cases that have come before planning commission and the past year
- rate. So that is not before the planning commission today, as staff is proposing it. If the fee-only option
- think the planning commission should go with future ordinance changes. I'm just a little curious about these kind of
- were not sure that it makes sense for the planning commission at this point, in relation to the ordinance we
- ordinance, uh, without kind of going through, you know, more rigorous, um, planning, commission codes. , you know, uh
- to respond to significant changes between a planning commission meeting and a council meeting. Um, I'm at, uh, well
- an initiative by the planning commission versus attaching recommendations to what I'm being told was a relatively narrow
- back as an ordinance us to adoption. So that is the one way that planning commission does impact the overall
- mechanism for us to actually do that. And as the planning commission, rather than just tell council, they should
- go to council, I want them to be clear and provide the consensus opinion of what the planning commission thinks
- and good way to have that discussion at the planning commission level. And so that's why I think, uh, it
- planning commission were a wake-up call for me in particular, the, uh, the case that was at south Lamar and
- direct the working group to develop a resolution that will identify issues where the planning commission asks for
- question? Sure. From staff, um, does the planning commission have the authority to create resolutions for staff work
- goes to the overall planning commission. I'm going to make a substitute motion that we go ahead and approve
- , Jay it's 11, 13 and of adjourning this, um, meeting of the planning Commission. Thanks everybody. That's the city
- right in. Okay. Thank you. Go ahead. I'll just make a motion that we postpone this item to the May 10th planning
- commission meeting. So I just wanna, uh, need a point of, uh, just on what that does, uh, Mr. Rivera, what, when
- in July of 2021 as, as city council in 2022, and then additional code amendments that were initiated. I, the planning
- commission, uh, this March, what is before you is to create a new tier in the voluntary density bonus program known

- . All right. I will do roll call first from the planning commission, uh, commissioner Cox, Uh, commissioner Palito is absent
- commissioner Schneider. Um, and from the zoning and planning commission commissioner, uh, vice-chair Smith Here, And commissioner Kosta is absent and
- I am chair Flores from the planning commission I'm in, I am present. Right. And there's no public communication that right
- implementation of the comprehensive plan and the policy directives or initiatives of the city council or the planning commission. So
- , and then we would move the planning commission. So just so you know, kind of the steps in the process, it would go
- to planning commission and then whatever the full planning commission wanted to decide in terms of moving that forward to council
- on now. And also, I'm not sure if it's hit your backup or, uh, planning commission apologize. I'm not sure if it would
- that you're re uh, every planning commission meeting that you have, uh, an imagine Austin compliance review narrative, uh, Ms. Mark Fox
- planning commission. So however, doing this. Okay. That sounds great. All right. So if you've got anything that, um, you
- submit to planning commission The goals from last year, I thought in a way on Cassidy at that point. So I
- year and submitted that to planning commission and it was passed. So, um, this would be approving green transmission of
- accomplish it today is so that we could get it before the full planning commission for approval by the end of June
- , we had a planning commission meeting on Tuesday and, uh, transportation division. I think they said that there was going
- to approve formal recommendation, approving their amendments, and then moving that to planning commission. So the April timeframe works
- work closely with Andrew Rivera to get that onto the planning commission back up, uh, and scheduled on their agenda before
- up. So you'll, you'll kind of know when to expect that, that item coming to full planning commission, and then I
- yes, better. I hate BD. Um, so, uh, quick question, uh, I think you said, um, directors from city council or from planning
- commission. And I wondered if, uh, for example, uh, I think one of our goals for this year ought to be reviewing, um
