SO AS MANY OF YOU PROBABLY KNOW, THE 2016 MOBILITY BOND WAS A $720 MILLION PROGRAM WITH THREE PRIMARY BUCKETS OF FUNDING.

AND THE FIRST WAS THE $137 MILLION FOR LOCAL MOBILITY, 101 MILLION FOR REGIONAL MOBILITY.

AND THEN THE $482 MILLION FOR CORRIDOR MOBILITY.

AND THAT FUNDING IS GOING TO NINE CORRIDORS.

AND THESE ARE BASED ON THE, UM, THE CORRIDOR MOBILITY PLANS THAT THE AUSTIN TRANSPORTATION DEPARTMENT, UH, PREPARED.

LOOKED AT MAJOR ROADWAYS AND HOW TO IMPROVE THEM FOR MULTIMODAL SAFETY AND MOBILITY.

UM, NEXT SLIDE.

ALONG WITH THE BOND ELECTION ORDINANCE COUNCIL ALSO PASSED A CONTRACT WITH VOTERS RESOLUTION AND THIS PROVIDED SEVERAL STIPULATIONS FOR HOW THE CORRIDOR PROGRAM WAS TO BE DEVELOPED AND IMPLEMENTED.

UM, IT DIRECTED THE CORRIDOR PROGRAM TO ADDRESS BOTH THE MOBILITY PRIORITIES THAT YOU'RE SEEING ON THE TOP HALF OF THAT GRAPHIC, AS WELL AS THE COMMUNITY CONSIDERATIONS THAT ARE SHOWN ON THE BOTTOM HALF OF THE GRAPHIC.

SO REALLY IN ADDITION TO THE STANDARD REDUCTION IN CONGESTION LEVEL OF SERVICE MEASURES THAT YOU SEE UP TOP THE CONTRACT WITH VOTERS DIRECTED US TO LOOK AT WAYS OF PRESERVING LOCAL BUSINESS AND AFFORDABLE HOUSING, UM, EQUITABLE, COMPLETE COMMUNITIES, EVERYTHING YOU'VE SEEN THERE IN THE BOTTOM, IT ALSO STIPULATED AN EIGHT YEAR TIMEFRAME FOR COMPLETION OF THE PROGRAM.

UM, NEXT SLIDE, HI, GETTING INTO IT.

UM, THE FIRST SEVERAL YEARS OF THE PROGRAM STAFF TOOK THE CORRIDOR MOBILITY PLANS AND TRANSLATED THEM INTO, UM, PROPOSED INVESTMENT PACKAGES FOR THE IMPLEMENTATION OF THE CORRIDOR CONSTRUCTION PROGRAM.

AND THAT WAS APPROVED BY COUNCIL IN APRIL OF 2018.

OVERALL, THAT PROGRAM INCLUDED $1.4 MILLION IN, UM, BILLION DOLLARS RATHER, UM, IN PROPOSED IMPROVEMENTS TO THE CORRIDORS AND ALL OF THAT IS REPRESENTED HERE ON OUR SCREEN.

SO THAT, THAT FIRST BULLET FOR FUNDED FOR FULL DESIGN AND CONSTRUCTION WITH THE 2016 MOBILITY BOND DOLLARS, WE HAVE THE CORRIDOR WIDE MULTIMODAL IMPROVEMENTS ON ALL OF THE CORRIDORS.

UM, THAT FUNDING IS FOR IMPROVED CONNECTIVITY, INTERSECTION IMPROVEMENTS, SAFE, CROSSINGS, IMPROVED BY COMPARED FACILITIES.

AND THEN SECOND, WE HAVE THE ENHANCED MULTIMODAL IMPROVEMENTS AND THOSE ARE ON SEVERAL, UM, HIGH PRIORITIES SEGMENTS.

THESE ARE WHAT WE TYPICALLY THINK OF AS COMPLETE STREETS IMPROVEMENTS, WHICH IS THE FULL CONFIGURATION OF THE CROSS SECTION OF THE ADOPTED CORRIDOR PLAN.

SO THESE ARE SEPARATED BIKE AND PED FACILITIES BEHIND THE CURB, UM, STREET TREES AND LANDSCAPING AS WELL.

UM, SO THOSE ARE THE SEGMENTS FUNDED FOR FULL DESIGN AND CONSTRUCTION THAT NEXT BULLET WE, AS A PART OF OUR PROGRAM ALSO, I MEAN, SHE HATED DESIGN ON SEVERAL OTHER CORRIDORS THAT ARE NOT FINE FOR CONSTRUCTION.

AND THEN THAT LAST BULLET, UM, WE'RE SEEKING ADDITIONAL FUNDING AND PARTNERSHIPS.

WE NOW HAVE, UM, A FUNDED PROGRAM OF $530 MILLION.

SO WE'VE LEVERAGED MORE THAN $50 MILLION IN ADDITIONAL CORRIDOR IMPROVEMENTS.

AND WE CONTINUE TO SEEK PARTNERSHIPS AND FUNDING TO, TO TAKE THAT EVEN FURTHER.

UM, AFTER THE BOND PASSED IN 2016 GROOVED BY COUNCIL AND THAT APRIL, 2018 DATE, UM, AND WE QUICKLY MOVED TO THE DEVELOPMENT AND DESIGN PHASE AND WE'RE WELL ON OUR WAY ON THAT FRONT, UM, THIS YEAR WE ARE LOOKING TO MOVE SEVERAL PROJECTS TO BID AND CONSTRUCTION PHASE, AND, UM, WE'VE ALREADY COMPLETED SEVERAL PRIORITY PROJECTS ON THE CORRIDORS.

AND FINALLY, I'LL HIGHLIGHT SLAUGHTER LANE WHERE CONSTRUCTION OF SHARED USE PACKS WILL BEGIN THIS SUMMER AND THAT'S GOING TO HELP CLOSE SOME OF THE SIDEWALK GAPS THAT STILL EXIST ON THAT CORRIDOR.

IT REPRESENTS ABOUT 20 PROJECTS HERE ON THIS SCREEN, AND THEY'RE PRIMARILY INTERSECTION IMPROVEMENTS, SIGNAL UPGRADES, AND THE CONSTRUCTION OF PEDESTRIAN HYBRID BEACONS.

SO THE FIRST WAS THEY WANT TO HAVE REALLY EFFECTIVE AND CONSISTENT COMMUNICATION COMING FROM US.

UM, THE SECOND WAS GOOD SIGNAGE AND THE THIRD IS A DIRECT POINT OF CONTACT TO ADDRESS CONCERNS AND TO ANSWER ANY QUESTIONS THAT THEY HAVE.

SO WE ARE COMMITTED TO PROVIDING THAT HONEST AND THOUGHTFUL COMMUNICATION AND HAVING CONVERSATIONS THAT ALLOW US TO MEET THE BUSINESS AND COMMUNITY NEEDS.

UM, AND WE'LL GO TO THE NEXT SLIDE.

AND WE ALSO HAVE ANOTHER IMPORTANT EFFORT UNDERWAY, WHICH IS A PROGRAM CALLED CORRIDORS FOR COMPLETE COMMUNITIES.

AND THIS STEMS FROM THE CONTRACT WITH THE VOTERS, WHICH I SPOKE TO AT THE BEGINNING OF THE PRESENTATION, IT STIPULATED THAT OUR PROGRAM NEEDED TO MEET NOT JUST THOSE MOBILITY, UM, PRIORITIES ON THE TOP OF THE GRAPHIC, BUT ALSO COMMUNITY CONSIDERATIONS.

AND SO OUR COMPLETE COMMUNITIES TEAM IS STRATEGICALLY LEVERAGING ALL OF THE TRANSPORTATION IMPROVEMENTS THAT WE ARE INVESTING IN TO ACHIEVE COMPREHENSIVE COMMUNITY OUTCOMES.

AND WE DO THIS BY PARTNERING WITH OTHER CITY DEPARTMENTS, NONPROFIT ORGANIZATIONS, AND AGENCIES, SO THAT WE CAN EXTEND THE SCOPE OF THE CORRIDOR IMPROVEMENT PROJECTS.

AND ALL OF THAT IS DONE WITH THE FOCUS ON AMPLIFYING THE COMMUNITY CULTURE AND THE MOBILITY EXPERIENCE.

SO BACK IN APRIL, 2018, WHEN WE WENT TO COUNCIL, WE IDENTIFIED THESE OUTCOMES AS WHAT THE PROGRAM COULD ACHIEVE, IF ALL OF THE RECOMMENDED APPROVED IMPROVEMENTS WERE IMPLEMENTED.

SO THESE ARE OUR NORTH STAR, THE OUTCOMES THAT WE'RE WORKING TO ACHIEVE AS A PROGRAM.

UM, NEXT SLIDE.

AND I JUST WANT TO QUICKLY ACKNOWLEDGE ALL OF THE IMPORTANT PARTNERSHIPS IN PLACE THAT ARE MAKING THIS PROGRAM'S SUCCESS, A REALITY, UM, CAMPO TXDOT, CAP, METRO, AND ALL OF OUR CITY DEPARTMENT PARTNERS MAKE THIS PROGRAM POSSIBLE.

SO, UM, AGAIN, MY NAME IS ANNA MARTIN AND, UM, I WANTED TO JUMP IN THIS PRESENTATION TONIGHT TO GIVE AN UPDATE ON THE OVERLAPS THAT HAVE, UM, BECOME APPARENT BETWEEN THE PLAN CORRIDOR CONSTRUCTION PROGRAM AND PROJECT CONNECT.

UM, SO YOU MAY RECALL BACK WHEN THE 2016 MOBILITY BOND PASSED, THAT WAS DEFINITELY THE BIGGEST GAME IN TOWN AND THE LARGEST INVESTMENT WE HAD EVER MADE IN TRANSPORTATION AS A CITY.

UM, AND THEN AGAIN, BACK IN 16, 2016, THE PROJECT CONNECT TEAM WAS REFOCUSING.

THEY WERE STILL WORKING ON THEIR OVERALL SYSTEM PLAN AND THEY WERE SEVERAL STEPS, UM, AND GEARS AWAY FROM WHERE WE ARE NOW, UM, WITH A FUNDED PROGRAM.

SO GOING BACK TO THE BASICS OF OUR QUARTER PLANS, ONE OF THE GOALS OF EACH OF THE PLANS THAT WERE DEVELOPED BY ATD WAS FOR THE QUARTERS TO BE TRANSIT SUPPORTIVE.

AND WHAT THAT MEANS IS THAT, UM, FOR EACH CORRIDOR, WE ARE WORKING WITH CAP METRO TO OPTIMIZE BUS STOP LOCATIONS.

WE ARE PROVIDING SAFE AND PROTECTED CROSSINGS FOR PEDESTRIANS, UM, FOR ALL THE BUS STOP PAIRS, UH, WE'RE IMPROVING NETWORK CONNECTIVITY TO AND FROM EACH OF THE CORRIDORS TO ALLOW EASIER ACCESS TO TRANSIT.

AND IN SOME QUARTERS WE'RE INSTALLING OR CONSTRUCTING TRANSIT PRIORITY ELEMENTS SUCH AS Q JUMPS TO HELP IMPROVE TRANSIT TRAVEL TIME.

UM, SO GO, EVEN GOING BACK TO PRE 2016, UM, THIS WAS THE GOAL FOR EACH OF THESE MAJOR CORRIDORS IN AUSTIN.

SO WITH PASSAGE OF PROP A, UM, BACK IN NOVEMBER, WE'VE BEEN TAKING A CLOSER LOOK AT THE OVERLAPS WE HAVE, UH, BETWEEN WHAT'S FUNDED WITH THE INITIAL INVESTMENT OF PROJECT CONNECT AND WHAT WE HAD PLANNED WITH THE QUARTER CONSTRUCTION PROGRAM.

THERE ARE TWO MAJOR SEGMENTS THAT STAND OUT.

UM, OUR EAST RIVERSIDE DRIVE PROJECT, UM, IS COMPLETELY OVERLAPPED WITH THE BLUE LINE.

AND THEN, UM, THE SECTION OF THE SHORT SECTION OF GUADALUPE STREET, THE DRAG, UM, THAT WE HAD, UH, CONSTRUCTION PLANS FOR, UM, OF COURSE OVERLAPS WITH THE ORANGE LINE.

SO THOSE WERE OUR FOCUSES.

UM, AND WE SPENT A LOT OF TIME IN DISCUSSION AND REVIEW WITH THE PROJECT CONNECT TEAM OVER THE LAST SEVERAL MONTHS.

UM, AND WE'VE DETERMINED THAT WE'RE GOING TO TAKE A SCALED BACK APPROACH TO OUR WORK ON BOTH OF THOSE CORRIDORS, JUST ACKNOWLEDGING THE LARGE INVESTMENT THAT'S GOING TO COME IN RIGHT BEHIND US.

SO OUR WORK ON GUADALUPE STREET WAS PRIMARILY SIDEWALK REHABILITATION AND OTHER SAFETY AND MOBILITY IMPROVEMENTS IN WEST CAMPUS.

SO OFF OF THE DRAG PROPER, UM, IN REVIEWING ALL OF THOSE PLANS WITH OUR TEAM AND THE PROJECT CONNECT TEAM, THE MAJORITY OF THOSE IMPROVEMENTS ARE GOING TO MOVE FORWARD AS PLANNED.

UM, AND THEY'LL BE BENEFICIAL BOTH IN THE INTERIM AND THE LONGTERM FOR EAST RIVERSIDE DRIVE THOUGH.

UM, WE'VE HAD TO TAKE A DIFFERENT APPROACH.

WE HAD, THAT WAS ONE OF OUR ENHANCE MULTIMODAL CORRIDOR IMPROVEMENT PROJECTS, WHICH WOULD HAVE MEANT, UM, COMPLETE STREET RE COMPLETE STREET RECONSTRUCTION THROUGH A GOOD PORTION OF THE CORRIDOR.

UM, SO WE'VE DECIDED TO TAKE A SCALED BACK VERSION OF THIS PROJECT FORWARD.

UM, AND THAT MEANS WE'RE GOING TO COMPLETE IMPROVEMENTS AT SEVERAL OF THE HIGH CRASH INTERSECTIONS ALONG EAST RIVERSIDE DRIVE.

WE'RE GOING TO INSTALL, UM, A COUPLE OF NEW SIGNALIZED INTERSECTIONS WHERE WE NEED TO PROVIDE CROSSINGS.

UM, WE'RE GOING TO COMPLETE THEM MISSING SIDEWALK GAPS AND REPAIR, NOT ADA COMPLIANT, SIDEWALKS.

UM, THIS IS REALLY CRITICAL WORK THAT THE COMMUNITY HAS BEEN WAITING ON, UM, AND WILL RECEIVE A LOT OF LIFE IN USE, UM, FROM NOW WHEN THEY'RE INSTALLED UNTIL THE BLUE LINE TEAM, UM, COMES THROUGH WITH THEIR CONSTRUCTION PROJECT IN MANY YEARS.

UM, THEN FROM THERE, WE'RE GOING TO BE PARTNERING WITH CAPITAL METRO TO MAKE SURE THAT THE BULK OF THE IMPROVEMENTS THAT WE HAD PLANNED FOR EAST RIVERSIDE DRIVE ARE INCORPORATED INTO THE BLUE LINE PROJECT.

AND SO THIS IS REALLY A WIN-WIN FOR US, UM, BECAUSE AT THE END OF THE DAY OR THE END OF THE DECADE, UM, WE'LL HAVE A COMPLETED AND IMPROVED CORRIDOR.

UM, AND IT'LL ALLOW US TO USE SOME OF OUR 2016 MOBILITY BOND FUNDS TO PUT TOWARDS OTHER QUARTERS, UM, OF WHICH WE STILL HAVE A LOT OF NEED.

UM, SO NEXT SLIDE, PLEASE.

SO DECIDING WHERE WE WERE GOING TO ALLOCATE THE FUNDS FROM EAST RIVERSIDE, OUR TEAM LOOKED BACK TO THE CONTRACT, THE VOTERS, UM, THAT KATHLEEN TALKED ABOUT PREVIOUSLY AS, AND THE PRIORITIZATION FRAMEWORK, UM, THAT WAS ESTABLISHED AT THE BEGINNING OF THE PROGRAM.

UM, YEAH, KATHLEEN WALKED THROUGH IT REALLY WELL, BUT WE HAD AN EXTENSIVE PRIVATIZATION PROCESS THAT TOOK THAT, UM, CONSIDERED MOBILITY METRICS, COMMUNITY CONSIDERATIONS,

SO WHEN WE LOOKED BACK AT THE LIST, THE PRIORITIZATION LIST, WE'LL BE ABLE TO USE THAT FUNDING THAT WE WERE GOING TO USE FOR EAST RIVERSIDE DRIVE AND PUT IT TO THE NEXT TWO HIGHEST RANKING PROJECTS.

SO, UM, NEXT SLIDE, PLEASE.

SO OUR, UH, THE FUNDING THAT WE'LL BE SAVING AND, UM, FOR EAST RIVERSIDE DRIVE, UM, WE'LL BE GOING TO ENHANCE A SECTION OF NORTH AMAR BETWEEN ONE OF THE THREE AND RAINBIRD AND A SECTION OF LOWER AIRPORT BOULEVARD, UM, FROM ONE 83 TO MLK, UM, THE NORTH LAMAR PROJECT WILL ACTUALLY PROVIDE A GREAT TIME WITH THE ORANGE LINE, UM, AS YOU'RE PROBABLY AWARE THE INITIAL INVESTMENT FOR THE ORANGE LINE, UM, HAS A TERMINUS AT THE NORTH LAMAR TRANSIT CENTER, WHICH IS JUST NORTH OF ONE 83.

SO THEN OUR QUARTER PROJECT WILL COME IN AND APPROVE THE SECTION OF NORTH LAMAR FROM ONE 83 TO RUNDBERG.

AND SO THAT'S REALLY GONNA, UM, PROVIDE A SAFE AND EFFICIENT WAY FOR FOLKS TO GET TO THE TERMINATORS OF THE ORANGE LINES TO TAKE ADVANTAGE OF THAT GREAT INVESTMENT AS WELL.

UM, AND I BELIEVE WE JUST HAD ONE MORE SLIDE, ACTUALLY.

SO THAT IS, THAT IS THE REALITY WE'RE GOING TO BE FACING.

UM, SO GOOD NEWS AND BAD NEWS.

AND THE GOOD NEWS IS, IS THAT THESE ARE SPREAD WELL AROUND TOWN FROM ALL THE WAY FROM NORTH AUSTIN TO SOUTH AUSTIN.

SO I THINK THAT THE, THE EXPERIENCE THAT ANY ONE TRAVELER ON A DAILY BASIS, THEY MOST LIKELY WON'T BE RUNNING INTO MULTIPLE, UM, PROJECTS.

UM, ANOTHER BIT OF GOOD NEWS AS A LOT OF OUR WORK WILL BE HAPPENING BEHIND THE CURB.

SO THAT MEANS CHARITIES, PADS, SIDEWALKS, LANDSCAPING.

SO THOSE DON'T HAVE AS EXTENSIVE, UM, I GUESS LANE CLOSURES AND, UM, TRAFFIC CONTROL SETUPS THAT YOU MIGHT SEE WITH SOME MAJOR RECONSTRUCTION PROJECTS.

UM, AND WE'RE ALSO GOING TO BE, UM, REALLY RELYING HEAVILY ON, UM, TECHNOLOGY COMMUNICATIONS, JUST GETTING THE WORD OUT OF WHERE WE ARE AND WHAT'S HAPPENING, UM, TRYING TO PROVIDE THE BEST INFORMATION WE CAN TO THE PUBLIC.

SO EVERYONE IS AWARE OF WHAT'S GOING ON, AND WE'RE NOT THE ONLY GAME IN TOWN NOW ANYMORE, OR YOU'LL PROBABLY BE SEEING SOME, SOME INITIAL WORK FOR PROJECT CONNECT.

WE HAVE TO WORRY ABOUT.

SO AS, AS THE TRANSPORTATION DEPARTMENT, THIS IS ONE OF THE THINGS WE'RE GRAPPLING IS, IS HOW DO WE KEEP, KEEP THE COMMUNITY MOVING, UM, IN THE MIDST OF ALL THIS CLUTTER, ARE THERE ANY LEGAL WORRIES IF, IF IT DOESN'T GET DONE BY THE END OF 2024, IS THERE A PROBLEM WITH FUNDING OR PROJECTS HAVING TO BE POSTPONED OR MAFALDA OR ANYTHING? I DON'T THINK THAT THERE IS A LEGAL WORRY.

UM, IT'S REALLY JUST, WE WANT TO MEET THE EXPECTATIONS OF THE COMMUNITY, THAT THE COUNCIL WAS VERY DELIBERATE IN THE CONTRACT WITH THE VOTERS AND GIVING US A TIMEFRAME BECAUSE WE'VE SEEN THESE BOND PROGRAMS IN THE PAST, UM, JUST KIND OF DRAW OUT WITHOUT END.

SO, UM, THAT'S REALLY THE COMMITMENT WE MADE AND WE'RE GOING TO DO EVERYTHING WE CAN, UM, TO GET DOWN AND GET OUT OF THE WAY WITH, AND TO 24 THERE.

UM, FOR INSTANCE, THE NUMBER OF PEDESTRIAN HYBRID BEACONS INSTALLED THE NUMBER OF TRAFFIC SIGNALS, IMPROVED MILES OF SIDEWALK, MILES OF SHARED USE PATH.

I THINK THOSE THINGS AS WE GET TO THE CONSTRUCTION PHASE AND WE'RE ROLLING THINGS OUT, IT'LL BE VERY EASY FOR US TO ROLL UP AND REPORT THOSE.

UM, THE HARDER METRICS ARE THE HARDEST METRIC, I THINK WILL BE THE, UM, THE TRAVEL TIME OR THE DELAY SAVINGS METRIC THAT BASED ON WHAT, WHAT TRAFFIC WOULD LOOK LIKE IF WE DID NOTHING.

SO, UM, WE KNOW AS A COMMUNITY THAT MORE PEOPLE ARE MOVING HERE EVERY DAY.

AND SO THERE'S MORE PEOPLE IN TOWN, MORE PEOPLE MOVING AROUND.

SO REALLY OUR GOAL, UM, THAT WAS ESTABLISHED THROUGH THE SMP, THE AUSTIN STRATEGIC MOBILITY PLAN IS, IS THAT WE'RE GOING TO MAKE INVESTMENTS.

UM, BUT WE'RE ALSO GOING TO RELY ON, UM, MODE SHIFT AND PUTTING IMPROVED FACILITIES IN PLACE TO GIVE PEOPLE OTHER OPTIONS.

ONE THAT HAD ALERTED A LOT OF PEOPLE IN THE COMMUNITY WAS ONE THAT WAS, UH, PROPOSING TO SORT OF ADD SOME LANES OR LANE EJ, UH, ADDITIONAL CAPACITY ON BURNET ROAD, NORTH BREAKER, WHICH IS BASICALLY MY, MY BACKYARD.

UM, AND WHAT THAT MEANT.

AND LIKE WHAT, YOU KNOW, THAT WAS SORT OF A TECH TECHSTOP PROJECTS.

SO THAT'S WHAT WE'RE FUNDED FOR RIGHT NOW.

UM, AND THAT'S WHAT WE'LL BE GOING TO CONSTRUCTION, UM, MOST LIKELY NEXT YEAR.

SO, UM, THE, THE PART TWO OF BURNET ROAD, UM, AND WHAT WAS REFLECTED IN THE CORRIDOR PLAN WAS TO WIDEN THE CROSS-SECTION FROM FOUR LANES TO SIX LANES AND HAVE DEDICATED LANES FOR TRANSIT.

AND THAT IS STILL THE ULTIMATE PLAN.

UM, ONE OF THE STEPS SINCE THIS IS THE TECH STACK CORRIDOR, ONE OF THE STEPS WE HAD TO GO THROUGH WAS THE NEPA PROCESS.

SO THE ENVIRONMENTAL CLEARANCE PROCESS, UM, AND SO SOME OF THE MATERIALS, UM, SEEN IN THE PUBLIC SHOWED US EXPLAIN CROSS SECTION, UM, WITHOUT SHOWING, UM, OR CALLING SPECIFICALLY FOR THE DEDICATED TRANSIT LANES.

SO WHAT WE NEEDED TO DO WAS CLEAR THE FOOTPRINT, UM, FOR THE NEPA PROCESS, UM, KNOWING THAT IN THE FUTURE, THE USE OF THE LANES WOULD BE DETERMINED BY THE OWNER OF THE ROAD, BUT RIGHT NOW, THOSE THAT RIGHT AWAY IS OWNED BY TEXTILE.

AND SO THAT DECISION IS OUT OF OUR HANDS.

UM, WE HOPE DOWN THE LINE THAT THOSE ROADS WILL BE TURNED BACK TO THE CITY OF AUSTIN, AND THAT WOULD GIVE US THE OPPORTUNITY TO USE THEM FOR TRANSIT ONLY AND BUSINESS, UM, ACCESS LANES IF WE DESIRED.
