UM, AND SO BASICALLY THE AUSTIN TRAVIS COUNTY HATE CRIMES TASK FORCE, IT WAS FOUNDED IN 2010 WITH THE VISION OF HAVING A RESPECTFUL COMMUNITY FREE OF HATE. AND BASICALLY WHAT THE HATE CRIMES TASK FORCE IS, IS A GROUP OF PEOPLE THAT COME TOGETHER FROM LAW ENFORCEMENT, FROM CIVIL AND COMMUNITY GROUPS AROUND THE ISSUES OF BIAS INCIDENTS AND HATE CRIMES. SO, UM, SO THE CONVENERS ACTUALLY OF THIS ARE THE ADL, OUR ADL AUSTIN CITY COUNCIL, AND THE AUSTIN TRAVIS COUNTY COMMUNITY JUSTICE COUNCIL. THE MEMBERS RANGE FROM LAW ENFORCEMENT ON THE FEDERAL STATE COUNTY AND LOCAL LEVELS AND OVER SEVENTIES, CIVIL RIGHTS AND COMMUNITY GROUPS. AND WE MEET ONE TO THREE TIMES PER YEAR, DEPENDING ON WHAT'S GOING ON IN THE WORLD, I GUESS YOU COULD SAY. UM, NOW THE THINGS THAT WE LOOK AT WHAT HAPPENS WHEN A HATE OR BIAS MOTIVATED INCIDENT OCCURS, HOW DO WE IMMEDIATELY HANDLE IT AS, AS A COMMUNITY? AND THE REASON THAT THE TASK FORCE WAS FORMED WAS BECAUSE OF AN, OF A, OF A, UM, HATE CRIME THAT HAPPENED IN 2010. AND NO ONE QUITE KNEW WHAT TO DO. EVERYBODY WAS KIND OF LOOKING AT EACH OTHER, SAYING SOMEONE SHOULD BE DOING SOMETHING ABOUT THIS. UH, AND THAT'S WHAT LED TO THE FORMATION OF THE TASK FORCE. SO FIRST OF ALL, HOW DO WE HANDLE IT WHEN AN IMMEDIATELY HAPPENED? HOW DO WE PREVENT HATE AND BIAS, MOTIVATED INCIDENTS FROM HAPPENING IN AUSTIN AND HOW DO WE RESTORE INDIVIDUALS AND COMMUNITIES TO THEIR FORMER PLACE OR THE NEXT PHASE WHEN A HATE OR BIAS MOTIVATED INCIDENT HAS OCCURRED. AND WE DO THIS AND WE LOOK AT WE TRACK NUMBERS AND LOOK FOR TRENDS TO DO THIS NOW, IN TERMS OF HOW THE OPERATIONS WORK, WE HAVE A STEERING COMMITTEE, UH, THAT SETS THE AGENDA AND DATES FOR FUTURE MEETINGS AND THEREFORE FOR THE TASK FORCE AS A WHOLE, AND THE STEERING COMMITTEE ALSO DETERMINES WHATEVER THE NEXT WORK PROJECTS ARE. THE SECOND GROUP THAT IS PART OF THAT TASK FORCE IS THE HATE CRIMES REVIEW TEAM, WHICH IS LAW ENFORCEMENT ONLY. SO LIKE I'M NOT INVITED TO THAT, WHICH WE'LL REVIEW A HATE [00:05:01] CRIME FROM THE MOMENT IT'S DISCOVERED IN THE POLICE FILES THROUGH THE TIME THAT IS PROSECUTED ALL THE WAY THROUGH TO LOOK FOR TRENDS, WHAT WE CAN LEARN, WHAT WE CAN DO BETTER NEXT TIME. AND THEN THE TASK FORCE ITSELF, WHICH OF COURSE INCLUDES CITY COUNCIL MEMBERS AND, YOU KNOW, LAW ENFORCEMENT EXECUTIVES. AND THAT MADE JUST A FEW TIMES A YEAR. AND PRETTY MUCH ALL OF OUR WORK IS DONE WITH THEM IN MIND AND, AND, AND HOW THEY WANT TO FRAME THE CITY IN TERMS OF THESE PARTICULAR ISSUES. AND THEN THE OUTCOMES I WOULD SAY ARE, UM, OF THIS FOR ME, THE THING THAT I FIND REALLY INTERESTING IS THAT THIS IS ALLOWED THIS GROUP OF PEOPLE TO BUILD A NETWORK BEFORE IT'S NEEDED. SO IF OUR OFFICE GETS A CALL ABOUT A HATE CRIME OR HATE INCIDENT, WE IMMEDIATELY KNOW WHO TO GO TO AT THE POLICE DEPARTMENT, WHETHER IT'S THE VICTIM SERVICES, UH, WHICH, WHICH PERSON CAN LEAD US TO THE DETECTIVE OR HELPING THE POTENTIAL VICTIM, UM, IT'S EDUCATIONAL IN NATURE. SO WE LOOK AT BEST IN CLASS ORGANIZATIONS THAT COLLECT BIAS INCIDENTS AND HATE CRIME STATISTICS. THOSE WE'VE HEARD FROM HATE CRIMES VICTIM, LIKE FOR EXAMPLE. AND ANOTHER THING IS LIKE WE BRING IN PEOPLE WHO HAVE EXPERIENCED IN HATE CRIMES. SO EARLY THIS YEAR, RIGHT AFTER COVID STARTED, WE HAD MAYOR SIGNA FROM CHARLOTTESVILLE. HE WAS THE MAYOR DURING THE UNITE, THE RIGHT RALLY. AND SINCE THEN HE'S BEEN WORKING WITH CITIES AROUND THE COUNTRY ON HOW TO BE BETTER PREPARED IF THERE'S ANOTHER INCIDENT LIKE HE HAD IN CHARLOTTESVILLE. AND THEN FINALLY WE FOCUS ON DIFFERENT COMMUNITIES. UM, WE, WE FEEL LIKE WE ARE A RESOURCE FOR THE COMMUNITY AND THAT'S KIND OF THE WORK THAT WE DO. SO PEOPLE HAVE QUESTIONS. I'M HAPPY TO ANSWER THEM, BUT THAT'S PRETTY MUCH THE WORK OF IT. THAT'S PRETTY MUCH THE WORK OF THE TASKFORCE SUMMED UP. OKAY, THIS IS CHAIR FRANK. SO I ACTUALLY HAD A TWO-PRONG QUESTION, UM, ESPECIALLY DURING THE PANDEMIC, WHAT TYPE OF OUTREACH EFFORTS HAVE YOU DONE? OBVIOUSLY YOU'VE COME TO OUR MEETING. UM, SO WHAT OTHER KINDS OF OUTREACH HAVE YOU DONE AND WHAT AREAS HAVE YOU, UH, HAVE YOU SEEN WITH, UH, DISABILITY RELATED HIGH CRIMES? UM, SO WE HAVEN'T SEEN, OKAY, SO THE OUTREACH THAT WE'VE DONE. SO WE PUT TOGETHER A RESOURCE THAT WE DISTRIBUTED RIGHT BEFORE THE ELECTION, FRANKLY, UM, BECAUSE WE WERE SCARED ABOUT NO MATTER WHO WON, IF THERE WERE GOING TO BE BIAS, MOTIVATED, YOU KNOW, INCIDENTS OR HATE CRIMES OF WHERE PEOPLE COULD TURN, IF THEY, IF THEY ENCOUNTERED SOMETHING OR IF SOMEONE IN THEIR COMMUNITY DID. SO, THE WAY WE GOT THAT RESOURCE OUT WAS WE SENT IT TO DIFFERENT ORGANIZATIONS THAT HAVE LARGE CLERGY FOLLOWINGS AND WHAT WE TRY AND FIND THE LEADERS IN DIFFERENT GROUPS. IT'S LIKE THE SIX DEGREES OF SEPARATION. YOU HAVE THE NODES OF DIFFERENT COMMUNITIES THAT KIND OF KNOW EVERYONE IN THEIR COMMUNITY. WE'RE TRYING TO GET THINGS OUT TO THOSE NODES. THAT'S HOW WE DISTRIBUTE THE INFORMATION AND THAT PARTICULAR RESOURCE. AND IN TERMS OF DISABILITY, WE DON'T HAVE PARTICULAR DATA ON THAT. TH TH THE, THE, THE HATE CRIMES THAT I'VE BEEN SEEING THIS YEAR HAVE MOSTLY BEEN, UM, NOW THERE'S A BIG DIFFERENCE BETWEEN CRIMES AND INCIDENTS. SO CRIMES THAT ACTUALLY GET REPORTED TO THE POLICE, WE SEE KIND OF LIKE THEY DO AN INTERNAL REVIEW, AND WE SEE THAT ONCE A MONTH. AND THERE WAS NOTHING THAT I'VE SEEN THAT HAS, HAS TAGGED FOR ME DISABILITY. UM, NOW BIAS INCIDENTS. I DON'T HAVE ANY STATISTICS ON THAT. THE BEST PLACE IN TOWN THAT HAS STATISTICS ON THAT KIND OF WORK IS BELIEVING THAT UNIVERSITY OF TEXAS, THEY HAVE A FABULOUS CAMPUS CLIMATE RESPONSE TEAM WHERE YOU CAN, UM, REPORT INCIDENTS AND CRIMES, AND THEY HAVE A GROUP THAT ACTUALLY REVIEWS IT. HMM. OKAY. WELL, THANK YOU FOR THAT INFORMATION. THE, I'VE SEEN A LOT OF, A LOT OF, YOU KNOW, ESPECIALLY WITH THIS, UH, YOU KNOW, CIVIL UNREST DURING THIS YEAR, A LOT OF IT IS RACIALLY FOCUSED, BUT THERE HAS BEEN AN OUTCRY THAT MANY OF THOSE WHO HAVE FACED CIVIL UNREST DUE TO RACE ARE ALSO OF THOSE OF A DISABILITY COMMUNITY STUFF WAS ONCE I WAS HOPING TO GET SOME INFORMATION, IF YOU HAD ANY, YOU KNOW, HOPING TO HEAR SOME, BUT IT'S GOOD THAT YOU'RE NOT HEARING ANYTHING I'M GOING TO GO IN AND RELOOK NEXT WEEK, I WILL GO AND REWORK. AND IF I, AND IF I FIND SOMETHING, I WILL GET IT TO YOU. THIS IS COMMISSIONER BOOKS, UM, TO, TO FOLLOW UP, UH, WITH YOUR LINE OF QUESTIONING, UH, CHAIRMAN FRANKS. SO THAT'S INTERESTING. THAT'S ACTUALLY REAL, THAT'S ACTUALLY NEWS FOR ME. THAT'S VERY, OKAY. I REALLY LIKED THAT. WELL, I'M JUST, I'M JUST TIM, LIKE, THAT'S WHERE IF YOU HAVE ELDER ABUSE, IF YOU HAVE ABUSE, UM, UM, TOWARDS PEOPLE WITH DISABILITIES, THEY TEND TO INVESTIGATE, UM, IT'S, UH, IT'S, IT'S JUST A THOUGHT THAT'S ACTUALLY GOOD CONCEPTS THAT WE FOCUS ON ON HATE CRIMES AS DEFINED UNDER TEXAS STATUTE, WHICH BY THE WAY I LOOKED IN DISABILITIES ARE, IS A CLASS THAT IS DEFINED UNDER THE TEXAS STATUTE. UM, SO I'M GOING TO ACTUALLY THAT'S. DO YOU GUYS DO, UH, DO YOU HAVE A CONTACT THERE OF SOMEONE THAT WE COULD REACH OUT TO? NO, I, I DO NOT HAVE, UM, HAVE A CONTACT I'VE UNFORTUNATELY I DON'T ANYBODY IN THE GROUP. OKAY. SO I'LL, I'LL CIRCLE AROUND ON THAT BECAUSE THAT'S ACTUALLY A REALLY INTERESTING LEAD. I LIKE THAT. SO I AM CURIOUS, UH, YOU KNOW, WHAT THE OUTCOMES ARE AND WHAT HAPPENS WITH THAT DATA, BECAUSE THERE ARE A LOT, UM, AND I DON'T KNOW IF ANY OF THEM ARE PURSUED AS, AS HATE CRIMES BECAUSE I, I DON'T EVEN KNOW MANY OF THEM ARE ACTUALLY PURSUED AND, YOU KNOW, PROSECUTED EVEN. SO I WOULD BE REALLY CURIOUS TO FIND THAT OUT THOUGH, BUT THERE ARE A LOT. SO ARE YOU TALKING ABOUT THE FBI STATISTICS ON HATE CRIMES? WHERE ARE YOU GETTING YOUR NUMBERS FROM IT'S UH, WHAT COMMISSIONER BROOKS SUGGESTED IT'S, UH, THROUGH THE STATE, UM, ABILITIES? I BELIEVE SO. UM, IT MIGHT BE DF. YES. SLASH APS. I KNOW, I, YOU KNOW, I FOLLOWED LIKE A, DOWN A RABBIT HOLE AND I FOUND TONS AND TONS OF, OF INFORMATION AND A MAP, AND YOU CAN SEARCH IT AND IT'S REALLY VERY DETAILED. UM, BUT AS FAR AS OUTCOMES GO, I REALLY HAVE NO IDEA WHAT HAPPENS, IF ANYTHING. OKAY. NOW I'M BE CURIOUS. NOW I WILL TELL YOU, SO THE CASES THAT WE'VE SEEN THAT LIKE, AS A, AS A HATE CRIME, NOT IN THIS, BUT AS A HATE CRIME WOULD SAY, THAT'S RACIALLY MOTIVATED OR AGAINST THE LGBTQ COMMUNITY, THEY WILL START AND THEN THEY WILL BE PROSECUTED. AND THEN THE PROSECUTOR HAS TO MAKE A DECISION, AT LEAST IN TRAVIS COUNTY. AND THE DECISION IS CAN WE PROVE THAT THIS WAS A HATE CRIME? OKAY. THAT MEANS THAT THERE HAS TO BE, CAN THEY PROVE THAT THIS PERSON INTENTIONALLY HURT SOMEONE BECAUSE OF THEIR RACE OR BECAUSE OF THEIR SEXUAL ORIENTATION? BECAUSE IF WE, IF WE CAN'T PROVE IT, WE COULD LOSE THE WHOLE CASE, RIGHT? SO THEY ACTUALLY HAVE TO MAKE A CALL THAT MAKES THEIR JOB MORE DIFFICULT. SO EVEN IN SOME HATE CRIME CASES, THEY DECIDED NOT TO ADD ON THE HATE CRIME ADDITION BECAUSE OF THAT PARTICULAR ISSUE. BUT I WILL TELL YOU THAT EVERY HATE CRIME THAT COMES BEFORE PROSECUTORS IS CONSIDERED IS CAN I, I'VE BEEN SUPER IMPRESSED WITH THE WORK THAT THEY DO AND THE CONSIDERATION THAT THEY GIVE VICTIMS AND HOW THEY APPROACH THIS. UM, NOW I DON'T UNDERSTAND THE, THE WHOLE, YOU KNOW, HOW IT WORKS IN TERMS OF THE DEPARTMENT OF AGING AND DISABILITIES AND ELDER ABUSE. THAT'S, THAT'S NOT SOMETHING THAT I, THAT I UNDERSTAND THAT WELL, BUT I AM GOING TO TAKE A LOOK AT THIS NEXT WEEK BECAUSE I JUST THINK IT'S, I THINK IT'S REALLY INTERESTING. AND, UM, AND SEE WHAT CROSSOVER THERE IS. THIS IS COMMISSIONER WILL ALLOW SKI. I REALLY THINK THAT US, UM, ADDING IN DISABILITY AS A LOCAL HATE CRIMES CATEGORY WOULD HELP, UH, WOULD HELP ELEVATE OUR, OUR STATUS, UH, WITHIN THE, UH, COMMUNITY. UH, IT IS, I WOULD, AS, AS HAS BEEN SAID, IT'S CURRENTLY A STATE CRIME. THE STATE OF TEXAS ALREADY RECOGNIZES IT AS A CRIME. THERE'S NO QUESTION ABOUT IT. IT'S VERY DEFINED AS THAT. UM, BUT PROBLEM IS LOCALLY, UH, [00:15:01] DISABILITY ISN'T REALLY RECOGNIZED AS A CIVIL, RIGHT. UH, IF PEOPLE UNDERSTAND, NO YOU CAN'T, UH, ATTACK SOMEBODY BECAUSE SPECIFICALLY BECAUSE OF THEIR DISABILITY, UH, THIS IS A COVERED CATEGORY. TWO, UH, ERA WAS COVERED UNDER STATE LAW. IT'S LOCALLY THAT RE CLARIFY, I GUESS THE WORD IS CLARIFIED THEN, UM, IT WOULD BE SOMETHING THAT, UH, LOCALLY PEOPLE WOULD PAY ATTENTION TO. THEY PAY ATTENTION TO THE DISABILITY. TO ME. I THINK THAT WOULD BE GREAT. I THINK THAT IF WE CAN GET SOMEONE FROM WHOEVER YOU GUYS DESIGNATE TO COME ONTO THE HATE CRIMES TASK FORCE, I THINK THAT WOULD BE TREMENDOUS IF YOU WOULD BE WILLING TO DO THAT, THAT WOULD BE GREAT. AND I, AND I THINK AS A MATTER OF FACT, THAT THE NEXT TIME WE HAVE A MEETING IN THE NEXT MEETING OR TWO, WE WOULD PUT THAT AS AN AGENDA ITEM TO TALK ABOUT THE, THE, UM, ABOUT THE DISABILITY COMMUNITY IN AUSTIN AND WHAT THAT LOOKS LIKE. UM, CAUSE AUSTIN, IT DOES HAVE A HIGH DISABILITY POPULATION CAUSE THERE'S, YOU KNOW, THERE'S TEXAS SCHOOL FOR THE DEAF, THERE'S THE CRYSTAL REHABILITATION CENTER, THERE'S TEXAS SCHOOL FOR THE BLIND AND VISUALLY IMPAIRED, JUST AS SOME EXAMPLES, THERE'S LARGE DISABILITY, UM, GROUP ORGANIZATIONS THAT ARE IN AUSTIN. SO THAT WOULD DEFINITELY, WE WOULD DEFINITELY APPRECIATE, UM, YOUR CONTINUED ENDEAVOR TO WELCOME THE DISABILITY COMMUNITY INTO THIS FOCUS SO THAT, YOU KNOW, WE'RE NOT KEPT UNDER THE RUG, BUT BASICALLY PUSHED UNDER THE RUG AS, AND HISTORICALLY WE HAVE BEEN THAT WE WANT TO PROGRESS TOWARDS AWARENESS. UM, BUT THIS WOULD BE A BETTER WAY FOR THE BLIND COMMUNITY TO FEEL SAFER BUYING, BEING ABLE TO IDENTIFY THE POLICE OFFICERS BY THEIR, UM, THE, THE VAST NUMBER OF THEIR NAME, PROBABLY TELEPHONE NUMBER. WELL, WELL, I GUESS WE CAN TALK ABOUT THAT, UH, AS A WORKING GROUP, UH, MOVES FORWARD. UM, BUT BECAUSE YOU ONLY, WHEN IT COMES TO MY MIND, THERE'S JUST A MINUSCULE NUMBER OF BLIND FOLKS THAT READ BRAILLE. BOOKS, THAT SOMETHING, WE COULD COME UP WITH SOMETHING UNIVERSAL, SO THAT MAYBE LIKE A BADGE NUMBER OR SOMETHING THAT WHERE WE CAN QUICKLY IDENTIFY THE POLICE OFFICER, UM, CAN WE GET A RADIO CHECK OR SOMETHING THAT THEY CAN QUICKLY IDENTIFY THEMSELVES AS POLICE OFFICERS? SO ELIMINATE THAT POTENTIAL ANXIETY AND FEAR OF SOMEONE WHO'S POTENTIALLY IMPERSONATE AS A POLICE OFFICER.
