[00:00:03]

UH,

[CALL TO ORDER]

GOOD EVENING, EVERYONE.

I'D LIKE TO CALL THIS MEETING TO ORDER.

UH, IT'S MONDAY, NOVEMBER 16TH AT 5:37 PM.

MEETING VIRTUALLY FOR THE ARTS COMMISSION, UH, NOVEMBER MEETING.

UH, I'M GOING TO TAKE A QUICK ROLL CALL JUST TO CONFIRM THAT YOU'RE HERE.

I SEE COMMISSIONER BARNES, COMMISSIONER FLORES, COMMISSIONER CISMEN VICE CHAIR, POLGAR COMMISSIONER KEATON AND MYSELF MAKE SIX.

UH, WE ON MOVING ON THE AGENDA.

UM, WE DO NOT HAVE CITIZENS COMMUNICATION TONIGHT.

WE'RE GOING TO CONTINUE

[1. APPROVAL OF MINUTES]

WITH THE APPROVAL OF MINUTES.

UH, THERE WAS A TECHNICAL ISSUE, SO WE DON'T HAVE MINUTES FROM LAST MEETING.

UH, HOPEFULLY THIS WILL BE RESOLVED BY NEXT MONTH AND WE'LL BE ABLE TO, UH, APPROVE MINUTES FROM BOTH BOTH MONTH'S MEETINGS.

UH, SO THIS BRINGS US TO CHAIR'S REPORT.

[2. CHAIR’S REPORT]

UH, DID HAVE A COUPLE OF THINGS TO SAY TONIGHT, SO I WANTED TO MAKE SURE WE MADE SOME TIME FOR IT.

UH, GOOD EVENING, EVERYONE.

UH, WHEN I WAS FIRST ELECTED AS CHAIR, UH, SOMEONE HAD ASKED ME WHAT MY GOALS OR VISIONS WERE FOR THE COMMISSION, UH, AND I TOLD THEM THAT I JUST WANTED TO HELP PROVIDE THE COMMUNITY WITH, WITH WHAT THEY SAY THEY NEEDED.

UM, AND NOW, YOU KNOW, THREE YEARS LATER, I STILL WANT THAT.

UM, BUT I ALSO WANT THE COMMISSION WITH, OR WITHOUT ME, UM, TO CONTINUE THE WORK AND FULFILLING THE GOALS, UH, AS REPRESENTED BY OUR FOUR PILLARS.

AND AS A REMINDER, THEY ARE CULTIVATE LEADERSHIP, DEVELOP CURRENT AND EMERGING LEADERS ENSURE AND ENCOURAGE EQUITY REFLECT THE GROWING DIVERSE POPULATION OF AUSTIN FOSTER COLLABORATION CONTRIBUTE TO AUSTIN'S ROBUST ARTS ECOSYSTEM AND INSPIRE EVOLUTION, ACHIEVE ADVANCEMENT THROUGH INNOVATION AND RESILIENCY.

UM, SO IN CASE YOU HAVEN'T NOTICED, I DO A LOT OF THINKING, UM, AND I'VE BEEN THINKING ABOUT SOMETHING THAT I SAID AT THE LAST MEETING I SAID REALLY QUICKLY.

UM, BUT IT'S, IT'S AN IMPORTANT THOUGHT AND THAT'S THAT YOU AS AN ARTS COMMISSIONER ARE AN ARTS LEADER AND I'VE BEEN THINKING ABOUT WHAT IT MEANS TO BE AN ARTS LEADER AND WHAT IT MIGHT LOOK LIKE TO OTHERS.

UM, SO AS YOU MAY HAVE BEEN FOLLOWING ALONG THE RECENT COUNCIL ELECTIONS, UM, THEY'RE STILL NOT CLEAR WHAT EFFECTS THEY WILL HAVE ON THE MEMBERSHIP OF THE ARTS COMMISSION COUNCIL MEMBER.

PAUL DID SUCCEED IN, IN HER, UH, ELECTION BID.

AND SO SHE IS REMAINING IN HER COUNCIL SEAT.

UM SHE'S AND SHE STILL HAD THE OPPORTUNITY TO NOMINATE A COMMISSIONER.

UM, BOTH COUNCIL MEMBERS, ALTAR AND FLANAGAN ARE IN RUNOFF ELECTIONS.

UH, WE EXPECT TO KNOW, UH, THE OUTCOME IN, IN JANUARY, A MAYOR PRO TEM GARZA DID NOT RUN FOR REELECTION, UH, AS SHE RAN FOR TRAVIS COUNTY ATTORNEY, UM, THAT IS THE COUNCIL MEMBER THAT APPOINTED OR NOMINATED ME.

UM, SO I WILL BE CONTACTING COUNCIL MEMBER, ELECTRON QANTAS, BUT OF COURSE SHE MAY OPT TO NOMINATE SOMEONE ELSE IN MY PLACE BECAUSE AS YOU KNOW, WE SERVE AT THE PLEASURE OF COUNCIL, UM, ALL DISSOLVED TO SAY THAT, YOU KNOW, WE SHOULD KNOW WHERE WE STAND BY OUR MARCH MEETING.

UM, BUT LOOKING AHEAD, I DID WANT TO ENCOURAGE EACH OF YOU TO CONSIDER MAKING A BID AS THE CHAIR OR THE VICE CHAIR AS ARTS LEADERS, YOU ARE CAPABLE OF ACTING AS OFFICERS OF THIS COMMISSION.

AND I HAVE FULL FAITH IN EACH OF YOU.

UM, DURING THE CONVERSATIONS OF THE CREATIVE SPACE SPAWN WORKING GROUP, SOMEONE ELSE HAD MENTIONED THAT, UM, HAD TO HAVE AN INNOVATIVE AND I'M PARAPHRASING HERE, BUT TO HAVE AN INNOVATIVE SPACE FOR THE COMMUNITY MEANT THAT WE HAD TO HAVE, WE HAD TO CONSIDER ACCESS TO, TO YOUNGER ARTISTS THAT ARE IN THEIR TEENS AND PRETEENS.

UM, WE COULDN'T JUST BE THINKING ABOUT EMERGING ARTISTS WHO, WHO HAVE SOME TRAINING IN WHATEVER DISCIPLINE THEY HAVE, BUT WE ALSO HAVE TO THINK ABOUT THOSE NASCENT AND DEVELOPING ARTISTS, UM, TO GIVE THEM THAT ENTRYWAY IN, INTO, INTO WHATEVER FIELD THEY MAY BE INTERESTED IN.

UM, SO I'VE SERIOUSLY REFLECTED ON THIS AND, AND I'VE COME TO, TO AGREE WHOLEHEARTEDLY THAT WE REALLY DO NEED TO THINK ABOUT NOT THE, JUST THE YOUNG ARTISTS, BUT THE ARTISTS FOR BEING, UM, AND I THINK NOT JUST FOR THE BOND AND NOT JUST FOR HAVING SPACE, BUT I THINK ABOUT IT IN TERMS OF WHAT WE, AS OUR COMMISSIONERS TO DO, YOU KNOW, WE SUPPORT THEM, WE ADVOCATE FOR POLICIES THAT AFFECT THE FUTURE.

I MEAN, W WHEN WE REVIEW GUIDELINES, WE'RE LOOKING AT THE NEXT YEARS OR THE NEXT CYCLES AND, AND THOSE FUNDS DON'T GET RELEASED UNTIL THE FOLLOWING YEAR.

AND THOSE ARTWORKS DON'T CREATE, GET CREATED UNTIL THEN.

[00:05:01]

SO WE'RE LOOKING TO THE FUTURE ALREADY.

UM, SO IT MAKES SENSE TO ME THAT WE SHOULD, UH, NOT REALLY SEE OURSELVES AND OUR IMMEDIATE PEERS BENEFITING FROM THE WORK THAT WE DO AS ART LEADERS, OUR DISCUSSIONS AND DECISIONS SHOULD SINCERELY HOLD THAT FUTURE ARTIST IN MIND AS THE BENEFICIARIES OF WHAT WE'RE DOING.

UM, SO FOR A HEALTHIER, EQUITABLE, AND MORE RESILIENT ART ECOSYSTEM, WE REALLY SHOULD BE IMAGINING A DIFFERENT TOMORROW FROM WHAT TODAY IS, AND FROM WHAT HAPPENED YESTERDAY.

MY FINAL THOUGHT ON ARTS LEADERS FOR TONIGHT, UM, IS THAT, THAT I HOPE THAT WE ARE ENCOURAGED AND EMPOWERED TO SHIFT FROM A MANAGEMENT PERSPECTIVE AND SIT MORE COMFORTABLY WITH, AND IN A LEADERSHIP PERSPECTIVE, UM, IN MY DAY JOB, I DO PROJECT MANAGEMENT.

SO I'VE COME ACROSS ARTICLES THAT THIS, YOU KNOW, MANAGERS ARE, THE BUSINESS LEADERS ARE ABOUT THE PEOPLE MANAGERS OVERSEE WHILE LEADERS GUIDE MANAGERS CONTROL PEOPLE AND OUTCOMES WHILE LEADERS MOTIVATE AND INSPIRE.

UM, AND I THINK OUR LIMITED TIME TOGETHER AT OUR MONTHLY MEETINGS REALLY RESTRICT OUR ABILITIES AND CAPABILITIES TO PROPERLY MANAGE THE WORK THAT THAT'S BEING DONE BY CAD STAFF OR BY ANYONE ELSE.

UM, AND AS A REMINDER, WE ARE ADVISORS, SO LET'S NOT FIGHT THAT AND LET'S LEAN INTO THE LEADERSHIP ROLE.

UM, AND AGAIN, THOSE FOUR PILLARS, CULTIVATE LEADERSHIP ENSURE AND ENCOURAGE EQUITY, FOSTER COLLABORATION INSPIRE EVOLUTION.

THANK YOU.

UM, I DIDN'T, I DIDN'T QUITE DEFINE IT IN THE AGENDA, BUT IS THERE AN MPP LIAISON REPORT? UM, SO I, I TOOK BACK SORT OF SOME OF THE, UM, COMMENTS MADE, UM, AT OUR LAST MEETING.

AND I THINK WE'RE JUST LOOKING FOR WHAT, WHAT NEEDS TO HAPPEN WITH THE GUIDELINES IN ORDER TO GET THEM FINISHED AND APPROVED.

AND I JUST THINK OVERALL TO WHAT YOU WERE JUST, UM, JUST SAYING, I MEAN, I THINK AGAIN, IN THEIR LEADERSHIP ROLES, THERE CERTAINLY IS THE DESIRE TO FIGURE OUT WHAT IS THE BEST WAY FORWARD WITH AIPP AND THE ARTS COMMISSION, SO THAT IT DOESN'T FEEL LIKE, UM, IT'S, IT'S TWO SILOS OPERATING SORT OF ON THE SAME, UM, LAND, BUT REALLY AN INTEGRATED ENTITY TO BETTER THE, UM, ARTISTIC LANDSCAPE FOR EVERYONE.

SO I JUST THINK THAT THAT'S JUST SOMETHING THAT WE'VE GOT TO KEEP IN MIND AND CONTINUALLY WORK ON, ON HOW ARE WE, UM, HOW ARE WE VIEWING THEIR WORK? HOW DO WE CONTINUE TO BUILD TRUST AND HOW ARE THEY CONTINUING TO BUILD TRUST AND, UM, EVERYTHING THAT'S GOING ON.

SO JUST, UM, YEAH.

UM, AND, UM, THE, WE HAD A GREAT DISCUSSION ON DX SESSION AND, UM, JUST A LOT GOING ON.

SO YEAH, THAT'S IT.

THANK YOU.

UM, BEFORE WE MOVE FORWARD, I JUST WANTED TO ASK, UH, AAV STAFF, IF WE COULD MOVE OVER BEARS, REBECCA, AND AS A PANELIST, ALL RIGHT.

DAVY, TICK, UH, BEARS ARE BACK AND FANTA IS ON THE LINE.

I CANNOT MAKE HER A PANELISTS, BUT SHE SHOULD BE UN-MUTED AND, AND BE ABLE TO COMMUNICATE WITH YOU AT THIS POINT, IF BEARS REBECCA FANTASIA, IF YOU CAN HEAR US, I CAN HEAR YOU.

SO WE HEARD YOU.

THANK YOU.

ALL RIGHT.

UM, SO

[3a. Austin Economic Development Corporation (AECD) and $12 million Creative Bond updates – David Colligan, AECD Acting Chief Operating Officer]

WE'RE MOVING ON TO STAFF BRIEFINGS.

UM, FIRST UP IS AUSTIN ECONOMIC DEVELOPMENT CORPORATION AND THE 12 MILLION CREATIVE BOND UPDATES WITH DAVID COLLAGEN.

AND IT LOOKS LIKE YOU'RE MUTED.

IF YOU'RE SPEAKING, DAVID, CAN YOU HEAR ME NOW? WE CAN, YES.

SORRY ABOUT THAT.

UH, THANK YOU, BOARD AND CHAIR FOR, FOR MAKING A TIME FOR US TO PRESENT THIS EVENING ABOUT THE ECONOMIC DEVELOPMENT CORPORATION.

I'M NOT SURE IF THEY'LL KNOW, THE WHOLE GRAB IS ALSO ON THE LINE OR IN THE AUDIENCE, BUT WE MAY NEED

[00:10:01]

TO BRING HER OVER AS SHE WOULD REPRESENT ECONOMIC DEVELOPMENT FOR ANY UPDATES THAT YOU HAVE FOR THE, THE $12 MILLION BOND.

MY PRESENTATION IS TO TYPICALLY TAKE YOU THROUGH, TO BE THE UPDATE THAT WE HAVE FOR THE CREATION OF THE ECONOMIC DEVELOPMENT CORPORATION, UM, WHICH WAS RECENTLY APPROVED FOR THE CREATION BY MAYOR AND COUNCIL ON OCTOBER 1ST OF THIS YEAR.

UH, NEXT SLIDE.

SO I APOLOGIZE FOR AN EMAIL FORMATTING ISSUES.

YOU CAN CERTAINLY SEND YOU ALL A COPY OF THIS PRESENTATION BECAUSE IT LOOKS LIKE THERE'S SOME LANGUAGE THAT MAY BE MISSING AND JUST THE FORMATTING OF THE SLIDE.

UH, BUT WITH THAT, UH, THIS, THIS SLIDE IS JUST AN IMAGE TO SHOW YOU ABOUT THE CREATION OF AN ECONOMIC DEVELOPMENT CORPORATION AND EXTENDS BACK FOR MANY YEARS.

FOR ME, UH, AT FIRST IN 2014, WE WERE ASKED TO BRING FORWARD A FEASIBILITY STUDY OF AVOID AN ENTITY WOULD POTENTIALLY LOOK LIKE, AND OVER THE COURSE OF TIME, WE'VE HAD A NUMBER OF ADDITIONAL COUNCIL ACTIONS TAKEN, UH, TO PROVIDE ADDITIONAL FEEDBACK AS TO WHAT IT IS COUNCIL IMAGINED AS AN ECONOMIC DEVELOPMENT ENTITY AND WHAT IT IS.

THEY WERE LOOKING TO SUPPORT SUCH A LINE OF WORK, BUT HAVING THAT PARTICULAR TYPE OF BODY BUILT UP, UH, OUTSIDE OF THE CITY, BUT BY THE CITY BOARD SERVICES.

NEXT SLIDE PLEASE.

AND SO WHAT WE ESSENTIALLY RECOMMENDED AND CREATED ON OCTOBER 1ST WAS A PUBLIC REAL ESTATE DEVELOPER.

SO COUNSELEE INITIALLY REQUESTED, UM, HE USABILITY STUDY AROUND THE CREATION OF MORE OF A HOLISTIC AND COLLABORATIVE ENTITY.

AND THAT WAS NOTABLY, UH, FOUND WHENEVER WE STARTED SPEAKING WITH STAKEHOLDERS AFTER GIVEN MORE FORMAL ACTIONS, IT'S MOVED FORWARD WITH BRINGING RECOMMENDATIONS TO OWN COUNCIL, THERE WERE A NUMBER OF MISSED OPPORTUNITIES TO BE ABLE TO LACE TOGETHER DIFFERENT OUTCOMES ASSOCIATED WITH ECONOMIC DEVELOPMENT, FOR SOME OF THE DIFFERENT PROJECTS OR SOME OF THE DIFFERENT STAKEHOLDERS DOING SUCH DEVELOPMENT PROJECTS WITHIN THE CITY.

SO COUNCIL WAS LOOKING FOR AN ENTITY THAT WOULD BE SERVING AS THEIR PARTNER, UH, AN ENTITY THAT COULD WORK NIMBLY QUICKLY AND EFFECTIVELY WITHIN THE CITY, UH, TO BE ABLE TO ACHIEVE MORE OF THOSE COLLABORATIVE OUTCOMES FOR HIGHER DEGREES OF SOCIAL IMPACT, BUT ALSO INCLUSION WITH WITHIN THE DEVELOPMENT THAT THEY SEE OCCURRING.

NOW, THIS ISN'T A NEW CONCEPT BY ANY STRETCH.

WE LOOK AT 17 DIFFERENT HERE IN ASPIRATIONAL CITIES AND FOUND DIFFERENT TYPES OF PARTNERS THAT EXIST DOING THIS TYPE OF WORK TO SUPPORT CITIES OR REGIONS ACROSS AMERICA.

NEXT SLIDE.

OKAY.

WELL, WE ENDED UP CREATING THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION AS A FAMILY OF ORGANIZATIONS, AND THAT'S REALLY IMPORTANT BOTH NOW AND IN THE FUTURE BECAUSE WE HAVE THE ABILITY TO BE ABLE TO CREATE NEW ENTITIES THAT ARE UNDERNEATH OR SUPPORTED BY THE ECONOMIC DEVELOPMENT CORPORATION.

AND SO WE LOOK AT HOW IT IS OR WHAT YOU SEE IN SOME OF OUR PREVIOUS RESOLUTIONS REQUESTED BY MAYOR AND COUNCIL WAS AN INVENTORY OF THE DIFFERENT ENTITIES THAT ALREADY EXISTED WITHIN THE CITY.

AND OUR INVENTORY SHOWED THAT A NUMBER OF LOCAL OPERATIONS OR ENTITIES EXISTED THAT HAD A SINGLE PURPOSE OR A SPECIAL PROJECT IN MIND.

SO WHEN COUNCIL ASKED FOR US TO CREATE SOMETHING MORE HOLISTIC AND COLLABORATIVE, WE KNEW WE NEEDED TO CREATE MORE OF AN UMBRELLA ORGANIZATION UNDER WHICH WE COULD POTENTIALLY PARK CERTAIN ENTITIES THAT ALREADY EXIST MIGHT BE INDUSTRIAL DEVELOPMENT CORPORATION, WHICH HAS MORE BONDING AUTHORITY AND CAPABILITY, UM, AS, AS JUST ONE FACET OR TOOL OF THIS ENTITY.

SO WHEN WE SAY IT'S A FAMILY OF ENTITIES WHERE YOU CAN LOOK AT SOME OF THOSE THAT ALREADY EXIST, THAT ARE NOW UNDERNEATH THE ECONOMIC DEVELOPMENT CORPORATION OR FUTURE ENTITIES, LIKE THE CULTURAL TRUST BETWEEN TALK ABOUT, UH, WITH THIS LAND AND WE'LL CONTINUE TO WORK WITH THE GROUP TO FURTHER DEFINE THAT SCOPE.

NEXT SLIDE, PLEASE.

SO THIS JUST HELPS TO DRAW OUT MORE OF THE RESPONSIBILITIES OR THE RELATIONSHIP THAT THIS ENTITY WILL HAVE AS THAT UMBRELLA ORGANIZATION BEING A FIVE OH ONE C3 BEING A BOARD APPOINTED ENTITY THAT IS OUTSIDE OF THE CITY STRUCTURE ITSELF.

IT'S STILL HAVING SOME INTERACTION WITH MAYOR AND COUNCIL, AS WELL AS THAT CONDUIT THAT I SPOKE ABOUT EARLIER, THE INDUSTRIAL DEVELOPMENT CORPORATION, HAVING VERY SPECIFIC OR OUR UNIQUE PRIVILEGES AS WELL, THAT WOULD BE A PART OF, OR I'M DOING THE, THE AUTHORITY OF THIS ENTITY AND THEN THE CITY'S ECONOMIC DEVELOPMENT DEPARTMENT STILL BEING AN INCREDIBLY STRONG PARTNER, ACTUALLY CONTINUING TO BE, BE THE KIND OF READ BETWEEN THE CITY, UH, AND PARTICULAR PROJECTS THAT ARE BROUGHT FORWARD BY THE ENTITY OR VICE VERSA, UH, BUT CONTINUING TO, TO HAVE MANAGEMENT OR OVERSIGHT OF THE RELATIONSHIP

[00:15:01]

AS IT EXISTS BETWEEN THE CITY, UH, AN ECONOMIC DEVELOPMENT CORPORATION, WHICH WILL BE STATED IN A FUTURE INTER-LOCAL AGREEMENT OR AGREEMENT BETWEEN THAT'S FINE, THE ORGANIZATION THAT WE PROPOSE AMERICAN COUNCIL RELATIVELY LEAN FOR THE FIRST THREE YEARS.

BUT WHAT YOU SEE HERE IS THERE STILL A DEGREE OF COUNCIL OVERSIGHT, DOES THAT NEED TO EARLIER WE WILL BE FORMULATING AN AGREEMENT.

UM, AND, AND THAT AGREEMENT PROVIDES THAT THE, THE CVO AND THE PRESIDENT OF THE BOARD WILL BE REPORTING BACK TO AND COUNCIL ON AN ANNUAL BASIS.

UH, THE PRIMARY FOCUS OF THAT IS TO CONTINUE TO MAINTAIN THE VALUE SETS OF THE CITY AND TO UPDATE ANY OF THE VALUES THAT WE NEED TO BE ENCOURAGING THE WORK BEING DONE WITHIN THE ECONOMIC DEVELOPMENT CORPORATION.

AND TO ALSO LOOK A LITTLE MORE DEEPLY AT THE FORTHCOMING PROGRAM OF WORK, UH, TO, TO MAKE SURE THAT THE PROGRAMS OR THE PROJECTS THAT ARE GOING TO BE SUPPORTING THEM FOR COMING HERE, ALIGN WITH NON COUNCIL'S OBJECTIVES FROM ONE PIECE OF DEVELOPMENT WITHIN THE CITY.

SO THE PRESIDENT AND CEO IS CURRENTLY A POSITION BEING PULLED BY VERONICA PERSONNEL IS WEARING A VARIETY OF HATS, BUT THEN ECONOMIC DEVELOPMENT IN THE CITY OF AUSTIN AT THIS POINT IN TIME.

BUT IT IS A PRIORITY FOR US TO BE ABLE TO PLAY AS THAT PRESIDENT AND CEO IN THE NEAR FUTURE, AT LEAST WITHIN THE NEXT SIX MONTHS, BECAUSE OF THE NEED TO MOVE ON PROJECTS VERY QUICKLY, BECAUSE THIS ENTITY WILL BE SELF-SUSTAINING OVER A THREE-YEAR PERIOD OF TIME.

AND ONCE YOU SEE JUST UNDER THAT PRESIDENT AND THE CEO ARE A NUMBER OF EXPERTS AND EXPERTISE THAT COME FORWARD, THAT, UM, IF THEY AREN'T ALREADY WITH THEM, THE COMMUNITY, THEY CERTAINLY AREN'T WORKING IN THIS CAPACITY ON BEHALF OF THE CITY OR OTHER AGENCIES AROUND THE COMMUNITY WHO COULD POTENTIALLY LEVERAGE THIS TYPE OF, UH, EXPERTISE OR SKILLSETS BEING WITHIN ONE CENTRALIZED LOCATION, UH, OF PRIORITY.

THERE WOULD BE OUR CHIEF OPERATING OFFICER POSITION AND SEE, UH, HOW IMPORTANT IT IS TO HAVE THAT POSITION IN LINE WITH, UH, THE, THE STAFF SUPPORTING, ESPECIALLY IF WE'RE WORKING TO ONBOARD AND WORKING ON PROJECTS.

OKAY.

THE BOARD ITSELF IS PRETTY UNIQUELY STRUCTURED, AND I APOLOGIZE WE'RE MISSING PLACE 20, WHICH IS THE CTO, UH, OUR EX-OFFICIO POSITION.

UM, BUT WHAT YOU SEE HERE IS THAT WE HAVE A BLUE RIBBON BOARD THAT MARION COUNCIL IS ASKING FOR NOMINATED BODIES FROM AROUND THE COMMUNITY TO CONTRIBUTE A NOMINATION TO THE BOARD.

NOW PLACES ONE THROUGH SIX, WHICH ARE IN RED FINES OR THOSE THAT HAVE ALREADY BEEN SEATED.

AND IN OUR INTERIM, EH, VIA THE BYLAWS THAT WERE APPROVED BY AND COUNCIL, YOU CAN SEE HERE PLACE FOR THE ARTS COMMISSION, WHICH IS CURRENTLY BEING, UM, FILLED BY YOUR CHAIR IN THE FUTURE.

WE WILL HAVE THE, THE ART COMMISSION WHO'S GOING TO BE BRINGING THE FLOOR FORWARD, THEIR NOMINATION.

NOW WE'RE NOT ASKING FOR, UM, NOMINATIONS, AS YOU MAY BE FAMILIAR WITH THEM.

WE'RE, WE'RE ASKING FOR A NUMBER OF, UM, LENS FOR YOU TO, TO LOOK THROUGH, AS YOU THINK ABOUT SOME OF THE NOMINATIONS THAT YOU WOULD LIKE TO BRING FORWARD ON BEHALF OF THE ARTS COMMISSION.

THE FIRST IS WE'RE LOOKING FOR AN INDIVIDUAL WITH CBE, INCREDIBLY UNDERSTANDING A STRONG AWARENESS OF THE COMMUNITY THAT YOU SERVE, THE AUDIENCE THAT YOU CONNECT WITH IN PARTICULAR, UM, AND THE SERVICES AND DIFFERENT FACETS OF THAT, THAT, THAT AUDIENCE AND THAT COMMUNITY HERE WITHIN AN AUSTIN, BUT FURTHER, WE'RE ALSO LOOKING FOR THAT INDIVIDUAL TO POSSESS SKILL SETS AND WORKING KNOWLEDGE, UM, UH, BEING WITHIN AN EITHER REAL ESTATE DEVELOPMENT INFRASTRUCTURE, ANY OF THESE, THESE DIFFERENT, UH, WORKING SPACES THAT YOU SEE LISTED HERE ON THE SLIDE.

SO A NUMBER OF DEGREES OF QUALIFICATIONS AND WHAT WE'RE ACTUALLY LOOKING FOR.

AND I HAVE A SUMMARY OF THAT LATER ON, BUT YOU CAN SEE HERE, A NUMBER OF DIFFERENT INSTITUTIONS ARE REFLECTED WITHIN THE BOARD STRUCTURE.

SOME ARE PRETTY WELL-DEFINED BY, BY THIS LANGUAGE.

UH, I, I USUALLY GO WITH THE EXAMPLE OF, UH, THE LOCAL WORKFORCE DEVELOPMENT BOARD, VICE 12.

THAT'S PRETTY WELL DEFINED BECAUSE THERE'S, THERE'S ONLY ONE INSTITUTION THAT SERVES THAT ROLE IN THE COMMUNITY, BUT SOME OF THESE OTHER PLACES WE'RE STILL WORKING THROUGH, UM, WHAT INSTITUTION OR WHAT ENTITY WILL BE WITHIN THAT NOMINATING CAPACITY FROM MARIN COUNCIL.

AND WE'LL BE GETTING INFORMATION TO THEM.

SURE.

NICE MIC, PLEASE.

JUST A LITTLE FURTHER FOR HER ANOTHER LENS TO, TO BE THINKING THROUGH, AS YOU LOOK AT DEFINITELY NOMINEES, UM, THE, THE THREE PRIMARY

[00:20:01]

AREAS THAT YOU'LL SEE THIS ENTITY WORKING THERE, AND ESPECIALLY WITHIN THE NEAR FUTURE, ARE PRETTY STRONGLY DEFINED HERE IF YOUR LEASE ADMINISTRATION TRANSACTION SUPPORT AND PUBLIC DEVELOPMENT.

SO AGAIN, THOSE ARE THE THREE KEY ACTIVITIES AND HOW WE CURRENTLY SEE THEM, BUT I'LL ALSO SAY THAT THE PROGRAM OF WORK WILL BE REVIEWED ANNUALLY WITH MAN COUNCIL.

YOU WILL TYPICALLY DEFINE, THESE ARE FINE, BUT THESE ARE THE THREE KEY, UH, ACTIVITIES, BUT THERE MAY BE OTHERS WITHIN THE FUTURE, JUST DEPENDING ON THE SPILL, BUT ALSO THE, THE RESOURCES THAT ARE AVAILABLE WITHIN THE INSTITUTE.

NICE MORNING, WE WENT THROUGH A LIST OF PROPOSED PROJECTS WITH MARIN COUNCIL, UM, AND, AND THEY WERE ABLE TO THEN SOME OF THE WORK OF THE ENTITY, ESPECIALLY GIVEN THE LIMITED NUMBER OF RESOURCES OF THE TIME THAT WERE AVAILABLE FOR GOING INTO THIS ENTITY, UH, AND, AND REALLY BEING ABLE TO GENERATE WORK.

NEXT SLIDE PLEASE.

WELL, THE PREVIOUS SLIDE WAS PRETTY OUTDATED, UH, ESPECIALLY BECAUSE IT WAS COLLECTED AROUND LAST YEAR AT THIS TIME, AND I'M SURE WE CAN ALL THINK OF A NUMBER OF OTHER DIFFERENT PROJECTS THAT COULD EXIST, UH, WHAT WE WANTED TO HIGHLIGHT FROM ERIN COUNCIL OR A, NOT A FEW SMALL NUMBER OF THESE PROJECTS AND HOW IT IS THEY INTERACT WITH THE ENTITY, BUT ALSO INTERACT WITH ONE ANOTHER.

SO SOUTH CENTRAL WATERFRONT BEING OUR PRIMARY EXAMPLE OR THE CATALYTIC PROJECT THAT COULD SUPPORT THE ENTITY FOR A NUMBER OF YEARS TO COME.

WE SEE THIS AS A VERY UNIQUE OPPORTUNITY, UH, AND SOMETHING THAT THE CITY HAS NOT NECESSARILY WORKED WITH IN THE PAST, BECAUSE IT INCLUDES A NUMBER OF DIFFERENT PROPERTY OWNERS, A NUMBER OF POTENTIAL DIFFERENT TYPES OF PROJECTS, AND A NUMBER OF DIFFERENT NEEDS FOR THE STUDENT TO BE ABLE TO SUPPORT.

AND ALSO, SO THERE'S A LIMITED NUMBER OF RESOURCES OR ASSETS THAT THE CITY CURRENTLY HOLDS WITHIN THAT DEVELOPMENT.

AND BY HAVING THIS PARTNER IN PLACE TO BE ABLE TO SUPPORT THE CITY, UH, WE CAN REALIZE MORE OF THE VALUES THAT WE CAN ULTIMATE ENHANCE AND BRING FORWARD FOR THE CITY, UH, TO BE ABLE TO, TO CONNECT WITH AND A PART OF THAT, UM, TRANSFERABLE, UM, RESOURCE OR ASSET, OH, WE WERE ABLE TO SHOW MAYOR AND COUNCIL HOW IT IS HOUSTON TILLOTSON, POTENTIALLY LOOKING AT, UM, BEING ABLE TO BUILD OUT A MASTER PLAN FOR, FOR THEIR CAMPUS BECAUSE OF POTENTIAL OPPORTUNITIES LIKE COULD EXIST.

UM, BUT THE UNIVERSITY NEEDING OUR BENCHES FUEL SETS AND EXPERTISE THAT WE WERE ABLE TO SHOW YOU THROUGH THE ORGANIZATIONAL CHART OF THE ENTITY.

UM, WE SEE THIS AS MORE, ALL SUBSIDIZATION OF PROJECTS WHERE WE CAN TAKE RESOURCES FROM THE ENTITY TO BE ABLE TO STAND UP ADDITIONAL PROJECTS OR PROGRAMS WITHIN THE COMMUNITY.

CERTAINLY THE CULTURAL CROSS IS A NUN.

ANOTHER ONE OF THOSE CROSS SUBSIDIZED SPACES WHERE WE ARE CONTINUING TO LOOK AT THE ABILITY TO LEVERAGE FUNDS, BUT THERE NEEDS TO BE A CULTURAL TRUST BUILT BUILT-OUT THAT IS FINALLY FOCUSED ON THE AFFORDABILITY IMPACTS THAT OUR CREATIVE COMMUNITY WAS EXPERIENCING WHILE BEFORE COVID.

AND CERTAINLY NOW, AND COVID, UM, ENVIRONMENT.

SO YOU ARE OR AWARE OF THE CULTURAL TRUST.

SOME OF THE CONVERSATIONS HAD A, THIS IS ANOTHER ONE OF THOSE PRIORITY POINTS FOR MARIN COUNCIL AND ONE THAT WE'RE TAKING UP IMMEDIATELY IN THE CREATION OF THE MTT FURTHER, THERE WAS A CONVERSATION AROUND EARLY CHILDHOOD AND DEVELOPMENT, AS WELL AS THE NEED FOR THAT ADDITIONAL CIVIC INFRASTRUCTURE TO BE ADDRESSED, ESPECIALLY IN PARTS OF THE CITY THAT, YOU KNOW, I HAVE ANY OF THAT AVAILABLE.

NEXT SLIDE.

NEXT SLIDE, PLEASE.

SO WITH ALL OF THAT IN MIND, AND AGAIN, I APOLOGIZE FOR THE FORMATTING PROBLEMS HERE.

THIS IS A TIMELINE FOR HOW IT IS WE'RE LOOKING TO MOVE FORWARD.

WE'VE BEEN CONDUCTING THESE TYPES OF MEETINGS WITH DIFFERENT NOMINATING BODIES TO TAKE THEM THROUGH WHAT IT IS THAT WAS CREATED BY A MAYOR AND COUNCIL WITH THEIR APPROVAL ON OCTOBER 1ST.

UM, AND WE'RE JUST CONNECTING WITH POTENTIAL NOMINATING BODIES, UH, TO SEE IF THEY ARE INTERESTED IN BEING A NOMINATING BODY OR MARIN COUNCIL'S APPROVAL IN THE NEAR FUTURE.

AND WITH THAT APPROVAL, WHICH WE ARE LOOKING TO GET ON DECEMBER IT'S DECEMBER 3RD, REQUEST FOR COUNCIL OPEN HALL.

UM, WE ARE GOING TO STEP BACK AND SUPPORT MORE OF THESE NOMINATING BODIES THROUGH THEIR PROCESS TO LAND ON A NOMINATION.

UM, BY THE END OF JANUARY OF THIS NEXT YEAR, WE WOULD LIKE TO BE ABLE TO PACKAGE ALL OF THE INFORMATION FOR NOMINATIONS TO BRING BACK TO MARIN COUNCIL FOR GOOGLE ON FEBRUARY 18TH.

SO WE WOULD HAVE OUR FIRST BOARD, UM, IF NOT BEFORE, AND SOMETIME IN MARCH OF 2021, WHERE IT IS, UM,

[00:25:01]

PROJECTED THAT ONE OF THE FIRST ACTIVITIES THAT WE WILL TAKE UP AS A HIRING OF A CVO.

SO WE'LL JUST START THAT PROCESS PRETTY QUICKLY, UH, AS WE START ONBOARDING THOSE BOARD MEMBERS AS WELL.

SO THE REQUEST HERE TODAY, NEXT SLIDE WAS TO CONTINUE THE CONVERSATION WITH THE COMMISSION AROUND A PROCESS FOR NOMINATING OR BRINGING FORWARD YOUR NOMINATION.

AND I JUST WANTED TO DRAW UP MORE OF THE INFORMATION AS TO THE DIFFERENT LENS THAT WE SPOKE OF EARLIER IN THE PRESENTATION FOR HER BRINGING FORWARD A NOMINATION, OR AT LEAST FOR YOUR THOUGHT PROCESS AND POTENTIAL NOMINATIONS.

NOW, WHAT I WILL SAY IS THAT THE, THE DIFFERENT COMMISSIONS, UM, ARE ALL ALIGNED FOR A ONE YEAR PROCESS.

SO BECAUSE WE HAD TO STAGGER THE TERMS OF DIFFERENT BOARD SEATS, UH, YOU ALL ARE DUE FOR A RENEWAL AFTER THE FIRST YEAR.

SO THE PERSON THAT YOU BRING FORWARD AS A NOMINATION AND WILL SERVE FOR ONE YEAR IN THE WORLD, BEGAN WORKING WITH YOU THROUGH THAT PROCESS.

WE'RE BRINGING FORWARD A NEW NOMINEE OR TO NOMINATE THE INDIVIDUAL YOU SELECTED PREVIOUSLY.

UM, WE ARE LOOKING FOR THAT INDIVIDUAL TO HAVE THE UNDERSTANDING AND THE KNOWLEDGE BASE WE SPOKE OF EARLIER.

AND PLEASE KEEP IN MIND, WE ARE HOPING THAT THIS INDIVIDUAL IS UNDERSTANDING, AND THAT WILL BE ON A WORKING BOARD INSTEAD OF ONE THAT IS MORE POLITICALLY MOTIVATED OR POLITICALLY AGILE, UH, TO WORK IN THAT PARTICULAR TYPE OF FASHION.

WE WOULD IMAGINE THIS PERSON WOULD BE ATTENDING ONE BOARD MEETING AT A MINIMUM PER MONTH.

AND OF COURSE YOUR NOMINATION WILL PROBABLY BE HEAVILY ENGAGED WITHIN THE CULTURAL TRUST.

SO WE CAN IMAGINE THAT PERSON WORKING EXTRA HOURS, IF THEY NEED TO MIND, UH, TO BE ABLE TO SUPPORT THE CULTURAL CLASS AND THE DEVELOPMENT IT'S SUCH, THERE WILL ALSO BE ADDITIONAL COMMITTEE.

REASON OF COURSE, IS ANY BOARD WHO HAVE AN EXECUTIVE COMMITTEE.

SO IF, IF THAT INDIVIDUAL IS SO INCLINED TO PARTICIPATE IN ANY OTHER SPACES, UM, YOU KNOW, ADDITIONAL HOURS OF WORK WOULD BE, UH, EXPECTED IN THOSE SPACES AS WELL.

SO HERE TO ANSWER ANY QUESTIONS, UH, I ASKED IF SOME NOVIA WAS AVAILABLE BECAUSE I BELIEVE SHE HAD, UH, SOME PROCESS THAT SHE WAS WORKING THROUGH WITH THE MUSIC COMMISSION AND ALSO WITH THE HISTORIC LANDMARK COMMISSION.

WE WERE HOPING TO BE ABLE TO STREAMLINE ALL THREE PROCESSES ACROSS THE COMMISSIONS, UM, HOPING TO THEIR DIALOGUE AND CONVERSATION.

GOOD AFTERNOON CHAIR.

I BELIEVE WE'VE DISCUSSED WITH YOU ALL BEFORE THE PROCESS OF THE ARTS, EACH COMMISSIONER BRINGING FORTH ONE OR TWO RECOMMENDATIONS.

UM, THE ARTS COMMISSION WOULD FUND A FUND THAT WILL FORM A WORKING GROUP TO EVALUATE THE RESUMES BASED ON A ONE PAGER QUALIFICATION, AS YOU'VE DONE WITH THE AIPP PANEL IN THE PAST, THE WORKING GROUP WOULD THAT, UM, THE NAMES THAT ARE BROUGHT FORTH AND THEN BRING BACK BACK A RECOMMENDATION TO THE FULL ARTS COMMISSION THAT WOULD BE CONSIDERED AND THEN FORWARDED ON TO THE CITY COUNCIL.

AND SO WE'VE ALREADY WALKED THROUGH THE PROCESS WITH THE MUSIC COMMISSION AND WHAT LIKED TO HAVE THE SAME PROCESS, CONSISTENT PROCESS WITH THE ARTS COMMISSION AND THE HISTORIC LANDMARK COMMISSION.

OKAY.

UM, BEFORE WE OPEN IT UP TO QUESTIONS, I JUST WANTED TO BE CLEAR THAT, UH, WE DO HAVE AN AGENDA ITEM UNDER NEW BUSINESS TO, TO FORM THE WORKING GROUP THAT WILL REVIEW THE, UM, APPLICANTS ARE OR SUGGESTED NOMINATED.

UM, BUT THE OTHER ASK THAT WE HAVE TONIGHT IS THAT EACH COMMISSIONER WOULD PUT FORWARD ONE OR TWO NAMES, APPLICANTS, DAVID, YOU MIND MEETING.

THANK YOU.

SO LISTEN, CAN YOU CONFIRM WHAT I SAID IS, IS THAT'S WHAT WE'RE DOING TONIGHT, RIGHT? WE'RE FORMING THE WORKING GROUP, AND WE'RE ALSO ASKING EACH COMMISSIONER TO BRING FORTH A COUPLE OF NAMES OR THE WORKING GROUP TO REVIEW.

CORRECT.

THANK YOU.

UM, NOW LET'S OPEN IT UP TO QUESTIONS FROM THE COMMISSION.

EMBARRASSING.

I CAN'T SEE YOU.

WOULD YOU JUST GO AHEAD AND SPEAK UP? I, I GUESS THAT MEANS I HAVE TO ASK THE FIRST QUESTION.

UM, I GUESS I'M JUST GOING TO,

[00:30:02]

I'M CONCERNED ABOUT THE, THE NEEDS OF LIKE THEY HAVE TO FULFILL THIS, THIS AND THIS, YOU KNOW, ONE OF THESE AREAS BEING LIMITING IN TERMS OF THE SORT OF PEOPLE THAT WE CAN HAVE ON THIS COMMISSION SO THAT IT MIGHT BE, UM, PREVENTING SOME STRONG VOICES WHO ARE ACTUALLY CONNECTED INTO THE COMMUNITY THAT COULD SPEAK TO WHAT IS NEEDED, AS OPPOSED TO HOW TO, HOW TO, YOU KNOW, BUILD A PROPERTY.

AND, AND THAT IS A CONVERSATION THAT OTHERWISE THE ARTS COMMISSION CAN HAVE WHEN THEY BRING, THEY, I HAVE A ONE PAGE SAID JUST IT QUALIFICATIONS THAT YOU LOOK FOR.

AND THEN, UM, THE WORKING GROUP CAN BRING FORTH THE RESPECTED NAME OR NAMES.

PLEASE KEEP IN MIND THAT THIS, THERE WILL BE STAGGERED TERMS. SO THIS FIRST APPOINTMENT WILL BE FOR NEW YEAR, AND THEN WE'LL HAVE TIME WITHIN THE YEAR TO GO MORE IN DEPTH.

IF YOU WANTED TO ADJUST THE PROCESS, WE'RE GOING TO BE STAGGERED AND DAVID CAN CORRECT THAT STATUS.

NO THAT'S CORRECTLY.

THE, THE TERMS THAT WE HAVE WITHIN THE BYLAWS ARE A THREE-YEAR TERM FOR EACH OF THE SEATS.

IT'S JUST A MATTER OF STAGGERING, THE FIRST TERM FOR, FOR SEVERAL THAT THE SEATS JUST HAVE, UM, YOU KNOW, CONSTANT ROTATION AND WHAT I'LL ALSO SAY, SORRY, I KEEP GOING FROM UN-MUTED COMMUTED.

UH, WHAT I'LL ALSO SAY JUST TO, TO SUPPORT STILL NOVIAS, UH, EXPLANATION IS THAT THIS, THIS COMMISSION HAVE OTHER EXPERTS WHO WILL BE ENGAGED IN THE PROCESS AS WELL.

AND SO PER STATION, AND THAT SPECIFIC POINT WAS MADE WITH THE MUSIC COMMISSION AS WELL.

UM, THEY DIDN'T FEEL LIKE THEY COULD IDENTIFY ONE PERSON TO BRIDGE ALL OF THOSE DIFFERENT, UH, EXPERTISE WITHIN THEIR RESPECTIVE SPACE.

AND WE TALKED WITH THEM ABOUT, YOU KNOW, BRINGING FORWARD SOME OF THOSE INDIVIDUALS THAT YOU HAVE, YOU KNOW, CERTAIN, UM, LEVELS OF EXPERIENCE AND WHAT YOU FEEL IS STRONGLY REPRESENTATIVE OF THE COMMUNITY, ESPECIALLY AROUND THE NEED FOR SPACE.

UH, WE WILL BE ABLE TO, TO LOOK AT THE, THE CULTURAL TRUST AND THE COMMITTEE THAT THERE, UH, FOR POTENTIALLY HAVING THOSE REPRESENTATIVES ENGAGED AS WELL.

COMMISSION BARNS, DON'T FORGET TO UNMUTE.

SORRY.

CAN YOU TELL ME WHAT OTHER SEATS OR POSITIONS ARE STAGGERED TO ONE YEAR? YEAH, HE CAN GIVE ME ONE SECOND.

I'LL DRAW OUT THAT INFORMATION STAFF IS RECOMMENDING, UM, THE ONE-YEAR TERM AS FOR THE ARTS COMMISSION, THE MUSIC COMMISSION, THE HISTORIC LANDMARK COMMISSION, AND THEN THE LOCAL CONTINUUM OF CARE ORGANIZATION THAT WILL BE REPRESENTED TO FOCUS ON HOMELESSNESS.

AND, AND MAYBE CAN YOU, IN HOW THOSE, THESE WATER COLLECTED FOR THE ROTATION AS STAFF'S RECOMMENDATION, WE WERE HOPEFUL THAT WE COULD WORK WITH THE COMMISSION TO BE ABLE TO GO THROUGH A STREAMLINED PROCESS, UNDERSTANDING THAT YOU ALL HAVE A NUMBER OF DIFFERENT PROCESSES THAT YOU YOU WORK THROUGH.

UM, BUT WE HAVE TO GET THROUGH A NOMINATION PROCESS, BUT THEN A NUMBER A COUPLE OF MONTHS, UH, WITH THE HOLIDAYS KIND OF THROWN INTO THAT MIX AS WELL.

AND SO WE UNDERSTOOD THAT YOU WOULD PROBABLY WANT TO COME BACK AND BETTER DEFINE THE PROCESS, BUT ALSO BE ABLE TO WORK WITH YOUR INTERIM OR YOUR INITIAL NOMINEE THAT'S WITHIN THE POSITION TO, TO DEFINE THE PROCESS AND REALLY HAVE THAT PERSON HELP YOU ARTICULATE AND BETTER UNDERSTAND THE NEEDS OR FOR YOUR NEXT SEED PLACEMENT.

SO WE WERE HOPEFUL TO BE ABLE TO HAVE A LONGER PROCESSING PLACE, UH, AND, AND WORK WITH YOU ALL OVER THE COURSE OF THE FIRST YEAR TO BE ABLE TO HAVE A STANDING PROCESS FOR THE FUTURE COMMISSIONER FLORES, COUPLE OF THINGS.

UH, FIRST I'LL START WITH THE FIRST AND SENT REGARDING ASSUMING WE HAVE TO FIND JUST A DEAD RINGER, UH, JUST AROUND, UM, AND THEY CAN

[00:35:01]

ONLY SERVE ONE YEAR AND THEN HAVE TO GO THROUGH THE PROCESS AGAIN, IDENTIFYING ANOTHER PERSON, UH, WOULD THAT PERSON, IF THEY DID A GOOD JOB, UH, WOULD THEY BE ELIGIBLE FOR THE THREE-YEAR APPOINTMENT, UH, IN THE FUTURE OR NOT, OR BE DISQUALIFIED BECAUSE THEY ALREADY STARTED THAT ONE YEAR TERM? NO, THEY WOULD STILL BE AVAILABLE, UH, FOR FUTURE TIME.

OKAY.

WELL, THAT'S GOOD TO KNOW, BUT THEN I DIDN'T UNDERSTAND NECESSARILY WHAT YOU SAID BEFORE THAT I'M WORKING WITH A COMFORTABLE TRUST.

NOT BECAUSE I AGREE WITH WHAT REBECCA SAID ABOUT, YOU KNOW, ALL OF THE CRITERIA THAT THEY HAVE BEEN IDENTIFIED AND, UH, AND ALSO HAVING A GREAT WORKING KNOWLEDGE AND RELATIONSHIP WITH THE ARTS COMMUNITY.

YOU KNOW, WE, I MEAN, THAT PERSON PROBABLY DOES EXIST, BUT, YOU KNOW, MAYBE NOT BECAUSE THERE'S A LOT OF THOSE OTHER, YOU KNOW, VERY SPECIFIC TYPES OF, UH, WORK EXPERIENCE OR KNOWLEDGE THAT IS, IS BEING LAID OUT.

SO I DIDN'T UNDERSTAND WHAT YOU MEANT ABOUT WORKING WITH THE FOLKS ON THE CULTURAL TRUST.

I DIDN'T UNDERSTAND THAT.

CAN YOU REPEAT THAT? YEAH, IF YOU FIND SPECIALTIES ARE MORE LIKE SEGMENTED KNOWLEDGE BASIS WITHIN SOME OF THE APPLICANTS THAT YOU ALL SEE THAT YOU STILL FEEL AS SOMEONE WHO IS STRONG OR REPRESENTING A PARTICULAR NEED, BECAUSE THEY MAY HAVE X NUMBER OF YEARS OF MANAGING A SPACE.

SO THEY'VE BEEN ON THE FRONT LINES, BUT HELPING TO, UM, TO, TO GET MORE AWARE, RAISE MORE AWARENESS AROUND AFFORDABILITY ISSUES AND HOW THAT IMPACTS THE CREATIVE COMMUNITY.

UM, YOU KNOW, THEY MAY NOT HAVE THE FULL BREADTH OR DEPTH OF THE EXPERIENCE THAT WE WERE ASKING FOR, FOR A BOARD MEMBER, BUT WE CERTAINLY STILL SEE A NEED TO HAVE SOME OF THOSE INDIVIDUALS BRING FORWARD THEIR EXPERTISE AND THEIR KNOWLEDGE BASE FOR THE CULTURAL TRUST.

SO AS YOU GO THROUGH THAT, THE DIFFERENT APPLICATIONS FOR POTENTIAL NOMINEES, UM, YOU KNOW, WE COULD ALSO LOOK TO, TO SET PEOPLE ASIDE TO SERVE IN THAT CAPACITY.

OH, I SEE IN THE BETTY PROCESS HAVE A SUBSET THAT MIGHT, WHILE THEY WON'T BE THAT REPRESENTATIVE THEY COULD POSSIBLY SERVE ON THE TRUST.

YEAH.

AND THAT'S GOING TO TAKE, THERE'S GOING TO NEED TO BE SOME FORMAL, YOU KNOW, WORK OR APPROVALS DONE BY THE BOARD AS WE GET MORE INTO THE CREATION OF COMMITTEES.

UM, BUT WE WILL BE TURNING BACK TO YOU FOR MORE OF THAT INFORMATION INPUT.

THANK YOU.

OKAY.

SEEING NO OTHER QUESTIONS, UH, WAIT THING, NO OTHER QUESTIONS THAT WE'RE GOING TO MOVE ON.

THANK YOU, DAVID.

I ACTUALLY, WITH DAVID OR SYNOVIA, ONE OF Y'ALL GONNA, UH, ADDRESS THE CREATIVE SPACE BOND MORE DISTINCTLY, OR WAS THAT JUST PART OF THE PRESENTATION? UM, EDD IS STILL WORKING ON A PROCUREMENT PATH FORWARD, AND AS SOON AS I HAVE THAT INFORMATION, WE WILL GET IT DISPERSED.

ALL RIGHT.

THANK YOU.

UM, AND THANK YOU AGAIN, DAVID, FOR THAT UPDATE ON THE A E D C.

SO WE'RE MOVING ON STAFF BRIEFINGS

[3b. Museums and Cultural Programs Division update – Laura Esparza, Division Manager]

B UH, MUSEUMS AND CULTURAL PROGRAMS DIVISION UPDATE WITH LAURA SPARSER.

HI EVERYBODY.

AND THANK YOU FOR, UM, ALLOWING ME TO PRESENT TO YOU.

MY NAME IS LAURA ASPIRE AS A DIVISION MANAGER OF MUSEUMS AND CULTURAL PROGRAMS, UM, OR THE PARKS DEPARTMENT.

I JUST WANTED TO REACH OUT BRIEFLY, UH, TO, UH, PROVIDE TO YOU AN UPDATE, UH, WHICH IS AVAILABLE AT THE LINK, UH, THAT I BELIEVE WAS PROVIDED TO YOU.

UM, AND BECAUSE I WANT TO KEEP IT BRIEF, UH, I'LL JUST FOCUS ON, UH, THREE ACTION ITEMS, UH, THAT I'M BRINGING TO YOU TODAY.

UH, ONE IS AT THE ARTIST ACCESS PROGRAM, UH, WHICH HAS COMPLETED ITS FIRST, UH, FULL YEAR, UM, HAS OPENED UP APPLICATIONS ONCE AGAIN, OR THE 20, 22 CLASS OF ARTISTS ACCESS PROGRAM ARTS GROUPS.

UH, AS YOU RECALL, THERE WERE 17, UM, ARTS ORGANIZATIONS THAT WERE ACCEPTED INTO THE PROGRAM.

UH, LAST FISCAL YEAR, UM, 45% OF THOSE WERE A BIPAP.

UM, AND, UM, UH, WE WERE ABLE TO PIVOT, UM, MANY OF OUR SPACES TO SOUND STAGES SO

[00:40:01]

THAT, UM, ARTS ORGANIZATIONS COULD USE OUR STAGES FOR RECORDING ONLINE PROGRAMMING.

SO WE CONTINUED, UM, OUR RELATIONSHIP WITH THOSE ARTISTS, UH, USING, UH, YOU KNOW, A DIFFERENT PLATFORM.

UM, THEN THE SECOND ITEM THAT I WANTED TO BRING TO YOUR ATTENTION, UH, WAS THAT THE DARITY ART CENTER IS MOVING FORWARD WITH ITS CAPITAL PLANNING, UH, PROCESSES.

WE'RE NOW IN, UM, UH, WELL INTO OUR BUILDING PROGRAM, UM, PLANNING, AND, UM, THIS INCLUDES A COMMUNITY SURVEY.

I WOULD LIKE EVERYONE TO, UH, ENCOURAGE EVERYONE TO COMPLETE, UH, IT'S AVAILABLE, UM, AT THE DARITY ART CENTER'S WEBSITE.

UH, IF YOU LOOK FOR DOWDY ART CENTER REPLACEMENT, UM, THERE IS A LINK ON THE WEBSITE THAT I PROVIDED TO YOU THERE AS WELL.

UH, WE'D LIKE TO GET OUR COMMUNITY SURVEYS CONCLUDED BY DECEMBER THE NINTH.

WE, UM, HAVE COMPLETED A COMMUNITY MEETING TO GATHER INPUT FROM THE PUBLIC ABOUT THE, UM, THE BUILDING, WHICH WILL BE CITED, UM, UH, WEST OF THE, UH, ZACK THEATER AND PARDON ME, UH, SO IT'S IN THE BALL FIELD, UM, BEHIND, UM, PART MAINE.

UM, AND, UM, SO WE, WE GATHERED SOME INPUT THERE AND BEN ALSO FROM, UH, FOCUS GROUPS THAT WE ARE HAVING WITH ARTISTS AND, UH, STAKEHOLDER GROUPS, UM, BEFORE MID DECEMBER.

THE THIRD, UM, ASK THAT I HAVE OF YOU TODAY IS, UH, TO PARTICIPATE IN THE FINAL COMMUNITY MEETING, UH, FOR THE CARVER FACILITY EXPANSION PLAN.

UH, WE EMBARKED ON THIS PLAN, UH, LAST MARCH.

UH, IT'S BEEN ENTIRELY ONLINE.

UM, WE, UH, RECEIVED, UM, INPUT FROM COMMUNITY MEMBERS OVER THREE, UH, COMMUNITY MEETINGS, UM, AS WELL AS, UH, HA UH, UH, ABOUT 10, UH, FOCUS GROUPS.

UH, THE FINAL MEETING, UH, IS SATURDAY THE SATURDAY ON THE 21ST AT 1:00 PM.

IT IS ONLINE AND YOU CAN FIND INFER INFORMATION ABOUT THAT ON SPEAK UP AUSTIN, UH, TO LOOK AT THE, UH, FINAL DESIGN, UM, FOR AN EXPANSION OF THE CARVER MUSEUM AND CULTURAL CENTER, UH, DRAWN FROM SUGGESTIONS FROM THE PUBLIC.

UH, SO I ENCOURAGE ALL OF YOU TO, UH, LOOK AT THE PRESENTATION THAT I PROVIDED, UM, THE WEBSITE, UM, AND I WILL CONCLUDE MY REMARKS.

THANK YOU, LAURA.

UH, ANY QUESTIONS FROM THE COMMISSION SEEING NONE.

THANK YOU, LAURA, FOR YOUR PRESENTATION.

THANK YOU.

ALL RIGHT.

MOVING ON.

[3c. Grant for Technology Opportunities Program (GTOPs) Update]

STAFF BRIEFINGS FOR SEED GRANT FOR TECHNOLOGY OPPORTUNITIES PROGRAM, UH, WITH JESSE AND JOHN, OR JUST ONE OF Y'ALL.

HELLO, THIS IS JESSE RODRIGUEZ WITH TELECOMMUNICATIONS AND REGULATORY FORS.

I THINK WE SHOULD HAVE A PRESENTATION ABOUT TO BE POPPED UP ON THE SCREEN.

UH, THIS IS DAVID TAKE HOME.

WE'RE GOING TO GIVE ME ONE SECOND.

I'M GOING TO TAKE THIS OPPORTUNITY TO LET THE DOG OUT MICHELLE YOU'RE IN CHARGE.

THERE DOES THE NEIGHBORHOOD.

THIS IS THE AB TECH.

IS THIS WHAT WE'RE LOOKING FOR?

[00:45:02]

THAT'S THE ONE, SORRY.

IT TOOK A HOT MINUTE.

OH, THAT'S ALL RIGHT.

I SHOULD KNOW BETTER BY NOW TO NOT SEND GOOGLE SLIDES.

NO WORRIES.

ALL RIGHT, GOOD EVENING, EVERYBODY.

UH, THANKS FOR HAVING ME TODAY.

I'M HERE REPRESENTING THE GRANT FOR TECHNOLOGY OPPORTUNITIES PROGRAM 2021 CYCLE, WHICH IS ABOUT TO GET STARTED AGAIN, I'M JESSE RODRIGUEZ AND I'M WITH THE TELECOMMUNICATIONS AND REGULATORY AFFAIRS DIVISION, THE COMMUNITY TECHNOLOGY DIVISION.

NEXT SLIDE, PLEASE.

WHAT I'LL BE GOING OVER TODAY IS A QUICK OVERVIEW OF WHAT G TOPS IS.

AND, UH, THERE'S A COUPLE OF PATHWAYS WITHIN THAT AS SPECIFICALLY G TOPS CORE AND G TOPS CAPACITY, TWO DIFFERENT GRANT PATHWAYS.

UM, AND I'LL GO OVER EACH OF THOSE AND CLOSE WITH ANY, UH, AN OVERVIEW OF THE RESOURCES THAT I'VE DISCUSSED AT ANY QUESTIONS THAT YOU ALL HAVE.

NEXT SLIDE, PLEASE.

AND GO AHEAD AND KEEP ON GOING.

SO THE W IN ORDER, UH, DIGITAL OR G TOPS IS A DIGITAL INCLUSION DIGITAL EQUITY GRANT.

UM, IT'S DESIGNED TO BUILD A BRIDGE, THE DIGITAL DIVIDE IN AUSTIN.

AND, AND IN ORDER TO UNDERSTAND THAT I'LL GIVE A BRIEF DEFINITION OF WHAT IS DIGITAL INCLUSION AND DIGITAL EQUITY.

ACCORDING TO THE NATIONAL DIGITAL INCLUSION ALLIANCE, DIGITAL INCLUSION IS A CONDITION IN WHICH ALL INDIVIDUALS AND COMMUNITIES HAVE.

THE INFORMATION TECHNOLOGY CAPACITY NEEDED FOR FULL PARTICIPATION IN OUR SOCIETY, DEMOCRACY AND ECONOMY, DIGITAL INCLUSION IS NECESSARY FOR CIVIC AND CULTURAL PARTICIPATION, EMPLOYMENT, LIFELONG LEARNING, AND ACCESS TO ESSENTIAL SERVICES.

UM, SO SINCE THE ONSET OF, SINCE THE INTERNET WAS CREATED, IT'S BEEN AN INTEGRAL PART IN HOW WE, UH, GO ABOUT OUR LIVES.

SO WE GET OUR BUSINESS DONE.

UM, BUT IN THE PAST YEAR, IT'S BECOME EVEN MORE CLEAR AND EVEN MORE POIGNANT WHAT, UH, WHAT WE NEED THE INTERNET AND DEVICES FOR.

UM, WE'RE HEARING STORIES IN OUR PROGRAM OF FAMILIES WHO, UH, YOU KNOW, ARE MAYBE ATTENDING AISD AND THEY HAVE THREE KIDS.

AND EACH OF THOSE KIDS HAS TO BE CONNECTING, UH, TO, TO DIGITAL CLASSROOMS IN THE MORNING AT THE SAME TIME.

AND BOTH PARENTS MIGHT ALSO BE, UH, REMOTE WORKING OR TELEWORKING, UH, TRYING TO USE, UH, DEVICES AND BANDWIDTH AS WELL.

AND, AND THAT FAMILY MAY NOT HAVE HAD, UH, SUFFICIENT INTERNET EVEN BEFORE THIS COVID SITUATION HIT.

AND NOW YOU CAN IMAGINE THE DEMAND OF ALL OF THIS BANDWIDTH OF SIMULTANEOUS LEARNING AND WORKING ON THE SAME CONNECTION ALL AT THE SAME TIME.

SO THAT I THINK THAT ENCAPSULATES THE CHALLENGE OF, UH, BRIDGING THE DIGITAL DIVIDE AND THE CHALLENGES THAT OUR NEW, UH, COVID ENVIRONMENT HAS PLACED ON US AT NEXT SLIDE, PLEASE.

OKAY.

SO WITH THAT IN MIND, UH, I'M GOING TO GO INTO A LITTLE BIT MORE SPECIFICS ABOUT THE GRANT OPPORTUNITY ITSELF, THE VISION AND MISSION, OR THE VISION OF OUR GRANT IS A COMMUNITY WHERE ALL CITIZENS HAVE ACCESS TO THE INTERNET DEVICES AND KNOWLEDGE NEEDED TO FULLY PARTICIPATE IN DIGITAL SOCIETY.

AND OUR MISSION IS TO PROVIDE MATCHING GRANT FUNDS TO AUSTIN ORGANIZATIONS FOR PROJECTS THAT CREATE DIGITAL OPPORTUNITIES AND PROMOTE DIGITAL EQUITY IN INNOVATIVE WAYS.

NEXT SLIDE, PLEASE.

OKAY.

THIS IS OUR VALUE STATEMENT.

I'M NOT GOING TO READ THROUGH IT, UM, BUT IT'S THERE.

IF ANYBODY WANTED TO TAKE A LOOK, UM, THE GOALS ARE IMPORTANT FOR, UH, ANYBODY INTERESTED IN APPLYING.

SO I'M GOING TO READ THROUGH THOSE.

OUR FIRST GOAL IS TO INCREASE THE USE OF DIGITAL AND COMMUNICATIONS TECHNOLOGY DEVICES.

OUR SECOND GOAL IS TO INCREASE KNOWLEDGE AND SKILLS OF DIGITAL AND COMMUNICATIONS TECHNOLOGY.

AND OUR THIRD GOAL IS TO INCREASE ACCESS TO AND USAGE OF THE INTERNET.

NEXT SLIDE, PLEASE.

UM, THESE ARE SOME EXAMPLES OF PROGRAMS AND PROJECTS THAT HAVE BEEN FUNDED IN THE PAST BY G TOPS AND PROGRAMS THAT HAVEN'T BEEN FUNDED BY G TOPS WITHIN EACH OF OUR GOAL AREAS INDICATED AT THE TOP OF THE SCREEN THERE.

UM, UH, BUT I'M GOING TO ACTUALLY RIFF OFF OF SOME MORE, UH, RELEVANT PROGRAMS THAT WE FUND FUNDED IN THE PAST THAT HAVE AN ARTS COMPONENT TO THEM.

UH, SO WE FUNDED ARC OF THE CAPITAL AREA IN YEARS PAST TO CREATE A COMPUTER LAB WHERE THEY TAUGHT, UM, UH, UH, WHERE THEY, WHERE THEY USE THE LAB FOR CREATIVE PURPOSES TO CREATE ART AND, UH, THOSE ART PIECES WHERE THEN, UH, THEY TRIED TO CONNECT THOSE WITH, UH, COMMISSIONS IN THE PRIVATE SECTOR.

UM, WE'VE ALSO FUNDED CREATIVE ACTION, WHO IS A NONPROFIT THAT PUT ON INTEGRATED ARTS PROGRAMMING IN SOME OF OUR LOCAL ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS.

UM, THEY, THEY, UH, TAUGHT, UH, UH, MATH

[00:50:01]

AND SCIENCE AND THE LIKE WITH IN, IN COMBINATION WITH ARTS.

UM, SO IMAGINE STOP MOTION, UH, UH, ARTWORK TO LEARN MATH OR STORYTELLING TO LEARN SCIENCE, UH, THINGS OF THAT NATURE.

UM, WE ALSO FUNDED LATINITAS FOR A PROGRAM WHERE THEY EXPOSED, UH, THEIR, UH, THEIR KIDS TO VR, AND THEY LEARNED HOW USE 360 DEGREE CAMERAS AND, AND TAKE VR VIDEOS AND THINGS OF THAT NATURE.

AND THE LAST EXAMPLE I'LL GIVE IS WE ALSO FUNDED TEXAS FOLK LIFE.

UH, AND, UH, IN THAT PROGRAM, THEY TAUGHT THEIR KIDS HOW TO CREATE PODCASTS.

AND, UH, EVERYBODY IN THE CLASS ENDED UP CREATING ONE, AND THOSE WERE SHARED, UM, UH, THROUGH SOUNDCLOUD.

UM, SO THOSE ARE JUST SOME EXAMPLES OF HOW TECHNOLOGY AND ART CAN INTERSECT.

AND, UH, THOSE ARE THE TYPES OF PROGRAMS THAT WE'RE VERY MUCH INTERESTED IN, IN ENCOURAGING AND SEEING MORE OF A NEXT SLIDE, PLEASE.

THIS IS A D DETAILED VIEW OF OUR FULL GRANT AND THE THREE DIFFERENT BRANCHES WITHIN, UH, G TOPS.

THE FIRST ONE IS OUR TRADITIONAL GRANT PATHWAY AND THE LARGEST IT'S CALLED CORE.

AND THE AWARD RANGES ARE FROM 10 TO $35,000 FOR THE FULL PROJECT.

AND THE TOTAL FUNDING AVAILABLE FOR THAT POOL IS $300,000 TO TUFTS CAPACITY IS A CAPACITY BUILDING GRANT.

IT IS NOT A DIRECT SERVICE GRANT, BUT IT'S DESIGNED TO BUILD THE CAPACITY OF NONPROFITS TO DO DIGITAL INCLUSION WORK IN THE COMMUNITY.

UH, AWARD RANGES FOR THAT GRANT ARE $150 TO $2,500 WITH A TOTAL FUNDING OF $50,000 FOR THE YEAR.

THE THIRD PATHWAY IS G TOPS MINI, WHICH IS A MINI GRANT, UM, THAT IS SERVICE DELIVERY.

AND THE AWARD RANGES ARE FROM 5,000 TO $10,000.

AGAIN, 50,000 TOTAL AVAILABLE.

I DON'T HAVE A FULL UPDATE FOR YOU ALL ON G TOPS MINI BECAUSE IT'S BRAND NEW THIS YEAR AND WE'RE LIKELY TARGETING JULY FOR THE TIMEFRAME TO LAUNCH IT.

SO STILL WORKING OUT SOME FINAL DETAILS THERE, BUT I'LL UPDATE ON G TOP SCORE AND SHE TOPS CAPACITY NEXT, PLEASE.

AND YEP.

UH, YEAH, THESE ARE THE ELIGIBILITY REQUIREMENTS FOR G TOPS CORE.

UM, THIS, UH, GRANT IS DESIGNED FOR NONPROFITS THAT ARE SERVING THE AUSTIN COMMUNITY.

UH, IF AN ORGANIZATION IS NOT AN AUSTIN BASED, NON-PROFIT, YOU CAN PARTNER WITH AN ORGANIZATION THAT IS, AND HAVE THAT ORGANIZATION ACT AS YOUR FISCAL AGENT.

UM, THEY WOULD, THE FISCAL AGENT WOULD THEN BE THE ONE APPLYING FOR THE GRANT, UM, TO, UH, TO DO THE SERVICE DELIVERY.

UM, THE PROGRAM HAS TO ALIGN WITH ONE OF THE G TOP SCHOOLS THAT I MENTIONED ON SLIDE SIX.

SO THE THREE PILLARS OF DEVICES, INTERNET, AND, UH, KNOWLEDGE AND THE ORGANIZATION DOES HAVE TO HAVE THE ABILITY TO AGREE WITH THE STANDARDS YOU TOPS TERMS AND CONDITIONS, UH, WITH NO EXCEPTIONS.

SO, UH, WE'VE, WE'VE HAD, UH, AN ORGANIZATION DROPOUT IN THE PAST BECAUSE THEY JUST DIDN'T FEEL COMFORTABLE SIGNING, UH, THE BOILER PLATE CONTRACT.

UM, WE DO ENCOURAGE ALL INTERESTED APPLICANTS TO TAKE LOOK AT THE BOILER PLATE AGREEMENT, WHICH IS POSTED ON OUR WEBSITE.

UM, BUT IT IT'S VERY STANDARD.

IT'S A VERY STANDARD CITY CONTRACT, UM, THAT WE HAVE TO STICK TO.

UH, NEXT SLIDE, PLEASE.

THE RE THE OTHER ELIGIBILITY REQUIREMENTS ARE THAT ORGANIZATIONS CAN SUBMIT UP TO THREE LETTERS OF INTEREST FOR G TOPS GRANT CYCLE, BUT THEY CAN ONLY SUBMIT ONE G TOP SCORE APPLICATION.

AND, UH, THIS IS A ONE-TO-ONE MATCH FUNDING GRANT.

SO, UH, FOR EVERY DOLLAR THAT WE PROVIDE IN CYNDI FUNDING, IT'S EXPECTED THAT $1 WILL BE MATCHED IN, UH, SOME TYPE OF MATCH, BE IT IN KIND CASH OR VOLUNTEER HOUR DONATIONS.

UH, LASTLY, AN ORGANIZATION IS ONLY ELIGIBLE TO RECEIVE G TUFTS FUNDING THREE TIMES IN A ROLLING FIVE-YEAR PERIOD.

AND THIS IS SO THAT WE ENSURE THAT WE'RE NOT FUNDING THE SAME NINE ORGANIZATIONS EVERY YEAR FOREVER.

WE WANT SOME TURNOVER TO OCCUR IN THE POOL OF APPLICANTS.

UM, NEXT SLIDE, PLEASE.

IT JUST BREAKS OUT WHAT THAT THREE OR FIVE YEARS REQUIREMENT LOOKS LIKE, UM, FOR ANY OF THE VIEWERS WHO ARE INTERESTED.

UM, ESSENTIALLY IT MEANS THAT IF YOU RECEIVE FUNDING THREE YEARS IN A ROW, YOU HAVE TO TAKE TWO YEARS OFF.

UM, THE CURRENT FIVE-YEAR PERIOD IS 2017 TO 2021.

SO IF AN ORGANIZATION HAS RECEIVED FUNDING IN THREE OF THOSE YEARS ALREADY, THEN THEY'RE NOT ELIGIBLE FOR THE 2021 CYCLE.

NEXT SLIDE, PLEASE.

SO THIS IS HOW

[00:55:01]

TO APPLY.

UH, WE USE THE PARTNER GRANT SYSTEM IN, UH, CONJUNCTION WITH AUSTIN PUBLIC HEALTH FOR ALL OF OUR GRANT SUBMISSIONS.

SO, UM, YOU WOULD NEED TO SUBMIT YOUR LETTER OF INTEREST IN THE PARTNER GRANT SYSTEM.

AND THERE ARE GUIDE VIDEOS THAT YOU CAN CHECK OUT FOR INSTRUCTIONS ON HOW TO DO THAT.

UM, THESE LINKS THAT YOU SEE HERE, UH, WILL, UH, SHOULD BE IN THE VERSION THAT IS POSTED ON BCIC, UH, ON THE COMMISSION WEBSITE IN THE FUTURE.

SO, UM, FOR ANYBODY THAT'S INTERESTED, THERE'LL BE ABLE TO CLICK ON THOSE LINKS AND, AND GET TO THESE RESOURCES.

UM, W YOU WILL NEED TO SUBMIT YOUR, A LETTER OF INTEREST IS YOUR ORGANIZATION'S LEGAL NAME, YOUR CITY OF AUSTIN VENDOR CODE.

IF YOU'RE UNSURE OF, IF YOU HAVE ONE, YOU CAN GO TO G TOPS.ORG AND, UH, CHECK YOUR, UH, IF YOUR ORGANIZATION HAS ONE OR SIGN UP FOR A NEW ONE, UM, YOU NEED TO HAVE RELEVANT CONTACT INFORMATION, AND SPECIFICALLY THE BULK OF WHAT YOU WOULD BE SUBMITTING.

IS IT BRIEF SUBMISSION OR A BRIEF DESCRIPTION OF YOUR ORGANIZATION AND ITS ACTIVITIES, AND THE DESCRIPTION OF THE PROGRAM FOR WHICH YOU WOULD LIKE TO APPLY FOR FUNDING THE WINDOW OF SUBMISSION FOR THE LENDER, OR THAT THE LETTER OF INTEREST BEGAN ON NOVEMBER 1ST.

SO AT THE BEGINNING OF THIS MONTH, BUT IT'S A WIDE WINDOW IT'S OPEN UNTIL JANUARY 8TH.

NEXT SLIDE, PLEASE.

THE SECOND STEP, THE APPLICATION PROCESS IS AFTER YOU SUBMIT YOUR LOI AND IT'S APPROVED, YOU COULD THEN SUBMIT YOUR FULL APPLICATION AND YOU WOULD USE AGAIN, THE PARTNER GRANT SYSTEM TO SUBMIT YOUR APPLICATION THERE'S GUIDE VIDEOS TO WALK YOU THROUGH THE PROCESS.

AND THE WINDOW OF SUBMISSION FOR THE APPLICATION WOULD BE JANUARY 18TH TO FEBRUARY 12TH.

UH, I DO, UH, REMIND EVERYBODY, YOU KNOW, THE, THE SYSTEM THAT WE USE IS VERY RIGID.

WE CAN'T ACCEPT ANY LATE SUBMISSIONS.

UH, SO, UH, IT'S VERY IMPORTANT TO GET YOUR APPLICATIONS IN PRIOR TO THE DEADLINE.

NEXT SLIDE PLEASE.

SO HOW ARE THESE TWO STAGES OF APPLICATION REVIEWED? THE LETTER OF INTEREST IS REVIEWED BY STAFF, JUST FOR A HIGH LEVEL ALIGNMENT WITH G TOPS.

IT'S NOT AN ELIMINATION ROUND.

WE JUST GIVE FEEDBACK, UH, TO ANYBODY THAT APPLIES.

SO IF WE THINK THAT, UH, AN APPLICATION IS NOT REALLY WELL WITHIN THE RANGE OF G TOPS, WE'LL CALL THEM OR EMAIL THEM AND LET THEM KNOW AND LET THEM KNOW WHY.

UH, WE THINK THAT, UM, WE WOULDN'T PRECLUDE PRECLUDE ANYBODY FROM SUBMITTING A FULL APPLICATION, BUT WE'RE JUST THERE TO GIVE ADVICE.

AND, UH, IF THERE IS THE ABILITY TO TWEAK THE LETTER OF INTEREST TO, UH, MOVE IT TO MORE INTO THE LINE OF G TOPS, THEN YOU KNOW, THAT'S A FEEDBACK THAT WE CAN OFFER.

THE APPLICATION PROCESS IS ELIMINATION ROUND, AND IT, UH, IT IS ALL APPLICATIONS ARE SCORED BY AN INDEPENDENT VOLUNTEER GRANT REVIEW PANEL.

UM, THE, UH, REVIEW PANEL HAS TWO ROUNDS OF SCORING.

THE FIRST ROUND, UH, IS HALF OF THE REVIEWERS SCORING HALF OF THE APPLICATIONS AND THOSE KNOW SCORES ARE PULLED TOGETHER.

UM, A CERTAIN NUMBER OF APPLICATIONS, DEPENDING ON HOW MANY WE WE RECEIVE WILL BE DROPPED OFF THE BOTTOM.

UM, FOR THE ORGANIZATIONS THAT CONTINUE ON TO THE NEXT ROUND OF SCORING, THE FULL PANEL WILL REVIEW ALL OF THE APPLICATIONS, GENERATE QUESTIONS FOR THE APPLICANTS, FOR, UH, ANY, UH, RESPONSES THAT THAT MIGHT GENERATE, AND THEN THE WHOLE PANEL CODES OR, UH, SCORES ALL OF THE, UH, THE REMAINING APPLICATIONS AND THAT RESULTS IN OUR RECOMMENDATIONS, UM, TO, UH, TO FUND THE ORGANIZATIONS, UH, NEXT SLIDE, PLEASE.

THESE ARE THE SCORING CRITERIA.

I'M NOT GOING TO GO THROUGH, UH, ALL OF THEM INDIVIDUALLY, BUT I WANTED TO INCLUDE THEM IN THE PRESENTATION FOR ANYBODY THAT'S USING THIS PRESENTATION AS A RESOURCE, UM, THAT BROAD CATEGORIES ARE ALIGNMENT WITH THE G TOP SCHOOLS AND IMPACT.

AND IF YOU WANT TO GO TO THE NEXT SLIDE, THERE'S ANOTHER TO SUCCESS AND FEASIBILITY AND BUDGET AND FISCAL RESPONSIBILITY.

EACH OF THOSE QUESTIONS IN THERE ARE ATTACHED TO SPECIFIC PARTS OF THE APPLICATION.

UM, SO, UM, UH, THAT'S THAT, UM, GO ONTO THE NEXT SLIDE, PLEASE.

IT'S ALSO IMPORTANT TO NOTE THAT THERE ARE BONUS POINTS, UH, THAT WE CAN GRANT ON THE APPLICATIONS FOR, UH, FOCUS AREAS ON, ON THIS SLIDE IN THE NEXT, YOU'LL SEE ALL OF OUR SPECIFIC FOCUS AREAS.

UM, IF AN ORGANIZATION CHECKS THE BOX ON ANYONE THAT'S WORTH FIVE BONUS POINTS ON THEIR APPLICATION AND ORGANIZATIONS ARE ONLY ELIGIBLE FOR FIVE POINTS WITHIN ANY FOCUS AREAS SPECIFICALLY FOR THE, UH, THE DEMOGRAPHICS.

UM, SO I WOULD, SO WE, WE WOULDN'T AWARD FIVE BONUS POINTS FOR EACH DEMOGRAPHIC CATEGORY.

UM, SO JUST RUNNING THROUGH THESE REALLY QUICK, UM, WE LIKE TO PRIORITIZE SMALL AND MEDIUM SIZE ORGANIZATIONS.

SO IF AN ORGANIZATION IS SMALLER THAN A MILLION DOLLARS PER YEAR IN REVENUES, THEN THEY GET BONUS POINTS IN THEIR APPLICATION.

[01:00:02]

UH, WE LIKE A DIVERSE SET OF, UH, PROJECTS.

SO, UM, IN THE APPLICATION, EACH ORGANIZATION HAS TO CHECK, UH, WHICH G TOP SCHOOL AREA IS THEIR MAIN FOCUS.

AND THE TOP SCORING FOR EACH OF THE THREE GETS AN EXTRA SET OF BONUS POINTS TO ENSURE SOME DIVERSITY THERE.

UM, AND THE PRI WE HAVE A NUMBER OF PRIORITY POPULATIONS HERE THAT YOU CAN SEE, UH, THAT WE, UH, WE ENCOURAGE ORGANIZATIONS TO SERVE SPECIFICALLY.

AND AN IMPORTANT NOTE ON THIS ONE IS THAT AN ORGANIZATION WON'T NECESSARILY GET A BONUS POINTS, FOR EXAMPLE, JUST BECAUSE THEY SERVE OLDER ADULTS, 65 AND UP, THEY HAVE TO HAVE A PROGRAM THAT IS DESIGNED TO SUPPORT THAT DEMOGRAPHIC, AND THEN THEY WOULD BE ELIGIBLE FOR THOSE BONUS POINTS.

AND THAT APPLIES ACROSS ALL OF OUR DEMOGRAPHIC CATEGORIES HERE.

NEXT SLIDE, PLEASE.

HEY, JESSE.

YES.

YEAH.

I JUST WANTED TO MAKE SURE THAT, UH, WE HAVE TIME FOR QUESTIONS, SO YOU HAVE A LOT MORE TO COVER.

UH, YEAH, I'LL, I'LL MOVE REAL QUICK THROUGH THE REST OF THEM.

ALL RIGHT.

THANK YOU.

UM, WE HAVE FOCUS AREAS FOR COLLABORATION AND FOR IT MIDDLE-SKILL CAREER OPPORTUNITIES, WHICH IS PROGRAMS THAT SUPPORT CODING AND, UH, UH, HARD SKILLS OF THAT NATURE.

ONE THAT'S INTERESTING TO YOU ALL MIGHT BE OUR FOCUS ON CREATIVE MEDIA TRAINING AND DEVELOPMENT.

UM, UH, SO THAT INTERSECTION OF ARTS AND, UH, TECHNOLOGY IS WHAT WE'RE TRYING TO GET AT HERE.

AND THEY JUST, THE ORGANIZATION WOULD JUST HAVE TO RESPOND TO THESE TWO PROMPTER QUESTIONS TO BE CONSIDERED FOR THOSE BONUS POINTS.

AND THE NEXT SLIDE.

YES, PLEASE.

WE'RE GOING INTO OUR SECOND OPPORTUNITY, DETOX CAPACITY VERY QUICKLY.

UM, THIS IS A, UM, A CAPACITY BUILDING GRANT.

AGAIN, IT'S NOT INTENDED TO BE DIRECT SERVICE DELIVERY.

IT'S DESIGNED TO BUILD EACH ORGANIZATION'S CAPACITY TO DELIVER DIGITAL INCLUSION PROGRAMMING.

SO WHAT DOES THAT LOOK LIKE? UH, WE HAVE TWO FOCUS AREAS OF TECHNOLOGY, INFRASTRUCTURE AND STAFF TRAINING AND DEVELOPMENT.

SO FUNDS CAN BE APPLIED FOR, TO COVER THE COSTS OF PCS, LAPTOPS, TABLETS, UM, SOFTWARE SUPPORTING PROGRAM OBJECTIVES, STEM EQUIPMENT MAKER, EQUIPMENT, ROBOTICS, THINGS LIKE THAT.

ALSO ON THE STAFF SIDE FUNDING TO SUPPORT TRAINING ON CONFERENCES, WORKSHOPS, CLASSES, AND PROFESSIONAL MEMBERSHIP ORGANIZATIONS THAT SUPPORT KNOWLEDGE AND DIGITAL INCLUSION AND AWARENESS OF DIGITAL INCLUSION ISSUES.

NEXT SLIDE PLEASE.

UM, THERE'S A LINK HERE, UM, ON HOW TO APPLY APPLICATIONS ARE ACCEPTED YEAR ROUND.

WE TARGET TWO COHORTS OF FUNDING DISTRIBUTION PER YEAR.

THE VERY NEXT ONE IS DUE AT THE END OF THIS MONTH, NOVEMBER 30TH.

UM, WE MAY EXTEND THAT DEADLINE.

WE'RE NOT QUITE SURE YET.

IT DEPENDS ON HOW MANY SUBMISSIONS WE'RE GETTING IN.

UM, AND, UH, THE SECOND COHORT WOULD BE JUNE 30TH AWARDS BEING ANNOUNCED USUALLY A MONTH AFTER THE, UH, APPLICATION WINDOW CLOSES FOR EACH COHORT.

UH, NEXT SLIDE PLEASE.

UM, JUST REAL QUICK ON SCORING AND EVALUATION.

IT'S USUALLY COA STAFF WITH A COMMISSION MEMBER FROM THE COMMUNITY TECHNOLOGY AND TELECOMMUNICATIONS COMMISSION, PLUS ONE OR TWO INDEPENDENT, UH, OR OTHER REVIEWERS PER, PER COHORT.

UM, UH, AND THEY ANALYZE THE APPLICATIONS FOR ELIGIBILITY AND G TOPS FIT, UM, SCORE, UH, ALL OF THE APPLICATIONS AND, UH, THAT RESULTS IN, UH, UH, AN AWARD RECOMMENDATION.

NEXT SLIDE PLEASE.

AND SO THIS WOULD BE TO WRAP UP, UH, IN THE NEXT SLIDE.

UH, YEAH, HERE WE GO.

THIS, THESE ARE ALL OF THE DATES, THE IMPORTANT DATES FOR THE G TOP SCORE.

I HAVE THEM LAID OUT FOR ANYBODY THAT IS INTERESTED IN THE SPECIFIC DATES.

UM, WE HAVE LINKS TO THE PARTNER GRANTS SYSTEM, DETOX CAPACITY APPLICATION LINK, AND ALL OF OUR GUIDE VIDEOS, UM, FOR ANYBODY THAT IS INTERESTED.

AND I THINK THAT BRINGS US TO QUESTIONS.

IF I'M NOT MISTAKEN, YOU CAN GO TO THE NEXT SLIDE AND OKAY.

YEAH, HERE WE GO.

SO YEAH, ALL OF OUR CONSCIOUS STAFF CONTACT INFORMATION, IF ANYBODY EVER NEEDS ASSISTANCE IN, UH, UH, HOW TO APPLY OR WHERE TO APPLY OR HAVE ANY QUESTIONS, WE'RE ALL AVAILABLE FOR QUESTIONS.

UM, AND THAT IS IT FOR THE PRESENTATION.

I'M HAPPY TO ANSWER ANY QUESTIONS THAT ANYBODY HAS AS WELL.

I HAVE A QUESTION.

SURE.

KIMBERLY KEATON, I REPRESENT DISTRICT ONE.

UM, AND I'M JUST ASKING ABOUT A SLIDE THAT WENT BY A LITTLE BIT QUICK.

I JUST WANT TO GET A GENERAL PREMISE ABOUT THE POINT SYSTEM.

AGAIN, YOU STATED THAT, UM, IF THEY CHECK ONE OFF SUCH AS, UM, THE AFRICAN-AMERICAN COMMUNITY, AND IF YOU'RE 65,

[01:05:01]

PLUS YOU'RE ONLY GOING TO COUNT ONE OF THOSE,
