MY NAME IS ROBERT NATHAN ALLEN I'M FROM, UH, LIVE IN DISTRICT SEVEN. AND I'M SPEAKING TODAY IN REGARDS TO THE END OF FUNDING FOR THE CENTRAL TEXAS ALLIED HEALTH INSTITUTE AND A LARK VACCINATION CLINIC. UM, FOR CONTEXT, THIS CLINIC IS CONSISTENTLY ONE OF, IF NOT THE ONLY CLINIC ON THE EAST SIDE OF TOWN THAT SERVES PEOPLE FOR FREE FIVE DAYS A WEEK THAT IS RUN BY PEOPLE OF COLOR SO FAR, IT IS SERVED OVER 30,000 PEOPLE IN THIS PANDEMIC. AND 80% OF THOSE SERVED 80% OF THOSE SERVED ARE BLACK INDIGENOUS OR PEOPLE OF COLOR COMPARE THAT IF YOU WILL, TO THE COUNTY STATISTICS ON VACCINATIONS AND THE COUNTY STATISTICS ON OUR POPULATION, AND THIS CLINIC IS CONSISTENTLY BRINGING UP THE AVERAGE FOR THE COUNTY AND FOR THE CITY RIGHT NOW, I UNDERSTAND MY UNDERSTANDING MAY BE WRONG, BUT MY UNDERSTANDING IS THAT THE CONTRACT WAS ORIGINALLY SCHEDULED TO END ON SEPTEMBER 30TH. WHEN THAT DATE WAS SET, WE DID NOT KNOW ABOUT THE DELTA VARIANT AND THE EFFECT THAT IT WOULD HAVE IN OUR COMMUNITY. AND THE FACT THAT WE WOULD NOW BE IN AN EMERGENCY SITUATION AGAIN. AND SO I CAN UNDERSTAND THAT BIG SHIPS MOVE SLOWLY AND TURN SLOWLY. UH, BUT WE NEED TO UNDERSTAND WHAT THE IMPEDIMENT IS, WHAT THE SNAG IS TO MAKE SURE THAT THE FUNDING FOR THIS CRITICAL COMMUNITY RESOURCE CAN BE EXTENDED OR AMENDED OR REDRAWN OR WHATEVER IT NEEDS TO DO TO KEEP BEING A RESOURCE FOR THE PUBLIC. WE DON'T WANT THE BUREAUCRACY OR HESITANCY OR MISUNDERSTANDING TO ENABLE AN INJUSTICE ON OUR FRIENDS, FAMILY, AND COMMUNITY MEMBERS. I HAVE A CHILD, A THREE-YEAR-OLD. SO I'M ALSO LOOKING AT VACCINATIONS COMING DOWN THE LINE FOR CHILDREN HERE IN THE NEXT FEW MONTHS AND INTO NEXT YEAR, I HAVE A LOT OF PRIVILEGE AS A WHITE MAN. PEOPLE WHO DON'T HAVE MY PRIVILEGE MAY NOT FEEL SAFE OR RESPECTED AND GOING TO A CLINIC WHERE THEY'RE NOT SERVED BY PEOPLE WHO LOOK LIKE THEM AND THEIR COMMUNITY, AND FOR US TO BE TAKING AWAY. ONE OF THE ONLY RESOURCES FOR COMMUNITIES OF COLOR IN OUR CITY, RIGHT BEFORE IT IS CRITICAL FOR PARENTS WHO MAY BE HESITANT OR RETICENT OR MISINFORMED, THEY NEED TO HAVE THAT RESOURCE TO HELP THEIR CHILDREN BE SAFE SO THAT ALL OF OUR CHILDREN ARE SAFE. AND LASTLY, IF THE COUNCIL, I UNDERSTAND THE COUNCIL'S JOB IS NOT TO IDENTIFY OR, OR, UH, DICTATE CONTRACTS, BUT IT IS OUR JOB COLLECTIVELY AS A COMMUNITY TO ENSURE THAT THESE RESOURCES ARE AVAILABLE. SO WE WANT TO UNDERSTAND WHAT THE IMPEDIMENTS ARE WITHIN APH TO DETERMINE HOW WE CAN MAKE SURE THIS RESOURCE DOESN'T LAPSE. IF THAT MEANS GOING INTO THE PUBLIC AND FUNDRAISING PUBLIC DOLLARS, IDENTIFYING CORPORATE PRIVATE MATCHES FOR PUBLIC PRIVATE COLLABORATION, I AM READY TO GIVE MY TIME. SOME OF YOU COUNCIL MEMBERS KNOW ME, I HAVE PUT COUNTLESS HOURS AND RAISE HUNDREDS OF THOUSANDS OF DOLLARS FOR FEEDING OUR COMMUNITY FOOD THAT IS HEALTHY AND SAFE. AND THIS GOES RIGHT INTO LINE WITH THAT. IT GOES RIGHT INTO LINE WITH RESOURCES, FOR OUR HOMELESS COMMUNITY EXPERIENCING OR AT RISK OF EXPERIENCING HOMELESSNESS. THIS IS A RESOURCE THAT ABSOLUTELY MUST CONTINUE. IT IS UNCONSCIONABLE FOR US TO LET THIS LAPSE I'M READY TO PUT MY TIME AND MY RESOURCES INTO MAKING THIS HAPPEN. IF IT'S NOT GOING TO BE ABLE TO HAPPEN BY SEPTEMBER 30TH, WE JUST NEED TO KNOW WHO TO TALK TO SO THAT WE HAVE A TIMELINE SO THAT WE CAN PLAN AND RAISE THE FUNDS TO MAKE SURE THAT THIS, UH, RESOURCE IS CONTINUOUS. UM, OUR BEST DEFENSE AGAINST COVID IS TO GET VACCINATED AND TO INFORM OUR COMMUNITY ON PROPER USE OF PPE. UM, THAT'S WHAT WE DO AT CTA. I STAY IN THE COMMUNITY CONSTANTLY THREE WEEKS AGO. I CONTRACTED COVID AND, UM, WELL THAT'S WHEN I FOUND OUT THAT I HAD COVID, I WAS VERY SICK AND I THOUGHT THAT I WOULD DIE ABOUT THREE DAYS INTO THIS. THIS THING GOES FASTER THAN, THAN WHAT WE ORIGINALLY HAD LAST YEAR. MY SON, MY DAUGHTER-IN-LAW BOTH GOT SICK WITH COVID. IT TOOK THEM A WHILE BEFORE THEY BUILT UP, THEY RAMPED UP THEIR SYMPTOMS, NOT IN MY CASE, IT WAS FAST AND IT WAS PRETTY AWFUL. I HAVE CONGESTIVE HEART FAILURE. I AM OVERWEIGHT. UM, I AM 43, ALL THESE THINGS WORK AGAINST THE PERSON ANYWAY. UM, THANKFULLY AT CTH I GOT MY VACCINE AS SOON AS I COULD A WHILE BACK, BUT, UM, THE WORK THAT WE DO, UH, CTA EXISTS TO CREATE OPPORTUNITIES FOR PEOPLE THAT NORMALLY WOULDN'T HAVE ACCESS. UM, WE EDUCATE PEOPLE, UM, WE'RE SOWING SEEDS OF TRUST IN THE COMMUNITY AND THE MOST VULNERABLE COMMUNITIES, BUT, UM, THAT HAVE BEEN VICTIMS OF RED LINING AND SYSTEMIC RACISMS. AND, UM, WE NEED MONEY INVESTED INTO THIS. WE DO, WE CAN'T, UM, I DON'T SEE WHY WE'RE IN SUCH A HURRY TO REMOVE SUCH A NEW AND SO NEEDED A RESOURCE IN THE COMMUNITY. UM, WE'VE CREATED A SERVICE THAT PROVIDES A LIFE SAVING MEASURES AND IN THE PROCESS HAVE PROVIDED OPPORTUNITIES FOR ON THE JOB TRAINING AND REAL LIFE EXPERIENCE FOR STUDENTS WHO WOULD NOT TYPICALLY BE AFFORDED THIS OPPORTUNITY. WE ARE CREATING LEADERS IN THE COMMUNITY AND WE ARE ALSO HELPING TO DEVELOP THE HEALTH WORKFORCE, UM, BY TRAINING PEOPLE, UM, THAT ARE ALSO BEING EDUCATED BY OUR SCHOOL. SO, BECAUSE IT'S TWO PARTS, WE'VE CREATED AN ECOSYSTEM THAT HAS MET AND EXCEEDED ALL THE METRICS THAT HAVE BEEN PUT FORTH BY AUSTIN PUBLIC HEALTH. AND I DON'T UNDERSTAND, WHAT'S SO DIFFICULT ABOUT EXTENDING A CONTRACT. WE NEED SIX MORE MONTHS. WE NEED PROBABLY AROUND $800,000 SO THAT WE CAN CONTINUE TO DO THE WORK SO THAT WE CAN DO IT IN AN EFFECTIVE MANNER. UM, THIS IS A BLACK LED ORGANIZATION. AUSTIN HAS BEEN RACIST FOR EONS. IT'S TIME TO START TO SUPPORT, TO AMPLIFY THE GOOD WORK THAT'S BEING DONE BY PEOPLE OF COLOR AND REMOVING THIS CLINIC. IT'S GOING TO MAKE US, IT'S GOING TO PAINT US IN AN AWFUL LIGHT. UH, WE RELOCATED THE FINAL OF THE FOUR AND CAMP MINTS, UH, LAST A WEEK AGO YESTERDAY ON THE 31ST OF AUGUST. AND SO WHAT I WILL BE PROVIDING YOU TODAY A REALLY HIGH LEVEL, UM, DATA, UH, THE INITIAL DATA CUT AS WE LOOK AT, UM, THE DEMOGRAPHICS AND SOME OF THE EARLY, UH, INDICATORS OF RESULTS OF THE INITIATIVE, UH, AS WELL AS SOME OBSERVATIONS ABOUT THINGS THAT HAVE WORKED VERY WELL. I THINK THAT WE WILL BE LOOKING TO IMPROVE IN THE FUTURE AND, UH, OBSERVATIONS ABOUT PROGRAM DESIGN AS WE MOVE INTO, UH, WHAT WE'RE VERY HAPPY, UH, WILL BE, UH, PHASE TWO, SUBSEQUENT TO COUNCIL APPROVAL, UH, OF, UH, FUNDING FOR THAT PHASE DURING THE BUDGET PROCESS. SO WE CAN GO AHEAD AND GO TO THE NEXT SLIDE. SO AS YOU KNOW, THE RESOLUTION, UH, CREATING THE HEAL INITIATIVE WAS ADOPTED ON FEBRUARY 4TH, 2021. AND THE INITIAL TIMELINE FOR THE COMPLETION OF PHASE ONE THROUGH A RESOLUTION OF THE ENCAMPMENTS WAS SIX MONTHS. UH, WE DID ASK FOR A LITTLE BIT OF GRACE, UM, AND TO TAKE ONE ADDITIONAL MONTH BECAUSE OF WINTER STORM YURI, UH, THE DEEP ENGAGEMENT OF, UH, ALL OF HSD STAFF IN THE SHELTERING AND OTHER EFFORTS, UH, ASSOCIATED WITH, UH, UH, THE STORM. AND SO THAT WOULD HAVE BEEN SEPTEMBER 4TH. WE, WE COMPLETED IT JUST UNDER THE WIRE, UH, AT AUGUST 31ST. AND I, AND I DO WANT TO SAY DUE TO HERCULEAN EFFORTS ON THE PART OF STAFF AND MANY OF OUR PARTNERS, UM, THE FIRST PHASE OF THE HEAL INITIATIVE TARGETING AT CAMP MINTS IN NORTHWEST [00:15:01] SOUTHEAST AND DOWNTOWN AUSTIN, UM, ALL BASED ON, UH, CONCERNS OF HEALTH OR SAFETY FOR THOSE SITES, THE INITIAL FOUR SITES WERE GENERALLY DESCRIBED BY THE RESOLUTION. UM, AND SO WE, UH, HAD A LIMITED NUMBER OF CHOICES OF SITES TO WORK FROM BASED ON, UH, DIFFERENT KINDS OF HAZARDS, WHETHER THOSE BE TRAFFIC HAZARDS, FLOOD PLAIN, UH, YOU KNOW, IN PARK AREAS THAT WERE, UH, OTHERWISE UTILIZED, UTILIZED BY, UM, UH, BROADER WATER CITIZENRY, BUT ALSO HAVE BEEN CHARGED WITH DEVELOPING PRIORITIZATION FOR FUTURE ENCAMPMENTS, WHICH WE'LL TALK ABOUT A LITTLE BIT TOWARD THE END. UM, AND SO LET'S THEN GO AHEAD AND MOVE TO THE NEXT SLIDE. SO I THINK, UH, THE UNIQUE THING ABOUT THE HEAL INITIATIVE IS THAT IT REALLY COMBINES, UH, UH, A DESIRE, UM, TO MOVE FOLKS SWIFTLY IN SHELTER AND HOUSING, UH, WITH A FOCUS ON, UH, OUR PUBLIC SPACES, UH, AS WELL. AND SO WE ARE TARGETING RESOURCES TOWARD ENCAMPMENTS RATHER THAN BY, UH, BY NEED OR VULNERABILITY, WHICH IS WHAT OUR SYSTEM GENERALLY DOES. IT ADDS TO, UH, THOSE RESOURCES RATHER THAN REPLACING THEM. SO WE STILL HOUSE PEOPLE THROUGHOUT THE COMMUNITY BASED ON, UH, THEIR, THEIR NEEDS ASSESSMENT. BUT THIS ALSO ALLOWS US TO ADDRESS THE SITUATIONS IN WHICH THERE IS AN ENCAMPMENT THAT IS CAUSING CONCERN, UH, AROUND AND SAFETY FOR THE PEOPLE IN THE ENCAMPMENT, AS WELL AS POTENTIALLY THE SURROUNDING COMMUNITY IN ORDER TO MAKE THIS WORK. WE NOT ONLY CONTRACTED WITH SOCIAL SERVICE PROVIDERS WHO ARE PROVIDING RAPID REHOUSING PROGRAMS FOR PARTICIPANTS, BUT WE DID CREATE DEDICATED SHELTER SPACE. INITIALLY THAT TOOK THE FORM OF THE SOUTHBRIDGE SHELTER, WHICH WAS, IS THE FORM OF ROADWAY IN THAT WE HAD BEEN UTILIZING AS A PRO LODGE, UH, FOR THE DURATION REALLY AS A PANDEMIC. UM, BUT, UM, W PIVOTED THAT TO UTILIZE AS LONGER-TERM BRIDGE SHELTER, WE DO BELIEVE THAT'S THE LONGTERM USE OF THAT FACILITY. UM, BUT, UH, AS WE WILL DISCUSS, DID, UM, OPEN A SECOND BRIDGE SHELTER, WHICH WE ARE UTILIZING AT LEAST PARTIALLY FOR THE HEAL INITIATIVE, THOUGH. IT MAY NOT BE SOLELY DEDICATED FOR THAT PURPOSE. UM, WE WORK WITH HOST, UH, AND OUR OTHER OUTREACH PARTNERS IN THE COMMUNITY, LIKE, UH, THE PAST TEAM THROUGH INTEGRAL CARE TO ENGAGE INDIVIDUALS ON SITE, OFFER THEM SHELTER AND, UH, LONG-TERM HOUSING, UH, AND WORK WITH A VARIETY OF OUR PUBLIC SAFETY, UH, SPACE PARTNERS, EXCUSE ME, TO RELOCATE FOLKS TO SHELTER, UH, AND THEN TO CARRY OUT THE PHENOTYPE OF THE SITES. SO PARKS AND RECREATION HAS BEEN A CRITICAL PARTNER IN TERMS OF TRANSPORTATION, AUSTIN RESOURCE RECOVERY AND PUBLIC WORKS, UH, ALONG WITH, UH, THE CLEANUP CONTRACT WITH THE, THE OTHER ONE'S FOUNDATION HAVE ALL BEEN, UH, VERY IMPORTANT RESOURCES IN TERMS OF, UH, RECLAMATION OF THE SITE. UH, ONCE WE ARE ABLE TO RELOCATE PEOPLE. AND THEN FINALLY THIS INITIATIVE OF COURSE, WAS PASSED PRIOR TO THE PASSAGE OF PROPOSITION BEYOND MAY 1ST. AND SO IT REALLY ASKS US TO LOOK AT WAYS, UH, TO ENCOURAGE VOLUNTARY COMPLIANCE, UH, WITH, WITH THOSE SPACES, UM, BEING NO CAMPING SPACES, UH, THAT HAS PLAYED OUT A LITTLE DIFFERENTLY, AS YOU CAN IMAGINE IN THE CONTEXT OF, UH, NOW HAVING A, AN ORDINANCE THAT VANS CAMPING IN PUBLIC SPACES. UH, BUT WE STILL THINK THAT WE HAVE HAD SOME LESSONS IN WE'LL CONTINUE TO HAVE LEARNINGS AS WE MOVE FORWARD WITH THIS INITIATIVE ABOUT HOW, UH, WE CAN, UH, MAINTAIN SPACES, UH, WITHOUT A SOLE RELIANCE ON, UH, ENFORCEMENT, UH, BY POLICE OFFICERS. NEXT SLIDE, I SPOKE TO THE, UM, SEVEN MONTHS TIMELINE FOR THIS OVERALL INITIATIVE, AND I WANTED TO GIVE A RECAP OF WHAT THE MAJOR ELEMENTS OF THAT HAS BEEN. SO THE, UH, THE RESOLUTION WAS PASSED FEBRUARY 4TH. UM, ABOUT, UH, FIVE DAYS LATER, WE BEGAN TO EXCLUDE WINTER STORM URI, AND REALLY OUR TEAM CAME OUT OF THAT ENTIRE EXPERIENCE TOWARD THE END OF FEBRUARY AND DURING FEBRUARY, MARCH AND APRIL, EXCUSE ME, IDENTIFIES THE PARTNERS WITH WHOM WE COULD WORK, UM, FACILITATING CONTRACTS BY EXTENDING EXISTING CONTRACTS, RATHER THAN GOING THROUGH A NEW PROCUREMENT PROCESS, GIVEN [00:20:01] THE TIGHT TIMELINE, UH, WE HAD TO IDENTIFY HOW WE MIGHT, UH, SECURE, DEDICATED SHELTER SPACE AT THAT TIME PROLOGUE ONE, OR THE ROADWAY WAS STILL FUNCTIONING, UM, AS A PROLOGUE. AND SO WE NEEDED TO PLAN TO DEMOBILIZE THAT SITE AND CONVERT IT TO SHELTER. UH, AND THEN WE OF COURSE, NEEDED TO TALK THROUGH PROCESS OF WHAT IT WOULD LOOK LIKE REALLY ONSITE, UM, FROM THE DAY THAT OUTREACH WORKERS ARRIVED THERE THROUGH RELOCATION AND ENGAGEMENT AND SERVICES, ONCE THOSE IN SHELTER. SO WE HAD THE COLLABORATION KICKOFF AT THE END OF APRIL, UH, AND THEN, UH, THE NEXT WEEK ASKED COUNCIL TO APPROVE SERVICE CONTRACTS FOR, UH, BOTH INTEGRAL CARE AND, UH, FAMILY ELDER CARE TO PROVIDE RAPID REHOUSING SERVICES FOR FOOTSTEPS TO OPERATE THE SHELTER AND TO PROVIDE SOME ADDITIONAL RESOURCES, TO ADD A COUPLE OF OUTREACH WORKERS TO THE HOST TEAM FROM INTEGRAL CARE. WE, AT THAT POINT, UM, MOVED TOWARD CONTRACT EXECUTION AND, UM, HOPED TO, UH, BEGIN RELOCATIONS, UH, AT THE 1ST OF JUNE, UH, ONCE WE HAD THE SOUTH BRIDGE SHELTER, WHICH WAS THE FORMER ROADWAY UP AND RUNNING, UNFORTUNATELY OUR CONTRACTOR, UH, THERE EXPERIENCED SOME DELAYS AND WERE NOT ABLE TO INITIATE THEIR WORK ONSITE IMMEDIATELY, UH, IN THE FACE OF THAT GO AWAY, UH, HOMELESS STRATEGY, DIVISION STAFF, UH, QUICKLY PIVOTED. WE, UM, WE HIRED A CADRE OF TEMPORARY, UH, STAFFERS. MANY OF WHOM HAD BEEN OUR PARTNERS AT EXISTING PRO LODGES AND OURSELVES OPENED, UM, THE SHELTER ON THE 16TH OF JUNE, ALLOWING US TO THEN, UH, UH, RESOLVE OUR FIRST ENCAMPMENT, WHICH WAS AT THE TORONTO OFFICE LIBRARY. AND THAT TOOK PLACE FROM JUNE 16TH THROUGH THE 18TH. UH, WE, UH, THEN MOVED TO THE BEN WHITE AND MANSHACK, UH, UH, SITE, UH, THAT WAS JULY 14TH THROUGH THE 16TH. UM, AND DID THAT JUST IN ANTICIPATION OF FRONT STEPS, THEN BEING ABLE TO COME ONSITE, UM, AT SOUTH BRIDGE AND ASSUME OPERATIONS. SO IT, JESSE STAFF WITH TEMPORARY SUPPORT, UM, DID OPERATE THAT SHELTER FOR ABOUT A MONTH. THE BEN WHITE, UH, SITE WAS SUBSTANTIALLY LARGER THEN, UH, WAS ABOUT 20 AND, AND, AND BEN WHITE MAN SHAQ WAS ABOUT 50 PEOPLE. SO WITH THOSE TWO SITES, WE DID REACH CAPACITY AT THE SALFORD SHELTER, WHICH OVERALL HAS, UM, CAPACITY FOR ABOUT 75 GUESTS ROOMS, UH, HAVING THEN, UH, REACHED THAT CAPACITY. WE NEEDED TO, UM, EITHER WAIT FOR FOLKS TO BE REHOUSED, WHICH WE KNEW WOULD TAKE A LITTLE BIT OF TIME OR CREATE ADDITIONAL BRIDGE SHELTER SPACE TO MOVE ON TO OUR NEXT SITE. WE, UM, EVENTUALLY DETERMINED THAT WE WERE IN A POSITION TO DEMOBILIZE PROTAL LODGE, NUMBER FOUR, WHICH IS IN THE FORMER COUNTRY AND THAT THE CITY ALSO OWNS. UH, AND SO WE, UH, DID THAT IN, UH, AND I, WHEN I SAY WE, I MEAN, MY STAFF DID THAT IN RECORD TIME. UH DEMOBILIZING AS A PRO LODGE ON, UH, MONDAY, TUESDAY AND WEDNESDAY OF ONE WEEK. AND MOVING IN, UM, FOLKS FROM THE THIRD HEALS SITE ON THURSDAY AND FRIDAY OF THE SAME WEEK THAT A THIRD SITE WAS THE DOWNTOWN LOCATION ACCESS OR CHAVEZ IN CONGRESS. AND SO, AS I SAID, COMPLETED THAT ON THE FIFTH AND 6TH OF AUGUST, UH, FINALLY WE, UH, WERE ABLE TO COMPLETE THE FINAL SITE ON, AS I SAID, THE 30TH AND 31ST OF LAST WEEK, UH, OAK KNOLL WAS ALSO A SMALLER SITE WITH 23 INDIVIDUALS MOVING INTO SHELTER, UH, THERE. AND SO THAT, UH, SORT OF WRAPPED UP THE, THE ACTIVITIES THAT OVER THE COURSE OF THE SEVEN MONTHS, AND WE ARE NOW MOVING INTO A, UH, ANALYZING CERTAINLY SOME OF THE DEMOGRAPHICS AND DATA THAT WE HAVE NOW THAT EVERYONE HAS BEEN RELOCATED, UH, LOOKING AT, UH, PLANS FOR PRIORITIZATION OF FUTURE SITES, UM, AS WELL AS HIRING FOR COMING IN STAFF TO, UM, TO STAFF THE INITIATIVE OVERALL, NEXT SLIDE. OKAY. SO THIS IS REALLY JUST A SUMMARY OF THE CONTRACTS THAT WERE PUT INTO PLACE FOR THE FIRST PHASE OF THE HEAL INITIATIVE. UH, AS I SAID TO RAPID REHOUSING, UH, CONTRACTS, UH, CONTRACT WITH FRONT STEPS OR A PAIR [00:25:01] OF CONTRACTS IS KIND OF FRONT STEPS TO RUN THE BRIDGE SHELTER, UH, AND SOME SUPPORT FOR INTEGRAL CARE. WE ARE, UM, ALSO OF COURSE, OPERATING THE NORTH BRIDGE SHELTER, UH, THAT IS BEING DONE WITH ARP FUNDS THAT COUNCIL HAS, UM, HAS APPROVED, UH, THAT IS NOT INCLUDED HERE AS IT WAS NOT SPECIFICALLY DEDICATED ONLY TO HEAL. UM, BUT THOSE ARE RESOURCES THAT ARE BEING DEPLOYED. AND OF COURSE, UH, COUNCIL HAS APPROVED $6 MILLION FOR THE SECOND PHASE OF HEAL. WE WILL BE LOOKING FORWARD TO, UH, POTENTIALLY EXPANDING THE EXISTING CONTRACTS SO THAT WE CAN CONTINUE, UH, RELOCATIONS IN FAIRLY SHORT ORDER, BUT ALSO ANTICIPATE INCLUDING RAPID REHOUSING AND SOME OTHER SERVICES IN A BROADER SOLICITATION THAT WOULD HAPPEN THIS FALL. NEXT SLIDE. SO DO YOU WANT TO TALK ABOUT DEMOGRAPHICS OF THE POPULATION THAT WE, UM, UH, HAVE SERVED THUS FAR IN THE HEAL INITIATIVE, UH, WITH THE CAVEAT THAT THESE ARE VERY PRELIMINARY NUMBERS, WE ARE STILL ENTERING DATA INTO THE HOMELESS MANAGEMENT INFORMATION SYSTEM, UM, UM, BUT, UH, HAVE BEEN ABLE TO COLLECT SOME BASIC DEMOGRAPHIC DATA ON, UH, OUR PROGRAM PARTICIPANTS. AND ONE OF THE THINGS THAT COUNCIL ASKED US TO DO WAS TO REPORT ON THOSE, UM, ON THOSE DEMOGRAPHIC, UH, CRITERIA. BUT I THINK IT'S IMPORTANT THAT WE ALSO BE COMPARING THAT TO THE POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS IN AUSTIN, OVERALL WITH A REAL EYE TO EQUITY, UM, TO ENSURE THAT BECAUSE THIS IS A NEW APPROACH, THAT IT IS, UM, NOT SUBSTANTIALLY, UH, DIFFERING FROM, UH, THE DEMOGRAPHICS, UM, OF, OF HOMELESSNESS. AND I MEAN THAT IN PARTICULAR AROUND THE AFRICAN-AMERICAN POPULATION. SO GIVEN THAT WE ARE TAKING A RESOURCE AND GOING DIRECTLY TO THE STREETS AND OFFERING PEOPLE HOUSING, WE WANT TO MAKE SURE IN PARTICULAR THAT WE ARE NOT UNDERSERVING THE AFRICAN-AMERICAN POPULATION WHO DESPITE, UM, UH, COMPRISING LESS THAN 10% OF AUSTIN'S OVERALL POPULATION, UH, COMPRISED 35% OF PEOPLE EXPERIENCING HOMELESSNESS IN OUR COMMUNITY. SO, UM, WE'LL GO TO THE NEXT SLIDE. THESE ARE OUR INITIAL NUMBERS, AND AGAIN, WE NEED TO REFINE AND SCRUB THEM, BUT, UM, OFF THE BAT, 33% OF THE INDIVIDUALS OFFERED SHELTER, UH, THROUGH THE HEAL INITIATIVE FOR AFRICAN-AMERICAN COMPARED TO THAT ROUGHLY 35%, UM, IN THE HOMELESS POPULATION OVERALL, UH, THERE WERE A COUPLE ITEMS HERE. I THINK THAT WE WILL NEED TO EXPLORE FURTHER. ONE IS LOOKING AT HOW, UM, THAT COMPARES TO THE OVERALL POPULATION OF UNSHELTERED INDIVIDUALS, UH, IN AUSTIN, BECAUSE I SUSPECT THAT WE MAY SEE A SLIGHTLY HIGHER PROPORTION OF THE UNSHELTERED POPULATION ACTUALLY BEING AFRICAN-AMERICAN IN OUR COMMUNITY, IN WHICH CASE WE WOULD HOPE THAT OUR HEAL INITIATIVE WOULD MIRROR THAT. UH, AND THEN ALSO JUST LOOKING, DOING A LITTLE BIT OF STATISTICAL ANALYSIS, GIVEN THE SMALL SAMPLE SIZE TO, UM, UNDERSTAND WHETHER THERE'S ANY STATISTICAL SIGNIFICANCE TO THE DIFFERENCE THAT WE MIGHT BE SEEING CURRENTLY NEXT SLIDE, IF WE COULD ADVANCE TO THE NEXT TIME, I THINK PERHAPS YOU ADVANCED TWO SLIDES. YEAH. I THINK THAT I CANNOT SEE, FOR SOME REASON MY VIDEO FEED IS SLOW, BUT THE PHONE IS WORKING. SO YOU CAN GO BACK TO THE ONE SLIDE AND LET ME SEE IF I CAN TRACK IT. SO NOW WE HAVE A SLIDE UP OF DIANA ABOUT GENDER. AND SO GENERALLY SPEAKING, UM, THE GENDER OF OVERALL, UH, POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS IN AUSTIN IS ABOUT 40% FEMALE. NOW I THINK THAT THIS IS LIKELY AGAIN, THE OVERALL POPULATION. AND SO WE WANT TO UNDERSTAND WHAT THAT GENDER BREAKDOWN LOOKS LIKE IN THE UNSHELTERED POPULATION, WHICH I EXPECT TO BE, UM, SUBSTANTIALLY HIGHER, UH, IN TERMS OF THE MALE DOMINATION OF THAT DEMOGRAPHIC. IF WE GO TO, UM, UH, ACTUALLY GO TWO SLIDES FURTHER, WHAT WE ARE SEEING IS WITHIN THE HEEL POPULATION, DUCT SCAR, APPROXIMATELY A THIRD ARE FEMALE. IN FACT, UM, THAT PERCENTAGE IS BELOW WHAT WE'RE SEEING IN THE OVERALL UNSHELTERED POPULATION. IT'S SOMETHING FOR US TO BE CONCERNED ABOUT. SO WE WILL BE TRACKING THAT DIFFERENCE. SLIDE [00:30:01] NUMBER EIGHT, UM, LOOKS ALSO AT AGE, WHICH IS SOMETHING WE DON'T HAVE THE BREAKDOWN FOR, UH, FOR YOU TODAY. UM, WE WILL BE DRAWING THAT FROM HRIF, UH, SO THAT THE CATEGORIES ARE COMPARABLE. UM, BUT AGAIN, WANT TO ENSURE THAT, YOU KNOW, THROUGH THE HEAL INITIATIVE WHO ARE NOT UNDESERVING, UH, OUR ELDERLY POPULATION EXPERIENCING, UH, UNSHELTERED, UH, UNSHELTERED HOMELESSNESS, PAUSE HERE FOR JUST A MINUTE, THE SLIDES WEREN'T QUITE SINKED. SO THIS IS, THIS IS THE AGE DATA. WOULD YOU MIND REPEATING YOUR SUMMARY COMMENT ON THIS ONE? THANKS DIANA. SO I, THE, THE, WHAT I, UM, COMMENTED ON REGARDING AGE IS THAT WE DON'T HAVE THE DETAILED BREAKDOWN, UM, IN THIS FORMAT YET FOR THE HEAL INITIATIVE, BUT WE WILL BE PROVIDING THE COMPARISON. AND I THINK THAT GIVEN, UM, THE VULNERABILITIES INTRODUCED BY BEING UNSHELTERED, WE WANT TO MAKE SURE THAT WITHIN THE HEAL INITIATIVE, UH, WE ARE, UH, SERVING AT LEAST AS MANY, UM, FOLKS IN THOSE OLDER CATEGORIES, UH, AS, UM, AS WE SEE IN THE GENERAL UNSHELTERED POPULATION. SO THIS WILL BE AN AREA FOR FURTHER REPORTING FOR YOU IN THE FUTURE. AND AGAIN, THIS DATA IS THAT IS THE OVERALL HOMELESS POPULATION PROVIDED BY ECHO. OKAY. I THINK WE CAN ADVANCE NOW AND WE'LL ADVANCE ONE MORE. SO THIS IS I THINK, WHERE WE, WE BEGIN TO SEE, UM, UH, DATA THAT IS REALLY CRITICAL IN TERMS OF UNDERSTANDING THE IMPACT THAT WE ARE HAVING 147 PEOPLE WERE MOVED INTO SHELTER, UH, DURING THE MONTHS OF JUNE, JULY AND AUGUST 95% OF THOSE PEOPLE WHO WERE OFFERED RELOCATION TO BRIDGE SHELTER ACCEPTED. UH, AND THAT CERTAINLY FLIES IN THE FACE OF WHAT CAN BE A PERCEPTION THAT PEOPLE AREN'T WILLING TO GO INTO SHELTER. SO, VERY EXCITED ABOUT THAT. WE HAVE REMAINING IN SHELTER, 119 INDIVIDUALS AND 95% OF THOSE HAVE NOW COMPLETED COORDINATED ASSESSMENT, WHICH IS, UM, ONE OF THE SOMETHING THAT NEEDS TO HAPPEN BEFORE WE CAN GET THEM ENROLLED IN A HOUSING PROGRAM OR CONCURRENT WITH THAT. UH, INTERESTINGLY, WHEN WE DID, AS AN EXAMPLE, THE BEN WHITE SITE, ONLY ABOUT HALF OF THOSE PEOPLE HAD COMPLETED A COORDINATED ASSESSMENT. UM, BUT WHEN WE DID THE DOWNTOWN SITE, ABOUT 90%, WE HAD ALREADY, UM, HAD A COORDINATED ASSESSMENT THAT WAS PARTIALLY DUE TO THE FACT THAT, UM, POST IS VERY ACTIVE DOWNTOWN. AND SO, UM, WE'LL TALK A LITTLE BIT ABOUT WHAT THAT MEANS IN TERMS OF PROCESS, BUT, UH, IT'LL BE INTERESTING. I THINK TO SEE AS PEOPLE COME IN, UH, WE HAVE A BETTER SENSE OF WHAT THE PENETRATION OF OUR COORDINATED ENTRY SYSTEM HAS BEEN, UH, IN THE UNSHELTERED POPULATION AND HOW MANY FOLKS ARE STILL IN NEED OF A FIRST-TIME COORDINATED ASSESSMENT, ACKNOWLEDGING THAT MANY FOLKS MAY NEED AN UPDATE. WE HAVE GOT NOT LIKE 60% OF INDIVIDUALS ENROLLED IN A HOUSING PROGRAM AT THIS TIME. AND WHAT THAT MEANS IS NOT THAT THEY ARE HOUSED YET, BUT THAT FAMILY ELDER CARE OR INTEGRAL CARE HAS TAKEN THAT REFERRAL AND FORMALLY ACCEPTED IT AND TAKING THEM ONTO THEIR CASELOAD. WE DID HAVE SOME LAG AT THE BEGINNING. UM, BOTH BECAUSE WHEN PEOPLE ENTERED, WE DID NOT HAVE THEM, UH, UH, HAVE THEIR COORDINATED ASSESSMENT, UH, COMPLETED. AND WE, UM, IN THE EARLY WEEKS WE'RE GETTING OUR CONTRACTS EXECUTED IN OUR PRO LODGES. OVERALL, OUR AVERAGE TIME FROM ENROLLMENT IN A HOUSING PROGRAM TO PLACEMENT, UH, IS ESSENTIALLY BETWEEN 60 AND 70 DAYS. UH, AND I THINK THAT'S CERTAINLY SOMEPLACE WE WOULD LIKE TO MEET THAT IDEALLY EXCEED IT. BUT RIGHT NOW WE'RE JUST STARTING TO SEE EXITS TO HOUSING. AND SO, YOU KNOW, THAT REALLY REPRESENTS A FIRST COUPLE OF WEEKS IN SHELTER IN JUNE FOR THE TERASA, UH, UM, UH, OCCUPANTS, THE OCCUPANTS, EXCUSE ME, OF THE TRUST, THIS ENCAMPMENT WHO THEN BECAME ENROLLED, UM, IN, IN HOUSING PROGRAMS IN JULY AND THEN HAVE BEEN IN, IN JULY AND AUGUST. AND NOW WE'RE BEGINNING TO EXIT TECH TO HOUSING. WE ALSO WANT TO BE REALLY COGNIZANT ABOUT PATRICIA, AND I WILL TELL YOU THAT WE WE'VE SEEN, UM, YOU KNOW, BASED ON THE NUMBERS OF THE GROSS NUMBER IS SOMETHING LIKE 17%, UM, OF, OF THE TOTAL POPULATION, EXIT SHELTER. AND THOSE ARE COMBINATION THINGS. SOME FOLKS VOLUNTARILY DECIDE THAT THEY, UH, THEY, FOR WHATEVER REASON, UM, DON'T WANT TO BE IN THE SPACE ANYMORE. [00:35:01] WE HAVE A FEW FOLKS WHO HAVE, UM, ARE HOSPITALIZED, HAVE ENGAGEMENT WITH THE CRIMINAL JUSTICE SYSTEM, UH, OR SOME OTHER, UM, INCIDENT THAT CAUSES THEM TO LEAVE. BUT WE HAVE CERTAINLY ALSO HAD EXITS IN VOLUNTARY EXITS, UH, BASED ON BEHAVIOR, ET CETERA. AND SO I THINK IT'S REALLY IMPORTANT THAT WE WORK WITH OUR, UM, REFERRED STEPS WHO WAS OPERATING THE SOUTH BRIDGE AND WITH OUR STAFF AT NORTHBRIDGE, UH, JUST TO MAKE SURE THAT WE ARE OPERATING, UM, THOSE SHELTERS AS EFFECTIVELY AS WE CAN, TO ENSURE THAT PEOPLE HAVE THE SUPPORTS ON SITE, UM, TO BE SUCCESSFUL IN THAT ENVIRONMENT AND TO EXIT TO PERMANENT HOUSING. SO THIS IS SOMETHING, THESE NUMBERS, AGAIN, ARE VERY PRELIMINARY. IT'S A LITTLE EARLY TO TELL, BUT THEY ARE, IT IS SOMETHING WE'LL BE TRACKING AND PARSING THE DATA MORE CLOSELY BETWEEN, YOU KNOW, WHAT IS AN INVOLUNTARY EXIT. UM, WE HAVE SEEN THAT WE CAN ENGAGE FOLKS QUICKLY IN ENCAMPMENTS, UM, AND DO THIS WORK RAPIDLY, YOU KNOW, OVER THE COURSE OF A WEEK OR SO. UM, SO WE NEED NOT HAVE A SUBSTANTIALLY LONGER ENGAGEMENT, WHICH IS SOMETHING THAT WE REALLY GET ANTICIPATE AT THE BEGINNING. UH, HOWEVER, WE ALSO HAVE EXPERIENCED SOME CHALLENGES IN TERMS OF ENUMERATING, WHO IS, UH, WHO IS AT THE ENCAMPMENT. UH, THERE ARE FOLKS WHO, UM, WHO MOVE BETWEEN ENCAMPMENTS AND, AND THIS, THEY ARE NOT SLEEPING WITH A TENT. IT CAN BE DIFFICULT TO TELL WHO IS A PERMANENT DOCUMENT IN THE ENCAMPMENT VERSUS A VISITOR AND TO VARYING DEGREES WE HAD IN MIGRATION, UH, AT EACH OF THESE SITES. SO THE WORD GETS OUT AND, UM, PEOPLE SHOW UP, UM, UNDERSTANDING THAT THEY MAY BE ABLE TO ACCESS SHELTER AND HOUSING, UH, AT A SITE, WHICH SOMETIMES IS QUITE SIMPLE. YOU'RE SIMPLY ABLE TO COMMUNICATE, UM, THAT THE, YOU KNOW, THE PROGRAM DESIGN IS THAT WE GO IN AND WE SERVE FOLKS WHO ARE OCCUPANTS OF THAT ENCAMPMENT. UH, BUT OTHERWISE, UH, CAN ALSO BE QUITE THREATENING AND TO THE SUCCESS OF A PARTICULAR SITE, BECAUSE IF TOO MANY PEOPLE SHOW UP, UM, NOT ONLY DOES IT CREATE CONFUSION INTENTION, IT MAY MEAN THAT WE CAN'T MOVE EVERYONE BECAUSE WE DON'T HAVE ENOUGH, UM, SHELL ROOMS AT THE SHELTER TO DO SO. AND SO THAT'S SOMETHING THAT WE'RE GOING TO NEED TO MANAGE CAREFULLY GOING FORWARD, UH, IN TERMS OF RELOCATION AND CLEANUP. AND I, FIRST OF ALL, I WANT TO, AGAIN, EMPHASIZE THE INCREDIBLE PARTNERSHIP ACROSS CITY DEPARTMENTS, UM, JUST, UH, INCREDIBLE RESPONSIVENESS AND, AND, AND WILLINGNESS TO HELP. AND I THINK, UM, INVESTMENT IN THE SUCCESS OF THIS INITIATIVE, BUT WE DO NEED TO MAKE SURE THAT WE HAVE RELIABLE TRANSPORTATION RESOURCES, ACTUALLY RECREATION HAS BEEN AN INCREDIBLE PARTNER, BUT PART OF THE REASON THEY'VE BEEN ABLE TO DO THAT IS THAT MANY OF THEIR IN-PERSON, UM, PROGRAMS ARE NOT OPERATING AT FULL CAPACITY RIGHT NOW. AND SO PARTICULARLY IF WE ANTICIPATE INCREASING THE VOLUME OF ENCAMPMENT RELOCATIONS, WE MAY NEED TO LOOK AT OTHER ALTERNATIVES, UH, FOR HOW WE ARRANGE FOR TRANSPORTATION, FOR INDIVIDUALS AND THEIR BELONGINGS FROM ENCAMPMENTS. UH, ONE THING I THINK WE LEARNED WITH CLEANUP IS THAT IN ORDER TO, UM, MINIMIZE THE LIKELIHOOD OF REPOPULATION OF A SITE, WE NEED TO COMPLETE THE CLEANUP QUICKLY. UH, WHEN, UH, TENTS WERE LEFT, WE WEREN'T ABLE TO COMPLETE A CLEANUP IN ONE OR TWO DAYS. AND PARTICULARLY BY THE END OF A WORK WEEK, WE DID SEE REPOPULATION OF TENTS THAT HAD BEEN LEFT BEHIND. AND SO, UH, YOU KNOW, AT THIS POINT THAT EXPERIENCE IS SOMEWHAT IMPRESSIONISTIC. UM, BUT IT IS, UH, WE DO BELIEVE THAT COMPLETELY PLANNING A SITE, UH, IN SIGNALS, UH, THAT IT IS NO LONGER A SITE THAT WHERE, UH, CAMPING [00:40:01] IS, UH, ANTICIPATED. AND WE'VE NOT SEEN REPOPULATION IN SOME OF THE OTHER SITES, UH, WHERE, WHERE WE WERE ABLE TO COMPLETE CLEANUP, UM, WITH A MORE DEFINED END DATE, UH, THE SPACE ACTIVATION. I THINK THAT, YOU KNOW, ONE OF THE THINGS THAT WE CONTEMPLATED AS PART OF THIS INITIATIVE WAS HOW WE MIGHT REACTIVATE SPACES, UM, FOR CONTINUED PUBLIC USE FOR ALL AUSTINITES, UH, APPROPRIATE TO THE DESIGN AND INITIAL INTENT OF THE SPACE. WE HAVE BEEN HAVING DISCUSSIONS, FOR EXAMPLE, WITH US ABOUT, UH, WHAT WILL HAPPEN AT THAT SITE. THE NEIGHBORHOOD IS ENGAGED, BUT IT IS A LONGER TIMELINE. SO WE NEED TO BE THOUGHTFUL ABOUT WHAT THE SHORT-TERM LOOKS LIKE AFTER AN ENCAMPMENT IS RESOLVED, UM, COMPARED WITH WHAT MIGHT BE LONGER TERM REACTIVATION OF THE SPACE. WE'VE ALSO SEEN IN TERMS OF CLEANUP THERE'S, UM, SOME SUBSTANTIAL ENVIRONMENTAL CONCERNS, UM, FROM HUMAN WASTE TO, UH, UH, RODENTS, WHICH I THINK REALLY EMPHASIZES FOR US THE, THE, THE HEALTH CONCERNS OF PEOPLE LIVING ON THE STREET, BUT IT'S ALSO A CONCERN FOR OUR CLEANUP PERSONNEL. AND SO THAT'S SOMETHING THAT WE'LL BE LOOKING AT IN TERMS OF THE SUCCESS OF BRIDGE SHELTER. UH, WE, UH, YOU KNOW, WE WERE HAVING STAFF, UM, FEVEROUSLY ENTERING DATA INTO HMI, UH, AS LATE AS FRIDAY AND EARLY THIS WEEK. UM, YOU KNOW, THAT DEDICATED STAFF WE THINK IS GOING TO BE CRITICAL TO MAKING SURE WE UNDERSTAND WHAT'S HAPPENING, UH, WITH THE PROGRAM OVERALL, UH, WE HAVE HAD SOME REAL CONSTRAINTS AROUND THE AVAILABILITY OF ASSESSORS, UH, TO COMPLETE COORDINATED ASSESSMENT IN THE COMMUNITY AT LARGE. AND WE ARE SEEING THAT PLAY OUT WITH THIS INITIATIVE AND SO NEED TO ENSURE THOSE RESOURCES ARE SECURED. AND WE CERTAINLY, UM, WE HAVE NOW GOT, UH, ONSITE BEHAVIORAL HEALTH SERVICES, UH, AT BOTH OF THE SHELTERS, BUT, UH, MUCH UNDERSCORE HOW CRITICAL THAT IS, PARTICULARLY IN THE FIRST WEEKS AFTER WE LOCATION, WHERE IT IS A GOOD THING, PEOPLE ARE EXCITED, BUT THAT TRANSITION CAN ALSO BE DIFFICULT. AND WE CAN SEE PEOPLE STRUGGLING, UM, WITH, UH, WITH SOME OF THEIR BEHAVIORAL HEALTH, UH, CHALLENGES, UH, BOTH BECAUSE, UH, THEY'RE DEALING WITH A NEW CHALLENGE OF TRANSITIONING INTO A NEW SPACE. AND BECAUSE FRANKLY THEY ARE SAFE ENOUGH TO COME OUT OF SURVIVAL MODE, UH, AND, AND BEGIN, UH, GRAPPLING WITH SOME OF THOSE ISSUES AND ARE READY TO DO SO. UH, AND THEN AGAIN, UH, JUST TO, I THINK, UH, TO EMPHASIZE THAT WE, YOU KNOW, WE'RE REALLY COMMITTED TO SEEING, UH, THE PROCESS OF RELOCATION, SHELTER AND REHOUSING RESULTING IN HIGH RATES OF PERMANENT HOUSING. AND SO WE'LL BE, UH, TRACKING THOSE ATTRITION RATES, UH, ACROSS THE, UM, TH THE EXPERIENCE OF, OF INDIVIDUALS COMING INTO THE INITIATIVE, UH, TO ENSURE WE'RE COURSE CORRECTING, UM, ANYTIME THAT WE CAN. SO NEXT STEPS REALLY INCLUDE US, UH, AS WE ARE NOW WORKING ON THE PRIORITIZATION THAT WOULD HELP US IDENTIFY UPCOMING ENCAMPMENTS, UH, IN PARTNERSHIP WITH, UH, MULTIPLE CITY DEPARTMENTS. WE OF COURSE, WILL NEED TO, UM, TURN FOR CONTRACTING FOR SERVICES FOR PHASE TWO, UH, AND ARE WORKING ON THAT. AND I BELIEVE THAT WILL BE A COMBINATION OF AN EXTENSION OF EXISTING CONTRACTS AND NEW SOLICITATION. AND THEN, UM, YOU KNOW, WE HAVE BEEN, UM, OPERATING THIS, UH, THIS INITIATIVE WITH, UH, TEMPORARY STAFF, UH, WITHIN HSD AND, UM, STAFF WHO ARE SIMULTANEOUSLY DEDICATED TO THE HEAL INITIATIVE AND COMMUNITY ENGAGEMENT OVERALL, BOTH OF WHICH, UH, ARE, ARE REALLY MORE THAN FULL-TIME JOBS. SO, YOU KNOW, KUDOS TO THE STAFF THAT WE, THAT HAVE BEEN WORKING WITH US, BUT WE WILL BE, UH, WE, AND WE EXPECT TO BE POSTING FULL-TIME POSITIONS AS PERMANENT POSITIONS THAT HAVE BEEN APPROVED BY COUNCIL, UH, WITHIN THE NEXT WEEKS WITH THAT, I WILL PAUSE AND TAKE QUESTIONS. THIS IS A HUGE, I THINK YOU SAID IT WAS 95% OR SOMETHING VERY, VERY HIGH IN TERMS OF PEOPLE ACCEPTING IT. UM, AND SO THAT'S, THAT IS FABULOUS. I THINK THAT, UM, I'M VERY PLEASED TO SEE THE ATTENTION, UH, TO ANALYZE IN EVERY STAGE. AND SO, UM, ANALYZING THE ATTRITION RATE IS GOING TO BE CRITICAL BECAUSE THAT'S GOING TO TELL US, UH, WHAT WE NEED TO ADD OR THINK ABOUT FOR THAT STAGE OF GOING FROM TEMPORARY SHELTER TO PERMANENT HOUSING. AND ASSUMING IT IS A SHORT, YOU KNOW, UH, OR A SHORT TO MEDIUM TERM STAY, WE WOULD HOLD THE ROOF FOR THEM. WE CERTAINLY WANT THEM TO COME BACK. AND SO I'M ACTUALLY GOING TO, I SEE THAT BOTH GREG AND MACARTHUR MCCORMICK AND CHARLES ARE ON THE LINE. I THINK THAT WE SHOULD, WE CAN REALLY FOCUS MORE ON SOME OF THE WRAPAROUND SERVICES AND ACCLIMATING THEM, WHO BRIDGE SHELTER AS A FIRST STEP OF GETTING READY TO GO INTO HOUSING. UM, AND, AND THE CONCERNS THAT I HEARD WERE, WERE THOSE OF EQUITY. AND, YOU KNOW, THESE INITIAL NUMBERS I THINK ARE VERY PROMISING. AND SO I LOOK FORWARD TO SEEING HOW THOSE NUMBERS COMPARE TO THE UNSHELTERED ONCE WE GET THAT DATA. BUT I, I AM REALLY HEARTENED TO SEE THAT, UH, SOME OF WHAT WAS CONCERNING ABOUT THIS TO SOME MEMBERS OF OUR COMMUNITY IS, SEEMS TO BE REALLY, UM, IT REALLY IS SUCCEEDING. AND I KNOW, I REALLY APPRECIATE, I APPRECIATE THE MEMBERS OF THE COMMUNITY WHO SUPPORTED THIS COUNCIL MEMBER KITCHEN. I SAID, I COMMEND YOU ON YOUR LEADERSHIP ON THIS. IT'S PROJECTED THAT IT WILL GROW 150% BETWEEN 2010 AND 2030. THIS STUDY WAS, UM, PUT TOGETHER BECAUSE THERE HAD BEEN TWO PREVIOUS STUDIES, UM, THAT HAD BEEN DONE BY DR. AND HEL AT THE LBJ SCHOOL AND, UM, AND HER AND TWO OF HER STUDENTS. SO WE'RE ON SLIDE THREE. THANK YOU. THANK YOU FOR FINDING THAT. UH, NOPE. IT'S STILL, IT'S STILL NOT THE CORRECT ONE. UM, THE, THE STUDY THAT STUDIES THAT DR. ANNE HELEN, HER STUDENTS DID LOOKED AT THE, UM, UH, THEY, THEY LOOKED AT, UH, INTERGENERATIONAL WORK AND, UM, SPECIFICALLY FOCUSED IN ON THE REBECCA BAINES JOHNSON CENTER. THIS WAS AT THE TIME THAT THE RBJ CENTER WAS BEING RE-IMAGINED AND REENVISIONED, AND THEY RECOMMENDED BUILDING A MULTI-GENERATIONAL CENTER THAT INCLUDED AN ADULT DAY HEALTH CENTER AND A CHILDCARE CENTER. UM, THE CITY COUNCIL PASSED A RESOLUTION, UH, NUMBER 41, UH, IN ORDER TO ANALYZE THE DATA FROM THOSE REPORTS ARE SO REVISIT IT, SEE IF, SEE WHAT HAD CHANGED AND, UH, MAKE RECOMMENDATIONS ABOUT HOW TO PROCEED AND WHETHER TO BUILD A SEPARATE CENTER SITE. RIGHT? THE, THE GOALS OF THE REPORT, UM, WERE TO LOOK AND SEE IS THE RBJ CENTER, THE RIGHT LOCATION, UM, FOR AN INTERGENERATIONAL DAY CENTER. UM, IF NOT, WHAT WAS THE RIGHT LOCATION? UM, WHAT CITY BUILDINGS AND OLDER ADULT SERVICES ARE AVAILABLE AND ARE NEEDED IN OUR, IN, IN THE ZIP CODES, WHAT SERVICES ARE CRITICAL TO PROVIDE TO OLDER ADULTS IN THE IDENTIFIED LOCATIONS, UM, IS AN INTERGENERATIONAL DAY CENTER, THE BEST USE, UM, FOR A PROJECT. HOW CAN THE PROJECT BE SUSTAINABLE? AND OUR PARTNER IS STILL COMMITTED TO THE PROJECT AND HAS THE COVID 19, UM, EPIDEMIC IMPACTED THE NEED. SO I'M GOING TO TURN THIS OVER TO, UM, DR. BARRY WHO'S ONLINE AND HAVE HER WALK [01:20:01] US THROUGH THE METHODOLOGY AND THE DEMOGRAPHICS YOU'RE ON. GOOD ALMOST AFTERNOON. WE ARE ON FIVE, FIVE, I BELIEVE OKAY. UM, SO WE USE A FEW DIFFERENT METHODS AND MIXED METHODS, UM, PROCESS TO LOOK AT WHAT SOME OF THE PREFERENCES AND NEEDS ARE FOR THE ADULT OLDER ADULT COMMUNITY IN AUSTIN, PARTICULARLY THOSE WHO, UM, ARE LIVING 200% BELOW THE FEDERAL POVERTY GUIDELINES. SO WE REVIEWED AND SUMMARIZED DEMOGRAPHIC DATA, CENSUS DATA TO LOOK AT WHAT THE POPULATION LOOKS LIKE. DEMOGRAPHICALLY, WE IDENTIFIED EXISTING ASSETS AND MATH, THESE RESULTS. AND I'LL TALK A LITTLE BIT MORE ABOUT HOW WE DEFINE ASSETS IN A COUPLE OF SLIDES. WE CONDUCTED A SURVEY WITH OLDER ADULTS, UM, WHEREIN WE LEANED HEAVILY ON COMMUNITY PARTNERS. WE MET AND ENGAGED WITH OLDER ADULTS AT T FOUNDATION COMMUNITY SITES, AND A WELLNESS SITE HELD TWO FOCUS GROUPS, CONDUCTED A SURVEY OF RECREATION CENTERS TO FIND OUT INTEREST AND CAPACITY TO POTENTIALLY EXPAND EXISTING ACTIVITIES AND SERVICES AND SPOKE TO COMMUNITY MEMBERS AND STAKEHOLDERS AS WELL. NEXT SLIDE, PLEASE. SO, WHEN WE LOOKED AT THE CENSUS DATA, WE LOOKED AT PROJECTED, UM, POPULATION ESTIMATES FROM 2015 TO 2019 DATA, WHICH WAS WHAT WAS AVAILABLE TO US. UM, WE LOOKED FOR THE HIGHEST DENSITY OF OLDER ADULTS LIVING IN, UM, ZIP CODES BELOW 200% FPL. AND THE ZIP CODE DEAL FEE HERE ARE THE ONES THAT HAD THE HIGHEST DENSITY OF OLDER ADULTS. UM, LIVING BELOW 200% FPL, THE ONES THAT ARE BOLDED ARE THE TARGETS OF CODES, ZIP CODES. WE DECIDED TO FOCUS, UM, OUR FUTURE RESEARCH EFFORTS ON AND ACROSS THOSE TARGETS, ZIP CODES. WE IDENTIFIED THAT APPROXIMATELY JUST OVER HALF THE POPULATION WAS FEMALE. UM, AND THEN I, YOU CAN SEE THE RACE BREAKDOWN AND ETHNICITY BREAKDOWN HERE AS WELL. AND THEN, AND THE MAP TO THE RIGHT WHERE YOU SEE A STAR, THOSE ARE THE ZIP CODES THAT WE IDENTIFIED FOR FURTHER ANALYSIS. UH, PLEASE ADVANCE THE NEXT TO THE NEXT SLIDE. THIS IS A REALLY COMPLICATED LOOKING FIDE. UM, SO THIS IS ESSENTIALLY HOW WE IDENTIFIED ASSETS. WE LOOKED AT YOU SITES, MEDICAL SERVICES, ADULT HEALTHCARE REC CENTERS, NEIGHBORHOOD CENTERS, AND YOU CAN SEE THE LIST HERE. UH, WE LOOKED AT THOSE THINGS THAT WERE ACCESSIBLE TO LOW-INCOME OLDER ADULTS, AND WE MAPPED THESE THINGS USING ART GIS. SO YOU'RE ACTUALLY ABLE TO ZOOM IN ON THE VARIOUS ZIP CODES TO LOOK AT WHAT EXISTING ASSETS ARE IN THOSE ZIP CODES. AND WE USE THIS TO DETERMINE WHERE A SERVICE EXPANSION MIGHT HAVE THE GREATEST IMPACT BASED ON SERVICE AND RESOURCE DEFICIT IN THE TARGET, THE EIGHT TARGET ZIP CODES THAT WE ANALYZE, PLEASE ADVANCED SEVEN, FINE FOR OUR OLDER ADULT SURVEY, WE REALLY FOCUSED ON PREFERENCES AND SERVICE PREFERENCES AND ACTIVITY PREFERENCES OF OLDER ADULTS, AS WELL AS THOSE BARRIERS THAT MIGHT INHIBIT THEIR PARTICIPATION. WE HAD A CAMP, WE HAD 388 SURVEYS COMPLETED THANKS TO OUR COMMUNITY PARTNERS AND SOME OF OUR BOOTS ON THE GROUND, FRONTLINE STAFF. UM, YOU'LL SEE THAT THE SAMPLE HERE WAS HEAVILY WEIGHTED TOWARDS WOMEN, UM, THAT JUST OVER HALF WERE WHITE OR IDENTIFIED AS WHITE, UM, 196 FELL WITHIN WHAT WE CATEGORIZED AS LOW INCOME, ALTHOUGH JUST TO BE TRANSPARENT, SOME PEOPLE WEREN'T WILLING TO PROVIDE SOCIOECONOMIC STATUS RELATED DATA BECAUSE IT'S SENSITIVE INFORMATION AND THEY DIDN'T WANT TO SHARE IT. UM, SO THAT MAY BE A LOWER ESTIMATE OF THOSE FOLKS THAT COULD BE CLASSIFIED AS LOW INCOME THAT WE CAPTURED IN THE SURVEY. WE, UH, CONDUCTED TWO FOCUS GROUPS THAT THE RBJ SWIMMER AND THE GEORGE MORALES DOVE SPRINGS OR CREATION CENTER, THERE WERE 26 PARTICIPANTS AGAIN, HEAVILY WEIGHTED TOWARDS FEMALES. UM, WE DID HAVE A TRANSLATOR AT THE DOVE SPRINGS LOCATION AND THE PURPOSE OF CONDUCTING THESE FOCUS GROUPS WAS TO GET A LITTLE BIT MORE CONTEXT AND INFORMATION ABOUT THE RESULTS THAT WE GOT FROM THE SURVEY. SO WE ACTUALLY PRESENTED THOSE RESULTS TO THE GROUP AND ASK THEM TO HELP US FURTHER UNDERSTAND IT FROM THEIR PERSPECTIVE. NEXT SLIDE, PLEASE. UH, THESE, THERE WERE AMONG THE MANY FINDINGS OF THE REPORT. THESE ARE SOME OF THE KEY FINDINGS THAT INFLUENCED OUR, OUR SUBSEQUENT RECOMMENDATIONS. [01:25:01] FIRST, WE ASKED THOSE ARE ADULTS THAT INTERGENERATIONAL ACTIVITIES WITH YOUNG PEOPLE AGED ZERO TO FIVE THROUGH, UM, COLLEGE AGE. AND WHAT WE LEARNED WAS THAT OLDER ADULTS IN OUR SURVEY SAMPLE WERE REALLY MORE INTERESTED IN PEER TO PEER INTERACTION, UM, THAN THEY WERE INTERACTION WITH YOUNGER PEOPLE. UH, THERE WAS A STRONG INTEREST IN ACTIVITIES RELATED TO PHYSICAL HEALTH, FUN, SOCIAL RECREATIONAL, EDUCATIONAL LEARNING, CELEBRATING HOLIDAYS, HEALTH SCREENINGS, AND LISTENING TO MUSIC AND CONCERTS. UH, SOME OF THE BARRIERS TO PARTICIPATION, IT MIGHT NOT BE SURPRISING TO YOU THAT TRANSPORTATION WAS OVERWHELMINGLY THE TOP CHOICE. THERE'S ALSO A GENERAL LACK OF KNOWLEDGE ABOUT EXISTING ACTIVITIES AND SERVICES IN THEIR COMMUNITIES. UH, THE LOCATION OF THE CENTER, IF NOT, UM, ACCESSIBLE VIA THEIR EXISTING TRANSPORTATION COULD ALSO BE A BARRIER. THERE MAY BE HEALTH LIMITATIONS, OR MOBILITY AND ACCESS RELATED ISSUES AS WELL. WHEN WE SURVEY THE EXISTING SERVICE PROVIDERS, NAMELY RECREATIONAL CENTERS, THERE IS AN INTEREST AND FOLKS HAVE THE POTENTIAL CAPACITY TO INCREASE THEIR EXISTING SERVICES. THAT WAS SOMETHING WE LEARNED THROUGH OUR SERVICE CENTER INVENTORY SURVEY, AND ALTHOUGH I'M MINORITY OF THE SAMPLE AND THE STUDY EXPRESSED INTEREST IN INTERGENERATIONAL ACTIVITIES, THOSE THAT WERE INTERESTED WERE REALLY PASSIONATE ABOUT THE OPPORTUNITY. AND WHAT WE HEARD QUALITATIVELY WAS THAT PEOPLE INTERESTED IN INTERGENERATIONAL ACTIVITIES WERE REALLY JUST INTERESTED IN, UM, GAINING PERSPECTIVE OF WHAT YOUNGER PEOPLE THINK ABOUT THE WORLD. SO LEARNING MORE ABOUT THEIR WORLDVIEWS AND THEIR BELIEF SYSTEMS, THESE ADVANCED TO THE NEXT SLIDE, OH, I'M GOING TO PASS. I'M GOING TO FEED THE FLOOR TO MY COLLEAGUE, SAM. THANK YOU. UM, SO BASED ON THIS, THERE WERE THREE OVERARCHING RECOMMENDATIONS. UM, THE FIRST WAS THAT INSTEAD OF CREATING A NEW SITE INVEST IN INCREASING OLDER ADULT SERVICES AT EXISTING SITES IN TARGETED ZIP CODES, THEN THE SECOND WAS BECAUSE TRANSPORTATION WAS THE BARRIER THAT CAME UP THREE TIMES MORE THAN ANY OTHER BARRIER WAS TO REALLY ASSESS AND INVEST IN TRANSPORTATION INFRASTRUCTURE TO SUPPORT THE NEEDS OF THOSE OLDER ADULTS, ESPECIALLY IN GETTING THEM TO, AND FROM THERE, THE RECREATION CENTERS. AND THE THIRD WAS REALLY, UM, TO LOOK AT INCREASING COMMUNICATION WITH OLDER ADULTS AND REALLY LOOKING AT, UM, USING THEIR PREFERRED COMMUNICATION MECHANISMS. THERE WAS A LOT OF DISCUSSION FROM THE OLDER ADULTS ABOUT HOW IMPORTANT PEER TO PEER COMMUNICATION IS. UM, SO IDENTIFYING AMBASSADORS, CREATING PEER TO PEER OPPORTUNITIES, UM, AS WELL AS, AS USING SOME OF THE OTHER, UM, MECHANISMS AVAILABLE. SO IN ADDITION, NEXT SLIDE PLEASE. SO THEN WE WENT AND LOOKED AT BASED ON THOSE OVERARCHING RECOMMENDATIONS, UM, WHAT WOULD THE RESPONSES TO THOSE SEVEN QUESTIONS THAT WE IDENTIFIED AT THE BEGINNING? SO THE FIRST QUESTION WAS, IS RBJ THE IDEAL LOCATION FOR AN ADULT DAY CENTER IN A GEN ED ADULT DAY INTERGENERATIONAL CENTER. AND THE ANSWER WAS THAT IT IS IN A HIGH TARGET ZIP CODE FOR LOW-INCOME SENIORS. UM, BUT IT'S NOT IN THE HEIGHT, A HIGH, HIGHEST LEVEL ZIP CODE FOR CHILDCARE NEEDS. UM, SO THEREFORE IT WOULD NOT BE THE PRIMARY TARGET FOR, UM, THIS TYPE OF, UH, CENTER. UM, AND RBJ, AS IT'S GONE THROUGH ITS OWN, UM, STRATEGIC DECISION-MAKING ABOUT WHAT, WHAT SERVICES THEY'RE GOING TO OFFER AT THIS POINT, THEY HAVE NOT TALKED ABOUT HAVING, UM, AN ONSITE CHILDCARE CENTER. THEY MAY BE OPEN TO THAT AS A, AS A POSSIBILITY. UM, BUT IT'S NOT ONE IT'S, THEY'RE, THEY'RE FOCUSED MORE ON ACTIVITIES RIGHT NOW. SO IF NOT RBJ, UM, WHERE SHOULD, UM, ADDITIONAL SERVICES BE, BE TARGETED? SO WHEN YOU LOOK AT THE DATA, UH, 77 4 5 HAS THE HIGHEST NUMBER OF SENIORS, 65 AND OLDER, UH, BELOW 200% OF POVERTY FOLLOWED BY 7 8, 7 5 3, AND THEN 7, 8, 7, 5 8. THEY ALSO HAVE THOSE SAME ZIP CODES ALSO HAVE THE HIGHEST NUMBER OF PRE SENIORS FOR POVERTY. THE HIGHEST ZIP CODE FOR POVERTY WAS 7 8, 7 4 5. AND THEN YOU CAN SEE FOLLOWED BY OH 2, 5, 3 AND FIVE EIGHT. WHEN WE LOOKED AT CHILDCARE DESERTS, 77, 5, 3 SCORED THE HIGHEST IN ALL OF THE CATEGORIES AS A CHILDCARE DESERT. AND SO 7, 8, 7, 4 5 IDENTIFIED AS THE MOST IDEAL LOCATION FOR INCREASING OLDER ADULT SERVICES. SO BASED ON ALL OF THOSE, IF YOU'RE LOOKING FOR, UM, AN, A PLACE FOR, UM, INTERGENERATIONAL LOOKING AT 7 8, 7 5 3, NEXT SLIDE, PLEASE. SO THE THINGS THAT OLDER ADULTS ARE MORE INTERESTED IN, UM, AS KATIE MENTIONED, UM, THEY ARE REALLY INTERESTED IN PEER-TO-PEER SERVICES. THEY REALLY LIKE FIELD TRIPS, LOVE BEING ABLE TO GET OUT. THEY LOVE THE GAMES, THE PHYSICAL ACTIVITIES, DANCE. UM, AND THEN FOR LOW-INCOME OLDER ADULTS, THEY ESPECIALLY MENTIONED HEALTH SCREENINGS AND ACCESS TO BASIC NEEDS WERE REALLY CRITICAL FOR THEM UNDER AN INTERGENERATIONAL MODEL. UM, WE RECOMMEND NOT, NOT CREATING A NEW LOCATION, A NEW PHYSICAL LOCATION, BUT SINCE THERE IS INTEREST AMONG A MINORITY OF FOLKS, REALLY LOOKING AT WHAT THOSE OPPORTUNITIES ARE TO PARTNER WITH SCHOOLS AND CHILDCARE CENTERS TO PROVIDE SOME CONVENIENT TRANSPORTATION. SO THE OLDER ADULTS CAN ACCESS, UM, CHILDCARE CENTERS IN SCHOOLS EXPLORE, UM, THE ADDITION OF INTERGENERATIONAL ACTIVITIES AT SENIOR CENTERS, AND REALLY TAKE SOME TIME AND ASSESS AND SEE HOW I'M INTERESTED IN HOW, UM, HOW ACCESS TO THOSE SERVICES ARE BEFORE LOOKING AT BUILDING A SEPARATE, A SEPARATE SITE. UM, WHEN WE TALKED ABOUT, WE WENT BACK TO ALL OF THE ORIGINAL, UM, ORGANIZATIONS WHO HAD SAID THAT THEY WERE INTERESTED IN SUPPORTING, UM, OLDER ADULT SERVICES AND LOCAL FOUNDATIONS HAVE EXPRESSED INTEREST IN CONTINUING TO SUPPORT THOSE SERVICES. UM, THEY ARE REALLY INTERESTED IN OPPORTUNITIES FOR PUBLIC PRIVATE PARTNERSHIPS. AND SO, ESPECIALLY WHERE THERE ARE OPPORTUNITIES TO PARTNER WITH THE CITY THAT HAS A FACILITY AND THEM TO PROVIDE SOME SUPPORT FOR SUPPORT SERVICES. THEY ARE INTERESTED IN LOOKING AT THOSE PARTNERSHIPS AND ALL OF THE ORIGINAL PARTNERS. SO FOLKS LIKE FAMILY ELDERCARE AND, UM, MEALS ON WHEELS ARE INTERESTED IN LOOKING AT, UM, PROVIDING ADDITIONAL SERVICES IN THE COMMUNITY, BUT THEY ARE NOT, THEY'RE NOT COMMITTED TO ANY ONE LOCATION. SO THE PREVIOUS REPORTS HAD TALKED ABOUT THE 7, 8, 7 0 2 IN RBJ. THEY SAID, WE WANT TO GO WHERE THERE IS THE MOST NEED. SO THE NEXT SLIDE PLEASE. AND THE QUESTION THEN CAME UP ABOUT HOW COVID 19 HAS IMPACTED, UM, OLDER ADULTS. AND IT HAS HAD A PRETTY PROFOUND IMPACT. WE HEARD THIS AT THE FOCUS GROUPS IN PARTICULAR, UM, FOLKS REALLY FELT ISOLATED, CONTINUE TO FEEL ISOLATED. THEY DESPERATELY WANT TO SOCIALIZE WITH THEIR PEERS AND THEIR FRIENDS. UM, BUT THEY'VE GOT A FEAR OF NOT KNOWING WHO'S VACCINATED AND THEY'RE AFRAID TO INTERACT WITH OTHERS. UM, THEY HAVE SOME INTEREST IN SORT OF THE MENTAL HEALTH SUPPORT GROUPS. THAT WAS ONE OF THE THINGS WE WERE ASKED TO LOOK AT, BUT REALLY WHAT THEY WANT IS, IS INCREASED OPPORTUNITIES TO, UM, PROVIDE PEER TO PEER INTERACTIONS. AND IN ORDER TO WE ASK THEM, WHAT WOULD IT TAKE FOR YOU TO BE ABLE TO FEEL SAFE, GOING TO A CENTER? AND THEY SAID, THEY NEED TO REALLY UNDERSTAND WHAT SAFETY PROTOCOLS ARE IN PLACE. AND THEY REALLY WANT OPPORTUNITIES FOR BOTH THE STRUCTURED ACTIVITIES, BUT REALLY SOME OF THOSE JUST LIKE WE WANT TO HAVE COFFEE. UM, WHEN WE DID THE FOCUS GROUP AT, UM, THE DOVE SPRINGS, UM, SETTING, IT WAS THE FIRST TIME MANY OF THOSE FOLKS HAD SEEN EACH OTHER IN SEVERAL MONTHS. AND THERE WERE TEARS AND HUGS AND LOTS OF TALK ABOUT HOW IMPORTANT IT IS JUST TO BE ABLE TO SEE EACH OTHER AND SUPPORT EACH OTHER. SO THOSE WERE OUR RESPONSES TO THE QUESTIONS. UM, AND WE, IF YOU HAVE ANY QUESTIONS FOR US, WE ARE HAPPY TO RESPOND TO THOSE. THANK YOU VERY MUCH. THIS IS ALL REALLY EXCITING. THERE'S ALSO THE ADULT DAY CENTER, WHICH IS MORE RECREATIONAL CENTER AGE HAS THE TWO LICENSED ADULT DAY HEALTH CENTERS CURRENTLY IN CENTRAL TEXAS. AND WE'RE BUILDING A THIRD ONE IN SOUTH AUSTIN THAT WILL BE LICENSED AS WELL. SO I THINK THE, THE PROGRAM THAT DR. UNHEALED PIVOTED PIVOTED TO AT THE INTERGENERATIONAL PROGRAM INCORPORATED BOTH AN ADULT DAY CENTER, BUT ALSO A COMMUNITY-BASED PROGRAMMING WHERE ADULTS CAN COME AND GO FROM RBJ IN ORDER TO PARTICIPATE IN INTERGENERATIONAL PROGRAMS. OKAY. SO, SO, SO IT SHIFTED AWAY FROM THE ORIGINAL THINKING. UM, ALL RIGHT. SO THEN WITH THAT IN MIND, THE UPSHOT OF Y'ALL'S RECOMMENDATION THAT THERE IS, OR IS NOT A NEED FOR THAT, THERE, THERE IS A NEED FOR ADULT DAY HEALTH CENTERS. RIGHT. WHICH IS WHAT, WHICH IS YEAH. UM, THE ADULT DAY CENTER, IT FEELS THE, THE, WHAT WE LEARNED IS THAT THERE ARE EXISTING CENTERS, SO MANY OF THE RECREATION CENTERS THAT ARE IN PLACE THAT COULD BE ENHANCED AND THAT THERE ARE OPPORTUNITIES FOR INTERGENERATIONAL ACTIVITIES, BUT NOT TO BUILD THAT ONE CENTER, WHICH INCORPORATES BOTH. AND SO THEN JUST SO TO CLARIFY FOR ME THEN, SO SINCE THE TERM SOUND SO CLOSE TOGETHER, IT IS, SO HOW DO YOU, HOW DO YOU DEFINE HOW AS AN ADULT, THEY SENT HER DIFFERENT THAN WHAT WE'RE DOING ALREADY AT OUR RECREATION CENTERS, OR IS IT THE THEY'RE VERY SIMILAR? UM, IT'S, THIS IS, THESE ARE MORE SOCIAL, UH, OPPORTUNITIES AT OUR SENIOR CENTERS. WHEREAS THE ADULT DAY CENTERS HAVE MORE, UM, MORE PROGRAMMING THAT'S FOCUSED ON OLDER ADULTS AND MORE RESPITE. SO I WILL USE, FOR INSTANCE, MIKE PLAYED LIKES PLACE MEALS, ALMOST CENTRAL TEXAS MANAGERS. THAT ISN'T AN, IS NOT AN ADULT DAY HEALTH CENTER, BUT IT'S BECAUSE IT'S NOT LICENSED, BUT IT IS A ADULT DAY CENTER. SO IT'S A CONTINUUM THAT WE'RE REALLY TALKING ABOUT. ABSOLUTELY. SO IT SOUNDS LIKE FROM OUR LAST QUESTION, SO IT SOUNDS LIKE FROM WHAT YOU'RE SAYING, THAT THE ADULT DAY HEALTH CENTERS, WHICH I REALLY APPRECIATE THE FACT THAT YOU GUYS ARE OPENING ONE IN THE SOUTH.
