AND THE FIRST ITEM ON OUR AGENDA IS, UM, UM, LET'S GO AHEAD.

UM, WELL LET ME ASK, UH, LET ME ASK MY COLLEAGUES FOR THE FIRST TIME ITEM ON OUR AGENDA

[1. Approve the minutes of the Mobility Committee meeting of October 8, 2020.]

IS APPROVAL OF THE MINUTES FROM OCTOBER 8TH.

UM, AND THOSE HAVE BEEN SENT TO YOU NOW, AS I UNDERSTAND, ARE Y'ALL COMFORTABLE MOVING FORWARD WITH THAT OR DO YOU FEEL LIKE YOU NEED MORE TIME TO LOOK AT THEM? OKAY.

SO, ALL RIGHT.

IF, IF STEPHANIE IS NOT THERE, THEN WHAT ABOUT HERMAN? HENDRICK? NO HERMAN HENDRICK YET.

AND PHYLLIS X, WELL, OKAY.

NO FELICITY YET.

OR ERIC KAUFMAN? YES, I'M HERE.

THIS IS ERIC.

OKAY, ERIC, IF YOU WANT TO GO AHEAD, THEN I KNOW YOU SIGNED UP TO SPEAK ON, UM, ONE OF THOSE THAT WERE, WERE TAKEN UP LATER RELATING TO HEALTHY STREETS, BUT IF YOU'D LIKE TO GO AHEAD AND SPEAK WITH NOW, AND YOU'VE GOT TWO MINUTES, THANK YOU VERY MUCH.

UM, AND THANK YOU COMMITTEE MEMBERS FOR THE TIME.

UH, THIS IS THE FIRST TIME, UH, I'VE EVER PARTICIPATED AS A, AS A CITIZEN IN LOCAL GOVERNMENT.

SO, UH, EXCITING MOMENT, BUT I FELT COMPELLED TO, UH, GET SIGNED UP AND JUST SAY A COUPLE OF WORDS, UH, IN SUPPORT OF HEALTHY STREETS AND THANKING YOU ALL FOR THE PROGRAM AND HOPING TO ENCOURAGE US TO CONTINUE TO USE, UM, MY WIFE AND I, WE LIVE ON, UH, BOLDEN AVENUE, SO RIGHT AT OUR FRONT DOOR AS A HEALTHY STREET.

AND IT'S JUST BEEN A TREMENDOUS RESOURCE, I THINK, FOR THE WHOLE NEIGHBORHOOD.

UM, AS OPPOSED TO, YOU KNOW, TRYING TO JAM ON A SIDEWALK AND AVERT YOUR GAZE AND GET AROUND FOLKS DURING THIS DIFFICULT PANDEMIC, PEOPLE HAVE THE SPACE TO HAVE A CONVERSATION AND KIND OF STAY CONNECTED WITH THEIR COMMUNITY AND FOLKS CAN WALK, BIKE, RUN, NAVIGATE STROLLERS, PETS.

UM, IT'S JUST, IT'S REALLY BEEN, UH, FANTASTIC AND KIND OF HELPED.

UH, I THINK THAT'S ALL KIND OF MANAGED THROUGH.

WHAT'S OBVIOUSLY BEEN A PRETTY CHALLENGING YEAR, SO THAT'S ALL I WANT TO SAY, BUT THANK YOU VERY MUCH FOR THE TIME.

THANK YOU, ERIC.

IT HAS BEEN VERY EXCITING TO HAVE THOSE HEALTHY STREETS, SO PARTICIPATE.

UH, WE APPRECIATE YOUR, YOUR COMMENTS.

SO, UM, COLLEAGUES, WE'RE GOING TO TURN NOW TO, UM, OUR FIRST BRIEFING OR OUR FIRST DISCUSSION IN BRIEFING ITEM, UH, THE UPDATE

[3. Update on Project Connect transportation and housing investments. (60 minutes).]

ON PROJECT CONNECT.

AND SO, UH, IF YOU ALL WANT TO MOVE OVER OUR PRESENTERS FOR THAT, UH, AND I WANT TO, UM, RECOGNIZE MY COLLEAGUES FROM THE, UM, HOUSING COMMITTEE THAT ARE WITH US.

GREAT COSAR AND, UH, NATASHA FOR MADISON AND MAYOR WELCOME.

UM, ITEM IS, UM, IS AN ITEM THAT'S INTEREST TO THE ENTIRE COUNCIL.

UM, AND PARTICULARLY AS WE MOVE FORWARD TO THE HOUSING COMMITTEE AND THE, UM, AND THE MOBILITY COMMITTEE CHAIR, I JUST WANT TO LET YOU KNOW THAT I'M ONLINE NOW.

OH, YES.

OKAY.

I SEE YOU.

THANK YOU, ALISON.

SO, ALL RIGHT.

DO WE HAVE OUR PRESENTERS? I UNDERSTAND.

OKAY.

WE HAVE SEVERAL PRESENTERS.

SO WE ALSO HAVE A FIRM CAP METRO, YOU SHOULD HAVE THINK OF STEVE COUCH.

UH, NICU SHOULD BE, UM, IN THIS PART WITH YOU, UH, SHOULD BE, UH, HELLO, GOOD AFTERNOON.

COUNCIL MEMBER, KITCHEN, UM, COMMITTEE MEMBERS.

UH, IT SHOULD BE NEVER TV JACKMAN SHOULD BE MOVED OVER AS WELL AS BRIAN OAKS PRESENTATION AND, UH, PERHAPS JACKIE NUREMBERG FROM CAP

[00:05:01]

METRO.

SO IT'S PLEASE GO AHEAD, PLEASE GO AHEAD AND MOVE OVER TO THE CAP METRO FOLKS TOO.

SO, OKAY.

SO LET ME JUST KICK THIS OFF BY SAYING THIS IS, YOU KNOW, IT'S VERY EXCITING.

UM, WE HAVE A HUGE OPPORTUNITY AS WE ALL KNOW, AND I KNOW ALL OF YOU WORKED VERY HARD ON THIS, BUT WE HAVE A HUGE OPPORTUNITY WITH PROJECT CONNECT, A LOT OF, A LOT OF WORK FOR OUR COMMUNITY AND FOR OUR STAFF, UM, TO, TO, UM, TO FULFILL THE PROMISE OF PROJECT CONNECT, BUT IT IS, UM, IT'S VERY EXCITING.

IT'S A GAME CHANGER FOR OUR COMMUNITY AND THE OPPORTUNITY REALLY TO, TO BUILD A SYSTEM THAT, THAT WORKS BETTER FOR THE WHOLE COMMUNITY AND REALLY, UM, REALLY, UH, WORKS HARD TO, TO MAKE OUR COMMUNITY MORE EQUITABLE IN TERMS OF ACCESS TO TRANSPORTATION.

SO TODAY WE'RE GOING TO GET, UM, AN UPDATE ON, UM, TO REALLY IS, UM, SEVERAL ASPECTS OF THIS FROM THE HOUSING PERSPECTIVE AND THE WORK THAT WE'VE ALL DONE AND BUILT INTO PROJECT CONNECT THAT RELATES TO, UM, UM, LENDS TO THAT CONNECTION BETWEEN HOUSING AND TRANSPORTATION, UM, AND THE DOLLARS THAT WE HAVE DESIGNATED AND COMMITTED TO A SUPPORTIVE HOUSING ALONG THE TRANSIT LINES, UM, AND TO ANTI-DISPLACEMENT EFFORTS.

SO WE'LL HAVE AN UPDATE ON THAT ASPECT OF THIS, AND ALSO WE'LL HAVE AN UPDATE ON THE ASPECT OF MOVING FORWARD WITH THE, UM, ATP, UM, AND THE PROCESS FOR IMPLEMENTATION AND CONSTRUCTION OF THE WHOLE RANGE OF, UM, COMPONENTS OF PROJECT CONNECT.

SO, UM, SO, UM, COUNCIL MEMBER COSARA, DO YOU WANT TO SAY ANYTHING OR, UH, FROM THE HOUSING COMMITTEE PERSPECTIVE AS WE GET STARTED OR, UH, WE'LL SET THE JOINT L SORRY, I WAS HAVING TROUBLE WITH WEBEX, UH, BUT WE WERE THINKING AT FIRST ABOUT HAVING THIS HOUSING COMMITTEE, OR INSTEAD OF HAVING IT AT BOTH HOUSING AND MOBILITY, WE THOUGHT THIS WOULD BE A GOOD PLACE TO HAVE IT.

SO I'M REALLY HAPPY TO JOIN EVERYONE HERE, WANT TO THANK THIS COMMITTEE AND THE WHOLE COMMUNITY FOR THE HUGE TRUST IN AN IMPORTANT STEP WITH PROJECT CONNECT.

UM, AND YEAH, YES.

I THINK SOMETHING THAT WAS REALLY IMPORTANT TO THE WHOLE COMMUNITY AND TO THE COUNCIL WAS MAKING SURE THAT THIS IS A SYSTEM THAT NOT ONLY SERVES OUR CITY, BUT, BUT SERVES THE CAUSE OF TRANSPORTATION JUSTICE, WHICH MANY OTHER TRANSIT SYSTEMS HAVE NOT BEEN ABLE TO MEET A LOT OF PEOPLE AROUND, BUT NOT NECESSARILY ALSO SERVING, UH, PEOPLE EQUITABLY.

SO I'M REALLY GLAD THAT WE'RE KICKING OFF THE CONVERSATION ON PROJECT DOCTORATES PASSED ON THIS TOPIC.

UH, AND THANK YOU FOR YOUR WORK ON THIS.

I'M GONNA TURN IT OVER TO YOU.

OKAY.

UM, GOOD AFTERNOON.

COUNCIL MEMBER, KITCHEN, CUSTOMER PIXAR COUNCIL MEMBERS FROM BOTH MOBILITY AND HOUSING COMMITTEES.

MY NAME IS AND I AM STARTING OFF THE PRESENTATION, BUT THIS IS A GROUP EFFORT, UM, AMONGST MULTIPLE INDIVIDUALS FROM MULTIPLE DEPARTMENTS SPANNING OUR EQUITY OFFICE, OUR INNOVATION OFFICE, OUR RESILIENCE OFFICE AND HOUSING AND PLANNING DEPARTMENT.

UH, TODAY WE'LL BE GIVING A BRIEFING ON THE DEVELOPMENT OF AN EQUITY ASSESSMENT TOOL TO BE USED WITH THE IMPLEMENTATION OF PROJECT CONNECT.

UH, THE TOOL IS PRIMARILY FOCUSED TO, UM, AS YOU MENTIONED, CUSTOMER KITCHEN, THE 300 MILLION AND ANTI-DISPLACEMENT FUNDS THAT WERE APPROVED BY VOTERS.

UM, ALONG WITH PROJECT CONNECT ON NOVEMBER 3RD, THE FUNDS ARE MEANT TO BE FOCUSED ANTI-DISPLACEMENT ACTIVITIES, PROGRAMMING AND VARIOUS OTHER ITEMS THAT HAVE BEEN, UM, ARTICULATED, UH, THROUGH MULTIPLE RESOLUTIONS AND CONTRACTS WITH THE VOTERS AS WE LET UP TO THE REFERENDUM ON THE THIRD.

AND IT'S IMPORTANT TO NOTE TOO, THAT THE EQUITY ASSESSMENT TOOL THAT WE ARE DEVELOPING, UH, WILL WORK IN TANDEM AND IN A COMPLIMENTARY MANNER TO THE ENVIRONMENTAL PROCESS THAT WILL BE ONGOING WITH PROJECT CONNECT.

THAT'D BE OUR PROCESS.

SO NEXT SLIDE, OUR AGENDA TODAY IS TO, UH, MAKE CLEAR FOR THE PUBLIC, ALL OF THE DIFFERENT POLICY, UM, MANDATES THAT HAVE BEEN ISSUED BY THIS COUNCIL AROUND EQUITY AND ABILITY INVESTMENTS.

IT'S QUITE ROBUST.

UM, AND THE 300 MILLION CORRELATING THE 300 MILLION TO REALLY HELP US AND LEVERAGE, UH, THE 2018, UM, BOND FUNDING FOR HOUSING.

THAT WAS THE LARGEST IN OUR HISTORY FOR HOUSING.

AND SO THIS

[00:10:01]

IS REALLY, UM, A MILESTONE OPPORTUNITY FOR OUR CITY.

WE'LL BE GOING THROUGH AGAIN, MORE IN MORE DETAIL, THE TEAM STRUCTURE THAT IS WORKING ON THE DEVELOPMENT OF THIS PRIORITIZATION TOOL FOR THE 300 MILLION OUR WORK TODAY AND OUR NEXT STEPS.

UM, WE HAVE HIT TO HIT THE GROUND RUNNING, BUT THERE IS A LOT TO DO MOSTLY BECAUSE IT IS VERY IMPORTANT AT THE CORE OF THIS WORK THAT WE BUILD THIS TOOL WITH THE COMMUNITY.

IT'S VERY IMPORTANT, UM, THAT WE GET THAT RIGHT.

AND SO WE ARE THINKING THROUGH WHAT THAT LOOKS LIKE AND DEFINITELY, UM, WANT INPUT FROM YOU ALL.

I HAVE TO HEAR WHAT WE HAVE TO SAY AND WHAT MIGHT, WHAT MIGHT BE ON YOUR MIND WITH REGARDS TO ENGAGING THE COMMUNITY.

UH, NEXT SLIDE PLEASE.

SO THIS LINE IS, I MEANT TO SHOW YOU ALL, UM, IN BEAUTIFUL COLORS, ALL OF YOUR WORK AROUND MOBILITY AND EQUITY, STARTING WITH, UH, THE 2016 CORRIDOR PROGRAM CONTRACT WITH VOGUERS, WHICH HAD AN EQUITY LENS APPLIED THAT YOU ALL WANTED TO SEE THEN MOVING TO THE 2019 APPROVAL OF THE AUSTIN STRATEGIC MOBILITY PLAN, AND SPECIFICALLY CHAPTER SIX AND ACTION ITEMS RELATED TO CHAPTER SIX.

UM, ONE OF WHICH CALLED FOR THE CREATION OF EQUITY ANALYSIS ZONES, SO THAT WE CAN THINK ABOUT TRANSPORTATION INVESTMENTS IN A DIFFERENT WAY, WHEN WE'RE LOOKING AT ZIP CODES OR CENSUS TRACKS OR NEIGHBORHOODS, UM, THAT ARE SUSCEPTIBLE TO GENTRIFICATION AND SPECIFICALLY TO DISPLACEMENT, THEN MOVING ON TO THIS YEAR, UM, A RESOLUTION IN APRIL AND THEN A RESOLUTION IN SEPTEMBER THAT GOT INTO MORE DETAIL ABOUT THE IMPORTANCE OF PLACING EQUITY AT THE FRONT AND AT THE FOUR FOREMOST IMPORTANCE.

UM, AS WE LOOK AT A TRANSPORTATION INVESTMENT, LIKE PROJECT CONNECT, UM, AND THEN SPECIFICALLY THE LANGUAGE IN THE CONTRACT WITH VOTERS FOR BOTH PROPOSITION A AND PROPOSITION B.

SO THIS IS THE SPECTRUM OF, UM, COUNCIL, UM, DIRECTIVES THAT WE'RE WORKING WITH AS WE DEVELOP THIS TOOL.

NEXT SLIDE, PLEASE.

SO A REMINDER FROM 2016, WHICH SEEMS LIKE A LONG TIME AGO NOW, UH, THERE WAS CONTRACT WITH, THERE WAS CONTRACT WITH THE VOTERS AND A MANDATE, UM, TO CONSIDER EXISTING AND NEW AFFORDABLE HOUSING, UH, WITH AN EMPHASIS ON, UH, PROMOTING HEALTHY, EQUITABLE COMMUNITIES.

UM, AND SO SINCE 2016, THE QUARTER PROGRAM OFFICE, UM, HAS DONE A REALLY GOOD JOB AND HAS BEEN SUCCESSFUL IN CREATING A PRIORITIZATION TOOL THAT CONSIDERS QUANTITATIVE, UM, TRAFFIC DATA, AS WELL AS QUALITATIVE, UM, INPUTS TO, UH, CREATE THE PRIORITIES FOR THAT PROGRAM.

AND YOU ALL HAVE BEEN BRIEFED AND HAVE SEEN THEIR, THEIR CONSTRUCTION PROGRAM AND SEEING HOW THAT TOOL WORKS.

AND SO WE DON'T WANT TO START FROM SCRATCH.

WE WANT TO BUILD ON THAT GOOD WORK DONE BY THE 2016 PROGRAM.

WE KNOW MORE NOW THAN WE DID FOUR YEARS AGO ON WHAT IT MEANS TO BE EQUITABLE AND WHAT, WHAT KIND OF TOOLS ARE GOING TO WORK BEST FOR, UM, DIFFERENT, UM, NEEDS WITHIN THE COMMUNITY.

AND SO THAT'S WHAT WE'RE HOPING TO DEVELOP WITH THIS TOOL, UM, USING OF COURSE, A LOT OF EXAMPLES THAT ALREADY EXIST AND BUILDING UPON THEM.

NEXT SLIDE IS A BRIEF OVERVIEW OF CHAPTER SIX OF THE STRATEGIC MOBILITY PLAN THAT IS TITLED EQUITY, AND REALLY, UH, DOES A REALLY GOOD JOB OF BEING UPFRONT ABOUT THE WAY HISTORICALLY NOT ONLY LOCALLY, BUT NATIONALLY TRANSPORTATION INFRASTRUCTURE HAS BEEN USED TO DIVIDE COMMUNITIES.

AND IT'S IMPORTANT THAT WE REVERSED THAT AND WE USE TRANSPORTATION INVESTMENT TO CONNECT COMMUNITIES, AND THAT IS AT THE FOREFRONT OF THIS WORK THAT WE'RE DOING THIS BIRD VISITATION TOOL.

UM, WE DON'T WANT TO CREATE DIFFERENT SILO TOOLS.

AND SO THE TEAM IS REALLY LOOKING AT THIS ACTION ITEM 200 THAT ASKS FOR A FRAMEWORK TO DESIGNATE GEOGRAPHIC ZONES, LOOKING AT CRITERIA, UM, FOR VULNERABLE AREAS, SUCH AS RACE, INCOME, CAR OWNERSHIP.

AND SO WE'RE LOOKING AT THIS ITEM AND HOPING THAT THIS TOOL THAT WE'RE CREATING, UM, CAN ALSO BE USED TO, UM, SATISFY THIS EQUITY ANALYSIS.

SO, UM, MANDATE MEANING THAT WHILE WE'RE USING THE TOOL FOR PROJECT CONNECT, WE SHOULD ALSO USE THIS TOOL, OTHER INVESTMENTS AS THEY COME OUR WAY, UM, AND IMPLEMENT THE EQUITY ANALYSIS ZONE.

AND SO WE ALSO HAVE, UM, ON THE RIGHT HERE, THE PICTURE IS A MAP

[00:15:01]

FROM OUR APPROVED HAD STUDY THAT WAS DONE BY, UH, BY UT.

AND IT CONTAINS A LOT OF REALLY GOOD DATA POINTS AND INFORMATION.

AND SO WE ARE REALLY AT A GREAT POINT IN TIME RIGHT NOW WITH SO MUCH INFORMATION TO BE ABLE TO INFORM THIS TOOL TO GUIDE THE 300 MILLION NEXT SLIDE, PLEASE.

AND THEN FINALLY, BEFORE I PASS THE PRESENTATION ON TO MS. JACKMAN, UM, FROM OUR HOUSING AND PLANNING DEPARTMENT, THIS IS A REMINDER OF BACK IN APRIL OF THIS YEAR, THE COUNCIL, UM, ASKED STAFF TO PROVIDE RECOMMENDATIONS, UM, IN THINKING ABOUT PROJECT CONNECT TO PREVENT TRANSPORTATION, INVESTMENT RELATED DISPLACEMENT, BY ALIGNING OUR CURRENT POLICIES, SERVICES, PROGRAMS, AND RESOURCES ALSO ASKED FOR RECOMMENDATIONS, UM, TO ENSURE THAT PEOPLE OF ALL INCOMES CAN BENEFIT FROM OUR TRANSPORTATION INVESTMENTS AND LASTLY, UH, RECOMMENDATIONS FOR, UM, FINANCING ADDITIONAL STRATEGIES AND SOLUTIONS.

SO IN THAT RESPONSE, WE TALKED AGAIN, AS I MENTIONED BEFORE ABOUT, UM, BEING COLLABORATIVE WITH THE NEPA PROCESS AND THE RECOMMENDATIONS FOR MITIGATION THAT WILL LIKELY COME OUT OF THAT PROCESS, THE DEVELOPMENT OF A TOOL, WHICH WE'RE BRIEFING YOU ON TODAY, THE NEED TO CREATE AN INTERDEPARTMENTAL INTER-AGENCY AGENCY GROUP TO COORDINATE INVESTMENTS, UM, AROUND IN YOUR PLAN TRANSIT.

AND I WOULD SAY THAT ALSO IS GOING TO INCLUDE, INCLUDE THE COMMUNITY AS WELL.

AND WE HAVE NOT PUT THAT, UM, ADVISORY COMMITTEE TOGETHER YET, BUT THAT IS ON OUR AGENDA TO DO SOON.

UM, AND THEN ASSURING THAT ALL AFFORDABLE HOUSING PROGRAMMING THAT WE HAVE EXISTING NOW, AS I SAID BEFORE, FROM THE 2018 HOUSING BOND AND ANY OTHER FUNDING SOURCES, PARTNERSHIPS WITH OUR WONDERFUL, UM, NONPROFIT PARTNERS, UM, THAT, THAT WE LEVERAGED AS MUCH AS WE CAN.

AND WE'RE BEING VERY EFFICIENT BECAUSE THIS IS A LARGE INVESTMENT, UM, AND THERE'S GOING TO BE A LOT OF NEED AND WE NEED TO DO THE BEST WE CAN WITH THE FUNDING THAT WE HAVE.

SO WITH THAT OVERVIEW, I'M GOING TO HAND THE PRESENTATION OVER TO MS. JACKMAN.

WHO'S HEADING UP OUR, UM, DISPLACEMENT PREVENTION DIVISION AT, UM, HOUSING AND PLANNING.

THANK YOU.

THANK YOU.

UH, NICK, UM, CAN I PLEASE HAVE THE NEXT SLIDE OR THANK YOU VERY MUCH.

UM, PROPOSITION A CONTRACT WITH BOULDERS OUTLINES, FOUR MAJOR COMPONENTS FOR THE CITY TO ADDRESS, UH, WHICH INCLUDES, UM, UH, THE PROCESS FOR THE CREATION OF NEIGHBORHOOD LEVEL STRATEGIES, UH, THE CREATION OF AN EQUITY ASSESSMENT TOOL, UM, CREATING WITH COMMUNITY A NEIGHBORHOOD LEVEL PREVENTION AND MITIGATION STRATEGIES AND THE CREATION OF A PERFORMANCE DASHBOARD SPECIFICALLY, UH, WE ARE GUIDED TO WITHIN SIX MONTHS OF VOTER APPROVAL, PROVIDE THE PROCESS FOR THE CREATION OF NEIGHBORHOOD LEVEL STRATEGIES ALONG WITH COMMUNITY MEMBERS AND COMMUNITY-BASED ORGANIZATIONS.

UH, WE SHOULD ALSO, WE'RE GUIDED TO CREATE AN EQUITY ASSESSMENT TOOL TO ANALYZE ON A NEIGHBORHOOD LEVEL, THE POTENTIAL FOR, UM, UNINTENDED OR UNDESIRABLE EFFECTS OF THE TRANSIT INVESTMENT THAT CONTRIBUTE TO DIFFICULTIES FOR HOUSEHOLDS TO REMAIN IN PLACE, UH, SPECIFICALLY PRESSURES RELATED TO GENTRIFICATION AND DISPLACEMENT, AND ALSO, UH, OPPORTUNITIES TO MAKE INVESTMENTS, TO BUILD ECONOMIC MOBILITY FOR RESIDENTS.

THE TOOL WILL HELP US FOCUS ANY ALLOCATED ANTI-DISPLACEMENT FUNDING AND HELP DISMANTLE STRUCTURAL RACIAL INEQUITY AND CREATE EQUITABLE OUTCOMES FOR ALL TO ELIMINATE DIRECT INDIRECT CULTURAL AND CULTURAL DISPLACEMENT OF NEIGHBORHOODS.

THE NEXT SLIDE, PLEASE, UM, THE CITY IS ALSO DIRECTED TO CREATE WITH THE COMMUNITY NEIGHBORHOOD LEVEL PREVENTION AND MITIGATION STRATEGIES BASED ON THE EQUITY ASSESSMENT TOOL, WHICH, UH, TO INCLUDE RECOMMENDATIONS THAT LEVERAGE OTHER PROGRAMS TO CREATE A MORE CONNECTED EFFORT FOR ANTI-DISPLACEMENT STRATEGIES AND RECOMMENDATIONS FOR FUNDING PROPOSALS AND IMPLEMENTATION OF IDENTIFIED STRATEGIES.

AND AS I SHARED THE CREATION OF A PERFORMANCE DASHBOARD TO TRACK THE PROGRESS ON STRATEGIES THAT HAVE BEEN IDENTIFIED FOR IMPLEMENTATION FOR EACH NEIGHBORHOOD, NEXT SLIDE, PLEASE, THE DIRECTION THAT WAS PROVIDED TO CAPITAL METRO HAVE AT CAP, METRO WILL SERVE AS THE, UH, FTA SPONSOR, THE FEDERAL TRANSIT ADMINISTRATION SPONSOR AND CONDUCTED

[00:20:01]

AN ENVIRONMENTAL JUSTICE ANALYSIS AS REQUIRED UNDER THE NATIONAL ENVIRONMENTAL POLICY ACT FOR EACH ELIGIBLE PROJECT, AS WELL AS PROVIDE RECOMMENDATIONS TO THE, AN AUSTIN TRANSIT PARTIAL PARTNERSHIP FOR FINANCING TOOLS AND STRATEGIES.

BASED UPON THAT NEPA OF REVIEW, THE DIRECTION FOR THE AUSTIN TRANSIT PARTNERSHIP INCLUDES THE DEVELOPMENT OF PROPOSALS ON AN ONGOING BASIS BASED UPON THE RECOMMENDATIONS FROM THE CITY, UH, AT CAPITAL METRO AND PROVIDE A BUDGET FOR APPROVAL BY CITY COUNCIL AND THE CAPITAL METRO BOARD, AND FURTHERMORE ENTER INTO INTER LOCAL AGREEMENTS AND OR GRANT AGREEMENTS WITH THE CITY TO TIMELY DEVELOP AND IMPLEMENT ANTI-DISPLACEMENT STRATEGIES.

NEXT SLIDE, PLEASE.

IN SEPTEMBER, 2020, THERE WAS ALSO, UH, COUNCIL, UH, RESOLUTION REGARDING PROJECT NEC AND IT GUIDED CITY STAFF TO WORK WITH IMPACTED NEIGHBORHOODS IN THE CREATION OF NEIGHBORHOOD LEVEL ANTI-DISPLACEMENT STRATEGIES AND PRIORITIES, UH, TO IDENTIFY AND TRACK KEY PERFORMANCE INDICATORS RELATED TO EQUITY AND DISPLACEMENT, AND TO ESTABLISH A KEY PERFORMANCE INDICATOR TRIGGERS THAT SIGNAL THE NEED, UH, FOR POSTED COUNCIL DISCUSSION, AS WELL AS PUBLIC COMMENT ON THE STATUS OF EQUITY AND ANTI-DISPLACEMENT STRATEGIES ASSOCIATED WITH PROJECT CONNECT.

NEXT SLIDE, PLEASE, PROJECT CONNECT, UM, ALLOCATED $300 MILLION FOR AN ACQUIRING REAL PROPERTY AND FINANCING TOOLS, AS WELL AS OTHER ANTI-DISPLACEMENT STRATEGIES RELATED TO THE IMPLEMENTATION OF PROJECT CONNECT, UH, TO INCLUDE SUCH THINGS AS THE CONSTRUCTION OR DEVELOPMENT OF NEW AFFORDABLE HOUSING, THE PRESERVATION REPAIR, AND RE REHABILITATION OF EXISTING AFFORDABLE HOUSING, FINANCIAL ASSISTANCE FOR HOME OWNERSHIP, HOME REPAIR, RENTAL SUBSIDIES, THE RIGHT TO RETURN ASSISTANCE, THAT GRANTS CURRENT TENANTS OF AFFORDABLE HOUSING, THE OPTION TO LEASE AND UNIT OF COMPARABLE AFFORDABILITY IN SIZE FALL IN THE COMPLETION OF REHABILITATION OF AFFORDABLE HOUSING, AND AS WELL AS OTHER STRATEGIES THAT COULD BUILD ECONOMIC MOBILITY OPPORTUNITIES FOR RESIDENTS ALONG THE TRANSIT CORRIDORS AND INCREASED TRANSIT, SUPPORTIVE ECONOMIC DEVELOPMENT, AS WELL AS RIDERSHIP.

NEXT SLIDE, UH, THE GUIDANCE FOR, UH, PROPOSITION B UH, PROVIDED GUIDANCE TO DEVELOP THE RECOMMENDATIONS FOR IMPLEMENTATION OF TRANSPORTATION, INFRASTRUCTURE PROPOSALS, ALL TO PRIORITIZE INVESTMENTS IN TRADITIONALLY UNDERSERVED COMMUNITIES, LOW INCOME COMMUNITIES, AND OTHER VULNERABLE COMMUNITIES, AS WELL AS ANTICIPATING UNINTENDED CONSEQUENCES THAT MIGHT DISPROPORTIONALLY AFFECT HISTORICALLY UNDESERVED COMMUNITIES AND UNDERREPRESENTED POPULATIONS.

AND TO BE ABLE TO PROACTIVELY MITIGATE THESE EFFORTS, UH, AS WELL AS LOOK AT EXISTING PROJECT PRIOR PRIORITIES CRITERIA, UH, FOR ALL PROGRAMS IDENTIFIED IN THE RESOLUTION AND MAKE SURE THAT THEY ARE EVALUATED AND MODIFIED.

SO FOR FURTHER PRIOR TO PRIORITIZE EQUITABLE OUTCOMES, NEXT SLIDE, PLEASE, THE WORK TO DATE.

UM, IT HAS BEEN ONGOING BY, UM, ALL OF THE GROUPS INVOLVED IN THIS PROJECT, UH, AND ALSO WORK BEFORE WHICH INCLUDES THE ANTI-DISPLACEMENT RECOMMENDATIONS, WHICH WERE REVIEWED.

UM, AND WE CAME UP WITH, UH, OVER 600 RECOMMENDATIONS THAT WERE GATHERED, UH, FROM THESE VARIOUS DOCUMENTS.

UH, THERE'S ALSO THE 15 STRATEGIC DISPLACEMENT PREVENTION PRIORITIES THAT, UH, HAVE BEEN ESTABLISHED, UH, AS A RESULT OF THOSE RECOMMENDATIONS.

SOME ARE IN THE PROCESS OF BEING IMPLEMENTED, SOME ARE ALREADY COMPLETE, SO THOSE ARE ONGOING, AND THERE'S ALSO THE NEIGHBORHOODS STRATEGIES STABILIZATION TOO, WHICH WAS CREATED BY THE INNOVATION OFFICE.

THERE'S THE AFFORDABLE HOUSING AND TRANSIT AFFORDABLE HOUSING MAP SERIES THAT WAS CREATED.

AND THAT WAS SHARED RECENTLY WITH THE HOUSING COMMITTEE.

AND THEN THERE IS A MOST RECENTLY THE DISPLACEMENT PREVENTION DIVISION THAT WAS CREATED, UH, WITH THE MERGER OF THE HOUSING, WELL NEIGHBORHOOD HOUSING AND COMMUNITY DEVELOPMENT AND THE PLANNING AND ZONING DEPARTMENT.

UH, THE FOCUS OF, UH, THE DIVISION AT THIS TIME IS ON TENANT STABILIZATION, AS WELL AS COMMUNITY PRIVATE PRESERVATION AND TRANSPORTATION INVESTMENTS AND DISPLACEMENT PREVENTION ANALYSIS.

[00:25:01]

NEXT SLIDE PLEASE.

UM, AND THIS IS JUST HIGHLIGHTING SOME OF, UH, WHERE THE RECOMMENDATIONS THE VARIOUS RECOMMENDATIONS HAVE COME FROM, UH, WHICH, UH, WE'LL HAVE A NUMBER OF REFERENCES TO UTS UPROOTED REPORT, UH, THE ANALYSIS ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE, THE REPORT ON INSTITUTIONAL RACISM AND SYSTEMIC INEQUITIES, THE PEOPLE'S PLAN AND THE ANTI-DISPLACEMENT TASK FORCE.

NEXT SLIDE, PLEASE.

UM, THERE'S ALSO A TOOL THAT HAS BEEN VERY HELPFUL.

UM, IT SAYS T AND IT, WHAT IT DOES IS HELP STAFF, POLICYMAKERS, AND ADVOCATES REALLY ASSESS NEIGHBORHOOD DEMOGRAPHICS AND VULNERABILITY TO GENTRIFICATION, UH, REALLY HELPING US TO KNOW WHERE WE CAN DIRECT RESOURCES, UH, POLICIES AND PROGRAMMINGS, UH, BASED UPON THE DATA AND INFORMATION, UH, THAT IS FOUND.

NEXT SLIDE, PLEASE.

AND, UH, FINALLY THE THERE'S, THE AFFORDABLE HOUSING TRANSIT AFFORDABLE HOUSING MAP SERIES, WHICH WAS CREATED, WHICH PROVIDES A LIST OF AFFORDABLE HOUSING, UH, THROUGHOUT THE CITY.

IT INCLUDES, UH, UNITS THAT ARE, UM, AT RISK OF DISPLACEMENT, THOSE WHICH, UH, THE AFFORDABILITY PERIODS ARE EXPIRING.

IT SHOWS WHAT CITY, ALL PROCESS, UM, UH, CITY-OWNED ASSETS AND PROPERTIES, UM, BASED ON ZIP CODES AND MAPPING.

UH, IT ALSO SHOWS THE OWNERSHIP AS WELL AS RENTAL UNITS BY, UH, THE DEPARTMENT.

I WANT TO SAY NACD, BUT BY HPD.

SO THOSE ARE ALL IN THERE, AND THOSE ARE TOOLS THAT WE CAN SORT OF USE, AND IT SHOWS, UM, THE INVESTMENTS ALONG TRANSIT CORRIDORS.

UM, AND WITH THAT, I'LL PASS THE PRESENTATION ONTO BRIAN OAKS, OUR EQUITY OFFICER.

GOOD AFTERNOON, EVERYONE.

CAN WE GO TO THE NEXT SLIDE? SO, AS WE MENTIONED EARLIER, AS VOTERS APPROVED PROJECT CONNECT, WE ARE MOVING FORWARD WITH THE DIRECTIVE TO BEGIN TO FOCUS ON, UH, THE BUILD-OUT OF THE EQUITY ASSESSMENT TOOL FOR PROJECT CONNECT, AS WELL AS THE IMPLEMENTATION PHASE OF THAT TOOL.

AND, UH, BEFORE YOU, YOU CAN SEE THESE ARE THE CORE DEPARTMENTS THAT ARE PART OF THAT PROCESS, UH, WHICH IS THE EQUITY OFFICE, THE INNOVATION OFFICE, UM, OUR RESILIENCE PORTFOLIO, HOUSING AND PLANNING DEPARTMENT, AS WELL AS OUR TRANSPORTATION DEPARTMENT.

AND AS WE MOVE FORWARD WITH THE PROJECT, WE MAY IDENTIFY A NEED FOR ADDITIONAL DEPARTMENTS TO BE, UH, AT THE TABLE AS A PART OF THIS PROCESS.

BUT THESE ARE THE INITIAL CORE DEPARTMENTS THAT HAVE BEEN ACTIVELY INVOLVED IN SORT OF PLANNING AND GETTING THIS EFFORT GOING, IF YOU GO TO THE NEXT SLIDE, OUR IMMEDIATE OBJECTIVE IS TO REALLY ENSURE WITHIN THAT SIX MONTHS, WE MEET THE TIMELINE FOR THE DEVELOPMENT OF THE TOOL AND AS AN INITIAL STEP, UH, WE'VE HAD A LOT OF CONVERSATIONS AROUND, UM, TALKING ABOUT THE TYPE OF ENVIRONMENT WE REALLY NEED, UH, IN ORDER TO BE SUCCESSFUL, TO DO REALLY GOOD EQUITY WORK, UH, AT A, AT A GLOBAL LEVEL FOR THE CITY.

UM, OUR ULTIMATE MISSION IS TO REALLY BRING THIS EQUITY LENS INTO HOW WE MAKE OUR DECISIONS AND HOW WE OPERATE AND HOW WE FUNCTION AS A CITY.

AND IN ORDER FOR US TO DO THAT, UH, WE HAVE A FRAMEWORK WHERE WE FOCUS ON THREE DISTINCT AREAS.

UH, THE FIRST ONE IS THAT, UH, WE SPEND A LOT OF TIME AROUND NORMALIZING OR DEVELOPING A SHARED UNDERSTANDING, AND THAT REALLY HAS TO DO THAT, UH, WITH, AS PEOPLE COME TOGETHER, UH, TO REALLY SORT OF DO WORK AROUND EQUITY.

DO THEY CLEARLY UNDERSTAND WHAT EQUITY IS? ARE THEY REALLY GROUNDED IN, IN HISTORY? DO THEY REALLY HAVE A CLEAR UNDERSTANDING OF THE OBJECTIVES THAT WE TRY TO ACHIEVE WHEN WE TALK ABOUT EQUITY? AND SO A LOT OF WORK AROUND, I W YOU KNOW, OFTENTIMES I SAY, UM, HOW DO WE SORT OF BUILD AND DEVELOP PEOPLE AND DEVELOP THEIR ANALYSIS TO REALLY SEE EQUITY IN THE WORK THAT THEY DO? UH, WE ALSO BELIEVE THAT IT'S IMPORTANT TO, UH, TO ORGANIZE, UH, EQUITY IS REALLY SORT OF, UM, NOT WORK THAT'S CONDUCIVE TO BEING DONE.

IT REALLY TAKES PARTNERSHIP A LOT OF TIMES, PARTNERSHIPS WITHIN AN ORGANIZATION OR DEPARTMENT PARTNERSHIP ACROSS INSTITUTIONS.

AND IF YOU LOOK AT THE SCOPE AND SIZE OF AN EFFORT BY PROJECT CONNECT, LOTS OF DIFFERENT ORGANIZATIONS AND INSTITUTIONS THAT ARE COMING TOGETHER, UH, TO BE ABLE TO MAKE

[00:30:01]

THIS HAPPEN FOR OUR COMMUNITY.

AND SO, AS WE GO THROUGH THIS PROCESS, UM, HOW DO WE SORT OF ORGANIZE AND MAKE SURE THAT THESE EQUITY PRINCIPLES, UH, SHOW UP IN ALL THOSE DIFFERENT EFFORTS AND, AND, AND BODIES OF WORK THAT NEED TO HAPPEN, AND THEN LAST BUT NOT LEAST OPERATIONALIZING EQUITY, WHICH IS REALLY, UM, AROUND HOW DO YOU SORT OF PUT EQUITY INTO ACTION IN TERMS OF A BUSINESS PROCESS AND REALLY THE USE OF INEQUITY SCORE CARD OR OUR TOOL AS PART OF PROJECT CONNECT, UH, IS, IS REALLY A GREAT EXAMPLE OF WHAT OPERATIONALIZING EQUITY LOOKS LIKE.

AND SO IN ORDER TO, TO HAVE EQUITY SCORECARD, OUR TOOL TO BE EFFECTIVE, WE NEED TO MAKE SURE THAT, UH, IT'S AN ENVIRONMENT THAT'S CONDUCIVE TO RECEIVING AND USING THE DATA AND INFORMATION THAT IT YIELDS.

AND AT A HIGH LEVEL, SOME OF THE, UH, THE SORT OF GUIDING PRINCIPLES WE HAVE FOR THIS PROJECT IS THAT, UH, WE REALLY WANT TO MAKE SURE THAT WE SENT HER ON THE VALUE OF HAVING A SHARED MANDATE OF RACIAL EQUITY.

UH, SO AS ALL OF THE, UM, SORT OF THE KEY SORT OF BODIES THAT COME TOGETHER TO MOVE PROJECT CONNECT FORWARD, HOW DO WE SORT OF MAKE SURE AND ENSURE THAT THAT SHARED VALUE AND THAT MANDATE AROUND RACIAL EQUITY AND STRIVING FOR ADVANCING RACIAL EQUITY IS REALLY CENTERED ACROSS ALL OF THEM.

UM, WE ALSO, UM, UH, REALLY FOCUSED ON, UH, THE NEED TO REBALANCE POWER AND DECISION-MAKING STRUCTURES.

AND, AND JUST TO GIVE SOME CONTEXT TO THAT, A LOT OF, A LOT OF REALLY SORT OF GOOD EQUITY WORK IS ABOUT SOMETIMES, UM, DISRUPTING A TRADITIONAL PATTERN, UM, THAT PRODUCED A CERTAIN, UH, UM, SORT OF STATE OF OUTCOMES, RIGHT? AND SO IN EFFORTS TO REBALANCE POWER, OR AS A WAY TO REALLY SORT OF DISRUPT SOME OF THE STANDARD WAY THAT WE MAY HAVE DONE THINGS IN THE PAST TO GET BETTER OUTCOMES.

AND SO, AS A PART OF THIS PROCESS, UM, WHAT ARE THE MECHANISMS THAT WE HAVE IN THE DECISION MAKING STRUCTURES TO HELP US DO THAT? UM, ONE OF THE WAYS THAT WE FEEL THAT, THAT WE CAN REALLY DO THAT IS TO MAKE SURE THAT WE INCLUDE, AND WE INVOLVE PEOPLE THAT HAVE DIRECT IMPACT AND LIVED EXPERIENCE INTO THAT DECISION-MAKING PROCESS.

AND SO ARE THERE OPPORTUNITIES ON SOME OF THE GOVERNING BOARDS DECISION-MAKING BODIES WHERE WE REALLY MAKE SURE THAT WE EMPHASIZE, AND WE CARVE OUT SPACE OR WHO'S HOLD SPACE FOR PEOPLE WHO HAVE BEEN DIRECTLY IMPACTED TO MAKE SURE THAT THEIR VOICES ARE CENTERED ALONG THE WAY? I THINK ONE OF THE THINGS THAT I REALLY LOVED THE LANGUAGE AND THE CONTRACT WITH VOTERS IS THAT THEY SPOKE ABOUT CO-CREATION WITH COMMUNITY, AND WE'RE GOING TO REALLY HOLD OURSELVES ACCOUNTABLE TO THAT.

UH, AND THAT'S OUR LAST BOLT IS IN TERMS OF, UM, HOW DO WE REALLY HOLD OURSELVES IN TERMS OF BEING ACCOUNTABLE TO THOSE MOSTLY DIRECTLY IMPACTED BY THOSE DISPLACEMENT PRESSURES? SO IF YOU GO TO THE NEXT SLIDE, WE'RE STARTING TO SORT OF WORK IN AND THEN DEVELOP A TIMELINE TO BE ABLE TO MEET THAT SIX MONTHS, UH, UH, DEADLINE THAT'S IN THE CONTRACT WITH VOTERS.

AND SO, UH, NE MENTIONED EARLIER THAT IT'S GOING TO BE AN ONGOING PROCESS FOR US TO REALLY SORT OF COORDINATE WITH THE PROJECT CONNECT TEAM THAT'S LEADING, UM, UH, THE NEPA PROCESS.

AND SO THIS HAS BEEN A LEARNING EXPERIENCE FOR ME.

AND, YOU KNOW, I THINK FOR, UH, FOR THE PUBLIC ALSO IN THAT, UH, AN INFRASTRUCTURE PROJECT, UH, THE SIZE OF PROJECT CONNECT, UH, REQUIRES AN ENVIRONMENTAL IMPACT STUDY.

AND, UH, AS PART OF THAT IMPACT STUDY, IT NOT ONLY INCLUDES THE PHYSICAL ENVIRONMENT, UH, BUT WE'RE UNDERSTANDING THAT INCLUDES THE HUMAN, UH, ENVIRONMENT AS WELL.

AND SO IT TAKES INTO ACCOUNT, UH, THE IMPACT OF A PRODUCT OF A PROJECT, UH, ON LOW INCOME COMMUNITIES, OUR COMMUNITIES OF COLOR, UH, OR OTHER VULNERABLE POPULATIONS.

AND SO WE ACTUALLY THINK THAT THE NEPA PROCESS WILL REALLY HELP INFORM, UH, THE EQUITY ASSESSMENT TOOL, BUT WE ALSO THINK VICE VERSA, THE EQUITY ASSESSMENT TOOL COULD HELP INFORM THE NEPA PROCESS AS WELL, ESPECIALLY THAT PROCESS AROUND UNDERSTANDING THE HUMAN IMPACT OF A PROJECT.

IF SO, WE'VE ACTUALLY HAD OUR FIRST MEETING WITH, UH, UH, THE NEPA TEAM TO BEGIN TO SORT OF DISCUSS HOW WE CAN COLLABORATE AND MAKE SURE THAT WE WERE ALIGNED WITH EACH OTHER AS WE GO THROUGH THIS PROCESS, UH, IN THE FALL OF 2020 CURRENTLY, UM, WE ARE WORKING ON, UH, DEVELOPING, UM, A SCOPE OF WORK FOR A CONSULTANT THAT CAN COME ON BOARD, UH, TO HELP US WITH THE PROCESS TO DEVELOP THE TOOL WITH COMMUNITY.

AND IN ADDITION, WE WOULD ALSO LIKE FOR THIS, THIS CONSULTANT TO SERVE AS

[00:35:01]

AN INDEPENDENT THIRD PARTY EVALUATOR, AND THAT'S THE BEST PRACTICE THAT WE, UH, OFTEN BRING TO OUR PROCESS OF DOING AN EQUITY ASSESSMENT TOOL, BECAUSE USUALLY MOST EQUITY ASSESSMENT TOOLS ARE A SELF ASSESSMENT TOOL BY AN ORGANIZATION.

AND SO IT HELPS TO HAVE A COUNTERBALANCE OF A THIRD PARTY BEING INDEPENDENT TO US TO REALLY SORT OF GIVE US FEEDBACK AND INSIGHT ON THAT ASSESSMENT.

AND WE WOULD BE LOOKING FOR THIS CONSULTANT, UH, TO HELP BE A PART OF THAT PROCESS AS WELL IN THE WINTER OF 2021.

SO, UH, PROJECTING OUT IN JANUARY AND FEBRUARY, UM, IS TO, UH, HAVE THE CONTRACTING ENTITY REALLY BEGAN TO LEAD US IN A PROCESS TO CO-CREATE THE TOOL, UH, WITH COMMUNITY.

AND IF YOU GO TO THE NEXT SLIDE, UH, OUR GOAL IS IN THE SPRING OF 2021, UH, WE WOULD DEFINE THE PROCESS TO IMPLEMENT THE USE OF THE TOOL, UH, WITH COMMUNITY AND THEN, UH, LEADING INTO THE SUMMER MOVING FORWARD, UH, WOULD BE THE IMPLEMENT THE EQUITY ASSESSMENT TOOL, UH, WITH THE COMMUNITY.

AND THAT WOULD DEFINITELY INCLUDE WORK WITH IMPACTED NEIGHBORHOODS, UH, IN THE CREATION OF NEIGHBORHOOD LEVEL ANTI-DISPLACEMENT STRATEGIES AND PRIORITIES WHEN FTD TALKS ABOUT EARLIER, UH, ALSO, UM, HOW DO WE MEASURE SUCCESS? SO, UH, WHAT WOULD BE, UH, THE KEY PERFORMANCE INDICATORS RELATED TO EQUITY AND DISPLACEMENT, AND HOW WILL WE KNOW THAT, UH, WE'RE TRENDING FOR SUCCESS SO THAT WE'RE ON PACE, UH, TO, TO REALLY SORT OF DELIVER ON THE COUNCIL'S DIRECTIVE, UH, AS A PART OF THIS EFFORT, BUT ALSO MOST IMPORTANTLY, THAT WE'RE HAVING, UH, THE RIGHT POSITIVE IMPACT FOR COMMUNITY AS WE MOVE FORWARD WITH THIS PROCESS.

AND I THINK THAT WE'RE GONNA, UH, OPEN IT UP FOR QUESTIONS.

WELL, ACTUALLY, UH, BRIAN, THANK YOU.

WE'RE GOING TO HAVE A CAP METRO PRESENT FIRST, AND THEN WE'LL TAKE THIS ALL TOGETHER.

SO YOU ALL WILL STAY WITH US.

I THINK WE HAVE A SHORT PRESENTATION FROM CAP METRO ABOUT, UM, UM, THE NEXT STEPS FOR IMPLEMENTATION OF THE PROJECT.

SO JACKIE, IF YOU WANT TO GO AHEAD, UH, WITH THAT, I THINK WE'LL CIRCLE BACK JACKIE OR DAVE, WHOEVER'S GOING TO MAKE THAT PRESENTATION.

THIS IS JACKIE.

HELLO? HELLO, CANCER COUNCIL MEMBERS.

THANK YOU FOR THE OPPORTUNITY TO GIVE YOU AN UPDATE.

I BELIEVE WE HAVE SOME SLIDES LOADED UP IF WE COULD PRESENT THOSE.

THERE WE GO.

GREAT.

MY NAME IS JACKIE NIERENBERG.

I AM THE COMMUNITY ENGAGEMENT MANAGER AT CAPITAL METRO, AND I'M PLEASED TO UPDATE YOU ON THE LATEST DEVELOPMENTS OF MOVING PROJECT CONNECT FORWARD.

UM, ON NOVEMBER 4TH, OUR STAFF BEGAN A FLURRY OF ACTIVITY TO BEGIN WORK, TO MOVE THIS PROJECT FORWARD IN COLLABORATION WITH CITY STAFF.

UM, AND THE FIRST STEP IS TO SET UP THE BOARD, THE LEADERSHIP OF THE ATP.

UM, AND SO AS A REMINDER, THE ATB ATP BOARD COMPOSITION IS GOING TO BE, UH, AN AUSTIN CITY COUNCIL MEMBER, A CAPITAL METRO BOARD MEMBER, THE COMMUNITY EXPERT IN THE AREA OF FINANCE, A COMMUNITY EXPERT IN THE AREA OF ENGINEERING AND CONSTRUCTION, A COMMUNITY EXPERT IN PLANNING AND SUSTAINABILITY AND THE CITY OF AUSTIN STAFF MEMBER AS AN EX OFFICIO MEMBER.

SO HAVE, UH, POSTED THE APPLICATION PROCESS ON A NEW WEBSITE, THE AUSTIN TRANSIT PARTNERSHIP DOT BOARD, UM, AND THE STEP STEP ONE FOR APPLICANTS WOULD BE TO SUBMIT A RESUME AND A LETTER OF INTEREST VIA THE WEBSITE.

THE APPLICATIONS ARE DUE IN A SHORT AMOUNT OF TIME.

THE DEADLINE IS NOVEMBER 27TH, BUT WE ARE ON A VERY TIGHT SCHEDULE TO GET THIS MOVING BY JANUARY.

UM, STEP TWO WOULD BE TO, UH, PROVIDE EXPERIENCE QUALIFICATIONS OR SUBSTITUTE EXPERIENCE TO BE INDEPENDENTLY VERIFIED AND PROVIDED TO THE JOINT CAPITAL METRO AUSTIN CITY COUNCIL NOMINATING COMMITTEE.

THEN STEP THREE, THE NOMINATING COMMITTEE WILL SUBMIT NOMINEES FOR APPOINTMENT AT A DECEMBER 18TH JOINT MEETING OF THE AUSTIN CITY COUNCIL AND CAP METRO BOARD OF DIRECTORS.

AND THEN STEP FOUR, THE INAUGURAL ATP BOARD WILL MEET ON JANUARY 20TH TO APPROVE BYLAWS, ELECT OFFICERS AND ADOPT AN INTERIM BUDGET.

NEXT SLIDE PLEASE.

UM, I WANTED TO TAKE SOME TIME TO REVIEW OUR PROJECT CONNECT PROGRAM SEQUENCE TO, UH, REMIND EVERYBODY ABOUT HOW THE DIFFERENT PROJECTS WILL PROCEED, UM, AS WE MOVE FORWARD.

SO FIRST I'LL DIRECT YOUR ATTENTION TO THE BOTTOM OF THE SLIDE.

THE COLOR

[00:40:01]

KEY, THE GRAY AREA IS FOR NEPA AND PRELIMINARY PRELIMINARY ENGINEERING.

THAT MEANS THAT ENVIRONMENTAL ASSESSMENT AND PRELIMINARY ENGINEERING AND DESIGN ARE HAPPENING SIMULTANEOUSLY.

UM, THEN THE BLUE, THE LIGHT BLUE IS FOR FINAL DESIGN AND PROCUREMENT, AND THEN CONSTRUCTION IS REPRESENTED BY THE DARKER BLUE.

SO IF YOU LOOK AT THE LIGHT RAIL LINES, THE ORANGE LINE AND THE BLUE LINE, YOUR ONE TO TWO ARE FOR NEPA AND PRELIMINARY PRELIMINARY ENGINEERING.

UH, THEN YEARS TWO, THREE, AND FOUR ARE FOR FINAL DESIGN OF PROCUREMENT WITH CONSTRUCTION BEGINNING IN YEAR FOUR WITH COMPLETION OF CONSTRUCTION FOR BOTH LINES EXPECTED IN YEAR NINE.

SO WE'RE PROBABLY LOOKING AT ABOUT 2029, UM, FOR THE METRO RAIL ENHANCEMENT, THE RED LINE.

UM, THOSE ENHANCEMENTS WILL BE ONLINE WITHIN THE FIRST TWO YEARS.

UM, FOR THE GREEN LINE, WE EXPECT NEPA AND PRELIMINARY ENGINEERING TO BEGIN IN YEAR EIGHT WITH COMPLETION OF THE GREEN LINE IN A YEAR 13, THE METRO RAPID LINES, UH, THREE OF THE FOUR METRO LAB RAPID LINES, UM, WOULD BE LAUNCHED WITHIN THE FIRST FOUR YEARS.

THE GOLD LINE WILL GO THROUGH THE NEPA PROCESS WITH THE UNDERSTANDING THAT IT COULD BE DEVELOPED IN THE FUTURE AS A LIGHT RAIL LINE.

SO IT WILL GO THROUGH THE SAME NEPA, UM, ENVIRONMENTAL ASSESSMENT AS THE ORANGE AND BLUE LINES.

WELL, SO IT WILL BE ONLINE A BIT LATER BETWEEN YEARS FOUR AND FIVE.

UM, AND THEN THE METRICS PRESS AND PARK AND RIDES WILL BE ONGOING FROM YEAR ONE TO YEAR NINE THROUGHOUT, UM, METRO BUS, METRO ACCESS IMPROVEMENTS ALSO ONGOING FROM YEAR ONE THROUGH YEAR SEVEN, UM, CUSTOMER TECHNOLOGY SYSTEMS WITHIN THE FIRST TWO YEARS AND DATA AT THE BOTTOM WHERE IT SAYS TRANSIT SUPPORTIVE INVESTMENTS THAT REPRESENTS THE ANTI-DISPLACEMENT DISPLACEMENT FUND AND THE ALLOCATION OF THOSE FUNDS, UM, THROUGHOUT THE DIFFERENT PHASES OF THE PROJECT.

NEXT SLIDE PLEASE.

SO FOR NEXT STEPS, THE TIMELINE, UH, HAS BEEN DEVELOPED THIS WAY.

UH, IN DECEMBER AND JANUARY, WE HAVE CONTRACTED WITH A BOSTON CONSULTING GROUP TO DO A STRATEGIC PROGRAM DELIVERY, RISK ANALYSIS, AND AN ATP ROADMAP.

WE WILL ALSO IMPORTANTLY INITIATE THE DEVELOPMENT OF THE ATP COMMUNITY ADVISORY GROUP.

THIS GROUP IS GOING TO BE KEY IN HELPING TO GUIDE THE STRATEGY FOR ANTI-DISPLACEMENT MEASURES.

WE WILL ALSO INITIATE, UH, THE BROADMORE STATION RED LINE CONSTRUCTION AND BEGIN DESIGN ON THE MCCALLA STATION.

THE MCCALLA STATION IS THE NEW STATION THAT WILL GO WHERE THE FC STADIUM IS BEING CONSTRUCTED.

UM, SOME OF OUR NEW TECHNOLOGY WILL BE LAUNCHED VERY EARLY IN THIS PHASE, THE, UH, LA WE WILL LAUNCH THE MOBILE APP FARE CAPPING PILOT, WHICH IS A NEW EQUITY TOOL THAT WE'RE USING TO, UM, LIMIT THE AMOUNTS THAT PEOPLE HAVE TO PAY FOR PASSES.

UM, A CASH TO MOBILE APP, UH, IS BEING DEVELOPED FOR ALL RETAIL OUTLETS, SO THAT PEOPLE WHO USE CASH OR WHO ARE NOT BANKED, UM, CAN UTILIZE OUR APP FOR, TO BUY, TO PURCHASE THEIR PASSES.

UM, AND THEN ON DECEMBER 18TH, WE WILL BE HOLDING A JOINT CAPITAL METRO BOARD AND CITY COUNCIL MEETING.

AND THAT MEETING, UH, THE, THE IMPORTANT DEVELOPMENTS OF THAT MEETING WILL BE APPROVING THE ARTICLES OF INCORPORATION AND BYLAWS, UH, SELECTING THE ATP BOARD, UH, AND APPROVING CAP, METRO AND ATP CITY OF AUSTIN ATP, CIVIL SUPPORT SERVICES.

I L A S UM, WE EXPECT THE FIRST ATP BOARD MEETING TO TAKE PLACE ON JANUARY 20TH AT WHICH TIME, UH, WE WILL ADOPT BYLAWS, BUDGET, SUPPORT SERVICES, ILS, AND ELECT OFFICERS.

AND THEN IN THE NEXT PERIOD BETWEEN FEBRUARY AND MAY, UM, WE WILL INITIATE, UH, THE ATP BOARD HIRING OF AN INDEPENDENT AUDITOR.

WE'LL INITIATE THE ORANGE BLUE LINE, UH, NEPA VIRTUAL COMMUNITY COMMUNITY.

AND THOSE ARE EXPECTED TO HAPPEN, UH, LATE JANUARY THROUGH FEBRUARY, ALSO METRO RAPID EXPO LINE PLEASANT VALLEY LINE AND GOLD LINE COMMUNITY ENGAGEMENT WILL BEGIN DURING THIS TIME.

UM, WE WILL HAVE THE INTEGRATION OF THE CAP METRO APP WITH OUR PICKUP FOR A FAIR PAYMENT AND TRIP PLANNING.

PICKUP IS OUR NEIGHBORHOOD CIRCULATOR ON DEMAND NEIGHBORHOOD, CIRCULATOR SERVICE COMMUNITY ENGAGEMENT FOR THE NEW PICKUP ZONES WILL

[00:45:01]

BEGIN AS WELL.

WE EXPECT TO LAUNCH THREE OF THOSE IN THE SPRING, UM, AND A FEDERAL NOTICE OF INTENT WE'LL MOVE FORWARD FOR THE ORANGE AND BLUE LINES.

THEN IN THE JUNE THROUGH SEPTEMBER, UM, TIMEFRAME WE'LL HAVE AN APPROVAL OF ANTI-DISPLACEMENT PROGRAM FUNDING GRANT AGREEMENT NO LATER THAN JUNE AND APPROVAL OF TRI-PARTY JOINT POWERS AGREEMENT BETWEEN CITY OF AUSTIN AND CAPITAL METRO AND ATP.

WE WILL CONTINUE ORANGE BLUE LINE, UH, ORANGE AND BLUE LINE NEPA, VIRTUAL COMMUNITY MEETINGS, AND CONTINUE COMMUNITY DEVELOPMENT OF OUR NEW PICKUP ZONES.

WE'LL INITIATE RED LINE, DOUBLE TRACKING CONSTRUCTION BETWEEN LEANDER AND LAKELINE STATIONS, WHICH WILL ALLOW US TO PREPARE FOR HIGHER FREQUENCY AND MORE SERVICE ON THE RED LINE INITIATE RED LINE, BEST PRACTICES, RAIL, EXCUSE ME, RAIL PROGRAM, BEST PRACTICES REVIEW WITH INNER CITY SITE VISITS FOR THOSE BEST PRACTICES, UM, AND INITIATE, UH, CONSTRUCTION ON METRO RAPID EXPO LINE AND PLEASANT VALLEY LINES IN OCTOBER THROUGH JANUARY.

AND WE'LL ALSO, UH, LAUNCH OF A NEW FULL ACCOUNT-BASED FARE SYSTEM, INCLUDING FARE CAPPING, A SMART CARD AND A VIRTUAL CARD PROGRAM, AND THEN ANNUAL CITY OF AUSTIN CAPITAL METRO ATP TRI-PARTY MEETING WILL BE HELD DURING THIS TIMEFRAME WITH MANAGEMENT AND INDEPENDENT AUDIT REPORTS, AND FINALLY CONTINUE CONTINUING THE ORANGE AND BLUE LINE NEPA VIRTUAL COMMUNITY MEETINGS THROUGH JANUARY OF NEXT, UM, 2022, EXCUSE ME.

SO THIS IS THE TIMELINE, UM, FOR THE ATP MOVING FORWARD.

AND, UM, THAT CONCLUDES MY PRESENTATION.

THANK YOU VERY MUCH.

SO, UM, SO NOW WE WILL TURN TO QUESTIONS ON BOTH OF THESE FIRST PRESENTATIONS THAT WE'VE HAD, UM, ON, UM, YOU KNOW, THE PROCESS RELATED TO OUR, UM, OUR EQUITY PROJECTS AND OUR ANTI-DISPLACEMENT, UM, UH, TOOLS AS WELL AS FOR THE PROCESS RELATED TO MOVING FORWARD WITH PROJECT CONNECT.

SO, UM, WHO WOULD LIKE TO SPEAK FIRST? WHO QUESTIONS? ANY QUESTIONS? OKAY.

UH, COUNCIL MEMBER, UM, BARBARA MADISON.

THANK YOU.

I HAVE JUST A COUPLE, UM, I THINK THE FIRST ONE IS FOR BRIAN AND THE FOLKS AT THE EQUITY OFFICE I'M HERE.

FIRST OF ALL, THANK YOU FOR ALL THE WORK YOU GUYS ARE DOING.

I KNOW IT'S, UH, IT'S PROBABLY PRETTY DAUNTING.

UM, SO JUST REFERRING BACK TO THE AUSTIN TRANSIT PARTNERSHIP, I JUST WANTED TO MAKE SURE THAT I HEARD CLEARLY THAT THAT WAS GOING TO BE AN ONGOING, LIKE THERE WAS A POINT OF, IN THAT THEY HAVE TO DO WITH YOU ALL.

DID I HEAR THAT OR DID I MAKE THAT UP? SO WE'RE TRYING TO COORDINATE OUR EFFORTS WITH THE NEPA TEAM, UM, BECAUSE AS A PART OF THAT ENVIRONMENTAL IMPACT IS, UM, THERE'S THE PHYSICAL ENVIRONMENT, BUT THEN THERE'S ALSO THE HUMAN ENVIRONMENT.

AND A LOT OF THE, UM, THE POPULATIONS THAT THEY LOOK AT IN TERMS OF THAT CRITERIA FOR NEPA REALLY INTERSECT WITH, WITH THE POPULATION THAT YOU SORT OF RAPPORT IN TERMS OF THE OUTCOME OF THE EQUITY ASSESSMENT TOOL.

AND SO IT MAKES SENSE THAT WE WOULDN'T REALLY BE, UH, SORT OF ALIGNED WITH EACH OTHER AND INFORMING EACH OTHER AS A PART OF THAT, THAT PROCESS.

SO I THINK AS WE MOVE FORWARD, WE'LL GET MORE CLARITY AROUND WHAT IT LOOKS LIKE.

UM, WE HAD OUR INITIAL MEETING, I'LL BE HONEST TO TELL YOU THAT IT'S A LEARNING CURVE FOR, YOU KNOW, FOR US TO REALLY EVEN JUST, UH, UNDERSTAND THE FULL NEPA PROCESS.

SO IT'S REALLY WHAT OUR FIRST MEETING WAS COMMITTED TO AND A BETTER UNDERSTANDING WHAT THEIR TIMELINE IS AND WHAT SOME OF THOSE COMPONENTS LOOK LIKE.

SO AS WE MOVE FORWARD WITH OUR PROCESS, WE CAN SORT OF, YOU KNOW, SEE HOW WE INTERSECT THE TWO, UH, TOGETHER.

UH, I WILL TELL YOU THAT I THINK AS WE MOVE FORWARD, UM, WE, AS A TEAM ARE ALSO, UM, INTERESTED OR TRYING TO JUST SORT OF, YOU KNOW, HOW WE SORT OF BUILD OUT, UM, THE CLARITY OF HOW, UM, THE INFORMATION COLLECTED FROM THE TOOL GETS SORT OF FED INTO, UM, THE AUSTIN TRANSIT PARTNERSHIP AND, UH, WANTING TO MAKE SURE THAT MEMBERS OF THE AUSTIN TRANSIT PARTNERSHIP HAVE A REALLY GOOD EQUITY LENS TOO, SO THAT AS THAT DATA COMES THROUGH, THAT THEY TRULY SORT OF UNDERSTAND AND CAN CONNECT TO IT AND HELP WITH THEIR DECISION MAKING AS WELL.

AND IN TERMS OF HOW THEY'RE INFORMED.

AND THAT JUST GOES BACK TO THAT, THAT WHOLE, HOW DO WE SORT OF CREATE THIS OPTIMAL ENVIRONMENT TO REALLY BE ABLE TO DO THE WORK? THANK YOU FOR THE OTHER

[00:50:01]

ASPECT TO THAT COUNCIL MEMBER.

JUST THE OTHER ASPECTS THAT I THINK YOU MAY HAVE BEEN ASKING IS, UH, BRIAN HAD SPOKEN TO THE, THE TRIGGER THAT'S BUILT IN AROUND THE KPIS.

UH, THERE'S A TRIGGER THAT, UM, A CERTAIN METRIC IS BAD.

UH, THAT'LL TRIGGER A CONVERSATION BACK WITH THE, UM, WITH THE COUNCIL.

SO I DON'T KNOW IF THAT'S WHAT YOU WERE ASKING ABOUT, BUT I WANTED TO MAKE SURE THAT YOU GOT THAT WELL, THAT WAS AT LEAST PART OF IT, BUT THEN THERE'S A SECOND PART THAT I'D LIKE TO AS WELL, BUT ONE THING I'M, SO, UM, THIS IS ONE OF THE, THIS IS A TELEVISED MEETING, RIGHT? SO IT'S PUBLIC MEETING.

SO I JUST, I WANT US TO BE CAREFUL ABOUT ACRONYMS, UH, WHERE WE CAN, UM, THANK YOU.

THE PERFORMANCE INDICATORS.

SORRY ABOUT THAT.

AND IT'S OKAY.

UM, CAUSE I KNOW PEOPLE ALWAYS ASK ME AFTERWARDS.

UM, SO BRIAN, THE OTHER THING I WAS GOING TO ASK WAS I COULDN'T HELP, BUT NOTICE THIS LAST YEAR WE'VE ASKED THE EQUITY OFFICE TO, YOU KNOW, RUN A MULTITUDE OF THINGS THROUGH THE EQUITY TOOL AND AS THE EQUITY OFFICE TO TAKE ON A LOT, INCLUDING NOW TRANSIT AND LAND USE.

AND, AND SO, YOU KNOW, YOU PROBABLY KNOW ERIC IN MY OFFICE, I THINK HAD A CONVERSATION WITH YOU.

I HAD AN IDEA AROUND US HAVING A FULL-TIME LANDIS' PERSON IN THE EQUITY OFFICE.

UM, AND SO THAT'S SOMETHING I'D LIKE TO CONTINUE TO DISCUSS WITH YOU, BUT MORE IMPORTANTLY, I'D LIKE TO KNOW, UM, HOW WE CAN SUPPORT YOU.

I THINK WE'RE ASKING FOR A LOT, UM, INCLUDING LEARNING ALL THIS NEW SUBJECT MATTER.

AND SO I APPRECIATE YOUR CANDOR ABOUT JUST SORT OF LEARNING THESE NEW PROCESSES AND YOU CERTAINLY DON'T HAVE TO ANSWER NOW, BUT I THINK IT WOULD BEHOOVE US ALL TO CONSIDER HOW WE COULD BE MORE SUPPORTIVE TO THE OFFICE, CONSIDERING JUST HOW MUCH WE'RE ASKING YOU TO TAKE ON.

I MEAN, I REALLY APPRECIATE THAT.

UM, WE SAY WE'RE SMALL, BUT MIGHTY.

I THINK WE TRY TO SHOW UP AND BE, UH, IN AS MANY SPACES AS WE CAN TO REALLY SUPPORT THE STAFF AND THE WORK THAT WE'RE DOING, UH, AROUND EQUITY.

BUT, UH, I THINK DEFINITELY, YOU KNOW, I APPRECIATE THE CONVERSATION TO TALK MORE ABOUT THE RESOURCES AND SUPPORT OF THE OFFICE SO THAT WE CAN REALLY SORT OF MAKE SURE THAT WE DELIVER REALLY GOOD WORK ACROSS A LOT OF THE DIFFERENT PRIORITY AREAS FOR THE CITY.

SO THANK YOU FOR THAT.

SURE.

I APPRECIATE IT.

I THINK ALL OF US AS A COUNCIL, AS A BODY, I THINK WE ALL RECOGNIZE THE IMPORTANCE OF PUTTING EQUITY FIRST IN EVERYTHING THAT WE DO, BUT, YOU KNOW, WE, WE SORT OF, WE'RE GOING TO TAP OUT OUR PRIMARY RESOURCE AROUND EQUITY.

IF WE'RE NOT CAREFUL, I WAS GONNA SAY, WE ALSO JOKE TO SAY WE'RE IN THE BUSINESS OF TRYING TO PUT OURSELVES OUT OF THE OUT OF BUSINESS TOO.

SO WE, A LOT OF TIME TRYING TO, TO, TO ALSO DEVELOP AND BUILD UP OUR STAFF TO HAVE THIS LENS SO THAT WE DON'T HAVE TO BE EVERYWHERE ALL AT THE SAME TIME.

AND, AND THAT, YOU KNOW, THEY TO FEEL CONFIDENT IN BEING ABLE TO LEAD THIS WORK AND SALE.

THANK YOU.

UM, THE OTHER QUESTION I HAD WAS FOR JACKIE.

HI.

HI JACKIE.

SO I WAS LOOKING THROUGH THIS BUDS AS YOU WENT ALONG AND I STARTED MULTIPLE OPPORTUNITIES FOR COMMUNITY ENGAGEMENT AND CORRECT ME IF I'M JUST THINKING OUT OF SEQUENCE, BUT I DIDN'T SEE THE GREEN LINE IN THERE.

THERE WILL BE GREEN LINE OUTREACH.

UM, AS WE GET CLOSER TO THE NEPA AND ENVIRONMENTAL ENGINEERING PROCESS FOR THE GREEN LINE, WHICH IS A LITTLE BIT FURTHER DOWN THE ROAD.

OKAY.

IF YOU WOULDN'T MIND CHECKING IN WITH MY OFFICE AND GIVING US A GENERAL IDEA BECAUSE I WILL, AND I'D LIKE TO BE ABLE TO ABSOLUTELY HAPPY TO DO THAT.

OKAY.

COUNCIL MEMBERS, DO WE HAVE OTHER QUESTIONS? I CAN'T SEE EVERYONE.

SO IF YOU ARE, UM, YOU KNOW, IF YOU'RE WANTING TO ASK A QUESTION, YOU CAN UNMUTE.

OKAY.

UH, I CAN SEE, UM, COUNSELOR KASAR, I'M GONNA GO AHEAD.

UM, I REALLY APPRECIATE THAT WE'RE GOING TO BE PUTTING TOGETHER THE PERFORMANCE INDICATORS AND THE EQUITY TOOL ON HOW WE BEST USE THE NC DISPLACEMENT DOLLARS.

UM, I ALSO HOPE THAT MAYBE WE CAN THINK OF A WAY TO MAKE SURE THAT WE'RE DEPLOYING SOME OF THE FIRST HUNDRED MILLION AS QUICKLY AS POSSIBLE.

I WOULD HATE FOR US TO DO A LOT OF COMMUNITY ENGAGEMENTS AND TO BRING THE CONSULTANTS ON.

AND FOR THAT TO PUSH US OUT DEEP INTO YEAR TWO, AND THAT IF THE CONCLUSION OF THAT CONVERSATION IS, MAN, WE REALLY SHOULD HAVE SPENT 30 OR 40 MILLION OF THIS AT THE END OF YEAR ONE.

THAT WOULD BE A SHAME.

AND SO, UM, SO POTENTIALLY SOMETHING FOR Y'ALL TO BE THINKING ABOUT IS, ARE THERE, IS THERE SOME INTERIM, BECAUSE I ASSUME THAT WE'RE PUTTING TOGETHER AN ANTI-DISPLACEMENT STRATEGY FOR THE FULL DECADE WORTH OF SPEND.

MAYBE THERE'S SOME SHORT-TERM STRATEGY THAT CAN BE PUT TOGETHER THAT HELPS US NOT SLOW

[00:55:01]

DOWN OR MISS A STRATEGIC WINDOW AT THE END OF YEAR ONE OR AT THE BEGINNING OF YEAR TWO, MAYBE Y'ALL HAVE ALREADY THOUGHT ABOUT THAT, BUT I JUST WANTED TO RAISE THAT CONCERN BECAUSE WE KNOW THAT THE DOLLARS WILL GO LESS AND LESS FAR LATER DOWN THE PROCESS.

UH, AND I DON'T WANT TO BE IMPATIENT, BUT AT THE SAME TIME, I, I WANT TO MAKE SURE THAT THOUGHTFUL PROCESSES WE SET UP DON'T HAVE US MISSING AN OPPORTUNITY EARLY ON.

IS THERE A HAVE Y'ALL ALREADY STARTED SETTING THAT? YEAH.

AND LET ME JUST SAY I WOULD SECOND THAT GRA UH, COUNCIL MEMBER, CAUSE FAR THEY TH THE REALLY, IF, IF, IF WE DO NOT GET OUR WORK, DONE IT ALONG THE FRONT END WILL BE TOO LATE.

SO, UM, THAT'S THANK YOU FOR, FOR BRINGING THAT UP.

YOU WANT TO SPEAK TO THAT? ANY OF THEIR, UM, DID YOU, DID YOU WANT TO ASK SOMEONE IN PARTICULAR COUNCIL MEMBER SOLVER, OR I JUST WANT IT, IF IT'S JUST LIKE, WE'LL TAKE THAT IN CONSIDERATION AND WORK ON IT.

THAT IS FINE.

I JUST DIDN'T WANT TO ASSUME THAT YOU GUYS HADN'T ALREADY STARTED THINKING OF THAT.

I THINK THAT'S VALID.

I'LL RESPOND FOR THE GROUP.

IT'S GOOD TO, TO HEAR THAT DETAIL, UM, FROM THE TWO COMMITTEES, UM, AND COUNCIL MEMBERS, AS WE LOOK AT HOW WE DEFINITELY COULD LOOK AT, UM, BOTH SHORT, MEDIUM AND LONG RANGE PER AND YOU'RE EXACTLY RIGHT.

UM, THERE ARE GOING TO BE OPPORTUNITIES THAT MIGHT BE, UH, MORE APPROPRIATE TO DO SOONER THAN LATER.

AND SO WE WILL TAKE THAT INTO ADVISEMENT AS WE ROLL OUR SLEEVES UP.

IT'S A FEW WEEKS ON, ON HOW WE'RE GOING TO APPROACH THIS.

AND THEN I HAVE A MUCH SMALLER QUESTION, UH, AS MY SECOND QUESTION, WHICH IS, I JUST NOW NOTICED THAT THE DEADLINE FOR APPLYING TO ATP LANDS ON A FRIDAY, UM, IF OUR STAFF AND PEOPLE ARE GOING TO START PICKING UP THE SATURDAY AFTER THANKSGIVING AND ON WORKING AND REVIEWING THOSE, THEN IT'S FINE TO KEEP THE DEADLINE THERE.

MY QUESTION IS, IF NOBODY IS GOOD, IF PEOPLE ARE GOING TO HAVE THEIR TIME OFF ON OUR, ON THE CAP, METRO AND, AND CITY STAFF SIDE THROUGH SATURDAY AND SUNDAY, IS THERE A REASON TO NOT GIVE PEOPLE SATURDAY AFTER SAME DAY? AND IF THE ANSWER IS NO, WE'VE GOT TO GET IT TO THE NOMINATING COMMITTEE.

SO OUR STAFF ARE WORKING THAT WEEKEND AND WE SHOULD KEEP THE DEADLINE.

BUT I JUST WANTED TO ASK THE QUESTION BEFORE IT GETS TOO FAR OUT THERE.

UM, JACKIE, I DON'T KNOW IF HE COULD SPEAK TO THAT.

I CAN TELL YOU COUNCIL MEMBER COSARA THAT THE COMMITTEE IS, UM, IS NOT MEETING THE COMMITTEE'S MEETING ON THE FIRST I BELIEVE, BUT WE KNOW THAT THE STAFF WILL BE DOING SOME, SOME WORK.

ACTUALLY.

LET ME JUST DOUBLE CHECK THAT.

UM, UM, LET'S SEE.

NOW I THINK WE'RE, WE ARE MEETING ON THE FIRST TO GO OVER THEM.

UM, THE, THE COMMITTEE, THE NOMINATING COMMITTEE.

SO THE STAFF MAY BE WORKING OVER THE WEEKEND, OR THEY MAY BE WORKING ON THAT MONDAY.

I'M NOT CERTAIN, BUT WHAT DO WE EXPECT? GO AHEAD, JACKIE.

I WAS JUST GONNA SAY, I EXPECT THERE WILL BE WORK ON THAT OVER THE WEEKEND.

UM, BUT I CAN DOUBLE CHECK WITH OUR LEADERSHIP AND FIND OUT IF WE COULD ACCEPT APPLICATIONS OVER THE WEEKEND AS WELL, AND LET YOU GUYS KNOW IT'S IT'S AND IF THAT'S THE ANSWER AND Y'ALL, AND IT WOULD MAKE YOUR WORK WAY HARDER, WE TOTALLY KEEP IT TO MAKE YOUR WORK HARDER.

AND YOU'VE ALREADY ANNOUNCED THAT DEADLINE.

SO I'M NOT ASKING TO CHANGE IT.

I'M JUST FLAGGING THAT IF PEOPLE AREN'T GOING TO BE REVIEWING THEM ON SATURDAY, AND MAYBE WE GIVE FOLKS SOME, SOME TIME TO DIGEST THEIR VIRTUAL THANKSGIVING MEALS.

AND IT'S A GOOD QUESTION I CAN FIND OUT.

THANKS.

JUST LET US KNOW.

IT'S FINE.

EITHER WAY.

WE'LL DO, UH, COUNCIL MEMBER FLANNIGAN.

I THINK I SAW YOUR HAND UP.

I JUST WANTED TO, TO ACKNOWLEDGE THE HARD WORK THE STAFF IS DOING.

UM, YOU KNOW, I DON'T HAVE TOO MANY QUESTIONS BECAUSE ULTIMATELY THIS IS WHAT WE PROMISE THE COMMUNITY WILL DO, AND WE SPEND A LOT OF TIME DEVELOPING THIS KIND OF FORWARD.

SO IT'S GREAT TO SEE THINGS ARE, ARE MATCHING WHAT THE VOTERS, UH, SUPPORTED.

UM, BUT I DO WANT TO KIND OF TRIPLE DOWN ON WHAT HAS BEEN, BECAUSE OUR KITCHEN SET ABOUT SPEED WHEN IT COMES TO THE DISPLACEMENT MONEY.

CAUSE WE ALSO HAVE AFFORDABLE HOUSING BONDS FROM TWO YEARS AGO THAT THEY'RE STILL, UM, OPPORTUNITY AND, AND YOU KNOW, BONDS TO EXPAND.

AND SO, UM, I THINK THERE'S, THERE'S A LOT OF WORK TO BE DONE THERE.

I DON'T WANT TO, YOU KNOW, COUNCIL MEMBERS GET IN TROUBLE, I THINK WHEN WE BRAINSTORM IN PUBLIC.

UH, BUT UH, I DO WANT TO BE INVOLVED IN THAT WORK BECAUSE AS, AS CUSTOMER WE'LL TAKE THE LESS WE'LL GET, AND I THINK THERE'S SOME TOOLS AVAILABLE TO US THAT WE HAVE BEEN UNDERSELLING MAYBE IN PART, BECAUSE WE WEREN'T SURE WHICH THINGS WERE GOING TO MOVE FORWARD.

AND NOW, NOW THAT IT'S ALL MOVING FORWARD, LET'S GO, LET'S GO FASTER.

AND SO, UM, I'M LOOKING FORWARD TO HELPING BE A PART OF THAT TOO.

THANK YOU, MAYOR.

UH,

[01:00:01]

I ALSO AGREE WITH THE SPEED SO THAT WE CAN GET STUFF, UH, UH, INITIATED BECAUSE I THINK THERE ARE SOME OPPORTUNITIES THAT, UH, WILL BE PRESENTED EARLY AND WON'T BE AS GOOD OPPORTUNITIES AS WE MOVED THROUGH.

UH, ONE OF THE NEAT THINGS ABOUT, UH, THIS, UH, PROPOSITION A, UH, AFTER IT LEFT US AND WENT TO THE COMMUNITY WAS LARGE PARTS OF THE COMMUNITY REALLY GOT INVOLVED IN PUTTING YOUR SHOULDER TO, UH, ADVOCATING FOR THIS IN THEIR COMMUNITIES AND, AND WORKING TO GET IT PASSED.

SO I KNOW THAT, AND I KNOW THAT THIS PROCESS OF SETTING UP THE COMMUNITY ENGAGEMENT, UH, THAT THE COMMUNITY ADVISORY COUNCIL, UH, WAS, WAS CENTER TO, TO A LOT OF THOSE, OUR COMMUNITY EFFORTS IN ADVOCACY.

UH, SO, UH, AS YOU'RE MOVING FORWARD TO, TO SET THAT UP AND FIGURE OUT HOW THAT LOOKS, UM, MAKING SURE THAT YOU'RE, YOU'RE ENGAGING, UH, THE COMMUNITY, EVEN IN THE PROCESS OF SETTING UP THE PROCESS TO SET IT UP, BECAUSE THERE ARE A LOT OF PEOPLE THAT FEEL REAL INVESTED IN IT AT THIS POINT AND, AND THEMSELVES HAVE MADE PROMISES TO, TO THEIR CONSTITUENCIES.

THANK YOU, MAYOR.

THAT'S A GOOD POINT.

I THINK WE'LL ALL HAVE THE OPPORTUNITY TO TALK ABOUT THAT PROCESS PROBABLY ON DECEMBER 18TH AND THAT'S, THAT HAS TO BE BUILT WITH THE COMMUNITY, AS YOU SAID.

SO THANK YOU FOR THAT COMMENT.

UM, I HAVE ONE QUICK QUESTION.

DOES ANYONE ELSE HAVE A QUESTION FIRST? LET ME TAKE MY COLLEAGUES FIRST THAT'S MEMBER AND COUNCIL MEMBER LSD I'LL HAVE QUESTIONS.

NO.

OKAY.

COUNCIL MEMBER, UM, PROPER MEDICINE.

THANK YOU REAL QUICK.

UM, IT WAS FOR, UM, NEFERTITI, THE PRESERVATION REPAIR REHAB, FINANCIAL ASSISTANCE, RENTAL RETURN ASSISTANCE, ET CETERA.

DOES ANY OF THAT APPLY TO EXISTING MULTIFAMILY OR, UH, EXCLUSIVELY HOUSES, SINGLE FAMILY HOMES.

SO THAT LIST IS THE LIST THAT WAS A PART OF THE CONTRACT WITH THE VOTERS.

SO IN TERMS OF WHAT EXACTLY THAT REFERS TO, WE HAVE NOT IDENTIFIED THAT AS A STAFF, WE DID HAVE MET RECENTLY, AND THIS IS THE HPD STAFF AND ARE IN THE PROCESS OF IDENTIFYING WHAT WILL BE OUR STRATEGY, NOT TO GO AHEAD OF THE COMMUNITY INFORMED PROCESS AND THAT ENGAGEMENT, BUT MAKING SURE THAT WE ARE DIRECTING OUR INVESTMENTS, UM, BOTH IDENTIFYING THE GENTRIFYING AREAS, UH, AS WELL AS BOTH, UH, PROJECTED CURRENT AND PROJECTED AND ESPECIALLY AROUND THE PROJECT CONNECT CORRIDOR.

SO THOSE ARE SOME THINGS THAT ARE STILL TO BE OUTLINED FOR OUR DEPARTMENT AS A WHOLE.

THANK YOU.

I APPRECIATE THAT.

I'D LOVE TO FOLLOW ALONG.

CAUSE YOU GUYS START TO DEVELOP THAT PROCESS.

I KNOW WE HAVE MULTIPLE, MULTIPLE, MULTIPLE FAMILY COMPLEXES THAT ARE GOING TO BE COMING FROM OF THESE PROPOSED LINES IN, SO I'M JUST CURIOUS HOW THAT'LL PLAY OUT, BUT THANK YOU.

I APPRECIATE IT.

OKAY.

YES.

OKAY.

UM, I HAVE ONE LAST QUESTION I BELIEVE FOR A RELIGIOUS FOR JACKIE.

UM, SO JACKIE, WHEN YOU LAID OUT THE TIMELINE, I THINK YOU MEANT TO MENTION THE, THE MEN CHAKA YEAH.

THAT'S COUNCIL MEMBER.

YES.

UM, LET ME CHECK A LINE, WHICH IS ALSO THE BURNER LINE, WHICH WILL RUN FROM THE DOMAIN AREA AND HAD SET OF TRAVEL ON SOUTH LAMAR AND, UM, SERVE BOTH THE BIN CHAKA AND OAKDALE AREAS THAT WILL ALSO BE, WE WILL BE DOING COMMUNITY ENGAGEMENT ON THAT IN THE SPRING.

IT WILL ALSO BE PART OF THE PROCESS, THE ENGAGEMENT PROCESS MOVING FORWARD.

SO I'M GLAD THAT YOU CAUGHT THAT.

APPRECIATE THAT.

THANK YOU.

WELL, LET ME THANK YOU ALL FOR THIS PRESENTATION AND, UM, AND THANK THE MEMBERS OF THE HOUSING COMMITTEE FOR, UH, JOINING US.

I THINK THAT THIS IS VERY EXCITING AND IT'S GOOD TO SEE, I THINK AS COUNCIL MEMBER PLANNING AND SAID, IT'S GOOD TO SEE THE WORK THAT YOU ALL ARE OR ARE BEGINNING OR ACTUALLY YOU'VE, YOU BEGAN IT BEFORE THAT YOU'RE CONTINUING WITH.

AND SO, UM, REALLY APPRECIATE THAT THIS IS EXCITING.

THERE'S A LOT OF WORK TO BE DONE.

WE'RE HERE TO SUPPORT YOU TO SUPPORT YOUR WORK, UM, TO, UM, YOU KNOW, TO BE, UM, UH, SUPPORTIVE IN TERMS OF WHAT WE ARE HEARING IN AND TALKING WITH OUR COMMUNITY ABOUT.

AND SO, UM, UH,
