UM, WE'RE WITHIN THE TRANSPORTATION DEPARTMENT AND OF COURSE, UM, WITH THE CITY, UM, WE CAME AND MET WITH YOU ALL A COUPLE OF MONTHS BACK AND BRIEFLY DISCUSSED THE CITY ONE CHALLENGE, UM, AND MADE A, A SMALL INTRODUCTION ABOUT TAPPY GUIDE AND SOME OF THE WORK THAT WE ARE DOING WITH THEM SPECIFICALLY, A PILOT, UM, THAT'S USING THEIR APPLICATION TO IMPROVE ACCESS TO HEALTHY LIVING IN AUSTIN.

UM, THE FOCUS BEING, UM, A SERVICE FOR PEOPLE WHO HAVE DISABILITIES, UM, JUST A LITTLE MORE BACKGROUND.

THE CITY ONE CHALLENGE WAS A PARTNERSHIP WITH FORD MOBILITY THAT WE ENTERED INTO IN 2019.

UM, IT WAS ABOUT AN EIGHT MONTH PROCESS WHERE WE DID EXTENSIVE RESEARCH, COMMUNITY ENGAGEMENT, SOME EQUITY TRAININGS, UM, AND THEN A LOT OF COLLABORATION WITH COMMUNITY PARTNERS, UM, AND DIFFERENT STARTUPS AND, UH, PRIVATE SECTOR COMPANIES TO, UM, IDENTIFY A SOLUTION THAT COULD SOLVE SOME OF THE TRANSPORTATION BARRIERS IN AUSTIN.

SO THROUGH THAT PROCESS,

UM, OUR STEERING COMMITTEE IDENTIFIED TAPI GUIDE AS ONE OF THE WINNERS.

UM, AND WITH THAT, I WILL HAND IT OVER TO JOHN TO PROVIDE AN UPDATE ABOUT THE PILOT.

SO QUICK BACKGROUND ABOUT MYSELF, I'M BORN AND RAISED IN DETROIT.

I'M STILL BASED OUT OF DETROIT, SPENT ABOUT 12 YEARS IN AUTOMOTIVE, BUT I DO COME FROM A FAMILY WITH, UH, PEOPLE WHO DO HAVE DISABILITIES.

MY SISTER AND BROTHER WERE BOTH BORN BLIND AND SO WERE MY TWO COUSINS.

SO GROWING UP MY WHOLE LIFE I'VE WITNESSED THE, UH, THE QUALITY OF LIFE AND SOME DAILY CHALLENGES WHEN IT COMES TO, YOU KNOW, NAVIGATING CITIES, GETTING RIDES AND SO ON AND SO FORTH.

UH, TEVYE GUY CAME THROUGH FRUITION FROM ABOUT, UH, FIVE OR SIX YEARS AGO.

MY SISTER HAD AN UNFORTUNATE SITUATION WHERE SHE WAS TAKING AN UBER FROM THE MALL TO HER APARTMENT COMPLEX.

SHE LIVES IN A VERY LARGE APARTMENT COMPLEX.

UM, AND UNFORTUNATELY FOR MY SISTER, SHE WAS DROPPED OFF AT AN ENTIRELY DIFFERENT LOCATION AND SHE WAS LEFT STRANDED.

FORTUNATELY FOR MY SISTER, HER ROOMMATE WAS HOME.

SHE SHARED HER LOCATION, UH, WITH SERIES OR ROOMMATE, ROOMMATE CAME AND PICKED HER UP.

UH, SO RIGHT THEN AND THERE, THIS HAD TO HAPPEN A LOT MORE OFTEN THAN NOT.

SO THAT'S WHEN I WENT AHEAD AND CREATE A TAPPY GUY.

AND, UM, I, I WOULD LIKE TO, TO MENTION THAT BOTH JONATHAN AND CATHERINE HAD BEEN AMAZING USERS, THEY'VE BEEN PART OF THE ALPHA AND THE BETA TESTING, AND THEY CAN SPEAK TO SOME OF THEIR EXPERIENCES.

WELL, ESSENTIALLY WHAT WE DO IS WE'RE, WE'D LIKE TO VIRTUALLY ASSIST PEOPLE WITH DISABILITIES, PROVIDING BOTH REAL TIME, DATA AND LOCATION.

UH, FOR THOSE OF YOU WHO ARE BLIND AND HAVE USED IRA, WE ARE SOME OF THE IRA.

HOWEVER, WE DO ALSO EXPAND OUR SERVICES TO, UH, PEOPLE WHO ARE WHEELCHAIR USERS AND THOSE WHO ARE DEAF AND HARD OF HEARING AS WELL.

WE ARE THE FIRST MILE LAST MILE SOLUTION PROVIDING BOTH INDOOR AND OUTDOOR NAVIGATION AND GUIDING OUR USERS TO NEW SURROUNDINGS AND WHERE THEY'D LIKE TO GO.

UH, SO BASICALLY THE WAY THE TECHNOLOGY WORKS IS OUR USERS CALL INTO OUR CALL CENTER AND OUR AGENTS RECEIVE TWO LIVE DATA FEEDS FROM OUR USERS.

THE FIRST LIVE DATA FEED IS A, OUR CELL PHONE VIEW TO UNDERSTAND WHAT YOUR REAL TIME ENVIRONMENT IS, WHAT YOUR OBSTRUCTIONS ARE.

AND THE SECOND DATA FEED THAT OUR AGENTS RECEIVE OUR LIVE GOOGLE MAP VIEW TO SEE EXACTLY WHERE ON A MAP AND FROM THERE, OUR AGENTS WILL BE ABLE TO GUIDE OUR USERS WHERE THEY WANT TO GO.

WE ALSO TAKE IT ONE STEP FURTHER SO THAT IF USERS AT HOME AT THEY NEED IDENTIFY MALE, NEED TO IDENTIFY, UH, COLORS OF, OF CLOTHING, UH, YOU KNOW, EXPIRATION ON MILK, SO ON AND SO FORTH.

OUR, OUR AGENTS ARE THERE TO SPEAK ON OUR AGENTS.

UH, WE DO HAVE, WE'VE WORKED WITH THE TEXAS, UH, UH, UH, TEXAS VISION IMPLIED, UH, JESUS, EXCUSE ME.

SO WE MAKE SURE THAT OUR AGENTS ARE FULLY TRAINED.

SO OUR AGENTS GO THROUGH, UH, WE HAVE A THREE-HOUR TRAINING PROCESS.

THE FIRST HOUR IS BASICALLY IT'S A DISABILITY ONE-ON-ONE, UM, INTRODUCTION JUST TO DISABILITIES IN GENERAL.

UH, SECOND HOUR IS HOW TO, UH, BASICALLY HELP NAVIGATE PEOPLE WHO ARE BLIND.

AND THEN WE HAVE ANOTHER HOUR, THE THIRD HOURS FOR PEOPLE WHO ARE DEAF BLIND AS WELL, A DEAF AND DEAF BLIND.

SO AGAIN, AS I MENTIONED, INDOOR NIGHT OR IN A MITIGATION, WE'RE TRYING TO WORK WITH, WE'RE WORKING WITH CAPITAL METRO.

THE CITY HAS BEEN AN AMAZING HELP.

THEY'VE PROVIDED US WITH A LOT OF DATA THAT WE, THAT WE'VE ADDED TO OUR DATABASE.

WE CAN HELP USERS AS THEY CALL THEM.

UM, AND ALSO PEOPLE WHO ARE VISITING AUSTIN FOR THE FIRST TIME, UH, WE CAN ALSO HELP SENIOR CITIZENS.

SO WE GO ABOVE AND BEYOND JUST, YOU KNOW, THE, THE ONE, ONE DISABILITY, WE, WE, OUR TARGET IS TO HELP AS MANY PEOPLE AS POSSIBLE.

UH, CURRENTLY WE ARE IN THE BETA PHASE.

UH, WE ARE LOOKING FOR MORE TESTERS AND I'VE REACHED OUT TO JONATHAN AND TO DAVID.

UH, SO IF ANYONE IS INTERESTED IN BEING A PART OF THE BETA, UM, IT IS A PAID BETA TEST.

WE'RE LOOKING FOR ABOUT, UH, 10 HOURS PER WEEK FOR TWO WEEKS.

SO TOTAL 20 HOURS, AND YOUR TIME IS COMPENSATED FOR YOUR WORK.

UM, ALSO WHAT WE ARE LOOKING FOR TO HELP ENSURE THAT TAPI GUIDE IS A SUCCESS AND THAT HAS LONGTERM, UH, BY ACTIVITIES THAT WE WANT TO MAKE SURE WE'RE LOOKING FOR VOLUNTEERED AGENTS.

SO KIND OF SOMEONE TO HELP BE MY EYES IS THERE'S, UH, YOU KNOW, THE, THE, THE VOLUNTEER USERS WE'RE LOOKING FOR VOLUNTEERED AGENTS, AND OBVIOUSLY THOSE AGENTS WILL ALSO HAVE TO GO THROUGH OUR TRAINING.

WHEREAS THE IT'S KEEPING US ALIVE, OR EITHER CLOSE TO SPOILAGE, RUNNING DANGEROUSLY, LOW STORES WERE CLOSED.

BOTH ROADS AND SIDEWALKS WERE ICY AND PROACTIVELY STOCKING UP ON THESE CONTROLLED SUBSTANCES.

IT'S NOT LEGALLY MANDATED UNDER FEDERAL LAW.

WHEREAS LOCAL MEDIA HAS DOCUMENTED SPECIFIC BURDENS WITH WINTER STORM, ESPECIALLY IMPOSED UPON LOCAL PEOPLE WITH DISABILITY PATCHES NEEDING TO USE CAR BATTERY, TO ATTEMPT TO KEEP ESSENTIAL MEDICAL EQUIPMENT PROPERLY AND FULLY RUNNING WHERE LACK OF READILY ACCESSIBLE INFORMATION UPDATES PREVENTED DEAF PEOPLE FROM LEARNING WHAT HAD HAPPENED AND WHAT WAS OCCURRING, WHERE IT'S WINTER STORM URI ALSO CREATED NUMEROUS SPECIFIC RESOURCE BARRIERS FOR THE HOMELESS COMMUNITY.

SEVERAL OF THEM HAVE DISABILITIES WHERE SEVERAL HOMELESS INDIVIDUALS BORROW CIGARETTES FROM HYPOTHERMIA DURING WINTER STORM FURY AND THE AREA'S SHELTERS, WHICH ARE USUALLY CAPABLE OF PROVIDING ESSENTIAL SOCIAL SERVICES.

INSTEAD, ALSO LACKED SUFFICIENT WINTER INSULATION.

WHEREAS SEVERAL INDIVIDUALS IN PARTS DO YOU NEED TO THINGS? AND OUR SPINAL CORD INJURIES ALSO HAD INCREASED SUSCEPTIBILITY TO FREEZING TEMPERATURES SPECIFICALLY BECAUSE OF THE DISABILITIES, WHEREAS AN EXTENDED LACK OF FUNCTIONING ACCESSIBLE TOILETS THROUGHOUT THE CITY OF AUSTIN IMMEDIATELY FOLLOWING THE POST STORM, HOW OUR AVERAGE POST, BECAUSE OF ACCESS MOBILITY AND HYGIENE CHALLENGES FOR SEVERAL PEOPLE WITH DISABILITIES, WE ARE A PROLONGED LACK OF EASY AND IMMEDIATE LOCAL ACCESS TO CLEAN WATER RESOURCES, IMPACT BOTH THE PROPER DOSING AND MEDICATION AND EFFECTIVE HYDRATION TO SAFELY MANAGE PRODUCT DISABILITY.

WHEREAS THAT COMBINATION OF POVERTY, GENTRIFICATION, A LACK OF ACCESSIBILITY, PEOPLE WITH DISABILITIES HAVE LIMITED RESOURCES TO EFFECTIVELY WITHSTAND BOTH IMMEDIATE AND SECONDARY EFFECTS, ATLANTA STRONG THEORY, AND OTHER NATURAL DISASTERS.

NOW THEREFORE BE IT RESOLVED THAT THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES IS RECOMMENDING THAT THE CITY OF AUSTIN GO ON RECORD ACKNOWLEDGING THAT ABLEISM IS A REAL POP DOWN IT'S SERIOUS PROBLEM.

AND OUR CITY LOOKED TOO MUCH TO BE ADDRESSED BY THE CITY COUNCIL OF DUTY MANAGERS AND BE IT RESOLVED THAT THE NEAREST COMMUNITY FOR PEOPLE WITH DISABILITIES IS RECOMMENDING THAT IT GETS PLAYED THE FASTER OFFICE, BE ESTABLISHING AUSTIN WATER AND AUSTIN ENERGY TO APPROPRIATELY PRIORITIZE IT, AUSTIN, TEXAS DISABILITY COMMUNITY, AND OUR SPECIFIC NEEDS DURING LARGE-SCALE DISASTERS AND ALSO THE EVENT AFTERWARDS, AND BE IT RESOLVED WITH THE MASS COMMITTEE FOR PEOPLE WITH DISABILITIES, RECOMMEND THAT PEOPLE WITH DISABILITIES AND OUR SPECIFIC NEEDS TO BE FULLY INTEGRATED INTO ALL CITY OF AUSTIN OR GETS MANAGEMENT, RESPONSE, PLANNING, AND TRAINING, AND BE IT RESOLVED THAT THE NURSE COMMITTEE FOR PEOPLE WITH DISABILITIES RECOMMENDS THAT THE CITY OF AUSTIN, AUSTIN PIER PARK, FULLY ACKNOWLEDGED AND BREASTS AND ENABLE ISM AS A NECESSARY COMPONENT OF SUCCESSFULLY ADVANCING AN ED AND ACHIEVING EQUITY.

UH, REASON BEING IS THAT THE ADA PROGRAM OFFICE, UH, AS EVERYBODY KNOWS AS AI, UH, HUMAN RESOURCES, OUR PRIMARY FUNCTION IS TO, UM, FOCUS ON THE INTERNAL REASONABLE ACCOMMODATIONS FOR EMPLOYEES OF THE CITY OF AUSTIN, UH, WITH THE, UM, DEVELOPMENT OR THE, UM, UH, THE NEW OFFICE OFFICE OF CIVIL RIGHTS COMING IN, UM, ONLINE, UH, THEY PASS THE EXECUTIVE STAFF LIAISON DUTIES OVER TO CAROL JOHNSON, OUR CHIEF, UM, UH, CIVIL RIGHTS OFFICER, AND BECAUSE IT'S MORE OUTWARD FACING BECAUSE IT DEALS WITH THE PUBLIC AND, UH, UH, RETAINING OR, UH, UM, BASICALLY LOOKING OUT FOR THE RIGHTS OF PEOPLE WITH DISABILITIES IN THE COMMUNITY.

UM, THE EXECUTIVES AT THE CITY, UH, MADE A DETERMINATION THAT STAFF LIAISON DUTIES WOULD LIKELY BE MORE SUITABLE FOR THAT OFFICE.

AND SO OVER IN THE NEXT COUPLE OF MEETINGS, YOU'RE GOING TO BE MEETING, UM, SOME OF THE PEOPLE FROM THE OFFICE OF CIVIL RIGHTS, THEY ARE IN CHARGE OF THE DISABILITY QUALITY OF LIFE STUDY.

AND SO THEY'RE OVERSEEING THAT AND THEY WILL HAVE A REPORT ON THE PROGRESS OF THAT REPORT.

AND SO I JUST WANTED TO LET YOU ALL KNOW THAT OVER THE NEXT COUPLE OF MONTHS, WE ARE GOING TO BE TRANSITIONING STAFF LIAISON DUTIES TO THE OFFICE OF CIVIL RIGHTS.
