AND THERE COULD BE SOME FACILITIES IMPROVEMENTS, TRANSIT RELATED NEEDS AT THAT SITE. SO WOULDN'T, WE GIVE PREFERENCE AND FIRST DIBS ON, I MEAN, 200,000, YOU KNOW, IT'S NOT, WELL WE, YEAH, SO, AND IDEALLY IN OUR WORLD, WE DON'T WANT TO EVER TARGET REVENUE SOURCE BECAUSE IT ALL GOES INTO OUR STATE OF GOOD REPAIR PROGRAM. SO WE DON'T HAVE A SOURCE THAT GOES TO A STATION TO A SPECIFIC BOSS DISTRIBUTE ROAD IT'S DONE IN A SYSTEMIZED WAY FROM A TRANSIT ASSET MANAGEMENT POINT OF VIEW AND STATE OF GOOD REPAIR. SO, SO IT GIVES THAT FLEXIBILITY TO THE, YOU KNOW, WHEN THE ACTUAL NEEDS ARISE. SO GENERALLY SPEAKING, THIS STATION IS GOING TO BE IN GREAT, UH, IN A GREAT STATE OF REPAIR FOR DECADES. SO I JUST, I WANNA MAKE THE POINT FOR OUR RECORD, HOW WE GOT THAT MONEY, WHAT THE CIRCUMSTANCES WERE SURROUNDING IT, HOW THE CITY COUNCIL VOTED FOR THAT, WITH THE IDEA THAT THAT MONEY WAS GOING TO HELP WITH THE BUILDING OF THE MCCALLA STATION. UH, THERE'S BEEN A TREMENDOUS SUCCESS IN PARTICIPATION. THESE ARE THE LAST THREE EVENTS THAT WE'VE GONE AHEAD AND GOING THROUGH, UH, IN TERMS OF TWO EVENTS THAT WE'VE GONE THROUGH. UH, AND THEN AS WE GO AHEAD AND GET INTO JULY, THAT'S WHEN WE'LL GO AHEAD AND TAKE THE FULL 15% DESIGNS AND GO BACK OUT TO THE PUBLIC, UH, FOCUS ON THE OVERVIEW OF THE BLUE LINE. UH, AS I SAID, IT WILL RUN IN FROM THE AIRPORT, UH, PRINCIPALLY ALONG RIVERSIDE, UH, AND THEN MAKE A TURN BASICALLY AT THE STATESMAN SITE OVER THE LAKE, AND THEN UP TRINITY AND ACROSS, UH, FOURTH STREET TO REPUBLIC SQUARE. SO LET ME FOCUS A LITTLE BIT DEEPER ON EACH PORTION OF IT. AND WITH THAT, GO THROUGH WHAT WE'RE GOING TO WIND UP, HAVING REALLY, AS THOSE FEATURES WITHIN THE GUIDEWAY, LET ME START FROM THE CENTER. UH, THIS IS A SECTION WHERE WE WILL HAVE BOTH TRACKS IN THE CENTER. UH, IT SHOWS A PICTORIAL HERE OF A TRAIN AND IT'S A SINGLE PLATFORM STATION. THIS GIVES THE ABILITY TO GO AHEAD AND HAVE A LEFT-HAND TURN LANE. ON THE OTHER SIDE, IT ALSO GIVES THE OTHER FEATURES THAT WILL BE BACK BEHIND THE CURB, IF YOU WILL, UH, TREES, BIKE PATHS, SIDEWALKS, AND ALL THOSE OTHER FEATURES THAT WILL GO IN AS WE GO AHEAD AND WORK THROUGH BOTH THE BLUE LINE, UH, AND ALSO THE ORANGE LINE. OKAY. LOOKING AT WHAT THE STATION SPACING IS. UH, TYPICALLY WHAT YOU'RE LOOKING AT IS SOMETHING THAT IS BETWEEN A HALF AND ONE MILE APART, UH, WITH A HALF MILE BEING ABOUT A 10 MINUTE WALK. SO THAT'S HOW YOU START TO GO AHEAD AND LOOK AT WHAT THOSE POTENTIAL AREAS ARE FOR A STATION. BUT ONE OF THE CONSIDERATIONS THAT YOU WIND UP HAVING TO LOOK AT FOR THOSE STATION LOCATIONS IS YOU BASICALLY HAVE TO PUT THE STATION ON ALMOST FLAT GROUND. UH, YOU'RE NOT GOING TO PUT A STATION ON A HILL. UH, IT DOESN'T WORK IN TERMS OF WHAT YOU NEED TO COMPLY WITH ADA, UH, AND ALSO THE OPERATIONAL CHARACTERISTICS. THE SECOND THING IS THERE IS A CURVE, UH, IT'S A 400 FOOT LONG STATION THAT BASICALLY HAS TO BE STRAIGHT. SO THOSE TWO THINGS START TO DETERMINE A LOT OF THE AREAS THAT WE'RE GOING TO BE ABLE TO GO AHEAD AND COME UP WITH FINITE LOCATIONS FOR STATIONS. IF I FOCUS A USING BASICALLY GOOGLE MAPS AS A REFERENCE POINT, UH, THE AIRPORT, UH, IS AT THE LOWER, RIGHT. UH, AND WE THEN COME OUT OF THE AIRPORT, UH, AND AROUND THE EDGE OF THE AIRPORT, UH, OUT IN THE CROSS ONE 83 TO THE METRO CENTER STATION. UH, AND THEN UP AND ACROSS 71. AND I'LL GO THROUGH THESE IN THE NEXT COUPLE OF SLIDES IN DETAIL, STARTING [01:15:01] FROM THE AIRPORT. UH, THIS WILL GO IN RIGHT IN FRONT OF THE TERMINAL. UH, IT COMES OUT ARIEL, UH, AND THEN GOES AND ROUND IN LOOPS AROUND THE EDGE OF THE AIRPORT. UH, AND THEN GOES OVER ONE 83 TO WHERE THE LOCATION OF THE METRO CENTER STATION WILL BE THIS YEAR. IT GIVES YOU A LITTLE MORE DETAIL ON THAT ALIGNMENT. IT SHOWS YOU THAT THE AREAS THAT ARE IN RED ARE REALLY THE AERIAL STATIONS, UH, AND THEN WHEN IT COMES DOWN TO GRADE, UH, THE COLOR FADES OUT AND IT'S WHERE YOU REALLY ARE ON THE OTHER SIDE OF ONE 83, OKAY. AT THE AIRPORT ITSELF, UH, IT WOULD BE A CENTER PLATFORM STATION, UM, GOING IN BETWEEN TWO OF THE GARAGES DIRECTLY TO THE TERMINAL. A VERY GOOD CONNECTION POINT. WHEN YOU START TO LOOK AT WHAT THAT SERVICE WILL BE, UH, FOR THE CUSTOMERS GETTING INTO THE AIRPORT, THIS IS A PICTORIAL OF WHAT IT COULD LOOK LIKE, UH, WITH THE CONCEPT OF GOING AHEAD AND MAKING THAT ENTRANCE. IF YOU WILL, BETWEEN THE TWO PARKING GARAGES, WE HAVE COORDINATE THIS WITH THE CITY, UH, AND THE AIRPORT TO GO AHEAD AND LOOK AT HOW THEY WOULD BE RECONFIGURING, UH, THE TERMINAL IN THE FUTURE. UH, THIS IS ONE THAT IS BASICALLY JUST OFF OF ONE 83, UH, IT'S IN AN AREA WHERE THERE ARE OFFICES TO THE SOUTH, THE WAREHOUSE TO THE NORTH, UH, AND THEN ALSO AN RV PARK. UH, SO THIS IS ONE OF THE OPTIONS OF WHERE WE COULD GO AHEAD AND LOCATE THE STATION. THE SECOND OPTION IS JUST SOUTH OF 71. UH, IT IS BORDERED ON ONE SIDE, UM, BY A MOTEL AND THE OTHER SIDE BY STARBUCKS. UH, AND AS WE LOOK THERE, YOU'VE GOT MOTEL SIX THAT IS RIGHT ALONG THE FRONTAGE ROAD. AND THERE'S A SERIES OF DEVELOPMENTS THAT ARE IN PROCESS ON THE SOUTH SIDE, UH, THAT ONE'S LABELED WITH DEVELOPMENT AND PROGRESS. AND THERE'S ALSO ANOTHER ONE THAT BORDERS RIGHT ON THE FRONT EDGE ROAD THAT WILL BE COMING UP SHORTLY FROM THAT POINT IN TIME FROM 71, UH, AROUND THE PLEASANT VALLEY, UH, WE HAVE THREE MORE STATIONS AND AS WE START TO LOOK THERE AND PUT IT INTO CONTEXT, AND AGAIN, BACK TO THE AERIAL PHOTO, UH, IT WILL BE THE MONTOPOLIS STATION, UH, IN FAR PHARAOH STATION AND THEN ULTIMATELY INTO WHAT WILL BE AT PLEASANT VALLEY, UH, ANOTHER MAJOR STATION THAT WILL BE THERE, UH, THAT REALLY IS AN INTERSECTION WITH A PLEASANT VALLEY METRO WRAP IN LINE. UH, AND AGAIN, DEVELOPMENTS GOING ON ON THE NORTH SIDE, UNDER CONSTRUCTION RIGHT NOW. UH, AND THEN THE EXISTING APARTMENTS ON THE SOUTH SIDE THAT, UH, I BELIEVE HAVE BEEN BUILT IN THE LAST YEAR A FEW YEARS. IT THERE'S THREE DIFFERENT TYPES OF STATIONS THAT WE WIND UP UTILIZING. UH, THIS IS AN EXAMPLE OF A CENTER PLATFORM STATION. UH, IN THIS CASE, WHAT IT GIVES YOU IS IT GIVES YOU MAXIMUM WIDTH. IT GIVES YOU MAXIMUM CAPACITY, UH, AND FLEXIBILITY, UH, TO BE ABLE TO HAVE ALL OF THE CUSTOMERS ON THAT ONE PLATFORM THAT IS A LITTLE BIT WIDER. UH, SO IT'S GOING TO CONTINUE TO DEVELOP ALL THE WAY ALONG CORRIDOR PLEASANT VALLEY IS ONE THAT WE'RE GOING TO TAKE A CONSIDERABLE AMOUNT OF LOOK AT IT. UH, IT'S SOMETHING THAT PETER WILL GO AHEAD AND CONDUCT SOME DESIGN CHARRETTES. IT'S A VERY LARGE AREA. THAT'S, THEY'RE SEPARATED, UH, BETWEEN THE EAST AND WEST DIRECTION LANES. THERE'S ALSO A LARGE, UH, DIFFERENTIAL, UH, IN THE GRADE FROM ONE SIDE TO THE OTHER. SO THIS CAN BE SOMETHING, IT CAN BE A VERY SPECIAL STATION, UH, AND GET A GOOD INTERFACE AND JUNCTION WITH WHAT WILL BE THE METRO WRAP IN LINE. SO THIS IS ONE WE'LL BE GOING INTO A TREMENDOUS AMOUNT OF DETAIL AS WE GO FORWARD. UH, THE AREA THAT IS GOODWILL AND OTHER RETAIL, UH, IS AN AREA THAT ALSO IS GOING TO BE SUBJECT TO REDEVELOPMENT AS IS THE PORTION ON THE SOUTHWEST COAST. IF YOU GO, GO AHEAD AND GO FROM PLEASANT VALLEY, UH, OVER TO LADY BIRD LAKE. UH, THERE ARE ALSO A SERIES OF STATIONS IN THIS LOCATION. SO TO KIND OF GIVE YOU THAT AERIAL VIEW, YOU CAN SEE THE PLEASANT VALLEY STATION REALLY AT THE BOTTOM. THE NEXT STATION, AS YOU CONTINUE TO THE WEST GETS YOU TO, UH, THE LAKE SHORE STATION. UH, THIS IS ONE THAT IS A SIDE PLATFORM STATION. UH, AGAIN, IT IS RIGHT NEXT TO WHERE THE SEVEN 11 IS TUCKING UP TO THE INTERSECTION. UH, SO IT GIVES YOU THAT GOOD ACCESS TO THE STATION. THIS IS WHAT OCCURS WHEN YOU'VE GOT THAT SIDE PLATFORM STATION. UH, IN THIS CASE, IT GIVES YOU THE NARROWER RIGHTAWAY, UH, SO THAT YOU'VE GOT THE TRACKS IN THE CENTER. THEY'RE NOT GOING AROUND THE EDGES OF THE PLATFORM. UH, SO IT GIVES YOU A DIFFERENT TYPE OF STATION THAT GIVES YOU A DIFFERENT WAY OF LOOKING AT HOW THE TRACK ALIGNMENT IS IN HOW YOU THROUGH THE AREA, CONTINUING EAST, UH, ON RIVERSIDE, UH, WE GO ACROSS FROM A LAKE SHORE STATION, UH, ON RIVERVIEW UNTIL WE GET TO . AND AS WE CROSS , THAT WILL BE THE NEXT STATION, WHICH WILL BE TRAVIS HEIGHTS. UH, THIS ALSO WILL BE A CENTER PLATFORM STATION. AND OVER THE LAST COUPLE OF YEARS, SEVERAL YEARS, WE'VE BEEN NOTICING THAT THERE'S A NEED FOR US TO TAKE ANOTHER LOOK AT WHAT THE WORDS ARE THAT WE USE, THE COLORS THAT WE HAVE, OUR LOGOS, OUR STYLE GUIDE, ALL THOSE THINGS TO SEE DOES THE BRAND THAT WE HAVE TODAY REFLECT WHO WE ARE TODAY AND WHERE WE'RE GOING TOMORROW. SO THAT'S REALLY THE GENERAL TOPIC THAT WE'RE GOING TO LOOK AT FOR THIS PRESENTATION. SO INSIDE OF THIS PRESENTATION, WE'RE GOING TO LOOK AT THE CAPITAL METRO BRAND JOURNEY. WE'LL ALSO LOOK AT THE DIFFERENCE BETWEEN A BRAND REFRESH AND A BRAND REBRANDING AND THE DIFFERENCES BETWEEN THOSE TWO, SOME TIMING CONSIDERATIONS, AS FAR AS WHEN WE SHOULD BE LOOKING AT DOING THIS AND HOW LONG IT WOULD TAKE FOR US TO DO A BRAND REFRESH SOME OF THE RESEARCH THAT WE'RE WE'RE TAKING UNDERTAKING RIGHT NOW. AND THEN THE NEXT STEPS. WHAT DOES IT LOOK LIKE FOR US TO CONTINUE INSIDE OF THIS REFRESH STUDY? SO, AS I MENTIONED, OUR BRAND IS MORE [01:30:01] THAN OUR LOGO, THAT, THAT CAPITAL METRO DOME LOGO THAT WE SEE ON THE FRONT OF THIS PODIUM AND, AND EVERYWHERE ELSE. SO AROUND OUR PROPERTIES, THAT'S OUR VISUAL MARKETS. IT'S MORE THAN THAT. IT'S, IT'S OUR ENTIRE IDENTITY. YOUR, YOUR BRAND IS YOUR REPUTATION. IT'S WHAT OTHER PEOPLE SAY ABOUT YOU WHEN THEY THINK OF YOU? WHEN THEY THINK OF CAP METRO, WE BELIEVE THAT OUR BRAND SHOULD BE MODERN AND DYNAMIC. IT SHOULD BE SOMETHING THAT CONTINUES TO, TO REFLECT OUR COMMUNITY AND REFLECT OUR AGENCY WELL, AND WE, UH, WE BELIEVE THAT THE REGION HAS CHANGED, UH, SINCE WE'VE LAST DONE ANY BRANDING WORK. AND I'LL TALK ABOUT A LITTLE BIT OF THE BRAND EVOLUTION THAT WE'VE HAD ON THE CURRENT BRAND IN JUST A MINUTE, BUT SINCE WE'VE DONE THAT ORIGINAL BRANDING WORK, UH, WE'VE TURNED INTO MUCH MORE OF A, OF A LARGER REGION THAN WE HAD WHEN WE STARTED. AND SO WE BELIEVE THAT OUR BRAND SHOULD BE LOOKING AT HOW WE EVOLVE TO, AND THIS IS A REALLY GREAT TIME FOR US TO DO THAT AS WE'RE BRINGING ON A NEW EXPANDED TRANSIT SYSTEM. SO THE DIFFERENCE BETWEEN A BRAND REFRESH AND A REBRANDING, UM, IS, ARE THERE, THERE ARE MANY DIFFERENT WAYS THAT YOU WOULD DESCRIBE THAT. SO A BRAND REFRESH IS LOOKING AT THE MESSAGING STRATEGIES THAT WE HAVE TODAY AND LOOKING AT WHETHER THAT HITS OUR TARGET AUDIENCE OR NOT. UM, IT ALSO GIVES US THIS OPPORTUNITY TO ADJUST OUR BRANDING ELEMENTS, TO BE REALLY RELEVANT WITH THE ORGANIZATION. AND IT MAY SUGGEST SOME CHANGES TO THE LOGO AND TO SOME OF THE OTHER VISUAL MARKS THAT WE HAVE A REBRANDING WOULD BE IF WE WERE TO COMPLETELY RE GET RID OF ALL OF THE BRAND EQUITIES THAT WE HAVE, AND, AND START OVER FROM SCRATCH, WHICH WE DON'T BELIEVE THAT THERE'S A NEED FOR US TO DO THAT. AND WE BELIEVE THAT WE HAVE A LOT OF BRAND EQUITY THAT'S, THAT'S WORTH KEEPING. SO WE'RE GOING INTO THE BRAND REFRESH STUDY WITH THAT, WITH THOSE ASSUMPTIONS. UM, SO WHAT WE'RE LOOKING AT IS MAKING THESE MINOR TWEAKS, THESE, THESE THINGS THAT WILL HELP US TO, TO BETTER EVOLVE, EXCUSE ME, BETTER EVOLVE THE BRAND AS WE MOVE FORWARD. SO WHY NOW, WHY DO THIS AT THIS POINT? WELL, WE BELIEVE THAT AUSTIN IS AT A PIVOTAL MOMENT TO REALLY BECOME A TRUE METROPOLIS, A LARGE REGION. AND WE THINK THAT THIS IS A GOOD TIME FOR US TO CONSIDER IT GIVING THE REGIONAL GROWTH THAT WE HAVE. WE ALSO HAVE THE, UM, THE MOMENTUM GOING INTO THE NEXT DECADE FROM PROJECT CONNECT, AND WE ARE GOING TO HAVE QUITE A FEW, UM, ASSETS THAT WE'LL BE ACQUIRING. WE'LL BE PROCURING VERY SOON AND ALL OF THOSE ASSETS WILL WE'LL KEEP OUR BRAND ON THEM. SO BEFORE WE GO AND PROCURE THOSE, IT'S A GOOD TIME FOR US TO DECIDE IS THE BRAND WE'RE GOING TO PUT ON THERE GOING TO BE THE ONE THAT WE'RE GOING TO BE WITH FOR THE NEXT, UM, YOU KNOW, DECADE OR MORE OUR PUBLIC PERCEPTION OF THE BRAND IS AT AN ALL TIME HIGH. SO WHAT WE CAN DO IS BUILD UPON THAT WITH, WITH SOME OF THE BRAND WORK THAT WE'RE LOOKING TO DO, AND THAT, UM, WE REALLY HAVE, UH, A LOT OF DYNAMIC, UM, ATTRIBUTES OF THE REGION AND OF THE AGENCY. AND I THINK THERE'S SOME OPPORTUNITY TO INTRODUCE SOME NEW ELEMENTS WITH OUR BRANDING THAT WOULD HELP US TO, TO BETTER. SO LET'S LOOK BECAUSE SOME TIMING CONSIDERATIONS, AS I MENTIONED WITH PROJECT CONNECT, WE HAVE A LOT OF THINGS THAT WE'RE GOING TO BE PROCURING OVER THE NEXT, UH, 10 PLUS YEARS. THAT INCLUDES ALL OF THESE, THESE SIGNS VEHICLES ARE STOPS AND STATIONS WILL BE, WE'LL BE NEW. WE'RE GOING TO BE DOING EVEN SOONER THAN THAT. LATER THIS YEAR, WE'RE DOING A UNIFORM UPDATE. AND SO THOSE ARE ALL THE UNIFORMS THAT OUR CAP, METRO STAFF, WHERE WE'RE AT, WE'RE DOING A NEW PROCUREMENT OF OUR UNIFORMS, AND THOSE UNIFORMS WILL CARRY THE BRAND, NOT ONLY IN COLOR, BUT ALSO IN LOGO AND IN STYLE. AND SO WE WANT TO MAKE SURE THAT THOSE NEW UNIFORMS THAT WE PROCURE ALSO CARE THAT NEW BRANDING TO THE WORK THAT WE'RE DOING ON THIS UNIFORM STUDY OR UNIFORM WORK. I JUST, A COUPLE OF BULLET POINTS HERE. UH, OUR FRONTLINE STAFF REALLY ARE OUR BEST BRAND AMBASSADORS. WE HAVE MORE OF OUR FRONTLINE STAFF THAT ARE OUT IN THE FIELD REPRESENTING THE CAT METRO BRAND THAN ANY OTHER STAFF MEMBER THAT WE HAVE. SO IT'S IMPORTANT THAT WE, WE DRESS THEM WELL AND THEY FEEL CONFIDENT IN WEARING A, YOU KNOW, A GOOD UNIFORM OUT IN THE FIELD AND THAT THEY ARE REFLECTION OF THAT BRAND. UM, THOSE NEW UNIFORMS TOO, ARE GOING TO BE A BALANCE OF STYLE AND COMFORT. SO WE'RE LOOKING AT SOME, SOME NEW ITEMS, SOME NEW MATERIALS THAT WILL HELP THEM BE MORE COMFORTABLE IN THEIR, UM, IN THEIR DAY-TO-DAY WORK. UM, AND THAT PROCESS FOR WHAT THAT LOOKS LIKE IN THEIR UNIFORM, UM, REDO IS GOING THROUGH ENGAGEMENT INPUT WITH THE FRONTLINE STAFF AND THE ATU. SO IT IS SOMETHING WE'RE DOING A PARTNERSHIP WITH THEM TOO. SO SOME, UH, NOTES HERE ABOUT OUR BRAND RELEVANCE. AND SO WE'VE BEEN CONDUCTING SOME OF THIS STUDY SO FAR. UH, THESE, THESE ITEMS COME FROM, UM, CONVERSATIONS WE'VE BEEN HAVING WITH THE COMMUNITY. THEY'VE ALSO COME FROM SOME RESEARCH THAT WE'VE BEEN DOING ON OUR BRAND, OUR REPUTATION STUDIES. AND WE DO THOSE ANNUALLY HERE AT THE, AND WE FIND THAT THESE ARE SOME OF THE ATTRIBUTES [01:35:01] THAT OUR BRAND MUST HAVE GOING FORWARD, THAT WE MUST BE ESSENTIAL AND RELEVANT TO OUR CUSTOMERS AND OUR COMMUNITY. SO IT HAS TO FEEL LIKE THERE'S OWNERSHIP FROM THE COMMUNITY, WITH OUR BRAND. IT ALSO HAS TO REFLECT THE INNOVATIVE NATURE OF OUR CITY AND ALSO OUR AGENCY. WE HAVE TO BE INCLUSIVE. WE HAVE TO BE ACCESSIBLE. WE HAVE TO SHOW THAT WE'RE A MAJOR PLAYER IN THIS CITY. IT HAS TO BE DYNAMIC AND ADAPTABLE HAS TO BE EXCITING AND ALSO FUTURE FACING. AND SOME OF THE BRAND RESEARCH WORK THAT'S UNDERWAY RIGHT NOW HAVE BEEN SOME SMALL INTERNAL FOCUS GROUPS. WHO'VE BEEN HOLDING ONE-ON-ONES WITH SOME OF OUR STAFF AND GETTING SOME INPUT, SOME, SOME FEEDBACK FROM THEM. WE'RE ALSO GOING TO BE SENDING YOU ALL ALONG WITH SAC AND ACCESS COMMITTEES. UH, SOME OF THE SAME QUESTIONS WE'VE BEEN ASKING OF OUR STAFF TOO. SO YOU'LL GET THAT FROM US IN A, IN A SURVEY A LITTLE BIT LATER THIS WEEK, AND YOU'LL BE ABLE TO PROVIDE SOME INPUT BACK TO US, AND THEN WE'RE GOING TO BE REVIEWING SOME OF THE POTENTIAL IMPACTS OF THE CHANGES THAT WE COULD MAKE TO OUR MARK AND BRANDING ELEMENTS. SO WHAT I MEAN BY THAT IS WHEN WE MAKE ANY CHANGES TO THIS, UH, THIS LOGO, THAT'S ON THE FRONT OF THIS LECTERN HERE, UM, OR ANY OTHER BRAND ELEMENTS, IT WILL HAVE A, WE'LL NEED TO PLAN OUT THOSE CHANGES BECAUSE THEY WILL TAKE TIME TO ALLOW ACROSS OUR, OUR, UM, OUR FLEET AND ACROSS ALL OF OUR ASSETS. UM, AND IT WILL ALSO COST MONEY. SO WE WANT TO DO THAT IN A VERY EFFICIENT WAY. SO AS I MENTIONED WITH PROJECT CONNECT FOR PER PROCURING, NEW VEHICLES, NEW STOPS, NEW STATIONS, WE PROCURED THEM WITH THE NEW BRANDING ELEMENTS, AND THEN THEY WOULD LOOK AT HOW WE COULD PUT INTO A SCHEDULE REFRESHING THOSE THAT HAVE THE EXISTING BRANDING ELEMENTS TOO. SO WE'LL LOOK AT THAT AS A PART OF OUR STUDY AS WELL. SO THE PLAN IS TO COME BACK TO THIS, UH, GROUP IN JULY WITH, UH, WITH THAT WORK, WE'LL PRESENT THAT TO YOU. WE'RE GOING TO HAVE AT THAT TIME, SOME, SOME CONCEPTS FOR WHAT, UM, THE RESEARCH AND THE STUDY IS SHOWING US IS WHAT WE CAN DO WITH THE, WITH THE BRAND AND HOW WE CAN MOVE IT FORWARD ALONG WITH SOME, SOME RECOMMENDATIONS FOR THE TIMING FOR THAT TOO. IN FACT, WHEN WE STARTED SUPPORTING THE AUSTIN TRANSIT PARTNERSHIP WITH SOME OF THEIR, THEIR ORIGINAL, UH, BRANDING, UM, IT WAS DONE BY THE SAME TEAM THAT CAME UP WITH THE CAP METRO BRANDINGS. THAT'S WHY YOU'RE SEEING A LOT OF THOSE THINGS THAT THEY'RE VERY COMPLIMENTARY BETWEEN THE TWO AGENCIES, UH, THE COLOR BLUE, SAME COLOR, UM, OR SAME TYPE OF TRANSIT LINES THAT WE USE IN SOME OF OUR GRAPHICS. BUT MORE THAN THAT, IT HAS TO DO WITH THE, WITH THE VOICE THAT WE USE FOR THE AGENCY. THOSE TWO STILL NEED TO BE VERY COMPLIMENTARY BECAUSE FROM THE COMMUNITY STANDPOINT, IN MANY WAYS, NOT EVERY WAY, UM, BUT THEY SEE US AS, AS MORE THAN JUST PARTNERS. THEY REALLY SEE US AS, AS TRANSIT IN AUSTIN. AND SO I THINK THAT THERE NEEDS TO BE DISTINCTION, THE TWO BRANDS, UM, BUT I THINK FROM THE COMMUNITY STANDPOINT TOO, THEY WANT TO SEE IT, THESE TWO PARTNERS WORK TOGETHER. AND SO AS LONG AS OUR BRANDS ARE DOING THAT, UM, IN WHATEVER WAY THAT THEY EXIST ALONGSIDE EACH OTHER. AND THEN THEY DO THAT MORE OFTEN IN OUR PROJECT CONNECT BRANDING, WHICH IS A SEPARATE BRAND THAT WE HAVE. UM, SO YOU'VE SEEN THE PROJECT CONNECT, UM, SIGNS AND, UM, SOCIAL MEDIA GRAPHICS, THOSE THINGS. WE, WE TRADITIONALLY PUT, UH, PARTNER LOGOS ALONG WITH ANY OF THOSE PLACEMENTS. YOU'RE SEEING THE CITY CAP METRO AND, UM, AUSTIN TRANSIT PARTNERSHIPS, BRANDS CONNECTED TOGETHER. UM, ALTHOUGH FOR THIS EXERCISE, UM, SEE SACK AND ACCESS ARE REALLY WHERE WE'RE SPENDING THE MAJORITY OF OUR TIME, GETTING OUR CUSTOMERS TO, TO UNDERSTAND, UH, WHAT THEIR INPUT IS FROM, FROM THE BRAND, UH, TODAY. I'M THE EXECUTIVE VICE PRESIDENT OF ADMINISTRATION FOR CAPITAL METRO AND OUR DIVERSITY AND EQUITY AND INCLUSION OFFICER, UM, BETWEEN ASHLEY AND I TODAY, WE'RE GOING TO GO THROUGH, UM, SOME INFORMATION RELATED TO, UM, CONTRACTING AND PROCUREMENT REQUIREMENTS. SO I'M GOING TO START WITH JUST, AND MOST OF THE BOARD PROBABLY IS AWARE OF SOME OF THESE REQUIREMENTS, BUT I'M JUST GOING TO GIVE A REALLY HIGH LEVEL OVERVIEW OF WHAT THE FEDERAL REQUIREMENTS ARE WHEN WE ISSUE AN AWARD CONTRACTS FOR CAPITAL METRO. UM, SO I WILL START WITH THAT AND THEN I'LL TURN IT OVER TO ASHLEY TO TALK ABOUT SOME OF THE OTHER THINGS THAT WE'RE CONSIDERING, AND THAT SHE'S BEEN DOING SOME RESEARCH ON THAT WE MIGHT WANT TO BRING BACK TO YOU TO HAVE A DISCUSSION BACK LATER ABOUT LATER IN THE SUMMER. SO I FORGOT I'M SUPPOSED TO ADVANCE MYSELF RIGHT. WANNA START WITH, UM, JUST GENERALLY TALKING ABOUT THE FTA REQUIREMENTS. SO WHEN, WHEN WE DO ANY [01:45:01] PROCUREMENTS AT CAPITAL METRO THAT INCLUDE FEDERAL FUNDING, OR THAT WE INCLUDE FEDERAL CLAUSES IN, BECAUSE WE THINK AT SOME POINT IT MIGHT BE ABLE TO BE USED AS LOCAL MATCH. UM, THEN WE HAVE TO FOLLOW THE FTA GUIDELINES AND THOSE ARE VERY WELL OUTLINED IN THE FTA BEST PRACTICES, UM, MANUAL FOR PROCUREMENT. AND IT COVERS EVERY STEP OF WHAT WE GO THROUGH, UM, IN A PROCUREMENT PROCESS ALL THE WAY FROM PLANNING TO SELECTING THE TYPE OF CONTRACT THAT WE'RE GOING TO USE, UM, HOW WE EVALUATE THE PROPOSALS THAT WE RECEIVE AND THEN AWARD THE CONTRACTS, UM, AND THEN HOW WE ADMINISTER THE CONTRACTS AFTER THEY'RE AWARDED AS WELL. SO SOME OF THE THINGS THAT ARE COVERED, UM, UNDER THE FDA REQUIREMENTS, UH, BY AMERICA, SPECIFICALLY RELATED TO ROLLING STOCK, UH, REQUIRES THAT ANY BUSES AND RAIL VEHICLES THAT WE ACQUIRE, UM, HAVE TO, UM, INCLUDE AT LEAST 70% OF THE COMPONENTS IN SOME SUB-COMPONENTS BE MANUFACTURED IN THE US. UM, AND THEN IT ALSO REQUIRES A FINAL ASSEMBLY FOR THAT ROLLING IN STOCK HAS TO OCCUR IN THE U S SOME ADDITIONAL BIOMETRICA REQUIREMENTS RELATED TO INFRASTRUCTURE, UM, FOR ANY, UM, CONTRACTS FOR INFRASTRUCTURE. THE FTA REQUIRES THAT, UM, COMPONENT THAT, UM, MATERIALS LIKE STEEL, IRON, OTHER MANUFACTURED GOODS, UM, ALSO WERE PRODUCED IN THE UNITED STATES. UM, AND THEY'RE CONSIDERED PRODUCED IN THE UNITED STATES OF ALL OF THE MANUFACTURING PROCESSES FOR THE PRODUCT TAKE PLACE IN THE U S AS WELL AS ALL THE COMPONENTS FOR THE PRODUCT, FOR THE PRODUCT, FOR THE COMPONENT, HAVE A U S ORIGIN AND THEN MANUFACTURED GOODS MUST BE 100% PRODUCED IN THE UNITED STATES. HOW'D DAVIS BACON ACT IS ALSO SOMETHING THAT IS REQUIRED, UM, FOR ANY PROJECTS THAT ARE FUNDED BY FTA. IT PRESCRIBES PREVAILING WAGES THAT HAVE TO BE PAID TO LABORERS AND MECHANICS WHO ARE WORKING ON FEDERALLY FUNDED CONSTRUCTION PROJECTS. UM, AND THESE REQUIREMENTS ALSO EXTEND TO THIRD-PARTY CONTRACTORS, AND IT ENSURES THAT THERE'S FAIR PAYMENT TO, UM, ANY WORKERS THAT ARE EMPLOYED BY CONTRACTORS THAT ARE DOING ANY KINDS OF CONSTRUCTION WORK FOR CAPITAL METRO. UH, THERE ARE ALSO SOME BONDING REQUIREMENTS FOR CONSTRUCTION CONTRACTS. UH, ONE OF THOSE IS A BID GUARANTEE. SO FOR EVERY PROPOSER OR EVERY BIDDER ON A CONSTRUCTION PROJECT, THERE IS A BID GUARANTEE REQUIRED OF 5% OF THE BID PRICE. THERE'S ALSO A PERFORMANCE BOND REQUIRED ON THE PART OF THE CONTRACTOR TO COVER 100% OF THE CONTRACT PRICE. SO THIS IS TO ENSURE THAT THE CONTRACTOR HAS THE APPROPRIATE FUNDS IN PLACE TO PERFORM, UM, ALL ELEMENTS OF THE CONTRACT. THERE'S ALSO A REQUIREMENT FOR A PAYMENT BOND, UM, FOR 100% OF THE CONTRACT PRICE. AND THE PURPOSE OF THAT IS TO ENSURE THAT THERE ARE ADEQUATE FUNDS AVAILABLE TO PAY ALL OF THE EMPLOYEES THAT THE CONTRACTOR IS EMPLOYING TO PERFORM THE WORK OTHER SPECIAL CONTRACT PROVISIONS. UM, OF COURSE, THE AMERICANS WITH DISABILITIES ACT, WHICH, UM, PROVIDES REQUIREMENT AROUND, UM, NO DISCRIMINATION AND HIRING AS WELL AS ADA RELATED TO THE DESIGN AND CONSTRUCTION OF THE PROJECT. UM, AND TO KICK BACK ACT, UM, OF COURSE PROHIBITS ANY KINDS OF BRIBES OR OTHER COMPENSATION FOR FAVORABLE TREATMENT, UM, FROM, UH, BY A CONTRACTOR. UH, THERE'S ALSO SOME REQUIREMENTS FOR CONTRACT WORK HOURS, MAINLY AROUND SAFETY, UM, TO ENSURE THAT, UM, EMPLOYEES WHO ARE WORKING IN SAFETY, SENSITIVE TYPE ROLES, UM, ARE NOT REQUIRED TO WORK OVER, UH, OVER A GIVEN NUMBER OF HOURS AND THAT THEY HAVE SUFFICIENT REST TIME, UH, BETWEEN THEIR WORK SHIFTS AS WELL. UM, EQUAL EMPLOYMENT OPPORTUNITY IS ALSO A REQUIREMENT OF FEDERALLY FUNDED CONTRACTS. UM, AND THAT'S TO ENSURE THAT BOTH CAPITAL METRO AND THE CONTRACTORS THAT WE USE, UM, HAVE EEO PROGRAMS IN PLACE. AND THEN WE'RE REQUIRED TO ENSURE THAT THOSE MEET THE FTA GUIDELINES, UH, LABOR NEUTRALITY IS A REQUIREMENT THAT ENSURES THAT THE CONTRACTORS DON'T EITHER HAVE ANY KIND OF REQUIREMENT RELATED TO A UNION AFFILIATION, NOR DO THEY PROHIBIT ANY KIND OF AFFILIATION WITH A LABOR UNION DISADVANTAGED BUSINESS ENTERPRISE. THIS IS ONE THAT YOU'LL OF COURSE SEE, EVERY TIME WE BRING A CONTRACT TO YOU, UM, THAT HAS FEDERAL FUNDING, UM, WE USE A NUMBER OF CERTIFYING AGENCIES TO SORT OF OUR DBES AND YOU'LL SEE THOSE UP ON THE SCREEN. THERE'S, THERE'S SIX OF THEM THAT WE PARTICIPATE WITH. UM, WE HAVE A SOFTWARE CALLED BCG THAT A NUMBER OF OTHER ENTITIES USE AS WELL. AND ALL OF THE CONTRACTORS THAT ARE CERTIFIED AS DBES BY THESE ORGANIZATIONS, UM, ARE IN THAT DATABASE. SO WE HAVE THAT INFORMATION AVAILABLE FOR THE KINDS OF CONTRACTS THAT WE, THAT WE AWARD WHENEVER WE'RE LOOKING AT WHAT OUR, WHAT THE CONTRACTING OPPORTUNITIES MIGHT BE [01:50:01] FOR DBES SLIDE, HOW GOALS FOR DBE PUT FOR DBES WORK, BOTH IN CONTRACTS FOR ROLLING STOCK, AS WELL AS FOR OTHER TYPES OF CONTRACTS. SO WHEN WE ARE PURCHASING BUSES OR IN THE FUTURE, ADDITIONAL RAIL VEHICLES ARE THEN, UM, FTA ACTUALLY PROVIDES US WITH A LIST OF THE TRANSIT VEHICLE MANUFACTURERS WHO HAVE MET THEIR SPECIFIED DBE GOALS. SO THOSE THAT'S ALREADY COVERED WHEN WE'RE PURCHASING VEHICLES, WHEN WE'RE AWARDING ANY OTHER TYPES OF CONTRACTS, WE SET THOSE GOALS BASED ON THE KINDS OF WORK THAT'S AVAILABLE IN UNDER THE CONTRACT, USING THE NASH, THE NORTH AMERICA INDUSTRY CLASSIFICATION SYSTEM. UM, WE USE OUR BCG PROGRAM TO ASSIST US IN THAT REGARD ALSO, BECAUSE THAT HELPS US TO DETERMINE OF ALL OF THE TYPES OF WORK THAT ARE AVAILABLE IN THE CONTRACT OPPORTUNITY. UH, WHAT PERCENTAGE OF THOSE, UM, CONTRACTORS, UM, ARE DBES OR COULD POTENTIALLY BE CERTIFIED AS DBS? UH, YOU MAY RECALL FOR THOSE OF YOU WHO'VE SEEN MY PRESENTATION A COUPLE OF TIMES WHEN WE DO THE, THE COUPLE OF YEAR, UM, UPDATE ON OUR DIVERSITY PROGRAMS, UH, WE SET A GOAL, EVERY, A TRIENNIAL GOAL THAT WE PROVIDE TO THE FTA. UM, SO WE HAVE SET THE GOAL. WE WERE IN THE MIDDLE OF THE SECOND YEAR OF OUR THIRD YEAR GOAL, UM, FROM 2020 TO 2022. SO OUR GOAL FOR THAT PERIOD WAS SET AT 19%. UM, 9% OF THAT, UH, WE, WE COMMIT TO ACHIEVE BY SETTING SPECIFIC GOALS FOR IT TO, TO MAKE A CONSCIOUS EFFORT, UM, TO FIND DBES THAT COULD MEET THAT PART OF THE GOAL. UM, AND THEN THE OTHER 10% CAN BE ACHIEVED EITHER BECAUSE A PRIME CONTRACTOR, IT SEEDS THE GOAL, UM, OR THEY USED A DV ON A FEDERALLY FUNDED PROJECT WHERE, UH, WHERE THERE WERE, THEY HAD NO GOAL. UM, I'LL MENTION HERE AS WELL. WE ARE GETTING READY TO, AND WE'LL BE BRINGING BACK TO THE BOARD IN JULY A CONTRACT TO, UM, DO A DBE AVAILABILITY STUDY AND AN SBE DISPARITY STUDY. UM, SO WE WILL BE USING, UH, INTEND TO USE A CONTRACTOR THAT IS NOW WORKING WITH BOTH THE CITY AND THE COUNTY TO DO THOSE KINDS OF STUDIES. SO SHE HAS A TREMENDOUS AMOUNT OF BACKGROUND IN THAT WORK AND HAS ALSO DONE THAT KIND OF WORK FOR OTHER TRANSIT SYSTEMS AND GOVERNMENTAL ENTITIES ACROSS THE COUNTRY. UM, SO WE'LL BE DOING THAT THROUGH THE COOPERATIVE PURCHASING AGREEMENT THAT WE HAVE WITH THE CITY. UH, LIKE I SAID, WE'RE WORKING ON THAT CONTRACT AND THE SCOPE NOW WILL BE GOING BACK TO THE BOARD TO, UM, GET YOUR, UM, TO RECOMMEND AWARD AT THE JULY BOARD MEETING. NOW, I'LL TURN IT OVER TO ASHLEY TO START TO TALK ABOUT SOME OF THE OTHER OPPORTUNITIES THAT WE ARE TAKING A LOOK AT GOOD AFTERNOON, AGAIN, BOARD MEMBERS, I'M ASHLEY GLOUCESTER, THE CHIEF COUNSEL. SO WE HAVE BEEN DOING SOME RESEARCH AND ANALYSIS ON OPPORTUNITIES FOR, UM, CAPITAL METRO CONTRACTS FOR CONSTRUCTION AND LABOR CONTRACTS. I THINK THIS WOULD BE SOMETHING ALSO ATP WOULD, WOULD LOOK AT KIND OF LOOKING HOLISTICALLY AT PROJECT CONNECT AND THE, AND THE CONTRACTS THAT WOULD BE ISSUED UNDER THAT PROGRAM. UM, WE'VE BEEN DOING SOME PEER REVIEW, OF COURSE. UM, THE CITY OF AUSTIN IS A PEER THAT WE'D BEEN LOOKING AT. SO WE HAVE ANALYZED THE BETTER BUILDER PROGRAM THAT THE CITY HAS ADOPTED FOR EXPEDITING PERMITTING. UM, WE HAVE LOOKED AT THEIR APPRENTICESHIP HIRING GOALS FOR, UM, CAPITAL CONSTRUCTION CONTRACTS OF A CERTAIN DOLLAR AMOUNT THAT THE CITY HAS. AND WE'VE ALSO LOOKED AT THE CITY'S LIVING WAGE REQUIREMENTS. I HAVE DONE SOME WORK WITH LA METRO TO LOOK AT THEIR LABOR PROGRAM AND THEIR HIRING GOALS. UM, THEY WERE, UM, WE CAN GO AHEAD AND GO INTO THE NEXT SLIDE. UM, I ONLY HAVE THREE SLIDES. SO, UM, GOING INTO LAST WEEK, THE DEPARTMENT OF TRANSPORTATION DIDN'T MAKE AN ANNOUNCEMENT ABOUT A PILOT PROGRAM THAT WILL SPECIFICALLY ALLOW FOR LOCAL HIRING, UM, OR PROGRAMS THAT ARE FOR WORKFORCE DEVELOPING. SO THIS IS, THIS IS, UM, KIND OF BRIDGES OFF OF WHAT LA METRO DID. THEY DID PARTICIPATE IN THE FIRST PILOT PROGRAM ABOUT A DECADE AGO, BUT THEY ALSO ESTABLISHED A PERMANENT PROGRAM THAT WORKED AROUND THE FEDERAL PROHIBITION AGAINST LOCAL HIRING. AND THEY DID THAT BASED ON SINCE THIS TRACKS, THEY KIND OF ESTABLISHED A PROGRAM THAT LOOKED AT SINCE ITS TRACKS OF CERTAIN INCOME LEVELS AND SAID THAT CONTRACTORS HAD TO HIRE INDIVIDUALS FROM THE CENSUS TRACT. SO IT WASN'T LOCAL SPECIFIC, BUT IT AIDED IN HELPING THEM IDENTIFY WORKERS IN THE LA METRO AREA THAT FIT THAT DESCRIPTION AND ALLOWED THEM TO WORK ON LA METRO PROGRAMS. AND THEY'D BEEN DOING THAT NOW 2012 WAS THEIR START, AND THEY'VE BEEN DOING IT FOR ABOUT 10 YEARS. SO THIS PILOT PROGRAM KIND OF BRIDGES OFF OF THE PREVIOUS PILOT PROGRAM AND THE WORK THE LA METRO AND OTHER TRANS AGENCIES HAVE DONE. SO THIS WAS JUST ANNOUNCED LAST THURSDAY, I THINK IT WAS. UM, [01:55:01] AND WE WILL LOOK AT THIS PILOT PROGRAM FOR SOME OF OUR POTENTIAL CONTRACTS THAT WOULD ALLOW US TO ACTUALLY HAVE A LOCAL HIRING PREFERENCE OR A PREFERENCE FOR CERTAIN WORKERS IN OUR AREA. AND THEN LOOKING AT OTHER THINGS, OF COURSE, AS RANDY HAS MENTIONED SEVERAL TIMES, WE ARE CONTINUING TO KEEP AN EYE ON THE FAST REENACTMENT AND OTHER ACTIONS THAT THE BIDEN ADMINISTRATION WILL TAKE IN THIS AREA. UM, THE CONSTRUCTION JOBS AND LABOR PROGRAM IS KIND OF WHAT WE'RE LOOKING AT DOING. UM, SOME SORT OF PROGRAM THAT WOULD ONLY APPLY TO CERTAIN CONTRACTS, SPECIFICALLY CONSTRUCTION CONTRACTS, UM, FOR POSITIONS THAT ARE MORE LABOR POSITIONS WE WOULD HAVE WITHIN THAT HIRING GOALS. SO WE CAN HAVE A PERCENTAGES FOR HIRING APPRENTICE SHIP PROGRAMS. SO FOR EXAMPLE, LA METRO HAS, UM, A 20% REQUIREMENT FOR HIRING APPRENTICES. UM, THE CITY OF AUSTIN HAS A 15% REQUIREMENT FOR HIRING APPRENTICES, UM, DISADVANTAGED WORKERS. UM, THAT IS SOMETHING THAT LA METRO HAS DONE. THEY HAVE MADE A FOCUS ON HIRING WORKERS THAT FALL WITHIN THE NINE CATEGORIES. UM, AND I WILL NOT LIST ALL OF THEM, BUT IT IS PRIMARILY INDIVIDUALS THAT HAVE HAD HISTORICAL BARS TO EMPLOYMENT, UM, INDIVIDUALS THAT MIGHT HAVE CRIMINAL HISTORY AND INDIVIDUALS THAT MIGHT NOT HAVE A SOLID WORK RECORD, UM, UH, VETERANS, THOSE KINDS OF INDIVIDUALS THAT MAKE A VERY SPECIFIC, SPECIFIC AND TARGETED APPROACH TO HIRE THOSE INDIVIDUALS AND THEN LOCAL WORKERS AND LOW INCOME AREAS. UM, THIS IS KIND OF WHAT WE'RE TALKING ABOUT WITH A LOCAL HIRING PREFERENCE OF HOW WE CAN UTILIZE WORKERS HERE IN OUR AREA, THE LIVING WAGE REQUIREMENT, UM, AS DONNA JUST MENTIONED, THE DATA SPEAK AND ACT DOES SET THE MINIMUM PREVAILING WAGE. SO UNDER FEDERAL CONTRACTS, ALL CONTRACTORS HAVE TO PAY THE, THE WASTE LISTED BY THE DEPARTMENT OF LABOR, BUT IT'S A MINIMUM WAGE YOU CAN PAY ABOVE THAT. AND THE CITY'S LIVING WAGE IS $15. SO FOR CITY CONTRACTS, ALL, ALL CONTRACTORS HAVE TO PAY THE $15. SO IF THAT POSITION PAYS UNDER 15, THE CONTRACTOR WILL MEET THE $15. AND THEN WE'RE ALSO LOOKING AT EVALUATING OTHER THINGS LIKE HEALTH INSURANCE, HOW WE MIGHT BE ABLE TO ENCOURAGE THAT COVERAGE AS WELL AS SICK LEAVE, UM, AND LOOKING AT ADDITIONAL REQUIREMENTS FOR OSHA TRAINING FOR OUR CONTRACTORS. AND WITH THAT, WE WILL TAKE ANY QUESTIONS. YOU ALL HAVE QUESTIONS, REMEMBER TREVELYAN DID WE EVER DETERMINE THE LAST TIME WE PARTICIPATED IN THE DISPARITY STUDY? IT WAS PROBABLY A COUPLE OF DECADES AGO, MAYBE 15 YEARS AGO. IT WAS QUITE SOME TIME AGO. YEAH. OKAY. ALL RIGHT. SO WE WILL, WE WILL, UM, PUT A PROGRAM IN PLACE AND HOPEFULLY REFRESH IT EVERY FIVE YEARS OR SO. YES, WE CAN CERTAINLY DO THAT. AND THAT'S, I THINK THAT THAT'S A GOOD GOAL FOR US TO HAVE, UM, AND COLETTE HOLT IS THE PERSON THAT WE'RE WORKING WITH. UH, THERE'S A PROGRAM THAT, UH, IS BEING PUT IN PLACE BY THE COUNTY THAT YOU MIGHT CONSIDER AS WELL. AND IT WORKS WITH THE UTS BUSINESS SCHOOL IN TERMS OF IDENTIFYING, UH, DIFFERENT VENDORS AND HELPING THEM BUILD THEIR INTERNAL CAPACITY. SO AS YOU, AS YOU LOOK, UM, THERE'LL BE SOME THINGS THAT YOU DO INTERNAL TO THE WORKFORCE, HOW YOU PREPARE WORKFORCE, WHAT THEY NEED TO KNOW, AND THEN THE EXTERNAL WORKFORCE, THAT'S SOMETHING THAT THEY'VE BEEN WORKING ON FOR, FOR A PERIOD OF TIME. YES, MA'AM, WE'VE ACTUALLY, WE'VE DONE SOME RESEARCH ON THEIR PROGRAM. SOME WERE THAT, AND WE'LL BE LOOKING MORE INTO IT. OKAY. AND, UH, WHEN YOU WERE LOOKING AT PEER REVIEW, SEE THAT I LOOKED AT VANDERBILT, BUILD THEIR PROGRAMMING, AND NOW THOSE ARE MORE VERTICAL PROGRAMS RATHER THAN THE HORIZONTAL PROGRAMS. WHAT HAVE WE COMPARED OURSELVES TO THAT, THAT, UM, OTHER, OTHER OF OUR PEERS, PARTICULARLY, UH, THE ONES THAT WE CONSIDERED PEERS AS WE REQ AS WE MEASURE OURSELVES AGAINST THE MARKET, UH, WHAT ARE WE LOOKING AT FOR THE, FOR THEIR HORIZONTAL PROGRAMS? YEAH, I THINK THAT'S SOMETHING THAT WE'RE, WE'RE STARTING. SO LA METRO IS KIND OF OUR FIRST PEER TO LOOK AT IN TERMS OF THIS AREA, JUST BECAUSE THEY WERE THE ONES THAT REALLY KIND OF STARTED A PROGRAM LIKE THIS. UM, AND WE'RE STARTING TO PUT TOGETHER A STAKEHOLDER GROUP OF LOOKING AT OTHER TRANSIT AGENCIES AND HOW THEY DO THAT. UM, OBVIOUSLY THE CITY DOESN'T DO A LOT OF CONSTRUCTION. THAT'S THAT'S LIKE THIS. UM, BUT WE DID WANT TO LOOK AT THEIR REQUIREMENTS JUST CAUSE A LOT OF THEM ARE TRANSFERABLE IN TERMS OF, YOU KNOW, TRAINING REQUIREMENTS AND THINGS LIKE THAT, THAT WE COULD, WE CAN DO TO INCREASE WORKER SAFETY. OKAY. WELL, I'M PARTICULARLY INTERESTED IN THIS AREA. SO YEAH. THE OTHER THING I MIGHT MENTION ABOUT THAT MAYBE NOT SO MUCH RELATED TO CONTRACTING, BUT RELATED TO WHAT WE KNOW THE MUCH, MUCH LARGER WORKFORCE NEEDS AT CAPITAL METRO IS GOING TO HAVE OVER THE NEXT 10 YEARS. SO WE'RE, WE'VE ALREADY STARTED A WORKFORCE PLANNING STUDY TO HELP US PROJECT WHAT THOSE NEEDS ARE GOING TO BE SO THAT WE CAN START VERY, VERY EARLY, UM, TO ENGAGE [02:00:01] HIGH SCHOOLS AND COMMUNITY COLLEGES AND UNIVERSITIES AND TECHNICAL SCHOOLS TO BEGIN TO PREPARE THAT WORKFORCE SO THAT, UM, SO THAT WE HAVE DONE THAT ENGAGEMENT FAR IN ADVANCE OF WHEN THOSE NEEDS WILL OCCUR. SO WE ARE IN OUR CO YOU KNOW, IN OUR NEUTRAL ESTIMATES, WE TALKED ABOUT CREATING ALMOST A HUNDRED THOUSAND JOBS IN 10 YEARS, AND WE WILL HAVE, YOU KNOW, THERE'S GOING TO BE PERIODS OF CONSTRUCTION BUILD-OUT, BUT WE'LL HAVE THREE OR 4,000 PEOPLE A DAY WORKING ONSITE AND CONSTRUCTION JOBS FOR YEARS SPENDING FOUR OR 5 MILLION A DAY. THIS IS AN ENORMOUS PROGRAM WE WERE UNDER. AND SO ONE OF THE THINGS WE, WE ARE WORKING, UH, HAVING SOME INTERNAL THOUGHT PROCESS BECAUSE PART OF THIS IS RESOURCING.
