AND THEN ALSO AT 1111

[00:00:01]

HERE ON APRIL 22ND, 2021.

[Consent]

UH, LET'S GO AHEAD AND CONVENE THE AUSTIN HOUSING FINANCE CORPORATION MEETING.

A CORE OF THE DIRECTORS ARE PRESENT.

I WOULD POINT OUT THAT THERE IS A BACKUP LATE BACKUP IN ITEM NUMBER ONE, UH, ON OUR AGENDA.

IT'S THE MINUTES.

UH, WE'RE GOING TO TAKE THIS SPEAKERS THAT HAVE SIGNED UP TO SPEAK, UH, TODAY ON THE AGENDA.

I THINK WE HAVE ONE.

AND IF THE CLERK WOULD PLEASE CALL HER SPEAKER, THANK YOU, MIRA COUNCIL MEMBERS.

I'M ZENOBIA JOSEPH.

AGAIN, MY POSITION ON THESE TWO ITEMS TWO AND THREE ARE STATED NEUTRAL.

IN THE OFFICIAL RECORD, I WOULD ASK YOU TO CHANGE THE POSITION TO AGAINST I HAVE SINCE REVIEWED THE DOCUMENTATION.

AND I WANT TO CALL IT TO YOUR ATTENTION THAT KAREN POINT AUSTIN IS THAT 56 12 SPRINGDALE ROAD THAT IS DIRECTLY ACROSS THE STREET FROM THE RESERVE AT SPRINGDALE.

THE RESERVE AT SPRINGDALE IS 292 UNITS, 60% AREA, MEDIAN, FAMILY INCOME.

AND IT'S SPECIFICALLY PREDOMINANTLY AFRICAN-AMERICANS.

I WANT YOU TO UNDERSTAND THAT THERE'S NO BUS STOP THERE.

THE 300 ROGGIE LANE BUS WAS ELIMINATED JUNE 3RD, 2018.

THERE'S NO SCHOOL TRIPPER, TWO PECAN SPRINGS ELEMENTARY, AND THE TASHA HARPER MADISON'S MOTHER LIVES NEAR OUR ON ROGGIE LANE.

AND SHE HAS DONE NOTHING TO ASK CAPITAL METRO TO RESTORE SERVICE.

THERE THERE'S A PICKUP ZONE, BUT IT'S ONLY MONDAY THROUGH FRIDAY.

THIS PARTICULAR PROPERTY IS ACTUALLY FOR SENIOR CITIZENS, BUT IT'S PERMANENT SUPPORTIVE HOUSING.

SO IT'S 30% TO 50% AREA MEDIAN, FAMILY INCOME, AND YOU'RE CREATING POCKETS OF POVERTY.

THE LAST TIME I TESTIFIED, I TOLD YOU THAT YOU WERE PUTTING ANOTHER PROPERTY OF 60% AREA, MEDIAN FAMILY INCOME, LESS THAN TWO MILES FROM THE RESERVE AT SPRINGDALE, WHICH IS ACROSS FROM UNIVERSITY HILLS LIBRARY, PLEASE DIVERSIFY AUSTIN.

SO WHAT I WOULD ASK YOU TO RECOGNIZE AS WELL IS THREE 15 MAYNOR IS OFF OF THE AREA, WHICH IS ROCKY LANE AS WELL.

AND EVEN THOUGH THIS WOULD BE 270 MULTI-FAMILY UNITS, I WANT YOU TO UNDERSTAND THAT BLANTON ELEMENTARY STUDENTS HAVE TO WALK ONE MILE TO THE MUELLER AREA.

SO THE BUS SYSTEM SERVES THE PEOPLE WHO ARE WEALTHY IN MUELLER, AND THIS WOULD SERVE PEOPLE WHO WOULD ACTUALLY BE LOW INCOME.

BUT I WANT YOU TO UNDERSTAND THAT THERE'S A WHOLE LOT OF SPACE ON THE WEST SIDE OF LOOP ONE.

AND SO I'M GOING TO ASK YOU ONCE AGAIN, TO PUT A MORATORIUM ON PERMANENT SUPPORTIVE HOUSING IN NORTHEAST AUSTIN.

I WANT YOU TO RECOGNIZE THAT YOU NEED A MAP OVERLAY SO THAT YOU CAN IDENTIFY THE NUMBER OF UNITS THAT ARE WEST OF MOPAC.

AND YOU ALSO NEED TO LOOK AT THE AREA MEDIAN FAMILY INCOME.

WHEN IT'S WEST OF MOPAC, IT'S 80% AREA, MEDIAN, FAMILY INCOME THROUGH THE HOUSING AUTHORITY OF THE CITY OF AUSTIN, LARGELY IT'S 30 TO 60% AREA MEDIAN FAMILY INCOME, WHICH IS ABOUT A $12 AN HOUR JOB ON THE ARE BELOW, UM, WHICH IS EAST OF .

I ALSO WANT YOU TO RECOGNIZE THAT TRAVIS COUNTY COMMISSIONER'S COURT IN PROJECT YEAR 2019, ALL OF THE NINE PROJECTS WERE EAST OF .

AND SO IF YOU LOOK AT THESE PROPERTIES INDIVIDUALLY, IT APPEARS THAT YOU'RE DOING A GREAT JOB, BUT WHEN YOU LOOK AT THE BIG PICTURE AND YOU START TO PUT THE OVERLAY, YOU'LL SEE THAT YOU HAVE VERY FEW ITEMS ARE PROJECTS THAT ARE WEST OF LOOP ONE.

AND SPECIFICALLY, I'LL JUST GIVE YOU ONE EXAMPLE ON THE LAKE LINE LINE, THE METRO RAPID ACTUALLY IT'S ONLY 128 UNITS.

WHEN YOU GO EAST OF , YOU START TO SEE 300 UNITS, ALMOST 300 OR 390 UNITS.

SO YOU HAVE MORE DENSITY AND THAT'S AN EQUITABLE.

SO LET ME JUST CLOSE BY QUOTING PRECEDENT.

SO THE INCLUSIVE COMMUNITIES PROJECT THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT OVER THE SIDING OF MOST LOW-INCOME HOUSING TAX CREDITS, AND THESE PROPERTIES WERE PREDOMINANTLY IN BLACK COMMUNITIES IN TEXAS.

AND THIS IS THE HOLDING IN THAT CASE IN TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS VERSUS INCLUSIVE COMMUNITIES PROJECT.

THIS WAS IN 2015 JUSTICE, ANTHONY KENNEDY DELIVERED THE COURTS FIVE, FOUR DECISION, AND IT HELD THAT DISPARATE IMPACT CLAIMS ARE COLONIZED BUBBLE UNDER THE FAIR HOUSING ACT OF 1968.

AND SO I WOULD JUST ASK YOU MIRROR TO KEEP THAT IN MIND AND TO RECOGNIZE THAT THESE ARE DISPARATE IMPACTS BECAUSE WE UNFORTUNATELY ARE CONCENTRATING POVERTY BECAUSE WHEN YOU HAVE 60% AREA MEDIAN, FAMILY INCOME, AND BELOW THAT IS NOT GOING TO BE THE SOLUTION TO TRYING TO GET 3000 PEOPLE HOUSING THREE YEARS TO THE AREA WEST.

YES.

WEST OF MOPAC.

I THANK YOU FOR TAKING MY CALL AND IF YOU HAVE ANY COMMENTS OR QUESTIONS FOR ME, I'LL GLADLY ANSWER THEM AT THIS TIME.

[00:05:01]

OKAY.

THANK YOU.

THOSE ARE ALL THE SPEAKERS WE HAVE.

YES MA'AM.

OKAY.

WHILE WE'RE HERE, THERE ARE THREE ITEMS ON THIS, UH, UH, AGENDA.

I THINK THEY'RE ALL THREE CONSENT BY.

YES.

YOU WANT TO SEE IF WE CAN TAKE CARE OF THOSE.

THOSE ARE TRULY HAPPY TO DO THAT.

MANDY, DO YOU WANT TO LAY THEM OUT? ABSOLUTELY.

THERE ARE.

THIS IS 90 TAMARA AUSTIN HOUSING FINANCE CORPORATION.

WE HAVE ITEMS ON TODAY'S CONSENT AGENDA.

THE FIRST IS APPROVING MEETING MINUTES ON MARCH 4TH ON APRIL EIGHT, AS YOU MENTIONED, THEY'RE LIKE BACKPACK OR THOSE ALBUMS. THE SECOND IS AND INDUCEMENT RESOLUTION OR ALL THAT ACTIVITY $9 OR A PROPOSED PROJECT ON ROAD.

UM, IT'S A SENIOR, 130 UNITS SENIOR HOUSING PROJECT THAT WON'T SURVIVE, UM, PERMANENT SUPPORTIVE HOUSING FOR FOLKS BETWEEN 30 AND 60%, MAYBE FAMILY INCOME.

UM, AND THEN THE THIRD ITEM IS AUTHORIZING US TO MOVE FORWARD WITH THE ACQUISITION OF AN ALMOST HALF ACRE CORSO AT 30 PARTS ROAD.

UM, WE ARE UTILIZING GENERAL OBLIGATION.

BONDS BACK POSITION IS $1.1 MILLION, INCLUDING CLOSING CALLS.

HAPPY TO TAKE ANY QUESTIONS I OFFER THOSE ON CONSENT COLLEAGUES.

IS THERE A MOTION TO APPROVE THE CONSENT AGENDA? MAYOR PRO TEM MAKES THE MOTION COUNCIL MEMBER TOVO SECONDS.

ANY DISCUSSION ON THE CONSENT AGENDA COUNCIL MEMBER? TOHO NO, IT'S ACTUALLY A QUESTION ABOUT THE NEXT IT'S WITH REGARD TO THE ACQUISITION OF THE PARCEL.

IT'S MY UNDERSTANDING THAT THERE'S ALSO AN INTENT TO PURCHASE AN, UM, A PARCEL FROM, UM, FROM PUBLIC WORKS, BUT, AND THAT'S NOT PART OF THE TRACK THAT'S ON OUR AGENDA TODAY, IS THAT CORRECT? NO, THAT IS NOT IN A DISCUSSION WITH THE PUBLIC WORKS DEPARTMENT.

PARTICULAR PARCEL IS A PRIVATELY HELD, UM, PARCEL, UM, THAT WE ARE ASKING TO MOVE FORWARD WITH THE ACQUISITION OF FOUR, $1 MILLION, 1.1 MILLION WITH CLOSING COSTS.

THEY'RE IN ACTIVE DISCUSSIONS WITH PUBLIC WORKS RIGHT NOW ABOUT THE ACQUISITION OF THIS SLIGHTLY LARGER PARCEL.

AND OUR INTENTION IS TO DO EIGHT LAND ASSEMBLAGE AT THAT LOCATION.

GREAT.

WELL, UM, AS IT BECOMES A LITTLE BIT LATER IN THE PROCESS, I'M VERY INTERESTED TO KNOW HOW WE'RE GOING, HOW THE CITY DEPARTMENT IS GOING TO VALUE THAT LAND.

BASICALLY WHAT PRICE TAG IS GOING TO BE ON IT.

IS IT GOING TO BE THE PRICE AT WHICH THEY ACQUIRED IT OR WILL IT BE MARKET PRICE? UM, WE'VE HAD THAT CONVERSATION BEFORE WHEN WE HAVE A CITY DEPARTMENT PURCHASING, UM, PLAN TO IT.

WHAT IS AN ESSENCE AND OTHER CITY ENTITIES? IT'S NOT AS A CITY, OBVIOUSLY THE HOUSING FINANCE CORPORATION IS, IS ISN'T A CITY DEPARTMENT, BUT IT IS A CITY ENTITY.

SO JUST, UM, JUST A NOTE THAT I'D LIKE SOME INFORMATION ABOUT THAT AND MAYBE MY COLLEAGUES WOULD AS WELL.

I, I HOPE THAT WE'RE GIVING THE BEST PRICE POSSIBLE TO OUR, WHEN IT'S BEING PURCHASED BY ANOTHER CITY ENTITY, ABSOLUTELY ENCOUNTERING THE DISCUSSIONS WE'RE HAVING WITH PUBLIC WORKS RIGHT NOW.

WE'RE LOOKING AT THE CURRENT, I BELIEVE THAT PARCEL WAS PURCHASED WITH CERTIFICATES OF OBLIGATION.

UM, AND SO WE'RE WORKING THROUGH THE MECHANISM WE WOULD USE TO PURCHASE, UH, TO DEFEAT THOSE BONDS SUPER WELL, THANK YOU.

THIS IS, UH, AN EXCITING ACQUISITION.

WE ARE VERY EXCITED ABOUT IT.

THANKS.

OKAY.

ANY OTHER DISCUSSION ON THE CONSENT AGENDA? VERY NON LET'S.

TAKE A YES.

COUNCILOR AUTHOR, NOT FOR HFC.

OKAY.

LET'S TAKE A VOTE ON THE CONSENT AGENDA ON THE PROTESTANT HOUSING FINANCE CORPORATION, THOSE IN FAVOR OF THE CONSENT AGENDA AND IS ONE 30, PLEASE RAISE YOUR HAND.

THOSE OPPOSED.

UH, IT IS A UNANIMOUS ON THE DIOCESE.

YES.

THANK YOU.

YOU'RE VERY WELCOME.

THANK YOU.

PASSED UNANIMOUSLY.

ALL RIGHT.

I'M THEN GOING TO ADJOURN THE, UH, HOUSE ALSO HOUSING FINANCE CORPORATION MEETING HERE AT 1121.
