WE BRING A VERY DIVERSIFIED CULTURE TOO OFTEN. THE ADA COMMUNITY OWNS MORE THAN 60% OF THE HOTELS IN AUSTIN AND ARE DIRECTLY CONTRIBUTING TOWARDS THE MAJOR PORTION OF HOTEL OCCUPANCY TAX. THE API COMMUNITY MAKES UP AROUND 8% OF CDF AUSTIN'S POPULATION IS INCREASING AT A VERY RAPID PACE, ALMOST DOUBLING EVERY 12 YEARS WITH ALSO THE FASTEST GROWING DEMOGRAPHICS IN THE NATION. FOR THE PAST 20 YEARS, AP ARTISTS HAVE BEEN PERFORMING AT PROMINENT CULTURAL EVENTS WHILE IT IS TRUE THAT THE GRANTS HAVE SUPPORTED TRADITIONAL CULTURAL ARTS IN THE PAST, BUT API MUSICIANS ARE STILL NOT SEEN AS PART OF THE COMMERCIAL AND MAINSTREAM MUSIC LANDSCAPE. PCG HAS APPLIED TO SECURE FUNDS TO CREATE MUSIC HUB AS PROVIDED FOR, BUT OFTEN MUSIC AND CREATIVE BECAUSE SYSTEM RESOLUTION, WE ARE WAITING TO HEAR FROM CITY OF AUSTIN AND UPDATE FROM THE SAME. BUT TO THIS DAY, THAT COMMUNITY HAS BEEN SEEN AS A SEPARATE ALIEN GROUP WHOSE MUSIC AND CULTURE FALL UNDER WORLD MUSIC OR OTHER. SO TIMES HAVE CHANGED. AND AUSTIN AS KEEP UP WITH THE TIMES AND REPRESENT THE TRUE COLORS OF ITS VIBRANT COMMUNITY AND EVERY SITUATION. SO THEY TYPICALLY QUIT MUSIC LESSONS ALTOGETHER. SO WHEN IT COMES TO DISTRIBUTING THIS MONEY, YOU KNOW, FROM THE HOTEL OCCUPANCY TAX, THERE'S BASICALLY TWO WAYS TO DISTRIBUTE THESE PHONES, TO REPRESENT EQUITY THAT'S PROPORTIONAL BASIS AND COMPENSATORY THE LATINO COMMUNITY. WE'RE LOOKING FOR A COMBINATION OF BOTH PROPORTIONATELY, LETTING THOSE OUTNUMBER EVERYONE IN GREATER AUSTIN, ETHNIC COMMUNITIES. AND THAT'S EXACTLY WHY WE NEED OUR CITY SUPPORT NOW MORE THAN EVER SINCE THEN, OUR PEOPLE COMMUNITY IN GREATER AUSTIN COMPRISE OVER WE'RE OVER 600,000 LATINO COMMUNITY MEMBERS, AT LEAST. NOW THE LATINO COMMUNITY PUT IN A PROPOSAL ABOUT TWO YEARS AGO FOR A MUSICAL OVER AT THE MAC THAT WAS DONE BY YOU TO AUSTIN, WHICH HAS SINCE THEN IS ONLY GAINED MORE POSITIVE TRACTION AND BACKING FROM OUR ENTIRE LATINO COMMUNITY. AND WITH A VISION OF TAKING A UNIFIED APPROACH WITH AREAS OF MUTUAL INTEREST, BRINGING THEM TOGETHER, BRINGING TOGETHER ALL OF OUR, ALL LATINOS, MEXICANS, CUBANS, DOMINICANS, ALL TOGETHER UNDER ONE AMAZING ROOF WHERE INDIGENOUSLY WE'LL BE ABLE TO BUILD ON A PROUD, I MEAN, PROUD HISTORY AND HERITAGE OF HISPANIC AUSTIN, WHICH I KNOW WILL. MUSIC HAS CHANGED MY LIFE, AND THIS ALLOWS ME TO DEFINE MYSELF AND CALL MYSELF A MUSICIAN, A BLACK MUSICIAN AND AUSTIN, THE CREATIVE SPACES BOND. UM, THERE'S, THERE'S, THERE'S A LOT OF TALK RIGHT NOW ABOUT, UM, WHICH, YOU KNOW, ALL OF, ALL OF THE ASIAN COMMUNITY MEETING, UM, FUNDS IN THE LATINO COMMUNITY NEEDING FUNDS. THIS PLACE WAS BUILT PART OF THE CHITLIN CIRCUIT WHEN BLACK ARTISTS WERE COMING IN, TOURING AROUND THE COUNTRY, STOPPING AND STOPPING IN AUSTIN AND, AND STOPPING AT THE ROSEWOOD PARK AND STOPPING AT THE DOOR MILL AUDITORIUM TODAY, THAT PLACE SERVES AS A HUB FOR ENRICHMENT AMONGST CHILDREN. IT SERVES AS AN EDUCATIONAL FRONT FOR NOTES FOR NOTES, WHICH IS A NONPROFIT ORGANIZATION THAT HAS A MUSIC STUDIO, AND WE JUST WANT TO HELP TURN THIS PLACE INTO SOMETHING THAT IS ALREADY PRETTY MAGNIFICENT. UM, ACTUALLY THE WORK STARTED A LITTLE BIT BEFORE THAT, UM, BACK IN 2010, UM, AND IT WAS VIEWED AS A WAY TO SUPPORT A LOT OF THE IDEAS IN THE MUSIC, CREATIVE ECOSYSTEM, UM, OMNIBUS RESOLUTION, UM, AND THEN CONTINUALLY THE IDEA EVOLVED AS THERE WAS WORK DONE, LOOKING AROUND THE COUNTRY, UM, AT DIFFERENT THINGS IN PARTICULAR STUFF THAT WAS GOING ON IN SEATTLE, UM, WITH WHAT WAS FIRST IN OVERLAY, DISTRICT SCHEME FOR CULTURE, AND THEN BECAME, UM, A CULTURAL TRUST SCHEME AND ENTITY LIKE THIS, UM, JUST RECENTLY AND ALSO A SIMILAR THING THAT HAD HAPPENED IN NEW YORK AND A SIMILAR THING THAT HAD HAPPENED IN, UM, SAN FRANCISCO, UM, AMONGST OTHERS. SO IN 2017, UM, CITY MANAGER WAS DIRECTED TO BRING FORTH THE EDC IN 2018. IT WAS MADE VERY CLEAR THAT THE TOP PRIORITY WAS THE CULTURAL TRUST. UM, AND THEN THAT CONTINUED TO HAPPEN THROUGH 19 AND 20, UM, IN 20 SPECIFICALLY IN AUGUST OF 2020 COUNCIL DIRECTED STAFF TO CREATE THE EDC AND SPECIFICALLY CALLED OUT, UM, THE DESIRE, UH, FOR IT TO SUPPORT A CULTURAL TRUST AND ALSO PULL IN FUNDING, UM, FROM OTHER PROJECTS THAT PARTICULARLY WOULD NORMALLY JUST GO INTO THE GENERAL TAX ROLLS THAT COULD THEN BE TARGETED AT SPECIFIC POLICY OUTCOMES, LIKE SUPPORTING MUSIC AND ARTS, AND ALSO GENERAL AFFORDABILITY. UM, DURING THE PROCESS OF THE EDC GETTING STARTED, UM, WE DID, UH, MAYBE 200 OR SO STAKEHOLDER INTERVIEWS, UM, TO PULL THIS TOGETHER AS WELL AS BENCHMARKING FROM AROUND THE COUNTRY, IN THE CITIES. I MENTIONED AS WELL AS OTHERS AND IN PARTICULAR, UM, IN THE SOUTHEAST AND IN TEXAS. AND DURING THAT PERIOD OF TIME, THE COUNCIL CONTINUE TO PASS FURTHER LEGISLATION, UM, KIND OF POINTING US IN THE DIRECTION OF WHAT THEY WANTED TO HAPPEN, UM, INCLUDING REITERATING THE IMPORTANCE OF THE CULTURAL TRUST IN AUGUST. UM, AND THEN, UM, REITERATING THE IMPACT OF COVID AND THE IDEA THAT THE EDC MIGHT HELP WITH THAT, UM, ACCELERATING THE HELP OF THE EDC TO ASSIST LIVE MUSIC, UM, ACCELERATING, LOOKING AT CITY PIPELINE, MEANING SITES THAT WERE OWNED IN THE PUBLIC PIPELINE TO TRY TO COORDINATE THOSE, UM, ACCELERATING, HELPING RED RIVER DISTRICT, LOOKING AT PROGRAMS SUCH AS TRANSFER OF DEVELOPMENT RIGHTS AND REGULATORY CHANGES. UM, AND THEN THE ACTUAL CREATION OF THE EDC IN OCTOBER, AND THEN THE RE-PURPOSING, UM, OF SOME HOT FUNDS TO CREATE THE ICONIC VENUE FUND, UM, IN DECEMBER AND A REDEFINITION OF WHAT HOT FUNDS COULD BE USED ON TO RECOGNIZE SOME OF THE TREASURES, UM, IN AUSTIN THAT DIDN'T NECESSARILY PREVIOUSLY QUALIFY, UM, FOR THAT. SO THE INITIAL GOAL WAS TO SUPPORT A COMMUNITY ARTS STABILIZATION TRUST, UM, THAT CREATES THROUGH PURCHASE AND LONGTERM LEASE AFFORDABLE SPACES, INCLUDING ACQUISITION AND PRESERVATION. I WANT TO BE REALLY CLEAR BECAUSE OF SOME OF THE QUESTIONS, UM, OR STATEMENTS THAT WERE MADE BY CITIZENS. THIS DOES NOT PRECLUDE, UM, IMPROVING EXISTING ASSETS OR CREATING HUBS INSIDE OF EXISTING ASSETS. THAT'S TOTALLY SOMETHING THAT CAN HAPPEN AS A PART OF THIS. UM, THE IDEA, UH, OR HEADLINE OF ACQUISITION IS THAT THERE ARE SOME CASES IN WHICH, UM, SOME SPACES MIGHT BE LOST AND IT WOULD BE GOOD TO ACQUIRE THEM, OR SOME SPACES DON'T EXIST. IT WOULD BE GOOD TO CREATE THEM TO HELP SUPPORT. UM, THE CULTURAL TRUST HAS MANY INITIATIVES OF WHICH WE'RE TALKING HERE ABOUT THE FIRST INITIATIVE, UM, WHICH IS AN INITIAL RFP TO FOLLOW UP ON THE RFI. THE RFI WAS EXTENSIVELY REVIEWED AND, UM, LEARNED FROM, UM, TO TRY TO UNDERSTAND, UM, HOW TO MAKE A REALITY, THE PROPOSALS THAT CAME FROM THE COMMUNITY, SOME OF WHICH WERE REFERENCED, UM, UM, TODAY. UM, THE IDEA IS THAT FOR SPACES THAT AREN'T CURRENTLY IN OWNERSHIP, THEY'D BE OWNED BY THE CITY, UM, AS PERMANENT CULTURAL INFRASTRUCTURE, BUT MADE AVAILABLE FOR USE TO ORGANIZATIONS AND THAT THERE WOULD BE A HUGE PRIORITY ON D AND I PRINCIPLES. UM, ALL OF THIS WAS TAKEN FROM WORK THAT HAS BEEN DONE BY THE COMMUNITY THAT WAS REPEATEDLY REFERENCED IN CITIZEN REMARKS. THAT'S HOW THE RFP HAS BEEN DESIGNED. THERE'S NO OTHER, UM, UH, GOAL HERE OTHER THAN TO ACHIEVE YEAH. HAS COME OUT OF THE COMMUNITY IN PARTICULAR. UM, THE RFI WAS ISSUED AND CLOSED IN SEPTEMBER OF 2020. UM, WE'VE BEEN ENGAGED IN DOING MARKET RESEARCH AND UNDERSTANDING THE REAL ESTATE AND THEN DOING A REVIEW OF PREVIOUS CULTURAL WORK, UM, GOING BACK TO CULTURAL ASSET MAPPING, BECAUSE THAT WAS A PRETTY COMPREHENSIVE VIEW OF THE DIFFERENT AREAS THAT EXIST IN THE CITY AND THE DIFFERENT OPPORTUNITIES. UM, OBVIOUSLY THAT HAS BEEN UPDATED MANY, MANY TIMES, BUT THAT WAS A GOOD STARTING PLACE, UM, TO DO THAT RESEARCH AND THEN REVIEWING THE PAST RFI AND THE RESPONSES AND CONVENING AN ADVISORY COMMITTEE AND CONDUCTING OUTREACH AND DISCUSSIONS, UM, WITH FOLKS, UM, AND THE PLAN [00:35:01] TO ISSUE AN RFI OR AN RFP FOLLOW ON, UM, SHORTLY, UM, IN PARTICULAR, THE RFP WILL BOTH ALLOW FOR THE ACQUIRING WHOLE VENUES THAT ALREADY EXIST IN OUR OPERATING TODAY AND ALSO ACQUIRING OR CREATING MULTI-USE SPACES, INCLUDING SPACE, CREATING SPACES INSIDE EXISTING SPACES. THERE'S TWO CURRENT DIFFERENT MAIN SOURCES OF MONEY. ONE IS THE CREATIVE FACILITIES BOND, AND THE OTHER IS THE ICONIC VENUE FUND. IN ADDITION, THERE ARE OTHER SOURCES OF MONEY FROM PRIVATE AND PHILANTHROPY THAT WE BELIEVE WILL COME IN AND HAVE BEEN IN DISCUSSION WITH THOSE SOURCES TO MAKE IT GO FURTHER IN GENERAL. UM, WE'VE BEEN WAITING TO GET ON THE COUNCIL AGENDA TO AUTHORIZE OUR INTER LOCAL AGREEMENT, WHICH WILL ALLOW US TO IMMEDIATELY KICK OFF. UM, AND IN THE MEANTIME, WE'VE BEEN HAVING, UM, REVIEWS AND WE PLAN TO DO BOTH PUBLIC INFORMATION SESSIONS, AS WELL AS AT LEAST THREE TARGETED INFORMATION AND WORK SESSIONS, TECHNICAL ASSISTANCE TO HELP ANYONE THAT WANTS TO APPLY, UNDERSTAND HOW TO FILL IT OUT, WHETHER OR NOT THEY WANT TO PARTNER WITH PEOPLE, JOINING THEM TOGETHER, GIVING THEM ASSISTANCE OF REAL ESTATE, GIVING THEM ASSISTANCE OF PROCESSES SURROUNDING, UM, RUNNING VENUES, WHETHER THAT'S HELP THROUGH, UM, TICKETING OR LEGAL OR ADMIN, OR IT'S JUST HELP WITH PURCHASING OR HELP, UM, WITH, UH, COMBINING WITH OTHER GROUPS. UM, ONCE WE ABLE ARE ABLE TO ACTUALLY ISSUE THE RFP, WE ANTICIPATE THERE BEING, UM, SIX TO EIGHT WEEKS FOR RESPONSES DURING WHICH TIME WE'LL BE HOSTING THOSE WORKSHOPS AND HELPING PEOPLE FILL OUT. UM, THE IDEA IS THAT FOR SOME OF THOSE STRUCTURES THAT ARE REQUIRING FULL VENUES, WE WOULD SEE, UM, THERE WOULD BE SOME KIND OF ORGANIZATIONAL EQUITY COMPONENT. IT MIGHT BE FROM ZERO TO SOME PERCENT WHERE THERE IS CAPACITY TO DO THAT. IT'LL HELP US EXTEND THE AVAILABILITY OF THE MONEY TO MORE THAN JUST ONE HUB, BUT TO MULTIPLE LOCATIONS. UM, AND THEN THERE'LL BE A PUBLIC MATCH AS WELL AS SOME POTENTIAL DEBT THAT HELPS IT GO FURTHER. IF THERE IS A CASHFLOW STREAM IN ORDER TO SIZE THOSE, WE DID PRETTY EXTENSIVE RESEARCH IN THE DIFFERENT AREAS, DIFFERENT SUB MARKETS, REAL ESTATE OF THE CITY. UM, I CAN GO THROUGH THAT IN QUESTIONS. WE CALCULATE, IT COULD SAVE A MILLION DOLLARS OR MORE. UM, IT'S NOT IN FUNCTIONING THOSE ROLES. IT DOESN'T GET PAID THE SAME WAY AS THOSE OTHER OUTSIDE GROUPS WOULD. SO, UM, IT GETS PAID THE SAME AMOUNT, NO MATTER WHAT. SO IT'S A MUCH CHEAPER, UM, ALTERNATIVE, AND WE THINK IT'S EFFECTIVE. I ALSO JUST WANT TO MAKE SURE EVERYONE UNDERSTANDS THAT THE CULTURAL TRUST IS A BROADER THING THAN THE CREATIVE SPACE BOND. THE CULTURAL TRUST IS A LOT OF INITIATIVES OF WHICH ONE OF THEM IS THE CREATIVE SPACE BOND AND PICKING UP WHAT WAS RECOMMENDED ALREADY BY THE CREATIVE, UM, COMMUNITIES, UM, TO HELP IMPLEMENT THAT IN A WAY THAT MIGHT BE MORE EFFICIENT, MEANING SAVE MONEY. AND IN ADDITION, THERE ARE OTHER SOURCES OF MONEY THAT ARE GOING TO COME IN AND OTHER LOCATIONS THAT ARE GOING TO COME IN, THIS IS NOT ONE AND DONE. WHEN THE FUNDS ARE PRESENTED, THE REVENUE SIDE IS AN ESTIMATE. AGAIN, I WANT TO SAY THAT WHEN THESE FUNDS ARE PRESENTED TO COUNCIL FOR APPROVAL, THEY ARE ESTIMATING THE AMOUNT OF REVENUE THAT MAY COME IN IN A PARTICULAR YEAR. IT WAS ESTABLISHED IN 2019, THE ACTUALLY THAT HAVE BEEN COLLECTED, AND THIS IS AN AUDITED NUMBER AND CAN BE FOUND IN OUR CONSOLIDATED FINANCIAL STATEMENTS IS ACTUALLY 1.7. THE ESTIMATE THAT WE ANTICIPATE BRINGING IN THIS FISCAL YEAR, WHICH BEGAN OCTOBER 1ST, 2020, AND IT ENDS SEPTEMBER 30TH, 2021 IS APPROXIMATELY $1.1 MILLION. AND THAT IS IN COLUMN NUMBER THREE FROM LEFT TO RIGHT. THIS SAYS ESTIMATED COLUMN NUMBER FOUR THAT SAYS AMENDED IS WHAT COUNCIL APPROVED AT THE TIME OF BUDGET APPROVAL IN AUGUST OF LAST YEAR. SO COUNCIL APPROVED AN ESTIMATE OF 2.2, BUT AS YOU ALL KNOW, WE HAVE BEEN IN A PANDEMIC AND OLYMPIC TRAVEL. SO IT'S ESTIMATED THAT BY THE END OF THIS YEAR, SEPTEMBER 30TH, 2021, WE WILL HAVE COLLECTED $1.1 MILLION. I JUST WANT TO REITERATE FOR THE COMMISSIONERS AND THE PUBLIC HAVE NOT PRESENTED ANY GUIDELINES FOR THIS FUND. WE HAVE NOT SPENT ANY MONEY FROM THIS FUND. THE, UM, AS PART OF THE EXPANSION, THERE WAS AN ADDITIONAL 2 CENTS ADDED TO THE HOTEL OCCUPANCY TAX. 15% OF THAT GOES ON AND 15% GOES INTO HERITAGE. AND, AND, UH, JUST TO ADD ON COMMISSIONER FLORES THAT LIKE WE HAD A WHOLE WORKING GROUP THAT CAME UP WITH, UM, RECOMMENDATIONS OF HOW TO, TO ADMINISTER THAT MONEY AND ALL THOSE THINGS. AND ALSO TALK FOR MONTHS ABOUT EQUITY, UM, NOT IN AN OVERLAY, BUT A DIRECT EQUITY INPUT, UM, IN TERMS OF HOW TO, UM, DISTRIBUTE THE FUNDS. AND ALL OF THOSE RECOMMENDATIONS HAVE BEEN TAKEN INTO CONSIDERATION. NEXT SLIDE, PLEASE. THIS IS OUR HISTORIC PRESERVATION FUND. AND THIS FUND, ALTHOUGH YOU SEE ACTUALS FROM 2018 THROUGH 19, THIS IS STILL A RELATIVELY NEW FUND. AND AGAIN, THE CITY OF AUSTIN HAS ALLOCATED THE MAXIMUM AMOUNT TO HERITAGE TOURISM. THIS FUN, UM, HAS, UM, ENGAGED, UM, CONTRACTED FOR VARIOUS PROGRAMS IN F Y 19 AND 20, WHICH IS THE FIRST COLUMN FROM THE LEFT. AND THE SECOND COLUMN FROM THE LEFT. NOW, I WOULD LIKE TO BRING YOUR ATTENTION TO THE THIRD COLUMN, WHICH IS THE ESTIMATE, AS YOU KNOW, WE ARE IN A PANDEMIC. AND SO THE REVENUE THAT WAS APPROVED BY COUNCIL WAS AN ESTIMATE, AND WE ARE NOT GOING TO REALIZE THAT THE ESTIMATE IS REFLECTING A 5.9 REVENUE, UH, ACHIEVEMENT, HOPEFULLY BY SEPTEMBER 30TH. WE HAVE COMMITTED TO HOLDING ALL THE CONTRACTS THAT HAVE BEEN EXECUTED AND THE HISTORIC PRESERVATION, OH, THERE IS A LINE ITEM OR A PROPERTY ACQUISITION THAT FOLLOWS THE HISTORIC PRESERVATION GUIDELINES. IF THAT OCCURS, THIS FUND COULD GO NEGATIVE TO THE TUNE OF $2.3 MILLION. UM, BUT ALSO ONE OF THE THINGS THAT I WANTED TO MAKE SURE THAT WE'RE THINKING ABOUT WHEN WE TALK ABOUT RESOURCES, WE TALK A LOT ABOUT COLD, HARD CASH AND THESE CONVERSATIONS, BUT WE ARE A RICH, DIVERSE COMMUNITY WITH LOTS OF DIFFERENT SKILLS AND LOTS OF DIFFERENT THINGS AT OUR BECK AND CALL, UM, INCLUDING SOME OF THE BEST BRAINS THAT I KNOW ON THE PLANET. SO IF WE COMBINE THAT BRAIN TRUST AND THINK ABOUT WHAT IS IT, THIS CITY IS UNIQUELY QUALIFIED TO PROVIDE FOR THE COMMUNITY THAT MAY NOT BE ABOUT MONEY. UM, IT MAY NOT BE ABOUT SPACE NECESSARILY, ALTHOUGH FOR ALL OF US, VENUES ARE A REAL ISSUE. LIKE THINK ABOUT THINGS DIFFERENTLY. WE CAN'T GO BACK TO WHAT WE WERE. YOU SAW US WILL NOT BE AS PROJECTIONS. WE'RE NOT GOING TO BE BACK TO 2016 NUMBERS. WE'RE DEFINITELY NOT GOING TO BE BACK TO 2018, 2019 NUMBERS. ARTS HAS GONE FROM $13 MILLION IN CULTURAL ARTS MONEY. WE'RE NOW LOOKING AT A MILLION FOR NEXT YEAR. THAT'S DEVASTATING TO A COMMUNITY THAT WE ALREADY COULDN'T SUPPORT, AND DOESN'T COUNT ON ALL THE NEW PEOPLE THAT ARE COMING TO OUR COMMUNITY AND THE INCREASED COST OF LIVING HERE. WE'VE GOT TO DO IT DIFFERENTLY. LET'S LOOK AT ALL THE POSSIBILITIES. WHAT DOES IT MEAN FOR JOB CREATION? WHAT DOES IT MEAN FOR THE CITY ACTUALLY REACHING OUT AND CONTRACTING, UM, ARTISTS AND MUSICIANS TO PLAY AND TO SHARE THEIR WORK? WHAT KIND OF LANDSCAPE THOUGH? CAN WE CREATE THAT AS UNIQUELY AUSTIN? UM, AND I'M EXCITED TO WORK WITH ALL OF YOU AND THE ENTIRE COMMUNITY MUSIC AND ARTS AND THE CITY WRIT LARGE TO FIGURE THIS OUT REYNOLDS FINDING COMMON GROUND AND WHERE WE CAN SHARE RESOURCES. IT MAKES A LOT OF SENSE TO ME. I DO THINK WE, WE ALSO HAVE, YOU KNOW, COMMERCIAL MUSIC, WHICH HAS ITS OWN NEEDS AND NON-PROFIT ARTS, WHICH WE HAVE LIKE FINDING WHERE WE OVERLAP AND WORKING TOGETHER ON THOSE, MAKE A LOT OF THINGS TO ME. I DO. AND I'M ALL FOR THINKING OF OTHER KINDS OF RESOURCES, BUT, UH, UH, 90% DROP-OFF IN FUNDING IS CAN'T BE REPLACED BY NON-HARD DASH, UH, RESOURCES. I THINK THE MORE WE CAN SUPPORT EACH OTHER UNSERIOUS ASS FOR SERIOUS MONEY TO FUND THIS WORK, UH, BECAUSE I THINK THE KOHL'S CARD CASH IS GOING TO BE CRITICAL. AND I FEEL LIKE WE'RE ALWAYS BEHIND ON THE BUDGETING PROCESS. WE'RE ALWAYS BEHIND ON UNDERSTANDING WHERE WE CAN POSSIBLY GET MONEY. PEOPLE WITH MORE RESOURCES, HAVE A WAY OF UNDERSTANDING HOW THE SYSTEM IS GOING TO WORK AND GETTING AHEAD OF US IN LINE. AND, UH, AND SO THE MORE WE CAN COMBINE THOSE EFFORTS TO MAKE SURE AND SUPPORT EACH OTHER AND MAKE EACH OTHER AWARE OF OUR ASKS AND DO, UH, I THINK THAT'S GOING TO HELP BECAUSE WE'RE, I MEAN, WE WERE AT A CRISIS POINT IN 2016 WHEN $13 MILLION DID NOT SEEM LIKE CLOSE TO ENOUGH TO SUSTAIN WHAT IS AN EVERMORE EXPENSIVE TO THE BEAT. SO PEOPLE WANT MUSIC AND ARTS TO THRIVE IN AUSTIN. THEN, UH, WE NEED TO ASK THE COMMUNITY TO COME BEHIND IT IN A SERIOUS WAY. YEAH, THAT REMINDS ME THE POINT THAT I FORGOT TO MAKE WAS THAT IN, IN THE, IN CULTURAL ARTS FUNDING REVIEW PROCESS FROM THE VERY BEGINNING, THAT WAS ONE OF OUR TOP. ONE OF OUR DISCUSSION POINTS IS LIKE, WE CANNOT RELY ON HOT. WE CANNOT TRUST THAT IT'S ALWAYS GOING TO BE THERE. AND UNFORTUNATELY TIME HAS REVEALED THAT, THAT STATEMENT TO BE TRUE. UM, SO THAT'S SOMETHING THAT, THAT WE'VE TRIED TO BRING TO THE FRONT, UM, AND HAVE THAT CONVERSATION. UM, AND, AND YES, TO HAVING, HAVING THAT, THAT ASSISTANCE OUTSIDE OF OUR COMMISSIONS, IT'S TO BE ABLE TO, TO ADVOCATE FOR THIS OTHER ORGANIZATION, TO BE ABLE TO, TO SPEAK WITH THE CHAMBERS AND, AND SPEAK WITH COMPANIES COMING IN AND SAY, HEY, YOU MOVED HERE BECAUSE OF THE CULTURE, YOU SHOULD BE RE INVESTING IN OUR CULTURE. UM, AND THAT THAT'S SOMETHING THAT WE NEED TO WORK ON TOGETHER. UM, FLORIDA DOES A TIME CHECK COMMENT. OKAY. YEAH, [01:50:01] I AGREE. AND, UH, GRAHAM IT'S IT'S ADVOCACY AND I MEAN, FORMING AN OUTSIDE GROUP THAT CAN MONITOR AND REALLY WORK, YOU KNOW, JOINTLY WITH, UH, MUSIC AND ARTS AND COMBINING OUR EFFORTS TO MAKE SURE THAT THE CALLED THE CREATIVE, UH, UH, SECTOR OF THIS CITY IS PROPERLY FUNDED IS SOMETHING YOU HAVE TO IT'S ABOUT SQUEAKY WHEELS. IT'S ABOUT ADVOCATING, IT'S ABOUT PUSHING, UH, AND MAKING SURE THAT, YOU KNOW, THAT THOSE COMMUNITIES ARE ORGANIZED AND, AND, AND IT LOOKS LIKE THIS IS ACTUALLY BRINGING THEM TO THAT PLACE. I MEAN, THE FACT THAT SO MUCH HAS HAPPENED UNDER WITH THE DECIMATION OF THE HOT FUND. UH, I, I, YOU KNOW, UM, THIS ISN'T A PANDEMIC AND THIS IS, I HOPE A ONCE IN A LIFETIME, AT LEAST IN MY LIFETIME EXPERIENCE IN THAT IT'S NOT GOING TO BE REPEATED ANYTIME SOON, BUT THAT, YOU KNOW, THE HOT CAN BE A STEADY SOURCE OF INCOME, BUT IT SHOULDN'T BE THE ONLY SOURCE OF INCOME BECAUSE IT'S NOT, AS YOU SAID, IT'S NOT ENOUGH. SO WE REALLY HAVE TO BE CREATIVE ABOUT FIGURING OUT WAYS TO GET INTO THE CITY BUDGET. I KNOW THAT THERE'S FOLKS WHO HAVE BEEN ADVOCATING THIS FOR AWHILE. I JUST DON'T WANT TO LET GOOD GO NECESSARILY OF THE GOLDEN GOOSE, BUT I THINK WE HAVE TO HAVE AN AND MORE SO I'M ALL THERE AND DO WHATEVER WE CAN TO, UH, YOU KNOW, CREATE SOME MOMENTUM TO AMPLIFY THE VOICES OF THE CREATIVE COMMUNITY SO THAT WE CAN BE HEARD AND, AND, AND, AND ARE PROVIDED FOR AS WE SHOULD BE FOR ALL THE RESOURCES THAT WE BRING TO THE CITY, ALL OF THE INCOME AND EVERYTHING ELSE. I THINK THEY NEED TO BE MORE APPRECIATED. WE'LL KEEP TALKING ABOUT THESE COMPANIES, BUT WE NEVER TALK ABOUT UNIVERSITY OF TEXAS. I DON'T KNOW, UH, UM, BIG COMPANY, UM, GOVERNMENTAL ENTITY OF ITS OWN. WELL, JUST, JUST BRIEFLY ON THIS SUBJECT, AND IT'S REALLY A QUESTION FOR STILL NOVIA, IS THIS SOMETHING LIKE, IN TERMS OF MANAGING, UH, PRIVATE PHILANTHROPY OR PUBLIC PRIVATE PARTNERSHIPS, IS THAT SOMETHING WHERE, UM, I MEAN, THIS, YOU KNOW, LIKE THE ARTS AND MUSIC COMMISSION, I MEAN, IN THE COMMUNITIES, WOULD THEY BE GOING IT ALONE TO TRY TO FIND THOSE DONORS, OR IS THAT SOMETHING WHERE THE CITY CAN STEP IN AND ASSIST? UM, OR HOW, HOW COULD THAT, HOW COULD THAT WORK SO THAT WE HAVE OFFICIAL SUPPORT TO GO OUT AND, YOU KNOW, REACH OUT TO THESE COMPANIES? SO LET ME CONFIRM, BUT TYPICALLY, AND, UM, I'LL ASK MORONIC THAT HELPED ME OUT. UM, TYPICALLY IT'S LED BY A STRONG, UM, ADVOCATE OUTSIDE OF THE CITY, BUT THE, UM, THE ABC, I BELIEVE INCLUDES A COMPONENT THAT CAN HELP LEAD THE, UH, THE FUNDRAISING EFFORTS ABOUT I'M ALMOST CERTAIN, IT'S A COMPONENT OF THAT. SO THAT COULD BE A LEAD AGENCY. AGAIN, IT HAS ITS OWN SEPARATE BOARDS, NOT CITY COUNCIL. AND AGAIN, JUST TO CONNECT WITH THAT PHILANTHROPIC COMMUNITY, VERONICA WOULD ADD CHIEF OR CHIEF COMMERCIAL OFFICER FOR THE CITY OF AUSTIN. UH, YOUR AND THE INTERIM PRESIDENT OF THE ADC.
