I'M ASKING YOUR COMMISSION TO POST AN AGENDA ITEM ON NEXT MONTH'S MEETING TO REVIEW AUSTIN WATER UTILITIES, CUSTOMER ASSISTANCE PROGRAM.

ALSO KNOWN AS CAP.

MOST OF YOU PROBABLY KNOW THAT THIS PROGRAM IS FUNDED BY ALL WATER RATE PAYERS TO LOWER WATER ELECTRIC AND DRAINAGE BILLS.

UH, EXCUSE ME.

UH, IT'S FUNDED BY ALL WATER RATE PAYERS TO LOWER WATER UTILITY BILLS FOR LOWER INCOME CUSTOMERS.

AUSTIN WATER WILL PROBABLY SPEND ABOUT $10 MILLION ON UTILITY DISCOUNTS NEXT YEAR, AND WE'LL SPEND MILLIONS MORE ON CAP, EMERGENCY BILL ASSISTANCE.

I APPLAUD THE INTENTIONS OF THIS PROGRAM.

HOWEVER CAP IS GIVING SOME OF ITS MONEY TO THE WRONG PEOPLE.

IN 2014, I BEGAN LOOKING CLOSELY AT PUBLIC INFORMATION ON REAL ESTATE ASSETS OWNED BY SOME CAP PARTICIPANTS AND FOUND NUMEROUS EXAMPLES OF CUSTOMERS OWNING HIGH VALUED PROPERTIES OR MULTIPLE PROPERTIES THAT WERE RECEIVING THE CAP DISCOUNT.

SINCE THEN, I HAVE SPENT AT A MINIMUM 19 MONTHS OF UNPAID TIME ATTEMPTING TO FIX THIS PROGRAM.

HOWEVER, IN MY MOST RECENT ASSESSMENT, A DATA OF CAP WATER, UTILITY PARTICIPANTS, I FOUND 124 EXAMPLES OF PARTICIPANTS THAT OWNED HIGH VALUED HOMES OR THAT OWNED TWO OR MORE PROPERTIES.

I'M SURE I COULD HAVE FOUND MORE

EXAMPLES.

THE WINNER I KID YOU NOT OWNED A 7,100 SQUARE FOOT MANSION ON FOUR ACRES IN A GATED COMMUNITY WITH A SWIMMING POOL AND A TENNIS COURT.

AFTER ALL THIS TIME, THERE IS NO EXCUSE FOR THIS KIND OF MISTAKE.

THE STAFF THAT RUN CAP, UH, AT AUSTIN ENERGY ARE WITH EXCEPTIONS COMPLACENT AFTER CLOSE TO SEVEN YEARS OF MY OWN EFFORTS, TRYING TO GET THEM TO CORRECT MAJOR PROBLEMS. I'VE COME TO THE REALIZATION THAT THE CITY WILL NOT GET ITS OWN HOUSE IN ORDER.

SO I AM HAVE ASKED THE AUDIT DEPARTMENT TO ASSESS THESE PROBLEMS, AND I'M GOING TO BOARDS AND COMMISSIONS AS WELL.

AUSTIN WATER STAFF MAY DEFEND ITS UTILITY BY SAYING THAT THEY DO NOT DIRECTLY MANAGE THE PROGRAM.

THE PROGRAM IS ADMINISTERED BY AUSTIN ENERGY, AND THIS IS TRUE.

HOWEVER, THE MONEY COMES FROM THE UTILITY AND THE STAFF AT THE WATER UTILITY HAVE GREAT WEIGHT AND INFLUENCE OVER HOW THIS MONEY IS SPENT.

SO THIS IS IN THEIR PURVIEW AND BY EXTENSION THE COMMISSIONS PER VIEW, WE WILL NEVER HAVE ENOUGH MONEY TO HELP THE POOR.

SO WE NEED TO SPEND WHAT WE HAVE VERY CAREFULLY.

SO AGAIN, I CLOSED BY ASKING FOR A REVIEW OF THE CUSTOMER ASSISTANCE PROGRAM AT YOUR NEXT MEETING.

AND SO THAT PROJECT, UM, USING OUR CONSTRUCTION CONTRACT TO DO THE SIDEWALK IMPROVEMENTS ON THE PROJECT, THE OTHER COMPONENT OF THE CHANGE ORDER IS SOME ADDITIONAL CONTINGENCY TO PAY FOR POTENTIALLY SOME AUSTIN WATER ITEMS, WHICH INCLUDES SOME, UH, BEDDING MATERIAL FOR THE ROADWAY.

AND THERE WAS, UM, THERE WAS AN ADJUSTMENT THAT WILL LIKELY NEED SOME ADDITIONAL BASE MATERIAL THAT WILL BE PAID BY AUSTIN WATER.

SO THE 380,000 IS JUST A CONTINGENCY NUMBER THAT HAVE IN THE CONTRACT.

WE'RE NOT ACTUALLY PAYING FOR ANY DRIVEWAY, REECE REPLACEMENTS OR SIDEWALKS.

SO ALL THE SIDEWALKS IN THE ASSOCIATED MOBILITY WORK WILL BE PAID FOR THROUGH OUR CONTRACT, BUT WILL NOT BE FUNDED BY AUSTIN WATER, PULL OPEN THE SPECIFIC DETAILS.

WE'LL BE TALKING ABOUT I'M SURE MANY OF YOU ARE AWARE THE EPA HAS RECENTLY PUBLISHED LEAD AND COPPER RULE REVISION.

SO WE'LL GIVE YOU A RUNDOWN ON THAT AND WE'LL TALK SOME ABOUT, UH, OUR AUSTIN'S KIND OF HISTORY AND RESULTS, UH, RELATED TO LEAD WHAT THE LEVELS HAVE BEEN IN PREVIOUS YEARS AND TESTING.

I'LL GIVE YOU AN UPDATE ON THE LEAD SERVICE LINE INVENTORY, WHERE WE ARE WITH THAT, WHICH IS A BIG PART OF THE REVISED RULE AT JERRY AND WHAT DATES YOU ON SOME OF THE RURAL CONTENTS RELATED TO TESTING IN SCHOOL AND CHILDCARE FACILITIES.

AND THEN WE'LL JUST WRAP UP WITH SOME INFORMATION THAT UTILITY HAS OUT THERE ON PAGE.

WE HAVE THE GOING BLED AND WHAT WE'RE DOING AS FAR AS CUSTOMER REQUESTED LED SAMPLING, WOULD THAT ALL, UH, ALTERNATE OVER TO GARY, YOU CAN ADVANCE TO THE NEXT SLIDE.

UH, WE WANTED TO BEGIN, LIKE MATT SAID WITH PROVIDING AN UPDATE TO FDA'S NEW REVISIONS TO LEAD AND COPPER RULE, UH, FOR SOME BACKGROUND, THE ORIGINAL LEAD AND COPPER RULE CAME OUT IN 1991.

UH, AND ALTHOUGH THERE'VE BEEN SOME MINOR AMENDMENTS AND REFINEMENTS ALONG THE WAY, THESE NEW REVISIONS ARE CERTAINLY A MUCH MORE SIGNIFICANT AND MAJOR REVISIONS.

THE GOAL, THE GOAL OF THIS RULE ALL ALONG HAS BEEN TO MINIMIZE EXPOSURE FROM LEAD AND COPPER FROM, FROM DRINKING WATER FIVE CONTROLLING CORROSION, UH, WITHIN THE DISTRIBUTION SYSTEM, AS WATER TRAVELS FROM THE TREATMENT PLAN THROUGH THE DISTRIBUTION SYSTEM, THROUGH CUSTOMERS, UH, PRIVATE PLUMBING, ALL THE WAY TO THE TOP.

UH, HOWEVER EPA HAS COME OUT TO, TO STATE THAT THEY CONTINUE TO DEVELOP INTO THIS RULE BECAUSE THE PUBLIC HEALTH COMMUNITY REMAINS CONCERNED ABOUT THE LIFELONG EFFECTS OF LEAD EXPOSURE.

SO THE FOCUS OF THIS, OF THESE NEW REVISIONS ARE ENTIRELY NON-BLACK.

UM, AND THE NEW REQUIREMENTS ARE DIRECTLY AIMED AT THE GOAL OF FURTHER REDUCING AND, UH, AN, AN OVERALL AVOIDING EXPOSURE TO LEAD FROM DRINKING WATER.

SO THE FINAL RULE, UH, THE REVISED INCOMPARABLE, THE FINAL RULE WAS, UH, PUBLISHED BY EPA EARLIER THIS YEAR ON JANUARY 15, THE CURRENT COMPLIANCE STATE FOR WATER SYSTEMS SUCH AS AUSTIN WATER, UH, IS JANUARY 16TH, 2024.

NOW IN MARCH, UH, THE BIDEN BIDEN ADMINISTRATION HAS ANNOUNCED THAT THEY'RE GOING TO DO A REVIEW OF THE RULE,

UH, AND THEY WANT TO SEEK MORE PUBLIC INPUT, PARTICULARLY FROM COMMUNITIES WHERE LEAD IS A MAJOR IMPACT TO THE DRINKING WATER.

UH, AND SO THERE IS A PROPOSAL OUT THERE THAT THE COMPLIANCE DEADLINE COULD BE PUSHED OUT A LITTLE BIT CHEESY SEPTEMBER OF 2024, NONETHELESS, UH, THE, THE DATE OF JANUARY 16, 20, 24 CURRENTLY REMAINS IN PLACE.

SO THAT'S WHAT WE ARE PLANNING FOR.

NEXT SLIDE, PLEASE.

SO TO, UH, REALLY DIG INTO WHAT THE MAJOR CHANGES, UH, ARE IN THIS NEW RULE, IN THIS REVISED RULE, UH, THERE'S, THERE'S SEVERAL OF THEM AND THIS SLIDE HIGHLIGHTS THOSE MAJOR ELEMENTS.

THE TWO THAT ARE IN BOLD, UH, WE'RE GOING TO TALK ABOUT MORE IN DEPTH HERE IN JUST A LITTLE BIT.

THOSE ARE THE ONES THAT WE FEEL ARE MORE CONSEQUENTIAL FOR AUSTIN WATER, GOING TO HAVE A LITTLE BIT MORE IMPACT IN TERMS OF PLANNING AND WORKLOAD TO ACCOMPLISH.

UH, BUT I'LL TOUCH ON EACH OF THESE, A MAJOR FEATURE OF THE RULE IS THE LEAD SERVICE LINE INVENTORY.

SO ALL, UH, ALL APPLICABLE WATER SYSTEMS HAVE TO PRODUCE A LEAD SERVICE LINE INVENTORY.

THIS IS BASICALLY, UH, AN INVENTORY OF ALL THE CONNECTIONS AND, AND WHAT MATERIALS ARE MADE ON THEM.

AND CERTAINLY THE GOAL HERE IS TO FIND IF THERE'S ANY LEAD SO THAT THAT CAN BE TARGETED FOR REMOVAL.

UH, IN OTHER WORDS, GET THE LEAD OUT A LEAD SERVICE, THE LEAD SERVICE LINE REPLACEMENT PLAN, IF APPLICABLE, UH, THAT'S A PLAN THAT HAS TO COME INTO PLAY.

UH, IF YOU HAVE LED IN THE GROUND THAT HAS NOT BEEN REMOVED BY THAT COMPLIANCE DATE OF JANUARY, 2024.

SO YOU HAVE TO HAVE A PLAN TO REPLACE IT IF YOU HAVEN'T DONE.

SO BY THAT ANOTHER MAJOR FEATURE OF THE, OF THE NEW RULE, UH, IS MONITORING AT SCHOOLS AND CHILDCARE FACILITIES.

LIKE I SAID, WE'RE GOING TO TALK A LITTLE BIT MORE IN DEPTH ABOUT THAT HERE IN A MINUTE, BUT THAT'S BASICALLY LIKE A, UH, LIKE A NEW SEPARATE PROGRAM.

AND ALTHOUGH THE ACTUAL LEVEL FOR LEAD, UH, THAT HAS BEEN IN PLACE SINCE 1991, SINCE THE ORIGINAL RULE OF 15 PARTS PER BILLION REMAINS UNCHANGED, THERE IS A NEW, UH, QUOTE TRIGGER LEVEL, UH, IN THE NEW RULE OF 10 PARTS PER BILLION.

AND IF, IF A WATER SYSTEM WORK EXCEED THAT THEY WOULD HAVE SOME ADDITIONAL REQUIREMENTS PLACED UPON THEM AT THE STATE'S DISCRETION, UH, UH, PARTICULARLY LOOKING INTO THEIR CONTROL OF CORROSION.

UM, THE OTHER MAJOR CHANGE COULD, UH, THAT COULD BE OF IMPACT, UH, AS POSSIBLE CHANGES TO THE SAMPLE LOCATIONS THAT WE USE USE FOR COMPLIANCE MONITORING.

THIS IS GOING TO BE WHOLLY DEPENDENT ON WHAT WE DISCOVER IN OUR LEAD SERVICE LINE INVENTORY WORK.

UH, SO E THE, THE, THE TIERING STRUCTURE FOR COMPLIANCE MONITORING, UH, IS THE TOP PRIORITY IS ANY, UH, RESIDENTS OR BUILDING SERVED BY A LEAD SERVICE LINE.

SO WE'LL BE TAKING IT POST, LOOK AT OUR PROGRESS WITH OUR LEAD SERVICE LINE INVENTORY TO SEE IF IT'S GOING TO IMPACT OUR, OUR SITES FOR COMPLIANCE MONITORING.

AND THEN ANOTHER MAJOR CHANGE FOR, UH, IN THE NEW RULE, UH, IS A, UH, OVERALL THE EPA, UH, IS PLACING A PRIORITY ON MORE PUBLIC EDUCATION OR COMMUNICATION ABOUT THE IMPACTS OF LEAD AND AS SUCH THERE'S NEW MANDATORY LANGUAGE FOR THE EIGHT, A WATER QUALITY REPORT ALSO KNOWN AS THE CONSUMER CONFIDENCE REPORT.

UH, THIS LINE THAT PROVIDES REALLY MORE SPECIFIC INFORMATION ON THE HEALTH EFFECTS OF LEAD FOR INFANTS AND CHILDREN, OR EXPECTING MOTHERS AND FOR ADULTS.

SO, UH, THAT HAS MANDATORY LANGUAGE THAT WILL, THAT WILL COME INTO PLAY, UH, FOR FUTURE ANNUAL QUALITY REPORTS.

AND YOU'LL WANT TO CALL YOUR REPORTS.

SO WE ARE, WE ARE, UH, READYING OURSELVES TO MEET THESE OBJECTIVES.

WE ARE PLANNING, UH, TO, TO DO THE WORK, TO GET, UH, TO GET THESE ITEMS, UH, ADDRESSED, UH, AND TO MEET REGULATORY REQUIREMENTS.

BUT IT'S FAIR TO SAY, UH, THAT WE WOULD WANT TO TAKE A LOOK AT, UH, ANY TIME A NEW REGULATION COMES OUT.

WE WANT TO TAKE A LOOK AT HOW WE, UH, HOW WE'VE DONE IN THE PAST TO BASICALLY PREDICT, YOU KNOW, UH, OR TRY TO ESTIMATE HOW WE'RE GOING TO DO IN THE FUTURE.

UH, AND SO WHAT YOU'RE SEEING HERE IS, UH, ON THE, ON THE VERTICAL AXIS, UH, OR THE Y AXIS IS THE 90TH PERCENTILE VALUE, UH, AND, UH, ALONG THE HORIZONTAL, OR X-AXIS, YOU'RE SEEING ALL OF OUR 11 COMPLIANCE MONITORING PERIODS THAT WE'VE DONE BACK SINCE 1992.

UH, AND MARK IS THE,

UH, REGULATORY, ACTUAL LEVEL OF 15 PARTS PER BILLION THERE IN TOP AND RED.

UH, AND THEN BELOW THAT AS THE NEW TRIGGER LEVEL OF 10 PARTS PER BILLION, UH, SO WHAT YOU CAN SEE, UH, FROM 1992, ALL THE WAY THROUGH OUR MOST RECENT SAMPLING ROUND IN 2018, UH, WE HAVE A VERY GOOD TRACK RECORD OF RESULTS WE'RE, OR WE'RE BELOW A THIRD OF THAT REGULATORY ACTUAL LEVEL.

AND LOOKING AHEAD TO THE NEW TRIGGER LEVEL WERE, WERE BELOW HALF AFTER THAT.

UH, SO WE EXPECT TO CONTINUE ON THIS COURSE.

UH, WE ARE, UH, WE ARE CATEGORIZED BY THE STATE IS HAVING OPTIMIZED CORROSION CONTROL.

SO WE JUST WANTED TO LAY THIS OUT FOR, OR THE COMMISSION TO, UH, TO SHOW OUR TRACK RECORD WITH THIS RULE, UH, IN PLANNING FOR, UH, IN PLANNING FOR, FOR MEETING FUTURE REQUIREMENTS.

AND WE ANTICIPATED THIS A NUMBER OF YEARS BACK AND BEGAN WORK, AND I'VE MADE SOME PRESENTATIONS TO COMMISSION, UH, PREVIOUSLY, UH, WITH CHARLIE MADDOX RELATED TO THIS.

AND SO JUST WANT TO GIVE YOU AN UPDATE ON, ON WHERE WE'RE AT AND WHAT SPECIFICALLY THE RULE IS CALLING FOR.

UH, AND SO THE RULE IS REQUIRING THAT EACH UTILITY HAVE A FULL INVENTORY TORI OF ALL THEIR LEAD SERVICE LINES AND THE MATERIAL ON BOTH THE PUBLIC SIDE AND THE PRIVATE SIDE.

AND AS YOU MAY REMEMBER, YOU KNOW, THE PUBLIC SIDE IN AUSTIN IS THE MAIN TO THE NEATER PRIVATE SIDE IS, IS FROM THE METER TO THE BUILDING.

THE RULE OF AISLES FOUR PROVIDES FOUR DIFFERENT CATEGORIES OF MATERIALS ARE SLED, GALVANIZED, REQUIRING REPLACEMENT, REPLACEMENT, THERE'S NON-LEAD AND LED STATUS UNKNOWN.

UH, SO ESSENTIALLY YOU'VE GOT TO BE IN HAVE THEM ALL IN ONE OF THOSE FOUR CATEGORIES, UNDERSTANDING UNDER NON-LEAD CERTAINLY LAWLESS TO HAVE COPPER AND HDPE AND WHATEVER ELSE WE CAN BE MORE DETAILED IF WE LIKE ESSENTIALLY AIMING TO GET INTO ONE OF THESE FOUR.

AND I KIND OF BOYS RURAL REQUIRES THAT WE HAVE ON OUR INVENTORY DONE AND SUBMITTED THE TCEQ.

CURRENTLY IT SAYS EARLY JANUARY 20, 24 OR EARLY 20, 24, IT MAY MOVE AS GARY INDICATED RELATED TO SOME EXECUTIVE ACTION BY THE BIDEN ADMINISTRATION, BUT, UH, WE DON'T THINK THAT'S GONNA AFFECT US.

UM, WE'RE GONNA, WE'RE AIMING TO BE DONE AHEAD OF THAT TIME ANYWAYS.

UM, BUT THAT'S, THAT'S WHERE THE RULE STANDS AT THE MOMENT.

AND AGAIN, OUR GOAL IS TO BE ALL NON-LEAD ON A SERVICES BY THE DEADLINE, UH, AND AS NOTED, THERE IS A REQUIREMENT FOR A LEAD SERVICE LINE REPLACEMENT, UH, PLAN, UH, BUT, UH, THAT'S MORE GEARED TO, UM, THE CITIES THAT HAVE A REAL LEAD PROBLEM AND HAVE THOUSANDS OF LED SERVICES HAVE TO SET A GOAL AND SO MANY OR A PERCENTAGE EACH YEAR AND INDICATE FUNDING AND ALL OF THAT.

UM, WE'RE ESSENTIALLY AT THE POINT OF, IF WE FIND A BAD SERVICE, IT GETS REPLACED IMMEDIATELY, AND WE DON'T HAVE A BACKLOG OF SERVICES TO ADDRESS.

UM, YOU CAN GO AHEAD AND DANCE THE SLIDE PLEASE.

SO, UH, WHERE ARE WE AT? SO, UH, AS I MENTIONED IN ONE OF OUR PREVIOUS PRESENTATIONS, UH, THE PLUMBING CODE IN AUSTIN ALLOWED FOR LED SERVICE SIGNS ON THE PUBLIC SIDE UNTIL 1954 NOW ON THE PRIVATE SIDE UNTIL 1967.

IF THE SERVICE WAS PUT IN, IN THE FIRST SERVICE TO A LOT WAS INITIATED AFTER 1967, THAT LED WAS AN AWFUL MATERIAL USED.

SO THAT'S, UM, THAT'S OUR CODE.

THOSE WE KNEW RIGHT OFF FROM THE TAP CAR AND NOT LED, UM, ANOTHER MATERIAL TYPICALLY COPPER.

AND THERE WERE 10,000 OF THEM.

WE COULDN'T TELL FROM THE TAP LOOKED LOOKING, MATERIAL WELLS, AND ABOUT A THOUSAND OF THEM WERE GALVANIZED.

AND SO,

UH, LAST YEAR WHEN WE PRESENTED, WE MENTIONED WE WEREN'T WANTING TO HAVE OUR METER SHOP, WHERE HE WAS GO OUT IN THE FIELD AND FIELD, VERIFY OUR FIELD, IDENTIFY THE SERVICE LINE, UM, MATERIAL ON THE PUBLIC SIDE FOR THESE ROUGHLY 11,000 UNKNOWN GALVANIZED SERVICES.

AND THOSE WOULD BE THE FIRST 11,000 THAT WE'D BE LOOKING AT ON THE PRIVATE SIDE AS WELL.

AND SO WE'RE NEARING COMPLETION OF THAT, YOU KNOW, YOU'RE 9,675, UH, AROUND THAT NUMBER THAT WE'VE LOOKED AT OUT IN THE FIELD, UH, AND WE FOUND ONE LED SERVICE.

UM, AND SO WHEN WE DO THAT, AND WHEN WE, WHEN WE FOUND LED SERVICES IN THE LAST COUPLE OF YEARS PRIOR TO DOING THIS INVESTIGATION, YOU ALWAYS SET OFF WITH IMMEDIATELY GETTING A HOLD OF THE CUSTOMER.

WE'D OFFER THEM A LEAD FILTER PITCHER, A PITCHER, FILTER THE LEAD, UM, GIVE THEM SOME INFORMATION ABOUT SLUSHING.

UH, THAT IS A GOOD REMEDIAL, UH, EFFORT, UH, OR LOWERING LEAD CONCENTRATIONS.

AND THEN WE TAKE A SAMPLE, UH, RIGHT OFF TO SEE WHAT THEIR INITIAL, UH, RED LIMBO IS IN ORDER.

AND THEN WE WORK WITH THEM.

OF COURSE, WE IDENTIFY WHAT THEIR MATERIAL IS.

AND TO THIS POINT, WE HAVE NOT FOUND ANY MUD SERVICES ON THE PRIVATE SIDE.

I MENTIONED WE FOUND ONE LED THAT WAS ON THE PUBLIC SIDE.

AND SO, UM, WELL IT SEEMED LED WAS ALLOWED FOR A LONGER PERIOD OF TIME, BUT ACTUALLY NOT FINDING ANY ON THE PRIVATE SIDE, BUT WE'LL, WE'LL KEEP WORKING.

SO ONCE WE IDENTIFY THAT IT'S NOT LED ON THE PRIVATE SIDE, THEN WE'LL MOVE FORWARD WITH SCHEDULING, PLACING THE SERVICE, THE PUBLIC PARTICLE SERVICE.

AND THEN AFTER THAT'S DONE, WE DO SAMPLING AGAIN, JUST TO MAKE SURE WE HAVEN'T CAUSED A SPIKE IN MY LEVELS.

UH, AND AS IT TURNS OUT, UM, FOR, FOR THIS ONE, UM, THERE WAS LEAD WAS NON-DETECT IN BOTH THE PRE REPLACEMENT AND THE IN-PERSON REPLACEMENT IMPLANT.

UM, SO THAT'S WHERE WE'RE AT WHAT WE'VE DONE NOW HERE IN THE NEXT MONTH, OR SO WE'LL BE FINISHING UP WITH THESE, UM, 11,000 GOT PIE CHARTS HERE BASICALLY INDICATING, UH, NOT LED IS THE VAST MAJORITY OF EVERYTHING.

YOU EXPECT THAT TO BE THE CASE GOING FORWARD.

AND OF COURSE, WHEN DO YOU FIND ANY LEAVE? WE GET THEM REPLACED FAIRLY QUICKLY AND MEAN WE DO IT IN A THOUGHTFUL MANNER AND IN COMMUNICATION WITH, UH, WITH THE CUSTOMER.

AND THOSE ARE METERS THAT ROTATION SERVICES THAT FIRST WENT INTO SERVICE EITHER AFTER 1956 OR THAT DID NOT HAVE TAP MODES.

UH, AND SO WE'LL USE MULTIPLE WAYS TO INVESTIGATE THOSE SERVICE LINE MATERIALS AND, AND GET THOSE TAKEN CARE OF.

UH, AND THEN OUTSIDE OF THAT AREA IS ROUGHLY 190,000 METERS ON ALL THAT WE NEED TO INVESTIGATE THE SERVICE LINE MATERIALS ON A BIG CHUNK OF THOSE VAST MAJORITY OF THOSE WE'LL BE ABLE TO TAKE CARE OF WITH DATA THAT WE HAVE.

CERTAINLY IF A SUBDIVISION WAS DEVELOPED IN SAY 1985, WE CAN INDICATE THAT BOTH THE PUBLIC AND PRIVATE SERVICE AND NON-LEAD, AND IN FACT, WE'LL BE ABLE TO IDENTIFY WITH THE PUBLIC SIDE IS FREQUENTLY GOING TO BE CONQUEROR HTP OR WHATEVER, UH, TO BE ABLE TO POPULATE OUR DATABASE.

SO WE WILL, WE WILL SAMPLE ANY ELEMENTARY SCHOOL OR LICENSED CHILDCARE FACILITY LICENSED WITH THE STATE OF TEXAS THAT WAS BUILT BEFORE 2014.

THE WAY THIS WORKS, THE WAY IT'S BEEN LAID OUT IS THERE WILL BE ONE, A SINGLE FIVE-YEAR ROUND OF SAMPLING CONDUCTED.

UH, NOW THIS IS, OF COURSE, IN ADDITION TO THE ONGOING COMPLIANCE MONITORING, WE DO IT AT RESIDENCES, UM, THAT I TALKED ABOUT A LITTLE EARLIER, SO WE WILL HAVE ONE FIVE-YEAR ROUND FOR, UH, SCHOOLS AND CHILDCARE FACILITIES.
