SO DIRECTOR MASSARA, YOU WANT TO GO AHEAD? JUST A COUPLE OF ITEMS AND GOOD AFTERNOON COUNCIL MEMBERS? UM, WELL, AND I WANTED TO NOTE, UH, FOR THE UPCOMING COUNCIL MEETINGS IN MAY AND JUNE, UH, WE HAVE, UH, FOUR LARGE WATER MAIN REPLACEMENT TRANSACTIONS COMING UP.

YOU KNOW, THAT WAS A TOPIC THAT WAS DISCUSSED DURING THE WINTER STORM DEBRIEFINGS ABOUT, UH, CAST IRON WATER MAINS, EXPERIENCING A SIGNIFICANT BREAKS DURING COLD WEATHER.

AND, UH, ALL OF THESE PROJECTS ARE TARGETING CAST IRON WATER MAINS OVER FIVE MILES OF MAIN REPLACEMENT.

UH, THESE ARE HIGH BREAK WATER MAINS.

AND SO, UH, JUST TO KIND OF LOOKING FORWARD TO KNOCKING THIS KIND OF INFRASTRUCTURE OUT, AND THIS IS THE KIND OF WORK THAT WE'LL BE LOOKING TO ACCELERATE, BUT GOING TO GET, UH, OVER 28,000 FEET OF THIS, UH, REPLACED, UH, WITH THESE FOUR PROJECTS COMING TO THE COUNCIL IN MAY, IN JUNE.

UM, THE OTHER ITEM I WANTED TO NOTE, I SUPPOSE IT'S A BIT OF A WARMUP FOR THE WATER FORWARD DISCUSSIONS, BUT I DID WANT THE COUNCIL TO KNOW THAT, UM, AND WE MAY HAVE TALKED ABOUT THIS BEFORE AT THE NEW PLANNING AND DEVELOPMENT CENTER, UH, AUSTIN WATER SPONSORED AND, AND FUNDED AND WILL OPERATE AND PERMITTED A ONSITE, UH, TREATMENT SYSTEM.

THIS WAS KIND OF, YOU KNOW, WHAT WE'VE ENVISIONED WITH, WITH WATER FORWARD AND TO SOME OF THE TOPICS TODAY.

UM, THAT SYSTEM WAS RECENTLY RECOGNIZED WITH THE, UH, OUTSTANDING REUSE AWARD FROM THE TEXAS AWW SECTION.

AND, UH, THAT SYSTEM WILL ALSO BE STARTING UP IN THE NEXT A FEW WEEKS AS THERE'S MORE OCCUPANCY AT THE PLANNING AND DEVELOPMENT CENTER, AS WE'RE COMING OUT OF THE PANDEMIC, THERE'S ENOUGH WASTEWATER FLOWS FOR THOSE SYSTEMS TO START UP.

UH, WE STILL BELIEVE THIS IS THE ONLY ON-SITE BLACKWATER BUILDING SCALE TREATMENT SYSTEM IN THE STATE OF TEXAS AND THE EXCITING TO BE RECOGNIZED FOR THAT WORK AND SEEING THE STARTUP PHASES.

AND WE WOULD CERTAINLY HOPE THAT, UH, MEMBERS OF THE COMMITTEE OR YOUR STAFF, UH, MAY WANT TO COME OUT THERE AND SEE HOW THIS KIND OF SYSTEM WORKS, YOU KNOW, THE SIZE OF IT.

AND, YOU KNOW, JUST, JUST HOW IT ALL KIND OF WORKS IN IS IN A NEW BUILDING.

UH, THAT'S SOME OF THE CODE AMENDMENTS YOU'LL BE TAKING UP TODAY IS THESE KINDS OF SYSTEMS. AND SOMETIMES IT'S GOOD JUST TO VISUALIZE THOSE FIRSTHAND.

SO, UH, HOPEFULLY BEFORE TOO LONG, WE CAN DO SOMETHING LIKE THAT.

AND, UH, AND, AND SHARE THAT THAT CONCLUDES MY REMARKS.

SO, UH, I'M RECORDING AUTO SYSTEM DIRECTOR, UH, FOR OPERATIONS, UH, FOR AUSTIN WATER.

UM, ONE OF THE, UH, UH, SPONSORS FOR THE, UH, MY ATX WATER PROGRAM, AS WELL AS, UM, UH, ONE OF THE, UM, STAFF MEMBERS THAT HAVE BEEN PART OF THIS PROJECT, UH, FOR AT LEAST FIVE PLUS YEARS.

AND SO THE LAST TIME WE MET, UH, WE DISCUSSED, UH, SOME OF THE UPDATES BACK IN AUGUST OF 2020.

UH, PROGRESS TOWARDS, UH, WHAT WE CALL NOT ONLY THE NETWORK, BUT, UM, SOME OF THE COMPONENTS IN THE NETWORK, SUCH AS WHAT WE CALL THE DATA COLLECTION UNIT, UH, THAT IS KIND OF THE, UH, THE HUB OF THE NETWORK, WHERE IT COLLECTS THE INFORMATION AS WELL AS SOME OF THE METER, UH, COMPONENTS THAT, UH, RNB THE PROPERTY, UH, THE PUBLIC SIDE OF THE, OF THE PROPERTY, UM, FOR THE METERS, THE BOXES, THE, WHAT WE CALL THE EMPTY USE, WE'LL GO OVER THE PROGRESS OF THAT AS WELL AS SOME OF THE NEXT STEPS, BUT JUST KIND OF TO GIVE, UH, STAFF MEMBERS, UH, AN OVERVIEW, UH, OVER THE LAST, UH, NINE MONTHS.

I ALSO WANT TO TOUCH BASE ON WHERE WE HAVE ADDITIONAL INFORMATION.

IT'S MY ATX WATER, UH, WEBSITE THAT ALLOWS US TO GIVE US A, AN IDEA OF WHAT THE NETWORK CONSISTS OF.

AND SO, FOR THOSE WHO AREN'T FAMILIAR WITH THIS, I'M GOING TO KIND OF JUST BRIEFLY GO OVER THE DIFFERENT COMPONENTS.

SO THE VISUAL THAT YOU SEE IN FRONT OF YOU STARTS OUT WITH THE METER, THE METER BOX AND THE COMPONENTS THAT MAY BE IN THE BOX, INCLUDING A, WHAT WE CALL A METER, TRANSMISSION UNIT OR MTU THAT HAS A BATTERY, AS WELL AS AN ANTENNA ATTACHED TO IT.

UH, WE WILL GO OVER THE PROGRESS IN WHICH WE INSTALLED, UH, SOME OF THESE OVER THE LAST NINE MONTHS.

IN ADDITION, THERE'S ANOTHER COMPONENT, THE INFORMATION THAT COMES FROM THE WATER METER THEN GETS SENT TO WHAT WE CALL THE DATA COLLECTION UNIT.

THAT DATA COLLECTION UNITS MAY BE MOUNTED ON OLES, UH, OR TANKS.

AND WE'LL GO OVER SOME OF THE PROGRESS THAT WE'VE ESTABLISHED OVER THE LAST NINE MONTHS AS WELL.

THAT INFORMATION THEN GOES TO SECURED NETWORK, UH, IN WHICH WE CAN THEN COLLECT THAT INFORMATION EITHER FOR BILLING PURPOSES, FOR DATA ANALYTICS, AND EVENTUALLY THAT INFORMATION, UH, THEN IT GETS TRANSFERRED TO THE CUSTOMER THROUGH MY ATX CUSTOMER PORTAL FROM THE LAST DISCUSSION BACK IN AUGUST OF 2020, UH, WE HAD JUST LAUNCHED, UH, THE PILOT AREA.

IF YOU RECALL THE PILOT AREA, AND WE HAVE MAPS TO KIND OF REFLECT THAT INCLUDED ABOUT FIVE NEIGHBORHOOD AREAS.

UH, IT WAS THE WINDSOR PARK NEIGHBORHOOD, THE MUELLER RIVER PLACE, GLEN LAKE AND LONG CANYON.

UH, THOSE WERE IDENTIFIED ON A MAP AND WHICH IS STILL ALSO AVAILABLE AT MY TICS WATER PORTAL, UM, UH, WEBSITE, IF YOU CAN GO TO THE NEXT SLIDE, PLEASE, WE HAD JUST LAUNCHED THE FIRST DCU INSTALLATION BACK IN AUGUST OF LAST YEAR.

AND THAT WAS A CRITICAL POINT IN ORDER TO START TO ESTABLISH METER CONNECTIONS.

UH, SHORTLY AFTER THE AUGUST INSTALLATION OF THE DATA COLLECTION UNIT, WE ALSO INSTALLED THE FIRST TEST METER IN SEPTEMBER.

AND SO THAT WAS THE TWO FIRST MILESTONES THAT WE HAD FOR HARDWARE IN THE GROUND.

UH, WHAT I HAVE IN FRONT OF YOU IS THE LAST REPORT OUT OF WHERE WE'RE AT IN PROGRESS SINCE THEN, UM, OF ESTABLISHING A NETWORK CITYWIDE.

SO WHEN I TALK ABOUT DATA COLLECTION UNITS, IT'S NOT JUST FOCUSED ON THE PILOT AREAS, BUT NOW IT'S CITYWIDE.

UH, WE HAVE INSTALLED TO DATE 18 DATA COLLECTION UNITS AS OF FIVE, FIVE OF LAST WEEK, ACTUALLY THIS WEEK, WE'RE UP TO 22 OF THESE DATA COLLECTION UNITS, AND THEY'RE ALL IN DIFFERENT PHASES OF, SO I'LL GO OVER KIND OF THE, A LITTLE BIT OF WHAT THAT MEANS.

IN ADDITION TO THAT, I HAVE A KIND OF A SAMPLE BREAKDOWN OF WHERE THOSE DCUS ARE LOCATED.

UH, ONE OF THE ADVANTAGES THAT WE HAVE IN, IN A PROJECT SUCH AS THIS IS USING AND LEVERAGING THE ASSETS THAT WE HAVE WITH THE CITY, INCLUDING SOME OF OUR ELEVATED WATER TANKS AND TOWERS THROUGHOUT THE CITY, THE, UM, THE HIGHER YOU ARE IN ELEVATION, THE MORE COVERAGE YOU'LL GET.

AND SO WE'VE TRIED TO LEVERAGE AS MANY OF OUR ASSETS THAT ARE, UH, HIGH LOCATIONS OR HIGH ALTITUDE.

SO THAT WAY WE CAN CAPTURE MORE OF THE COVERAGE THROUGHOUT OUR SERVICE AREA.

AND SO THIS KIND OF JUST GIVES YOU A BREAKDOWN OF THAT IS, UH, THAT THOSE LOCATIONS OR THE TYPES OF WHERE THOSE, UM, BCUS ARE LOCATED.

FOR EXAMPLE, WE'RE TARGETING UP TO 29 IN THE, UH, COMMUNICATION TOWERS, UM, ABOUT 10 AND ELEVATED TANKS.

AND WE ALSO HAVE SOME THAT ARE ON THE GROUND STORAGE TANKS.

ONE OF THE MINIMUM REQUIREMENTS THAT YOU HAVE TO HAVE IS THAT WE HAVE TO HAVE A HEIGHT OF AT LEAST 33 FEET, UH, IN ORDER TO PUT SOME OF THESE DCUS, WHETHER THEY'RE ON POLES OR CO LOCATED WITH OTHER UTILITIES.

UM, WE ALSO HAVE SOME PROPOSED ROOF MOUNTS, ALL THIS IS CAPTURED WITHIN KIND OF A DATABASE OF RECORD AND ACID MANAGEMENT SYSTEM THAT HELPS TRACK THESE DEPLOYMENTS THROUGHOUT THE DAY, THE CITY.

NEXT SLIDE, PLEASE.

SO JUST TO GIVE YOU AN EXAMPLE OF WHAT THOSE INSTALLATIONS LOOK LIKE, THIS IS WHAT A TYPICAL INSTALLATION WOULD LOOK LIKE ON TOP OF A ROOF.

UH, IT, THIS ONE DOES HAVE A SOLAR PANEL, SO IT HAS AN INTERNAL BATTERY AND COLLECTS, YOU KNOW, UH, INFORMATION VIA THE POWER OF SOLAR.

UM, OTHER SITES SUCH AS, UH, OUR FIRST, UH, DATA COLLECTION UNIT WAS INSTALLED AT OUR 51ST STREET, UH, TANK.

THAT IS THE, THE RECLAIM TANK ON 51ST STREET.

AND THIS IS A TYPICAL INSTALLATION OF WHAT THAT WOULD LOOK LIKE ON TOP OF A, ONE OF OUR ELEVATED TANKS.

UH, THE, THE LAST, THE LAST EXAMPLE, THERE IS A POLE MOUNTED, UM, UM, UH, DCU.

AND SO THERE ARE SOME, UH, UH, NO NUMBER OF POLES THAT WE'LL HAVE TO INSTALL THAT ARE NEW, BUT WE'LL LEVERAGE AS MANY OF OUR LIFT STATIONS, PUMP STATION SITES TO INSTALL THOSE USE.

SO I MENTIONED THAT, YOU KNOW, THE DCU COVERAGE IS CITYWIDE, BUT IT'S NOT TARGETED TO ANY ONE LOCATION, BUT THROUGHOUT THOSE CITIES.

SO EVERY SINGLE, UH, PROPOSED DCU, UH, WHICH THERE ARE ABOUT 159 AT THIS CURRENT TIMEFRAME THAT WE'RE PROPOSING.

AND INITIALLY WHEN WE STARTED THE PROJECT, WE WERE, UM, PROPOSING, OH, CLOSE TO 200 VCU LOCATIONS.

WE'VE MANAGED TO GET THAT DOWN IN COUNT BY UTILIZING SOME OF OUR, UH, HIGHER ELEVATION ASSETS.

AND SO THEY, THEY GO THROUGH A SEQUENCE OF STAGING EVENTS, WHETHER THEY'RE PROPOSED, UH, THEN THEY GO TO A CONFIRMED STATE IF THEY NEED, UH, TO BE DESIGNED WITH STANDARD, UH, DETAILS.

UH, WE'LL DO THAT AS WELL AS, UM, UH, IF THERE'S SITE-SPECIFIC REQUIREMENTS, WE'LL DO SOME ENGINEERING TO, TO PROVIDE AN ADEQUATE SUBMITTAL FOR THOSE LOCATIONS.

ONCE THEY GET INTO A QUEUE OF, UH, KIND OF A WORK ORDER SYSTEM, UH, SUBMISSION, THEY MAY GO THROUGH PERMITTING OR EVEN BE STAKED OUT IN THE, UH, LOCATIONS OF THAT.

THERE ARE PROPOSED, UH, IF SAY THEY HAVE TO INSTALL A NEW POLE, UH, WE'LL DO UTILITY LOCATIONS IN ORDER TO HAVE THOSE, UM, UH, PLANNED IN ADVANCE.

UH, WE'VE DONE ALL OUR PRE-CONSTRUCTION ACTIVITIES, THEN WE'LL GO THROUGH AND SCHEDULE THE INSTALLATIONS, UH, TO DATE, I MENTIONED, UM, WE WERE UP TO 22 DCUS, AND THAT IS, UH, REFLECTED ON THIS GRAPHIC THAT KIND OF TELLS US WHICH ONES ARE COMMISSIONED THROUGHOUT THE CITY.

AND THAT'S IMPORTANT TO KIND OF ESTABLISH WHERE WE WILL GO NEXT, AS FAR AS THE LOCATION OF SURVEYS, AS WELL AS THEN EVENTUALLY THE INSTALLATION OF UNITS.

WELL, I MENTIONED, UH, PROGRESS AS ANOTHER COMPONENT THAT, UM, WE'VE KIND OF, UH, CONTINUED TO, UM, ADVANCE THROUGHOUT THE CITY IS WHAT WE CALL, UM, SURVEYING OF THE LOCATIONS.

SO INITIALLY WE SURVEYED LOCATIONS THAT WERE REALLY TIED TO THE INITIAL PILOT AREAS.

WE'VE NOW, UH, UM, EXPANDED THOSE SURVEYS AND SURVEYS INCLUDE EVERYTHING FROM GOING TO THE SITE SITE VISITS, UM, ESTABLISHING A BASELINE OF WHAT ARE THE CONDITIONS OF THE METER BOXES, THE SIZE OF THE METERS.

WE HAVE GPS LOCATIONS OF THOSE SITES.

UH, SO IT'S A CONSTRUCTION, UH, SURVEY IN ORDER TO PREPARE FOR INSTALLATION OF THE METERS.

AND SO THOSE ARE OCCURRING CITYWIDE, BUT THEY FOLLOW THE KIND OF THE PATTERN OF ESTABLISHING COVERAGE FIRST, BEFORE WE CAN ACTUALLY SURVEY CERTAIN LOCATIONS.

FOR EXAMPLE, THIS GRAPHIC ON THE RIGHT IS A DASHBOARD, WHICH KIND OF HELPS TRACK OUR PROGRESS.

UH, THIS WAS REFLECTED OF LAST WEEK'S PROGRESS ON HOW MANY SURVEYS WE'VE DONE, UH, CITYWIDE, WE'RE CLOSER TO ABOVE 9,000 TODAY.

AND SO AS WE CONTINUE TO

PROGRESS CITYWIDE ON DCU COVERAGE, WE'LL ALSO PROGRESS ON SURVEYING THE SITES.

AND THAT ALSO IS COMPLEMENTED BY SOME OF THE COMMUNICATIONS THAT WE'LL BE SENDING OUT TO CUSTOMERS AS WELL AS YOUR DISTRICT OFFICES.

I BELIEVE WE JUST RECENTLY, UM, ADDED TWO ADDITIONAL, UM, AREAS TO FOCUS IN ON, IN THE SOUTHWEST, UH, DCS WERE ESTABLISHED AND COVERAGE.

AND SO YOU MAY HAVE RECEIVED SOME INITIAL COMMUNICATIONS THAT WE WILL BE SURVEYING AS WELL AS, UM, INSTALLING METERS IN THE SOUTHWEST AREA.

YEAH, NEXT SLIDE PLEASE.

SO ONCE WE'VE ESTABLISHED SOME SERVING PRE SERVING, UM, OF CERTAIN AREAS, WE ALSO WILL COMMUNICATE WITH CUSTOMERS THAT WERE IN THE AREA OR WHEN WE WILL BE INSTALLING, BUT MORE IMPORTANTLY IS THIS TOOL HELPS US TRACK PROGRESS ON INSTALLATIONS OF THE METERS.

UH, WE'RE WE'RE, UM, WE'RE PROBABLY CLOSER TO 4,800 METERS TO DATE.

UH, THIS WAS CAPTURED, UM, PROBABLY A WEEK AGO, BUT, UH, WE'RE PROGRESSING, UM, UH, THROUGHOUT THE CITY, AS WELL AS, UH, CONTINUE TO ESTABLISH METER EXCHANGES IN THE PILOT AREAS.

THERE ARE SOME MORE CHALLENGING METERS TO KIND OF, UH, EXCHANGE AND THOSE ARE GOING TO BE THE ONES THAT ARE LARGER SIZE AND THEY REQUIRE A CONFINED SPACE ENTRY INTO VAULTS.

AND SO SOME OF THOSE WILL CONTINUE TO BE ADDRESSED IN THOSE PILOT AREAS AS WE, UM, UH, CONTINUE TO FINISH OUT SOME OF THE PILOT AS WELL AS EXPAND CITY WIDE.

SO THE NEXT STEPS, UH, FOR THIS, UH, MITX WATER PROGRAM IS TO CONTINUE TO, UH, COMPLETE THE PILOT, WHICH IS, UH, OUR TARGET OF ABOUT 4,800 METERS, 48, 60 TO BE EXACT.

AND WE WERE JUST SLIGHTLY UNDER THAT.

SO WE'LL BE COMPLETING THAT AREA WITHIN THE NEXT COUPLE OF WEEKS, UH, BUT THEN ALSO TO LAUNCH NEW CERT NEW SERVICE AREAS, WHICH WILL WE'RE CALLING BATCH POST PILOT AREAS.

UM, AND I MENTIONED TWO OF THOSE LOCATIONS ARE RIGHT NOW SCHEDULED FOR, UH, THE, IN THE SOUTHWEST AREA OF AUSTIN.

UM, THERE'S A TOTAL OF ABOUT 2000 METERS THAT WE PLAN TO EXCHANGE WITHIN THE NEXT, UH, SEVERAL MONTHS.

AND SO WE'LL GO THROUGH A SERIES OF, UH, DCU DEPLOYMENTS, INITIAL SURVEYS, EVENTUALLY, UM, METER INSTALLATIONS FOR EVERY SINGLE IDENTIFIED BATCH AREA.

UH, AND SO, YOU KNOW, WITH THAT, WE ALSO HAVE TO MAKE SURE THAT WE, UH, ADDRESS SOME OF THE LESSONS LEARNED FROM COMMUNICATIONS THROUGH THE PILOT THAT WE ARE ADJUSTING TO.

AND SO THIS IS AN EXAMPLE OF SOME OF THE COMMUNICATION INFORMATION IN WHICH RANDY JENKINS WILL KIND OF HELP COVER IN THE NEXT, UH, FOLLOW UP SLIDES.

UH, SO THIS KIND OF GIVES YOU OUR SNAPSHOT PROGRESS AS WE CONTINUE TO NOT ONLY EXPAND THROUGH COMPLETION OF OUR PILOT AREAS, BUT ALSO EXPAND CITY-WIDE WITH NOT ONLY THE DCU, UH, PROGRESS, BUT ALSO THE SURVEYING OF OUR BEATERS, UH, AND THEN EVENTUALLY THE INSTALLATION OF OUR NEW, UH, MY ATX WATER METER WITH THAT.

WE LAUNCHED A WEBSITE, UM, THAT WEBSITE REALLY PROVIDES INSIGHT AND AN INTRODUCTION TO OUR, UM, AMI INFORMATION AND CERTAINLY SHOWCASES OUR FEATURE OF THIS PROJECT IN AND OF OUR CUSTOMER PORTAL.

AND THEN IT ALSO PROVIDES DOWNLOADABLE CONTENT, UM, WITHIN THAT THOSE WEB PAGES, YOU KNOW, AND WITH HOPES TO BUILD CITIZEN TRUST AND PROVIDE OVERALL CUSTOMER SERVICE, YOU KNOW, AROUND THE CLOCK ANY TIME THAT ANYONE MAY WANT MORE INFORMATION ABOUT OUR PROJECT.

UM, SECONDLY, WE HAVE BEEN PROVIDING MAILERS AND POSTCARDS THROUGHOUT OUR PILOT PHASE OF THIS PROJECT.

UM, IT STARTS WITH OUR MAILER.

UM, WE TRADITIONALLY SEND OUT A MAILER 30 DAYS PRIOR TO A CUSTOMER'S METER INSTALL.

UM, OUR VENDOR FOLLOWS UP ONE TO TWO WEEKS PRIOR TO THE METER INSTALL WITH A POSTCARD.

AND AGAIN, THAT JUST PROVIDES AN INTRODUCTION.

UM, AND THEN THE POSTCARD, A REMINDER TO THE PROJECT AND SHOWCASES THE BENEFITS TO OUR ADVANCED METERING INFRASTRUCTURE PROJECT.

ONCE THE METER IS INSTALLED AT A CUSTOMER'S ADDRESS, UM, WE, THE, THE VENDOR PROVIDES A DOOR HANGER TO THE CUSTOMER.

UM, AND THEN IT LETS THEM KNOW THAT THE METER INSTALLATION WAS SUCCESSFUL.

AND IT ALSO PROVIDES DETAILS ABOUT FLUSHING, THEIR WATER LINES OUTSIDE THEIR HOME, AND ALSO, UM, INFORMATION ABOUT REMINDING TO SIGN UP FOR OUR CUSTOMER PORTAL IF, UM, INSTALLATION WAS UNSUCCESSFUL FOR WHATEVER, UM, FILLED ISSUES MAY HAVE OCCURRED.

UM, THEN A DOOR HANGER IS ALSO LEFT NOTIFYING THAT CUSTOMER THAT THE METER WAS NOT INSTALLED AT THIS TIME, BUT THAT WE WILL BE CIRCLING BACK TO THAT ADDRESS AFTER WORK IS PERFORMED AT THAT METER.

YEAH.

OTHER ITEMS I WANT TO MENTION IS CERTAINLY SOCIAL MEDIA HAS BEEN USED THROUGHOUT THIS PROJECT.

UM, ABOUT ONE TO TWO MONTHS PRIOR TO THE PILOT LAUNCH, WE, UM, IMPLEMENTED SOCIAL MEDIA CONTENT AND WE'RE MONITORING THAT THROUGHOUT, UM, AS COMMUNITY EVENTS, UM, INITIATED, WE REMINDED THE COMMUNITY MEMBERS ABOUT OUR NEIGHBORHOOD MEETINGS THAT WE WERE HOSTING, UM, YOU KNOW, ALBEIT VIRTUALLY RIGHT NOW, DUE TO THE PANDEMIC, BUT, YOU KNOW, CERTAINLY DIRECTING THEM TO OUR WEBSITE FOR MORE INFORMATION AND ENCOURAGING ATTENDANCE AT THOSE NEIGHBORHOOD MEETINGS.

UM, WE COORDINATED INTERNALLY WITH ALL OF OUR CONTACT CENTERS THROUGHOUT THE CITY, UM, NAMELY OUR UTILITY CONTACT CENTER WITH AUSTIN ENERGY AS WELL AS THREE ONE ONE.

UM, AND THEN INTERNALLY THE AUSTIN WATER OR DISPATCH AND OUR CUSTOMER SERVICE TEAM.

WE WANTED TO MAKE SURE THAT ALL OF OUR TEAM MEMBERS THROUGHOUT THE CITY, UM, INCLUDING YOUR OFFICES WERE, UM, SITUATED WITH INFORMATION THAT COULD BE UTILIZED TO ANSWER, UM, CUSTOMER AND CONSTITUENT QUESTIONS AND CONCERNS.

AND THEN FINALLY, AS I NOTATED A FEW MINUTES AGO, UM, COMMUNITY OUTREACH AND STAKEHOLDER EVENTS HAVE BEEN HELD THROUGHOUT THIS PILOT PROJECT, UM, INCLUDING PRESENTATIONS ON AMI AND ALL OF ITS ROBUST BENEFITS.

UM, AND THROUGH THOSE SURVEYS AND FOCUS GROUPS, UM, WE'VE KIND OF, UM, YOU KNOW, BEEN ABLE TO DRILL DOWN AND TO SOME OF THE TOUCH POINTS THAT WE NEED TO ENHANCE AS WELL AS THOSE THAT ARE WORKING WELL.

AND SO, AS AN OVERVIEW OF THAT, ONE OF THE KEY TAKEAWAYS, UM, THUS FAR HAS BEEN THE TIMELINESS OF OUR CUSTOMER TOUCH POINTS TO OUR, THE ACTUAL

UM, SECONDLY, UM, MAKING SURE THAT WE'RE ENHANCING TR TRAINING FOR OUR INSTALLERS AND OUR VENDORS TO ENSURE CONSISTENCY.

SO NO MATTER WHO THE INSTALLER IS AT THE RESIDENCE, UM, THAT IS MAKING THAT METER IN EXCHANGE THAT THEY ARE SAYING AND DOING THE SAME THINGS THAT ALL THE OTHER INSTALLERS ACROSS THE CITY ARE DOING.

UM, ADDITIONALLY, UM, WE ARE GOING TO BE ADDING A CUSTOMER PORTAL LINK TO OUR DOOR HANGERS, UM, WHILE IT IT'S ALWAYS BEEN INCLUDED ON OUR MAILERS AND OUR POISE POSTCARD, WE DO WANT TO, YOU KNOW, AT THAT LAST POINT OF CONTACT, MAKE SURE THAT CUSTOMERS ARE REMINDED TO, UM, THAT THEY ARE ABLE TO VIEW THEIR USAGE, UM, RIGHT AWAY.

AND SO TO MAKE SURE THAT THEY'RE SIGNING UP FOR THAT, UM, WE ALSO HAVE FOUND THAT WE NEED TO PROVIDE SOME ADDITIONAL CLARITY AROUND OUR FLUSHING LANGUAGE TO PREVENT ANY CONFUSION WITH OUR CUSTOMER BASE ABOUT HOW THEY ARE ABLE TO, UM, CONDUCT FLUSHING AND, AND MAKING SURE THAT IT'S SIMPLE AND, UM, DOES NOT CREATE ADDITIONAL.

AND THEN LASTLY, UM, WE WANT TO ENSURE THAT WE'RE, THAT OUR VENDOR IS PROPERLY USING THAT DID NOT INSTALL DOOR HANGER.

UM, THERE IS A PLACE ON THAT DOOR HANGER FOR THE INSTALLER TO PLACE COMMENTS.

AND SO WE WANT TO MAKE SURE THAT ALL OF OUR INSTALLERS ARE PLACING THOSE COMMENTS SO THAT OUR CUSTOMERS ARE AWARE OF WHAT THE ISSUE IS AND THAT WE WILL BE BACK TO THEM TO INSTALL THEIR AMI METER.

AND SO SOME OF THE, UM, ONLINE SURVEY HIGHLIGHTS, UM, GAVE US SOME, SOME GREAT INSIGHT AND ALSO SOME POSITIVE FEEDBACK FEEDBACK.

ADDITIONALLY, UM, SO WHEN WE ASKED, UM, THERE WAS AN INCREASED AWARENESS ABOUT THE PROJECT, 81% OF OUR CUSTOMERS WHO TOOK THE SURVEY WERE ALREADY AWARE OF THE PROJECT.

SO I THINK, UM, YOU KNOW, WHAT THAT INDICATES IS THAT OUR WEBSITE AND OTHER MESSAGING IS WORKING AND IS FILTRATING, UM, DOWN TO THE PUBLIC.

UM, WHEN OUR SURVEY RESPONDENTS, UM, COMMUNICATED WITH AN INSTALLER, THEY REPORTED A POSITIVE INTERACTION, 96% OF THE TIME, WHICH IS A HIGH VALUE TO US.

WE WANT CUSTOMERS TO FEEL GOOD ABOUT THE INFORMATION THAT THEY ARE GETTING FROM OUR VENDOR.

AND THROUGH THOSE AMI INSTALLS, THERE WAS AN OVERALL HIGH AVERAGE SATISFACTION, UM, ON A ONE TO 10 SCALE WHEN WE ASKED, UH, OUR RESPONDENTS SAID THAT ALMOST 8.5% OR EIGHT, EIGHT AND A HALF TIMES, UM, THEY WERE HIGHLY AND MORE THAN AVERAGE SATISFIED.

UM, ONE OF THE, UM, KIND OF AHA MOMENTS THAT WE HAD THROUGHOUT OUR SURVEYS AND CERTAINLY THROUGH OUR FOCUS GROUPS IS THAT, UM, OUR CUSTOMERS INDICATED THAT THEY PREFERRED EMAIL COMMUNICATION OVER TRADITIONAL MELD COMMUNICATION FROM US.

UM, AND THAT WAS TWO 85% OF THE TIME.

UM, THEY STATED THAT THEY PREFERRED AN EMAIL IN LIEU OF TRADITIONAL MAILINGS.

AND THEN LASTLY, AGAIN, WHICH I NOTED NOTED ON OUR PRIOR SLIDE, THE TIMING OF THE METER INSTALLATION COMMUNICATIONS WAS THE MOST MENTIONED CUSTOMER PAIN POINT.

AND I'LL BE DRILLING INTO THAT A LITTLE BIT FURTHER IN MY, MY FUTURE SLIDES.

AND SO WE WERE HAPPY TO HEAR THAT THEY ALSO HIGHLIGHTED, UM, THE SAFETY FEATURES OF THIS PORTAL.

AND I THINK THAT CERTAINLY IS ON THE HILLS OF THE WINTER STORM AND, AND EVERYONE PLAYING CO PLAYING CLOSE ATTENTION, EXCUSE ME, UM, TO THEIR PORTAL AND WHAT IT CAN DO FOR THEM.

UM, AND THEN LASTLY, THERE WAS A CONCERN, UM, FROM THOSE FOCUS GROUP MEMBERS WHILE THEY DID NOT PERSONALLY HAVE THIS EXPERIENCE, THEY DID, UM, RESPOND WITH AN OVERALL CONCERN FOR THOSE WHO MAY NOT HAVE THE SAME ACCESS TO, OR EXPERIENCE WITH TECHNOLOGY AND, UM, HIGHLIGHTED A POTENTIAL DIGITAL DIVIDE.

AND SO I'LL TALK A LITTLE BIT MORE ABOUT THAT IN MY NEXT SLIDE.

UM, OUR CURRENT WATER STORAGE STATUS IS SHOWN ON THE RIGHT HAND SIDE OF THE SLIDE.

YOU'LL NOTE THAT WE'RE JUST OVER A 1.4 MILLION ACRE FEET IN STORED WATER IN THE HIGHLIGHTS, WHICH IS ABOUT 70% OF OUR FULL STORAGE VOLUME.

UH, WE'RE CURRENTLY ON A DOWNWARD TREND OF CENT TREND IS KIND OF TYPICAL FOR THIS TIME OF THE YEAR IS WE TRADITIONALLY BEGAN TO SEE INCREASES IN WATER DEMAND MOVING INTO THE SPRING AND SUMMER MONTHS.

UM, UH, IN ADDITION TO THE SLIDE ALSO SHOWS OR DEPICTS THAT HISTORICAL RESERVOIR STORAGE, UM, THAT HAPPENED, EH, YOU KNOW, IN OUR MORE RECENT ROUND OF 2008 TO 2015, YOU'LL NOTE THAT IN THAT TIMEFRAME, WE SAW SOME VERY, UH, HISTORICALLY LOW STORAGE VOLUMES GETTING DOWN TO APPROACHING 600,000 ACRE FEET OF STORAGE VOLUME IN THE HANA LAKES THAT REPRESENTS ABOUT 30% OF CAPACITY AT THE HIGHLAND LAKES.

UM, ONE OF THE KEY FACTORS IMPACTING RESERVOIR STORAGE LEVELS ARE INFLOWS INTO THE HIGHLAND LAKES.

I JUST WANT TO POINT OUT JUST A COUPLE OF THINGS.

NUMBER ONE, AS YOU CAN SEE, UH, INFLOWS INTO THE HIGHLAND LAKES ARE HIGHLY VARIABLE FROM YEAR TO YEAR OR MONTH TO MONTH.

AND WHILE OUR INFLOWS FROM THE JANUARY TO APRIL TIMEFRAME HAVE TOTAL ABOUT 63,000 ACRE FEE, WHICH IS SOMEWHAT LOWER THAN WE WOULD HAVE PREFERRED.

UM, JUST SINCE THE START OF MAY, WE'VE ACTUALLY RECEIVED 60,000 ACRE FEET IN THE FIRST 12 MONTHS OF THE YEAR.

SO OUR FIRST 12 DAYS OF THE YEAR, MONTH, EXCUSE ME, NEXT SLIDE PLEASE.

SO WHAT IS THE REMAINDER OF THE YEAR HOLD FOR OUR WATER SUPPLY OUTLOOK? UM, THE LOWER COLORADO RIVER AUTHORITY UPDATES OR LATE FORECASTS ON A MONTHLY BASIS, THIS PARTICULAR GRAPHIC CAN BE FOUND@THEIRWEBSITEATWWWDOTLCRA.ORG.

UH, IN GENERAL, THE GRAPH REFLECTS THE RECENT DECLINE IN RESERVE RESERVOIR STORAGE OVER THE LAST 12 MONTHS, AND THEN PROVIDE SOME PROJECTIONS OVER THE NEXT 12 MONTHS, WHICH STARTING AT THE GOLD BAR, MOVING TO THE RIGHT.

AND THOSE ARE SEVERAL DIFFERENT POTENTIAL CONDITIONS TO REFLECT WET MEDIAN DRY OR EXTREMELY DRY CONDITIONS.

AGAIN, REPRESENTED IN THE GREEN, BLUE, ORANGE, AND RED DOTTED LINES UNDER ALL OF THESE SCENARIOS.

WE ANTICIPATE THAT A STAGE ONE BRA RESTRICTION COULD POTENTIALLY BE NECESSARY.

HOWEVER, IN, IN NONE OF THE PREDICTIONS, DO WE ANTICIPATE GETTING DOWN TO A STAGE TWO DROUGHT RESTRICTIONS AT THIS TIME? I'D ALSO NOTE THAT THE NATIONAL WEATHER SERVICE IS PREDICTING A TRANSITION FROM LANEA TO A NEUTRAL WEATHER PATTERN OVER THE MAY THROUGH JULY PERIOD.

AND SO OVERALL THAT'S A GOOD SIGN FOR US THAT ANTICIPATES US MOVING FROM OUR CURRENT MORE DRY CONDITIONS TO PERHAPS A MORE NEUTRAL WEATHER CONDITIONS.

SO HYDROLOGY AND CLIMATE ANALYSIS AND MODELING WAS AN IMPORTANT PART OF OUR PLAN OR FORD PROVIDES US A ROADMAP FOR DEMAND MANAGEMENT AND SUPPLY STRATEGIES TO ENSURE DIVERSIFIED SUSTAINABLE AND RESILIENT WATER FUTURE.

AND IN ORDER TO MAKE SURE THAT THE PLAN REFLECTED OUR COMMUNITY VALUES, ALSO MOTOR STAFF MET ON A MONTHLY BASIS WITH OUR COUNCIL APPOINTED CITIZENS TASK FORCE AND THE WATERFORD CITIZENS TASK FORCE.

UM, ADDITIONALLY ON SOME WATER CONDUCTED EXTENSIVE COMMUNITY OUTREACH THROUGHOUT THE PLAN DEVELOPMENT PROCESS.

AND WE CONTINUED TO DO THAT IN THE IMPLEMENTATION STAGES.

UM, AS WE BEGAN TO START TO FOCUS ON PLANNING FOR AN UPDATE IN WATERFALL WORD, WHICH WILL BE DUE TO BE COMPLETED IN 2023, WE'LL ALSO TRY TO, WE'LL ALSO CONTINUE THAT OUTREACH AND TRY TO, UM, EVEN ENRICH THOSE OUTREACH OPPORTUNITIES SLIDE, PLEASE.

SO AT A HIGH LEVEL, THIS LAST SLIDE REPRESENTS COVER THE SIMPLIFIED OVERVIEW OF WATERFORD RECOMMENDED STRATEGIES IN THE 2018 PLAN.

AND AGAIN, OUR PILOTING PROGRESS, UH, PROCESS, UH, THIS PROJECT WOULD ALLOW US TO STORE UP TO 60,000 ACRE FEET OF EXCESS, UH, TREATED WATER WHEN IT'S AVAILABLE STORE THAT UNDERGROUND AND AN AQUIFER, WHICH COULD THEN BE RE-USED IN A FUTURE DROUGHT OR IN THE CASE OF A SYSTEM UPSET.

THIS PROJECT WILL INCLUDE ABOUT A TWO TO THREE-YEAR INITIAL PLANNING PHASE, WHICH WE'RE IN THE, IN THE MIDDLE OR AT THE BEGINNING STATES OF RIGHT NOW TO EVALUATE DIFFERENT FORMATIONS FOR POSSIBLE ASR, PILOT DEVELOPMENT AND TECHNICAL FEASIBILITY.

THEN WE'LL HAVE ABOUT A THREE TO FOUR YEAR DESIGN, CONSTRUCTION AND TESTING PROCESS TO DO A PILOT TEST OF ASR FUNCTIONALITY.

AND THESE RELATE TO, UM, THESE RELATE TO WATER BENCHMARKING AND WATER, WATER BALANCE CALCULATIONS TO MANDATORY ONSITE WATER REUSE SYSTEM REQUIREMENTS BY 2023 AND TWO CONNECTING THE RE UH, THE RECLAIMED WATER CONNECTION REQUIREMENTS.

WE NEED TO DO EVERYTHING WE CAN TO CONSERVE AND REUSE OUR PRECIOUS WATER SUPPLIES AS BEST WE CAN.

HOWEVER, WE MUST BE CAREFUL THAT WE'RE NOT FIXING ONE PROBLEM AND CREATING ANOTHER.

UM, SO WE DO NEED TO FIND SOLUTIONS THAT BOTH IMPROVE OUR WATER SYSTEMS RESILIENCE AND HELP ADDRESS OUR AFFORDABILITY CRISIS.

UM, IT IS ESSENTIALLY WHAT THIS AMENDMENT ASKED STAFF TO DO IS TO PROVIDE RECOMMENDATIONS THAT WILL MITIGATE OR IDENTIFY OTHER POSSIBLE SOLUTIONS TO AFFORDABILITY THAT MIGHT COME FROM, UM, ADDING OTHER DEVELOPMENT REGULATIONS.

AND IT ALSO, YOU KNOW, I'M NOT SURE IT WOULD NEED TO BE A REALLY WELL CRAFTED STUDY OF AFFORDABILITY TO BE ABLE TO MEASURE OUR WATER CONSERVATION METHODS AGAINST THE COST OF SECURING WATER RIGHTS, ADDITIONAL WATER RIGHTS, IF WE ARE IN A SITUATION WHERE WE NEED TO.

SO, YOU KNOW, JUST TALKING ABOUT AFFORDABILITY AS REALLY CAPTURE ALL OF THOSE NUANCES.

UM, SO WITH THIS RESOLUTION, WE'RE LOOKING AT SPECIFICALLY, UM, THE ON-SITE REUSE OF STORMWATER AS AN ECONOMIC AND ENVIRONMENTAL BENEFIT TO ADDRESS BOTH WATER SUPPLY AND FLOOD MANAGEMENT.

IT INCORPORATES STRATEGIES FROM THE WATERFALL PLAN, WHICH RELATES TO USES OF WATER, INCLUDING RAINWATER, STORM WATER, AND THE ADDITION OF WASTEWATER.

AND IT HONES IN ON THE RECOMMENDATION FROM THE WATER FORD PLAN TO DEVELOP ORDINANCES THAT REQUIRE NEW, LARGE, LARGER COMMERCIAL AND MULTIFAMILY BUILDINGS USE OF ALTERNATIVE WATER GENERATED ONSITE.

IT PULLS FROM THE PROPOSED LDC UPDATE AROUND REDEVELOPMENT REQUIREMENTS AROUND STORM WATER MANAGEMENT.

AND THIS IS IMPORTANT AS YOU ALL KNOW, BECAUSE OLDER COMMERCIAL, INDUSTRIAL AND MULTIFAMILY DEVELOPMENTS THAT LACK ADEQUATE PROVISIONS FOR MANAGING STORM WATER.

AND THIS IS ESPECIALLY IMPORTANT TO MY DISTRICT HERE IN SOUTHEAST AUSTIN.

UM, GIVEN OUR HISTORY TROPIC FLOODING EVENTS THAT WE'VE HAD HERE IN AUSTIN THAT RESULTED IN THE LOSS OF LIFE AND HAVING HUNDREDS OF FAMILIES DISPLACED.

SO IT'S A PRIORITY FOR THE DISTRICT.

UH, SO IN SHORT, THIS RESOLUTION SIMILAR TO THE ONES OR CUSTOMER KITCHENS, UM, REALLY, YOU KNOW, IS, IS HONING IN ON THE NEED TO, UH, INCREASE FLOOD PROTECTION AND, UM, AND WOULD SET THAT IN MOTION THROUGH DIRECTING THE CITY MANAGER TO COME BACK OR TO DO THE ALTERNATE ALTERNATIVE WATER ORDINANCE AND INCENTIVES OPTION, WHICH IS OUTLINED IN THE WATER PLAN.

UM, ALSO LOOKING AT COMMUNITY STORMWATER, HARVESTING AND ASSESSING EXISTING NEEDS FOR RAINWATER HARVESTING AT MULTI-FAMILY UNITS.

SO, I MEAN, AT SOME LEVEL WE'VE ACCOMMODATED THAT, UM, THERE ARE SOME MORE COMPLICATED ASPECTS OF TRYING TO ACHIEVE CO-BENEFITS OF STORMWATER CAPTURE TO ACHIEVE WATER QUALITY PROTECTIONS AND, YOU KNOW, FLOODING PROTECTIONS AND, UH, WATER SUPPLY.

I MEAN, JUST BY THE NATURE.

I MEAN, FOR, FOR THOSE, FOR HOLDING, YOU KNOW, RESERVOIRS TO WORK THAT BASICALLY IT NEEDS TO BE EMPTY.

SO WE ARE WORKING WITH WATERSHED ON, UH, ON KIND OF HOW DO WE FIND A WAY TO BETTER UNDERSTAND THAT THAT COVID BENEFIT AND, AND HOW WE COULD ACTUALLY APPLY THAT IN A MORE SPECIFIC ENGINEERING CONTEXT.

SO AGAIN, THAT, I'M NOT SURE THAT'S STRICTLY HELPFUL OTHER THAN IT IS PART OF THE PLAN WE ARE MOVING FORWARD.

I'M NOT EXACTLY SURE WHAT IT WOULD MEAN TO, UM, KIND OF PICK THOSE UP INDIVIDUALLY AS IT RELATES TO, UM, THIS PARTICULAR AMENDMENT COUNCILMAN REFORM.

AND SO CERTAINLY IT'S TO BUILD OFF OF THAT WORK AND I SEE IT AS COMPLIMENTARY AND IF ANYTHING, IT JUST DRAWS ATTENTION TO THE NEED TO LOOK AT ON-SITE REUSE FROM THE LENS OF FLOOD PROTECTION AND REDUCING FLOOD RISK.

UM, AND SO, BUT I'M HAPPY TO, YOU KNOW, UH, AS IF WE BRING IT FORWARD OR HOW DO WE BRING IT FORWARD, HAPPY TO ADD ADDITIONAL LANGUAGE TO MAKE IT MORE SPECIFIC.

UM, AND THEN ALSO WE CAN PULL IN SOME OF THE, UH, LANGUAGE AND RECOMMENDATIONS THAT CAME OUT OF THE MEMO FROM THE FLOOD RESILIENCE RESOLUTION THAT WE PASSED, UM, EARLIER THIS YEAR.
