SO WE STARTED NOTICING, UM, A FEW YEARS AGO THAT OUR INDUSTRY HOSPITALITY AND TOURISM AS A WHOLE WAS GROWING VERY RAPIDLY. AND WE WERE STARTING TO LISTEN TO THE COMMUNITY IN TERMS OF SOME OF THE NEEDS, UM, AND REALIZED THAT WE REALLY HAD A NEED TO CREATE A MORE FOCUSED EFFORT AROUND, UM, CREATING A SUSTAINABLE PIPELINE OF EMPLOYEES FOR THE FUTURE. AND WE HAD SOME PERCEPTION ISSUES. YOU KNOW, A LOT OF PEOPLE DIDN'T REALLY UNDERSTAND ABOUT THE, THE OPPORTUNITIES AVAILABLE, THE CAREER TRAJECTORY OPPORTUNITIES FOR GROWTH, THAT ALL ASPECTS OF THE COMMUNITY. SO WE STARTED THINKING ABOUT THE BEST WAY TO SUPPORT THE COMMUNITY IN THAT WAY. AND WE, UH, DECIDED TO FORM THE VISIT AUSTIN FOUNDATION. UH, WE DEVELOPED A 5 0 1 C3. SO, UM, WE RECEIVED OUR 5 0 1 C3 STATUS IN THE SPRING OF 19. SO AS YOU CAN SEE, WE'RE A VERY NEW ORGANIZATION, ESPECIALLY CONSIDERING THE PANDEMIC, BUT THE MISSION OF THE VISIT AUSTIN FOUNDATION IS TO DEVELOP AND PROMOTE EDUCATION, JOB TRAINING, CAREER OPPORTUNITIES WITHIN THE HOSPITALITY AND TOURISM COMMUNITY IN THE GREATER AUSTIN AREA. WE FOCUS PRIMARILY ON OBJECTIVES OF HELPING, WHETHER IT'S YOUNG PEOPLE OR LOCALS IN GENERAL, UH, BUILD A CAREER IN THE INDUSTRY THROUGH MENTORSHIPS AND SCHOLARSHIPS, AND THEN REALLY TO EDUCATE THE PUBLIC ABOUT THE FULL RANGE OF OPPORTUNITIES WITHIN THE INDUSTRY AND THE BENEFITS THAT LARGE. SO AGAIN, YOU KNOW, 5 0 1 C3 FUNDED PRIMARILY BY, UM, PRIVATE DONATIONS GRANTS, THOSE KINDS OF THINGS. AND WE HAVE VARIOUS INITIATIVES, UH, THE KEY INITIATIVES THAT WE WORK ON, ESPECIALLY AS A NEW ORGANIZATION, WORKFORCE DEVELOPMENT, SCHOLARSHIPS, EDUCATION, JOB TRAINING, AND THEN COMMUNITY RESOURCES. SO I'LL JUMP INTO WORKFORCE DEVELOPMENT. UM, WE, AS, AS I MENTIONED, WE STARTED, UM, AND INITIALLY JUST REALLY NEEDED TO GET OFF THE GROUND. SO WE CREATED A FEW, UH, CAREER FAIRS TO GET US, TO GET US ROLLING. UM, WE WANTED TO CONNECT PEOPLE, SEARCHING FOR JOBS WITH THOSE WHO HAD JOBS AVAILABLE. AND SO, OH, IT LOOKS LIKE IT'S COMING. LOVELY, WONDERFUL. I'M ON ABOUT SLIDE FIVE, IF YOU WANT TO JUST JUMP TO THAT AND WE'LL JUST ADVANCE AS WE GO. OKAY. UM, AS THE INDUSTRY STARTED TO COME BACK AND THINGS STARTED REOPENING LIKE MANY INDUSTRIES IT'S WHERE ARE THE EMPLOYEES GOING TO COME FROM NOW? SO IF YOU'LL GO TO THE NEXT SLIDE WE ACTUALLY CREATED, UM, THE AUSTIN HOSPITALITY'S HIRING PORTAL ON THE PHILOSOPHER FOUNDATION WEBSITE. AND WE WORKED WITH OUR, UH, OUR COMMUNITY TO PUT THEIR HIRING SITES ON THIS PORTAL. UM, WE BACKED THAT UP WITH SOME ADVERTISING, UM, VIA A NUMBER OF DIFFERENT PLATFORMS, TRYING TO GET THE WORD OUT TO THIS ENTIRE REGION THAT HOSPITALITY IS HIRING, THAT THERE ARE JOBS IN MULTIPLE ASPECTS OF THE INDUSTRY, HOTELS, RESTAURANTS, EVENT PLANNING, AND PRODUCTION COMPANIES, ET CETERA, AND ENCOURAGING PEOPLE TO GO TO THIS SITE AND, AND CHECK OUT THE JOBS THAT WERE AVAILABLE. AND IT'S BEEN REALLY SUCCESSFUL SO FAR. ALTHOUGH I WILL SAY AGAIN, LIKE MOST INDUSTRY WE ARE STRUGGLING RIGHT. TO, UH, TO FIND WORK, BUT WORKERS. SO, YEAH. UM, TRYING TO GET THE WORD OUT THERE TO AS MANY AS POSSIBLE NEXT, IF YOU'LL GO TO THE NEXT SLIDE, WE, UM, WE WORK WITH, UM, VARIOUS ENTITIES, UM, ON INTERNSHIPS IN HOSPITALITY AND TOURISM. THESE WERE SOME OF THE KIDS THAT WERE IN OUR MENTOR PROGRAM AND WE HAD, UH, THEY HAD ACCESS TO, EVEN THOUGH IT WAS VIRTUAL, THEY HAD ACCESS TO LEADERS WITHIN THESE DIFFERENT ENTITIES. UM, PEOPLE THAT THEY NORMALLY WOULDN'T GET TO WORK WITH. THE GENERAL MANAGERS, THE HEAD OF SALES, THE HEAD OF HOUSEKEEPING, ALL THE DIFFERENT LEADERS WITH SOME OF THESE DIFFERENT ORGANIZATIONS, UH, FOR THE SEMESTER. AND, UH, WE WORKED ON NOT ONLY SOFT SKILLS, BUT SOME, SOME PRETTY INTERESTING HOSPITALITY, SPECIFIC SKILL SETS THAT THEY HAD TO WORK ON AND PRESENT ON WITH US. SO THEY WERE ADORABLE AND WE LOVED THAT. AND THEN LEADING TO THAT NEXT SLIDE, UM, TO GROW THAT EVEN FURTHER, WE HAVE BEEN, UM, WORKING CLOSELY. WE PARTNERED WITH THE AUSTIN HOTEL LODGING ASSOCIATION AND AUSTIN INDEPENDENT SCHOOL DISTRICT, AUSTIN COMMUNITY COLLEGE, SPECIFICALLY TRAVIS EARLY COLLEGE HIGH SCHOOL TO DEVELOP A HOSPITALITY AND TOURISM, TOURISM MANAGEMENT P-TECH SCHOOL. FOR THOSE OF YOU WHO AREN'T FAMILIAR WITH P-TECH INDUSTRY CAN BASICALLY, UM, UH, ADOPT A, UH, AN EDUCATIONAL PROGRAM AND STUDENTS CAN SIGN UP FOR THE P-TECH PROGRAM IN THAT INDUSTRY. THEY CAN, UH, THEY'LL COME OUT OF THIS WITH A HIGH SCHOOL DIPLOMA AND ASSOCIATE'S DEGREE, AND THEN ON THE JOB TRAINING AND IT'S AT NO COST TO THEM. SO THAT FIRST P-TECH CLASS IS LAUNCHING THIS FALL. THEY'RE TAKING APPLICATIONS RIGHT NOW, UH, AND PROMOTING THAT OPPORTUNITY. SO AGAIN, IF YOU KNOW, UH, YOUNG, UH, STUDENTS WHO ARE INTERESTED IN GETTING INTO THIS INDUSTRY, THIS IS A GREAT OPPORTUNITY, UM, FOR THEM TO LEARN AND GET SOME, UM, ON THE JOB TRAINING AS WELL AS EDUCATION AT NO COST. AND IT SHOWS AN ACTUAL ENDING BALANCE OF $2.9 MILLION, 2019 THROUGH 20, WHICH FOLLOWS THE SAME PATTERN OCTOBER 1ST, 2019, THROUGH SEPTEMBER 30TH, 2020. IT ENDED WITH AN ACTUAL NEGATIVE BALANCE OF 649,000 COLUMN THREE IS THE ESTIMATED COLUMN. THAT IS WHERE WE TRACK. WHAT WE THINK IS COMING IN THE PREVIOUS SLIDE. DON'T YOU THE ACTUAL, WELL, THIS COLUMN SHOWS YOU THE ESTIMATE AND WE HOPE BY SEPTEMBER 30TH OF THIS YEAR TO COLLECT $4.2 MILLION. BUT REMEMBER WE KIND OF HELD ALL CONTRACTS HOME. THAT IS THE W UNDER TRANSPORT. AND IT'S CALLED OUR OTHER FUNDS. WE ESTIMATE THAT WE WILL COLLECT $6.6 MILLION IN HOTEL OCCUPANCY TAX. BUT AGAIN, THAT LINE IS AN ESTIMATE. THE SECOND LINE IS SOMETHING THAT THE ARTS COMMISSION ASKS FOR. WE WILL RECEIVE A ONE TIME TRANSFER AND FROM THE BUDGET STABILIZATION RESERVE FUND A $4.8 MILLION. I'M GOING TO SAY THAT AGAIN, ONE TIME TRANSFER IN FROM THE BUDGET STABILIZATION FUND, A $4.8 MILLION. AND THIS WAS PART OF YOUR REQUEST THAT YOU DID NOT WANT THE FUTURE HOTEL OCCUPANCY TAX TO COVER THE DEFICIT FROM THE PREVIOUS YEAR. I'M GOING TO SAY IT ONE MORE TIME. SO IN THE PAST, WE HAVE LOOKED AT THE DIFFERENCE BETWEEN YOUR CURRENT RENT AND YOUR PREVIOUS ONE, AND THAT WOULD BE HOW WE WOULD BASE, UH, WHAT YOU'D BE ELIGIBLE FOR IN YOUR AWARD FOR RENT STIPEND. THIS TIME WE'RE LOOKING AT, UM, A PERCENTAGE OF A CONTRACTED BASE AMOUNT, UM, NOT NECESSARILY THE DIFFERENCE BETWEEN THE TWO, UH, THE ESTABLISHMENT OF AN AWARD AND MINIMUM. SO WE FOUND THAT AWARDS HAVE LESS THAN $5,000. UH, WEREN'T VERY IMPACTFUL. AND I THINK THAT THERE WAS A LOT OF PAPERWORK, A LOT OF, OF, UM, YOU KNOW, REQUIREMENTS AND RECEIPTS FOR A VERY SMALL AMOUNT OF MONEY OVER THE COURSE OF ONE YEAR, YOU KNOW, WITH $1,200 OR A $2,000 AMOUNT. UM, DIDN'T GO VERY FAR. SO WE PUT IN A, UH, WE'RE PUTTING IN, UH, AN AWARD MINIMUM OF 5,000, AND WE'RE ALSO PROPOSING, UM, A LITTLE BIT OF A CHANGE ON THE NEW RECIPIENT BONUS. MY OTHER QUESTION IS, UH, REGARDING THE BONUS POINTS, UH, FOR THOSE THAT HAVE NOT RECEIVED FUNDING, UH, UH, PREVIOUSLY, AND I'M, I'M CURIOUS WHAT THE THOUGHT PROCESS IS BEHIND THAT ONLY BECAUSE WE ARE IN SUCH A DIRE SITUATION, THERE IT'S SHOULD BE ASSUMED THAT MANY ORGANIZATIONS, MANY OF THE PEOPLE, THE APPLICANTS THAT WOULD BE COMING TO SISEP WOULD HAVE QUALIFIED AND NEEDED AND RELIED ON THESE OTHER FUNDING BUCKETS. SO WHY ARE WE PENALIZING THEM BY WITHHOLDING TED POINTS POTENTIALLY? UM, AND THESE ARE ALL PEOPLE THAT ARE, THIS IS RELIEF, RIGHT? UH, ALMOST IN THE SAME VEIN AS EMERGENCY FUNDING. SO I'M JUST CURIOUS, WHY ARE WE CREATING THAT BARRIER FOR THEM WHEN WE KNOW AND CAN ACKNOWLEDGE THAT THE WHOLE COMMUNITY IS SUFFERING AND HURTING AND THAT WE'RE, WE'RE ALL NEEDING TO LEAN ON THESE RESOURCES. YEAH. SO, UM, WE ARE, WE ARE TRYING TO, UM, BE SURE THAT FOLKS WHO MAYBE DIDN'T RECEIVE ANY RELIEF MONEY HAVE THE OPPORTUNITY, BUT AT THE SAME TIME, NOT, UM, ELIMINATING ANYBODY ELSE FROM THE COMPETITION. SO, UM, EVERYBODY ELSE STILL HAS A CHANCE TO COMPETE. UM, IT'S JUST THAT THE FOLKS WHO MAYBE DIDN'T GET ANY RELIEF, MANY HAVE JUST A LITTLE BIT OF EXTRA POINTS THERE TO, TO, YOU KNOW, HELP THEM, UH, GO FORWARD. BUT WHAT I REALLY WANTED TO ASK IS BECAUSE MY MEMORY IS SHORT AND MORE SO EVERY DAY, I CAN'T EVEN REMEMBER HOW OR WHERE THE FILINGS FOR C-SAT CAME FROM. I'VE DONE THIS, UH, DEDICATED CITY BUDGET FUNDS. I CAN'T REMEMBER, UH, YOU KNOW, WHAT THE FUNDS FOR, AND IF THOSE ARE GONNA ARE REPEATED AGAIN FOR, I, I, YOU SAID THIS WAS FOR OCTOBER ONE THROUGH SEPTEMBER 21, OCTOBER 21 THROUGH SEPTEMBER, UH, WHATEVER 22. AND IT WAS ALSO WITH REGARD TO WHEN WE WERE DISCUSSING HOW TO DISTRIBUTE THE ARC OF FIREARMS RELIEF, FUNDS THAT FOR THOSE WHO HAVEN'T GOTTEN ANYTHING UNDER CARES, WE WANTED TO MAKE SURE THAT YOU KNOW, THAT THEY WERE PRIORITIZED FOR, UH, SUBSEQUENT RELIEF FUNDS AS WELL. I THINK THAT WAS PART OF THE CONVERSATION WE WERE HAVING IN OUR, IN OUR WORKING GROUP. RIGHT. ALL RIGHT. AND THERE WAS ALSO A BUCKET FOR ARTS AND CULTURE NONPROFITS. AND SO WE HAD A BUCKET SET ASIDE FOR ARTS AND CULTURE, NONPROFIT ORGANIZATIONS. SO THAT WAS THE FIRST ROUND. WE NOT SURPRISINGLY TO ANY OF YOU, OBVIOUSLY WE USE THAT BUCKET UP PRETTY QUICKLY. AND SO THEN THERE WERE A LOT OF ARTS AND CULTURE NONPROFITS THAT DIDN'T RECEIVE FUNDING FROM THE FIRST ROUND OF THE NON-PROFIT RELIEF. THEN THERE WAS A SECOND ROUND. WELL, I WILL SAY THAT KIND OF, AND THE NEXT PART OF THAT IS WE HAD OTHER MONEY FROM OTHER BUCKETS THAT WEREN'T USED AS MUCH, RIGHT? LIKE THERE WEREN'T AS MANY, I THINK MAYBE ANIMAL NON-PROFITS THAT HAD APPLIED AND MET ALL OF THE GUIDELINES TO BE ELIGIBLE FOR THOSE FUNDS. SO WE HAD A RE WE HAD LEFTOVERS BASICALLY, AND THEN THERE WAS THE NEXT ROUND OF THE NON-PROFIT RELIEF. SO THIS, THE ONE THAT WE'RE IN NOW IS TECHNICALLY THE THIRD ROUND OF NONPROFIT RELIEF FUNDING. SO THE SECOND ROUND OF NONPROFIT RELIEF FUNDING, WE DID A WAY WITH ANY BUCKETS. THERE WASN'T AN ARTS AND CULTURE BUCKET, BUT ARTS AND CULTURE ORGANIZATIONS WERE STILL ELIGIBLE. IF THEY MET THE ELIGIBILITY REQUIREMENTS, THERE WERE 164 ARTS AND CULTURE, NONPROFIT ORGANIZATIONS THAT APPLIED FOR FUNDING AND OF THAT THERE WERE 18 ACTUAL DECLINES. AND SO WE FUNDED 90% OF THE ARTS AND CULTURE, NONPROFIT ORGANIZATIONS THAT APPLIED FOR FUNDING, THE 18 THAT WERE DECLINED. THOSE WERE THE REASONS BEHIND THAT. A LOT OF THEM DIDN'T PROVIDE DOCUMENTATION, WHICH WAS PART OF THE IMPETUS TO HAVE LESS DOCUMENTATION REQUIRED FOR THIS ROUND. UM, THEY DIDN'T HAVE THE TWO YEAR OPERATING HISTORY, WHICH SOME OF THEM WERE REALLY CLOSE. AND SO IF THEY APPLIED NOW, THEY ACTUALLY WOULD HAVE THAT TWO YEAR HISTORY NOW, UM, BECAUSE YOU KNOW, WE'RE 15 MONTHS INTO IT. AND I THINK THE, THE DATE THAT WE WERE GIVING THEM WAS FROM WHEN THE PANDEMIC, [01:30:01] UM, STARTED.
