I BELIEVE IT ACTUALLY RELATES TO ITEM TWO C YOUR DOWNTOWN COMMISSION, ANNUAL INTERNAL REVIEWER REPORTS AS IT RELATES TO THE DOWNTOWN AUSTIN ALLIANCE, 20 19 20 20 ANNUAL REPORT PROJECT CONNECT IS MENTIONED.

SO I JUST WANTED TO CALL IT TO YOUR ATTENTION THAT AT PRESENT, THERE ARE APPROXIMATELY SIX DAYS REMAINING FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT FOR THE ORANGE LINE AND THE BLUE LINE.

SO I SENT YOU THE LINKS.

IF ANYBODY WANTS TO MAKE COMMENTS IN THEIR INDIVIDUAL CAPACITY, THE ORANGE LINE, AS YOU MAY BE AWARE IS ACTUALLY 24 TO 30 YEARS NORTH OF US, 180 3, BECAUSE THAT'S TEXT DOTS RIGHT AWAY.

AND ON THE BLUE LINE, I WOULD JUST CALL TO YOUR ATTENTION THAT COUNCIL ACTUALLY REZONE THAT AREA.

NINE MONTHS LATER, THERE WAS INNOVATIVE AFFORDABLE HOUSING BY PRESIDIUM THAT WENT BEFORE TRAVIS COUNTY COMMISSIONER'S COURT, WHICH WOULD HAVE SET ASIDE OVER TWO THIRDS OF THE UNITS FOR PEOPLE WHO EARNED $54,700 UP TO $95,000.

I JUST WANT TO CALL YOUR ATTENTION TO THE HOMELESS ISSUE THAT YOU'VE TALKED ABOUT AS IT RELATES TO TRANSIT.

UH, SPECIFICALLY THE HOMELESS SUMMIT WAS, UH, NOT TRANSPARENT AND ON MARCH 23RD COUNCIL MEMBER POOL ACTUALLY DIDN'T EVEN KNOW WHO WAS WHO THE CONVENERS WERE.

SO I WOULD JUST ASK IF YOU HAD ANY CONTROL OVER IT TO POST THE VIDEOS OR AUDIO ONLINE SO THAT THE PUBLIC WOULD BE AWARE.

ONE OF THE REASONS I MENTIONED THAT IS BECAUSE RUTLAND AS SPARROW IS ONE OF THE NUMBER ONE PLACES TO PLACE PERMANENT SUPPORTIVE HOUSING AND THE BUS THAT WAS ACTUALLY ELIMINATED JUNE 3RD, 2018, WHEN CAP REMAP WAS IMPLEMENTED.

AND SO I JUST WANT YOU TO RECOGNIZE THAT IF YOU'RE WANT TO SOLVE THE HOMELESS PROBLEM, IT IS BEYOND JUST PUTTING PEOPLE IN A NICE PLACE TO STAY.

THEY NEED TRANSPORTATION TO ACCESS TO JOBS IN YOUR CAPACITY.

IF YOU'RE ABLE TO, I WOULD ASK YOU TO ACTUALLY ASK CAPITAL METRO TO RESTORE THE FUNDING FOR SAMSUNG TO APPLE.

THERE ARE THREE HEBS ON PARMER LANE ALONE.

THAT ROUTE WAS $4.7 MILLION.

AND SPECIFICALLY TO YOUR INTEREST, I WOULD JUST TELL YOU THAT THE DOWNTOWN TUNNEL BILL FAILED THAT WAS HOUSE BILL 3 8, 9 3.

AND IN LARGE PART, I WAS ABLE TO GET THE REPUBLICAN

SENATORS TO UNDERSTAND TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, WHICH PROHIBITS DISCRIMINATION BASED ON RACE, COLOR, NATIONAL ORIGIN.

AFRICAN-AMERICANS WAIT 60 MINUTES FOR THE BUS IN NORTHEAST AUSTIN.

IT'S SIX MINUTES, SOUTHWEST AND CENTRAL, WHICH MEANS BLACKS WAIT 10 TIMES LONGER.

AND THE PEOPLE AT COMMUNITY FOR THE VILLAGE TO DO TWO BECAUSE THE BUSES ARE IN ALLIANCE.

AND SO I WOULD JUST ASK YOU TO RECOGNIZE THAT MR. GRAHAM IS DOING WONDERFUL WORK, BUT THE BUS DOESN'T EVEN RUN FREQUENTLY ENOUGH FOR THE PEOPLE TO GET TODAY LABOR.

IN ADDITION TO INITIATING A DISTRICT PLANNING PROCESS, THE RESOLUTION THAT WAS ADOPTED BY CITY COUNCIL IN 2019 PROVIDED DIRECTION ON SEVERAL ADDITIONAL ITEMS THAT ARE MOVING FORWARD INDEPENDENTLY, THE DISTRICT PLANNING PROCESS IS BEING COORDINATED BY THE HOUSING AND PLANNING DEPARTMENT, AND WE'LL BE INFORMED BY AN INFORMED THE WORK OTHER WORK THAT IS REFERENCED IN THE RESOLUTION.

AND MANY LIVING ALUMNI HAVE MEMORIES OF HAVING TO TRAVERSE TO GET TO SCHOOL.

PAUL SCHOOL CLOSED IN 19 80, 19 76, WHEN STUDENTS BEGAN ATTENDING SANCHEZ ELEMENTARY, NEXT SLIDE.

HEY, THE PALM SCHOOL BUILDING SERVES AS ADMINISTRATIVE OFFICES FOR TRAVIS COUNTY.

THE COUNTY IS IN THE PROCESS OF RELOCATING FUNCTIONS FROM THE BUILDING TO A NEW FACILITY ON AIRPORT BOULEVARD AND IS EVALUATING OPTIONS FOR THE FUTURE OWNERSHIP USE AND DEVELOPMENT OF THE SITE.

COMMUNITY MEMBERS, INCLUDING POND SCHOOL ALUMNI HAVE EXPRESSED INTEREST IN PRESERVING AND OPENING THE SITE AS A CULTURAL RESOURCE AND NEGOTIATIONS BETWEEN THE CITY AND TRAVIS COUNTY ARE ONGOING SLIDE, PLEASE PLACES WITHIN THE PALM DISTRICT STUDY AREA THAT ARE KEYS TO THE DISTRICTS PAST PRESENT, AND FUTURE INCLUDE PALM PARK, NEXT SLIDE AND PALM PARK TODAY.

BUT IN THE FUTURE OF THE DISTRICT WILL BE SERVED BY THE RED LINE GREEN LINE BLUE LINE AND GOLD LINE BECOMING A MAJOR HUB WITHIN DOWNTOWN.

THE PALM DISTRICT PLANNING INITIATIVE WILL COORDINATE WITH THE POTENTIAL EFFORTS BEING LED AT THE CITY BY THE ECONOMIC DEVELOPMENT DEPARTMENT TO POTENTIALLY DESIGNATE AND IMPLEMENT SUCH A CORRIDOR.

GIVEN THE IMPORTANCE OF AUSTIN'S MEXICAN AMERICAN COMMUNITY AND THE ORIGINS OF THE PALM SCHOOL AND THE OVERALL PALM DISTRICT, THE PALM DISTRICT PLANNING INITIATIVE WILL ALSO WORK TO AMPLIFY THE VOICES AND STORIES OF AUSTIN'S MEXICAN AMERICAN COMMUNITY THROUGHOUT THE PROCESS WITH A GOAL OF ACKNOWLEDGING AND HONORING THE VIBRANT AND SOMETIMES DIFFICULT HISTORY OF THE AREA AND THE PLAN FOR ITS FUTURE.

OVER THE LAST YEAR AND A HALF, WE'VE CONDUCTED NUMEROUS PRE-PLANNING ACTIVITIES, INCLUDING AN EXISTING CONDITIONS, ANALYSIS DEVELOPMENT OF A PUBLIC ENGAGEMENT PLAN AND COORDINATION WITH THE AMERICAN INSTITUTE OF ARCHITECTS, AS WELL AS DEVELOP.

WE ARE CURRENTLY IN THE VISIONING PHASE.

THIS PHASE WILL INCLUDE A NUMBER OF ACTIVITIES DESIGNED TO SOLICIT INPUT FROM STAKEHOLDERS AND THE GENERAL PUBLIC, UM, AS WELL AS IDENTIFYING, UH, ISSUES THAT WE SHOULD PAY PARTICULARLY CLOSE ATTENTION TO.

AS WE MOVE THROUGH THE PLANNING PROCESS OVER THE SUMMER AND THE FALL, WE'VE JUST CONCLUDED TWO PUBLIC VISIONING SESSIONS ON TUESDAY AND WEDNESDAY OF THIS WEEK.

UM, AND ARE NOW, UH, SOLICITING INPUT THROUGH THE PROJECT WEBSITE, AS WELL AS THROUGH ORGANIZATIONAL BRIEFINGS, WE WILL CONTINUE TO ENGAGE STAKEHOLDERS ITERATIVELY THROUGH THE PROCESS WITH THE GOAL OF PRESENTING A DRAFT TO PLANNING COMMISSION AND CITY COUNCIL FOR POSSIBLE ACTION IN EARLY 2022.

UM, SO AT LEAST AT THIS POINT, YOU KNOW, WE'LL DEFINITELY BE TAKING INPUT THAT COULD SAY, HEY, BURYING , YOU KNOW, IT MAKES THE MOST SENSE, BUT WE WILL BE KEEPING AN EYE ON THE ENVIRONMENTAL PROCESS THAT WAS GOING THROUGH AND MAKING SURE TO MAKE RECOMMENDATIONS THAT COULD MAKE THE DISTRICT A BETTER PLACE MOVING INTO THE FUTURE REGARDLESS OF WHAT THE OUTCOME IS ON THE FREEWAY PROJECT.

CAUSE I DON'T, BUT IT SEEMS TO ME LIKE KIND OF FARFETCHED AND I DON'T KNOW THAT THE STATE IS REALLY GONNA HELP US OUT ON THAT DEAL.

SO I'M WONDERING IF, UH, I JUST WANT TO MAKE SURE THAT Y'ALL'S WORK ISN'T FOR NOT, AND YOU'RE DOING GOOD WORK THERE AND I WANNA MAKE SURE YOU DON'T SPIN YOUR WHEELS ON SOMETHING THAT MAY NOT EVER HAPPEN FOR A LONG TIME.

THE PIECEMEAL APPROACH HAS LED US TO LOTS OF DIFFICULTIES AND PENDING, UH, HOPEFULLY, UH, STAVING OFF SOME BIG CRISES.

UH, OBVIOUSLY WE'RE CONCERNED ABOUT THE PALM SCHOOL, THE PALM PARK, THE WHOLE CONDITION OF RAINY STREET, BUT I THINK THAT YOU'VE IDENTIFIED, UH, AGAIN, THE IMPORTANCE OF DOING IT RIGHT.

UH, BUT I LOOK AT A LOT OF THIS AND THERE ARE IN SOME CASES, VERY LONG ESTABLISHED PLANS, UH, FOR INSTANCE, THE WALLER CREEK MASTER PLAN, UH, THE WORK THAT'S BEING DONE AT BRACKENRIDGE HOSPITAL.

AND WE'LL HEAR AN UPDATE ON THAT HERE SOON.

THOSE ARE VERY SIGNIFICANT PARTS OF THIS AREA AND THEY ARE ESSENTIALLY PLANNED APP WHERE THERE IS CONFLICT BETWEEN THESE ESTABLISHED

PLANS THAT ARE WORKING TOWARDS THEIR FRUITION AND FINALE, HOW YOU RECONCILE THEM.

SO THAT'S THE FUN CHALLENGE WITH THIS PROJECT BECAUSE THE DISTRICT HAS NOT, IS NOT HOLDING STILL, YOU KNOW, MUCH LIKE THE REST OF THE CITY.

AS WE HARD TO DO PLANNING, THERE ARE VERY LARGE PIECES THAT AS YOU POINTED OUT ARE MOVING FORWARD.

UM, AND I THINK THE, THE PLAN IS GOING TO DO A COMBINATION OF ACKNOWLEDGING WHAT'S ALREADY IN PROGRESS, BEING AWARE OF WHAT'S ALREADY IN PROGRESS AND BEING AWARE OF WHERE THE KIND OF LEAVERS AND DECISION POINTS ARE FOR THE THINGS THAT ARE ALREADY IN PROGRESS.

SO THAT'S, OUR GOAL WILL REALLY BE, UM, TO, TO KEEP THAT SORT OF KEEP THE FOCUS IN THE AREA OF THE IN-BETWEEN AREAS, UM, AND IN THE AREAS WHERE THERE ARE POTENTIAL CONFLICTS AND TO, TO THE EXTENT THAT WE IDENTIFY CONFLICTS TO BRING TOGETHER THE STAKEHOLDERS THAT ARE WORKING ON THOSE LARGER, UM, OR NOT LARGER INITIATIVES, BUT WORKING ON THOSE MORE DISCRETE INITIATIVES WITHIN THE DISTRICT TO IDENTIFY POTENTIAL SOLUTIONS FOR MOVING FORWARD, UM, AS OPPOSED TO JUST PUTTING A WISHLIST TOGETHER ON PAPER.

SO I THINK THAT'S, THAT'S BEEN OUR GOAL IN TERMS OF HOW WE'VE COORDINATED OVER THE LAST YEAR DURING COVID WITH SOME OF THE, UM, KEY STAKEHOLDERS TO MAKE SURE THAT EVERYBODY KNOWS WHAT EVERYBODY ELSE IS WORKING ON.

UM, ON THE CITY SIDE, WE'VE BEEN BRINGING TOGETHER A GROUP OF CITY STAFF WORKING ON THE MAJOR INITIATIVES IN THE DISTRICT ABOUT EVERY MONTH FOR THE LAST YEAR.

UM, AND SOME OF THOSE CONVERSATIONS HAVE BEEN ABLE TO ALREADY KIND OF HAPPEN NATURALLY BETWEEN PROJECT MANAGERS OF THE MULTIPLE INITIATIVES.

SO, UM, I THINK WITH, WITH A NUANCE AND A BALANCED SET OF EXPECTATIONS AND SOME REALISM, THAT'S THE HOPE, BUT WE'LL SEE HOW IT GOES.

HAVE WE SEEN ANY SIGNIFICANT HURDLES BETWEEN PLAYERS THUS FAR? OH, THERE'S I MEAN, THERE'S ALWAYS THE, JUST THE HURDLES OF EVERYBODY'S PROJECT BEING THE MOST IMPORTANT PROJECT TO THEM.

SO, BUT I THINK, YEAH, OTHER THAN THAT, I THINK EVERYBODY'S APPROACHING IT WITH A SENSE OF GRACE.

WE'LL SEE, AS WE GET INTO, INTO THE ACTUAL PLANNING WORK AND STARTING TO PUT PEN TO PAPER AT THIS STAGE, HOW CAN THE DOWNTOWN COMMISSION ASSIST YOU OR SOMETHING THAT YOU WOULD LIKE TO SEE FROM THE COMMISSION? YEAH, I THINK IF, I MEAN, IF THIS IS A TOPIC THAT IS OF, YOU KNOW, NEAR AND DEAR AND INTERESTS AND INDIVIDUAL MEMBERS WANT TO PROVIDE FEEDBACK AND COMMENTS, WE WOULD WELCOME THOSE.

SO NOVEMBER 18TH THROUGH THE APRIL, WE HAD THE RFP OUT ON THE STREET, TO BE HONEST, WE WERE QUITE HAPPY WITH, UM, FOUR, UM, VERY STRONG PROPOSALS BIDS RECEIVED.

IT WAS AN EVALUATED AND THEN PURCHASING RELEASE THE SCORING OF THOSE FOUR BIDS, NOVEMBER 6TH, 2020, AND THEN THROUGH A SERIES OF NEGOTIATIONS AND DISCUSSIONS WITH COUNCIL IN DECEMBER OF 2020, AND THEN ULTIMATELY CUMULATING IN JANUARY 27TH COUNCIL, UM, AUTHORIZED STAFF TO BEGIN NEGOTIATING WITH ASPEN HEIGHTS, UM, PARTNERS FOR THE REDEVELOPMENT.

AND THEN IN MAY, WHICH YOU ALSO HAVE IN YOUR PACKET IS WHERE WE ARE NOW.

UM, THE ENA HAS BEEN EXECUTED AND WE ARE IN, UM, THE BEGINNINGS OF A MASTER DEVELOPMENT AGREEMENT NEGOTIATION.

UH, THERE ALSO WILL BE A LIFE MUSIC AND ART VENUES SPACE, UH, TO SUPPORT LOCAL ARTISTS ALSO PROVIDING SUFFICIENT SOUNDPROOFING AFFORD THE HOUSING PORTION OF THE DEVELOPMENT THAT HOPPER MAY PURCHASE OR LEASE THE PROPERTY FROM THE CITY.

THAT'S HOW THE LANGUAGE CURRENTLY IS, BUT WE ARE TRYING TO ENCOURAGE AT LEAST AGREEMENT.

THERE WILL BE ALSO SOURCES OF INCOME PROTECTION BY ACCEPTING THE HOUSING CHOICE VOUCHERS.

UH, THERE WILL BE A RECRUITMENT OF LOCAL BUSINESSES, INCLUDING THE RETAILERS, GROCERY AND RESTAURANT.

THERE WILL BE A PUBLIC ACCESS TO VIEWING BACK ALSO TO THE OPEN SPACE AND GREEN SPACE.

THERE COULD BE ALSO SOME AQUATIC FUTURE OR FACILITY, AS WELL AS LEARNING SPACES, COMPUTER LABS, AND OTHER TECHNOLOGY RELATED RESOURCES.

UH, THE AGREEMENT WILL PROVIDE FOR OSHA REQUIREMENTS, PREVAILING WAGE RATES, ENVIRONMENTAL DESIGN, AND REQUIREMENTS, AND THE REST BREAKS.

AND ONE OF THE ITEMS WHICH WILL NOT BE INCLUDED IS THE DOWNTOWN AUSTIN COMMUNITY COURT, WHICH IS NOT THE BEST FIT BECAUSE OF ITS UNIQUE NEEDS AND REQUIREMENTS.

UH, ACTUALLY ALREADY IDENTIFIED THAT TEMPORARY SPACE FOR THE COURT AND WE'RE WORKING ON PROVIDING A LONG-TERM SOLUTION.

UM, THERE'S NO EASY ANSWER.

UH, AND I THINK THAT, UM, WE'RE FACED WITH THAT WITH THIS PARTICULAR PREDICAMENT.

UM, THE, I WILL SAY I WAS WALKING DOWN OR I WAS DRIVING DOWN THE STREET DOWN CONGRESS AVENUE WITH MY WIFE AND THE OTHER, WELL, IT'S BEEN SOME TIME AND, AND A GROUP OF PEOPLE WERE WALKING DOWN THE STREET WITH ASSAULT RIFLES STRAPPED TO THEIR BACKS AND, UH, THAT WE TURNED AROUND.

AND, UH, AND SO I THINK IT'S, IT'S A CONVERSATION THAT WE NEED TO HAVE WITH OUR DOWNTOWN COMMUNITY, UH, AS THEIR REPRESENTATIVES.
