HAVING BEEN A DRIVER FOR CAP METRO FOR A LITTLE OVER 18 MONTHS. UH, GEORGE WAS KNOWN FOR BEING A HARDWORKING MAN WHO WAS DEVOTED TO HIS FAMILY, A LOVING FATHER, AND I KNOW IT WAS LOST AS DIFFICULT FOR ALL OF HIS FAMILY, UH, FRIENDS AND COLLEAGUES. SO, UH, PLEASE JOIN ME AS WE TAKE A MOMENT TO PAUSE AND TO REMEMBER GEORGE AND ALL THE FAMILY MEMBERS WHO WILL BE WITHOUT LOVED ONES THIS HOLIDAY SEASON DUE TO THIS AWFUL DISEASE. I'M SAYING IT STARTED HER TENURE AS THE EXECUTIVE ASSISTANT TO THE GENERAL MANAGER BACK BEFORE WE EVEN ADD A CEO, UM, AND HAS HELD ON MYRIAD OF JOBS OVER THE YEARS, SHE STARTED IN OPERATIONS. SHE MOVED DOWN TO PROCUREMENT, SHE'S COME BACK TO OPERATIONS. UM, SHE REALLY IS A UTILITY PLAYER AND HAS BEEN JUST A FABULOUS COLLEAGUE, UM, OVER THE MANY, MANY YEARS. UM, A COUPLE OF WEEKS AGO, A SMALL GROUP OF US WERE ABLE TO GET TOGETHER IN A SOCIALLY DISTANCE FASHION, UM, TO WISH SHAYNA A FOND FAREWELL. UM, AND SHE TOLD US SHE'S LOOKING FORWARD TO RELAXING DURING RETIREMENT AND PLANS TO NEVER WAKE TO AN ALARM CLOCK AGAIN. SO WE WILL MISS HER GREATLY AND WISH HER THE VERY BEST IN HER RETIREMENT. UH, SHE'S BEEN AN ADVOCATE FOR THE WORKERS FOR THE UNION MEMBERS, UH, ALWAYS, UH, WITH A BIG HEART FOR THOSE WHO NEEDED SOMEBODY ON THE BOARD, UH, SPEAKING OUT FOR THEM, UH, SHE'S UH, OBVIOUSLY BEEN PASSIONATE AROUND ALL THOSE ISSUES. UH, SHE'S BEEN A LEADER ON THOSE ISSUES, MAKING SURE THAT WE REMAIN FOCUSED ON THE PEOPLE THAT WE SERVE AND THE PEOPLE WHO, UM, UH, MAKE OUR BUSES AND TRAINS GO. SHE'S ALWAYS HAD A HEART FOR THAT. SO WE'RE GRATEFUL FOR HER LEADERSHIP AND HER PASSION AND HER, UH, COMRADESHIP, UH, HERE ON THE BOARD, SHE WAS, UH, VERY ACTIVE IN PROJECT CONNECT AND GETTING US ACROSS THE FINISH LINE. UM, AND SO WE'RE GRATEFUL FOR ALL THAT SHE'S DONE FOR US AND THE CHANGE THAT SHE'S BROUGHT TO OUR COMMUNITY, UH, AND LOOK FORWARD TO, UH, GREAT THINGS FROM HER IN HER NEW ROLE. UM, I'VE ALSO OFTEN ENJOYED THE AMAZING THINGS I'VE LEARNED, AND I FEEL LIKE IT IS THE MOST INSANE LEARNING ABOUT THINGS LIKE FREQUENCY VERSUS COVERAGE IS SO SUCH AN INSTRUCTIONAL WAY TO LEARN ABOUT BUDGETS. YOU HAVE A LIMITED AMOUNT OF RESOURCES AND YOU HAVE TO DO THE BEST WITH THOSE RESOURCES, AND YOU CAN DO DIFFERENT WAYS. YOU CAN GIVE EVERYBODY A BUS, BUT THEY'RE GOING TO HAVE TO WAIT TWO HOURS EVERY TWO HOURS FOR IT, OR YOU CAN CONCENTRATE IT WHERE IT'S GOING TO AFFECT THE MOST PEOPLE. AND IN SO MANY WAYS YOU LEARN, THAT'S HOW YOU LEARN ABOUT BUDGETS TOO. WHEN YOU'RE LOOKING AT THESE, THESE GIANT BUDGETS AND YOU LEARN ABOUT CHOICES AND TRADE-OFFS, AND, UM, HAVING TO MAKE INCREDIBLY HARD DECISIONS. AND I'M GRATEFUL FOR THE COLLEAGUES I'VE HAD ON THIS BOARD AND THE AMAZING AND PROFESSIONAL CAP, METRO STAFF, I SAID THIS AT THE CITY, UH, CITY HAS ALSO RAISED THE BAR ON THE PROFESSIONALISM THAT YOU PROVIDE FOR CAP METRO. UM, AS I MOVE ON TO THIS NEXT AGENCY, BECAUSE IT HAS BEEN SUCH A, SUCH A PLEASURE TO WORK WITH ALL OF THE STAFF AT CAP METRO AND YOUR PASSION FOR THE WORK THAT YOU BRING AND HOW WELL, UM, WE ALL ADJUST IT TO A NEW LEADER WHO, WHO, WHO, UM, HAS BEEN SUCH AN AMAZING PASSIONATE PERSON AND THE PASSING OF PROJECT CONNECT HAS REALLY BEEN A GAME CHANGER FOR OUR COMMUNITY. UM, I, I I'VE THOUGHT THAT, YOU KNOW, THEY SAY EDUCATION IS THE GREATEST EQUALIZER. I FEEL LIKE TRANSPORTATION, PUBLIC TRANSPORTATION IS, IS IT'S THE GREATEST MOBILE. I DON'T, I COULDN'T THINK OF A GOOD ONE, BUT I THOUGHT GREATEST MOBILIZER, THE GREATEST CONNECTOR TO OPPORTUNITY. AND YOU HAVE TO HAVE PUBLIC INVESTMENT TO BE ABLE TO CONNECT PEOPLE TO OPPORTUNITY IN SO MANY DIFFERENT AREAS IN GOVERNMENT, BUT ESPECIALLY IN PUBLIC TRANSPORTATION. AND SO I'M GRATEFUL TO THE AUSTIN VOTERS WHO HAVE INVESTED IN OUR COMMUNITY. IT IS A GAME CHANGER. AND WHEN THEY TAKE YOUR MASK OFF, A LOT OF TIMES THEY ARE COUGHING AND IT SOUNDS LIKE THEY HAVE COVID. AND WHEN WE CAUGHT IT IN THE RADIO CONTROL, A LOT OF TIMES WE'RE HAVING SOME RADIO CONTROLLED DISPATCHERS TRYING TO FORCE THE OPERATORS TO CONTINUE IN SERVICE. UM, AND WHILE WE DON'T HAVE TO MOVE THE UNIT, IF A PERSON IS NOT COVERING UP THEIR FACE, WHICH INCLUDES THEIR NOSE AND THEIR MOUTH FOR SAFETY ISSUES. AND OUR MV SUPERVISORS ARE NOT ABLE TO ISSUE A, UM, CRIMINAL TRUST HOUSE FROM THOSE SAME PROBLEM, INDIVIDUALS WRITING ALL OF CAP METRO UNITS. SO THEY'RE DOING, THEY'RE ONLY ABLE TO DO CRIMINAL TRESPASSES AT PACIFIC BUS STOPS. AND I THINK THAT NEEDS TO CHANGE BECAUSE IF SOMEBODY IS ASSAULTED ONE OPERATOR ON ONE DAY, THEN THE NEXT DAY COMES, THEY GET ON THE UNIT, ANOTHER UNIT AND DO THE SAME THING. WE'RE LOOKING TO GO AHEAD AND FINISH OFF THE STREET, SHUT THE SERVICE STANDARDS, AND TO BRING THOSE BACK TO THE BOARD FOR ADOPTION AT THE JANUARY MEETING NEXT, BY WHAT, AS WE'VE GONE FORWARD WITH THE INITIAL WORK THAT WE HAD DONE ON THE ORANGE AND ON THE BLUE LINE, WE HAVE FINISHED UP WHAT'S THERE FOR TASK NUMBER ONE, WHICH WAS GETTING US TO THE POINT THAT WE HAD THE ADOPTED SYSTEM MAP. AND WE HAD THE LOCALLY PREFERRED ALTERNATIVES. NOW IT'S TIME TO TURN THE PAGE, UH, AND GO ON TO TASK NUMBER TWO, WHICH WILL GET US FROM WHERE WE CURRENTLY ARE OUT THROUGH A RECORD OF DECISION AND THE NEXT STEP IN THE PROCESS. SO WHAT WE WANT TO DO IS TO PROVIDE CONTRACT UPDATES FOR THE ORANGE LINE, THE BLUE LINE, AND THE PMO, OUR CONTRACTS. NEXT SLIDE, WE'VE GONE THROUGH A PROCESS THAT STARTED IN THE FALL OF 2018, AND WE HAD THE SELECTION THAT WE MADE FOR THE PRO PROGRAM MANAGEMENT OWNER'S REPRESENTATIVE HDR ENGINEERING THAT HAPPENED EARLY IN 28, LATE IN 2018, UH, THE ORANGE LINE WITH THE SELECTION THAT WE MADE OF EIGHT E-COM AND THAT WAS AWARDED IN 2019. UH, AND THEN IN, UH, IN APRIL OF 2019, WE HAD THE BLUE LINE. SO WE HAD ALL THREE OF THOSE TO GO AHEAD AND GO THROUGH WHAT THE FIRST TASK WOULD BE, WHICH IS TO GO AHEAD AND HAVE THE PROCESS IN PLACE TO GET TO THE LPAS. AND THEN LATER GO ON TO TASK. NUMBER TWO, ONCE WE WERE AT THE POINT THAT THINGS LIKE THE MODE, WHAT HAD BEEN DECIDED THE BASIC LOCATIONS, SO THAT WERE ABLE TO GO AHEAD AND GET THAT IN PLACE SO THAT WE PUT THINGS SO THAT THERE WAS ONE AND TWO TASKS IN THEIR CONTRACT. WHEN WE INITIALLY WORKED THROUGH THOSE CONTRACTS IN THE FALL OF 18, WE STARTED THAT FEDERAL AND COMMUNITY PROCESS. AS WE WENT THROUGH THE SPRING, THE ASM P WAS ADOPTED, WHICH GREATLY MADE WAY FOR THE DEDICATED, UH, TRANSIT WAY, UH, ON ALL OF THE MAJOR STREETS THAT WE'RE GOING TO GO AHEAD AND HAVE THE LIGHT RAIL. WE WENT THROUGH CONCEPTUAL ENGINEERING, UH, AND THEN ULTIMATELY THROUGH THE POINT THAT WE GOT WITH THE LPA IS IN JUNE OF THIS PAST YEAR, NEXT ONE, WE CAN GO AHEAD AND MOVE FORWARD UNDER TASK. NUMBER ONE, THERE WAS AN EXTENSIVE COMMUNITY ENGAGEMENT PLAN THAT WAS DEVELOPED. UH, WE WENT AHEAD AND PIVOTED WHEN THE, UH, WE GOT TO THE POINT THAT THE VIRUS WAS HERE TO GO AHEAD AND GO FORWARD, UH, WITH THAT IN A VIRTUAL MODE. UH, AND AS JACKIE SAID EARLIER, WE'RE GOING TO DO THE SAME THING AS WE, UH, MOVE FORWARD WITH THE REST OF THE PROGRAM, UH, SELECTION OF LOCALLY PREFERRED ALTERNATIVE THE FUNDING PLAN, AND THEN TO GET ADOPTION OF PROP A IN THE FALL. SO NOW THAT WE'VE GOT PROP A, NOW THAT WE'RE READY TO GO AHEAD AND TURN THE CORNER, WE'RE GOING TO GO ON TO THE NEXT TASK. AND EACH ONE OF THESE TASKS WAS INCLUDED IN THE SCOPE OF THE OVERALL PROGRAMS. UH, THEY JUST WERE NOT AT THAT POINT IN TIME CHRIST, UH, BECAUSE WE DID NOT KNOW WHAT WAS GOING TO HAPPEN WITH THE SELECTION OF THE MODE AND MANY OTHER THINGS. SO NOW THAT WE KNOW WHAT THOSE ARE, AND WE'VE GOT THE LPAS, WE'RE ABLE TO GO AHEAD AND MOVE FORWARD WITH THE COMMUNITY ENGAGEMENT. AND AS JACKIE SAID, THOSE HAVE BEEN SCHEDULED AND THEY START AT THE END OF JANUARY, WE'RE GOING TO KEEP THE SAME FORMAT THAT WE DID IN THE SPRING, UH, WITH EVERYTHING BEING VIRTUAL. AND WE'LL MAKE SURE THAT WE'VE GOT PLENTY OF TIME FOR QUESTIONS [00:40:01] AND SUGGESTIONS AS WE GO AHEAD AND GO FORWARD. SO WHAT WE'LL DO IS WE'LL DEFINE AND LOOK AT WHAT THAT SCOPE IS THE LEVEL OF EFFORT TO BE ABLE TO GO AHEAD AND GET THROUGH THAT ENVIRONMENTAL AND PRELIMINARY ENGINEERING PHASE. UH, THE CONTRACTS AS WE BEGAN MOVING FORWARD WILL BE IMPLEMENTATION OF THE INITIAL INVESTMENT PROGRAM. NEXT SLIDE. THIS WOULD GIVE YOU A TIMELINE FOR HOW WE GO AHEAD AND MOVE FORWARD. UH, WITH BEGINNING THAT PUBLIC PROCESS IN JANUARY, AS I SAID, A FEW MINUTES AGO, A NOTICE OF INTENT, WHICH IS A FEDERAL TERM THAT HAS TO BE PUBLISHED IN THE FEDERAL REGISTER TO START THE PROCESS GOING THROUGH A DRAFT ENVIRONMENTAL IMPACT STATEMENT, REALLY AS THE FIRST PORTION OF A COMPLETE REPORT, WORKING THROUGH AN FDA INITIAL RATING PACKAGE IN THE FALL OF 22, THE SAME KIND OF RATING PACKAGE THAT WE DEVELOPED THIS PAST YEAR, UH, FOR BOTH OF THE TWO METRO RAPID STARTS FINALLY IN THE WINTER OF 22, UH, COMING TO A CONCLUSION WITH THE FINAL ENVIRONMENTAL IMPACT STATEMENT AND ACHIEVING A RECORD OF DECISION. AND THEN EARLY IN 23, BEING ABLE TO TAKE THAT NEXT STEP OUT OF PROJECT DEVELOPMENT AND OVER INTO THE ENGINEERING PHASE, NEXT SLIDE TASK. NUMBER TWO, UH, AS WE GO THROUGH THE ENVIRONMENTAL AND THE PRELIMINARY ENGINEERING, WE'VE DEVELOPED A WORK PLAN THAT WILL BE THERE FOR THE ORANGE LINE AND THE BLUE LINE, UH, THEY WILL BE DONE IN PARALLEL, SO THAT WE'RE ABLE TO GO AHEAD AND AS JACKIE SHOWED IN THE MEETING SCHEDULE, UH, BASICALLY MEETINGS THAT ARE EITHER THE SAME DAY OR A DAY APART. UH, SO WE'RE BRINGING ALONG BOTH OF THE PROJECTS AT THE SAME TIME. UH, WE'LL HAVE THE COMMUNITY ADVISORY COMMITTEE, EXTENSIVE COMMUNITY ENGAGEMENT TO BE ABLE TO GO AHEAD AND GET COMMENTS AND SUGGESTIONS. WE'LL MAKE SURE WHEN WE HAD THE VIRTUAL MEETINGS, THAT THERE'S PLENTY OF TIME TO BE ABLE TO DO THAT. THIS PART OF THE PROGRAM WITH GOING THROUGH THE ENVIRONMENTAL PHASE FOR NEPA IS A VERY, VERY STRUCTURED PROCESS. SO WE'VE GOT TO COMPLY WITH ALL OF THE NEPA PROCESS AND ALL OF THE REQUIREMENTS AND NOTIFICATIONS AS WE GO FORWARD. SO IT WILL BE A LITTLE MORE STRINGENT THAN WHAT WE HAD AS WE WENT THROUGH TASK. NUMBER ONE ON THE ENVIRONMENTAL WE'LL LOOK AT ENVIRONMENTAL BENEFITS. WE'LL LOOK AT MOBILITY, WE'LL HAVE INVOLVEMENT FROM PARTNERSHIPS WITH FEDERAL AND STATE AGENCIES. WE'LL GO INTO THE PROJECT DEVELOPMENT PHASE. AND AS I SAID EARLIER, GET THE PROJECT RATINGS. SO AS WE GO THROUGH THE PRELIMINARY ENGINEERING, WE'RE GOING TO LOOK AT THE BASIC DESIGN ELEMENTS IMPROVEMENTS IN THE QUARTERS. AND THEN AT THE COMPLETION ENTRY INTO PROJECT ENGINEERING WITH COMPLETION OF WHAT WE HAVE GOT FROM THE PROJECT DEVELOPMENT PHASE. NEXT TIME, ALONG WITH THAT TO ACHIEVE THE RATINGS, UH, THIS IS ONE HALF OF WHAT YOU HAVE TO DO FOR THE FEDERAL PROCESS. EACH ONE OF THESE SIX DIFFERENT COMPONENTS IS EVALUATED AS WE GO THROUGH THE DEVELOPMENT OF THE NEPA DOCUMENT TO GET TO THE END IN TO THAT RECORD OF DECISION. THIS GIVES US THE ABILITY AS WE GO FORWARD, UH, WITH THE RATING TO BE ABLE TO GET IN THE QUEUE, TO GO FORWARD WITH THE FEDERAL PARTICIPATION AND THE FEDERAL SHARE. SO WE'RE LOOKING AT THINGS THAT ARE RIDERSHIP. WE'RE LOOKING AT NEW WRITERS, WE'RE LOOKING AT BENEFITS COMPARED TO WHAT THE COST IS. WE'RE LOOKING AT FUTURE DEVELOPMENT AND EXISTING CONDITIONS, ALL OF THOSE TYPE OF JUSTIFICATION FACTORS THAT ARE THERE. ALL SIX OF THEM ARE INCLUDED. ALL OF THEM HAVE THE SAME WEIGHT AND YOU HAVE TO GET TO A MEDIUM RATING FOR ALL SIX, A COMBINATION OF THE SIX OF THEM. THE NEXT SLIDE GIVES YOU WHAT IT IS ON THE FINANCIAL ASPECTS. AND THE PART THAT'S THERE WITH THIS IS THE TRE PUTS US WAY AHEAD AND GIVES US A LOT OF BACKING TO BE ABLE TO GET A VERY GOOD SCORE ON THE FINANCIAL ASPECT. UH, AND THIS ONE IS THE ORANGE LINE, UH, WITH, WITH THE CONTRACT THAT WE HAVE HAD IN PLACE, UH, WITH A E-COM, UH, THEY HAVE FINISHED OFF WHAT IS THERE THROUGH THE FIRST STAGE THROUGH TASK NUMBER ONE, [00:45:01] UH, AS I'VE SAID BEFORE, WITH THE LPAS NOW, AS WE GO IN TO TASK NUMBER TWO, WITH THE DETAILED ENVIRONMENTAL AND PRELIMINARY ENGINEERING, THAT WE'LL GO AHEAD AND COMPLETE WHAT THE SCOPE HAS BEEN SINCE WE AWARDED THE CONTRACT, UH, TO A E-COM. SO ANYTHING THAT COMES BEYOND THAT BEYOND THE END OF THIS CONTRACT, UH, WILL THEN FUTURE DESIGNS AND CONSTRUCTION CONTRACTS WILL BE DEVELOPED AND AWARDED BY THE ATP. NEXT SLIDE, PLEASE. LIKEWISE, ON THE BLUE LINE, UH, WE COMPLETED UNDER TASK NUMBER ONE, UH, THE LPA FOR THAT LINE, UH, THE INITIAL ENGINEERING, AND THAT WAS ALSO PART OF THE OVERALL PROOF SYSTEM PLAN. AS WE GO TO TASK, NUMBER TWO, IT WILL INCLUDE THE SAME COMPONENTS OF THE DETAILED ENVIRONMENTAL AND ENGINEERING. AND AT THE CONCLUSION THAT TASK TWO, IT WILL COMPLETE THAT CONTRACT. IN ESSENCE, BOTH THE CONTRACT FOR THE BLUE LINE AND THE ORANGE LINE WHEN THEY ARE COMPLETE, THE NEXT STEP IN ANY OF THE DESIGN AND CONSTRUCTION CONTRACTS WILL BE DEVELOPED AND AWARDED UNDER THE ATP. NEXT SLIDE, WE ALSO HAVE UNDER CONTRACT, AND IT WAS REALLY THE FIRST ONE THAT WE PUT IN PLACE, UH, IN DECEMBER OF 2018, UH, THAT WAS FOR THE PROGRAM MANAGER OVER OWNER'S REPRESENTATIVES. THEY PROVIDE BASICALLY SUPPORT TO THE PROGRAM PROGRAM MANAGEMENT REVIEW OF THINGS THAT ARE THE ENVIRONMENTAL DOCUMENTS THAT COME FORWARD, PARTICIPATE AND ENGAGE WITH THE COMMUNITY. AND THEY ALSO SERVE A FUNCTION OF BEING ABLE TO HAVE THAT QUALITY ASSURANCE QUALITY CONTROL OVER ALL THE COMPONENTS THAT ARE SUBMITTED AND REVIEWED BY THE BLUE AND THE ORANGE LINE. NEXT TIME WITHIN EACH ONE OF THESE CONTRACTS, UH, THERE IS A DBE GOAL, AND AS WE DEVELOP THE CONTRACTS, THERE WAS A GOAL THAT WAS SET IN PLACE WITHIN THE CONTRACTS THAT WAS ADVERTISED FOR PROPOSALS THAT FOR THE TWO AND THE TWO ENVIRONMENTAL AND PRELIMINARY ENGINEERING CONTRACTS, THAT WAS A 10% GOAL. AND UNDER THE PMO, OR IT WAS A 9% GOAL AS WE WENT FORWARD AND GOT THEIR PROPOSALS FROM EACH ONE OF THE CONTRACTORS, PROPOSED AN 18% GOAL HIGHER THAN WHAT THE 10% WAS H N T B DID THE SAME THING. THERE ARE SPECIFIC REQUIREMENTS NOW THAT WE'RE INTO THE NEPA PROCESS. UH, AND THE FIRST WITH IT IS TO GO AHEAD AND GET THROUGH THE SCOPING. SO THE RECORD OF DECISION IS THAT FINAL PORTION OF IT THAT THEN LETS US GO FORWARD, UH, BEYOND THE INITIAL DEVELOPMENT PHASE [01:00:01] AND INTO THE ENGINEERING PHASE. SO THERE ARE A WHOLE SERIES OF ITEMS THAT WE WORK OUR WAY IN THE PRESENTATION AND IN THE EVALUATION FACTORS, BUT THAT'S THE BASIC STRUCTURE OF WHAT WE GO THROUGH. AND SPECIFICALLY WITHIN THE EIS, WHAT, WHAT'S THE PUBLIC INPUT THAT WE'RE LOOKING, WHAT, WHAT WE'RE DOING IS SIMILAR. UH, SO NOW THAT WE KNOW THAT IT'S GOING TO BE LIGHT RAIL, NOW THAT WE KNOW THAT WE'RE GOING TO HAVE A DOWNTOWN TUNNEL, WE CAN NOW GO DEEPER INTO IT TO EXPLAIN ALL OF THE DIFFERENT EFFECTS. WE LOOK AT A GREATER LEVEL OF DETAIL AT ANYTHING THAT IS ARCHEOLOGICAL OR ANYTHING THAT IS THERE THAT MAY BE HISTORIC DIMENSION, A COUPLE OF THINGS, UH, AND EACH ONE OF THOSE ARE EXAMINED AT A HIGHER LEVEL OF DETAIL. AFTER THAT PHASE, IT'S GOTTA BE CONSTRUCTION, COORDINATION, COMMUNITY ENGAGEMENT. AND AFTER THAT, IT'LL BE REVENUE, SERVICE AND OPERATIONS. SO, UM, WE ARE A PUBLIC AGENCY, SO THE COMMUNITY PIECE WILL NEVER ACTUALLY END. CAN YOU JUST EXPLAIN WHAT THAT MEANS FOR THE PUBLIC, BECAUSE THEY MAY NOT UNDERSTAND WHAT DOES THAT MEAN? SCOPING? IT BASICALLY LOOKS AT THE ASPECTS OF WHAT THE PROJECT CAN BE AND SHOULD BE. UH, IT LOOKS AT THE LOCATION. UH, IT LOOKS AT WHAT THE PURPOSE IS. IT LOOKS AT THE NEED TO BE ABLE TO GO AHEAD AND MOVE FORWARD WITH THE PROJECT. IT FURTHER DEFINES EACH ONE OF THE AREAS OF THE PROJECT. NOW THAT WE'RE AT THE POINT THAT WE KNOW THAT THERE'S GOING TO BE LIGHT RAIL IN A TUNNEL. UH, IT GOES INTO ALL OF THOSE DIFFERENT ITEMS AT A DIFFERENT LEVEL OF DETAIL, MORE GRANULAR THAN WHAT WE WENT THROUGH, UH, WHAT WE WERE GOING THROUGH THE INITIAL PROCESS TO GET TO THE LPS. IS THIS THE STAGE OF GRANULARITY WHERE YOU MIGHT BE TALKING ABOUT SPECIFIC, UM, STREETS AND, OR SPECIFIC STOPS AND OR SPECIFIC, UM, UH, MAJOR HUBS OR IS, IS THAT A LATER STAGE? SO IT GAVE US THE OPPORTUNITY BASED UPON THE LPAS TO DEVELOP A MORE ACCURATE SCOPE AND TO GET THAT PRICED, WHICH WOULD NOT HAVE BEEN POSSIBLE IF WE TRIED TO DO IT AT THE VERY BEGINNING. OKAY. WHO'S GOING TO WHO'S ON FIRST, I GUESS, FOR TAKING THE LEAD FOR, UH, THE ENVIRONMENTAL STUDIES FOR LOOKING INTO THIS, FOR THIS PART OF IT, GOING INTO THIS PHASE, TWO OF THE PROJECT CHECK FOR THAT EIGHT, EACH ONE HAS BEEN TO HAVE THE PORTION OF THE TUNNEL THAT IS INCLUDED IN THEIR CONTRACT AND THEIR SCOPE. THE BLUE LINE, UH, WILL BASICALLY HAVE THE TUNNEL FROM THE NORTH SIDE OF THE LAKE, UH, UP THROUGH REPUBLIC SQUARE, UH, AND, AND THE ORANGE LINE WE'LL HAVE IT UP AND DOWN GUADALUPE AND UNDER THE LAKE. UH, AND WE HAVE A VERY DETAILED COORDINATION PROCESS, UH, THAT GOES ON BETWEEN THOSE TWO FIRMS AND THE PMO ARE, UH, WHO HAS GOT SOMEONE FROM THE PMR WHO HAS TUNNEL EXPERIENCE. UH, SO THOSE ARE THE THINGS THAT WE'RE DOING, UH, AND, AND WE'RE REFINING EACH ONE OF THOSE AS WE GO. OKAY. AND SO THE, THE, THE MONEY AND PHASE TWO INCLUDES THAT PARTICULAR PROJECT AS WELL, BOTH FOR THE ORANGE LINE SIDE OF THE TUNNEL. SO JUST STARTING AT THE TOP, LOOKING AT SALES TAXES, UM, YOU CAN SEE THAT THE SALES TAXES ARE ACTUALLY SLIGHTLY HIGHER IN FISCAL 20 THAN IN FISCAL 19 BY 0.3%, BUT THEN IT WAS 3 MILLION BELOW WHAT WE BUDGETED FOR THE FISCAL YEAR, LOOKING AT PASSENGER FARES. UM, YOU CAN SEE THAT WE ARE SETTLED SIGNIFICANTLY BELOW FISCAL 19, AS WELL AS BELOW FISCAL 20, BECAUSE WE HAD THE TWO MONTHS OF FREE FARES WHEN THE PANDEMIC PANDEMIC FIRST OCCURRED IN APRIL AND MAY. AND THEN WE ALSO HAVE REDUCED RIDERSHIP FROM, UM, JUNE THROUGH SEPTEMBER THAT IS IMPACTING FAIR REVENUES. SO FULL FARE REVENUES. WE ARE 7.8 MILLION BELOW BUDGET FOR FREIGHT REVENUE. UH, WE ARE EXCEEDING BUDGETS BECAUSE THE 45 G SHORTLINE TAX CREDIT WAS REAPPROVED. AND WE WERE ABLE TO, UH, APPLY TWO YEARS OF THAT TAX CREDIT, BOTH FOR FISCAL 20 AND FISCAL 19 WAS RECEIVED IN FISCAL 20. SO WE ARE 1 MILLION FAVORABLE BECAUSE OF THAT TAX CREDIT. WHEN YOU LOOK AT OTHER REVENUE, UH, THAT FAVORIBILITY IS MOSTLY DUE TO INVESTMENT IN CRA INCOME. THAT IS 1.9 MILLION ABOVE BUDGET WITH INVESTMENTS THAT WERE MADE PRIOR TO COVID AND WAS STILL PAYING SIGNIFICANT YIELDS. OUR OPERATING CONTRIBUTIONS ARE SIGNIFICANTLY ABOVE BUDGET BECAUSE OF THAT CARES ACT DRAW OF 101.9 MILLION. AND IN LOOKING AT CAPITAL CONTRIBUTIONS, IT IS ABOVE FISCAL 19, BUT SLIGHTLY BELOW BUDGET. SO THE RESULT FROM OCTOBER, 2019 AS REFLECTED IN THE BOOK, BLUE BARS ALSO REFLECT THE CHANGED SALES TAX LAWS THAT WERE IN ACTED INTO FOR TAXATION ON OUT OF STATE INTERNET SALES. THIS WAS A BIG BOOST OF SALES TAX THIS YEAR, AND ESPECIALLY WITH THE PANDEMIC, WE HAD A MARKET SHIFT OF TO ONLINE SHOPPING. AND NOW THAT THAT OUT OF STATE ONLINE SELLS ON TAXABLE, IT DEFINITELY HELPED HELPED US WEATHER THE STORM DURING THE PANDEMIC. NEXT THING, THIS IS SHOWING A ROLLING SIX MONTH AVERAGE SALES TAX GROWTH TO JUST TRY AND EVEN OUT SOME OF THOSE SPIKES. THEY ARE 4.2 MILLION UNFAVORABLE DUE TO PANDEMIC RELATED EXPENSES FOR SALARY CONTINUATION, AND ALSO THE FULL CAPITAL METRO ACCEPTING THE LIABILITY FOR THE, UH, WORKERS LEAVE ACCRUAL. AND THEN LASTLY, IN DEPARTMENT NINE 24 PROJECT CONNECT, UM, THERE ARE 1.7 MILLION BELOW BUDGET DUE TO SAVINGS AND MARKETING AND COMMUNICATION EXPENSES OF 770,000. AND THE TIMING OF SOME OF THE ENGINEERING FIRMS SERVICE, IT SAYS ON THE NEXT PAGE, WE'LL LOOK CON HOW WE PERFORMED AGAINST OUR CAPITAL PROJECTS, BUDGETS. UM, SO YOU SEE WHAT WE HAVE EXPANDED AGAINST THE BUDGET AND THEN AS A PERCENTAGE OF BUDGET. SO IF YOU LOOK AT THE BOTTOM, YOU CAN SEE THAT WE'VE SPENT 81.8 MILLION AGAINST THE BUDGET OF 111.7 MILLION, [01:35:03] UH, WHICH IS 73%. I JUST WANTED TO POINT OUT TO YOU THAT, UH, IN THE BUDGET, THERE WERE A FEW ITEMS TO TAKE UNDER CONSIDERATION. FOR EXAMPLE, UH, WHEN COVID HAPPENED, WE PAUSED 7.7 MILLION AND CAPITAL BUDGETS IN ORDER TO PRESERVE CASH AND LIQUIDITY. UM, SO THOSE PROGRAMS ARE STILL POSED. AND THEN IN ADDITION TO THAT, WE HAD $6.2 MILLION OF PROJECTS THAT WERE IN THE CAPITAL BUDGET, BUT AS WE COMPLETED THE YEAR, UM, THEY ARE BEING RECLASSIFIED AS CAPITAL CONTRIBUTIONS TO OTHER AGENCIES BECAUSE IT'S NOT REALLY CAPITAL METRO CAPITAL METRO'S ASSETS. UH, FOR EXAMPLE, THE STORM WATER IMPROVEMENTS FOR THE DOWNTOWN STATION WAS INCLUDED IN OUR BUDGET, BUT THE FUNDS SPENT ON THAT IS TREATED AS A CAPITAL CONTRIBUTION TO THE CITY'S ASSETS. IN ADDITION TO THAT, WE ALSO HAD FUNDS ON THE, UM, CARDS EAST SIDE, UM, BUS DEPOT, UM, THAT IS A CONTRIBUTION TO THE CARTS PROPERTY. SO WHEN YOU TAKE THAT INTO ACCOUNT, OUR TOTAL PERFORMANCE AGAINST THE BUDGET WOULD HAVE BEEN 85.7%, WHICH IS, UM, THE BASE THAT I'VE SEEN THE AGENCY YATES PERFORM IN TERMS OF BEING ABLE TO COMPETE FOR PROJECTS WITHIN THEIR BUDGETS, LOOKING AT THE INDIVIDUAL DEPARTMENTS. UM, WHEN YOU LOOK AT COMMUTER RAIL, THEY ARE AT 63% OF THEIR BUDGET. UM, THEY ARE, MOST OF THEIR SPENDING IS FOR POSITIVE TRAIN CONTROL TRACK UNDER CUTTING AND GREAT CROSSINGS. THE AMOUNT THAT IS BELOW BUDGET IS PARTLY DUE TO, UH, THEIR BUDGET INCLUDED 1.3 MILLION FOR THE, UH, WATSCO LOCOMOTIVE PTC EQUIPMENT, UH, THAT IS REALLY, UM, A RECEIVABLE FROM WATSCO AND IS, AND IT WAS INVOICED TO WHAT KIND OF, SO THAT'S NOT A CAPITAL ITEM AND WAS EXCLUDED. AND THE REMAINDER IS THEN PTC SPENDING THAT IS ROLLING INTO FISCAL 21, LOOKING AT VEHICLES, THEIR SPEND OF 24.8 MILLION WAS MOSTLY FOR 23 TRANSIT BUSES AND 12 BATTERY BATTERY ELECTRIC BUSES. THE REASON THEY ARE BELOW BUDGET IS BECAUSE OF 2.2 MILLION FOR 20 PARATRANSIT VEHICLES THAT ARE EXPECTED TO BE RECEIVED IN EARLY FISCAL 2021. WHEN YOU LOOK AT THE INFORMATION TECHNOLOGY BUDGETS, WE DID DELAY 2.7 MILLION OF THEIR PROJECT PROJECTS AT THE ONSET OF COVID. AND THEN, UM, THE SPENDING THAT THEY HAVE INCURRED IS MOSTLY FOR ONBOARD VALIDATORS AND THE ENTERPRISE ASSET MANAGEMENT SYSTEM, AND THAT THE ITEMS THAT WERE DELAYED OR MOSTLY, UH, THE TICKET VENDING MACHINES, WHERE WE'RE STILL HOLDING FINAL PAYMENT UPON FINAL COMPLETION OF ALL THESE SOFTWARE UPDATES AND THEN ENTERPRISE ASSET MANAGEMENT SYSTEMS. AND SOME OF THAT PROJECT IS ROLLING INTO FISCAL 2021, AS WELL AS THE ONBOARD DIGITAL DISPLAYS THAT ARE ROLLING INTO FISCAL 2021 AT FACILITIES. UM, THEY'RE AT 78% OF THEIR BUDGETS. MOST OF THEIR SPENDING IS FOR THE DOWNTOWN STATION, THE NORTH OPS ELECTRIC YARD BUS AND BUS, UM, ELECTRIFICATION, AND THEN ALSO BUS STOP ENHANCEMENTS. UM, THEY'RE UNDERSPENDING IS MOSTLY DUE TO 5 MILLION OF THEIR BUDGET THAT WAS MOVED TO CAPITAL CONTRIBUTIONS FOR THE CARTS AS DEPO AND THE DOWNTOWN STATION STORMWATER IMPROVEMENTS. THEN, UH, THE NEXT BIG BUDGET, UM, THEIR MINING BUDGETS ARE REALLY VERY CLOSE TO BUDGET. WHEN YOU LOOK AT A DOLLAR WISE, YOU CAN SEE THAT THE CONTINGENCY IS STILL INTACT AND THAT, UM, OVERALL THE AGENCY, UH, COMPETED THE YEAR OF VERY WELL WITHIN THEIR BUDGET FOR CAPITAL PROJECTS. SO THAT CONCLUDES MY PRESENTATION ON THE BUDGET VARIANCES. DO WE HAVE ANY QUESTIONS, QUESTIONS FOR RONNETTE BURNETT? I HAVE ONE WHICH IS, OR MAYBE A COUPLE IF I DID THE MATH, RIGHT. UM, WE FOUND OUT LAST WEEK AND I GOT A CALL FROM THE FDA ADMINISTRATOR PERSONALLY AT THE END OF LAST WEEK THAT WE RECEIVED A $900,000, UH, FTA GRANT FOR OUR APPLICATION. AND THE CITY WAS, UH, WAS A SPONSOR OR A I'M GONNA CALL US, UH, WE'RE GONNA BE A FULL CO-SPONSOR, BUT A LETTER OF SUPPORT SPONSOR IS I THINK THE WAY THEY USE IT IN THAT PROGRAM. AND IT'S $900,000 FOR EQUITABLE TRANSIT ORIENTED DEVELOPMENT AND HELPING WITH OUR ANTI-DISPLACEMENT STRATEGIES. SO IT'S PART OF THE TRANSITORY DEVELOPMENT PROGRAM AND FTA, THEY ONLY AWARD A LITTLE OVER $6 MILLION, AND WE ACTUALLY GOT A GRANT FOR 900,000, SO VERY LARGE AWARD OUT OF THAT PROGRAM. AND WE PUT IT INTO STUDY, UH, HOW WE COULD BEST USE TRANSIT ORIENTED DEVELOPMENT AND THE ANTI-DISPLACEMENT STRATEGIES ON THE ORANGE AND BLUE LINES SPECIFICALLY. AND I JUST WANT TO THANK THE FOR THAT. UM, WE'VE DONE A LOT, UH, I THINK MORE RECOGNIZING OUR FRONTLINE STAFF AND WE'RE GOING TO CONTINUE TO DO THAT EVEN MORE, ESPECIALLY AS WE COME OUT OF COVID, UH, THERE'S ABOUT 2000, YOU KNOW, WOMEN AND MEN THAT WORK IN THIS LARGER ORGANIZATION SOON TO BE EVEN A MUCH LARGER ORGANIZATION. AND I'M IN AWE BY WHAT THEY DO EVERY DAY. I LOVE TRANSIT. I'VE BEEN IN THIS FIELD FOR BASICALLY MOST OF MY PROFESSIONAL CAREER. I THINK WHAT PEOPLE IN TRANSIT DO IS ABOUT AS MEANINGFUL OF WORK AS ANY TYPE OF WORK THERE IS OUT THERE, IT SHOULD BE RESPECTED BY THE COMMUNITY. IT SHOULD BE TREATED WITH THAT RESPECT. THEY SHOULD, PEOPLE NEED FAIR WAGES AND FAIR BENEFITS. I THINK WE'VE IMPROVED THAT, AND THERE'S ALWAYS ROOM TO CONTINUE TO EVOLVE IN THAT CATEGORY AS WELL. BUT I JUST WANT ALL THE STAFF TO KNOW IT IS AN HONOR BASICALLY OF A LIFETIME TO REPRESENT THEM BECAUSE I ALWAYS TELL THEM MY JOB IS TO HELP YOU. MY JOB IS NOT TO TELL YOU WHAT TO DO.
