AND, UH, I'M HERE TO GIVE YOU A RELATIVELY BRIEF UPDATE ON, UH, THE IMPACTS OF COVID SO FAR, UM, AS A PATIENT NOW. UM, SO, YOU KNOW, THANK YOU FOR, UH, FOR HAVING ME REALLY APPRECIATE THE OPPORTUNITY HERE TO COME IN AND PRESENT TO YOU ALL TODAY DISCUSSED OUR, OUR COVID IMPACT ON OUR CIP PROJECT SO FAR. SO, UH, NEXT SLIDE, YOU CAN SEE FROM THIS SLIDE, THEN THE NUMBER OF ACTIVE CONSTRUCTION PROJECTS ON CIP PROJECTS HAS NOT SLOWED DOWN IN ANY WAY, SHAPE OR FORM DUE TO THE, UH, THE PANDEMIC, UM, JUST IN THE LAST, UM, SIX MONTHS OR SO WE'VE GONE FROM, UH, ABOUT 90 PROJECTS TO 102. WE'RE LOOKING, UM, FOR THIS NUMBER TO CONTINUE TO INCREASE HERE AS WE MOVE INTO THE SUMMER AND THE FALL, PARTICULARLY WITH THE M 2016 BOND PROJECTS STARTING TO GO TO CONSTRUCTION, EXCELLENT GEAR FROM A TOTAL ACTIVE PROJECTS, 102 TOTAL ACTIVE PROJECTS, TOTAL PROJECT COST OF 1.8, $8 BILLION. UM, THESE ARE THE LARGEST, UH, DEPARTMENTS THAT COME TO ACTIVE CIP PROJECTS AND SEE AVIATION HAS A LOWER NUMBER, BUT WITH A VERY HIGH VALUATION WITH ALL THE IMPROVEMENTS GOING ON AT THE AIRPORT, AUSTIN WATER IS ALWAYS RIGHT IN THERE AROUND THE 500 TO $700 MILLION RANGE. AND THEN OUR OTHER MAJOR DEPARTMENTS HERE, RIGHT THROUGH THE DIFFERENT LEVELS THAT AUSTIN TRANSPORTATION NUMBER WILL AND BOARDS ALSO LIKE WE INCREASED DUE TO THE BOND PROJECTS COMING TO CONSTRUCTION IN THE NEXT SEVERAL MONTHS. NEXT SLIDE. SO OVERALL, UM, SINCE THE, SINCE LAST MARCH, MARCH OF 2020, UM, WE'VE HAD A TOTAL NUMBER OF 31 COVID POSITIVE CASES ACROSS ALL THE CIP PROJECTS. UM, THESE HAVE, WE'VE HAD 17 TOTAL EFFECTIVE PROJECTS, OBVIOUSLY THEY'VE CHANGED SINCE MAY. UM, AND WHAT THAT, WHAT THAT REALLY MEANS, UM, IS THAT WE'VE DONE A PRETTY GOOD JOB OF PREPARING OUR CONTRACTORS, IMPLEMENTING THE COUNTIES, UM, PUBLIC HEALTH REQUIREMENTS, UM, UNTIL RECENTLY, WHICH INCLUDED FACE COVERINGS. UM, WE'LL GET TO THAT A LITTLE BIT LATER. AND OVERALL, UM, YOU KNOW, OUR CONTRACTORS HAVE BEEN MONITORING FOR SYMPTOMS, THINGS LIKE THAT. THE BULK OF THESE CASES OCCURRED IN THE JUNE, JULY, AUGUST TIMEFRAME OF LAST YEAR, UM, WHERE WE DID HAVE ONE PROJECT THAT HAD TO BE SHUT DOWN FOR A PERIOD OF TWO WEEKS DUE TO, UM, AN OUTBREAK OF APPROXIMATELY 50% OF THE CONSTRUCTION CREW THAT WAS OUT THERE. FORTUNATELY IT WAS A SMALLER CREWS ON HANDLING THE PROJECT. UM, WE WERE ABLE TO SHUT THAT JOB DOWN FOR TWO WEEKS, DISINFECT EVERYTHING, LET THE INFECTED FOLKS, UH, GET BETTER AND COME BACK TO WORK IN A COUPLE OF WEEKS. AND THAT PROJECT IS, UH, HAS REACHED SUBSTANTIAL COMPLETION SINCE THEN. UM, AND NOW OUR STANCE OR POSTURE ON COVID HAS CHANGED A LITTLE BIT DUE TO THE RECENT GOVERNORS ORDERS THAT CAME OUT THE GENERAL J 36, WHERE IT STATES THAT NO GOVERNMENTAL ENTITY MAY REQUIRE ANY PERSON TO WEAR FACE COVERING. SO THAT MEANS THAT THE CITY CAN'T REQUIRE PEOPLE TO WEAR FACE COVERINGS IN CITY FACILITIES, UM, AND THROUGH DISCUSSIONS WITH OUR LEGAL DEPARTMENT THAT ALSO EXTENDS TO CITY OWNED PROPERTY. SO THAT INCLUDES THE CIP PROJECT JOB SITES. SO WE'RE IN THE PROCESS NOW OF WORKING WITH OUR CONTRACTORS TO REVISE THE SIGNAGE THAT WE HAVE PREVIOUSLY PROVIDED TO THEM REQUIRING FACE COVERINGS TO, UM, MAKE THEM BE RECOMMENDED RATHER THAN, UH, REQUIRED. SO, UM, LIKE I SAID, OVERALL, WE HAVE NOT SEEN ANY, UM, MONETARY CLAIMS DUE TO COVID. UM, THE CONTRACTS WERE ALL WRITTEN AND EXECUTED IN TIME PRIOR TO COVID. UM, THERE NO CHANGE TO OUR CONTRACT DOCUMENTS THAT'S HAPPENED AND ALL OF OUR CIP CONTRACTORS RECOGNIZE THE RISKS AND HAVE BEEN WORKING WITHIN THE CITY GUIDELINES TO KEEP THEIR ASSESS STAFF SAFE, UH, MONITORING, UM, YOU KNOW, FOR ENTRY AND, AND TAKING TEMPERATURES AND THINGS LIKE THAT. AND, YOU KNOW, KEEPING A WORK GROUP SEPARATE IN THAT. SO, UM, LIKE I SAID, OVERALL, UM, WE'RE DOING PRETTY WELL, YOU KNOW, ALL THINGS CONSIDERED AND, YOU KNOW, LOOKING FORWARD TO WORKING OUR WAY THROUGH THE PANDEMIC AS, YOU KNOW, VACCINATION RATES AND INCREASE IN RISK IS REDUCED TO THE POPULATION IN. UH, ONE IS, UH, IN THAT CHART WHERE YOU SHOW THE NUMBER OF PROJECTS GOING SORT OF UP AND DOWN, I THINK IT WAS AT 106, CAME DOWN TO THE NINETIES, THEN BACK UP 202, IS THAT YOU DO PROJECTS GETTING COMPLETED OR GETTING PUSHED ASIDE BECAUSE OF THE COVID NO, WE HAVEN'T SLOWED DOWN. WE HAVEN'T SLOWED DOWN IN OUR PROJECT DELIVERY. WE HAVEN'T DELAYED ANY PROJECTS DUE TO COVID. THAT'S JUST SORT OF A NATURAL CYCLE OF, YOU KNOW, PROJECTS CLOSING OUT AND NEW PROJECTS STARTING, YOU KNOW, IT'S, IT'S RELATIVELY CYCLICAL WITH THE GENERAL, YOU KNOW, UPWARD TREND AS WE GO. YEP. SO IS THIS MONEY A DOWN PAYMENT ON THAT PHASE OF CONSTRUCTION OR NOT? NO, THE MONEY INDICATED THERE IS ONLY FOR ACTIVE CIT CONSTRUCTION PROJECTS. SO THAT'S EVERYTHING THAT'S CURRENTLY UNDER CONSTRUCTION AT THE AIRPORT. SO IT'S NOT ONLY THE GATE EXPANSION, THERE'S A BAGGAGE HANDLING FACILITY AND THERE'S SEVERAL OTHER PROJECTS THAT ARE GOING ON OUT THERE. I DON'T THINK THE PARKING GARAGES HAVE COMPLETELY WRAPPED UP AND CLOSED. SO I THINK THERE'S SOME, SOME MONEY IN THERE, BUT THOSE ARE ONLY FOR CURRENT ACTIVE CONSTRUCTION PROJECTS. UM, I KNOW SPECIFICALLY THE AIRPORT, WHEN THAT PANDEMIC FIRST HIT AND THE, UM, AIRLINE TRAFFIC WAS GREATLY REDUCED. THEY HAD A LOT OF CONTINGENCY PLANS DEPENDING ON WHAT THE RECOVERY LOOKED LIKE. AND I KNOW THEY'RE STILL IN THE PROCESS OF DEVELOPING WHAT EXACTLY THEY'RE GOING TO BE MOVING FORWARD WITH AND TIMEFRAMES ON THAT KIND OF THING, INCLUDING THE SECOND TERMINAL. WE'VE ALSO SEEN SOME ISSUES WITH SOME, UM, POLYMER SUPPLY CHAIN FOR THINGS LIKE PVC PIPE AND THOSE KINDS OF MATERIALS. UM, WE ARE WORKING WITH OUR CONTRACTORS AS MUCH AS WE CAN ON SOME OF THOSE, UM, FLUCTUATIONS, OBVIOUSLY WHEN THEY SUBMIT A BID, UM, FOR A PROJECT THIS WAS BEFORE THE SUPPLY CHAIN ISSUES TO PLAY. SO WE'RE DEFINITELY SEEING THAT WE NOT SEEN A LARGE FRIES IN CLAIMS FOR THAT. THERE HAVE BEEN A COUPLE HERE AND THERE. UM, BUT NOTHING THAT'S BEEN A REALLY BIG IMPACT AT THIS POINT, BUT WE'VE DEFINITELY SEEN, UM, THOSE ISSUES, UNFORTUNATELY, IN LOOKING AT SOME OF THE PROJECTIONS, IT SEEMS LIKE THOSE THINGS ARE WORKING THEMSELVES OUT, PARTICULARLY ON THE LUMBER SIDE. I THINK THE LUMBER PRICES ARE STARTING TO COME BACK DOWN, UM, NOT TO, YOU KNOW, EARLIER LEVELS, BUT DEFINITELY THEY'RE ON THEIR WAY BACK DOWN AS OPPOSED TO CONTINUING TO RISE. SO, UM, WE'VE, WE'VE DEFINITELY SEEN THOSE EFFECTS, BUT IT HASN'T NECESSARILY AFFECTED THE BOTTOM LINE OF THE CONTRACT VALUES AT THIS POINT. SO DOCTOR IS, IS ONE QUESTION FROM ME, UM, THIS IS RELATED, SO THE HOUSING MARKET IS HOT YOU'RE IN AUSTIN. UM, THE TYPICAL TERM FOR THESE OBLIGATIONS FOR THE PUBLIC IMPROVEMENT BONDS IS 20 YEARS. THE NEXT SORT OF OBLIGATION THAT WE ISSUES IS ARE CERTIFICATES OF OBLIGATIONS. THESE ARE NON-VOTER APPROVED OBLIGATIONS, ADD THE SAME SORT OF MATURITY TERM, WHICH IS 20 YEARS. AND THESE GO TO FUND REAL PROPERTY. SO THINK OF LAND BUILDINGS, UM, NON MOVABLE ASSETS, ESSENTIALLY THAT ARE PURCHASED BY THE CITY OR CONSTRUCTED BY THE CITY. FOR THE MOST PART, BY DOING THIS, THE CITY HERE AT THE CITY, WE LIMIT OUR ARBITRAGE EXPOSURE FACED BY THE CITY. [00:25:01] WE ALSO DON'T HAVE TO PAY INTEREST, UM, ON UTILIZED BOND PROCEEDS. SO WE DON'T WANT TO ISSUE, UM, LET'S SAY $10 MILLION UP FRONT. AND THEN IF A PROJECT COMES IN AT $9 MILLION, THERE'S ESSENTIALLY A MILLION DOLLARS UPON PROCEEDS THAT ARE OUTSTANDING, THAT THE CITY IS KIND OF STUFF WOULD BE STUCK PAYING INTEREST ON. SO THIS KIND OF MITIGATES THAT, AND ALSO ALSO IT'S JUST FISCALLY PRUDENT CASH MANAGEMENT ON OUR PART TO GO THE REIMBURSEMENT RESOLUTION. UM, RIGHT NEXT SLIDE PLEASE. SO IN THIS YEAR'S UPCOMING SALE, UM, WE'RE, WE'RE LOOKING AT POSSIBLY SELLING CLOSE TO $270 MILLION ACROSS THOSE THREE DIFFERENT TYPE OF, UM, ISSUANCE CLASSES THAT WE DISCUSSED EARLIER. NEXT, WE HAVE THE CERTIFICATES OF OBLIGATIONS, WHICH ARE ESTIMATED CURRENTLY AT $70 MILLION. UM, THERE'S THREE AUSTIN FIRE SLASH EMS PROJECTS OUT OF BEING FUNDED BY THE CEO'S. AND THEN WE HAVE TWO PROJECTS ASSOCIATED WITH A WALNUT CREEK FAX THEM TAX INCREMENT FINANCING ZONE, AND THOSE SPECIFIC PROJECTS. NEXT SLIDE, PLEASE. SO RIGHT NOW WE'RE SHOOTING FOR AUGUST 26TH FOR COUNCIL ACTION ON THE ACTUAL GEO BOND SALE. THE SUBSEQUENTLY IN SEPTEMBER, THE ACTUAL BOND SALE WILL, WILL TAKE PLACE. UM, SO TODAY THERE HAVE BEEN NO RATING CHANGES, ESSENTIALLY SINCE THAT UPDATE MOODY'S IS ONE NOTCH LOWER THAN AAA, BUT THE CITY IS STILL RATED ON AAA BY THE OTHER TWO RATING AGENCIES, S AND P AND FITCH. UM, AGAIN, AS ON THE, ON THE PRIOR MEETING THAT WE HAD, UM, IT WAS ON IN THE 2020 BOND SALE THAT TOOK PLACE. WE COULDN'T CAN'T REALLY QUANTIFY THE IMPACT OF THE RECENT DOWNGRADE. UM, JUST, JUST BECAUSE OF THE CURRENT INTEREST RATE MARKET THAT WE ARE IN RIGHT NOW. UM, CITY OF AUSTIN [00:30:01] IS STILL A PRETTY STRONG NAME OUT THERE AND IN THE BOND MARKET. SO WHEN INVESTORS DO, UM, LOOK FOR THE CITY OF AUSTIN NAMES, SO, I MEAN, THERE HAVEN'T REALLY BEEN IMPLICATIONS TO DATE, BUT THAT'S NOT TO SAY THAT MOVING FORWARD AS AN INTEREST RATE ENVIRONMENT DOES CHANGE THAT THERE WILL BE, UM, SPREAD DIFFERENTIAL ASSOCIATED WITH FUTURE BOND SALES. SO, I MEAN, THERE, THERE ARE CHANGES BEING MADE. THERE ARE, UM, ACTIONS BEING TAKEN BY THE CITY, BUT AGAIN, THIS IS GOING TO KIND OF BE A LONG-TERM FIX. I CAN TELL YOU THAT ON THAT SAME SLIDE THAT WE HAVE, UM, I DO HAVE THE OUTSTANDING BALANCE FOR THE GENERAL OBLIGATION DEBT. CURRENTLY, CURRENTLY WE HAVE ROUGHLY ONE, $5 BILLION IN DEBT. OUTSTANDING. UM, BUT WITH THAT SAID, TYPICALLY GIVEN THE INTEREST RATE ENVIRONMENT THAT WE'RE IN THE DIFFERENCE BETWEEN A AAA RATED CREDIT AND A DOUBLE, A PLUS RATED CREDIT, WHICH IS WHERE THE MOODY'S RATING DROPPED TO. UM, AGAIN, THIS SMALL, I WOULD SAY ONE BASIS POINT, SO 0.01%, TWO OR TWO BASIS POINTS, WHICH IS 2% SO REALLY SMALL AND INCREMENTAL IMPACT, UM, BETWEEN THOSE TWO RATING LEVELS. WHEN WE ACQUIRE REAL ESTATE, UM, THE CITY CAN DIRECTLY PURCHASE PROPERTY AFTER FOLLOWING ALL THE LAWS REGARDING PROPERTY ACQUISITION, AND THE CITY HAS THE RIGHT TO ACQUIRE PROPERTY THROUGH EMINENT DOMAIN, WHICH IS REFERRED TO AS CONDEMNATION. AND WE, UH, WE WORK TO MEET THOSE, A GOOD GOES GUIDELINES. UH, SIMILARLY, UH, CITY VALUE IS OUR, OUR SPACE, OUR OPEN SPACE, AND THEN ENJOYMENT OF OUR OPEN PLACES AND OUR BUILDINGS AND OUR ENVIRONMENT. DOES THAT MAKE SENSE WHEN YOU'RE, WHEN YOU'RE STARTING AND YOU DON'T KNOW WHICH OPTION YOU'RE GOING TO CHOOSE, YOU DON'T KNOW WHAT'S OUT THERE WITH REGARD TO REAL ESTATE, UM, WHAT ENVIRONMENTAL CHALLENGES YOU'RE GONNA FACE ON THESE TYPES OF PROJECTS. YOU CAN'T REALLY PUT A TIGHT BUDGET ON THAT, AND THAT'S THE MAJORITY OF THE PROJECTS. SO THE BIGGER PROJECTS THAT, UM, HAVE MORE COMPLEXITY, WELL, I UNDERSTAND WHAT YOU'RE SAYING. I MEAN, PERSONALLY DONE LARGE PROJECTS, BUT PLUS A HUNDRED PERCENT MEANS THAT WHEN I GO INTO CONSTRUCTION OF THE PROJECT, I MAY NOT HAVE ENOUGH FUNDS TO DO MORE THAN 50%. DO I GO IN FOR NEWBORN MONEY? WHAT IS THE SOLUTION TO THAT? IT DEPENDS IT WAS ON THE PROJECT, BUT, UM, UH, I BELIEVE THAT MIGHT BE THE ANSWER TO, UM, COUNCIL MEMBER LUCAS' QUESTION EARLIER ABOUT WHAT HAPPENED WITH SOME OF THOSE VERY OLD PROJECTS, MY GUESS IS THAT THEY RAN INTO SOME SORT OF STUMBLING BLOCK DURING THE PROCESS, UM, THAT CAUSED THEM NOT TO BE ABLE TO FINISH THAT PROJECT WITHOUT GOING BACK TO THE, FOR MORE MONEY.
