[00:00:05]

IT IS FRIDAY,

[Independent Citizen’s Redistricting Commission]

APRIL 9TH, 2021.

IT'S THE MEETING OF THE INDEPENDENT CITIZENS, REDISTRICTING COMMISSION.

UH, MATT DOUGAN WITH THE HOUSING AND PLANNING DEPARTMENT.

HAVE WE GOT NATHAN ON TECH SUPPORT TODAY? UM, LET'S JUST GO THROUGH, SEE IT'S 1:06 PM AND WE DO HAVE A QUORUM OF, UM, SEVEN MEMBERS.

SO LET'S GO THROUGH, UM, ATTENDANCE REAL QUICK.

UH, BRING A MORRIS HERE, DR.

STERLING LANDS.

I THINK YOU'RE ON MUTE, BUT I SEE YOUR HAND UP.

AARON DEMPSEY ERROL HARDEN HERE, THE INDEPENDENT EUGENE SNYDER.

NICK PUT THE BAG LUIS GONZALEZ HERE.

ALL RIGHT.

VERY GOOD.

AND LOUIS IS ON THE PHONE, SO, UM, OKAY, SO REAL QUICK, I'M GOING TO PULL UP THE AGENDA.

UM, CAN YOU SET IT SO I CAN SHARE MY SCREEN? UM, OKAY, SO HERE'S THE AGENDA FIGURE HERE.

OKAY.

SO I'M JUST GONNA GO OVER THIS BRIEFLY AND THEN WE'LL GET INTO THE MEETING SINCE CITIZEN COMMUNICATION.

WE'VE GOT ONE PERSON IS GOING TO TALK WITH US A WHILE.

THE MEETING MINUTES I'LL HAVE A STAFF RATING FROM JASON HAD DAVI WITH THE OFFICE OF THE CITY AUDITOR, AND THEY'LL HAVE, UM, UH, THE ITEM FOR SELECTING A NEW COMMISSIONER.

UM, SO WITH THAT, LET'S, UM, LET'S DO A CITIZEN COMMUNICATION AND GO TO, UH, MR. YOUNG.

YES.

UH, I REPRESENT, UH, THE AUSTIN CHAPTER, UH, THE NAACP.

UH, OKAY.

SO, UM, WE'RE, UH, WE'RE VERY PLEASED TO, UH, BE INVOLVED IN THIS PROCESS AND IT'S OUR INTENT TO BE WITH YOU THROUGH ALL OF YOUR MEETINGS AND PROCESS.

UM, WE WILL HAVE, UH, WE WILL REQUEST WHEN YOU'RE, UH, FULL STRENGTH AND OPPORTUNITY TO MAKE A MORE FLIMSY PRESENTATION IN THREE MINUTES, BUT WE'LL GET TO THAT AFTER Y'ALL ARE FULLY STAFFED, THERE'S PROBABLY A HANDFUL OF MEMBERSHIP AND THEY HAVE ELECTED YOUR OFFICERS.

WE HAVE ONLY ONE SUGGESTION TODAY, AND THAT IS THAT YOU BEGIN TO LOOK, UH, BEYOND THE, THE COVID PROCEDURES TO A PROCESS THAT ALLOWS FOR MORE, UH, UH, FULL PRESENTATIONS AND FULL PARTICIPATION.

UH, A LOT OF THE PEOPLE WE WORK WITH FRANKLY, WILL NOT BE ABLE TO, UH, PARTICIPATE IN THIS PROCESS, UH, FULLY WHEN YOU DO IT ON WEEKDAY AFTERNOONS, UH, BECAUSE THEY WORK, UH, AND IT WAS NEVER THE INTENTION OF THOSE.

I WAS SITTING THERE, SET THIS UP THAT YOUR MEETINGS WOULD PREDOMINANTLY BE DURING, DURING THE DAY AND DURING THE WEEK, WE ENCOURAGE YOU AS YOU PROCEED TO SET THIS UP TO PLAN FOR MEETINGS, AND THAT ALLOW DIRECT PARTICIPATION BY PEOPLE, YOU KNOW, ON AND EVENINGS AND WEEKENDS.

BUT, UH, WE LOOK FORWARD TO WORKING WITH YOU.

UH, IT LOOKS LIKE YOU HAVE A GREAT BODY, UH, OF FOLKS, UH, AND, UH, WE ARE EXCITED ABOUT THIS WHOLE PROCESS AND WE THANK YOU FOR LETTING US BE PART OF IT, AND THAT'S HOW THE PRESENTATIONS, BECAUSE THEY WILL, UH, AND IT WAS NEVER THE INTENTION.

OKAY.

THANK YOU, MR. YOUNG, UH, NEXT ITEM ON OUR AGENDA IS THE APPROVAL OF MEETING MINUTES FROM OUR LAST MEETING.

DID Y'ALL GET THE DRAFT MEETING MINUTES? I'D SEND OUT.

YEAH, GO AHEAD, DR.

SIR.

DR.

LYONS, WE'LL MOVE YOU PROBABLY WITH THE SECOND.

ALL RIGHT.

AND THEN, OH, ALL IN FAVOR.

RAISE YOUR HANDS.

YEAH, THANK YOU.

ALL RIGHT.

THAT'S UNANIMOUS.

OKAY.

SO THE NEXT ITEM ON THE AGENDA IS, UH, A STAFF BRIEFING FROM JASON.

MAHDAVI ON THE, FROM THE OFFICE OF CITY AUDITOR.

GO AHEAD, JASON.

THANKS, MATT.

UM,

[00:05:01]

JASON DAVI, DEPUTY CITY AUDITOR.

I WAS THE, UH, PERSON WHO OVERSAW THE REDISTRICTING PROCESS, THE ACTIVITIES FOR THE OFFICE OF THE CITY AUDITOR, ALL OF OUR REQUIREMENTS THAT ARE LAID OUT IN THE CITY CHARTER.

UM, SO WE'VE INTERACTED WITH EACH OF YOU TO SOME DEGREE OVER THE PAST FEW MONTHS.

UM, SO I WANTED TO TALK A LITTLE BIT, UH, ABOUT, UM, HOW WE GOT TO THE POSITION WE'RE AT, WHERE WE NEED TO FILL A COUPLE OF SPOTS, UH, ON THE COMMISSION.

UM, AS YOU KNOW, RECENTLY THERE WAS SOME CONCERNS RAISED ABOUT SOME, UH, ELIGIBILITY QUESTIONS OR CONCERNS FROM A COUPLE OF PEOPLE THAT WERE SELECTED FOR THE COMMISSION.

SO WHEN, WHEN THOSE, WHEN THOSE DISCUSSIONS FIRST TOOK PLACE, WE OBVIOUSLY IMMEDIATELY STARTED REVIEWING WHAT HAD, UM, WHAT HAD TAKEN PLACE DURING THE APPLICATION PROCESS.

AND ON MARCH 31ST, WE DISCOVERED A UNIQUE ERROR RELATED TO THE DATA DOWNLOAD FOR THE APPLICATION SITE.

UM, AND I SAY UNIQUE HERE.

I CAN GET INTO THE TECHNICAL PART OF THAT, UH, LATER ON, BUT WHAT WE FOUND WAS, UM, THERE WERE 10 PEOPLE WHO WERE IMPACTED 10 APPLICANTS FOR THE COMMISSION THAT WERE IMPACTED.

FIVE WERE INDIVIDUALS WHO MET THE MINIMUM QUALIFICATIONS, WHOSE NAMES WERE NOT INCLUDED IN THE POOL OF APPLICANTS THAT WE SENT TO THE APPLICANT REVIEW PANEL.

AND AS A REMINDER, THE APPLICANT REVIEW PANEL WAS THE CITIZEN BODY THAT WAS RESPONSIBLE FOR SELECTING SELECTING THE 60 MOST QUALIFIED.

SO WE FOUND FIVE INDIVIDUALS WHO WERE ELIGIBLE TO BE ON THE COMMISSION WHOSE NAMES DID NOT GET SUBMITTED TO THE APPLICANT REVIEW PANEL.

AND WE FOUND ANOTHER FIVE INDIVIDUALS WHO DID NOT MEET THE MINIMUM QUALIFICATIONS WHOSE NAMES WERE INCLUDED IN THAT LIST AND CONSIDERED FOR THE 60 MOST QUALIFIED, UM, OF THOSE FIVE, TWO OF THEM WERE ACTUALLY SELECTED FOR THE 60 MOST QUALIFIED.

AND ONE OF THEM WAS ENDED UP, UH, BEING SELECTED FOR, FOR THE COMMISSION, NOT THROUGH THE RANDOM DRAWING, BUT FROM THE FIRST EIGHT THAT WERE, THAT WERE DRAWN.

UM, WE IMMEDIATELY UPON DISCOVERING THIS STARTED EVALUATING A NUMBER OF DIFFERENT ITEMS, INCLUDING HOW THIS TOOK PLACE, WHAT THE FULL IMPACT WAS.

UM, I REACHED OUT PERSONALLY TO EACH ONE OF THE 10 INDIVIDUALS THAT WAS, UH, IMPACTED BY THIS TO OFFER OUR APOLOGIES AND EXPLANATION FOR, FOR WHAT TOOK PLACE.

UM, BASED ON THE TIMELINE THAT YOU GUYS HAVE IN FRONT OF YOU, THE REQUIREMENTS THAT YOU HAVE SET FORTH IN FRONT OF YOU, I REGRET THAT WE'RE, WE'RE TOO FAR ALONG TO REALLY REMEDY THE SITUATION FOR THOSE FIVE INDIVIDUALS WHO MIGHT'VE BEEN ELIGIBLE, BUT WERE NOT CONSIDERED.

I'VE ALREADY COMMUNICATED THAT TO THEM.

THEY UNDERSTAND THE SITUATION AND, AND TOOK THE NEWS, UM, PRETTY WELL.

UM, YOU KNOW, WE APOLOGIZE FOR THIS.

THIS WAS, UH, EXTREMELY UNFORTUNATE SITUATION.

UM, AS FAR AS I'LL TRY NOT TO GET INTO TOO MANY DETAILS, UNLESS YOU ALL HAVE QUESTIONS, BUT, UM, TRYING TO FIGURE OUT WHAT TOOK PLACE, WE HAVEN'T EVEN BEEN ABLE TO RECREATE THE SITUATION.

UM, BUT WHAT WE CAN TELL IS THAT IT W IT TOOK PLACE WHEN WE WERE DOWNLOADING DATA FROM THE BACKEND OF THE WEBSITE WHERE YOU ALL SUBMITTED YOUR APPLICATIONS TO BE ON THE COMMISSION.

AND, UM, THERE WAS, UH, A SHIFTING OF THE DATA ONLY IN THE COLUMN THAT INDICATED WHETHER OR NOT THE INDIVIDUAL WAS QUALIFIED TO BE ON THE COMMISSION, BUT IT ONLY IMPACTED THOSE 10 INDIVIDUALS, HOW THAT TOOK PLACE, WHERE WE'RE NOT ABLE TO, UM, TO DETERMINE, UM, BUT WE ARE, WE ARE COMMITTED TO BEING TRANSPARENT WITH THE MATTER, AS MUCH AS POSSIBLE AND DO WHATEVER WE CAN TO FIX THE SITUATION GOING FORWARD.

SO, UM, I THINK THAT'S IT IN A NUTSHELL, AS FAR AS MY BRIEFING OF THE SITUATION, BUT IF ANYONE HAS ANY DETAILED QUESTIONS, UM, ABOUT ANYTHING THAT I'VE DISCUSSED, I'M HERE TO ANSWER ANY QUESTIONS OR CONCERNS THAT YOU ALL MIGHT HAVE.

YES, SIR.

WHAT KIND OF THING OR THINGS WOULD DISQUALIFY SOMEBODY? UH, THERE'S A NUMBER OF CRITERIA THAT ARE BUILT INTO CITY CHARTER.

SO, UM, SOME OF IT IS A RESIDENCY.

IF YOU, YOU, YOU NEED TO HAVE BEEN IN AUSTIN FOR FIVE YEARS SO THAT YOU CAN BE A REGISTERED VOTER FOR FIVE YEARS.

YOU HAD TO HAVE PARTICIPATED IN THREE OF THE LAST FIVE GENERAL ELECTIONS.

UM, AND THEN THERE'S A HOST OF CONFLICT OF INTEREST, UH, RELATED, UM, QUALIFICATIONS THAT COULD DISQUALIFY SOMEBODY.

SO IF YOU'VE BEEN APPOINTED TO A STATE OR LOCAL OFFICE, UM, IF YOU HAVE BEEN A CITY EMPLOYEE, IF YOUR SPOUSE HAS BEEN A CITY EMPLOYEE OR A CITY CONTRACTOR, THERE'S A NUMBER OF DIFFERENT CRITERIA.

AND ACTUALLY I'M GLAD YOU BROUGHT THAT UP BECAUSE OUR DATA ERROR, UM, OUR DATA ERROR IMPACTED THOSE 10 INDIVIDUALS, ONLY ONE OF WHICH HAD BEEN SELECTED TO THE COMMISSION.

THERE WAS ACTUAL ACTUALLY ANOTHER INDIVIDUAL WHO WAS SELECTED FOR THE COMMISSION THAT WE'VE DETERMINED THROUGH ALL OF THIS WASN'T ACTUALLY ELIGIBLE THAT THEY WERE ABLE TO PROCEED, NOT

[00:10:01]

BECAUSE OF ANYTHING RELATED TO OUR DATA ERROR, BUT THERE WAS A PORTION OF THEIR APPLICATION THAT CONTAINED A MISREPRESENTATION AND ALLOWED THEM TO BE FLAGGED AS QUALIFIED WHEN THEY WERE ACTUALLY INELIGIBLE.

SO THAT'S WHY YOU HAVE TWO SPOTS ON THE COMMISSION THAT YOU'RE GOING TO NEED TO FILL ONE WITH THE FIRST AID AND THEN ANOTHER ONE LATER WITH, UH, WITH, UH, THE LARGER BODY.

OKAY.

THANK YOU.

UM, MY QUESTION PERTAINS TO, UM, NOT THAT YOU GAVE SOME DATES FOR CATCHING IT AND FIXING IT, WE'LL JUST INTERFERE LATER WITH, UH, WITH THE WORD THAT DISTINGUISHING PRODUCES AND DELIVERS AT THE END OF THE DAY.

WILL THERE BE QUESTION ABOUT IT OR RV PASSED OUT IN THE MORNING, BUT THAT'S A GREAT QUESTION.

THAT WAS ONE OF OUR MAJOR CONCERNS.

UM, WHEN WE STARTED LOOKING INTO THIS AND, AND THAT'S WHY THERE'S A REPRESENTATIVE FROM THE LAW DEPARTMENT, CAROLINE WEBSTER, WHO WE'VE WORKED CLOSELY WITH SINCE THE BEGINNING OF THE REDISTRICTING PROCESS, ACTUALLY MONTHS BEFORE WE EVEN HAD A WEBSITE, WE WERE WORKING WITH CAROLINE.

AND SO ONE OF THE THINGS WE DISCUSSED WAS JUST THAT VERY QUESTION.

AND WE DID A REVIEW, UM, I'M NOT THE ATTORNEY CAROLINA, SO MAYBE SHE CAN EXPLAIN IT BETTER, BUT, UH, WE'VE BEEN ASSURED THAT WE, THAT WE CAN PROCEED AND THAT, UM, WE SHOULD BE ABLE TO DEFEND AND SUCCESSFULLY VALIDATE THE WORK THAT YOU ALL ARE TASKED WITH DOING REGARDING THE MAPS AND, AND EVERYTHING THAT YOU HAVE TO DO GOING FORWARD.

SO WE FEEL PRETTY GOOD ABOUT THAT PROCESS.

IT WOULDN'T PREVENT SOMEBODY FROM, YOU KNOW, EXERCISING, CONCERN OR QUESTIONS ABOUT IT, BUT WE DO FEEL CONFIDENT THAT, UM, THAT THE WORK YOU ALL WILL DO.

AND IN THE NEXT FEW MONTHS, WE'LL BE, WE'LL BE PROTECTED.

THANK YOU FOR THAT.

UH, SO I, I THINK JASON, I THINK YOU, HE ANSWERED THAT, UH, PERFECTLY WELL.

THAT'S BASICALLY WHAT I'VE SAID AS WELL, BUT JUST, WE DID TAKE A CAREFUL AT THE CHARTER AND WHAT THE REQUIREMENTS ARE.

AND, UM, YOU KNOW, THE MOST IMPORTANT THING IS ABSOLUTE, YOU KNOW, AS I MENTIONED, TRANSPARENCY, WE'RE REALLY WANTING TO, YOU KNOW, MAKE SURE WE'RE CLEAR ABOUT WHAT HAS HAPPENED.

YOU KNOW, THE CHARTER DOES NOT PROVIDE US ANY IN THIS SITUATION.

AND SO WE, WE TALKED ABOUT WHAT IS THE SPIRIT OF THE CHARTER? WHAT IS THE SPIRIT OF, OF THE REQUIREMENTS FOR THE ICRC? AND WE DECIDED THIS COURSE FORWARD IS IN, THAT IS IN THE SPIRIT, MAKING SURE THAT EVERYONE WE DO HAVE ON THE BOARD HAS BEEN CAREFULLY SELECTED, MAKING SURE EVERYONE IS ELIGIBLE, UH, TIME IS OF THE ESSENCE.

YOU KNOW, WE JUST DIDN'T HAVE TIME TO GO BACK AND REDO EVERYTHING.

WE ALSO HAD NO AUTHORITY IN THE CHARTER TO GO BACK AND REDO EVERYTHING.

UH, SO WE THOUGHT GIVEN ALL OF THOSE CIRCUMSTANCES, UH, THIS WAS THE BEST WAY FORWARD.

AND JUST TO BE CLEAR, WE'VE CONFIRMED THAT THE REMAINING APPLICANTS THAT YOU'LL BE CHOOSING FROM, UM, ARE IN FACT QUALIFIED BASED ON THE INFORMATION THEY PROVIDED TO US DURING THE APPLICATION STAGE.

UM, WE'VE HAD THAT QUADRUPLE CHECKED ACTUALLY.

SO YOU FEEL MORE COMFORTABLE ABOUT THAT.

UM, AND, UM, AND THEN FOR FUTURE REDISTRICTING EFFORTS, YOU KNOW, WE KNOW THIS WILL COME UP EVERY 10 YEARS.

WE, WE HAD DEVELOPED A LESSONS LEARNED DOCUMENT TO TRY TO HELP, UH, FUTURE STAFF IN THE AUDITOR'S OFFICE, GO THROUGH THIS PROCESS AS IN SOMETHING WE DO FREQUENTLY.

AND, UM, DEFINITELY NOT IN OUR BREAD AND BUTTER OF SERVICES THAT WE PROVIDE.

WE DON'T DO REDISTRICTING VERY OFTEN.

AND, UH, WE WILL DEFINITELY BE, UH, REFINING THAT, THAT DOCUMENT TO ENSURE THAT THINGS LIKE THIS ARE HOPEFULLY CAUGHT, UH, PROACTIVELY AND NOT REACTIVELY BY FUTURE AUDITOR STAFF.

THANKS AGAIN, EVERYONE FOR ALL THE EFFORTS TO GET ON THIS.

WE APPRECIATE IT.

THANK YOU, DAN.

ANY OTHER QUESTIONS OR CONCERNS THAT I CAN ADDRESS? OKAY.

OKAY.

WELL, I'LL STICK AROUND FOR A LITTLE WHILE WHILE YOU GUYS ADDRESS YOUR NEXT ITEM IN CASE ANYTHING COMES UP THAT I CAN ASSIST WITH, AND I APPRECIATE YOUR ATTENTION TO ALL OF THIS.

AND AGAIN, MY APOLOGIES THAT WE'RE HAVING TO GO THROUGH THIS, BUT, UH, I FEEL GOOD THAT WE HAVE ISOLATED WHAT THE IMPACT WAS AND WERE ABLE TO MOVE FORWARD IN A PRODUCTIVE FASHION.

SO THANK YOU ALL FOR YOUR SERVICE AND YOUR WORK ON THIS EXTREMELY IMPORTANT TOPIC TO THE CITY OF AUSTIN.

I, I WOULD, UM, I WOULD, UM, WOULD BE WILLING TO, TO, UM, UH, GAMBIT THAT WHEN THE PROCESS IS IN THE 70, 80% COMPLETION, THAT THIS WILL COME UP AGAIN.

SO HAVE WE THOUGHT ABOUT HOW TO ADDRESS IT WHEN, WHEN THE RESULTS ARE BEING CHALLENGED, WE'VE DISCUSSED, OH, I'M SORRY.

WAS SOMEONE ELSE ABOUT TO SPEAK? UM, WE WE'VE DEFINITELY DISCUSSED THAT, UH, INTERNALLY.

AND SO ONE OF THE THINGS THAT

[00:15:01]

WE FEEL REALLY CONFIDENT ABOUT IS, UM, WHILE THERE WERE, WERE TWO PEOPLE WHO WERE NOT ELIGIBLE THAT MOVED FORWARD THROUGH THE PROCESS, THERE WERE DOZENS OF PEOPLE WHO WERE IN FACT QUALIFIED AND ELIGIBLE TO BE ON THIS.

SO THERE STILL WAS A LARGE POOL OF QUALIFIED ELIGIBLE APPLICANTS THAT PARTICIPATED IN THE PROCESS IN BOTH THE COMPETITIVE STAGES AND THE RANDOM STAGE.

AND SO WE, WE FEEL CONFIDENT THAT EVERYBODY WHO IS CURRENTLY ON THE COMMISSION AND EVERYBODY WHO WILL BE ON THE COMMISSION, UM, PROCEEDED THROUGH ALL THOSE PROCESSES THAT WERE DESIGNED WHEN, WHEN OUR CHARTER WAS AMENDED.

SO, UM, THE WORK THAT THIS COMMISSION WILL ULTIMATELY DO WILL HAVE BEEN COMPLETED BY INDIVIDUALS WHO MET ALL OF THE REQUIREMENTS AND WENT THROUGH THE RIGOROUS PROCESS TO END UP ON THE COMMISSION.

AND, AND THAT FEELS LIKE A PRETTY PROFOUND STATEMENT GIVEN THE LEVEL OF WORK THAT YOU HAVE IN FRONT OF YOU.

AND, UM, YOU KNOW, THAT IS THE SITUATION WE'RE IN IDEAL, OBVIOUSLY NOT, BUT, UH, ULTIMATELY EVERYBODY WHO ENDS UP ON THE REDISTRICTING COMMISSION WILL MEET ALL THE REQUIREMENTS SET FORTH IN THE CHARTER AND WE'LL HAVE PROCEEDED THROUGH EVERY PROCESS AS DESIGNED BY THE CHARTER.

AND SO WHENEVER, UM, YOU GET TO THAT POINT, WHETHER IT'S THE 70% DONE, A HUNDRED PERCENT DONE, 50% DONE, WHATEVER IT IS, WE'RE, WE'RE HERE TO ASSIST YOU WITH THAT.

WE, UM, WE CAN SHOW ALL OF OUR ANALYSIS.

WE CAN, WE'VE GOT DOCUMENTATION TO DEMONSTRATE ALL OF THIS AND, AND WE'RE HAPPY TO, UH, PRESENT TO WHO, WHATEVER BODY WOULD HAVE CONCERNS AND ANSWER ANY QUESTIONS THAT MAY COME UP.

SO WE'RE, WE'RE PREPARED TO DEFEND THE PROCESS THAT TOOK PLACE AND ULTIMATELY ALL OF THE WORK THAT YOU'RE GOING TO DO ON THE COMMISSION.

THANK YOU.

OKAY.

ANYTHING ELSE FOR JASON, LUIS, ANYTHING FOR YOU SINCE I CAN'T SEE YOU.

THANKS FOR ASKING, BUT NO, NO, JUST NO QUESTION.

THANK YOU.

OKAY.

VERY GOOD.

OKAY.

THANKS, JASON.

REALLY APPRECIATE THAT, UH, THAT EXPLANATION AND, UM, UH, UH, EXPLAIN ANOTHER WAY YOU DID SO, UM, OKAY.

SO I'LL STICK AROUND FOR YOUR NEXT ITEM, MATT, AND THEN I'LL DROP OFF AFTER THAT.

OKAY.

THAT SOUNDS GOOD.

APPRECIATE IT.

ALL RIGHT.

OKAY.

SO YEAH, NEXT ITEM ON THE AGENDA, UM, UH, IT IS, UH, NUMBER THREE OLD BUSINESS ICRC.

YOU MAY DISCUSS AND TAKE ACTION ON THE FOLLOWING AGENDA ITEMS, SELECTION OF REMAINING COMMISSIONER.

UM, SO I'LL JUST OPEN THIS UP TO, UH, TO Y'ALL, UM, HAVE A DISCUSSION ON FIGURING OUT HOW Y'ALL WANT TO ADD THAT ONE ADDITIONAL COMMISSIONER.

UM, AND THEN W ONCE, ONCE THE ICRC MEMBERSHIP RIGHT NOW IS OF COURSE, IT'S AT 12, YOU KNOW, THAT Y'ALL ATE, UH, OR SELECTED BY THE RANDOM DRAWING.

UM, AND THEN, UH, UM, FOUR ADDITIONAL FOLKS THAT YOU SELECTED THAT DID MEET THE CRITERIA.

UM, SO NOW Y'ALL, AS A BODY OF EIGHT, HAVE TO SELECT ONE ADDITIONAL ONE, THAT'LL MAKE THE MEMBERSHIP 13, AND THEN ONCE WE HAVE 13, THAT WHOLE GROUP WILL GET TOGETHER AND THEY'LL SELECT THE ONE REMAINING COMMISSIONER, AND I'LL BE AT FULL MEMBERSHIP OF 14 MEMBERS.

SO A LITTLE BIT OF A TWO STEP, TWO STEP PROCESS THERE.

UH, SO WITH THAT, Y'ALL START TALKING TO JUST TURN OVER THE BALL AND, UH, HAVE A DISCUSSION ON FIGURING OUT HOW YOU WANT TO SELECT THAT REMAINING MEMBER.

OKAY.

SO JUST TO CLARIFY, IN THE LAST SHEET OF MATTIE THAT YOU SENT OUT, THERE'S A TAB CALLED CLEAN, AND THAT HAS A LIST OF 22 NAMES.

AND, UM, OUR GOAL OR SCOPE TODAY IS TO TRY AND PICK ONE PERSON OUT OF THAT 22, WHICH WILL GIVE US THE 13.

AND THEN WE, WE WAIT FOR THE OTHER, THE REST OF IT, MUST'VE BEEN READ AGAIN AS A 13 TO PICK THE 14TH, RIGHT.

IS THAT CORRECT? SO THAT LIST OF 22 IS THE FINAL THEME LIST, AND IT'S ALL BEEN VETTED AND APPROVED AND WE CAN PICK ONE FROM INSTANCES.

YEAH.

SO THAT, UM, UH, SO THAT LIST WAS THE, UM, THE TOP SIX THAT EACH OF YOU HAD SELECTED FOR OUR PREVIOUS MEETING TO GO THROUGH AND FOR YOU GUYS TO SELECT THE SIX ADDITIONAL MEMBERS.

UM, SO I SENT THAT BACK OUT TO Y'ALL THINK OF THAT MIGHT BE HELPFUL SINCE YOU GUYS HAD EACH GONE THROUGH ALL.

UM, I GUESS IT WASN'T 60 APPLICATIONS, CAUSE IT WAS 60 MINUS EIGHT, SAW 52 APPLICATIONS AND RANKED YOUR TOP SIX, AND THEN WE COMPILE THAT INFORMATION.

SO I JUST WANTED TO MAKE SURE Y'ALL STILL HAVE THAT, BUT IT'S, UM, IT'S UP TO YOU HOW YOU WANT TO, IF YOU WANT TO USE THAT AGAIN.

UM, YOU CAN, IF YOU WANT TO DO SOMETHING ELSE YOU CAN.

UM, UH, BUT I JUST THOUGHT THAT WOULD BE HELPFUL SINCE Y'ALL HAD ALREADY GONE THROUGH AND DONE THAT WORK OF SELECTING YOUR, YOUR TOP SIX, UM, CANDIDATES.

HEY, PAUL, DO, UH, FOR THOSE 22,

[00:20:01]

UH, WERE ALREADY, UM, COMMISSIONERS THAT WE SELECTED.

THAT'S CORRECT.

THAT'S CORRECT.

AND IF IT WOULD HELP, I COULD PULL UP THAT SPREADSHEET.

OKAY.

AND THEN OF COURSE, IF I'M TAKING TOO LONG TO DO STUFF WITH EXCEL, WE CAN, UH, WE CAN LET ONE OF Y'ALL SHARE THE SCREEN AS WELL, SO, OKAY.

OKAY.

YEAH.

SO WE HAVE GOING THROUGH THE LIST HERE.

UM, UH, YOUR MEETING ON MARCH 11TH, UH, UH, CAMPBELL WAS SELECTED AS WELL AS, UM, CALLED HER ON, UM, AND WAS IT FINCH, DO YOU MIND MAYBE COLOR, DO YOU MIND COLOR CODE PUTTING THEM IN DIFFERENT COLORS? SO WE KNEW NOT TO PICK FROM THAT, OR AT LEAST WE KNOW THERE'S A DIFFERENTIATION.

IS THAT OKAY? YEAH, MATT, THIS IS JASON.

UH, JUST WANT TO POINT OUT THAT I DON'T THINK IT'S GOING TO IMPACT WHERE THEY'RE FOCUSING ON, BUT CHARMAZ ON ROAD 25 IS MORE THE INDIVIDUAL, THE OTHER INDIVIDUAL WHO WAS UNQUALIFIED THAT MADE IT TO THE FINAL 60.

SO THAT NAME SHOULD PROBABLY OKAY.

GOOD TO KNOW.

OKAY.

SO THEN THE FOREIGN GREEN, WHERE THE, THE APPLICANTS THAT YOU ALL SELECTED AT YOUR LAST MEETING IS THERE A DISTRICT, IS THERE A DISTRICT HERE THAT ISN'T REPRESENTED? I KNOW WE HAD SOME CONCERNS WHO ARE THE TWO PEOPLE THAT REMOVED PART OF MY DISTRICT THAT WASN'T REPRESENTATIVE IN INTIMIDATION YET.

AND WE HAVE A GAP THERE.

YEAH.

LET'S SEE THE TWO'S FOLKS OR PICKED WERE FROM FOUR, WERE FROM SEVEN AND NINE.

UM, BUT RIGHT NOW WE DO HAVE EVERY FOUR NIGHTS I NEED TO DOUBLE CHECK.

UM, I'D HAVE TO DOUBLE CHECK THE SHEET WITH Y'ALL'S, UM, UH, WITH Y'ALL'S NAMES AND Y'ALL'S DISTRICTS, AND WE SEE THAT WE STILL HAVE TWO OF THE STUDENTS.

RIGHT.

SO WE'RE OKAY FROM THAT, I KNOW THERE WAS SOME MINIMUM WE HAD TO HAVE AT LEAST ONE STUDENT.

I SEE.

WE STILL HAVE TWO STUDENTS ON THE COMMISSION THAT ARE COMING ON BOARD.

CORRECT.

ALL OF THE DISTRICTS THAT HAVE BEEN REPRESENTED.

SO THAT CRITERIA IS MET.

IS THERE ANOTHER ESSENTIAL CRITERIA THAT WE HAVE TO MEET THAT WE NEED TO BE AWARE OF? OKAY.

UH, NO, JUST WHAT JUST WHAT'S LAID OUT IN THE, UM, IN THE CHARTER, UM, UH, WHICH WAS, YOU KNOW, JUST THE, UM, I FORGET HOW IT WAS PHRASED, BUT JUST THE, THE, YOU KNOW, WE WANT A DIVERSITY FOR, UH, GEOGRAPHIC REPRESENTATION AS WELL AS RACE, UM, GENDER.

UM, AND MAYBE, UH, I THINK THOSE WERE THE MAIN, THOSE ARE THE MAIN ONES.

AND THEN ALSO HAVING STUDENTS, A STUDENT, AT LEAST ONE STUDENT ON THE, ON THE COMMISSION FOR ME, IT WOULD BE BENEFICIAL TO, UM, LOOK AT THE NUMBERS THAT ARE SELECTED PER DISTRICT AND BE ABLE TO LOOK AT THE DIVERSITY COMPONENTS CAN HELP GUIDE US IN THE NEXT, UH, INDIVIDUAL SELECTION.

OKAY.

YEAH.

LET ME, UM, LET ME GO GET THAT OTHER SPREADSHEET WITH Y'ALL.

[00:25:12]

OKAY.

OKAY.

AND THEN HERE'S THIS SPREADSHEET.

SO IT'S GOT, UM, CALL HER ON PONTUS.

UM KAMBO AND THEN, UM, FINCH, AND THEN I CAN START THAT.

AND THEN THE REMAINING NAMES ARE Y'ALL'S NAMES, GONZALEZ, UM, LEE SCHNEIDER, CANNON, MAYANS, MORRIS HARDEN, AND DEMPSEY.

SO I CAN SORT THIS BY, UM, BY DISTRICT, IF THAT WOULD BE, IF THAT WOULD BE HELPFUL.

YEAH.

YEAH.

I THINK THAT MIGHT BE HELPFUL BY DISTRICT AND THEN BY DIVERSITY.

YEAH, THAT WOULD BE HELPFUL.

UM, AND THEN WHAT WAS THE OTHER ONE YOU WANT TO DISTRICT AND THEN WHAT? IT'S AN ESSITY.

OKAY.

OKAY.

SO WE'VE, WE'LL GO THROUGH, UM, I GUESS DISTRICT FIRST.

SO WE GOT ONE FROM DISTRICT ONE, TWO FROM DISTRICT TWO, ONE FROM THREE, ONE FROM FOUR, ONE FROM FIVE, ONE FROM SIX, ONE FROM SEVEN, ONE FROM EIGHT, ONE FROM NINE AND THEN TWO FROM 10.

HEY MATTHEW, JUST TO BE CLEAR, IT'S A STUDENT AND THEN IT SEES A BUNCH OF THINGS.

SO IS THAT COLUMN SHE'S MISALIGNED? I JUST WANT TO MAKE SURE WE'RE COUNTING IT CORRECTLY.

YEAH, IT LOOKS LIKE, UM, IT LOOKS LIKE I NEED TO SHIFT THIS OVER HERE.

SORRY ABOUT THAT.

THAT SHOULD BE OKAY.

OKAY.

YEAH.

SO IT'S A STUDENT YES.

OR NO DISTRICT.

OKAY.

THEN LET ME DO THE SAME PROCESS FOR, UM, SORTING BY ETHNICITY.

OKAY.

SO WE'RE GOING TO TOP THIS NECESSITY ONE AMERICAN INDIAN, TWO ASIAN IT'S LIKE THREE BLACK OR AFRICAN-AMERICAN ONE COLOMBIAN AND CHINESE ONE, TWO, THREE HISPANIC OR LATINO, AND THEN TWO WHITE.

I RECOMMEND AS WE, UH, LOOK FOR THIS NEXT CANDIDATE THAT WE EXCLUDE TWO AND 10 SINCE THERE ARE ALREADY, UH, TWO REPRESENTATIVES FROM MOST DESPERATE ON THE COMMERCIAL.

I AGREE WITH THAT.

I ALSO WORKED AT OKAY.

OKAY.

UM, IS THERE, I KNOW WE'RE ALL JUST LOOKING AT THIS LIST AND FIGURING OUT WHAT WE DO.

SHOULD WE LOOK AT THE LAST SCORE WE DID OR REDO ANOTHER SCORING AND TAKE A FEW MINUTES TO DISSEMINATE OUR TOP ONE TO TWO PICKS AGAIN, AS A COMMISSION, AND THEN WE CAN SEE WHAT COMES OUT OR YEAH.

OR SHOULD EVERYBODY SUBMIT ONE PERSON AND THEN, OR I FIGURED ONE TO TWO, MAYBE.

SO THAT WAY WE MAY HAVE A OVERLAP SOMEWHERE TO MOVE ON OR PAY FOR COUNT.

ANOTHER SUGGESTION IS, UH, LAST TIME WE MET, UH, IT WAS UP BETWEEN FINCH AND, UH, BHUTTO'S PREFACE.

UM, AND I KNOW YOU HAD A PRETTY STRONG PREFERENCE TOWARDS, UH, EXPANDING THE GENDER, UM, DEMOGRAPHIC, PROBABLY.

SO I WASN'T SURE

[00:30:01]

IF WE WANTED TO CONSIDER, UH, THAT CANDIDATE.

I MEAN, I AM ALWAYS FOR THAT, BUT I ALSO DON'T WANT A SPARK.

YOU KNOW WHAT I MEAN? I, THAT WAS GOING TO BE MY PICK.

IF YOU PICKED THE GUN, I WOULD PICK THE SAME PERSONS.

CAUSE I THINK THEY CONTINUE TO BE HERE AND THEY'RE NOT HAVING BEEN DISQUALIFIED YET.

SO THAT WOULD BE MY PREFERENCE, BUT THAT'S JUST MY PREFERENCE.

THAT'S ONE WAY.

SO, OKAY.

ONE ADDITIONAL CONSIDERATION.

I'D LIKE TO SEE HOW THESE DISTRICTS FALL WITH REGARDS TO EAST, WEST OR CENTRAL, UH, OF , UH, UM, THERE IS A HISTORY OF A LACK OF REPRESENTATION OR CONCERNS OF WHAT'S REFERRED TO AS THE EASTERN CRESCENT.

SO I WOULD WANT TO MAKE SURE THAT OUR COMMISSION, WE HAVE DIVERSITY IN DISTRICTS THAT IT ALSO INCLUDES A GOOD DISTRIBUTION BETWEEN EAST, WEST, NORTH, SOUTH, AS FAR AS THE DISTRICTS.

I GUESS IF THERE'S A MAP WITH THE DISTRICTS ON IT, IF WE CAN PULL IT UP, WE CAN COUNT THE NUMBER OF DISTRICTS WE HAVE AND COMPARE THAT TO SEE WHAT THE EAS ARE.

UH, YOU, YOU WANTED TO SEE THE EAST IS BOOKED NORTHEASTERN, AND I'M ASSUMING SOUTHEASTERN EAST, RIGHT.

IS THAT THE CRESCENT IN REFERENCE TO JUST SO WE UNDERSTAND? OH, JUST TO CLARIFY THAT OFTEN, UH, IN AUSTIN ACTIVITIES, UM, THERE'S AN, UH, A DEFICIENCY IN ACCESS AND VOICE, UH, AND PROCESSES FOR PEOPLE THAT LIVE EAST OF I 35, ONE THAT'S CENTRAL EAST, NORTHEAST OR SOUTHEAST.

AND SO I THOUGHT IT WOULD BE HELPFUL FOR US TO LOOK AT WHERE THESE DISTRICTS FALL SO THAT NOT ONLY DO WE HAVE DIVERSITY IN THE DISTRICTS, BUT WE ALL AM THE PEOPLE, BUT ALSO WHERE THOSE DISTRICTS RESIDE, SO THAT ALL SEGMENTS OF THE CITY HAVE REPRESENTATION.

WAS THAT HELPFUL? I'LL PULL UP THE DISTRICT MAP FOR YOU.

LET'S SEE.

OKAY.

SO YOU CAN SEE COMING DOWN FROM THE NORTH THROUGH DISTRICT SEVEN, THEN FOR NINE KIND OF CUTS ONE A BIT THREE AND THEN TWO.

SO THIS IS YEAH, ONE TO FIVE.

OKAY.

YEAH.

ONE, THREE, TWO, ONE, THREE, TWO, AND FIVE METERS WORK.

YEAH.

FIVE IS MORE WEST, BUT IT IS ACROSS.

AND, UM, AND ALSO TO ME, WHEN I LOOK AT THIS FOR FOUR, NINE TWO, I GUESS THEN IF THEY PICK FIVE FOR ME TO PICK NINE AND FOUR, TO JUST SAY THAT THEY, YOU KNOW, THEY'RE ALL RIGHT, TICKETS, WE SHOULD, WE SHOULD SEE IS THAT.

SO IF WE PICKED SOMEONE FROM, I GUESS, MORE PROMINENTLY, ONE, THREE OR TWO, THAT WOULD BE A MORE SOLID REPRESENTATION OF THE EAST CRESCENT AS OPPOSED TO FOUR, NINE OR FIVE.

BUT I CAN'T TELL AT THIS POINT WOULD BE SECONDARY WOULD BE FOUR, NINE AND FIVE.

IS THAT FAIRLY SAY IT MAKES SENSE TO ME, DEFINITELY.

NUMBER ONE, A DISTRICT ONE.

DEFINITELY.

DEFINITELY ONE.

YEAH.

I MEAN ONE AND TWO, I WOULD SAY FOR SURE, I WILL, THIS IS LUIS GONZALEZ.

SORRY.

I WILL SAY, I BELIEVE WE HAVE TWO FOLKS FROM DISTRICT TWO ALREADY, AND I THINK WE WERE THE STEER AWAY FROM TWO AND 10.

SO WITH THIS CONSIDERATION, MAYBE DISTRICTS ONE AND THREE OF BOTH DISTRICTS ARE ONLY REPRESENTED BY ONE COMMISSIONER ON THE COMMISSION, AS OF NOW.

THAT MAKES SENSE.

SO IF YOU LOOK AT DISTRICTS, ONE, TWO, THREE IN THE MINUTES.

[00:35:03]

OKAY.

AND WE WOULDN'T HAVE FAR FROM THAT.

OKAY.

SO IF YOU WERE TO LOOK AT FOLKS IN ONE AND THREE, THAT WOULD BE TRUCK PALMA.

DID I MISS ANY THERE PALMAS THREE PALOMAS THREE.

OKAY.

PAUL WAS THREE.

USE ONE AND TRUNK CAMERA ONE.

THIS IS LISA GONZALEZ AGAIN, JUST TO PUT ONE NAME UP.

I DID HAVE SELENA YE WHO RESIDES IN DISTRICT ONE AS PART OF MY ORIGINAL SIX.

UM, I BELIEVE SHE HAD A HIGH SCORE FROM THE PANEL AS WELL.

I BELIEVE IT WAS A 25 OR 26 AND CORRECT ME IF I'M WRONG.

UM, BUT I STILL BELIEVE SELENA YE WHO WAS OF ASIAN DESCENT, RESIDING IN DISTRICT ONE WOULD BE A GOOD ADDITION TO THE COMMISSION.

YEAH.

LEWIS.

JUST SO, UH, JUST FOR YOUR BENEFIT FOR, FOR YOU.

UM, LET'S SEE, SHE GOT SHE SHE'S IN THREE OF Y'ALL'S, UH, TOP SIX.

I THINK THE THREE PEOPLE THAT WE HAVE.

WELL, I THINK IF YOU LOOK AT, UH, IT'S IN E UH, WHAT'S THE OTHER PERSON I PUT, UH, SAY THAT AGAIN.

UH IT'S UH, NOW WE HAVE THREE PEOPLE.

I'M JUST TRYING TO FIGURE OUT WHAT THE SPORES THEY GOT FROM THE GRANT MODEL IN THE FIRST SELECTION.

SO, OH, FIRST SELECTION.

I CAN, I HAVE IT IN FRONT OF ME.

YOU GOT A 25 OVERALL.

CAN YOU GUYS HEAR ME? YES.

YES.

OKAY.

AND THEN, UM, DROP CAMERA.

LET'S LOOK.

SHE HAD, UH, SHE HAD A 24 AND THEN CAN I SEE THE THIRD NAME PLEASE? PALMA PALMA.

SHE HAD, SHE HAS A 26, 26.

YES.

26.

AND I HAD CHOSEN FOR, IN MY ORIGINAL, SO WE HAVE TO DO THROUGH THE MONTA MEETING.

YEAH.

I'M IN A MEETING THOUGH.

THIS HAS NOTHING TO DO WITH YOU.

YOU'RE OKAY.

SO, UM, BASED ON WHAT WE KNOW SO FAR, DO WE WANT TO TAKE A MINUTE AND THEN SUPERMAN AND AME, OR DO WE, DO WE WANT TO, DO WE HAVE GROUPS THAT CONSENSUS ON A NAME WHEN HE GOT OUT OF HERE? I'LL DO WE, WELL, W W WE COULD JUST PUT THE NAMES OUT RIGHT NOW AND THEN DETERMINE IF WE HAVE A MAJORITY, RIGHT? YEAH.

YEAH.

SO, UH, I WOULD OFFER YE AS MY, AS MY RECOMMENDATION.

HE, THIS IS WHAT, SORRY.

I WOULD MOTION TO THAT.

THE, AS AN ADDITION TO THE COMMISSION, I WILL SECOND THAT.

OKAY.

SO THAT'S A LOUIE, SHE MADE A MOTION TO ADD THE SECOND HIT BY ARROW.

IS THAT CORRECT? OKAY.

THAT IS CORRECT, MATT.

UM, OKAY.

SO YOU ALL WANNA HAVE A DISCUSSION ON THAT? YEAH.

UM, AND, UH, UH, THIS IS LOUISVILLE, UH, JUST FOR WHAT I PREVIOUSLY SAID.

I, I BELIEVE FROM WHERE WE'RE HONING IN ON FOCUSING ON DISTRICT ONE AND OR THREE, UM, FEMALE, UM, I BELIEVE WE HAVE TWO PEOPLE OF ASIAN DESCENT ON THE COMMISSION

[00:40:01]

CURRENTLY, INCLUDING THE FOUR THAT WE CHOSE LOT TIME.

UM, I THINK, I THINK YE FALL INTO SOME, UH, THAT FALLS INTO THE CATEGORIES, UH, THAT ARE WITHIN OUR CHARTER TO SELECT OUR COMMISSION.

THANK YOU.

I RECOMMENDED YOU.

SO OBVIOUSLY I SUPPORT HER.

DID WE JUST MAKE THE MACHINES TAKE WHAT'S THE NEXT STEP IN THIS? DO WE SAY ALL IN FAVOR? YEAH, THE DISCUSSION IS OVER AND THEN WE CAN, THEN WE CAN VOTE ON IT.

SO IS, ARE Y'ALL READY FOR THAT? OKAY.

SO THE MOTION WAS, UM, TO ADD E AS A ADDITIONAL MEMBER TO THE ICRC.

UM, WE'LL JUST GO THROUGH IT ONE BY ONE, OR DO VOTE ON THAT.

SO, UM, BJ YES.

ERROL? YES.

ERIN.

YES.

JEAN JANE YOU'RE ON MUTE.

YES.

OKAY.

HOW LONG? YES.

PRABHU STERLING.

YES.

YES.

AND LOUISE, I GO, YEP.

OKAY.

SO THAT'S EIGHT ZERO ADD YE.

OKAY.

VERY GOOD.

WE'LL GET THAT DONE.

AND I WILL NOTIFY, I WILL NOTIFY HER.

UM, I'LL GO AHEAD.

LET ME SAY IT.

OKAY.

UM, I'LL NOTIFY HER AND THEN, UM, OUR NEXT MEETING WILL BE WITH THE, NOW WE'RE AT 13 MEMBERS, AND THEN, UM, THE 13 OF Y'ALL WILL HAVE TO SELECT ONE ADDITIONAL REPLACEMENT AND THAT WILL BE AT THE FULL 14 PERSON MEMBERSHIP.

UM, SO YEAH, SO APPRECIATE, UH, APPRECIATE YOU ALL HANGING IN THERE WITH US AND, AND, UH, WORKING THROUGH THIS.

UM, LET'S SEE, BEFORE WE GO, I JUST KIND OF WANT TO GO AROUND THE TABLE, GO AROUND THE SCREEN, UM, AND JUST KINDA CHECK IN WITH EACH ONE OF Y'ALL.

UM, UH, IF ANY THOUGHTS, CONCERNS, CONSIDERATIONS, OR THINGS YOU WANT US TO START THINKING ABOUT FOR, UM, FOR OUR NEXT MEETING? UM, I GUESS, YOU KNOW, THE NEXT MEETING IS ONE WE'RE ADDING THE ONE MORE PERSON.

SO THE ONE AFTER THAT WILL BE WHEN WE HAVE THE FULL 14 PERSON MEMBERSHIP.

SO WE'LL HAVE A NUMBER OF JUST A GENERAL INFORMATION PRESENTATIONS.

UM, AGAIN, WE'LL GO THROUGH THE PURPOSE OF THE ICRC.

UM, STEFAN, TEXAS OPEN MEETINGS ACT, UM, UH, COMMUNICATION ISSUES AMONGST, UH, AMONGST Y'ALL.

AND I THINK THERE WAS ONE OTHER, UM, BUT JUST KIND OF THAT, THAT BACKGROUND INFORMATION THAT EVERYBODY, ALL 14 MEMBERS WILL BE ABLE TO HEAR.

UM, AND I THINK IN ADDITION TO THAT, WE ALSO WANT TO START TALKING ABOUT, UM, HOW Y'ALL MIGHT GO ABOUT HIRING ADDITIONAL STAFF FOR, UH, FOR THE COMMISSION.

UM, UH, SO THAT WON'T BE THAT WON'T BE THE NEXT MEETING.

THAT'LL BE THE ONE AFTER THAT.

SO, UM, OKAY.

SO YEAH, LET'S JUST GO AROUND.

I'LL GO AHEAD.

PROBABLY.

WELL, I WAS JUST GOING TO ASK THE QUESTION AROUND HOW, HOW BEHIND ARE WE IN TERMS OF TIMELINES FOR WHAT WE'RE SUPPOSED TO ACCOMPLISH, BUT I FEEL LIKE WE'VE LOST SOME TIME WITH THE, THE SNOW DAYS AND SOME OF THIS, UH, PICKING THE, THE REST OF THE COMMISSION MEETINGS LIKE THAT.

I FEEL LIKE WE ARE BEHIND, BUT I CAN'T TELL HOW FAR MAYBE IT GETS HARD, BUT I'D LOVE TO UNDERSTAND THAT.

YEAH, THAT'S UM, THAT'S A GOOD QUESTION.

I THINK, I THINK WE ARE A BIT BEHIND WHEN FOR WHAT THE CHARTER LAYS OUT.

UM, UH, BUT, BUT THE OTHER THING THAT'S OUT THERE, THAT'S TOUGH IS JUST THE RESULTS FROM THE 2020 CENSUS.

SO, UM, SO WHAT WE'VE HEARD IS THOSE RESULTS WILL COME IN, UM, IN SEPTEMBER, BUT THOSE ALSO RUMBLINGS THAT WE MIGHT GET THOSE THIS MONTH PRELIMINARY RESULTS OF THAT.

UM, SO REALLY THAT'S, ONCE WE HAVE THAT INFORMATION, THEN Y'ALL CAN REALLY GET IN AND KIND OF DIVE INTO GETTING THOSE, THOSE MAPS AND, AND DISTRICTS AND, AND START WORKING ON THAT.

BUT BEFORE WE GET THE RESULTS OF THAT, THE 20, 20 CENSUS, UM, IT'S A, THERE'S A NUMBER OF KIND OF ADMINISTRATIVE LOGISTICAL TYPE THINGS WE NEED TO DO PROCESSING.

SO WE NEED TO DO, BUT THE, AS FAR AS THE CONTENT GOES, WE'RE REALLY WAITING ON THE RESULTS OF THAT 20, 20 CENSUS.

UM, BUT THE, YOU KNOW, THE TIMELINE IS A CONCERN.

IT'S, YOU KNOW, IF WE GET THOSE RESULTS IN SEPTEMBER, UM, I THINK THE CHARTER LAYS OUT THAT WE'RE SUPPOSED TO HAVE OUR WORK DONE BY NOVEMBER.

UM, I'M NOT REALLY SURE HOW WE'D BE ABLE TO DO THAT.

SO WE'RE GONNA HAVE TO WORK WITH Y'ALL TO FIGURE OUT, UM, FIGURE THAT OUT AS BEST WE CAN, UM, KIND OF BUILDING ON WHAT CAROLINE

[00:45:01]

WEBSTER WAS SAYING FROM THE CITY'S LAW DEPARTMENT IS WHEN WE, WE KIND OF LOOK THROUGH THAT AND LOOK AT THE CHARTER.

WE JUST WANT TO MAKE SURE WHAT WE'RE DOING IS KEEPING WITH THE SPIRIT OF THE CHARTER.

UM, UH, SO I THINK WE'RE GONNA HAVE TO DO THE SAME THING WITH, UH, WITH THE TIMELINE AS WELL.

UM, AND JUST KINDA REALIZE THIS HAS BEEN A, UH, A DIFFERENT YEAR WITH THE DELAY FOR THE CENSUS RESULTS, UM, WITH THE PANDEMIC, UM, UH, AND WITH THE, YOU KNOW, THE LAST TIME IN FEBRUARY AS WELL WITH THE, WITH THE WINTER, UH, EVENTS.

SO, UM, YEAH, JUST DEALING WITH A LOT THIS YEAR, BUT YEAH, GOOD QUESTION.

AND SO THE TIMELINE IS CONCERNED, UM, EXCUSE TO HAVE TO DELAY.

SO, YOU KNOW, IN CONTRACT LAW.

SO TO ME THAT'S WITHIN THE SPIRIT OF THE CHARTER.

YEAH.

I MEAN, WE HAD THE FREEZE OF THIS 500 YEARS AND THE PANDEMIC, SO YEAH, THAT'S A LOT.

UM, OKAY.

ANY OTHER QUESTIONS BEFORE WE GO AROUND THE, OKAY, LET'S GO THROUGH HERE.

UH, LET'S SEE, I GUESS THIS TIME WE'LL START OFF WITH, UH, ELISE ON THE PHONE.

LUCY, YOU HAVE ANY QUESTIONS, CONCERNS, OR STUFF YOU WANT TO START THINKING ABOUT OR JUST ANYTHING? YEAH.

THANK YOU SO MUCH, MATT.

CAUSE I HAVE TO JUMP OFF IN THE NEXT MINUTE OR SO.

SO I APPRECIATE ALL THE COMMISSIONER'S TIME.

THANK YOU TO EVERYONE AT THE CITY FOR THE WORK THAT THE EXTRA WORK THAT YOU ALL DID FOR US TO GET US TO SELECT A NEW COMMISSIONERS TO JOIN US.

I THINK HE WILL BE A GREAT ADDITION TO THE COMMISSION.

AND MY ONLY THOUGHT IS, UH, GIVEN OUR COMMUNITY GUESTS EARLIER IN THE MEETING THAT OUR NEXT MEETING BE SCHEDULED SOMETIME AFTER FIVE O'CLOCK OR ON A WEEKEND, WE REALLY NEED TO CONSIDER THAT REQUEST AND I'M HAPPY TO MEET IN THE EVENINGS OR ON THE WEEKENDS TO, UH, BE ACCOMMODATING TO DO OUR AUSTIN COMMUNITY NOW.

BUT I THINK, I THINK EVERYBODY FOR THEIR TIME.

ALL RIGHT.

THANK YOU.

THANK YOU, DR.

LANDS.

UH, A COUPLE OF THINGS THAT, UM, UH, CROSS MY MIND ONE IS, UM, IS IT THAT WE DON'T RECEIVE ANY INFLAMMATION UNTIL ALL 14 COMMISSIONERS ARE IN PLACE? AND, AND IS THAT THE TIMELINE START POINTS? IS THAT THE STARTING POINT, UH, WHAT'S ALL 14 ARE IN PLACE, WHICH THEN HAS A LOT TO DO WITH WHAT WE SAY WE'RE GOING TO THE TIMELINE FOR COMPLETING THIS.

AND THEN, UH, SECONDLY, I TOO AGREE WITH THE NEED TO MEET AT A TIME THAT IS MORE CONDUCIVE TO, UM, UH, CITIZENS COMING AND, AND PARTICIPATING, BUT I DON'T SEE A NEED TO DO THAT UNTIL WE'RE READY TO START THE DELIBERATIONS.

OKAY.

AND THEN, UH, THE, I WASN'T SURE IF I CAUGHT THE FIRST PART OF YOUR WAS WHEN I PUT, UM, UM, AS FAR AS WE'RE WAITING FOR ALL 14 TO BE SEATED, RIGHT.

INFORMATION.

UM, NO, WE CAN, WE CAN START PROVIDING THAT INFORMATION AT ANY TIME.

UM, YOU KNOW, FOR EXAMPLE, WE HAD, UH, CAROLYN WEBSTER DO THE PRESENTATION ON SOME OF THE LAW CONSIDERATIONS AND THE PURPOSE OF THE, OF THE ICRC AND INFORMATION FOR THE CHARTER Y'ALL'S FIRST MEETING.

UM, WE WERE JUST GONNA THINK IT WOULD BE MORE EFFICIENT IF WE DID THAT AGAIN, ONCE ALL 14 WHERE WE'RE HERE, INSTEAD OF DOING IT AGAIN WITH 13 AND THEN DOING IT ONE MORE TIME WITH ALL 14.

UM, DOES THAT, IS THAT WHAT YOU WERE ASKING? I JUST WANNA MAKE SURE, YEAH, THAT'S PART OF IT.

WHAT ABOUT THINGS LIKE DEMOGRAPHICS AND MAPS AND W WHEN DID WE START GETTING THAT INFORMATION? YEAH, SO I THINK ONCE WE HAVE ALL 14 SEATED, UM, WE DO HAVE A NEW CITY DEMOGRAPHER THAT WE HAVE HIRED, UM, AND WE'LL BRING HER, UH, DR.

LAILA VALENCIA.

UM, WE'LL BRING HER TO ONE OF Y'ALL'S MEETINGS TO GO OVER SOME BACKGROUND INFORMATION ON CITY DEMOGRAPHICS.

UM, AND OUR HOPE IS REALLY THAT SHE WILL DO THE PRESENTATION AND PROVIDE A LOT OF INFORMATION ONCE WE GET THE RESULTS OF THE 20, 20 CENSUS AS WELL.

UM, UH, BUT IF, IF Y'ALL WANT, WE CAN START, YOU KNOW, WE CAN KIND OF GET SOME BACKGROUND INFORMATION ON WHAT, WHAT THE, UH, WHAT THE ESTIMATES ARE, UM, FROM THE 2019.

UM, IT'S NOT ACTUALLY THE, IT'S NOT THE DECENNIAL NUMBER, SO IT'S NOT AS GOOD.

THEY'RE MORE OF ESTIMATES.

UM, BUT, UM, BUT WE CAN START PROVIDING THAT INFORMATION AS SOON AS, AS SOON AS Y'ALL WANT.

THANK YOU.

ALL RIGHT, LET'S GO.

UH, PRABHU.

UM, NO, I, I THINK, UM, I'LL ECHO, LEWIS'S SENTIMENT AROUND MAKING SURE THAT THE MEETING IS SET AT A TIME THAT'S CONVENIENT FOR, FOR THE PUBLIC AND FOR PEOPLE TO PARTICIPATE.

SO I'M WILLING TO JUST SET ASIDE TIME TO BE ABLE TO ACCOMMODATE THAT AND THANKS FOR ALL THE CITY'S WORK AND LEADING UP AND MAKING SURE THAT WE'RE, WE'RE UP TO CODE, OR WE'RE GOING TO START TEACHING.

THANK YOU.

THANKS.

NOTHING ON MY SIDE.

THANK YOU EVERYBODY.

OKAY, AARON, UM, I DO AGREE THAT WE SHOULD FOCUS ON PUBLIC INPUT

[00:50:01]

AND MAKE IT, UM, UH, YOU KNOW, EASIER FOR EVERYONE TO PARTICIPATE, BUT WHEN WE'RE STILL IN THE STAGE OF PICKING OUR COMMITTEE, I FEEL LIKE FOR EXPEDIENCY AND JUST, YOU KNOW, GETTING THE BALL ROLLING.

I'M OKAY.

WITH A MEETING THAT MAY NOT BE IDEAL, AT LEAST FOR THE NEXT ROUND.

AND OTHER THAN THAT, THANK YOU.

GLAD I'M HERE AND I'M LOOKING FORWARD TO THE NEXT TIME WE MEET.

RIGHT.

THANKS.

OKAY.

ERROL.

YES.

THANKS EVERYBODY FOR YOUR TIME AND PARTICIPATION THIS AFTERNOON.

UH, TWO ITEMS, ONE, THE STATUS OF THE CITY EMAIL ADDRESSES FOR THE COMMISSIONERS.

AND THEN THE, UM, SECOND ITEM I THINK WE SHOULD HAVE ON AN AGENDA SOON IS, UH, PURSUING WITH HASTE, UH, SECURING AN ATTORNEY.

OKAY.

ALL RIGHT.

GOOD.

OKAY, JEAN, AND DON'T FORGET.

YOU'RE ON MUTE.

AM I UN-MUTED? YEAH, YOU'RE A LITTLE BIT LOW THOUGH, IF YOU COULD SPEAK UP.

OKAY.

OKAY.

THANK YOU.

WELL, I, UM, APPRECIATE THE WIDE RANGING DISCUSSION HERE, AND I AM VERY IMPRESSED WITH THE DIVERSITY OF THIS GROUP AND WHAT I ASSUME WILL BE THE ENLARGED DIVERSITY OF THE FINAL GROUP WHENEVER WE GET THAT ALL TOGETHER.

AND DO WE HAVE ANY GUESSTIMATE OF WHEN WE MIGHT BE MEETING AGAIN SEVERAL WEEKS, PERHAPS? UH, COULD YOU SAY, I COULDN'T HEAR THAT.

COULD YOU SAY THAT LAST PART AGAIN, JEAN, PLEASE.

DO YOU HAVE ANY GUESSTIMATE OF WHEN WE MIGHT MEET AGAIN IN SEVERAL WEEKS, PERHAPS? UH, LET'S SEE, THE, OUR LISTS WE'D BE ABLE TO MEET WOULD BE, UM, UH, NEXT, NEXT THURSDAY OR FRIDAY, CAUSE THERE WAS A 72 HOUR POSTING DEADLINE FOR, UM, FOR POSTING AGENDAS.

UM, SOPHIE POSTED IT ON MONDAY 72 HOURS LATER.

YOU KNOW, WE COULD HAVE A MEETING, UM, EITHER THURSDAY AFTERNOON OR EVENING OR FRIDAY AFTERNOON OR EVENING.

UM, BUT PROBABLY LOOKING AT THE WEEK AFTER THAT.

UM, UH, SO I'LL REACH OUT TO Y'ALL PLUS THE OTHER FIVE.

SO I'M ALL 13 TO FIGURE OUT WHAT'S THE BEST TIME TO MEET.

UM, AND AGAIN, IT IS, UH, HAVING DIFFICULTY WITH SCHEDULING THE SCHEDULES WITH, UM, UH, YOU KNOW, THERE'S THREE TIME SLOTS FOR THREE ROOMS THAT CAN DO THESE, UM, THESE TYPES OF MEETINGS.

UM, BUT IT PROBABLY, YEAH, IT'D BE IN THE NEXT, UH, WE'LL SHOOT FOR THE NEXT TWO WEEKS TO GET THAT, UM, THAT NEXT MEETING SCHEDULED.

I WOULD, I WOULD VOTE FOR THURSDAY OVER FRIDAY IF WE HAVE THAT OPTION OF NEXT WEEK.

WELL, ANYWAY.

OKAY.

THAT'S GOOD TO KNOW.

OKAY.

AND THEN, UM, BJ, NOTHING FOR ME.

THANKS.

OKAY.

VERY GOOD.

OKAY.

WELL, VERY GOOD.

THAT CONCLUDES OUR, OUR MEETING TODAY.

THANKS.

Y'ALL SO MUCH FOR YOUR, UM, FOR YOUR TIME AND YOUR, YOUR WORK ON THIS.

AND, UM, I'LL BE IN CONTACT WITH Y'ALL DIRECTLY AND WITH OUR OTHER FIVE COMMISSIONERS AND GET THAT NEXT MEETING SCHEDULED AS SOON AS POSSIBLE.

OKAY.

WELL THANK YOU.

ALL RIGHT.

THANKS.

Y'ALL HAVE A GOOD WEEKEND.
