UH, FIRST BULLET EVALUATE THE PERMIT REVIEW TIMES IDENTIFIED PER SMART HOUSING PROJECTS AND DEVELOP A RECOMMENDATION FOR COUNCIL CONSIDERATION, WHICH WOULD APPLY A PRIORITIZE REVIEW TIMEFRAME FOR OTHER APPLICABLE AFFORDABLE HOUSING PROJECTS, SUCH AS AFFORDABILITY UNLOCKED AND LOW-INCOME HOUSING TAX CREDIT PROJECTS.

AND THEN THE SECOND BULLET IS REVIEW ALL CITY DEPARTMENTS, STAFFING INVOLVED IN SITE PLAN SUBDIVISION AND BUILDING PERMIT REVIEWS TO ENSURE SUFFICIENT STAFFING IN THOSE DEPARTMENTS TO MEET THE RECOMMENDED AFFORDABLE HOUSING PRIORITIZED REVIEW TIMEFRAME.

THIS JUST FOLLOWS UP ON, UM, THE POINT I HAD RAISED, UM, AT TUESDAYS WORK SESSION TWO, THAT WE SHOULD BE TRYING TO EXPEDITE ALL AFFORDABLE HOUSING PROJECTS AND THIS LANGUAGE WAS DEVELOPED, UM, IN CONNECTION WITH, UM, ACM GONZALEZ AND DSD STAFF.

I WANTED TO, UM, JUST ADD SOME REMARKS ON ITEM 12 AND THAT'S THE EXTENSION OF THE SHOP, THE BLOCK KIND OF PROGRAM.

SO THIS EXTENSION OF SHOP THE BLOCK, THE PILOT PROGRAM, UM, THAT DSD, UM, HAS ALLOWED OUR SMALL, THAT DST HAS OVERSEEN HAS ALLOWED OUR SMALL BUSINESSES TO EXPAND THEIR OPERATIONS OUT OF DOORS DURING THE PANDEMIC FOR SAFER SHOPPING AND DINING.

THE PROGRAM HAS SERVED OUR SMALL SHOPS AND RESTAURANTS REALLY WELL FOR ECONOMIC RECOVERY.

AND IT LEADS TO A MORE PEDESTRIAN FRIENDLY ATMOSPHERE.

I KNOW STAFF IS NAMING THE 1ST OF DECEMBER OF THIS YEAR AS THE END TO THE PILOT.

AND I'D LIKE TO BUILD ON THE MOMENTUM OF SHOP THE BLOCK AS WE NEAR THE END, AS WE NEAR THE CLOSE OF THE PILOT TO ENSURE IT IS OF ACCESS TO EXISTING SIDEWALK, CAFE, AND STREET LICENSING PROGRAMS. AND TO THAT END, I'LL BE BRINGING AN IFC THIS SUMMER TO EXPLORE WAYS TO ACHIEVE MORE EASE AND AFFORDABILITY TO THOSE EXISTING PROGRAMS. AND LOOK FOR NEW ONES.

OUR ACE STAFF AT DSD HAS DONE AN AMAZING JOB OF RUNNING SHOT THE BLOCK, AND I THINK THEY WILL HAVE SOME INNOVATIVE IDA IDEAS ABOUT HOW TO BUILD ON THE SUCCESSES.

SO THESE COMMENTS ARE SOMEWHAT RELATED TO THE CONCERNS THAT I HAVE ABOUT ITEM 14 AND THE POTENTIAL FOR INCREASE IN PERMITTING FEES.

SO I'D LIKE TO MAKE SURE THAT WE'RE WORKING TOWARD EFFICIENCIES AND GREATER ACCESS AND AFFORDABILITY, ESPECIALLY FOR OUR SMALL BUSINESSES.

SO, UM, JUST TO CONCLUDE, I LOOK FORWARD TO BRINGING A RESOLUTION TO EXTEND THE SUCCESSFUL SHOP, THE BLOCK INITIATIVE AND TO OUR DISCUSSIONS AT THAT POINT.

AND THE IMPLICATIONS OF WHAT WE ACCOMPLISH HERE ARE SO MULTI-TIERED THAT WE REALLY DO HAVE TO DO IT RIGHT.

THE CITY OF AUSTIN, HOPEFULLY WE'LL CONSTRUCT NEW HOMES AND APARTMENTS TO MEET THE GROWING DEMANDS OF THE HOMELESS, THE POOR, THE LOW INCOME, THE MIDDLE-CLASS ALL AROUND THE AUSTIN AREAS, WHICH SHOULD INCLUDE CENTRAL SOUTH EAST, NOT, NOT WEST AND THE HILLS EVENLY DISPERSED, ESPECIALLY NOW THAT COVID-19 IS STEADY IN CAPITAL.

METRO BUS ROUTE SHOULD BE QUICK AND ACCESSIBLE FOR ALL.

AUSTINITES JUST NOT CONVENIENT FOR METRO RAIL CUSTOMERS WHERE METRO WELL CUSTOMER, MAJORITY OF THEM ARE WHITE.

THE WAITING TIME IS USUALLY SIX TO SEVEN MINUTES WHERE BLACK AND HISPANIC COMMUNITIES DO REGULAR BUS ROUTES.

WAITING TIME CAN BE SOMEWHERE WITHIN AN HOUR, MAKING IT HARDER FOR BLACKS AND HISPANIC AND ALL CUSTOMERS TO GET TO THE DESTINATION ON TIME.

SOMEWHERE ELSE HAVE BEEN DISCONTINUED.

THIS IS WRONG BY CLOSING SOME BUS ROUTES HERE IN AUSTIN SEEMS TO BE A DELIBERATE STRATEGY TO PUSH BACK MINORITIES OUT OF THE CITY OF AUSTIN.

AS A FORM OF DISCRIMINATORY, A CAPITAL METRO IS DEVIN UP ON THE CHILD, SIX OF THE CIVIL RIGHTS ACT OF 1964, AND COULD BE IN JEOPARDY OF RECEIVING FEDERAL, UH, FEDERAL FUNDS.

SOME BUS DROP OFF ROUTES REQUIRE CUSTOMERS TO WALK IN THEIR DESTINY TO ROCK POINTS, WHICH IS WRONG.

I ASKED THE CITY OF AUSTIN, COUNSELED ME ON MR. TAKING CONSIDERATION TO PLACE THE HOMELESS, THE POOR AND THE LOW INCOME MIDDLE-CLASS WITH A CONVENIENT BUS, ROUTE ACCESSIBILITY, EATERIES, ESTABLISHMENT BUSINESSES, AND THAT SOCIAL ASSISTANCE PROGRAM AND HELPED ME BECAUSE THESE CITIZENS ARE THE WOVEN PIECE OF FABRIC OF THE HISTORY WITHIN THE CITY OF OFFICER.

I'VE COVERED JUST A FEW OF OUR CONCERNS, EXCUSE ME.

AND WE DID HAVE OTHERS HERE TO SPEAK, TO SHARE ADDITIONAL CONCERNS, THE PROPOSED PROPERTY DEVELOPMENT, BUT SO MANY HOMES IN OUR NEIGHBORHOOD PER THE SITE DRAWINGS THAT WE RECEIVED.

THE DEVELOPMENT PLAN SHOWS THAT IN SOME AREAS, THE APARTMENT BUILDINGS WILL BE ONLY 300 FEET FROM RESIDENT HOMES.

WHILE THIS PROXIMITY WITH THIS PROXIMITY, THAT WILL BE BUILDINGS THAT ARE THREE TO FOUR STORIES HIGH, BUT WE'RE 60 FEET IN HEIGHT.

WE'RE APARTMENT RESIDENTS WILL HAVE EASILY BE ABLE TO HAVE SIGHT LINES INTO PARKSIDE, HOMEOWNERS, RESIDENTIAL HOMES, AND YARDS.

THEY'RE MOVING ALL SENSE OF PRIVACY AND SECURITY FOR HOMEOWNERS.

WHILE THE DEVELOPER HAS ASSURED US THAT HE WILL LEAVE SOME TREES BETWEEN THE PROPERTIES.

THE REZONING THAT WILL BE REQUESTED IS FOR THE ENTIRE PRODUCT LAND, NOT JUST THE WEST SIDE OF THE PROPERTY, WHERE THE INITIAL UNITS WILL BE BUILT.

SO LONGTERM, THERE'S JUST A POTENTIAL FOR CONTINUED DEVELOPMENT OF UNITS, CLOSER TO THE HOMES AND THE PARKSIDE DEVELOPMENT.

THIS AREA WHERE THE DEVELOPER PROPOSING TO BUILD MULTI-FAMILY HOUSING IS IN A HUNDRED YEAR FLOOD.

PLAIN.

THE AREAS CLOSEST TO OUR DEVELOPMENT HAS FLOODED IN THE PAST FEW YEARS, SEVERAL TIMES AND RESULTED IN THE AREA BEING REEVALUATED AS A FLOOD PLAIN, THE ADDITIONAL STRUCTURES PROPOSED FOR THIS DEVELOPMENT HAS THE POTENTIAL TO ADVERSELY IMPACT DRAINAGE AND FLOODING POURING CONCRETE FOR BUILDING FOUNDATIONS ASPHALT FOR PARKING LOT LESSONS, THE ABILITY OF THE LAND ABSORB RAINFALL, THUS CREATING MORE OPPORTUNITIES FOR FLOODING IN OUR DEVELOPMENT.

ADDITIONALLY, BRENT WROTE ITSELF AS A CONCERN.

BRENT IS A TWO LANE ROAD WITHOUT SIDEWALKS, WITHOUT MEDIUMS, WITHOUT SHOULDERS.

THIS NARROW TWO LANE, THAT ROAD IS NOT BUILT TO HANDLE ANY ADDITIONAL TRAFFIC.

THE ADDITIONAL TRAFFIC THAT BE GENERATED BY A HIGH DENSITY DEVELOPMENT THAT WILL HAVE AS MANY AS 400 ADDITIONAL VEHICLES ON THIS ROADWAY ON A REGULAR BASIS IS NOT SUSTAINABLE WITH THE CURRENT ROAD.

THE PROPERTY DEVELOPMENT THINKS THAT THIS WILL HAVE LESS IMPACT BECAUSE THEY'VE ONLY ALLOCATED 1.5 PARKING SPACES PER UNIT.

THIS IS ANOTHER ISSUE IN ITSELF.

JUST BE ABLE TO PROVIDE ADEQUATE PARKING FOR THESE, UH, MULTI-FAMILY UNITS.

OUR HOMEOWNERS WOULD LIKE YOU TO RECONSIDER SUPPORTING ACTIONS THAT CREATE A PATH FOR THIS PROPERTY.

AT TWO, ONE, ONE SEVEN BRANCH, TO BE DEVELOPED AS MULTIFAMILY HOUSING.

I'M EVEN MORE DISAPPOINTED THAT THIS PLAN IS TO PLACE LOW INCOME HOUSING IN THE AREA THAT HAS FLOODING ISSUES.

I'M GOING TO TAKE A SLIGHTLY DIFFERENT POSITION THAN THE PREVIOUS SPEAKER AND URGE YOU TO ADOPT THIS, UH, BUT ALSO TO SEND SOME ISSUES BACK TO THE EUC AND RMC FOR CONSIDERATE CONSIDERATION.

UM, AND I AM A MEMBER OF THE UC, BUT I'M NOT SPEAKING ON BEHALF OF THE UC.

UM, FIRST OF ALL, ADOPTING THE LATEST CODE MAKES SENSE.

AUSTIN HAS ALWAYS BEEN A LEADER ON ENERGY CODES FOR NEW BUILDINGS.

UM, I BELIEVE WE WOULD BE THE FIRST CITY IN TEXAS TO ADOPT THE 21 CODES WITH, WITH THIS ACTION, UM, ANALYSIS, BOTH BY THE CITY AND THE DOE SHOW THAT OVERALL THIS SHOULD LEAD TO BETWEEN THREE AND 10% MORE ENERGY EFFICIENT BUILDINGS.

THERE WILL LIKELY BE A SLIGHT INCREASE IN CONSTRUCTION COSTS, BUT THE NUMBERS I'VE SEEN SAY LESS THAN A THOUSAND DOLLARS, BUT WHEN YOU CONSIDER THE LOWER UTILITY BILLS, UM, TO CONSUMERS, UM, IT'S, IT'S A BENEFIT TO, TO RESIDENTIAL AND COMMERCIAL CONSUMERS.

AND THEN OF COURSE, THAT'S A SHORT PROCESS WHEN VISITING ANYWHERE FROM TWO TO THREE MONTHS, BUT THEN IT'S SAME TIME.

ONCE WE HIRED THE STAFF, WE HAVE TO DO THE APPROPRIATE ONBOARDING AND TRAINING, WHICH COULD TAKE AN ADDITIONAL THREE MONTHS.

I WOULD LIKE TO ASK, I WOULD LIKE TO ADD EMBED THE FOLLOWING DIRECTION TO CONSIDER AND TO REPORT BACK TO COUNCIL BY AS PART OF THE BUDGET CONVERSATIONS, IF IT'S FEASIBLE BY THEN, UM, TO REPORT TO THE REVIEW AND REPORT BACK TO THE ENVIRONMENTAL COMMISSION AND TO THE FULL COUNCIL THAT THIS ADDITIONAL STAFFING IS REALLY IS RESULTING IN MAINTAINING OUR TREE PRESERVATION ORDINANCES AND RE REDUCING PERMIT VIOLATIONS.

SO RIGHT NOW WE HAVE THE CONTEXT FOR THIS IS THAT WE HAVE A LARGE NUMBER OF PERMIT VIOLATIONS IN SEVERAL COUNCIL DISTRICTS, INCLUDING MINE.

AND, UH, I KNOW THIS IS SOMETHING THAT THE ENVIRONMENTAL COMMISSION HAS BEEN REALLY FOLLOWING THESE ADDITIONAL STAFF, UM, SHOULD BE ABLE TO HELP BRING THAT DOWN.

PROBABLY SEPTEMBER 2ND WOULD BE TOO SOON, BUT AT, AT THE, AT, UH, AT THE MOST FEASIBLE NEXT ALTERNATIVE, UM, I WOULD LIKE TO UNDERSTAND HOW THESE ARE, HOW THESE NEW POSITIONS ARE HELPING TO MEET, TO MEET THAT GROWING NEED.

UM, I KNOW THE ENVIRONMENTAL COMMISSION IS HAVING THIS INCREASE.

IT'S HAVING A DISCUSSION AROUND THIS INCREASE IN VIOLATIONS IN JUNE.

SO THAT'S MY DIRECTION.

WHAT, WHAT IS THE, UM, WHAT IS THE HOPE HERE AND, AND WHY IS THIS WORK HAPPENING? UM, OUTSIDE OF THE EQUITY DEPARTMENT? I THINK OUR EQUITY DEPARTMENT IS DOING A WONDERFUL JOB WORKING WITH DEPARTMENTS ACROSS THE CITY.

I THINK THERE'S SOME REAL ADVANTAGE OF HAVING OF HAVING, UM, THOSE STAFFS WORK DIRECTLY WITH INDIVIDUAL DEPARTMENTS RATHER THAN TRYING TO REPLICATE, UM, THOSE, THAT LEVEL OF EXPERTISE IN INDIVIDUAL DEPARTMENTS.
