IT'S REALLY GEARED TOWARDS

SO WE JUST WANTED TO ENSURE THAT WE HAD THAT SYSTEM IN PLACE.

UM, ESSENTIALLY IF YOU HAVE ANY NEED FOR TRAN TRANSIT, UH, THAT YOU CAN CALL THEM AND THEY WILL, UH, LET YOU KNOW WHO YOU NEED TO USE TO GET FROM WHERE AND WHEN.
UM, AND THEY'VE GOT A STAFF OF, UH, TWO TO THREE INDIVIDUALS, I THINK THEY'RE GOING TO BE, AND THEY HAVE A STAFF OF TWO CURRENTLY.

AND SO THIS FUNDING WILL MAINLY SUPPORT STAFF, UM, UH, FUNDING.

AND THEY WERE THE ONLY ONE OUT OF ALL THE PROJECTS THAT WE REVIEWED THAT MET THE CRITERIA THAT WE SET ABOUT.
SO WE ARE MAKING A RECOMMENDATION TO ALLOCATE THIS FUNDING TO THE OFFICE OF MOBILITY MANAGEMENT, UM, AND JUST THIS WILL ADDRESS THE POTENTIAL LOSS OF FUNDING.
AND, UM, AFTER HAVING DISCUSSIONS WITH THEM, WE ARE GEARING UP, AS I MENTIONED, TO DO A 53 10 PROJECT CALL, BUT, UH, THIS WILL ALLEVIATE SOME OF THE DEMAND ON THE TRADITIONAL FUNDING AND THAT PROJECT CALL, UM, YOU KNOW, THIS WON'T PRECLUDE THEM FROM APPLYING FOR FUNDING IN THAT CALL IF THEY NEED IT, BUT, UM, THIS WILL PRODUCE THE DEMAND ON THE TRADITIONAL FUNDING.

UM, IT'S SOMETHING WE CAN CERTAINLY DO BETTER AT GOING FORWARD.
I THINK, UH, LOOKING AT THE COMMUNICATION AND MAKING SURE THAT WE'RE INFORMED ON THAT, BECAUSE THAT IS ONE OF THE BIG THINGS THAT CAME OUT OF COVID IS PEOPLE WERE NOT GOING TO THE DOCTOR.
AND A LOT OF THE PROGRAMS THAT THIS FUNDING SERVES, UM, THOSE PROGRAMS HADN'T NECESSARILY BEEN SHUTTERED, BUT IT SLOWED DOWN TREMENDOUSLY.
AND THAT WAS ONE OF THE PRIMARY CAUSES.
ONE OF THE OTHER ONES IS THE, THAT, UM, 53 10 FUNDING HAS THIS QUALIFICATION WHERE AT A MINIMUM 55% OF THE FUNDING HAS TO BE SPENT ON TRADITIONAL PRODUCTS.
AND THESE ARE CONSIDERED CAPITAL PROJECTS LIKE BUYING BUSES.
UM, MOBILITY MANAGEMENT IS THE ONLY NON-CAPITAL PROJECTS, UM, TYPE OF ACTIVITY THAT YOU CAN FUND.
AND SO EVERY YEAR WE TEND TO HAVE A LITTLE BIT EXTRA TRADITIONAL FUNDING LEFTOVER.
UM, IT'S A LOT HARDER TO ALLOCATE FUNDING FOR TRADITIONAL PROJECTS BECAUSE THE DEMAND JUST ISN'T QUITE THERE.
PEOPLE DON'T NEED BUSES AS MUCH AS THEY EAT FUNDING FOR, UH, SAY, YOU KNOW, UH, STAFF DRIVERS AND GAS AND INSURANCE AND THINGS LIKE THAT.
AND THAT'S WHAT THE OTHER 45% IS SPENT ON.
SO THAT'S ANOTHER ISSUE, ESPECIALLY IN THIS PROJECT CALLED THAT WE'RE ABOUT TO DO, UM, IT'S GOING TO BE THE LARGEST PROJECT CALL THAT WE'VE HAD IN REGARDS TO 53 10, IT'S GOING TO BE ROUGHLY 2.4 MILLION, UH, THAT WE HAVE AVAILABLE TO ALLOCATE.
UM, AND SO 50% OF THAT DOES HAVE TO BE FOR TRADITIONAL FUNDING, BUT, UM, I THINK THAT'S GOING TO BE ONE OF THE CHALLENGES COMING UP, AND I KNOW THIS KIND OF RAMBLING, BUT IT'S GOING TO BE REALLY IMPORTANT TO GET THE WORD OUT THAT THIS FUNDING IS AVAILABLE.
UM, SO I WOULD ENCOURAGE ANYONE WHO KNOWS ANYBODY THAT HAS A PROGRAM THAT SERVES SENIORS OR INDIVIDUALS WITH DISABILITIES TO, TO, UM, APPLY FOR FUNDING AND KEEP AN EYE OUT FOR THAT PROJECT CALL, BECAUSE IT IS A CHALLENGE SPECIFICALLY WITH ADDITIONAL FUNDING, UH, TO FIND ENOUGH PEOPLE WHO NEED THAT.
UH, DID THAT ANSWER YOUR QUESTION? YES.
SO JUST, JUST TO CLARIFY, CAUSE I HAD MISSED THAT EARLIER.

THEREFORE THE TEXAS TRANSPORTATION COMMISSION MAY HAVE MORE DISCRETIONARY FUNDING AND CATEGORY 12 THAN WE MAY HAVE ANTICIPATED.
OUR COUNTERPART IN DALLAS HAS ALWAYS DONE A FANTASTIC JOB OF HAVING PROJECTS ON THE SHELF AND READY TO GO.
AND SO THEY HAVE BEEN ABLE TO CAPITALIZE ON, UM, BOTH FEDERAL AND STATE DISCRETIONARY DOLLARS.
UH, THIS WILL BE OUR FIRST FORAY INTO THAT AREA.

UM, AS MANY OF YOU RECALL WHO WERE ON THE BOARD PRIOR, UM, WE HAD A GENERAL PLANNING CONSULTANT THAT WE USED FOR THE FIRST FOUR OR FIVE YEARS THAT CONTRACT ENDED IN DECEMBER OF 2020.
AND THEN, UM, THIS GENERAL ENGINEERING, UH, CONSULTANT CONTRACT WOULD REPLACE, UM, THAT CONTRACT.
UM, WE ALSO SEE THESE STUDIES, NOT STUDIES, THESE PROJECT DEVELOPMENT ACTIVITIES, HELPING, UM, UH, MOVE, UH, ECONOMIC DEVELOPMENT THAT WE'RE EXPERIENCING RIGHT NOW, UH, AND ALSO ECONOMIC DEVELOPMENT THAT WE THINK IS COMING, UH, DOWN THE ROAD.

THIS IS AT THE FAR SOUTHERN, UM, PART OF OUR REGION.
YOU CAN SEE THEY'RE STARTING AT A FM ONE 10 ON THE WEST, AND I'M GOING TO IHS 10.
UM, AND, UH, SOME PEOPLE DON'T KNOW, WE ACTUALLY HAVE A VERY SMALL PART OF INTERSTATE 10 THAT CROSSES OUR REGION, UM, THERE JUST SOUTH OF POOLING.
AND SO THIS WOULD LOOK AT THAT CONNECTION BETWEEN 9 35, UH, AND
UM, SO NORTH A LITTLE THAT WE HAVE FM 9 69, UH, THIS IS ALSO KNOWN AS WEBER VILLE ROAD IN SOME SECTIONS, UH, AGAIN ABOUT HALFWAY IN BASTROP COUNTY, HALFWAY IN TRAVIS COUNTY WITH LIMITS BETWEEN

AND SINCE THAT SECTION OF BLANCO COUNTY ISN'T AND ANY NPO, WE WOULD HAVE TO WORK WITH TXDOT ON, ON HOW THAT PART OF IT WOULD BE FUNDED.
BUT, UH, IN TERMS OF THE SECTION WITHIN HAYES COUNTY, IT WOULD, UH, COMPLIMENT THE WORK THAT TXDOT HAS DONE ON TWO 90 TO THE EAST OF THERE.
AND AGAIN, STUDY THAT SECTION FURTHER WEST.
UH, THE NEXT CORRIDOR IS IN BURNETT COUNTY AT STATE HIGHWAY 29.
UH, THIS ONE WOULD EXTEND FROM COUNTY ROAD 2 58, WHICH IS JUST ON THE WEST SIDE OF BERTRAM TO THE WILLIAMSON COUNTY LINE.
UM, THIS IS THE ONLY CORRIDOR ON OUR LIST THAT HAS A COUNTY LINE AS A TERMINUS, JUST BECAUSE WILLIAMSON COUNTY IS ALREADY STUDYING STATE HIGHWAY 29 WITHIN ITS JURISDICTION.
AND SO, UM, THE PROPOSED STUDY HERE OR THE CORRIDOR WOULD COMPLIMENT WHAT'S BEING STUDIED IN WILLIAMSON COUNTY, UM, WITH ALL OF THE GROWTH IN THAT SECTION OF THE COUNTY AND BURNET COUNTY.
UM, AND THEN WE HAVE A STATE HIGHWAY 21, UH, IN BASTROP AND CALDWELL COUNTIES.
THIS ONE IS PRIMARILY IN BASTROP COUNTY WITH A SMALL SECTION IN CALDWELL COUNTY, UH, CONNECTING FROM STATE HIGHWAY 71 TO, TO, UH, STATE HIGHWAY ONE 30.
UM, THIS IS AN AREA THAT WAS IDENTIFIED WITH A LOT OF GROWTH OCCURRING IN THE BASTROP COUNTY.
THERE ARE PLAN, THERE'S ALSO A LOT OF FREIGHT, UH, TRAFFIC IN THIS CORRIDOR.
TXDOT IS CURRENTLY WORKING TO ADDRESS SOME OF THESE ISSUES WITH SUPER TWOS.
UM, THAT'S A DESIGN WHERE THEY GO, WHERE TEXTILE GOES IN AND ADDS, UM, PASSING LANES, UH, ON DIFFERENT PARTS OF THE CORRIDOR, HOWEVER, UM, YOU KNOW, WITH THE, WITH THE GROWTH AND THESE OTHER ISSUES AND, UM, YOU KNOW, EXTENT CONNECTIONS FURTHER TO THE WEST TO OTHER CORRIDORS.
UM, WE BELIEVE THAT ADDITIONAL STUDY WOULD BE NEEDED ON THIS CORRIDOR, 79, 79 0 79.
SO 79 IS, UM, IN WILLIAMSON COUNTY, UM, IT'S IN, UH, IN ROUND ROCK IT'S, IT'S TYPICALLY KNOWN AS PALM VALLEY BOULEVARD, UM, STARTS AT FM 1460, WHICH IS, UM, GRINDS BOULEVARD AND THEN GOES TO THE EAST FM SIX 19, WHICH IS JUST ON THE EAST SIDE OF TAYLOR.
AND, UH, IT GOES THROUGH, UH, CONNECTS WITH THE
UH, SO, UM, AS FAR AS NEXT STEPS, UM, WE ARE GOING TO TAKE, UM, THIS CONCEPT TO TAC, UH, AT THE JUNE MEETING, WHICH IS ANOTHER WEEK OR TWO.

AND THEN, UM, SORT OF NEXT STEPS, IF ALL THOSE THINGS HAPPEN IS, UM, THOSE QUARTERS THAT, THAT WE'VE LAID OUT AS, AS MR. MCCOWEN SAID TO YOU EARLIER, THEY'RE VERY LONG QUARTERS AND GENERALLY FOUR QUARTERS THAT LONG YOU HAVE TO BREAK THEM UP INTO SEGMENTS.
AND SO WHAT WE, ONE OF THE FIRST THINGS WE WOULD DO IS TO, UM, WORK WITH OUR GENERAL ENGINEERING CONSULTANT AND WITH THE TECHNICAL ADVISORY COMMITTEE TO COME UP WITH CRITERIA THAT WE WILL USE TO BREAK, UH, THESE QUARTERS UP INTO LOGICAL SEGMENTS, BUT THEN ALSO TO COME UP WITH CRITERIA THAT WE WOULD USE TO PRIORITIZE THE SEGMENTS, UH, THEN THOSE SEGMENTS WOULD, UM, COME BACK FOR INPUT AND REVIEW FOR BOTH, UH, TACK, UM, AND, UH, THE POLICY BOARD AND, AND, UH, TEXTILE, UH, TO REVIEW.
AND THEN WE WOULD CONSIDER MOVING FORWARD, AT LEAST ON THE, ON THE TOP, PROBABLY FOUR OR FIVE OR SO THAT WE CAN FUND.
NOW, ONE OF THE OTHER QUESTIONS THAT MIGHT BE, UH, OUT THERE, WOULD WE USE THE FULL AMOUNT FOR THE GENERAL ENGINEERING CONSULTANT AND WHAT THEY DO ALL OF THE QUARTER STUDIES AND THE SEGMENTS? UH, THE ANSWER IS NO.
