UNLESS THERE'S ANY QUESTIONS OR DO I NEED TO REMAIN ON THE LINE? UH, YOU DO NOT NEED TO REMAIN ON THE LINE.

UM, AGAIN, BECAUSE WE'RE ONLY POSTED FOR A STAFF BRIEFING.

WE WILL NOT BE ABLE TO ASK ANY QUESTIONS OF YOU, UM, DURING THAT BRIEFING, BUT THANK YOU FOR SHARING THAT INFORMATION AND, UH, WE APPRECIATE YOU DOING SO.

THANK YOU VERY MUCH.

I APPRECIATE YOUR TIME.

OKAY.

NEXT.

DO WE HAVE ANNE MARIE ROMERO ON THE LINE? YES MA'AM.

OKAY.

THANK YOU.

IF YOU COULD GO AHEAD AND STATE YOUR NAME FOR THE RECORD AND THEN PROCEED.

OKAY.

UH, GOOD EVENING.

MY NAME IS ANN MARIE ROMERO, AND I'M A FOUNDING MEMBER OF MUELLER FLAT TENET ASSOCIATION.

SINCE NEW, THE MOVING INTO MUELLER FLATS AROUND 10 MONTHS AGO, I'VE EXPERIENCED A MYRIAD OF ISSUES, COCKROACH, INFESTATIONS, SECURITY GATES, NOT WORKING, WHICH LET THEM OPEN 24 SEVEN BROKEN MAILBOXES AND LACK OF WATER.

ONE OUTAGE LASTING AROUND 33 HOURS DURING THE HEIGHT OF THE PANDEMIC.

AND THE LIST COULD GO ON THESE PROBLEMS AND INFRASTRUCTURE ISSUES WERE EXASPERATED BY THE WINTER STORM.

AFTER THE STORM EULAR FLATS AND FIRMNESS MANAGEMENT HAVE FAILED TO PROVIDE HOT WATER.

AND IN MANY CASES, NO RUNNING WATER AT ALL, LEAVING TENANTS TO DEAL WITH THE EFFECTS OF WATER DAMAGE DUE TO PIPES BURSTING IN MY HOME, I HAVE EXPERIENCED HEAVY WATER DAMAGE FROM PIPES BURSTING ON TWO SEPARATE OCCASIONS.

FIRST UNFIT, FEBRUARY 18TH AND ON MARCH 2ND EMERGENCY CALLS TO THE OFFICE WERE MET WITH FULL MAILBOXES, OR WHEN I DID GET THROUGH TO LEAVE A MESSAGE, IT WAS DEALT WITH ONLY HOURS AFTER IT WAS TOO LATE TO SALVAGE BELONGINGS OFFERINGS OF A DEHUMIDIFIER BY MANAGEMENT.

AFTER THE

[00:10:01]

FIRST PIPE BURST NEVER CAME.

AND THEN IT TOOK TWO WEEKS TO PULL OUT MY SOAKING WET CARPET MOLD STARTED TO GROW AT AN ALARMING RATE, COVERING MY CEILINGS, WALLS AND FURNITURE.

EVEN THEN THEY DID NOT RESPOND TO MY REPEATED EMAILS WITH STATUS THAT HAD PROVIDED STATUS UPDATES AND PHOTOS OF THE DAMAGE.

INSTEAD OF HELPING ME MANAGEMENT AND LEASING AGENTS WOULD WALK AWAY FROM ME AND LOCK THEMSELVES IN THE LEASING OFFICE.

THEY REFUSED TO SPEAK WITH ME, TELLING ME THAT THEY COULD NOT DO ANYTHING TO HELP ALL THE WHILE TRYING TO PROCESS MY INSURANCE CLAIM.

I'VE HAD TO WEAR GOGGLES TRIPLE FACE MASKS AND MULTIPLE GLOVES WHILE LIMITING MY TIME INSIDE.

I STILL, I SUFFERED INCREDIBLY BAD HEADACHES FROM THE AMOUNT OF MOLD.

THIS EXPERIENCE HAS TURNED MY WORLD UPSIDE DOWN AND IT'S STILL AFFECTING ME TODAY.

I HAVE LOST ALL OF MY BELONGINGS.

SOME WERE DAMAGED BY WATER AND MOLD AND OTHERS WERE STOLEN BY THE MAINTENANCE TEAM OR CONSTRUCTION COMPANY ON SITE.

AFTER THEY ENTERED MY HOME TO DEAL WITH THE SECOND PIPE BURST, THE LACK OF COMPASSION OR EMPATHY OF MY SITUATION HAS BEEN VIOLATING AND APPALLING.

THESE ARE BASIC HUMAN RIGHTS THAT WE ARE BEING DEPRIVED OF AND THAT WE'RE PAYING FOR.

AND STILL AS I SPEAK TO YOU NOW, WE ARE CONTINUING TO FIGHT FOR THOSE MOST BASIC NEEDS.

SO I ASKED YOU TODAY, HOW IS THIS ALLOWED TO HAPPEN AND WHY PLEASE ADVOCATE FOR US.

LISTEN, LISTEN TO OUR CRIES FOR HELP BECAUSE WHEN YOU AND FLATS AND FIRMS MANAGEMENT HAS PROVEN TIME AND TIME AGAIN, THAT OUR HEALTH SAFETY AND RIGHTS ARE NOT IN THEIR BEST INTERESTS.

PLEASE DO NOT GIVE THEM SECOND CHANCES.

PLEASE PUT THEM ON THE REPEAT OFFENDER LIST AND SUSPEND THEIR LICENSE TO RENT EMPTY UNITS, AS WELL AS THE MAXIMUM AMOUNT OF FINES.

THANK YOU FOR TIME.

THANK YOU, MS. ROMERO FOR SHARING THAT INFORMATION.

UM, WE, UH, OBVIOUSLY ARE NOT POSTED FOR ANY ACTION RIGHT NOW, BUT WE WILL BE ABLE TO DISCUSS THIS DURING THE FUTURE AS A POSSIBLE FUTURE AGENDA ITEM AT THE END OF THIS MEETING.

THANK YOU.

OKAY.

DO WE HAVE A LORRAINE GARRETT ON THE LINE? OKAY.

SO YOU, YOU'RE MR. ROLL CALL, MS. .

THANK YOU.

OKAY.

THANK YOU.

GLAD THAT YOU'RE HERE.

OKAY.

UH, GOING BACK TO CITIZENS COMMUNICATION, DO WE HAVE LORRAINE GARRETT ON THE LINE? OKAY.

SURE.

I DON'T THINK WE HAVE A LORRAINE GIRL ON THE LINE.

OKAY.

THANK YOU.

UH, IF SHE SHOWS UP BEFORE WE FINISHED CITIZEN COMMISSION COMMUNICATION, PERHAPS COULD STILL FIT HER IN.

I'LL LET YOU KNOW.

OKAY.

THANK YOU.

APPRECIATE THAT.

HE WILL HAVE ASSISTANCE WITH AN INTERPRETER.

HAVE YOU BEEN PLEASE REPEAT THE LAST SENTENCE.

UH THOSE THAT CAUSED IT.

I LOST TWO COMPUTERS FROM OF MY DAUGHTERS AND PART OF MY BELONGING TO ADAM MOTORS, DANIELS AND BROCK HAD SOME ISSUES HAD DAMAGE IN THE MASTER BEDROOM.

THE LAUNDRY ROOM BATHROOMS IN THE CLOSET.

IT'S BEEN ALMOST THREE MONTHS AND THE ADMINISTRATION HAS NOT COME TO THE CONCLUSION TO FIX THESE DAMAGES.

THAT'S THE CLOSET.

, IMMORTAL.

THEY'RE INFECTED, THEY'RE INFECTED WITH MOLD AND THE WET CEILING, THE MUSTARD THE SHEET ROCK.

THE CEILING IS SHEET ROCK IN THE MASTER BEDROOMS ON THE FLOOR.

MY CHILDREN AND I ARE LIVING VERY UNCOMFORTABLY.

ONE OF MY DAUGHTERS DOESN'T LIVE WITH THAT, BUT IT'S THAT INSTEAD OF MY DAY, I ASKED MY TEACHER SHE'S SICK WITH ASTHMA AND IT'S NOT RECOMMENDABLE FOR HER TO BE STAYING WITH US NECK.

AND WHEN HE GOT UP ON THAT, WE NEED CAREFUL TIME TO TRYING TO COMMUNICATE ADMINISTRATION OF BILLING, BUT ON IT.

SO THEY'LL LET ME KNOW WHEN THE REPAIRS ARE GOING TO BE DONE AND THEY ONLY SAY IT WILL BE VERY SOON .

BUT I THINK THAT APRIL, THEY ACTUALLY CALLED ME THAT THEY WERE GOING TO START DEMOLITION ON MY LAND.

WE STARTED THE DEMOLITION EVERYTHING'S THE SAME I FEEL THAT THAT THE ADMINISTRATION SHOULD BE RESPONSIBLE FOR THE DAMAGES.

THAT'S IT.

THANK YOU.

THANK YOU, MR. CANOLA, FOR SPEAKING WITH US THIS EVENING, WE CAN NOT TAKE ANY ACTION OR FURTHER DISCUSSION NOW THAT WE CAN TAKE THIS UP AS A FUTURE AGENDA ITEM.

UM, I LIVE AT MUELLER FLAT.

I'VE HAD NUMEROUS PROBLEMS BEFORE, EVEN BEFORE THE BIG STORM.

UM,

[00:20:01]

SO MY THING, I HAVE A LOT, I HAD A LOT OF BLACK MOLD THAT WAS GROWING IN MY BATHROOM.

I HAVE CRACKED WALLS, PAINT, FALLING OFF THE CEILING, UM, WET WALLS AND THE CEILING RACHID SOMETIMES PUT MY FINGER THROUGH IT.

UH, THERE WAS, UM, WATER TEMPERATURE THAT IS ABOUT 40 DEGREES HIGHER THAN THE 120 WARM FOR A CODE LEVEL, A LOT OF TEMPERATURE.

UM, I'VE HAD, UM, A BACKDOOR THAT WAS NEVER REPAIRED.

THAT WAS OFF TRACK.

AND I WAS ACTUALLY ASSAULTED HERE IN THE APARTMENT.

UM, I'VE WATCHED, UM, NUMEROUS CRIMES IN A, UM, IN THE OUTSIDE OF THE APARTMENT, IN THE MAIL ROOM WHERE THE MAILBOXES WERE ACTUALLY TORN OFF THE WALL.

I WANTED TO ASK.

SO, UH, MAY 15TH AND WHAT ARE SOME CHEER WAS SO HOT THAT, UM, I RECEIVED SECOND DEGREE BURNS FROM THE SUN, THE SHOWER WATER.

IT WAS SO SEVERE THAT, UM, I WAS BLEEDING.

UM, MY SHOULDERS WERE BLEEDING FOR SEVERAL DAYS.

I HAD TO GO SEEK THE MEDICAL, UH, EMERGENCY CARE, UM, THAT WATER STILL HASN'T BEEN TURNED DOWN.

UM, THERE'S JUST, AND, UM, WAX SUBSTANCE GUNKY SUBSTANCE THAT BUILDS UP ALL THROUGH MY EVENTS.

UM, AND IT'S REALLY A TERRIBLE PLACE TO LIVE.

UM, WHEN I HAVE COMPLAINED BEFORE ABOUT, UH, NEEDING REPAIRS, UM, BACK OVER A YEAR AGO, FEBRUARY, UM, I WAS TOLD THAT THEY WERE CONSIDERING NOT TAKING MY WRENCH.

SO AT THAT POINT I FELT LIKE THEY WERE BEING HOSTILE AND THAT I MIGHT BE HAVING, UM, BEING EVICTED AND NOT HAVING A PLACE TO LIVE.

SO I STOPPED COMPLAINING, YOU KNOW, AS MUCH, YOU KNOW, TRYING TO FORCE THE ISSUE.

CAUSE I THOUGHT THEY WERE GOING TO EVICT ME.

UH, THESE, UH, MANAGEMENT PEOPLE HERE, THEY DON'T CARE.

THEY DON'T CARE WHAT'S GOING ON RIGHT NOW.

I STILL, I DON'T EVEN HAVE HOT WATER RIGHT NOW.

I JUST HAD TO BOIL WATER.

UM, BUT MOSTLY IT'S, YOU KNOW, THE COFFEE AND HACKING WHEEZING, HEADACHES, THEY'VE COME FROM THIS BLACK MOANS, BUT THERE'S SO MANY THINGS THAT, UM, THE BUILDINGS THAT I LIVE IN BUILDING EIGHT IS NOT HABITABLE.

UM, SHE COULD JUST PLEASE, UH, DO SOMETHING, YOU KNOW, FIND THESE PEOPLE FOR THEIR MISMANAGEMENT.

YOU'LL MAKE THEM HEAR WHAT WAS GOING THROUGH.

CAUSE IT'S NOT GOOD OVER HERE.

I KNOW YOU HAVE THE POWER TO DO THAT, SO PLEASE FIND THEM.

THANK YOU.

THANK YOU, MS. GARRETT.

[00:25:02]

I DON'T BLAME HIM FOR THE NATURE, BUT I, BUT I DO BLAME THEM FOR THE WAY THEY TREAT US AND NOT PAY ATTENTION TO US.

MY APARTMENT IS NOT USABLE.

WHAT ARE THOSE MESSAGES FOR TWO MONTHS? I COULDN'T SLEEP.

TOTALLY JOEL I SLEPT IN THE LIVING ROOM.

UNTIL ONE DAY I GOT BACK FROM WORK.

YES AND THE BIGGEST DECLINE, SORRY, PICKING UP ON THAT.

THE THOUGHT WAS THAT MY APARTMENT WAS COMPLETELY DESTROYED.

WELL, IT'S WROTE ALL THE SHEET ROCK AROUND IT, BUT THE VEHICLE WAS UNCOVERED.

NO I COULDN'T SLEEP THERE BECAUSE EVERYTHING WAS OPEN TO THE STREAK.

WHEN THEY CAME INTO THE CONSTRUCTION, THEY LEFT ME.

ALL MY THINGS WERE INVADED HIM.

I KNEW EVERYTHING WAS DAMAGED.

AND FOR ME, THAT THE SADDEST PART IS THAT THEY DIDN'T EVEN LET ME KNOW BUT THAT'S WHAT DESTROYED MY HEART BECAUSE ALL OF MY THINGS WERE INVADED.

NOTHING.

I DON'T HAVE YOU, BUT THERE'S A LOT OF PEOPLE H TO BE THE MOST, THEY'RE TALKING ABOUT THINGS THAT HAVE HAPPENED.

JUST WHAT I MEANT THAT IF YOU DIDN'T, ALL THE EVIDENCE I HAVE LEFT IS PICTURES AND VIDEOS YELLED AT ME.

ME, MY, YOUR .

NO, MY BIGGEST FEAR IS THAT I CAN'T RENT AN APARTMENT BECAUSE I STILL OWED THEM RENT.

EVEN THOUGH THEY'RE CHARGING FOR THE ENTIRE RENT, EVEN THOUGH THE NOTHING WAS, I WAS ABLE TO USE ANY OF THE FACILITIES.

THANK YOU FOR LISTENING TO ME.

I FEEL LIKE I'M MISSING WORDS OR I HAVE TOO MANY WORDS.

THING I MISS I HOPE YOU TAKE ACTION US.

DON'T WANT TO USE ANY MORE OF THE VICTIMS. JUST BECAUSE WE OWE THEM RENT.

THEIR ANSWERS TO ME IS BECAUSE OF THAT.

UNFORTUNATELY, WHEN I ASKED FOR THE HELP, THERE WAS NO FUNDS THANKS FOR YOUR ATTENTION.

I'M MISSING WORDS, BUT YES.

SORRY, BUT THAT'S YES.

SORRY.

THANK YOU.

NO, THANK YOU.

WE ARE UNABLE TO TAKE ACTION OR DISCUSS IT FURTHER RIGHT NOW.

UH, WE HAVE AN EXHIBIT SIX E THIS IS, UM, 60 AND SIX F ARE GOING TO BE PICTURES OF THE BEDROOM DOOR FOR THIS UNIT.

AGAIN, WE TRIED TO, I TRIED TO MAKE AN INTERIOR INSPECTION TODAY, BUT, UH, THE TENANT, UH, WAS FEELING ILL.

SO WE WERE UNABLE.

I WAS UNABLE TO GO IN TO VERIFY WHETHER OR NOT THAT THIS REPAIR WAS MADE.

CAN WE GO TO THE NEXT SLIDE, PLEASE? HERE? YOU CAN SEE THAT THE, UM, THE MAIN BEDROOM DOOR, UH, IS SPLIT DOWN THE MIDDLE.

THIS WAS AN ISSUE THAT, UM, HAS BEEN ONGOING SINCE THE CASE WAS OPEN FOR, UH, THIS PARTICULAR UNIT NEXT NIGHT, PLEASE.

UM, RIGHT HERE, WE DO HAVE, UM, I NORMALLY TRY TO TAKE PICTURES OF THE FRONT DOORS TO DEMONSTRATE HOW FAR THE, A THROW OF THE LOCKS, UH, NEED TO TRAVEL AND THE POSITION OF THE KNOBS.

UH, THAT'S WHAT THIS, UH, 6G, UH, DEPICTS.

WE CAN GO TO THE NEXT SLIDE, PLEASE, RIGHT HERE.

IT SHOWS, UM, THOSE KNOBS IN THE POSITION THAT THEY CURRENTLY AS CUR, UH, WHERE THEY FIND THEMSELVES, WHEN YOU TRY TO LOCK THE FRONT DOOR, THE TOP LOCK STILL NEEDS, NEEDS TO BE, UH, ADJUSTED.

NEXT SLIDE, PLEASE.

THIS ISSUE HAS BEEN ADDRESSED AS OF TODAY, THE, UM, THE, UH, NEW DOOR SWEEP, UH, WA AND THRESHOLD WERE ADDED.

YEAH,

[00:45:02]

THIS, CAN WE GO TO THE NEXT SLIDE, PLEASE? THIS IS ALSO ANOTHER ISSUE THAT, UM, STILL CONTINUES TO REMAIN.

UM, AGAIN, THE, UH, ONE OF THE, UH, PAINS, THE, UH, THE EXTERIOR PAIN OF THE BROKEN WINDOW WAS REMOVED AND WAS TOLD BY MRS. UH, CARDENAS THAT IT WILL BE REPLACED ALONG WITH, UH, UH, SUPPLYING SOME LOCKS TO BE ABLE TO LOCK THE WINDOWS TO, UH, THIS UNIT FOR THIS TENANT.

AND THIS WILL CONCLUDE MY PRESENTATION FOR UNIT D AND I'M OPEN TO ANSWERING ANY POSSIBLE QUESTIONS BECAUSE OF THE EXISTING CONDITIONS FOUND SHOWN IN THESE PHOTOGRAPHS.

AND THOSE DESCRIBED IN THE FINDINGS OF FACT CODE OFFICIAL FOUND THAT THESE STRUCTURES ARE A PUBLIC AND ATTRACTIVE NUISANCE WITH SUBSTANDARD, UH, WITH SUBSTANDARD CONDITIONS, STAFF ASSET, THE COMMISSION TO ADMIT EXHIBITS ONE, THREE AND FIVE, WHICH INCLUDES STAFF PROPOSED FINDINGS OF FACT, AND CONCLUSIONS OF LAW AND OTHER RELEVANT DOCUMENTS AND PHOTOGRAPHS MARKED AS EXHIBITS TWO EIGHT, THREE, TWO M FOUR, A THROUGH 4D AND SIX, EIGHT THROUGH SIX J ALSO CHAIR.

BEFORE I READ THE RECOMMENDATIONS, I WOULD LIKE TO MAKE A REQUEST SINCE THE LANGUAGE IS IDENTICAL IN EACH OF THE RECOMMENDED ORDERS, PLEASE ALLOW ME TO READ IT ONCE WITH THE UNDERSTANDING THAT WE ARE REQUESTING SEPARATE ORDERS TO BE ISSUED IN EACH CASE.

YES, THAT'S ACCEPTABLE.

THANK YOU, STAFF ALSO REQUESTS THAT THE COMMISSION ADOPT THE PROPOSED FINDINGS, FINDINGS OF FACT, AND CONCLUSIONS OF LAW AND ORDER THE FOLLOWING ONE OBTAIN AND FINALIZE ALL NECESSARY PERMITS TO REPAIR ALL CITED VIOLATIONS TO THE COMMERCIAL MULTI-FAMILY STRUCTURE WITHIN 45 DAYS FROM THE DATE, THE ORDER IS MAILED THREE REQUEST INSPECTIONS FROM AUSTIN CODE TO VERIFY COMPLIANCE AND FOUR ON THE 46 DAY.

IF COMPLIANCE HAS NOT BEEN ACHIEVED, ASSESS THE CIVIL PENALTY OF $1,000 PER WEEK, THAT WILL CONTINUE TO ACCRUE UNTIL THE CODE OFFICIAL DETERMINES THAT THE REPAIRS REQUIRED BY THIS ORDER ARE COMPLETE INTEREST, SHALL ACCRUE AT A RATE OF 10% PER YEAR FROM THE DATE OF THE ASSESSMENT UNTIL PAID IN FULL.

THANK YOU, MISS ALLIE.

AND I'LL GO AHEAD AND ADMIT, UH, STAFF ONE, THREE, AND FIVE AND TWO A THROUGH TWO M FOUR, A THROUGH 40 IN SIX, A THROUGH SIX J AND, UH, JULIE CARDENAS, IF YOU ARE READY, PLEASE GO AHEAD.

GOOD EVENING.

MY NAME IS JULIE CARDENAS.

I'M A PROPERTY MANAGER FOR 84 12 GORE CREEK CIRCLE.

UM, THE ORIGINAL, UM, CASE WAS OPEN IN 2019 WITH THE PREVIOUS OWNER, OUR STIR PROPERTY.

UM, MR. JOHNNY , UH, PURCHASED THIS PROPERTY IN FEBRUARY OF 2020.

UM, WITH ALL THE COVID STAFF, I'VE HAD, UH, RESIDENTS THERE THAT HAD COVID RESIDENTS THAT WERE SCARED OF COVID RESIDENTS THAT DON'T OPEN THE DOOR BECAUSE THEY'RE EITHER SCARED OF GETTING SICK OR THEY HAVEN'T PAID RENT, UM, MAKING IT HARD FOR THE MAINTENANCE GUYS TO GET IN THERE, OR SOME OF THEM EVEN SLEEP REALLY LATE.

UM, I HAVE, I'VE BEEN OUT THERE ALL THIS WEEK, UM, AS STARTING LAST THURSDAY, I BELIEVE AFTER BEING SICK A WHOLE MONTH WITH COVID AND PNEUMONIA AND STILL UNDER DOCTOR'S ORDERS, BUT EVEN THERE TODAY, INSTALLING WINDOWS AND STUFF, BECAUSE, UH, YOU KNOW, AND KNOCKING ON DOORS AND OPENING DOORS AND LETTING THE RESIDENT KNOW THE RESIDENT AND D SHE WAS ASLEEP WHEN I, WHEN I GOT THERE AND AFTER BEEN MESSAGING HER NUMEROUS TIMES TO LET ME IN, UM, YOU KNOW, FINALLY I WAS ABLE TO WAKE HER UP AND I TOLD HER, I NEED TO GET THIS STUFF DONE.

SO SHE LET ME IN, BUT SHE WASN'T COMFORTABLE WITH THE MAINTENANCE GUY GOING IN THERE CAUSE SHE WAS NOT FEELING WELL.

SO WHILE, UH, OFFICER CERNER WAS THERE, SHE CALLED ME AND ASKED ME TO ASK HIM, ASK THE MAINTENANCE GUY TO LEAVE HER UNIT.

UM, YOU KNOW, IT'S, IT'S BEEN, IT'S BEEN REALLY HARD WITH COVID.

THIS IS MY SECOND TIME OF GETTING IT.

I'M NOT EVEN RELEASED FROM THE DOCTOR YET, BUT IT'S STILL OUT THERE WORKING.

UM, I'VE, YOU KNOW, DONE, DONE, UH, WORK THERE NIGHTS AND WEEKENDS.

AND HOWEVER LONG I NEED TO, TO GET ALL THESE THINGS ADDRESSED.

THIS IS A VERY OLD PROPERTY.

UM, I APPLIED FOR THE PERMIT FOR THE WINDOWS.

UM, I DON'T THINK IT'S SHOWING IT.

I HAVEN'T EVEN HAD TIME TO LOOK TODAY TO SHOW THAT, TO SEE IF IT'S SHOWING ON THE, ON THE, UM, THE WEBSITE YET.

UM,

[00:50:01]

I STILL HAVE A LOT OF THINGS THAT I NEED TO DO.

WE DID ATTEMPT TO, UH, REPAIR WHATEVER WE COULD, THAT WAS ROTTED AT THE TIME.

THIS WAS IN OCTOBER.

I BELIEVE I SENT, UH, OFFICER STONER, CRNA PICTURES OF THE GUYS HAD BEEN OUT THERE WORKING.

THEY REPLACED A LOT OF THE PANELS OF SIDING, BUT AS HIM AND I WERE TALKING TODAY, THERE'S THAT BUILDING, THIS IS VERY OLD AND, UM, NEEDS IT, PROBABLY THE WHOLE THING PROBABLY NEEDS TO BE, UM, REDONE THE SITE.

HE NEEDS TO BE REDONE BECAUSE THERE'S JUST SO MANY DIFFERENT AREAS OF CORROSION.

AND AFTER THE WINTER STORM AND THE BUILDING SHIFTS AND THE FREEZE AND ALL THAT STUFF, IT JUST GOT WORSE.

UM, SO THERE'S THAT WE HAVE BEEN GOING THROUGH THE LIST.

IT WAS A HUGE LIST AND SLOWLY TRYING TO RECTIFY ALL THESE ISSUES.

UM, I JUST NEED MORE TIME.

I, YOU SAID 45 DAYS, RIGHT? IS THAT ISN'T THAT WHAT YOU SAID THAT IS STAFF'S RECOMMENDED ORDER, BUT WE HAVEN'T, THE COMMISSION HASN'T DECIDED ON A TIME YET.

OKAY.

UM, WELL I'M REQUESTING MORE TIME, LIKE I SAID, UH, I MEAN, I'LL BE OUT THERE TOMORROW, UM, AND, AND TRY TO GET SOME MORE OF THIS STUFF DONE.

IT'S JUST BEEN REALLY DIFFICULT.

UM, YOU KNOW, LIKE, AS I SAID, THE RESIDENTS THAT HAVEN'T BEEN PAYING, UM, WITH THE, WITH THE HOLD ON EVICTIONS AND THINGS LIKE THAT, APPLYING FOR ASSISTANCE RESIDENTS THAT HAVE APPLIED FOR ASSISTANCE, THAT, UM, THEY ARE ON THE WAITING LIST OR, YOU KNOW, WAITING FOR A CASEWORKER TO PROCESS THEIR PAPERWORK BECAUSE THERE ARE SO MANY PEOPLE THAT HAVE APPLIED, YOU KNOW, WITHOUT FRIENDS, IT'S HARD TO FIX ANYTHING.

SO, UM, THE OWNERS ARE WILLING TO DO WHATEVER NECESSARY I AM TOO.

IT'S JUST THE MATTER OF, YOU KNOW, GETTING IN SYNC WITH THE RESIDENT TO GIVE US THE AVAILABILITY, TO GET IN THE UNIT AND BE ABLE TO DO THE WORK, UM, OVER ALL THOSE, THOSE HAVE BEEN, UM, THOSE HAVE BEEN REALLY IT'S FOR THAT AREA.

THAT PROPERTY IS A GOOD PROPERTY.

UH, WE ALSO HAVE THE PROBLEM OF NEXT DOOR, A LOT OF DRUG ACTIVITY, A LOT OF THINGS THAT AFFECT OUR PROPERTY AT ONE POINT, UH, WHEN I, UH, I SHOWED MR. SARNA AT THAT TIME, UH, THE NEIGHBORS, THEY BURNED SOME OF OUR FENCE DOWN, WE'LL ALWAYS GET IN THE FENCE, KICKED IN PEOPLE GOING THROUGH OUR UNITS, PEOPLE KICKING IN DOORS.

THAT'S WHAT HAPPENED IN UNIT A, THEY KICKED THE DOOR IN.

SO, YOU KNOW, UM, IT, IT, IT'S, IT'S A BIG PROBLEM, UH, JUST TRYING TO, TO KEEP IT MAINTAINED AND THINGS LIKE THAT.

IT'S, IT'S SOMETIME CAN BE VERY OVERWHELMING BECAUSE OF THE NEIGHBORHOOD AND THE ACTIVITIES THAT GO ON AROUND THERE.

SO THAT'S ALL I HAVE.

OKAY.

THANK YOU, MS. CARDENAS.

UM, I HAVE ONE QUESTION FOR YOU BEFORE TURNING IT OVER TO THE OTHER COMMISSIONERS.

SO YOU MENTIONED ONE MORE TIME IN YOUR MIND.

WHAT, HOW MUCH TIME WOULD YOU NEED TO ACTUALLY FINALIZE ALL THE PERMITS AND COMPLETE ALL OF THE REPAIRS AND, AND GIVE YOUR TENANTS PROPER NOTICE? OF COURSE, TOO.

UM, WELL, ON, ON THE INSIDE STUFF, NOT THAT LONG, IT'S ALMOST ALL DONE.

UM, I WOULD SAY, WELL, I HOPEFULLY I'LL GET RELEASED FROM THE DOCTOR ON MONDAY.

I HOPE SO.

UM, I WOULD SAY MAYBE LET'S SAY TWO WEEKS AND I DON'T EVEN THINK I'LL NEED THAT LONG, BUT JUST TO BE ON THE SAFE SIDE, UM, FOR THE EXTERIOR, I DON'T KNOW, I WOULD HAVE TO GET A FEW BIDS FROM PEOPLE THAT WOULD COME OUT AND, AND, YOU KNOW, UH, GIVE ME BIDS FOR THE, FOR THE WHOLE EXTERIOR, UH, BECAUSE HONESTLY BE DOING IT AND PATCHWORK, WHICH WE'VE, YOU KNOW, WE WE'VE DONE WE'VE REPLACED, LIKE I SAID, SOME OF THE SIDING AND THE TRIM AND THINGS LIKE THAT.

UM, BUT BECAUSE IT WAS, YOU KNOW, WHATEVER WE SAW AT THE TIME THEY COULD, THAT NEEDED TO BE REPAIRED AND IT WAS, IT WAS REAL BAD, THE FRONT OF IT.

UM, SO THAT BY ITSELF COSTS $3,000.

SO I WOULD NEED TO GET A FEW BEDS FOR THE OWNERS AND SEE WHAT, YOU KNOW, WHAT'S DOABLE FOR THEM.

UM, SO I WOULD NEED MORE TIME ON THAT.

PROBABLY I WOULD SAY 60 DAYS ON THE EXTERIOR, AT LEAST BECAUSE NOW WE'RE STARTING TO GET SOME PAYMENTS IN, YOU KNOW, ON, ON A REGULAR BASIS.

AND, UM, WITH THIS HOLDUP ON, ON COVID AND THINGS LIKE THAT ON THE COURTS, IT'S, IT'S JUST SO HARD TO TELL, YOU KNOW, UM, OKAY.

YEAH, NO, WE'RE, WE'RE, WE'RE, I'M JUST ASKING FOR YOUR BEST GUESS.

YEAH.

I WOULD SAY MAYBE 60 DAYS THAT WOULD GIVE ME TIME

[00:55:01]

TO GET QUOTES FOR THEM, YOU KNOW, FOR THAT.

OKAY.

THANK YOU.

UH, I'M GOING TO TURN IT OVER TO MY FELLOW COMMISSIONERS.

UM, A REMINDER TO ALL OF THE COMMISSIONERS, PLEASE TURN YOUR VIDEO CAMERA ON.

THIS IS, THIS IS WHEN WE REALLY NEED TO BE PRESENT AND HAVE A QUORUM.

AND GO AHEAD.

ANY QUESTIONS? YES.

COMMISSIONER GREEN.

YEAH.

I'M THINKING ABOUT 60 DAYS, JUST KIND OF OPTIMISTIC FROM THIS EXPERIENCE WITH SOME PEOPLE IN THE INDUSTRY.

WE'RE TALKING TO THE FOLKS FROM THE SOCCER STADIUM, JUST GENERALLY SPEAKING IT, RESOURCES ARE HARD TO GET THERE STAIRS.

I WOULD RECOMMEND IF WE DO ANYTHING 90 DAYS, WHAT I OBSERVED AND IN AUSTIN, I KNOW OTHER THOUGHTS, COMMENTS, OR QUESTIONS FROM THE COMMISSION.

I DO HAVE A QUESTION.

UH, THERE WAS A COMMENT ABOUT THE NEED TO GET SOME BIG BINS FOR SOME OF THE REPAIRS THAT ARE NEEDED, UM, BY HAVING THOSE BINS ALREADY BEEN OBTAINED, UH, THAT NEED HAS BEEN IDENTIFIED BEFORE TONIGHT.

WELL, AS I SAID IN OCTOBER WAS WHEN I HAD SOME GUYS OUT THERE, THEY DID, YOU KNOW, SOME OF THE PANELS AND STUFF, WHAT WAS, WHAT WE SAW AT THE TIME.

UM, SO THOSE REPAIRS WERE DONE.

I SENT, LIKE I SAID, UH, OFFICER STONER, CRNA PICTURES OF THAT OUT OF THEM OUT THERE WORKING, REPLACING THINGS.

UM, SO AT THAT TIME THAT WAS DONE.

AND THEN, YOU KNOW, WE HAD THE WINTER TIME AND THEN WE HAD THE FREEZE AND, AND, UM, IT'S JUST BEEN REALLY DIFFICULT, BUT THE FREEZE HAS BEEN, IT'S BEEN IN IT'S LATE APRIL NOW.

WELL, UM, I REALLY THE STUFF AROUND THE BACK, I HADN'T REALLY NOTICED WHAT HE'S TALKING ABOUT AND THE STUFF HIGHER UP ON THE SECOND STORY.

IF YOU LOOK AT THE BUILDING FROM THE FRONT, I MEAN, I COULD SEE A LITTLE BIT OF WORK SHIFTED, BUT, UM, EVERYTHING ELSE, I MEAN, I HADN'T REALLY NOTICED, SO I THOUGHT THAT STUFF WAS DONE WHATEVER NEEDED TO BE DONE AT THE TIME IN OCTOBER, WHICH IT WAS, I WENT AND I LOOKED AT IT WHEN THE GUY FINISHED IT THAT'S STUFF HAD BEEN DONE.

AND, UM, THE ONLY THING WAS THE, WAS THE, UH, AND HE WAS SHOWING ME TODAY CAUSE I THOUGHT IT WAS JUST THE FRONT ONE, THE FRONT, UH, LIGHT THAT NEEDED THE CONDUENT AROUND THE WIRING.

BUT HE WAS TELLING ME THAT THE ONE THAT AROUND THE SIDES IS THE WRONG CONDUIT.

IT'S INDOOR IS THE WRONG COVERING FOR THE WIRING.

IT'S INDOOR COVERING.

SO WE NEED TO CHANGE ALL OF THAT STUFF TOO.

AND HE WAS SHOWING ME SOME OTHER STUFF THAT NEEDED TO BE ADDRESSED ON THE EXTERIOR AS WELL THAT HE SHOWED ME TODAY.

AND USUALLY WHEN THEY GO OUT THERE, I'M NOT AROUND TO, YOU KNOW, OR I DON'T EVEN KNOW THAT THEY'RE GOING UP THERE.

THEY JUST GO, AND THIS IS PROBABLY THE SECOND TIME I'VE MET UP WITH HIM THERE.

UM, ONE WAS FOUR, THEY DID, ONE WAS RIGHT BEFORE THEY DID ALL THE, ALL THE REPAIRS ON THE EXTERIOR.

BUT, UM, AFTER THAT I DIDN'T SEE HIM ANYMORE.

AND YOU KNOW, MY RESIDENTS WILL CALL ME AND SAY, CODE ENFORCEMENT IS HERE.

I MEAN, WE'VE BEEN IN COMMUNICATION BACK AND FORTH THROUGH EMAILS.

I EVEN EMAILED WHEN WE GOT THE LETTER FROM, UH, UH, WHAT'S, WHAT'S THE GENTLEMAN'S NAME? UM, THE SUPERVISOR, MATTHEW, I CAN'T THINK OF HIS NAME AND I EVEN EMAILED HIM RIGHT AWAY ALSO.

UM, SO WE'VE BEEN IN, IN COMMUNICATION BACK AND FORTH THROUGH EMAIL AND HE'S HELPED ME, YOU KNOW, THIS IS MY FIRST TIME EVER DEALING WITH THIS AND HE'S HELPED, HELPED US, YOU KNOW, GET LINKED UP WITH WHATEVER LINKS WE NEED TO APPLY FOR THINGS.

AND, UM, STUFF LIKE THAT.

I'VE HAD, I'VE HAD PEOPLE BROUGHT IN, LOOK AT THE SCARIER, SO, OKAY.

DID WE HAVE OTHER QUESTIONS FROM THE COMMISSION? HEY, THIS IS JAMES MERCEDES.

I WAS JUST WONDERING, UH, YOU WERE MENTIONING THAT SHE HAD COVID A SECOND TIME, UH, AND YOU'RE STILL DEALING WITH THIS ON YOUR OWN.

UM, WHAT EXACTLY ARE YOU DOING AS FAR AS TO MITIGATE THIS, TAKING CARE OF THIS CARE OF THIS AND WHY IS IT THAT THE OWNER'S BEEN KIND OF MORE PROACTIVE IN THIS? YOU KNOW, THE FACT THAT YOU'RE DOING THIS AND YOU'RE DOING THIS, UH, YOU'RE YOU'RE ILL OR SICK OR YOU'VE ADDED, AND YOU'RE STILL HAVING TO DO THIS KIND OF, UH, TAKING CARE OF THIS.

WHAT ARE, WHAT ARE THE OWNERS ARE DOING? WHAT THEY DONE? WELL, THEY'RE NOT HERE IN AUSTIN, BUT THEY'VE BEEN VERY SUPPORTIVE

[01:00:01]

AS FAR AS, YOU KNOW, IF I NEED SOMETHING.

UM, THE REASON WHY I'M OUT THERE DOING THIS BECAUSE THE MAINTENANCE PEOPLE THAT, THAT, THAT I HAD THERE WEREN'T THERE TODAY.

THEY YESTERDAY, UH, THEY CAME AND I HAD SOMEBODY TO COME AND LOOK AT THE SIDE OF STUFF AND HE TOLD ME HIMSELF, IT'S JUST, IT'S, IT'S TOO MUCH WORK TO DO PATCHWORK.

THE WHOLE THING NEEDS TO BE REDONE.

YOU KNOW? AND I TALKED TO MS. UH, OFFICER SHARNA TODAY TOO.

AND HE TOLD ME THE SAME THING.

AND, AND I MEAN, IF YOU PULL ONE SHEET OFF THE, YOU COULD SEE WHERE IT'S, YOU KNOW, IT ALL NEEDS TO BE REPLACED.

AND I'M JUST BEING HONEST.

UM, AND YOU KNOW, THEY'VE, THEY'VE, UH, ONE OF THEM LIVES IN NEW JERSEY AND THE OTHER ONE LIVES IN, IN CALIFORNIA.

SO THEY'RE NOT HERE, BUT I MEAN, IF I NEED SOMETHING, THEY ARE SUPPORTIVE, YOU KNOW, AND IT, BUT IT'S KIND OF HARD TO SPEND A LOT OF MONEY ON SOMETHING WHEN YOU DON'T HAVE NOTHING COMING IN.

AND LIKE I SAID, UH, EVERY NOW AND THEN I'LL GET A BIG PAYMENT FROM, UH, AN AGENCY THAT WILL HELP ONE UNIT OR ANOTHER UNIT AND THINGS LIKE THAT.

BUT AS FAR AS CONSISTENCY, I HAVEN'T HAD ANYTHING CONSISTENT.

HOPEFULLY IN MAY, IF ALL THIS STUFF GETS SWEPT UP, THEN I CAN HAVE SOME CONSISTENCY.

COMMISSIONER THOMPSON.

ARE YOU STILL WITH US? YES, MA'AM I AM.

I GOT A QUESTION.

OKAY, GO AHEAD.

I THOUGHT YOU MIGHT.

UM, THE, UH, IT SEEMS AS THOUGH, UM, THE, UM, NICE LADY IS CONCERNED OVER KEEPING THE BUILDING SELF SUPPORTING, AND WE ARE IN ONE OF THOSE TIMES THAT IT CANNOT BE SELF-SUPPORTING.

AND BY THAT, I MEAN, IT MAY BE VERY IMPORTANT FOR THE, UH, OWNERS TO TAKE AN ACTIVE HAND AND, UH, HELP HER GIVE HER THE FUNDING THAT IT WAS NECESSARY TO GET IT AND GET IT DONE, PERIOD.

IS THAT POSSIBLE? YES, THAT'S POSSIBLE.

UM, LIKE I SAID, I LIKE THIS ONCE I GOT A FAIRLY GOOD PAINT FROM AN AGENCY.

UM, AND IT'S, IT'S NOT THAT THEY'RE NOT WILLING.

IT'S JUST THAT WHAT'S MINE TO WORK ON A BUDGET BECAUSE WE DON'T KNOW WHAT'S GOING TO COME IN NEXT, YOU KNOW? WELL, IT SEEMS TO ME THAT THE FUTURE IS SUCH THAT IF YOU DON'T GET IT AND GET IT TAKEN CARE OF, YOU COULD LOSE A LOT MORE MONEY AND THEY NEED TO HELP YOU GET IT AND GET IT IN THE SITUATION WHERE YOU KNEW WHERE YOUR TENANTS HAVE A NICE PLACE TO STAY, AND IT'S UP FOR CODE AND YOU DON'T HAVE TO WORRY ABOUT IT FOR AWHILE.

AND I WOULD IMAGINE WITH AN INFUSION OR TRANSFUSION IN THIS CASE OF CASH FROM THE OWNERS, IF YOU CAME UP WITH A BUDGET OF HOW MUCH IT'S GOING TO TAKE TO GET EVERYTHING DONE WITHIN 30 DAYS, THEY OUGHT TO BE ABLE TO COME UP WITH THAT MONEY.

AND IT MIGHT NOT BE VERY GOOD IF THEY DON'T COME UP WITH IT.

OTHER COMMISSIONERS, THOUGHTS, QUESTIONS.

I MEAN, I'M NOT THINKING IT WOULD BE GREAT IF MS. CARDENAS HAD A WEEK OR TWO TO ACTUALLY STEP BACK, GET A BIG PICTURE ESTIMATE OF TIME THAT IT'S GOING TO TAKE SCHEDULE, YOU KNOW, GET A GENERAL CONTRACTOR ON BOARD.

IF YOU NEED TO, TO COORDINATE ALL OF THIS, BECAUSE IF THAT WIRING IS BEING DONE BY YOUR MAINTENANCE PEOPLE, THAT'S NOT UP TO CODE WHEN YOU PROBABLY NEEDED A LICENSED ELECTRICIAN TO BE DOING THINGS LIKE THAT.

SO, I MEAN, I'M KIND OF LEANING TOWARDS GIVING YOU THAT WEEK OR TWO TO KIND OF GET EVERYTHING TOGETHER, GET ALL THE ESTIMATES YOU NEED.

AND PERHAPS AS COMMISSIONER THOMPSON SUGGESTED TALKING TO THE ACTUAL OWNERS WITH THAT BUDGET AND SAYING, HEY, WE NEED TO KNOCK THIS OUT.

UM, I ALSO HEAR WHAT COMMISSIONER GREEN IS SAYING IS WHICH IS THAT SKILLED LABOR IN PARTICULAR.

AND SOME MATERIALS ARE RATHER HARD TO COME BY RIGHT NOW.

SO, YOU KNOW, YOU NEED TO GET ON THIS AS SOON AS POSSIBLE.

UM, YOU KNOW, I, I WOULD BE WILLING TO EXTEND THE TIME TO 60 DAYS.

I DON'T KNOW IF I'M WILLING TO GO TO 90 DAYS, BUT, UM, LET'S, LET'S SEE WHAT THE OTHER COMMISSIONERS THINK ABOUT THAT.

YES.

[01:05:01]

COMMISSIONER GREEN.

I THINK WE NEED TO SEE THE PLAN, A REAL HONEST TO GOD PROJECT PLAN WITH SOMEBODY THAT KNOWS WHAT THEY'RE DOING SO THAT YOU CAN GET FROM POINT A TO POINT B IS THE, UH, YOU KNOW, THE LIMITED CONTROL IN THE TIMEFRAME TO BE DETERMINED RIGHT NOW, BUT I'D LOVE TO SEE A PROJECT PLAN OR PROJECT MANAGER SUCCESSFUL.

WE'VE DONE PROJECTS LIKE THIS COMMISSIONER FOR VERA.

OKAY.

YEAH, I SUPPOSE I MIGHT BE IN THE MINORITY, BUT MY CONCERN IS AN EXTENSION IS, UM, SOUNDS LIKE THERE'S BEEN A LOT OF, UH, CHALLENGES ALREADY ON, ON GETTING THIS WORK DONE.

W W THERE'S BEEN, COVID MORE THAN ONE AND A NUMBER OF OTHER ISSUES.

AND EVEN WITH ALL OF THOSE, UH, OCCURRENCES, THE OWNERSHIP HAS NOT SEEN IT, THE URGENCY TO ADDRESS THESE ITEMS. AND SO I DO WONDER IF PERHAPS OUR COMMISSION ACTING IS TO FIRE THAT NEEDS TO BE LIT UNDER THIS KIND OF REMOTE OWNERSHIP, TICK, TICK, TO GET ACTION.

I'M JUST CONCERNED THAT AN EXTENSION IS IT'S JUST GOING TO KIND OF DIFFUSE THE SITUATION RATHER THAN HELP IT.

IT'S JUST GOING TO MAYBE SEND THE WRONG MESSAGE.

COMMISSIONER MILLER.

YEAH.

I AGREE WITH THAT COMMENT.

CAUSE I'M LOOKING BACK AT THESE VIOLATIONS THAT START LAST SUMMER, AND THEN THERE ARE OTHER ONES IN OCTOBER, YOU KNOW, MEANWHILE, WE HAVE TO REMEMBER PEOPLE ARE LIVING THERE IN THESE CONDITIONS AND THAT'S SUPPOSED TO ULTIMATELY BE OUR CONCERN.

SO MAYBE WE DO NEED TO LIGHT A FIRE HERE BECAUSE THERE MAY BE LOTS OF THINGS THAT HAVE HAPPENED, BUT THESE THINGS AREN'T GETTING FIXED AND, AND THEY'VE BEEN KNOWN ABOUT FOR A LONG TIME.

SO THE OWNER NEEDS TO STEP UP, YOU KNOW, SOMEBODY NEEDS TO STEP UP CAUSE IT'S, IT'S NOT OKAY TO JUST KEEP PUSHING THE KICKING THE CAN DOWN THE ROAD.

MR. COMMISSIONER, MAY I SPEAK? WE HAVEN'T CLOSED THE PUBLIC HEARING.

YES.

MS. CARDENAS, PLEASE GO AHEAD.

UM, LIKE I SAID, UH, ALL THE, THE STUFF ON THE INTERIOR ALREADY STARTING TO HAS ALREADY BEEN STARTING TO GET ONE BY ONE TAKEN CARE OF.

UM, I WAS OUT THERE TODAY, YESTERDAY THE DAY BEFORE, THE DAY BEFORE OUT THERE, MAKING SURE THAT THAT STUFF GOT DONE AND WHATEVER I COULD DO, I DID.

UM, IT'S, IT'S THE EXTERIOR STUFF THAT I THINK WE NEED, WE'RE GONNA NEED MORE TIME ON.

UM, AND IT'S NOT THAT THEY'RE NOT CONCERNED AND IT'S NOT THAT THEY DON'T WANT TO DO IT.

THAT THAT'S NOT WHAT THE MESSAGE I'M TRYING TO GET ACROSS.

YOU KNOW? UM, THEY'RE IN ANOTHER STATE I'M HERE.

AND, UM, IN OCTOBER WHEN THE OTHER GUYS DID THE, DID THE EXTERIOR WORK THAT, YOU KNOW, WE DID WHAT WE SAW AT THE TIME NEEDED TO BE DONE.

AND A WHOLE WINTER SEASON HAS GONE BY, WE HAD A FREEZE THAT WE NEVER EXPECTED.

I THINK GOD, WE ONLY HAD, WE ONLY HAD ONE BUSTED PIPE AND WE FIXED THAT.

SO, YOU KNOW, UM, AND ALSO IT HAS TO DO WITH AVAILABILITY IF THE RESIDENT'S GOING TO LET US IN.

OKAY.

UM, WE'VE, WE'VE HEARD THIS AND WE APPRECIATE YOU TELLING US THIS.

UH, IF YOU HAVE SOMETHING THAT WE HAVEN'T HEARD ALREADY UNTIL THE PUBLIC HEARING PORTION IS CLOSED, WE WILL LISTEN TO IT.

COMMISSIONER STOLL STAR.

DID YOU HAVE A COMMENT? YES.

THANK YOU.

MADAM CHAIR.

UM, I JUST WANTED TO WEIGH IN AND SAY THAT I CONCUR WITH COMMISSIONERS, UH, FOR OUR, UM, MILLER ON THE, THIS STRIKES ME AS THIS SORT OF CASE THAT IS, IS RIPE FOR, UM, UH, AS RIPE FOR USING THE LEVERAGE THAT WE HAVE IN TERMS OF ADAPTING STAFF'S RECOMMENDATION.

UM, AS OPPOSED TO THE SORT OF CASE WHERE IT'S ROP AND SO FORTH, AS OPPOSED TO THE SORT OF CASE WHERE, YOU KNOW, I'D BE INTERESTED IN HEARING MORE ABOUT THE PLAN AND, AND EXTENDED GRACE.

I THINK THAT THE TIME HAS COME TO APPLY, UH, SUCH, UH, INCENTIVES AS WE, AS WE HAVE AND, AND LET THE, UM, LET THE OWNER, UH, STEP UP.

SO JUST WANTED TO, I JUST WANT HIM TO CONTRIBUTE THAT ALSO I AM HAVING BANDWIDTH ISSUES, SO I, UH, WILL BE PARTICIPATING BY AUDIO WHEN I'M NOT ACTUALLY SPEAKING, BUT I AM HERE.

UH, I WON'T LEAVE MY COMPUTER AND LEAVE MY, MY SCREEN UP.

SO THANK YOU FOR THE HEADS UP ON THAT.

UM, AND I GUESS I'D LIKE TO CLARIFY MY EARLIER REMARKS

[01:10:01]

TOO.

I MEAN, I DO THINK THAT THE PROPERTY MANAGER NEEDS A PLAN.

UM, BUT I DO TEND TO AGREE WITH THE OTHER COMMISSIONERS.

I DON'T WANT TO SEE THAT PLAN.

I DON'T WANT TO SEE THIS CASE AGAIN.

I REALLY JUST WANT THE ISSUES TO BE TAKEN CARE OF.

AND I DO WANT THEM TO, YOU KNOW, TAKE A BIG COMPREHENSIVE, LOOK AT EVERYTHING THAT NEEDS TO BE DONE AND COME UP WITH THAT PLAN AND KNOCK IT ALL OUT.

THAT WOULD BE MY PREFERENCE.

WOULD ANYONE LIKE TO ENTERTAIN A MOTION? I THINK WE NEED TO CLOSE THE PUBLIC HEARING FIRST, THAT WAY WE DON'T, BUT THAT COULD BE A MOTION TO DO SO.

OKAY.

I'D LIKE TO MOVE THAT WE CLOSE THE PUBLIC HEARING SO I CAN NOT.

OKAY.

THANK YOU.

I DON'T THINK WE NEED TO VOTE ON THAT.

ACTUALLY THE PUBLIC HEARING IS CLOSED.

UM, ANY FURTHER DISCUSSION OR OTHER MOTIONS, UM, I'LL MOVE THAT WE ADOPT THE, UM, STAFF RECOMMENDATION.

OKAY.

ANY FURTHER DISCUSSION.

ALL RIGHT.

ALL IN FAVOR OF ADOPTING STAFF'S RECOMMENDED ORDERS WISHES TO OBTAIN AND FINALIZE ALL NECESSARY ELEMENTS AND REPAIR ALL CITED VIOLATIONS.

AND THIS IS FOR ALL THREE CASES.

SO IT'S FOR THE INTERIOR OF UNITS, A AND D AND THE EXTERIOR VIOLATIONS.

SO ALL OF THAT NEEDS TO BE COMPLETED WITHIN 45 DAYS FROM THE DATE OF THE ORDER.

AND ON THE 46 DAY IS COMPLIANT.

YOU'VE DISMISSED A CIVIL PENALTY OF $1,000 PER WEEK.

SO THAT WOULD BE $1,000 PER CASE IS THE WAY THAT I UNDERSTAND IT.

IS THAT THE WAY COMMISSIONERS, MAILER AND FERRERO UNDERSTAND IT ALSO.

OKAY.

ALL RIGHT.

ALL IN FAVOR, SAY, YOU KNOW WHAT, I'M GOING TO DO A ROLL CALL.
