AND WHEREAS HE WAS ALSO ELECTED TO THE WILLIAMSON COUNTY COMMISSIONER'S COURT AND SERVED AS A MEMBER OF THE CAPITAL AREA, METROPOLITAN PLANNING ORGANIZATION FOR EIGHT YEARS. AND WHEREAS, UH, ALEX STEIN WAS INSTRUMENTAL IN THE FORMATION OF CAPITAL METRO AS A MEMBER OF THE AUSTIN PUBLIC TRANSIT TASK FORCE. AND WHEREAS MIKE HAS BEEN THE ONLY EXECUTIVE DIRECTOR AT THE CENTRAL TEXAS REGIONAL MOBILITY AUTHORITY AND HAS BEEN WITH CTR SINCE ITS INCEPTION IN 2003. AND WHEREAS CTR MAY HAS BEEN A VERY VALUABLE PARTNER FOR CAPITAL METRO OVER THOSE YEARS, WORKING WITH THE AGENCY TO ENSURE TOLL FREE, UH, TRANSIT ACCESS TO THE MOPAC EXPRESS LINES. AND WHEREAS MY COLLEAGUE STEIN AND THE STAFF, HE LEADS THE CTR MAY HAVE COLLABORATED WITH OUR AGENCY TO PLAN FUTURE PARKING LOT PARKING RIDE LOCATIONS THROUGHOUT THE REGION, INVEST IN BICYCLE AND PEDESTRIAN CONNECTIONS AND ENSURE THAT RAIL CROSSINGS ARE SAFE AND GIVE PRIORITY TO TRANSIT. AND WHEREAS MY COLLEAGUE STEIN IS RETIRING FROM CTR MAY AFTER ALMOST TWO DECADES. NOW, THEREFORE BE IT RESOLVED THAT THE CAPITAL METROPOLITAN TRANSPORTATION AUTHORITY BOARD OF DIRECTORS RECOGNIZES MY COLLEAGUE STEIN ON HIS RETIREMENT FOR AS MANY YEARS AS A STALWART SUPPORTER OF THE PEOPLE OF CENTRAL TEXAS AND OF IMPROVING THEIR MOBILITY OPTIONS. AND I'VE SEEN EVIDENCE THAT BACK IN 2000, UH, HELOC STEIN, UH, MADE A MOTION AND I THINK GOT IT PASSED. UH, AND THE WILLIAMSON COUNTY SUPPORTING THE RAIL ELECTION IN 2000. SO HE WAS A MAN. WELL, AHEAD OF HIS TIME, I HAVE IT ON INFORMATION AND BELIEF AS WELL THAT HE MIGHT'VE CAUGHT A LITTLE, UH, HECK FROM, UH, OUR FAVORITE FORMER COUNTY COMMISSIONER, GERALD DOHERTY FOR THAT, UH, VOTE. AND THAT SUPPORT WAY BACK IN 2000. BUT ALEX, STEIN'S BEEN A, UH, A PILLAR OF THE TRANSPORTATION SECTOR IN OUR COMMUNITY FOR A LONG, LONG TIME HAS DONE AN AWFUL LOT OF GOOD. AND SO I HOPE NOW THAT, UH, BY ACCLAMATION, UH, WE CAN, UH, PASS THIS RESOLUTION AND WISH HIM WELL, DO I HAVE A MOTION TO THAT EFFECT? NEVER MENTIONED WITH THE MOTION A SECOND. UH, SO YEAH, THERE'S BEEN A LOT OF THINGS THAT, UH, UH, WE'VE BEEN ABLE TO PARTNER ON AND I REALLY APPRECIATED, UH, RANDY SUPPORT AND THE SUPPORT OF, UH, CAP METRO, YOU KNOW, WE'RE MUCH BETTER TOGETHER, UH, AS A TEAM. AND I HOPE THAT CAP METRO DOES SOMETHING ABOUT SUPERVISORS THAT DO USE PROFANITY TOWARDS OPERATORS IN FRONT OF PASSENGERS, OR THAT JUST GET MAD AT OPERATORS AND THEY'RE EXTRA FANCY TOWARDS THEM BECAUSE I PERSONALLY THINK SOUP FIELD SUPERVISORS AFTER THEY REMAIN PROFESSIONAL, WHEN THEY'RE IN THEIR UNIFORM ON THE CLOCK AND THAT THEY SHOULD NOT BE WORKING FOR CAT METRO, THEY DON'T KNOW HOW TO REMAIN PROFESSIONAL. LASTLY, UM, I AM, I HAVE APPLIED TO BE A CONGRESSIONAL INTERN AND I WAS APPROVED. SO I'M GOING TO BE A CONGRESSIONAL INTERN WITH A CONGRESSWOMAN, UM, IN A COUPLE OF MONTHS, THANKFULLY AS A COLLEGE STUDENT. SO I'M REALLY HAPPY ABOUT THAT. SOMETIMES IT TAKES THEM IN AN HOUR TO RESPOND TO FIVE CALLS OR OTHER THINGS. BUT I THINK THAT IT WOULD FOR INFRASTRUCTURE PURPOSES, THAT CAP METRO HAD ITS OWN POLICE DEPARTMENT. OUR WORK IS FOCUSED INTO FOUR PROGRAMS PLAN, THE PARKWAY FUND THE PARKWAY, BUILD THE PARKWAY AND ACTIVATE THE PARKWAY. UH, SOME BRIEFLY, SOME FURTHER BACKGROUND ON THE REDLINE PARKWAY AND THE TRAIL CAPITAL METRO AREA VOTERS APPROVE THE RED LINE METRO RAIL IN 2004, IN ADDITION TO APPROVING RIGHT AWAY FOR THE REDLINE TRAIL CAPITOL, METRO HAD HOPED TO COMPLETE THE TRAIL BY 2019, BUT THAT WASN'T ON TRACK. SO WE FOUNDED THE INITIATIVE IN 2017 TO ACCELERATE COMPLETION. AND IN SUMMER 2019, I BEGAN AS FULL-TIME STAFF WITH THE INITIATIVE, THERE ARE ALSO NUMEROUS OTHER MILESTONES AND THE TIMELINE OVER THE LAST TWO DECADES. AND I'VE BEEN COMPILING THESE INTO A DOCUMENT OF THE COMMITMENTS ACTIONS AND MISSED OPPORTUNITIES, AND I'D BE HAPPY TO SHARE A SNAPSHOT OF THAT DOCUMENT UPON REQUESTS AND EARLY STEP FOR OUR STAFF ORGANIZATION WAS TO FORMALIZE OUR RELATIONSHIPS WITH THE TWO PRIMARY AGENCIES RESPONSIBLE FOR COMPLETING THE RED LINE TRIAL. THE ORIGINAL, THE BOARD'S ORIGINAL TARGET FOR CAPITAL METRO STAFF TO REPORT THE BOARD REPORT BACK TO THE BOARD WAS NO LATER THAN MARCH, 2020 AT THIS STAGE, THE INITIATIVE AMY FOR FINALIZING THE AGREEMENT BY THE END OF MARCH THIS YEAR. AND I'M HOPING I CAN STICK TO THAT TIMELINE, OUR CONVERSATION ON THIS AND OTHER ISSUES WITH CAPITAL METRO STAFF HAS BEEN VERY SLOW GOING OVER THE LAST 17 MONTHS. BY LAST SUMMER, WE HAD AIMED TO RESOLVE SOME LONGSTANDING, UH, RAILS WITH TRAILS ISSUES AND TO AGREE ON A COURSE OF ACTION FOR CAPITAL METRO'S ROLE IN DEVELOPMENT OF THE PARKWAY PLAN, INCLUDING FUNDING AND ENGINEERING COOPERATION. UH, AT THIS TIME WE ARE COMING UP ON SOME DEADLINES FOR DEVELOPING A PARKWAY PLAN. SO WE ARE AIMING TO HAVE THESE OUTSTANDING ISSUES RESOLVED NO LATER THAN THE END OF MAY. THIS YEAR IN GENERAL, WE WOULD LIKE CAPITOL METRO TO MOVE INTO ALIGNMENT WITH NATIONAL RAILS, WITH TRAILS, BEST PRACTICES, INCLUDING FEDERAL RAILROAD ADMINISTRATION GUIDELINES FOR CONSTRAINED AREAS. WE WOULD ALSO LIKE CAPITAL METRO TO WORK TOWARD COMPLETION OF THE RED LINE TRAIL WITH AT LEAST THE SAME LEVEL OF INTEREST AS IT HAD WHEN IT WAS EDUCATING VOTERS ON THE TRAIL IN PREPARATION FOR THE 2004 RED LINE RAIL AND RAILS WITH TRAILS ELECTION. SO I ESTIMATED AT 260 MILLION OVER THREE YEARS. SO FOR FISCAL 2021 FOR THE PERIOD, JANUARY THROUGH SEPTEMBER, THE IMPACT OF THIS ILA REFLECTS A 65 MILLION. THAT CAPITAL METRO IS CONTRIBUTING TO ATP. AND ALL OF THOSE CASH ALLOCATIONS ARE AGAIN, PART OF THE OUTPUTS OF THE INTEGRATED FINANCIAL MODEL THAT DRIVES THE SCHEDULE OF THE WHOLE PROGRAM AT THE ATP BOARD MEETING LAST WEEK. BECAUSE I SEEM TO REMEMBER THAT THAT WITHIN THAT INTEGRATED FINANCIAL MODEL, THERE WERE SPECIFIC, WE HAD SPECIFIC AMOUNTS THAT THE PROP A, THE, THE, THE CITY OF AUSTIN SIDE OF THE, OF THE LEDGER AS IT WERE THE, THE, UH, PROPERTY TAXES, WE'RE GOING TO AMOUNT TO, I THINK, THREE POINT $85 BILLION FOR A GOOD CHUNK OF THAT. AND THEN CAP METRO WAS, WAS, WAS ALSO GOING TO BE, UH, CONTRIBUTING A CERTAIN AMOUNT. AND THEN THE BIGGER ISSUE WAS THAT CAP METRO WAS GOING TO BE THE RECIPIENT OF ANY FEDERAL GRANT MONEY LEVERAGING OFF OF THE LOCAL MATCH. THAT'S COMING OFF OF WHAT THE CITY IS PROVIDING THROUGH PROPHASE, UM, YOU KNOW, LOCAL PROPERTY TAX DOLLARS. BUT I'M TRYING TO REMEMBER, CAN YOU JUST KIND OF HELP ME OUT HERE UNDERSTAND THE MONEY THAT TAP METRO ITSELF IS CONTRIBUTING TO THE PROJECT? HOW MUCH OF THAT, OR DID WE, DID WE DELINEATE HOW MUCH OF THAT IS SPECIFICALLY GOING TOWARDS, OUT OF CAP METRO'S POCKET TOWARDS, UM, ATP FOR SPECIFICALLY THOSE $300 MILLION OF THE ANTI-DISPLACEMENT FUNDS? SO THE REVENUE SOURCES WERE NOT SPECIFICALLY DESIGNATED OR DELINEATED. UM, LIKE YOU SAID, UH, IN THE INTEGRATED MODEL, WE CONSIDERED ALL POTENTIAL REVENUE SOURCES AND ALL POTENTIAL COSTS, INCLUDING DEBT SERVICE, UH, THAT TH THE CASH FLOW TIMING OF FEDERAL GRANTS, AND IT WAS VIEWED AS AN INTEGRATED MODEL. AND WHAT WAS THE MOST PROGRAM THAT WE COULD BUILD FOR THE LEAST POSSIBLE IMPACT ON PROP A TAX RATE? SO, UH, IT'S A, IT'S AN INTEGRATED MODEL THAT TOOK ALL OF THAT INTO ACCOUNT. AND, YOU KNOW, RANDY IS CORRECT THAT IT IS THE 300 MILLION OVER 13 YEARS. SO AS THE, AS THE PROJECT UNFOLDS, AND SOME THINGS MAY ACCELERATE AND OTHER THINGS MAY, UH, THE TIMING OF THINGS MAY CHANGE. UH, THE CASHFLOW MODEL WILL BE CONTINUALLY UPDATED AND REVISITED THROUGHOUT THE YEAR. SO THE TIMING OF WHAT'S IN THE MODEL, UH, IS, UH, IS, UH, IS A CONCEPT, IS A CONCEPTUAL PLAN. OVER 13 YEARS, A LOT OF THINGS WILL CHANGE AND THEY WILL BE DIFFERENT, DIFFERENT PRIORITIES, BUT I THINK WE ALL ARE IN AGREEMENT THAT THE ORANGE LINE AND THE BLUE LINE SCHEDULE IS THE TOP PRIORITY. I'LL JUST ADD A LITTLE CLARITY, JUST A LITTLE EXTRA ON THAT. JUST, UH, IF WE CAN ALL REMEMBER THAT THE, THE CONTRACT WITH THE VOTERS ACTUALLY CALLS OUT THE PROGRAM SEQUENCE PLAN THAT YOU ALL APPROVED AS A CAP METRO BOARD, AND THE C COUNCIL IS THE ACTUAL PROJECT PLAN AND ANY CHANGE AT ALL FROM THAT I WAS REQUIRED TO COME BACK TO THE JOINT ORGANIZATION TO ACTUALLY ADOPT A CHANGE. SO TO RENETTA POINT, THERE IS NO COLOR OF MONEY PER SE. IT'S AN INTEGRATED MODEL BECAUSE EACH YEAR THERE'S DIFFERENT VALUES IN THAT. AND THE IDEA IS TO, UH, TO, AGAIN, BURNETT'S POINT, GET THE PROGRAM DONE TO THAT SCHEDULE FOR AS LITTLE COST AS POSSIBLE. AND SOME OF THAT IS PEDIGO FINANCING. [01:20:02] PART OF THAT IS FEDERAL FUNDING. AND PART OF THAT IS INTEREST RATES AND ON AND ON AND ON. SO RIGHT NOW WE ARE BARELY TO THE FIRST PITCH OF THE BASEBALL GAME AND, AND THAT THE ESTIMATES WE HAVE FOR ALL OF THE PHYSICAL INFRASTRUCTURE PROJECTS, WHICH HAS EVERYTHING EXCEPT THIS ONE CATEGORY ARE CONCEPTUAL ESTIMATES BASED ON THE LEVEL OF ENGINEERING AND DESIGN WORK THAT WERE DONE FOR THE, TO DEVELOP THIS PROGRAM. IT IS INEVITABLE THAT SOME OF THOSE ESTIMATES ARE GOING TO BE A LITTLE HIGH AND SOME WILL BE A LITTLE LOW. AND THAT, THAT IS NATURAL FOR A PROGRAM OF THIS SIZE. AND TO BURNETT'S POINT YEAR BY YEAR, WE WILL MAKE CALCULATED ADJUSTMENTS TO THE MODEL BASED ON THOSE, THOSE, UH, THOSE INPUTS, BOTH FROM THE COST SIDE AND ALSO FROM THE REVENUE SIDE. I GUESS THE REASON I ASKED THAT QUESTION IS, IS THAT, UM, I, I THINK IT'S KIND OF IMPORTANT HERE TO DELINEATE THAT, YOU KNOW, CAP METRO AND THE CITY COUNCIL CAME TOGETHER JOINTLY AND AGREED TO CREATE THIS INDEPENDENT BOARD, THIS INDEPENDENT ENTITY TO IMPLEMENT, UH, THE PROJECT. AND WE WROTE THE CONTRACT WITH THE VOTERS OFF, AND THE VOTERS PASSED THAT PROPHASE SAYING, YES, LET'S GO FORWARD AND LET'S DO THIS. UM, I DO BELIEVE THAT THAT IT IS IMPORTANT. AND WE EVEN WITHIN THE CONFINES OF THE OVERALL CONTRACT, WHERE THE VOTERS IN THE INITIAL ILA STIPULATED SOME TIMEFRAMES BY WHICH THE ATP BOARD WILL BE COMING BACK AND MAKING, WE'RE GOING TO COME TOGETHER WITH CAP METRO AND WITH THE CITY COUNCIL JOINTLY IN A TRI-PARTY AGREE, AND A TRI-PARTY MEETING TO, TO DO THINGS TOGETHER AND GIVE PRESENTATIONS AND UPDATES ON WHERE THINGS ARE, I GUESS I JUST WANT TO KIND OF, AND I THINK MAYBE WE JUST NEED TO PERHAPS OFFLINE SORT OF DELINEATE BETTER. UM, MORE BALANCED WHEN YOU LOOK AT CAPITAL METRO ONLY, WHICH IS 53% MALE AND 47% FEMALE. UM, SO, UM, PRETTY SIMILAR TO THE AVAILABLE WORKFORCE, BUT ACTUALLY HIGHER IN OUR FEMALE REPRESENTATION. UM, AND THE SERVICE PROVIDER, UM, GENDER WORKFORCE BY GENDER, THE MAJORITY OF THOSE EMPLOYEES ARE MALE AT 68% WITH 32% BEING FEMALE. UM, REALLY OF THOSE 1,771 EMPLOYEES OF THE SERVICE PROVIDERS, THE VAST MAJORITY OF THEM ARE BUS OPERATORS AND MAINTENANCE EMPLOYEES, WHICH IS REALLY PART OF THE EXPLANATION FOR WHY THERE'S LESS FEMALE REPRESENTATION THERE. BUT, UM, THAT IS ONE OF THE AREAS THAT WE'RE GOING TO BE WORKING ON, UH, WITH OUR SERVICE PROVIDERS IN PARTNERSHIP WITH THEM, UM, THIS YEAR AND INTO THE FUTURE. UM, WITH THE POSSIBLE EXCEPTION OF ASIAN PACIFIC, WHERE THE, UM, AUSTIN AVAILABILITY IS 6% AND OUR, UM, REPRESENTATION WITH SERVICE PROVIDERS IS TO, WITH CAPITAL METRO ONLY IT'S 5%. AND WE USE THE CITIES, UM, CERTIFICATION PROGRAM TO, UM, TO DETERMINE COMPANIES AND BUSINESSES THAT ARE ELIGIBLE UNDER BOTH OUR DBE AND SPE NEXT SLIDE, THE INFORMATION THAT WE PROVIDE TO THE FEDERAL TRANSIT ADMINISTRATION EVERY YEAR, WE ARE REQUIRED TO REPORT TWICE A YEAR ON HOW ARE OUR DBE ACHIEVEMENTS COMPARED TO OUR GOAL IN FY 19, OUR GOAL WAS JUST OVER 17% AND OUR GOAL ACHIEVEMENT WAS ALMOST 15%. UM, THE TOTAL CONTRACT AMOUNT IN 2019 THAT INCLUDED A DBE GOAL WAS JUST OVER A HUNDRED MILLION DOLLARS. UM, THAT'S A NUMBER THAT'S MUCH LARGER THAN IS USUALLY COMMON FOR US ON AN ANNUAL BASIS. AND THAT'S BECAUSE 2019 INCLUDED THE CONTRACT AWARD FOR THE DOWNTOWN STATION, AS WELL AS FOR THE CONTRACTED BUS OPERATIONS AND MAINTENANCE PROGRAM, WHICH IS [01:50:01] NOW THE CONTRACT THAT ENVY TRANSPORTATION WHOLES FOR 2020, OUR GOAL WAS 19%. UM, WE CAME VERY CLOSE TO, TO MEETING EXACTLY THAT AT AN ACHIEVEMENT RATE OF 18.7%. AND THAT WAS BASED ON TOTAL CONTRACT AMOUNTS, AWARDED OF 13, ABOUT $13.9 MILLION AND A TOTAL DBE COMMITMENT OF $2.6 MILLION OUT OF THOSE CONTRACTS. OKAY. WE ALSO LOOK AT OUR SBE ACHIEVEMENT ON AN ANNUAL BASIS. SO FOR FYI 19, UM, VERY HIGH PERCENTAGE OF D OF SBE ACHIEVEMENT. AND THAT WAS, UM, MAINLY BECAUSE A NUMBER OF THOSE CONTRACTS THAT WERE AWARDED TO SPES OR WERE, WERE PROJECTS WHERE THE SBE WAS THE PRIME CONTRACTOR IN 2020. UM, WHAT WE ACHIEVED WAS 31%, UM, BASED AGAIN ON A SMALLER TOTAL CONTRACT AWARD AMOUNT, UM, OF $1.2 MILLION AND AN SBE TOTAL COMMITMENT OF $373,000. IT'S PROBABLY IMPORTANT TO NOTE THAT IN . UM, WE DID END UP DELAYING SOME PROJECTS THAT WERE PLANNED FOR THE YEAR, ONCE WE, UM, ONCE WE STARTED DEALING WITH THE PANDEMIC AND WE'RE MAKING DECISIONS ABOUT THE, THE COST THAT WE ABSOLUTELY NEEDED TO INCUR UNTIL WE KNEW WHAT THE FINANCIAL IMPACT OF THAT WAS GOING TO BE. WE ALSO LIKE TO SHOW NOT JUST COMMITMENTS, BUT ACTUAL PAYMENTS THAT GO INTO THE ECONOMY AND AUSTIN, AND SPECIFICALLY TO BUSINESSES THAT ARE OWNED BY MINORITIES OR FEMALES. SO YOU CAN SEE THAT REPRESENTATION THERE. UM, IT DOES VARY FROM YEAR TO YEAR, JUST KIND OF BASED ON WHAT THE CONTRACTING OPPORTUNITIES HAVE BEEN, UM, BUT HAVE BEEN AT AT REALLY HIGH LEVELS IN 20, 20, 19 AND 2020 IN PARTICULAR. AND, UM, I THINK ONE OF THE ONES THAT I WOULD FOCUS ON WOULD BE THE LARGE INCREASE IN PAYMENTS TO BUSINESSES OWNED BY AFRICAN-AMERICANS, WHICH INCREASED FROM $3.7 MILLION IN 2018, UP TO $6.5 MILLION IN 29 AND 2020. NOW I'M GOING TO, UM, I GUESS I COULD STOP RIGHT THERE AND SEE IF THERE ARE ANY QUESTIONS ABOUT THE DATA ITSELF. AND THEN I CAN MOVE, MOVE ON TO TALKING ABOUT WHERE WE ARE WITH OUR PROGRAM IMPLEMENTATION QUESTIONS FOR DONNA, SINCE SHE'S SHARED A SCREEN, IT'S HARD TO SEE YOU. I THINK I SHOWED THIS SLIDE WHEN I TALKED ABOUT IT BACK IN JULY, JUST TO SET THE STAGE FOR WHAT WE MEAN WHEN WE SAY THE WORDS, DIVERSITY, EQUITY AND INCLUSION, BECAUSE THEY HAVE PRETTY DIFFERENT MEETINGS AND SOMETIMES PEOPLE TEND TO USE THEM INTERCHANGEABLY. SO DIVERSITY IS REALLY ABOUT WHO'S AT THE TABLE. UM, AND AS I DESCRIBED IN THE DATA THAT I JUST SHOWED, UM, WE HAVE A VERY DIVERSE POPULATION, UM, IN OUR WORKFORCE. AND I THINK WE'RE ALSO DOING A REALLY GOOD JOB OF SHARING THAT WITH THE DIVERSITY OF VENDORS, UM, THAT ARE, THAT WE DO BUSINESS WITH, UM, ON THE, WHEN WE'RE TALKING ABOUT EQUITY, WE'RE TALKING ABOUT MORE THAN JUST WHO'S AT THE TABLE, UM, AND TRYING TO IDENTIFY ANY BARRIERS THAT ARE TO GETTING TO THE TABLE AND THEN REMAINING THERE. SO IT'S THE WORK OF CHALLENGING AND RESPONDING TO BIAS, HARASSMENT AND DISCRIMINATION, SO THAT THE OUTCOMES THAT ARE EXPERIENCED BY INDIVIDUALS IS NOT PREDICTED BY ANY ASPECT OF THEIR IDENTITY. AND FINALLY, INCLUSION IS ASKED THE QUESTION, DOES EVERYONE FEEL WELCOME AND BELONGING AT THE TABLE? ARE WE CREATING ENVIRONMENT SO THAT WE ARE BRINGING PEOPLE TOGETHER AND HARNESSING THE DIVERSE PERSPECTIVES THAT BENEFIT ALL X SLIDE? I SHARED THIS SLIDE THE LAST TIME AS WELL ABOUT OUR DIVERSITY EQUITY AND INCLUSION COUNCIL THAT WE HAVE BEEN WORKING TOWARDS CREATING. SO I'LL, I'LL, I'LL GIVE YOU AN UPDATE ON THAT. WE HAVE A STEERING COMMITTEE THAT'S BEEN FORMED. THAT INCLUDES REPRESENTATIVES FROM VARIOUS CAPITAL METRO DEPARTMENTS, INCLUDING FRONTLINE EMPLOYEES. SO WE HAVE THREE REPRESENTATIVES OF, UM, AND THE, AND MTM THAT THE ATU PRESIDENT SELECTED TO BE ON THAT STEERING COMMITTEE. UM, BRENT PAYNE WHO'S THE ATU [01:55:01] PRESIDENT IS ALSO ON THE STEERING COMMITTEE, AS WELL AS SERVICE PROVIDER LEADERSHIP. WE ALSO HAVE A COUPLE OF PARTNERS THAT WE WERE INCLUDING, UM, TO GET THEIR INPUT. SO WE HAVE, UM, APPOINTMENTS THAT HAVE ALREADY BEEN MADE BY THE ACCESS AND C-SECTION COMMITTEE TO, UM, TO PROVIDE REPRESENTATION FOR, FOR THOSE COMMITTEES ON OUR PROGRAM. AND THEN WE'RE IN THE PROCESS OF PUTTING TOGETHER THE FINAL COMMUNITY ADVISORY GROUP. WE HAVE SENT INVITATIONS TO, I THINK, APPROXIMATELY 20 COMMUNITY ORGANIZATIONS THAT WE IDENTIFIED AS BEING COMMITTED TO DIVERSITY, EQUITY AND INCLUSION. WE'VE RECEIVED RESPONSES NOW FROM ABOUT HALF OF THOSE. SO, UH, THOSE THAT WE HAVEN'T GOTTEN RESPONSES FROM, I'LL BE FOLLOWING UP WITH TO, TO MAKE SURE THEY, UM, ARE STILL THEY'RE AWARE OF THAT OPPORTUNITY AND THAT WE WOULD REALLY LOVE TO HAVE THEIR PARTICIPATION IF THEY WOULD LIKE TO, TO SELECT SOMEONE TO BE ON THAT COMMUNITY ADVISORY GROUP. UM, THEN INTERNALLY, UM, IN FACT, ONE OF THOSE LUMPS, ONE SLIDE GOT AHEAD OF ME A LITTLE BIT, AND THEN INTERNALLY WE'LL ALSO HAVE A CHAMPIONS NETWORK THAT WILL INCLUDE EMPLOYEE RESOURCE GROUPS REPRESENTING, UM, DIFFERENT DIVERSE GROUPS IN THE ORGANIZATION, AS WELL AS VOLUNTEER CHAMPIONS IN EACH DEPARTMENT, UM, TO HELP US AS WE ROLL OUT, COMMUNICATE, UM, AND HOLD OURSELVES ACCOUNTABLE FOR IMPLEMENTING THE GOALS OF THE PROGRAM. GOOD. THE NEXT SLIDE, THIS SLIDE, I THINK, IS IMPORTANT AS WE THINK ABOUT WHAT CAPITAL METRO HAS ALREADY BEEN DOING RELATED TO EQUITY INITIATIVES, BECAUSE SOME OF THESE THINGS, I'M NOT SURE IF, UH, IF WE THINK OF THEM ALWAYS THAT WAY. SO I THINK IT'S IMPORTANT TO, TO POINT THEM OUT. AND THOSE INCLUDE THINGS LIKE OUR KIDS RIDE FREE PROGRAM THAT FARE CAPPING AND CASH RELOADING PROGRAMS THAT WE JUST RECENTLY IMPLEMENTED. UM, OUR DB AND SB PROGRAMS THAT WE'VE TALKED ABOUT, THE PICKUP ZONES IN GREATER AUSTIN AND AREAS WHERE, UM, THERE MIGHT NOT BE THE OPPORTUNITY OR THE, UM, THAT THAT MIGHT BE AREAS WHERE WE NEED TO PROVIDE TRANSPORTATION, BUT WHERE FIXED ROUTE TRANSPORTATION, ISN'T THE BEST SOLUTION. WE HAVE A HUNDRED PERCENT ACCESSIBLE BOSTON RAIL VEHICLES. UM, AND THE VAST MAJORITY OF OUR BUS STOPS ARE ALSO NOW ACCESSIBLE. UM, OUR METRO ACCESS SERVICE FOR SERVICE TO THE DISABLED COMMUNITY. UM, AND CERTAINLY NOT THE LEAST, UM, PROJECT CONNECT THAT WE'LL BE IMPLEMENTING, UM, THAT WE HAVE DESIGNED IN A WAY TO PROVIDE EQUITABLE TRANSPORTATION AND THEN ENSURE THAT WE'RE GETTING, UM, COMMUNITY REPRESENTATION. UM, AS WE, AS WE MOVE ALONG WITH IMPLEMENTING PROJECTS, NEXT SLIDE. SO NOW PROGRESS, WE'VE MADE THIS OUR 20 IN 2020, WE CREATED THE COUNCIL, WHICH I'VE TALKED ABOUT ALREADY. UM, WE'VE DONE SOME GAP ASSESSMENT. UM, WE DID AN EMPLOYEE SURVEY OF OUR CAPITAL METRO EMPLOYEES, UM, THIS YEAR THAT, UM, WE WILL ALSO BE, I'LL TALK ABOUT THIS ON THE NEXT SLIDE ALSO, THAT WE'LL BE ROLLING OUT TO ALL OF THE CAPITAL METRO FAMILY IN 2021 AS WELL, BECAUSE WE, AS WE BEGIN OUR PROGRAM, WE WANT TO KNOW WHAT OUR EMPLOYEES THINK. UM, ARE WE DOING A GOOD JOB ALREADY, UM, UH, MAKING EMPLOYEES AWARE OF OUR COMMITMENT TO DIVERSITY, EQUITY AND INCLUSION. AND IF WE'RE NOT, IF THERE'S AREAS WHERE WE CAN IMPROVE, WE WANT EMPLOYEES TO TELL US THAT SO THAT WE CAN USE THAT INPUT AS WE DESIGN OUR PROGRAM. WE ALSO, UM, ARE PUT, PUTTING PLACE A PLAN TO BEGIN TO DO AN SBA DISPARITY STUDY AND A DBE AVAILABILITY STUDY. UM, I'LL TALK ABOUT SOME SPECIFICS OF THAT A LITTLE BIT ON THE NEXT SLIDE ON OUR 2021 PLANS. UH, WE ALSO DID SOME RESOURCE ENHANCEMENT. WE HIRED TWO NEW DIVERSITY SPECIALISTS TO SUPPORT THE DBE AND SBE PROGRAM. I THINK WE ACTUALLY STOLE BOTH OF THOSE PEOPLE FROM TRAVIS COUNTY, SO FORGIVE US FOR THAT, BUT, BUT THEY'RE DOING A GREAT JOB WITH HELPING TO SUPPORT THAT PROGRAM. UM, AND WE'VE ALSO STARTED TO GET WORK UNDERWAY, UH, FOR THE TITLE SIX UPDATE. WE'VE GOT PLENTY, IT'S A BIT PLANNED FOR 2021, AND WE'RE PRETTY EXCITED ABOUT IT. UM, FIRST TO BEGIN THE QUARTERLY MEETINGS OF THE COUNCIL, UM, I MENTIONED THAT WE WILL EXPAND OUR SURVEY TO INCLUDE SERVICE PROVIDER EMPLOYEES, UM, AND THEN HAVE A GOAL OF COMPLETING THE SBE DISPARITY AND DBE AVAILABILITY STUDY. UM, OUR THOUGHT IS THAT WE WILL USE COLETTE HOLT AS THE RESOURCE FOR THAT SHE IS ALREADY DOING THE DISPARITY STUDY FOR THE CITY AND THE COUNTY. UM, SO AS IN THE PROCESS OF GATHERING DATA THAT WE THINK WILL REALLY, UM, [02:00:01] WILL BE IMPORTANT AS WE FOR CAP METRO AS WELL. AND FORTUNATELY, NOW THAT WE HAVE THE PURCHASING COOPERATIVE IN PLACE WITH THE CITY AND THE COUNTY WILL BE ABLE TO ACCESS COLLETTE SERVICES, UH, IN A PRETTY STREAMLINED WAY, UH, RESOURCE ENHANCEMENT. I'LL TALK A LITTLE BIT MORE ABOUT IT AS WELL. UM, I DIDN'T, I HADN'T PUT THE SPECIFICS ON THIS SLIDE YET BECAUSE WE HADN'T ANNOUNCED SOME OF THE CHANGES THAT THE BOARD WAS AWARE OF, UM, MADE AWARE OF TODAY WHEN I WAS FIRST WRITTEN THE PRESENTATION TOGETHER, BUT WE WILL BE HIRING A DIRECTOR OF DIVERSITY EQUITY AND INCLUSION THAT WILL REPORT TO ME, UM, THAT WILL HAVE THIS PROGRAM AS THEIR SOLE FOR SOLE FOCUS. UM, SO THAT WE, UM, REALLY HAVE A DEDICATED RESOURCE TO GETTING THIS PROGRAM OFF THE GROUND. IN 2021, WE WILL BE COMPLETING THE TITLE SIX UPDATE. AND I THINK THE PLAN IS TO BRING THE RESULTS OF THAT TO THE BOARD IN THE SPRING OF THIS YEAR, WORKFORCE DEVELOPMENT AND PLANNING FOCUS IS SOMETHING THAT IS GOING TO BE CRITICALLY IMPORTANT TO US. UM, AS WE START TO BUILD THE WORKFORCE OF THE FUTURE, THAT WE'RE GOING TO NEED TO, UM, TO PROVIDE THE INCREASED SERVICE THAT'S GOING TO RESULT FROM IMPLEMENTING PROJECT CONNECT. AND WE WANT TO DO THAT IN A WAY THAT GIVES, UM, OUR EXISTING EMPLOYEES OF OUR SERVICE PROVIDERS, UM, A CAREER PATH TO MOVE INTO SOME OF THOSE ROLES, AS WELL AS A CAREER PATH TO MOVE INTO SOME, UM, SUPERVISORY AND LEADERSHIP ROLES. AND THEN WE WILL CERTAINLY BE COORDINATING WITH THE AUSTIN TRANSIT PARTNERSHIP ON THE DBE AND SBE PROGRAM FOR THE DEVELOPMENT OF PROJECT CONNECT. AND SOME OF THE ELEMENTS THAT WE ENVISION THERE WOULD BE CREATING A MENTOR PROGRAM, CREATING A DBE AND SBE ACCELERATOR PROGRAM THAT, UM, SO THAT WE CAN BEGIN TO HELP, UM, SMALL AND MINORITY BUSINESSES IN THE LOCAL AREA GET PREPARED FOR SOME OF THE OPPORTUNITIES THAT WILL RESULT FROM THE CONTRACTS TO IMPLEMENT PROJECT CONNECT. SO WE'LL TALK SOME ABOUT THAT AND GET SOME INPUT FROM THE COMMUNITY ABOUT HOW THEY PRIORITIZE THESE POTENTIAL ENVIRONMENTAL AREAS THAT COULD BE IMPACTED BY PROJECTS LIKE THIS. UM, SO THE FIRST ONE IS THIS EVENING, THERE'LL BE GOING ON THIS WEEK FOR THE ORANGE AND BLUE LINE, THE 25TH THROUGH THE 29TH. WE DO HAVE ONE THAT IS SOLELY IN SPANISH PLANNED AS WELL. IF TA AWARDED CAPITAL METRO 900,000 FOR A PILOT PROGRAM FOR TOD PLANNING, ACTUALLY THAT USED TO BE CALLED PILOT PROGRAM FOR 2D PLANNING. NOW IT'S 2D PLANNING GRANT. IT'S AN EXTREMELY COMPETITIVE PROGRAM. AND, UH, WE WERE VERY FORTUNATE, UH, TO BE ABLE TO BE SELECTED AND HAVE A COMPETITIVE APPLICATION FOR THAT. SO CAPITAL METRO WILL BE COLLABORATING AND ACTUALLY ALREADY DOING THAT. WE ARE SIGNIFICANTLY, UM, HAVE ALREADY PROGRESSED IN THAT, IN THAT PATH BY COORDINATING WITH CITY OF AUSTIN HOUSING AND PLANNING EQUITY OFFICE, UH, TRANSPORTATION DEPARTMENT AND AUSTIN TRANSIT PARTNERSHIP TO DEVELOP OF STRATEGIES THAT WOULD SPECIFICALLY HAVE A RATIO AND ECONOMIC INEQUITY LENS THROUGH WHICH WE'RE GOING TO, UH, DEVELOP THE GOALS AND OBJECTIVES OF THE STUDY AS, UM, THE FRAMEWORK RATHER, AND COME UP WITH THE POLICY OUTCOME, THE FOCUS WOULD BE ON LARK, THE MAR WATERLOO AND RIVERSIDE CORRIDOR. SO THIS IS A COMBINATION OF SECTION OF BLUE AND ORANGE LINE WITH 13 STAGE STATIONS AMONG BLUE AND ORANGE. IT WILL NOT BE NEW DOWNTOWN STATIONS ARE INCLUDED IN THAT, AND IT WILL DEVELOP ANTI-DISPLACEMENT STRATEGIES TO LEVERAGE TRAINS AS AN INVESTMENT. UM, IF YOU ARE WONDERING WHY THIS STUDY AND WHY NOW, UH, BEYOND THE, UH, THE FACT THAT WE HAVE RECEIVED THE GRANT. AND I WOULD SAY THAT THIS, UH, [02:15:01] THIS SPECIFIC WORK HAS A SIGNIFICANT PLACE IN PROJECT DEVELOPMENT IN NEW STARTS CRITERIA AND LAND USE INTUITY PLANNING PROCESS WILL HELP US BE COMPETITIVE IN, IN THE PROJECT DEVELOPMENT PROCESS FOR BOTH BLUE AND ORANGE LINE. IN ADDITION TO HAVE A MORE UPDATED TOOLKIT FOR CAPITAL METRO. NEXT SLIDE, PLEASE ADD. SO HERE WE GO. HE ORGANIZED THE PLANNING PROCESS AND THE POLICY OUTCOME. AS WE SEE NOW, I WANTED TO POINT THAT OUT THAT THE PUBLIC ENGAGEMENT AND A PROCESS WILL CONTINUE THROUGHOUT THE STUDY. AND AGAIN, WE ARE ALREADY SIGNIFICANTLY, UH, COLLABORATING WITH CITY OF BOSTON PLANNING, OFFICE ATP, UH, ATD EQUITY OFFICE TO COME UP WITH A PLAN THAT WOULD BE BUILT THAT WOULD BUILD OFF OF A CTO BOSTON'S EXISTING, UH, TOD WORK THAT IN SOME AREAS WE HAVE SIGNIFICANT WORK ALREADY THAT WE'LL BE BUILDING OFF OF. WE WILL DO EXISTING CONDITIONS REVIEW, UM, FOR EACH STATION AREA AND FOR THE CORRIDOR, THE SEGMENT IT'S A 12 MILE SEGMENT WE WOULD CENTER, UM, AND ASSESS DISPLACEMENT RISK, UH, STATION LOCATIONS AND ALONG THEIR CORRIDOR, AND COME UP WITH STRATEGIES TO MINIMIZE DEPLETE THE DISPLACEMENT AND SOME OF THE POLICY OUTCOME AND DELIVERABLES THAT'S GOING TO COME OUT OF. THAT WOULD BE THE UPDATE OF CAP METRO TOD TOOLKIT, WHICH IS AN ESSENTIAL DELIVERABLE THAT WOULD BE USED BY US AS WELL AS ATP FOR ADVANCING A BLUE AND ORANGE LINE. THE POLICY TOOLKIT THAT'S OUTLINED HERE WOULD ALLOW, UH, AND IT WOULD BE FOCUSED ON MAXIMIZING AFFORDABLE HOUSING FOR STATION AREAS, AND IT WILL HELP CITY OF BOSTON WITH ANTI-DISPLACEMENT STRATEGIES AND EQUITABLE 2D LAND USE STRATEGIES AND ZONING RECOMMENDATIONS THAT WOULD COME OUT OF IT. IT WOULD ESSENTIALLY FORMULATE THE BASIS, BUT WE WILL HAND THAT OVER TO THE CITY TO MAKE ANY, UH, UH, ACTIONS ON THEM. AND IT'S CENTERED AROUND HIGH QUALITY TRANSIT BUILDING OUR RIDERSHIP TO BE MORE COMPETITIVE IN THE FEDERAL GRANTS FRAMEWORK AND HAVE DISPLACEMENT AND EQUITY-BASED PUBLIC ENGAGEMENT STRATEGY AS CENTERING ON OUR PUBLIC ENGAGEMENT PLAN, STATIONARY OR PLANS WOULD BE ONE OF OUR DELIVERABLES AS WELL. AND, UM, ETO D STATION PLANS AND GUIDELINES WOULD ALSO BE, UM, W ONE OF THE DELIVERABLES OF THIS STUDY. NEXT SLIDE PLEASE. THAT'S GOING TO INFORM ORANGE AND BLUE LINE OVERALL PROJECT DEVELOPMENT, AND OUR PREPAREDNESS FOR THOSE, THE LAND USE OF TOD STRATEGY WOULD HAVE LAND USE AND ZONING RECOMMENDATIONS. AND AGAIN, AS I MENTIONED, THE ENTIRE PURPOSE OF THIS, UH, THIS, UH, STRATEGY FRAMEWORK THAT EQUITABLE TRANSIT ORIENTED STRATEGY FRAMEWORK IS TO MAKE PROJECT CONNECT ORANGE AND BLUE LINE MORE COMPETITIVE, BUT KEEPING IN MIND THAT OUR OVERALL GOAL FOR DEVELOPMENT IS TO AVOID DISPLACEMENT, HAVE MEANINGFUL EQUITY-BASED ENGAGEMENT THROUGHOUT THE PROCESS TO MAKE SURE THAT THE RESULTS WE WANT ARE BAKED INTO OUR ENGAGEMENT PROCESS AND DEVELOPING THE NEEDS AND GOALS FOR THE GOALS FOR THE FRAMEWORK, AND THEN STATIONARY, OUR PLANS WOULD BE DEVELOPED AS PART OF THAT. AND OFTENTIMES I HAVE THREE 81 AGREEMENTS W THE PUBLIC BENEFIT THAT WE HAVE REQUESTED AT THE COUNTY IS AFFORDABLE HOUSING, AND THIS MIGHT BE AN OPPORTUNITY TO ALIGN SOME RESOURCES, THE SAME THING FOR THE CITY. IF WE'RE TALKING, IF WE'RE LOOKING AT NEIGHBORHOOD HOUSING AND THEIR PROGRAMS, THE AUSTIN, UH, HOUSING AUTHORITY, UH, WHAT THEY'RE DOING WITH ECONOMIC DEVELOPMENT AND THEIR THREE 80 FUND, UH, FUNDING AS WELL. AND THEN FINALLY, UM, PRIVATE SECTOR FOUNDATIONS AND, AND, UH, HOW THEY MIGHT PARTNER WITH US, UH, AS, AS TO, UM, EXPAND THE POOL OF DOLLARS THAT WE HAVE FOR AVAILABLE HOUSING. UH, BUT, BUT ULTIMATELY IT SOUNDS LIKE THAT THAT CORE, THIS KIND OF THE OVERLAP IS GOING TO COME IS, IS, YOU KNOW, SINCE WE'VE GOT PRESIDENT CLARK ALSO SERVES AS EXECUTIVE DIRECTOR CLARK OF THE ATP, THAT WILL HELP BE THE OVERLAP THERE BETWEEN THE, UH, BETWEEN THE AND IMPLEMENTATION PHASE THAT YOU, YOU ALLUDED TO. AND THE, YOU KNOW, KIND OF THIS PLANNING PHASE UPFRONT HERE, BUT THEN WE'LL BE WORKING WITH OUR PARTNERS AT THE CITY OF AUSTIN AND THEIR EXPERTISE. THERE IS THAT UP IN MY HEAD AROUND THIS, RIGHT? THIS ISN'T, THIS IS COMPLEX AND YET SIMPLE TOO, BECAUSE WE'RE GOING TO BE ABLE TO ALL THANKS TO THE WAY WE'VE SET THIS UP. THIS IS A FULL, THIS IS A TEAM EFFORT AND IN A VERY HIGH PRIORITY FOCUS THAT WE'VE NOT BEEN ABLE TO DO AS A COMMUNITY BEFORE. AND THIS IS, BUT THIS IS A REALLY AWESOME THING GOING, THIS IS GOING TO BE A VERY COLLABORATIVE EFFORT. SO I WOULD START BY SAYING THAT CAP, METRO DOESN'T HAVE LAND USE AUTHORITY. SO ANY RECOMMENDATIONS THAT WE MAKE, ANY W I WOULDN'T EVEN CALL IT A RECOMMENDATION, IT WILL BE BASIS FOR RECOMMENDATION THAT CITY OF AUSTIN HOUSING AND PLANNING AND CITY WOULD EVALUATE AND THEN TAKE APPROPRIATE ACTIONS. BUT THE BASIS OF RECOMMENDATIONS THAT WHEN THE STATION AREA PLANS, THE LAND USE AND ZONING RECOMMENDATIONS, THAT WOULD GO ALONG WITH THEM, UM, THEY ESSENTIALLY ARE TO SUPPORT THE BLUE AND ORANGE LINE COMPETITIVENESS LAND USE, AND TRANSIT-ORIENTED DEVELOPMENT PLANNING AROUND STATIONS. AND, UM, IN NEW, IN NEW STARTS PROJECT DEVELOPMENT PROCESS TO HAVE THE BOTH PROJECTS RANK HIGHER, TO HAVE AT LEAST A MEDIUM HIGH OR HIGH RANKING TO BE ABLE TO COMPETE AND GET THAT, UM, UH, TO SCORE HIGH IN THE PROJECT JUSTIFICATION. SO THERE'S, THERE'S THAT COMPONENT. AND THEN THE OUTCOMES THAT WOULD COME OUT OF IT WOULD ACTUALLY BE THEN, UM, ATP. AND, UM, DID YOU, BOSTON WOULD BE EVALUATING THEM AND ADDRESSING THEM AS NEEDED. UH, FRONTLINE BUS OPERATORS ARE CONSIDERED OUR BELIEVE IN GROUP ONE C IF I'M NOT MISTAKEN. AND THAT IS WHAT WE'RE ANTICIPATING. YES. AND I, AND I, AND I SAID THIS LAST WEEK TO THE MEDIA, AND I VERY FIRMLY BELIEVE THIS. I THINK AUSTIN MAY BE THE MOST, UM, THE CITY THAT IS MOST ALIGNED WITH OUR MAJOR INFRASTRUCTURE PROGRAM, WITH THE BIDEN ADMINISTRATION AND THEIR BIG THINGS THEY ARE FOCUSING ON ARE HOW TO DEAL WITH HISTORIC INEQUITIES, RE INFRASTRUCTURE, THINGS THAT ARE FOCUSED ON AND HOW, HOW INFRASTRUCTURE CAN DEAL WITH HISTORIC INEQUITIES, HOW INFRASTRUCTURE IS A MASSIVE TOOL TO DEAL WITH CLIMATE CHANGE, AND HOW DO WE CREATE TONS OF REALLY GOOD PAYING JOBS AND BY INCREASING ACCESS TO OPPORTUNITY, THERE'S NOTHING THAT IS CLEARER OR BETTER THAN THAT IN THE COUNTRY. IN MY OPINION, THEN PROJECT CONNECTED, LITERALLY HIGHLIGHTS EVERY ONE OF THOSE ELEMENTS AND THEN ADD ON TOP OF THAT ADVANCED TECHNOLOGY AND HOW TO MOVE OUR INDUSTRY OUR COUNTRY FORWARD. SO WE'RE REALLY HAPPY TO SEND US THE, TO THE TRANSITION TEAM, UH, AS THEY WERE PUTTING THE, UH, PREPAREDNESS MATERIALS TOGETHER. AND WE WILL, UH, BE ENGAGING WITH THEM AS SOON AS, UH, AS LEADERSHIP IS, IS PUT INTO PLACE AND STARTING TO HAVE CONVERSATIONS WITH AGENCIES AND CITIES AROUND THE COUNTRY.
