SCOTT, GOOD MORNING.

THE CITY OF AUSTIN AND TRAVIS COUNTY ARE HEADED FOR A DIRE SITUATION.

WHILE TODAY OUR HOSPITALS CAN MANAGE THE LOAD OF COVID-19 PATIENTS AND ALL OTHERS WHO SEEK MEDICAL CARE AT OUR COMMUNITY.

MY CONCERN IS THAT THERE'S A GROWING THREAT OF THE RAPID AND UNSUSTAINABLE INCREASE IN HOSPITALIZATIONS.

IN THE COMING WEEKS.

WE'VE SEEN A RAPID INCREASE IN ALL THE METRICS WE WATCH AS INDICATORS OR HOW THE PANDEMIC IS PROGRESSING IN AUSTIN AND TRAVIS COUNTY AND CENTRAL TEXAS CHASES HAVE INCREASED 80% SINCE DECEMBER THE FIRST 200 PEOPLE, MORE THAN, UH, ARE HOSPITALIZED MORE THAN ON DECEMBER THE FIRST AND THE LAST EIGHT DAYS.

THE NUMBER OF PEOPLE IN OUR ICU IS UP 50%.

OUR POSITIVITY RATE AS A COMMUNITY IS NOW OVER 13% AND STILL INCREASING.

WE ARE WORKING HARD TO LIMIT THE IMPACT OF COVID-19 AND ARE GRATEFUL FOR THE PARTNERSHIPS WITH CHIEF NAM KID AND THE TEXAS DIVISION OF EMERGENCY MANAGEMENT, WHO IS PROVIDING US A SITE FOR A MOBILE INFUSION CENTER FOR MONOCLONAL ANTIBODIES, UH, WHICH WE EXPECT TO BE OPERATIONAL EARLY NEXT WEEK.

WE'RE ALSO IN THE PROCESS OF BUILDING STRIKE TEAMS IN PARTNERSHIP WITH AUSTIN, TRAVIS COUNTY EMS, AND OUR HOSPITALS TO PROVIDE MOBILE UNITS WHO CAN GO OUT TO NURSING HOMES TO PROVIDE THAT MONOCLONAL ANTIBODY THERAPY TO THOSE IN NEED THERE TO HELP FURTHER LIMIT THE STRESS ON OUR HEALTHCARE SYSTEM.

WE HAVE SEEN COVID-19 DEVASTATE CITIES LIKE EL PASO, WHERE MORE THAN 1600 HAVE ALREADY DIED IN THAT CITY.

AND THEN THE DEATHS ARE STILL BEING COUNTED FOR MOST PEOPLE IN OUR COMMUNITY.

SO WE'RE 542 DEATHS IS A NUMBER.

IT'S A STATISTIC, BUT FOR 542 FAMILIES, THERE'S A NAME THERE'S MEMORIES.

THERE'S A DEEP SENSE OF LOSS.

NOW IMAGINE A SURGE LIKE THAT, THAT HAPPENED IN EL PASO HAPPENING HERE THAT WOULD MEET ANOTHER 2000 NAMES AND 2000 FAMILIES SUFFERING.

THIS, THIS DEVASTATING DISEASE TODAY IS THE DAY THAT AUSTIN, TRAVIS COUNTY AND CENTRAL TEXAS CAN SAY, NOT HERE.

IT'S NOT GOING TO HAPPEN HERE.

TODAY IS THE DAY TO JOIN US IN THE DEFENSE OF OUR CITY, OF OUR COMMUNITY, OF OUR FAMILIES, OF OUR LOVED ONES, OUR FRIENDS.

AND ALL I'M ASKING THAT YOU DO IS TO STAY HOME, THAT YOU AVOID GATHERINGS, PARTICULARLY OVER THIS HOLIDAY WEEKEND.

AND IF YOU HAVE TO GO OUT OF YOUR HOME, DO SO WITH A MASK ON FOLLOW THE SOCIAL DISTANCING GUIDELINES, WASH YOUR HANDS FREQUENTLY, USE HAND SANITIZER, AVOID TOUCHING YOUR FACE.

WE KNOW THAT YOU'RE DONE WITH COVID, THAT COVID IS NOT DONE WITH US, AND WE HAVE TO RALLY TOGETHER RIGHT NOW BECAUSE TOGETHER WE CAN BEAT COVID-19, BUT IT WILL TAKE ALL OF US WORKING TOGETHER TO WIN THIS WAR.

I WANT TO ECHO A COUPLE OF THINGS THAT DR.

S SCOTT SAID, FIRST OF ALL, WE'VE DONE REALLY WELL AS A COMMUNITY UP TO THIS POINT IN PRACTICING THE SOCIAL DISTANCING MEASURES AND OTHER EFFECTIVE MEANS OF REDUCING THE SPREAD OF COVID-19.

WE'VE AVOIDED MANY OF THE CRISES AND DEATHS THAT OTHER COMMUNITIES HAVE SUFFERED.

AND FOR THAT, I'M VERY THANKFUL TO ALL OF THE MEMBERS OF OUR COMMUNITY.

I ALSO WANT TO BE PARTICULARLY THANKFUL TO ALL OF OUR HEALTHCARE PROVIDERS.

THEY'VE WORKED SO HARD OVER THE PAST 10 MONTHS.

WE'VE LEARNED SO MUCH ABOUT HOW TO TAKE CARE OF PATIENTS WITH COVID AND WE'VE HAD REALLY GOOD OUTCOMES, BUT I WANT TO REINFORCE THAT'S BECAUSE WE'VE DONE

A GOOD JOB AS OUR COMMUNITY AND NOT OVERWHELMING OUR HOSPITALS.

AS DOCTOR, AS SCOTT MENTIONED IN THE LAST MONTH, ALL THESE STATISTICS ARE HEADING IN THE WRONG DIRECTION.

WE'VE HAD TOO MANY NEW CASES, TOO MANY NEW HOSPITALIZATIONS AND TOO MANY PEOPLE IN THE ICU THAT PUTS INCREDIBLE STRESS ON OUR CAREGIVERS AND IS HARD ON THE FAMILIES AND THE PATIENTS THEMSELVES HAVE TO SPEND TIME IN THE HOSPITAL TIME IN THE ICU TIME, AWAY FROM THEIR FAMILIES.

WE ALL HAVE A ROLE IN PREVENTING MORE CASES.

IF WE WORK REALLY HARD, NOW WE CAN MAKE A DIFFERENCE IN THE NEXT MONTH, GIVE US TIME TO START VACCINATING PEOPLE AND REALLY TURN THE TIDE ON THIS ILLNESS.

AGAIN, LIKE WE DID IN THE SUMMER.

THE DIFFERENCE NOW IS THAT THE WHOLE COUNTRY IS IN THE MIDST OF A CRISIS.

IT'S PARTICULARLY IMPORTANT THAN THIS TIME THAT WE REALLY, THOSE MEASURES OF STAYING HOME, WEARING OUR MASS AVOIDING UNNECESSARY TRIPS TO REDUCE THE NUMBER OF CASES SO THAT WE DON'T OVERSTRESS OUR HEALTHCARE SYSTEM.

ANY MORE, OUR PROVIDERS ARE WORKING HARD, BUT THEY'RE TIRED.

WE NEED TO HELP THEM OUT, DO OUR PART, AND WE'LL ALL GET THROUGH THIS TOGETHER.

WE'VE LOST 542 PEOPLE TO COVID IN OUR TRAVIS COUNTY COMMUNITY.

THAT'S 542 FAMILIES WHO ARE ENTERING THIS HOLIDAY SEASON WITHOUT THEIR LOVED ONES BECAUSE OF THIS DEVASTATING DISEASE.

AND WE DON'T WANT TO LOSE ANYONE ELSE.

AND THAT'S WHY LAST NIGHT, MAYOR ADLER AND I ISSUED NEW ORDERS, LIMITING DINE-IN FOOD AND BEVERAGE SERVICE BETWEEN 10, 10:30 PM AND 6:00 AM.

THIS ORDER IS SET TO RUN, UH, BETWEEN DECEMBER 31ST AND JANUARY 3RD.

AND UNDER THIS ORDER, BUSINESSES WILL HAVE TO END INDOOR AND OUTDOOR DINING IN FOOD AND BEVERAGE SERVICES BETWEEN THOSE HOURS, BUT THEY CAN CONTINUE DOING CONTACTLESS SERVICES, SUCH AS CURBSIDE DRIVE THROUGH TAKEOUT AND DELIVERY.

AND I WOULD ENCOURAGE EVERYONE TO TAKE ADVANTAGE OF THOSE SERVICES AND TO HELP OUR RESTAURANTS GET THROUGH THIS PERIOD BY ORDERING CURBSIDE DRIVE THROUGH AND TAKE OUT DELIVERY.

I KNOW THAT I WILL BE DOING THAT.

WE ARE ALSO ASKING THE PUBLIC TO STAY AT HOME AS MUCH AS POSSIBLE.

WE'RE WORKING HARD TO PREVENT A CRISIS OF UNDERSTAFFED ICU BEDS IN TRAVIS COUNTY, THE DANGEROUS TRAJECTORY OF NEW CASES, HOSPITALIZATIONS, ICU OCCUPANCY, AND POSITIVITY RATES IS REAL.

AND IT'S RIGHT NOW, IT'S HAPPENING.

NOW.

THIS ORDER IS INTENDED TO BE AS NARROW A CURTAIL AS POSSIBLE TO CURTAIL THE BEHAVIORS THAT WE KNOW ARE CONTRIBUTING TO THE SPREAD OF COVID PEOPLE, EATING, DRINKING, AND CELEBRATING WITHOUT A MASK ON WITH PEOPLE, WITH WHOM THEY DO NOT SHARE A HOUSE WITH WHOM THEY DO NOT LIVE.

THIS ORDER IS ONLY FOR THREE DAYS TO HELP THE COMMUNITY TURN THE CORNER ON THE VERY DANGEROUS TRAJECTORY THAT WE'RE ON.

IN ADDITION, WE ARE WORKING WITH THE TEXAS DIVISION OF EMERGENCY MANAGEMENT AND THE GOVERNOR'S OFFICE TO TRY TO BRING A MOBILE INFUSION CENTER TO TRAVIS COUNTY.

AND THIS IS SOMETHING THAT WHEN PEOPLE IN A HIGH RISK CATEGORY TEST POSITIVE FOR COVID, THEY CAN GET AN INFUSION, WHICH IN PEOPLE WILL REDUCE THE SEVERITY OF THEIR SYMPTOMS. THIS IS ARRIVING TODAY TO, UH, SOUTHEAST TRAVIS COUNTY.

IT'S AN 18 WHEELER, IT'S A TRAILER BASICALLY THAT IS MODIFIED TO PROVIDE THESE SERVICES.

AND I'M GOING TO WORK WITH, WITH THE GOVERNOR'S OFFICE AND THE TEXAS DIVISION OF EMERGENCY MANAGEMENT AND DR.

S SCOTT AND EVERYONE ELSE TO MAKE SURE THAT THIS GETS UP AND RUNNING AS QUICKLY AS POSSIBLE.

WE HAVE A TEAM WORKING TO ENSURE THE RAPID MASS DISTRIBUTION OF THE VACCINE TO THE PUBLIC OVER THE COMING MONTHS.

AND WE, AND, AND LET ME ADD THE EQUITABLE DISTRIBUTION OF THE VACCINE OVER THE COMING MONTHS.

YOU KNOW, WHEN YOU SIT ACROSS THE TABLE WITH SOMEONE NOT WEARING A MASK, IT'S DANGEROUS.

AND THAT'S WHY THE FOCUS OF THE ORDER OF THE JUDGE BROWN.

AND I ENTERED AT THE SUGGESTION AND ADVICE OF OUR PHYSICIANS AND DOCTORS AND EXPERTS, UH, DR.

IT'S ALMOST AS IF WE'RE WILLING TO WEAR THE MASKS WHEN WE'RE AROUND STRANGERS, BUT WHEN WE'RE AROUND PEOPLE, WE KNOW WE TAKE THE MASKS OFF.

WE DON'T SERVE THE SAME DISCIPLINE SOMEHOW OR ANOTHER.

WE THINK THAT IF WE KNOW THE PERSON, THEY'RE LESS LIKELY TO BE CARRYING THE VIRUS.

AND THAT'S JUST NOT HOW THIS VIRUS WORKS.

THIS VIRUS DOES NOT KNOW WHO IS OUR FRIEND AND WHO IS OUR FAMILY.

UH, THIS VIRUS GOES AFTER EVERYBODY.

SO WE'RE ASKING PEOPLE, ESPECIALLY WITH RESPECT TO SOCIAL GATHERINGS, SHOW THE DISCIPLINE, WHERE THE MASKS SOCIAL DISTANCE AND STAY AT HOME AND CELEBRATE AND BE WITH YOUR, YOUR FAMILY, UH, AS THE SAFEST OPTION THAT YOU CAN, THAT YOU CAN TAKE.

THAT IS THE NATURE OF US AS AMERICANS AND AS TEXANS, BUT WE NEED YOUR HELP TODAY.

WE'RE NOT TALKING ABOUT MONTHS OR YEARS.

BUT THERE'S ALSO THAT ECONOMIC ISSUE.

WE ARE NOT CLOSING THE RESTAURANTS

UH, RESTAURANTS CAN REMAIN OPEN AND DO DELIVERY AND TAKE OUT.

AND WE'RE ENCOURAGING PEOPLE IN OUR COMMUNITY TO RECOGNIZE THE FINANCIAL HARDSHIP THAT THIS PARTICULAR INDUSTRY IS GETTING REALLY MUCH GREATER, UH, THAN GETTING HIT MUCH GREATER THAN, AND THEN MOST OTHER INDUSTRIES IN THE CITY.

SO WE'RE ASKING EVERYONE TO SUPPORT THE RESTAURANTS, UH, DO TAKE OUT, DO DELIVERY IF YOU'RE ABLE TO DO THAT, BUY GIFT CARDS, UH, TIP AND OVERTIP, UH, THE, THE, THE FOLKS THAT ARE INVOLVED, UH, BECAUSE THESE PEOPLE AND THESE BUSINESSES ARE TAKING A SEVERE AND SIGNIFICANT FINANCIAL HIT FOR THE GREATER GOOD.

UH, AND, AND WE, AS A COMMUNITY CAN HELP MITIGATE THAT.

AND WE NEED TO ALL RIGHT PANEL MEMBERS.

DOES THE CITY AND COUNTY HAVE THE VACCINE DOSES NECESSARY TO SUPPORT PHASE ONE, A AND ONE B ALONG WITH THE RECENT GUIDANCE GIVEN BY THE GOVERNOR? OH, WE DON'T YET HAVE ENOUGH DOSES TO COVER ALL OF ONE, A AND ONE B UH, YOU KNOW, ONE DAY IS, IS TENS OF THOUSANDS OF PEOPLE.

I WILL SAY THAT I'VE BEEN VERY IMPRESSED WITH THE WORK THAT OUR HOSPITALS HAVE BEEN DOING.

UH, THE UT DELL MEDICAL SCHOOL, UT HEALTH AUSTIN, ASCENSION SETON ST.

DAVID'S, BAYLOR, SCOTT, AND WHITE.

THEY'RE DOING A GREAT JOB OF GETTING VACCINES OUT AS QUICKLY AS POSSIBLE.

I'LL TELL YOU THAT THE STATE'S REPORTING DEBT ON VACCINES IS, IS WAY OFF.

UH, I THINK THEY'RE RECORDING SOMEWHERE AROUND SEVEN OR 8,000 DOSES ADMINISTERED IN TRAVIS COUNTY.

UH, EACH OF OUR HOSPITAL SYSTEM SAYS INDIVIDUALLY DONE MORE THAN THAT, UH, WITH MORE THAN 10,000 AT MOST OF THEM ADMINISTERED ALREADY.

UM, THERE'S A DATA LAG IN THAT REPORTING, BUT, BUT REST ASSURED THAT THE PROVIDERS THAT HAVE VACCINE ARE GETTING IT OUT THE DOOR AS QUICKLY AS POSSIBLE.

AND WE CAN EXPECT IN THE COMING WEEKS THAT MORE AND MORE VACCINE WILL BE AVAILABLE FOR THE ONE BIG GROUP.

ONCE WE CAN COVER THE ONE B GROUP THAT COVERS THE VAST MAJORITY OF INDIVIDUALS WHO ARE GOING TO HAVE A SEVERE ILLNESS OR DEATH FROM COVID-19.

UH, AND I EXPECT THAT BY THE END OF FEBRUARY, THAT, YOU KNOW, A SIGNIFICANT PORTION, PERHAPS ALL IN THAT GROUP THAT WANTS A VACCINE WILL BE ABLE TO GET IT.

UM, BUT WE HAVE TO STAY THE COURSE.

WE HAVE TO CONTINUE THE PROTECTIONS, UH, UNTIL THAT TIME HAPPENS.

AND FOR A BIT LONGER AFTER THAT, WHILE WE, UH, TRY TO ACHIEVE HERD IMMUNITY THROUGH VACCINATION, UH, AGAIN, WE HAVE THE OPPORTUNITY TO SAVE LIVES THROUGH VACCINATION, WHICH MEANS WE HAVE TO BE MORE CAREFUL NOW TO PREVENT THE SPREAD SO THAT MORE PEOPLE HAVE THAT OPPORTUNITY TO BE VACCINATED IN THE FUTURE.
