GOOD AFTERNOON, LADIES AND GENTLEMEN, AND THANK YOU FOR JOINING US FOR THIS REMOTE METRO BOARD OF DIRECTORS.

I'LL CALL THIS MEETING TO ORDER.

TODAY IS MONDAY, NOVEMBER THE 23RD, AND THE TIME IS 1205.

UH, AGAIN, UH, JUST A REMINDER, UM, BEST PRACTICE HERE IS FOR EVERYONE TO KEEP YOUR MICROPHONE ON MUTE UNLESS YOU'RE SPEAKING.

AND THEN, UH, TRY TO REMEMBER TO MUTE YOURSELF AGAIN WHEN YOU'RE FINISHED.

AND, UH, AS WE HAVE IN THE PAST, WHEN OUR VOTING ITEMS COME UP, I'LL BE ASKING BOARD MEMBERS FOR A VERBAL VOTE OF YAY OR NAY, UH, FOR EACH ITEM INDIVIDUALLY.

UM, I AM AGAIN, ASKED TO REMIND YOU THAT IN ORDER TO COMPLY WITH TEXAS LAWS ON REMOTE MEETINGS, WE'LL NEED YOU TO STAY VISIBLE BY LEAVING YOUR CAMERA ON AT ALL TIMES, IF POSSIBLE.

AND IN PARTICULAR, WHEN WE'RE VOTING, WE NEED TO BE ABLE TO SEE YOU.

SO, UH, KEEP THOSE LOVELY, UH, FACES, UH, ON VIDEO AT ALL TIMES IF POSSIBLE.

UH, THE FIRST ITEM ON OUR AGENDA TODAY IS PUBLIC COMMENT.

BUT BEFORE WE DO THAT, UH, I'D LIKE TO TAKE A MOMENT TO RECOGNIZE A MEMBER OF THE CAP METRO FAMILY, WHO WE LOST, UH, DUE TO THE COVID VIRUS, UH, EARLIER THIS MONTH, ANOTHER, UH, REAL HEARTBREAKER FOR ALL OF US AT CAP METRO IN THE BUS OPERATOR, JOE FRANKLIN PASSED AWAY ON NOVEMBER.

THE EIGHTH HAD BEEN A DRIVER FOR CAP METRO SINCE DECEMBER, 1986.

SO WE WOULD HAVE CELEBRATED HIS 34TH YEAR 34 YEAR ANNIVERSARY.

UH, NEXT MONTH I'M TOLD THAT JOE WAS KNOWN FOR HIS CALM AND, UH, VERY RESPECTFUL DEMEANOR.

UH, AND I KNOW, UH, THAT HIS LOSS, UH, WILL HAVE BEEN VERY DIFFICULT FOR HIS FAMILY, HIS FRIENDS, AND CERTAINLY HIS COLLEAGUES HERE AT, UH, CAP METRO.

SO, UH, PLEASE JOIN ME AS WE TAKE JUST A MOMENT TO PAUSE AND REMEMBER JOE AND ALL THE FAMILY MEMBERS WHO, WHO WILL BE, UH, WITHOUT LOVED ONES THIS HOLIDAY SEASON, I DO THIS AWFUL DISEASE.

SO IF WE COULD JUST TAKE A MOMENT OF SILENCE HERE, UH, TO, UH, THINK OF OUR COLLEAGUE, JOE FRANKLIN .

THANK YOU.

AND CERTAINLY OUR HEARTS AND PRAYERS GO OUT TO THE FRANKLIN FAMILY AND TALK ALL THE, UH, ALL OF OUR COLLEAGUES WHO HAVE BEEN AFFLICTED BY THIS TERRIBLE DISEASE.

AND, AND A COUPLE OF INSTANCES THAT WE'VE TALKED ABOUT IN THE PAST, WHO HAVE LOST FAMILY MEMBERS TO THIS DISEASE, WHERE, UH, AGAIN, REMINDED OF THE, UM, GREAT SERVICE THAT OUR OPERATORS AND ALL OF OUR FRONTLINE INDIVIDUALS ARE PERFORMING THAT, UH, TO KEEP PEOPLE MOVING AROUND IN SPITE OF THE FACT THAT WE HAVE THIS APPEND IMEC TO DEAL WITH.

SO, UM, OUR TIP OF THE HAT TO ALL OF OUR COLLEAGUES OUT THERE WHO ARE DOING SUCH GOOD WORK, UH, IN THESE VERY, VERY DIFFICULT AND TRYING CIRCUMSTANCES.

SO THANK YOU FOR JOINING ME FOR THAT MOMENT OF, UH, RESPECT MR. FRANKLIN AND HIS FAMILY.

AND NOW

[I. Public Comment]

WE'LL TAKE UP TODAY'S, UH, PUBLIC COMMENT.

WE HAVE A ONE SPEAKER, MS. JOSEPH, ARE YOU ON THE LINE, MS. JOSEPH'S? ARE YOU THERE? THANK YOU, MR. CHAIR, BOARD MEMBERS.

I'M ZENOBIA JOSEPH.

I JUST WANTED TO MAKE A FEW COMMENTS SPECIFICALLY RELATED TO TITLE SIX.

SO THE CIVIL RIGHTS ACT OF 1964 SPECIFICALLY, I AM CONCERNED BECAUSE, UH, COMMISSIONER TREVELYAN HAS CONSISTENTLY MENTIONED TECHNIQUES CENTER, UH, METRO RAPID OF SOME SORTS, AND THAT HAS NOT BEEN DISCUSSED WITH THE PUBLIC.

SO I'M NOT SURE WHAT HE'S TALKING ABOUT.

AND SO I WOULD ASK YOU TO PUT THAT ON THE AGENDA, IF IN FACT, UH, THAT IS SOMETHING THAT YOU PLAN TO IMPLEMENT.

I WOULD JUST REMIND YOU THAT IN FTA CIRCULAR 47 OH 2.1 D CHAPTER FOUR, DESK 16, IT DOES SPECIFY THAT ANY TIME THAT YOU MAKE CHANGES SPECIFICALLY RELATED TO A MAJOR SERVICE CHANGE, THAT THAT NEEDS TO GO BEFORE THE PUBLIC SO THAT YOU CAN DISCUSS THE LEAST DISCRIMINATORY ALTERNATIVE.

SO IF YOU COULD DO THAT, I WOULD APPRECIATE IT.

I'M REALLY NOT SURE WHAT HE IS REFERRING TO, BUT TECHNI CENTER IS ACTUALLY THE STREET NEXT TO NORMAN ELEMENTARY.

AND THIS ITEM CAME UP SPECIFICALLY LAST WEEK ON TUESDAY WHEN THE COMMISSIONERS WERE VOTING ON,

[00:05:01]

UH, AFFORDABLE HOUSING THAT IS ON PARMER LANE.

IF YOU KNOW THE AREA, THE TWO ARE NOWHERE NEAR EACH OTHER.

SO IT IS DISTURBING FOR HIM TO CONFLATE.

UM, THAT PROJECT CONNECT WILL PROVIDE SOME TYPE OF TRANSIT ON PARMER LANE, FM 96, R I F M SEVEN THREE FOUR.

WHEN IN FACT THERE IS ABSOLUTELY NO TRANSIT IN THAT AREA BECAUSE JUNE 8TH, 2020 CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION ACTUALLY ELIMINATED THE THREE NORTHEAST METRO RAPIDS.

AND SPECIFICALLY I'M READING THE TEXT, UH, FROM 47 OH 2.1 B DATED OCTOBER 1ST, 2012.

IT SAYS WHERE DISPARATE IMPACTS ARE IDENTIFIED.

THE TRANSIT PROVIDER SHALL PROVIDE A MEANINGFUL OPPORTUNITY FOR PUBLIC COMMENT ON ANY PROPOSED MITIGATION MEASURES, INCLUDING THE DISCRIMINATORY ALTERNATIVES THAT MAY BE AVAILABLE.

MY LAST COMMENT IS SPECIFICALLY RELATED TO K A Z I 88.7 FM.

AS YOU MAY BE AWARE, I FILED A COMPLAINT ON ELECTION DAY AND IT WENT TO THE FEDERAL HIGHWAY ADMINISTRATION.

I WOULD JUST CALL TO YOUR ATTENTION THAT TODAY BEFORE THE MEETING, I WENT AHEAD AND WROTE TO THE INTERNAL REVENUE SERVICE.

AND SO, UH, MY LAST COMMENT IS THAT THE CONSOLIDATED APPROPRIATIONS ACT OF 2020 PROHIBITS THE USE OF PUBLIC FUNDS FOR PROPAGANDA.

AND AS YOU ARE AWARE OF THE AD THAT PLAYED ON THE RADIO OVER A 500 TIMES, SPECIFY THAT PROJECT CONNECT WAS A SYSTEM THAT MOVED US ALL.

AND I JUST TOLD YOU, THERE'S NO SERVICE, UH, SPECIFICALLY ON PARMER LANE, OUR DESA.

SO THAT AD WAS ACTUALLY FALSE.

AND SO I'VE ASKED THEM TO REVOKE K Z S NONPROFIT EXEMPT STATUS.

IF YOU HAVE ANY QUESTIONS, I'LL GLADLY ANSWER THEM AT THIS TIME.

SORRY.

THANK YOU.

UM, AND I'LL, UH, JUST CONFIRM THAT WE WILL CONTINUE TO ABIDE BY THE LAW WITH RESPECT TO HEARINGS RELATED TO ANY CHANGES IN OUR OPERATIONS.

I DON'T THINK WE'VE DEVIATED FROM THAT IN THE PAST.

AND LIKEWISE DON'T THINK WE'RE SPREADING ANY, UH, FALSE INFORMATION ON THE RADIO STATIONS.

THANK YOU.

THAT CONCLUDES OUR PUBLIC COMMENTS.

UH, WE'LL TAKE

[II. Advisory Committee Updates]

UP OUR ADVISORY COMMITTEE UPDATES.

YONIS, ARE YOU WITH US? YES, SIR.

I AM HERE, UH, OH, GOOD AFTERNOON.

UH, CHAIRMAN COOPER, PRESENT CEO, UH, BOARD MEMBERS.

JOHN IS MAX COMMUNITY, UH, AND ENGAGEMENT COORDINATOR OF CAP METRO HERE TO TALK TO YOU ABOUT C-SAT AND ACCESS.

UM, WE WILL GO WITH THE C-SAT COMMITTEE FIRST.

UM, SO FOR C SEC, IT WAS A RELATIVELY SHORT MEETING.

WE DID HAVE A PROJECT CONNECT UPDATE, UH, THAT WAS DONE BY, UM, A DAY OF COUCH.

IT WAS THE FIRST MEETING SINCE THE, UH, ELECTION.

SO THEY WERE GIVEN AN UPDATE ON THE RESULTS AND WHAT WE'LL BE DOING MOVING FORWARD, UH, FOLLOWING THAT THEY, UM, HAD A CONVERSATION OF ABOUT, THEY WERE UPDATED ABOUT THE DASHBOARD, UH, BY, UH, BY PATRICIA VIDORI, UM, JUST UPDATES.

WE WILL BE GETTING SOON, BUT SHE UPDATED THEM ON THAT AS WELL.

AND THEN WE WORKED ON THEIR, THEIR WORK PLAN FOR THE COMING, UH, 21 YEAR OR STUFF THEY WOULD LIKE TO SEE, UM, DONE ANY KIND OF PRESENTATIONS THAT THEY WOULD LIKE TO HAVE, UH, THINGS OF THAT NATURE.

UM, JUST SO WE CAN MAKE SURE WE'RE PLANNING AHEAD AND, AND USING THEIR TIME, UM, APPROPRIATELY.

AND THEN, UM, I'M SORRY I HAD THE WRONG AGENDA PULLED UP FOR, FOR ACCESS.

SO I'M, I'M TRYING TO PULL THAT UP NOW.

THEY DID HAVE A, UH, UPDATE, UH, AT THE ACCESS MEETING THOUGH BY, UH, JACOB CALHOUN DID DO A PROJECT CONNECT UPDATE, UH, AT THE ACCESS MEETING.

UM, AS WELL AS, UH, THERE WAS CONVERSATIONS, THEY GOT AN UPDATE ABOUT THE NEW PICKUP ZONE THAT WILL BE COMING TO, UH, DESA AREA.

UH, THEY, THEY WANTED TO TRY TO HAVE SOME, SOME, SOME INPUT OR, OR GIVE SOME IDEAS OF PLACES THAT IT WOULD BE GOOD TO INCLUDE IN THAT ZONE, UH, INCLUDING THE, UH, HEB THAT'S THERE OFF OF BREAKER, UM, AS WELL AS A FEW OTHERS, IF IT'S POSSIBLE TO, TO FIT IN, BUT I ALSO WANTED TO SEE HOW THEY CAN HELP GET THE INFORMATION OUT TO PEOPLE IN THEIR COMMUNITY AND IN THE COMMUNITIES ABOUT THE ZONE COMING THERE SO THAT IT CAN BE USED, UH, YOU KNOW, MAKE

[00:10:01]

SURE THERE'S POSSIBLY SOME SENIOR HOMES THAT NEED TO BE INCLUDED, INCLUDED AS WELL.

SO, UH, THEY PARTICIPATED IN THAT AND THEN THEY ALSO DID, UH, HAD THEIR WORKING GROUP CONVERSATION GOING ON OR THEIR WORK PLAN, I SHOULD SAY.

UM, CONVERSATION STARTED TO HAPPEN ABOUT WHAT THEY WOULD LIKE TO SEE FOR THE UPCOMING YEAR, UM, WHEN IT COMES TO, TO, UM, DIFFERENT THINGS CAN VIRTUAL WAS DOING AND STUFF THEY WOULD LIKE TO HEAR FROM.

AND ALSO JUST WITH THE UNDERSTANDING THAT THOSE THE AGENDA COULD CHANGE, UH, BASED ON DIFFERENT PROJECTS THAT MAY COME UP THAT I'M JUST NOT AWARE ABOUT AT THIS MOMENT.

AND SO IT WAS A FAIRLY PRODUCTIVE MEETING AND THAT'S PRETTY MUCH IT.

UM, THAT WAS PRETTY MUCH BOTH OF THE MEETINGS.

AND SO I'M HERE FOR ANY QUESTIONS.

UM, IF YOU DO HAVE SOME THANK YOU QUESTIONS FOR MR. BANKS, NONE VERY WELL.

THANKS YONIS.

THANK YOU.

UH, NEXT, UH, UH, BOARD MEMBERS WILL TAKE UP

UM, EACH OF THOSE ACTION ITEMS, UH, WERE PASSED OUT WITH A MAJORITY VOTE.

UM, AND TWO OF THEM WERE SCHEDULED TO BE ON THE CONSENT AGENDA.

AND, UH, AND ONE ON THE ACTION ITEM AGENDA.

UH, THE MEETING CONCLUDED AT APPROXIMATELY ONE 30.

VERY GOOD.

THANK YOU.

THE SECOND WAS AN, UH, PR UH, THE REVIEW OF THE VICE PRESIDENT OF INTERNAL AUDIT, WHICH THE FAA COMMITTEE, UH, PERFORMED, UH, THEN THAT'S REALLY IT.

THANK YOU FOR THAT.

UH, DO YOU MIND TO GIVE US A CAPITAL UPDATE AS WELL? SURE.

UH, CAMPO MET ON NOVEMBER 2ND.

UM, ACTION ITEMS, UH, OTHER THAN MINUTES WAS JUST, UH, FURTHERING THE OPEN ROADS POLICY, WHICH IS TO GET ACCIDENTS AND BLOCKAGE ON HIGHWAYS OFF AS RAPIDLY AS POSSIBLE.

THAT WAS, THEY WERE ADOPTING AN OPEN ROADS POLICY TO ACCOMPLISH THAT FURTHER THAT, UH, AND THEN THERE WAS ALSO A APPLICATION FOR TRANSFER DEVELOPMENT, CREDIT, TRANSPORTATION DEVELOPMENT CREDITS TO HELP THE CITY OF KYLE.

AND IT'S A RELOCATION OF A SIDE, UH, SIDING FOR THE UV RAILROAD.

AND OTHER THAN THAT, THAT WAS PRETTY MUCH IT.

VERY GOOD.

THANK YOU FOR THAT.

THE NEXT BOARD MEMBERS,

[IV. Consent Items]

WE HAVE FIVE ITEMS ON OUR CONSENT AGENDA.

ARE THERE ANY MEMBERS OF THE BOARD WHO WISHED TO HAVE ONE OF THOSE REMOVED FROM THE CONSENT AGENDA AND PLACED ON THE ACTION ITEM AGENDA? NONE VERY WELL.

UH, THE FIVE ITEMS ON THE CONSENT AGENDA ARE NUMBER ONE APPROVAL OF MINUTES FROM THE OCTOBER 26, 2020 BOARD MEETING.

UH, NUMBER TWO APPROVAL OF A RESOLUTION ADOPTING THE 2021 BOARD MEETING CALENDAR NUMBER THREE APPROVAL OF A CONTRACT WITH ON ACTUATE CONSULTING USA, INC.

FOR THE ADDITION TO THE NEW LEGAL ENTITY AUSTIN TRANSIT PARTNERSHIP INTO THE EXISTING CAP, METRO FINANCIAL SYSTEM, NUMBER FOUR IS APPROVAL OF AN INTER LOCAL AGREEMENT WITH TRAVIS COUNTY FOR THE LEASE OF TWO DISPATCH WORKSPACES AT THE COMBINED TRANSPORTATION AND EMERGENCY COMMUNICATIONS CENTER.

AND FIVE IS APPROVAL OF A CONTRACT WITH PRESIDIO NETWORK SOLUTION SOLUTIONS GROUP FOR CISCO SMARTNET COMPUTER NETWORK SUPPORT.

UH, CAN I GET A MOTION AND THEN A SECOND TO APPROVE OUR CONSENT AGENDA? SO MOTION, UH, MEMBER MITCHELL IS OUR SECOND, SECOND, UH, COUNCIL MEMBER KITCHEN, UH, ANY A DISCUSSION, UH, THEN I'LL, UH, CALL ROLL FOR A VOTES.

UM, MAYOR HILL I THINK IS, IS HE PRESENT, NOT PRESENT TODAY? UH, COUNCIL MEMBER RENTERIA.

YES,

[00:15:02]

I FROM A COUNCIL MEMBER, RENTERIA MEMBER STRATTON, I FROM MEMBER STRATTON, UH, VICE CHAIR, GARZA.

SHE ON, I DIDN'T SEE HER EARLIER, UH, PRESENT, UM, UH, COUNCIL MEMBER KITCHEN.

I, YOU, UH, UH, COMMISSIONER TREVELYAN I THANK YOU.

REMEMBER MITCHELL.

I THANK YOU.

AND COOPER'S I AS WELL, MOTION CARRIES ONE, TWO, THREE OR FIVE SIX IN FAVOR, NONE AGAINST TWO, NOT VOTING.

THANK YOU ALL NEXT.

WE'LL TAKE UP OUR ACTION ITEM AGENDA.

WE HAVE

[V.1. Approval of contracts with Sensis Agency and the Sherry Matthews Group for marketing services.]

ONE ACTION ITEM AND THAT IS APPROVAL OF A CONTRACT WITH, UH, OR CONTRACTS WITH CENSUS AGENCY AND THE SHERRY MATTHEWS GROUP FOR MARKETING SERVICES.

AND CYNTHIA LUCAS WILL, UH, GIVE A PRESENTATION.

AND THEN I THINK MS. JOSEPH'S, UH, WANTED TO SPEAK WITH RESPECT TO, UH, THIS PARTICULAR ACTION ITEMS. UM, SO MS. LUCAS, IF YOU'RE ON, WE'RE READY FOR YOU.

THANK YOU VERY MUCH.

GOOD AFTERNOON, CHAIRMAN, UH, BOARD MEMBERS, PRESIDENT AND CEO CLARK.

MY NAME IS CYNTHIA LUCAS.

I'M THE DIRECTOR OF DIGITAL AND TRADITIONAL MARKETING FOR CAP METRO.

AND TODAY I'M SEEKING YOUR APPROVAL OF A RESOLUTION AUTHORIZING THE PRESIDENT AND CEO OR HIS DESIGNEE TO FINALIZE AN EXECUTE CONTRACTS FOR MARKETING SERVICES WITH CENSUS AGENCY AND THE SHERRY MATTHEWS GROUP CAPITAL.

METRO MAINTAINS A RELATIVELY SMALL STAFF AND ITS MARKETING AND COMMUNICATIONS DEPARTMENT.

AND FOR MANY YEARS, WE HAVE DEPENDENT UPON CONTRACTED AGENCIES TO PROVIDE ASSISTANCE WITH THE DEVELOPMENT OF CAMPAIGNS AND STRATEGIES TO ACHIEVE THE OBJECTIVES IN THE AUTHORITY.

STRATEGIC PLAN CONTRACTING WITH AGENCIES IS PROVEN TO BE A SUCCESSFUL MODEL FOR US, AS IT ALLOWS CAP METRO TO EMPLOY BOTH SPECIALTY SKILLS AND SUPPORT ON AN AS NEEDED BASIS.

THE PROFESSIONAL SERVICES WITHIN THE CONTRACT ARE DIVIDED INTO FOUR MODULES.

EACH OF THESE MODULES IS AWARDED TO A SINGLE CONTRACTOR DUE TO THE NEED FOR A CONSISTENT STRATEGIC APPROACH.

FOR THESE SERVICES.

A CONTRACT FOR MODULE ONE WOULD BE AWARDED TO CENSUS AGENCY FOR SUPPORT ON COMMUNICATIONS, PUBLIC RELATIONS, AND SOCIAL MEDIA SERVICES, A CONTRACT FOR THE REMAINING THREE MODULES FOR MARKETING SERVICES, RESEARCH AND WEB STRATEGY AND DEVELOPMENT WOULD BE AWARDED TO THE SHERRY MATTHEWS GROUP.

OUR DBU EAGLE FOR THIS PROCUREMENT IS 12% AND THAT GOAL IS MET AS OUTLINED IN THE FULL RESOLUTION BEFORE YOU, THESE CONTRACTS SUPPORT THE RESEARCH NECESSARY TO UNDERSTAND OUR CUSTOMERS AND MEASURE COMMUNITY PERCEPTIONS AND TO PROVIDE SUPPORT FOR THE ONGOING DEVELOPMENT OF CAPITAL METRO'S INTERNAL WEB AND DIGITAL PROPERTIES.

THESE CONTRACTS WILL ALSO SUPPORT LONG-TERM STRATEGIC PROJECTS, SUCH AS PROJECT CONNECT, AS WELL AS CAMPAIGNS ASSOCIATED WITH THE VALUE OF TRANSIT, RIDERSHIP SAFETY AND SPECIAL EVENTS.

OUR SCOPE OF WORK INCLUDES THE FLEXIBILITY TO USE THESE CONTRACTS, TO SUPPORT THE GOALS OF PATIENT ENGAGEMENT AND COMMUNICATION FOR THE AUSTIN TRANSIT PARTNERSHIP.

THESE TWO CONTRACTS WITH CENSUS AND CHERIE MATTHEWS GROUP HAVE A TOTAL AMOUNT NOT TO EXCEED 10 MILLION, 307,500 OR $259 FOR ONE BASE YEAR AND THREE OPTION YEARS.

THE CONTRACTS ARE INDEFINITE QUANTITY, INDEFINITE DELIVERY, TASK ORDER CONTRACTS.

UM, AND THOSE ONLY ARE USED ON A TASK ORDER BY TASK ORDER BASIS, UH, FOR THE SUPPLIES AND SERVICES SPECIFIED IN THAT TASK ORDER.

THEREFORE, THE AUTHORITY IS NOT OBLIGATED TO SPEND THE FULL AMOUNT FOR THESE CONTRACTS, BUT IS GIVEN THE AUTHORIZATION TO DO SO IF NEEDED, UH, FUNDING FOR THIS ACTION IS AVAILABLE IN THE FY 2021 OPERATING BUDGET.

AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

THANK YOU, MS. LUCAS, LET ME, BEFORE WE GET ANY QUESTIONS, UH, UH, GO BACK TO MS. JOSEPH'S, WHO WANT TO, UH, SPEAK AGAIN AND, UH, MS. JOSEPH'S, I'LL JUST, UH, ASK YOU TO CONFIRM THAT THESE COMMENTS ARE,

[00:20:01]

UH, GERMANE TO THE ISSUE OF APPROVAL OF THIS PARTICULAR COMP UH, CONTRACT.

AND THEN YOU'LL HAVE THREE MINUTES.

THANK YOU, MR. CHAIR, BOARD MEMBERS.

I'M ZENOBIA JOSEPH.

YES.

MY COMMENTS ARE GERMANE TO THE $10 MILLION MARKETING CONTRACT.

I WOULD JUST CALL YOUR ATTENTION TO TESTIMONY THAT I GAVE ON DECEMBER 14TH, 2016, WHICH WAS PROBABLY THE THIRD TIME THAT I SPOKE BEFORE YOU, AS CHAIR.

I MENTIONED THEN THAT THE $8 MILLION THAT WAS BEING USED FOR MARKETING COULD BE USED TO SAVE SOME OF THE NORTHEAST ROUTES.

AND SO MY OPPOSITION TODAY, THE SAME AS IT WAS BACK IN 2016, THAT THE $10 MILLION COULD BE USED TO IMPROVE AND SAVE THOSE ROUTES IN NORTHEAST AUSTIN, UH, SPECIFICALLY NORTH OF US, ONE 83.

AND THE REASON I SAY THAT IS BECAUSE THERE HAS BEEN IMPROVEMENT NORTH OF US, ONE 83 ON ROUTE 46, SIX, WHICH IS THE DOMAIN CIRCULATOR, AND NO ADDITIONAL FUNDS WERE NEEDED TO DO OUTREACH.

YOU'VE NEVER HEARD FROM ANYONE OVER THERE YET.

THE ROUTE ACTUALLY RUNS AT 15 MINUTE HEADWAY DURING THE PEAK TIME.

NOW THE ROUTES ALSO IMPROVED 12 MINUTE HEADWAY ON ROUTE 10 AND A FEW OTHER ROUTES THAT ARE SOUTHWEST AND CENTRAL, AND YOU DIDN'T HAVE ANY ADDITIONAL FUNDS FOR OUTREACH TO IMPROVE THE, THE FREQUENCY.

AND SO THAT IS MY OPPOSITION.

AND I WOULD JUST TELL YOU AS WELL, MR. CHAIR, SPECIFICALLY, I RECOGNIZE THAT YOU DON'T BELIEVE THAT THERE WAS PROPAGANDA ON THE RADIO.

I WILL JUST GIVE YOU ONE SPECIFIC QUOTE, PROJECT CONNECT AS A TRANSIT PLAN WITH MORE WAYS TO MOVE US ALL.

I'VE JUST TOLD YOU THAT THERE WAS NO, UH, TRANSPORTATION ON PALMER LANE.

AND SO IF WE ARE PART OF THE ALL, THEN THAT MEANS THAT THAT IS FALSE INFORMATION.

I WILL TELL YOU AS WELL, SPECIFICALLY, UH, THAT THE ADS RAN 550 TIMES.

THAT'S A LOT OF TIMES IT DID NOT RUN THAT WAY ON KUT.

I LISTENED TO BOTH STATIONS.

AND SO IF THIS IS WHAT THE MONEY IS BEING USED FOR, THEN THAT IS WHAT I OPPOSE.

I WILL TELL YOU, THE AD SPECIFICALLY SAID SUPPORT IS PROVIDED BY MOBILITY FOR ALL.

THIS WAS A DIFFERENT AD.

LET'S TALK ABOUT PROP EIGHT, PROJECT CONNECT, AUSTIN, $7.1 BILLION PLAN.

IT'S SPECIFIED THAT IT IMPROVED MOBILITY AND DECREASED TRANCE TRAFFIC CONGESTION, BUT IT WENT ON TO SAY IN THE PAST TRANSIT PLANS HAVE BEEN OFFERED TO VOTERS THAT LEAVE OUT AUSTINITES WHO RELY ON AFFORDABLE AND EFFICIENT BUS SERVICE.

THE PROJECT CONNECT TRANSIT PLAN IS DIFFERENT.

THE PROOF IS IN THE PLAN AND EQUITY IS IN THIS ONE.

IT'S 60 MINUTES FOR THE BLACK WORLD, CRAIG WOOD AND COLONY PARK COMMISSIONER TREVELYAN WAS ON K Z I ON THE FIRST DAY OF EARLY VOTING.

AND HE ACKNOWLEDGED THAT TOO, THAT IS NOT AN EQUITABLE DISTRIBUTION OF THE RESOURCES.

AND SO THAT IS WHAT YOUR MARKETING DOLLARS ARE GOING TO BE USED FOR.

THEN I WOULD SAY IT IS PROPAGANDA BECAUSE IT'S NOT ACTUALLY TRUE.

AND SO MY LAST COMMENT SPECIFICALLY IS THAT THE CONSOLIDATED APPROPRIATIONS ACT OF 2020 SECTION SEVEN ZERO ZERO SIX, SPECIFIES NO PART OF ANY APPROPRIATIONS CONTAINED IN THIS ACT SHALL BE USED FOR PUBLICITY OR PROPAGANDA PURPOSES, NOT AUTHORIZED BY CONGRESS.

IT'S ON PAGE THREE 11.

AND SO IT IS PROPAGANDA BASED ON THE DEFINITION THAT IS IN THE APPROPRIATIONS ACT.

AND I OPPOSE USING THE FUNDS TO BASICALLY GASLIT BLACK PEOPLE ON THE RADIO.

I HAVE ASKED YOU TO TAKE THOSE ADS OFF THE AIR AND EVEN POST ELECTION, THEY PLAY THAT MONEY COULD BE USED TO IMPROVE THESE ROUTES AND MAKE THEM EQUITABLE.

IT'S SIX MINUTES AND 15 MINUTES AND ALSO 12 IMPROVED SOUTHWEST AND CENTRAL.

IT'S STILL 45 MINUTES ON THREE 92, AND EACH TIME TRAVIS COUNTY COMMISSIONER'S COURT AND THE HOUSING AUTHORITY OF THE CITY OF AUSTIN PUT AFFORDABLE HOUSING OFF A DESKTOP AND PALMER IT'S THREE TO FOUR MILES TO THE BUS BECAUSE THAT'S WHERE THREE 92 IS IN RELATIONS TO THESE PROPERTIES.

SO MR. CHAIR, I DON'T EXPECT YOU TO AGREE WITH ME.

I WOULD JUST ASK YOU TO LOOK AT THE LEGAL LANGUAGE FOR YOURSELF.

IF YOU HAVE ANY QUESTIONS, I'LL GLADLY ANSWER THEM AT THIS TIME.

THANK YOU BOARD MEMBERS, ANY QUESTIONS FOR MS. LUCAS, IF NONE, UH, UH, CHAIR WILL ENTERTAIN A MOTION AND A SECOND ON OUR ONE ACTION ITEM.

I HAVE A MOTION TO APPROVE

[00:25:02]

MOTION BY, UH, COUNCIL MEMBER, RENTER.

MARIA, IS THERE A SECOND, SECOND BY NUMBER MITCHELL, ANY DISCUSSION, NONE THEN I'LL, UH, CALL, UH, CALL FOR VOTES.

UH, MAYOR HILL I THINK, IS NOT PRESENT.

COUNCIL MEMBER RENTER.

MARIA, DID YOU CALL MY NAME? THIS IS ALWAYS HAVING SOME TROUBLE WITH THE THINGS SO NOT YET, BUT I WILL.

THANK YOU.

REMEMBER STRATTON? I, UH, VICE CHAIR GARZA, NOT PRESENT, UH, COMMISSIONER TREVELYAN I PUKE.

I'M SORRY, MEMBER MITCHELL.

I THANK YOU.

AND COOPER'S EYES.

SO THE MOTION CARRIES SIX AND FAVOR NONE AGAINST TWO, NOT VOTING.

THANK YOU.

THAT CONCLUDES ALL OF OUR ACTION ITEMS. WE HAVE TWO DISCUSSION ITEMS.

[VI.1. CARE Update]

FIRST WILL BE A CARE UPDATE.

AND MS. MUKERJI ARE YOU WITH US? UM, AND, AND THE BOARD MEMBERS AND PRESIDENT AND CEO CLARK.

UM, WHEN ARE YOU READY? I'M READY TO START WITH THE PRESENTATION.

OKAY.

SO THIS IS OUR MONTHLY UPDATE.

UM, I GUESS I SHOULD INTRODUCE MYSELF.

I'M SURE MALEMA CRITIQUE, UM, EVP PLANNING AND DEVELOPMENT AT CAP METRO, AND I'LL BE JOINED BY ROBERTO GONZALES.

UM, AT, UH, LATTER PART OF THE PRESENTATION IS HE'S GOING TO WALK YOU THROUGH OUR JANUARY SERVICE CHANGE LEVELS.

SO I JUST WANTED TO BRING US BACK.

IT'S BEEN A MONTH, UH, THAT I DIDN'T PRESENT, BUT I OFFERED A MEMO ON THE CARE PROGRAM UPDATE.

AND AT THE LAST MONTH THAT WAS IN YOUR PACKET.

SO I WANTED TO BRING US BACK TO OUR RECOVERY PHILOSOPHY.

WE ARE STILL, UM, CONTINUE TO FOCUS ON THIS KEY FOUR VALUES THAT WE WE'VE BEEN FOLLOWING THROUGHOUT COVID-19.

AND SINCE THE TASK FORCE WAS PUT IN PLACE IN APRIL.

AND, UM, ED, IF YOU GO TO THE NEXT SLIDE, I WANT TO TALK A LITTLE BIT ABOUT WHAT WE HAVE DONE IN THE LAST MONTH, THE RELATED TO THE CARE PROGRAM.

UM, AS I MENTIONED, WE'RE STILL VERY FOCUSED ON KEEPING OUR WRITERS AND OUR, UM, OUR CUSTOMERS AND OUR, UH, OPERATORS SAFE TO THE BEST OF OUR ABILITY.

AND WE HAVE, UM, IMPLEMENTED, UM, HAND SANITIZERS.

WE ADDED MOUNTED DISPENSERS AT KEY STOP LOCATIONS AND ONBOARD DISPENSERS.

UM, INSTALLATION OF THAT, UH, IS IN PROGRESS.

WE'RE STILL MAKING MASKS AVAILABLE FOR CUSTOMERS IN NEED, BUT WE ARE FINDING THAT, UM, JUST AS A GREATER SOCIETY GETS MORE USED TO THIS, UM, CIRCUMSTANCES THAT MOST PEOPLE ARE MOST, MOST OF OUR CUSTOMERS ARE BRINGING THEIR OWN MASKS TO RIDE CONTACT WITH FARE COLLECTION SYSTEM.

THE PHASE ONE PILOT IS ONGOING AND THAT IS OFFERING FEAR CAPPING.

SO THAT'S ALSO FOCUSED ON OUR, OUR, UH, DESIRE TO INCREASE EQUITY IN, IN THIS.

AND THE NEXT SLIDE, ED, UM, WE TALK A LITTLE BIT ABOUT NEW THE NEXT LIGHT, UH, YES, EXACTLY.

UH, THE PLEASANT VALLEY SUPERSTOP THAT IS THAT, THAT I WANTED TO FOCUS ON THAT A LITTLE BIT.

IT CAME OUT OF OUR, UM, ONE OF OUR FOCUS AREAS.

WE ARE RELYING ON DATA FOR ANY DECISION-MAKING, AS YOU HAVE SEEN THROUGHOUT OUR RESPONSE TO COVID-19 IN OUR IMPROVEMENT PLAN AND THE RIDERSHIP DATA THAT WE COLLECTED.

IT WAS, UM, NOT JUST BY SEGMENT OR BY ROUTE.

IT WAS ALSO BY OUR KEY TRANSFER LOCATION ON OFF-BOARDING LOCATION, PLEASANT VALLEY AND SEVENTH.

UM, IT'S ONE OF OUR BUSIEST TRANSFERRING ME IN EAST SIDE OF TOWN AND OUT OF THIS COVID RIDERSHIP INFORMATION.

UM, THIS, THIS WAS ONE OF THE AREAS WE WANTED TO KIND OF IMPLEMENT.

UM, SOME ADDITIONAL AMENITIES FOCUSED ON CUSTOMER CAN FOCUS ON CUSTOMER CONVENIENCE AND YOU SEE SORT OF IN-PROGRESS IMAGES AND THE FINAL, UH, SHELTER LOCATION, THE BUS STOP LOCATION.

IT INCLUDES LARGER SHELTERS WITH BENCHES, SOLAR POWER TOWERS, NEW SECURITY CAMERAS, ANY PAPER SIGNS.

AND THESE SHELTERS ARE KIND OF DOUBLE THE SIZE OF OUR REGULAR SHELTERS.

I JUST WANTED TO KIND OF REMIND EVERYONE THAT, UM, AS DIFFICULT AS COVID-19 IS, WE'RE

[00:30:01]

STILL VERY MUCH IN THE THROWS OF IT.

UM, BUT WE, IT KIND OF HIGHLIGHTED CERTAIN AREAS THAT WE NEED TO FOCUS ON, AND WE'RE DOING OUR BEST AS AN AGENCY TO SORT OF FOCUS ON EQUITY AND THE CONSIDERATIONS, UM, THAT WE'D REALLY VALUED ALL ALONG, BUT THIS IS AN OPPORTUNITY TO SORT OF WORK ON THEM.

THE RIDERSHIP INFORMATION FROM COVID TOLD US THAT THERE ARE CERTAIN ROUTES THAT ARE, THAT ARE REALLY FREQUENTED AND, UM, ARE VERY POPULAR WITH OUR ESSENTIAL WORKERS AND, UH, FOR ESSENTIAL TRIPS.

AND THESE, THESE ARE ONE OF, THIS IS ONE OF THE STOP WHERE WE FELT THAT WE REALLY NEED TO FOCUS ON IMPROVING CUSTOMER CONVENIENCE AND MAKING, UM, THE OVERALL CUSTOMER EXPERIENCE BETTER FOR OUR WRITERS.

AND, UM, I THINK, UM, ROBERTA, WE'LL TALK A LITTLE BIT MORE ABOUT SOME OF THE OTHER IMPROVEMENTS THAT'S BEEN MADE IN THE LAST MONTH, BUT DOESN'T VALUE SUPERSTAR IS DEFINITELY ONE OF OUR, UH, FOCUS AREAS AND IT KIND OF SHOWS OUR COMMITMENT TO EQUITY.

IF YOU GO ON THE NEXT SLIDE, I WANT TO TALK A LITTLE BIT ABOUT US FOCUSING ON DATA FOR DECISION MAKING.

WE'RE STILL CONTINUING TO USE OUR DAILY BOARDING INFORMATION TO IDENTIFY RIDERSHIP TRENDS.

AND OUR MONTHLY RIDERSHIP FOR OCTOBER WAS ABOUT 1.4 MILLION.

IT TRICKLED UP A LITTLE BIT.

WE'RE STILL MONITORING VEHICLE CAPACITY WITH SOCIAL DISTANCING.

WE'RE PROVIDING ADDITIONAL VEHICLES TO SUPPORT SOCIAL DISTANCING NEEDS AND TO AVOID ANY POTENTIAL OVERCROWDING TO MAKE IT SAFE AND KIND OF BUILD BACK, UM, CUSTOMER CONFIDENCE, RIDERSHIP MODELING IS IN FULL SWING.

WE'RE STILL USING CUSTOMIZED LOVERS, UM, UT IN SESSION WITH HYBRID LEARNING AND THEN EARLY DISMISSAL FOR THANKSGIVING, THINGS LIKE THAT.

AND THEN THE REVENUE SERVICE, OUR FORECASTING IS ALSO, UM, RECEIVING INPUT FROM OUR RIDERSHIP FORECASTING MODEL.

NEXT SLIDE PLEASE.

SO THESE ARE SOME OF OUR CONSIDERATIONS FOR JANUARY, 2021 SERVICE LEVELS.

THESE ARE NO DIFFERENT FROM THE ONES THAT YOU HAVE SEEN IN AUGUST WHEN WE IMPLEMENTED, UM, SERVICE CHANGE, W AGAIN, WE NEED TO REMAIN FLEXIBLE AND AGILE THROUGH THIS WHOLE PROCESS.

SO THAT'S WHAT OUR FOCUS HAS BEEN.

SO WE ARE PUTTING IN ADDITIONAL FREQUENCIES, UH, ON ROUTES THAT ARE, UM, THAT HAVE SEEN CONSISTENT RIDERSHIP, UH, THROUGHOUT COVID-19 AND HAVING DATA KIND OF GUIDE US THROUGH THAT PROCESS.

AS FAR AS IF TA REGULATIONS ARE CONCERNED, THERE ARE NO, UM, NEW, UH, REQUIREMENT.

I MEAN, WE ARE STILL IN THE MID MIDST OF COVID.

THERE IS NO REQUIREMENT FOR PUBLIC HEARING FOR SERVICE CHANGE, BUT WE WANT IT TO GO OVER OUR THINKING AND KIND OF WALK HAVE ROBERTA WALK US THROUGH, UM, UH, HOW WE ARE GOING ABOUT THE JANUARY, FIGURING OUT THE JANUARY, 2021 SERVICE LEVELS WITH THAT.

I'M GOING TO PASS IT ON TO THE BARDO.

THANK YOU, SHARMILA.

REALLY GOOD REPORT.

THANK YOU, SHARMILA.

THIS IS ROBERTO GONZALEZ.

I'M ALSO WITH THE STRATEGIC PLANNING AND DEVELOPMENT DEPARTMENT, AS SARMILA POINTED OUT, THESE ARE SOME OF OUR CONSIDERATIONS.

THEY'RE SIMILAR TO WHAT WE REVIEWED.

AS WE LOOKED TO A TRANSITION FROM SUMMER SERVICE LEVELS TO FALL SERVICE LEVELS.

WHEN WE PUT THIS INFORMATION TOGETHER, IT WAS THE INFORMATION WE HAD AT HAND.

SOME THINGS HAVE CHANGED WITHIN THE LAST FEW DAYS AND WEEKS, AND THOSE ARE THINGS THAT WE CONTINUE TO MONITOR AND, AND, AND TAKE INTO CONSIDERATION.

AS WE ALL KNOW, WE DO HAVE STAY AT HOME ORDERS HERE AS PART OF TRAVIS COUNTY AND CITY OF AUSTIN REQUIREMENTS.

UM, WE DO KNOW THAT SOME OF OUR PARTNERS THAT WORK FOR THE CITY OF AUSTIN, UH, DEPARTMENTS, EVEN PRIOR TO THAT, I'VE BEEN ASKED TO STAY AT HOME AND CONDUCT MOST OF THEIR WORK FROM HOME WHEN IT COMES TO THE STATE OF TEXAS, WHILE THERE IS NOT A, UH, ONE UNIT KIND OF OVERSEEING ALL OFFICES, WE DO HAVE INTERACTIONS WITH, UH, THOSE PARTNERS THAT WE HAVE RELATIONSHIPS WITH.

AND WHAT THEY CONTINUE TO TELL US IS THAT EACH DEPARTMENT AND DIVISION IS, IS TAKING THINGS ON THEIR OWN AND LOOKING AT PARSLEY, UH, BRINGING SOME WORKERS BACK TO THE STATE OFFICE COMPLEX AND LOOKING MORE SO TOWARDS THE SPRING AS, AS, UH, UH, BRINGING MORE AND MORE EMPLOYEES BACK TO THEIR AREAS.

TWO MAJOR INFLUENCES ON OUR RIDERSHIP.

ONE HAPPENS TO BE THE UNIVERSITY OF TEXAS.

WE ALL KNOW, UM, THAT THEY IMMEDIATELY WENT TO ONLINE COURSES.

THERE ARE SOME STUDENTS THAT DO HAVE TO BE ON CAMPUS.

THERE ARE STUDENTS THAT ARE LIVING ON CAMPUS AS WELL, TOO, BESIDES JUST TAKING COURSEWORK.

THERE ARE PLANS TO ONCE THANKSGIVING COMES ABOUT TO SUSPEND OR NOT SUSPEND, BUT TRANSITION FROM A FULL COURSE WORK OVER TOWARDS FINALS.

SO WE SHOULD SEE A LITTLE BIT OF A CHANGE IN THAT AREA.

UH, DURA, NO CONFIRMED PLANS ON, ON WHAT THE LEVELS WILL LOOK LIKE ON IN TERMS OF WHETHER OR NOT STUDENTS WILL BE IN PERSON, UH, DURING THE SPRING, WE'RE GOING WITH THE ASSUMPTION THAT, UH, THINGS WILL CONTINUE

[00:35:01]

TO, TO IMPROVE.

AND SOME THINGS MAY CHANGE IN AND AROUND THE AREA.

UM, BUT THE UNIVERSITY, UH, ONCE THEY'D LOOKED TO, UH, RE RETURNED FOR THE FALL SEMESTER, WE WERE IN PREPARATION FOR THAT.

AND THAT'S WHY YOU SEE SOME SERVICE LEVELS THAT WERE ADJUSTED THE SAME GOES WITH AUSTIN INDEPENDENT SCHOOL DISTRICT.

UM, THERE IS PARTIAL ATTENDANCE THAT HAS OCCURRED IN SOME OF THE SCHOOLS, PRIMARILY, UM, YOU KNOW, ELEMENTARY, MIDDLE SCHOOL AND HIGH SCHOOLS.

IT DEPENDS ON, ON THE, ON, ON THE STUDENTS.

UM, AND THAT HAPPENED, UH, SLOWLY AND TRICKLED IN, IN DIFFERENT PARTS OF THE, OF THE FALL PERIOD WITH MID OCTOBER, BEEN ONE OF THOSE, THOSE PORTIONS OR THE SPRING, YOU KNOW, THERE IS NO, NO DEFINITE PLANS ON HOW THOSE THINGS MAY, UH, TRANSITION, BUT, UH, WE JUST CONTINUE TO LOOK AT AT INFORMATION AS IT BECOMES AVAILABLE.

NEXT SLIDE.

AND SO, AS A REMINDER, WHEN WE LAST SPOKE AND I SPOKE TO YOU TOWARDS THE MIDDLE AND END OF SUMMER, WE WERE LOOKING AT HOW WE WERE GOING TO LOOK AT A PARTIAL RESTORATION OF SERVICE FOR THE FALL SEMESTER.

THOSE INFLUENCES, INCLUDING WHAT THE UNIVERSITY WAS ABOUT TO DO.

UH, THE FACT THAT PEOPLE WERE LOOKING TO RETURN BACK TO, TO, TO WORK AS A RESULT OF, UM, YOU KNOW, TRANSITIONING FROM THE SUMMER OVER TO THE FALL, WE HAD LOOKED AT THE FOLLOWING ITEMS. SO WE DID ADD SOME FREQUENCY AND SELECT ROUTES.

AND THESE WERE ROUTES THAT WE HAD CONSISTENTLY SEEN, UH, OVERCROWDING OR US OVERCROWDING DURING THIS, THIS PARTICULAR PERIOD HAS BEEN WHERE WE EXCEEDED OUR SOCIAL DISTANCING REQUIREMENTS AND, AND THE, UM, OVERSIGHT THAT WE WANTED TO, TO MAINTAIN.

SO WE WERE NOT LOOKING TO REVERT BACK TO, UH, BUSES THAT WE HAD FULL SEAT LOADS AND FULL STANDING LOADS.

WE WERE TRYING TO MAKE SURE THAT WE HAD AT LEAST APPROXIMATELY HALF OF, UH, VEHICLE LOADING STANDARDS IN PLACE.

AND WHENEVER WE EXCEEDED THAT WE INSERTED EXTRA VEHICLES INTO CERTAIN ROUTES, THOSE ROUTES SAW CONSISTENT PATTERNS.

WE IMPLEMENTED ADDITIONAL FREQUENCY.

SO YOU'LL SEE THINGS LIKE ROUTE 300 SPRINGDALE, WHICH ACTUALLY PASSES, UH, THROUGH MOST PARTS OF, OF NORTH CENTRAL, EASTERN, AND SOUTH, UH, CENTRAL AUSTIN, UM, THAT WENT NOW TO OPERATE EVERY 10 MINUTES ON WEEKDAYS AND PREVIOUSLY IT WAS EVERY 15 MINUTES AND THAT HELPS US TO HELP DISTRIBUTE PASSENGERS.

UH, THROUGHOUT THE LINE.

WE ALSO WENT TO AN INCREASE IN THE SERVICE SPANS ON WEEKDAYS AND SATURDAYS AT THE ONSET OF COVID, AS YOU RECALL, OUR SERVICE LEVELS WERE CONSISTENTLY AT A SUNDAY SPAN OF SERVICE.

UM, WE FELT THAT IT WAS APPROPRIATE, UH, IN THE FALL WITH THE PARTIAL REOPENING OF, OF THE STATE AND PARTIAL REOPENING OF BUSINESSES THAT WE NEEDED TO REVERT BACK TO OUR SPANS THAT WE, THAT WE OFFERED PRIOR TO COVID.

AND THAT WAS TO RESTORE WEEKDAY AND SATURDAY SPANS THE SERVICE.

AS I MENTIONED, WE RESUMED SCHOOL SERVICES, UH, AT THE ONSET OF COVID.

WE SUSPENDED IMMEDIATELY UT SHUTTLES, UM, OR UT, UH, SERVICE ROUTES, UH, IN THE MID MARCH, RIGHT AFTER THE, UH, SPRING BREAK PERIOD, OR RIGHT PRIOR TO SPRING BREAK PERIOD.

AND WE DID NOT RESTORE ANY SERVICE UNTIL WE GOT BACK TOWARDS FALLS.

SO WE DO HAVE, UH, LEVELS OF SERVICE AND, UH, ON THE UT SERVICE ROUTES, THEY ARE NOT AT THE LEVELS THAT WE HAD PRIOR TO COVID, BUT THEY ARE THERE, UM, HAVE SOME CONSISTENT, UH, FREQUENCIES AND SPANS OF SERVICES THAT MEET THE NEEDS THAT THE UNIVERSITY ASKED FOR US TO LOOK AT.

THERE ARE SOME PARCEL OF SCHOOL TRIPS THERE IN SERVICE.

UH, WE ADJUSTED OUR RUNNING TIMES.

THOSE ARE THE, THE, THE TIMES THAT ARE ALLOCATED TO OUR ROUTES TO COMPENSATE FOR PASSENGER LOADS AND FOR TRAFFIC PATTERNS.

BUT WHEN YOU WERE GOING TO HAVE DIFFERENT SET OF PATTERNS, THIS COMING FALL IS COMPARED TO WHAT WE WERE NORMALLY SEEN.

SO WE WANTED TO MAKE SURE THAT WE MADE THOSE ADJUSTMENTS TO ACCOMMODATE THAT.

AND THEN WE CONTINUED, UH, IN THE FALL AND WHERE WE ARE RIGHT NOW WITH, UH, REDUCED SERVICE LEVELS ON METRO RAIL, METRO EXPRESS, A METRO FLYER.

NEXT SLIDE, PLEASE.

SO AS AN OVERVIEW AND WHAT WE'RE DOING COMING FORWARD WITH JANUARY SERVICE CHANGE, WHICH WAS CALLED SPRING SERVICE CHANGES, WE WERE MAKING JUST VERY, VERY MINOR ADJUSTMENTS TO THE SERVICE.

SO CONSISTENT WITH KEEPING WITH TRACK, WITH WHAT WE'RE DOING RIGHT NOW, WE'RE MAKING MINOR ADJUSTMENTS TO RUNNING TIMES.

AS I MENTIONED, WE HAD MADE SOME ACCOMMODATIONS ALREADY FOR THE FALL TO COMPENSATE, BUT THERE ARE SOME MINOR TWEAKS THAT NEED TO HAPPEN.

AS WE'VE SEEN, UH, OUR OPERATIONS NOW IN PLACE, WE WILL CONTINUE WITH OUR REDUCED SERVICE LEVELS ON EXPRESS AND FLYERS.

WE'RE NOT CHANGING THE LEVELS TO WHERE WE ARE, UH, WHEN MEASURED AGAINST THE, UH, THE OPERATIONS OF TODAY, WE ARE MAKING SOME MINOR ADJUSTMENTS TO METRO RAIL AND THAT'S DUE TO THE OPENING OF DOWNTOWN STATIONS.

SO WE DO NEED TO ACCOMMODATE, UH, THE NEW OPENING IN DOWNTOWN STATION.

AND THEN YOU RUN TIMES THAT HAVE BEEN, UH, PUT IN PLACE AS A RESULT OF POSITIVE TRAIN CONTROL.

WE WILL ALSO MAINTAIN THE HIGHER FREQUENCY ON SELECT ROUTES.

THOSE ROUTES THAT WE, UH,

[00:40:01]

PUT IN PLACE, SOME MORE VEHICLES THIS PAST FALL WE'LL CONTINUE ON IN THE SPRING SAMPLE.

THAT WOULD BE THE ONE THAT I MENTIONED RIGHT NOW IS ROUTE 300 SPRINGDALE.

WE'LL CONTINUE TO SERVICE.

WE WILL ALSO MAINTAIN OUR CURRENT DAILY SERVICE, UH, SPANS OF SERVICE.

WEEKDAYS WILL STAY CONSISTENT AS WE DO RIGHT NOW WITH EARLY MORNING, TILL EVENING OPERATIONS AND INSANE FOR SATURDAYS AND SUNDAYS, WE WILL MAKE VERY, VERY MINOR ADJUSTMENTS TO SCHOOL SERVICES JUST BECAUSE WE KNOW WHAT'S GOING ON.

FOR INSTANCE, WITH THE UT, UH, SERVICE ROUTES.

WE KNOW THAT A FEW ROUTES, UH, IN THE FALL, WE HAD PREPARED, UH, TO HAVE SOME, UH, SOME, SOME MAYBE ENHANCED FREQUENCIES THAN SOME OF THE OTHER ROUTES, UH, ON THE UC SERVICE ROUTES.

THAT'S BECAUSE WE HAD SEEN, AND WE KNEW, UH, OF WHAT STUDENT HOUSING PATTERNS WERE LIKE, THE STUDENTS HAVEN'T RETURNED BACK AND FORTH FORCES THAT WE HAD BELIEVED.

SO WE'RE MAKING ADJUSTMENTS TO REDUCE SOME OF THOSE, THOSE PARCELS THERE AND SAVE SOME RESOURCES.

AND FINALLY, WE HAVE TWO NEW FACILITIES, BELIEVE IT OR NOT, THEY WILL BE COMING ONLINE AND I'LL SHARE SOME PHOTOS WITH YOU.

ONE IS ACC RIVERSIDE, WHICH IS DOWN, UH, JUST SOUTH OF OUR, UH, MAIN OFFICE HERE AND THEN EAST SIDE BUS PLAZA, WHICH IS JUST EAST OF OUR MAIN OFFICE IN THIS AREA.

NEXT SLIDE PLEASE.

SO EAST SIDE BUS PLAZA, THIS IS A MULTI GOVERNMENTAL, UH, PARTNERSHIP.

UH, IT'S BEING LED BY OUR SISTER AGENCY CAPITOL AREA, RURAL TRANSIT, UH, SERVICES, UH, KNOWN AS CARTS, UH, DAVE MARSH, WHO MAY BE MOST OF YOU OR SOME OF YOU HAVE MET BEFORE.

AND THAT HAS COME BEFORE OUR BOARD.

UH, HE AND HIS STAFF ARE LEADING, UH, THE MAIN DESIGN AND DEVELOPMENT OF THIS AREA.

AND IT'S A PARTNERSHIP IN THAT CAPITAL.

METRO IS CONTRIBUTING FUNDING AND TECHNICAL ASSISTANCE TO HELP IN THE DESIGN AND DEVELOPMENT OF THIS FACILITY.

UH, THE TEXAS DEPARTMENT OF TRANSPORTATION PROVIDED THE PARCEL IN WHICH, UH, THIS DEVELOPMENT IS BEING DONE.

AND THIS IS AT THE, AT THE CONFLUENCE OF WHERE EAST CESAR CHAVEZ AND EAST FIFTH STREET CONVERGED JUST EAST OF OUR MAIN GARAGE.

UH, AND IT'S BOUNDED BY SHADY LANE, UH, EAST FIFTH AND CESAR CHAVEZ.

SO IT'S, UH, IT'S AN INTERESTING PARCEL IN THAT IT'S A TRIANGULAR AREA FOR MANY, MANY YEARS.

IT WAS JUST A GRASS AREA.

AND IF YOU DID SOME RESEARCH FROM, FROM EVEN DECADES BEFORE IT WAS ACTUALLY, UH, SET ASIDE SO THAT IT COULD BE A, UM, YOU KNOW, WHEN YOU WERE DRIVING INTO A CITY, YOU'D HAVE A PULL-OFF AREA.

SO THAT IT'D BE ALMOST LIKE A SEMI REST AREA.

SO THIS WAS BACK IN THE DAYS WHEN THAT WAS THE KIND OF, UH, DESIGN WORK AND, AND CONSIDERATIONS OF TEXTILE WOULD HAVE DONE.

CITY OF AUSTIN IS ALSO A MAJOR PARTNER WITH US.

THEY W THEY WILL BE INSTALLING A TRAFFIC SIGNAL AT THE INTERSECTION OF SHADY LANE AND CAESAR CHAVEZ, WHICH WILL HELP WITH OPERATIONS IN THAT AREA.

AND THAT WOULD ALSO BE MAKING SOME PEDESTRIAN IMPROVEMENTS IN THAT AREA.

AND IN THE CENTRAL TEXAS REGIONAL MOBILITY AUTHORITY IS ALSO A PARTNER IN THAT.

THEY'RE MAKING SURE THAT THE WORK THAT'S BEING DONE RIGHT NOW ON, ON, UH, U S ONE 83, JUST EAST OF THIS LOCATION, TRANSITIONS PERFECTLY INTO THIS FACILITY.

IT IS A MULTI-MODAL FACILITY.

UH, CARTS WILL HAVE THEIR SERVICES, UH, HUBBING IN THIS AREA.

WE WILL AS WELL.

WE WILL HAVE THREE ROUTES THAT WILL ENTER INTO THE FACILITY.

CURRENTLY.

THOSE THREE ROUTES ROUTES FOR, UH, EAST SEVENTH, WHICH IS A FREQUENT ROUTE, ROUTE 17, CESAR CHAVEZ, ALSO A FREQUENT ROUTE AND ROUTE TWO 17 MONTOPOLIS, A FREQUENT ROUTE, CURRENTLY HUB JUST OUTSIDE OF THE FACILITY ON STREET.

SO WE, AS SOON AS THIS FACILITY IS OPEN, UH, WE WILL TRANSITION INSIDE THIS FACILITY.

WE WILL ALSO INCORPORATE, UH, OUR PICKUP SERVICES AND OUR NEW METRO BIKE SERVICES INTO THAT, THAT DESIGN.

AND I GUESS I SHOULD'VE TOLD YOU AT THE VERY BEGINNING, WHAT IS THIS FACILITY? IT'S A DEDICATED FACILITY TO, TO OUR OPERATIONS, WITH DEDICATED BUS BAYS, WAITING PASSENGER WAITING FACILITY, AREA, UH, RESTROOMS, UH, FOR STAFF AND FOR, UH, CUSTOMERS DURING THE COURSE OF THE BUSINESS WEEK, SUCH AS WEEKDAYS CARTS STAFF WILL BE OCCUPYING AND, AND, AND KIND OF OVERSEEING THE FACILITY AND THEY WILL ALLOW, UM, PASSENGER USE OF, OF THOSE RESTROOMS, YOU KNOW, AT OTHER TIMES OF THE DAY.

AND WHEN THERE IS NOT A STAFF AVAILABILITY, THOSE WILL BE JUST LIMITED TO JUST, UM, BUS OPERATORS.

I MENTIONED ABOUT THE NEW TRAFFIC SIGNAL, THAT'S GOING UP AT SHADE LANES.

SO THAT'S A GOOD IMPROVEMENT IN TERMS OF BEING ABLE TO GET TO, AND FROM THAT FACILITY.

SO WE'RE LOOKING FORWARD, UH, TO FACILITY, UH, BEING OPEN.

OUR GOAL IS TO HAVE IT OPEN IN TIME FOR JANUARY SERVICE CHANGES.

THERE'S STILL SOME WORK TO BE DONE.

THERE'S STILL A LOT OF COORDINATION THAT IS GOING ON RIGHT NOW WITH OTHER ENTITIES, SUCH AS AUSTIN ENERGY, TO MAKE SURE THAT WE'RE WE'RE PRIMED AND READY TO GO.

NEXT SLIDE, PLEASE.

ROBERTO, CAN I, I'M SORRY, CAN WE GO THERE? WOULD YOU MIND SPINNING JUST A MINUTE AND SHOW US, UH, ON THE PICTURE, HOW EXACTLY THINGS ARE GOING TO WORK WHAT'S WHAT AND HOW THOSE ARE GOING TO WORK? SURE.

UM, DO YOU SEE A CURSOR OR NOT? PROBABLY NOT.

IT IS NOT SHARED.

[00:45:02]

SO UNFORTUNATELY, UH, WHEN I PUT THE IMAGE IN HERE, IT IS ROTATED.

SO THE STREET TO YOUR LEFT, IT GOES FROM BOTTOM LEFT CORNER OF YOUR SCREEN UP TO THE TOP MIDDLE THAT IS ACTUALLY EAST CESAR CHAVEZ.

AND THIS WOULD BE TRAVELING FROM BOTTOM LEFT CORNER UP TOWARDS THE MIDDLE, TOP SCREEN, TOWARDS DOWNTOWN.

AND THEN ON THE BOTTOM LEFT HAND SIDE, THERE'S ANOTHER STREET, UH, TRAVELING KIND OF, UM, RIGHT.

AND THEN, AND THEN HIGH UP THAT'S EAST FIFTH STREET, AND THAT'S ALSO HEADING TOWARDS DOWNTOWN, BUT ALSO BYPASSES OUR CAPITOL METRO FACILITY.

SO THAT, AND THEN TOWARDS THE, TOWARDS THE RIGHT HAND SIDE OF THE SCREEN, THERE'S A KIND OF AN EAST WEST STREET THAT'S SHADY LANE.

SO THIS, THIS PARCEL IS A TRIANGULAR PARCEL IT'S BOUNDED BY THOSE THREE STREETS IN THE MIDDLE OF THAT CIRCULAR, UM, STRUCTURE THERE WITH THE WHITE TOP, THAT IS THE, THE WAITING FACILITY, AND THAT IS THE INDOOR FACILITY.

SO THEY WILL HAVE SOME TICKET VENDING.

UH, THERE'LL BE IN THERE AS I MENTIONED, THE PAST, UH, RESTROOMS THAT ARE AVAILABLE FOR, FOR CUSTOMERS AS WELL AS, UH, FOR OPERATORS.

AND THEN AROUND THAT FACILITY, UH, THERE SEEMS TO BE AN INTERNAL NOT SEEN AS TO BE THERE IS AN INTERNAL DRIVEWAY INSIDE THAT DRIVEWAY IS WHERE WE WILL HAVE A BUS BAYS DEDICATED TO BOTH CAPITAL METRO AND CARTS, UH, UM, VEHICLES.

AND THEN AS A CIRCLE INSIDE OF THIS FACILITY, THERE WILL BE TWO OUTLETS ON THE CESAR CHAVEZ.

ONE OF THEM IS FOR OUR VEHICLES.

THE OTHER ONE IS FOR CARTS VEHICLES.

IT WOULD BE A SMALL PARKING LOT, UH, INSIDE OF THE FACILITY AS WELL TO, TO ALLOW SOME FOLKS TO DO SOME MINOR PARK AND RIDE.

AND THAT AREA, OUR METRO ACCESS VEHICLES WILL BE ABLE TO SERVE THAT AREA PICKUP.

WE'LL ALSO BE ABLE TO SERVE THAT AREA.

UM, BUT THAT IS, UM, KIND OF WHERE WE STAND RIGHT NOW WITH THE, SO THIS, THIS PARTICULAR AERIAL VIEW WAS TAKEN ABOUT TWO, THREE WEEKS AGO, UH, FOR THE FACILITY.

THANK YOU.

NEXT SLIDE, PLEASE.

THE NEXT ONE AND FINAL ITEM IS, UM, ACC RIVERSIDE.

FOR THOSE OF YOU THAT ARE FAMILIAR, THIS IS THE CAMPUS THAT IS LOCATED JUST SOUTH OF THE RIVER, UH, NEAR THE, ON TOP OF THIS NEIGHBORHOOD.

UH, SO FOR MANY YEARS WE'VE BEEN COORDINATING WITH, UH, ACC ADMINISTRATION ON THEIR FACILITIES MASTER PLANS, AND IT HAD BEEN DESIRED FOR MANY YEARS THAT WE HAD THAT WE WOULD LOOK AT A POSSIBILITY OF RELOCATING OUR ONSITE STOP OVER TO ADJACENT AND ON-STREET.

AND PART OF THE REASONS FOR THAT WAS THE CONTINUING CONFLICTS WITH THE NUMBER OF VEHICLES THAT WE OPERATE IN THERE AND, YOU KNOW, AUTOMOBILE, TRAFFIC, PEDESTRIAN TRAFFIC, UH, ONCE WE INSTITUTED CAT REMAP, WE BROUGHT A LOT MORE FREQUENCY ONTO THIS CAMPUS.

SO IT IS A PRETTY MAJOR HUB FOR US IN TERMS OF TRANSFER ACTIVITY AND BUS ACTIVITY.

UM, WE ALSO SIT IN THAT FACILITY FOR A WHILE.

SO THERE'S JUST LIMITED AMOUNT OF SPACE FOR US TO BE ABLE TO DO WHAT WE NEED TO DO.

CONSEQUENTLY, WE'VE BEEN WORKING WITH THEM AND WE ARE, UH, ALREADY WORKING IN AND HAVE DESIGNED AND BUILT AN ON-STREET, UM, UH, FACILITY IN THAT AREA.

IT WILL BE LOCATED JUST ADJACENT TO THE CAMPUS ON THE WESTERN SIDE OF GROVE BOULEVARD.

IT WILL STILL ALLOW US TO HOUSE AND, AND HUB ARE OUR FOUR MAJOR ROUTES THAT OPERATE IN THAT AREA.

AND I HAVE THEM LISTED IN THAT AREA, BUT WE'LL BE ABLE TO ADD MORE PASSENGER AMENITIES IN TONIGHT AIR, AND YOU WERE PASSENGER AMENITIES, LARGEST SHELTERS, UH, SECURITY, AND, UM, CAMERAS AND LIGHTING.

UM, AND THEN, UH, THAT STAGING AREA WILL ALLOW US TO, TO NOT CONFLICT WITH, WITH TRAFFIC AND NOT CONFLICT WITH PEDESTRIANS AS WE KIND OF DO RIGHT NOW.

SO IT GIVES US A CHANCE TO KIND OF DO SOME OF THE THINGS THAT WE'VE BEEN WANTING TO DO FOR A WHILE, AND, BUT STILL KEEPS US CLOSE.

AND, AND BY ACC RIVERSIDE, AS I SAID, IT'S BEEN A GOOD PARTNERSHIP WITH THEM AS WE WORK.

UM, CLOSELY CITY OF AUSTIN HAS BEEN AN EXCELLENT PARTNER IN WORKING WITH US ON THIS, THE DESIGNS AND HOW WE WOULD TRANSITION OUR SERVICES HERE WAS THAT I WOULD BE HAPPY TO HAND IT OVER BACK TO SHARMILA AND EITHER ANSWER SOME QUESTIONS NOW OR WAIT UNTIL SHE FINISHES WITH THE LAST FEW SLIDES.

THANKS, ROBERTO.

THANKS, ROBERTO.

UM, SO JUST IN THE NEXT SLIDE, ED, UM, JUST, UH, GIVING AGAIN, UM, IF YOU'VE SEEN THE PREVIEW AND THIS IS THE CARE DASHBOARD, I JUST WANTED TO SPEND JUST A QUICK MINUTE ON THAT AND TALK ABOUT HOW WE ARE MONITORING, UH, COLVIN, UH, RIDERSHIP AND THE S SLOW UP AND DOWN ANY CHANGES AND HOW THAT INFORMS OUR RIDERSHIP, UM, ANALYSIS PROCESS AND ALL OF THESE ARE AVAILABLE.

IT'S AVAILABLE ON OUR WEBSITE.

UM, AND I, UH, TO ME THAT SPEAKS TO COMPLETE TRANSPARENCY ON WHERE WE ARE, HOW WE ARE MONITORING THE PROCESS,

[00:50:01]

HOW, WHERE WE ARE PUTTING OUR RESOURCES AND, AND, UM, MOST OF THE TIMES THAT IS THE, ANY ADDITIONAL RESOURCES ARE GOING TO, UM, SUPPORT SOCIAL DISTANCING, AVOID ANY POTENTIAL OVERCROWDING AND, UM, KIND OF MAKING IMPROVEMENTS WHERE, UH, FOR THE TRANSFER AREAS AND OTHER OTHER PLACES WHERE ALREADY THERE'S EXISTING RIDERSHIP AND WE'RE SHOWING, UM, INCREASES IN, IN THOSE.

SO, AS YOU CAN TELL FROM ROBERTO'S PRESENTATION, WE WERE VERY EXCITED ABOUT LIZ AND VALLEY SUPERSTOP ACC RIVER SIDE AND EAST SIDE BUS PLAZA WITH CARDS AND ALL OF THESE IMPROVEMENTS COMING TOGETHER, HOW THAT'S CHANGING OUR RIDERSHIP AND HOW WE'RE ACCOMMODATING THAT IN OUR JANUARY SERVICE CHANGE.

UM, THE NEXT SLIDE I ADD, I TOUCH UPON A LITTLE BIT ABOUT HOW WE ARE STILL CONTINUING TO EVALUATE OUR RESULTS AND ADAPT AS WE GO ALONG IN THIS RATHER TOUGH PROCESS.

WE ARE REMAINING, UM, VERY VIGILANT AND KIND OF, UH, WE'RE.

WE ARE MONITORING OUR FINANCIAL SITUATION CLOSELY AS YOU'VE BEEN GETTING CONSISTENT UPDATE FROM OUR CFO, RHINO MANOA, AND, UM, SOME OF OUR CUSTOMER TECHNOLOGY UPDATES THAT WE MOVED KIND OF, UH, WE MOVED ALONG IN THIS PROCESS ARE, ARE ESSENTIALLY DUE TO OUR COMMITMENT TO SAFETY, AS WELL AS PUTTING OUR RESOURCES WISELY AND EQUITABLY IN THIS, UM, IN THIS PHASE, WE HAVE PRESENTED THE DRAFT PLAN, UM, AS YOU HAVE SEEN TO YOU, UM, AT THE JUNE BOARD, AND WE'VE BEEN PROVIDING MONTHLY UPDATES SINCE, AND I THINK WE'RE GOING TO BE COMING BACK WHEN THERE ARE SIGNIFICANT UPDATES TO SHARE LIKE THAT.

UM, AS I DID ON TODAY'S PRESENTATION WITH THAT, I'M GOING TO WRAP UP THE PRESENTATION AND OPEN UP TO ANY QUESTIONS YOU MAY HAVE FOR ROBERTA VAREK.

THANK YOU, ROBERTO.

UH, FIRST OF ALL, I'D LIKE TO SAY THAT I INVITED WAS AN EXCELLENT LAYOUT, UH, AND I THOUGHT I DID A REAL GOOD JOB OF LAYING OUT HOW WE WERE INCORPORATING, UH, WHAT'S GOING ON WITH OUR UT STUDENTS WHAT'S GOING ON WITH, WITH OUR ACC STUDENTS AND, AND HOW WE ARE BRINGING IN EAST SIDE AND ACC RIVERSIDE.

BUT I THOUGHT THAT WAS, UM, EXCELLENT.

UM, WHAT, UH, WHAT I WANTED TO DO IS MAKE SURE THAT WE BUILD UPON SOME OF THE PRESENTATIONS THAT WERE MADE, UM, A FEW WEEKS AGO, THAT ADDRESS, UM, NOT ON THAT ADDRESS, KIND OF THE NORTHEAST CORRIDOR AS WELL.

UH, THE TECHNO CENTER CORRIDOR, THE EXPO CENTER CORRIDOR, AND, AND WHAT IS BECOMING THE TESLA CORRIDOR, BECAUSE WE'RE TALKING ABOUT A LOT OF STUDENTS WHO LIVE IN THAT NORTH EASTERN QUADRANT, BUT COME BACK TO ACC, UH, WHETHER, WHETHER, UH, WHETHER THAT IS, UM, UH, WELL, ANY NUMBER OF THE ACC CAMPUSES.

AND I JUST WANT TO MAKE SURE, UH, THAT PEOPLE ARE AWARE THAT IN ADDITION TO THE PLANS, UM, IN ADDITION TO THESE PLANS, THERE HAVE BEEN OTHER PLANS UNDER DISCUSSION, AND I DON'T KNOW THAT THE PUBLIC IS FULLY AWARE OF THOSE.

SO I JUST WANT TO MAKE SURE THAT WE BRING THOSE ALONG TO, UH, TO, TO SHOW THE BALANCE AND THE EQUITY THAT WE ARE, THAT WE ARE WORKING TO BUILD INTO THE SYSTEM FORMULA.

ARE YOU THERE? YES, I AM.

I JUST TOOK MYSELF OFF CAMERA, SO, UM, ALL OF YOU COULD BE VISIBLE.

UM, SO THANK YOU, UH, COMMISSIONER TREVELYAN FOR YOUR COMMENTS.

AND ACTUALLY WE ARE VERY COMMITTED TO, UM, INCORPORATING ANY SUGGESTIONS TO COMMUNICATE THAT BETTER.

UM, I THINK WE ARE DOING, UM, WE'RE PUTTING OUR, UH, OUR PR OUR PRIORITIES ON EQUITY AND TO KIND OF BRING BETTER BALANCE IF WE NEED TO COMMUNICATE THAT BETTER.

AND HOW DO WE DO THAT? WE ARE ALWAYS WELCOME.

UH, WE WILL ALWAYS WELCOME ANY SUGGESTIONS FROM YOU ON THAT.

I, I APPRECIATE THAT.

AND, AND YOU ALL HAVE DONE A MAGNIFICENT JOB HERE, AND THE PRESENTATION THAT I SAT THROUGH THAT TALKED ABOUT, UH, WHAT WAS GOING ON IN THE TECHNICAL CENTER AREAS AND THE, AND THE EXPO AND THE DELCO CENTER AREAS, UH, WERE OUTSTANDING AS WELL.

BUT AS, AS YOU SAW EARLIER IN OUR PRESENTATION, UH, WE, UH, WE WERE CRITICIZED BECAUSE THE PUBLIC ISN'T AS AWARE OF THOSE THINGS AS WE ARE.

SO I JUST WANT TO MAKE SURE THAT, THAT, UH, THE, THE DISCUSSION ABOUT EQUITY HAPPENS IN THE PUBLIC, UH, THAT, UH, FOLKS HAVE AN OPPORTUNITY TO SEE THE THINGS THAT, THAT, UH, THAT WE HAVE, WE HAVE SEEN, UH, SO THAT WE CAN HAVE THE, THE, UH, THE TYPE OF, OF, UM, OF PUBLIC INFORMATION AND PUBLIC COMMITMENT TO, UM, YOU KNOW, THE, THE, UH, THE GOALS OF THE OPERATION.

SO THOSE THINGS WERE ON THE DRAWING BOARD THEY'VE BEEN DISCUSSED.

[00:55:01]

I JUST WANT TO MAKE SURE, UH, THAT, THAT YOU ALL ARE NOT BEING CRITICIZED WHEN YOU ARE ACTUALLY PLANNING TO EXPAND OPERATIONAL OPPORTUNITIES AROUND, AROUND THE REGION.

THANK YOU SURE.

IF IT ALL RIGHT, I'LL JUST, I'LL JUST ADD A COMMENT TO THAT, IF THAT, IF THAT'S OKAY, PLEASE.

YEAH.

UH, THANK YOU.

SO A BOARD MEMBER TRIPPING A GREAT COMMENT.

UH, THE STAFF IS WORKING TOWARDS BRINGING A GOOD EXAMPLE WOULD BE SOME DRAFT PICKUP STANDARDS TO THE BOARD AS EARLY, AS DIZZY, AS DECEMBER, LOOKING FORWARD TO ENGAGING YOU ALL ON THAT.

THOSE THINGS ARE ABOUT, UH, NOT ONLY THE POTENTIAL NEW ZONES THAT WE'VE TALKED ABOUT IN PROJECT CONNECT, BUT THE CURRENT ZONES WE HAVE, WE OBVIOUSLY HAVE TO HAVE STANDARDS AND PERFORMANCE METRICS.

THOSE THINGS DETERMINE, YOU KNOW, HOURS OF SERVICE, DAYS OF WEEK, ET CETERA.

SO, UH, THE STAFF IS WORKING HARD TO BRING SOMETHING FORWARD AS EARLY AS DECEMBER BOARD MEETING ON THAT.

AND WE'LL BE ENGAGING YOU ALL ON THAT SECONDARILY, UH, AND THEN, AND THEN THAT'D BE THE START OF THE COMMUNITY ENGAGEMENT PROCESS ON MAT, UH, AND THEN TONS MORE IN JANUARY SECONDARILY, THE COMMUNITY ENGAGEMENT PROCESS WILL KICK UP IN EARNEST IN JANUARY ON THE METRO, UH, RAPID EXPO LINE AND PLEASANT VALLEY LINES THAT ARE GOING THROUGH THE FDA PROCESS RIGHT NOW, AS WE WORKED THROUGH DESIGN, UH, AND NEPA PROCESS WITH COMMUNITY.

AND THEN I KNOW YOU'RE VERY INTERESTED IN, UH, SPECIFICALLY A COUPLE OF ROUTES THAT THE COUNTY IS A PARTNER WITH AND LOOKING TOWARDS HOW THEY MIGHT BE.

MAYBE, MAYBE THEY'RE BETTER WITH PICKUP, BETTER, DIFFERENT ROUTE PLANNING, ET CETERA.

AND THE STAFF WILL, UH, BE, IS, HAS SOME THOUGHTS ON THAT.

AND WE WANT TO TALK TO YOU AND OTHERS, AND OBVIOUSLY HAVE A BIG COMMUNITY CONVERSATION WITH THAT AS WELL.

SO I APPRECIATE YOU BRINGING THOSE IDEAS OR TOPICS UP, AND, UH, DEFINITELY, UH, WE'LL HAVE, UH, A ENORMOUS AMOUNT OF COMMUNITY ENGAGEMENT.

UH, I'M TRYING TO GIVE THE TEAM A SMALL, UH, TAKE, TAKE A DEEP BREATH AFTER A WHAT HAPPENED TWO WEEKS AGO, BUT I THINK EVERYONE IS AWARE OF THE VOLUME OF COMMUNITY ENGAGEMENT COMING UP IS PRETTY INTENSE.

AND, UH, WE, YOU KNOW, AT THE END OF THE DAY, THESE SYSTEMS ARE FOR THE COMMUNITY AND, UH, WE, WE JUST HAVE TO, UH, MOVE THROUGH THE PROCESS TO MAKE IT FAIR AND OPEN AND TRANSPARENT FOR EVERYONE TO PARTICIPATE.

SO THANK YOU.

WELL, I APPRECIATE THAT.

AND I ABSOLUTELY AGREE.

IT'S ONLY, UH, IT'S ONLY MY CONCERN AND ENTRUST, UH, THAT, THAT, UM, THAT THE OPERATION I'D BE CRITICIZED FOR THINGS THAT IT IS ACTIVELY WORKING ON.

AND, UH, AND I KNOW WHEN WE'RE ACTIVELY WORKING ON IT, THAT DOESN'T MEAN THAT WE'RE A HUNDRED PERCENT THERE.

UH, BUT THE COMMUNITY NEEDS TO KNOW THAT THOSE ARE ISSUES THAT ARE ACTIVELY, UM, BEING WORKED ON.

AND, AND I THINK THAT THE, UH, THE COMMUNITY HAS SEEN A LOT OF THE WORK THAT HAS BEEN DONE.

AND, AND I THINK THE, UH, THE COMMUNITY HAS DEVELOPED A CERTAIN AMOUNT OF TRUST, AND WE WANT TO MAINTAIN THAT TRUST BY LETTING THEM SEE US, UH, WORK IN THE PUBLIC.

SO I THINK THAT YOU ALL HAVE DONE AN OUTSTANDING JOB.

UH, LIKE I SAID, I JUST WANT TO MAKE SURE THAT THE PEOPLE ARE AWARE THAT THERE ARE OTHER THINGS THAT ARE ON THE BOARD THAT, THAT FURTHER DEFINE EQUITY AND, AND THE PUBLIC SHOULD KNOW ABOUT THAT.

THANK YOU, COMMISSIONER MEMBER STRATTON.

UH, THANK YOU, MR. CHAIRMAN, UH, SHARMILA.

UM, CAN YOU PLEASE, UH, ELABORATE FOR US? WHERE CAN WE FIND THE CARE DASH? UM, I CAN EITHER WALK YOU THROUGH NOW IT'S ON OUR WEBSITE, UM, OR I CAN SEND YOU A LINK, UM, AFTER THE MEETING, IF THAT'S EASIER.

WELL, SPECIFICALLY, I JUST WANTED YOU PUBLICLY IN THE MEETING TO TELL FOLKS WHERE THE GENERAL PUBLIC CAN GO TO FIND THIS INCREDIBLE DATA THAT YOU GUYS HAVE SPENT AN AWFUL LOT OF TIME PREPARING AS PART OF CAP.

METRO'S COMMITMENT TO TRANSPARENCY GOING THERE NOW, UH, I'LL GIVE YOU A, I'LL GIVE A LITTLE HELP BECAUSE I, I DID A LITTLE BIT OF, OF LOOKING AT THIS EARLIER.

AT LEAST I THINK IT'S OUR IT'S, ISN'T IT WHERE ALL OF OUR STUFF IS CAT METRO.ORG FORWARD SLASH FAST FACTS.

UM, ACTUALLY IT'S CAP METRO.ORG, A FORD SLASH CARE DASH DASHBOARD.

SO I'M ALSO GOING TO TAKE THE LINK AND PASTE IT IN OUR, UM, SO AGAIN, IT'S CAP METRO.ORG FORWARD SLASH CARE DASH DASHBOARD CARE DASH DASHBOARD.

OKAY.

I JUST, I WANTED THAT.

I WANTED THAT TO BE ON RECORD BECAUSE THIS AGENCY HAS AN UNBELIEVABLE COMMITMENT TO TRANSPARENCY.

I WITH IN MY 27

[01:00:01]

YEARS WORKING IN AND AROUND PUBLIC POLICY AND GOVERNMENT AND POLICY, I HAVE, I CAN HONESTLY SAY I HAVE NOT SEEN A GREATER LEVEL OF COMMITMENT BY ANY GOVERNMENTAL AGENCY TO TRANSPARENCY AND DATA DRIVEN.

DECISION-MAKING.

I SAID THAT WHEN I FIRST CAME ON BOARD THE BOARD, I WAS BLOWN AWAY BY THIS AND, AND SHARMILA YOU AND YOUR TEAM, YOU, YOU, YOU TOOK THE BALL AND YOU RAN WITH IT, AND I AM EXTREMELY PLEASED WITH WHAT YOU'VE GOT HERE, BECAUSE, UM, THERE'S A LOT GOING ON WITH COVID CLEARLY, AND NUMBERS ARE DIFFERENT.

YOU KNOW, YOU, YOU CAN GO, YOU CAN GO AND LOOK AT NUMBERS FOR WILLIAMSON COUNTY, WHERE I LIVE.

YOU CAN GO THROUGH THEIR, THEIR DASHBOARDS THROUGH WILLIAMSON COUNTY, UH, AND CITY'S PUBLIC HEALTH DISTRICT.

YOU CAN LOOK AT IT THROUGH THE AUSTIN, TRAVIS COUNTY, UH, HEALTH DISTRICT.

YOU CAN LOOK AT THE, THE, THE STATE WITH THE DISHES, THE DEPARTMENT OF STATE HEALTH SERVICES, BUT WHAT'S SO WONDERFUL AND UNIQUE ABOUT THIS IS THAT THIS DRILLS DOWN AND HAS A REAL APPLICABILITY TO WHAT IT MEANS TO THIS AGENCY AND SHOWS HOW IN REAL TIME WE PIVOTED AND ADAPTED IN A WAY THAT TOOK TAXPAYER DOLLARS AND, AND ENSURED THAT WE'VE BEEN USING THEM IN AN EFFECTIVE MANNER, AND STILL MADE SURE THAT WE COULD BE PRESENT FOR THE ESSENTIAL WORKERS AND ALL THOSE INDIVIDUALS WHO CONTINUE TO DEPEND UPON CAP METRO UPON PUBLIC TRANSIT EVERY DAY AS OUR PRIMARY VEHICLE, AND STILL ENSURE ALSO THAT WE COULD TAKE ACTION AND DO THINGS IN A WAY THAT ENSURED THE HEALTH AND SAFETY OF OUR COMMUNITY.

AND I CAN'T EMPHASIZE ENOUGH HOW IMPORTANT THIS IS AS, AS THESE FAST, AS, AS, AS THIS INFORMATION IN THIS DASHBOARD.

IF THERE'S ONE THING I COULD, I COULD EMPHASIZE, OR I COULD THROW IN THERE IS IF THERE'S A WAY THAT YOU COULD LINK THIS UP TO THE OTHER FAST FACTS THAT ARE ALREADY THERE ON THE WEBSITE, SO THAT IT IS VERY CLEAR.

IT'S A SECONDARY LINK.

I KNOW THAT RIGHT NOW, WHEN YOU GO TO COAT EVERYTHING, COVID RELATED POPS UP ON OUR WEBSITE, BRIGHTON FLASHING AND CENTER TOP OF THE PAGE PAGE, UM, THAT IF ANYBODY WANTS TO GO GET INFORMATION ABOUT ANYTHING RELATED TO OUR BUDGET, TO OUR EFFICIENCY, TO OUR RIDERSHIP STATISTICS, EVERYTHING IS RIGHT THERE, HAVE THIS ALSO LINKED TO DOWN THERE SO THAT IF THEY WANTED TO DRILL DOWN AND LOOK AT ANY OF THAT, THEY COULD GET TO IT THAT WAY AS WELL.

AND THEN THEY CAN SEE EVERYTHING KIND OF, YOU KNOW, PUT TOGETHER PIECES.

BUT THANK YOU AGAIN, BECAUSE THIS IS, THIS IS AWESOME, AND JUST REALLY APPRECIATE THE AGENCY'S COMMITMENT TO TRANSPARENCY AND DATA-DRIVEN METRICS, UH, AT A TIME WHEN, UM, SO MUCH IS UNCERTAIN.

AND, UH, AND, AND WE'RE LIVING IN UNPRECEDENTED TIMES AND SHOWS OUR COMMITMENT IN RIGHT HERE AND WITH, WITH, WITH NUMBERS AND WITH, WITH MONEY, WITH DOLLARS AS TO WHAT WE'RE DOING TO MAKE A DIFFERENCE AND, AND CONTINUE TO KEEP THINGS RUNNING AND RUNNING.

WELL, THANK YOU.

THANK YOU.

ANY OTHER QUESTIONS FOR CHARMELLA OR ROBERTO? ALL RIGHT.

ALL RIGHT.

WELL, THANK YOU BOTH GREAT REPORT.

UH, IMPRESSIVE.

UH, I'LL JUST JOIN THE COURSE, UH, IMPRESSIVE TO SEE THE WORK GOING ON IN ADDITION TO PROJECT CONNECT.

IN ADDITION TO THE DOWNTOWN STATION, UH, REINVENTING OUR WHOLE SERVICE LEVEL, BASICALLY IN THE LAST SEVERAL MONTHS, UH, AND AS WELL, A COMMITMENT TO, UH, NEW NEW STATIONS OR, OR NEW STOPS NEW STATIONS.

SO VERY IMPRESSIVE BODY OF WORK.

SO THANK YOU, PRESIDENT CLARK, THE FLOOR IS YOURS.

UH, I BELIEVE, UH,

[VI.2. Project Connect Update]

OH, I'M SORRY.

I SHOULD SKIP THAT.

I KNOW.

I TALK A LOT ABOUT PROJECT CONNECT, BUT THEY'VE COACHED.

JUMP IN ON, TAKE ON THAT ONE.

YEAH.

WE'RE NOT GOING TO LET DAVE OFF THAT EASY, RIGHT? BELIEVE IT OR NOT.

THERE'S THINGS TO DO NOW THAT A PROP, A PASS THAT THERE'S SOME PROJECT CONNECT STUFF WE HAVE TO DO.

WAIT, WAIT A MINUTE.

IT'S NOT OVER.

THAT'S NOT THE END PRESENT.

I THINK IT JUST STARTED ANOTHER 10 YEARS.

WE'LL BE ABLE TO TALK ABOUT, YEAH.

GETTING CHECKING THAT BOX BETTER.

NOT BE 10 YEARS.

OKAY.

THIS IS GOING TO BE A DUAL PRESENTATION.

UH, CARRIE IS GOING TO START THE FIRST SLIDE, AND THEN I'M GOING TO PICK IT UP AFTER THAT.

SO ED, IF YOU WOULD PUT IT UP, PLEASE.

THANK YOU, DAVE.

WELL, GOOD AFTERNOON, CHAIR COOPER AT BOARD MEMBERS AND PRESIDENT CLARK WHILE WE ARE WAITING FOR THE PRESENTATION TO GET UP THERE.

I

[01:05:01]

FIRST WANT US TO TAKE A PAUSE AND ALLOW US TO SAY THANK YOU.

AND CONGRATULATIONS.

IT DOES FEEL LIKE IT'S BEEN A LIFETIME SINCE THE ELECTION.

UM, AND, AND YOU ARE ALL RIGHT.

THIS REALLY IS THE STARTING LINE FOR A LONG TIME.

THE ELECTION FELT LIKE THE FINISH LINE, BUT IT'S THE STARTING LINE.

AND WE HAVE ALREADY BEEN WORKING.

WE STARTED RUNNING MONTHS AGO, UM, AND ARE IN FULL SWING WITH PROJECT CONNECT.

I WILL WAIT FOR ED TO GET THE SLIDE UP THERE WHILE WE'RE WAITING ANYBODY.

TELL ME WHAT'S GOING ON WITH THE NEW STATION.

HAVE WE SEEN ANY UPTICK IN RIDERSHIP NOW THAT WE'VE, I'M SORRY, THAT RED LINE STATION DOWNTOWN.

I WOULD, I WOULD SAY CHAIR THAT, UH, NOW THAT WE'VE MET OUR LEVEL OF, YOU KNOW, LEVEL FOUR WITH COVID WE'RE, WE'RE STILL TRYING TO REALLY ENCOURAGE AS LITTLE, LITTLE USE OF THE SYSTEM ONLY ESSENTIAL TRIPS.

SO WHILE THAT'S GOING TO ALLOW US TO OPERATIONALLY MOVE MORE TRAINS AND BRING MORE CAPACITY, UM, I DON'T THINK THERE'S BEEN REALLY MUCH CHANGE AND QUITE FRANKLY, THAT'S PERFECTLY FINE WITH US RIGHT NOW.

WE'RE ALL ABOUT SAFETY.

THANK YOU.

ALL RIGHT.

BACK TO OUR REGULARLY SCHEDULED PRESENTATION.

THANK YOU FOR THE ENTERTAINMENT HERE.

COOPER.

NEXT SLIDE.

PLEASE ADD I'M STRUGGLING.

OKAY.

I ACTUALLY DON'T HAVE TO HAVE THE SLIDE TO START, SO I'LL, I'LL GO AHEAD AND GET STARTED.

I'M GOING TO TALK A LITTLE BIT ABOUT THE AUSTIN TRANSIT PARTNERSHIP BOARD, NEXT STEPS.

AND THEN DAVE IS GOING TO TALK ABOUT PROJECT CONNECT PROGRAM.

NEXT STEPS.

SO IN AUGUST, YOU'LL ALL RECALL THAT THE CAPITAL METRO BOARD AND CITY COUNCIL APPROVED DRAFT ARTICLES OF INCORPORATION AND BYLAWS FOR THE AUSTIN TRANSIT PARTNERSHIP.

NOW IT'S TIME TO ACTUALLY OFFICIALLY CREATE THIS ENTITY.

SO, UM, TO DO THAT, TO OFFICIALLY CREATE THE AUSTIN TRANSIT PARTNERSHIP, THANK YOU, ED.

WE NEED BOARD MEMBERS.

THE FIRST ORDER OF BUSINESS FOR CREATING THIS ENTITY IS TO IDENTIFY BOARD MEMBERS FOR THE AUSTIN TRANSIT PARTNERSHIP FORWARD.

AS YOU ALSO MAY RECALL, THE BOARD HAS FIVE BOARD MEMBERS, ONE MEMBER APPOINTED BY CITY COUNCIL, A CITY COUNCIL MEMBER, ONE CAPITAL METRO BOARD MEMBERS SELECTED BY THE CAPITAL METRO BOARD AND THEN THREE COMMUNITY EXPERTS THAT WILL BE SELECTED AND APPOINTED JOINTLY BY THE CAPITAL METRO BOARD AND THE CITY COUNCIL.

THESE COMMUNITY EXPERTS ARE IN DIFFERENT AREAS OF EXPERTISE.

ONE WITH FINANCIAL EXPERTISE, ONE WITH ENGINEERING AND CONSTRUCTION EXPERTISE, AND ONE EXPERT WITH PLANNING AND SUSTAINABILITY EXPERTISE.

WE ARE CURRENTLY IN THE PROCESS OF SEEKING BOARD MEMBERS FOR THESE COMMUNITY EXPERT POSITIONS.

THE PROCESS IS OPEN AND ANYONE IN THE PUBLIC INTERESTED WHO MEETS ANY ALL OF THE QUALIFICATIONS FOR A COMMUNITY EXPERT CAN SUBMIT THEIR RESUME AND LETTER OF INTEREST TO THE AUSTIN TRANSIT PARTNERSHIP.

ALL OF THE INFORMATION ANYONE NEEDS ON A BOARD MEMBERSHIP IS FOUND@AUSTINTRANSITPARTNERSHIP.ORG.

ARE THERE ANY QUESTIONS ABOUT THE ATP BOARD OR THE NEXT STEPS QUESTIONS? OKAY.

THEN WITH THAT, I'LL TURN IT OVER TO DAVE.

WHO'S GOING TO TALK ABOUT THE NEXT STEPS FOR THE PROGRAM.

OKAY.

THANK YOU.

KAREN CHAIR, COOPER, PRESIDENT CLARK BOARD MEMBERS.

UH, THIS IS THE SAME SLIDE THAT YOU HAVE SEEN, UH, AS WE'VE GONE FORWARD WITH THE PLANNING FOR PROJECT CONNECT.

I, WE HAVE GONE AHEAD AND CONTINUE TO WORK ON BOTH THE ORANGE AND THE BLUE LINE.

UH, WE DIDN'T SLOW DOWN, WE'LL GET MOVING AS WE'VE GONE FORWARD.

UH, SO WE CONTINUE WITH THE PROGRESS AND I'LL GO THROUGH THAT IN DETAIL IN THE NEXT PAGE.

UH, AS WE HAVE GONE FORWARD WITH A RED LINE, UH, BROADMORE HAS BEEN BEFORE YOU, BEFORE WE'RE LOOKING AT HOW TO DO THINGS I CAN GET MOVING WITH THE OTHER STATION AND ALSO DECIDING ON THE GREEN LINE.

IT'S A WAYS OUT AS WE GO AHEAD AND LOOK TO THE FUTURE, TO BE ABLE TO COME UP WITH WHAT THE ENVIRONMENTAL AND THE DESIGN WILL BE.

WHEN WE LOOK AT METRO RAPID, UH, THREE OF THE LINES RIGHT NOW ARE IN THE FIRST PHASE OF THE FEDERAL PROCESS UNDER SMALL STARCH, UH, THE EXPO PLEASANT VALLEY, UH, AND THE EXTENSION OF EIGHT OH THREE TO OAK HILL AND MANCHESTER ARE ALREADY STARTED.

UH, AND WE'LL HAVE THE GREEN LINE BEHIND THE GOAL, EXCUSE ME, THE GOAL LINE BEHIND IT.

UH, METRO EXPRESS PARK AND RIDES, UH, ARE KIND OF WAITING IN THE WINGS RIGHT NOW.

WE HAVEN'T REALLY MOVED ON THAT YET.

METRO BOSTON METRO ACCESS ARE STARTING, UH, AND AS I GUESS FOR THE NEXT FIVE, I'LL GO INTO A LITTLE BIT OF DETAIL, UM, ON THE CUSTOMER TECH SYSTEMS, UH, ANTI-DISPLACEMENT UH, IS SOMETHING THAT IS BEING PUT TOGETHER NOW THAT WE'LL COME BACK FOR APPROVAL IN A FEW MONTHS.

NEXT SLIDE PLEASE.

ONE SECOND, CARRIE.

OKAY.

WE'RE GOOD.

IF THERE'S SOME BACKGROUND NOISE, GO AHEAD.

NEXT SLIDE PLEASE.

UH, THIS GIVES YOU ON A QUARTERLY SNAPSHOT, UH, WHERE WE'RE GOING OVER BASICALLY A LITTLE OVER THE NEXT 12 MONTHS.

SO WE'VE SHOWN HERE EACH ONE OF THE MILESTONES THAT WE'RE LOOKING FORWARD, UH, FOR EACH ONE OF THOSE TIMEFRAMES.

SO WE HAVE A WAY THAT WE KEEP TRACK OF AND MEASURE WHAT OUR PROGRESS IS.

IF I START WITH THE DECEMBER THROUGH JANUARY, UH, WE'VE CONTRACTED WITH BCG, UH, TO HELP US WORK THROUGH THE STRATEGIC PART OF THE PROGRAM.

IT'S A RISK ANALYSIS THAT LOOKS AT WHAT THE ROADMAP WILL BE FOR THE ATP BOARD TYPES OF CONTRACTING AND DIFFERENT ISSUES, SO THAT WE CAN GO AHEAD AND HAVE THAT PATHWAY GOING TO THE FUTURE.

WE'VE ALSO STARTED THE INITIATION AND DEVELOPMENT OF THE ATP COMMUNITY ADVISORY COMMITTEE.

UH, WE HAD A MEETING, UH, LAST WEEK, UH, WITH PECAN, UH, TO GO AHEAD AND THANK THEM FOR EVERYTHING THAT THEY HAD DONE AS WE'VE GONE THROUGH THE PROCESS.

AND NOW WE LOOK FORWARD TO THE ATP COMMUNITY ADVISORY, UH, ON THE BROADMORE STATION, UH, THAT IS A WORK THAT THEY HAVE ABOUT FINISHED ALL OF THE DISCUSSION ON AND LOOKING TO GET READY, UH, TO MOVE FORWARD ON, UH, WE'RE LOOKING ALSO AT THE MCCULLOUGH STATION AND COORDINATING WITH THE STADIUM, UH, SO THAT WE CAN GO AHEAD AND BE READY TO MOVE FORWARD WITH THAT.

ALSO WE'VE LAUNCHED THE FIRST PORTION, UH, OF THE FAIR CAPPING, UH, ON THE NEW SYSTEM.

SO THAT'S SOMETHING THAT WILL BE VERY, VERY HELPFUL, UH, AS WE GO FORWARD WITH OUR CUSTOMERS.

AND WE'RE ALSO LOOKING AT THE APP THAT WE CAN GO AHEAD AND UTILIZE AT RETAIL OUTLETS SPECIFICALLY.

UH, WE'RE GOING ONTO OUR 10TH JOINT MEETING, UH, BETWEEN THE CAP METRO BOARD AND THE CITY COUNCIL THAT WILL BE ON THE 18TH OF DECEMBER.

AND AT THAT POINT IN TIME, WE'LL BE LOOKING FOR APPROVAL OF THE ARTICLES OF INCORPORATION, THE ATP BOARD SELECTION, WHICH IS WHAT, UH, CARRIE REFERRED TO EARLIER, UH, APPROVAL OF THE CAP, METRO ATP, SHITTY ATP SUPPORTING ILS.

UH, AND THEN LASTLY, LOOKING TO THE 20TH OF JANUARY, UH, FOR THE FIRST ATP BOARD MEETING, AS WE MOVE INTO FEBRUARY, UH, IT'S LOOKING AT THE HIRING BY THE ATP BOARD OR THE INDEPENDENT AUDITOR WORKING TOWARDS THE INITIATION AND OUT INTO THE PUBLIC WITH THE COMMUNITY MEETINGS FOR ORANGE BLUE LINE.

[01:15:01]

ALSO THE COMMUNITY MEETINGS FOR THE THREE LINES EXPO PLEASANT VALLEY, UH, AND THE EXTENSION TO OKO AND MAN CHECK OF EIGHT OH THREE, UH, LOOKING AT APPLICATION FOR PICKUP FOR THE PAVEMENT SERVICES, COMMUNITY ENGAGEMENT FOR EXPANSION OF PICKUP ZONES, AND THEN START INTO THE FEDERAL PROCESS FOR THE ORANGE AND BLUE WAS THROUGH SOMETHING CALLED INTENT OF IT, WHICH NOTICE OF INTENT, WHICH BASICALLY SAYS YOU'RE OFFICIALLY STARTING THE ENVIRONMENTAL PROCESS FOR ORANGE AND BLUE SAID SOMETHING, UH, THAT GOES FORWARD.

IT GETS PUT INTO THE REGISTER THAT'LL REGISTER, UH, AND THAT KIND OF KICKS EVERYTHING OFF AS WE GO THROUGH THE NEXT PORTIONS OF THE PROGRAM, UH, JUNE THROUGH SEPTEMBER, UH, IS APPROVAL OF THE ENTITIES PLACEMENT PROGRAM, UH, APPROVAL OF THE TRIPOD, ANY POWERS OF GREAT JOINT POWERS AGREEMENT, UH, CONTINUATION OF THAT OUTREACH THAT WE'LL BE THERE OUT INTO THE MONTHS, UH, FOR THE ORANGE AND THE BLUE LINE FOR THE NEPA PROCESS, UH, WORKING ON CONTINUING DEVELOPMENT OF MORE LOCATIONS FOR THE PICKUP ZONES AND INITIALLY THE WORK THAT WILL BE THERE ON THE RED LINE FOR THE DOUBLE TRACKING, UH, AND LOOKING AS WE GO AHEAD AND GO FORWARD FOR THAT BETWEEN LAKELAND AND LEANDER, SO THAT WE CAN GO AHEAD AND INCREASE THE FREQUENCY, UH, OUT AND INTO THE FUTURE AND TO LOOK AT BEST PRACTICES FOR RAIL.

THIS IS ASSOCIATED REALLY WITH LIGHT RAIL, UH, AND LOOKING FORWARD IN THAT TIMEFRAME, UH, TO BE ABLE TO TAKE SOME INNER CITY VISITS, UH, TO GO AHEAD AND LOOK AT LIGHT RAIL AND OTHER LOCATIONS AND GET THE VALUE OF THEIR INDEPENDENT, UH, REVIEW AND BEST PRACTICES AS WE TURN THE CORNER INTO THE FOURTH QUARTER OF THE YEAR, UH, WE WILL CONTINUE AND INITIATE THE CONSTRUCTION, GO GET A SHOVEL IN THE GROUND, UH, FOR EX-CO AND PLEASANT VALLEY.

UH, WE WILL LAUNCH THE NEW ACCOUNT-BASED FARE SYSTEM, WHICH WILL INCLUDE FARE, CAPPING SMART CARD AND THE VIRTUAL, UH, CARD PROGRAM.

WE ALSO CONTINUE TO WORK WITH THE CITY OF BOSTON CAP, METRO AND THE TRI-PARTY AND MANAGEMENT AND THE INDEPENDENT AUDIT REPORTS.

THAT'LL BE AN ANNUAL BASIS THAT WE GO THROUGH THAT.

AND AS YOU AS WITH EVERYTHING IN THE PRECEDING TWO QUARTERS, WE'LL CONTINUE WITH THE NEPA PROCESS FOR BOTH THE BLUE AND THE ORANGE LINE, UH, CONTINUALLY THE VIRTUAL COMMUNITY MEETINGS.

UH, THE VIRTUAL COMMUNITY MEETINGS, AS YOU KNOW, WERE VERY, VERY SUCCESSFUL, UH, WHEN WE HAD TO PIVOT TO THAT IN MAY.

UH, WE GOT IN ESSENCE ABOUT A QUARTER OF THE PEOPLE THAT PARTICIPATED OVER THE WHOLE OUTREACH TIMEFRAME.

SO WE'RE GOING TO USE BASICALLY THE SAME BUSINESS MODEL GOING FORWARD, UH, WITH THE EXPECTATION THAT WE'LL GET A LOT OF COMMUNITY INPUT DURING THOSE MEETINGS, MR. CHAIRMAN, THAT CONCLUDES MY PRESENTATION.

I'D BE GLAD TO ANSWER ANY QUESTIONS, UH, PSYCHE, DAVE AND CARRIE, SORRY TO TRY TO CUT YOU OUT QUESTIONS FOR EITHER OF THEM.

GOOD REPORT.

ALL RIGHT.

ON TO START TALKING ABOUT GETTING STUFF DONE NOW, AND IT'S BEEN AT LEAST 19 DAYS SINCE THE ELECTION, SINCE 20 DAYS.

GOOD TO SEE EVERYBODY MOVING FORWARD QUICKLY AND AGGRESSIVELY.

UH, ALL RIGHT.

[VII. Reports]

NOW, PRESIDENT CLARK, YOU HAVE THE FLOOR.

UH, THANK YOU, CHAIR.

I APPRECIATE THAT.

AND, UH, YES, GREAT.

THE STAFF IS, I THINK MOST PEOPLE COULD TELL, UH, NOT TAKING THE FOOT OFF THE GAS AND WHETHER THAT'S DAILY OPERATIONS, SAFETY, UH, MANAGING THROUGH COVID, UH, ALL, ALL OF THOSE COMPLICATIONS, BUT ALSO OUR PROJECT CONNECT PROGRAM EXPANSION.

SO, UH, REALLY PROUD OF THE TEAM FOR WHAT EVERYONE'S BEEN WORKING ON.

UH, QUICKLY, I'LL GO THROUGH A FEW, A FEW QUICK ITEMS. I WANT TO HIGHLIGHT, UM, UH, SHARMILA AND ROBERTO MENTIONED OUR NEW SUPERSTOP AT PLEASANT VALLEY AND RIVERSIDE, AND I THOUGHT IT MIGHT MAKE SENSE.

WE SHOW A VIDEO THAT WE PUT TOGETHER WITH A BOARD MEMBER, RENTER RHEA TO HIGHLIGHT, HIGHLIGHT THAT NEW STUMP.

SO MAYBE YOU COULD, IF YOU COULD CUE THAT UP, MAYBE ED, UH, IS UNABLE TO ACCUSE THAT, HUH? TAKE A SECOND.

COUNCIL MEMBER RENTERIA, UH, UH, CHOSEN FOR HIS GOOD LOOKS AND A LADY MAN, UH, PERSONALITY.

YES, SIR.

IT WAS A FUN TO MAKE, HE HAD A GREAT TIME OUT THERE AND MIGHT BE HAVING SOME TECHNICAL DIFFICULTIES.

SO WHAT WE'LL DO IS WE'LL JUST PORT THAT TO EVERYONE AND IT'S BEEN POSTED ON OUR SOCIAL MEDIA.

SO WE'LL REPORT THAT TO EVERYONE AND A BOARD MEMBER MATERIAL.

THANKS AGAIN FOR DOING THAT.

UH, AND YOU CONTINUE, YOU KNOW,

[01:20:01]

SUPPORT THE NEXT PRESIDENT.

CAN I ASK A QUESTION? I'M GOING TO ASK QUESTION ABOUT THAT REAL QUICK.

I JUST, JUST SO I GOT THAT IN MY MIND THAT THAT SUPERSTOP IS IT W WHICH CORNER OF THE, OF THE INTERSECTION, IS IT LOCATED AT, UH, RIGHT BESIDE HEB? SO IT'S, UH, IT'S ON PLEASANT VALLEY VALLEY.

YEAH, BUT THE, THE PLEASANT VIEW ISN'T ON THE PLEASANT VALLEY, IT'S ON THE PLEASANT VALLEY THAT THE CORNER OF PLEASANT VALLEY AND SEVENTH STREET THERE THAT I GUESS, WHAT IS THAT? THE, NO, NO, THE PLEASANT VALLEY AND RIVERSIDE.

OH, OH, IT'S A PLEASANT VALLEY.

OH, PLEASANT VALLEY.

RIVERSIDE.

YES.

YEP.

GOTCHA.

OKAY.

COOL.

POD FOR US.

GOTCHA.

OKAY, COOL.

UH, LET'S HIGHLIGHT SOME, UH, NEW ART IN PUBLIC PLACES THAT WE'VE BEEN WORKING ON.

SO A FEW WOULD BE THE MURALS THAT, UH, FOR ANYONE THAT HAS GONE BY REPUBLIC SQUARE RECENTLY, I WANT TO THANK, UH, OUR, UH, THE DEVELOPER ENDEAVOR.

THEY'VE LET US USE THE WALLS SURROUNDING, UH, WHAT IS, I GUESS, LOCALLY KNOWN AS THE OLD POST OFFICE SITE.

AND IT WAS A NICE WAY TO ADD A LOT OF PUBLIC ART AND CAP METRO KIND OF BRANDING ALL INTEGRATED TO, TO GET THAT TOGETHER.

IT'S AMAZING WHEN YOU GO FROM A, A WALL THAT NO ONE EVER NOTICED THE SIGN OF A PARKING GARAGE TO BRING IN A LOT OF COLOR TO DOWNTOWN.

I THINK IT'S ONE LITTLE, ONE LITTLE PIECE THAT'S GOING TO GET PEOPLE'S CREATIVITY ABOUT HOW PROJECT CONNECTED FUNDAMENTALLY TRANSFORM OUR COMMUNITY INTO BEAUTIFUL PUBLIC SPACES, CIVIC PLACES WITH PUBLIC ART AND INTEGRATION.

SO I WANT TO HIGHLIGHT THAT.

AND WE ALSO HAVE ANOTHER ONE THAT WE DID WITH THE, UH, UH, AT THE PLEASANT VALLEY AND FIFTH.

SO RIGHT OUTSIDE OF OUR, UH, OUR HEADQUARTERS, WE DID ONE AND IT'S WITH SOME TEENAGERS THAT DID A STUDENT ART KIND OF PROJECT.

UM, THEY'RE CALLED THE COLOR SQUAD COLLECTIVE, AND IT'S A BEAUTIFUL, A BEAUTIFUL ONE BEHIND, UH, AGAIN, THE, THE, UH, THE WALL, MANY OF YOU MAY HAVE USED IT AT THE BOSS ON PLEASANT VALLEY AND FIFTH, I THINK.

AND IF IT IS THERE, UH, WE DO HAVE A SLIDE FOR THIS NEXT ONE THOUGH, WHICH IS THE CAP METRO VETERAN'S DAY CELEBRATION, ALSO KNOWN AS REMEMBRANCE DAY FOR SOME OF US.

WE DID A CELEBRATION ON THE 11TH AND, UH, OUTSIDE OF, UH, HEADQUARTERS AND APPRECIATE, UH, AUSTIN PUBLIC, UH, AUSTIN POLICE DEPARTMENTS, COLOR GUARD COMING OVER FOR FLAG CEREMONY.

WE WANT IT TO ALL WE DID.

WE DID LAST YEAR.

WE'RE, WE'RE GOING TO DO A COIN EVERY YEAR.

WE WANT TO HIGHLIGHT ALL THE INDIVIDUALS AT CAP METRO THAT HAD SERVED AND THE SACRIFICES THEY AND THEIR FAMILIES HAVE MADE FOR THE COUNTRY.

AND ON, ON VETERAN'S DAY, ON THE 11TH, WE DID ANOTHER CEREMONY, VERY SOCIALLY DISTANCED TO DO THAT.

I WANT TO HIGHLIGHT, WE HAVE 231 VETERANS IN THE CAB METRO FAMILY, AND I JUST WANT, AGAIN, THANK THEM FOR ALL OF THEIR SERVICE.

AND, UH, AND I'M GLAD THAT, UH, THE ORGANIZATION IS ABLE TO RECOGNIZE THEM.

AND THERE'S A PICTURE THAT YOU COULD SEE FROM THE EVENT THAT WE HAD, UH, 29, 10 NEXT PIECE.

WE, UH, WE HAVE OUR ANNUAL TRADITION OF DOING THANKSGIVING LUNCHES FOR ALL THE STAFF.

THAT'S ONE OF MY FAVORITE THINGS THAT WE DO ACTUALLY IN THE, IN THE SENSE OF IT'S A NICE WAY OF, UH, MAKING SURE EVERYONE IN THE CAB, METRO FAMILY GETS A THANKSGIVING MEAL, AND IT'S, YOU KNOW, IT'S A NICE WAY TO SAY WE'RE ALL ONE TEAM AND WE'RE ALL TOGETHER.

THIS HAS BEEN A VERY CHALLENGING YEAR.

NORMALLY THE SENIOR STAFF ACTUALLY SERVES THANKSGIVING, UH, TO ALL OF THE STAFF.

AND SOME OF YOU, UH, INDIVIDUALS ON THE BOARD HAVE ACTUALLY PARTICIPATED.

I THANK YOU FOR, FOR THAT IN THE PAST THIS YEAR WITH COVID, WE HAD TO GO PRETTY DIFFERENT WITH SOCIALLY DISTANT, UH, WAYS TO DO THAT.

SO WE DID TWO GO TO GO OPTIONS INSTEAD, BUT IT WAS REALLY NICE TO GET OUT AND SEE SO MANY PEOPLE AND SO MANY STAFF MEMBERS, INCLUDING, UH, WE DID A TENT.

I ACTUALLY HAVE A NORTH OPS TO KEEP PEOPLE SEPARATED AS WELL.

SO JUST AGAIN, A CHANCE TO THANK ALL THE INDIVIDUALS AT CAP METRO THAT DO SUCH A GREAT JOB FOR THE COMMUNITY EVERY EVERY DAY, THREE 65, 24 SEVEN.

AND I WISH THEM ALL A HAPPY THANKSGIVING.

AND OF COURSE, ALL THE BOARD MEMBERS AS WELL, HAPPY THANKSGIVING.

NEXT.

I WANT TO MENTION THAT, UH, FOR ANOTHER YEAR CAB METRO, UH, ONE AND OTHER ACHIEVEMENT, ANNUAL FINANCIAL REPORTING, UH, FROM THE GOVERNMENT GOVERNMENT FINANCE OFFICERS ASSOCIATION, IT'S A CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE AND FINANCIAL REPORTING.

AND THIS GOES A LITTLE BIT TO WHAT BOARD MEMBER STRATTON MUSTAINE.

I APPRECIATE YOUR COMMENTS BOARD MEMBER.

UM, I FEEL INCREDIBLY, UH, JUST HONORED, UH, THAT WE GET RECOGNIZED FOR THE, WITH THESE AWARDS AND ACHIEVEMENTS CERTIFICATES.

AND IT DOES GO TO OUR, UH, HOW WE RUN THE OPERATION, HOW WE FOLLOW TOP STANDARDS, HOW WE BELIEVE IN TRANSPARENCY AND DOING ALL OF OUR FINANCIAL DOCUMENTATION CORRECTLY FOR THE PUBLIC TO SEE.

AND SO I GIVE A LOT OF KUDOS TO RYNETTE KEVIN AND THE ENTIRE, UH, UH, SUSAN AND THE ENTIRE, UH, FINANCIAL TEAM HERE AT CAP METRO.

THEY DO A GREAT JOB FOR US EVERY DAY,

[01:25:01]

AND THIS IS ANOTHER RECOGNITION OF ALL THE WORK THEY DO.

LASTLY, I JUST WANTED TO MENTION TWO OTHER QUICK THINGS.

UH, THE AUSTIN TRANSIT PARTNERSHIP BOARD APPLICATION PROCESS WAS, UH, TODAY WE ANNOUNCED THAT GOT EXTENDED TILL DECEMBER 2ND, UH, THAT HOPEFULLY WILL GIVE A FEW EXTRA DAYS, UH, FOR ANYONE IN THE COMMUNITY THAT WOULD LIKE TO BE CONSIDERED FOR ONE OF THOSE POSITIONS.

AND YOU CAN FIND THAT ON AUSTIN TRANSIT, PARTNERSHIP.ORG OR CAP METRO, AND THEN LASTLY, UH, ANOTHER PROGRAM THAT WE'D LAUNCHED SINCE WE GOT TOGETHER LAST TIME WAS CAST DEMO MOBILE PROGRAM ON OUR APP.

AND IT'S ALL PART OF OUR EQUITY PROGRAM TO ALLOW MORE PEOPLE TO USE CASHLESS, UH, CONTACT LISTS, SAFE, UH, USE OF THE SYSTEM.

AND NOW THAT IS AVAILABLE AT OVER 200 RETAIL LOCATIONS HERE IN THE AUSTIN AREA.

SO SOMEONE COULD GO IN OR CASH ONTO AN ACTUAL ACCOUNT THAT GOES INTO YOUR, UH, INTO YOUR, UH, ACCOUNT THAT CAN BE USED DIGITALLY ON YOUR PHONE.

SO, UH, RYNETTE JANE AND ALL THE TEAMS THAT WORKED BEHIND THE SCENES ON THAT.

UH, THANK YOU SO MUCH.

IT'S, WE'RE ONE OF A VERY SMALL HANDFUL OF AGENCIES IN THE COUNTRY THAT HAVE MOVED THAT FORWARD.

AND THAT IS, UH, ONE OF THE FIRST KEY STEPS TO MOVING TOWARDS A FULL ACCOUNT-BASED, UH, FAIR, FAIR, AND CUSTOMER, UH, SYSTEM.

SO KUDOS TO THE TEAM FOR ALL THE WORK THEY DID ON THAT, WITH THAT CHAIR.

I JUST A AS USUAL, I JUST WANT TO THANK ALL THE STAFF.

I KNOW I JUST SAID, UH, THANKFUL FOR THEM FOR THANKSGIVING, BUT IT HAS BEEN ONE AMAZING YEAR HERE AT CAP METRO, UH, FROM, YOU KNOW, A LOSS THAT WE'VE MENTIONED EARLIER TODAY WITH ANOTHER UNFORTUNATE LOSS OF AN OPERATOR TO DIFFICULT FINANCIAL TIMES WITH COVID.

AND, UM, WITH THAT SAID RESILIENCY AND RECOVERY AND LOOKING TOWARDS THE FUTURE AND WHETHER THAT'S PROJECT CONNECT OR ALL OF THE OTHER WORK WE'RE DOING.

UM, I DO THINK THE FUTURE IS BRIGHT HERE AT CAP METRO AND FOR THE COMMUNITY AT LARGE.

AND I JUST CAN'T SAY ENOUGH ABOUT HOW HARD THE STAFF HAS BEEN WORKING.

AND I JUST ALSO WANT TO THANK ALL THE BOARD MEMBERS.

I KNOW A LOT OF YOU WERE WORKING HARD DURING AUGUST TO NOVEMBER AT STAFF, UH, OBVIOUSLY WAS WE WERE WORKING BEHIND THE SCENES ON TECHNICAL DOCUMENTATION.

ASSUMING THINGS MAY, MAY HAPPEN, AND OBVIOUSLY WE'RE NOT INVOLVED IN ANY CAMPAIGN ACTIVITY, BUT YOU ALL DID A LOT OF WORK ON THAT.

AND, UM, SO THANK YOU FOR YOUR WORK ADVANCING TRANSIT IN SUPPORTING THE PROGRAM.

SO, BUT THAT CHAIR I'LL HIT IT BACK TO YOU.

THANK YOU.

ALL RIGHT.

UH, THANK YOU, UH, PRESIDENT CLARK AND, UH, ALL THE STAFF FOR THE GREAT REPORTS TODAY.

UH, MORE IMPORTANTLY, THIS IS A TIME TO EXPRESS GRATITUDE AND I'M GRATEFUL FOR, UH, ALL OF MY COLLEAGUES HERE ON THE BOARD FOR ALL YOU DO, BUT ESPECIALLY TO ALL THE FOLKS, UH, WHO ARE, UH, GETTING THE BUSES OUT AND RUNNING AND DOING EVERYTHING TO SUPPORT OUR COMMUNITY AND BEHALF OF OUR COMMUNITY.

THANK YOU FOR ALL THE HARD WORK THAT YOU'VE DONE, THAT CHALLENGES THAT YOU'VE ACCEPTED WITH COVID WITH PROJECT CONNECT, WITH THE GOALS OF MOVING OUR PROGRAM FORWARD IN SO MANY RESPECTS, WE'RE GRATEFUL FOR ALL THAT YOU DO FOR OUR COMMUNITY.

SO THANK YOU VERY MUCH.

AGAIN, OUR HEART GOES OUT TO THE FRANKLIN FAMILY AT THIS, UH, IN THIS HOLIDAY SEASON AND, AND, UH, WE'RE GRATEFUL FOR ALL THAT MR. FRANKLIN BROUGHT TO OUR ORGANIZATION AND OUR COMMUNITY AND OUR HEARTS WILL ALWAYS BE WITH YOU.

AND YOU'LL ALWAYS BE PART OF OUR FAMILY HERE AT CAP METRO, AND, UH, WITH THAT, UM, UH,

[VIII. Executive Session of Chapter 551 of the Texas Government Code]
