UM, SO WE HAVE A QUORUM, UH, QUICKLY BEFORE I START READING THE CHANGES AND CORRECTIONS.

I WANTED TO TAKE A QUICK MOMENT OF PERSONAL PRIVILEGE, UM, TO THANK A COUPLE OF MY STAFF MEMBERS WHO WILL BE LEAVING AT THE END OF THIS MONTH.

UM, THIS IS TECHNICALLY THEIR LAST COUNCIL MEETING.

UM, ALTHOUGH OF COURSE, CATHERINE IS DOING EVERYTHING SHE CAN TO PREPARE ME FOR THE NEXT TWO THAT SHE WON'T EVEN BE HERE FOR.

BUT, UM, I HAVE OFTEN SO CONSISTENTLY BEEN IMPRESSED BY OUR CITY STAFF ON BOTH SIDES ON THE MANAGER'S SIDE AND THE COUNCIL SIDE AT THE LEVEL OF PROFESSIONALISM THEY PROVIDE FOR THE CITY.

UM, IT'LL BE VERY INTERESTING MOVING TO A DIFFERENT GOVERNMENT ENTITY, BUT MY STANDARDS ARE REALLY WORKING FOR AUSTIN.

UM, AND PARTICULARLY THE COUNCIL SIDE, BECAUSE THAT'S THE SIDE I WORK WITH MOST AND OUR COUNCIL AIDS ARE SO HARDWORKING AND DEDICATED AND, AND I'M SO IMPRESSED WHEN YOU POST AN OPENING AND THE, THE LEVEL OF, OF CANDIDATES THAT YOU GET AN INCREDIBLY HARD DECISION YOU MAKE.

AND THEN YOU WONDER BECAUSE WE, BECAUSE THEY AREN'T PAID, YOU KNOW, THAT GREAT.

UM, YOU WONDER HOW, HOW, HOW CAN YOU DO THIS? HOW CAN YOU WORK 80 HOURS A WEEK? UM, AND, AND SO I RECENTLY WAS IN A, UM, A MEETING WITH OUR AUSTIN YOUTH COUNCIL APPOINTEE, A REMARKABLE YOUNG LADY FROM DEL VALLEY.

AND SHE ASKED ME, UM, DID I, DID I, DID I ALWAYS KNOW THAT I WANTED TO BE A COUNCIL MEMBER? AND I SAID, ACTUALLY I DIDN'T.

I THOUGHT I WOULD BE, YOU KNOW, AT THE MOST SOMEBODY IN SOMEONE'S CHIEF OF STAFF.

AND SO I FEEL LIKE I FEEL A CERTAIN KINSHIP TO COUNCIL AIDS BECAUSE I TOO PREFER TO BE BEHIND THE SCENES AND DOING THE WORK AND, UM, HAVE NEVER REALLY APPRECIATED THE SPOTLIGHT OR, UM, SO I FEEL A KINSHIP TO THEM.

SO SPECIFICALLY FOR CYNTHIA, UM, WHO EVERYONE PROBABLY THINKS IS INCREDIBLY QUIET, BUT SHE IS HILARIOUS AND WICKED SMART.

UM, SHE WROTE SOME OF MY BEST TALKING POINTS AND, UM, DID A LOT OF OUR VIDEOS, INCLUDING A ONE MOST RECENTLY WITH I DID WITH COUNSELOR HARPER, MADISON, WHERE WE WROTE A LITTLE, A CHILDREN'S STORY ABOUT WHY IT'S IMPORTANT TO VOTE.

UM, THESE ACTIONS REPRESENT A POLICY MILESTONE AND I BELIEVE WE HAVE A POWERPOINT SLIDE IF, UH, THE AAV FOLKS COULD GO AHEAD AND BRING THAT UP AND WE'LL JUST STAY ON THE FIRST SLIDE FOR A SECOND.

UM, THESE ACTIONS TODAY REALLY, UH, REPRESENT A POLICY MILESTONE IN YOUR EFFORT TO ASSURE THAT NEW DEVELOPMENT PROJECTS PAY THEIR FAIR SHARE OF TRANSPORTATION COSTS.

UH, THIS WHOLE PROCESS WAS LAUNCHED BY COUNCIL IN 2015, WHEN YOU APPROVED LINE ITEM FUNDING IN OUR BUDGET, AND IT GAVE DIRECTION DURING THE ANNUAL BUDGET PROCESS.

UM, BEFORE I MOVED TO, UH, DISCUSS THE PROCESS.

AND SINCE YOU'VE ALREADY PASSED FIRST READING, WE'LL TRY TO GO QUICKLY AND ANSWER THE QUESTIONS THAT WE'RE ABLE TO TODAY.

I REALLY NEED TO THANK SOME STAFF, UM, AND ACKNOWLEDGE THE TEAM THAT HAS REALLY WORKED HARD ON THIS.

THERE'S A REQUIRED STUDY, REQUIRED ADVISORY COMMITTEE, PUBLIC HEARINGS, THERE'S RESTRICTIONS ON WHAT KIND OF DISCOUNTS WE CAN GIVE.

UH, AND SO I WOULD ENCOURAGE YOU THAT AS A COUNCIL MEMBER ALTAR DID, UH, CONSULT WITH OUR LEGAL TEAM THAT'S ON THIS TO HELP WRITE ANY AMENDMENTS THAT YOU WISH TO BRING FORWARD, TO MAKE SURE THAT THAT WE'RE ABLE TO BE SUPPORTIVE AS WE GO FORWARD.

IT WAS A KEY MEETING WITH COUNCIL AT THE END OF 2019, WHERE YOU ALL ADOPTED A RESOLUTION THAT APPROVED THE ASSUMPTIONS THAT INCLUDED THE, UM, PROJECTS THAT WERE PART OF OUR TRANSPORTATION PROJECT LISTINGS, AS WELL AS, UH, THE DISTRICTS FOR WHICH THEY WERE COLLECTED.
