I'M SPEAKING TONIGHT AS SOMEONE WHO WAS A LEADER OF THE AUSTINITES FOR GEOGRAPHIC REPRESENTATION, UH, AND WHO WORKED WITH THE TWO OUTSTANDING ATTORNEYS WHO DRAFTED, UH, THE PROPOSITION, WHICH EVENTUALLY OVER 60% OF THE VOTERS APPROVED SPECIFICALLY.

UH, I'M SPEAKING, BECAUSE I FEEL THAT YOU ALL HAVE BEEN MISGUIDED, UH, AS TO THE RELATIONSHIP BETWEEN THE ICRC AND THE CITY STAFF.

ONE OF THE KEY PROVISIONS OF THE PROPOSITION THAT I BELIEVE ONE THAT HELPED PAY US WAS THAT THE CHARTER PROVISION, UH, UH, CREATED, UH, A TRULY INDEPENDENT CITIZENS

REDISTRICTING COMMISSION AT THE BEGINNING OF YOUR PUBLIC HEARINGS, UH, YOUR CHAIR AND VICE CHAIR DOING AN ADMIRABLE JOB OF LAYING OUT, UH, THE PURPOSE OF THE ICRC AND WHAT YOU'RE TRYING TO DO WITH YOUR HEARINGS.

OUR, WHAT I DO NOT THINK HAS BEEN MADE SUFFICIENTLY CLEAR TO THE SENIOR STAFF IS A MEANING OF THE TERM INDEPENDENT.

I'M NOT REFERRING TO THE ACADEMIC ACTIVITIES OF YOUR SUPPORT STAFF, MATT AND LISA HAVE DONE A COMMENDABLE JOB ON BEHALF OF THIS BODY.

UM, WE'RE SPECIFICALLY REFERRING TO THE LEGAL COMMUNITY AS DEPARTMENTS.

YOU ARE ONE OF THE TWO SOVEREIGN BODIES UNDER THE CITY CHARTER BY EXPRESS INTENT OF THOSE OF US WHO WROTE THE CHARTER AMENDMENT.

OUR PURPOSE WAS FOR THE ACIAR THAT THE ICRC SHOULD NOT BE SUBJECT TO ANY DIRECT OR INDIRECT INFLUENCE BY THE CITY COUNCIL, THROUGH THEIR OWN ACTIONS OR THE ACTIONS OF ANY STAFF THAT THEY COULD EXERCISE DIRECT OR INDIRECT INFLUENCE OVER.

IN OTHER WORDS, ONCE YOU HAD, ONCE YOU HAVE HIRED COMMON AND LEGAL COUNSEL AND SENIOR ADMINISTRATIVE STAFF, YOU SHOULD KNOW YOU SHOULD NO LONGER BE IN A POSITION WHERE SENIOR CITY STAFF HAS RESPONSIBILITY OR AUTHORITY OVER THE ACTIONS OF THE ICRC.

ALL LEGAL OPINIONS SHOULD COME FROM YOUR LEGAL COUNSEL.

AUSTIN HAS RETURNED TO STAGE FOUR BOSTON PUBLIC HEALTH COVID-19 GUIDANCE DUE TO A DANGEROUS RESURGENCE OF COVID VARIANTS THAT ARE MORE DEADLY AND SPREAD MUCH FASTER THAN COVID-19.

SOME PEOPLE WHO HAVE BEEN FULLY VACCINATED ARE EXPERIENCING BREAKTHROUGH INFECTIONS FROM THE VARIANTS.

MANY PEOPLE WILL NOT ATTEND IN-PERSON MEETINGS IN ORDER TO AVOID VIRAL INFECTION AND TO HELP REDUCE VIRAL.

PLEASE ALLOW MEMBERS OF THE PUBLIC TO PARTICIPATE, PARTICIPATE VIRTUALLY IN ALL UPCOMING PUBLIC FORUMS, BY THE ICRC, PLEASE SCHEDULE ADDITIONAL VIRTUAL AND IN-PERSON PUBLIC FORUMS, PARTICULARLY IN THE CONTEXT OF THE SUMMER VACATIONS THAT WE'RE IN THE MIDDLE OF.

THE CITY SHOULD ALSO PROVIDE SUFFICIENT RESOURCES AND, AND FUNDING TO ALLOW THE ICRC TO SCHEDULE AND PUBLICIZE ADDITIONAL VIRTUAL AND IN-PERSON PUBLIC FORUMS TO HELP ENSURE THAT ALL PEOPLE AND COMMUNITIES IN AUSTIN HAVE EQUITABLE, EQUITABLE OPPORTUNITY TO PROVIDE INPUT ON CHANGES TO THE BOUNDARIES OF AUSTIN CITY COUNCIL DISTRICTS, AND THE CITY SHOULD PROVIDE FUNDING TO ALLOW THE ICRC, TO HIRE ITS OWN REDISTRICTING CONSULTANTS.
