[00:00:05]
UH, THREE, FOUR, I FEEL DINA AND SIX.
AND FRANK, ARE YOU STILL THERE OR ARE YOU CALLING YOU, SIR? OKAY.
WELL, IT DOES LOOK LIKE WE HAVE A QUORUM.
WE HAVE SEVEN, WHICH IS OUR, WHICH IS QUORUM.
[CALL TO ORDER]
UM, SO IT IS 1 0 1 BY MY CLOCK.SO LET'S BRING THE, UH, UTC MEETING TO ORDER.
UM, THE FIRST ITEM IS CITIZEN COMMUNICATION.
I BELIEVE WE HAVE, UH, MR. NOVIA, JOSEPH SIGNED UP.
IS SHE ON THE LINE SO FAR? I DO NOT SEE MS. JOSEPH.
WELL, WE'LL GIVE HER A MINUTE.
I SEE OTHER PEOPLE MIGHT BE POPPING IN, YOU KNOW, SOMETIMES WE DON'T ACTUALLY START EXACTLY ON TIME.
IF PEOPLE ARE LIKE A MINUTE LATE OR SO IT CAN HAPPEN.
CAN YOU SEE ME? I DID NOT SEE
AND, UH, AND JAMES DRISCOLL, WHERE YOU, THEN YOU, THE NEW PERSON.
HELLO IN JOE SANTIAGO, YOU ARE, HOW ARE YOU GUYS DOING GOOD MEETING TODAY? YEAH.
WELL, WHILE WE WAIT A MINUTE TO GIVE US, CAUSE WE DO HAVE A PERSON SIGNED UP FOR CITIZENS' COMMUNICATION.
UM, MAYBE JOE, YOU CAN GIVE US 30 SECONDS ABOUT YOURSELF.
UM, IN THE TOWING AND BOOTING INDUSTRY, UH, I'VE DEALT WITH LOBBYISTS TO, UH, HELP REGULATE BOOTING, UM, BOTH, UH, THE APD LEVEL AND WITH THE STATE, WITH TDLR, UM, AND DOING IT SINCE 92, I'M ALL FOR PROTECTING THE CONSUMER, UH, FOR MORE REGULATION THAN WE HAVE NOW.
UM, I THINK THAT, UH, WE NEED MORE SIGNS.
WE NEED, WE NEED THE SIGNS NEED TO HAVE MORE INFORMATION ON THEM.
UM, BUT TECHNICALLY THAT THAT'S WHERE WE ARE DEALING WITH SOME TECHNOLOGY AND, AND BEING ABLE TO DO SOME MORE STUFF THAT I THINK IS GOING TO BE BETTER FOR THE LET LET'S NOT GET INTO THE, UH, TO THE CONTENT YET.
WELL, UH, I STILL DON'T SEE, UH, MS. ADOBE AND JOSEPH ON, SHE DID SIGN UP TO DO THIS.
UM, LET'S GIVE HER ONE MORE MINUTE AND THEN WE HAVE A NEW COMMISSION MEMBER.
UM, WHO IS THAT? THAT IS, THAT IS MR. JAMES DRISCOLL.
UH, JAMES, DO YOU MIND GIVING US 30 SECONDS ABOUT YOURSELF? UH, WHO WHO'S YOUR APPOINTEE OR POINTER? I DO NOT MIND.
I WAS APPOINTED BY COUNCIL MEMBER KELLY.
UH, I'VE LIVED IN AUSTIN FOR 35 YEARS.
UM, I'VE GOT A LOT OF EXPERIENCE WORKING FOR THE GOVERNMENT AND IN THE NONPROFIT WORLD AND, UM, ON OTHER BOARDS AND I'M HAPPY TO BE.
OKAY, WELL, IT'S BEEN A COUPLE OF MINUTES, UM, IF, UH, MR. SMITH SHOWS UP, BUT WE, UM, I DON'T KNOW IF WE CAN TAKE CITIZENS GETTING THINGS OUT OF ORDER, BUT WE'LL, WE'LL MAKE THAT CALL IF SHE DOES SHOW UP.
[1. APPROVAL OF May 12, 2021 MINUTES]
OKAY.THEN WE'RE GOING TO MOVE ON TO ITEM ONE, UH, APPROVAL OF THE DAY 12 MINUTES IS SURE.
YOU SHOULD HAVE RECEIVED THAT IN AN EMAIL FROM OUR LIAISON, CHRISTOPHER.
UM, IS THERE A MOTION TO APPROVE THE MINUTES FROM MAY 12TH? SO MOVED.
AND WHO DID THE SECOND? UH, MASON, RIGHT.
UM, ANY DISCUSSION? ALL RIGHT.
IF YOU HAVE A CAMERA ON, RAISE YOUR HAND.
IF YOU DON'T HAVE A CAMERA ON SAY, AYE.
IT SOUNDS LIKE EVERYBODY BEEN FOR COMPLETENESS.
ANY OBJECTIONS, SENIOR POSITIONS.
THE MINUTES ARE APPROVED AND NOW
[2.A. Amend City Code related to vehicle “Boots”]
WE CAN MOVE ON TO THE NEW BUSINESS ON OUR AGENDA.WE HAVE ONE ITEM THAT'S LISTED FOR PRESENTATION, DISCUSSION AND POSSIBLE ACTION.
AND THIS IS, UH, ITEM, UH, MR. SANTIAGO, AND WE'LL PRESENT IT.
[00:05:01]
IT'S ABOUT CITY CODE RELATED TO VEHICLE BOOTING.UM, ALL WE WANT TO DO IS ADD TECHNOLOGY TO THE BOOTS THAT WE HAVE.
THIS IS A NEW SELF RELEASE BOOT AND IN THE LAW, THEY DON'T, UH, ALLOW A SELF-RELEASE BOOT.
NOT SURE WHY, BUT ALL IT IS IS TECHNOLOGY.
IT'S THE EXACT SAME PROCEDURE, THE EXACT SAME FINE, THE EXACT SAME RECEIPT.
EVERYTHING'S THE SAME, EXCEPT THAT NOW THE INDIVIDUAL WHO GETS BOOTED OR IMMOBILIZED WILL HAVE ACCESS TO PAY FOR IT ONLINE, VIA A BARCODE THAT'S ON THE RECEIPT, THE, THE, THE WARNING STICKER ON THE WINDOW AND THE, THE, THE DEVICE ONLY WEIGHS 2.2 POUNDS.
UM, THEY CAN TAKE IT OFF, DROP IT INTO DROPBOX, PAY FOR IT.
THEY HAVE, THEY DON'T HAVE TO DEAL WITH ANYONE, UM, IN THE LAW.
NOW THEY'D HAVE TO WAIT UP TO AN HOUR FOR ONE OF THE PARKING ATTENDANTS TO GET THERE.
THIS WILL RESOLVE THAT, BUT LET'S JUST SAY THEY HAVE CASH, OR THEY DON'T WANT TO TAKE IT OFF.
WE WOULD STILL SEND SOMEBODY OUT THERE THE WAY WE WOULD NORMALLY SEND SOMEBODY.
THIS IS JUST THE TECHNOLOGY THAT ALLOWS THEM TO DO IT THEMSELVES AND GET OUT OF THERE IMMEDIATELY.
SO WE HAVE ACCOUNTS ON RAINY STREET, SIXTH STREET, UH, YOU KNOW, AT TWO O'CLOCK IN THE MORNING, THEY REALLY DON'T WANT TO WAIT AN HOUR FOR US TO COME HERE AND TAKE IT OFF.
WE WOULDN'T BE ABLE TO DO IT, PAY FOR IT, GET A RECEIPT, THE WAY THEY WOULD GET A PAPER RECEIPT FROM US, WITH ALL THE WARNINGS, ALL THEIR RIGHTS, ALL THE REGULATIONS, AND JUST BE ABLE TO DO AND BE DONE IN SECONDS OR WITHIN MINUTES, AS OPPOSED TO WAITING UP TO AN HOUR FOR US TO GET THERE.
ALSO IT RELIEVES ANY CONTACT, RIGHT? WITH COVID.
YOU WON'T HAVE TO WORRY ABOUT DEALING WITH SOMEONE, HAVING CONTACT WITH SOMEONE, HAVING THEM FILL OUT A RECEIPT, TOUCHING PENS, TALKING TO EACH OTHER, PENDING PAPERWORK, BACK AND FORTH.
BUT AGAIN, IF THEY WANTED US TO DO IT, WE WOULD STILL GO OUT THERE AND DO IT THE WAY WE NORMALLY DO IT.
SO NOTHING HAS CHANGED IN THAT ASPECT.
THE ONLY THING IS, IS THAT NOW THEY CAN GET OUT OF THERE A LOT SOONER.
UM, SO, UM, ARE THERE ANY QUESTIONS FOR JOE BEFORE WE MOVE INTO, UM, DISCUSSION AND POSSIBLE ACTION STAGE? UH, I, I HAVE A QUESTION TO SOMEONE ON THE PHONE.
UH, JOE, THANK YOU VERY MUCH FOR YOUR PRESENTATION.
UM, AND I'M SORRY FOR NOT BEING ABLE TO, UH, BE ON THE COMPUTER TODAY, BUT, UM, TWO QUESTIONS.
NUMBER ONE, YOU SAID, YOU MENTIONED A DROPBOX, WHERE IS THE DROPBOX LOCATED? UH, GENERALLY.
UM, IS IT, IS IT, YOU KNOW, WITHIN THE AREA WHERE, WHERE THESE THINGS ARE PLACED OR WHERE CONTRACTS ARE AT, OR THEY HAVE TO DRIVE SOMEWHERE WITH NORTH? YEAH.
NORMALLY THEY'D BE ON THE ENTRANCE, BUT THROUGH THE APP, IT WOULD ACTUALLY TELL YOU THE EXACT LOCATION OF WHERE THE DROPBOX IS.
SO IT WILL TELL YOU IT'S BY THE FRONT DOOR IT'S BY THE FRONT ENTRANCE.
IT'S, LET'S SAY LIKE WE HAVE THE IHOPS, I WOULD SAY IT'S ON CESAR CHAVEZ ON THE ENTRANCE OF CESAR CHAVEZ, UH, WHERE YOU TURN INTO, OR IT'S RIGHT NEXT TO THE DUCKS, DRIVE THAT ENTRANCE.
IT WOULD GIVE YOU A DESCRIPTION OF WHERE THE BOX IS, BUT IF THEY WANT TO TAKE IT HOME AND THEN CALL US IN THE MORNING AND DROP IT OFF THEN, OR DROP IT AT ANOTHER LOCATION, THEY'RE MORE THAN WELCOME TO I'M SORRY.
SO IF THEY DIDN'T, IF THEY GOT MAD AND THREW IT IN THE RIVER OR SOMETHING, YEAH, WE HAVE, WE DO HAVE ALREADY A, IF YOU DAMAGE A BOOT FEE, SO THERE WOULD BE THE BOOT FEE OF YOU DAMAGES $200.
SO THE FEES ACTUALLY REDUCED IF THEY KEPT IT, THEY DIDN'T RETURN IT.
YOU KNOW, THEY, THEY, WHATEVER, YOU KNOW, WHATEVER THEY WANT TO DO WITH IT, NO, THEY KEPT IT AT THIS MOMENT A YEAR, WHATEVER THAT, THAT WOULD BE THE FEE, BUT THEY COULD CALL THE NEXT DAY, LIKE IF IT WAS TWO IN THE MORNING, THEY'LL HAVE, THEY'LL HAVE A WEEK TO GET IN TOUCH WITH US AND SEMINARY, YOU KNOW, YOU KNOW, WE, I HAVE IT, I COULD RETURN IT.
YOU KNOW, I DIDN'T KNOW WHAT TO DO THAT NIGHT.
IT WAS DARK, YOU KNOW, I DIDN'T SEE THE BOX.
ONE MORE, ONE MORE QUESTION REGARDING WHAT'S THE CURRENT FEED TO HAVE, HAVE A REMOVED A HUNDRED DOLLARS.
AND SO, YOU KNOW, WITH ALL THINGS, TECHNOLOGY, MAKING OUR LIVES BETTER AND EASIER, UM, IS THERE ANY CHANCE OF Y'ALL PASSING ON THE COST SAVINGS? UH, BUT NOT HAVING AS MANY ATTENDANTS PHYSICALLY PRESENT TO THE CONSUMER? THE COST IS ABOUT THE SAME WITH THE TECHNOLOGY.
SO THERE'S NO CHANCE OF REDUCING THE BAIT.
NO, I DON'T THINK IT WOULD NOT BE A CHANCE TO REDUCE THE FEE.
CAN WE SHARE RYAN? I THINK YOU WERE NEXT.
UM, AND I JUST WANT TO BE CLEAR ON THIS.
SO THERE ARE NO BUDGET CONSIDERATIONS FOR THE CITY ON THIS SIDE, THIS IS AN EXPENSE ON THE BUSINESS.
UM, AND THE CITY, WE ARE SIMPLY AMENDING THE CODE TO ALLOW FOR THIS KIND OF TECHNOLOGY AS PART OF THIS PROCESS.
AND SO THE QUESTION COULD BE THE ENTIRETY OF THE ASK, ARE THESE FIVE WORDS HIGHLIGHTED
[00:10:01]
IN THE DOCUMENT YOU SENT OR PROVIDE SELF REMOVAL, INSTRUCTIONS, THIS ENTIRETY OF IT.AND THAT ALLOWS YOU TO DO ALL THE OTHER THINGS THAT YOU PLANNED, CORRECT? CORRECT.
UM, I DON'T SEE ANY PEOPLE'S CAMERAS, BUT IF SOMEONE HAS ANY QUESTIONS, UH, CAUSE YOUR SUMMERS, WHETHER IT BE MAINTENANCE THAT THEY DO, WHETHER IT BE, YOU KNOW, UM, WHO HAS THE AUTHORITY TO PUT BOOTS ON, IS THAT ONLY I'LL, I'LL JUST ASK THAT QUESTION.
UH, WE'RE A PRIVATE COMPANY AND WE'RE LICENSED AND REGULATED BY TDL.
I MEAN, TDLR USED TO REGULATE US BY THE AUSTIN POLICE DEPARTMENT, APD, AND THEN ALSO URBAN TRANSPORTATION.
SO URBAN TRANSPORTATION HANDLES THE COMPANY SIDE AND APD HANDLES THE EMPLOYEES.
UM, THEY GO THROUGH ALL OF THAT TO MAKE SURE THAT THEY'RE, THEY'RE AUTHORIZED TO PUT ON A BOOT AND WE KEEPING ALL THAT IN PLACE.
THE EXACT SAME THING WE'RE DOING IS ALLOWING THAT IF THE CUSTOMER WANTS TO TAKE IT OFF AND WANTS TO GET OUT OF THERE SOONER, THEY'LL BE ABLE TO DO IT THEMSELVES WITH THE TECHNOLOGY THAT'S AVAILABLE NOW.
SO SAME WAY YOU WOULD PAY FOR A METER AT A PARKING SPOT.
IT WILL BE THE EXACT SAME THING WHERE YOU CAN DO IT ONLINE.
IT'S THAT SAME TECHNOLOGY, RIGHT? I JUST REMEMBERED THE LONG DISCUSSION WE HAD OVER POSE TOWING AND SORT OF COMPARE A COMPETITIVE OR RETRIBUTION TOWING.
I'M NOT SURE HOW QUICKLY IT HAPPENED.
UH, LIKE IF YOU WERE IN A STRIP CENTER AND THAT THERE WERE CERTAIN CENTERS THAT WERE SORT OF NOTORIOUS FOR, UH, HAVING THAT HAPPEN IN A VERY SHORT PERIOD OF TIME, BY DIFFERENT PEOPLE IN THE DIFFERENCE IN THE SCRIPT CENTER, FOR INSTANCE.
RIGHT? SO THAT'S NOT SOMETHING THAT COMES INTO PLAY WITH, WITH THE BOOK, NO TWO TALKING ABOUT HAVING LIKE A TOW TRUCK DATA WOULD START TOWING A BUNCH OF CARS OUT OF THERE, RIGHT? YEAH.
I DON'T HAVE 20 TOWED TRUCKS AND WE'RE NOT SITTING THERE DOING PREDATORY REACTS, WAITING TO POUNCE ON PEOPLE THAT THE PROBLEM IS, I MEAN, WE DO ALL KNOW THERE'S NO PARKING, RIGHT? THE CITY'S GROWING.
THE PARKING NOW IS VALUED AT $25,000 A SQUARE.
I MEAN A PARKING SPOT PER YEAR, DEPENDING ON THE TYPE OF BUSINESS YOU HAVE.
AND UNFORTUNATELY LANDLORDS ARE, ARE, ARE MAKING MONEY AND TAKING ADVANTAGE OF THIS SAYING, HEY, WE'RE GOING TO GIVE YOU 10 PARKING SPACES.
IT'S GOING TO COST YOU X AMOUNT MORE IN YOUR LEASE.
CAUSE YOU'RE GONNA HAVE THIS DESIGNATED SPOTS, BUT, AND THEN YOU HAVE ALL THESE PEOPLE PARKING ILLEGALLY.
SO YOU KNOW, IT, IT, IT'S JUST A ROCK AND A HARD PLACE, RIGHT? THEY'RE TRYING TO FIGURE OUT HOW THEY CAN HAVE PARKING FOR THEIR CUSTOMERS.
YET THE NEIGHBORING BUSINESSES ARE JUST ABUSING IT.
AND I MEAN, BOTH ON STORIES OF HOW SOME OF MY CLIENTS HAVE NEGOTIATED OR DISCUSSED WITH THE BUSINESS, RIGHT NEXT DOOR SAYING, HEY, THESE ARE FROM MY TENANTS.
CAN YOU PLEASE NOT HAVE YOUR PEOPLE PARK HERE? AND THEY'RE LIKE, WELL, MY CUSTOMERS ARE ADULTS.
IT'S UP TO THEM TO TAKE IT IN THEIR OWN HANDS.
THEN ONCE WE COME OUT THERE TO ENFORCE ALL OF A SUDDEN, IT'S LIKE, OH WAIT, WAIT, WAIT, WAIT, WAIT.
YOU KNOW, WHAT CAN WE DO NOW? SO JUST, UNFORTUNATELY, IT'S JUST A BAD SITUATION WITH THE CITY.
THERE JUST IS NOT ENOUGH PARKING, BUT THE OTHER, THE, I MEAN, THE OTHER THING TO DO IS TOW ALL THESE CARS RIGHT NOW, YOU'RE AT A $300.
YOU'RE TELLING THEM OUT LIKE CRAZY, YOU KNOW, AND NOW THEY'VE GOT TO GO SOMEWHERE, GO PICK UP THE CAR AT A, YOU KNOW, A SHADY LOT OR A YARD SOMEWHERE PAY THE $300.
AND THESE GUYS ARE DOING, YOU KNOW, 10 CARS.
LET'S JUST SAY EVERY HALF A DAY.
SO 20 CARS A NIGHT, AND NOW YOU HAVE, YOU KNOW, PEDESTRIANS THAT ARE UPSET.
YOU'VE GOT CLIENTS THAT HAVE SAID, YOU'VE GOT THE BUSINESSES THAT ARE UPSET.
SOMETIMES THE CARS GET DAMAGED.
THIS IS JUST AN EASIER, SAFER WAY OF DOING THINGS.
THE CAR DOESN'T GET DAMAGED AND IT'S A HUNDRED DOLLARS AS OPPOSED TO $300.
AND WHEN SOCIAL MEDIA NEWS GETS OUT AND IT RECTIFIES THE PROBLEM PRETTY QUICKLY.
SO I HOPE, I MEAN, I HOPE THAT ANSWERS THE QUESTION.
SO THIS IS ABOUT PARKING ON PRIVATE PROPERTY AND, AND BECAUSE WHEN YOU PARK ON PRIVATE PROPERTY, YOU REALLY DON'T HAVE THE CITY THEY'RE GOING TO ENFORCE IT.
SO THIS IS ANOTHER MEANS OF ENFORCEMENT FOR THE PROPERTY OWNERS.
THAT IS THAT CORRECT? CORRECT.
ONE MORE, ONE MORE, MAYBE DUMB PROCESS QUESTIONS, BUT, UH, CAUSE I'M STILL KIND OF NEW HERE TOO.
ARE WE VOTING ON ACTUALLY AMENDING THE CODE OR ARE WE VOTING ON RECOMMENDING THE COUNCIL AMENDMENT? WE HAVE, WE
[00:15:01]
ONLY MAKE RECOMMENDATIONS.JUST MAKING SURE YOU HAVE TO RUN AN ELECTION AND WIN AN ELECTION.
I WANT TO DO THAT BECAUSE THE NEXT STEP UP.
SO, UM, ALRIGHT, WELL, NOT HEARING ANY MORE DISCUSSION.
WE'RE GOING TO MOVE THIS INTO THE ACTION PHASE.
IF THERE IS A MOTION, DID YOU WANT TO MAKE A MOTION TO APPROVE THIS RECOMMENDED CODE CHANGE? I'LL MAKE A MOTION TO DIANA.
IS THERE A SECOND? SEVERAL HANDS WENT UP THERE.
IT'S ALL COMMISSIONER, WHETHER IT BE FIRST.
SO COMMISSIONER WETHERBY GETS THE SECOND.
SO WE'LL WORRY ABOUT WAITING ON IS TO AMEND CODE SECTION 13 DASH SEVEN DASH 42 AROUND APARTMENT TO THE INSTALLATION REMOVABLE BOOT ISN'T SUBSECTION A SECTION TWO, OR HOWEVER YOU PHRASE THAT THE ADDITION OF FIVE WORDS, INSTEAD OF SAYING, REMOVE THE BOOT IN EXCHANGE FOR THE VEHICLE IN IMMOBILIZATION FEE, CETERA, IT WILL SAY REMOVE THE BOOT OR PROVIDE SELF REMOVAL INSTRUCTIONS IN EXCHANGE FOR THE VEHICLE IN MOBILIZATION FEE.
THIS IS IN A DOCUMENT WHICH YOU CAN LOOK AT YOURSELF.
IT'S CLEAR ENOUGH, ANY FINAL DISCUSSION BEFORE WE TAKE A VOTE? SORRY, CHAIR.
THIS IS SOMEONE'S PHONE AGAIN.
UM, JUST, DO YOU WANT TO THROW IT OUT THERE? I BELIEVE WHEN WE LOOKED AT THE, AT THE TOWING INFORMATION A COUPLE OF YEARS AGO, UM, THE, THE TOWING LOBBY OR WHOEVER THE INDUSTRY WAS, THERE WAS, IT WAS, UH, GIVING US THE INFORMATION PROVIDED DIFFERENT, UH, DIFFERENT COSTS FOR TELLING FROM DIFFERENT, UH, FROM NEIGHBORING AREAS AND ALSO DIFFERENT CITIES AROUND TEXAS.
UM, I'M JUST WONDERING, UH, IF WE COULD POTENTIALLY IN THE FUTURE, YOU KNOW, A LITTLE AMENDMENT THAT POTENTIALLY THE FUTURE, UM, THERE'S A, UH, JUST A GENERAL KIND OF STUDY PERFORMED ON, ON THE COST OF THESE BOOTS AND POTENTIALLY, MAYBE REDUCE THE COST IF, IF, IF, IF POSSIBLE, YOU KNOW, IS THIS COST ON PAR WITH OTHER CITIES? YEAH, I THINK THAT'S A PERFECT FUTURE AGENDA ITEM.
I THINK IN THIS PARTICULAR ITEM, THE WAY IT'S BEEN POSTED FOR DISCUSSION IT IS, UM, AND YOU KNOW, SO THAT WE MEET OUR OPEN MEETINGS ACT.
I DON'T THINK WE COULD PROBABLY DISCUSS THAT HERE, BUT I THINK THAT A FUTURE AGENDA ITEM THAT'S PERFECTLY WITHIN OUR PURVIEW TO FIND OUT, YOU KNOW, ARE THERE SOME, SOME WAYS TO, UM, UH, LOOK AT THAT, THAT, THAT NUMBER AND, AND MAKE A RECOMMENDATION TO CITY COUNCIL.
SO THEN, UH, THIS POINT, IF THERE'S NO MORE DISCUSSION, IF THERE IS TOGETHER OKAY.
ALL IN FAVOR OF, UH, UH, RECOMMENDING THIS PROPOSED CODE AMENDMENT, UH, RAISE YOUR HAND.
IF YOU HAVE A CAMERA OR SAY I, I FROM SUSAN.
THEY MAY ANY EXTENSIONS SOME FROM MY ACCOUNT, UH, THE RECOMMENDATION PASSES WITH A UNANIMOUS APPROVAL.
THANK YOU, MR. SANTIAGO FOR YOUR TIME.
THANK YOU FOR MY, YOUR TIME ALSO.
ALL RIGHT, MOVING ON TO THE NEXT AGENDA ITEM, BUT LET ME BRING BACK MY SCREEN SO I CAN FIND MY, UM, ALL
[3. BRIEFINGS]
RIGHT, MOVING ON TO ITEMS. NUMBER THREE, UH, BRIEFINGS, UM, DOWNTOWN'S COMMISSION COMMISSIONER, WHETHER IT BE, UH, THE DOWNTOWN COMMISSION MET MAY THE 19TH AND THE MAJOR TOPIC OF THE MEETING WAS A UPDATE ON HOMELESS ACTIVITY.IT WAS VERY THOROUGH AND LIKE EVERYTHING ELSE WITH THE HOMELESS ACTIVITY, IT'S CONTINUED TO CHANGE OVER THE LAST FEW WEEKS, BUT, UH, I WOULD RECOMMEND IF YOU'RE REALLY INTERESTED IN GETTING A, A DEEP DIVE, YOU COULD GO AND LOOK AT THE VIDEO.
UH, THE OTHER THING WAS A BRIEFING ON THE WALLER CREEK GREENWAY CONSERVANCY PROJECT, AND IT'S MOVING ALONG AND, UH, VERY EXCITING, NOT REALLY A BIG IMPACT ON TRANSPORTATION, ALTHOUGH THEY HAVE COORDINATED.
WELL, IT SEEMS WITH CAPITAL METRO ABOUT THE PUBLIC TRANSIT INTER INTERSECTION THERE.
AND, UH, IT LOOKS LIKE IT'S GOING TO BE A GREAT PROJECT THAT THE WHOLE COMMUNITY CAN REALLY ENJOY BEING IN.
THE OTHER THING I'M GOING TO MENTION IS, UH, I KNOW WE HAVE A LOT OF NEW MEMBERS AND IF THERE'S SOMEONE WHO IS REALLY FOCUSED ON DOWNTOWN, THAT WOULD LIKE TO BE THE LIAISON TO THE DOWNTOWN COMMISSION.
I WOULDN'T MIND GIVING THAT UP.
I THINK I ONLY TOOK IT BECAUSE THE PERSON WHO HAD HAD IT WASN'T ABLE TO ATTEND VERY OFTEN.
IT IS A NON-VOTING, UH, MEMBERSHIP,
[00:20:02]
BUT IT IS A, A GREAT WAY TO DO SOME LIAISON WORK ON DOWNTOWN TOPICS.SO I'LL JUST OPEN THAT UP IF ANYBODY WANTS TO RAISE THEIR HAND AND WOULD REALLY BE OKAY, WOULD HAVE BEEN WHAT SHAPED THAT OPPORTUNITY, OR IF THERE IS DISCUSSION OF THIS, WE CAN DEFINITELY AS WELL PUT A FUTURE AGENDA ITEM TO, UM, I BELIEVE YOU ACTUALLY HAVE TO POST THAT.
AND THEN, UM, IF THERE IS INTEREST IN THAT PREFERENCE YEAH, FOR SURE.
WE CAN MAKE THAT A FUTURE AGENDA ITEM AS WELL.
WELL, ONE QUESTION FOR YOU, WAS THERE ANYTHING IN THE FIRST IS THE FIRST THING YOU MENTIONED THE DISCUSSION AROUND HOMELESSNESS FROM THAT HAS ANY POTENTIAL IMPACT ON THAT UTC OR TRANSPORTATION THAT WE SHOULD HAVE AN EYE ON? I REALLY DIDN'T SEE ANYTHING THERE.
UM, YOU KNOW, NOTHING THAT WE, I THINK WOULD HAVE ANY CONTROL OVER, OR EVEN SUGGEST, UH, AT THIS POINT.
MOVING ON TO THE JOINT SUSTAINABILITY COMMISSION, UH, COMMISSIONER WHEELER, UH, YES, I WAS JUST TRYING TO PULL UP THE NOTES.
WE HAD A, UM, A PRESENTATION FROM A, UH, CITY OF AUSTIN, UM, WOMAN.
I WAS TRYING TO LOOK UP FOR HER DETAILS, BUT THE, THE INTERESTING THING SHE WAS TALKING ABOUT IS AS WE MOVE FORWARD WITH A CITY AND AS GLOBAL WARMING BECOMES A MORE, UM, EVIDENT AND OBVIOUS THAT THE CITY IS WORKING TO UNDERSTAND WHAT TREES GROW BEST, BECAUSE THERE ARE OFTEN RECOMMENDATIONS FOR THE KINDS OF TREES TO PLANT AND THE KINDS OF TREES THAT MIGHT'VE DONE WELL HERE, YOU KNOW, 15, 20 YEARS AGO, AS IT GETS WARMER, THERE ARE DIFFERENT NATIVE TREES.
UM, SO THE CITY IS FOCUSED ON THAT.
AND IF ANYONE IS INTERESTED IN FINDING OUT, UM, THE NEW, THE NEW RECOMMENDATIONS AS THEY COME OUT, YOU KNOW, FOR THE, FOR THE, WE KNOW IT'S GOING TO GET HOTTER, IT COULD GET A LITTLE WETTER, IT COULD GET A LITTLE DRIER.
THAT'S NOT KNOWN, UH, BUT IT WAS A VERY INTERESTING PRESENTATION BECAUSE THE CITY IS ACTIVELY CONSIDERING THAT BECAUSE, YOU KNOW, YOU PLANT A TREE NOW IN 30 YEARS FROM NOW, YOU WANT TO BE SURE THAT IT IS STILL GOING TO BE VIABLE.
SO WE GOT, WE'VE GOT GOOD PEOPLE WORKING ON THAT.
ANYTHING THAT MIGHT RELATE TO TRANSPORTATION OR HOW WOULD YOU KEEP AN EYE ON? OKAY.
UM, COMMISSIONER LEIGHTON, ANY UPDATE FROM THE BICILLIN BARKER COUNCIL? YES.
UM, THE BICYCLE COUNCIL HAD TWO PRESENTATIONS.
UM, THE FIRST ONE WAS BY ARGO THE SELF-DRIVING CARS THAT ARE GOING AROUND TOWN.
UM, THEY HAD A PRESENTATION ABOUT HOW THEY DETECT BICYCLES.
UM, DIDN'T GO INTO AS MUCH DEPTH AS I HAD HOPED FOR, BUT THEY EMPHASIZE THAT BICYCLES ARE UNLIKELY TO BE HIT BY THE SELF-DRIVING CARS.
UM, AND THEY'RE SWITCHING FROM SEDANS TO SUV'S, UM, IN THE NEAR FUTURE.
AND THE SECOND PRESENTATION WAS, I BELIEVE BY TXDOT.
UM, MY NOTES ARE ACTUALLY NOT THAT GREAT.
UM, THE OTHER PRESENTATION WAS ON THE CYPRESS AND SHOAL CREEK PROJECT FOR CREATING A MORE PEDESTRIAN AND BICYCLE FRIENDLY PATHWAY THROUGH, UM, THIRD IN SHELL CREEK BY THE TRADER JOE'S.
UM, THEY'RE PLANNING ON CREATING A SECOND TRESTLE, THAT UNUSED PART TO BE FOUR BICYCLES ONLY.
UM, AND THEN THEY'RE ALSO CONTEMPLATING CLOSING OFF THAT WEIRD ROAD, RIGHT OUTSIDE OF TRADER JOE'S TO BE PEDESTRIAN AND BICYCLE ONLY.
AND FURTHERING THAT TO ALSO CREATE A PATH IN BETWEEN, UM, THE GABLES TO CREATE, LIKE TO CONNECT THAT PATHWAY TO THE CIGARETTES, PEDESTRIAN BRIDGE.
UM, TO MY MIND, UH, IT MIGHT BE A FUTURE AGENDA ITEM FOR US TO HAVE ARGO PRESENT.
I'M NOT ACTUALLY FAMILIAR WITH THEM AND MAYBE IT'S JUST A REBRAND OF WAYMO OR GOOGLE OR SOMEONE ELSE'S, UH, AUTONOMOUS VEHICLE SUBDIVISION.
BUT, UM, THAT MIGHT BE AN INTERESTING FEATURE TO THE ITEM FOR US BECAUSE WE'VE TALKED ABOUT IT IN THE PAST.
WE HAVEN'T HAD AN UPDATE IN A WHILE.
IT WAS ALWAYS THERE FIVE YEARS IN THE FUTURE, BUT, UM, I THINK THEIR PRESENTATION WAS AVAILABLE ON YOUTUBE.
UM, ANY OTHER QUESTIONS? DISCUSSION? ALL RIGHT.
UH, COMMISSIONER RISK IS OUT OF HERE.
I DIDN'T NOTICE SHE WAS COMMISSIONER RUDENESS HERE, THE DISTRICT ADVISORY COUNCIL UPDATE, I THINK
[00:25:01]
NOT, UH, WHICH LEADS THESE NEXT FOR OUR CITY COUNCIL MOBILITY COMMITTEE UPDATE.I ACTUALLY HAD TO MISS THIS MEETING.
UM, AND I HAVEN'T, I DID NOT GO BACK.
CHRIS PARKS, UH, UM, MS. MUNEZ TO LET ME KNOW THAT SHE WILL NOT BE ABLE TO MAKE IT TODAY.
UM, WELL I GUESS SAYING I HAD ENDED UP MISSING THE COUNCIL, THE ABILITY TO COMMITTEE COUNCIL MEETING, UH, THE MOBILITY COMMITTEE MEETING.
UM, SO I DID NOT GO BACK AND READ THE UPDATES.
UM, UNLESS ANYONE ELSE HAD ATTENDED THAT MEETING OR CHECKED IT OUT AND I READ THE NOTES? NOPE.
[4. FUTURE AGENDA ITEMS]
OKAY.WELL THAT BRINGS US TO THE FUTURE AGENDA ITEMS. NUMBER FOUR.
UM, THIS WAS A VERY LIGHT MEETING.
I KNOW ONE OF THE ISLANDS THAT WE WERE GOING TO HAVE, BUT DID NOT HAVE, IS A BUDGET REPORT.
UM, SO THAT IS PROBABLY SOMETHING THAT WE NEED TO GET AS SOON AS THEY ARE READY TO GIVE IT, UH, CHRIS PARKS.
DO YOU KNOW IF THEY HAVE A TIMELINE THAT THEY ARE GOOD WITH IT? I DO NOT KNOW AT THIS TIME, BUT AS SOON AS I DO, I'LL BE SURE TO UPDATE ALL OF YOU.
AND, UM, YOU KNOW, I GUESS A FEW THINGS FLOATED UP, UH, MR. FRANCO DO, ARE YOU INTERESTED IN THROWING AN ITEM ON, AROUND, UH, DISCUSSING BOOTS AND PRICING AND SEE IF WE CAN FIND A PERSON TO BRING THIS UP TO DATE? HELLO? CAN YOU HEAR ME? YES.
BUT I DO WANT TO, I DID WANT TO MAYBE PERHAPS IF, IF IT'S APPROPRIATE TO GIVE AN UPDATE ON SOMETHING, UH, ANOTHER PROJECT THAT I'M A PART OF, BUT ALSO POTENTIALLY PUT ON THERE FOR A FUTURE AGENDA ITEM.
SO, SO, UH, LONG STORY SHORT, UM, ONE OF MY OTHER BOARDS AND COMMISSIONS, I AM THE LIAISON FROM DESIGN COMMISSION TO THE SOUTH CENTRAL WATERFRONT ADVISORY BOARD.
AND I HAPPENED TO BE THE CHAIR OF THE SOUTH CENTRAL WATERFRONT ADVISORY BOARD.
UM, WE, WE WERE ASKED BY THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION TO SEE ABOUT PUTTING TOGETHER A SUBCOMMITTEE OF THE AUSTIN ECONOMIC DEVELOPMENT CORPORATION THAT WOULD BASICALLY OVERSEE ALL THINGS SOUTH CENTRAL WATERFRONT.
WE'VE BEEN WORKING ON THAT FOR ABOUT THE PAST TWO MONTHS AND FINALLY MADE A RECOMMENDATION TO COUNCIL, UH, ON, ON WHAT THAT WOULD LOOK LIKE THE MAKEUP OF THE BOARD.
AND THE REASON THIS IS IMPORTANT IS BECAUSE ONE OF THE THINGS THAT, UH, THAT I PROPOSED AND GOT, GOT ACCEPTED BY THE BOARD, OBVIOUSLY OUR RECOMMENDATION STILL HAS TO GO TO COUNCIL.
WE'LL SEE WHAT THEY WOULD DO WITH IT, BUT GIVEN THE LARGE AMOUNT OF TRANSPORTATION OPTIONS, UM, AND THE FACT THAT WE'RE GOING TO HAVE, YOU KNOW, A RAIL STOP, A LIGHT RAIL STOP WITHIN THE SOUTH CENTRAL WATERFRONT, WE'RE PROPOSING ADDING AN URBAN TRANSPORTATION COMMITTEE MEMBER TO THE, TO THIS NEWLY FORMED COMMITTEE.
SO JUST WANTING TO THROW THAT ON Y'ALL'S RADAR.
AND, UM, IF YOU'D LIKE, I'M HAPPY TO TALK TO OUR STAFF LIAISON AND MAKE, PERHAPS THEY CAN GIVE A GENERAL PRESENTATION ON WHAT THE SOUTH CENTRAL WATERFRONT PLAN INITIATIVE IS FOR A FUTURE AGENDA ITEM.
SO, UH, YEAH, SO, UM, UH, MS. PARKS, IF YOU'RE TAKING NOTES, IT COULD BE OKAY.
I THINK, UM, HE CAN GET AN UPDATE FROM THEM.
HE DOESN'T HAVE TO BE AN EXHAUSTIVE UPDATE, BUT ESPECIALLY AS IT RELATES TO WHAT THE FUTURE PLANS ARE, WHAT, UH, UH, UTC LIAISON WOULD ENTAIL AND WE CAN MAKE IT, UH, DO A LIGHT ON WHERE WE HEAR THAT AND THEN DECIDE, UM, IF THEY'RE READY FOR THAT.
AND IF WE ARE READY TO NOMINATE AND PUT SOME ONE AT THE SAME TIME, WE COULD ALSO TALK ABOUT, UH, COMMISSIONER, WHETHER IT BE, UH, IF THERE'S INTEREST IN SOMEONE ELSE, UH, BEING ON THE DOWNTOWN COMMISSION.
SO WE COULD HAVE THAT AS THE AGENDA ITEM AS WELL.
UM, DOES ANYONE ELSE HAVE ANY FUTURE AGENDA ITEM THAT THEY'RE COMMISSIONER
AND THEN I READ ABOUT THE NEW AUTONOMOUS BOT THAT'S DELIVERING PARCELS IN THE SOUTH CONGRESS CORRIDOR.
THAT WOULD BE REALLY INTERESTING.
I DON'T KNOW, UH, AT WHAT POINT THAT IS MOST APPROPRIATE, BUT IT'S CERTAINLY SOMETHING OF INTEREST.
YOU KNOW, THINGS GET BACK TO NORMAL AND SCOOTERS ARE STARTING TO, UM, TAKE OFF AGAIN.
UM, YOU KNOW, MY DISTRICT TO NOTE, IT'S AN ISSUE SOME IN THE PAST HAVE BEEN RECONCILED OR PEOPLE TURNED OUT DIDN'T DESTROY THE WORLD.
AND SO PEOPLE WERE FINE WITH IT NOW.
I HEARD A STORY ABOUT IT THIS MORNING ON KUT.
I THINK THERE WAS SOMETHING LIKE 3000% INTEREST INCREASE IN USAGE THIS LAST MONTH.
YEAH, I THINK IT, YEAH, BUT YEAH, THEY DEFINITELY ARE DEFINITELY RIGHT.
SO THERE'S A SEVERAL ITEMS THERE.
UM, WE DIDN'T TRAIN THE PEDALS, I GUESS I HAD SOME, A COUPLE OF, SO FIRST
[00:30:01]
OF ALL, I NOTICED THAT, UM, SO I'M THE PRO I'M THIS BOARDS REPRESENTATIVE ON THE PROJECT CONNECT COMMUNITY ADVISORY COMMITTEE, AND THAT HAS FALLEN OFF THE LIST OF STANDARD MONTHLY UPDATES.SO I THOUGHT WE, WE SHOULD ADD THAT.
AND I DON'T KNOW IF YOU WANT IT, OBVIOUSLY THERE'S DIFFERENT FLAVORS, BUT, UM, I THOUGHT WE SHOULD, WE SHOULD ADD THAT BACK.
UM, I DON'T REALLY HAVE ANY CONCRETE UPDATES.
WE'VE HAD A COUPLE MEETINGS THAT HAVE BEEN A LOT ABOUT GETTING OUR BYLAWS WRITTEN AND, AND GETTING OUR PROCEDURES ESTABLISHED.
AND WE HEARD A LITTLE BIT ABOUT THE EQUITY TOOL THAT'S BEING CREATED, UM, TO, TO ANALYZE, UM, HOUSING AND DISPLACEMENT AROUND PROJECT CONNECT.
UM, BUT, UH, SO THAT, AND THEN I ALSO, UM, UH, CHRIS, CHRISTOPHER PARKS SHOULD HAVE THIS, BUT I, UH, SUBMITTED A REQUEST I'D LIKE TO HEAR SOMETIME THE NEXT COUPLE MONTHS.
IT DOESN'T NECESSARILY HAVE TO BE JULY.
IT COULD EASILY BE THE FALL, BUT I'D LIKE TO, UM, I REQUESTED A PRESENTATION UPDATE ON THE GREAT STREETS PROGRAM, UH, AS WELL.
WELL, TO YOUR FIRST POINT, DEFINITELY ONE OF THE STANDING BRIEFINGS SHOULD BE, UM, THE PROJECT CONNECT RELATED.
UM, WE DON'T WANT YOU TO FEEL THIS OUT.
THEY ASK ABOUT THAT BECAUSE THEY'VE BEGUN TO SHOW PRELIMINARY STATION LOCATION, YESTERDAY'S ATP MEETINGS.
I CHOSE THE ONE FOR THE NORTHERN ORANGE LINE PREVIOUSLY, IF I'VE SHOWN THEM FOR THE BLUE LINE.
I WONDER HOW DOES THE UTC LEARN ABOUT THAT SORT OF INFORMATION? IN THE PAST, WE HAVE DEFINITELY HAD, UM, UH, FULLY STAFFED PROJECT CONNECT TO BRIEFINGS WHERE THEY WOULD COME TO CDC AND GIVE A FULL PRESENTATION OF WHERE THEY ARE WITH THE PLANTS ARE, HAVE A COMMUNITY ENGAGEMENT TIMELINE.
AND THEN SEVERAL OF US USED TO ATTEND THE PROJECT CONNECT BRIEFINGS WITH THE PERSON AND ONLINE AS PART OF THE, UH, B CON PROJECT CONNECT AND PASTOR NETWORK, WHICH IS YEAH.
UM, SO, UM, UH, WE HAVEN'T HAD A PROJECT CONNECT UPDATE IN A WHILE, UH, AT UTC, I THINK, UM, MAYBE SOMEONE WHO'S GONE TO SOME OF THE MEETINGS LATELY, IF THEY'VE MADE ENOUGH PROGRESS WHERE YOU THINK, UM, THERE WAS SOMETHING WE MIGHT WANT TO WEIGH IN ON TO KEEP AN EYE ON OR LEAN ON OUR COUNCIL PEOPLE ABOUT, UM, YOU KNOW, I THINK IT'S SORT OF A STANDING THING.
IS THERE ANYTHING HAPPENING, ANY BIG INFLECTION POINTS IN THE PROJECT CONNECT PROCESS THAT WELL, THEY'RE TURNING STATIONS.
THEY'RE 50, I, 50% DESIGN AND THEY'RE LOOKING FOR INPUT ON STATION LOCATION.
AND I DON'T THINK A LOT OF PEOPLE ARE TRACKING IT, SO YEAH.
WELL THEN LET'S PUT IT ON OUR AGENDA.
THAT ONE I WOULD SAY FOR SURE.
LET'S SEE IF WE CAN REACH OUT TO THE, ALL THE STANDARD PLAYERS, IF DAVE ACCOUNTS HE'S STILL AROUND, UM, HE'S COME AND TALK TO US A HALF A DOZEN TIMES.
ANY OF THE OTHER PEOPLE, I THINK HE'S GOT A SORE THROAT, HE DIDN'T DO THE UTT WALKING CRAFTED PARTNER MEETING YESTERDAY, OR ANY OF THE PEOPLE WHO HAVE GIVEN THE UPDATES THAT WE'VE HAD.
UM, SO MS. PARKS, IF YOU CAN PUT THAT ON THE LIST, UM, UH, SEE IF WE CAN MAKE THAT HAPPEN.
THAT ONE, THAT WOULD BE GREAT.
I JUST WANTED TO CONFIRM, UM, ALONG WITH THE OTHER MEMBERS THAT WE HAVE, UH, FOUR SOLID FEATURE ITEMS, UM, THE FIRST IS GOING TO BE, UM, BOOT FINANCING, LOOKING MORE INTO THE BOOT FINANCING AND POTENTIALLY BRINGING JOE SANTIAGO BACK.
UM, WE'RE GOING TO, UM, HAVE AN UPDATE ON, UH, THE SCOOTERS AS WELL AS A POTENTIAL, UM, ARGO AI, THE ROBOTS THAT ARE DELIVERING IN THE CITY.
UM, A THIRD ITEM IS GOING TO BE, UH, GETTING PROJECT CONNECT UPDATE, UM, FROM PROJECT CONNECT AND A POTENTIAL, UH, FOURTH ITEM, UH, INVOLVING, UH, A BUDGET REPORT FROM DIRECTOR ROB SPILLER.
AND I DON'T THINK ALL THOSE NEED TO HAPPEN NEXT MONTH.
YOU KNOW, THOSE ARE JUST, UH, FIRES TO GET GOING AND WE'LL SEE, OR SEEDS TO PLANT AND SEE WHEN THEY'RE READY TO HARVEST WHATEVER THE RIGHT METAPHOR IS.
LET ME THROW TWO MORE ITEMS IN THE HOPPER.
UH, DO YOU EVER HEAR ANY REPORTS ON WHAT THE CAMPO GRATIFICATION POLICY BOARD IS UP TO? WE HAVE MANY TIMES, UH, AT DIFFERENT TIMES, HAS IT BEEN, UM, A WHILE, UH, COMMISSIONER SUMMERS OR WHETHER IT BE, OR IS IT FRANCO YOU REMEMBER THE LAST TIME BEEN? IT'S BEEN A LITTLE, IT'S BEEN A LITTLE WHILE IT'S BEEN, IT HAS BEEN A BIT, I, IT WAS, IT WAS DEFINITELY PRE PANDEMIC WERE ALL IN PERSON.
SO I THINK RIGHT AFTER THE START OF THE PANDEMIC, DID
[00:35:01]
WE PASS ONE THING RIGHT AROUND THE START OF THE PANDEMIC OR JUST AFTER? I THINK PERHAPS, BUT YEAH, IT'S BEEN ABOUT A YEAR.AT LEAST IT'S BEEN AT LEAST A YEAR.
I WOULD SAY THE, I WOULD SAY IT'S SAFE TO SAY IT'S BEEN A YEAR.
IT MAY HAVE BEEN 18 MONTHS NOW, DO YOU HAVE A PARTICULAR ITEM IN MIND? UM, SO I, I GENERALLY GO ALSO WITH HIM APPLE FORWARD MEETING AND SOMEBODY NEEDED A REPORT ON THE LAST AGENDA, BUT, UH, JUST SOMETHING THAT I THINK THE OFFICIAL PART OF THE UPP CHARTER TO CRACK AT LEAST ONCE A YEAR, MAYBE MORE OFTEN, IT SEEMED WORTH TALKING ABOUT WHAT THEY'RE DOING.
WELL, I THINK IT DEFINITELY PUT THAT IN THE HOPPER FOR SURE.
WE SHOULD LOOK THROUGH, TO SEE AGAIN WHERE THEY ARE IN THEIR PROCESSES.
IF THERE, IF THERE IS SOME SORT OF PUBLIC ENGAGEMENT PROCESS, IF THEY HAVE A REVIEW OF WHAT ARE THEIR LONG-TERM PLANS, THAT'S OFTEN WHERE WE'RE, WE WILL GET AN UPDATE, UM, AND GET FEEDBACK.
UH, AND AGAIN, THIS IS ONLY MY SECOND UTP MEETING.
AND SO THERE COULD BE ALL KINDS OF THINGS THAT ARE REGULAR TWICE A YEAR EVENTS THAT I WOULD HAVE NO IDEA, BUT, UH, HOW DO WE GET, DO WE GET UPDATES ON, WHAT'S CALLED THAT WHAT TEXTILE AND CTRS ARE DOING IN TERMS OF HIGHWAY CONSTRUCTION IN THE AREA? THAT IS MY RECOLLECTION.
UM, FEWER AND FURTHER BETWEEN WE HAVE THE CITY HAS ESSENTIALLY NO SAY IN TECHSTOP.
UM, AND WE HAVE LESS SAY IT THAN THAT.
WELL, THE FIVE CENTRAL HAS RECEIVED QUITE A BIT OF COMMENTS FROM COUNCIL AND THE MAYOR AND FROM UTC.
SO AT LEAST THAT ARE COMFORTABLE.
WE PASSED, UH, A COUPLE OF RECOMMENDATIONS AND, UM, ORGANIZED AROUND THE
UM, MAYBE RIGHT BEFORE YOU GOT HERE, JUST IN THE LAST FOUR MONTHS, FIVE MONTHS, UM, CHAIR, UH, POLITICS.
I DO WANT TO LET YOU KNOW, HOWEVER THAT, UH, MRS. NOEY JOSEPH, THE CITIZEN, UH, IS WITH US NOW AND WE CAN LET HER ON SO SHE CAN BEGIN HER PRESENTATION FOR THREE MINUTES.
UH, MR. BROOKS FINISHED UP, UH, THINKING SOMETHING AROUND
IT'S JUST ONE THAT HAVE EVERYTHING IN ONE BIG LIST, INCLUDING THE 2016 MOBILITY BOND PROJECTS, SOME OF WHICH ARE FAIRLY MAJOR AND ARE IN VARIOUS STATES.
I, IT WAS PROBABLY THE LAST MEETING BEFORE YOU STARTED.
WE HAD A CORRIDOR PROGRAM MEETING.
I THINK WHAT WOULD BE GOOD IS IF YOU SEND AN EMAIL WITH SOME LISTS AND CC, AT LEAST ME AND CHRIS PARKS, AND THEN WE CAN GO BACK AND FORTH AND SEE, YOU KNOW, PUT THEM IN AN ORDER IF WE'VE SEEN SOME RECENTLY DROP THEM DOWN.
SO WE HAVEN'T SEEN THE CONTROL FROM THE BOP, AND WE CAN JUST SORT OF BUILT A LIST THAT WAY NECESSARILY, AND LAST BUT NOT LEAST, THERE ARE ALL KINDS OF THINGS THAT CAMPO AND CAP COG, IF YOU'VE EVER HEARD OF CAP IN TERMS OF REGIONAL PLANNING, IS THERE EVER ANY INTEREST IN WHAT HAPPENS OUTSIDE THE CITY OF AUSTIN? SOMETIMES, UH, THE CITY OF AUSTIN IS LEAST STRONGLY AFFECTED BY, UM, THE CENSUS IS GOING TO MOVE A LOT OF AREAS OUT OF KURT'S SERVICE AND INTO METRO SERVICE AREA AND THAT METRO SERVICE AREA AND THE CITY OF AUSTIN ARE, UH, GOING PRETTY MUCH AT THE HIP.
SO I COULD AT SOME POINT TO LEARN ABOUT THOSE OTHER WORDS.
WE DEFINITELY GET CAMPO UPDATES PERIODICALLY.
WE DEFINITELY TALK ABOUT, UH, MOST OF THE THINGS WE'RE TALKING ABOUT ARE WITHIN THE CITY, BUT OCCASIONALLY THERE ARE CAMPO AND CAMPO PLANS THAT, UM, WE WEIGH IN ON IT OFTEN CENTERS AROUND THEIR PUBLIC ENGAGEMENT PROCESSES.
SO IF THEY HAVE A PUBLIC ENGAGEMENT PROCESS GOING FOR SOME, UH, INITIATIVE OR SOME EFFORT OR SOME PARTICULAR PROJECT, THEN, UM, BUILD IN THE BOTTOM OF OUR SCHEDULE, UM, AS OPPOSED TO, YOU KNOW, HEY, IT'S FEBRUARY, LET'S HEAR WHAT'S GOING ON.
THESE ARE EVEN BEYOND CAMPO AND MAYBE JUST TOO IRRELEVANT TO WHERE WE'RE SPENDING TIME ON, BUT IF THERE'S ANY OTHER INTERESTS, I WANT TO HAVE A PRESENTATION.
WELL, I THINK AS SOON AS I SEND AN EMAIL AND LET'S JUST, LET'S JUST GO BACK AND FORTH AND TRY AND COME UP WITH A LIST AND WE CAN, WE CAN SORT IT UP.
AND, UH, WITH THAT INSTEAD OF MOVING TOWARDS GERMAN, UM,
[CITIZEN COMMUNICATION: GENERAL]
LET'S GO BACK TO SYSTEMS COMMUNICATION.UM, YOU SHOULD HAVE RECEIVED A PDF, UH, IN YOUR EMAIL AND, UM, MS. JAYA, MS. JOSEPH, ARE YOU ON THE LINE AND READY TO GO? YES.
MR. CHAIR, CAN YOU HEAR ME? I CAN.
[00:40:01]
ALL RIGHT, WELL, UH, WELCOME BACK.AND, UM, YOU'RE FREE TO START, WHATEVER.
WELL, THANK YOU MR. CHAIR MEMBERS.
AND I APPRECIATE THE TECH GUY ACTUALLY, UH, PUTTING ME THROUGH, I REALLY APPRECIATE ALL THE INTRICACIES AND SPEAKING REMOTELY.
UM, AS IT RELATES SPECIFICALLY TO PROJECT CONNECT, I KNOW YOU HAD A LITTLE MORE ROBUST DISCUSSION ABOUT THAT.
I JUST WANTED TO CALL TO YOUR ATTENTION THAT THERE ARE APPROXIMATELY SIX DAYS REMAINING TO MAKE COMMENTS IN THE FEDERAL REGISTER FOR THE ORANGE LINE AND THE BLUE LINE.
AND SO THAT LINK IS IN THE ON PAGE.
ONE OF THE DOCUMENTS THAT I SENT YOU, UH, YOU CAN JUST PRESS THE GREEN TAB AND IT ACTUALLY WILL ALLOW YOU TO MAKE FORMAL COMMENTS.
I JUST WANTED TO CALL IT TO YOUR ATTENTION.
HOWEVER, THAT NORTH OF US, 180 3 IS 24 TO 30 YEARS FOR THE RAIL.
AND REALLY THE GRILL IS GOING TO OPERATE SOUTH OF US 180 3, AS YOU'RE AWARE, THAT'S TEXT THAT'S RIGHT AWAY.
AND SO IT'S A LITTLE DISINGENUOUS FOR CAPITAL METRO TO INCLUDE THE MINORITY POPULATION AND NORTH MORA TRANSIT CENTER, BECAUSE THEY DON'T OWN THE RIGHT OF WAY, JUST LIKE THEY DON'T OWN THE RIGHT OF WAY DOWNTOWN.
AND SO YOU MAY KNOW BY NOW THAT HOUSE BILL 3 8, 9, 3 A DIDN'T PASS, IT ACTUALLY DIED ON THE INTENT CALENDAR.
IN PART, I ACTUALLY AM THANKFUL TO THE REPUBLICAN SENATORS WHO LISTENED TO ME WHEN I EXPLAINED TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, WHICH PROHIBITS DISCRIMINATION BASED ON RACE, COLOR, NATIONAL ORIGIN.
AND I SNIPPED, WE TOOK THE SYSTEM MAP AND THEM THAT AFRICAN-AMERICANS LAKE 60 MINUTES FOR THE BUS.
IT'S SIX MINUTES, SOUTHWEST AND CENTRAL.
SO YES, STUFF, SPRINGS, HISPANICS DO BENEFITS, BUT NOT, UH, THE PEOPLE WHO ARE LIVING IN NORTHEAST AUSTIN.
AND I ALSO WANT YOU TO RECOGNIZE THAT JUST THE, THIS PAST MONDAY, THE CAMPO BOARD MEETING IDENTIFIED PARMA LANE AS REGIONAL SIGNIFICANCE.
AND AS YOU MAY BE AWARE OF THAT PARTICULAR BUS ROUTE, THE METRO RAPID WAS ELIMINATED BETWEEN SAMSUNG AND APPLE, EVEN THOUGH THERE'S THE NORTH CORRIDOR LOCALLY PREFERRED ALTERNATIVE STUDY FROM 2014.
SO I BRING THOSE THINGS TO YOUR ATTENTION FOR ANYBODY WHO WANTS TO MAKE OBJECTIVE MOMENT, JUST TO REALIZE THAT THE RESOLUTION THAT PASSED AUGUST 7TH, 2020 ACTUALLY SAID THE SYSTEM WAS EQUITABLE, BUT, UH, CHAIR COOPER DID ACKNOWLEDGE THE DISPARATE IMPACT OF JANUARY 28TH, 2019.
AND I'LL JUST SCROLL FORWARD TO TELL YOU THAT, UM, THERE, I DID INCLUDE THE INFORMATION ABOUT THE TARGET AUDIENCE, THE WHITE MILLENNIALS, AND THE PEOPLE WHO LIVE IN THE SERVER SUBURBS, WHO COMPLETED THE SURVEYS.
BUT I DID WANT YOU TO ALSO RECOGNIZE THAT AFFORDABLE HOUSING, TRAVIS COUNTY COMMISSIONER'S COURT, ALL NINE OF THEIR PROGRAM, YOUR 2019 PROJECTS WERE ONE TO FIVE MILES OUT.
THERE WAS ONLY ONE THAT WAS 0.4 MILES.
AND WHEN THE PROJECTS ARE THAT FAR AWAY FROM TRANSIT, IT DENIES THAT PEOPLE WHO RELY ON METRO ACCESS, UM, FROM USING THE SYSTEM.
AND SO I THINK THAT'S IMPORTANT FOR YOU TO UNDERSTAND.
AND THEN LASTLY, BYE, WHICH IS THE NUMBER ONE LOCATION TO PUT THE HOMELESS OR FORMERLY HOMELESS BY THE TIME THEY LIVED THERE, BECAUSE ROUTE TWO 40 WAS ELIMINATED ON JUNE 3RD, 2018 WHEN CAP REMAP WAS IMPLEMENTED.
AND JUST, UM, MY FINAL COMMENT IS TO SAY, UH, ROUTE 2, 3 92 IS REPRESENTATIVE GINA HENNA, HOST OF ROUTE AND PARTS OVER FROM BREAKER AND NORTH MARA TO GREAT HILLS.
THAT'S THE LITTLE BUS ROUTE THAT ACTUALLY GOT ME STARTED.
SHE WAS ACTUALLY THE REPRESENTATIVE THAT SPONSORED THE BILL AND, UH, CAPITAL METRO WOULDN'T IMPROVE THAT ROLE FOR PEOPLE TRYING TO GET TO WORK.
IT'S STILL 45 MINUTES AND 30 MINUTES TO TRANSFER, BUT FOR FC SOCCER GAMES, IT RUNS EVERY 20 MINUTES AND 3 83 RUNS EVERY 15 MINUTES.
SO THE PRIORITIES ARE A LITTLE BIT SKEWED, UM, THAT ENTERTAINMENT THEY'LL PAY ATTENTION TO, BUT PEOPLE TRYING TO GET TO WORK THE MINORITIES, UH, NOT SO MUCH, THOSE ARE MY COMMENTS.
I WOULD JUST ENCOURAGE ANYBODY WHO HAS COMMENTS ONE WAY OR THE OTHER, UH, TO MAKE THOSE COMMENTS, UM, DURING THIS WINDOW AND FOR PEOPLE WHO ARE VISUALLY IMPAIRED AND BLIND, OR, UM, THOSE WHO ARE HARD OF HEARING AND NEED SOME ACCOMMODATIONS.
UM, I DID CALL FEDERAL TRANSIT ADMINISTRATION AND JACOB CALHOUN IS THE PERSON THAT THEY REFERRED ME TO, AND HIS INFORMATION IS ON THE FEDERAL REGISTER, EVEN THOUGH IT SAYS CAPITAL METRO, HE'S NOW WITH HUSTON, UH, TRANSIT PARTNERSHIP.
UM, AND IF YOU HAVE ANY QUESTIONS, I'LL GLADLY ANSWER THEM AT THIS TIME.
AND ONCE AGAIN, JUST APPRECIATE YOU ALLOWING ME TO MAKE MY COMMENTS.
I SAID, THANK YOU FOR YOUR COMMENTS AND FOR YOUR EXHAUSTIVE RESEARCH IN THAT DOCUMENT.
UM, THERE'S A LOT OF, A LOT OF GOOD INFORMATION IN THERE.
UM, AND THERE ARE A LOT OF LINKS IN THERE FOR THOSE WHO HAVEN'T LOOKED THROUGH THE PDF YET.
[00:45:01]
YOU CAN GO DO SOME OF THE RESEARCH FOR YOURSELF AND VERIFY THINGS.YEAH, I KNOW IT'S PRETTY, BUT I KNOW PEOPLE HAD ONE WAY OR THE OTHER, SO I JUST WANTED TO PUT THE FACTS.
I APPRECIATE PEOPLE HAVING, HAVING LINKS.
I APPRECIATE, YOU KNOW, LIKE, YOU KNOW, YOU'RE NOT JUST TALKING, YOU KNOW, IF PEOPLE CAN JUST SAY THINGS AND IT'S HARD TO KNOW, WELL, IS THAT TRUE? IS THAT NOT TRUE? IT'S, IT'S GOOD.
IT'S, IT'S GOOD TO HAVE SOME, SOME DATA IN THERE.
DOES ANYONE HAVE ANY QUESTIONS? I DON'T, BUT I'D LIKE TO SHARE THE SPEAKER, THANKS SPEAKER FOR SHARING THOSE, UH, IMPORTANT ITEMS. AND, UM, I WILL BE SURE TO COMMENT.
OH, INSTANTLY I THANK YOU, COMMISSIONER FOR LISTENING IN AND JUST FYI.
I DID INCLUDE THE ONE PROVISION THAT SAYS THAT RENTERS, UM, AS WELL AS THE HOMEOWNERS WHO BEAR THE COST OF PROJECT CONNECT.
UM, SO IT'S, IT'S A LENGTHY, BUT I JUST WANT YOU TO KNOW THAT WE ALL ARE PAYING FOR THE SYSTEM AND IT JUST NEEDS TO BE EQUITABLE.
WELL, THANK YOU VERY MUCH, MS. JOSEPH AND NOW, RIGHT.
AND WITH THAT, WE ARE AT THE END OF OUR AGENDA, ANY LAST MINUTE AD HOC ITEMS THAT SOME FIELDS WE FORGOT THAT THEY WERE GOING TO SAY, I HAVE A GENERAL QUESTION, MAYBE.
MAYBE IT'S MORE APPROPRIATE FOR MR. PARKS.
UM, HAS THE BOARD DISCUSSED WHEN WE'RE GOING TO BEGIN MEETING IN PERSON AGAIN? HMM.
UM, THIS IS CHRIS FOR PARKS AT THIS TIME.
UM, THERE IS, UH, WE'RE NOT ALLOWED TO MEET UNTIL AFTER JUNE, UH, AT THE EARLIEST, UM, CITY HALL WILL KEEP US UPDATED ON IF THAT CHANGES, BUT AS OF NOW, WE WILL HAVE TO REMAIN A VIRTUAL.
AND IF ONE MORE QUESTION FOLLOWING UP ON THAT, WHEN, UM, THERE IS THE POSSIBILITY FOR GOING BACK IN PERSON, IS THERE THE REQUIREMENT TO GO BACK AND PERSON, CAN WE GO OVER HERE? CAN WE DO HYBRID MEETINGS? UH, THAT IS AN EXCELLENT QUESTION.
I WILL FOLLOW UP ON THAT AND GET BACK TO ALL OF YOU SOON, BECAUSE IF WE'RE EVER GOING TO DO MEETINGS DURING THE DAY, I THINK THAT'S GOING TO BE A REQUIREMENT.
IT'S KIND OF, IT'S MUCH EASIER FOR ME TO GET AWAY FROM WORK, BY SWITCHING, BY ZOOM TO A DIFFERENT BANK THAN TO GET DOWN DOWN.
WELL WITH THAT, UM, UH, IS THERE A MOTION TO ADJOURN? I THINK WE CAN DO MY CONSENT ALL IN FAVOR OF ADJOURNING, SAY ADIOS AND HAVE A GOOD DAY.
THANKS FOR, KIND OF GO IN THE OFFICE AND HAVE A GOOD DAY.
