SO, UH, WE MADE A NOTE WHERE WE WERE REPORTING CALENDAR YEAR DATA WALK SIDE THIS YEAR, AUSTIN WATER RECEIVED RECOGNITION AS A 2020 UTILITY OF THE FUTURE TODAY, UH, FOR ITS COMMITMENT TO EFFECTIVE UTILITY MANAGEMENT PRINCIPLES, AS WELL AS OUR COMMUNITY OUTREACH AND ENGAGEMENT EFFORTS DURING DEVELOPMENT AND ADOPTION OF THE WATERFORD INTEGRATED WATER RESOURCES PLAN. WE WERE REALLY PROUD OF, UM, THAT RECOGNITION. UM, AND WE HOPE TO CONTINUE ALL OF THE GREAT EFFORTS THAT CONTRIBUTED TO US RECEIVING THAT RECORD. OKAY. OF COURSE, WE'RE CONTINUING TO TRACK CONDITIONS WITHIN THE BASIN, UM, PREPARING, UH, FOR POSSIBLE DROUGHT RESTRICTIONS IN THE FUTURE. UM, BUT IN ADDITION, CONSIDERABLE EFFORT DURING THIS YEAR WENT INTO PARTICIPATING IN THE LOWER COLORADO REGIONAL WATER PLANNING GROUPS PROCESS TO DEVELOP THE REGION K WATER, UM, LAND. YOU CAN SEE THERESA ON THE SCREEN RIGHT THERE CONTRIBUTING, UM, HER SIGNIFICANT CHALLENGE TO THAT EFFORT, AS WELL AS OTHERS WHO ARE, UM, PARTICIPATING IN THIS MEETING TODAY, JENNIFER AND OTHERS. UM, AS YOU ALL KNOW, THE PLAN WAS SUBMITTED TO THE TEXT FLUTTER DEVELOPMENT BOARD IN OCTOBER OF 2020, UM, AND, UH, FOR APPROVAL, WE ALSO CONSIDER AUSTIN'S PARTICIPATION IN THE CITY OF AUSTIN LCRA WATER PARTNERSHIP AS AN IMPORTANT PART OF OUR EFFORTS TO CONTINUE PROTECTING OUR SUPPLIES. UM, AND, UH, AS WELL AS OUR EFFORTS IN THE IMAGINE AUSTIN SUSTAINABLY MANAGE OUR WATER RESOURCES OR, UH, ACRONYMS MORE PRIORITY PROGRAM WHERE AUSTIN WATER, UM, MEETS REGULARLY WITH WATERSHED PROTECTION AND OTHER, UM, CITY STAFF, UH, TO DISCUSS AND COORDINATE, UM, AND VARIOUS, UH, WATER RELATED ISSUES. NEXT SLIDE, THEY, UM, CITY COUNCIL ACTUALLY APPROVED CONTRACTS IN, UM, SPRING OF 2020 FOR IMPLEMENTATION OF THE ADVANCED METERING INFRASTRUCTURE PROJECT, WHICH OUR STAFF, UH, HAS NAMED MY ATX WATER OVER THE FIVE YEARS. THAT PROJECT WILL REPLACE MORE THAN 230,000 ANALOG WATER METERS WITH ELECTRONICALLY RED WATER METERS CONNECTED TO ANY WIRELESS NETWORK. UM, WE ARE IN THE PROCESS OF IMPLEMENTING THE SYSTEMS TESTING PILOT THAT INCLUDES NEARLY 5,000 WATER METERS, UM, CHOSEN TO TEST SYSTEM CAPABILITIES AND TACKLE CHALLENGES ACROSS VARIOUS TERRAIN AND AGING INFRASTRUCTURE. I'M LOOKING AT VARIOUS NUMBERS OF, UH, VARIOUS TYPES OF DWELLINGS AND METER SIZES. AND THIS PILOT WILL HELP US TO ENSURE THAT THE ULTIMATE ROLLOUT OF THAT PROJECT OVER THE NEXT FIVE YEARS, UM, IS DONE SUCCESSFULLY. AND WE'VE ALSO, UM, BEING, UH, INVITING CUSTOMERS WHO WERE PREVIOUSLY USING DROP COUNTER TO JOIN, UH, THE TESTING OF THE, MY HEX WATER CUSTOMER PORTAL TO GIVE FEEDBACK DURING THE PILOT PHASE. AND AS Y'ALL REMEMBER, THE, UM, UH, CUSTOMER PORTAL AND IDENTIFICATION OF CUSTOMER LEAKS WAS A MAJOR PART OF THE WATERFALL IN, UH, IN OUR IDENTIFICATION OF SAVINGS FROM, UM, UH, AMI MERISSA. [00:10:01] YES, LET'S STOP YOU THERE FOR A SECOND. UM, YOU SAID THAT THE CONTRACT WAS SIGNED THIS PAST SPRING IN 2020. I THINK IT WAS MARCH OF 2020. OKAY. AND THE 5,000 METERS FOR THE PILOT WILL THAT, WHAT'S THE TIMEFRAME FOR THAT? THAT'S A PILOT THAT'S CURRENTLY HAPPENING. SO IN THE MAP, ON THE SLIDE THERE, THOSE ARE THE LEADERS IN LONG CANYON, AS WELL AS IN, WE WERE THERE IN THE GREEN AREAS AND IT'LL TAKE FIVE YEARS FOR THE WHOLE PROJECT ROLL OUT ACROSS THE CITY. OKAY. AND THEN THE METERS ARE NOT THE THING THAT'S GOING TO SAVE WATER OR PROLONG OUR WATER SUPPLY. IT'S HOW WE USE THEM. AND THE TECHNOLOGY THAT GOES WITH THEM, LIKE THE MAYA TAKES WATER. AND THE OTHER WAYS THAT WE USE THIS TOOL IN ORDER TO IDENTIFY THE LEAKS INCREASE PEOPLE'S WATER LITERACY, HAVE THEM USE LESS THINGS LIKE THAT, JUST TO BE CLEAR. OKAY. OKAY. AND I BELIEVE THIS WAS FUNDED, UM, THROUGH A SWIFT LOAN, WHICH IS FORESHADOWING TO LATER, JUST TO SET BILL UP FOR ONE OF HIS FAVORITE FUNDING PROGRAMS THAT SAVES THE CITY MONEY. IF, IF I'M CORRECT. UH, UM, SOME PEOPLE WILL SEE THEIR BILLS INCREASE A LITTLE BIT WITH THAT SMALL AMOUNT. WE'RE GOING TO SEE PEOPLE RESPOND TO THAT SLIGHT INCREASED BY REDUCING THEIR WATER USAGE A LITTLE BIT. UM, ON DECEMBER 10TH, 2020, THE AUSTIN CITY COUNCIL APPROVED AN ORDINANCE ESTABLISHING CITY CODE CHAPTER 15 DASH 13, OR RELATED TO THE TREATMENT MONITORING AND REPORTING REGULATIONS FOR ONSITE WATER REUSE SYSTEMS. UM, AS YOU ALL ARE WELL AWARE, THIS TASK FORCE RECOMMENDED THOSE, UM, CODE CHANGES FOR APPROVAL. THESE REGULATIONS PROVIDE CLEAR AND CONSISTENT DESIGN AND PERMITTING REQUIREMENTS FOR ONSITE WATER REUSE SYSTEMS, WHICH SHOULD RESULT IN A STREAMLINED, PERMITTING AND APPROVAL OF THESE PROJECTS. UM, THE REGULATIONS WILL BE ADMINISTERED BY A NEWLY FORMED WORK GROUP WITHIN AUSTIN WATERS, UTILITY DEVELOPMENT SERVICES DIVISION, WHICH HAS BEEN RELOCATED TO THE CITY'S NEW PERMITTING AND DEVELOPMENT CENTER BUILDING. THE NEW SUPERVISOR FOR THAT WORK GROUP WILL BE CATHERINE . UM, ROBERT'S DEFINING AND PRACHI PATELLAR. ALSO WITHIN THAT GROUP, YOU CAN LOOK FORWARD TO THE NEXT ONE AND SHE, UM, WE, YES MA'AM. CAN YOU GO BACK TO THAT SLIDE PLEASE? PHASE TWO, WHICH IS TARGETED TO TICK EFFECT 2023 TO 2024. THIS IS THE ITEMS THAT WE KIND OF, WE REFERRED TO AS THE, THE FEW ITEMS THAT ARE IN THE LAND DEVELOPMENT CODE THAT WE ACTUALLY EXPECTED TO BE ADOPTED ALMOST A YEAR AGO. UM, AND THERE NEEDS TO BE ACTION FOR THIS TO ACTUALLY TAKE EFFECT AT 2023 TO 2024. AND THERE WILL BE A, UM, PILOT OR VOLUNTARY PHASE BEFORE THAT STARTS. I JUST, I WANTED TO GO AHEAD AND JUST SPECIFICALLY MENTIONED THIS, THAT PHASE TWO GOES WITH PHASE ONE. IT, WE NEED PHASE TWO FOR WATER, FOR PLAN, AND IT HAS NOT BEEN ADOPTED BY CITY COUNCIL YET, BUT HOPEFULLY WILL BE SOON. AND IT'S NOT BECAUSE THERE'S NOT SUPPORT FOR IT. JUST IT'S THOSE OTHER THINGS HAPPENING, CORRECT. AUSTIN WATER. UM, JUST TO TALK A LITTLE BIT ABOUT, IT SAID TO US, WE CURRENTLY HAVE A REBATE FOR ALTERNATIVE WATER USING COMMERCIAL FACILITIES, WHICH PAYS UP TO A HUNDRED THOUSAND DOLLARS. AND WE HAVE ALSO DEVELOPED A PILOT GRANT PROGRAM, UM, THAT PROVIDES ADDITIONAL GRANT MONEY FOR PROJECTS WE'RE USING, UM, GREATER THAN A $1 MILLION 1 MILLION GALLONS PER YEAR OF WATER. THOSE PROJECTS ARE ELIGIBLE FOR $250,000 PROJECTS WE'RE USING GREATER THAN 3 MILLION GALLONS PER YEAR OF WATER ARE ELIGIBLE FOR $500,000. ONE OF OUR GOALS WITH THIS IS TO COLLECT COST DATA FROM THESE PROJECTS TO HELP INFORM THE FUTURE ONSITE WATER REUSE MANDATE, UM, THAT WOULD BE INCLUDED IN THE LAND DEVELOPMENT CODE REVISION REQUIREMENTS FOR TARGETED FOR 2023, 2024. THIS, UH, THESE PICTURES SHOW OUR DEMONSTRATION PROJECT OR THE NEW PLANNING AND DEVELOPMENT CENTER. THAT INCLUDES A FIT FOR PURPOSE RAINWATER AND AIR CONDITIONING, CONDENSATE REUSE SYSTEM THAT SUPPLEMENTS THE BUILDINGS CLOSED WITH BLACKWATER RECYCLING SYSTEM. THEY ARE VERY APTLY NAMED OSCAR AND CLARA OSCAR, MEANING THE ONSITE COLLECTION AND REUSE AND CLARA MEANING CLOSED LOOP, ADVANCED RECLAIMED ASSEMBLY. IT'S LIKE ALL KATHERINE RIGHT THERE IS VERY CLEVER. UM, BUT WE'VE GOT, UM, ESTIMATES THAT, UH, THIS PROJECT WILL SAVE THE CITY OF AUSTIN, ALMOST ONE AND A HALF MILLION GALLONS OF DRINKING WATER ANNUALLY, REDUCING THE SITE'S POTABLE WATER USE BY 75%, UH, CONSTRUCTION OF THE BUILDING. AND THE PILOT PROJECT WAS COMPLETED IN SUMMER OF 2020. UM, THE, UH, MONTOPOLIS RECLAIM WATER RESERVOIR CAN STORE UP TO 4 MILLION GALLONS OF RECLAIM WATER. AND ALONG WITH THE PUMP STATION WILL HELP TO IMPROVE, IMPROVE THE RELIABILITY OF THE RECLAIMED WATER SYSTEM, ESPECIALLY AS WE'RE TRYING TO PUSH FOR THIS WATER TO BE USED INSIDE OF BUILDINGS FOR PURPOSES LIKE TOILET. THIS SIDE IS CHINA A LITTLE BIT ABOUT DE-CENTRALIZED RECLAIMED IS KIND OF THE, THE SIBLING TO CENTRALIZE RECLAIMED, UM, DECENTRALIZED RECLAIMED AS, UM, RELATED TO WHAT WE TYPICALLY CALL PACKAGE WASTEWATER TREATMENT PLANTS. THIS WAS DEVELOPED NOT IN 2018, BUT ACTUALLY BACK IN, I THINK IT WAS 2016, 2015 OR 2016. UM, SOME OF OUR ORIGINAL GOALS, IF YOU REMEMBER, WERE TO IDENTIFY COMMUNITY VALUES, THAT SHOULD BE REFLECTED IN THE DEVELOPMENT OF THE INTEGRATED WATER RESOURCE PLAN, UM, SEEKING INPUT FROM STAKEHOLDERS, WHICH REFLECT THE DIVERSITY OF AUSTIN'S POPULATION AND CUSTOMERS, AS WELL AS INFORMING AND EDUCATING THE COMMUNITY THROUGHOUT THE PLAN DEVELOPMENT PROCESS. WE HAD IDENTIFIED DIFFERENT AUDIENCES TO REACH OUT TO DIFFERENT STRATEGIES, TO USE AS WELL AS THE STEPS TO DEVELOP A PUBLIC OUTREACH CLAM. AND FROM THIS, WE ACTUALLY WORKED WITH OUR CONSULTANT TO DEVELOP A PUBLIC OUTREACH PLAN THAT HELPED TO GUIDE OUR EFFORTS DURING THE ORIGINAL DEVELOPMENT OF THE PLAN. WE DELIGHT TO GO AHEAD AND USE WHAT WE LEARNED OUR BEST PRACTICES AND LESSONS LEARNED FROM THE FIRST WATER FOR A PLANNED DEVELOPMENT PROCESS, AND TAKE THAT WITH US AS WE'RE UPDATING THE PLAN. AND WE ALSO WANT TO BUILD ON THOSE COMMUNITY ENGAGEMENT EFFORTS. NOW GO AHEAD AND HAND IT OVER TO J NELL NICHOLSON. AND WHILE THERE'S A LOT OF INTERSECTION ALONG WITH OTHER GROUPS, SUCH AS GENDER SEXUALITY, AGE ABILITY, CLASS, ET CETERA, UM, RACE HAS MENTIONED, UM, TO BE THE MOST CONSISTENT PREDICTOR OF LIFE OUTCOMES. SO KIND OF, UM, IN ALIGNMENT WITH THAT, UH, WE CAN GO TO THE NEXT SLIDE, SORRY, AND ALIGNMENT WITH THAT. UM, THE GOVERNMENT ALLIANCE ON RACE AND EQUITY, GAR IDENTIFIED SIX STEPS FOR BUILDING RACIAL EQUITY. UM, AND THE FIRST STEP YOU ARE KIND OF DONE THIS, YOU KNOW, WHAT IS THE POLICY OR PROGRAM? UM, AND THEN WHAT IS THE DATA? SO AS WE'RE DOING A LOT OF THESE FORECASTS WHERE WE'RE COLLECTING DATA ABOUT THE COMMUNITIES THAT WE SERVE, UM, WE NEED TO REALLY FOCUS MORE ON OUR COMMUNITY ENGAGEMENT ABOUT, YOU KNOW, HOW ARE WE ADDRESSING COMMUNITY CONCERNS? WHO ARE WE ASKING, HOW ARE WE ENGAGING CERTAIN GROUPS OF PEOPLE, UM, BEFORE WE GET MORE TOWARDS THE ANALYSIS AND IMPLEMENTATION, UM, AS WELL AS ACCOUNTABILITY, UM, OUR ACCOUNTABILITY AND COMMUNICATION GOES HAND IN HAND WITH OUR COMMUNITY ENGAGEMENT BECAUSE WE WANT TO MAKE SURE THAT WE ARE TRANSPARENT. WE WANT TO MAKE SURE THAT WE HAVE THE SUPPORT FROM OUR COMMUNITY AND WE ARE ADDRESSING THEIR CONCERNS, UM, ACCURATELY. WE CAN GO ON TO THE NEXT SLIDE. SO THIS YEAR WE'VE ALL MOVED TO VIRTUAL. UM, YOU KNOW, WHO ARE WE ENGAGING NOW WHO HAS ACCESS TO THE INTERNET, WHO HAS THE TIME AVAILABLE TO REALLY GIVE THE INPUT THAT WE'RE LOOKING FOR? UM, AND THESE ARE A LOT OF PODIO QUESTIONS THAT I THINK, UM, A MORE EQUITABLE COMMUNITY ENGAGEMENT STRATEGY CAN HELP US TO ANSWER BECAUSE UNFORTUNATELY, YOU KNOW, WE DO REPRESENT, UM, A WIDE RANGE OF DEMOGRAPHICS AND HAVE SOME WATER, BUT WE'RE NOT IN EVERY SINGLE NEIGHBORHOOD. WE, UM, DON'T ACCOUNT FOR EVERY SINGLE PERSON. WE CAN GO TO THE NEXT SLIDE. UM, SO THIS BRINGS US TO OUR PROPOSED COMMUNITY ADVISORY GROUP. SO THE FIRST ONE IS TO ADVISE ON, UH, RECOMMENDATIONS REALLY RELATED TO OUR WATER FORWARD IMPLEMENTATION STRATEGIES. UM, AND THIS IS PRETTY DIFFERENT FROM THIS GROUP OF PEOPLE, UH, BECAUSE THIS IS REALLY ABOUT COMMUNITY ENGAGEMENT. UM, AND WE'RE, WE WANT TO BE REALLY EXPLICIT ABOUT EQUITY WITH THIS GROUP. UM, AND WE ALSO WANT THEM TO HELP WITH INPUT FOR OUR WATER FORWARD AND UPDATES. SO WE'RE HOPING TO UPDATE THE PLAN, UM, AT LEAST BY THE END OF NEXT YEAR, AND AS WE'RE UPDATING THIS PLAN AND OUR COMMUNITY ENGAGEMENT STRATEGIES, WE'RE GOING TO NEED MORE INPUT AS THE PURPOSE OF THIS IS REALLY TO PROVIDE ADDITIONAL TRANSPARENCY AND ACCESSIBLE INFORMATION ABOUT ALL OF OUR PLANS AND IDEAS SPECIFICALLY TO COMMUNITIES THAT HAVE BEEN HISTORICALLY UNDERREPRESENTED IN OUR PLANNING EFFORTS AND PROCESSES. SO WE WANT THEM TO MEET ON A MONTHLY BASIS. WE'RE EXPLORING HOW WE CAN PROVIDE INCENTIVES FOR PARTICIPATION. UM, AND AS I SAID, YOU KNOW, WE'RE HAVING CONVERSATIONS WITH DIFFERENT DEPARTMENTS AND WE'VE BEEN TALKING WITH THE OFFICE OF SUSTAINABILITY ABOUT THEIR CLIMATE EQUITY PLAN AND THE CLIMATE AMBASSADORS THAT THEY HAD. AND WE SEE THAT AS A VERY SUCCESSFUL PROGRAM, THEY HAD A LOT OF EXCITED, UM, COMMUNITY MEMBERS INVOLVED IN THAT PROCESS. UM, IT WAS REALLY INTEGRATIVE AND, YOU KNOW, WE'RE, WE'RE CONTINUING THESE CONVERSATIONS AND WE'RE HOPING TO TAKE WHAT THEY DID AND TWEAK IT AND, YOU KNOW, MAYBE MAKE IT BETTER AND MAKE IT MORE APPLICABLE TO WATER FORWARD NIECE. UM, I KNOW IT'S A LOT OF WORK TO ADMINISTER THIS GROUP AND SUBCOMMITTEE MEETINGS AND STUFF. SO ADDING A WHOLE OTHER GROUP ON, UM, YOU KNOW, IF IT'S THE PRIORITY OF AUSTIN WATER, WHICH I THINK IT'S A GOOD THING, THEN, THEN THAT'S FINE. BUT I'M JUST KIND OF WONDERING HOW ALL OF THAT THE TASK FORCE AND THE COMMUNITY ADVISORY GROUP, IF IT'S REDUNDANT OR ADDITIVE, I THINK IT'S ADDITIVE. I JUST DON'T KNOW A LOT ABOUT IT YET AND HOW YOU'RE GOING TO PLAN ON DOING IT. AND I KNOW WE'RE GOING TO BE LEARNING MORE. I'LL GO AHEAD AND START OFF. THIS COMMUNITY ADVISORY GROUP WOULD NOT BE MAKING A FORMAL RECOMMENDATIONS TO COUNCIL, NOT BEING A COUNCIL APPOINTED BODY. HOWEVER, I THINK THAT THE COMMUNITY ADVISORY GROUP WOULD BE MAKING RECOMMENDATIONS TO FEED INTO OUR OVERALL COMMUNITY, UM, INPUT THAT GOES IN INTO OUR, OUR PLANNING PROCESS AND THE DECISIONS THAT WE, UM, AS A, UH, AS A UTILITY AND AS A TASK FORCE ARE MAKING. UM, AND I THINK THAT ADDITIVE A BENEFIT OF THIS GROUP IS THAT WE ARE ABLE TO GET MEANINGFUL INPUT FROM COMMUNITY MEMBERS. AND WHEN WE'RE TALKING ABOUT COMMUNITY MEMBERS WHO HAVE HISTORICALLY BEEN UNDERREPRESENTED IN THESE PLANNING PROCESSES TO BE EXPLICIT, WE ARE TALKING ABOUT FOLKS, UM, UH, BLACK, BROWN, INDIGENOUS FOLKS WHO HAVE, UM, PARTICIPATE WHO HAVE NOT PARTICIPATED IN THESE PROCESSES AS ROBUSTLY AS, UM, FOLKS OF, UH, YOU KNOW, WHO ARE, UH, WIDER, HIGHER INCOMES OR HIGHER EDUCATED. UM, I THINK THE ADDITIVE BENEFIT INCLUDES THE OPPORTUNITY TO BUILD CAPACITY, UM, WITHIN THESE INDIVIDUALS TO BE ABLE TO MEANINGFULLY ENGAGE IN THIS PLANNING PROCESS RATHER THAN US JUST GOING OUT AND ASKING FOLKS, UM, YOU KNOW, WHAT DO YOU THINK ABOUT WATER? UM, BUT ALSO THE WAY THAT I SEE IT AS IN A LOT OF OUR, OUR SUB OUR SUB-TEAMS OR SOME OF THESE STRATEGIES, WE'RE HAVING A LOT OF CONVERSATIONS AND A LOT OF QUESTIONS ABOUT LANGUAGE BARRIERS ABOUT ADDRESSING THE DIGITAL DIVIDE WHEN IT COMES TO, UM, AT LEAST MY ITX WATER. UM, YOU KNOW, WE'RE THINKING ABOUT LOCATIONS, WE'RE THINKING ABOUT NEIGHBORHOODS WHERE WE'RE ASKING QUESTIONS ABOUT, YOU KNOW, IS THIS GOING TO AFFECT, LIKE, IS THIS AN ADDITIONAL PIECE OF INFRASTRUCTURE GOING TO CHANGE THE NEIGHBORHOOD IN A CERTAIN WAY? UH, SO THIS IS NOT FUNDING THAT SUE THE EPA AND PASSED DOWN TO THE STATE TO US. UM, SO THE AVAILABILITY TO APPLY FOR SWIFT LOAN IS TWICE A YEAR. IT'S RECOMMENDED THAT THESE PROJECTS ARE [01:30:01] IN THE MOST RECENT APPROVED STATE WATER PLAN, UH, WITH THE ASSOCIATED CAPITAL COST, UH, THE TERMS OR THE LOAN ARE ANYWHERE FROM 20 TO 30 YEARS, AND THIS IS WHERE WE ISSUE OUR OWN DEBT. SO WE WOULD ISSUE A REVENUE BOND IN ORDER TO GET THIS LOAN WITH, UM, SUBSIDY RATES FROM THE STATE. THE PROJECT MUST BE INCLUDED AGAIN IN THE STATE WATER PLAN. AND WE HAVE, UH, TO APPLY BY FEBRUARY 1ST. AND WE NORMALLY CLOSE ON OUR LOANS ON, IN NOVEMBER TIMEFRAME ABOUT MID NOVEMBER, UH, RIGHT BEFORE THANKSGIVING. UH, THE NEXT LOAN THAT WE GO FOR IS OUR TEXAS WATER DEVELOPMENT BOARD, DRINKING WATER, SRF LOAN. UM, SO THESE, WE CAN GO FOR PLANNING, ACQUISITION, DESIGN, CONSTRUCTION, PRETTY MUCH ANY PHASE OF THE PROJECT. UM, WE CAN APPLY YEAR ROUND. UH, THEY DO HAVE A PRIORITY, UH, APPLICATION, UM, BUT USUALLY FOR THAT PRIORITY, UM, NORMALLY THOSE ARE MORE FOR RURAL AREAS, UH, TO GET PRIORITY. UM, SO WE FOUND THAT APPLYING YEAR ROUND HAS REALLY HELPED US, UH, AS WELL. AND THE TERMS ARE 20 TO 30 YEARS, UH, ON THOSE LOANS, UH, WHICH IS THE SAME THING WE GO OUT AND WE ISSUE A REVENUE BOND, UH, TO GET THE SUBSIDY INTEREST RATE. WE ALSO MUST COMPLY WITH FEDERAL REQUIREMENTS. SO, UH, THE SRF LOAN, UH, IS FUNDED FROM THE EPA PASS THROUGH THE STATE, UM, AND DOWN TO US. SO, UH, THERE'S MULTIPLE FACTORS THAT PLAY INTO GETTING AN SRF LOAN BECAUSE OF THE FEDERAL REQUIREMENTS YOU ARE REQUIRED FOR A SINGLE AUDIT, UH, POTENTIALLY, UH, YOU HAVE PEOPLE FROM THE PA DOING A SITE VISIT, POSSIBLY A LOT MORE ENVIRONMENTAL FACTORS. SO A LOT IS CONSIDERED WHEN APPLYING FOR AN SRF LOAN. AND AGAIN, WE CAN APPLY ANY TIME FOR THESE LOANS. NEXT SLIDE PLEASE. UH, SO AS I MENTIONED BEFORE, THE ENVIRONMENTAL REVIEW, THAT IS A BIG CONSIDERATION. UM, ESPECIALLY WHEN YOU'RE APPLYING FOR A LOAN, WE'RE TRYING TO, UH, DETERMINE WHAT ENVIRONMENTAL FACTORS, UM, THAT WE HAVE WITH EACH PROJECT. UH, WE LOOK AT DEBT SERVICE PAYMENTS IMMEDIATELY AFTER THE LOAN CLOSING, BECAUSE THAT'S SOMETHING WE HAVE TO START PAYING BACK IMMEDIATELY. UH, ONCE WE CLOSE ON THE LOAN, UH, WE HAVE LOAN REPORTING SUCH AS ANNUAL, UM, HUB REPORTING REQUIREMENTS, WHICH IS A UNDER UTILIZED BUSINESS, UH, TEXAS REGION K PLAN FOR SWIFT. SO WE MAKE SURE ARE THESE PROJECTS THAT WE'RE LOOKING AT, IF WE'RE GOING FOR SWIFT FUNDING, ARE THEY IN THE REGION K OR ARE THEY OUTSIDE THAT PLAN? THE REASONING BEHIND THAT IS TO MAKE SURE THAT AS WE INCUR THOSE DEBT SERVICE PAYMENTS, WE'RE ACTUALLY SPENDING DOWN THOSE DOLLARS, UH, AS WELL. AND SO THE AUSTIN WATER, UH, SMART WATER METER SYSTEM WILL REPLACE MORE THAN 230,000 ANALOG WATER METERS WITH ELECTRONICALLY READ METERS CONNECTED TO A WIRELESS NETWORK OVER THE NEXT FIVE YEARS. UH, OUR EXPENDITURES TODAY ARE $70 MILLION AND THE BOARD HAS RELEASED A HUNDRED MILLION DOLLARS TODAY. SO WE STILL HAVE A SIGNIFICANT AMOUNT OF CLOSINGS THAT WILL TAKE PLACE, UM, WITHIN THE NEXT FOUR YEARS THROUGHOUT ALL THESE LOANS. AND NEXT SLIDE PLEASE. IT'S A SUBSTANTIAL, I THINK IF THE DISTINCTION, UM, CHRISTINA IS THE DISTINCTION THAT YOU SAID, THIS IS A PILOT PROJECT. SO THEREFORE IT MIGHT NOT NECESSARILY BECOME ASSET BECAUSE YOU, THE CITY MIGHT DECIDE THAT IT DOESN'T WORK OUT. SO A GOOD IDEA IS THAT THE ISSUE WITH THE WORK, THERE ARE CERTAIN THINGS THAT, UM, FOR IT TO BE AN ASSET. AND I THINK THE REASON FOR THAT IS SOME LARGE UTILITIES, PARTICULARLY IN THE DALLAS AREA HAVE COME IN FOR MULTI HUNDRED MILLION DOLLARS WORTH OF SRF MONEY AND BASICALLY VACUUM THE ACCOUNTS. AND I WANT TO SAY, THEY'RE GOING TO IMPLEMENT A PROGRAM TO LIMIT THE AMOUNT PER PROJECT TO 44 MILLION. NOW, I KNOW THERE'S A LOT OF VERY INTELLIGENT AND CREATIVE PEOPLE AT THE AUSTIN WATER DEPARTMENT. AND I THINK THERE'S WAYS TO BREAK THESE JOBS UP. SO YOU CAN, YOU KNOW, INSTEAD OF CALLING IT ONE BIG JOB, IT CAN BE FOR MEDIUM-SIZED JOBS AND YOU CAN TAKE ADVANTAGE OF THE STATE FUNDING, ET CETERA. I'D ALSO POINT OUT THAT THE DAYS OF EXTREMELY LOW RATES ON THE SRF MONEY ARE ALSO COMING TO AN END.
