THIS IS THE AUSTIN CITY COUNCIL MEETING ON THURSDAY, AUGUST 26TH, 2021, UH, IS A HYBRID MEETING, HELD BOTH REMOTELY AS WELL AS, UH, IN PERSON, UH, OUR ABILITY TO, TO DO THAT, UH, WITH THE, UH, EMERGENCY ORDER GRANTED BY THE GOVERNOR EXPIRES AT THE END OF THE MONTH.

UH, SO NEXT MONTHS MEETING WILL BE CONDUCTED, UM, UNDER THE OUT OF THE NORMAL ROLES, UH, CAST OVER KITCHEN.

YEAH.

MAYOR I'D LIKE THE OPPORTUNITY TO TALK THROUGH THAT.

MAYBE THAT'S AN EXECUTIVE SESSION.

I'M NOT SURE.

UM, I THINK IT'S IMPORTANT FOR US TO HAVE AN UNDERSTANDING OF WHAT ARE OUR OPTIONS ARE BOTH IN TERMS OF PEOPLE TESTIFYING AND FOR ATTENDANCE.

UM, CAUSE I KNOW THAT IN THE PAST WE'VE HAD IN THE PAST, WE'VE DONE AT LEAST UNDER SOME CIRCUMSTANCES ALLOWED SOME REMOTE, UH, TESTIMONY AS WELL AS SOME REMOTE PARTICIPATION.

SO I JUST THINK IT'S SOMETHING THAT WE ALL SHOULD TALK ABOUT.

I'VE SAID THAT ON THE, ON THE WORK SESSION ON TUESDAY, FOR US, NOT ONLY TO TALK ABOUT THAT ISSUE, BUT TO TALK ABOUT THE RELATED ISSUES, HOW DO WE HANDLE SPEAKERS AND HOW DO WE HANDLE THE ORDER? UH, OKAY.

SO WE HAVE A CHANCE WE HAVE CHANCE TO BE ABLE TO DO ALL OF THAT.

UH, 2020 IS RECOMMENDED BY THE ELECTRIC UTILITY COMMISSION ON THE SEVEN OH VOTE, WHICH YOUR HOPKINS AND COMMISSIONER STONE ABSENT TWO VACANCIES ON ITEM 40 ON THE SAME DAY IN THE SAME FRONT OF THE COMMISSION, WE HAD THE SAME RESULT.

SAME ALSO WITH ITEM 43, ITEM NUMBER 68, POSTPONED TO SEPTEMBER 30TH, 2021 ITEM 69 SHOULD BE NOTED THAT ON AUGUST 18TH, 2021 CODES AND ORDINANCES JOINT COMMITTEE MEETING WAS CANCELED ON AUGUST 24TH, 2021.

THE RECOMMEND IT, THIS WAS RECOMMENDED BY THE PLANNING COMMISSION ON 11 ZERO VOTE WITH COMMISSIONERS FLORES AND SHEA ABSENT ITEM NUMBER 100.

UH, THERE'S BEEN A, UH, UH, CORRECTION IN THAT IT RELATES TO ITEM 1 0 1 ITEM NUMBER 1 0 1.

THERE'S BEEN A CORRECTION TO NOTE THAT IT RELATES TO ITEM 100.

UH, WE HAVE LAID BACK UP IN THE AUSTIN HOUSING FINANCE CORPORATION ITEMS ONE IN SEVEN OR RE WE'LL CONVENE THAT MEETING HERE A LITTLE BIT LATER ON A REGULAR CITY COUNCIL MEETING.

WE HAVE LAID BACK UP IN ITEMS 9, 10 54 55, 56, 57, 58, 59, 60 69, 75, 76, 79, 80 TO 90 92 97, 76, 77, 79, 80 82, 83, 87 94 AND, AND 1 0 9.

I AM SUPPORT THAT ADDITION OF THE CHILDCARE FOCUSED FOR THAT ITEM, NUMBER FOUR ON PROFIT SHARING.

AND I'M WONDERING IF THE AMENDMENT MAYOR THAT YOU ARE OFFERING FOR ITEM 1 0 8 WOULD MAKE THIS, UM, WOULD, WOULD COVER THIS INSTANCE, EVEN IF WE WERE NOT TO ADD CHILDCARE INTO ITEM NUMBER NINE.

AND, UH, WE JUST WANTED TO SAY THAT WE BUILT THIS PROPOSAL FROM THE GROUND UP, UH, IN RESPONSE TO THE COMMUNITY OUTREACH AND ENGAGEMENT LED BY COUNCIL MEMBER POOL, UH, THE WORKING GROUP, THE SURVEYS, AND WHAT WE SAW OVER AND OVER AGAIN WAS THE DESIRE FOR BOTH A BIG PARK AND HOUSING.

IT SEEMED IMPOSSIBLE, BUT WE ARE DELIGHTED THAT WE WERE ABLE TO ACTUALLY BRING BOTH AND BE TALKING ABOUT A 4.7 ACRE PARK HERE, AS WELL AS HUNDREDS OF HOUSING UNITS.

UM, SO THANK YOU, COUNCIL MEMBER POOL FOR YOUR LEADERSHIP AND BEING AMBITIOUS AND ACHIEVING THOSE GOALS AND MAKING SURE THOSE REQUIREMENTS WERE IN THE MINIMUM REQUIREMENTS FOR THE RFP.

I THINK WE WERE ABLE TO BRING SOMETHING VERY SPECIAL THERE.

UH, COUNCIL MEMBERS, RICH RHEA, ALTAR KITCHEN, AND MAYOR ADLER, UH, ECV YOUR, UH, PROPOSAL 1 0 8.

WE'RE VERY PROUD OF THE NONPROFIT SUBSIDIZED AFFORDABLE CHILDCARE CENTER.

THAT'S ALREADY BUILT INTO THIS PROPOSAL.

WE'RE REALLY EXCITED ABOUT THAT.

UH, AND FINALLY, UM, I JUST WANTED TO EMPHASIZE, AND WE HAVE OTHER PEOPLE FROM THE TEAM HERE TO TALK ABOUT THIS, BUT A LOT OF THE EXTREME BENEFITS HERE ARE GOING TO BE SUBSIDIZED.

WE PROPOSING THROUGH AN INCREASE IN SOME OF THE VALUE OF SOME ADJACENT LAND VIA TOD AMENDMENT.

THAT OBVIOUSLY HAS TO BE A SEPARATE PROCESS, A LOT OF COMMUNITY ENGAGEMENT COUNCIL, UH, INITIATION.

UM, BUT WE WON'T REALLY BE ABLE TO KNOW WHAT WE CAN DO WITH THE ENTIRE MASTER PLAN COMMUNITY UNTIL WE GO THROUGH THAT PROCESS.

SO, UH, WHATEVER WE CAN DO, AND WE CAN'T REALLY TALK YET, UH, TO, UH, FACILITATE KICKING THAT PROCESS OFF SO THEY CAN MAYBE RUN IN PARALLEL, GET THESE FOLKS TO THEIR PARKS SOONER, OR BUILD THESE HOUSING UNITS SOONER.

I THINK, YOU KNOW, WE COULD SAVE MONTHS AND MONTHS IF WE CAN GET THAT ONE STARTED SOONER RATHER THAN LATER.

SO, UM, ANY CLARITY THAT THAT Y'ALL CAN HAVE WITH STAFF ON, ON THAT PROCESS, I THINK, UH, COULD FACILITATE THIS PROJECT, JUST GETTING DONE A LOT SOONER.

THE, UM, THAT RECEIVED THE STAFF APPROVAL FOR THE RYAN DRIVE PROPERTY.

UM, WE ARE REALLY PROUD, UH, TO BRING THIS TO YOUR, UH, TO YOU FOR APPROVAL, YOU KNOW, INCLUDING ALL OF THE HOUSING, WE HAVE DAYCARE, WE HAVE A WELLNESS CENTER, WE HAVE ART STUDIOS GOING IN ACRES AND ACRES OF NEW PARKLAND, AS WELL AS LOW-INCOME HOUSING FOR FAMILIES AND CONTINUUM OF CARE UNITS.

UH, WE'RE ESPECIALLY EXCITED ABOUT THE POTENTIAL TO ADD THE PROPERTIES THAT WE OWN, THAT SANDWICH, THE, THE, THE AUSTIN ENERGY LOT, UH, TO BUILD A MASTER PLAN, EXCUSE ME, COMMUNITY OF OVER 10 ACRES.

AND WE WOULD LIKE TO PUSH THAT THE ORIGINAL COUNCIL PROPOSED, UH, ORIGINAL COUNCIL MOTION INCLUDED THE ABILITY TO ACCEPT SECONDARY PROPOSAL TO DO JUST WHAT WE JUST TALKED ABOUT, INCLUDE THE ADJOINING LOTS TO BUILD A MUCH BETTER, UH, PROPOSAL FOR THE COMMUNITY.

AND WE REALLY URGE YOU TO, UH, TO DIRECT STAFF TO START THE NEGOTIATION, TO INCLUDE THAT SECONDARY PROPOSAL.

AND WHAT DOES THAT BRING TO US? IT BRINGS US AN EXTRA ONE AND A HALF ACRES OF ADDITIONAL PARKLAND, UH, TO 4.7 ACRES, WHICH IS ALMOST THE SIZE OF THE CITY OWNED PROPERTY TO DATE, RIGHT? ANOTHER FORM MILLION THAT WE'RE GOING TO KICK IN TO BUILD OUT THE PARK AND CON CONTRACT WITH OUR AUSTIN PARKS FOUNDATION TO DO A COMMUNITY LED PROCESS, TO BUILD THAT PARK UP, WE ARE GOING TO DO ALL OF THE RE MAINTAIN MAINTENANCE AND OPERATIONS FUNDING FOR THE PART WE'RE ALSO GOING TO DEDICATE A NEW COMMUNITY CENTER.

THAT'S GOING TO BE THE SIZE OF THE DIRTY OD CENTER ON NORTH THAT WE WILL DONATE TO THE AUSTIN CREATIVE ALLIANCE IN THERE.

AND ON TOP OF THAT, WE HAVE SUPPORT SERVICES FOR FAMILY ELDER CARE.

SO A REALLY APPRECIATE YOUR TIME, UH, AND LOOK FORWARD TO THAT.

I MEAN, IT IS A MASSIVE NUMBER OF UNITS AS, AS WELL AS AT LEAST 10% COMMUNITY, UH, CONTINUUM OF CARE UNITS.

I MEAN, I, UM, I FIRST MET WITH PETER BARLIN BACK IN EARLY 2015, WHERE HE OFFERED TO MEET WITH SOME NEIGHBORHOOD LEADERS JUST TO TALK ABOUT OVERALL PLANS, UM, AS HE WAS ACQUIRING THESE PARTIALS NEXT, ALSO THE INTERVIEW SITE, UM, AND THAT WAS SEVEN YEARS AGO, NOT THEN HE EVEN SAW THERE'S A POTENTIAL FOR A LARGE REDEVELOPMENT THAT SERVED NOT JUST OUR COMMUNITY'S NEEDS, BUT PROVIDED HOUSING AND OTHER SERVICES TO THOSE OF US WHO EITHER ARE LIVING IN CENTRAL AUSTIN OR THOSE THAT NEED TO REMAIN ABLE TO LIVE IN CENTRAL AUSTIN.

UM, OF COURSE, HARDLY ANYONE COULD'VE GUESSED THAT SEVEN YEARS AGO, THE PROCESS WOULD TAKE THIS LONG, BUT WE ARE SO EXCITED TO SEE WHERE WE ARE TODAY.

UM, JUST SO PERSONALLY, LIKE WHERE MY EXCITEMENT COMES FROM, NOT JUST AS A NEIGHBOR, BUT IN 2016, I JOINED THE COMMUNITY ADVISORY COMMITTEE FOR PROJECT CONNECT, AS IT WAS BECOMING REVIVED EARLY ON, WE WERE ADVISING, UM, CAT METRO AND THEIR PROJECT CONNECT PLANS AND AUSTIN TRANSPORTATION DEPARTMENT AND THE SMP.

IT HAS BEEN SO CLEAR, UM, THAT HOW CRUCIAL THE NOTE IS AT CRESTVIEW STATION, UM, FOR TRANSIT AND HOUSING AND EVERYTHING THAT OUR COMMUNITY CAN BE.

UM, JUST SO LIVABLE RIGHT THERE IN THAT ONE NODE.

UM, I SEE THE PROPOSAL PRESENTED BY THE BARLEY TEAM IN FRONT OF US, PRETTY MUCH THE PERFECT COMBINATION OF REDEVELOPING A SITE TO PROVIDE A PLACE TO LIVE AND WORK ALONGSIDE A MAJOR TRANSIT NODE.

AND I HOPE THIS SITE IN THIS PROCESS ACTUALLY SERVED AS A MODEL FOR OTHER REDEVELOPMENTS AROUND TRANSIT IN THE YEARS TO COME.

UH, WE'VE DONE BILINGUAL, CULTURALLY RELEVANT, RELEVANT PUBLIC EDUCATION PREVENTION CAMPAIGNS.

OUR LATINO COMMUNITY REPRESENTS MORE THAN 50% OF ALL THOSE DEATHS, MEANING THAT WE'VE LOST 464 LATINOS FROM OUR COMMUNITY EARLY THIS WEEK, THE STATESMAN HAS PUBLISHED AN ARTICLE ENTITLED JUSTICE IN MY TOWN, HEALTHCARE CRISIS, MEETING PEOPLE WHERE THEY ARE, HOW UNDERSTANDING AUSTIN'S PEOPLE IS KEY TO VACCINE PUSH IT DOCUMENTS THE LIVED EXPERIENCES OF OUR BROWN AND BLACK COMMUNITIES DURING THIS PANDEMIC AND THE WORK OF OUR VOLUNTEER NONPROFIT ORGANIZATIONS, INCLUDING OUR COALITION, THE DEL VALLEY COMMUNITY COALITION, THE CENTRAL TEXAS ALLIED HEALTH AND THE AFRICAN-AMERICAN HARVEST FOUNDATION.
