[00:00:01]
LET'S GO AHEAD AND GET STARTED.[CALL TO ORDER AND ROLL CALL]
5:34 PM, MONDAY, MARCH 22ND, 2021.AND THIS IS A REGULAR MEETING OF THE DESIGN COMMISSION.
DO YOU PLEASE TAKE ROLL? YES, CLAIRE TO TODAY'S MARCH 22ND, 5:30 PM.
I KNOW WITH THE HOUSING AND PLANNING DEPARTMENT.
I HAVE CHAIR CAROL PRESENT, VICE CHAIR, NAO ROBLEDO COMMISSIONER COLEMAN, PRESENT COMMISSIONER FRO COMMISSIONER FRANCO, COMMISSIONER GONZALEZ, COMMISSIONER ROLLISON, COMMISSIONER MINORS HERE.
COMMISSIONER LOCK-IN COMMISSIONER TEND TO GUCCI COMMISSIONER WATLEY, BEAR, UH, COMMISSIONER, ALISON.
UH, YOU WANT TO GIVE HER A SECOND CHAIR TO ANSWER? I SEE HER NAME AND MAYBE YOU'RE JUST WAITING FOR THE AUDIO TO KICK IN.
WELL, WELL, WE'LL CONTINUE AND SEE IF SHE, UH, JOHNSON BE ABLE TO JOIN US.
THIS IS, THIS IS ERIN JENKINS.
SO, UM, COMMISSIONER RAWLINSON.
SHE EMAILED ME MOMENTS BEFORE THE MEETING.
SHE STATED THAT SHE WASN'T FEELING GOOD, BUT SHE WOULD TRY TO JOIN THE, JUST TO GET CORN, UH, BEING THAT WE HAVE CORN.
SHE SAID IF WE GET IT, SHE'LL HOP OFF.
SO I THINK THAT'S WHAT SHE DID BEING THAT WE HAVE CORN.
UH, AND, UH, COMMISSIONER FRANCO IS ASKING IF YOU COULD RESEND THE ACCESS TO HIM AS HE LOST IT.
UM, DO WE HAVE ANY CITIZENS COMMUNICATION? WE DO NOT HAVE ANY CITIZENS COMMUNICATIONS AT THIS TIME.
THAT ALL RIGHT, WE'LL GO STRAIGHT
[1.a. Discussion and possible action to evaluate and make recommendations regarding whether City of Austin EMS Station 7, addressed at 8989 Research Blvd, complies with the City Design and Sustainability Standards, for the City of Austin; Owen Harrod MWM Design Group.]
INTO NEW BUSINESS THEN, UH, ITEM ONE, A DISCUSSION AND POSSIBLE ACTION TO EVALUATE AND MAKE RECOMMENDATIONS REGARDING WHETHER C OF AUSTIN EMS STATION SEVEN, ADDRESS AT 89 89 RESEARCH BOULEVARD, COMPLIES WITH THE CITY DESIGN AND SUSTAINABILITY STANDARDS.WILLIAM, WOULD YOU LIKE TO SAY A FEW WORDS ON BEHALF OF, UH, UH, PUBLIC WORKS OR WOULD YOU LIKE ME TO JUST TO GET STARTED? I DON'T THINK I HAVE MUCH TO SAY AT THE MOMENT.
WE'LL SEE WHAT EVERYBODY HAS TO SAY.
BUT I THANK YOU ALL FOR TAKING THE TIME, UM, TO, TO REVIEW THIS, THIS, UH, WE HAD PREVIOUSLY PRESENTED, UM, THREE OF THESE EMS STATION RENOVATIONS.
AND, UH, TONIGHT I'M GOING TO PRESENT THE LAST TWO.
UM, I'D LIKE TO START OFF JUST A POINT OF CLARIFICATION THAT THESE ARE ALL RENOVATIONS OF EXISTING BUILDINGS.
UH, THEY'RE OLD FACILITIES ON EXISTING SITES.
UM, OUR, OUR MANDATE HAS BEEN TO IMPROVE FROM AN OPERATIONAL AND SUSTAINABLE STEM DEPARTMENT TO THE GREATEST EXTENT POSSIBLE WITHIN, UM, THE CONSTRAINTS IMPOSED BY THE EXISTING FACILITIES.
UM, AND I REALIZED THAT, UH, WE HAVEN'T BEEN ABLE TO DO EVERYTHING THAT WE WOULD HAVE LIKED TO DO, UH, BUT WE'VE DONE WHAT WE CAN.
AND AGAIN, THERE THEY ARE, UM, EXISTING, FULLY DEVELOPED SITES, UH, AND OUR PROJECT ENTAILS THE RENOVATION OF THESE FACILITIES.
UM, AARON, CAN YOU SWITCH TO THE NEXT SALON? THE FIRST OF THESE IS THE COMBINED EMS STATION, UH, SEVEN FIRE STATION EIGHT, WHICH IS LOCATED
[00:05:01]
ON THE ONE 83 NORTHBOUND FRONTAGE ROAD, UH, JUST TO THE EAST OF, UH, BURNET.SO IT'S, UH, THEY'RE KIND OF BETWEEN BURNET AND METRIC.
UM, IF YOU COULD ADVANCE THIS LINE, IT'S A 40 YEAR OLD FACILITY IT'S IN A VERY POOR SHAPE.
IT HAS BEEN SUBJECT TO, UH, MULTIPLE RENOVATIONS OVER MODIFICATIONS OVER THE YEARS.
UM, OUR TASK IS TO, IN THIS CASE COMPLETE WHAT IS ESSENTIALLY AN INTERIOR RENOVATION, ALTHOUGH WE HAVE, UH, MADE SOME ADDITIONS TO THE BUILDING THAT ENTAILED REPAIRS TO EXISTING CONDITIONS, THERE ARE TWO ADDITIONS THAT WERE BUILT ON THE BUILDING THAT ARE, UM, STRUCTURALLY FAULTY, AND WE'RE REPLACING THEM WITH NEW CONSTRUCTION, UM, CAN ADVANCE THEM.
THE NEXT SLIDE TRYING TO DO IS MEET AS MANY OF THE STANDARDS AS POSSIBLE WITHIN, UM, WHAT'S AVAILABLE FOR US TO DO SO.
WE'VE IMPROVED THE EXTERIOR OF THE BUILDING.
UH, WE'VE COMPLETELY REBUILT THE INTERIOR FACILITIES.
UM, WE'VE IMPROVED OR ENHANCED THE LANDSCAPING WE'VE PRESERVED EVERY EXISTING TREE ON SITE.
UH, MOST IMPORTANTLY WE'VE TAKEN WHAT IS A, UM, LARGELY, UH, UNINSULATED EXISTING ENVELOPE AND BROUGHT IT UP TO A LEAD SILVER STANDARD FOR PERFORMANCE.
SO, UH, WE HAVE, UH, A 1980 FACILITY, UH, WE'RE STARTING WITH I'M, WE'RE LEAVING IT, UH, FULLY ACCESSIBLE, FULLY COMPLIANT WITH CURRENT CODE AND WITH A LEAD SILVER LEVEL OF PERFORMANCE.
UM, AS YOU CAN SEE, MOST OF THE, MOST OF THE ENVELOPE IS EXISTING.
WE HAVE, UH, LIMITED OUR EXTERIOR MODIFICATIONS TO THE AREAS WHERE CHANGES OR, UM, REPAIRS WERE WARRANTED.
AND IN DOING THAT, WE'VE TRIED TO ENHANCE THE, UM, BOTH THE QUALITY OF CONSTRUCTION, UH, AND THE APPEARANCE AND QUALITY OF THE BUILDING AND ITS RELATIONSHIP TO THE PUBLIC RIGHT OF WAY.
UM, IF YOU COULD PROCEED TO THE NEXT SLIDE, UM, THE SCOPE OF IMPROVEMENTS ARE RELATIVELY LIMITED.
IT'S BEING APPROVED UNDER AN EXEMPTION TO AN EXISTING SITE PLAN.
SO THE AREAS WE'RE TOUCHING ARE QUITE A SMALL PORTION OF THE EXISTING SITE AND THE AREAS WHERE IMPROVEMENTS ARE BEING MADE FOCUSED ON, UH, ACCESSIBILITY ENHANCEMENTS.
FOR EXAMPLE, WE'RE PROVIDING AN ACCESSIBLE CONNECTION TO THE PUBLIC RIGHT OF WAY WHERE NONE PREVIOUSLY EXISTED OR PROVIDING FULLY COMPLIANT, ACCESSIBLE PARKING, WHERE NONE PREVIOUSLY EXISTED AND WE'RE REPAIRING, UH, EXISTING PAVEMENT THAT'S IN POOR CONDITION.
UM, AGAIN, THE SCOPE IS, UH, SUBSTANTIALLY AN INTERIOR RENOVATION PROJECT.
UM, IF YOU COULD PROCEED TO THE NEXT SLIDE.
SO THE INTERIOR OF THIS BUILDING IS BEING, UH, COMPLETELY RENOVATED.
IT'S STILL, UM, PRESERVES A 1980S STANDARD OF ACCOMMODATION.
SO IT'S COMMON, UH, DORMITORIES AND BUNK ROOMS AND, UH, SHARED RESTROOM FACILITIES.
SO IN, UH, IMPROVING IT, WE'RE BRINGING IT UP TO THE STANDARD OF A NEW STATION.
SO ALTHOUGH THE EXTERIOR IS, UM, STILL, UH, SUGGESTIVE OF ITS ORIGINAL APPEARANCE, UH, FOR THE CREWS WORKING HERE, THE INTERIOR FACILITIES WILL BE APPROXIMATELY ON PAR WITH, UH, WITH A NEW STATE.
THAT, UH, AGAIN IS PRETTY MUCH ALL I HAVE TO SAY ABOUT IT.
THIS, THIS IS A RENTER AND INTERIOR RENOVATION OF AN EXISTING PROJECT.
UH, WE DONE, UH, WHAT WE CAN TO, UH, COMPLY WITH THE, UH, THE URBAN DESIGN STANDARDS, BUT OUR, UM, OPPORTUNITIES THERE WERE, UH, WERE SOMEWHAT, UH, SOMEWHAT LIMITED.
I COULD GO ON TALKING, BUT YOU'VE ALL HEARD.
YOU'VE HEARD THIS, UH, YOU'VE HEARD THIS FROM ME BEFORE.
UH, THERE ARE ANY QUESTIONS FROM COMMISSIONERS OR SHOULD I CALL HIM? IT WAS SO HOT.
I LOVE, I LOVE WHAT YOU'RE DOING FOR OUR FIREFIGHTERS.
CAN YOU STILL SEE ME? HEAR ME? OKAY.
UH, ONE QUESTION I HAD IS THE, IS THE FENCING OUT FRONT STAYING, IT'S GOT RAZOR WIRE ON IT.
IT LOOKS A LITTLE UNFRIENDLY AND THAT MAY NOT BE PART OF YOUR IMPROVEMENTS, BUT IS IT STAYING, UH, REGRETTABLY? IT IS STAYING, UM, IT'S UNFORTUNATE THAT IT'S THERE, BUT THE STATION HAS HAD,
[00:10:01]
UM, PROFOUND SECURITY CONCERNS, UH, IN TERMS OF, UM, UH, PEOPLE, UH, UH, VANDALIZING OR ACTUALLY, UH, UH, DAMAGING EQUIPMENT THAT'S ON SITE.UM, SO THE, UM, THE ACCESSES, UM, IT IS, IT IS LESS THAN WE WOULD THEN WE WOULD LIKE, UM, BUT THAT'S A CONCERN THAT'S COMING FROM THE OPERATORS AND THEY'VE, THEY'VE EXPERIENCED, UH, PROBLEMS THERE IN THE, IN THE PAST.
UM, SO IS THE DRAW, IS THE DRIVEWAY GATED IN, BECAUSE IT'S JUST OPEN UP THE DRIVEWAY, CORRECT.
OR NOT THE, THE LONG-TERM PLAN, ALTHOUGH IT'S NOT INCLUDED IN OUR SCOPE IS TO INSTALL A GATES, UH, SITE, UM, AFTER THE COMPLETION OF THE ARCHITECTURAL RENOVATION PROJECT.
SO, UM, SO THERE IS A PLAN TO GET IT IT'S A COMPLICATED SITE BECAUSE IT HAS A FUELING STATION, UM, ON THE BACK, THE NORTH EAST CORNER OF THE PROPERTY WHEN SHE NEEDS TO BE, UH, ACCESSIBLE ALL THE TIME.
SO, UM, THERE ARE PLANS THAT, UM, THE END USERS ARE PURSUING TO PROVIDE A GATE ON ONE SIDE, UM, TO PROTECT, UH, THEIR VEHICLES THAT ARE PARKED OUTSIDE OF THE BAY, BUT LEAVE UNENCUMBERED ACCESS TO THE FUELING STATION, UH, BECAUSE IT'S TEXTILE FRONTAGE.
THE COORDINATION OF THE GATE WITH THE CUTTING LENGTH IS A CHALLENGE, UH, BECAUSE WE CAN'T HAVE A FIRETRUCK WAITING FOR THE GATE TO OPEN AND BLOCKING THE FURNITURE.
SO IT'S A, IT'S A MISSY ISSUE.
UH, AND AGAIN, I'M SORRY FOR THE DIGRESSION, BUT, UM, IT'S NOT, NOT WITHIN OUR SCOPE, BUT I DO KNOW SOME THINGS ABOUT WHAT WHAT'S THOUGHT OUT THERE, BUT, UM, WHERE THAT TIES INTO RPCS REGRETTABLY THAT THE, THE RESERVOIR OFFENSE, UM, IS, IS PROGRAMMED TO STAY LAST OF MY QUESTION THEN, IS THERE ANY AREA ALONG THE RAZOR WIRE FENCE WHERE WE COULD PUT IN, SO MITIGATING SHRUBS? SO WE, UH, AS YOU KNOW, UH, DAVID CAZARES WITH OUR OFFICE, WE HAD A LOT OF BACK AND FORTH WITH THE END-USER ABOUT, UM, UH, VEGETATION THAT WOULD, UM, SERVE MULTIPLE PURPOSES AND NOT ENCOURAGE, UM, TRANSIENTS FROM SLEEPING THERE, WHICH IS A, AN UNFORTUNATE ISSUE.
UH, SO WE HAVE PROVIDED, UM, IN FRONT OF OUR ADDITION, IT JUST SET BACK FROM THE RIGHT OF WAY, BUT I RAISED PLANTING BED, UH, WITH, UM, UH, APPARENTLY FLOWERING YUCCA IN IT, UM, AS A, UH, A LOCAL, UH, LOCAL PLANT THAT IS, UM, AESTHETIC, BUT, UM, IS NOT INVITING TO, TO SLEEP ON.
SO THAT'S, THAT'S SOMETHING THAT WE ARE, UM, CONCERNED ABOUT.
AND IN ADDITION TO PRESERVING THE EXISTENCE, THE ONE EXISTING TREE, UH, WE HAVE PUT AS MUCH, UM, UH, PLANTING IN A, IN A RAISED BED SO THAT, UM, IT BOTH PROVIDES, UH, IMPACT PROTECTION OF THE EXISTING BUILDING FROM THE DRIVEWAY, UH, AND A, UM, A MITIGATING ELEMENT WITHOUT BEING AN INVITING ELEMENT.
UM, I, YOU KNOW, PERSONALLY, I SORT OF LIKED TO SEE, UH, MORE OF THAT, UM, BECAUSE IT, IT IS KIND OF A, UH, AN UNINVITING, UM, ELEVATION AT THE MOMENT.
I HAVE A COUPLE OF QUESTIONS CHAIR, GO AHEAD.
I LOOKED AT THE FLOOR PLAN, I GUESS WHEN IT SAYS APPARATUS, THAT MEANS A TRUCK OR A CAR OR A VEHICLE, RIGHT.
TWO TO TWO FIRE ENGINES THAT GO IN THAT BUILDING.
IS THAT RIGHT? SO THERE ARE, UM, FIVE BAYS.
SO THERE ARE MULTIPLE, UH, FIRE COMPANIES AND ALSO EMS. SO THERE ARE, THERE ARE FIVE VEHICLE BAGS EXISTING, AND ALL OF THIS VEHICLE BAYS ARE, ARE REMAINING.
AND THAT WASN'T QUITE CLEAR TO ME FIRST, BUT THEN WHEN I LOOKED AT THE SITE PLAN, IT'S, IT LOOKS LIKE A PARTIAL SITE PLAN.
IT KIND OF LEAVES OFF THE NORTH SIDE OF THE SITE, BUT IT LOOKS LIKE THERE'S A HECK OF A LOT OF IMPERVIOUS COVER.
I MEAN, THE PART OF THE SITE THAT YOU SHOW, IT'S ALMOST ALL A HUNDRED PERCENT, IT MIGHT BE 95% IMPERVIOUS COVER, OR DO YOU MAKE UP FOR THAT? UM, SO WE ARE ADDING VERY LITTLE THE, THE, UM, THE SITE, THIS IS ANOTHER ONE OF THESE COMMON FACILITIES.
THERE'S A CITY OF AUSTIN SUBSTATION TO THE NORTH OF IT.
SO THE PROPERTY, UM, YOU KNOW, THE, THE LEGAL LOT IS QUITE A BIT LARGER THAN THE LITTLE PIECE THAT WE'RE COVERING WITH OUR, UH, WITH OUR EXEMPTION.
AND THAT'S WHAT I WAS GOING TO SAY.
IT'D BE NICE IF YOU SHOWED THE WHOLE SITE SO WE CAN SEE WHERE THE PERVIOUS COVER WAS VERSUS IMPERVIOUS.
WHAT YOU'RE SHOWING IS ALMOST 98% IMPERVIOUS COVER.
THAT'S NOMINALLY GREEN ALL AROUND THE PERIMETER, BOTH OF THE BUILDING END OF THE SITE.
AND I APOLOGIZE FOR NOT INCLUDING A, UM, COLOR CODED SITE PLAN.
UM, IT'S, IT'S ACTUALLY LESS DENSE THAN, THAN IT LOOKS.
UH, AND I CAN, I CAN, I CAN FOLLOW
[00:15:01]
UP WITH, UH, WITH AN AERIAL THAT SHOWS, UM, THE SHOWS THE PERCENTAGES, BUT, UM, THERE ACTUALLY IS A FAIR AMOUNT OF TURF ON THAT, ON THAT SIDE.WELL, IT WOULD BE NICE IF WE COULD SEE THAT, CAUSE WE JUST CAN'T ASSUME THAT FROM, FROM THE DRAWINGS.
THE, THE MONOCHROME, UH, REVVIT MAKES NICE, UH, UH, RENDERINGS, BUT IT'S BENNETT SITE PLANS ARE NOT, UM, I DON'T KNOW.
WE, WE, WE GOT TO PUT SOME COLOR ON THERE.
SO IS THERE ANY WATER QUALITY AND HOW MUCH PAVEMENT ARE Y'ALL ADDING ARE Y'ALL ADDING ANY? UH, SO WE ARE ADDING, UH, A VERY SMALL AMOUNT OF ADDITIONAL IMPERVIOUS COVER.
ALL THE PAVEMENT IS EXISTING, IT'S BEING REBUILT.
UM, WE'RE ADDING, UM, A LITTLE BIT OF IMPERVIOUS COVER ON AN AREA THAT WAS HISTORICALLY IMPERVIOUS.
IT WAS THE APPROACH TO THE ORIGINAL EMS VEHICLE BAYS.
SO WHERE WE'RE PUTTING A LITTLE ADDITION TO THE EMS LIVING QUARTERS IS ON A REMAINS OF THE FOOTPRINT OF THE, OF THE ORIGINAL STATION.
SO IT'S A, IT'S A TINY DELTA IN IMPERVIOUS COVER.
SO IS THERE ANY ONSITE WATER CO-OP ANY ONSITE WATER QUALITY RIGHT NOW? THERE, THERE IS ONSITE DETENTION.
THERE IS NOT ONSITE WATER QUALITY.
ANY OTHER QUESTIONS? UM, I'LL, I'LL GO NEXT THEN.
UM, YOU SPOKE OF THIS BEING LEAD RATED, BUT I DON'T SEE ANY GREEN BUILDING FEATURES.
CAN YOU SPEAK MORE TO WHAT FEATURES ARE BEING INCLUDED? SO, UH, AS ON THE PREVIOUS STATIONS, THE AREAS WHERE WE'VE BEEN ABLE TO, UM, BE MOST EFFECTIVE ARE ON SUBSTANTIAL IMPROVEMENTS TO THE ENVELOPE AND THE BUILDING, UH, SYSTEMS. SO WE HAVE A HIGH-PERFORMANCE ENVELOPE, WE'RE REPLACING ALL THE WINDOWS IN THE BUILDING.
UH, WE HAVE, UH, ENERGY EFFICIENT, UH, AND, UH, VERY CONTROLLABLE MECHANICAL SYSTEMS WITH, UM, AN INDIVIDUAL CASSETTE, UH, AND A SEPARATE THERMOSTAT IN EACH BEDROOM.
UH, WE HAVE HIGHLY, UH, HIGH, EFFICIENT, UH, LIGHTING THROUGHOUT THE BUILDING.
WE HAVE LOW WATER CONSUMPTION FIXTURES.
UM, WE HAVE ENDEAVORED TO, UM, PROVIDE EVERYTHING WE CAN IN ORDER TO ACHIEVE A SUPERIOR, UH, LEVEL OF, UH, RESOURCE USAGE, UM, WITHIN THE, WITHIN THE FOOTPRINT OF THAT, THAT BUILDING.
AND THAT THAT'S REALLY THE, UM, GIVEN THE OPERATIONAL CONSTRAINTS WITH FIRE AND EMS. THAT'S THE, THAT'S THE AREA THAT WE'VE FOCUSED ON BECAUSE THAT, UM, UH, IS MOST CONSISTENT WITH THEIR OPERATIONAL AND FUNCTIONAL NEEDS.
UM, AND THEN THE SECOND, I JUST WANT TO MAKE A COMMENT TO REITERATE SORT OF WHAT COMMISSIONER COLEMAN WAS TOUCHING ON.
UM, YOU KNOW, UH, FIRE STATIONS ARE A COMMUNITY BUILDING.
THEY'RE NOT, THEY'RE NOT, UH, YOU KNOW, SOMETHING THAT'S BEHIND CLOSED DOORS.
IT NEEDS TO BE OPEN AND ENGAGING TO THE PUBLIC.
AND, YOU KNOW, THE IDEA OF LEAVING BARBED WIRE FENCING IN PLACE AND, AND HAVING FUTURE PLANS TO NOW PUT GATES ON THERE DOES NOT CREATE AN OPEN AND ENGAGING COMMUNITY SPACE.
AND SO I REALLY WOULD ENCOURAGE THE CITY OF AUSTIN TO THINK TWICE ABOUT THE WAY THEY WANT TO GO ABOUT TRYING TO DETER VANDALISM, GRAFFITI.
UM, YOU CAN DO IT IN A MUCH MORE OPEN AND ENGAGING WAY THAN PUTTING BARBED WIRE FENCING LIKE A, LIKE A PRISON.
I, I UNDERSTAND, UM, COMPLETELY, UM, I WILL RELAY ON BEHALF OF MY, UM, MY CLIENTS THAT, UM, YOU KNOW, THEY, THEY HAVE, UH, THEY THEY'VE BEEN SHOT AT THEY'VE HAD EQUIPMENT STOLEN.
UH, THEY'VE HAD, UM, PEOPLE BREAK INTO THE BUILDINGS.
UM, THEY, YOU KNOW, THEY DO HAVE, UM, THEY DO HAVE CONCERNS, UM, AS A, YOU KNOW, REGRETTABLY AS AN EMS STATION.
UH, NOT ONLY IS THERE, UM, UH, EXCAVATING AND QUANTITY OF EXPENSIVE AND, UM, EASILY TRANSFERABLE EQUIPMENT IN THE BUILDING, BUT THEY ALSO HAVE, UH, SUBSTANTIAL QUANTITIES OF MEDICAL SUPPLIES ON HAND, WHICH HAS PROVED, UM, IN SOME NEIGHBORHOODS, A, UM, AN ATTRACTIVE NUISANCE.
UH, SO, UM, I AGREE WITH YOU COMPLETELY.
UM, YOU KNOW, I'D LIKE TO SEE, LIKE, IF I, IF I HAD A BETTER IDEA, UM,
[00:20:02]
I WOULD, UH, BE STRONGLY RECOMMENDING IT.UM, YOU KNOW, THAT THE CONCERN IS THEY TEND TO LEAVE THE, THE BAY DOORS OPENED AND THE VEHICLES OUT ON THE BAY AS PART OF THE, UH, UH, ON THE APRON IS PART OF THE OPERATIONAL MODEL.
AND IT'S, UM, IT'S PROVED CHALLENGING.
UM, YOU KNOW, AS YOU KNOW, IF YOU'VE DRIVEN BY A FIRE STATION, LIKE THAT'S THE DEFAULT, RIGHT? THAT THE APPARATUS IS PARKED OUT IN FRONT OF THE, IN FRONT OF THE BUILDING.
UH, THE BAY DOORS ARE OPEN OFTEN.
UH, THERE'S NO, YOU KNOW, PEOPLE AREN'T ACTIVELY WORKING THERE AND THAT'S, UM, UH, THAT COULD BE PROBLEMATICAL.
SO, UM, I, I AGREE WITH YOU COMPLETELY, THAT I AM NOT AT ALL ENTHUSIASTIC ABOUT THE, UM, ABOUT THE, THE PROPOSAL ON THE FENCE.
UH, BUT I UNDERSTAND THE FIRE DEPARTMENT IS, UM, WANTS TO CONSIDER THAT.
SO, UM, IT'S NOT, IT'S NOT, UH, IT'S NOT MY RECOMMENDATION.
ANY OTHER COMMISSIONERS HAVE ANY QUESTIONS OR COMMENTS HEARING NONE.
UH, DID ANYONE WANT TO MAKE A MOTION? SO IS THERE A MOTION NECESSARY HERE? LIKE I LIKE I'M THE LAST GROUP, I DON'T THINK THERE WAS ANY FORMAL ACTION TAKEN OTHER THAN ACKNOWLEDGING THAT THE PROJECT HAD BEEN PRESENTED.
UH, WELL, WE DON'T HAVE TO TAKE ACTION, BUT I DON'T KNOW, UM, UH, AARON OR JORGE, OR ARE WE REQUIRED TO TAKE SOME ACTION ON CITY PROJECTS TERRIFY ME? YES, PLEASE.
YOU ARE POSTED FOR POSSIBLE ACTION DOES NOT REQUIRE THE COMMISSION FORMALLY TAKE ACTION IF YOU DO NOT WISH TO DO SO, YOU MAY WANT TO JUST RECOGNIZE ON THE RECORD THAT THE PROJECT HAS BEEN PRESENTED AND THEREFORE WOULD MEET THE REQUIREMENTS OF A DESIGN CONSULTATION BY THE DESIGN COMMISSION CHAIR.
I'M NOT SEEING THAT THERE'S BEEN ANY IMPROVEMENTS TO THE PUBLIC REALM.
SO I'M HESITANT TO SAY THAT IT COMPLIES WITH THE SPIRIT OR INTENT OF OUR DESIGN GUIDELINES.
I WOULD, HOWEVER, LIKE FOR THEM, AS YOU MENTIONED TO ENTERTAIN A SUBSTITUTE FENCING, LIKE AN AMERISTAR, WHICH IS NOT CLIMATE THAT IS USED A LOT AT UTILITIES, PUBLIC UTILITIES AND INFRASTRUCTURE PROJECTS.
UH, BUT I DO THINK THE RAZOR WIRE, SINCE I MESSAGE, AND I WOULD HATE TO SEE THAT CATCH ON IN OUR COMMUNITY AS A, AN ACCEPTABLE FORM OF CONTROL VANDALISM.
WELL, IT DOESN'T SOUND LIKE ANYBODY WANTS TO MAKE A MOTION IF I MAY, JUST TO CLARIFY, YES, GO AHEAD.
IF THE COMMISSION WISHES TO PROVIDE SPECIFIC RECOMMENDATIONS TO THE APPLICANT, I WOULD STRONGLY RECOMMEND YOU TAKE FORMAL ACTION THAT WE, IT IS REFLECTED IN THE MEETING MINUTES.
YOU'RE NOT REQUIRED TO EXECUTE A LETTER FOR EXAMPLE, BUT THAT WAY IT IS CAPTURED IN THE MEETING MINUTES.
AND THOSE NOTES COULD BE PASSED ON TO THE APPLICANT.
OTHERWISE IT ESSENTIALLY IT'S LIKE A BRIEFING TO YOU.
AND, UH, THOSE RECOMMENDATIONS ARE NOT NECESSARILY PART OF THE RECORD.
WELL, COMMISSIONER COLEMAN, DO YOU WANT TO YOUR PREVIOUS COMMENT, DO YOU WANT TO MAKE THAT AS A MOTION JUST TO RECOMMEND THAT? OKAY, THANK YOU.
I WOULD, I WOULD LIKE TO MAKE A FORMAL RECOMMENDATION.
I CAN MAKE IT IN THE FORM OF A MOTION THAT THE CITY OF AUSTIN CONSIDER ALTERNATIVE FENCING THAT ELIMINATES THE RAZOR WIRE AND WHERE POSSIBLE ADD A SHRUB LINE OR SOME SORT OF GREEN LANDSCAPE WHERE POSSIBLE ON THE SITE.
SECOND, ANY DISCUSSION ON THE I, IF I MAY, I HAVEN'T SEEN ANYTHING YET.
I WOULD AGREE WITH EVERYTHING.
THE FIRST MOMENT THAT I SAW THAT PHOTO, IT, UH, RAISED CONCERN THAT I SAW THAT CHAIN LINK FENCE.
UM, THERE'S NOTHING TO ME THAT SIGNIFIES A SEPARATION AND THEN A CHAIN
[00:25:01]
LINK FENCE, UH, QUITE LITERALLY.UM, SO, YOU KNOW, IN ORDER TO DEMONSTRATE TO THE COMMUNITY THAT WE ARE, UM, CONSIDERING THEM, UH, WITH THE NEW DESIGN, SOMETHING NEEDS TO BE DONE TO AT LEAST CREATE THAT PERCEPTION.
ANY OTHER DISCUSSION, KAREN, I'D LIKE TO ADD TO MY MOTION IT'S OKAY.
AMERISTAR OR EQUAL JUST TO BE SPECIFIC DESIGN MASTER IS ALSO A PRODUCT THAT'S SIMILAR TO THAT.
ARE YOU GOOD WITH THAT COMMISSIONER MINORS? YEAH.
CAN I ASK TOO? I KNOW IN THE PAST WE'VE TALKED ABOUT PUBLIC ART AND IT SOUNDS LIKE PUBLIC ART IS TYPICALLY INCLUDED.
ALTHOUGH WE'VE LEARNED THAT Y'ALL DON'T HAVE CONTROL OVER WHAT PUBLIC ART IS, UH, SANCTIONED FOR THOSE SITES.
UM, HAS THERE BEEN ANY CONVERSATION AROUND THAT? SO, UH, WE HAVE BEEN ACTIVELY ENGAGED WITH, UH, ART AND PUBLIC PLACES THROUGHOUT THE PROCESS.
UM, THEY ARE MOVING ON A DIFFERENT TIMELINE THAN WE ARE, SO ALTHOUGH THEY'VE BEEN LOOPED INTO ALL OF OUR MILESTONES AND, UH, OUR PUBLIC WORKS PROJECT MANAGERS HAVE BEEN IN REGULAR CONTACT.
UM, WE HAVE NOT, UM, AS A DESIGN TEAM YET BEEN, UH, PUT IN CONTACT WITH AN ARTIST WHO'S GOING TO BE, UM, WORKING ON THE PROJECT.
SO IT'S, SO IT IS, UM, HAPPENING
UM, AND WE ARE PREPARED TO PROVIDE WHATEVER SUPPORT WE CAN IN ORDER TO, UM, ALLOW FOR IT ALLOW FOR A SUCCESSFUL INSTALLATION, BUT WE DON'T, WE DON'T KNOW WHO, UM, WHO THE ARTIST IS GOING TO BE OR WHAT, WHAT THEY'RE GOING TO PREPARE US.
SO, UM, I APOLOGIZE, BUT I'M LIKE I'M IN THE DARK THERE AND IT'S ON, IT'S CREEPING UP TOWARDS THE TOP OF MY, UM, LIST OF CONCERNS.
THAT COULD BE AN ELEMENT POTENTIALLY TO INTEGRATE INTO THE FENCE.
I MEAN, TO BE HONEST WITH YOU, I WOULD VERY MUCH LIKE TO SEE, UM, YOU KNOW, WE HAVE PROVIDED A, AN ACCESSIBLE, UH, UH, CONNECTION TO THE PUBLIC RIGHT AWAY WHERE NONE EXISTS.
UM, I PERSONALLY LIKE TO SEE THE FENCE, UM, UH, LIMITED TO THE, UH, VEHICLE YARD PORTION OF THE SITE AND HAVE THE FRONTAGE AT THE SOUTHEAST CORNER OPENED UP.
UH, AND I THINK THE, UM, THE COORDINATION WITH, UH, WITH THE AIP PROGRAM PROVIDES AN OPPORTUNITY THERE TO, UM, UH, YOU KNOW, I MEAN, MY, MY GOAL ON THESE PROJECTS IS, AND, AND APOLOGIZE FOR RECEIVING TRIED HERE IS TO KILL AS MANY BIRDS WITH AS FEW STONES AS POSSIBLE BECAUSE, UM, WE'VE GOT A LOT OF BIRDS AND ONLY A FEW STONES.
SO IF WE CAN, UM, I MEAN THAT, YOU KNOW, EVERY, EVERY CHALLENGE IS AN OPPORTUNITY.
SO I, I APPRECIATE THE INPUT, UM, AND I HOPE THAT, UH, CAN ENCOURAGE, UM, UH, POSITIVE DEVELOPMENT IN THAT, IN THAT CONTEXT.
UM, WE'VE GOT A MOTION ON THE TABLE FOR A RECOMMENDATION ON THE FENCING, BUT ANY, ANY OUR DISCUSSION ON THAT.
AND THEN WE WILL PUT IT TO A VOTE.
UM, I'LL JUST CALL OUT EVERYBODY INDIVIDUALLY.
SO WE'D GET AN ACCURATE VOTE, UH, COMMISSIONER TAN OF GUCCI.
I COULDN'T BE ON THE COMPUTER, BUT I AGREE.
UM, NOW WE WILL MOVE ON TO ITEM
[1.b. Discussion and possible action to evaluate and make recommendations regarding whether City of Austin EMS Station 10, addressed at 5228 Duval Road, complies with the City Design and Sustainability Standards, for the City of Austin; Owen Harrod MWM Design Group.]
ONE B DISCUSSION AND POSSIBLE ACTION TO EVALUATE, MAKE RECOMMENDATIONS REGARDING WHETHER CITY OF BOSTON EMS STATION 10, ADDRESS AT FIVE, TWO, TWO EIGHT DEVAL ROAD COMPLIES WITH THE CITY DESIGN AND SUSTAINABILITY STANDARDS.[00:30:01]
AFTERUM, SO IF I COULD HAVE THE NEXT SLIDE, THIS IS THE, THE SAME PROBLEM.
IT'S, UH, AN EXISTING SITE ON DUVALL ROAD LOCATED JUST TO THE EAST OF ONE 83.
UH, IT IS A DENSELY AND FULLY DEVELOPED SITE.
IT'S BEEN A FIRE AND EMS STATION SINCE, UM, LATE SEVENTIES OR EARLY EIGHTIES.
SO IT'S AN OLD BUILDING, UM, IN POOR CONDITION, UH, HAS BEEN SUBJECT TO, UM, A CONVOLUTED HISTORY OF ADDITIONS AND MODIFICATIONS.
UM, WE ARE TECHNICALLY PRESERVING THE EXISTING BUILDING, BUT WE'RE DOING EVERYTHING WE CAN TO BRING IT UP TO A CONTEMPORARY STANDARD.
UM, IF WE COULD HAVE THE NEXT SLIDE.
SO, UH, IT'S IT ATTRACT? SO SITE, UH, WITH AN UNATTRACTIVE LITTLE BUILDING, UH, IN THE BACKGROUND, UH, AGAIN, IT'S BEEN, UH, REBUILT, UH, MODIFIED OVER THE YEARS AND, UM, IS, UH, COMPLETELY INCONSISTENT WITH CURRENT STANDARDS FOR INHABITATION OR, UM, UH, VEHICLE STORAGE FOR, UH, FOR A FIRE AND EMS STATION.
UM, IF I COULD HAVE THE NEXT SLIDE.
SO WE ALL HER, UH, REBUILDING A BUILDING THAT HOPEFULLY YOU WOULDN'T BE ABLE TO SEE FROM THE STREET.
THIS ONE, WE HAVE BEEN ABLE TO, UM, INCORPORATE EXTENSIVE LANDSCAPING.
UM, UNFORTUNATELY THERE'S, THERE'S A DOWNSIDE TO THIS.
THERE WAS A TREE WE HAD TO REMOVE, ALTHOUGH THE REPLACEMENT CALIPERS ACTUALLY DO LET US PUT A SIGNIFICANT QUANTITY OF NEW PLANTING WHERE WE NEEDED.
SO WE ARE, UH, SHADING, THE SIDEWALK AND SHADING, THE FRONTAGE OF THE BUILDING, UM, THE EXISTING VEHICLE BAYS, UH, OFTEN THE LEFT WILL REMAIN, UH, BUT WE'RE ADDING A NEW EMS VEHICLE BAY AND REBUILDING THE LIVING QUARTERS AT THE REAR OF THE SITE.
UM, IF WE COULD GO TO THE NEXT SLIDE.
SO IT IS A DENSE AND DENSELY DEVELOPED PROPERTY.
UM, WE ARE ABLE BY, UH, RECONFIGURING THE VEHICULAR CIRCULATION ON THE SITE TO AFFECT A NET REDUCTION IN IMPERVIOUS COVER.
SO WE ARE BRINGING IT, UM, INTO COMPLIANCE IN TERMS OF IMPERVIOUS COVER.
UH, WE'RE REDUCING THE POLLUTANT LOAD, UH, AND, UM, REDUCING THE DIFFERENT, UH, WE'RE DOING THIS BY ADDING A SECOND STORY, WHICH LETS US HAVE A MORE COMPACT AND FUNCTIONAL STATION.
AND WE'RE REMOVING, UM, EXISTING, UH, EXISTING VEHICULAR PAVEMENT TO COME UP WITH A MORE EFFICIENT SITE PLAN.
UM, AGAIN, IT'S AN EXTREMELY DENSE LITTLE SITE, UM, ON THIS ONE, UH, WE ARE LIKEWISE BRINGING IT UP TO A LEAD SILVER STANDARD.
UM, WE ARE, UH, ENHANCING THE QUALITY AND CHARACTER OF THE BUILDING ELEVATIONS.
UM, WE'RE IMPROVING THE OPERATIONAL EFFICIENCY OF THE BUILDING.
UH, WE ARE IMPROVING THE LANDSCAPING AND HERE WE ACTUALLY DO HAVE OPPORTUNITY.
YOU CAN SEE, UM, THE THIRD IN THE LOWER, RIGHT, WE'RE ADDING A DECK.
SO IT'S AN EXTERIOR, UM, COOKING AND EATING FACILITY THAT WE'RE BUILDING OUT OVER, UM, UH, SUPPLEMENTAL, UH, DRAINAGE CONTROLS.
SO, UH, AGAIN, WE'RE, WE'RE UTILIZING THE FEW STONES WE HAVE AS JUDICIOUSLY AS POSSIBLE TO PROVIDE, UH, OUTDOOR ACCOMMODATION FOR THE CREWS, UH, ENHANCED LANDSCAPING, UH, AND A DANISH FACILITY BENEATH THAT, A RAISED DECK.
UM, WE ARE, AS IN THE PREVIOUS STATION MAKING, UM, A FACILITY THAT HAD NO CONNECTION TO THE RIGHT OF WAY NOW, A FULLY ACCESSIBLE WITH A PEDESTRIAN AND VEHICULAR, UH, CONNECTIONS TO, UM, DEVOLVE AND IMPROVING, UH, THE CHARACTER AND QUALITY OF THE SIDE.
UH, AGAIN, OUT, UNFORTUNATELY WE DID HAVE TO REMOVE AN EXISTING TREE THAT WAS RIGHT IN FRONT OF, UM, ONE OF THE VEHICLE BAGS.
UM, I HATE TO SEE IT GO, BUT IT REALLY HAS BEEN, UH, AN OPERATIONAL PROBLEM FOR THE USERS.
SO WE'VE TRIED TO, UM, UH, TO USE THAT TO OUR, TO OUR ADVANTAGE IN, IN, UH, IN NEW PLANTINGS ON SITE, I FORGOT TO THE NEXT, UM, I'VE INCLUDED IN THIS INSTANCE, THE LANDSCAPE PLAN, YOU CAN SEE, UM, THE NUMBER OF, UH, NEW TREES AND THE QUANTITY OF NEW VEGETATION THAT WE'RE ABLE TO PUT HERE.
SO THIS, THIS ONE, UM, AMONG ALL OF THESE, WE REALLY ARE ABLE TO, UH, ENHANCE
[00:35:01]
WHAT IS A FAIRLY DENSELY VEGETATED SITE, UH, EVEN MORE SO, UH, UM, WHICH IT, IT HIDES OUR BUILDING PRETTY EFFECTIVELY, BUT, UM, I THINK IT REALLY DOES, UH, PRESERVE THE QUALITY AND CHARACTER OF THIS EXISTING SITE.UM, AGAIN, THIS IS, UH, IT'S A RENOVATION OF AN EXISTING BUILDING.
SO ONE, ONE OF OUR HANDS IS TIED, UH, BUT WE'VE TRIED TO DO EVERYTHING WE CAN TO, UH, DELIVER ON THE FULL RANGE OF URBAN DESIGN AND STANDARDS, UH, WITHIN THE, UH, WITHIN WHAT OUR MANDATE WOULD ALLOW.
SO AGAIN, I COULD, I COULD KEEP TALKING ABOUT IT, BUT I THINK YOU'VE KIND OF HEARD OUR, OUR ISSUES BEFORE.
UM, THIS ONE OF, ALL OF ALL FIVE, LIKE THIS IS THE ONE THAT I REALLY LIKE.
UM, IT'S THE ONE WHERE WE'RE ABLE TO DO THE MOST.
IT'S THE ONE WHERE WE HAVE THE OPPORTUNITY TO, UM, TO HOLD MOST CLOSELY TO THE INTENT OF THE STANDARDS.
UH, SO I'M, I'M ACTUALLY VERY PLEASED WITH, UM, WHAT MY TEAM DELIVERED ON THIS ONE.
UM, THE FACT, YOU KNOW, THIS IS INCIDENTAL, BUT BECAUSE IT'S A TWO-STORY STATION, WE ACTUALLY HAVE A FIREPOLE TOO, WHICH IS, UH, WHICH IS PRETTY SATISFYING.
SO THIS ONE, UH, THIS ONE IN THIS NEIGHBORHOOD REALLY DOES, UM, HAVE A POSITIVE CONNECTION.
I THINK IT'S INVITING, IT'S WELCOMING IT'S RIGHT NEXT TO A SCHOOL, UH, BETWEEN THE SCHOOL AND THE CHURCH.
SO THERE'S OPPORTUNITIES THERE FOR, UM, FOR OUTREACH THAT, UH, I THINK REALLY WORKED REALLY WORKED WELL IN THIS LOCATION.
SO HERE'S THE, THE, THE COMPLICATED PLAN SHOWING THE EXISTING VEHICLE BADGE REMAINING.
UH, THE ADDITION, YOU KNOW, EVERYTHING IS, UH, WE'RE DEFINITELY GETTING, UH, 20 POUNDS OF POTATOES IN A, IN A 10 POUND BAG HERE.
UM, AND AS I MENTIONED WHERE WE'RE ACTUALLY REDUCING THE, UH, IMPERVIOUS COVERAGE OF THE SITE BY HAVING A MUCH MORE GEOMETRICALLY EFFICIENT PLAN, BUT EVERYTHING, EVERYTHING HERE IS BUILT OVER THE FOOTPRINT OF EXISTING BUILDING, OR IN FACT IS EXISTING BUILDING BEING, BEING INNOVATED.
UM, THIS, THIS IS MY LAST SLIDE.
NOW IT'S NOT THE LAST SLIDE, BUT CLOSE ENOUGH, SECOND TYPE IS THE SECOND FLOOR PLAN.
ANY QUESTIONS THERE? I HAVE A QUESTION, PERFECT CONDITION.
I CALL IT, I SAW TWO, WHICH APPEAR TO BE RANDOM.
I'M SURE THEY'RE NOT RANDOM PARKING SPACES, PLANS SOUTH ADJACENT TO A VERY LARGE TREE.
WHY ARE THOSE BEING ADDED? SO, UM, I BELIEVE THAT, SO THAT, THAT IS EXISTING PAVEMENT.
SO THOSE PARKING SPACES ARE OVER WHAT WAS A DRIVE WE'RE MAKING AS MUCH OF THAT DRIVE GREEN AS POSSIBLE.
BUT THIS SIDE, LIKE ALL OF THESE IS REALLY PINCHED FOR PARKING.
SO AS MUCH AS I WOULD HAVE LIKED TO GET RID OF THEM, UM, WE'RE ALREADY, UM, MAKING LIFE DIFFICULT TO PARTICULARLY AT SHIFT CHANGES BECAUSE THERE IS SO LITTLE PARKING ON THE, ON THE SIDE.
SO I GUESS THE SIMPLE ANSWER IS IT WAS IT'S THERE, THERE, BECAUSE IT WAS ALREADY PAVEMENT.
UM, I'D LIKE TO SEE THEM GO, BUT WE'RE, UM, WE'RE REALLY CONSTRAINED ON, ON PARKING.
DO YOU MIND PULLING THAT SLIDE UP AGAIN? JUST SO I CAN SEE THAT AGAIN, SHOW MY FELLOW COMMISSIONERS WHAT I'M TALKING ABOUT.
YEAH, THAT'S SLIDE SIX, SIX AND NINE, I BELIEVE.
SO THERE'S TWO DIAGONALLY HATCH SPACES.
UH, PREVIOUSLY THERE WAS A DRIVE THAT CONNECTED THE NORTH DRIVEWAY AND THE SOUTH DRIVEWAY, UH, AND HAD PARKING TUCKED IN BETWEEN THE TREES FACING TOWARDS DEVAL.
SO WE'VE REMOVED ALMOST ALL OF THAT IMPERVIOUS COVER AND LEFT ONLY THE TWO PARKING SPACES IN ORDER TO PROVIDE THE, UM, THE REQUIRED NUMBER OF SPACES FOR THE CREWS OPERATING OUT OF THE STATION.
UM, BUT I AGREE, I WOULD, I WOULD RATHER HAVE SEEN THOSE,
[00:40:01]
THOSE GONE, UH, BUT WE, WE DON'T HAVE ANY PLACE ELSE TO PARK.UH, LANDSCAPE CODE WOULD GENERALLY REQUIRE A BUFFER BETWEEN YOUR PARKING SPACES AND DUVALL ROAD USING TWO ELEMENTS.
SO WHERE IT SAYS ONE SEAT AROUND A SIX INCH CALIPER, I BELIEVE THAT LINE RIGHT THERE.
UM, HAS THIS BEEN REVIEWED BY LANDSCAPE CODE YET? BECAUSE I THINK YOU REQUIRED FOR SOME SHRUBS TO SCREEN YOUR PARKING IT'S UNDER REVIEW AT THE MOMENT.
UM, SO I, I DON'T KNOW IF COMMENTS HAVE BEEN RECEIVED.
IT'S A, IT'S A CHALLENGE BECAUSE THE, UM, THE MAJOR OPERATIONAL CONCERN IS LINE OF SIGHT FOR, UH, APPARATUS LEAVING THE SITE.
SO AS MUCH AS WE'D LIKE TO INTRODUCE MORE ELEMENTS, UM, THEY ARE AN OPERATIONAL CONCERN.
SO, UM, PERHAPS YOU COULD COOK THEM RIGHT ONLY WHERE THE PARKING SPACES ITSELF.
I MEAN, AT LEAST THAT WOULD POINT TOWARD THE MITIGATION OF VEHICLES SITTING THERE.
WE COULD INTRODUCE SOMETHING, UH, JUST TO THE RIGHT OF WHERE THAT CEDAR ELM IS THAT LUXURY GETTING IN THE WEEDS, BUT THE IDEA IS BRINGING THE INTENT OF THIS, LIKE OTHER PROJECTS ARE REQUIRED TO DO SO THAT'D BE GREAT.
UH, I UNDERSTAND, UH, IT'S LIKE WHERE WE'RE, WHERE WE'RE PUTTING THE MULALLY'S THERE AROUND THE, UM, GENERATOR LOCATION.
WE CAN EXTEND THAT, UM, AROUND THE END OF THE PARKING, I THINK THAT'S A, UM, UH, UH, FULLY SUPPORTIVE OF THAT IDEA.
YOU'RE ALSO SUPPOSED TO DO THAT ALL THE OTHER TWO SPACES THAT I JUST DESCRIBED PLAN SOUTH, BUT MINOR IN THE GRAND SCHEME OF THINGS, BUT THAT WOULD BE THE, SO THOSE, THOSE ARE NOT, UH, IN THE, IN THE LINE OF SIGHT, UM, FROM THE, FROM THE, UH, APPARATUS.
SO WE CAN CERTAINLY DO IT THERE AS WELL.
I HAVE A COUPLE OF COMMENTS CHAIR, GO AHEAD, COMMISSIONER TAGGART.
SO I LIKE HOW THIS IS TUCKED AWAY.
YOU KNOW, THERE'S A LOT OF LANDSCAPING ON THE STREETS ON THE STREET SIDE, BUT I THINK THIS KIND OF LIKE THE OTHER, THE FIRST PROJECT, I DIDN'T MENTION THIS, BUT THE SIGNAGE IS KIND OF HIDDEN.
SO YOU REALLY DON'T KNOW THAT THIS IS A FIRE STATION, RIGHT? I THINK THE SUN, YOU KNOW, THIS ONE HERE, THE SIGNAGE, YOU CAN'T SEE IT ALL BECAUSE OF THE TREES, THE FIRST PROJECT, THE SIGNAGE YOU COULDN'T SEE, YOU COULD SEE WHEN YOU MOVE THE TREE OUT OF THE RENDERING, BUT YOU COULDN'T SEE IT WHEN THE TREE WAS THERE.
SO I WOULD SAY THAT THE SIGNAGE MIGHT BE SEPARATE AND BE OUT ON THE CURB SOMEPLACE SO THAT PEOPLE THAT WALK BY, THEY KNOW THAT IT'S A FIRE STATION, BECAUSE SOMEBODY DID MENTION THAT A ONE-TIME FIRE STATIONS WERE IMPORTANT, CIVIC BUILDINGS.
AND RIGHT NOW NOBODY CAN SEE THE SIGNAGE ON EITHER BUILDING.
AND IT'S KIND OF A WASTE UNTIL YOU, IF YOU DROVE UP THERE AND LOOKED AT IT, YOU WOULDN'T KNOW IT WAS A WHATEVER IT'S SUPPOSED TO BE.
I THINK IT'S A GOOD IDEA AT, UM, EMS STATION FIVE.
WE DO HAVE A MONUMENT SIGN AND AT, UH, EMS STATION 13.
SO, UM, IT'S DEFINITELY SOMETHING THAT, UH, SOME OF THE EXISTING STATION SOUND AND IT WOULD BE AN OPPORTUNITY TO, UM, TO INTRODUCE SOMETHING HERE.
I DID LIKE THE SIGNAGE ON THE FIRST ONE THOUGH.
I REALLY LIKED THE GRAPHICS ON HOW THAT WORKED, BUT IF YOU CAN'T SEE IT, THEN, YOU KNOW, WHAT DOES IT, WHAT DOES IT DO FOR THE PROJECT? WE'RE TRYING TO MAKE IT VISIBLE BY HAVING IT INTERNALLY ELIMINATED.
UM, BUT, UH, I THINK WE CAN, I THINK WE CAN DO MORE.
ANYBODY ELSE? QUIET BUNCH TONIGHT.
UH, WELL, DID ANYBODY WANT TO MAKE A RECOMMEND OR A MOTION? YES.
WE HAVE TWO RECOMMENDATIONS THAT, UM, YOU MENTIONED YOU WANT TO TAKE A STAB AT IT SINCE I DID THE LAST ONE.
I'D LIKE TO HEAR FROM SOMEBODY THAT HASN'T SPOKEN UP YET.
WELL, THERE WAS, UH, MR. TANIGUCHI, YOUR RECOMMENDATION WAS TO LOOK AT PUTTING A MONUMENT SIGN CLOSER TO THE STREETS, UM, BE MORE PUBLICLY VISIBLE AND IDENTIFY THE BUILDING.
AND THEN COMMISSIONER KALLMAN'S RECOMMENDATION WAS TO ADD MORE LANDSCAPING
[00:45:01]
ELEMENTS IMMEDIATELY ADJACENT TO THE TWO PARKING SPACES TO THE SOUTH, SORRY, UH, FOR BOTH BOTH LOCATIONS, UM, THE ONES THAT ARE SHOWN AS STRIPE ASPHALT TO THE SOUTH PLAN SOUTH BY THE LARGE TREE AND THE ONES NORTH FACING DEVAL, WHERE THE ACCESSIBLE PARKING SPACE IS INDICATED, BUT CLOSER TO THE STREET SIDE WHERE IT SAYS SIX INCH CALIPER SEAT AROUND.I W I WOULDN'T DO WHAT I WAS TALKING ABOUT.
I THINK DAVID WILL AGREE WITH YOU COMPLETELY.
SO, UM, I WILL RELAY THAT, UH, READ AFTER THE, THE HEARING.
SO WHAT DID WE DO ON THE LAST PROJECT? WE RECOMMENDED THAT IT MOVED FORWARD OR DID WE GIVE IT OUR GOLD SEAL OF APPROVAL OR WHAT? YEAH, WE JUST MADE A RECOMMENDATION.
WE MADE A MOTION, UH, FOR OUR RECOMMENDATIONS ESSENTIALLY, TO GET, TO MAKE OUR RECOMMENDATIONS OFFICIAL.
UM, WE DID NOT MAKE A MOTION ON, UM, ANY COMPLIANCE WITH CITY DESIGN STANDARDS, SO WE CAN DO THE SAME THING ON THIS ONE.
IF WE, IF WE WANT, WE CAN JUST MAKE A MOTION, UH, TO RECOMMEND YOUR COMMENT AND COMMISSIONER COLIN'S COMMENT AND BE DONE WITH IT.
I, SO I, SO MOVE ON THAT RECOMMENDATION.
IS THERE A SECOND? I'LL SECOND.
ANY DISCUSSION ON THAT MOTION? OKAY.
AND WE WILL GO TO A VOTE QUESTIONNAIRE, TANA GUCCI COMMISSIONER NOW, OR I SHOULDN'T MINORS.
COMMISSIONER FRANCO I AND AYE, AYE.
I THANK YOU GUYS FOR YOUR TIME TONIGHT.
WE REALLY APPRECIATE, UH, I APPRECIATE YOU COMING HERE.
AND AGAIN, I APPRECIATE ALL THE COMMISSIONERS TAKING THE TIME TO DO THIS.
I MEAN, I REALIZE THIS HAS GOT TO BE A BURDEN FOR YOU ALL, BUT I DO WANT TO REITERATE THAT MY, MY TEAM REALLY VALUES YOUR INPUT.
YOU SPEND SO MUCH TIME LOOKING AT THESE THINGS THAT, UM, OFTEN A, UH, AN OUTSIDE PERSPECTIVE IS HELPFUL.
AND I THINK, UH, ALL OF YOUR COMMENTS ARE VALUABLE AND USEFUL TO US.
SO, UM, DID WANT TO, UH, RELAY MY THANKS ON, ON THE PART OF THE DESIGN TEAM, UH, AND, UH, ULTIMATELY THE, THE WHOLE PROJECT TEAM ON THAT.
SO THANK YOU FOR YOUR CONTRIBUTIONS.
[2.a. Approval of the February 22nd meeting minutes.]
TWO, A APPROVAL OF THE FEBRUARY 22ND MEETING MINUTES.SOMEONE THAT COULD MAKE A MOTION TO APPROVE THOSE CIARA.
I HAVE SOMETHING I WANTED TO MENTION ON THE MINUTES.
THE ONLY THING I THOUGHT WE MAY WANT TO ADD, AND I'M NOT, UM, I DON'T MEAN THIS IN A NEGATIVE SENSE, BUT IT DID SAY THAT COMMISSIONER TANNICS RICHIE RECUSED HIMSELF FROM THE DISCUSSION ON THE DIRTY ART CENTER.
HE DID RE-ENGAGE AND THE DIALOGUE.
SO I JUST THINK WE NEED TO REMOVE THAT HE RECUSED HIMSELF OR ADD THAT HE, UH, REENTERED THE CONVERSATION, BUT HE DID NOT VOTE AS I RECALL, BUT I STILL THINK OF RECUSING MEANS YOU DON'T SPEAK.
AT LEAST THAT'S HOW WE USED TO OPERATE.
DOES STAFF HAVE A, BUT ON THAT ONE, CORRECT TERM, VERIFY ME.
FOR ME IT WOULDN'T SUFFICE JUST TO NOTE THAT THERE WAS A BRIEF ENGAGEMENT IN THAT DISCUSSION PUBLIC SUFFICE.
[00:50:01]
I'M FINE WITH THAT.UM, SO WOULD THAT COMMENT, IS THERE A MOTION TO APPROVE SECOND, SECOND, NO WILDLY SECONDS.
UH, PRIOR TO A VOTE COMMISSIONER, SANTA GUCCI VICE-CHAIR AND OUR BLADE MISSION REMINDERS.
COMMISSIONER WALLY COMMISSIONER LUKINS YES.
MISSIONARY FRANCO, AND I HAVE AN EYE AS WELL.
[2.b. Nomination for the South-Central Waterfront Advisory Board (SCWAB) seat.]
ITEM TWO B NOMINATION FOR THE SOUTH CENTRAL WATERFRONT ADVISORY BOARD SEAT.UM, SO I GUESS WE NEED TO REAPPOINT, UM, THIS SEAT FOR SURE.
FRANCO FOR YOU YOU'RE YOU'RE CURRENTLY ON THIS SEAT, CORRECT? CORRECT.
UM, AND I ALSO CURRENTLY SERVE AS THE CHAIR OF THE STAFF AT THE WATERFRONT ADVISORY BOARD.
SO I'M HAPPY TO, TO CONTINUE SERVING, BUT THERE'S NO ONE ELSE.
STEP UP COMMISSIONER FRANCO FOR THE WATER FUND DISTRICT ADVISORY BOARD POSITION.
I SECOND, ANY DISCUSSION ON THAT? OKAY.
CAN I SHARE A TAN OF GUCCI A VICE-CHAIR AN HOUR LATER? NO, I JUST, I DON'T KNOW.
I THINK IT'S SOME CONTROVERSY, SOME POLITICAL CONTROVERSY.
LUKINS UH, KOSHER FRANCO BY NOW, BUT YES.
AND THANK YOU FOR, UH, FOR SERVING.
[2.c. Update from representative on the Downtown Commission regarding last meeting.]
C UPDATE FROM REPRESENTATIVE ON THE DOWNTOWN COMMISSION REGARDING LAST MEETING.UM, SO THE DOWNTOWN COMMISSION SIDE, THE DAUGHTER EAT ART CENTER, WOULD YOU GUYS SELL ON YOUR LAST MEETING? AND THEN SHE ALSO SAW A PRESENTATION ON AN UPDATE AND THE AUSTIN POLICE DEPARTMENT HEADQUARTERS AND COMMUNITY FORT RELOCATION EFFORTS AND THE DOWNTOWN WAYFINDING PROJECT.
SO THERE WASN'T ANYTHING THAT REALLY LIKE STOOD OUT FROM THAT MEETING AND THEY HAVE A FEW NEW MEMBERS, WHICH WAS NEAT.
FROM THE, UH, THE STORM MOODLEY ALL RIGHT.
[2.d. Update from representative on the Joint Sustainability committee regarding last meeting.]
UPDATE FROM REPRESENTATIVE ON THE JOINT SUSTAINABILITY COMMITTEE REGARDING LAST MEETING.UM, WE HAVEN'T MET THIS MONTH YET.
WE'RE ACTUALLY MEETING NEXT NEXT WEEK.
UM, SO I DON'T HAVE AN UPDATE FOR YOU.
[2.e. Update from representative on the South Central Waterfront Advisory Board.]
E UPDATE FROM THE REPRESENTATIVE ON THIS SOUTH CENTRAL WATERFRONT ADVISORY BOARD, FOR SURE.SO THERE WAS ACTUALLY A LOT GOING ON.
THIS STUFF HAS BEEN MOVING QUITE FAST.
UM, SINCE, SINCE THE COUNCIL APPROVED THE CREATION OF THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION, UM, THERE, THE, THE CONSULTANT TEAM WHO IS, WHO IS MEETING UP, UH, OR ADVISING ON THAT HAS ALSO BEEN ADVISING ON CREATION OF THE BOARD AND THE WHAT, WHAT ARE MOVING PARTS AND TO GO INTO IT.
AND ONE OF THE BIGGEST AND MOST IMPORTANT THINGS THAT THEY'RE, THAT THEY'RE TALKING ABOUT RIGHT NOW IS THE CREATION OF A POSSIBLE TIF SLASH TERS.
[00:55:01]
UH, UH, BASICALLY A TAXING DISTRICT TO FUND SOME FUND THE, UH, SOME INFRASTRUCTURE COMPONENTS IN THE SOUTH CENTRAL WATERFLOOD.UM, AND THERE'S A LOT HAPPENING, A LOT, MOVING LOT MOVING PARTS.
AS I, AS I, UH, GET UPDATES, UM, FROM, FROM STAFF REGARDING WHAT ITEMS ARE GOING TO COUNCIL, I'M HAPPY TO SEND THOSE TO ERIN SO YOU CAN SEND THEM OUT TO Y'ALL JUST SO YOU GUYS CAN KNOW WHAT'S GOING ON.
UM, MY ONLY, MY ONLY, I GUESS, I GUESS WHAT I WOULD HAVE TO SAY IS MEN JUST, THERE'S, THERE'S A LOT GOING ON AND JUST KEEP YOUR, KEEP YOUR, YOUR EYES OPEN AND THE PAPERS FOR, OR WHATEVER PUBLICATIONS FOR, YOU KNOW, SOUTH CENTRAL WATERFRONT NEWS.
CAUSE THERE'S A LOT GOING ON THAT HAPPENS.
IT CHANGES FROM MONTH TO MONTH.
UM, BUT MOST IMPORTANTLY, THE, THE CREATION OF A DISTRICT POTENTIALLY FOR THAT, FOR THAT AREA.
UM, THAT'S ABOUT THE ONLY UPDATE.
UH, THE ONLY, THE ONLY UPDATE IS TO, IS TO STAY TUNED.
I APOLOGIZE FOR THAT, BUT YEAH, THERE'S JUST SO MUCH GOING ON.
IT SEEMS TO ME THAT IT SORT OF BEEN, HAD BEEN SITTING FOR SO LONG, SO I'M GLAD TO SEE THE THINGS IT'S STARTING TO MOVE AGAIN.
I THINK, I THINK AS A DESIGN COMMISSION, YOU KNOW, THE DESIGN COMMISSION, I THINK THERE'S A LOT OF STUFF THAT'S GOING TO HAPPEN WHEN WE START SEEING, ESPECIALLY WHEN WE START GETTING INTO, UM, THE POTENTIAL CHANGES IN, IN ENTITLEMENTS THERE THROUGH A REGULATING PLAN, UM, YOU KNOW, AS THEY AFFECT THE WATERFRONT AS THEY AFFECT ANY SORT OF EXISTING OVERLAYS AND WHATNOT AND DECIDED THEY AFFECT KNOW PARKS AND OPEN GREEN SPACE AND WHATNOT, OR, OR JUST THE BUILDING MODIFICATIONS THEMSELVES.
I THINK THERE'S A LOT OF STUFF FOR THE DESIGN COMMISSION TO WEIGH IN ON.
UNFORTUNATELY WE'RE NOT THERE YET, BUT ALL OF THAT STUFF IS GOING TO START MOVING PRETTY QUICKLY.
SO, OR ANYTHING LOOKS LIKE NICE.
ANY, ANY OTHER QUESTIONS OR COMMENTS FROM COMMISSIONERS ON THAT ITEM? OKAY.
AND CHRISTIAN AND BRONCO, WE'LL MOVE ON TO
[3. a. Chair Announcements;]
ITEM THREE, A CHAIR ANNOUNCEMENTS.UH, I HAVE A COUPLE, UM, JUST SORT OF REMINDERS.
ONE IS THE URBAN DESIGN GUIDELINES REVISIONS.
UH, WE'VE DONE A LOT OF GREAT WORK AND WE'RE REALLY CLOSE.
I THINK OUR GOAL IS TO BE ABLE TO BRING A DRAFT TO THE COMMISSION NEXT MONTH TO GET SOME FEEDBACK ON.
AND TO BE CLEAR, THIS IS, THIS IS JUST THE ASK, RIGHT FOR CITY COUNCIL, UM, TO GET APPROVAL TO THEN ACTUALLY DO THE HARD WORK OF REVISING THE GUIDELINES.
BUT, UM, I REALLY LIKED THE THOUGHTFUL APPROACH THAT WE'RE TAKING AND, UM, AND STAFF HAS BEEN GREAT, UH, AND A WORKING GROUP WE'VE BEEN GREAT TO COME UP WITH A LOT OF GOOD MATERIALS.
SO, UM, BECOMING VERY CONFIDENT IN OUR ASK.
SO W WE'LL HAVE SOMETHING FOR YOU ALL TO SEE AND COMMENT ON REALLY SOON.
UH, THE OTHER ITEM IS JUST A REMINDER, UH, THAT NEXT MONTH IS APRIL.
AND SO WE'LL BE DUE FOR, UM, OUR OWN COMMISSION ELECTIONS TOO.
SO IF ANYONE HAS INTEREST IN SERVING AS THE OFFICER ON DESIGN COMMISSION, LET ME KNOW.
SO JUST FYI, UH, THAT'S ALL I HAVE.
[3.b. Items from Commission Members;]
THREE, B ITEMS FROM COMMISSION MEMBERS, ONE ITEM, OKAY.IT HAD TO DO KIND OF WITH, UH, COMMISSIONER COLEMAN'S, UM, UH, CONCERN ABOUT RECUSAL IN THE TRAIL FOUNDATION IS REALLY KIND OF DISAPPOINTED THAT I RECUSED MYSELF BECAUSE THEY DO KNOW HOW FAMILIAR I WAS WITH THE PROJECT.
AND THEY FEEL LIKE I'VE BEEN WORKING REALLY WELL WITH THE CITY PARKS AND RECREATION DEPARTMENT ON THAT, AND THAT MY COMMENTS COULD ONLY HELP THE PROJECT.
SO, UM, THEY, THEY WANT TO KNOW WHERE THEY CAN GO TO SEE THAT WHATEVER THE RULES ARE ABOUT THE RECUSAL, CAUSE THEY WANT TO LOOK AT THAT AND REACT TO IT.
UM, YEAH, I GUESS THERE'S, I'M SURE THERE'S A DOCUMENT SOMEWHERE IN THE BOARDS AND COMMISSION MATERIAL THAT TALKS ABOUT RECUSAL, BUT IT SOUNDED LIKE THERE WAS JUST SOME CONFUSION, UM, THAT, YOU KNOW, ONLY, ONLY A COMMISSIONER CAN, CAN RECUSE THEMSELVES THEN IT'S, IT'S SORT OF THE HONOR SYSTEM IN THAT WAY.
SO, UM, I APOLOGIZE THAT YOU WERE UNAWARE OF THAT, BUT SO, SO WHAT THEIR CONCERN IS IS THAT IT GOES BEFORE THE DESIGN COMMISSION AND WE GET TO LOOK AT IT FOR 15 MINUTES WHEN SOMEBODY HAS BEEN ON LOOKING AT IT FOR FOUR OR FIVE HOURS.
[01:00:01]
YOU KNOW, FAMILIAR WITH THAT AND DOESN'T HAVE ANY, ANY MONEY ON THE TABLE ABOUT IT.YOU KNOW, THEY THEY'RE, THEY'RE THINKING THAT THAT'S KIND OF A WASTE OF THEIR RESOURCE TO THE TRAIL FOUNDATION IS ONLY LOOKING FOR THE BEST FOR THE PUBLIC REALM, AS YOU ALL KNOW.
I MEAN, THEY DO A FANTASTIC JOB, SO THEY WERE DISAPPOINTED BY THAT.
AND I HOPE, I MEAN, YOU KNOW, I DON'T KNOW ABOUT EVERYONE ELSE, BUT, UM, YOU KNOW, I TRY TO REVIEW ALL THE PROJECTS AHEAD OF THE MEETING, UM, RATHER THAN TRYING TO MAKE DECISIONS ON THE DAYAS KIND OF HASTILY.
UM, AND SO I HOPE PEOPLE ARE SPENDING ON A BIGGER PROJECT ANY WAY MORE THAN MORE THAN JUST 10 OR 15 MINUTES LOOKING AT IT.
BUT, UM, YEAH, I, I COULD UNDERSTAND THOSE CONCERNS.
AND, UM, AGAIN, IT'S, IT'S UP, IT'S UP TO YOU AND YOUR SORT OF VESTED INTEREST IN A PROJECT, WHETHER YOU RECUSE YOURSELF OR NOT.
UM, SO, UM, I'M GLAD AT LEAST WE'VE CLEARED THAT UP FOR EVERYONE MOVING FORWARD.
SO HOPEFULLY THIS DOESN'T HAPPEN AGAIN, RIGHT.
I MEAN, IT DOES SOUND LIKE THAT THAT PROJECT HAS BEEN ABLE TO MOVE FORWARD PRETTY SUCCESSFULLY.
I JUST WANT TO, UH, WITH, IN REGARD TO WHAT I STATED EARLIER, WHEN A COMMISSIONER TRYING TO GET YOU TO KNOW THAT I WAS NOT UPSET BY IT, BUT RATHER WANTED TO CLARIFY, BECAUSE WE DID MOVE IN AND OUT OF ACCUSE OF PORTION.
SO I DON'T HAVE, I DON'T HAVE A PROBLEM WITH IT.
JUST GOT ME MAKE NOTE OF IT JUST TO GO ON THE RECORD.
DID ANY OTHER COMMISSION MEMBERS HAVE ANY ITEMS TO SHARE? I HAVE A QUESTION I SHOULD PROBABLY KNOW THE ANSWER TO.
DID WE EVER HEAR BACK ABOUT THE HOLLY PLANT SITE, HOLLY STREET, THE POWERPOINT, UM, POWER PLANTS.
WELL, WHAT WAS THE FORM WITH ON HOLLY STREET? WHAT IS THE FORMER POWER PLANT SITE? WE HAD HAD A COUPLE OF EMAILS ABOUT THAT.
IF THAT WAS EVER GOING TO BE YOU'RE SAYING, DID WE REVIEW IT OR NO, WE DEFINITELY HAVEN'T IT.
BUT, UM, UH, UM, I DON'T RECALL HAVING THAT CONVERSATION WHEN WE WERE GOING TO REQUEST SOMEBODY I'LL LOOK BACK IN THE EMAILS, NO BIG DEAL.
UM, BUT THAT IT, THAT, THAT IS ONE OF THE PROJECTS THAT THE TRAIL FOUNDATION IS ALSO TRACKING TOO, YOU KNOW, THEY'RE TRACKING ANY PROJECT THAT IS TO JASON, TO THE TRAIL.
SO THERE HAS BEEN SOME MOVEMENT ON THAT AND I'M NOT EXACTLY SURE WHAT IT IS, BUT WE HAVE A SPONSOR FROM THE TRAIL FOUNDATION WHO KIND OF LOOKS WHO SUPERVISE, OR IS IN CONTACT WITH THEM.
WE CALL THEM SPONSORS, YOU KNOW, SO I'M, I'M THE SPONSOR FOR THE DOWRY, FROM THE TRAIL FOUNDATION.
SO THAT'S WHY I KNEW SO MUCH ABOUT IT BECAUSE I'VE BEEN WORKING PRETTY CLOSE WITH THE, WITH THE OWNERS AND THE STAKEHOLDERS.
SO, YEAH, BUT WE'RE, WE'VE BEEN TRACKING THAT THERE WAS SOME MOVEMENT KIND OF LIKE FIESTA GARDENS.
WE HADN'T SEEN MUCH ABOUT IT, YOU KNOW, UNTIL WE SAW IT BEFORE THE, BEFORE THE, BEFORE THE DESIGN COMMISSION AND, AND I'M SORRY, IT GOT TO WHERE IT GOT TO.
BUT, UM, BUT YEAH, SO VICE-CHAIR, IF, IF THERE, IF YOU NOTICE SOMETHING'S HAPPENING ON THAT PROJECT, THEN FEEL FREE TO LET STAFF KNOW TO REQUEST A PRESENTATION FOR US.
I'M NOT EVEN SURE IF IT'S AT A POINT THAT IT'S READY.
SO, I MEAN, FIESTA GARDENS IS A GREAT EXAMPLE.
I REACHED OUT AND ASKED FOR THAT PRESENTATION, EVEN THOUGH THEY'RE SUPPOSED TO COME THROUGH US, IT DIDN'T SEEM LIKE THEY HAD US ON THEIR RADAR FOR SOME REASON.
SO, UM, SOMETIMES WE HAVE TO BE PROACTIVE WITH SOME OF THESE, UH, ANY OTHER ITEMS AND COMMISSIONERS.
[3.c. Items from City Staff;]
ITEMS FROM CITY STAFF.OR DO YOU WANT TO GO, OR DID YOU WANT ME TO GO? I HAVE ONE, BUT GO AHEAD.
WHAT DO YOU WANT TO DISCUSS? AND I'LL LET YOU GO.
UH, THANK YOU CHAIR, IF I MAY, YES, PLEASE.
JUST A REMINDER COMMISSIONERS.
I DON'T RECALL WHO I SENT A MESSAGE TO, BUT THERE IS AN OPENING IN THE URBAN DESIGN DIVISION FOR A PROGRAM MANAGER TO, TO ACTUALLY MANAGE THE GREEN STREETS PROGRAM, WHICH IS AN EXTREMELY IMPORTANT POSITION IN OUR DEPARTMENT THAT WE ENVISION TO HAVE, UH, MORE INTERACTION AND INTERFACE WITH THE DESIGN COMMISSION MOVING FORWARD, AS YOU PREPARE TO ENGAGE WITH CITY STAFF, AS
[01:05:01]
WELL AS THE PROFESSIONAL FIELD, IN AN UPDATE TO THE URBAN DESIGN GUIDELINES, AS WELL AS THE EVENTUAL UPDATE TO THE GRAY STREETS, MASTER PLAN AND STANDARDS.SO WE TRULY NEED YOUR ASSISTANCE IN GETTING THE WORD OUT THAT THERE IS A VACANCY.
THIS IS A MANAGEMENT POSITION THAT REPORTS TO THE URBAN DESIGN DIVISION MANAGER.
SO IT IS A HIGHER POSITION AND HOPEFULLY WE CAN GET SOME VERY GOOD CANDIDATES SO THAT SHE OR HE, WHEREVER THE PERSON MAY BE, WOULD BE ABLE TO LEAD US THROUGH SOME OF THESE IMPORTANT UPDATES THAT YOU HAVE COMING INTO HORIZON.
SO JUST TO GIVE YOU A HEADS UP, THERE IS A VACANCY, IT IS POSTED, IT CLOSES ON APRIL THE 10TH.
SO WE WOULD GREATLY APPRECIATE YOUR ASSISTANCE JUST TO GET THAT WORD OUT TO YOUR NETWORKS SO THAT WE CAN GET GENERATE SOME INTEREST AND HOPEFULLY SOME OUTSTANDING CANDIDATES THAT THE CITY OF AUSTIN CAN TAKE A LOOK AT.
I NOMINATE COMMISSIONER COLEMAN FOR THE POSITIONS.
UM, BUT, UH, AND IN ALL SERIOUSNESS, I DID SHARE THAT POSTING WITH THE AIA AUSTIN URBAN DESIGN COMMITTEE.
AND SO THEY'RE KIND OF SPREADING THAT THROUGH THEIR NETWORK.
I SHARED IT WITH SOME FRIENDS, SO I, I APPRECIATE THAT AS MUCH AS YOU CAN, ESPECIALLY TO THOSE PROFESSIONAL ORGANIZATIONS, IT REALLY HELPS US TO GET THE WORD OUT BECAUSE WE SAY THE STAFF DON'T HAVE ACCESS TO THOSE NETWORKS.
SO THANK YOU SO MUCH FOR YOUR COOPERATION ON THAT.
UH, AARON, DID YOU HAVE SOMETHING OR WAS THAT THE SAME? UH, NO, JUST REAL QUICK, JUST TO REITERATE WHAT YOU HAD DISCUSSED WITH REGARDS TO THE URBAN DESIGN GUIDELINE UPDATE, UM, STAFF, WE ARE LOOKING TO HAVE A DRAFT OF A TEMPLATE BASED ON THE GOOGLE DOCUMENT WE'VE BEEN WORKING IN.
HOPEFULLY THAT WOULD BE COMPLETED.
IT SHOULD BE COMPLETED BEFORE THE APRIL MEETING.
UM, SO YOU GUYS WOULD BE ABLE TO HAVE EYES ON IT.
UM, WE'RE LOOKING FOR SOME SORT OF TEMPLATES TO PUT AN END DESIGN WHERE WE CAN JUST DROP A LOT OF GRAPHICS AND IMAGES THAT WOULD BE, UH, EXTREMELY, UH, VISUALLY PLEASANT, UH, FOR THOSE THAT ARE LOOKING AT WHAT WE'VE BEEN DOING OVER THE PAST SEVERAL MONTHS.
SO BE ON THE LOOKOUT FOR THAT BECAUSE, UM, WE FAIL ONCE.
THIS IS PRESENTED TO THE GENERAL BODY OF THE DESIGN COMMISSION.
UH, WE HOPE TO HAVE A SUBSEQUENT MEETING WITH, UH, SOME OF THE, UH, CITY COUNCIL STAFF.
YEAH, WE'RE LOOKING, LOOKING FORWARD TO WRAPPING UP THIS FIRST PHASE OF THE, OF THE REVISION.
UH, I THINK THAT IS ALL THE ITEMS. SO IT IS 6:42 PM AND WE ARE ADJOURNED.
