UH, I'M GOING TO TAKE A QUICK ROLL CALL JUST TO CONFIRM THAT YOU'RE HERE.

I SEE COMMISSIONER BARNES, COMMISSIONER FLORES, COMMISSIONER CISMEN VICE CHAIR, POLGAR COMMISSIONER KEATON AND MYSELF MAKE SIX.

UH, WE ON MOVING ON THE AGENDA.

UM, WE DO NOT HAVE CITIZENS COMMUNICATION TONIGHT.

WE'RE GOING TO CONTINUE

WITH THE APPROVAL OF MINUTES.

UH, THERE WAS A TECHNICAL ISSUE, SO WE DON'T HAVE MINUTES FROM LAST MEETING.

UH, HOPEFULLY THIS WILL BE RESOLVED BY NEXT MONTH AND WE'LL BE ABLE TO, UH, APPROVE MINUTES FROM BOTH BOTH MONTH'S MEETINGS.

UH, SO THIS BRINGS US TO CHAIR'S REPORT.

UH, DID HAVE A COUPLE OF THINGS TO SAY TONIGHT, SO I WANTED TO MAKE SURE WE MADE SOME TIME FOR IT.

UH, GOOD EVENING, EVERYONE.

UH, WHEN I WAS FIRST ELECTED AS CHAIR, UH, SOMEONE HAD ASKED ME WHAT MY GOALS OR VISIONS WERE FOR THE COMMISSION, UH, AND I TOLD THEM THAT I JUST WANTED TO HELP PROVIDE THE COMMUNITY WITH, WITH WHAT THEY SAY THEY NEEDED.

UM, AND NOW, YOU KNOW, THREE YEARS LATER, I STILL WANT THAT.

UM, BUT I ALSO WANT THE COMMISSION WITH, OR WITHOUT ME, UM, TO CONTINUE THE WORK AND FULFILLING THE GOALS, UH, AS REPRESENTED BY OUR FOUR PILLARS.

AND AS A REMINDER, THEY ARE CULTIVATE LEADERSHIP, DEVELOP CURRENT AND EMERGING LEADERS ENSURE AND ENCOURAGE EQUITY REFLECT THE GROWING DIVERSE POPULATION OF AUSTIN FOSTER COLLABORATION CONTRIBUTE TO AUSTIN'S ROBUST ARTS ECOSYSTEM AND INSPIRE EVOLUTION, ACHIEVE ADVANCEMENT THROUGH INNOVATION AND RESILIENCY.

UM, SO IN CASE YOU HAVEN'T NOTICED, I DO A LOT OF THINKING, UM, AND I'VE BEEN THINKING ABOUT SOMETHING THAT I SAID AT THE LAST MEETING I SAID REALLY QUICKLY.

UM, BUT IT'S, IT'S AN IMPORTANT THOUGHT AND THAT'S THAT YOU AS AN ARTS COMMISSIONER ARE AN ARTS LEADER AND I'VE BEEN THINKING ABOUT WHAT IT MEANS TO BE AN ARTS LEADER AND WHAT IT MIGHT LOOK LIKE TO OTHERS.

UM, SO AS YOU MAY HAVE BEEN FOLLOWING ALONG THE RECENT COUNCIL ELECTIONS, UM, THEY'RE STILL NOT CLEAR WHAT EFFECTS THEY WILL HAVE ON THE MEMBERSHIP OF THE ARTS COMMISSION COUNCIL MEMBER.

PAUL DID SUCCEED IN, IN HER, UH, ELECTION BID.

AND SO SHE IS REMAINING IN HER COUNCIL SEAT.

UM SHE'S AND SHE STILL HAD THE OPPORTUNITY TO NOMINATE A COMMISSIONER.

UM, BOTH COUNCIL MEMBERS, ALTAR AND FLANAGAN ARE IN RUNOFF ELECTIONS.

UH, WE EXPECT TO KNOW, UH, THE OUTCOME IN, IN JANUARY, A MAYOR PRO TEM GARZA DID NOT RUN FOR REELECTION, UH, AS SHE RAN FOR TRAVIS COUNTY ATTORNEY, UM, THAT IS THE COUNCIL MEMBER THAT APPOINTED OR NOMINATED ME.

UM, SO I WILL BE CONTACTING COUNCIL MEMBER, ELECTRON QANTAS, BUT OF COURSE SHE MAY OPT TO NOMINATE SOMEONE ELSE IN MY PLACE BECAUSE AS YOU KNOW, WE SERVE AT THE PLEASURE OF COUNCIL, UM, ALL DISSOLVED TO SAY THAT, YOU KNOW, WE SHOULD KNOW WHERE WE STAND BY OUR MARCH MEETING.

UM, BUT LOOKING AHEAD, I DID WANT TO ENCOURAGE EACH OF YOU TO CONSIDER MAKING A BID AS THE CHAIR OR THE VICE CHAIR AS ARTS LEADERS, YOU ARE CAPABLE OF ACTING AS OFFICERS OF THIS COMMISSION.

AND I HAVE FULL FAITH IN EACH OF YOU.

UM, DURING THE CONVERSATIONS OF THE CREATIVE SPACE SPAWN WORKING GROUP, SOMEONE ELSE HAD MENTIONED THAT, UM, HAD TO HAVE AN INNOVATIVE AND I'M PARAPHRASING HERE, BUT TO HAVE AN INNOVATIVE SPACE FOR THE COMMUNITY MEANT THAT WE HAD TO HAVE, WE HAD TO CONSIDER ACCESS TO, TO YOUNGER ARTISTS THAT ARE IN THEIR TEENS AND PRETEENS.

UM, WE COULDN'T JUST BE THINKING ABOUT EMERGING ARTISTS WHO, WHO HAVE SOME TRAINING IN WHATEVER DISCIPLINE THEY HAVE, BUT WE ALSO HAVE TO THINK ABOUT THOSE NASCENT AND DEVELOPING ARTISTS, UM, TO GIVE THEM THAT ENTRYWAY IN, INTO, INTO WHATEVER FIELD THEY MAY BE INTERESTED IN.

UM, SO I'VE SERIOUSLY REFLECTED ON THIS AND, AND I'VE COME TO, TO AGREE WHOLEHEARTEDLY THAT WE REALLY DO NEED TO THINK ABOUT NOT THE, JUST THE YOUNG ARTISTS, BUT THE ARTISTS FOR BEING, UM, AND I THINK NOT JUST FOR THE BOND AND NOT JUST FOR HAVING SPACE, BUT I THINK ABOUT IT IN TERMS OF WHAT WE, AS OUR COMMISSIONERS TO DO, YOU KNOW, WE SUPPORT THEM, WE ADVOCATE FOR POLICIES THAT AFFECT THE FUTURE.

I MEAN, W WHEN WE REVIEW GUIDELINES, WE'RE LOOKING AT THE NEXT YEARS OR THE NEXT CYCLES AND, AND THOSE FUNDS DON'T GET RELEASED UNTIL THE FOLLOWING YEAR.

AND THOSE ARTWORKS DON'T CREATE, GET CREATED UNTIL THEN.

SO WE'RE LOOKING TO THE FUTURE ALREADY.

UM, SO IT MAKES SENSE TO ME THAT WE SHOULD, UH, NOT REALLY SEE OURSELVES AND OUR IMMEDIATE PEERS BENEFITING FROM THE WORK THAT WE DO AS ART LEADERS, OUR DISCUSSIONS AND DECISIONS SHOULD SINCERELY HOLD THAT FUTURE ARTIST IN MIND AS THE BENEFICIARIES OF WHAT WE'RE DOING.

UM, SO FOR A HEALTHIER, EQUITABLE, AND MORE RESILIENT ART ECOSYSTEM, WE REALLY SHOULD BE IMAGINING A DIFFERENT TOMORROW FROM WHAT TODAY IS, AND FROM WHAT HAPPENED YESTERDAY.

MY FINAL THOUGHT ON ARTS LEADERS FOR TONIGHT, UM, IS THAT, THAT I HOPE THAT WE ARE ENCOURAGED AND EMPOWERED TO SHIFT FROM A MANAGEMENT PERSPECTIVE AND SIT MORE COMFORTABLY WITH, AND IN A LEADERSHIP PERSPECTIVE, UM, IN MY DAY JOB, I DO PROJECT MANAGEMENT.

SO I'VE COME ACROSS ARTICLES THAT THIS, YOU KNOW, MANAGERS ARE, THE BUSINESS LEADERS ARE ABOUT THE PEOPLE MANAGERS OVERSEE WHILE LEADERS GUIDE MANAGERS CONTROL PEOPLE AND OUTCOMES WHILE LEADERS MOTIVATE AND INSPIRE.

UM, AND I THINK OUR LIMITED TIME TOGETHER AT OUR MONTHLY MEETINGS REALLY RESTRICT OUR ABILITIES AND CAPABILITIES TO PROPERLY MANAGE THE WORK THAT THAT'S BEING DONE BY CAD STAFF OR BY ANYONE ELSE.

UM, AND AS A REMINDER, WE ARE ADVISORS, SO LET'S NOT FIGHT THAT AND LET'S LEAN INTO THE LEADERSHIP ROLE.

UM, AND AGAIN, THOSE FOUR PILLARS, CULTIVATE LEADERSHIP ENSURE AND ENCOURAGE EQUITY, FOSTER COLLABORATION INSPIRE EVOLUTION.

AND I THINK WE'RE JUST LOOKING FOR WHAT, WHAT NEEDS TO HAPPEN WITH THE GUIDELINES IN ORDER TO GET THEM FINISHED AND APPROVED.

AND I JUST THINK OVERALL TO WHAT YOU WERE JUST, UM, JUST SAYING, I MEAN, I THINK AGAIN, IN THEIR LEADERSHIP ROLES, THERE CERTAINLY IS THE DESIRE TO FIGURE OUT WHAT IS THE BEST WAY FORWARD WITH AIPP AND THE ARTS COMMISSION, SO THAT IT DOESN'T FEEL LIKE, UM, IT'S, IT'S TWO SILOS OPERATING SORT OF ON THE SAME, UM, LAND, BUT REALLY AN INTEGRATED ENTITY TO BETTER THE, UM, ARTISTIC LANDSCAPE FOR EVERYONE.

SO I JUST THINK THAT THAT'S JUST SOMETHING THAT WE'VE GOT TO KEEP IN MIND AND CONTINUALLY WORK ON, ON HOW ARE WE, UM, HOW ARE WE VIEWING THEIR WORK? HOW DO WE CONTINUE TO BUILD TRUST AND HOW ARE THEY CONTINUING TO BUILD TRUST AND, UM, EVERYTHING THAT'S GOING ON.

SO JUST, UM, YEAH.

UM, AND, UM, THE, WE HAD A GREAT DISCUSSION ON DX SESSION AND, UM, JUST A LOT GOING ON.

MY PRESENTATION IS TO TYPICALLY TAKE YOU THROUGH, TO BE THE UPDATE THAT WE HAVE FOR THE CREATION OF THE ECONOMIC DEVELOPMENT CORPORATION, UM, WHICH WAS RECENTLY APPROVED FOR THE CREATION BY MAYOR AND COUNCIL ON OCTOBER 1ST OF THIS YEAR.

FOR ME, UH, AT FIRST IN 2014, WE WERE ASKED TO BRING FORWARD A FEASIBILITY STUDY OF AVOID AN ENTITY WOULD POTENTIALLY LOOK LIKE, AND OVER THE COURSE OF TIME, WE'VE HAD A NUMBER OF ADDITIONAL COUNCIL ACTIONS TAKEN, UH, TO PROVIDE ADDITIONAL FEEDBACK AS TO WHAT IT IS COUNCIL IMAGINED AS AN ECONOMIC DEVELOPMENT ENTITY AND WHAT IT IS.

THEY WERE LOOKING TO SUPPORT SUCH A LINE OF WORK, BUT HAVING THAT PARTICULAR TYPE OF BODY BUILT UP, UH, OUTSIDE OF THE CITY, BUT BY THE CITY BOARD SERVICES.

NEXT SLIDE PLEASE.

AND SO WHAT WE ESSENTIALLY RECOMMENDED AND CREATED ON OCTOBER 1ST WAS A PUBLIC REAL ESTATE DEVELOPER.

SO COUNSELEE INITIALLY REQUESTED, UM, HE USABILITY STUDY AROUND THE CREATION OF MORE OF A HOLISTIC AND COLLABORATIVE ENTITY.

AND THAT WAS NOTABLY, UH, FOUND WHENEVER WE STARTED SPEAKING WITH STAKEHOLDERS AFTER GIVEN MORE FORMAL ACTIONS, IT'S MOVED FORWARD WITH BRINGING RECOMMENDATIONS TO OWN COUNCIL, THERE WERE A NUMBER OF MISSED OPPORTUNITIES TO BE ABLE TO LACE TOGETHER DIFFERENT OUTCOMES ASSOCIATED WITH ECONOMIC DEVELOPMENT, FOR SOME OF THE DIFFERENT PROJECTS OR SOME OF THE DIFFERENT STAKEHOLDERS DOING SUCH DEVELOPMENT PROJECTS WITHIN THE CITY.

SO COUNCIL WAS LOOKING FOR AN ENTITY THAT WOULD BE SERVING AS THEIR PARTNER, UH, AN ENTITY THAT COULD WORK NIMBLY QUICKLY AND EFFECTIVELY WITHIN THE CITY, UH, TO BE ABLE TO ACHIEVE MORE OF THOSE COLLABORATIVE OUTCOMES FOR HIGHER DEGREES OF SOCIAL IMPACT, BUT ALSO INCLUSION WITH WITHIN THE DEVELOPMENT THAT THEY SEE OCCURRING.

NOW, THIS ISN'T A NEW CONCEPT BY ANY STRETCH.

WE LOOK AT 17 DIFFERENT HERE IN ASPIRATIONAL CITIES AND FOUND DIFFERENT TYPES OF PARTNERS THAT EXIST DOING THIS TYPE OF WORK TO SUPPORT CITIES OR REGIONS ACROSS AMERICA.

WELL, WE ENDED UP CREATING THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION AS A FAMILY OF ORGANIZATIONS, AND THAT'S REALLY IMPORTANT BOTH NOW AND IN THE FUTURE BECAUSE WE HAVE THE ABILITY TO BE ABLE TO CREATE NEW ENTITIES THAT ARE UNDERNEATH OR SUPPORTED BY THE ECONOMIC DEVELOPMENT CORPORATION.

AND SO WE LOOK AT HOW IT IS OR WHAT YOU SEE IN SOME OF OUR PREVIOUS RESOLUTIONS REQUESTED BY MAYOR AND COUNCIL WAS AN INVENTORY OF THE DIFFERENT ENTITIES THAT ALREADY EXISTED WITHIN THE CITY.

AND OUR INVENTORY SHOWED THAT A NUMBER OF LOCAL OPERATIONS OR ENTITIES EXISTED THAT HAD A SINGLE PURPOSE OR A SPECIAL PROJECT IN MIND.

SO WHEN COUNCIL ASKED FOR US TO CREATE SOMETHING MORE HOLISTIC AND COLLABORATIVE, WE KNEW WE NEEDED TO CREATE MORE OF AN UMBRELLA ORGANIZATION UNDER WHICH WE COULD POTENTIALLY PARK CERTAIN ENTITIES THAT ALREADY EXIST MIGHT BE INDUSTRIAL DEVELOPMENT CORPORATION, WHICH HAS MORE BONDING AUTHORITY AND CAPABILITY, UM, AS, AS JUST ONE FACET OR TOOL OF THIS ENTITY.

SO WHEN WE SAY IT'S A FAMILY OF ENTITIES WHERE YOU CAN LOOK AT SOME OF THOSE THAT ALREADY EXIST, THAT ARE NOW UNDERNEATH THE ECONOMIC DEVELOPMENT CORPORATION OR FUTURE ENTITIES, LIKE THE CULTURAL TRUST BETWEEN TALK ABOUT, UH, WITH THIS LAND AND WE'LL CONTINUE TO WORK WITH THE GROUP TO FURTHER DEFINE THAT SCOPE.

SO THIS JUST HELPS TO DRAW OUT MORE OF THE RESPONSIBILITIES OR THE RELATIONSHIP THAT THIS ENTITY WILL HAVE AS THAT UMBRELLA ORGANIZATION BEING A FIVE OH ONE C3 BEING A BOARD APPOINTED ENTITY THAT IS OUTSIDE OF THE CITY STRUCTURE ITSELF.

IT'S STILL HAVING SOME INTERACTION WITH MAYOR AND COUNCIL, AS WELL AS THAT CONDUIT THAT I SPOKE ABOUT EARLIER, THE INDUSTRIAL DEVELOPMENT CORPORATION, HAVING VERY SPECIFIC OR OUR UNIQUE PRIVILEGES AS WELL, THAT WOULD BE A PART OF, OR I'M DOING THE, THE AUTHORITY OF THIS ENTITY AND THEN THE CITY'S ECONOMIC DEVELOPMENT DEPARTMENT STILL BEING AN INCREDIBLY STRONG PARTNER, ACTUALLY CONTINUING TO BE, BE THE KIND OF READ BETWEEN THE CITY, UH, AND PARTICULAR PROJECTS THAT ARE BROUGHT FORWARD BY THE ENTITY OR VICE VERSA, UH, BUT CONTINUING TO, TO HAVE MANAGEMENT OR OVERSIGHT OF THE RELATIONSHIP

AS IT EXISTS BETWEEN THE CITY, UH, AN ECONOMIC DEVELOPMENT CORPORATION, WHICH WILL BE STATED IN A FUTURE INTER-LOCAL AGREEMENT OR AGREEMENT BETWEEN THAT'S FINE, THE ORGANIZATION THAT WE PROPOSE AMERICAN COUNCIL RELATIVELY LEAN FOR THE FIRST THREE YEARS.

BUT WHAT YOU SEE HERE IS THERE STILL A DEGREE OF COUNCIL OVERSIGHT, DOES THAT NEED TO EARLIER WE WILL BE FORMULATING AN AGREEMENT.

UM, AND, AND THAT AGREEMENT PROVIDES THAT THE, THE CVO AND THE PRESIDENT OF THE BOARD WILL BE REPORTING BACK TO AND COUNCIL ON AN ANNUAL BASIS.

UH, THE PRIMARY FOCUS OF THAT IS TO CONTINUE TO MAINTAIN THE VALUE SETS OF THE CITY AND TO UPDATE ANY OF THE VALUES THAT WE NEED TO BE ENCOURAGING THE WORK BEING DONE WITHIN THE ECONOMIC DEVELOPMENT CORPORATION.

AND TO ALSO LOOK A LITTLE MORE DEEPLY AT THE FORTHCOMING PROGRAM OF WORK, UH, TO, TO MAKE SURE THAT THE PROGRAMS OR THE PROJECTS THAT ARE GOING TO BE SUPPORTING THEM FOR COMING HERE, ALIGN WITH NON COUNCIL'S OBJECTIVES FROM ONE PIECE OF DEVELOPMENT WITHIN THE CITY.

SO THE PRESIDENT AND CEO IS CURRENTLY A POSITION BEING PULLED BY VERONICA PERSONNEL IS WEARING A VARIETY OF HATS, BUT THEN ECONOMIC DEVELOPMENT IN THE CITY OF AUSTIN AT THIS POINT IN TIME.

BUT IT IS A PRIORITY FOR US TO BE ABLE TO PLAY AS THAT PRESIDENT AND CEO IN THE NEAR FUTURE, AT LEAST WITHIN THE NEXT SIX MONTHS, BECAUSE OF THE NEED TO MOVE ON PROJECTS VERY QUICKLY, BECAUSE THIS ENTITY WILL BE SELF-SUSTAINING OVER A THREE-YEAR PERIOD OF TIME.

AND ONCE YOU SEE JUST UNDER THAT PRESIDENT AND THE CEO ARE A NUMBER OF EXPERTS AND EXPERTISE THAT COME FORWARD, THAT, UM, IF THEY AREN'T ALREADY WITH THEM, THE COMMUNITY, THEY CERTAINLY AREN'T WORKING IN THIS CAPACITY ON BEHALF OF THE CITY OR OTHER AGENCIES AROUND THE COMMUNITY WHO COULD POTENTIALLY LEVERAGE THIS TYPE OF, UH, EXPERTISE OR SKILLSETS BEING WITHIN ONE CENTRALIZED LOCATION, UH, OF PRIORITY.

THERE WOULD BE OUR CHIEF OPERATING OFFICER POSITION AND SEE, UH, HOW IMPORTANT IT IS TO HAVE THAT POSITION IN LINE WITH, UH, THE, THE STAFF SUPPORTING, ESPECIALLY IF WE'RE WORKING TO ONBOARD AND WORKING ON PROJECTS.

OKAY.

THE BOARD ITSELF IS PRETTY UNIQUELY STRUCTURED, AND I APOLOGIZE WE'RE MISSING PLACE 20, WHICH IS THE CTO, UH, OUR EX-OFFICIO POSITION.

UM, BUT WHAT YOU SEE HERE IS THAT WE HAVE A BLUE RIBBON BOARD THAT MARION COUNCIL IS ASKING FOR NOMINATED BODIES FROM AROUND THE COMMUNITY TO CONTRIBUTE A NOMINATION TO THE BOARD.

UM, AND BECAUSE I WANT TO KEEP IT BRIEF, UH, I'LL JUST FOCUS ON, UH, THREE ACTION ITEMS, UH, THAT I'M BRINGING TO YOU TODAY.

UH, ONE IS AT THE ARTIST ACCESS PROGRAM, UH, WHICH HAS COMPLETED ITS FIRST, UH, FULL YEAR, UM, HAS OPENED UP APPLICATIONS ONCE AGAIN, OR THE 20, 22 CLASS OF ARTISTS ACCESS PROGRAM ARTS GROUPS.

UH, AS YOU RECALL, THERE WERE 17, UM, ARTS ORGANIZATIONS THAT WERE ACCEPTED INTO THE PROGRAM.

UH, LAST FISCAL YEAR, UM, 45% OF THOSE WERE A BIPAP.

UM, AND, UM, UH, WE WERE ABLE TO PIVOT, UM, MANY OF OUR SPACES TO SOUND STAGES SO

THAT, UM, ARTS ORGANIZATIONS COULD USE OUR STAGES FOR RECORDING ONLINE PROGRAMMING.

UM, IT'S DESIGNED TO BUILD A BRIDGE, THE DIGITAL DIVIDE IN AUSTIN.

AND, AND IN ORDER TO UNDERSTAND THAT I'LL GIVE A BRIEF DEFINITION OF WHAT IS DIGITAL INCLUSION AND DIGITAL EQUITY.

ACCORDING TO THE NATIONAL DIGITAL INCLUSION ALLIANCE, DIGITAL INCLUSION IS A CONDITION IN WHICH ALL INDIVIDUALS AND COMMUNITIES HAVE.

THE INFORMATION TECHNOLOGY CAPACITY NEEDED FOR FULL PARTICIPATION IN OUR SOCIETY, DEMOCRACY AND ECONOMY, DIGITAL INCLUSION IS NECESSARY FOR CIVIC AND CULTURAL PARTICIPATION, EMPLOYMENT, LIFELONG LEARNING, AND ACCESS TO ESSENTIAL SERVICES.

UM, SO SINCE THE ONSET OF, SINCE THE INTERNET WAS CREATED, IT'S BEEN AN INTEGRAL PART IN HOW WE, UH, GO ABOUT OUR LIVES.

SO WE GET OUR BUSINESS DONE.

UM, BUT IN THE PAST YEAR, IT'S BECOME EVEN MORE CLEAR AND EVEN MORE POIGNANT WHAT, UH, WHAT WE NEED THE INTERNET AND DEVICES FOR.

UM, WE'RE HEARING STORIES IN OUR PROGRAM OF FAMILIES WHO, UH, YOU KNOW, ARE MAYBE ATTENDING AISD AND THEY HAVE THREE KIDS.

AND EACH OF THOSE KIDS HAS TO BE CONNECTING, UH, TO, TO DIGITAL CLASSROOMS IN THE MORNING AT THE SAME TIME.

AND BOTH PARENTS MIGHT ALSO BE, UH, REMOTE WORKING OR TELEWORKING, UH, TRYING TO USE, UH, DEVICES AND BANDWIDTH AS WELL.

AND, AND THAT FAMILY MAY NOT HAVE HAD, UH, SUFFICIENT INTERNET EVEN BEFORE THIS COVID SITUATION HIT.

AND NOW YOU CAN IMAGINE THE DEMAND OF ALL OF THIS BANDWIDTH OF SIMULTANEOUS LEARNING AND WORKING ON THE SAME CONNECTION ALL AT THE SAME TIME.

SO THAT I THINK THAT ENCAPSULATES THE CHALLENGE OF, UH, BRIDGING THE DIGITAL DIVIDE AND THE CHALLENGES THAT OUR NEW, UH, COVID ENVIRONMENT HAS PLACED ON US AT NEXT SLIDE, PLEASE.

SO WITH THAT IN MIND, UH, I'M GOING TO GO INTO A LITTLE BIT MORE SPECIFICS ABOUT THE GRANT OPPORTUNITY ITSELF, THE VISION AND MISSION, OR THE VISION OF OUR GRANT IS A COMMUNITY WHERE ALL CITIZENS HAVE ACCESS TO THE INTERNET DEVICES AND KNOWLEDGE NEEDED TO FULLY PARTICIPATE IN DIGITAL SOCIETY.

AND OUR MISSION IS TO PROVIDE MATCHING GRANT FUNDS TO AUSTIN ORGANIZATIONS FOR PROJECTS THAT CREATE DIGITAL OPPORTUNITIES AND PROMOTE DIGITAL EQUITY IN INNOVATIVE WAYS.

UM, THESE ARE SOME EXAMPLES OF PROGRAMS AND PROJECTS THAT HAVE BEEN FUNDED IN THE PAST BY G TOPS AND PROGRAMS THAT HAVEN'T BEEN FUNDED BY G TOPS WITHIN EACH OF OUR GOAL AREAS INDICATED AT THE TOP OF THE SCREEN THERE.

UM, UH, BUT I'M GOING TO ACTUALLY RIFF OFF OF SOME MORE, UH, RELEVANT PROGRAMS THAT WE FUND FUNDED IN THE PAST THAT HAVE AN ARTS COMPONENT TO THEM.

UH, SO WE FUNDED ARC OF THE CAPITAL AREA IN YEARS PAST TO CREATE A COMPUTER LAB WHERE THEY TAUGHT, UM, UH, UH, WHERE THEY, WHERE THEY USE THE LAB FOR CREATIVE PURPOSES TO CREATE ART AND, UH, THOSE ART PIECES WHERE THEN, UH, THEY TRIED TO CONNECT THOSE WITH, UH, COMMISSIONS IN THE PRIVATE SECTOR.

UM, WE'VE ALSO FUNDED CREATIVE ACTION, WHO IS A NONPROFIT THAT PUT ON INTEGRATED ARTS PROGRAMMING IN SOME OF OUR LOCAL ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS.

UM, THEY, THEY, UH, TAUGHT, UH, UH, MATH

AND SCIENCE AND THE LIKE WITH IN, IN COMBINATION WITH ARTS.

UM, SO IMAGINE STOP MOTION, UH, UH, ARTWORK TO LEARN MATH OR STORYTELLING TO LEARN SCIENCE, UH, THINGS OF THAT NATURE.

UM, WE ALSO FUNDED LATINITAS FOR A PROGRAM WHERE THEY EXPOSED, UH, THEIR, UH, THEIR KIDS TO VR, AND THEY LEARNED HOW USE 360 DEGREE CAMERAS AND, AND TAKE VR VIDEOS AND THINGS OF THAT NATURE.

AND THE LAST EXAMPLE I'LL GIVE IS WE ALSO FUNDED TEXAS FOLK LIFE.

UH, AND, UH, IN THAT PROGRAM, THEY TAUGHT THEIR KIDS HOW TO CREATE PODCASTS.

AND, UH, EVERYBODY IN THE CLASS ENDED UP CREATING ONE, AND THOSE WERE SHARED, UM, UH, THROUGH SOUNDCLOUD.

UM, SO THOSE ARE JUST SOME EXAMPLES OF HOW TECHNOLOGY AND ART CAN INTERSECT.

AND, UH, THOSE ARE THE TYPES OF PROGRAMS THAT WE'RE VERY MUCH INTERESTED IN, IN ENCOURAGING AND SEEING MORE OF A NEXT SLIDE, PLEASE.

THIS IS A D DETAILED VIEW OF OUR FULL GRANT AND THE THREE DIFFERENT BRANCHES WITHIN, UH, G TOPS.

THE FIRST ONE IS OUR TRADITIONAL GRANT PATHWAY AND THE LARGEST IT'S CALLED CORE.

AND THE AWARD RANGES ARE FROM 10 TO $35,000 FOR THE FULL PROJECT.

AND THE TOTAL FUNDING AVAILABLE FOR THAT POOL IS $300,000 TO TUFTS CAPACITY IS A CAPACITY BUILDING GRANT.

IT IS NOT A DIRECT SERVICE GRANT, BUT IT'S DESIGNED TO BUILD THE CAPACITY OF NONPROFITS TO DO DIGITAL INCLUSION WORK IN THE COMMUNITY.

UH, AWARD RANGES FOR THAT GRANT ARE $150 TO $2,500 WITH A TOTAL FUNDING OF $50,000 FOR THE YEAR.

THE THIRD PATHWAY IS G TOPS MINI, WHICH IS A MINI GRANT, UM, THAT IS SERVICE DELIVERY.

AND THE AWARD RANGES ARE FROM 5,000 TO $10,000.

AGAIN, 50,000 TOTAL AVAILABLE.

I DON'T HAVE A FULL UPDATE FOR YOU ALL ON G TOPS MINI BECAUSE IT'S BRAND NEW THIS YEAR AND WE'RE LIKELY TARGETING JULY FOR THE TIMEFRAME TO LAUNCH IT.

SO STILL WORKING OUT SOME FINAL DETAILS THERE, BUT I'LL UPDATE ON G TOP SCORE AND SHE TOPS CAPACITY NEXT, PLEASE.

AND YEP.

UH, YEAH, THESE ARE THE ELIGIBILITY REQUIREMENTS FOR G TOPS CORE.

UM, THIS, UH, GRANT IS DESIGNED FOR NONPROFITS THAT ARE SERVING THE AUSTIN COMMUNITY.

UH, IF AN ORGANIZATION IS NOT AN AUSTIN BASED, NON-PROFIT, YOU CAN PARTNER WITH AN ORGANIZATION THAT IS, AND HAVE THAT ORGANIZATION ACT AS YOUR FISCAL AGENT.

UM, THEY WOULD, THE FISCAL AGENT WOULD THEN BE THE ONE APPLYING FOR THE GRANT, UM, TO, UH, TO DO THE SERVICE DELIVERY.

UM, THE PROGRAM HAS TO ALIGN WITH ONE OF THE G TOP SCHOOLS THAT I MENTIONED ON SLIDE SIX.

SO THE THREE PILLARS OF DEVICES, INTERNET, AND, UH, KNOWLEDGE AND THE ORGANIZATION DOES HAVE TO HAVE THE ABILITY TO AGREE WITH THE STANDARDS YOU TOPS TERMS AND CONDITIONS, UH, WITH NO EXCEPTIONS.

SO, UH, WE'VE, WE'VE HAD, UH, AN ORGANIZATION DROPOUT IN THE PAST BECAUSE THEY JUST DIDN'T FEEL COMFORTABLE SIGNING, UH, THE BOILER PLATE CONTRACT.

UM, WE DO ENCOURAGE ALL INTERESTED APPLICANTS TO TAKE LOOK AT THE BOILER PLATE AGREEMENT, WHICH IS POSTED ON OUR WEBSITE.

UM, BUT IT IT'S VERY STANDARD.

IT'S A VERY STANDARD CITY CONTRACT, UM, THAT WE HAVE TO STICK TO.

UH, NEXT SLIDE, PLEASE.

THE RE THE OTHER ELIGIBILITY REQUIREMENTS ARE THAT ORGANIZATIONS CAN SUBMIT UP TO THREE LETTERS OF INTEREST FOR G TOPS GRANT CYCLE, BUT THEY CAN ONLY SUBMIT ONE G TOP SCORE APPLICATION.

AND, UH, THIS IS A ONE-TO-ONE MATCH FUNDING GRANT.

SO, UH, FOR EVERY DOLLAR THAT WE PROVIDE IN CYNDI FUNDING, IT'S EXPECTED THAT $1 WILL BE MATCHED IN, UH, SOME TYPE OF MATCH, BE IT IN KIND CASH OR VOLUNTEER HOUR DONATIONS.

UH, LASTLY, AN ORGANIZATION IS ONLY ELIGIBLE TO RECEIVE G TUFTS FUNDING THREE TIMES IN A ROLLING FIVE-YEAR PERIOD.

AND THIS IS SO THAT WE ENSURE THAT WE'RE NOT FUNDING THE SAME NINE ORGANIZATIONS EVERY YEAR FOREVER.

WE WANT SOME TURNOVER TO OCCUR IN THE POOL OF APPLICANTS.

IT JUST BREAKS OUT WHAT THAT THREE OR FIVE YEARS REQUIREMENT LOOKS LIKE, UM, FOR ANY OF THE VIEWERS WHO ARE INTERESTED.

YOU COULD ALSO EXPECT, UH, THAT WE'RE LOOKING TO DISMANTLE SOME ASSUMPTIONS AND PRACTICES THAT HAVE FAVORED, UM, ALMOST EXCLUSIVELY, UH, THE IDEA OF ENTITLEMENT FUNDING FROM ORGANIZATIONS THAT HAVE BEEN SUCCESSFUL CONTRACTORS OVER THE LONG PERIOD OF TIME.

UM, AND WITH YOUR HELP IDENTIFYING ORGANIZATIONS THAT HAVE BEEN LEGACY ORGANIZATIONS EXISTING IN THE CITY FOR SOME TIME, AS WELL AS NEW, UH, CULTURALLY SPECIFIC ORGANIZATIONS, BUT TO HELP US LEVEL THE PLAYING FIELD, UM, TAKING A FEW OF THOSE ORGANIZATIONS AND REALLY INVESTING LONG-TERM IN THEIR GROWTH AND ADMINISTRATIVE CAPACITIES IN THE PROCESS.

YOU'VE ALSO HEARD US TALK ABOUT THE ROLE OF COMMISSIONERS.

AND SO WE REALLY HAVE APPRECIATED THE OPPORTUNITY TO HAVE, UM, EQUITY, DIVERSITY CONVERSATIONS THAT WE'LL CONTINUE TO HAVE WITH COMMISSION MEMBERS ACROSS THE THREE DIVISIONS.

UM, AND I THINK ALSO THE LANDMARK COMMISSION, OTHER ADVISORY GROUPS TO THE THREE DIVISIONS ARE GOING TO CONTINUE TO HAVE CONVERSATIONS AROUND EQUITY, BUT SPECIFICALLY FOCUSING ON THE ROLE OF THE COMMISSIONER, UH, IN SEEKING THIS JOURNEY TOWARD EQUITY, LOOKING FOR A COMMISSIONER IS TO, UM, BE, UH, MORE ADVOCATES FOR THESE NEW DIRECTIONS THAT WE WILL BE BRINGING BACK TO YOU.

WE'LL BE LOOKING TO COMMISSION TO HELP REPOSITION THE FOCUS OF THE ADVISORY GROUPS, BOARDS AND COMMISSIONS ARE REPOSITIONING YOUR FOCUS TO BE MORE, UM, UM, HEAVY HANDED IN THE POLICY IMPLEMENTATION STAGES.

AND BY THAT, I MEAN, UM, RATHER THAN BEING, UM, SEEN AS THE ARBITERS OF THE GRANT PROCESS, REALLY HELPING TAKE A STEP BACK AND LOOKING AT WHO, WHO ARE, WHO IS CONSTITUTING, THE GRANT PANELS, ARE THEY DIVERSE? ARE THEY PREPARED TO BE GOOD PANELISTS? UM, LOOKING AT THE INVESTMENT OPPORTUNITIES THAT THE CITY CAN MAKE, UM, IN BUILDING MORE ORGANIZATIONS OF COLOR LED BY, UH, AFRICAN-AMERICAN LATINO, NATIVE, UH, UH, PEOPLE WE WILL ALSO BE LOOKING TO THE COMMISSIONER IS TO CONTINUE TO CHALLENGE THE STAFF THAT IDENTIFYING NEW USERS OF YOUR PROGRAMS, NOT SO MUCH LOOKING AT WHO'S COMING TO THE TABLE, BUT BEING AN ACTIVIST IN FINDING OUT WHO'S NOT REPRESENTED, WHO'S NOT PARTICIPATING AND WHO'S NOT APPLYING FOR FUNDING.

AND HOW DO WE BRING MORE OF THOSE, UM, ORGANIZATIONS OF MANY DIFFERENT CONSTRUCTS TO THE PROCESS AND IN A WAY THAT THEY CAN BE SUCCESSFUL THIS WHOLE PHASE AND UP TO THE POINT THAT WE'RE GIVING YOU THIS UPDATE NOW, AS YOU KNOW, HAS INCLUDED A LOT OF LISTENING, UM, WORKING WORKSHOPPING WITH STAFF, UM, TAKING A HARD LOOK AT PROCESSES WITH OTHER CITY DIVISIONS DEPARTMENTS THAT HAVE AUTHORITY OVER, UM, HOW THE CITY DOLLARS ARE ACCOUNTED FOR RISK MANAGEMENT, LEGAL, ET CETERA, AND DOING SOME CROSS POLLINATION DISCOVERY WITH NON-ARTS DEPARTMENTS, PARKS, FOR EXAMPLE, OR A SMALL BUSINESS DEVELOPMENT, BUT UNDER ECONOMIC DEVELOPMENT.

UH, WE FIND THAT THERE ARE A LOT OF OPPORTUNITIES, UH, FOR KNOWLEDGE BUILDING AND GROWTH.

SO THIS PROCESS IS ALMOST, UM, I WOULD SAY IT'S NOT REVOLUTIONARY, BUT THERE ARE PROBABLY A HALF DOZEN TO 15 MAJOR CITIES ACROSS THE COUNTRY.

UM, THAT IN THE LAST 12 MONTHS I'VE BEEN REALLY LOOKING HARD AT HOW THEY CAN SHIFT AND OPEN THE PROCESSES FOR FUNDING, UM, NONPROFIT ORGANIZATIONS AND FOR-PROFIT ENTITIES THAT ARE SUPPORTING THE CULTURAL SECTOR.

AND SO WHAT I SEE AHEAD FOR AUSTIN, UM, IS NOT GOING TO BE A, UH, UH, A DIFFICULT ROAD.

I THINK, UH, AS COMMISSIONERS, YOU WILL BEGIN TO SEE AND HAVE A CHANCE TO QUESTION SOME OF THE RATIONALE AND RECOMMENDATIONS.

UM, BUT I THINK THE DIFFICULT ROLE FOR THE COMMISSIONER IS IT'S GONNA LIE IN MAINTAINING INTEGRITY, UH, FOR THE CITY'S MISSION, UH, TO MOVE MORE TOWARD RACIAL EQUITY AND HELPING THE STAFF RESPOND TO THE ORGANIZATIONS THAT WILL BE IMPACTED BOTH POSITIVELY.

AND IN SOME CASES WILL BE IMPACTED WITH A CHALLENGE TO GROW AND EXPAND THEIR WORK.

WE'VE GOT, UM, WE'VE HAD ONE PUBLIC HEARING, ONE PUBLIC MEETING THAT GAVE US SOME GOOD INPUT.

WE'VE BEEN WORKING WITH PARTNERS TO HELP US THINK ABOUT HOW TO LOOK OUTSIDE OF THE CITY TO HELP COMMUNICATE SOME OF THE POTENTIAL SHIFTS WHEN WE GET TO THAT POINT.

UM, BUT IT'S BEEN A VERY RIGOROUS, UM, SIX DAY A WEEK, UH, SERIES OF CONVERSATIONS OVER THE LAST FEW MONTHS, THE STAFF

HAS BEEN AMAZINGLY TERRIFIC AND RESOURCEFUL AT DOING RESEARCH AND LOOKING AT OTHER MODELS WE'VE MADE SUGGESTIONS.

WE NOW HAVE SEVERAL PROGRAM CONCEPTS THAT WE'RE ENTIRELY VETTING WITH OUR EXECUTIVE TEAM, THE LAW DEPARTMENT AND THE EQUITY OFFICE.

AND WE PLAN TO RELEASE THESE CONCEPTS PUBLICLY THROUGH OUR WEBSITE IN THE NEXT COUPLE OF WEEKS, SO THAT THE COMMUNITY HAS TIME TO REVIEW THEM, THINK ABOUT THEM AND FORMULATE FEEDBACK FOR US.

THE NEXT COMMUNITY CONVERSATION THAT WE PLAN TO HOLD IS GOING TO BE TAKING PLACE TOTALLY ON DECEMBER 12TH.

AND WE'RE, UH, AS WE'VE DONE IN THE PAST, WE'RE PLANNING TO HAVE THAT AS A RECORDED CONVERSATION, SO IT CAN BE VIEWED ON DEMAND A BIT, BUT AT THAT MEETING, WE'LL TALK MORE IN DEPTH ABOUT THESE MID-LEVEL KIND OF PROGRAM CONCEPTS.
