JUST QUICKLY TO TEE UP WHAT THE WHAT'S CALLED A CAPER. AGAIN, CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT IS AS YOU ALL KNOW, WE DO A CONSOLIDATED PLANNING PROCESS, WHICH IS A FIVE-YEAR INVESTMENT STRATEGY THAT IDENTIFIES HOW WE WILL SPEND THE FORMULA GRANTS RECEIVED BY HUD AS OUR KEY GRANTOR. AND THESE ARE COMMUNITY DEVELOPMENT, BLOCK GRANTS, HOME, INVESTMENT PARTNERSHIPS, EMERGENCY SOLUTIONS, GRANT HOUSING OPPORTUNITIES FOR PERSON WITH AIDS EACH HAVE, OF COURSE, THE ACRONYMS YOU ALL ARE LIKELY FAMILIAR WITH FROM THE CONSOLIDATED PLAN, WHICH IS A FIVE YEAR ESSENTIALLY A FIVE-YEAR STRATEGY THAT IS BROUGHT FORWARD EACH YEAR BY AN ANNUAL ACTION PLAN. AND AS YOU ALL KNOW, THAT REALLY SERVES AS THE ANNUAL GRANT APPLICATION TO HUD, WHICH BRINGS DOWN THAT INFORMATION FROM THE FIVE-YEAR STRATEGY AND PUTS IT FORWARD YEAR BY YEAR. UM, AND THEN WHAT WE DO IS WE LOOK BACK EACH TIME WE COMPLETE ONE OF THOSE YEARS AND WE BRING TO YOU THE CONSOLIDATED ANNUAL PERFORMANCE AND REPORT. SO THAT IS WHAT WE'RE DOING TODAY FOR THE PROGRAM YEAR 19 NEXT SLIDE AT A VERY HIGH LEVEL, THE HIGHEST LEVEL OF FISCAL YEAR, 19 AND 20 WITH THE FEDERAL DOLLARS. I JUST REFERENCED. UM, THE SNAPSHOT IS THAT WE WERE ABLE TO SERVE INDIVIDUALS WERE PROJECTS 1,791, AND A TOTAL NUMBER OF PEOPLE OF THAT SUBSET 1,399, WHERE IT INCOMES BELOW 30% MEDIAN FAMILY INCOME. AND I DON'T HAVE MY CHART HANDY, I SHOULD, BUT THAT IS ROUGHLY FOR A FAMILY OF FOUR AROUND 28,000 A YEAR. THE TOTAL NUMBER OF DOLLARS, THIS WAS APPLICABLE TO WAS A LITTLE UNDER 14 MILLION. NEXT SLIDE. THE POINT REALLY BEING ON THAT SLIDE IS THAT THE DEPARTMENT IS DOING, I THINK, A REALLY GOOD JOB OF SERVING THOSE MOST IN NEED AND VULNERABLE PEOPLE SERVED, OH, I'M SORRY. OKAY. THERE WE GO. PEOPLE SERVE BY, UM, INVESTMENT CATEGORY. SO YOU SEE REALLY OUR PROGRAMMATIC INVESTMENT CATEGORY THERE. AND THAT TOTAL IS 1,791 [00:25:01] AND BREAKS DOWN WHERE THE BENEFICIARIES WERE BY EACH OF THE INVESTMENT CATEGORIES. UM, WE ARE REALLY WORKING HARD TO LOOK AT HOW THIS NEEDS TO BE, UM, REALLY BROUGHT FORWARD TO THOSE MOST IN NEED. AND AS WE RECOGNIZE THAT IS OFTEN, UM, THROUGH LOOKING AT HOW GOOD OF A JOB WE'VE DONE BY INVESTING THESE FEDERAL DOLLARS BY RACE AND ETHNICITY. NEXT SLIDE. YEAH, THIS LOOKS AT, UH, THE BREAKDOWN BETWEEN NOT, UH, NON-HISPANICS AND HISPANICS. AND IF YOU LOOK AT THAT BAR CHART, UM, YOU'RE SAYING THAT, UH, THE HISPANICS REPRESENTED IN THE VIOLET COLOR AND THEN THE NOT HISPANIC REPRESENTED IN THE DARKER BLUE. SO THE POPULATION SERVED BY INCOME. THIS PARTICULAR SLIDE SHOWS THE EXTREMELY LOW INCOME BRACKET OVER THERE TO THE LEFT. AND THAT IS, UH, A, UH, A COMPONENT. I THINK, OF THE INVESTMENT THAT IS CAREFULLY, UM, GUIDED. THIS IS A FEW OF THE NEXT SLIDES ARE JUST GENERATED TO SHOW YOU WHAT THE GOAL OF THE PROGRAM YEAR 19 WAS AND THE ACTUAL, UH, SO CHILDCARE YOUTH MENTAL HEALTH SERVICES, AS WELL AS SENIOR SERVICES, AS YOU ALL KNOW, UM, ARE BROUGHT FORWARD THROUGH CONTRACTS AND THOSE CONTRACTS ARE ADMINISTERED BY AUSTIN PUBLIC HEALTH. AND THIS LAST YEAR, I WANT TO JUST TAKE A MOMENT TO SAY THAT WE ACTUALLY TRANSFERRED THE ACTUAL CONTRACT ADMINISTRATION TO AUSTIN PUBLIC HEALTH, WHERE THESE SERVICES CAN BE LEVERAGED WITH OTHER SOCIAL SERVICES CONTRACTS, NOT ONLY THROUGH THE COMPETITIVE PROCESS, BUT ALSO REALLY LOOKING AT THE COMPREHENSIVE NEED FOR SOCIAL SERVICES AND TAKING INTO ACCOUNT ALL FUNDS TO INCLUDE THE FORMULA GRANTS BY HUD, IN MEETING THE NEEDS OF THE COMMUNITY. NEXT SLIDE WE HAVE HERE, THE HOME REPAIR SERVICES THAT OUR DEPARTMENT, UM, PROVIDES THROUGH THE AUSTIN HOUSING FINANCE CORPORATION. UM, AGAIN, I WANT TO THANK MANDY DE MAYO FOR BEING HERE. UH, HER TEAM HAS BEEN CHALLENGED AS YOU CAN IMAGINE, UM, BY THE PANDEMIC. AND THIS HAS DEFINITELY IMPACTED OUR ABILITY TO, UM, PROVIDE HOME REPAIR SERVICES AS WE HAVE DONE IT IN THE PAST. AND SO WORKING WITH THE HOME REPAIR COALITION HAS BEEN INCREDIBLY HELPFUL AND REALLY NOT JUST REINVENTING THE WAY THAT WE BRING THESE SERVICES TO THE COMMUNITY, BUT LOOKING AT A DIFFERENT WAY THAT WE DEPLOY HOME REPAIR, UM, HAS BEEN INCREDIBLY HELPFUL. AND WE COULD NOT BE WHERE WE ARE TODAY WITHOUT THE HOME REPAIR, UM, COALITION'S PARTNERSHIP, BUT WITHOUT A DOUBT, AS YOU SEE THE GOAL AND YOU SEE THE ACTUAL, THIS HAS BEEN, UH, IMPACTED BY, UM, SOMETIMES THE DELAY AND SOMETIMES THE PAUSE IN SERVICE, NEXT SLIDE. SO HOUSING DEVELOPMENT ASSISTANCE, [00:30:01] UM, DOWN PAYMENT ASSISTANCE, AS WELL AS TENANTS RIGHTS ASSISTANCE. UM, THESE ARE ALL EITHER IN OWNERSHIP OR RENTAL SERVICES, AND YOU CAN SEE THE GOAL AS WELL AS THE ACTUAL AND EACH OF THOSE, UH, TENANTS RIGHTS ASSISTANCE. YOU CAN SEE THE GOAL WAS 527 WITH THE ACTUAL THREE 18. UH, WE HAVE HAD SOME, UM, UH, PRODUCTION DELAY IN THE TENANTS RIGHTS ASSISTANCE DUE TO LIKELY LEADERSHIP CHANGE AT THAT AGENCY. I WILL SAY, HOWEVER, THE, UH, LEADERSHIP CURRENTLY WITH THE AUSTIN, UH, THE TENANTS RIGHTS, AUSTIN TENANT'S COUNCIL IS THE CONTRACTOR. UM, I'M HAPPY TO SAY WE ARE MOVING FORWARD, UM, WITH, WITH EXCELLENT LEADERSHIP CURRENTLY INTACT. AND I SUSPECT WE WILL SEE IN THE NEXT PROGRAM YEAR, VERY DIFFERENT NUMBERS THERE. NEXT SLIDE. SO JUST QUICKLY, WE WANT TO GO OVER FEDERAL REPORTING PROCESS, UM, PROGRAM FUNDING TO DATE, UH, SOME OF THE COVID-19 PROGRAM FUNDING. WE WANT TO BE SURE THAT YOU ALL AWARE ARE AWARE OF, YOU KNOW, THE DOLLARS THAT ARE BEING DEPLOYED CURRENTLY. AND THOSE ANTICIPATED, EVEN THOUGH THOSE ARE OUTSIDE THE ACTION PLAN FRAMEWORK, WE FELT THAT IT WAS A RELEVANT PIECE OF THE CONVERSATION TO BRING TO YOU TODAY, A COMMUNITY NEEDS ASSESSMENT TIMELINE, AND HOW THE PUBLIC CAN WAIT. SO THE FYI 2122 ACTION PLAN IS GOING TO BE AN APPLICATION FOR THE FOLLOWING, UH, FOR ENTITLEMENT GRANTS, THE COMMUNITY DEVELOPMENT BLOCK GRANT HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, HOME INVESTMENT PARTNERSHIPS, AND THE EMERGENCY SOLUTIONS GRANT THAT HAS ANNOUNCED PROPOSED FUNDING ALLOCATIONS FOR FY 2122, UM, TO COME TO THE CITY OF AUSTIN. AND THAT IS US AROUND 7.8 MILLION FOR CDBG 2 MILLION FOR HOPWA 3.1 MILLION FOR HOME, AND ABOUT $669,870 FROM ESG. THOSE NUMBERS ARE SUBJECT TO CHANGE BASED ON, UM, ACTIONS AT THE HUD LEVEL UP UNTIL WE SIGNED THE GRANTS AGREEMENTS. UM, NEXT SLIDE. THANK YOU. AND SO HERE WE CAN SEE A BREAKDOWN OF THE NUMBERS SPECIFICALLY AND ON THE COLUMN ON THE RIGHT, YOU CAN SEE THE PERCENT CHANGE FROM OUR ALLOCATION IN FISCAL YEAR 2021. MOST OF THESE GRANTS SEEM [00:35:01] TO BE STAYING RELATIVELY THE SAME SLIGHTLY DECREASING WITH THE EXCEPTION OF HOPWA, WHICH IS RECEIVING A 12 POINT 28% INCREASE IN FUNDS. NEXT SLIDE, PLEASE. UM, SO IN A FISCAL YEAR 21, 22, WE MADE SOME BIG ASSUMPTIONS HERE, JUST TO GIVE YOU A LITTLE BIT OF A PERSPECTIVE OF HOW THE FEDERAL DOLLARS PLAY INTO THE BROADER SCHEME OR ENVIRONMENT THAT WE HAVE FROM EXPENDITURES. UM, SO WHAT YOU SEE HERE IS MADE AN ASSUMPTION THAT OUR LOCAL EXPENDITURES OR FUNDING SOURCES WOULD REMAIN LEVEL. AND THAT'S A BIG ASSUMPTION. WE WANT TO REMIND EVERYONE THAT BUDGET DEVELOPMENT HAS NOT BEGUN, BUT WE FELT THAT IT WAS RELEVANT TO SHOW THAT THE FEDERAL EXPENDITURES AND THOSE FUNDING SOURCES ARE ABOUT 18% OF OUR CURRENT FUNDING ENVIRONMENT. SO IT IS NOT A INSIGNIFICANT AMOUNT OF MONEY, BUT WE DO WANT TO HIGHLIGHT THAT THE BUDGET DEVELOPMENT CONVERSATION WILL BE IMPORTANT TO BRING TO YOU ALL AS WELL. AND IT PLAYS A SIGNIFICANT ROLE, UM, IN HOW WE DELIVER AN OVERALL BUDGET FOR AFFORDABLE HOUSING, UM, TO INCLUDE NOW THE PLANNING DEPARTMENT, NEXT SLIDE, OUR PROGRAMS AND ACTIVITIES ARE CURRENTLY THEY'RE LINED UP. UM, MOST OF YOU ARE FAMILIAR WITH THEM AND WE'LL WALK THROUGH JUST AT A VERY HIGH LEVEL, WHAT THOSE ARE SPECIFICALLY FOR THE COMMISSIONERS THAT MAY NEED A LITTLE BIT MORE CONTEXT AS TO HOW THESE FEDERAL DOLLARS ARE BEING SPENT. AND THEN THE AUSTIN RESOURCE CENTER FOR THE HOMELESS OPERATIONS AND MAINTENANCE. AND I JUST WANT TO FLAG FOR COMMISSIONERS WHO MAY NOT BE AS FAMILIAR WITH THIS FUNDING SOURCE. WHAT WE CALL E S G EMERGENCY SOLUTIONS GRANT IS ADMINISTERED OUT OF THE AUSTIN PUBLIC HEALTH NEXT WEEK. SPECIAL NEEDS ALSO ADMINISTERED OUT OF THE AWESOME PUBLIC HEALTH. OUR PARTNER, UM, WITH, UH, HEALTH DEPARTMENTS ARE, UH, CONTRACTUAL SERVICES REPRESENTING, UM, THESE, THESE REALLY EXTREMELY IMPORTANT POPULATIONS, CHILDCARE SERVICES, YOUTH, MENTAL HEALTH SERVICES, SENIOR SERVICES, AND HOUSING OPPORTUNITIES FOR PERSON WITH AIDS. WHAT WE, UM, OFTEN HEAR AS HOPWA PROGRAMS ARE ALL BEING SERVED, UM, BY AWESOME PUBLIC HEALTH. AND, UM, THE CHILDCARE YOUTH AND SENIOR ARE OFTEN YOU'LL HEAR THEM REFERRED AS PUBLIC SERVICES. THOSE THREE ARE THE ONES THAT WERE REFERENCED EARLIER AS BEING, UM, IMPORTANTLY PUT OVER INTO THE SOCIAL SERVICES ENVIRONMENT, NOT ONLY TO LEVERAGE THE LOCALLY FUNDED SOCIAL SERVICES, BUT ALSO REALLY TO LOOK COMPREHENSIVELY AT WHAT THE GAPS ARE AND RECOGNIZE OUR FEDERAL FUNDING AND TRYING TO ACHIEVE THE, UH, THE GAPS THERE IN THOSE COMMUNITY NEEDS. NEXT SLIDE RENTER'S ASSISTANCE. UM, WE HAVE THE TENANT BASED RENTAL ASSISTANCE AND THE, UM, HOUSING AND PLANNING DEPARTMENT CURRENTLY HAS CONTRACTS WITH THE HOUSING AUTHORITY AND THE HOUSING AUTHORITY ADMINISTERS THE, UH, WHAT'S CALLED TBR A AND THAT HAS BEEN A VERY SUCCESSFUL PARTNERSHIP FOR QUITE SOME TIME. AND WE CONTINUE THAT PARTNERSHIP TODAY, ARCHITECTURAL ARCHITECTURAL BARRIER REMOVAL, UH, TRY SAYING THAT THREE TIMES AND YOU WON'T DO THAT AGAIN. UM, THAT ALSO IS ONE OF THE PROGRAM AREAS OUT OF THE AUSTIN HOUSING FINANCE CORPORATION, AND THEN TENANTS RIGHTS ASSISTANCE HAS BEEN AN INCREDIBLY IMPORTANT, UH, ACTIVITY, AS YOU CAN IMAGINE, THIS ACTUALLY IS BEING ADMINISTERED BY OUR DISPLACEMENT [00:40:01] PREVENTION WORK GROUP AND SPECIFICALLY OUR DISPLACEMENT PREVENTION, UM, OFFICER ACTUALLY, WHO WAS JUST HIRED A NAMED, UM, NEVER TD JACKMAN WHO HAS BEEN REALLY INSTRUMENTAL AND WORKING THROUGH A NUMBER OF NEW CONTRACTS AND EXISTING CONTRACTS WITH OUR TENANT STABILIZATION SERVICES. SO THE TENANTS RIGHTS ASSISTANCE HAS BEEN, UM, JUST INCREDIBLY IMPORTANT AND HAS BEEN VERY VISIBLE DURING COVID-19 NEXT SLIDE AND OUR HOME OWNER ASSISTANCE. WE HAVE ABR. SO THE ARCHITECTURAL BARRIER REMOVAL FOR HOME OWNERS, EMERGENCY HOME REPAIR, HOME OWNER REHABILITATION LOAN PROGRAM, WHICH TAKES HOUSES. AND ACTUALLY THERE'S SOME OF THE PICTURES THERE. THESE ARE SOME OF THE HOMES THAT ARE JUST IN, UM, IN, IN CIRCUMSTANCES, WHICH, YOU KNOW, INDIVIDUALS REALLY NEED, UM, SAFE AND DECENT HOUSING. AND OUR TEAM WORKS WITH CONTRACTORS TO TAKE HOMES TO A REHABILITATED STATE THAT THAT ACTUALLY ARE JUST POWERFUL IMAGES. AND CERTAINLY THE QUALITY OF LIFE IS COMPLETELY TRANSFORMED, UM, WITH, WITH THESE, UH, WITH THESE CONSTRUCTION PROJECTS. AND WE WENT AHEAD AND LISTED, ALTHOUGH IT'S NOT FEDERALLY FUNDED THE GO REPAIR PROGRAM, UM, ON THIS SLIDE, WE ACTUALLY DID A PRESENTATION EARLIER TODAY TO THE GO REPAIR COALITION AND GOT A LITTLE BIT INTO THE NUMBERS OF THE GO REPAIR PROGRAM, BUT IT IS AN IMPORTANT, UM, PROGRAM AND THE OVERALL REPERTOIRE OF HOW WE ARE DELIVERING, UM, THE HOME REPAIR SERVICE, NEXT SLIDE, HOME BUYER ASSISTANCE. WE HAVE DOWN PAYMENT ASSISTANCE PROGRAM, WHICH THE DEPARTMENT HAS BEEN VERY SUCCESSFUL, UM, ADMINISTERING FOR A VERY LONG TIME. AND THIS HAS BECOME EVEN MORE IMPORTANT AS WE'VE SEEN OUR, UM, LONG TERM AFFORDABILITY PROGRAM EXPAND UNDER THE INCENTIVE PROGRAMS. AND, UH, IT'S BEEN REALLY AN EXCELLENT, UM, UH, OUTCOME FROM THE TEAM. WE, WE USED TO REALLY HAVE TO BRAID A LOT OF MULTIPLE FUNDING SOURCES TO ACHIEVE SOME OF THE APPLICATIONS AND BE ABLE TO FUND THE APPLICATIONS. UM, BUT RECOGNIZING THE VOTERS DID PASS THE $250 MILLION BONDS. A LOT OF THESE PROGRAMS ARE INFUSED WITH THOSE LOCAL FUNDS AND HAVE BEEN ABLE TO, UM, REALLY, UH, DO INCREDIBLE THINGS WITH THE LOCAL DOLLARS, THE DEVELOPER INCENTIVE-BASED PROGRAMS, AGAIN, OFTEN REALLY JUST LOOKING AT THE LOCALLY FUNDED PROGRAMS, BUT DIDN'T WANT TO NOT REFERENCE THE HOUSING DEVELOPER ASSISTANCE PROGRAM IN THIS PRESENTATION, BECAUSE IT IS OFTEN, UH, THE PRESENTATIONS THAT, THAT GET THE HIGHER PROFILE AND A LOT OF THE, THE, THE PUBLIC, UH, INQUIRIES AND, AND CERTAINLY THE RECOGNITION AT COUNCIL THROUGH DIFFERENT, UM, RECOMMENDATIONS FOR COUNCIL ACTIVITY. AND WE LIFTED UP A PROGRAM IF DOUG CAN'T EVEN BELIEVE IT'S ALMOST BEEN A YEAR WITH REALLY WHAT WE THOUGHT WAS A PILOT PROGRAM FOR THE RELIEF OF EMERGENCY NEEDS OF TENANTS. WE CALLED IT BRENT. UH, NOW WE'RE ON RENT 3.0, THESE ACTUALLY PROVIDE YOU THE, THE NUMBERS FROM THE, THE SECONDARY ITERATION OF THE PROGRAM THAT LASTED FROM ABOUT MARCH TO DECEMBER OF 2020. AND, UH, WE WERE ABLE TO SERVE A LITTLE UNDER 5,000 HOUSEHOLDS WITH ABOUT 15 AND A HALF MILLION [00:50:01] DOLLARS. AND THE MEDIAN AMOUNT OF RENTAL ASSISTANCE IS A LITTLE OVER A THOUSAND. NEXT SLIDE. I DO WANT TO SAY THAT, UM, THROUGH LEADERSHIP OF THE HOUSING AUTHORITY, AS WELL AS OUR TEAM AND A LOT OF FEEDBACK, WE DID SOMETHING THAT WE HAD NOT DONE IN ANY PROGRAM. AND WE DID IT QUICKLY, WHICH WAS TO PARTNER WITH OUR NONPROFITS THAT ACTUALLY SPECIALIZED AND SPECIFIC POPULATIONS AND COULD REACH THOSE POPULATIONS QUICKLY, DIRECTLY AND THROUGH MECHANISMS THAT, YOU KNOW, BECAUSE THEY ACTUALLY SERVE THE POPULATION ON A REGULAR BASIS DUE TO THEIR MISSION. WE KNEW THAT THEY WOULD BE VERY SUCCESSFUL IN GETTING VERY DIRECT AND EFFICIENT AND EFFECTIVE INFORMATION, UM, TO INDIVIDUALS QUICKLY BECAUSE OF THAT, WE WERE ABLE TO REALIZE SOME REALLY EFFECTIVE OUTCOMES IN RENT, AND WE ARE TAKING THAT INFORMATION FORWARD AND TO RENT 3.0, WHICH AS YOU ALL KNOW IS THE $29 MILLION THAT WE ARE ADMINISTERING FROM THE US DEPARTMENT OF TREASURY. BUT THESE RESULTS RIGHT HERE ARE A TESTAMENT REALLY TO NONPROFIT PARTNERS WHO REALLY WORKED HARD WITH US, UM, A LITTLE OVER 3000, OUR HOUSEHOLDS HEADED BY FEMALE AND A LITTLE UNDER 2000 OR HOUSEHOLDS HEADED BY MALE. AND YOU SEE THE BREAKDOWN THERE IN RACE AND ETHNICITY, WHICH IS SOMETHING THAT, YOU KNOW, THE TEAM REALLY WORKED HARD AT. I GOT TO GIVE A LOT OF ACCOLADES TO OUR DISPLACEMENT PREVENTION GROUP, WORKING CLOSELY WITH HAKA. UM, AT 20 THESE NUMBERS, OF COURSE THEY COULD HAVE BEEN MORE, BUT THESE WERE, UM, YOU KNOW, CERTAINLY VOLUNTARILY OFFERED BY APPLICANTS, UM, WHERE WE COULD ASK FOR DATA AND BE ABLE TO REPORT THE DATA WE RECOGNIZE ALSO THAT FAMILIES WITH CHILDREN HAS BEEN, YOU KNOW, SOMETHING THAT THE TEAM HAS REALLY, UM, BEEN VERY WATCHFUL OF AND, UH, REALLY DID SOME IMPROVEMENT AND HOW WE ARE GOING TO BE DOING OUR OUTREACH, EXECUTING OUR OUTREACH TO, TO INCREASE, UH, THE ABILITY TO SERVE FAMILIES WITH CHILDREN AND OUR RENT 3.0, OKAY, NEXT SLIDE. AND YOU CAN CONTINUE THROUGH, AS YOU ALL KNOW, THIS PAST DECEMBER, UM, CONGRESSIONAL, YOU KNOW, PANDEMIC RELIEF CAME FORWARD AND WE WERE ALLOCATED ADDITIONAL FUNDS. AND, UH, THOSE DOLLARS ACTUALLY CAME FORWARD TO, UH, THE CITY FROM THE U S TREASURY, WHICH ALLOWED US TO LIFT UP THAT RENT 3.0 PROGRAM FOR MORE EMERGENCY RENTAL ASSISTANCE. SO WE WERE ACTUALLY ABLE TO LAUNCH THAT PROGRAM LAST MONTH, AND WE ARE ON THE SAME TRAJECTORY IN TERMS OF TIMELINE, TO SPEND DOUBLE THE AMOUNT OF MONEY WITH A PARTNERSHIP WITH HAKA. UM, I WILL HAVE TO SAY THESE FEDERAL DOLLARS COMING DOWN FROM, UM, YOU KNOW, CONGRESSIONAL ACTION ARE REQUIRING AN INCREDIBLE LIFT BY, UH, LOCAL JURISDICTIONS, OFTENTIMES WITH NOT NEW STAFF, THE SAME STAFF HAVING TO PIVOT. AND, UM, MORE IMPORTANTLY, NOT NECESSARILY THROUGH CONVENTIONAL PROCUREMENT. I THINK IF GOVERNMENT HAD TO MOVE THROUGH THE PROCUREMENT REQUIREMENTS AND DIDN'T HAVE THE INCREDIBLE ESTABLISHED PARTNERSHIPS OF OUR NONPROFITS AND OTHER GOVERNMENTAL ENTITIES, WE WOULD BE FACED WITH, YOU KNOW, REAL SEVERE QUESTIONS AS TO WHETHER WE COULD GET THESE DOLLARS OUT IN TIME AND, UH, EXPEDITED REALLY FOR THE NEED OF THE COMMUNITY. SO I CAN'T STRESS ENOUGH THAT THE PARTNERSHIP WITH HAKA HAS JUST BEEN, UM, JUST AN INCREDIBLE ABILITY TO, TO GET THE DOLLARS IN THE HANDS OF THOSE WHO NEED IT. WE RECOGNIZE ALSO THAT HOMELESS ASSISTANCE WE'LL ALSO SEE AN INFUSION OF FUNDS, $11 MILLION FROM THE HOME FORMULA GRANT IS FORTHCOMING, AND WE WILL BE WORKING VERY CLOSELY WITH OUR HOMELESSNESS STRATEGY OFFICE. AND NOW OFFICER ON STRATEGICALLY DEPLOYING THOSE DOLLARS PER COUNCIL'S, UM, POLICY DIRECTION THAT OBVIOUSLY YOU'RE, YOU'RE HEARING THEM DISCUSS THAT ROUTINELY EMERGENCY SECTION EIGHT VOUCHERS WAS JUST AN INCREDIBLE ANNOUNCEMENT. AND, UH, THE HOUSING AUTHORITY AND OTHER HOUSING AUTHORITIES ACTUALLY ARE THE ADMINISTRATORS OF VOUCHERS, BUT THIS IS GOING TO HELP US, OBVIOUSLY, AS WE, UM, PUT THOSE UNITS ON THE GROUND THROUGH, UH, OUR [00:55:01] RHD PROGRAM, IT, THIS IS GOING TO JUST BE, YOU KNOW, A GAME CHANGER IN TERMS OF BEING ABLE TO SERVE THOSE MOST IN NEED. SO THESE ARE ALL LONG-TERM VOUCHERS THAT WE WERE TALKING ABOUT TRADITIONAL OTHER VOUCHER, OR, UM, PROJECT-BASED SECTION EIGHT AND HOPPER IS ANTICIPATING, UM, IN THE NEAR FUTURE DOING ANOTHER SOLICITATION. OUR RENTAL HOUSING DEVELOPMENT ASSISTANCE FUNDING TYPICALLY GOES TO, UM, EXTREMELY LOW-INCOME PEOPLE. UM, SO THESE MAY NOT BE FOLKS WHO ARE NECESSARILY, UM, ON AN IMMEDIATE PATH TO HOME OWNERSHIP. WE SERVE WITH OUR RHODA FUNDS HOUSEHOLDS AT OVERLOAD, 50% MEDIAN FAMILY INCOME, AND REALLY TRY TO TARGET THOSE EXTREMELY LOW HOUSE INCOME HOUSEHOLDS AT 30% MEDIAN FAMILY INCOME. WHEREAS OUR HOME OWNERSHIP PROGRAMS SERVE FLEX BETWEEN 60 AND 80% MEDIAN FAMILY INCOME. UM, IDEALLY WE'D BE LOOKING AT HOUSING AS A CONTINUUM. UM, SO WE WOULD STABILIZE TENANTS. WE WOULD, UM, AND POWER THEM ECONOMICALLY. UH, SO DO KEEP THAT IN MIND THAT OFFICERS FOR THIS COMMISSION WILL BE UP FOR A VOTE, UH, HERE, IMMINENTLY, UH, ANY OTHER, I KNOW THAT, UH, COMMISSIONER JOE DELGADO REFERENCED A COUPLE OF ITEMS YOU'D LIKE TO SEE ON FUTURE AGENDAS. I DEFINITELY, YEAH. I DEFINITELY WANNA SAY, UH, ON ONE OF THE PRESENTERS, UH, THAT I THINK, UH, EARLIER, UM, I HAD ASKED THAT IF THEY WERE GOING TO COME BACK, BUT ONE OF THE THINGS I DID WANT TO ASK, UM, DO WE HAVE ANYTHING THAT'S SCHEDULED OR, UM, ANY TYPE OF RETREAT? SO I JUST WANTED TO KNOW WE HAVE THAT ON THE CALENDAR FOR SOMETHING COMING UP THIS, UH, IN THE NEXT COUPLE OF MONTHS. SO THOSE ARE REALLY THE ONLY THING REALLY THAT I CAN THINK OF RIGHT AT THE TOP OF MY HEAD. GREAT, GREAT NOTED.
