IT'S LIKE WE ACTUALLY HAD THE LAST IN OUR SERIES OF HOUSING MEETINGS AND WE HAD A PRESENTATION FROM JOHN POLLOCK AND I DON'T REMEMBER THE NAME OF HIS ORGANIZATION, BUT IT WAS REALLY TALKING ABOUT A LEGAL REPRESENTATION ON THE EVICTION COURT. AND IT WAS, IT WAS SUPER INFORMATIVE. THE OTHER THING, BECAUSE THIS WAS THE LAST OF THE FOUR MEETING SERIES ON HOUSING. THEY DID COME FORTH WITH FOUR RECOMMENDATIONS FOR THE CANNED BOARD THAT YOU WILL SEE IN A MORE OFFICIAL WRITTEN FORMAT, BUT THEY ACTUALLY, UM, TALKED ABOUT EMERGENCY RENTAL ASSISTANCE AND DISCUSSED A WAY TO ACCEPT DONATIONS. BUT BASICALLY, YOU KNOW, IS THERE A WAY TO HELP COLLECT DONATIONS FOR EMERGENCY RENTAL ASSISTANCE THAT NON-PROFIT ORGANIZATIONS CAN ACCEPT THEM? UM, ANOTHER RECOMMENDATION WAS REALLY TO JUST SUPPORT THE LEGAL REPRESENTATION ON THE ED EVICTION COURT. UM, ALSO THERE WAS CONVERSATION ABOUT THE EVICTION HISTORY SHIELD AND THEN ALSO SETTING UP A ONE-STOP SHOP. AND THAT ONE WILL BE FURTHER ELABORATED AS WE START OUR THREE-PART SERIES ON FOOD INSECURITY AND THE MENTAL HEALTH OF REALLY, YOU KNOW, TRYING TO COORDINATE WITH, UH, THE CAMP PARTNERS AND LOOKING AT THE ONE-STOP SHOP COMMON CONCEPT AND HOW WE CAN BUILD ON THAT. AND THAT WAS A HIGH LEVEL OF THE FOUR RECOMMENDATIONS THAT ARE COMING FORTH BASED ON THE HOUSING ONE, BUT THAT WILL ALSO BE BUILT ON WITH THE OTHER REPORTS FROM THE OTHER TWO SECTIONS. NOT SO THAT YOU DON'T HAVE TO WAIT UNTIL THEY COME IN HERE. SOME OF THESE MORE URGENT RECOMMENDATIONS. WELL, THAT'S FANTASTIC. AND WE APPRECIATE THAT. UM, BUT I DO THINK IT'S ON THE EVICTION SIDE, YOU KNOW, IT'S THIS IDEA OF SORT OF HAVING LEGAL REPRESENTATION, RIGHT, FOR FOLKS IN THAT EVICTIONS PROCESS THAT CAN BE OF ASSISTANCE, GREAT ASSISTANCE, BECAUSE IT REALLY LEVELS THE PLAYING FIELD IN TERMS OF, UM, OF THAT PROCESS, YOU KNOW? AND, UM, AND SO WE WANT TO SOME OF THE RESEARCH SORT OF BEHIND THAT PARTICULAR, UH, RECOMMENDATION, WHICH I KNOW HAS BEEN DISCUSSED BY CITY COUNCIL, BUT I THINK, YOU KNOW, JUST TO KIND OF BUTTRESS, RIGHT. SOME OF THOSE CONVERSATIONS, UM, BUT IT HAS BEEN, UM, YOU KNOW, JUST A GREAT, A GREAT, UH, FOUR MEETINGS OR SO OF DISCUSSIONS AROUND HOUSING, BUT, YOU KNOW, IT IS ONE OF THE MORE COMPLEX OF ALL THE ISSUES. UH, I THINK, UM, TODAY WE'LL BE TALKING ABOUT MENTAL HEALTH SOME, AND THAT'S OBVIOUSLY A VERY COMPLEX ISSUE AS WELL, AND, AND AN ISSUE THAT THERE HAS BEEN SOME COMMUNITY WORK AROUND, UM, ADDRESSING RIGHT IN DIFFERENT WAYS. UM, BUT IT'S, UM, AND I'LL GET INTO THAT A LITTLE BIT IN MY POWERPOINT, BUT I DID WANT TO THANK COMMUNITY COUNCIL AND THEY'RE ABOUT TO EMBARK AS A, I THINK NANCY ALLUDED TO THE FOOD SECURITY ISSUES. UM, AND THEN FOR THE, FOR THE LAST NOT QUARTER, WHAT IS IT TRIMESTER OR DOES IF IT'S FOUR MONTHS, UH, THOSE, UM, THE LOOK AT, UM, UH, THE MENTAL HEALTH, YOU KNOW, UM, ISSUES, WHICH AGAIN, WILL TIE INTO SOME OF THE CONVERSATIONS WE'RE GOING [00:10:01] TO BE HAVING, UM, LATER, UH, AT THIS MEETING. THE ECONOMIC RECOVERY AND KIND OF RE UM, LOOKING AT SORT OF EQUITY RIGHT. IN THE, IN THE REOPENING AND THE ECONOMIC RECOVERY. UM, AND WE'RE GOING TO HAVE OUR FIRST, UM, PLANNING MEETING, YOU KNOW, FINALLY IT WAS ABLE TO GET A BUNCH OF SCHEDULES TO ALIGN. AND SO WE'VE BEEN WORKING ON, OOPS, WE'VE BEEN WORKING ON, YOU KNOW, MENTAL HEALTH AND HOUSING AND, UM, LOOKING AT THINGS FROM THE HEALTH EQUITY SIDE. AND WE'RE GONNA, WE'RE GOING TO HEAR FROM, UH, UH, SOME MEMBERS OF OUR PANDEMIC EQUITY, UH, COMMITTEE, UH, PART OF WHICH IS PART OF CENTRAL HEALTH, UM, HEALTH EQUITY POLICY COUNCIL. SO THAT'LL BE, YOU KNOW, ONE OF THE MAIN TOPICS THAT WE'LL DISCUSS TODAY. UM, AND OF COURSE, UH, YOU KNOW, WE, UH, WHEN WE DID OUR CAN, UM, OUR BUTLER AWARDS THIS YEAR, WE RECOGNIZED A LOT OF COLLABORATIONS WHO WERE JUST REALLY FOCUSED IN, UM, ON THE PANDEMIC RESPONSE, UH, A COUPLE OF EFFORTS AROUND FOOD SECURITY, YOU KNOW, UH, YOU KNOW, AS THE LATINO COALITION COMMUNITY RESILIENCE TRUST, UM, AUSTIN JUSTICE COALITION, YOU KNOW, JUST FOLKS THAT ARE WORKING ON THINGS THAT REALLY BECAME, UM, VERY IMPORTANT, RIGHT. DURING THE LAST YEAR. IT WASN'T JUST THE HEALTH RESPONSE, RIGHT. YOU KNOW, YOU HAVE THE, UM, THE POLICE, UH, REFORM AND CIVIL UNREST AROUND THAT, AS WELL AS, UM, CRIMES, YOU KNOW, HATE CRIMES AGAINST THE ASIAN-AMERICANS. UM, SO IT'S, IT'S, IT'S BEEN A LOT OF HEAVY STUFF AND, BUT THERE ARE A LOT OF FOLKS OUT THERE, UM, COMING TOGETHER AND WORKING TOGETHER. SO WE KIND OF, UM, SO PART OF, I THINK THE MIDDLE SECTION IS THE COMMUNITY HEALING IS THE PART WE'RE GONNA TALK ABOUT MOSTLY, UH, THIS, THIS MEETING. UM, AND AFTER WE HAVE OUR, YOU KNOW, INITIAL DISCUSSIONS AROUND THE REGIONAL SUMMIT, YOU KNOW, NEXT MEETING, WE'LL, WE'LL KIND OF TRY TO PIVOT MORE TOWARDS ECONOMIC RECOVERY AT THE NEXT MEETING. SO REALLY KIND OF TALKING, UH, AROUND COMMUNITY HEALING, UM, BECAUSE OF, AGAIN, HOW WE'VE ALL BEEN AFFECTED DURING THE PANDEMIC, RIGHT? IN TERMS OF SORT OF STRESS AND TRAUMA IN A VARIETY OF WAYS. UH, AND THAT, IT'S NOT JUST A SMALL NUMBER OF US, IT'S THE VAST MAJORITY OF US, RIGHT. WHO HAVE KIND OF LIVED THROUGH AND SHARED THIS, THESE TRAUMATIC EXPERIENCES. UM, BUT I DID WANT TO KIND OF SHARE IT IN TERMS OF, YOU KNOW, THE PANDEMIC RESPONSE, RIGHT. AS IF, IF WE CAN TAKE, TAKE THE TIME TO, UM, TO STRATEGIZE AROUND THE HEALING THAT IS NEEDED IN OUR COMMUNITY. I MEAN, I THINK THAT IS PART OF THE PANDEMIC RESPONSE RATE IS, IS RECOGNIZING SOME OF THE ISSUES, UM, AND CHALLENGES THAT OUR COMMUNITY IS FACING AND, UM, AND REALLY, UM, BEING INTENTIONAL, RIGHT. ABOUT ADDRESSING THOSE. UM, AND JUST ALSO RECOGNIZING THAT SORT OF MENTAL HEALTH AND WELLBEING, RIGHT, IS GOING TO BE PIVOTAL TO OUR ECONOMIC RECOVERY. CAUSE IT'S FOLKS WHO ARE WORKING IN LEADING BUSINESSES AND NONPROFITS AND GOVERNMENT AGENCIES, UM, AGAIN, WHO HAVE TO TRY TO DO AND CONTINUE TO DO THEIR JOBS, RIGHT. NOT WITHSTANDING THE, YOU KNOW, THE, THE MENTAL HEALTH NEEDS THAT THEY MAY, MAY HAVE. UM, AND SO PART OF THE, UM, THIS IS, UH, I ALWAYS HAVE A, UH, AN OVERLY BUSY, UH, GRAPHIC TO SHARE THAT. UM, BUT THIS ISN'T MY OVERLY BUSY GRAPHIC, UH, FOR THE DAY. AND IT'S MY LAST SLIDE. UM, BUT IF YOU THINK ABOUT OUR COMMUNITY AS THIS OVAL, RIGHT, IT'S JUST THIS, YOU KNOW, OBVIOUSLY, UM, IT'S ENTITY THAT ENCOMPASSES ALL OF US IN ALL OF OUR DIVERSITY. UM, BUT IF YOU CAN THINK ABOUT, YOU KNOW, THE COMMUNITY, AND THIS IS JUST THINKING ABOUT OUR OWN COMMUNITY LOCALLY, BUT OBVIOUSLY THIS IS A MICROCOSM OF THE COUNTRY AND THE GLOBE REALLY. BUT IF YOU JUST THINK ABOUT, YOU KNOW, JUST HOW DIVERSE OUR COMMUNITY IS, AND THE FACT THAT WE ALL, UM, MIGHT HAVE A NEED FOR RIGHT COMMUNITY HEALING AND, OR PERSONAL HEALING OR COMMUNITY HEALING, UM, AND, AND HELP, RIGHT. ACHIEVING MENTAL WELLNESS. UM, AND YOU THINK ABOUT, YOU KNOW, SORT OF LIKE, UM, WHAT THAT WOULD [00:20:01] ENTAIL, RIGHT? HOW COULD WE EVEN THINK ABOUT ADDRESSING OUR COMMUNITIES, MENTAL HEALTH NEEDS OR MENTAL WELLNESS. AND SO THAT TOP LINE, WHICH IS OUR COLOR, THE LIGHTER, THE LIGHT BLUE, OR THE LIGHTER BLUE, UM, IS ONE REASON WE THOUGHT KEN WAS SORT AN APPROPRIATE PLACE TO HAVE THESE SORT OF CONVERSATIONS IS BECAUSE OF WHO'S AT THE TABLE, UM, AND WHO WE CAN REACH. RIGHT. SO, UM, SO ON THE FAR LEFT, YOU KNOW, I THINK THE ARENA AS CAN STAFF THAT I'VE BEEN FOCUSED ON MOST IS, UM, WORKING WITH ONE VOICE AND MISSION CAPITAL, UH, INTEGRAL CARE AND OTHER COMMUNITY PARTNERS AROUND, UM, SUPPORT MENTAL HEALTH SUPPORT FOR THE NONPROFIT COMMUNITY, UM, AND REALLY KIND OF GOING AFTER THIS CARING FOR THE CAREGIVERS CONCEPT. UM, AND SO WE THINK THAT THAT'S AN ARENA OF, OF GREAT IMPORTANCE. UM, AND THAT'S THE ONE WE'VE BEEN FOCUSED ON, UH, THE MOST, UH, AGAIN, FOR ME AS CAN STAFF IN OUR SORT OF LIMITED CAPACITY THAT WE HAVE IN TERMS OF STAFFING. UM, BUT YOU'LL ALSO LOOK AT, YOU KNOW, WITH OUR FOUR OR FIVE CHAMBERS OF COMMERCE, RIGHT. THAT THE BUSINESS COMMUNITY ITSELF HAS CHALLENGES IN TERMS OF, YOU KNOW, MENTAL WELLNESS. RIGHT. YOU KNOW, AND, AND WHEN I TALK ABOUT MENTAL WELLNESS FOR ORGANIZATIONS, YOU HAVE LEADERSHIP, RIGHT? WHO HAS PARTICULAR NEEDS, YOU KNOW, YOU HAVE YOUR STAFF WHO HAS PARTICULAR NEEDS, AND YOU HAVE YOUR CLIENTS, RIGHT. THAT HAVE ALSO SUFFERED, UM, TRAUMA AND STRESS AND WHO, UM, AND THAT YOUR STAFF AND THE INTERACTIONS YOU HAVE WITH YOUR CLIENTS ARE GOING TO NEED TO TAKE THAT INTO ACCOUNT. AND SO, AND THEN THE OTHER ARENAS, I THINK THAT WHERE WE HAVE REPRESENTATION AT CAN IS, YOU KNOW, WITH THE FAITH COMMUNITY, YOU KNOW, WHAT ROLE COULD THE FAITH COMMUNITY HELP OR PLAY IN TERMS OF ADDRESSING MENTAL HEALTH NEEDS, UH, OTHER CONGREGANTS OR MEMBERS, UM, AND HOW COULD WE WORK WITH THE FAITH COMMUNITY AROUND THAT? AND THEN FINALLY, YOU KNOW, SOMETHING WE ALL WORRY ABOUT IS, YOU KNOW, OUR SCHOOL COMMUNITIES AND EACH FOR ME, EACH, EACH, UM, EACH SCHOOL HAS ITS OWN SCHOOL COMMUNITY. UM, BECAUSE YOU HAVE YOUR STAFF THAT HAVE PARTICULAR NEEDS IN TERMS OF SUPPORT AND WELLNESS, YOU HAVE YOUR TEACHER, YOUR TEACHERS, YOUR LEADERSHIP, AND YOUR, AND YOUR STUDENTS AND THE PARENTS OF THE STUDENTS. RIGHT. JUST, UM, SO I THINK THAT'S ONE, UM, YOU KNOW, ONE WAY WE WANT TO KIND OF LOOK AT MENTAL HEALTH IS, UH, IN, IN KIND OF THESE SORT OF BUCKETS, RIGHT. IN TERMS OF WHO CAN WE REACH, RIGHT. JUST GIVEN WHO WE ARE AS CAN AND WHO WE HAVE AT THE TABLE AND SORT OF THE BOTTOM FOUR, WHICH IS, I'LL SAY, I'LL SAY IT'S THE DARKER BLUE, BUT IT MIGHT BE PURPLE. UH, BUT I SEE IT AS BLUE. UM, BUT, UM, IS AGAIN, YOU KNOW, IN TERMS OF, YOU KNOW, SOME OF THOSE COMMUNITIES WHERE IT MIGHT BE HARDER TO, UM, REACH OR PROVIDER ACCESS, YOU KNOW, MENTAL HEALTH SUPPORTS FOR A VARIETY OF REASONS. UM, SO WE'D HAVE TO WORRY ABOUT, RIGHT, IN TERMS OF OUR COMMUNITY HEALING AND COMMUNITY MENTAL HEALTH AND WELLNESS IS HOW WOULD WE MORE EFFECTIVELY SERVE THE AFRICAN-AMERICAN COMMUNITY? HOW WOULD BE MORE EFFECTIVELY SERVE THE HISPANIC COMMUNITY AND THE ASIAN AMERICAN COMMUNITY, UM, AND LIST IMMIGRANT COMMUNITIES AS SEPARATE, IT'S JUST, THERE MIGHT BE SUBSETS OF THESE RACE AND ETHNIC CATEGORIES, BUT THEY MIGHT HAVE A DIFFERENT SET OF STRATEGIES THAT WE USE TO REACH THEM. AND, YOU KNOW, THE LANGUAGE BARRIER, OF COURSE BEING ONE OF THOSE AND ONE OF THOSE IN WHICH WE'D BEEN ENGAGED. SO, UM, SO I REALLY WANTED TO JUST KIND OF LAY THAT OUT IN TERMS OF SORT OF MENTAL WELLNESS, UH, OR THE NEED FOR COMMUNITY HEALING. AND I'VE TRIED TO TALK ABOUT HEALING MORE, UH, JUST BECAUSE I DO THINK THAT MAYBE AS A CONCEPT, FOLKS CAN, UM, KIND OF RECOGNIZE OR CONNECT WITH, UM, AND PART OF OUR CHALLENGE I THINK, IS GOING TO BE MESSAGING AND COMMUNICATION RIGHT. ABOUT, UM, THE FACT THAT, YOU KNOW, THAT IT'S OKAY TO ASK FOR HELP AND THAT THERE ARE RESOURCES THAT ARE SPECIFICALLY AVAILABLE FOR, UM, FOR ADDRESSING, YOU KNOW, THE, THE, YOU KNOW, THE, THESE EXPERIENCES WE'VE ALL HAD IN THE WAY THEY HAVE AFFECTED AS, UM, FROM A MENTAL WELLNESS POINT OF VIEW. SO, UH, I BELIEVE THAT'S THE LAST TIME. YEP. AND I, CAUSE I THINK I SAW SOMEBODY, UH, YEAH, I SEE DAN HAS A COMMENT OR A QUESTION. YEAH. SO ANYWAYS, SO THAT'S, UH, TRYING TO EXPLAIN, YOU KNOW, HOW MENTAL HEALTH AND WELLBEING IS IMPORTANT AND COMMUNITY HEALING IN THIS ENTIRE PROCESS OF TRYING TO RECOVER FROM THE PANDEMIC AND WE'RE STILL IN THE MIDDLE OF IT, BUT WE CAN PRE PREPARE FOR WHAT WE CAN DO WHEN THE RECOVERY REALLY SETS IN, JUST RECOGNIZING JUST, UH, I THINK THAT THIS [00:25:01] IS A, THE CAN NETWORK IS JUST A GREAT VEHICLE, RIGHT. FOR BEING ABLE TO, UM, NOT JUST ADDRESS, UM, NEEDS OF A LOT OF DIFFERENT KINDS OF GROUPS, BUT ALSO SHARE RESOURCES AND LEVERAGE OUR EFFORTS. AND THAT'S THE WHOLE PURPOSE OF, OF, UH, OF CAN. AND SO DEFINITELY WANTED TO GET THE NETWORK, UH, INTO ACTION RIGHT AROUND THIS, AROUND THIS TOPIC. AND, UH, AND, UH, DEFINITELY WANTED TO GIVE DAN A, UH, A CHANCE TO SHARE ABOUT OUR WORK AROUND NONPROFIT SUCCESS AND, UH, DAVID FROM INTEGRAL CARE TO WHO'S BEEN, UM, INVOLVED IN, IN, IN ANY OF THESE DISCUSSIONS, HE'S ALWAYS, UM, PRESENT THERE AND SUPPORTIVE. AND IN THAT CATEGORY OF NON-PROFIT AND CAREGIVERS, I WONDER IF, UM, IF WE'RE THINKING ABOUT FIRST RESPONDERS, LAW ENFORCEMENT, EMS HEALTH CARE, ALL IN THE CAREGIVERS CATEGORY, BECAUSE I THINK, UM, THE LAST YEAR IN CHANGES HIGHLIGHTED A LOT OF ISSUES THAT WERE ALREADY THERE, PARTICULARLY FOR FIRST RESPONDERS WHO SEE SO MUCH IN HIS MENTAL HEALTH IS NOT ADEQUATELY CARED FOR BY THEIR SYSTEMS. AS I JUST WANTED TO THROW THAT OUT THERE OF JUST STRUGGLE, JUST TO SEE IF THAT WOULD NEED TO BE ITS OWN CATEGORY OR CAPTURED IN THE CAREGIVERS, WHICH ALSO THOUGHTS WERE OKAY. I THINK YOU'RE RIGHT. I MEAN, I THINK THAT ONE WOULD BE LIKE, ENCOMPASSES IS SO MUCH RIGHT. WE'VE MAINLY BEEN LOOKING AT SORT OF, UH, CONNECTING WITH SORT OF NONPROFIT LEADERS AND TRYING TO ASSESS THEIR NEEDS AND CREATE A SUPPORT, BUT THE CAREGIVERS IN AND OF ITSELF RIGHT. IS JUST DISTINCT WITH SO MANY DIFFERENT TENTACLES BECAUSE, YOU KNOW, THERE'S BEEN SO MUCH, SO MANY DIFFERENT KINDS OF CAREGIVING, RIGHT. AND IT'S JUST BEEN RELENTLESS RIGHT. FOR, YOU KNOW, 12 TO 15 MONTHS. AND, UM, BUT I DEFINITELY THINK THAT'S A VERY COMPLEX ONE, RIGHT. FROM THE HEALTHCARE WORKERS TO FIRST RESPONDERS, UM, AND TO OTHERS. RIGHT. WHO'VE REALLY HAD TO JUST KIND OF KICK THINGS INTO HIGH GEAR. UM, UM, ALL RIGHT. AND I THINK IF, GO AHEAD, DAN, ANY FOLLOWUP OR, WELL, JUST SETTLE THAT SHARE WITH THE GROUP REAL QUICK. I'M REALLY, REALLY APPRECIATIVE OF RAUL AND CANNES AND ALSO MISSION CAPITAL IN ONE VOICE IN DAVID, UH, AND YOU KNOW, IN NAMI FOR, IN SOME OTHER ORGANIZATIONS FOR COMING TO TABLE AND TALKING ABOUT THE CAREGIVERS OF THE NONPROFITS. AND I THINK WHAT WE'RE SEEING IN THE NONPROFITS COMMUNITY, UM, WELL FIRST IS, UM, A LOT OF FATIGUE. SOME OF OUR NONPROFITS WHO SERVE IN CRISIS HAVE ALWAYS BATTLED WITH VICARIOUS TRAUMA, BUT THEN YOU ALSO ADD THIS PAST YEAR, THE PANDEMIC. AND I THINK SOME OF OUR NONPROFIT PARTNERS ARE STRUGGLING WITH, THEY'RE NOT QUITE HELPING AS MANY PEOPLE IF THEY'RE NOT IN THE BASIC HUMAN NEEDS AS THEY'RE ACCUSTOMED TO. AND SO THOSE GOALS NOT ALWAYS BEING MET OF REACHING AS EASILY, PEOPLE WHO HAVE NEEDS THAT THEY NORMALLY WOULD REACH A LOT EASIER, HAS BEEN, UH, STRESSFUL FOR SOME OF THE NONPROFIT AGENCIES. AND THEN YOU ADD TO THAT THE PERSONS THAT CARE FOR US, FOR OTHERS, WHAT THEY MIGHT BE EXPERIENCING AT HOME. AND THAT MAY BE EVEN THE BIGGER ISSUE ABOUT WHAT'S GOING ON AT HOME, WHICH WE ALL HAVE, BUT WHEN THE CAREGIVERS, THE NONPROFITS IT'S COMPOUNDED BECAUSE OF THOSE TWO THINGS I'M TALKING ABOUT. SO I THINK WHAT I SEE WITH THE NONPROFIT COMMUNITY IS A REAL POTENTIAL HERE TO MODEL SOMETHING. UM, NUMBER ONE, I JUST, I KNOW THE CEILING THUNDER, YOU KNOW, FROM WHAT A GREAT THING NAMI AND INTEGRAL CARE'S TOOLKIT IS INVALUABLE. AND I HOPE IT GETS SHARED NOT JUST WITH NONPROFITS, BUT WITH EVERYBODY JUST WANT EVERYBODY TO BE REALLY ACTIVE AND SHARING THE WORK THAT DAVID AND NAMI DID. UM, AND THEN NUMBER TWO, AT LEAST SHORT TERM IS THERE'S A PRESENTATION COMING UP AT THE END OF THIS MONTH FOR NONPROFIT EMPLOYEES THAT NAMI IS DOING AN EDUCATIONAL SEMINAR BEING PUT ON BY MISSION CAPITAL FOR ALL NONPROFIT EMPLOYEES, OR THAT ARE PART OF MISSION CAPITAL'S NETWORK ARE BEING INVITED. AND THAT'S A PRESENTATION THE EXECUTIVE DIRECTORS HAVE ALREADY HEARD, AND IT BASICALLY TALKS ABOUT WHAT THE PANDEMIC HAS DONE AND IT CHECKS PEOPLE ON CHECKING THEMSELVES ON RESOURCES AND WHEN THEY NEED AND HOW TO REACH OUT FOR HELP. SO THOSE ARE KIND OF THE FIRST STEPS. AND WE'RE ALSO AS A GROUP LOOKING AT AS LONG AS IT'S NOT A DUPLICATION, UM, THE POSSIBILITY, AND WE'VE SURVEYED SOME NONPROFITS THROUGH ONE VOICE ABOUT WHAT NEEDS THERE ARE AND THE POSSIBILITY OF SEEKING FUNDING. SO IF THE NONPROFITS WOULD, WE ALREADY HAVE PROVIDERS THAT PROVIDE SOME OF THESE SERVICES, UM, CAN MODEL THAT PERHAPS IT COULD BE SOMETHING THAT COULD BE MODELED FOR OTHER GROUPS THAT WERE HIGHLIGHTED ON ROLES CHARTS. SO THAT'S JUST SOME PRELIMINARY THOUGHTS. AND THAT'S THE THINKING HERE IS, YOU KNOW, OBVIOUSLY WE'RE, WE'RE LOOKING AT ORGANIZATIONS HERE, RIGHT? SO IF WE CAN CREATE TOOLS FOR NONPROFITS, RIGHT. TO SUPPORT THEIR OPERATION AS ORGANIZATIONS, WELL, BUSINESSES, OUR ORGANIZATIONS AS WELL. RIGHT. AND, BUT WE'LL HAVE SIMILAR SORTS OF NEEDS, FAITH, FAITH, COMMUNITIES, OR ORGANIZATIONS, RIGHT? SO WE'LL HAVE SOME SIMILAR NEEDS. AND, AND AGAIN, THE IDEA IS CAN WE SHARE THESE RESOURCES ACROSS THESE SECTORS AS WE CREATE THEM AND THIS A NONPROFIT TOOLKIT, WHICH WE, WE PUT THE LINK TO IS JUST AN AMAZING RESOURCE. AND THERE IS A BIG CONCEPT THAT WE'RE PRETTY CLOSE TO, WHICH USED TO BE CALLED RECOVERY ROW. WE'LL MENTION, YOU KNOW, GOING BACK TO NORMAL. AND I THINK THAT, UH, IT'S PRETTY WELL DOCUMENTED NOW THAT WE'RE REALLY LOOKING AT A HIGHBRED WORKPLACE. UM, SOME OF THE RELIANCE ON TECHNOLOGY THAT WE'VE GROWN LIKE WE'RE USING RIGHT AT THIS MOMENT IN OUR ZOOM MEETING. AND SO, YOU KNOW, PART OF WHAT WE'RE LOOKING AT AND TRYING TO CONTINUE TO WORK WITH IS THAT, UM, WHAT WILL, HOW WILL FOLKS ACCESS MENTAL HEALTH RESOURCES IN THE FUTURE? JUST ONE EXAMPLE, IT WILL AFFECT ALL OF US AND OUR FAMILIES IS IN JULY OF 22. SO IT'S WHAT 13, 14 MONTHS OUT THE NEW THREE DIGIT PHONE NUMBER NINE, EIGHT, EIGHT, IT'S GOING TO BE A NATIONAL ROLLOUT, UH, AS AN ORGANIZATION WE'RE WORKING ON, UH, WHAT WILL THE CALL CENTER CAPACITY LOOK LIKE? HOW WILL IT BE FUNDED? UH, HOW WILL WE ADDRESS, UM, UM, UH, YOU KNOW, MEANINGFUL ACCESS ACROSS THE WHOLE COMMUNITY. AND, UM, WE CURRENTLY HAVE AGREEMENTS WITH THE NATIONAL LIFELINE. AND SO IF SOMEONE, UH, DIALS THE NATIONAL SUICIDE PREVENTION, LIFELINE, IT, THE TECHNOLOGY ROLLS RIGHT BACK INTO OUR CALL CENTER. SO EVEN THOUGH IT'S IN NEW YORK, THE, UM, YOU KNOW, THE CALL ORIGINATES HERE. SO I'M JUST USING THIS AS ONE EXAMPLE THAT I THINK WILL BE NOT, UM, RETURNING TO A RECOVERY, BUT WE'LL TRY TO BUILD ON, WELL, MAYBE WE COULD CALL IT TRANSITION. AND I KNOW WE'RE ALL, EVERYONE IN THE LINE IS DOING THIS. IT'S NOTHING NEW, BUT WE'RE TALKING ABOUT IT FOR MENTAL HEALTH. AND THEN, UM, THE TIMING OF THIS IS EXTRAORDINARY. AND THE LAST THING I'LL MENTION IS IS THAT THE NATIONAL ORGANIZATIONS LIKE THE MENTAL HEALTH ASSOCIATION PROMOTE MAY IS MENTAL HEALTH MONTH CHILDREN'S MENTAL HEALTH MONTH. SO WE HAVE A NEW PLAN COMING OUT WITH A NUMBER OF PARTNERS THAT WE'VE WORKED ON IN, IN HEALTHCARE, UH, ON THE 19TH. UH, WE'RE GOING TO HOST THE COMMUNITY FORUM AT LUNCHTIME CENTER WEBSITE. THAT'S GOING TO BE AN ALL SPANISH PANEL, NORA. I KNOW YOU LIKE THAT. AND YOU KNOW ABOUT IT, AND THAT'S SOMETHING ELSE WE'LL BRING UP FOR THIS FALL. UH, SOMETHING THAT YOU'RE REALLY, UM, PROMOTING ACROSS THE COMMUNITY IN TERMS OF, UM, YOU KNOW, ADDRESSING DISPARITIES. SO IT'S ALL IN PLAY RIGHT NOW. AND THAT, AGAIN, WORKING REALLY TOGETHER TO TRY TO DO A LIFT, UH, IN OUR COMMUNITY THROUGH EDUCATION INFORMATION, WHERE ARE THE RESOURCES AND HOW CAN WE TREAT THIS WHOLE THING AS A BRAIN-BASED CHALLENGE IN, UH, JUST CONTINUE TO MOVE AWAY FROM THE STIGMA OR THE EMBARRASSMENT OR THE, UM, UH, THINGS THAT WOULD SLOW US FROM SEEKING HELP WHEN WE NEED IT, BECAUSE WE SHOULDN'T BE ASHAMED THAT SOMEHOW OUR, UH, CONFUSION OR ENERGY OR STRESS OR ANXIETY, UM, OUR FEARS ARE MAYBE EVEN MORE EVIDENCE THAT THIS TIME. SO, YEAH, WE'RE WORKING WITH A NUMBER OF FOLKS, UH, UH, HERE, A NUMBER OF RELATED EFFORTS. UM, ALSO DIDN'T GET CALLED OUT SPECIFICALLY, BUT RE-IMAGINING PUBLIC SAFETY. AND IT'S REALLY, REALLY COOL THAT IF YOU CALL NINE ONE ONE TODAY, RATHER THAN THREE THINGS, FIRE EMS, UH, OR POLICE IT'S FIRE, EMS POLICE, OR MENTAL HEALTH. AND SO I'M FUNDED THROUGH THE CITY TO SEND MOBILE CRISIS OUTREACH TEAMS AND TO HAVE A, UM, A MENTAL HEALTH EXTENSION INTO THE COMMUNITY RATHER THAN POLICING. AND VERY SOON, YOU'LL SEE WITH THE COUNTY AND, UH, LED WORK SHERRI. UM, ONE OF THOSE IN PARTICULAR WAS THE RECESS POLICY INITIATIVE. AND THEN OF COURSE, WHEN THE PANDEMIC HIT THAT QUESTION OF, YOU KNOW, IS THERE SOMETHING HERE FOR THE COUNCIL TO DO? AND SO THAT'S WHEN THE PANDEMIC EQUITY COMMITTEE, UM, CAME ABOUT AS A SUBSET OF THE COUNCIL AND A COUPLE OF OTHER INITIATIVES THAT MEGHAN MAY BRING OUT, BUT SPECIFICALLY THE FOLKS WHO ARE SERVING ON THIS COMMITTEE BESIDES MYSELF ARE BRANDON WILLERSON, UH, CATALINA BARRY EMILY'S ANG, UM, ILIANA YEOMAN, UH, CHRIS, KRISTEN, TEBAY HORTON, UM, MATTHEW JAMES, NOR COMSTOCK, UM, ROLE, UM, VANESSA SAUDIA AND VINCE KABBALAH. WE KNOW THAT THE RESEARCH AND THAT DATA IS ALREADY PROVING THAT TO BE TRUE. SO WHAT WE STARTED FOCUSING ON ARE, WHAT ARE THE THINGS THAT WE COULD DO IN OUR COMMUNITY TO PARTNER AND TO READ CENTER AS PEOPLE REENTER, REENTER OUR COMMUNITIES ARE OUR REGULAR LIVES, UM, AND THE RECOVERY, BUT IN PARTICULAR, IN ADDRESSING THE ISSUES AROUND DISASTER PLANNING AND RESPONSE WITH A RESPONSE ON EQUITY FOR THE FUTURE, UM, THAT'S ONE OF THE THINGS THAT'S JUST REALLY HAS COME TO LIGHT IS THE, THE NEGATIVE IMPACT FROM AN EQUITY PERSPECTIVE, IN THE COURSE OF THIS, AND WHAT CAN WE DO, UM, LOCALLY TO HELP TO MAKE SURE THAT THAT DOES NOT HAPPEN AGAIN AT THIS LEVEL AND OUR, UH, SHOULD WE, GOD FORBID, UM, ENDURE ANOTHER, YOU KNOW, DISASTER OF THIS NATURE OR ANY DISASTER, QUITE FRANKLY. SO BY CENTERING ON EQUITY, WE KNOW THAT WE WILL PROVIDE SOLUTIONS AND SUPPORT THE MOST VULNERABLE, WHICH OF COURSE IMPROVES THE CONDITIONS FOR ALL OF US AS RESIDENTS, WHICH IS ALIGNED WITH THE EFFORTS THAT CAN HAS BEEN ENGAGED IN, UM, FOR SOME TIME. SO THE PROCESS, LIKE I SAID, WE'VE BEEN INVOLVED IN A VERY INTENSE PROCESS OVER A SHORT PERIOD OF TIME, UM, THAT HAS BEEN COMPREHENSIVE. SO WHAT WE MEAN BY THIS IS THAT THE MOST RECENT, UM, CITY OF AUSTIN EMERGENCY OPERATION PLAN WAS REVISED IN 2016. THAT IS THE RESPONSIBILITY OF THE CITY OF AUSTIN HOMELAND SECURITY AND EMERGENCY MANAGEMENT. SO ISM, THEY DEVELOP THESE ANNEXES AND THESE EMERGENCY MANAGEMENT PLANS THAT THEY HAVE TO REVISE EVERY FOUR TO FIVE YEARS. UM, WE ARE CALLING FOR, TO MAKE THIS DOCUMENT MORE EVERGREEN EVER SINCE 2016, WE'VE HAD THE WRAP-UP OF THE ONION CREEK FLOODS, HURRICANE MARIA, THE AUSTIN WATER CRISIS OF 2018 WINTER STORM URI. AND OBVIOUSLY THE PANDEMIC, THE CITY OF AUSTIN AND PRISM DO CONDUCT AFTER ACTION REPORTS AND THEY POST THOSE FINDINGS ONLINE. HOWEVER, THOSE AFTER ACTION REPORTS ARE NEVER RECONCILED WITH THE PLAN, WHICH MEANS WE'RE LOSING VALUABLE INFORMATION AND LESSONS LEARNED FROM EACH OF THESE DISASTERS, WHICH LEADS TO US MAKING THE SAME MISTAKES OVER AND OVER AGAIN. UM, BUT UH, MORE IMPORTANT, WHAT WE WOULD LIKE TO SEE IS THIS PLAN BE CENTERED ON EQUITY. AND WE THINK THAT THE WAY TO DO THIS, IT'S THROUGH THE STANDARD STANDARD OPERATING PROCEDURES THAT ARE PRODUCED FROM PLAN. UM, THESE SLPS HAVE TO ENSURE THAT THE MOST VULNERABLE POPULATIONS ARE ACCOUNTED FOR IN ALL FUTURE DISASTER PLANNING. UM, THE WAY THAT WE THINK THAT WE CAN DO THIS IS TO DEVELOP OR REVISE SLPS INVOLVING COMMUNITY MEMBERS, SPECIFICALLY THOSE WHO ARE MOST VULNERABLE THROUGH AN EQUITY LENS, AND THEN MAKE SURE THAT THOSE SLPS ARE VALIDATED BY THE COMMUNITY NEXT, UH, I MENTIONED BEFORE THAT THE EOC, THE EMERGENCY OPERATIONS CENTER HAS THIS PRACTICE OF DOING AN AFTER ACTION REPORT OR A DEBRIEF EXERCISE AFTER EVERY DISASTER, UH, GENERALLY CONSISTS OF ASKING THREE QUESTIONS. WHAT DID WE DO, RIGHT? WHAT DID WE DO WRONG? AND WHAT COULD WE HAVE DONE BETTER? WE ARE CALLING FOR THE INCLUSION OF A FOURTH QUESTION, AND THAT IS, DID WE SOLVE FOR THOSE MOST VULNERABLE? WE WANT THIS AFTER ACTION REPORT OR EXERCISE BEING TO BE BROUGHT OUT TO THE COMMUNITY, HAVE THEM ANSWER ALL FOUR OF THOSE QUESTIONS, AND THEN LET'S MAKE ALL OF THE FINDINGS PUBLIC NEXT UNDER MAKING THIS AN EVERGREEN DOCUMENT. THE PLAN USES A HAZARD RISK DESK. THIS SERVES AS THE BASIS FOR THE CITY'S HAZARD MITIGATION PLAN. ESSENTIALLY, WHAT I'M TRYING TO SAY IS THAT THIS HAZARD RISK INDEX DRIVES ALL PLANNING EFFORTS. HAZARDS ARE PRIORITIZED BASED ON NUMBER ONE, THE PROBABILITY OF OCCURRENCE, AND THEN TWO, THE POTENTIAL DOLLARS LOSS FROM EACH HAZARD. WE ARE CALLING FOR AN UPDATE UP TO THIS RISK MODEL, CENTERING EQUITY IN THE PRIORITIZATION, THE MODEL NEXT, WE WOULD ALSO [00:55:01] LIKE TO SEE THE USE OF THE CENTER FOR DISEASE CONTROL, SOCIAL VULNERABILITY INDEX, TO SERVE AS BASELINE DATA FOR ALL DECISIONS BEING MADE WITHIN THE EOC. WE WHO WORK LOCALLY AND HAVE BEEN ON THE GROUND DURING THE DISASTER RESPONSE. WE KNOW THAT RESOURCES NEED TO BE PRIORITIZED IN EASTERN TRAVIS COUNTY. UM, YOU KNOW, WE'VE ALL SEEN THE DATA WE'VE BEEN WORKING IN THIS AREA A LOT. IT'S ALMOST INTUITIVE TO US, BUT WHEN THERE ARE STATE OR NATIONAL RESOURCES BEING BROUGHT IN, THEY DO NOT KNOW THAT. SO LET'S SHOW THEM THROUGH DATA WHERE RESOURCES NEED TO BE PRIORITIZED. AND IN ADDITION TO USING SOCIAL VULNERABILITY INDEX, LET'S MAKE SURE THAT THE CITY DEMOGRAPHER IS BROUGHT INTO THE INCIDENT COMMAND STRUCTURE AT THE EOC AS BACKUP MEGAN. YES, SIR. I DON'T THINK THIS SLIDE HAS ADVANCED IN A, IN A COUPLE OF I'M STUCK ON HIS FIRST BULLET POINT STILL. I'M SORRY. THAT'S A LOT, BUT IT GOES MUCH QUICKER AFTER THIS ONE. UM, AND SO THIS IS THE FINAL RECOMMENDATION UNDER THIS VERY FIRST BULLET POINT. AND THAT IS, UM, YOU KNOW, FOLLOWING THE ONION CREEK FLOODS, GABA GO, AUSTIN, VAMOS AUSTIN. THEY'RE A COMMUNITY GROUP. THEY DEVELOP THEIR OWN PLANS FOR EVACUATION AND ACTION. IN THE EVENT OF FUTURE DISASTERS, IT REALLY TAPS INTO THE NATURAL NETWORKS OF THE ONION CREEK NEIGHBORHOOD. THIS PLAN HAS BEEN ADOPTED BY THE EOC AND THE GABA IS A TRUSTED COMMUNITY GROUP OF COMMAND STAFF AT THE EOC. WE FEEL LIKE THIS MODEL MUST BE STUDIED AND LEARNED AND REPLICATED SPECIFICALLY IN AREAS IDENTIFIED BY THAT SOCIAL VULNERABILITY INDEX. OKAY, MOVING ON, I'M ON THE SECOND BULLET POINT NOW, UM, WE NEED TO IMPROVE DATA COLLECTION TO MORE QUICKLY RESPOND TO OUR LACK INDIGENOUS PEOPLE OF COLOR AND OTHER MARGINALIZED POPULATIONS. UM, ESSENTIALLY WHAT WE'RE CALLING FOR IS THAT EVERYBODY AT THE EOC, UM, ANYBODY WHO'S INVOLVED IN THE DISASTER RESPONSE, THIS MIGHT EVEN BE CITYWIDE. WE HAVE TO UNDERSTAND THE IMPORTANCE OF COLLECTING DEMOGRAPHIC DATA FROM THE START OF A DISASTER. AS SOON AS THE DISASTER RESPONSE EFFORTS ARE STOOD UP, WE NEED TO ENGAGE TRANSLATORS INTERPRETERS AND CULTURALLY SENSITIVE AFFIRMING WORKERS TO COLLECT BETTER DATA. AND FINALLY, WE NEED TO INTACT. WE NEED TO TACKLE THE IMPLICIT BIAS THAT EXISTS IN OUR DATA COLLECTION TOOLS AND ANALYSIS AT A STATE LEVEL, WE'RE CALLING TO SUPPORT THE REESTABLISHMENT FOR THE OFFICE OF HEALTH EQUITY. ALSO KNOWN AS THE CENTER FOR ELIMINATION OF DISPROPORTIONALITY AND DISPARITIES, UM, AT DSHS. OKAY, MOVING ON THE NEXT BUCKET IS DISASTER DISASTER REPAIR, SORRY, DISASTER RESPONSE. SO WE'VE NOW COVERED WHAT WE CAN DO IN OUR PLANNING EFFORTS. WHAT HAPPENS WHEN WE ACTUALLY STAND UP THE DISASTER RESPONSE, WHICH WE KNOW DOESN'T ALWAYS RECONCILE WITH OUR PLANNING EFFORTS. UM, WE NEED TO BRING IN THE COMMUNITY VOICE FIRST. I DO WANT TO RECOGNIZE THAT THE EOC WAS REALLY INNOVATIVE IN TRYING TO, UM, CENTER THEIR EFFORTS ON EQUITY, MORE SO THAN IN MOST OTHER CITIES THAT WE RESEARCHED. SO FIRST OFF THEY BROUGHT THE EQUITY DEPARTMENT INTO THE INCIDENT COMMAND STRUCTURE AT THE HIGHEST LEVEL. THEY ALSO USED THE CITY OF AUSTIN, HR MANAGER, UM, OF EQUITY, INCLUSION, AND DIVERSITY. SHE SERVED AS THE DIRECTOR OF THE SOCIAL SERVICE TASK BRANCH. UM, IN OUR INTERVIEWS WITH THE EOC, WE FOUND OUT THAT THERE, THE EOC IS BRINGING ON THE CHIEF RESILIENCY OFFICER ALSO INCORPORATING THEM INTO THE INCIDENT COMMAND STRUCTURE BECAUSE THAT, THAT WAS UNHEARD OF IN ALL OF OUR RESEARCH. AND SO I THINK OUR OWN CITY OF AUSTIN SHOULD BE APPLAUDED FOR THOSE EFFORTS. HOWEVER, IN INTERVIEWING ALL OF THESE FOLKS, WE FOUND THAT THE COMMUNITY VOICE IS STILL LACKING AT THE EOC. AND SO WHAT WE'RE CALLING FOR IS, UM, A PERSON OR A GROUP OF PEOPLE WHO NEEDS TO BE GIVEN THIS RESPONSIBILITY. THEY NEED TO BE PEOPLE OF COLOR. THEY NEED TO BE REPRESENTATIVE OF THE MARGINALIZED POPULATIONS. THEY CANNOT BE A CITY OF AUSTIN OR STATE EMPLOYEE. THEY HAVE TO BE WORKING ON THE GROUND. THEY HAVE TO BE FREE FROM GOVERNMENT BUREAUCRACY AND ABLE TO SPEAK FREELY AND HAVE CONNECTIONS INTO THE INCIDENT COMMAND STRUCTURE AT THE HIGHEST LEVEL. UM, NEXT WE NEED TO ENGAGE WITH BEHAVIORAL SCIENTISTS IN AND HAVE A UNIFIED PUBLIC FACING EDUCATION AND COMMUNICATIONS CAMPAIGN. WE INCORPORATED CENTRAL HEALTH INTO THIS BECAUSE CENTRAL HEALTH TOOK THE LEAD ON COMMUNICATING TO OUR MOST MARGINALIZED POPULATIONS, MAP, MAP, BASIC SLIDING FEE SCALE, PEOPLE WHO DON'T HAVE INSURANCE EARLY IN THE DISASTER. WE REALIZED WE HAD TO PIVOT AWAY FROM SOME OF THE COUNTY-WIDE MESSAGES AND WORK WITH THE BEHAVIORAL SCIENTISTS TO CHANGE THE PARADIGM FOR MESSAGES OF BEING FEAR-BASED TO MORE MESSAGES OF EMPOWERMENT. BUT ALSO WE HAD TO MEET PEOPLE WHERE THEY WERE AT. SO IF SOMEBODY COULDN'T MISS WORK WHILE THEY HAD TO WAIT 14 DAYS TO QUARANTINE OR WAIT FOR A [01:00:01] TEST, WHEN YOUR FAMILY SAFE, IF SOMEBODY CAN'T ISOLATE IT BECAUSE THEY LIVE IN A MULTI-GENERATIONAL HOUSEHOLD, HERE'S WHAT YOU CAN DO TO KEEP YOU AND YOUR FAMILY MEMBER SAFE. WE FOUND THIS TO BE INCREDIBLY POWERFUL WITH THE PEOPLE THAT WE SERVE AND SO MOVING, AND AS THE DISASTER REVOLVED, WE, WE HAD A GREAT PARTNERSHIP WITH AUSTIN, PUBLIC HEALTH AND ALL OF THEIR PUBLIC FACING CAMPAIGNS. BUT MOVING ON IN, IN THE NEXT DISASTERS, LET'S WORK TOGETHER FROM THE START AND ALWAYS HAVE A UNIFIED MESSAGE. AND THEN FINALLY, THIS IS TO POINT ABOUT POST THAT POST DISASTER HEALING. UM, THIS IS HAPPENING. WE ARE IN THE RE-ENTRY THE RECOVERY PHASE, AND I AM CONCERNED THAT WE'RE GETTING TOO FAR DOWN THE ROAD AND WE HAVE NOT ADDRESSED THE TRAUMA THAT WE'VE ALL BEEN THROUGH, WHICH IS EXACTLY WHAT RAUL WAS TALKING ABOUT BEFORE. UM, THIS IS NOT MY MAT, MY, UM, MATTER OF SUBJECT EXPERTISE. SO EXCUSE ME, I HAVE TO LIKE REWORD FOR WORD FROM SOME OF THESE NOTES, BECAUSE I THINK THEY'RE SO POWERFUL, BUT WHAT WE'RE CALLING, WHAT OUR COMMITTEE IS CALLING FOR IS TO DEVELOP AND IMPLEMENT A TRAUMA INFORMED COMMUNITY-WIDE PLAN THAT CALLS FOR RE-ENTRY AND, AND RECOVER BASED ON HEALING. WE NEED A STRENGTHS-BASED SERVICE DELIVERY APPROACH. THAT'S GROUNDED IN AN UNDERSTANDING OF, AND A RESPONSIVENESS TO THE IMPACT OF TRAUMA. AND IT CREATES AN OPPORTUNITY FOR SURVIVORS TO REBUILD A SENSE OF CONTROL AND EMPOWERMENT. AND THEN MY LAST POINT I'D LIKE TO MAKE IS THAT THROUGHOUT THIS CRISIS, WE KNOW THAT DOMESTIC VIOLENCE HAS BEEN ON THE RISE AND UNPRECEDENTED LEVELS. WE HEARD THAT FROM OUR INTERVIEWS, OUR EXTENSIVE INTERVIEWS WITH THE COMMUNITY HEALTH WORKERS, WHO'VE BEEN ON THE GROUND. AND THEN I KNOW RAUL HAS SEEN THIS, THE DATA THAT CAN HAS ANALYZED AND PRODUCED. AND SO WHAT WE WOULD LIKE TO SEE IS WE NEED TO PROMOTE A MULTIDISCIPLINARY COLLABORATION TO NUMBER ONE, ASSESS THE WIDE INSPECT IMPACT OF THE TRAUMA FROM DOMESTIC VIOLENCE. WE NEED TO MAKE SURE THAT WE ALL RECOGNIZE THE SIGNS AND SYMPTOMS OF TRAUMA FROM DOMESTIC VIOLENCE IN THE CLIENTS, THE FAMILY STAFF, AND OTHER COMMUNITY MEMBERS THAT WE SERVE. WE NEED TO COLLECTIVELY RESPOND TO AND SUPPORT THE COMMUNITY, USING A TRAUMA INFORMED APPROACH AND INFORM THE DEVELOPMENT OF TRAUMA, INFORMED POLICIES, PROCEDURES, AND PRACTICES. SO AS PART OF THIS WORK, WE HAVE TO CONTINUE TO MONITOR THE HOTLINES FOR TRENDS, FOR TRENDS IN DOMESTIC VIOLENCE, AND TO DETERMINE WHERE WE NEED TO PRIORITIZE OUR SUPPORT AND OUR RESOURCES, BUT ULTIMATELY WHAT WE NEED IS A COUNTY-WIDE PLAN TO ADDRESS DOMESTIC VIOLENCE. UM, AND THAT'S IT. SO FOR THE CENTRAL HEALTH EQUITY POLICY COUNCIL, WHAT OUR NEXT STEPS ARE, IS WE'RE GOING TO CONTINUE TO MEET WITH ORGANIZATIONS LIKE THE CAN, BUT OTHER GRASSROOTS COMMUNITY COALITIONS. WE ARE ALSO ON THE DOCKET FOR MANY OF THE CITY OF AUSTIN COMMISSIONS TO PRESENT THESE FINDINGS, HOPEFULLY GET VALIDATION, OR AT LEAST TO ENSURE WE'RE ON THE RIGHT TRACK WITH WHERE WE'RE GOING HERE. UM, ONCE WE'VE DONE THAT, WE WANT TO MEET WITH THE EOC. WE'VE ALREADY HELD A PRIVATE TOUR WITH THE EOC WHERE WE WENT OVER A LOT OF THIS INFORMATION, BUT, UH, WANT TO GIVE THEM, YOU KNOW, MEET WITH THEM AGAIN, ANYTHING WE DO WITH THE EOC, ANYTHING THAT WE ULTIMATELY SUBMIT TO CITY COUNCIL OR THE COUNTY COMMISSIONER'S COURT, WE WANT TO MAKE SURE THAT EVERYBODY UNDERSTANDS THIS IS IN THE SPIRIT OF COLLABORATION AND PARTNERSHIP. WE WANT TO HELP IMPROVE DISASTER PLANNING RESPONSE, AND WE WANT TO WORK TOGETHER WITH THEM. UM, AFTER WE SUBMIT OUR RECOMMENDATIONS TO CITY COUNCIL AND THE COMMISSIONERS COURT, WE WANT TO HAVE FOLLOW-UP MEETINGS WITH ELECTED OFFICIALS. SO I KNOW SOME, SOME ELECTIVES ARE ON THE CALL TODAY. SO HOPE TO HAVE A MEETING WITH YOU AND THEN YOUR NEAR FUTURE. UM, BUT ULTIMATELY WHAT WE HAVE DONE HERE IS WE'VE CREATED A ROADMAP. IF IT'S DONE WELL, GETTING COMMUNITY FEEDBACK AND PARTICIPATION IN DISASTER PLANNING AND RESPONSE, THAT'S HARD WORK. AND SO THIS COULD TAKE, THIS IS A ROADMAP THAT COULD TAKE MAYBE LIKE FIVE, 10 YEARS, BUT WE NEED TO PRIORITIZE SOME IMMEDIATE ACTIONS. SO SPECIFICALLY WE NEED TO PRIORITIZE THAT PLAN FOR RE-ENTRY AND RECOVER RECOVERY, USING A TRAUMA INFORMED APPROACH. AND SECOND, WE NEED TO RECOVER. WE NEED TO PRIORITIZE THE EVALUATION AFTER ACTION REPORTS WITH THE ERC, MAKING SURE THAT THE AFTER ACTION REPORTS CENTER ON EQUITY AND ASKING THOSE QUESTIONS ABOUT, DID WE SOLVE FOR THOSE MOST VULNERABLE? AND THEN FINALLY WE WANT TO WORK TOGETHER WITH THE EOC AND THE CITY OF AUSTIN AND TRAVIS COUNTY TO RECOGNIZE ALL THE GOOD STEPS THAT WERE TAKEN, UM, AS A RESULT OF IMPLEMENTING THESE RECOMMENDATIONS. BUT I THINK FOR FIRST STUDENTS, YOU KNOW, I THINK OUR HEALTH AND COUNSELING CENTER AND OUR DEAN OF STUDENTS OFFICES HAVE TYPICALLY BEEN THE FUNNEL OF WHICH ALL MENTAL HEALTH NEEDS HAVE BEEN DIRECTED AND REALLY STARTING TO THINK, YOU KNOW, WE WERE ALREADY ON A, A JOURNEY FOR A WELLNESS AND HOLISTIC WELLNESS FOR STUDENTS AND, UM, THEN EVENTUALLY EMPLOYEES AS WELL, BUT REALLY SAYING, YOU KNOW, THAT ALL, ALL PARTIES WHO TOUCH STUDENTS ARE IN PART, UM, PART OF MENTAL HEALTH AND SUPPORTING, UM, OUR STUDENTS AND KNOWING THERE'S JUST SORT OF A WHOLE SPECTRUM OF NEEDS. SO KIND OF TO BUILD UP MORE SUPPORT SERVICES, OF COURSE, LIKE EVERYONE VIRTUAL, UM, BUT THEN ALSO TRYING TO STILL OFFER SOME THINGS IN PERSON, JUST BECAUSE, YOU KNOW, WE HAVE STUDENTS WHO ARE LIVING, WHO'VE BEEN LIVING ON CAMPUS THE WHOLE YEAR, EVEN THOUGH THEY'RE 90% ONLINE WITH COURSES. UM, AND, YOU KNOW, AND I THINK JUST TRYING TO PROVIDE AS MANY WRAPAROUND SERVICES AS POSSIBLE. UM, CAUSE THEN WE ALSO HAVE, YOU KNOW, WE HAVE STUDENTS WHO ARE, UM, YOU KNOW, IN OTHER COMMUNITIES OR TRYING TO WORK THROUGH BANDWIDTH, YOU KNOW, CONNECTIVITY ISSUES AND JUST SOME BASIC BASIC NEEDS. UM, I THINK ON THE EMPLOYEE SIDE HAS BEEN ALSO A CHALLENGE AS YOU KNOW, WE'VE HAD WAVES OF RETURNING TO CAMPUS. UM, THAT WAS AUGUST WAS THE FIRST WAVE. SO PEOPLE WHO WERE THERE ON CAMPUS TO BE SUPPORTIVE OF STUDENTS CAME BACK AND IN AUGUST, AND NOW WE'RE GETTING READY FOR OUR NEXT WAVE OF PEOPLE COMING BACK RETURNING AHEAD OF A MORE NORMAL, YOU KNOW, NOT QUITE PRE PANDEMIC NORMAL, BUT THE MOST NORMAL WE'VE SEEN SEMESTER STARTING IN THE FALL WHERE, YOU KNOW, IT IT'LL BE ON CAMPUS IN PERSON. AND OUR WAVE OF EMPLOYEES IS THE FIRST TO REALLY BECOME COMEBACK. SO WELCOMING ABOUT 300 PEOPLE BACK TO CAMPUS. UM, BUT INTEGRATING INTO THAT SORT OF HERE ARE, HERE'S THE PROCESS YOU NEED TO FOLLOW ACKNOWLEDGING, LIKE THIS IS A SHIFT AND ACKNOWLEDGING, YOU KNOW, WITHOUT NECESSARILY CALLING IT OUT, BUT YOU KNOW, THE MENTAL HEALTH NEEDS AND THE ADJUSTMENTS THAT EMPLOYEES ARE MAKING OF LIKE, OH, I'VE BEEN AT HOME FOR A YEAR AND A HALF, AND NOW YOU WANT ME TO COME BACK TO CAMPUS AND TRYING TO ACKNOWLEDGE THE HUMAN SO MANY HUMAN PIECES. AND WE'VE TALKED ABOUT LIKE PUTTING ON REAL PANTS AND GETTING, YOU KNOW, EATING BREAKFAST IN MAKING YOUR LUNCH AND DRIVING IT. YOU KNOW, THERE'S JUST A WHOLE HOST OF THINGS THAT ARE SUPER BASIC, BUT A BIG HURDLE AND, YOU KNOW, GETTING ON I 35, NOBODY WANTS TO, YOU KNOW, THAT IMPACTS MENTAL HEALTH HUGELY. UM, AND, AND, AND THEN, UH, YOU KNOW, ON TOP OF RECOVERING FROM A PANDEMIC AND, YOU KNOW, I MEAN, RECOVERING EVEN SEEMS LIKE WE WERE TALKING ABOUT KIND OF SEEMS LIKE A STRONG WORD, BUT I THINK THAT THAT'S BEEN A KEY PIECE OF TRYING TO SAY, AS WE RETURN TO CAMPUS, LIKE, AND SUPPORTING FAC, YOU KNOW, SUPPORTING SUPERVISORS BECAUSE IT'S NOT NECESSARILY GOING TO BE A VP THAT WILL CALL, YOU KNOW, THAT CAN PROVIDE SOME DIRECTION AND CALM, BUT IF YOUR SUPERVISOR UNDERSTAND WHERE YOU'RE COMING FROM AND HAVING CHILDCARE ADJUSTMENTS, BECAUSE SUMMER'S STILL NOT, YOU KNOW, THE CHILDCARE SITUATION FOR SUMMER [01:30:01] IS NOT BACK TO NORMAL. AND, UM, THEN THE PERENNIAL QUESTION, WHICH IS HOW DO WE WORK TOGETHER BETTER AS CAN ENTITIES TO, UM, ADDRESS, UH, OUR NEEDS AT EACH OF OUR INSTITUTIONS. SO I JUST, I WANTED TO THROW EVERYTHING OUT THERE IN CASE ANY OF THAT RESONATED WITH FOLKS, I'LL OFFER A FEW THINGS THAT WE'VE DONE AT INTEGRAL CARE. ONE OF THE THINGS THAT WE FOUND SOME, UH, EARLY DAYS AND WEEKS IN IS WHERE WE FELT LIKE WE WERE MORE ONE ORGANIZATIONAL CULTURE. WE WERE BEING BROKEN INTO THOSE THAT HAD ADMINISTRATIVE JOBS AND COULD WORK FROM HOME, UH, ALREADY MENTIONED CHILDCARE ISSUES AND, UH, YOU KNOW, FAMILY SUPPORT, UH, ARRANGEMENTS. SO ONE THING THAT WE HAVE DONE, I THINK FAITHFULLY THAT'S BEEN WELL-RECEIVED IS TO PUT OUT AN ALL STAFF COMMUNICATION EVERY WEDNESDAY MORNING AT EIGHT O'CLOCK. AND SO WHAT THAT OFFERS IS THE LATEST SCIENCE, YOU KNOW, WHAT DOES CDC OR AUSTIN PUBLIC HEALTH, UM, SAY WHERE WE'RE AT WITH THE PANDEMIC, UH, WHERE WE'RE AT WITH OUR OWN ORGANIZATION'S RESPONSE, BUT THEN ALSO TRY TO OFFER VERY PRACTICAL KINDS OF SUPPORTS AND, AND, UM, UH, OPPORTUNITIES FOR STAFF TO VOLUNTARILY JOIN. AND SO WHAT'S FUN OR SUPPORTIVE OR INTERESTING TO ONE GROUP OF STAFF ISN'T NECESSARILY TO OTHERS. AND MAYBE AGAIN, THAT'S MORE OF A ONE-ON-ONE THING, BUT, UM, BUT KIND OF TIES INTO KIND OF A BROADER THEME THAT WE HAD WAS ABOUT MODELING, RIGHT. IS AS A LEADER OR AS A MANAGER, RIGHT. OR A, UH, OFFICIAL AT SOME KIND OF HOW DO YOU MODEL, UM, HOW WE, YOU KNOW, HOW WE WANT OUR STAFF TO BEHAVE, RIGHT. OUR, OUR MANAGERS, OUR, UM, OUR, OUR EMPLOYEES. UM, AND, UM, SO I DO THINK THAT THAT'S SOMETHING THAT, YOU KNOW, AGAIN, YOU KNOW, IF THERE WAS A, WELL, HOW COULD I BE A [01:45:01] GOOD MODEL, RIGHT. FOR MY, FOR MY TWO EMPLOYEES THAT THAT HAPPENED TO BE ON THE COLORED. UH, BUT, UM, AND AGAIN, A LOT OF IT HAS JUST BEEN ABOUT SHARING. YOU KNOW, WE TALKED ABOUT SHARING AND BEING REAL AND JUST, YOU KNOW, TALKING ABOUT HOW YOU ADDRESS YOUR OWN CHALLENGES THAT YOU'RE HAVING. RIGHT. YOU KNOW, JUST THE FACT THAT YOU HAVE THEM RIGHT. ADMITTING THAT, AND THEN JUST, UM, EXPLAINING EVEN HOW YOU GO ABOUT ADDRESSING THE DIFFICULTIES, UM, THAT YOU'VE GONE THROUGH. AND I'VE HAD TO MANAGE AS AN, AS AN INDIVIDUAL, AS A PERSON. RIGHT. AND, UH, THE FACT THAT WE ACKNOWLEDGE THAT OTHERS ARE GOING TO NEED TIME TO PROCESS THINGS AS WELL IN THEIR OWN WAY. AND, UM, BUT, UH, THE LAST THING IS JUST, IS THAT THE TIME OF RIGHT. YOU KNOW, MAKING, YOU KNOW, KIND OF SOMEHOW COMMUNICATING THAT FOLKS NEED TO TAKE TIME OFF, UM, FOR THE HEALING. RIGHT. AND, UM, UM, AND SO I THINK THAT THAT'S ONE OF THE THINGS WHERE IT'S LIKE, AND IF, YOU KNOW, YOUR EMPLOYEES ARE TAKING TIME OFF, THEY'LL BE SET UP IN PROJECTS, YOU KNOW, FOR THEM TO WORK ON. RIGHT. UH, WHILE THEY'RE SUPPOSEDLY RIGHT IN THE, IN THAT HEALING SPACE. AND I'M REALLY BAD ABOUT THAT. UM, BUT, UH, BUT AGAIN, JUST KIND OF BEING RESPECTFUL RIGHT. ABOUT, UH, IF, YOU KNOW, YOU KNOW, YOUR STAFF IS, IS, UM, NEEDING TIME, RIGHT. THEN LET'S BE RESPECTFUL OF THAT AND JUST CONSIDER IT, UH, OF THE NEEDS OF THE INDIVIDUALS YOU WORK WITH. AND I THINK THEY CAPTURED MOST OF IT, BUT DEFINITELY DANNER, SHERRY, IF YOU WANT TO SHARE ANYTHING ADDITIONAL, THAT THAT'D BE GREAT. RIGHT. BECAUSE I THINK NOAH WAS IN OUR GROUP TOO, BUT SHE SAID SHE HAD TO GO, THANK YOU. I THINK THAT'S REALLY, YEAH. IMPORTANT. UM, I'M GOING TO ASK IF ANYBODY ON OUR TEAM WANTS TO, TO SPEAK OUT ABOUT WHAT WE TALKED ABOUT. I CAN, I CAN START US TALKING AND THEN I THINK I WOULD INVITE MY TEAM MEMBERS TO ADD FLAVOR AND COLOR. UM, SO, UM, LAST ANSWER WAS ST EDWARDS. UM, AND WE HAD, UM, CAT MECHO INTERVAL CARE AND THEN COUNCIL MEMBER FUND TESTIS OFFICE, UM, IN THE MEDIA AS WELL. AND I THINK, YOU KNOW, WE ECHO A LOT OF THE CONVERSATIONS, UM, THAT WERE BEING HAD. AND I THINK WE ALSO TALKED ABOUT, UM, SOME OF THE INTEGRATION AND ACKNOWLEDGEMENT OF MENTAL HEALTH AND EMOTIONAL PROCESSING IN COMMUNICATIONS, AND ALSO KNOWING THAT PARTICULARLY BETWEEN INTEGRAL CARE AND CAT, METRO AND ST. EDWARD'S, WE HAVE LOTS OF DIFFERENT POPULATIONS OF PEOPLE WHO OUR ORGANIZATION REPRESENTS, UM, AND TOUCHES, AND THEY ALL HAVE DIFFERENT NEEDS AND DIFFERENT REQUIREMENTS, UM, AND ADDRESSING THOSE NEEDS. UM, AND SOMETHING I SHARED FROM ST EDWARD'S IS WE'RE STARTING OUR SECOND WAVE OF RETURNING TO CAMPUS, JUST REALLY ACKNOWLEDGING A LOT OF THE EMOTIONAL PIECES, UM, THAT EMPLOYEES ARE WORKING THROUGH. AND JUST THE REALITIES. I MEAN, I'VE TALKED THROUGH, LIKE PEOPLE ARE HAVING TO HAVE A COMMUTE AND PACK THEIR LUNCH AND WEAR REAL PANTS, AND THAT'S A LOT, YOU KNOW, W ON TOP OF EVERYTHING ELSE. SO, AND THEN WE DID TALK ABOUT CHILDCARE AS WELL, ESPECIALLY AS WE GO INTO THE SUMMER THAT, YOU KNOW, CAMPS AND CHILDCARE OF NET 2019 IS STILL NOT, IT'S MORE THAN 2020, BUT IT'S STILL NOT WHERE MANY PARENTS AND FAMILIES NEED, UM, FOR IT TO BE AT. AND, YOU KNOW, THERE'S STILL QUITE A FEW WORKERS THAT HAVE TO FIRST TAKE CARE OF THEIR FAMILY AND THEN, AND THEN BE ABLE TO SHOW UP AND, AND, AND DO THEIR JOB TOO. SO, UM, WE TALKED THROUGH SOME OF THOSE PIECES, UM, AND KNOWING KIND OF THAT IT'S ALL A MOVING TARGET. SO WOULD INVITE ANYONE ELSE TO ADD FLAVOR TO WHAT WE TALKED ABOUT? YEAH, THAT WAS GREAT. LIZ, I THINK THAT WE ALL SORT OF, AND JOANNE WAS TALKING ABOUT HER, HER DRIVERS AND HOW COMMITTED THEY ARE, AND AS ESSENTIAL WORKERS, I THINK THAT WE ALL SORT OF RECOGNIZED, UM, THE WHOLE HUMAN THIS YEAR AS WELL. SO, UM, I APPRECIATE IT ALSO DAVID'S, UM, DAVID EVANS IS, UM, INPUT ABOUT, UH, THE NEED FOR FLEXIBILITY AT THIS TIME AND THE WAY THAT ALL OF OUR ORGANIZATIONS INTERPRET WHAT FLEXIBILITY MEANS, UM, IN TERMS OF GOING TO A TELEHEALTH APPOINTMENT OR, UM, OR, UH, YOU KNOW, AS WE INTEGRATE THOSE STUDENTS THAT COME IN OR ONBOARD NEW STAFF, YOU KNOW, WHAT, WHAT THAT MEANS TO FOLKS AS WELL. IN SOME WAY, UH, WITH THE REST OF THE PARTNERS AND OF COURSE CREATING TOOLS AND NOT OPPORTUNITIES, RIGHT. THAT THAT FOLKS CAN USE, YOU KNOW, DIFFERENT MODELS, RIGHT. FOR ENGAGING WITH YOUR TEAMS, UM, TO HELP ADDRESS THIS PARTICULAR NEED. UM, AND I THINK, AGAIN, THE WORK WE'RE DOING AROUND THE NONPROFIT SECTOR, UM, IS GONNA, I THINK BE VERY USEFUL RIGHT. IN TERMS OF IDENTIFYING SOME TOOLS AND, UM, AND EVEN JUST CREATING SOMETHING AROUND THE INTEGRAL CARE, NAMI TOOLKIT, RIGHT. AND JUST HOW ORGANIZATIONS CAN USE THAT WITH THEIR STAFF, JUST TO LET THEM KNOW WHAT'S AVAILABLE AND LET THEM KNOW HOW TO USE IT AGAIN, YOU DON'T NEED TO BE A LICENSED PROFESSIONAL, RIGHT. JUST TO KIND OF SHARE ABOUT IMPORTANT RESOURCES. SO CAN WE WORK WITH INTEGRAL CARE IN NAMI JUST TO CONNECT, PUT TOGETHER A REAL SOMETHING THAT OUR OWN STAFF THAT CAN BE TRAINED, YOU KNOW, TO DELIVER, UM, OR TO FACILITATE, UM, AROUND THE RESOURCES THAT ARE AVAILABLE? IT'S GOING TO BE LIKE A, YOU KNOW, 12 TO 18 MONTH PROCESS OF TRANSITION AND RECOVERY FOR MENTAL WELLNESS. UH, AND OBVIOUSLY HE'S TALKING ABOUT FROM THE, FROM THE STANDPOINT OF, YOU KNOW, HIGHER ED, BUT THAT'S, YOU KNOW, EDUCATION IN GENERAL. I MEAN, IT'S, UH, ANY, ANY ANYBODY THAT HAS A ROLE TO PLAY AT A SCHOOL, WHETHER YOU'RE A STUDENT OR A PARENT OF A STUDENT OR A TEACHER OR AN ADMINISTRATOR? UM, I THINK, UM, YOU KNOW, I THINK THAT'S THE OTHER THING IS, YOU KNOW, WHAT CAN WE DO NOW THAT, UH, HOPEFULLY, UH, FACILITATES, UH, UM, YOU KNOW, SOME HEALING RIGHT FOR THE NEXT, YOU KNOW, 18 MONTHS. RIGHT. SO, UH, I DO THINK THAT'S AN IMPORTANT THING TO THINK IS CREATING TOOLS THAT WILL BE THERE, YOU KNOW, UM, GOING FORWARD AND NOT JUST, YOU KNOW, IN A ONE-TIME SORT OF FASHION, HOPEFULLY I SHARED THAT ARE REPRESENTED THAT WELL AT CHRISSY, YOU DID A GREAT JOB.
