UM, WITH THAT IN MIND, I HAVE THREE REQUESTS THAT ARE NOT RELATED TO THIS DIRECT DEVELOPMENT, ONE COMPREHENSIVE TRAFFIC ANALYSIS TO A COMPREHENSIVE ENVIRONMENTAL ANALYSIS, AND THREE I'M A NEW POSITION TO COORDINATE DEVELOPMENTS WITH NEIGHBORHOOD DIRECTLY, UM, ON THE TRAFFIC ANALYSIS, UM, OUR ROADS ARE EXTREMELY UNSAFE WITH ALL OF THESE HUNDREDS OF NEW DEVELOPMENTS IN THE PECAN SPRINGS AND SPRINGDALE HILLS AREA. UM, WE DON'T HAVE COMPREHENSIVE SIDEWALKS OR LIGHTING OR CROSSWALKS OR PROTECTED BIKE LANES OR OTHER FEATURES THAT MAKE WORDS SAFE. UM, OUR FAMILIES AND OUR RESIDENTS DESERVE ATTENTION TO THE TRAFFIC AND SAFETY ISSUES. UM, SECOND, WE NEED A COMPREHENSIVE ENVIRONMENTAL. UM, OUR NATURAL RESOURCES ARE HIGHLY AT RISK WITH ALL OF THESE DEVELOPMENTS, UM, AND OUR, OUR NEIGHBORS NPSS KNEW DIRECTLY AND MOST THE COMMISSIONERS ARE AWARE AND HAVE RECEIVED NOTICES FROM AUSTIN WATER THAT THEY SHOULD PURCHASE FLOOD INSURANCE. UM, BUT THEN WE HEAR FROM CITY PLANNERS THAT ALL OF THE DEVELOPMENTS HAVE THEIR WATER CONTAINED ONSITE. UM, THIS IS A HUGE LIKE ISSUE THAT WE'RE DEALING WITH ALL THE TIME THAT DOES NOT, THAT NEEDS TO BE COMPREHENSIVELY ADDRESSED. UM, AND IN THIS, UM, THIS CASE, I THINK YOU'RE ALREADY TALKING ABOUT THE ROUTINE. UM, WE HAD ANOTHER AREA WHERE THEY TOOK DOWN THE 200 TO 300 TREES, JUST IN ONE BLOCK. UH, AND WE, WE TERMED IT FROM GROUND TO SKY. SO ENERGIZE CONDUCTOR, NOTHING COULD BE BUILT WITHIN THAT, UH, THAT COLUMN THERE. SO YOU CAN TELL FROM THE BACKGROUND HOW THAT, HOW THAT AFFECTS, UH, NEXT SLIDE PLEASE. SO, AS I SAID, NSC PROVIDES AT MINIMUM CLEAR DISTANCE OF SEVEN HALF FEET HORIZONTAL FOR ANYWHERE FROM 750 VOLTS TO 22 K D. UM, THE OSHA 9, 10, 19 10, UH, 3, 3, 3 IS REALLY TO PROTECT UNQUALIFIED WORKERS BY MEANING NON ELECTRIC UTILITY WORKERS BE ABLE TO PERFORM THE WORK ADJACENT TO THOSE ENERGIZED CONDUCTORS. AND THAT'S A NATIONAL STANDARD IT'S, IT'S, UH, 10 FEET FOR, YOU KNOW, THE VOLTAGE PLANTS THAT WE'RE TALKING ABOUT. NEXT SLIDE. AND SO WHAT DROVE US HERE WAS REALLY PUBLIC SAFETY, UH, BUILDINGS BUILT SEVEN HALF FEET FROM THAT TOP OF VOLTAGE JUST DON'T ALLOW THE UNQUALIFIED WORK IS PERFORMED THE CONSTRUCTION MAINTENANCE STAFF BUILDING, UH, UNDER THE PREVIOUS RULE, YOU KNOW, AFTER THE DEVELOPER CONTRACT COMPLETE CONSTRUCTION, UH, AN ELECTRICAL HAZARD COULD EXIST, YOU KNOW, TO UNINFORMED WHEN PERFORMING MAINTENANCE, BECAUSE IF THAT BUILDING WAS, WAS ACTUALLY BUILT, EVEN FROM THE ENERGIZED LINE, UH, YOU KNOW, IF IT COULD BE WORK ON THAT BUILDING FOR THE ENERGIZED CONDUCTOR, THEY'RE ALREADY VIOLATING THE OSHA RULE. SO WHAT WE ENDED UP DOING WAS WE TOOK THE 10 FOOT OUT YOUR RULE AS THE CLEARANCE RULE, AND THEN WE ADDED FIVE [01:10:01] FEET FOR ALLOWANCE FOR STAFF LAYING AND MATURE TO WHERE IT WOULD ENSURE THOSE WORKERS, UH, TO BE ABLE TO DO THEIR WORK IN A SAFE MANNER. WE HAVE HAD A PAST HISTORY OF NON-COMPLIANT CONSTRUCTION, UH, INCLUDING, UH, KELSEY OF, UH, OF NON-QUALIFIED WORKER AND SINCE 2017, OUR, OUR SAFETY INSPECTOR THAT PASSED OUT OVER 70 NOTICES OF ELECTRICAL HAZARDS, UH, IN THOSE YEARS. NEXT SLIDE, PLEASE. SO THIS JUST SHOWS A LITTLE BIT MORE DETAIL, THE SAME DRAWING THAT WE HAD BEFORE ON THE LEFT, UH, SHOWS THAT THE SCAFFOLDING AND THE WORKERS IN THAT AREA, UH, YOU KNOW, AS THEY GET INTO IT, THEY'RE ALREADY WITHIN THE 10 FOOT OSHA, UH, RULE IN VIOLATION. AND THE DRAWING ON THE RIGHT SHOWS, YOU KNOW, FIVE FOOT, UH, SCAFFOLDING WITH THE WORKERS IN THERE AND MAINTAINING THAT 10 FOOT RULE STAY OUT OF IT. SO NEXT LOT, WE HAVE A LOT OF DIALOGUE AS THIS WAS, UH, YOU KNOW, BEING PUBLISHED, PUBLISHED WITH ARCHITECTS BUILDERS AND, UH, THE HOME BUILDERS ASSOCIATION, MATTER OF FACT, IS THIS RULE WAS APPEALED BY THE HOME BUILDERS ASSOCIATION, AND IT WAS A PILL BY THE CITY MANAGER, BUT WE'RE STILL TRYING TO WORK, UH, TO MAKE THINGS EASIER FOR THEM TO BE ABLE TO DO THEIR WORK YET, KEEP A, YOU KNOW, A, UH, ENVIRONMENT THAT PROTECTS THE WORKERS. SO WE HAVE ISSUED TO THE, UH, TO THE DAX CENTER DRAWINGS THAT WILL HELP THEM, UH, GET THE NEED TO, YOU KNOW, WE'RE AVAILABLE FOR GIVING THEM INFORMATION ON THINGS. AND THIS, THIS DIAGRAM RIGHT HERE ACTUALLY SHOWS THE DIFFERENT HOPS OF THE WOODS HOLE ON THE LEFT OF THE, IN THAT CHART AND WHERE THE CLEARANCES WOULD BE GIVEN DISTANCES AWAY FROM THE POLE. I KEEP IN MIND, WE'RE LOOKING AT 10, 15 FEET AWAY FROM THE ENERGIZED CONDUCTOR, BUT WE REALIZED THAT THAT'S DIFFICULT SOMETIMES TO GAUGE. SO THIS DIAGRAM ACTUALLY ADDS THE, UH, UH, FOUR FEET TO THE POLE BECAUSE NORMALLY ON A THREE-PHASE LINE, YOU'LL HAVE A, UH, EIGHT FOOT CROSS ARM. SO YOU ASSUME THAT ONE OF THE PHASES WOULD BE TO ENTER THAT CROSS ON, GIVE YOU THAT EXTRA FOUR FEET. SO IF YOU'RE NOT TWO FEET AWAY FROM THE POLE, YOU KNOW, YOU'RE OUT OF THE AREA FOR SURE. AND THEN AS YOU, AS YOU GO UP, YOU CAN GET CLOSER AS YOU NEED TO. SO GO TO THE NEXT DIAGRAM, PLEASE, WE'LL SHOW A LITTLE BIT MORE OF A CONCRETE, UH, DRAWING HERE. SO THIS IS A 50 FOOT POLE, WHICH IS OUR STANDARD NOW 50 AND 50,000 FEET. AND IF YOU'RE, UH, 15 FEET FROM THE POLE, YOU CAN GO UP 31 FEET ON THAT BUILDING HAT, WHICH I KNOW WE'VE GOTTEN A LOT OF, UH, FEEDBACK ON, UH, I'M STILL RIG UNITS. AND, UH, YOU KNOW, THE CONCERN THAT SOME BUILDERS HAVE WITH BEING ABLE TO BUILD THOSE, UH, COMPETENCE FACILITIES. UM, BUT THIS, THIS GIVES A THIRD ONE BILLING HALF, WHICH IS NORMALLY, UH, YOU KNOW, ALMOST A TWO-STORY BUILDING, YOU KNOW, WITHIN, WITHIN 15 FEET OF THE POLICE SAY, OFFICER, UH, GO AHEAD AND GO TO THE NEXT SLIDE THERE. SO HERE ARE SOME VIOLATIONS THAT WE'VE HAD HISTORICALLY, UH, SHOWING SOME OF THE, UH, UH, BUILDINGS GOING UP. THIS MEETS THE ACTUAL OLDER, UH, COURSES. THESE ARE ALL OVER, UH, PICTURES MEETS 75 FOOT 80 CLEARANCE, BUT YET, UH, THEY WERE IN VIOLATION OF THE 10 FOOT CLEARANCE TO BE ABLE TO ACTUALLY BUILD THAT BUILDING. SO NEXT SLIDE AGAIN, THIS WAS A, UH, NOT COMING UP ON MY SCREEN QUITE YET. THIS IS ACTUALLY A RESIDENTIAL, UH, CONSTRUCTION WHERE THEY WERE BUILDING, UH, I GUESS, A STRUCTURE IN THEIR BACKYARD. IT WAS ACTUALLY, UH, WITHIN THE 700 FOOT CLEARANCE. AND UNFORTUNATELY, YOU KNOW, WHEN THIS ONE WAS, WAS CAUGHT, THEY, THEY WERE, THEY WERE REQUIRED TO REMOVE THAT STRUCTURE BECAUSE OF THE CLEARANCES. NEXT ONE, HERE'S ANOTHER, UH, CLEARANCE VIOLATION AND APPROACHING THE END OF THE 10 FOOT RADIUS PARENTS DURING CONSTRUCTION PRIMARY SHOWING THE PRIMARY AND, AND A NEUTRAL NEXT SLIDE, PLEASE. AND THIS, UH, THIS IS A PICTURE OF THE ACTUAL, UH, FATALITY, [01:15:01] UH, SITE WHERE THE CONTRACTOR ACTUALLY PUSH THE PRIMARY OUT OF THE WAY. I'M USING TWO BY FOURS TO, UH, BE ABLE TO GET IN THERE AND WORK. WE CAN UNDERGROUND A LINE. UH, WE CAN CHANGE YOUR SPAN FROM A HORIZONTAL TO VERTICAL CONSTRUCTION. UH, WE HAD, UH, UH, TOP OF INSULATED TOP. WE CALL IT THE HENDRIX. THAT'S A, THAT'S A TRADE NAME TYPE CONSTRUCTION, BUT IT'S AN INSULATED CABLE. THAT'S VERY COMPACT, UH, TO GET IT CLOSER TO THE POLE. AND THEN, UH, IF POSSIBLE, WE CAN READ A CATALYZE, MAYBE DIFFICULT, AND WE CAN UNCOVER, UH, JASON PROPERTY THAT MAY NOT BE ANOTHER ROUTE TO, TO RELOCATE THE LINE, BUT THAT'S, THAT'S A POSSIBILITY TOO, UH, NEXT LINE. AND SO HERE'S JUST A COMPARISON OF OTHER UTILITY CLEARANCE REQUIREMENTS HERE IN CENTRAL TEXAS. UH, CPS REQUIRES 10 AND A HALF FEET, UH, FROM A CONDUCTOR AND THEY HAVE SPECIAL INSTRUCTIONS ON HOW TO MAINTAIN, UH, YOU KNOW, TO THEIR PEOPLE, TO, UH, TO, TO MAINTAIN THE OSHA CLEARANCE. THEY'RE BOTH BLUEVINE AND PC PRETTY MUCH, UH, HAVE A 15 FOOT CLEARANCE FROM THE CO, ESPECIALLY ON THREE PHASE, UH, TO WHERE THERE'S NOTHING BUILT WITHIN THAT 15 FEET FROM A GROUND TO SKY. UH, WE HAVE, UH, WE, WE TRY TO DO AS MUCH THE BENCHMARKINGS WE COULD FROM OTHER UTILITIES WHEN WE'VE BEEN ASKED TO LOOK AT OTHER URBAN TOWN, UH, UTILITIES, AS SOME OF THESE CLEARANCES ARE NOT WELL DOCUMENTED WITHIN THE INTERNET SEARCH THAT WE FOUND. SO WE'RE ACTUALLY PUTTING OUT A, UH, BENCHMARKING TO OUR, UH, LARGE PUBLIC POWER COUNCIL UTILITIES AND, AND TRY TO GET SOME INFORMATION THAT WAY. AND SO I'M TRYING TO UNDERSTAND IT. IT MIGHT BE, IT MIGHT BE BETTER TO PULL, UH, ONE OF YOUR EXHIBITS BACK UP, BUT I'M JUST TRYING TO UNDERSTAND IT. AND SO THIS, THIS ONE SHOWS HERE THAT, UH, YOU KNOW, IF YOU'RE GO TO THE NEUTRAL RADIUS, UH, AT 15 FEET, YOU KNOW, WELL, ACTUALLY IT'S, UH, 15 FEET, YOU KNOW, YOU CAN, YOU CAN BUILD A 31 FOOT BUILDING UP THERE.
