EX, UM,

[Call to Order]

AND WE HAVE A QUORUM.

LET ME PULL UP THE AGENDA REAL QUICK.

HOLD ON A SECOND.

IT IS FIVE 46, BUT SUSAN SUMMERS, CAN YOU HEAR US? YOU JUST TEXTED ME.

CAN YOU HEAR US? OH, SHE MAY BE IN ATTENDANCE, BUT I THINK SHE MAY NOT REALLY BE IN ATTENDANCE.

OKAY.

SHE'S GOING TO CALL IN OR HER, UH, PARTICIPANT BADGES THERE, BUT I'M NOT REALLY WORKING, SO IT DOESN'T GIVE US A QUORUM.

IT GIVES A FIVE.

SO WE'LL HAVE A SECOND UNTIL SHE COMES BACK.

MAYBE THERE'S A WEBEX UPDATE.

MAYBE THAT CRASHING PEOPLE.

I LEARNED THE HARD WAY AFTER A YEAR OF THIS, THAT, UH, CHROME WORKS BETTER FOR LAUNCHING THESE LINKS AFTER LIKE A YEAR OF HAVING A HARD TIME GETTING IN WITH SAFARI.

RIGHT.

OH, I SEE.

DIANA WHEELER HAS JOINED US.

OKAY.

SO NOW I THINK WE HAVE A QUORUM AGAIN.

SO ONE, TWO, THREE, FOUR, FIVE, SIX.

YES.

AND IF SUSAN'S EVER JOINED THIS, THAT WOULD BE GREAT.

THAT WOULD BE SEVEN, BUT WE CAN MOVE FORWARD TO SIX.

OKAY.

IT IS FIVE 49, UM, A PRO THE 15 ORDERS TODAY.

UM, AND IT WILL BE OUR, UM, TIME FOR THE URBAN TRANSPORTATION COMMISSION MEETING, CALLING IT TO ORDER.

OKAY.

OUR FIRST ITEM ON THE AGENDA IS CITIZEN COMMUNICATION.

THIS IS FOR PEOPLE WHO ARE SIGNED UP TO SPEAK ON SOMETHING, NOT ON THE AGENDA ITEM.

UM, LET'S SEE, IS IT A NOVIA, JOSEPH AND SIGNED UP TO SPEAK ABOUT? I DON'T FIX IS XENOPHOBIA IN ATTENDANCE SOMEWHERE.

SHE'S NOT ON THE ONLINE LINK YET.

SO IF YOU WANT, WE CAN JUST LET YOU KNOW WHEN SHE JUMPS ON.

OKAY.

WELL, UM, MS. JOSEPH, IF YOU SEE THIS LATER, FEEL FREE TO POINT OUT WHEN YOU GET HERE SO THAT WE CAN MAKE SURE TO GET YOUR SYSTEMS COMMUNICATION.

[1. APPROVAL OF March 30, 2021 MINUTES]

ALL RIGHT.

THEN WE'LL MOVE ON TO THE APPROVAL OF THE MINUTES FOR MARCH 30TH.

UM, I DO NOT HAVE THE MINUTES THEY IN THE EMAIL THAT I MISSED IN AN EMAIL LOOKING AT TONIGHT, YOU KNOW, THE CITY HALL TOO.

YOU HAVE THE MINUTES THAT YOU CAN SHOW.

YEAH, IT LOOKS LIKE I HAVE THE DRAFT MINUTES FOR MARCH 30TH, 2021.

SURE.

THANK YOU.

ALL RIGHT.

IS THERE A MOTION TO CONSIDER THE, UH, MINUTES TO APPROVE LAST MEETING? IS THERE A SECOND? THANK YOU.

I THINK THERE WAS A COMMISSIONER RYAN.

WAS THAT YOU? OKAY.

AND WOULD YOU MIND SCROLLING THE MINUTES REAL QUICK CITY HALL, JUST SO WE CAN DO A QUICK CITY HALL.

WOULD YOU, WOULD YOU MIND SHOWING THE MINUTES AND THEN SCROLLING THROUGH THEM? I THINK THAT'S ALL I HAD HERE ON THIS PAGE.

LOOK, LOOK IT MIGHT'VE SAID PAGE ONE OF THREE.

OKAY.

THERE WE GO.

I FOUND IT.

YEAH.

THANK YOU.

AND JUST SAY WE DID THE

[00:05:01]

VACATION APPLICATIONS, THE DIRTY AND THE DIAPER FRONT RECOMMENDATION, WHICH IS ON THE SITE.

RIGHT.

UM, OKAY.

THEN THERE'S BEEN A MOTION TO APPROVE THE MINUTES.

IT HAS BEEN SECONDED.

IS THERE ANY DISCUSSION ALL IN FAVOR, SAY AYE, OR RAISE YOUR HAND IF YOU'RE ON CAMERA.

THANK YOU.

UH, NATHAN, DO YOU HAVE A, THE OTHER AREA ON CAMERA NOW? OKAY.

UM, ALL OPPOSED ANY ABSTENTIONS IS UNANIMOUS.

OKAY.

MOVING QUICKLY.

SO THIS AGENDA, WHICH IS NOT A VERY BIG AGENDA FOR TODAY, UM, THE FIRST ITEM

[2.A. Discussion and Possible Action Regarding Corridor Construction Program Update ]

UP FOR DISCUSSION UNDER NEW BUSINESS IS A DISCUSSION AND POSSIBLE ACTION REGARDING QUARTER CONSTRUCTION PROGRAM UPDATE.

IT WAS A DEPARTMENT TREMBLE AND MARTIN, I BELIEVE ANNA MARTIN IS HERE IT AWAY.

MS. MARTIN AND I AM GOING TO BE PRESENTING ON BEHALF OF MIKE TREMBLE.

HI, GOOD EVENING.

CAN EVERYONE HEAR ME? YES.

YES.

OKAY.

UM, MY NAME IS ANNA MARTIN.

I'M ONE OF THE ASSISTANT DIRECTORS WITH THE AUSTIN TRANSPORTATION DEPARTMENT.

AND I'M HERE WITH KAPLAN, RUBEN, RUBEN, REPRESENTING THE QUARTER PROGRAM OFFICE.

WE'RE GOING TO TAG TEAM A PRESENTATION TONIGHT TO GIVE YOU AN UPDATE ON WHERE WE ARE WITH THE QUARTER CONSTRUCTION PROGRAM.

UM, KATHLEEN'S GOING TO LEAD OFF AND THEN I'LL FILL IN AT THE END AND THEN WE'LL BOTH BE AVAILABLE FOR Q AND A AFTERWARDS.

SO, UM, KATHLEEN, GO AHEAD.

UM, AM I SUPPOSED TO BE SHARING THE PRESENTATION OR IS THAT HAPPENING? IS CASEY SHARING IT? SO WE'RE SHARING IT HERE.

OKAY.

ARE Y'ALL ALL SEEING IT EXCEPT ME? YES.

I CAN SEE IT.

OKAY.

LET ME TRY AND FIGURE OUT MY LAYOUT.

I'M NEW, UM, TO WEBEX IN THE UPPER RIGHT CORNER.

YOU SHOULD HAVE A LAYOUT ICON.

YEAH.

IT SAYS VIEWING CITY HALL APPLICATION, BUT IT'S JUST NOT SHOWING ME ANYTHING.

OH, IT IS WHAT I SHOULD BE SAYING.

A LITTLE, MAYBE AGREE WITH PEOPLE IN THE BIG BOX AND THEN THAT BOX WILL I'M LOOKING AT YOU AT THE CITY.

HMM.

I AM NOT.

MM APOLOGIES.

WELL, I HAVE THE PRESENTATION ON MY COMPUTER AS WELL, SO I'LL JUST GO AHEAD AND, UM, HOPEFULLY WE'LL, WE'LL STAY IN SYNC.

UM, SOUNDS GOOD.

GOOD.

A DEAL WITH COLLEGE.

TRY.

YEAH, GIVE IT, GIVE IT A TRY.

ALL RIGHT.

SO THIS NEXT SLIDE, URBAN TRANSPORTATION COMMISSION UPDATE.

WE SEE IN THAT, YES.

OKAY.

NEXT SLIDE.

A QUICK AGENDA.

I'LL INTRODUCE MYSELF HERE IN A SECOND.

UM, GIVE YOU A LITTLE BIT OF BACKGROUND ON THE PROGRAM, WORKED THROUGH SOME STATUS AND PROGRESS UPDATES, DISCUSSION OF OUR KEY SUCCESS FACTORS.

UM, AND THEN I'LL PASS IT OVER TO ANNA TO GIVE US AN UPDATE ON PROJECT CONNECT.

AND WE'LL TAKE QUESTIONS FROM THERE.

UM, NEXT SIDE BACKGROUND.

SO I'M KATHLEEN RUBIN.

I MET A CAPITAL IMPROVEMENT PROGRAM MANAGER AT THE CORRIDOR PROGRAM OFFICE.

UM, NEXT SLIDE.

SO AS MANY OF YOU PROBABLY KNOW, THE 2016 MOBILITY BOND WAS A $720 MILLION PROGRAM WITH THREE PRIMARY BUCKETS OF FUNDING.

AND THE FIRST WAS THE $137 MILLION FOR LOCAL MOBILITY, 101 MILLION FOR REGIONAL MOBILITY.

AND THEN THE $482 MILLION FOR CORRIDOR MOBILITY.

AND THAT FUNDING IS GOING TO NINE CORRIDORS.

AND THESE ARE BASED ON THE, UM, THE CORRIDOR MOBILITY PLANS THAT THE AUSTIN TRANSPORTATION DEPARTMENT, UH, PREPARED.

THEY

[00:10:01]

LOOKED AT MAJOR ROADWAYS AND HOW TO IMPROVE THEM FOR MULTIMODAL SAFETY AND MOBILITY.

UM, NEXT SLIDE.

OKAY.

ALONG WITH THE BOND ELECTION ORDINANCE COUNCIL ALSO PASSED A CONTRACT WITH VOTERS RESOLUTION AND THIS PROVIDED SEVERAL STIPULATIONS FOR HOW THE CORRIDOR PROGRAM WAS TO BE DEVELOPED AND IMPLEMENTED.

UM, IT DIRECTED THE CORRIDOR PROGRAM TO ADDRESS BOTH THE MOBILITY PRIORITIES THAT YOU'RE SEEING ON THE TOP HALF OF THAT GRAPHIC, AS WELL AS THE COMMUNITY CONSIDERATIONS THAT ARE SHOWN ON THE BOTTOM HALF OF THE GRAPHIC.

SO REALLY IN ADDITION TO THE STANDARD REDUCTION IN CONGESTION LEVEL OF SERVICE MEASURES THAT YOU SEE UP TOP THE CONTRACT WITH VOTERS DIRECTED US TO LOOK AT WAYS OF PRESERVING LOCAL BUSINESS AND AFFORDABLE HOUSING, UM, EQUITABLE, COMPLETE COMMUNITIES, EVERYTHING YOU'VE SEEN THERE IN THE BOTTOM, IT ALSO STIPULATED AN EIGHT YEAR TIMEFRAME FOR COMPLETION OF THE PROGRAM.

UM, NEXT SLIDE, HI, GETTING INTO IT.

UM, THE FIRST SEVERAL YEARS OF THE PROGRAM STAFF TOOK THE CORRIDOR MOBILITY PLANS AND TRANSLATED THEM INTO, UM, PROPOSED INVESTMENT PACKAGES FOR THE IMPLEMENTATION OF THE CORRIDOR CONSTRUCTION PROGRAM.

AND THAT WAS APPROVED BY COUNCIL IN APRIL OF 2018.

OVERALL, THAT PROGRAM INCLUDED $1.4 MILLION IN, UM, BILLION DOLLARS RATHER, UM, IN PROPOSED IMPROVEMENTS TO THE CORRIDORS AND ALL OF THAT IS REPRESENTED HERE ON OUR SCREEN.

SO THAT, THAT FIRST BULLET FOR FUNDED FOR FULL DESIGN AND CONSTRUCTION WITH THE 2016 MOBILITY BOND DOLLARS, WE HAVE THE CORRIDOR WIDE MULTIMODAL IMPROVEMENTS ON ALL OF THE CORRIDORS.

UM, THAT FUNDING IS FOR IMPROVED CONNECTIVITY, INTERSECTION IMPROVEMENTS, SAFE, CROSSINGS, IMPROVED BY COMPARED FACILITIES.

AND THEN SECOND, WE HAVE THE ENHANCED MULTIMODAL IMPROVEMENTS AND THOSE ARE ON SEVERAL, UM, HIGH PRIORITIES SEGMENTS.

THESE ARE WHAT WE TYPICALLY THINK OF AS COMPLETE STREETS IMPROVEMENTS, WHICH IS THE FULL CONFIGURATION OF THE CROSS SECTION OF THE ADOPTED CORRIDOR PLAN.

SO THESE ARE SEPARATED BIKE AND PED FACILITIES BEHIND THE CURB, UM, STREET TREES AND LANDSCAPING AS WELL.

UM, SO THOSE ARE THE SEGMENTS FUNDED FOR FULL DESIGN AND CONSTRUCTION THAT NEXT BULLET WE, AS A PART OF OUR PROGRAM ALSO, I MEAN, SHE HATED DESIGN ON SEVERAL OTHER CORRIDORS THAT ARE NOT FINE FOR CONSTRUCTION.

AND THEN THAT LAST BULLET, UM, WE'RE SEEKING ADDITIONAL FUNDING AND PARTNERSHIPS.

WE NOW HAVE, UM, A FUNDED PROGRAM OF $530 MILLION.

SO WE'VE LEVERAGED MORE THAN $50 MILLION IN ADDITIONAL CORRIDOR IMPROVEMENTS.

AND WE CONTINUE TO SEEK PARTNERSHIPS AND FUNDING TO, TO TAKE THAT EVEN FURTHER.

NEXT SLIDE.

SO HERE'S OUR TIMELINE.

UM, AFTER THE BOND PASSED IN 2016 GROOVED BY COUNCIL AND THAT APRIL, 2018 DATE, UM, AND WE QUICKLY MOVED TO THE DEVELOPMENT AND DESIGN PHASE AND WE'RE WELL ON OUR WAY ON THAT FRONT, UM, THIS YEAR WE ARE LOOKING TO MOVE SEVERAL PROJECTS TO BID AND CONSTRUCTION PHASE, AND, UM, WE'VE ALREADY COMPLETED SEVERAL PRIORITY PROJECTS ON THE CORRIDORS.

AND I'M GOING TO TALK A LITTLE BIT ABOUT THAT OVER THE COURSE OF THE NEXT FEW SLIDES HERE.

UM, SO NEXT, YOU'LL SEE THIS PROGRAM PROGRAM STATUS.

AND IF WE GO AGAIN, I'LL START TO WALK US THROUGH SOME OF THE PROGRESS THAT WE'VE SEEN THUS FAR AND WHAT YOU CAN EXPECT TO SEE IN THE COMING YEAR.

SO THIS SLIDE SHOWS A NUMBER OF PROJECTS THAT WE'VE ALREADY COMPLETED, INCLUDING PRIMARILY SAFETY AND MOBILITY IMPROVEMENTS ACROSS, UM, MULTIPLE CORRIDORS THAT INCLUDED SIDEWALKS AND ADA IMPROVEMENTS AND SHARED USE PATHS.

UM, WE'VE ALSO FOCUSED OUR EFFORTS ON SIGNAL IMPROVEMENTS AND, UM, TECHNOLOGY UPGRADES ON MANY CORRIDORS.

SO WE'RE IMPROVING OPERATIONS AND REDUCING AND REDUCING CONGESTION ON THAT FRONT.

UM, NEXT SIDE, I'D LIKE TO HIGHLIGHT HERE.

UM, ONE OF OUR MOST, ONE OF OUR MOST RECENTLY COMPLETED PROJECTS AND RIBBON CUTTINGS, WHICH INCLUDED MULTIMODAL IMPROVEMENTS AT FOUR INTERSECTIONS ON NORTH LAMAR BOULEVARD.

[00:15:02]

UM, NEXT SIDE, OKAY.

WE HAVE SEVERAL OTHER LARGE PROJECTS UNDERWAY.

THE WORK SHOWN ON THIS SLIDE REPRESENTS OVER $40 MILLION IN CONSTRUCTION CONTRACTS FOR A VARIETY OF WORK.

UM, THESE CONTRACTS ARE GOING TO ALLOW US TO BUILD IMPROVEMENTS ACROSS MANY OF THE CORRIDORS THIS YEAR, INCLUDING ONE OF OUR LARGER PROJECTS THAT WILL BREAK GROUND, WHICH IS SHOWN HERE IN THE RENDERING ON SOUTH LAMAR BOULEVARD FROM RIVERSIDE DRIVE TO BARTON SPRINGS ROAD NEXT.

ALL RIGHT, COMING SOON IN 2021, WE HAVE AN ADDITIONAL FOUR TO FIVE BIG PROJECTS COMING UP IN THE NEXT YEAR.

UM, THIS SLIDE SHOWS TWO INTERSECTION IMPROVEMENT PROJECTS.

UM, UH, NO, IT DOESN'T THIS ONE, THIS ONE SHOWS THOSE, THOSE, UH, YES, IT DOES.

THIS SLIDE SHOWS TOO.

ARE YOU GUYS SEEING THE ROAD YOU'RE ON THE RIGHT SLIDE? GREAT.

UM, THIS RENDERING IS OF SLAUGHTER LANE AT ESCARPMENT, WHICH IS A SIGNIFICANTLY TRAVELED INTERSECTION WITHIN OUR TRANSPORTATION NETWORK.

UM, WE LOOK FORWARD TO BIDDING THIS PROJECT THIS YEAR AND BEGINNING CONSTRUCTION IN 2022.

UM, ALL RIGHT, NEXT ONE.

ALL RIGHT.

THESE NEXT TWO SLIDES OUTLINE THREE ROADWAY SEGMENT PROJECTS THAT ARE BEING BID OVER THE NEXT 12 MONTHS.

UM, FIRST WE HAVE THAT NORTHERN PORTION OF AIRPORT BOULEVARD, AND THEN SECOND, WHICH IS SHOWN HERE IN THE RENDERING.

WE HAVE THE EASTERN SEGMENT OF WILLIAM CANNON DRIVE, WHICH IS ONE OF THE TWO PROJECTS THAT RECEIVED A CAMPO GRANT TO WIDEN THE ROADWAY AND, UM, ADD CAPACITY.

UM, HM.

NEXT WE HAVE OUR OTHER CAMPO PROJECT.

THIS RENDERING SHOWS SLAUGHTER LANE, WHICH IS ALSO EXPECTED TO GO TO BED THIS YEAR.

UM, LIKE I SAID, IT'S THE SECOND OF OUR TWO CAMPO FUNDED SEGMENTS.

UM, THAT'S ADDING CAPACITY.

THIS ONE INCLUDES ADDED TRAVELING.

SO WE'RE GOING TO GO FROM A FOUR LANE DIVIDED ROADWAY TO A SIX LANE DIVIDED ROADWAY ON THIS SEGMENT.

ALL RIGHT.

UM, COMING SOON, NEXT SLIDE, BIKE IMPAIRED IMPROVEMENTS.

SO WE HAVE A LARGE NUMBER, AS YOU CAN SEE HERE OF BIKE AND FACILITY IMPROVEMENTS EXPECTED IN THE NEXT YEAR.

SOME OF THIS WORK IS ALREADY UNDERWAY IN BOTH THE GWADAR AND WEST CAMPUS AREA, AS WELL AS, UM, BURNET AND BREAKER, WHERE WE ARE WORKING ON SOME ADDITIONAL SIDEWALK AND ADA IMPROVEMENTS AHEAD OF AUSTIN FCS FIRST HOME GAME.

AND FINALLY, I'LL HIGHLIGHT SLAUGHTER LANE WHERE CONSTRUCTION OF SHARED USE PACKS WILL BEGIN THIS SUMMER AND THAT'S GOING TO HELP CLOSE SOME OF THE SIDEWALK GAPS THAT STILL EXIST ON THAT CORRIDOR.

RIGHT? NEXT SLIDE SHOULD BE INTERSECTION IMPROVEMENTS.

IT REPRESENTS ABOUT 20 PROJECTS HERE ON THIS SCREEN, AND THEY'RE PRIMARILY INTERSECTION IMPROVEMENTS, SIGNAL UPGRADES, AND THE CONSTRUCTION OF PEDESTRIAN HYBRID BEACONS.

UM, AND THESE IMPROVEMENTS WILL ALLOW US TO IMPROVE THE SAFETY, VISIBILITY AND COMFORT FOR ALL MODES ON, ON THESE ROADWAY CROSSINGS.

UM, AND THIS NEXT SIDE SHOULD BE A GANTT CHART AND IT'S, IT'S REALLY SHOWING THE FULL EXTENT OF WHAT TAKES US THROUGH THE END OF OUR EIGHT YEAR TIMEFRAME AT THE END OF 2020 FOR EACH OF THE ORANGE BARS REPRESENTS THE CONSTRUCTION PHASE OF AN INDIVIDUAL PROJECT OVER THE NEXT FEW YEARS.

SO AS YOU CAN SEE, WE REALLY START TO RAMP OUR WORKUP AS PROJECTS APPROACH, BUT IN CONSTRUCTION OVER THE NEXT YEAR OR TWO.

UM, AND WE'RE WORKING TOWARDS COMPLETION OF THE PROGRAM WITHIN THE, THE EIGHT YEAR TIMEFRAME THAT YOU SEE HERE.

ALL RIGHT, NEXT SLIDE.

SO HOW ARE WE GOING TO GET THERE? UM, WHAT ARE OUR KEYS TO SUCCESS? YES, NEXT ON THE PHONE FRONT OF ALL OF OUR MINDS AT THE PROGRAM ARE THESE BIG CRITICAL PATH ITEMS SUCH AS REAL ESTATE ACQUISITIONS AND UTILITY COORDINATION AND RELOCATIONS, UM, AND A NUMBER OF OTHER PROGRAM RISK FACTORS.

UM, WE HAVE SEVERAL STRATEGIES IN PLACE

[00:20:01]

TO TACKLE THOSE AND THEY INCLUDE INTEGRATED PROGRAM MANAGEMENT APPROACH THAT WHERE WE WORK REALLY CLOSELY ACROSS DEPARTMENT AND AGENCY LINES, WE'RE DEVELOPING ROBUST COORDINATION AND COMMUNICATION CHANNELS TO HELP KEEP OUR STAKEHOLDERS INFORMED AND TO MITIGATE THESE RISK FACTORS THAT THAT ARE LISTED ON THE LEFT OF THIS SCREEN.

UM, NEXT SIDE.

SO THAT EIGHT YEAR TIMEFRAME, UH, FOR THE BOND PROGRAM IS A CHALLENGE.

UM, WE'VE BEEN WORKING TO ACCELERATE OUR DELIVERY, UM, REALLY WORKING TO ESSENTIALLY CUT WHAT THIS TYPICAL CIP PROGRAM, UH, WOULD TAKE A PROGRAM OF THIS WOULD TYPICALLY TAKE ABOUT TWICE AS LONG AS THE AMOUNT OF TIME WE HAVE AVAILABLE TO US.

UM, SO WE'VE DEDICATED RESOURCES TO THOSE MOST CRITICAL ITEMS, INCLUDING REAL ESTATE UTILITIES, PERMITTING AND TECHNICAL REVIEWS.

AND WE'VE ALSO DEVELOPED A, UM, PROGRAM CONTROLS TEAM THAT'S DEDICATED TO ANALYZING ALL OF THAT PROGRAM INFORMATION AND REAL TIME, SO WE CAN MORE EFFECTIVELY MANAGE COST AND RISKS AND SUPPORT DECISION-MAKING WITH, WITH ACTUAL, UM, PROJECT INFANTS, ASIAN.

UM, OKAY.

NEXT SLIDE, OUTREACH AND ACTION.

SO JUST TO HIGHLIGHT SOME OF OUR EXTERNAL FACING EFFORTS, YOU'LL BEGIN TO SEE AND HEAR MORE OF FROM US IN THE COMING YEAR.

OUR COMMUNICATION TEAM HAS DEVELOPED AN OUTREACH PLAN FOR OUR CONSTRUCTION PHASE, AND THAT INCLUDES HOSTING, UM, BUSINESS INFORMATION SESSIONS THAT LEAD UP TO CONSTRUCTION.

SO THESE SESSIONS HAVE ALREADY STARTED TO TAKE PLACE AND WE'VE HEARD FROM OUR, UM, BUSINESSES, THE, A NUMBER OF THINGS THAT ARE MOST RELEVANT TO THEM AND THAT THEY WOULD LIKE TO HEAR FROM US.

SO THE FIRST WAS THEY WANT TO HAVE REALLY EFFECTIVE AND CONSISTENT COMMUNICATION COMING FROM US.

UM, THE SECOND WAS GOOD SIGNAGE AND THE THIRD IS A DIRECT POINT OF CONTACT TO ADDRESS CONCERNS AND TO ANSWER ANY QUESTIONS THAT THEY HAVE.

SO WE ARE COMMITTED TO PROVIDING THAT HONEST AND THOUGHTFUL COMMUNICATION AND HAVING CONVERSATIONS THAT ALLOW US TO MEET THE BUSINESS AND COMMUNITY NEEDS.

UM, AND WE'LL GO TO THE NEXT SLIDE.

AND WE ALSO HAVE ANOTHER IMPORTANT EFFORT UNDERWAY, WHICH IS A PROGRAM CALLED CORRIDORS FOR COMPLETE COMMUNITIES.

AND THIS STEMS FROM THE CONTRACT WITH THE VOTERS, WHICH I SPOKE TO AT THE BEGINNING OF THE PRESENTATION, IT STIPULATED THAT OUR PROGRAM NEEDED TO MEET NOT JUST THOSE MOBILITY, UM, PRIORITIES ON THE TOP OF THE GRAPHIC, BUT ALSO COMMUNITY CONSIDERATIONS.

AND SO OUR COMPLETE COMMUNITIES TEAM IS STRATEGICALLY LEVERAGING ALL OF THE TRANSPORTATION IMPROVEMENTS THAT WE ARE INVESTING IN TO ACHIEVE COMPREHENSIVE COMMUNITY OUTCOMES.

AND WE DO THIS BY PARTNERING WITH OTHER CITY DEPARTMENTS, NONPROFIT ORGANIZATIONS, AND AGENCIES, SO THAT WE CAN EXTEND THE SCOPE OF THE CORRIDOR IMPROVEMENT PROJECTS.

AND ALL OF THAT IS DONE WITH THE FOCUS ON AMPLIFYING THE COMMUNITY CULTURE AND THE MOBILITY EXPERIENCE.

IT'S ALL RIGHT, NEXT SIDE, OUTCOME FOCUSED.

SO BACK IN APRIL, 2018, WHEN WE WENT TO COUNCIL, WE IDENTIFIED THESE OUTCOMES AS WHAT THE PROGRAM COULD ACHIEVE, IF ALL OF THE RECOMMENDED APPROVED IMPROVEMENTS WERE IMPLEMENTED.

SO THESE ARE OUR NORTH STAR, THE OUTCOMES THAT WE'RE WORKING TO ACHIEVE AS A PROGRAM.

UM, NEXT SLIDE.

AND I JUST WANT TO QUICKLY ACKNOWLEDGE ALL OF THE IMPORTANT PARTNERSHIPS IN PLACE THAT ARE MAKING THIS PROGRAM'S SUCCESS, A REALITY, UM, CAMPO TXDOT, CAP, METRO, AND ALL OF OUR CITY DEPARTMENT PARTNERS MAKE THIS PROGRAM POSSIBLE.

AND THE NEXT SIDE WE'LL SHOW OUR ROBUST TEAM OF CONSULTANTS THAT WORK ON EACH OF OUR CORRIDORS, THEY DESIGN AND ENGINEER OUR PROJECTS AND HELP US TO MEET THOSE OUTCOMES THAT I, I HIGHLIGHTED A MOMENT AGO.

UM, AND I THINK WITH THIS NEXT SLIDE, I'LL PASS THE PRESENTATION OVER TO ANNA MARTIN TO TALK ABOUT PROJECT.

THANK YOU.

UM, EXCELLENT ATHLETE NAVIGATING THAT FLAWLESSLY WITHOUT BEING ABLE TO SEE THE SCREEN.

UM,

[00:25:01]

YOU GO ONE MORE SLIDE PLEASE.

OKAY.

SO, UM, AGAIN, MY NAME IS ANNA MARTIN AND, UM, I WANTED TO JUMP IN THIS PRESENTATION TONIGHT TO GIVE AN UPDATE ON THE OVERLAPS THAT HAVE, UM, BECOME APPARENT BETWEEN THE PLAN CORRIDOR CONSTRUCTION PROGRAM AND PROJECT CONNECT.

UM, SO YOU MAY RECALL BACK WHEN THE 2016 MOBILITY BOND PASSED, THAT WAS DEFINITELY THE BIGGEST GAME IN TOWN AND THE LARGEST INVESTMENT WE HAD EVER MADE IN TRANSPORTATION AS A CITY.

UM, AND THEN AGAIN, BACK IN 16, 2016, THE PROJECT CONNECT TEAM WAS REFOCUSING.

THEY WERE STILL WORKING ON THEIR OVERALL SYSTEM PLAN AND THEY WERE SEVERAL STEPS, UM, AND GEARS AWAY FROM WHERE WE ARE NOW, UM, WITH A FUNDED PROGRAM.

NEXT SLIDE PLEASE.

OKAY.

SO GOING BACK TO THE BASICS OF OUR QUARTER PLANS, ONE OF THE GOALS OF EACH OF THE PLANS THAT WERE DEVELOPED BY ATD WAS FOR THE QUARTERS TO BE TRANSIT SUPPORTIVE.

AND WHAT THAT MEANS IS THAT, UM, FOR EACH CORRIDOR, WE ARE WORKING WITH CAP METRO TO OPTIMIZE BUS STOP LOCATIONS.

WE ARE PROVIDING SAFE AND PROTECTED CROSSINGS FOR PEDESTRIANS, UM, FOR ALL THE BUS STOP PAIRS, UH, WE'RE IMPROVING NETWORK CONNECTIVITY TO AND FROM EACH OF THE CORRIDORS TO ALLOW EASIER ACCESS TO TRANSIT.

AND IN SOME QUARTERS WE'RE INSTALLING OR CONSTRUCTING TRANSIT PRIORITY ELEMENTS SUCH AS Q JUMPS TO HELP IMPROVE TRANSIT TRAVEL TIME.

UM, SO GO, EVEN GOING BACK TO PRE 2016, UM, THIS WAS THE GOAL FOR EACH OF THESE MAJOR CORRIDORS IN AUSTIN.

SO WITH PASSAGE OF PROP A, UM, BACK IN NOVEMBER, WE'VE BEEN TAKING A CLOSER LOOK AT THE OVERLAPS WE HAVE, UH, BETWEEN WHAT'S FUNDED WITH THE INITIAL INVESTMENT OF PROJECT CONNECT AND WHAT WE HAD PLANNED WITH THE QUARTER CONSTRUCTION PROGRAM.

THERE ARE TWO MAJOR SEGMENTS THAT STAND OUT.

UM, OUR EAST RIVERSIDE DRIVE PROJECT, UM, IS COMPLETELY OVERLAPPED WITH THE BLUE LINE.

AND THEN, UM, THE SECTION OF THE SHORT SECTION OF GUADALUPE STREET, THE DRAG, UM, THAT WE HAD, UH, CONSTRUCTION PLANS FOR, UM, OF COURSE OVERLAPS WITH THE ORANGE LINE.

SO THOSE WERE OUR FOCUSES.

UM, AND WE SPENT A LOT OF TIME IN DISCUSSION AND REVIEW WITH THE PROJECT CONNECT TEAM OVER THE LAST SEVERAL MONTHS.

UM, AND WE'VE DETERMINED THAT WE'RE GOING TO TAKE A SCALED BACK APPROACH TO OUR WORK ON BOTH OF THOSE CORRIDORS, JUST ACKNOWLEDGING THE LARGE INVESTMENT THAT'S GOING TO COME IN RIGHT BEHIND US.

SO OUR WORK ON GUADALUPE STREET WAS PRIMARILY SIDEWALK REHABILITATION AND OTHER SAFETY AND MOBILITY IMPROVEMENTS IN WEST CAMPUS.

SO OFF OF THE DRAG PROPER, UM, IN REVIEWING ALL OF THOSE PLANS WITH OUR TEAM AND THE PROJECT CONNECT TEAM, THE MAJORITY OF THOSE IMPROVEMENTS ARE GOING TO MOVE FORWARD AS PLANNED.

UM, AND THEY'LL BE BENEFICIAL BOTH IN THE INTERIM AND THE LONGTERM FOR EAST RIVERSIDE DRIVE THOUGH.

UM, WE'VE HAD TO TAKE A DIFFERENT APPROACH.

WE HAD, THAT WAS ONE OF OUR ENHANCE MULTIMODAL CORRIDOR IMPROVEMENT PROJECTS, WHICH WOULD HAVE MEANT, UM, COMPLETE STREET RE COMPLETE STREET RECONSTRUCTION THROUGH A GOOD PORTION OF THE CORRIDOR.

UM, SO WE'VE DECIDED TO TAKE A SCALED BACK VERSION OF THIS PROJECT FORWARD.

UM, AND THAT MEANS WE'RE GOING TO COMPLETE IMPROVEMENTS AT SEVERAL OF THE HIGH CRASH INTERSECTIONS ALONG EAST RIVERSIDE DRIVE.

WE'RE GOING TO INSTALL, UM, A COUPLE OF NEW SIGNALIZED INTERSECTIONS WHERE WE NEED TO PROVIDE CROSSINGS.

UM, WE'RE GOING TO COMPLETE THEM MISSING SIDEWALK GAPS AND REPAIR, NOT ADA COMPLIANT, SIDEWALKS.

UM, THIS IS REALLY CRITICAL WORK THAT THE COMMUNITY HAS BEEN WAITING ON, UM, AND WILL RECEIVE A LOT OF LIFE IN USE, UM, FROM NOW WHEN THEY'RE INSTALLED UNTIL THE BLUE LINE TEAM, UM, COMES THROUGH WITH THEIR CONSTRUCTION PROJECT IN MANY YEARS.

UM, THEN FROM THERE, WE'RE GOING TO BE PARTNERING WITH CAPITAL METRO TO MAKE SURE THAT THE BULK OF THE IMPROVEMENTS THAT WE HAD PLANNED FOR EAST RIVERSIDE DRIVE ARE INCORPORATED INTO THE BLUE LINE PROJECT.

AND SO THIS IS REALLY A WIN-WIN FOR US, UM, BECAUSE AT THE END OF THE DAY OR THE END OF THE DECADE, UM, WE'LL HAVE A COMPLETED AND IMPROVED CORRIDOR.

UM, AND IT'LL ALLOW US TO USE SOME OF OUR 2016 MOBILITY BOND FUNDS TO PUT TOWARDS OTHER QUARTERS, UM, OF WHICH WE STILL HAVE A LOT OF NEED.

UM, SO NEXT SLIDE, PLEASE.

SO DECIDING WHERE WE WERE GOING TO ALLOCATE THE FUNDS FROM EAST RIVERSIDE, OUR TEAM LOOKED BACK TO THE CONTRACT, THE VOTERS, UM, THAT KATHLEEN TALKED ABOUT PREVIOUSLY AS, AND THE PRIORITIZATION FRAMEWORK, UM, THAT WAS ESTABLISHED AT THE BEGINNING OF THE PROGRAM.

UM, YEAH, KATHLEEN WALKED THROUGH IT REALLY WELL, BUT WE HAD AN EXTENSIVE PRIVATIZATION PROCESS THAT TOOK THAT, UM, CONSIDERED MOBILITY METRICS, COMMUNITY CONSIDERATIONS,

[00:30:01]

AS WELL AS COST.

SO WHEN WE LOOKED BACK AT THE LIST, THE PRIORITIZATION LIST, WE'LL BE ABLE TO USE THAT FUNDING THAT WE WERE GOING TO USE FOR EAST RIVERSIDE DRIVE AND PUT IT TO THE NEXT TWO HIGHEST RANKING PROJECTS.

SO, UM, NEXT SLIDE, PLEASE.

SO OUR, UH, THE FUNDING THAT WE'LL BE SAVING AND, UM, FOR EAST RIVERSIDE DRIVE, UM, WE'LL BE GOING TO ENHANCE A SECTION OF NORTH AMAR BETWEEN ONE OF THE THREE AND RAINBIRD AND A SECTION OF LOWER AIRPORT BOULEVARD, UM, FROM ONE 83 TO MLK, UM, THE NORTH LAMAR PROJECT WILL ACTUALLY PROVIDE A GREAT TIME WITH THE ORANGE LINE, UM, AS YOU'RE PROBABLY AWARE THE INITIAL INVESTMENT FOR THE ORANGE LINE, UM, HAS A TERMINUS AT THE NORTH LAMAR TRANSIT CENTER, WHICH IS JUST NORTH OF ONE 83.

SO THEN OUR QUARTER PROJECT WILL COME IN AND APPROVE THE SECTION OF NORTH LAMAR FROM ONE 83 TO RUNDBERG.

AND SO THAT'S REALLY GONNA, UM, PROVIDE A SAFE AND EFFICIENT WAY FOR FOLKS TO GET TO THE TERMINATORS OF THE ORANGE LINES TO TAKE ADVANTAGE OF THAT GREAT INVESTMENT AS WELL.

UM, AND I BELIEVE WE JUST HAD ONE MORE SLIDE, ACTUALLY.

THAT'S JUST OUR QUESTION SLIDE.

SO, UM, THERE'S A LOT OF INFORMATION THAT, UM, KATHLEEN AND I MOSTLY KATHLEEN JUST PRESENTED.

SO, UH, WE'RE BOTH HERE AND AVAILABLE AND I'M HAPPY TO ANSWER ANY QUESTIONS.

THANK YOU VERY MUCH FOR THAT UPDATE.

AND LET ME SWITCH TO CREATE A VIEW HERE.

ARE THERE SOME QUESTIONS I CAN'T SEE MOST OF YOU, I CAN ONLY SEE ALLIE IN FACT TO SPEAK UP OR TURN TO CAMERA IF YOU HAVE A QUESTION.

OKAY.

WELL, I, I DO HAVE A COMMENT OF TO KICK IT OFF.

I'M NOT SURE WHO WILL ANSWER THIS, BUT IT'S ON THE SLIDE WITH THE GANTT CHARTS.

YOU KNOW, YOU TALKED ABOUT, IT'S KIND OF GETTING STACKED UP THERE TO THE END, SORT OF THE PRODUCT MANAGER, PROJECT MANAGER.

PART OF ME SAYS THAT'S A DAUNTING AND NOT GREAT LAYOUT.

WHAT ARE THE RAMIFICATIONS OF HAVING LOOKED THROUGH THE A DOZEN ONGOING CONSTRUCTION PROJECTS THERE IN THOSE FINAL YEARS, OR ARE THOSE THE FINAL YEARS? SO THE GOAL IS STILL REMAINS TO COMPLETE THESE PROJECTS AT THE END OF 2024.

SO THAT IS, THAT IS THE REALITY WE'RE GOING TO BE FACING.

UM, SO GOOD NEWS AND BAD NEWS.

AND THE GOOD NEWS IS, IS THAT THESE ARE SPREAD WELL AROUND TOWN FROM ALL THE WAY FROM NORTH AUSTIN TO SOUTH AUSTIN.

SO I THINK THAT THE, THE EXPERIENCE THAT ANY ONE TRAVELER ON A DAILY BASIS, THEY MOST LIKELY WON'T BE RUNNING INTO MULTIPLE, UM, PROJECTS.

UM, ANOTHER BIT OF GOOD NEWS AS A LOT OF OUR WORK WILL BE HAPPENING BEHIND THE CURB.

SO THAT MEANS CHARITIES, PADS, SIDEWALKS, LANDSCAPING.

SO THOSE DON'T HAVE AS EXTENSIVE, UM, I GUESS LANE CLOSURES AND, UM, TRAFFIC CONTROL SETUPS THAT YOU MIGHT SEE WITH SOME MAJOR RECONSTRUCTION PROJECTS.

UM, AND WE'RE ALSO GOING TO BE, UM, REALLY RELYING HEAVILY ON, UM, TECHNOLOGY COMMUNICATIONS, JUST GETTING THE WORD OUT OF WHERE WE ARE AND WHAT'S HAPPENING, UM, TRYING TO PROVIDE THE BEST INFORMATION WE CAN TO THE PUBLIC.

SO EVERYONE IS AWARE OF WHAT'S GOING ON, AND WE'RE NOT THE ONLY GAME IN TOWN NOW ANYMORE, OR YOU'LL PROBABLY BE SEEING SOME, SOME INITIAL WORK FOR PROJECT CONNECT.

WE HAVE TO WORRY ABOUT.

SO AS, AS THE TRANSPORTATION DEPARTMENT, THIS IS ONE OF THE THINGS WE'RE GRAPPLING IS, IS HOW DO WE KEEP, KEEP THE COMMUNITY MOVING, UM, IN THE MIDST OF ALL THIS CLUTTER, ARE THERE ANY LEGAL WORRIES IF, IF IT DOESN'T GET DONE BY THE END OF 2024, IS THERE A PROBLEM WITH FUNDING OR PROJECTS HAVING TO BE POSTPONED OR MAFALDA OR ANYTHING? I DON'T THINK THAT THERE IS A LEGAL WORRY.

UM, IT'S REALLY JUST, WE WANT TO MEET THE EXPECTATIONS OF THE COMMUNITY, THAT THE COUNCIL WAS VERY DELIBERATE IN THE CONTRACT WITH THE VOTERS AND GIVING US A TIMEFRAME BECAUSE WE'VE SEEN THESE BOND PROGRAMS IN THE PAST, UM, JUST KIND OF DRAW OUT WITHOUT END.

SO, UM, THAT'S REALLY THE COMMITMENT WE MADE AND WE'RE GOING TO DO EVERYTHING WE CAN, UM, TO GET DOWN AND GET OUT OF THE WAY WITH, AND TO 24 THERE.

I THINK THAT I SEE SOME OTHER FACES OUT THERE.

DOES ANYBODY ELSE HAVE QUESTIONS, COMMENTS? WELL, I DID ONE OTHER QUESTION OR SET OF QUESTIONS AROUND THE OUTCOMES PAGE.

SO THERE WAS, UM, WHICH WOULD BE A SCREENSHOT OF IT, BUT THERE WERE SEVEN OR EIGHT KIND OF KEY OUTCOMES THAT ARE LISTED THERE.

ARE THERE ARE THESE BEING, HOW ARE THESE BEING MEASURED OR, YOU KNOW, BACKED BY DATA AND IS THAT BEING PRESENTED? AND I GUESS, AGAIN, ARE THERE ANY LEGAL ISSUES IF WE CAN'T MEET THOSE OR IF WE HAVE TO DEFER THEM IN SOME WAY, OR ARE THEY MORE INTERNAL

[00:35:01]

GOALS? THEY'RE I WOULD SAY, UM, THEIR, THEIR, THEIR GOALS, UM, THAT WE LAID OUT IN ANTICIPATION OF THE VOTE AND THE PROMISES WE WANTED TO MAKE TO THE COMMUNITY.

A LOT OF THEM WILL BE VERY EASY TO REPORT ON.

UM, FOR INSTANCE, THE NUMBER OF PEDESTRIAN HYBRID BEACONS INSTALLED THE NUMBER OF TRAFFIC SIGNALS, IMPROVED MILES OF SIDEWALK, MILES OF SHARED USE PATH.

I THINK THOSE THINGS AS WE GET TO THE CONSTRUCTION PHASE AND WE'RE ROLLING THINGS OUT, IT'LL BE VERY EASY FOR US TO ROLL UP AND REPORT THOSE.

UM, THE HARDER METRICS ARE THE HARDEST METRIC, I THINK WILL BE THE, UM, THE TRAVEL TIME OR THE DELAY SAVINGS METRIC THAT BASED ON WHAT, WHAT TRAFFIC WOULD LOOK LIKE IF WE DID NOTHING.

SO, UM, WE KNOW AS A COMMUNITY THAT MORE PEOPLE ARE MOVING HERE EVERY DAY.

AND SO THERE'S MORE PEOPLE IN TOWN, MORE PEOPLE MOVING AROUND.

SO REALLY OUR GOAL, UM, THAT WAS ESTABLISHED THROUGH THE SMP, THE AUSTIN STRATEGIC MOBILITY PLAN IS, IS THAT WE'RE GOING TO MAKE INVESTMENTS.

UM, BUT WE'RE ALSO GOING TO RELY ON, UM, MODE SHIFT AND PUTTING IMPROVED FACILITIES IN PLACE TO GIVE PEOPLE OTHER OPTIONS.

SO THAT'S, THAT'S PART OF THE, UM, THE, SO THE COMMUNITY IS, IS PART OF OUR, UM, WE NEED THEIR HELP IN MEETING THOSE GOALS, ANYTHING TO ADD KATHLEEN NOW THAT, THAT, THAT REALLY SPEAKS TO IT.

AND I THINK IN TERMS OF, YOU KNOW, HOW WE'RE REPORTING THIS, WE'RE WORKING AS A PROGRAM NOW TO KIND OF DEFINE, UM, YOU KNOW, HOW WE, HOW WE SHARE THIS INFORMATION.

SO THAT ROBUST PROGRAM CONTROLS TEAM THAT I TALKED ABOUT THERE, SAME FOLKS WHO DO ALL THIS DATA COLLECTION, AND WE WORK CLOSELY WITH THE AUSTIN TRANSPORTATION DEPARTMENT IN, UM, KIND OF TRAFFIC COUNTS AND, AND THE TECHNOLOGY CAN BE USED TO, TO REPORT BACK ON SOME OF THE FINDINGS.

UM, BUT YES, I THINK THAT THE CON THE COMPLETE COMMUNITIES WORK IS INTENDED TO REALLY HELP SUPPORT THIS MODE SHIFT, AND THAT MAKES IT MUCH MORE COMFORTABLE SHADED PATHWAYS, UM, AND AS WELL AS ALL THE TRANSIT IN IMPROVEMENTS THAT WE'RE GOING TO SEE.

SO WE'RE, UM, OPTIMISTIC THAT THAT WILL HAPPEN.

OKAY.

CAN YOU HEAR ME? OH, OKAY.

I'M SORRY, MARIO.

I AM CONFUSED ABOUT THIS WHOLE PHONE CALLING AND THINGS.

SO FROM OUT OF TURN, YOU TELL ME, BUT THANK YOU SO MUCH LADIES FOR YOUR PRESENTATION.

UM, I'M YOU ANSWERED ONE OF MY MOST PRESSING QUESTIONS, WHICH WAS DEFINITELY ABOUT WHAT WAS GOING TO HAPPEN TO ALL THE MONEY THAT WAS IN EAST RIVERSIDE.

I WAS PARKED BEFORE I WAS ON UTC.

I, AS YOU PROBABLY KNOW, I WAS PART OF THAT COMMUNITY GROUP THAT SORT OF ADVISED ON CREATING THE PRIORITIZATION MATRIX THAT WAS REALLY AWARE THAT WE WERE GOING TO DO ALL THIS STUFF ON EAST RIVERSIDE, AND THEN, YOU KNOW, PROP A PROJECT CONNECTS.

SO I WAS REALLY GOOD TO HEAR THAT YOU'VE WORKED SO QUICKLY TO REPLAN THAT, AND IT WAS REALLY INTERESTING.

THANK YOU FOR SHARING THAT.

ONE OF THE QUESTIONS THAT I HAD, AND I GUESS ONE OF THE QUESTION REASONS WHY, UM, OTHER THAN JUST WANTING TO SORT OF A STATUS UPDATE THAT I HAD STARTED REQUESTED THIS BE PUT ON THE AGENDA WAS, UM, SOME CONFUSION, I GUESS, AMONG THE COMMUNITY, UM, ABOUT SOME PROJECTS THAT MIGHT BE GOING ON WITH TXDOT OR OTHER POTS OF FUNDING AND HOW THOSE INTERACT WITH WHAT Y'ALL ARE DOING SPECIFICALLY.

ONE THAT HAD ALERTED A LOT OF PEOPLE IN THE COMMUNITY WAS ONE THAT WAS, UH, PROPOSING TO SORT OF ADD SOME LANES OR LANE EJ, UH, ADDITIONAL CAPACITY ON BURNET ROAD, NORTH BREAKER, WHICH IS BASICALLY MY, MY BACKYARD.

UM, AND WHAT THAT MEANT.

AND LIKE WHAT, YOU KNOW, THAT WAS SORT OF A TECH TECHSTOP PROJECTS.

THAT WOULDN'T BE FUN, THAT WASN'T PART OF THE FUNDING YET.

IT WAS A LOT OF QUESTIONS ABOUT WHETHER OR NOT THAT REALLY ALIGNED WITH THE OVERALL, YOU KNOW, PAST CORRIDOR PLAN WAS BURNED AT ROADS.

AND, AND I KNOW THAT OVERALL, THE ISSUE OF THE TXDOT OWNING SOME OF THE ROW FOR CRUCIAL CORRIDORS, LIKE, LIKE THAT SECTION OF NORTH LAMAR, NORTH OF ONE 83, WHICH IS A FUTURE PHASE PROJECT CONNECT, YOU'RE GOING TO SPEND SOMETHING THAT'S PART OF THAT, I THINK TXDOT ROW AS WELL.

SO I WAS CURIOUS ABOUT HOW THAT'S PROGRESSING, HOW YOU'RE WORKING WITH TXDOT FOR THOSE, AND ALSO HOW, HOW DO YOU, YOU KNOW, IF, IF THERE'S MOMENTS WHERE TXDOT IS SAYING, YOU KNOW, WE WANT TO LOOK AT LEVEL OF SERVICE AND CAPACITY AND MOVING PEOPLE FASTER, AND THE PRIORITIES Y'ALL HAVE BOTH THROUGH THE CORRIDOR PLAN AND THE AUSTIN'S SHOOTING MOBILITY PLAN.

HOW IS THAT EVOLVING? WHAT'S THE CURRENT STATUS? LIKE WHAT ARE THE CONVERSATIONS THAT ARE GOING ON RIGHT NOW ABOUT THAT SHARE? GREAT, GREAT QUESTION.

AND I REMEMBER THE ORIGINAL REQUEST TO COME AND, UM, THE QUESTIONS ABOUT BURNET ROAD.

I REMEMBER THAT WELL, UM, AND JUST TO KIND OF, TO GIVE A BRIEF BACKGROUND FOR OTHERS THAT ARE LISTENING, UM, THE SECTION OF BURNETT WE'RE WORKING ON IS BETWEEN ONE 83, ALL THE WAY UP TO LOOP ONE.

SO THE VERY NORTHERN SECTION OF BURNETT, ALL OF IT IS WITHIN TECH STACK RIGHT AWAY.

AND WE HAD APPROACHED,

[00:40:01]

UM, THE QUARTER PLAN.

I APPROACHED IT IN TWO PHASES.

THE FIRST PHASE IS REDOING QUARTER WIDE IMPROVEMENTS.

SO WHAT THAT MEANS IS THAT WE'RE GOING TO BE PUTTING ADA COMPLIANCE SIDEWALKS AND, OR SHARED USE PATHS ON BOTH SIDES OF THE ROAD, UM, FROM THE, FROM THE SOUTHERN LIMIT TO THE NORTHERN LIMIT, AS WELL AS DOING SOME INTERSECTIONS IMPROVEMENTS, DOING DRAINAGE IMPROVEMENTS, UM, AND NEW TRAFFIC SIGNAL, UM, HARDWARE AND TECHNOLOGY.

SO THAT'S WHAT WE'RE FUNDED FOR RIGHT NOW.

UM, AND THAT'S WHAT WE'LL BE GOING TO CONSTRUCTION, UM, MOST LIKELY NEXT YEAR.

SO, UM, THE, THE PART TWO OF BURNET ROAD, UM, AND WHAT WAS REFLECTED IN THE CORRIDOR PLAN WAS TO WIDEN THE CROSS-SECTION FROM FOUR LANES TO SIX LANES AND HAVE DEDICATED LANES FOR TRANSIT.

AND THAT IS STILL THE ULTIMATE PLAN.

UM, ONE OF THE STEPS SINCE THIS IS THE TECH STACK CORRIDOR, ONE OF THE STEPS WE HAD TO GO THROUGH WAS THE NEPA PROCESS.

SO THE ENVIRONMENTAL CLEARANCE PROCESS, UM, AND SO SOME OF THE MATERIALS, UM, SEEN IN THE PUBLIC SHOWED US EXPLAIN CROSS SECTION, UM, WITHOUT SHOWING, UM, OR CALLING SPECIFICALLY FOR THE DEDICATED TRANSIT LANES.

SO WHAT WE NEEDED TO DO WAS CLEAR THE FOOTPRINT, UM, FOR THE NEPA PROCESS, UM, KNOWING THAT IN THE FUTURE, THE USE OF THE LANES WOULD BE DETERMINED BY THE OWNER OF THE ROAD, BUT RIGHT NOW, THOSE THAT RIGHT AWAY IS OWNED BY TEXTILE.

AND SO THAT DECISION IS OUT OF OUR HANDS.

UM, WE HOPE DOWN THE LINE THAT THOSE ROADS WILL BE TURNED BACK TO THE CITY OF AUSTIN, AND THAT WOULD GIVE US THE OPPORTUNITY TO USE THEM FOR TRANSIT ONLY AND BUSINESS, UM, ACCESS LANES IF WE DESIRED.

UM, SO THE TWO PHASE PROCESS, WE'RE JUST, WE'RE JUST FUNDED FOR PHASE ONE RIGHT NOW.

UM, AND IN TERMS OF OUR, UM, YOUR, YOUR FOLLOW-UP QUESTION ABOUT OUR COORDINATION WITH TXDOT, UM, IT'S ONGOING AND WE'RE, WE'RE PROBABLY MEETING ON A WEEKLY BASIS RIGHT NOW BECAUSE WE'RE DOING A LOT OF PROJECTS IN TECH STACK RIGHT AWAY.

UM, IT DEFINITELY PRESENTS ANOTHER LAYER IN TERMS OF REVIEWS AND APPROVALS.

UM, BUT IT'S GOING, GOING WELL SO FAR.

AND I FEEL LIKE WE'RE GOING TO GET TO, UM, SOME GOOD OUTCOMES.

UM, WE HOPE TO, YOU KNOW, ASSUME OWNERSHIP OF THOSE ROADWAYS DOWN THE LINE.

UM, BUT WE DON'T OWN THEM RIGHT NOW OR FOR THE, THE VERY NEAR FUTURE THAT WE'RE WORKING TOGETHER THE BEST WE CAN.

THANK YOU.

OKAY.

GOOD INFORMATION.

UM, IT HAS COME UP A BUNCH OF TIMES YOU MENTIONED IT HA HOW WAS THAT FOOTPRINT WAS GOING TO BE LIKE, AND WHO'S GOING TO CONTROL IT LONG TERM AND HOW THAT MONEY GETS SPENT TO MAKE SURE THAT IT GETS SPENT WISELY IN A COORDINATED FASHION.

SO THAT THAT'S A GOOD UPDATE.

THAT'S A GOOD QUESTION.

STRAIGHT SUMMERS.

ARE THERE ANY OTHER CREDITORS WITH QUESTIONS, UM, WITH SIENA THAT I CANNOT SEE YOU, BUT IF YOU HAVE SOMETHING FEEL FREE TO SPEAK UP.

THANK YOU.

OKAY.

UM, THIS IS POSTED, LET ME JUMP BACK TO THE AGENDA.

THIS IS POSTED FOR POSSIBLE ACTION.

IS THERE AN ACTION IN THE COURSE OF PROGRAM YOU MIGHT BE HOPING FOR US TO TAKE, AND IF WE DON'T HAVE A RECOMMENDATION OR ANYTHING IN FRONT OF US, I DON'T BELIEVE WE HAD A PROPOSED ACTION.

JUST A GENERAL UPDATE.

OKAY.

OKAY.

WELL THEN, UM, WE'RE GOING TO CLOSE OFF THIS TOPIC.

THANK YOU VERY MUCH FOR YOUR TIME.

THANKS FOR THE PRESENTATION.

[2.B. For discussion and possible action: The UTC will discuss, take nominations, and appoint representatives to the following bodies: Joint Sustainability Commission, Bicycle Advisory Council (BAC), and Pedestrian Advisory Council (PAC)]

OKAY.

THAT WILL MOVE US ONTO NEW BUSINESS ITEM B ELEMENT, CHECK THE ATTENDEES REAL QUICK TO SEE IF THEY EVER SHOWED UP.

SHE DID NOT.

OKAY.

SO THEN WE ARE AN EXCITEMENT AGENDA IS, UH, AT A, B, THIS IS POSTED FOR DISCUSSION AND POSSIBLE ACTION.

WE HAVE THREE BODIES, THE DRINK, SUSTAINABILITY COMMISSION, THE BICYCLE ADVISORY COUNCIL AND PEDESTRIAN ADVISORY COUNCIL, UH, TO WHICH UTC USUALLY HAS A APPOINTED REPRESENTATIVE.

UM, QUITE HONESTLY, ACTUALLY THOUGH THE BAC, THE PAC, AS CONVENIENTLY AS BACKPACK, USUALLY THE LIAISON ATTENDED THOSE MEETINGS AND GAVE AN UPDATE.

AND I KNOW THAT CASEY, YOU MENTIONED THAT THAT MIGHT BE A POSSIBILITY.

SO WITHOUT BACKING IT UP, NEXT LIAISON, THAT'S COMING IN.

WE'LL BE, UM, BAC.

NPAC LIKE BEING THE LIAISON FOR THEM, BUT WE HAVEN'T TRAINED HIM YET OR CONFIRMED THAT.

UM, HE'LL BE ABLE TO GIVE THOSE UPDATES.

SO IT MIGHT BE BEST IF ONE OF Y'ALL DOES IT.

UM, BUT YEAH, WE CAN TALK TO HIM ABOUT IT AS WELL.

OKAY.

YEAH.

IT'S A LITTLE BETTER TO, UH, OVER ASIDE AND THEN WE'LL HAVE A LITTLE MORE FLEXIBILITY.

ALL RIGHT.

SO THE JOINT SUSTAINABILITY COMMISSION AND YOU NOT HAVE ANY LITERATURE IN FRONT OF ME, IF ANYONE WANTS TO SPEAK TO THAT, AND THAT WOULD BE A GREAT

[00:45:01]

TIME.

I CAN TELL YOU A LITTLE BIT OF WHAT I KNOW ABOUT IT, ANYBODY.

SO THE GEORGIA SUSTAINABILITY COMMISSION IS SORT OF WHAT IT SOUNDS LIKE.

IT DEALS WITH CRUDE ENERGY AND SOLAR POWER AND RECLAMATION, AND TRY TO GET SHAPE HELPS SHAPE THE CITY POLICIES.

IN THAT REGARD, OBVIOUSLY TRANSPORTATION IS A LARGE CONTRIBUTOR TO ENERGY USE, WASTE AND POLLUTION, ET CETERA.

UM, WE HAD A COMMISSIONER, UM, AS A REPRESENTATIVE COMMISSIONER KELLY DAVIS.

SHE'S NO LONGER ON THE COMMITTEE.

SO IS THERE ANYBODY THROUGH SHOW HANDS ON VOICE WE'D LIKE TO TAKE ON ATTENDING THEIR MEETINGS OR AT THE VERY LEAST WE'RE MEETING THEIR NOTES AND BEING ABLE TO COME BACK AT THE END OF OUR MEETINGS, WE USUALLY HAVE A MINUTE OR SO FOR PEOPLE TO TALK ABOUT WHAT HAS GONE ON IN THOSE COMMISSIONS.

IS THERE ANYBODY WHO WANTS TO SELF-NOMINATE? IS THERE ANYBODY ABOUT ALREADY ON MORE THAN ONE COMMISSION? UH, I'M NOT ON ANY COMMISSIONS YET.

OKAY.

DOES THAT, DOES THAT SOUND LIKE A MISREAD LATER BE INTERESTED? CERTAINLY.

YES.

AND ALL RIGHT, WELL THEN I WILL MAKE A MOTION THAT COMMISSIONER WHEELER WOULD BE THE UTC REPRESENTATIVE TO JOIN SUSTAINABILITY.

IS THERE ANYBODY WHO WILL SECOND THAT MOTION AND YOU CAN SEND YOURSELF? OKAY.

GREAT.

ANY DISCUSSION, ANY QUESTIONS TOO, AT ANYTHING YOU NEED TO KNOW BEFORE WE VOTE YOU IN? OKAY.

I JUST NEED TO KNOW MY NEXT STEP, WHAT TO DO, WHO TO REACH OUT TO AFTER YOU PUT ME IN.

SURE.

WE WILL.

WE'LL FIND THAT OUT.

OKAY.

UM, ALL IN FAVOR OF, UH, HAVING ALREADY GONE UP CONDITIONAL, RARELY BEING THE UTC REPRESENTATIVE.

RAISE YOUR HAND.

IF YOU HAVE A CAMERA, IF NOT, PLEASE SPEAK UP.

OKAY.

IT'S AN EYE FOR ME FROM ATHENA I FROM ALLIE.

ALL RIGHT.

THAT SOUNDS UNANIMOUS.

BUT FOR PROCESS, ANY OPPOSED, ANY ABSTENTIONS, CONGRATULATIONS, COMMISSIONER WHEELER, YOU ARE NOW THE, UH, UTC REPRESENTATIVE TO DRINK SUSTAINABILITY.

I DO NOT KNOW A HAND WHEN THEY MEET THAT.

WE CAN DEFINITELY FIND THAT.

AND, YOU KNOW, IN EMAIL THAT INFORMATION TO YOU.

THANK YOU.

THANK YOU FOR STEPPING UP.

AND, UH, YOU KNOW, AND ACTUALLY, BECAUSE IT'S, IT'S YOUR FIRST TIME, IF YOU DON'T MIND, WOULD YOU GIVE US A 30 SECONDS OR A MINUTE OR WHATEVER? YOU'RE COMFORTABLE WITH A LITTLE BIT OF YOUR BACKGROUND.

YEAH, CERTAINLY.

SO AM I THE ONLY NEWBIE RIGHT NOW? HAS EVERYBODY BEEN ON FOR AWHILE? I COULDN'T QUITE TELL MR. RYAN, HOW HAS IT BEEN? WELL, THIS IS MY SECOND MEETING.

THERE YOU GO.

YES.

WHICH IS WHY I'M, I'M, I'M QUIET.

I'M ABSORBING THINGS.

SO YOU'RE THE NEWEST AFTER ME.

YES, YES.

UM, I, IN FACT, I, NOT SURE IF I'M REPLACING KELLY DAVIS OR NOT, I'M I'M, I'M LESLIE POOLS REPRESENTATIVE.

AND I KNOW THERE WAS SOMEBODY LONGSTANDING ON THIS BOARD WHO SHE REALLY LIKED, BUT SHE HAD HER MOVED TO ANOTHER BOARD.

SO THAT MIGHT'VE EVEN BEEN DAVIS.

I'M NOT SURE.

UM, SO YES, I'M, LOVELY'S REPRESENTATIVE.

I, UM, I'VE LIVED IN AUSTIN SINCE 1998.

UM, I HAVE TWO KIDS IN THE PUBLIC SCHOOL SYSTEM HERE.

ONE GOES TO LAMAR, ONE GOES TO MCCALLUM.

UM, I'VE WORKED AT DELL AND VIRGIN ACCENTURE LCRA, AND I AM CURRENTLY AT AUSTIN ENERGY.

SO I HAD TO GET A SPECIAL WAIVER LUCKILY TO JOIN THIS BOARD BECAUSE IT'S A SOVEREIGN BOARD AND SOMETHING ABOUT NEWSSTANDS C CITY DOCTORS, AREN'T SUPPOSED TO BE ON SOVEREIGN BOARDS.

SO THIS ONE ISN'T ADVISORY BOARD, BUT SOMEHOW IT'S A SOVEREIGN BOARD BECAUSE SOMETHING TO DO WITH NEWSSTANDS.

ANYWAY, I REALLY APPRECIATE EVERYONE WHO HELPED ME ACTUALLY GET ON THIS BOARD.

SO, SO I'M GOING TO, I'M GOING TO DO WHAT I CAN.

ALL RIGHT.

WELL, WELCOME ABOARD.

UM, I KNOW THAT USED TO BE, I DON'T KNOW IF WE STRUCK IT FROM OUR GUIDELINES, THERE WAS SOME WEIRDNESS, WEIRDNESS.

THERE WAS WHAT I TOOK TO BE WEIRDNESS AROUND.

WE HAD UTC HAD THE ABILITY TO REGULATE WHERE NEWS LIKE NEWS VENDING MACHINES AND NEW STANDS SAT ON CITY PROPERTY.

AND THAT WAS, YEAH, THAT WAS A WEIRD LEGACY WRINKLE THAT SAY COULD JUST NEVER GOT THE BOOT, BUT WHICH IT IS GOOD LUCK FINDING THOSE.

IT'S KIND OF LIKE FINDING AN OLD PASSION, LIKE SUPERMAN AS, YOU KNOW, PHONE BOX, LIKE EXACTLY.

BUT IF WE HAD ONE, WE WOULD BE ABLE TO REGULATE IT, I BELIEVE.

OKAY.

THANK YOU.

UM, SO BASICALLY ADVISORY COUNCIL AND PETITION ADVISORY COUNCIL, THEY'RE NOT WANTING THE SAME THING THAT WE OFTEN REFER TO THEM TOGETHER.

UM, YOU KNOW, THERE ARE ALL OF THESE BOARDS THAT ARE CURRENTLY MEETING, UH, ONLINE AS FAR AS I KNOW, SO THAT IT IS FAIRLY CONVENIENT.

UM, ARE THERE ANY FOLKS, UM, ANY SPECIALLY BICYCLE CENTRIC

[00:50:01]

FOLKS INTERESTED IN THE BICYCLE ONE? OOH.

WHO IS THAT? OH, DANA.

OKAY.

IS THERE ANYONE ELSE WHO WANTS TO SELF-NOMINATE? NO.

RIGHT.

SOUNDS GOOD.

UM, WELL, SO I WILL NOMINATE THE ATHENA, THE, THE UTC REPRESENTATIVE TO BICYCLE ADVISORY COUNCIL.

IS THERE A SECOND AND THAT WILL ALLIE.

THANK YOU.

ALL RIGHT.

UM, ANY DISCUSSION, ANY QUESTIONS BEFORE WE VOTE YOU IN? UM, I HAVE NO IDEA WHAT THIS ENTAILS, BUT I'M VERY EXCITED ABOUT IT.

THAT'S THAT'S THE SPIRIT IS DIVE IN AND HELP OUT.

ALL RIGHT.

WELL, ALL IN FAVOR OF, UH, APPOINTING DINA AS THE UTICA REPRESENTATIVE TO BICYCLE ADVISORY, RAISE YOUR HAND.

IF YOU HAVE A CAMERA OR SPEAK UP, IF YOU ARE NOT ON CAMERA FOR MYSELF, I AM.

OKAY.

ALL RIGHT.

UH, DID YOU HAVE TO MISS THAT FOR PROCESS? ANY NAYS, ANY ABSTENTIONS, CONGRATULATIONS AT THE END, YOU ARE NOW THE REPRESENTATIVE TO THE BICYCLE ADVISORY COUNCIL.

UH, WE CAN ALSO LOOK THAT UP AND SEND YOU SOME INFO, OR IF YOU WANT TO LOOK THINGS UP THAT WOULD WORK TOO LAST ONE PEDESTRIAN ADVISORY COUNCIL.

THEY DEFINITELY DO WITH HOW PEOPLE GET AROUND IN THE CITY INCLUDES THE WHEELCHAIRS INCLUDES THROWERS FOODS, E SCOOTERS AND OTHER THINGS AS WELL.

IS THERE ANYONE WHO WANTS TO DO SELF NOMINATE? OH, SORRY.

I JUST WAS NOT SURE.

ARE MOST PEOPLE ON TWO BOARDS OR WHAT DO YOU, WHAT IS THE, UH, IT'S, IT'S A MIX.

THERE ARE DEFINITELY SEVERAL PEOPLE WE HAVE YOU'RE ON MORE THAN ONE, OR THEY HAVE TO REPORT TO OTHER ONES AS WELL.

SO WE DON'T WANT TO SPREAD PEOPLE TOO THIN OR FORCED TOO MUCH ON ONE PERSON.

IT WAS ABOUT TO VOLUNTEER THEMSELVES.

I THINK, UH, SEE I, IF I WAS SMART, I WOULD HAVE NOT, I WOULD'VE LET IT GO.

I'M NOT AS, BUT I I'M.

I WOULD LOVE TO.

UM, AND THIS IS ALLIE.

THANK YOU SO MUCH.

UM, ANYBODY ELSE GOING ONCE GOING TWICE? ALL RIGHT.

SO THERE'S A MOTION TO, UM, APPOINT A COMMISSIONER ALVAREZ TO THE UT I MEAN, TO THE TRADITIONAL ADVISORY COUNCIL.

IS THERE A SECOND? SECOND.

THANK YOU.

UM, ANY QUESTIONS? DISCUSSION.

ALRIGHT.

ALL THOSE IN FAVOR.

RAISE YOUR HAND.

ALL OF THOSE JUST BY VOICE FROM ALLIE, I FROM ATHENA.

ALL RIGHT.

THANK YOU VERY MUCH.

YOU AND YOUR PROCESS, ANY NAYS, ANY ABSTENTIONS, CONGRATULATIONS VALLEY.

YOU ARE NOW PART OF THE PETITIONER ADVISORY COUNCIL.

ALL RIGHT.

WELL, THIS IS THROUGH THE END OF THE NEW BUSINESS.

UM, AND THEN

[3. STAFF BRIEFINGS ]

ONTO STAFF BRIEFINGS AND THEN WE WILL BE HEADING FOR GERMAN.

SO THE LISTING IS DOWNTOWN COMMISSION.

FIRST, DO WE HAVE, DO WE HAVE A REPRESENTATIVE TO DOWNTOWN COMMISSION? OH, THAT'S COMMISSIONER ROPY.

WHO IS NOT HERE, CASEY, BY ANY CHANCE, DO YOU KNOW IF THEY'VE EVEN MET ONE SECOND? LET ME CHECK, UH, THE DOWNTOWN COMMISSION.

I AM NOT SURE I CAN REACH OUT TO COMMISSIONER, WHETHER IT BE, SHE SAID SHE'S TESTIFYING ON SOME BILLS RIGHT NOW, SO THAT'S WHERE SHE'S AT.

OKAY.

OH, SO IMPORTANT WORK, UH, JOINT SUSTAINABILITY COMMISSION, COMMISSIONER, REGULAR.

DO YOU HAVE A REPORT PLANNED AHEAD? OKAY.

UH, BAC AND PAC OR NEXT CIVIL'S THE BUILDERS AS WELL.

UM, THE CITY COUNCIL MOBILITY COMMITTEE.

SO I DID SPEAK TO THE MOBILITY COMMITTEE TO THIS AFTERNOON, ACTUALLY JUST A FEW HOURS AGO.

BROUGHT THEM UP TO SPEED ON OUR, UM, LAST RECOMMENDATION ABOUT , UH, SCOPING PHASE TWO.

IT DID SEEM TO BE DIPLOMATIC AGREEMENT THAT TECH STOCK COLLABORATION IS NOT AS ROBUST AS PEOPLE WOULD HOPE AND THAT THERE IT'S STILL EARLY IN THE PROCESS THAT GIVES US TIME, BUT IT ALSO MEANS, YOU KNOW, UM, WE ARE FURTHER LEFT ON THOSE GANTT CHARTS.

SO THAT'S, THIS IS THE TIME WHERE WE CAN MAKE SOME SIGNIFICANT PROGRESS.

HOPEFULLY, UH, THERE DID SEEM TO BE VERY, YOU KNOW, UH, OPEN VERY MUCH AN OPENNESS TO, UM, UNDERSTANDING OUR OPINION AND TRY TO DO IT ATD.

AND THE CITY OF AUSTIN HAS BEEN DOING TO GET SOME COLLABORATION TO KIND OF MAKE THE SAME POINTS THAT WE HAVE BEEN TALKING ABOUT THE CITIES ALSO TALKING ABOUT.

SO THAT WAS GOOD.

IT WAS POSITIVE.

UM, I HEARD FROM, UM, COUNSELING AND FOR KITCHEN AFTERWARDS THAT SHE WANTS TO TALK

[00:55:01]

IN EXTRA DEPTH ABOUT IT.

SO HOPEFULLY WE CAN GET SOME, GET SOME COUNCIL LEVEL SUPPORT FOR, UM, FOR A BETTER COLLABORATIVE PROCESS WITH TEXTILES AND NINE 35.

ANY QUESTIONS ON, YES.

I JUST WANT IT TO NOTE TOO.

WE MIGHT WANT TO ADD FOR UPDATES.

THE, UM, SINCE I'M WAS APPOINTED AS THE, UH, COMMUNITY, THE REP TO THE PROJECT CONNECT COMMUNITY ADVISORY COMMITTEE, MAYBE WE WANT TO DO UPDATES ON THAT.

UM, WE HAVE OUR FIRST MEETING, IT LOOKS LIKE IT'S GOING TO BE, I THINK, APRIL 26TH.

SO I SHOULD HAVE AN UPDATE I THINK, BEFORE NEXT MEETING.

OKAY.

AND IS THAT STILL CALLED PECAN OR IS IT HAS A DIFFERENT NAME NOW? THIS IS THE, THIS IS A COMMUNITY ADVISORY COMMITTEE THAT, THAT AT THE LAST MEETING I WAS APPOINTED TO AS A UTC REP.

SO THIS, SO, UM, AND THERE'S ALSO, THE PECAN IS ALSO STILL ONGOING.

I'M KIND OF DECIDING IF I'M GOING TO GO TO THAT JUST FOR FUNSIES OR NOT, BUT I HAVE A LOT GOING ON, BUT, UM, I DON'T KNOW.

I'D LIKE TO SEE US KEEP, KEEP SOME KIND OF UPDATE ON, ON PROJECT CONNECT.

YES.

UM, I HAVE NOT FOLLOWED THEIR SCHEDULING TOO CLOSELY YET.

I KNOW IT'S COMING UP.

UM, YOU KNOW, AD HOC, PEOPLE CAN JUST SHOW UP TO THE PROJECT CONNECT ADVISORY NETWORK OR AMBASSADOR.

I THINK IT MAY BE A BASTARD NETWORK NOW P CAN, UM, THAT IS A PUBLIC MEETING.

YOU DO NOT NEED SPECIAL PERMISSION TO SHOW UP AND ATTEND IT.

IN FACT, THEY WOULD LOVE FOR PEOPLE TO JUST SHOW UP.

UM, SO IF ANY COMMISSIONERS, YOU KNOW, FEEL FREE ON A TUESDAY AT SEVEN OR WHENEVER IT IS, UM, IT IS WORTH ATTENDING I'M I ATTENDED AS WELL.

I JUST NEED TO FIND IT AND PUT IT ON THE CALENDAR, BUT I JUST TOOK A NOTE THAT WE WILL PUT IT UNDER STAFF BRIEFINGS.

WE'LL PUT THE CAC, IT'S JUST A PROJECT CONNECTS COMMUNITY ADVISORY COMMITTEE.

IS THAT THE FULL NAME OR IS IT SOMETHING LIKE THAT? OKAY, WE'LL TAKE THAT NOTE.

UM, WHAT IS ACTUALLY NOT ON OUR AGENDA THAT I HOPE WE CAN DISCUSS OR AGENDA ITEMS FOR NEXT TIME, THE CASEY, IS THAT ALLOWED CHRIS TO DISCUSS THAT? YES, I THINK SO.

CAUSE THEN I'LL JUST ADD THEM TO THE FUTURE ITEMS. OKAY.

UM, I WOULD LIKE FOR US TO HEAR ABOUT HEALTHY STREETS AND I WOULD LIKE TO KNOW WHAT THE PLAN IS THERE.

I WROTE THE OTHER DAY DOWN, UM, UH, RIGHT BY GOLINDA SCHOOLS.

IT'S PARALLELS FIFTH.

I DON'T ACTUALLY KNOW THE NAME OF THAT STREET, BUT I READ THAT ALL THE TIME ON MY BIKE AND IT HAS BEEN A HEALTHY STREETS BEGINNING OF THE PANDEMIC AND IT IS NO LONGER A HEALTHY STREET.

UM, AND THEY USED TO HAVE PEOPLE PACKED ON IT AND NOW IT DOES NOT.

AND IT MAKES ME SAD.

KAMALA IS ALSO MISSING A LOT OF THE HEALTHY STREETS.

SIGNAGE.

YEAH.

SO IS IT MISSING IT OR IS IT IT HASN'T BEEN REMOVED BECAUSE THEY'RE, THEY'RE ACTUALLY TAKING THEM DOWN.

UM, IT LOOKS LIKE DEFINITELY THE SECTION NORTH OF MLK THROUGH LIKE THE UT AREA TO MAINER IS GONE.

UM, AND I THINK LIKE SOUTH OF THAT, THROUGH LIKE THE CEMETERY AREA, BUT I'M, CAN'T REMEMBER HAVING BACK THERE IN ABOUT A WEEK.

YEAH.

I CAN, UH, FIX THAT A LITTLE BIT.

UM, THEY, THEY HAVE BEGUN PHASING OUT THE QUOTE UNQUOTE LESS SUCCESSFUL AREAS.

IT SOUNDS LIKE THE ONE YOU WERE REFERENCING WAS, WAS ACTUALLY SUCCESSFUL.

SO I DON'T KNOW WHAT THAT, UH, WHAT THEIR METRIC IS THERE.

UM, AND THEY'RE PHASING IN PERMANENT, UM, ESCALATIONS, UH, IMPROVEMENTS TO THE MORE SUCCESSFUL AREAS AGAIN, WHAT THAT ACTUALLY MEANS I'M A LITTLE UNCLEAR ABOUT, BUT, UM, WALK AUSTIN IS INVOLVED WITH THAT AND, UH, UH, ADAM GREENFIELD WALK PAST AND PROBABLY KNOWS THE MOST OF ANYBODY DOES NOT WITH THE CITY.

SO A BIGGER PERSON TO TALK TO.

YEAH.

SO LET'S PUT THAT ON THE AGENDA.

IF WE CAN KC A, UH, HEALTHY STREETS UPDATE, UM, FROM STAFF, IF WE CAN GET ONE, IF THERE'S A PLAN ON HOW IT'S GOING TO GO FORWARD, THAT WOULD BE GREAT TO KNOW.

I WILL SAY I KNOW I'M BOLDING BECAUSE I USUALLY TAKE MY BIKE THAT W THE, UH, THE BOLDEN SECTION THEY HAVE PUT IN BETTER SEEMING MORE OF A MORE PERMANENT BARRICADES.

YOU KNOW, IT'S NOT JUST A WOODEN THING WITH SOME SIGNS, ZIP TIES AND BETWEEN PUTTING IN SOMETHING MORE PERMANENT, PERMANENT, BUT I DON'T KNOW WHAT THE ACTUAL DESIGN OF THAT.

YEAH.

OKAY.

SO I WOULD PROPOSE THAT FOR ONE OF OUR, THAT HEALTHY STREETS, THAT DISCUSSION, UM, IF WE CAN GET AN UPDATE ON THAT, THAT WOULD BE GOOD.

I HAVE ONE TOO, ACTUALLY.

UM, I, UM, I WAS, I WAS PLANNING TO SUBMIT, UH, SUBMIT THIS ONE.

I MIGHT END UP WAITING OR CASEY, I MIGHT ASK YOU TO HELP ME FIGURE OUT WHEN WOULD BE BEST.

CAUSE I IT'S ACTUALLY ABOUT THE GREAT STREETS PROGRAM, WHICH IS THE PROGRAM TO SORT OF TAKE, I GUESS YOU COULD SAY PARKING MONEY, PARKING FEES FROM DOWNTOWN AND RECONSTRUCT, UH, SEGMENTS OF STREETS TO THE GREAT STREET STANDARDS, UM, THAT ALSO CAN HAPPEN WHEN A SITE, LIKE A LOT REDEVELOPED, THEY HAVE TO BUILD TO THOSE STANDARDS, BUT THAT PRO

[01:00:01]

YOU KNOW, EXTERNALLY, IT'S HARD TO KNOW.

IT SEEMS LIKE THAT PROGRAM SLOWED DOWN A BIT.

AND, UM, I WAS CURIOUS FOR AN UPDATE, BUT THEN I ALSO SAW THE CITY'S HIRING LIKE A GREAT STREETS PROGRAM, PROGRAM MANAGER OR PLANNER.

SO I THOUGHT, AHA, THAT'S THE, THAT'S A GOOD SIGN THAT THEY'RE HIRING SOMEBODY, BUT, UM, THAT WAS ONE OF THE UPDATES.

MAYBE IT WOULD BE BETTER TO WAIT FOR THAT PERSON'S ON BOARD, BUT, UM, I'D LIKE TO HEAR FROM THEM MAYBE IN THE NEXT COUPLE OF MONTHS ABOUT THEIR STATUS AS WELL.

HEY, ANY OTHER COMMISSIONERS HAVE, UM, SOME IDEAS OR DISCUSSIONS THING THAT I'M CURIOUS ABOUT WHAT'S GOING ON WITH THE CROSSING AT 35 AND FOURTH STREET FOR THE PEDESTRIANS AND BICYCLISTS.

UM, OKAY.

IT'S A TERRIBLE CROSSING.

AND I'M WONDERING IF LIKE THERE'S EVER GOING TO BE LIKE A RAISED PORTION TO YOU, CARS WHERE THE NEW BIKE PATH CROSSES OVER.

YEAH.

YEAH.

I CAN, I CAN SEE THAT I DO LIKE THAT NEW TRAIL, BUT THAT'S NOT A SUPER AWESOME CROSSING.

ANYBODY ELSE WANT TO PUT SOME ITEMS FOR THOUGHT? SO THAT THAT CROSSING HAS BEEN BROUGHT UP MANY TIMES AT THE BAC AND BASICALLY TEXTED DOESN'T WANT TO DO ANYTHING BECAUSE THEY DON'T WANT TO SWEAT ON TRAFFIC ON THE, UH, UH, ENTRANCE RAMS ALSO.

UM, THERE WAS DURING THE CONSTRUCTION PHASE, THEY HAD IT DOWN TO TWO LANES, SORT OF THREE, AND IT WAS MUCH BETTER TO CROSS.

I THINK THEY'VE GONE TAKING THAT AWAY NOW.

SO IT'S PROBABLY WORSE AGAIN.

UM, I, BUT I WOULD SAY THAT'S JUST A GENERAL, LIKE A TEXTILE NEEDS TO DO BETTER KIND OF THING.

I DON'T KNOW IF WE CAN JUST GET A REP TO TALK ABOUT THAT BECAUSE I KNOW THAT SOMETIMES THEY DON'T WANT TO TALK ABOUT JUST WANTING TO BE VERY INFORMAL, SEE MY GOOD IDEAS.

UM, AND YOU KNOW, THE COMMISSIONERS, THAT'S THINGS THAT BURNING A HOLE IN YOUR POCKET YOU WANT TO TALK ABOUT.

OKAY.

WELL, THERE IS A TIME, UM, DON'T FORGET TO CHECK YOUR CITY OF AUSTIN, UH, EMAILS.

THAT'S A GOOD WAY TO THROW THESE THINGS OUT OR, UM, EXTRA TWITTER, UH, SO WE CAN TRY AND MAKE SOME PROGRESS.

OKAY.

AND WITH THAT, WE ARE TO THE LAST ITEM ADJOURNMENT.

IS THERE A MOTION TO ADJOURN? I THINK WE CAN DO THIS BY CONSENT.

ALL IN FAVOR.

SAY AYE.

JUST TURN OFF THE CAMERAS.

OKAY.

THANK YOU ALL.

WE ARE ADJOURNED.

THANKS EVERYBODY.

I WONDER HOW I WONDER .
