SO AT THE LAST TAC MEETING, WE HAD, UM, FURTHER DISCUSSION ON THE POTENTIAL PROJECT READINESS CORRIDORS TO STUDY, UM, FOLLOWING THE DISCUSSION THAT WE HAD HERE BY THE BOARD IN JUNE, UM, PART OF THE DISCUSSION WE HAD INCLUDED, UM, A THOROUGH EXPLANATION OF, UM, HOW WE SELECTED THOSE CORRIDORS AND WHAT THE, WHAT THE BACKGROUND WAS, UM, AND WHAT THE FUTURE STEPS WOULD LOOK LIKE. UM, ONCE, UM, A GDC WAS PROCURED AND THE, THE VARIOUS, UH, QUARTER SECTIONS WERE SELECTED TO, UH, TO BE STUDIED. I'M THE SHORT RANGE PLANNING MANAGER FOR CAMPO, AND THIS ITEM IS A PUBLIC HEARING ITEM AND A PRESENTATION ON AMENDMENTS TO THE 20 21, 20 24 TIP AND THE 2045 REGIONAL TRANSPORTATION PLAN. UM, AND SO TO REMIND EVERYONE THAT BOTH THE TRANSPORTATION IMPROVEMENT PROGRAM AND THE RTP ARE LIVING DOCUMENTS THAT WE AMEND ON A REGULAR BASIS AND THAT, SO THAT THE MOST UP-TO-DATE INFORMATION IS APPROVED BY THE POLICY BOARD. UM, AND THIS IS ESPECIALLY CRITICAL FOR THE TIP BECAUSE PRODUCTS IN THERE ARE FUNDED AND MOVING FORWARD WITH IMPLEMENTATION. AND PART OF THE, THE TIPS, UH, PROCESSES THAT THAT INFORMATION IS IT'S APPROVED BY THE FEDERAL HIGHWAY ADMINISTRATION AFTER IT'S APPROVED BY THE POLICY BOARD, BUT IT HAS TO REFLECT THE MOST UP-TO-DATE INFORMATION AS THE PROJECTS GO TO LETTING SO THAT THE, THE FEDERAL FUNDING CAN BE A RELEASE TO THE PROJECT SPONSORS. UM, SO WE DO TAKE AMENDMENT REQUEST AT ANY TIME. REALLY THERE'S AN ONLINE FORM WHERE SPONSORS, IF THEY HAVE A CHANGE ON ANY OF THEIR PRODUCTS CAN SUBMIT AND THEN WE'LL REVIEW IT. AND THEN, UM, MANDY'S, UH, AMENDMENT REQUESTS CAN BE ANYTHING FROM ADDING OR REMOVING A PROJECT FROM EITHER THE PLAN OR THE PROGRAM, UM, OR ANY SIGNIFICANT CHANGES TO EXISTING PROJECTS. THIS CAN INCLUDE LIMITS, UH, THINGS LIKE FUNDING AS WELL, SCOPE AND SCHEDULE. AND SO THESE ARE JUST, UH, YOU KNOW, THE TYPES OF AMENDMENTS THAT ARE REQUESTED. [00:05:01] UM, AND SO WHEN THEY'RE SUBMITTED, WE DO REVIEW THEM. THERE ARE THREE WAYS WE CAN PROCESS THEM. ONE IS ADMINISTRATIVE. UH, THESE ARE, UH, I WOULD SAY INSIGNIFICANT CHANGES, BUT MINOR CHANGES THAT ARE MORE EDITORIAL IN NATURE. UM, AND THESE CAN BE DIRECTLY SIGNED OFF BY ASHBY AS EXECUTIVE DIRECTOR, AND THEN WE'LL INFORM THE POLICY BOARD OF THOSE CHANGES AND KEEP THE PROGRAM UP TO DATE, AND THEN ANY OTHER, UH, MAJOR AMENDMENTS, UH, ARE CONSIDERED. AND WE'LL GO THROUGH EITHER A REGULAR PROCESS, WHICH IS THE IRREGULAR AMENDMENT CYCLE THAT WE DO TWICE A YEAR. WE DO IT IN THE FALL AS WELL AS THE SPRING. AND THESE ARE MAJOR CHANGES TO PROJECTS THAT NEED TO BE REFLECTED IN THE DOCUMENTATION. AND THEN WE ALSO HAVE OUT OF CYCLE AMENDMENTS, WHICH IS WHAT WE'RE DOING TODAY OR REQUESTING TO BE DONE TODAY. AND THESE ARE MAJOR PROJECT CHANGES THAT QUALIFY AS A REGULAR AMENDMENTS, BUT FOR WHATEVER REASON, THERE'S SOME URGENCY BEHIND GETTING THAT APPROVAL. UM, IN THE CASE OF THE PRODUCTS TODAY, THEY ARE LETTING FAIRLY SOON, AND WE WERE UPDATED WITH A NEW SCHEDULE FROM TXDOT, OUR NEXT OPPORTUNITY TO MAKE CHANGES INTO THE STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM. AND SO THAT'S WHY WE'RE MAKING THAT RECOMMENDATION TODAY, UM, CONSIDERING YOUR APPROVAL TO GO TO THE NEXT SLIDE. AND SO HERE ARE THE REQUESTED AMENDMENTS. UM, WE BASICALLY HAVE ONE REQUEST FROM TXDOT REGARDING NORTH AND SOUTH, UH, THAT NORTHERN PORTION AS THEY'VE REFINED THE ESTIMATES, THE NORTHERN PORTION HAS COME IN A LITTLE BIT LOWER ON ESTIMATES. AND A PIECE OF THE NORTHERN PORTION HAS COME UP A LITTLE, UH, OVER THE SMS. AND SO THEY ARE SHIFTING SOME FUNDS. THE MAJORITY OF THE FUNDS THAT ARE BEING REQUESTED TO BE SHIFTED OUR CATEGORY FOR FUNDING, WHICH IS SELECTED BY THE DISTRICT AND THE TECH STOCK COMMISSION. UM, AND THEN THERE'S ABOUT $10 MILLION WORTH OF CATEGORY SEVEN, WHICH IS DIRECTLY APPROVED BY THE POLICY BOARD. UM, AND IF I KNOW WE'VE GOT A LOT OF NEW MEMBERS, I'LL DO WANT TO REMIND YOU ALL THAT BACK IN 2019 IS WHEN THE NORTH AND SOUTH PORTIONS WERE FUNDED, UH, BASICALLY THROUGH THE UTP. AND THEN THE POLICY BOARD ALSO DID CONTRIBUTE SOME FUNDING. THIS WAS, I WANT TO SAY, PROBABLY APRIL OR MAY OF 2019. UM, SO WE DID A BLANKET APPROVAL TO GIVE TEXTILES. I BELIEVE IT WAS SOMEWHERE AROUND $75 MILLION FOR BOTH THE NORTH AND SOUTHERN PORTIONS AT THE SAME TIME. AND SO THEY'VE BEEN SHIFTING THOSE FUNDS AS THOSE ESTIMATES HAVE BEEN REFINED. AND I THINK THERE'S ALSO A GOOD OPPORTUNITY WHEN WE TALK ABOUT THE PROJECT DEVELOPMENT COSTS AND YOU LOOK AT THE COST UP THERE ON THE AMENDMENT CYCLE, UH, TABLE. THOSE COSTS ARE ALWAYS ESTIMATES AND HAS PROJECTS GET CLOSER TO LETTING AND ESPECIALLY MAJOR PROJECTS. THIS IS ESPECIALLY TRUE. THOSE ESTIMATES ARE REFINED, AND THAT'S WHAT THIS IS BEING REFLECTED AS. UM, THEY'RE JUST, YOU KNOW, THE UNKNOWN, SOME QUANTIFIABLE, THE CLOSER YOU GET TO ACTUALLY LETTING THE PROJECT AND THIS PROJECT IS SCHEDULED IN JANUARY, 2022, UM, CALENDAR YEAR 22. AND IT'S ACTUALLY, UH, VERY FORTUNATE THAT ONE PORTION OF THE PROJECT IS COMING IN LOWER. WHEREAS THE OTHER ONE IS COMING IN A LITTLE BIT HIGHER AS FAR AS ESTIMATES GO. SO I THINK IT'S ACTUALLY A VERY FORTUNATE CIRCUMSTANCE TO BE IN. AND IF THERE ARE ANY TECHNICAL QUESTIONS, I CAN CERTAINLY LET HEATHER FROM TXDOT ANSWER THOSE. AND THEN FINALLY, WE HAVE A PROJECT FROM TXDOT IN WILLIAMSON COUNTY. THIS IS THE FM 33 49 PROJECT FROM COUNTY ROAD 44 TO COUNTY ROAD 3 95. THIS PROJECT WAS SELECTED FOR FUNDING BY THE TEXAS TRANSPORTATION COMMISSION. BELIEVE ON AUGUST 28TH, THEY DID RECEIVE $67 MILLION IN CATEGORY 12, UM, COMMISSIONED DISCRETIONARY FUNDING. SO THIS IS STATE AND FEDERAL FUNDING THAT THE TEXAS COMMISSION THAT SELECTED THIS PROJECT FOR. UM, AND THEN, UH, THE LOCAL SPONSOR WILLIAMSON COUNTY IS CONTRIBUTING $17 MILLION IN LOCAL FUNDING FOR THIS PROJECT, NOT ONLY TO SUPPORT THE MATCH, BUT ALSO THE EARLY DEVELOPMENT OF THE PROJECTS, INCLUDING PRELIMINARY ENGINEERING AND RIGHT AWAY PURCHASING. SO, UM, AS I MENTIONED EARLIER, UH, WE ARE RECOMMENDING, UH, BECAUSE THE STIP, UH, REVISION CYCLE IS, UH, DO WE HAVE TO SUBMIT IT TO MY SEPTEMBER 28TH? UH, WE ARE REQUESTING THAT THE POLICY BOARD, UM, APPROVE THESE PROJECTS TODAY AS AN OUT OF CYCLE AMENDMENT. AND WITH THAT, I'LL TAKE ANY QUESTIONS ABOUT THE PROCESS, UH, TECHNICAL QUESTIONS ABOUT THE PRODUCTS THAT I HAVEN'T ALREADY DISCUSSED. I WILL PROBABLY KICK OVER TO THE PROJECT SPONSORS. UH, LAST TIME, THESE ARE THE SAME, WHAT WAS PRESENTED AT TAC, BOTH OF OUR MEETINGS. UM, BUT WHAT WE'VE DONE IS ADDED IN GREEN, ALL OF THE OTHER CORRIDORS IN THE REGION THAT ARE UNDER SOME FORM OF STUDY FOR, UH, DEVELOPMENT OR CONSTRUCTION TO REALLY GIVE THAT BETTER CONTEXT OF HOW THESE PROPOSED CORRIDORS, UH, COMPLIMENT ALL OF THE OTHER TRANSPORTATION, UM, STUDIES BEING DONE THROUGHOUT THE REGION. AND YOU CAN SEE, WE'VE ALSO INCLUDED FOR, FOR CONTEXT AS WELL, UM, FROM THE TEXTILE PROJECT TRACKER, WHAT THOSE, UM, WHAT THE DOLLAR AMOUNT IS FOR THOSE IMPROVEMENTS AS WELL. UH, WE'VE ALSO INCLUDED IN PURPLE THERE AS WELL, JUST FOR REFERENCE THAT 180 3 TOLL ROAD SECTION, UM, THAT HAS RECENTLY BEEN COMPLETED. AND YOU CAN SEE WHEN WE PRESENT THE PROPOSED CORRIDORS IN THIS MANNER, YOU GET A MUCH BETTER SENSE OF HOW THEY COMPLIMENT THE EXISTING CORRIDORS. THAT AGAIN, THE ONES IN GREEN ARE EITHER UNDER NEPA STUDY, OR THEY MAY BE AN ENGINEERING, OR THEY MIGHT'VE BEEN DEFERRED, THEY'RE WAITING FOR FUNDING, OR, YOU KNOW, FOR INSTANCE, 35, UH, AND IT'S DESIGNED, UH, AS IT'S UNDERWAY AND YOU CAN SEE THAT THE, THE CORRIDOR WAS AN ORANGE COMPLIMENT THOSE IN SOME CASES CONNECT DIRECTLY WHERE THE OTHER LIMITS, UH, LEAVE OFF. SO, UH, CONGRATULATIONS TO CHEER ALONG, UH, ON THAT THEN, UM, THE LAST THING I HAD, SO THE NATIONAL TRANSPORTATION RESEARCH BOARD, UH, HAS, UH, AS, WHICH IS PART OF THE NATIONAL ACADEMY OF SCIENCES, UM, HAS, UH, SET UP A, WHAT'S CALLED A CONSENSUS COMMITTEE. AND THE CONSENSUS COMMITTEE, UM, GENERALLY PROVIDES, UM, EXPERT, UM, GUIDANCE TO CONGRESS, UH, AND SOMETIMES TO THE WHITE HOUSE ON VERY SPECIFIC SUBJECTS. UM, I WAS CONTACTED BY THEM TWO WEEKS AGO AND ASKED IF I WOULD CHEER A NATIONAL COMMITTEE TO LOOK AT EQUITY AND TRANSPORTATION. AND, UH, IT WOULD BE TO DEVISE CONGRESS AND THE WHITE HOUSE ON, UM, EQUITY, TRANSPORTATION. UH, IT WOULD LAST 18 MONTHS. UM, WE MEET ONCE A MONTH, UM, UH, PROBABLY FOR AWHILE, BUT FOR THE NEXT 18 MONTHS TO TWO YEARS. UM, SO I DISCUSSED THAT WITH, UH, CHAIR ALONG AND A FEW OTHER FOLKS AND I HAD ACCEPTED, UM, THE COMMITTEE CHAIRMANSHIP OF THAT DOESN'T MEAN I'M LEAVING. IT JUST MEANS OTHER DUTIES AS ASSIGNED. UM, SO YOU'LL SEE UP THERE, THAT IS THE LIST OF PRODUCTS THAT WE HAVE WAITING TO BE REFUNDED ON. THE PROJECTS THAT ARE OUT, UH, THAT ARE GRAYED OUT ARE PROJECTS THAT, UM, FOR ONE REASON OR ANOTHER, WE'RE NOT ANTICIPATING TO BE REFUNDED. AND MOST OF THEM HAVE EITHER JUST GONE FORWARD WITH A LOCAL SOURCE OF FUNDING, UM, OR THE, UM, THE SCOPE OF THE PROJECT HAS CHANGED, UH, TO WHERE IT'S A NEW LAW. IT'S A DIFFERENT PROJECT OR IT'S BEEN OUTRIGHT CANCELED. SO, UM, BUT THE IMPORTANT THING IS WE'VE GOT A PROCESS IN PLACE. UM, WE'RE GOING TO BE SENDING THAT OUT TO ALL OF THE ELIGIBLE SPONSORS. SO THE MANAGERS THAT WE HAVE ON OUR CONTACT LIST AND WE'LL MAKE SURE THAT WE COPY EVERY ONE ON THE POLICY BOARD, AS WELL AS THE TAC, UM, WILL HAVE ACCESS TO THE ONLINE FORM. AND THAT FORM IS BASICALLY FOR THEM TO RESUBMIT THE READINESS OF THE PROJECT. UM, IF Y'ALL RECALL THE PRIORITY PRIORITIZE PROJECTS BASED ON HOW QUICKLY THEY CAN UTILIZE THE FUNDING. SO THE ONES THAT ARE READY TO GO TODAY WILL GET REFUNDED FIRST AND THEN WE'LL JUST START CHIPPING AWAY AT IT THAT WAY. UM, SO WE'LL BE BRINGING THAT BACK TO YOU IN NOVEMBER, UH, FOR RECOMMENDATIONS SO THAT WE CAN GET THESE PRODUCTS OFF THAT LIST AND BEGIN WORKING ON IT. UH, SO, UM, UH, FIVE IS CONGESTION MITIGATION AND AIR QUALITY MONEY, WHICH WE ACTUALLY CAN SPEND IN THIS REGION AS LONG AS IT'S AN ELIGIBLE, UM, UH, PROJECT, UH, OR THE STATE CAN CONVERT UP TO 50% OF CONGESTION, MITIGATION, AIR QUALITY FUNDING TO SURFACE TRANSPORTATION BLOCK GRANT CATEGORY SEVEN. UM, SO, UM, WE'RE GOING TO PARTICIPATE IN THAT AND WE'RE LOOKING FOR OPPORTUNITIES TO BRING, UM, ADDITIONAL FUNDING, UH, TO THIS REGION AS WELL.
