UM, SO I JUST GOT A MESSAGE FROM A COUPLE PEOPLE AND IT LOOKS LIKE THEY WERE HAVING THE SAME CHALLENGES, YOU KNOW, AND SO THERE'LL BE, THERE'LL BE JOINING US SHORTLY, BUT, UH, WE'LL GO AHEAD AND GET STARTED.

CAUSE A LOT OF THIS INFORMATION, UM, IS FAMILIAR TO THOSE FOLKS AND, UM, YEAH, WE'LL, WE'LL JUMP IN.

UM, SO

[1. NEW BUSINESS]

JUST A FEW UPDATES FOR OUR JANUARY PROJECTS.

UM, WE WERE WORKING AND THANK YOU SO MUCH TO EVERYONE, UM, WHO CONTRIBUTED, WE WERE WORKING ON OUR MENTAL HEALTH RECOMMENDATIONS AND SO WE HAVE PUBLISHED THOSE AND THOSE WILL BE SHARED OUT TO NIGHT.

UM, BUT THIS IS OUR FIRST ROUND OF RECOMMENDATIONS THAT WE'RE MAKING.

AND A LOT OF, UM, TO GIVE SOME CONTEXT, A LOT OF THE RECOMMENDATIONS WE'RE MAKING AROUND POLICY, UM, REALLY SPECIFICALLY THE PRACTICES.

AND SO THIS IS KIND OF A TWOFOLD RECOMMENDATION FOR THIS COMMISSION AND WE'LL BE FOLLOWING UP IN A COUPLE OF WEEKS.

WE'LL BE GETTING INTO THE GEOS SPECIFICALLY ON, OKAY, WHAT ARE, WHAT ARE THE CHANGES THAT CAN BE MADE REALLY AS TO WHAT APD IS DOING TODAY AND WHERE DO WE SEE KIND OF THAT ROOM FOR IMPROVEMENT? UM, AS WELL AS SOME OF THE BEST PRACTICES THAT WE WANT TO HIGHLIGHT.

SO THIS FIRST ONE IS REALLY ABOUT THE INTERACTION WITH THE COMMUNITY AND OUR FOLLOW-UP IS GETTING REALLY GRANULAR INTO THE POLICY AND THE GENERAL ORDERS, UM, IN SO REALLY QUICKLY I WILL RUN THROUGH OUR RECOMMENDATIONS.

UM, THE FIRST RECOMMENDATION WAS TO AUTHORIZE A REFRESHER COURSE FOR THE CRISIS INTERVENTION TRAINING BY ANNUALLY.

OUR SECOND RECOMMENDATION WAS TO REVIEW AND IMPLEMENT, UM, REVIEW IMPLEMENT AND TRAIN OFFICERS ON RECOMMENDATIONS AND PROTOCOLS, UM, INCLUDED IN THE SUICIDE BY COP PROTOCOL, IN TRAINING FROM THE POLICE EXECUTIVE TRAINING FORUM.

AND SO THEY GIVE SOME REALLY GOOD PRACTICES THAT FOLKS RESEARCHED.

UM, OUR THIRD RECOMMENDATION WAS TO PROVIDE AN UPDATE ON THE CONTINUED IMPLEMENTATION OF THE MEADOWS MENTAL HEALTH POLICY REPORT.

SO THAT WAS A REPORT THAT, UM, HAD GONE OUT PREVIOUS TO OUR RESEARCH AND OUR RECOMMENDATIONS.

AND SO JUST WANTING TO GET AN UPDATE FROM APD ON WHERE THEY ARE IN IMPLEMENTING A LOT OF THOSE RECOMMENDATIONS.

AND IN OUR RECOMMENDATIONS, WE ECHO A LOT OF THOSE SAME THINGS.

SO JUST KIND OF ENCOURAGING AND SUPPORTING OTHER ORGANIZATIONS IN OUR COMMUNITY AS IT RELATES TO MENTAL HEALTH.

UM, OUR FOURTH ONE WAS TO REVIEW AND IMPLEMENT BEST PRACTICES FOR OUR CRISIS TRAINED OFFICERS, UM, AND LOOK AT OTHER CITIES TO GAIN LEARNINGS ON WHAT CAN WE BE DOING BETTER.

UM, AND WHAT AREAS CAN WE REALLY IMPROVE? UM, WHAT APD IS CURRENTLY DOING THE FIFTH RECOMMENDATION WAS TO HAVE ROUTINE MENTAL HEALTH CHECKS AND EVALUATIONS FOR OFFICERS EVERY THREE YEARS.

UM, SO NOT ONLY WANTING TO REALLY BOLSTER THE INTERACTION WITH OUR COMMUNITY, BUT ALSO, UM, THE SAFETY AND HEALTH OF THE AUSTIN POLICE DEPARTMENT AS WELL.

OUR SIXTH RECOMMENDATION WAS AT A MINIMUM OF SIX HOURS OF TRAINING WITH SPECIFIC FOCUS ON INTELLECTUAL AND PHYSICAL DISABILITIES.

AND THIS IS ONE THAT WE'LL BE FOLLOWING UP IN OUR POLICY RESEARCH AND REALLY GETTING INTO AND GETTING FEEDBACK FROM THE COMMUNITY ON HOW WE CAN BEST GIVE SOME RECOMMENDATIONS AND SOME GUIDANCE AROUND THIS, AS WELL AS IMPROVE THE CURRENT, UM, GEOS THAT WE HAVE.

AND THEN OUR SEVENTH AND FINAL WAS REVIEW THE CIT TRAINING TO INCLUDE CULTURAL COMPETENCY.

UM, SO THIS IS RELEVANT BEING MET IT'S BLACK HISTORY MONTH.

UM, JUSTIN, WE WANT TO MAKE SURE THAT AS WE MOVE FORWARD AS A CITY, THAT WE ARE BEING AS INCLUSIVE AND EQUITABLE AS WE CAN IN ALL OF OUR PRACTICES.

SO THAT INCLUDES OUR TRAININGS AND SPECIFICALLY MAKING SURE THAT WHEN IT COMES TO MENTAL HEALTH, WE'RE NOT LEAVING ANY COMMUNITY BEHIND IN MAKING SURE THAT OUR TRAININGS ADDRESS THE DIFFERENCES IN HOW SYMPTOMS MAY SHOW UP FOR PEOPLE AND HOW THAT INTERACTION MIGHT PLAY OUT WITH APD.

UM, SO I WILL TURN IT OVER TO THE COMMISSION.

ARE THERE ANY OTHER COMMENTS ON KIND OF OUR JANUARY PROJECTS OR SPECIFICALLY OUR MENTAL HEALTH RECOMMENDATIONS THAT YOU ALL WOULD LIKE TO MAKE? YEAH.

I JUST DO WANT TO THANK THE COMMUNITY MEMBERS WHO PUT IN ON THE RECOMMENDATIONS AND WE'LL CONTINUE TO, UM, FEEDBACK FROM THE COMMUNITY IS SO IMPORTANT.

UM, AND, UH, I LOOK FORWARD TO DIGGING INTO THAT A BIT MORE, UM, THE FACT THAT THERE ARE PROTOCOLS AND TRAINING AROUND THAT SPECIFICALLY, UM, UH, SHARE, WE CAN ALL RECOGNIZE THAT AS PROBLEMATIC.

SO, UM, WE'D LIKE TO REALLY TALK ABOUT, UM, WHY THAT IS AND WHY IT IS EVEN, UM, A THING OUT IN THE WORLD.

SO IT'S WANTING TO PUT THAT OUT THERE, SOMETHING THAT WE'LL BE LOOKING AT AS WELL.

YEAH.

AND, UM, WHAT I WOULD LOVE TO DO IS BEFORE WE HAVE THE, UM, COMMUNITY MEMBERS COME AND SPEAK ON, ON THAT VIDEO AND TRAINING REPORT, THEY DO, I'D LOVE TO READ A QUOTE FROM THE EXECUTIVE KIND OF SUMMARY, JUST TO GIVE A LITTLE BIT OF CONTEXT TO THE WORK THAT THEY DID AND KIND OF THEIR RECOMMENDATIONS.

SO, UM, THIS IS JUST A SNIPPET TAKEN FROM THAT EXECUTIVE SUMMARY OF THAT REPORT.

AND IT SAYS, AND DOING SYSTEMIC RACISM REQUIRES SYSTEMIC CHANGE.

IT REQUIRES A CULTURAL SHIFT TOWARDS COMMUNITY RESPECT, ACCOUNTABILITY, AND TRUST.

IT REQUIRES SHOWING TRUSTWORTHINESS BEFORE A CRISIS OCCURS, NOT A SLAP DASH EFFORT AFTER THE FACT, IT REQUIRES DEEP LISTENING, AUTHENTIC DIALOGUE AND CONSULTATION WITH THE COMMUNITIES MOST DIRECTLY IMPACTED BY POLICE VIOLENCE.

IT REQUIRES THE COURAGE AND SKILL TO HOLD DIFFICULT CONVERSATIONS THROUGHOUT THE DEPARTMENT AND TO CONFRONT WORLDVIEWS THAT PERPETUATE THESE BIASES RATHER THAN TAKE A COLOR BLIND APPROACH.

IT REQUIRES A SHIFT FROM WHAT CAN I LEGALLY DO TO WHAT DOES THE COMMUNITY NEED ME TO DO? SO I THINK THAT THAT IS REALLY IMPORTANT CONTEXT FOR US TO HOLD, UM, AS WE GO INTO THIS PRESENTATION AND AS WE CONTINUE TO DO THIS WORK, UM, AND, AND LATER WHEN WE DISCUSS WHAT IT LOOKS LIKE FOR US TO DO RESEARCH INTO, UM, RACIAL BIAS AND WHAT THAT LOOKS LIKE IN THE POLICE, BUT, UM, I BELIEVE THAT WE HAVE, I WANT TO SAY IT WAS MARION COMING TO SPEAK.

UH, SO OUR, OUR GROUP CAME TOGETHER, UH, FOR RESOLUTION 66 P PASSED BY COUNCIL TO REVIEW, UM, SIX MODULES THAT WERE SELECTED, UH, BY APD AND APPROVED BY THE OFFICE OF POLICE OVERSIGHT, WHICH TOTAL A TOTAL OF 112 VIDEOS.

UM, OVER A SPAN OF SEVEN MONTHS, WE LIKE TO EMPHASIZE THAT ORIGINALLY WE WERE SUPPOSED TO DO THIS WHOLE PROJECT, 112 VIDEOS IN TWO MONTHS, OUR, OUR GROUP, UM, WANTED TO HAVE MORE TIME TO

MAKE SURE THAT WE DEDICATED, UH, OUR MONDAY EVENINGS TO PROVIDE THE BEST EQUITABLE SCOPE THAT WE COULD, UH, EVERY SINGLE ONE OF MY TEAM MEMBERS HERE.

UM, JOE MAYA, PHIL, ANDREA, MIRIAM, AND MYSELF, UH, HAVE EQUITY BACKGROUNDS.

BECAUSE AS AT THE BEGINNING, WE WERE JUST COLLECTING THINGS FROM A SURVEY.

UM, BUT AFTER A WHILE, WE WANTED TO HAVE VIDEOS BE REMOVED, SOME VIDEOS NEEDED TO BE EDITED, AND WE WANTED TO MAKE SURE THAT WE WERE ABLE TO ANNOTATE AND DOCUMENT THESE THINGS.

UH, WE, UH, HAD RECOMMENDED, UH, FOR THE MAJORITY OF THOSE VIDEOS TO BE EDITED, UH, TO MIND ONLY TWO TO THREE VIDEOS.

UM, THERE WERE, THERE WERE ISSUES IN THE VIDEOS AS WELL, WHERE YOU CAN SEE THE NAME OF THE ORGANIZATION, THE VENDOR, UH, YOU KNOW, THEY, THEIR, THEIR VIDEO NAME WAS ON THERE.

THERE WERE VIDEO, THERE WERE VIDEOS AS WELL WHERE, UH, WE JUST REALLY DIDN'T SEE THE PURPOSE OF KEEPING THEM, FOR EXAMPLE, UM, THERE WERE VIDEOS, UH, BY ANDY GRIFFITH, UM, UH, WHICH IS A 1916 TYPE OF SHOW, RIGHT? UH, WHERE IT REALLY PORTRAYS, UH, KIND OF MORE FOR THE WHITE POPULATION OPPOSED TO BLACK AND BROWN PEOPLE, POLICE OFFICER CADETS, THAT COULD BE IN THE COURSE.

SO THAT'S KIND OF SOME OF THE VIDEOS THAT WE SAW PORTRAYED AS WELL.

UH, AS WELL AS LIKE THE LAST SUMMER I VIDEOS AROUND THE LAST SUMMER I SANFORD AND SONS, UH, WE JUST DIDN'T REALLY SEE THE ACADEMIC VALUE OF HAVING THOSE VIDEOS IN THE CURRICULUM.

SO WE REQUESTED FOR THEM TO BE REMOVED.

UM, ALL, A LOT OF THE VIDEOS AS WELL WERE ALSO VERY HARD TO SEE, UH, SOMETIMES EVEN HARD TO HEAR COULDN'T REALLY SEE WHAT WAS HAPPENING AND THAT'S BECAUSE A LOT OF THESE VIDEOS WERE OUTDATED.

UH, THEY, UH, THEY WERE VERY OLD, UH, TYPE OF VIDEOS AND WE RECOMMENDED THAT THEY BE REMOVED.

UM, SOMETIMES THE ONLY THING YOU COULD DO WAS HEAR WHAT WAS HAPPENING IN THE VIDEO, BUT YOU COULDN'T SEE THEM, OR IT WOULD BE THE OTHER WAY AROUND.

SO, UM, REALLY, UH, QUESTIONING THE EDUCATIONAL VALUE FOR SOME OF THESE VIDEOS AND WHY THEY WERE BEING HIGHLIGHTED.

NEXT SLIDE, PLEASE.

ONE OF THE THINGS THAT WAS VERY CLEAR WAS THE OVER REPRESENTATION OF PEOPLE, OF COLOR BEING HIGHLIGHTED, UH, IN, IN THESE VIDEOS, UH, WE CAN SEE THAT OVER A 44%, UH, OF, OF THE VIDEOS, UH, PORTRAYED AFRICAN-AMERICANS, UH, AS WELL AS 9% OF THE VIDEOS, UH, FEATURING LATINOS AND 42%, 32% FEATURING CAUCASIANS.

WHY IS THIS THE ALARMING FOR OUR GROUP WAS BECAUSE THE, IN AUSTIN, WE HAVE AN 8% POPULATION OF AFRICAN-AMERICANS BASED ON THE 2010 CENSUS.

AND THAT INFER, THAT IS WHAT WE KNOW THROUGHOUT THE, THE TIME IS THAT THAT INFORMATION HAS DECLINED.

THE POPULATION HAS DECLINED.

SO WE'RE SEEING, UH, AN OVER-REPRESENTATION OF AFRICAN-AMERICANS IN THE VIDEOS, BUT IT'S NOT JUST ABOUT THE OVER-REPRESENTATION, IT'S ABOUT THE EXCESSIVE USE OF FORCE THAT WE SAW AGAINST COMMUNITIES OF COLOR, SPECIFICALLY BLACK MEN, UH, THE MAIN, UH, VICTIMS OF EXCESSIVE USE OF FORCE AGAINST POLICE OFFICERS INTO VIDEOS PORTRAYED OR PORTRAYED WERE AFRICAN-AMERICANS ONE VIDEO THAT REALLY STANDS OUT, UH, WAS A POLICE OFFICER KILLING AN AFRICAN-AMERICAN MAN AT A CONVENIENCE STORE.

UM, WITHIN SECONDS OF INTERACTING WITH THEM, RIGHT THERE, THERE WAS NO ATTEMPT TO DEESCALATE THE SITUATION.

UH, THERE WAS NO ATTEMPT TO TALK OR COLLECT INFORMATION.

UM, AS SOON AS THE POLICE OFFICERS GOT INTO THE CAR, THEY WERE SHOOTING, UM, AT THIS, UH, GENTLEMAN.

AND IT WAS REALLY ALARMING BECAUSE THROUGHOUT THE VIDEOS THAT WE WERE SEEING, UM, I QUESTIONED THE DEESCALATION, UH, MODULE REALLY DIDN'T REALLY SHOW A LOT OF WAYS TO DEESCALATE SITUATIONS.

UH, A LOT OF THE VIDEOS THAT WE SAW HIGHLIGHTED WHAT NOT TO DO, RIGHT, VERY LIMITED VIDEOS ON WHAT ACTUALLY TO DO AND FOR THE VIDEOS THAT WERE WHAT TO DO.

UM, WE QUESTIONED SOME OF THE LEGALITY WHAT THE CURRENT AUSTIN POLICY AND WHY THEY WERE BEING SHOWN.

UH, THIS VIDEO WAS ALSO VERY ALARMING BECAUSE WE, WE SAW ANOTHER VIDEO WHERE THERE WAS AN CAUCASIAN MALE WHO WAS, UM, IN THE MIDDLE OF VERY SUSPECT BEHAVIOR.

HE LOOKED LIKE HE WAS GOING TO RUN AWAY FROM THE POLICE OFFICER YET HE WAS GIVING SEVEN MINUTES OF GRACE WAS NOT DETAINED, WAS NOT SHOWN EXCESSIVE USE OF FORCE, UH, COMPARED TO, UH, THIS YOUNG MAN WHO WAS KILLED WITHIN MINUTES OF INTERACTING WITH THE POLICE.

SO THE OVER-REPRESENTATION OF THE USE OF FORCE AND NEGATIVE OUTCOMES WAS THE MAIN THING THAT WE SAW AS WELL AS JUST THE CONSTANT REPETITION OF, OF THE DISPLAY OF AFRICAN-AMERICANS AND PEOPLE OF COLOR INTO VIDEOS.

UM, WE ALSO REQUESTED TO EDIT A LOT OF THE VIDEOS JUST TO TRY TO BE AS COLLABORATIVE AS WE COULD BE, UH, WITH, WITH THE GROUP.

UM, BUT THERE WERE SOME VIDEOS THAT HIGHLIGHTED, UM, VERY TYPE OF ALARMING LOGOS, LIKE THE THIN BLUE LINES, FOR EXAMPLE, UH, WHICH IS KNOWN, UH, YOU KNOW, ACROSS SOME SPACES AS WHITE SUPREMACY TYPE OF GROUP.

UM, YET THIS WAS A TYPE OF A LOGO THAT WAS HIGHLIGHTED IN ONE OF THE VIDEOS THAT WAS BEING SHOWN.

THERE WAS ALSO, UH, AN OVEREMPHASIS WHEN IT CAME TO RACE RELATIONS ON A WINNING, UH, RIGHT TO, TO ASSERT CONTROL OVER, UH, THE SUBJECTS THAT WERE BEING DETAINED OPPOSED TO TRYING TO FIND DIFFERENT WAYS TO DEESCALATE THE SITUATION.

AND THIS IS VERY ALARMING.

UH, I THINK, UH, PERSONALLY FOR ME RIGHT NOW, AS WE'RE SEEING WHAT'S HAPPENING WITH MY GRANDMA'S, WHAT WE SAW HAPPENED WITH ALEX GONZALEZ, UH, I REALLY JUST QUESTIONED, UH, THE, THE AUSTIN GENERAL ORDER POLICY SHOOT TO STOP POLICY AS WELL AS DID THEY ASK THE ESCALATION WHEN IT COMES TO COMMUNITY OF COLOR AND JUST THE OVER-REPRESENTATION OF RACE SPECIFICALLY IN A CITY, UH, WHERE THERE IS A VERY SMALL AFRICAN-AMERICAN POPULATION, ABOUT 7.8, UH, CURRENTLY RIGHT NOW, YET 44% OF THE MODULES, UH, FEATURED AFRICAN-AMERICANS NEXT SLIDE.

UM, ONE THING THAT ALSO CAME ACROSS VERY CLEARLY, AND I THINK PHIL WILL GO INTO IT AS WELL, IS GRACE, RIGHT? UH, WHO WAS SHOWN GRACE, WHO WASN'T, LIKE I MENTIONED THAT ONE VIDEO WHERE AN AFRICAN-AMERICAN MAN WAS SHOT WITHIN SECONDS.

WE WERE SEEING THESE TYPES OF VIDEOS REPEATEDLY ACROSS THE MODULES.

AND I WANT TO POINT TO THE OPO GRAPH, WHICH WE ALSO HIGHLIGHTED IN OUR REPORT, WHICH SHOWS HOW THIS TRAINING THAT'S CURRENTLY BEING PROVIDED.

THE TRAINING THAT WE SAW IN THE VIDEOS CAN CORRELATE TO SOME OF THE POLICING BEHAVIORS WE SEE IN THE CITY.

FOR EXAMPLE, THIS GRAPH HIGHLIGHTS MORE GRACE BEING SHOWN TO PEOPLE THAT LIVE IN WEST AUSTIN, WHICH IS PRIMARILY WHITES COMPARED TO EAST BOSTON, WHERE WE DO SEE MORE DIVERSITY OF PEOPLE OF COLOR, UH, YET IN EAST AUSTIN, WE DO SEE MORE, UH, WARNING OUT MORE, MORE ARRESTS BEING PROVIDED IN THAT AREA.

AND WE CAN SEE HOW THE TRAINING DIRECTLY CORRELATES TO THAT SPECIFICALLY, JUST BECAUSE OF WHO'S PROVIDED GRACE AND WHO'S NOT PROVIDED GRACE.

UH, WE SPENT THE FIRST COUPLE OF MONTHS SORT OF GETTING THEM TO SEE WHAT THEY WEREN'T SEEING WHEN THEY LOOKED AT THESE, RIGHT.

THEY, THEY THOUGHT THEY WERE LOOKING AT THESE VIDEOS IN A COLORBLIND WAY AND, AND NOT RECOGNIZING THE WAY IN WHICH THE RESPONSE TO PEOPLE OF COLOR DIFFER RADICALLY FROM THE RESPONSES TO WHITE PEOPLE.

AND, AND THEY WEREN'T UNDERSTANDING THAT THOSE WERE THOSE DIFFERENT RESPONSES WERE GROUNDED IN DIFFERENT WORLDVIEWS AND DIFFERENT PERCEPTIONS THAT THE OFFICERS BRING WITH THEM TO THE TRAINING.

AND THAT WERE NOT EXPLICITLY SORT OF ADDRESSED IN THE TRAINING, RIGHT.

NOT CHALLENGED AND NOT CONNECTED TO ANY SORT OF SYSTEMIC ANALYSIS OF, OF OUR, UH, BIASES, RIGHT.

UH, IMPLICIT OR EXPLICIT.

AND SO, SO WE ALSO NOTICED THAT WHEN WE WOULD BRING THESE UP AT FIRST, UH, THE RESPONSE WAS TYPICALLY WHERE WE HAVE A SECTION ON THAT.

RIGHT.

AND, AND SO RATHER THAN SORT OF LOOKING AT EACH TRAINING VIDEO AS AN OPPORTUNITY TO DISCUSS THE DYNAMICS THAT ARE BEING PORTRAYED IN THAT VIDEO, RIGHT.

UM, THE FOCUS WAS VERY NARROW AND, AND, UH, UH, AN EXCLUSIVE OF THE LARGER DYNAMICS.

AND, AND THERE WAS THIS REPEATED REFRAIN OF, WELL, YOU KNOW, THAT SOUNDS LIKE ETHICS, AND WE HAVE AN ETHICS SECTION.

AND SO ONE OF THE MAIN CONCERNS WE HAD WAS THAT THERE'S JUST, THERE WAS AN UNKNOWN, THEY WEREN'T AWARE OF THE NEED TO DO THIS KIND OF ANALYSIS ALL THE WAY THROUGH ACROSS MODULES.

AND WITH EVERY VIDEO,

WE ALSO NOTICED A PATTERN OF SORT OF DEHUMANIZING FOOTAGE, RIGHT? PARTICULAR BODIES WERE ALLOWED TO SORT OF BE MORE HUMAN AND WERE INTERACTED WITH IN MORE HUMANISTIC WAYS, RIGHT.

AND OTHER BODIES.

AND AS ON HELICOS ALREADY SAID, UH, WE NOTICED THAT THE MOST RAPID ESCALATION OF FORCE OCCURRED WITH PEOPLE OF COLOR, PRIMARILY BECAUSE PEOPLE OF COLOR ARE SORT OF VIEWED AS INHERENTLY DANGEROUS AND, AND THE KINDS OF RESPONSES THAT THEY OFFERED, ALTHOUGH IN VERY SORT OF OBJECTIVE WAYS, NO DIFFERENT FROM THE RESPONSES OFFERED BY WHITE PEOPLE, UH, WERE VIEWED AS A THREAT AND RESPONDED TO IN THAT WAY.

UM, SO I'VE ALREADY COVERED SOME OF THIS.

WE ALSO NOTICED SOME PATTERNS OF GENDER STEREOTYPES.

THERE WAS VERY POOR GENDER REPRESENTATION ACROSS THE VIDEOS.

UH, THERE WERE VERY FEW, UH, UH, WOMEN POLICE OFFICERS IN THE VIDEOS AND IN THE CUP OF WHERE THEY WERE HIGHLIGHTED, THEY WERE SHOWN, UH, SORT OF, UH, IN WAYS THAT SORT OF DISREGARDED THEIR AUTHORITY AND THEIR ADVICE.

UH, AND, UM, AND THEY WERE SHOWN, UH, IN WAYS THAT MADE THEM APPEAR IN EFFECTIVE PRIMARILY BECAUSE THE MALE OFFICERS INVOLVED JUST WEREN'T LISTENING TO THEM.

UH, WE SAW ANOTHER SORT OF PATTERN ABOUT WHO IS ALLOWED TO BE IN CRISIS.

AND THIS BROKE DOWN ACROSS GENDER LINES.

IT BROKE DOWN ACROSS SORT OF RACIAL AND ETHNIC LINES, RIGHT.

IT BROKE DOWN ACROSS CLASS LINES.

UM, THERE WAS IN THE CRISIS INTERVENTION SECTION IN PARTICULAR, RIGHT.

THERE WAS A KIND OF PRIORITIZATION OF WHAT I SORT OF GOT TO THINK OF AS THE APPROVED SORT OF CRISES, RIGHT.

OR THE APPROVED, UH, UM, UM, UM, DIFFERENTIAL ABILITIES.

AND, AND SO PEOPLE LIKE, UH, ISSUES LIKE ALL TIMERS DISEASE, RIGHT.

OR AUTISM, UM, HAD AN OPPORTUNITY TO SORT OF, UH, PEOPLE CAME ON AND SHARED THEIR STORY.

UH, BUT, UH, OTHER KINDS OF CRISIS, PARTICULARLY SORT OF RACIALLY, UM, MARKED AND, AND, UH, ORIGINATING CRISES, RIGHT.

WE'RE NOT SHOWING THE SAME KIND OF GRACE AS JOE WAS ALWAYS PUTTING IT, RIGHT.

SO SOME ARE VALIDATED, BUT SOME ARE NOT NEXT SLIDE, PLEASE.

UH, THE PATTERNS THAT I WAS PERSONALLY SORT OF MOST CONCERNED ABOUT WAS THE WAY IN WHICH, UM, UM, TRAINING MATERIAL AND THE TRAINING VIDEOS BOTH EMPHASIZED WHAT IS OFTEN CALLED THE DANGER IMPERATIVE AND IN THE ANALYSIS OF, OF POLICING WHERE, UM, WHERE POLICING IS PRESENTED AS BEING, UH, UH, YOU KNOW, A HYPER DANGEROUS JOB AND, AND POLICE OFFICERS ARE PRESENTED AS PUTTING THEIR LIVES ON THE LINE.

AND, AND THEY HAVE TO BE CONSTANTLY WARY, CONSTANTLY READY FOR DEADLY THREAT.

AND, UH, RESEARCH SIMPLY SHOWS THAT THAT POLICING IS A SOMEWHAT DANGEROUS JOB, BUT IT'S THE 20 MOST DANGEROUS JOBS.

IT'S THE 20TH.

AND IT'S EXCEEDED BY JUST JOBS LIKE ROOFING AND GARBAGE COLLECTION, RIGHT.

OR FISHERIES, UM, UH, MANY MORE PEOPLE DIE AT MUCH HIGHER RATES, UH, IN MANY OTHER OCCUPATIONS.

AND THOSE OCCUPATIONS ARE NOT PRESENTED AS SORT OF, UH, PRESENTED AS HAVING A DANGER IMPERATIVE, RIGHT.

WHERE THE, THE PEOPLE EMPLOYED IN THEM HAVE TO CONSTANTLY BE READY TO EXERCISE AND DEADLY FORCE THEMSELVES IN ORDER TO PROTECT THEMSELVES.

AND THAT WAS JUST ONE OF THE ASPECTS OF A KIND OF BROADER US VERSUS THEM MENTALITY.

I THINK THAT THIS BROADER MENTALITY GROWS OUT OF THE HISTORY OF POLICING, RIGHT? THE WAY IN WHICH POLICING ORIGINATED TO SEGREGATE AND CONTROL.

AND SO, UM, POLICE ENCOUNTERS WITH THE PUBLIC ARE SEEN PRIMARILY AS SITUATIONS IN NEED OF CONTROL.

AND THE FOCUS IN THE TRAINING WAS ON OFFICERS GAINING THAT CONTROL PRETTY MUCH AT ANY COST AND SORT OF WINNING THE CONFRONTATION RIGHT.

WHICH NECESSARILY SETS THE PUBLIC UP TO LOSE THE CONFRONTATION.

RIGHT.

IF THE POLICE OFFICERS HAVE TO WIN IT.

AND WHEN WE SAW IN THE VIDEOS, POLICE OFFICERS SORT OF, UH, ACTING EGREGIOUSLY, RIGHT.

UH, OVER AND OVER AGAIN, IN, IN, IN A SORT OF VIDEO AFTER VIDEO OF WHAT WAS PRESENTED AS WHAT NOT TO DO, UM, FIRST NO OTHER OFFICERS INVOLVED IN THOSE VIDEOS SEEM TO DO ANYTHING ABOUT THAT EGREGIOUS BEHAVIOR.

RIGHT.

AND THEN IN DISCUSSING THAT BEHAVIOR, THERE WAS NO ACCOUNTABILITY.

IN OTHER WORDS, AND IN DISCUSSING THAT BEHAVIOR, THE, THE POSITION WAS BASICALLY, YES, I DON'T KNOW WHAT WAS WRONG WITH THOSE OFFICERS.

RIGHT? LIKE THEY WERE OUT OF LINE AND THEY NEED TO BE GOTTEN RID OF, OR SOMETHING LIKE THAT.

AND THE IDEA THAT WE'RE GOING TO IMPROVE POLICING BY SOMEHOW SORT OF IMPROVING TRAINING, RIGHT.

WITHOUT ADDRESSING THE FUNDAMENTAL DYNAMICS OF POLICING AND ITS HISTORY.

RIGHT.

UH, I THINK IS, UM, THAT'S WHAT I CALL THE FEW BAD APPLES.

I SEE IF WE COULD JUST SORT OF GET RID OF THOSE, AND OF COURSE THAT

IF YOU SEE PARTICULAR KINDS OF BEHAVIORS REPEATED OVER AND OVER AGAIN, WE ALSO SAW A PATTERN OF A VERY INEFFECTIVE LANGUAGE, RIGHT? UH, POLICE OFFICERS IN THE VIDEOS WERE CONSTANTLY BE SHOUTING, STOP, RESISTING, STOP RESISTING.

AND MANY TIMES THERE DIDN'T APPEAR TO BE ANY RESISTING AT THAT MOMENT.

AND SO, UH, THE PHRASE STOP RESISTING, I THINK, COULD BE INTERPRETED AS A KIND OF RIGHT TO COVER YOURSELF AND LEGITIMIZE WHAT YOU'RE ABOUT TO DO, UH, WHATEVER ACTION YOU'RE ABOUT TO TAKE.

BUT, UM, BUT EVEN WHEN THE OFFICERS WOULD SORT OF PRESENT PHRASES, LIKE I'M HERE TO HELP, RIGHT? MOST OF THOSE WERE SOMEWHAT DISINGENUOUS.

LIKE I'M HERE TO I'M ON YOUR SIDE.

LET ME, LET ME SORT OF, UH, LET'S GET THROUGH THIS AND GET YOU ON YOUR WAY SORT OF THING, CONFESSED TO ME.

UM, BUT SOME OF IT WAS ALSO SORT OF GENUINE I'M HERE TO HELP, BUT, UH, THE OFFICERS SEEM TO BE ABLE TO UNDERSTAND THAT THE PHRASE I'M HERE TO HELP IS SIMPLY GOING TO BE READ DIFFERENTLY IF YOU'RE STANDING THERE IN A UNIFORM WITH A BADGE AND A GUN, THEN, UH, IF YOU'RE, UH, YOU KNOW, IN A DIFFERENT KIND OF SOCIAL DYNAMIC.

AND SO THERE WAS, UH, THERE WAS A LACK OF AWARENESS ON THAT AS WELL.

AND WHEN, WHEN THERE WAS A KIND OF EMPHASIS ON W LET'S TREAT PEOPLE LIKE HUMAN BEINGS, THE EMPHASIS WAS VERY SORT OF TRANSACTIONAL, RIGHT? LIKE LESS PEOPLE TREAT PEOPLE LIKE HUMAN BEINGS.

SO THEY'LL BE NICE TO US IN RETURN, RIGHT.

OR SO THAT WE CAN, UM, AVOID COMPLAINTS AGAINST US, OR WE CAN BUILD A GOOD CASE, UH, TO ADDRESS ANY SORT OF CRIMINAL CHARGES THAT MIGHT BE BROUGHT AGAINST US LATER.

AND THEN FINALLY, UM, I THINK THE, THE INAPPROPRIATE USE OF THE MASS MEDIA CLIPS ON HELICOS TALKED ABOUT BEFORE THERE WERE, IN ADDITION TO WHAT SHE TALKED ABOUT, THERE WERE A NUMBER OF SORT OF NEWS CLIPS AND NEWS CLIPS WERE PROBLEMATIC BECAUSE NEWS IS PROBLEMATIC, RIGHT? THE WAY IT'S PRESENTED AND PROBLEMATIC, IT'S PRESENTED TO FOCUS ON SENSATIONALIZATION AND FEAR-MONGERING RIGHT.

AND THEY USE THAT NEWS FOOTAGE HOME, RIGHT? LIKE THEY WOULD, THEY LET THE NEWS ANCHOR SORT OF COMMENT ON WHAT WAS HAPPENING AND THE WAY THAT NEWS ANCHORS COMMENT ON THE WORLD IS BY REPEATING THE STORIES ABOUT THE WORLD, THAT THE DOMINANT CULTURE SORT OF CONSTANTLY SPREADS AMONG ITSELF.

AND SO THAT SEMI GOES OF AUTHORITY REINFORCING THE BIASES THAT THEIR CADETS BROUGHT WITH THEM AND SEEING IT UP THERE ON THAT VIDEO WAS I THINK, DEEPLY PROBLEMATIC.

BUT PRIMARILY I THINK THE PROBLEM HERE WAS JUST THAT I THINK THE TRAINERS ARE PUT TOO MUCH ON THEIR SORT OF OWN RESOURCES HERE, RIGHT.

JUST SORT OF SCRAMBLE AROUND AND FIND VIDEOS, RIGHT? THERE'S A LACK OF A LARGER SORT OF PEDAGOGICAL OR CURRICULAR, UM, UH, STRUCTURE, UH, AND, AND, UH, SORT OF A SET OF LEARNING OBJECTIVES TO EMPLOY AND, AND A LACK OF RESOURCES FOR GATHERING UP, UH, UH, RELEVANT, CONTEMPORARY, CURRENT VIDEOS THAT ARE INFORMED BY THE LARGER COMMUNITIES THAT THE POLICE INTERACT WITH.

UH, THIS, THIS, THIS REALLY SHOWED FOR US, UH, WHEN WE WERE LOOKING AT SOME OF THE VIDEOS, ESPECIALLY A WOMAN WHO, UH, LOOKED TO BE EXPERIENCING A MENTAL HEALTH CRISIS.
