I THINK THIS ITEM COULD SERVE AS A MECHANISM TO HELP, UM, TO IDENTIFY UNDER-UTILIZED PROPERTIES MORE QUICKLY AND REALLY DETERMINE WHAT KIND OF COMMUNITY BENEFITS WE CAN GET OUT OF THEM.
