IF, IF THE C AND D RECYCLING PROGRAM IN AUSTIN IS GOING TO HAVE A CHANCE OF SUCCESS AS THE ORDINANCE HAS BEEN IN EFFECT SINCE OCTOBER OF 2016 AND THE SUB COMMITTEE HAS NOT MET SINCE THE SUMMER OF 17, I BELIEVE IT IS HIGH TIME AND BROUGHT SOME SCRUTINY TO THE ORDINANCE, THE MARKET, AND IMPACTS BOTH GOOD AND BAD.
THE PROGRAM HAS HAD YOU MAY OR MAY NOT BE AWARE OF THE HISTORY OF SANDY RECYCLING EFFORTS IN AUSTIN, UH, WHILE THERE ARE CERTAINLY A NUMBER OF THINGS THAT YOU AND THE CITY CAN BE PROUD OF.
THERE ALSO HAVE BEEN A NUMBER OF FAILURES THAT HAVE NOT ONLY COMPROMISED.
THE INTEGRITY OF THE PROGRAM HAVE CREATED ENVIRONMENTAL PROBLEMS THAT OUTWEIGH THE PERCEIVED BENEFITS OF THE SANDY RECYCLING PROGRAM.
UNFORTUNATELY, THERE ARE A NUMBER OF ISSUES CURRENTLY ONGOING THAT MAKE IT UNWISE FOR AN HONEST BUSINESS, WITH A LONG-TERM VISION TO MAKE SIGNIFICANT INVESTMENTS IN SANDY RECYCLING INFRASTRUCTURE.
UH, THESE ISSUES INCLUDE, BUT ARE NOT LIMITED TO, UH, CONFLICTING LANGUAGE WITHIN THE ORDINANCE REGARDING CORE REQUIREMENTS, ORIGIN RATE CALCULATION, UM, WHAT APPEARS TO BE A TOTAL LACK OF ENFORCEMENT AND ACCOUNTABILITY REGARDING FACILITY AUTHORIZATIONS AND OPERATIONAL COMPLIANCE.
WHAT MUST LIKELY BE THE FABRICATION OF FAVORABLE DIVERSION REPORTING BY PROCESSORS WHO APPEAR TO DIVERT OR RECOVER VERY LITTLE RECYCLED MATERIAL? WHAT APPEARS TO BE ILLEGAL DISPOSAL OF RESIDUALS AND WHAT APPEARS TO BE ILLEGAL DUMPING OF UNPROCESSED C AND D MATERIAL.
UNFORTUNATELY, THERE'S AMPLE EVIDENCE AND EXAMPLES OF EACH OF THESE PROBLEMS, UH, WHICH WE WILL PRESENT TO THE SUBCOMMITTEE IF GIVEN COMMUNITY PRIMARY PRIMARY GOAL OF THE SUBCOMMITTEE SHOULD BE TO DETERMINE HOW BEST TO CREATE ACTIVE ENGAGEMENT BETWEEN THE CITY TRAVIS COUNTY AND THE TCEQ IN ORDER TO BRING AN APPROPRIATE LEVEL OF ENFORCEMENT AND ACCOUNTABILITY TO THE VARIOUS FACILITIES THAT CLAIM TO BE IN THE BUSINESS OF RECYCLING C AND D MATERIALS, TDS ARE EAGER TO PARTICIPATE WITH THE SUBCOMMITTEE, THE STAFF AND OTHER STAKEHOLDERS TO ADDRESS THE CURRENT DEFICIENCIES IN THE ORDINANCE.
AND THEN THE PROGRAM OVERALL PDS HOLDS ALL THE REQUIRED AUTHORIZATIONS.
WE HAVE ABUNDANT SPACE AND WE ARE EAGER TO EXPAND OUR C AND D RECYCLING OPERATIONS, BUT WE SIMPLY CANNOT JUSTIFY THESE INVESTMENTS, GIVEN THE CURRENT NATURE OF THE MARKET AND THE LACK OF ACCOUNTABILITY AND ENVIRONMENTAL PROTECTION THAT CURRENTLY CHARACTERIZES THE MARKET IN CENTRAL TEXAS, WE LOOK FORWARD, WE WILL LOOK FORWARD TO PROVIDING THE REGION WITH RESPONSIBLE SANDY RECYCLING SERVICES, ONCE MARKET CONDITIONS WEREN'T DOING SO HOPEFULLY IN THE VERY NEAR FUTURE.

UM, SO WE, THE ETA FOR THE LAST FOUR YEARS HAVE HAD A LOAN AND SUB GRANT PROGRAM, AND WE ARE NOW POISED TO PROVIDE OUR FIRST SUB-BRANDS.
AND WE ARE ABLE TO PROVIDE EITHER, UM, A LOAN TO NON-PROFITS OR THE SUB GRANT THAT WE'RE HERE TO TALK ABOUT A SEPARATE POINT, WHICH IS ON THE NEXT SLIDE.
AND PROJECT TRANSITIONS PROVIDES, UH, AFFORDABLE HOUSING TO PEOPLE EXPERIENCING HIV OR AIDS.

UH, YEAH, SO I'M, I KNOW THAT WE'RE SEEING A CHANGE IN, UM, YOU KNOW, THE AMOUNTS OF TRASH RECYCLING AND ORGANICS, YOU KNOW, DURING THE PANDEMIC WITH SO MANY PEOPLE AT HOME, IT'S SHIFTING, UH, YOU KNOW, A LOT OF THE BURDEN OF WASTE HANDLING TO THE CITY, UM, BECAUSE PEOPLE ARE NOT SPENDING TIME AND EATING AND BUSINESSES AND ET CETERA.
I'M VERY, VERY CURIOUS ABOUT WASTE COMPOSITION, UM, WITH THE COMPOSITION OF WHAT'S GOING IN THAT LANDFILL CONTAINER HAS CHANGED.
UH, PEOPLE ARE BUYING AND USING AND DISCARD PARTING DIFFERENT ITEMS THAN THEY NORMALLY DO.
SOME OF WHICH HAVE SOME HAZARDOUS WASTE IMPLICATIONS.
AND SO, YEAH, I'M JUST CURIOUS ABOUT THAT.
WHETHER IT'S SOMETHING THAT, UM, THIS DEPARTMENT HAS DONE, OR WHETHER THERE'S INFORMATION WE KNOW FROM OTHER CITIES ABOUT THAT, BECAUSE IT SEEMS THAT THAT WOULD HAVE, UH, PRETTY IMPORTANT IMPLICATIONS IF WE HAVE LONG-TERM CHANGE CHANGES IN USE PATTERNS BECAUSE OF THE PANDEMIC IT'S GOING TO AFFECT WASTE HANDLING TOO.
I DO BELIEVE THE DEPARTMENT HAS DONE THAT.
I THINK RICHARD, I THINK WE WERE PART OF THAT AT ONE TIME, THE, UH, THE, UH, WASTE ARTISTS THAT WE USED, OR WE DID, IT'S BEEN YEARS SINCE I THINK WE HAD OUR LAST WASTE AUDIT, UNLESS I'M MISTAKEN HERE.
IT'S BEEN AWHILE SINCE WE'VE DONE A WHITE DOT, I DON'T BELIEVE WE'VE BEEN ONCE SINCE THE PANDEMIC, IT HAS BEEN AN EFFECT.
SO I THINK VERY GOOD POINT THAT YOU BRINGS UP ABOUT THE COMPOSITION OF THE MATERIAL RIGHT NOW.
CAUSE I WOULD EXPECT TO SEE A LOT MORE, UH, I MEAN WE'VE SEEN JUST FROM THE NUMBERS AS THEY ARE NOW A LOT MORE RECYCLING IN THE ENTIRE WASTE STREAM, BUT, UH, IT'S DEFINITELY INTERESTING TO SEE WHAT'S ACTUALLY IN THE WASTING, THAT'S GOING TO THE LANDFILL.
