UM, I HAVE SOME UPDATES FOR YOU GUYS. UH, FIRST ONE TO REMIND EVERYONE THAT THE COMMUNITY SERVICES BLOCK GRANT FUNDS THE DELIVERY OF SERVICES TO LOW-INCOME TEXANS RESIDENTS IN ALL 254 COUNTIES. AND FOR THE CITY OF AUSTIN, THIS GRANT PROVIDES FUNDING FOR THE DELIVERY OF BASIC NEEDS, CASE MANAGEMENT SERVICES, PREVENTIVE HEALTH, AND EMPLOYMENT SUPPORT SERVICES THROUGH OUR NEIGHBORHOOD CENTERS AND OUTREACH SITES. I CAN'T SEE THE REPORT ON THE SCREEN, SO I'M JUST GOING FROM MY PAPER VERSION. BUT PAGE ONE GIVES A LITTLE BIT OF A DESCRIPTION OF THE DIFFERENT NEEDS AND SERVICES WE PROVIDE. IT ALSO HAS THE BUDGET WE'RE ON TRACK HALFWAY THROUGH THE YEAR TO FULLY EXPAND OUR FUNDS AT THE END OF THE YEAR, IF NOT JANUARY OR FEBRUARY, YOU GO TO PAGE NUMBER TWO, THERE'S AN UPDATE AGAIN, ON SOME OF THE SERVICES WE PROVIDE AND SOME OF THE OUTCOMES THAT ARE REPORTED MONTHLY TO THE TEXAS DEPARTMENT OF, UH, TD THCA. UM, I'D LIKE TO POINT OUT FOR YOU. UH, WE MET OUR TARGET, ACTUALLY SURPASSED IT, UH, HOUSEHOLDS TO AVOID ANY EVICTION WITH CARE SIDE FUNDS. WE WERE ABLE TO, UM, SO FAR, UM, SERVICE 1,292 HOUSEHOLDS, AND WE ARE AT 108% OF OUR GOAL FOR THE YEAR. WE CONTINUE TO EXPEND THOSE FUNDS USING, UH, AUSTIN AREA, URBAN LEAGUE. AS OUR FISCAL AGENT, WE ALSO WERE ABLE TO PROVIDE SOME TAX PREPARATION SERVICES REMOTE, UH, WITH, IN COLLABORATION WITH ARP, UH, NOT A LOT THIS YEAR. UM, BUT IT'S STILL ME A DIFFERENT FOR SOME OF OUR CLIENTS, ESPECIALLY AT THE ROSCOE SORT OF GOES TO ENABLE THE CENTER. UH, WE CONTINUED TO, UM, PROCESS UTILITY PAYMENTS WITH OUR PLUS ONE FUNDING, UM, AND A LOT OF FOOD DISTRIBUTION TRYING TO, UH, ADDRESS THE FOOD INSECURITY ISSUES THAT THIS PANDEMIC HAS REALLY SHOWN TO BE REALLY PRETTY SERIOUS. IF YOU GO TO THE BOTTOM OF PAGE TWO, YOU SEE THE PROGRAMMATIC ADMINISTRATIVE UPDATES, UM, NO VACANCIES CURRENTLY IN OUR UNIT. UH, NUMBER TWO, I JUST KEEP IN THERE JUST A REMINDER. UH, IT'S GOING TO BE 18 MONTHS SINCE OUR NEIGHBORHOODS TO STANDARDS CLOSE TO THE PUBLIC. WE WENT VIRTUAL IN CURBSIDE AND BY APPOINTMENT ONLY. SO WE CONTINUE TO OFFER THESE SERVICES, UM, AT ALL OUR NEIGHBORHOOD CENTERS WHEN THE PAST 18 MONTHS NUMBER THREE, THE HOME DELIVERY PROGRAM. UM, AND I DID ON THAT IS THAT WE EXPANDED ELIGIBILITY IN AUGUST TO INCLUDE INDIVIDUALS WITH DISABILITY, UH, WITH A DISABILITY VETERANS AND ACTIVE MILITARY MEMBERS. UM, WE ARE [00:10:02] AT CAPACITY ON TUESDAYS. WEDNESDAYS ARE ALMOST FULL AND WE ARE IN DISCUSSIONS WITH THE CENTRAL TEXAS FOOD BANK TO ADD, UH, AN EXTRA DAY TO IT, TO THE PROGRAM OR FULLY A THURSDAY. AND HOPEFULLY WE CAN START THAT IN OCTOBER, NOVEMBER, TRYING TO KIND OF WORK OUT THE, UH, THE STAFFING, UH, CHALLENGES WITH THAT. BUT AGAIN, VERY EXCITING PROGRAM. UH, IN JULY WE SERVED A 214 HOUSEHOLDS, ALMOST 700 INDIVIDUALS GOT FOOD DELIVERED TO THEIR DOORSTEP IN COLLABORATION WITH, UH, AMAZON AND THE FOOD BANK. UH, NUMBER FOUR CARE SIDE FUNDING WE CONTINUED TO, TO, TO, UH, PROCESS WENT TO ASSISTANCE PAYMENTS TO HELP OUR CLIENTS STAY HOUSED, UH, THROUGH JUNE WITH ASSISTED ABOUT 460 HOUSEHOLDS AND PROCESSED, UH, $1.1 MILLION IN RENT ASSISTANCE PAYMENTS. UH, WE ALSO WORK CLOSELY AND REFER FOLKS OUT TO OTHER PROGRAMS IF WE CAN'T ASSIST SUCH AS THE TEXAS RENT RELIEF PROGRAM THROUGH THCA SPRINT 4.0 IN TRAVIS COUNTY, A NUMBER OF FIVE AUSTIN ENERGY PLUS ONE PROGRAM, WE JUST GOT OUR FISCAL YEAR 22 COLLABORATION AGREEMENTS, OR WE'RE EXCITED TO PARTNER UP WITH THEM AGAIN AND GET SOME FUNDS TO ADDRESS OUR FOLKS WHO HAVE FALLEN BEHIND WITH THEIR UTILITY BILLS. UM, UM, USUALLY DUE TO COVID OR ANOTHER CRISIS LOSS OF A JOB HEALTH ISSUE. UM, THINGS LIKE THAT. UM, NUMBER SIX IS ALSO ITEM [2B. AND, UH, WE'VE BEEN WORKING CLOSELY WITH TDH CA UH, IN COMING UP WITH OUR MISSION STATEMENT. WE HAVE NOT HAD A MISSION STATEMENT THAT IS SPECIFIC NEIGHBORHOOD SERVICES ALWAYS BEEN UNDER THE UMBRELLA OF THE AUSTIN PUBLIC HEALTH CITY OF AUSTIN MISSION STATEMENT. UM, SO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, ORGANIZATIONAL STANDARD 4.1 REQUIRES THAT THE BOARD YOU ARE REVIEWED THE ORGANIZATION'S MISSION STATEMENT WITHIN THE PAST FIVE YEARS AND ASSURE THAT ONE, THE MISSION ADDRESSES POVERTY TO THE ORGANIZATIONS, PROGRAMS AND SERVICES ARE IN ALIGNMENT WITH THE MISSION MISSION STATEMENT IS RIGHT THERE UNDER BULLET SIX, THE NEIGHBORHOOD SERVICES UNIT IMPROVES THE LIVES AND HEALTH OF PEOPLE EXPERIENCING POVERTY AND PROVIDING PUBLIC HEALTH AND SOCIAL SERVICES AND CONNECTING RESIDENTS OF AUSTIN AND TRAVIS COUNTY TO COMMUNITY RESOURCES. AND THEN ONE OF OUR NURSES KIND OF SENT THIS INTO ME, UH, KIND OF SPEAKING IN TERMS OF RELATIONSHIP WITH CLIENTS AND MAKING SURE THAT WE MEET PEOPLE WHERE THEY ARE, UM, MAKE THEM FEEL COMFORTABLE, UH, ENCOURAGE THEM TO GET VACCINATED, BUT IF THEY HAVE ANY HESITANCY THAT'S OKAY. THE STORY KIND OF ILLUSTRATES A POSITIVE OUTCOME PERSON WAS A LITTLE BIT HESITANT, BUT THE NURSE WAS ABLE TO BUILD RAPPORT AND TRUST THE PERSON LEFT JUST A LITTLE BIT LATER, CAME BACK AND GOT THE VACCINE RIGHT BEFORE THAT DELTA REALLY TOOK OFF. AND, UH, AS MANY OF YOU ALL KNOW, UH, LAST YEAR, THE VOTERS APPROVED THE PROJECT CONNECT, UH, WHICH IS OUR, UH, IMPROVEMENT OF OUR PUBLIC TRANSPORTATION SYSTEM, UH, OVER THE NEXT SEVEN TO 10 YEARS TO INCLUDE MULTIPLE LIGHT RAIL LINES, AS WELL AS RAPID BUS TRANSIT. UH, AND IT'S A REPRESENTATIVE TO BE ABOUT A $7 BILLION INFRASTRUCTURE INVESTMENT IN THE CITY OVER THE NEXT SEVEN TO 10 YEARS. AND, UM, I ALWAYS SORT OF SAY THAT, UM, THAT PROJECT CONNECT IS IT'S, IT'S ALMOST SORT OF LIKE ONE OF THOSE SOUR PATCH CANDIES IS THAT IS THE ANALOGY THAT I, THAT I USE IN THAT. UM, THERE'S A SWEETNESS IN THE SENSE THAT IT IS PUBLIC TRANSPORTATION THAT IS DESPERATELY NEEDED, UH, FOR OUR COMMUNITY, THAT IT HAS THE ABILITY TO BE ABLE TO BREATHE. UM, BUT THERE'S ALSO THE POTENTIAL FOR A SOUR SIDE OF IT, UM, WHICH IS, UH, THAT WE CALL TRANSIT INDUCED DISPLACEMENT, UH, WHICH IS SORT OF, UM, MAJOR INFRASTRUCTURE INVESTMENTS IN TRANSPORTATION. THERE'S A PRETTY STRONG, UH, BODY OF RESEARCH ACROSS THE NATION, UH, THAT INDICATES, ESPECIALLY FOR COMMUNITIES OF COLOR AND LOW INCOME COMMUNITIES. UM, ONE OF THE UNINTENDED CONSEQUENCES IS A DISPLACEMENT AND GENTRIFICATION, UH, FOR THOSE NEIGHBORHOODS. AND IN THIS SORT OF CONTRACT WITH VOTERS, UH, FELT THAT OUR POLICYMAKERS WERE VERY AWARE OF THE POTENTIAL FOR DISPLACEMENT AS A RESULT OF, FROM A PROJECT LIKE THIS. AND THERE WERE $300 MILLION THAT WAS SET ASIDE, UH, IN EFFORTS TO SUPPORT ANTI-DISPLACEMENT INITIATIVES ACROSS THE CITY TO HOPEFULLY PREVENT, UH, THE DISPLACEMENT THAT COULD COME FROM SUCH A MAJOR, UM, TRANSIT INVESTMENT. I'LL SAY THIS BEFORE WE GET STARTED, BECAUSE I THINK WE'VE HAD MANY CONVERSATIONS AS WE WORK TO DEVELOP THIS TOOL. THAT 300 MILLION IS PROBABLY JUST SCRATCHING THE SURFACE IN TERMS OF WHAT THE TRUE LEAD IS, UH, TO REALLY PREVENT THIS DISPLACEMENT AS A RESULT OF THE PROJECT THAT WE'LL SEE OVER THE NEXT SEVEN TO 10 YEARS. UH, BUT IT'S A START FOR US. AND TONIGHT WE WANTED TO, UH, INTRODUCE YOU ALL TO, UM, OUR RACIAL EQUITY ANTI-DISPLACEMENT TOOL. THAT'S CALLED NOTHING ABOUT US WITHOUT US. AND, UH, I'LL START US OUT BY TALKING A LITTLE BIT ABOUT HOW WE CAME ABOUT THIS TITLE. UH, WE CAME ABOUT THIS TITLE BECAUSE IN THIS PROCESS TO BUILD AND DESIGN, UH, THIS EQUITY TOOL TO BE USED, UH, FOR PROJECT CONNECT, WE REALLY WANTED TO SORT OF DISRUPT A TRADITIONAL CITY PATTERNS OF HOW WE USUALLY DO OUR BUSINESS, WHICH IS THAT WE HEARD A LOT FROM COMMUNITY THROUGH THIS PROCESS THAT, UH, IN MANY EFFORTS TO SEE EFFORTS TO CITY ALREADY STARTED DESIGNS OR DECIDES, AND THEN WE COME OUT TO THE COMMUNITY AND, UH, WE REALLY JUST SORT OF WANT THE COMMUNITY SORT OF CO-SIGN AND SUPPORT WHERE WE'VE ALREADY DEVELOPED. AND THEY TOLD US A LOT THAT WE, YOU KNOW, WE GET IN OUR FILLERS AND WE GET UPSET WHEN COMMUNITY PUSHED BACK AND SHOWS US THE GAPS IN THAT. AND SO IN THIS PROCESS, WE SAID THAT WE WANTED TO REALLY DO SOMETHING DIFFERENT. AND OUR DIFFERENT APPROACH WAS WHAT WE CALL A CO-CREATIVE MODEL AND A TEAM TO REALLY DEVELOP THIS TOOL. UH, AND THAT CO-CREATIVE MODEL WAS REALLY CENTERED AROUND. UH, IF WE'RE GOING TO BUILD AN EQUITY TOOL, THAT'S GOING TO HELP US PREVENT DISPLACEMENT. AS A RESULT OF THIS PROJECT, WE HAVE TO ENGAGE AND CENTER PEOPLE WHO ARE DIRECTLY IMPACTED AND HAVE LIVED THE EXPERIENCE AND ARE AT RISK OF DISPLACEMENT. AND OUR COMMITMENT IS REALLY THROUGH THEIR VOICES IS HOW WE SHOULD REALLY DESIGN OUR APPROACH TO PREVENT DISPLACEMENT THROUGH THIS PROJECT AND WOULD SAY THAT IF WE DIDN'T SORT OF REALLY CENTER THOSE VOICES, THEN WE WOULD REALLY FALL SHORT OF THE EFFORT, UH, TO, TO DO WHAT WE'RE TRYING TO DO, UH, THROUGH THIS, THROUGH THIS PROCESS, WHICH IS, UH, REALLY HOW, UH, [00:25:01] THIS CO-CREATED COMMITMENT WAS REALLY BORING. AND OUR COMMUNITY MEMBERS THAT, UH, WORKED WITH US TO BUILD AND DESIGN THE TOOL. UH, WE RECOGNIZE AS OUR COMMUNITY CATALYST, UH, WE SET OUT A PROCESS FOR APPLICATIONS. WE HAD 117 APPLICATIONS AND WE SELECTED 30 COMMUNITY MEMBERS, UH, TO BE A PART OF THIS PROCESS OF REALLY WORKING, TO DEVELOP AND DESIGN THE TOOL OVER A COURSE OF ABOUT SIX MONTHS, UH, WITH SORT OF MULTIPLE, UH, WORKSHOPS THAT WE DID TO REALLY DESIGN AND DEVELOP DIFFERENT COMPONENTS OF THE TOOL. AND, UH, TWO OF OUR CATALYSTS ARE HERE WITH US TONIGHT, UH, SUSANA ALMANZA, AND ALSO BELIEVE THAT, UH, STEPHANIE WEB AND JASMINE WILL, THIS MAY BE WITH US AS WELL TONIGHT. UH, AND THERE'LL BE PRESENTING AND TALKING ABOUT THE TOOL TOO. AND I WOULD SAY, UH, SORT OF RIGHT OR WRONG, HAVE A HISTORY OF INEQUITY IN OUR COMMUNITY. AND, UH, JUST AN IDEA OF WHO OUR CALVIS WERE. UH, 88% OF OUR CALLUS ARE CURRENT OR FORMER MEMBER, UH, RESIDENTS OF THE EASTERN CRESCENT, A HUNDRED PERCENT OF OUR CALLOUS EARN LESS THAN IMMEDIATE INCOME OR AUSTIN, 50% OF THEM, UH, HAVE NO PERSONAL VEHICLE OR OPINION ON TRANSIT. AND 90% OF OUR CALVIS, UH, ARE PEOPLE OF COLOR. AND YOU CAN SEE THE BREAKDOWN OF OUR DEMOGRAPHICS AND, UH, REALLY TRYING TO CENTER THE VOICES OF PEOPLE THAT ARE MOST DIRECTLY IMPACTED BY THIS. WHAT WAS REALLY OUR GOAL THAT I'M REALLY EXCITED AND PROUD TO PRESENT THE TOOL TO YOU ALL TONIGHT. AND WITH THAT, I'LL TURN IT OVER TO OUR NEXT PRESENTER, WHICH IS STEPHANIE WEB. SO BASICALLY WITH THIS, WITH THESE THREE MAPS AND I CALL THEM THE BLUE MAPS WHERE INDIC WE'RE DISCUSSING HOW INTEGRATION HAS ALWAYS BEEN THE GOAL. BUT IF YOU UNDERSTAND THE REAL CONCEPT BEHIND INTEGRATION, IT'S SUPPOSED TO BE MORE SYMBIOTIC AND MUTUAL. WHAT YOU NOTICED WITH THIS PLACEMENT IS THAT WHILE THERE'S MORE BLUE GOING INTO THE EAST, CRESPIN, YOU DON'T SEE A LOT OF THE PURPLE AND THE BROWN BEING REDISTRIBUTED THROUGHOUT THE REST OF THE CITY. SO ONE OF THE MAJOR GOALS IN THE DISPLACEMENT TOOL WAS TO MAKE, UH, RACIAL AND SOCIOECONOMIC INTEGRATION, MORE SYMBIOTIC AND MUTUAL INSTEAD OF BECOMING INVASIVE AND BASICALLY SAYING, WELL, WE DON'T LIKE YOU HERE, SO NOW WE'RE GOING TO BE HERE. SO, SO BASICALLY WITH THE DEVELOPMENT OF PUBLIC TRANSPORTATION, WE, UH, I, I MENTIONED INTEGRATION BECAUSE OF COURSE THAT WAS THE REASON WHY PEOPLE RAN AWAY TO THE SUBURBS IN THE FIRST PLACE. THEY SAID EVERYBODY HAS TO BE AROUND EVERYBODY. AND THEY STARTED WITH THE BUSES. SO PEOPLE SAID, OH, LET US GO TO THE SUBURBS AND WE WILL GET CARS AND WE WILL DRIVE. AND WE'LL DRIVE REALLY FAST PAST THE BLACK AND BROWN FOLKS, WHICH IS WHY WE HAVE HIGHWAYS, WHICH IS WHY NOBODY WANTS TO WIDEN. JUST THROWING THAT IN THERE. UM, BUT BASICALLY ALL OF A SUDDEN IN THE MID 1980S INTO THE 1990S IN AUSTIN, BUT IN THE 1990S AND AUNTS IN PORTLAND, ALL OF A SUDDEN CITIES BECAME TRENDED AGAIN. AND WE REALLY LIKE CITIES AND OOH, EVERYBODY VERTICAL, MIXED USE AND TRANSIT ORIENTED DEVELOPMENT. WELL, THERE WERE PEOPLE HERE AND THE PEOPLE WERE LIKE, HEY, WE'VE BEEN ASKING FOR PUBLIC TRANSIT FOR DECADES. WHAT HAPPENED TO US? AND THEY SAID, NOPE, YOU DON'T HAVE MONEY. SO WE'RE READY FOR YOU TO BE GONE. AND SO THEREFORE, WE HAD A LOT OF DEVELOPMENT. WE HAD A LOT OF, UM, BUSINESS EXPANSION HAPPENING IN THE DOWNTOWN AREA. AND WE BASICALLY SAID, OH, WELL, WE THINK TRAINS ARE COOL, BUT WE DON'T THINK THAT YOU SHOULD BE ABLE TO RIDE THEM. SO YOU CAN NOW GO TO THE SUBURBS THAT WE ARE DONE PLAYING WITH AND YOU CAN, AND YOU CAN TAKE YOUR TRAY AND YOU CAN DRIVE YOUR CARS THAT WE DEMAND THAT YOU PURCHASE INTO THE CITY TO WORK FOR US. SO THAT'S KIND OF HOW TRANSIT ORIENTED DISPLACEMENT [00:30:01] WORKS. WE, WE DECIDE, WE LOVE ALTERNATIVE MOBILITY, BUT WE DECIDE THAT ONLY RICH PEOPLE CAN HAVE IT. SO WITH, SO I'LL GO AHEAD AND READ THE VISION BEHIND THE TOOL WITH THE HELP OF THE EQUITY TOOL. WE ENVISION AUSTIN RENOWNED FOR ITS STRONG COMMUNITIES AND INCLUSIVE NEIGHBORHOODS. IT'S RACIAL AND ECONOMIC DIVERSITY AS A FOUNDATION, WHICH FUELS THE CITY'S INITIATIVE AND ENTREPRENEURIAL SPIRIT AND AUSTIN THAT WELCOMES ALL INCOMING, ETHNIC GROUPS, NEW BIPAP, TRANSPLANTS, AND VALUES, IT'S NATIVE AND LONGTIME BIPAP RESIDENTS, BUSINESS, AND COMMUNITY ORGANIZATIONS. WE SEE A FUTURE IN WHICH AUSTINITES REGARDLESS OF RACE, OR MEANS THRIVE WITH THE POWER TO DETERMINE THEIR FUTURES IN SHORT, THE VISION BEHIND THIS EQUITY TOOL WAS SUPPOSED TO BE, NO, WE DO NOT THINK THAT THE CITY IS A TOOL OR A TOY FOR QUIET, SKINNY, RICH, YOUNG, WHITE PEOPLE. WE BELIEVE IT'S A PLACE WHERE PEOPLE LIVE. WE BELIEVE IT'S A PLACE WHERE PEOPLE WORK. WE BELIEVE IT'S A PLACE WHERE EVERYBODY BELONGS AND DESERVES ACCESS TO PUBLIC TRANSPORTATION. AND WE WANT TO SUPPORT PEOPLE WHO SEE THAT THAT IS WHAT A CITY IS. I E WE ALL LIVE IN THIS SPACE. THEREFORE WE SHOULD ALL HAVE EQUAL ACCESS AND EQUAL OPPORTUNITY WITHIN SENSE FAITH. SO OF COURSE, WE HAVE A NUMBER OF DIFFERENT MOTIVATIONS BEHIND HERE. THE MAIN, UH, YOU KNOW, WE STARTED WITH, WE WANT TO PREVENT THIS PLACEMENT. THAT'S EASY. WHAT COMES WITH THIS PLACEMENT? WELL, PEOPLE HAVE TO HAVE MONEY TO BE ABLE TO STAY HERE. THAT'S WHY WE HAD TO ADVANCE ECONOMIC MOBILITY AND OPPORTUNITY. WELL, DO WE, ARE WE JUST TRYING TO GET SHINY NEW MONEY OR ARE WE TRYING TO TAKE, UH, BASICALLY UTILIZE THE PEOPLE WHO ARE ALREADY HERE? AND THAT'S WHY WE HAVE DRIVER THREE, WHICH WAS BUILDING ON LOCAL CULTURAL ASSETS. BECAUSE AGAIN, PEOPLE HAVE BEEN HERE, THEY'VE BEEN HERE FOR A WHILE AND THEY HAVE AN OPINION. AND OF COURSE, SINCE IT'S PUBLIC TRANSPORTATION, WE DEFINITELY WANT TO PROMOTE TRANSPORTATION, MOBILITY AND CONNECTIVITY. I E ALTERNATIVE MOBILITY IS NOT A TREND. IT IS NOT A NICHE. IT IS A TOOL THAT PEOPLE USE TO GET FROM POINT A TO POINT B, JUST LIKE I DID TONIGHT AND OUR CONCEPT OF A SAFE AND HEALTHY NEIGHBORHOOD NEEDS TO EVOLVE. AND THAT IS ONE OF THE REASONS WHY MOST OF THE PEOPLE INVOLVED WITH THE EQUITY TOOL ARE PEOPLE OF COLOR, BECAUSE BASICALLY SAYING THAT OUR NEIGHBORHOOD IS NOT SAFE WHEN BIPAP OR IN IT IS PART OF THE PROBLEM WITH NOMENCLATURE AND PLANNING, AS IT IS DISCUSSED ALL THE TIME AND BASICALLY EQUITABLE ACCESS TO ALL NEIGHBORHOODS MEANS I SHOULD NOT BE INTERESTING IN THE SEAHOLM PLAZA. JUST LIKE I AM NOT INTERESTING ON THE BUGGY CREEK TRAIL EVERYWHERE IN AUSTIN IS FOR EVERYBODY IN AUSTIN. AND THAT WAS THE MOTIVATION BEHIND THE EQUITY ASSESSMENT TOOL. AND THESE ARE THE UNWASHED MASSES WHO STAYED BEHIND WHEN EVERYBODY DECIDED TO GO PLAY IN THE SUBURBS. OBVIOUSLY BLACK PEOPLE, OBVIOUSLY OF IMMIGRANTS, BUT AGAIN, THE PEOPLE WHO DID NOT MAKE THE MONEY STAY WITHIN THE MOST NEGLECTED INFRASTRUCTURE. AND THAT INCLUDES LOW WAGE WORKERS AND SENIOR HOMEOWNERS. THE MYTH THAT EVERYBODY IS JUST GOING TO ONE DAY TAKE OFF ON INSTAGRAM OR BLOW UP THEIR BUSINESS IS A LIE. SOME PEOPLE WANT THE RIGHT TO BE ANONYMOUS. AND JUST LIKE THE YOUTH WHO ARE HOMELESS DID NOT IMAGINE THEMSELVES TO BE THAT WAY. WE HAVE TO IMAGINE A CITY WHERE YOU DON'T HAVE TO BE LARRY ELLISON TO BE ABLE TO HAVE ACCESS TO LIVING WITHIN RANGE OF PUBLIC TRANSPORTATION. UM, SO EVERYONE GOOD EVENING, EVERYONE. SO THIS MAP IS ACTUALLY SHOWING DIFFERENT TO S UH, DISPLACEMENT RISK AREAS WITH THE MOST INTENSE RISK BEING IN KIND OF A BLUISH PURPLE AND THE LEAST INTENSE BEING IN KIND OF A PEACH COLOR. AND WHEN WE LOOK AT THOSE AREAS IN RELATIONSHIP TO THE PROJECT CONNECT TRANSIT LINES, THOSE ARE THE AREAS WHERE THE ANTI-DISPLACEMENT FUNDS ARE TO BE INVESTED, UM, TO, TO TRY TO KEEP PEOPLE FROM BEING DISPLACED FROM THOSE AREAS. SO, UM, SO WE HAVE THE PRIORITY PEOPLE, WE HAVE THE PRIORITY PLACES, AND THEN THEY'RE ALSO PRIORITY PURPOSES. AND THE MAIN PRIORITY PURPOSES FOR THE FUNDS ARE TO MINIMIZE IMMEDIATE DISPLACEMENT, UH, AFFORDABLE HOUSING SUPPORT, BIPAP AND BUSINESSES, UM, STRENGTHENING TENANT RIGHTS, UH, CULTURAL ANCHORS AND PURCHASING LAND FOR COMMUNITY LED PROJECTS. UM, AND THESE PURPOSES ARE INTENDED TO HELP MAINTAIN, YOU KNOW, NOT ONLY PEOPLE, BUT ALSO THE CULTURE THAT IS SO ESSENTIAL TO, TO ENABLE PEOPLE TO CONTINUE TO FEEL LIKE THEY BELONG IN THE SPACE. SO THE TOOL IS INTENDED TO, UM, TO PROVIDE FOR A VARIETY OF THESE PURPOSES THAT HAVE BEEN IDENTIFIED. AND NOW I WILL TURN IT OVER TO SUSANA. UH, YES. UH, TWO, DOES IT USE A COLLABORATIVE OR DIFFERENTIAL MODEL OF COMMUNITY PARTNERSHIP AND THREE, DOES IT USED DATA DESEGREGATED BY RACE FOR TRANSPARENCY IN DECISION-MAKING AND ACCOUNTABILITY, THOSE MOST IMPACTED AND DISPLACED AND DESERT REFLECT ON THE RESULT OF PREVIOUSLY ESTABLISHED AND INCLUSIVE COMMUNITY, UH, UM, UH, DISPLACEMENT INCLUDE BUDGET THAT ADEQUATELY AND EQUITABLY RESOURCES, ALL COMMUNITY PARTNERS AND PARTICIPANTS AND SUPPORT COMMUNITY BUILDING. AND SO YOU'LL SEE THERE IS, THERE ARE THE STRONG POINTS ON ONE, OR IT ALSO COULD BE ON THE SECOND PART AND THAT'S PART OF THE COMMUNITY DRIVEN. AND SO GENTRIFIED, WE LIKE TALKING ABOUT THE 1928 MASTER PLAN BECAUSE THOSE PEOPLE ARE DEAD AND GONE. THEY DO NOT WORK IN THE PLANNING DEPARTMENT, THE PEOPLE WHO ARE RESPONSIBLE FOR THE 1999 NEW VISION FOR EAST AUSTIN, THEY'RE VERY MUCH ALIVE AND KICKING. AND TO, TO THAT, I WOULD SAY, WELL, THE OPPORTUNITY [01:10:01] HAS BEEN THERE TO WORK WITH LONGTERM EAST AUSTIN, RELATIVE RESIDENTS. AND I THINK IT IS WORTH ACKNOWLEDGING THE FACT THAT IT IS IT'S SOMEWHAT INSENSITIVE TO EXPECT THAT EAST AUSTIN RESIDENTS, UH, DEFLECT TO WEST AUSTIN YET AGAIN, WHEN IT HAS HAD AND MEASURABLE AND UNCHANGEABLE DAMAGE DONE TO EAST AUSTIN AS A WHOLE. I BET YOUR POP MAY INTERJECT, UM, KIND OF FOLLOWING ON THAT THEME FOR A SECOND. AND THOSE ARE THE PROJECTS THAT YOU WANT TO RISE TO THE TOP LESS SO THAN THIS EXERCISE OF, UM, OF SOMETHING'S EXCLUDED AT THAT. SO IT DOES MAKE SENSE. AND, AND SO, UH, I JUST WANTED TO CLARIFY WHAT WAS BEING REFERENCED EARLIER IN, WE'RE TALKING ABOUT WITHIN A ONE MILE ZONE, AND I UNDERSTAND THAT IT'S NOT EXCLUDING, BUT RATHER HELPING IDENTIFY PRIORITY, BUT I JUST WANTED TO RE MAYBE REFRESH WHAT I HEARD. AND I LOVE, I THINK THE FIVE MODALITIES THAT ARE IDENTIFIED, UM, WHETHER IT'S AFFORDABLE, STRENGTHENING, TENANT RIGHTS, CULTURAL, LINKERS ALL, ALL THOSE, I, I THINK IT'S FANTASTIC. AND SO THEN, UM, I DIDN'T KNOW, VICE CHAIR, IF YOU HAD MORE QUESTIONS ALONG THAT SAME THEME, I DO HAVE A COUPLE OF QUESTIONS WHENEVER. OKAY. SO MY UNDERSTANDING IS PROJECT CONNECT HAS 7 BILLION. SO, UH, UM, ALLOCATED TOWARD IT, BUILDING INFRASTRUCTURE [01:15:01] FOR TRANSPORTATION, AND THEN ABOUT FIVE, FOUR OR 5% OF THAT TOTAL AMOUNT IS GOING TOWARD PREVENTING DISPLACEMENT. AND THAT HAS, IT COULD HAVE NOTHING TO DO WITH BUILDING TRANSPORTATION. IT COULD HAVE EVERYTHING TO DO WITH BUILDING, UH, WHICHEVER SORT OF PROJECT WE THINK MIGHT PREVENT DISPLACEMENT, RIGHT THROUGH ANY OF THESE SORT OF FIVE MODALITIES AND ALL THE DIMENSIONS THAT WE'VE LOOKED AT AT THIS TOOL. SO, SO TWO THINGS, UM, ONE IS FOR THE, THE ANTI-DISPLACEMENT EFFORTS WITH THE 300 MILLION, OUR EVALUATION IS REALLY GOING TO BE CENTERED AROUND, UM, ARE WE ACTUALLY SELECTING THE RIGHT PROJECTS? I THINK IT WILL TAKE TIME BECAUSE SOME OF THE PROJECTS THAT WILL BE FUNDED, UH, WILL ACTUALLY TAKE YEARS TO ACTUALLY BE DEVELOPED. AND SO IT'S GOING TO BE SORT OF A LONGER RANGE PROCESS FOR US TO REALLY KIND OF EVALUATE THE IMPACT OF THOSE PROGRAMS. WE ALSO HAVE TALKED ABOUT THE NEED FOR US TO KIND OF HAVE SOME TYPE OF A MECHANISM IN PLACE WHERE WE COURSE CORRECT. IF WE'RE NOT HAVING THE TYPE OF IMPACT THAT WE NEED TO HAVE, AND WE SEE DISPLACEMENT CONTINUE TO ACCELERATE, UH, IN THE, IN THE IDENTIFIED NEIGHBORHOODS, UM, YOU ALSO BROUGHT UP ANOTHER REALLY IMPORTANT POINT THAT, UM, THAT I THINK IF COMMISSION IS REALLY SORT OF LOOKING AT TO, TO, UH, TO, TO WHAT YOU CAN DO TO SUPPORT THIS EFFORT, WE REALIZE THAT, UH, TO YOUR POINT, THERE'S A WHOLE 7 BILLION PLUS DOLLAR INVESTMENT IN INFRASTRUCTURE, WHICH WILL HAVE AN IMPACT ON DISPLACEMENT. AND UNFORTUNATELY THAT IS OUTSIDE OF OUR IMMEDIATE ZONE FOR THE CITY OF AUSTIN, THAT'S CAP, MID CAP METRO, AND AS THE AUSTIN TRANSIT PARTNERSHIP. AND WE ARE ALSO ENCOURAGING THEM THROUGH THIS PROCESS TO REALLY ADOPT AND USE THIS TOOL IN THE WORK THAT THEY DO. BECAUSE I THINK PART OF MY LEARNING EXPERIENCE THROUGH THIS JOURNEY, ESPECIALLY WITH TRANSIT INDUCED DISPLACEMENT, IS THAT IT MATTERS HOW YOU HANDLE AWAY, UH, FOR THE RAIL NINES, UH, FROM AN EQUITY STANDPOINT OF HOW AND WHERE YOU LOCATE A STATION, UH, IN MATTERS TO DISTANCE THAT YOU HAVE BETWEEN SORT OF STOPS AND THE IMPACT THAT THEY HAVE ON BLACK AND BROWN, SMALL BUSINESSES. AND SO THERE'S A LOT OF LESSONS TO BE LEARNED AROUND SORT OF EQUITY AND A DISPLACEMENT THAT COMES FROM THE BUILDING OF THE, OF THE PROJECT THAT THE INFRASTRUCTURE ITSELF, UM, WHICH, YOU KNOW, I THINK PART OF ALL OF OUR TEAM AND OUR COMMUNITY MEMBERS ARE ALSO ADVOCATES TO SAY THAT THIS EQUITY TOOL CAN, UH, WOULD DEFINITELY BE APPLIED TO THE 300 BILLION, WHICH IS WITHIN OUR CONTROL, BUT WE ALSO ARE REALLY SORT OF PROMOTING AND ADVOCATING ALSO BE APPLIED TO THE BIGGER PICTURE OF THE PROJECT CONNECT. YEAH. AND I DO WANT TO ADD TO THAT THIS IS A SIGN I WANTED TO ADD THAT ONE OF THE BIG THINGS THAT IS WORKING ON IS JUST INITIATING THE CAMPAIGN IS A FAIR AFFAIRS CAMPAIGN. BECAUSE WHEN WE LOOK AT EQUITY, WE KNOW THAT TO RIDE THE RAIL IS TWICE AS EXPENSIVE AS IT IS FOR THE BUS AND THAT WE HAVEN'T QUESTIONED. WHY ARE WE PAYING $7 ON THE RAIL, YOU KNOW, ONE WAY VERSUS TWO 50 ON THE BUS AND WHY, IF WE CONTINUED TO HAVE THAT DISCRIMINATION, THEN WE WILL MAKE SURE, THEN WHAT WOULD HAVE HAPPENED IS THAT, UH, REGULAR PEOPLE OF COLOR LOW-INCOME WORKING CLASS PEOPLE WOULD NOT BE RIDING THE RAIL. AND SO WE HAVE TO MAKE SURE WHEN WE LOOK AT, YOU KNOW, INFRASTRUCTURE, WHEN WE LOOK AT THE WHOLE ISSUE OF THE DISPLACEMENT, THAT WE ALSO LOOK AT, WHAT IS THE RESULT OF THE FAIRS, BECAUSE THAT IS PART OF DISCRIMINATION OF LOW INCOME AND PEOPLE OF COLOR BEING EXCLUDED FROM THE WHOLE RAIL SYSTEM ITSELF. SO WE HAVE TO MAKE SURE THAT THE, THAT THE FAIRS ARE [01:20:01] EQUITABLE, THAT THEY'RE THE SAME, SO THAT WHEN PEOPLE GET OFF OF THE STATION, THEY CAN GO FROM THE RAIL TO THE BUS, FROM THE BUS TO THE RAIL AND NOT BE EXCLUDED BECAUSE A RAIL IS TWICE AS EXPENSIVE. SO THERE'S A LOT OF THINGS WE NEED TO LOOK AT. AND I REALLY GLAD THAT PEOPLE BROUGHT UP THE FACT THAT THERE'S $7.1 BILLION. AND THERE'S MORE, THAT'S GOING TO BE ADDED TO THE CALL FIRST FROM THE TRANSPORTATION DEPARTMENT, UH, FROM THE FEDERAL LEVEL. AND THAT WE CAN EXPECT ALL THE PROGRAMS TO BE INITIATED UNDER THAT 300 MILLION. THAT'S NOT ENOUGH MONEY FOR WHAT'S HAPPENING, BECAUSE IF WE LOOK AT THE EAST RIVERSIDE CORRIDOR OR THE PROPOSED RAIL IN 2010, THIS PLACE OVER 2000 PEOPLE AND MORE NOW COUNTY. AND SO THOSE PEOPLE ALREADY GOT DISPLACED. AND SO WE HAVE TO MAKE SURE THAT THE PEOPLE WHO GOT DISPLACED, AND I THINK SOMEBODY BROUGHT IT UP. WHAT IF THEY'RE, THEY'RE GONE NOW, BUT HOW, HOW DO THEY COME BACK AND, AND, UH, SUBMIT PROPOSALS? BECAUSE WE DO KNOW THAT 2000 PEOPLE, WHEN THE RAIL WAS FIRST PROPOSED GOT DISPLACED FROM THE AREA. AND SO THOSE ALL THINGS WE NEED TO LOOK AT, AND I'D LIKE TO RECOMMEND TO THE COMMUNITY DEVELOP COMMISSION, THAT IT GETS QUARTERLY UPDATES, THAT WHEN THE RFPS GO OUT, THAT THEY TO GET REPORTS BACK ON WHO'S BEING SELECTED. AND WHAT ARE THE PROJECTS BECAUSE THEY TOO CAN MONITOR THE OUTCOME. ARE THEY REALLY SERVING THE POOR, THE WORKING POOR AND COMMUNITIES OF COLOR. AND THOSE ARE DARK TARGETED TO HOUSEHOLDS MAKING LESS THAN 50% OF THE MEDIAN FAMILY INCOME, UH, ACQUISITION AND DEVELOPMENT OR OWNERSHIP, HOUSING DEVELOPMENT ASSISTANCE, UH, IS A 28 MILLION. AND THAT IS TARGETED TO HOUSEHOLDS EARNING LESS THAN 80% OF THE MEDIAN FAMILY INCOME, AND THEN OUR HOME REPAIR PROGRAM, WHICH MANDY ACTUALLY JUST WENT OVER. UH, SO THAT IS $250 MILLION, UH, TO BE SPENT OVER A FIVE-YEAR PERIOD. WE ARE TWO WEEKS, UH, SHY OF OUR THIRD, UH, THIRD YEAR. UM, SO WE'LL BE STARTING OUR FOURTH YEAR SPEND IN ABOUT TWO WEEKS LATER, THE NEXT SLIDE. AND THIS IS WHAT OUR, UH, SPENDING PLAN LOOKS LIKE. UH, IT'S UH, THE LAND ACQUISITION, UM, KIND OF MIDDLE LOADED, UH, $30 MILLION IN THE SECOND AND THIRD YEAR, UH, TRYING TO MAKE SURE THAT WE HAVE ACCESS TO THOSE FUNDS WHEN, UH, OPPORTUNITIES, UH, TO PURCHASE OR TO ACQUIRE LAND BECAME AVAILABLE. UM, SIMILARLY THE, UH, UH, RHD PROGRAM KIND OF BACK-LOADED SOME OF THOSE, UH, FUNDS SPREAD THEM OUT ACROSS FIVE YEARS, UH, AS DID THE OTHER PROGRAMS. UH, WE, WE KNEW THAT WE CAN SPEND THE MONEY. UH, WE JUST WANT TO MAKE SURE THAT WE CAN SPEND IT IN A TIMELY MANNER. UM, AND THAT'S, THAT'S REALLY THE GOAL, UH, FOR MOST OF THESE PROGRAMS IS MAKING SURE THAT WE'RE SPENDING IT, UH, AT THE RIGHT TIME, IN THE RIGHT PLACE, ON THE RIGHT PROJECT. UH, SO THIS IS OUR ANNUAL BREAKDOWN. WE'LL GO TO THE NEXT SLIDE. THIS IS WHAT WE'VE ACTUALLY SPENT, UH, THUS FAR, UM, FOR, UH, FISCAL YEAR 18, 19, UH, WE SPENT, UH, $16 MILLION IN RENTAL HOUSING DEVELOPMENT ASSISTANCE, $3 MILLION IN OWNERSHIP, HOUSING, AND ONE AND A HALF MILLION DOLLARS FOR HOME REPAIR PROGRAM. UH, WE INCREASED THAT DRAMATICALLY IN A YEAR OR TWO WITH $40 MILLION WORTH OF LAND ACQUISITIONS AND INCREASE IN UP TO A MILLION TO $3 MILLION IN OUR RHD PROGRAM AND OHD PROGRAMS. UH, AND THEN AN ADDITIONAL $2 MILLION SPENT ON THE HOME REPAIR PROGRAM FOR A TOTAL OF, UH, UH, DOING SOME QUICK MATH IN MY HEAD OVER THE LAST THREE YEARS. WE'VE, UH, UH, ALLOCATED, UH, $77 MILLION 40 A LAND ACQUISITION PROGRAM, $52 MILLION FOR THE RHD, 15 MILLION FOR THE O HDA AND 6 MILLION FOR THE HOME REPAIR. SO WE HAVE SPENT ON PROGRAM ATTIC ACTIVITIES, UH, OVER $151 MILLION JUST IN THE LAST THREE YEARS THAT LEAVES US WITH APPROXIMATELY $80 MILLION TO SPEND. UH, NOW I KNOW THAT THE, UH, THE MATH WHIZZES, UH, ON THE COMMISSION ARE LOOKING AT THAT AND SAYING THAT DOESN'T QUITE ADD UP TO 250. UH, WELL, THAT BALANCE ACTUALLY INCLUDES, UH, OUR TOTAL BOND ALLOCATION MINUS ALL OF OUR CONFERENCES, WHICH IS WHAT YOU SEE BEFORE YOU, UM, ALL THE LEGAL FEES THAT WE HAVE TO PAY FOR, UH, UH, FOR SOME OF THOSE LOANS AND ACQUISITIONS, AS WELL AS OUR SALARIES AND INDIRECT COSTS. UM, IT'S, WE DO HAVE STAFF AND WE HAVE TO, UH, PAY STAFF IN ORDER TO SPEND THESE DOLLARS EFFECTIVELY TO MAKE THE, MAKE THE RECOMMENDATIONS TO COUNCIL AND TO, UH, HFC BOARD. WE ARE, UH, CLOSING IN, ON SECURING A, UH, A HALF CONTRACT OR, UH, UM, HOUSING ASSISTANCE PROGRAM, CONTRACT COUNTRY IN CANDLEWOOD. AND TOWNEPLACE ALL THREE OF THOSE, UH, ACTUALLY, UH, CLOSED IN THE MONTH OF AUGUST. UH, IT WAS A VERY, VERY BUSY MONTH, UH, FOR US OVER IT. UH, HOUSING AND PLANNING DEPARTMENT TOWNEPLACE IS A, UH, AN ACQUISITION THAT WE LENT MONEY TO, UH, FOUNDATION COMMUNITIES FOR THEM TO ACQUIRE THAT PROPERTY, BUT WE'LL BE [01:45:01] WORKING WITH THEM IN PARTNERSHIP TO, UH, UH, TO CREATE THAT PROGRAM AND TO HOUSE HOMELESS INDIVIDUALS IN THERE, UH, ALONG WITH THE OTHER FOUR HOTELS THAT WE CURRENTLY GOT, AND YOU CAN SEE THIS SLOT, IT'S A CHART KIND OF SHOWS OUR, UH, THE NUMBER OF UNITS THAT WE HAVE SECURED JUST OVER THE LAST COUPLE OF YEARS, UH, F Y 2122. UH, YOU CAN SEE THERE'S KIND OF A DROP-OFF, BUT WE HAVEN'T EVEN STARTED FYI 21, 22, YET THOSE ARE JUST, UH, WHAT WE HAVE ON THE HORIZON THAT WE ARE FAIRLY CONFIDENT WILL BE COMING, UH, COMING ONLINE. IT IS A NAMED A V KALEENA. IT IS HFC IN PARTNERSHIP WITH OSDA. UM, IT'S A 170 UNITS OF AFFORDABLE HOUSING. ALL OF THE UNITS WILL BE AFFORDABLE BELOW 80% MFI. THERE ARE QUITE A FEW, UH, UNITS THEY'RE BELOW 50% MFI AND BELOW 30% MFI AS WELL. AND THIS IS, AS YOU CAN SEE, IT IS NEARING COMPLETION, AND WE SHOULD EXPECT A COMPLETION SOMETIME IN EARLY 2022. UM, WE'RE VERY EXCITED ABOUT THIS. THIS IS ONE OF OUR, UH, FIRST, UH, PARTNERSHIPS AFTER A BRIEF HIATUS. UH, AND THIS IS, THIS IS REALLY GOING TO BE A GYM FOR THE, FOR THE, UH, THE RIVERSIDE OR FOURTH AREA, NEXT SLIDE. IN ADDITION, AS BOTH OF US TALKED ABOUT, WE HAVE THE GO REPAIR PROGRAM, WHICH PROVIDES FUNDING TO, UM, SEVEN NONPROFITS TO REPAIR HOMES, SO HOMEOWNERSHIP. SO WE TRY TO DIVIDE IN TERMS OF OUR INVESTMENT. WE TRY TO SERVE FOLKS ACROSS THE SPECTRUM, CREATE NEW HOUSING OPPORTUNITIES ACROSS THE SPECTRUM. AND SO SOME OF THE TRENDS THAT SHE'S SEEING, UM, ARE RELATED TO BUILDING PERMITS THAT ARE BEING OLD FOR BOTH SINGLE FAMILY AND MULTIFAMILY, UH, PRODUCT, UM, AS WELL AS JUST POPULATION GROWTH AND DEMAND FOR BOTH MULTIFAMILY AND SINGLE FAMILY PRODUCT AND, UH, WHAT THE DATA IS SHOWING US ACROSS THE CITY. AND CERTAINLY ACROSS THE REGION AS WELL IS EXTRAORDINARY POPULATION GROWTH IN THE CITY OF AUSTIN. I THINK WE'VE GOT ABOUT 2% A YEAR AND REGIONALLY, WE HAVE CLOSE TO 4% PER YEAR. UM, AND WE SEE A DIVERSITY OF INCOME LEVELS THAT DEMAND DIFFERENT HOUSING TYPE POLICIES. UM, AND SO THE DEMAND, THE BUILDING IS TRYING TO KEEP UP WITH THE DEMAND FOR THE DIFFERENT TYPES OF HOUSING, WHETHER IT IS OWNERSHIP OR RENTAL HOUSING. AND IT'S BEEN A CHALLENGE, WE HAVEN'T BEEN ABLE TO PRODUCE EITHER ENOUGH APARTMENTS OR ENOUGH HOMES LIKE OWNERSHIP OPPORTUNITIES, UM, UH, ACROSS THE BOARD. SO WHEN WE FIRST STARTED LAND ACQUISITION, FOR EXAMPLE, UM, WE HAVE A 900 ACRE SITE AT 12, 12 SLAUGHTER. THIS WAS PRETTY PROJECT NEXT APPROVAL. WE WENT INTO IT WITH ART OR TIMBER RECREATION DEPARTMENT. AGAIN, SLAUGHTER IS, UH, UH, PRIORITY, UH, THE ASM P UM, BUT THEN THIS IS ALSO WITHIN, IT'S LESS THAN A MILE FROM THE, UH, SLAUGHTER AND MANCHESTER. IF I HAD THAT, RIGHT? YES, I DO. UH, ORANGE LINE STOP. UM, SO WE, WE TRIED TO BALANCE, WE'RE BALANCING A BUNCH OF DIFFERENT FACTORS. UH, WE GOT 10 PROPOSALS. IT'S ACTUALLY ALL ONLINE. IF YOU LOOK AT 10 AND BUYING 18 X, WE'LL SEE ALL 10 PROPOSALS THEY'VE BEEN SCORED. AND SO IF WE'RE LOOKING AT TRYING TO MAXIMIZE THE LIMITED DOLLARS WE HAVE, WHAT WE'RE SAYING IS THAT IT'S JUST A LITTLE EASIER TO DO THAT, UH, AND GET THE NUMBER OF UNITS AT DEEPER AFFORDABILITY. UH, GIVEN THE LIMITED SPACE WE HAVE IN THE CITY OF AUSTIN, UH, AND THE LIMITED DOLLARS WE HAVE IN THE KIND OF CRAZINESS OF THE MARKET. SO I FEEL LIKE, YOU KNOW, IN A PRACTICAL SENSE, THAT'S WHY WE'RE BUILDING MORE APARTMENTS AS BECAUSE IT'S, YOU'RE, YOU'RE GOING TO BE ABLE TO GET MORE AFFORDABLE UNITS THAT WAY ACROSS THE CITY, UH, AS OPPOSED TO, UH, THE HOME OWNERSHIP AND THE AMOUNT OF LAND IT ACTUALLY TAKES TO PRODUCE IN THOSE INDIVIDUAL HOME, UH, HOMES, UH, WITH THE LIMITED DOLLARS WE HAVE. I THINK THAT THAT PROBABLY MAKES THE MOST SENSE ORGANIZATIONS THAT COULD, UM, THAT WOULD ALSO HAVE SOME KNOWLEDGE OF LIKE THE LEGAL PARAMETERS OF WHAT IS AVAILABLE, BUT I IMAGINE THEY COULD BOTH GIVE AN ACCOUNT OF WHAT'S HAPPENING AND ALSO LIKE WHAT THE SORT OF LIMITATIONS ARE. OKAY. THE, THE COUNCIL REPRESENTATIVE OR SOMETHING, OR BOSTON TRALA OR SOMETHING, I DON'T KNOW. AND THAT'S NOT IN A, IT'S NOT LIKE WE CAN REQUIRE ANYBODY TO COME FOR THAT.
