SO I DON'T GO OVER MY THREE MINUTES. UH, THE CENTRAL HEALTH EQUITY POLICY COUNCIL IS AN 80 MEMBER COALITION WITH A LONG HISTORY OF POLICY CHANGE IN OUR COMMUNITY. INCLUDES ORDINANCES, REGULATING THE SALE AND USE OF ELECTRONIC CIGARETTES WORKING WITH LOW-INCOME SCHOOL DISTRICTS TO ENACT RECESS POLICIES AND WORKING WITH OUR FQHC SYSTEM TO IMPLEMENT ROUTINE HIV SCREENING IN 2020, THE CHIP COUNCIL PANDEMIC EQUITY COMMITTEE FORMED TO IDENTIFY POLICY SOLUTIONS IN REGARDS TO A MORE EQUITABLE DISASTER RESPONSE. THIS WORK TOOK EIGHT MONTHS OF RESEARCH AND INTERVIEWS, PEOPLE WORKING ON THE FRONT, SERVING OUR MOST VULNERABLE POPULATIONS. WHAT WE HAVE IDENTIFIED ARE THREE AREAS OF IMPROVEMENTS, DISASTER PLANNING, DISASTER RESPONSE, AND A TRAUMA INFORMED RE-ENTRY AND RECOVERY. MY COLLEAGUE RAUL ALVAREZ WILL BE SPEAKING NEXT AND HE WILL GO INTO GREATER DETAIL. HOWEVER, THE CRUX OF OUR POLICY RECOMMENDATIONS INCLUDE NUMBER ONE, BRINGING A COMMUNITY INTO DISASTER PLANNING AND RESPONSE, INCLUDING THE CREATION OF A COMMUNITY ADVISORY PANEL INTO THE EOC AND THE INCIDENT COMMAND STRUCTURE, AN URGENT NEED TO ADDRESS LANGUAGE ACCESS AND IMPROVE TRANSLATION SERVICES, INCLUDING BETTER ENGAGEMENT OF COMMUNITIES, ISOLATED DUE TO LANGUAGE, BETTER DATA COLLECTION ANALYSIS, AND SHARING. AND FINALLY, WHAT BRINGS US HERE TODAY, CAPITALIZING ON THE OPPORTUNITY WITH THE RESILIENCY HUBS AND NEIGHBORHOOD BASED APPROACH FOR [00:05:01] BUILDING CAPACITY, DISASTER PLANNING AND RESPONSE EFFORTS. AND MY ROLE TODAY IS TO SUMMARIZE SOME OF THE RECOMMENDED ACTIONS IN THE MEMO FROM THE PANDEMIC EQUITY COMMITTEE THAT HAS BEEN SHARED WITH YOU FIRST, IN TERMS OF A DISASTER PLANNING, WE ASK THAT WE INITIATE A PROCESS FOR DEVELOPING AND VALIDATING FUTURE DISASTER STANDARD OPERATING PROCEDURES WITH MEANINGFUL INVOLVEMENT FROM PEOPLE OF COLOR AND HISTORICALLY MARGINALIZED GROUPS, ALSO ASSET EQUITY AND PUBLIC HEALTH BE INCORPORATED INCORPORATED INTO THE EMERGENCY OPERATIONS PLAN, WHICH IT CURRENTLY IS NOT. AND ALSO THE COMMITTEE ASKED THAT WE UPDATE THE HAZARD RISK INDEX TO PRIORITIZE DISASTERS THAT WOULD DISPROPORTIONATELY AFFECT VULNERABLE POPULATIONS. AND ALSO WE ASK, UH, THE COMMITTEE ASKED THAT WE LOOK TO DEVELOP LOCALIZED DISASTER PLANS WITH STAKEHOLDERS LIVING IN NEIGHBORHOODS MOST AT RISK IN TERMS OF DISASTER RESPONSE. THERE'S FEW ADDITIONAL SUGGESTIONS THAT WE IMPROVED DATA COLLECTION TO MORE QUICKLY IDENTIFY COMMUNITIES MOST IMPACTED. WE MIGHT CONSIDER A COMMON INTAKE FORM THAT COLLECTS AND REPORTS, UNIFORM DEMOGRAPHIC DATA, REGARDLESS OF, YOU KNOW, THE PROGRAM BEING ACCESSED. WE ALSO ASK THAT AN EMPHASIS BE PLACED ON IMPROVING ACCESS TO DISASTER RESPONSE INFORMATION FOR NON-ENGLISH SPEAKERS HERE, YOU MIGHT CONSIDER AN EMERGENCY RESPONSE WEBPAGE KIND OF ONE FOR EACH LANGUAGE WHERE PEOPLE WHO SPEAK THAT LANGUAGE CAN FIND ALERTS IN THEIR OWN LANGUAGE. AND FINALLY, REGARDING POST DISASTER COMMUNITY HEALING AND RECOVERY, UH, THE COMMITTEE SUGGESTS THE DEVELOPMENT AND IMPLEMENTATION OF TRAUMA INFORMED COMMUNITY WIDE PLANS TO S TO DO TWO THINGS, ONE SUPPORT, COMMUNITY HEALING AND MENTAL HEALTH, AND ALSO TO ADDRESS DOMESTIC AND FAMILY VIOLENCE, THESE CRITICAL ISSUES THAT BECOME EVEN MORE IMPORTANT IN THE WAKE OF THE PANDEMIC. WE SEE THIS AS REALLY IMPORTANT WORK, A BLUEPRINT THAT WILL TAKE SEVERAL YEARS TO ACHIEVE, BUT WE HOPE TO WORK WITH YOU ON THIS UNTIL EVERYONE IN THE COMMUNITY FEELS RESPECTED AND CARED FOR IN TIMES OF CRISIS. WHAT, WHERE ARE THE AREAS WHERE WE CAN IMPROVE THE COMMUNITY TASKFORCE HAS COMPLETED ITS WORK AND HAS A REPORT. SO IF THERE'S INTEREST ALAS THAT THAT BE DISTRIBUTED TO OUR, OUR COMMISSION AS WELL, I WOULD SAY THERE'S A GREAT DEAL OF INTEREST. WE'VE PURSUED A NUMBER OF INITIATIVES AT THE COUNTY AS WELL. AND THIS MAY BE, UH, A KIND OF AN EXAMPLE FOR US OF WHERE IT WOULD BE USEFUL TO SHARE, UM, RESOLUTIONS FOR ACTION THAT WE'VE DIRECTED OUR INDIVIDUAL BODIES TO DO. AND THEN WE'LL TALK ABOUT HOW THESE TWO THINGS FIT TOGETHER AND HOW WE'RE TALKING ABOUT WORKING TOGETHER IN THE COMING MONTHS. NEXT SLIDE. SO, FIRST THING WHY RESILIENCE UPS, UM, AS CLIMATE PROGRAM MANAGER FOR THE CITY OF AUSTIN, UH, FIRST AND FOREMOST, CLIMATE CHANGE IS HAPPENING. CLIMATE CHANGE IS REAL. WE'VE ALREADY OBSERVED OVER ONE DEGREE OF WARMING, UM, AND WE ARE HEADED TO MORE AND MORE AND MORE EXTREME WEATHER EVENTS. UM, THE CITY OF AUSTIN ALREADY EXPERIENCES EXTREME WEATHER EVENTS. UH, AS WE KNOW, WE'VE HAD FIRES, FLOODS, DROUGHTS, EXTREME HEAT, WINTER STORM, LAST WINTER, AND THESE EVENTS, UM, ARE JUST LIKELY TO CONTINUE TO GET MORE FREQUENT AND WORSE. YOU ADD ON TOP OF THAT THINGS LIKE THE PANDEMIC HEALTH AND SAFETY EMERGENCIES IN OUR COMMUNITY, UM, AND THEN SORT OF PILE ON THE INTERCONNECTEDNESS OF OUR WATER UTILITY AND OUR POWER UTILITY HAVING OUTAGES IN THE LAST FEW YEARS. AND, UM, THERE ARE DISASTERS HAPPENING AROUND US. UM, SO THESE, THESE EXTREME WEATHER EVENTS HAVE REALLY HIGHLIGHTED THE NEED FOR ACCESSIBLE COMMUNITY SPACES THAT CAN OFFER SERVICES TO COMMUNITY MEMBERS AT REALLY THE NEIGHBORHOOD AND INTERPERSONAL LEVEL, UH, WHEN EXTREME EVENTS HAPPEN. THE OTHER REAL IMPORTANT THING HERE IS THAT, UM, NOT ALL OF THE MEMBERS OF OUR COMMUNITY EXPERIENCE, UH, EXTREME WEATHER SHOCKS THE SAME WAY. UM, LOW-INCOME COMMUNITIES AND COMMUNITIES OF COLOR IN OUR CITY, UM, EXPERIENCED THESE THINGS IN A MUCH MORE DRAMATIC WAY, AND THEY'RE HARDER HIT THEIR FIRST HIT. IT'S HARDER FOR THEM TO BOUNCE BACK. AND SO WHEN THINKING ABOUT RESILIENCE HUBS, WE KIND OF IMMEDIATELY ARE FOCUSING OUR EFFORTS, UM, WITH EQUITY AT THE CENTER AND, UH, IN ALL OF OUR SORT OF THINKING AND PLANNING ON THIS TOPIC. EXCELLENT. DID YOU MISS A SLIDE MAYBE? ALL RIGHT. WELL, THERE WAS A PAGE FIVE, BUT SO WHAT PAGE FIVE SAYS IS WHAT OUR RESILIENCE HUBS, UH, RESILIENCE HUBS. WE, SO THERE WAS SOME BEEN SOME DON'T WORK IN THE NORTHEAST DONE ON, I THINK THE FIRST RESILIENCE HUBS THAT WE'VE SEEN OR IN BALTIMORE, MARYLAND AND ABILITY DIRECTORS NETWORK HAS DONE A LOT OF WORK AROUND DEFINING RESILIENCE OVENS AND DEFINING WHAT THIS TOPIC IS. SO AS WE'RE DEFINING RESILIENCE, HUBS, THEY ARE NETWORKS OF PHYSICAL FACILITIES. SO IT'S NOT JUST ONE PLACE. IT'S AN INTERCONNECTION OF MULTIPLE FACILITIES ACROSS THE COMMUNITY. AND THEY'RE REALLY FOCUSED ON THE COMMUNITY AND GETTING THE COMMUNITY TO PARTICIPATE IN THESE. UM, THEY ARE NOT REPLACEMENTS FOR TRADITIONAL EMERGENCY RESPONSE. THEY'RE NOT SHELTERS, THEY'RE NOT, UM, THIS ISN'T A SOLUTION BEYOND ALL OF THE EMERGENCY RESPONSE WORK THAT WE DO. ANOTHER REALLY IMPORTANT THING IS THAT DAY-TO-DAY THESE FACILITIES 98% OF THE TIME, THEY ARE PLACES WHERE PEOPLE IN THE COMMUNITY GO THERE. THEY CAN BE THINGS LIKE SCHOOLS, UH, HEALTH CLINICS, UM, CITY, UM, REC CENTERS, LIBRARIES, THEY'RE PLACES THAT PEOPLE ARE FAMILIAR WITH AND ATTEND ALL THE TIME. UH, THERE WE GO. BUT 2% OF THE TIME, UM, THEY, THE IDEA IS THAT THEY GET ACTIVATED AND HAVE RESILIENT SYSTEMS THAT GO BEYOND JUST THE TRADITIONAL FUNCTIONALITY OF A BUILDING ON A NORMAL DAY TO DAY OPERATION. THANKS FOR FIXING THAT. UH, SO NEXT LINE AND THE REALLY IMPORTANT THING ON, IN THE RESEARCH THAT WE'VE BEEN LOOKING AT, LOOKING AT ABOUT SETTING UP RESILIENCE HUBS IS THAT IN ORDER FOR THIS TO BE A SUCCESSFUL ACROSS OUR COMMUNITY, WE NEED THIS. CAN'T JUST BE A CITY PROGRAM. THIS CAN'T JUST BE A COUNTY PROGRAM. THIS NEEDS TO BE SORT OF AN INTEGRATED AND INTERCONNECTED NETWORK OF INTERCONNECTIVITY OF STAKEHOLDERS ACROSS THE COMMUNITY. AND THERE NEEDS TO BE SORT OF DIFFERENT PHASES THAT HAPPEN TO MAKE THESE SUCCESSFUL, BUT SO UPFRONT ENGAGING WITH COMMUNITIES ABOUT WHAT THEY NEED, WHERE THEY CURRENTLY GO, WHERE THEY FEEL SAFE, UM, CONNECTING IN THEIR COMMUNITY. THE SECOND THING, WHEN WE START LOOKING AT SITES AND LOOKING AT ACTUAL FACILITIES THAT ARE ALREADY EXISTING IN THE COMMUNITY, THINKING ABOUT WHAT, WHAT IS CURRENTLY AT THOSE FACILITIES, WHAT KIND OF FUNCTIONALLY ANALOGY DO THEY HAVE NOW? [00:20:01] AND THEN HOW COULD WE UPGRADE THOSE FACILITIES OR CHANGE THE FUNCTIONALITY IN THE FUTURE TO MAKE THEM MORE RESILIENT WHEN THERE'S A BLACKOUT OR WHEN THERE'S A WATER GOES OUT OR A DISASTER OCCURS, AND THEN FINALLY INCREASED EMERGENCY PREPAREDNESS AT THOSE FACILITIES. SO, UM, THE NETWORK RESILIENCE HUBS CAN SORT OF ACTIVATE WHEN, UH, WHEN EXTREME WEATHER OCCURS. NEXT SLIDE. SO THE COUNCIL RESOLUTION FROM APRIL, UM, ASKED US TO LOOK INTO WHAT IT WOULD TAKE TO SET UP, UM, A NETWORK OF RESILIENCE HUBS, AND LOOK AT WHAT POTENTIAL COSTS WOULD BE, UM, WHAT KIND OF THINGS WOULD GO INTO A RESILIENCE HUB. AND SO THE LIST OF THINGS ON THE SCREEN HERE SCREEN HERE ARE THE LIST OF POTENTIAL FACILITY SOLUTIONS THAT WE'VE SORT OF COME UP WITH AFTER TALKING TO NUMEROUS EXPERTS ABOUT THIS TOPIC. AND THESE ARE THINGS THAT SOME FACILITIES ALREADY HAVE. UM, BUT MANY FACILITIES DON'T HAVE THESE THINGS. SO IT, WHEN WE'RE THINKING ABOUT ANY GIVEN EXISTING SCHOOL OR AN EXISTING REC CENTER, WE'RE THINKING ABOUT, YOU KNOW, DOES IT HAVE, UH, SOLAR CURRENTLY, UM, DOES IT HAVE A BACKUP GENERATOR CURRENTLY? DOES IT HAVE A REFRIGERATED STORAGE? DOES IT HAVE A KITCHEN? DOES IT HAVE GOOD OUTDOOR AREA? SO, UM, WITH ALL THE FACILITIES WE'RE THINKING ABOUT WHICH OF THESE THINGS DO THEY HAVE AND DO THEY NOT HAVE, AND THEN, UM, IN THIS INITIAL RESOLUTION RESPONSE, WE SORT OF TOTAL UP, IF WE ARE GOING TO ADD ALL OF THIS FUNCTIONALITY TO A FACILITY, UM, LIKE TAKE AN EXISTING REC CENTER, AND WE WERE GOING TO ADD EVERYTHING ON THIS SCREEN TO INCREASE THE RESILIENCE OF THIS FACILITY. IT WOULD, IT WOULD LIKELY COST OVER A MILLION DOLLARS IN UPGRADES, RIGHT? SO THAT BRINGS US TO THE NEXT SLIDE, WHICH IS HOW WE'RE SORT OF NOW STARTING TO THINK ABOUT A RANGE OF FACILITIES THAT WOULD MAKE UP THIS NETWORK. SO THE, NOW THE SORT OF VISION IS THAT WE WOULD HAVE, UM, SO SOME RESILIENCE HUBS THAT ARE GRID, INDEPENDENT HUBS THAT HAVE ALL THE THINGS ON THE SCREEN THAT ARE, THE POWER CAN GO OUT, THE WATER CAN GO OUT, THEY CAN FULLY FUNCTION OFF GRID AND BE PLACES THAT CAN FUNCTION IN ALMOST ANY RANGE OF EXTREME WEATHER ACTIVITY. AND THEN ALL THE WAY TO, UM, SO THE MIDDLE IS THEN YOU WOULD HAVE A FACILITY THAT LIKELY HAS BACKUP POWER. MAYBE IT'S A GENERATOR. UM, IT HAS SOME OF THE FUNCTIONALITY, ADDITIONAL FUNCTIONALITY, UM, AND THEN ALL THE WAY TO THE OTHER END BASIC GATHERING HUB IS IT COULD JUST BE A FACILITY, JUST A SCHOOL OR A REC CENTER OR SOMETHING WITH ALMOST NO UPGRADES. SO IT'S, UM, BUT IT'S PART OF A NETWORK THAT PEOPLE COULD BE INFORMED TO GO TO A FACILITY. UM, IF SAY THE POWER WENT OUT AND PARTS OF THE CITY, BUT NOT OTHER PARTS OF THE CITY, YOU COULD DIRECT PEOPLE TO GO TO HUBS THAT DIDN'T HAVE FANCY FUNCTIONALITY, BUT STILL WERE OPERATIONAL. SO WE REALLY THINK THAT GOING FORWARD, WE'RE GOING TO LOOK AT THE WHOLE RANGE OF FACILITIES FOR MOST, NO UPGRADES TO LOTS OF UPGRADES, AND THEN INTERCONNECT THEM IN, UM, IN A NETWORK. EXCELLENT. UM, SO, UH, AN IMPORTANT QUESTION THAT WAS ASKED IN THIS, UH, RESOLUTION FROM APRIL WAS TO THINK ABOUT HOW WOULD WE BUILD OUT A NETWORK OF THESE FACILITIES ACROSS THE ENTIRE CITY? UM, AND THE, THE CRITERIA THAT WAS PUT IN THERE WAS A 15 MINUTE WALK SHED. SO THE IDEA IS THAT YOU COULD, ANYONE IN THE CITY COULD ESSENTIALLY WALK TO ONE OF THESE FACILITIES, I THINK WALKING DISTANCE OF THEIR HOME. UH, BUT WE HAVE A REALLY LARGE CITY IT'S 272 SQUARE MILES. SO YOU'D BE LOOKING AT HUNDREDS OF FACILITIES. SO THIS IS WHERE WE GET INTO THIS. UM, THE SORT OF WHERE THIS GETS COMPLICATED, THAT WE CAN'T SPEND A MILLION AT 400 FACILITIES, RIGHT? BUT THERE ARE A LOT OF FACILITIES THAT CURRENTLY KIND OF FUNCTION AS RESILIENCE HUBS. THERE'S SOME THAT WITH A LITTLE BIT OF ADDITIONAL FUNDING, YOU COULD INCREASE THEIR FUNCTIONALITY AND THEY WOULD BE A RESILIENCE HUB. SO NOW, SO THIS INTERCONNECTED NETWORK WE'RE THINKING HAS THIS RANGE OF, UH, OWNERSHIP OF FACILITIES AND THEN A RANGE OF FUNCTIONALITY INTO THE FUTURE BASED ON THE SITUATION IN THE NEIGHBORHOOD, WHAT THE COMMUNITY NEEDS ARE IN THAT NEIGHBORHOOD RANGE OF SIZE OF FACILITY AND THE RANGE OF SORT OF EXISTING CONDITIONS, AND THEN, UH, FUNDING AVAILABLE TO INCREASE THE FUNCTIONALITY OF THE FACILITY. SO THE BOTTOM LINE HERE IS THAT, UH, THERE'S GOING TO NEED TO BE A LOT OF COLLABORATION BETWEEN THE CITY AND THE COUNTY AND THE SCHOOL DISTRICTS AND, UM, OTHERS IN THE COMMUNITY TO PUT THIS ALL TOGETHER. EXCELLENT. SO COLLABORATION, WHAT A GREAT WAY TO SEGUE INTO THIS SECTION OF THE PRESENTATION. UH, SO AISD, UM, IS A STRATEGIC PARTNER, UH, IN THIS ENDEAVOR. UH, NEXT SLIDE, PLEASE. ONE OF THE THINGS THAT WE KNOW IS THAT, UM, AISD OUR FACILITIES OBVIOUSLY SUPPORT OUR COMMUNITY. UH, IT'S, IT'S VERY, VERY IMPORTANT. AND WE SAW THAT COME TO LIGHT IN THE RECENT EVENTS, BUT WE THINK BACK TO MANY OF THE EVENTS OVER THE LAST DECADE, IT'S TIME AND TIME AGAIN, EICS [00:25:01] FACILITIES HAVE BEEN USED TO SUPPORT OUR COMMUNITY. SO HOW DO WE THINK ABOUT THAT STRATEGICALLY? HOW DO WE INVEST STRATEGICALLY? HOW DO WE AS A COMMUNITY WITH ALL OF OUR PARTNERS, IDENTIFY, UM, PROTOCOLS AND PROCESSES TO PUT UP THESE RESOURCES AND THESE, UM, THESE HUBS IN ORDER TO SUPPORT OUR COMMUNITY TO THIS OF OUR ABILITIES. SO WHAT WE KNOW IS THAT OUR, OUR FACILITIES HAVE BEEN WORKING VERY HARD FOR A VERY LONG TIME. AND IF WE THINK ABOUT THEM MAYBE SLIGHTLY DIFFERENTLY, WE SEE A LOT OF OPPORTUNITIES. NEXT SLIDE PLEASE. SO SOME OF THE THINGS THAT WE'VE LEARNED OVER THE LAST SEVERAL DECADES MOST RECENTLY WITH A WINTER STORM YURI, UH, IS THAT AIC HAS SIGNIFICANT INFRASTRUCTURE. YOU THINK ABOUT, YOU KNOW, THE FACT THAT, YOU KNOW, WE ARE THE LARGEST RESTAURANT IN TOWN BY AN ORDER OF MAGNITUDE. UH, SO WE HAVE TRUCKS DELIVERING FOOD ALL ACROSS THE CITY. EVERY SINGLE DAY, WE HAVE LARGE WAREHOUSES WHERE WE CAN STORE FOOD, OUR COMMUNICATION NETWORK. ONE OF THE THINGS THAT WE FOUND, UH, JUST MOST RECENTLY IS, IS THE ABILITY TO CONNECT WITH, YOU KNOW, 80,000 FAMILIES BY WAY OF A ROBOCALL IS ACTUALLY A VERY EFFECTIVE WAY TO COMMUNICATE. AND SO THESE THINGS MAYBE HAVEN'T BEEN LEVERAGED IN THE SAME WAY, UH, AS WE'VE IDENTIFIED AND NOW MOVING FORWARD, WE REALLY WANT TO THINK ABOUT THAT FLEXIBILITY. I THINK WE SAW THAT I KNOW MANY OF YOU ALL AND MYSELF HAVE WORKED THROUGH SOME OF THESE. AND I THINK THAT WE WOULD ALL SAY THAT FLEXIBILITY IS ABSOLUTELY CRITICAL DURING THESE EVENTS. AND, UM, IF WE PUT THE INFRASTRUCTURE IN PLACE AND WE THINK ABOUT IT, I BELIEVE THAT, UM, WE WOULD ONLY BE ABLE TO INCREASE FLEXIBILITY TO BETTER SUPPORT OUR COMMUNITY. ONE OF THE THINGS THAT I'VE ALSO IDENTIFIED, UH, THROUGH OUR COLLABORATIVE, UM, PROCESS WITH THE CITY OF AUSTIN IS JUST PURCHASING POWER. WE ARE BUYING FOOD AND WATER ALL THE TIME IN VERY LARGE AMOUNTS AND WE DISTRIBUTED ACROSS THE CITY. SO HOW DO WE USE THAT BUYING POWER? HOW DO WE USE THAT NETWORK TO PREPARE FOR THESE TYPES OF EVENTS AS WE KNOW THAT THEY WILL OCCUR IN THE FUTURE? NEXT SLIDE PLEASE. SO AS WE THINK ABOUT AISD AND HOW WE, WE TACKLE LARGE COMPREHENSIVE PLANS, WE JUST WANT TO MAKE SURE THAT WE ARE USING AN EQUITABLE PROCESS, UH, AT AISD WITH, WITH OUR PLANNING EFFORTS, WE HAVE ADOPTED AN EQUITY BY DESIGN MODEL, AND REALLY WHAT THIS MEANS IS THAT WE ARE IDENTIFYING UNDERSERVED COMMUNITIES EARLY ON IN THE PROCESS AND COMMUNICATING WITH THEM TO IDENTIFY THEIR NEEDS. AND SO THAT FRAMEWORK, UH, AND, AND NOT ASSUMING THAT WE KNOW WHAT THEIR NEEDS ARE, UH, IS CRITICAL WHEN LOOKING AT THIS TYPE OF ENDEAVOR. AND CERTAINLY WHAT'S BEEN REALLY GREAT ABOUT THE COLLABORATIVE EFFORT WITH AI WITH THE CITY OF AUSTIN IS WE BRING SOME INFORMATION AND IDEAS THAT WE'VE HAD THROUGH OUR PLANNING PROCESSES. WE'VE BUILT UPON THEM. AND ULTIMATELY I THINK WE'LL HAVE A BETTER, MORE STRATEGIC, UM, PLAN AS WE MOVE FORWARD. NEXT SLIDE PLEASE. SO SOME OF THE THINGS THAT WE'VE BEEN GETTING WE'VE BEGUN TO DO, UH, YOU KNOW, BREAKING DOWN DATA, DIS-AGGREGATING IT, UH, THIS SLIDE HERE, UM, I THINK IS A VERY POWERFUL SLIDE. ONE OF THE THINGS THAT WE TALK ABOUT IS VULNERABILITY, AND YOU CAN SEE IN THIS SLIDE, UH, THE CENSUS TRACKS THAT ARE TIED TO AISD AND THE CITY OF AUSTIN. AND WHAT YOU'LL NOTICE IS THAT REALLY ACROSS THE CITY OF AUSTIN, WE HAVE THE FULL SPECTRUM OF VULNERABILITY WITHIN THE STATE OF TEXAS. THERE ARE 5,000, 265 CENSUS TRACKS, UH, IN THE STATE OF TEXAS, UH, IN, IN THOSE OF THE HIGHEST, UM, MOST VULNERABLE, WE HAVE CENSUS TRACKS THAT ARE NUMBER 11, AND WE ALSO HAVE CENSUS TRACKS THAT ARE 5,000, 240. SO JUST BY TRAVELING 10 MILES EAST TO WEST, YOU'LL FIND REALLY THAT YOU'RE TRAVERSING THE ENTIRE STATE. UH, SO IT'S NOT JUST RELATIVE TO THE CITY OF AUSTIN. IT'S THE ENTIRE STATE OF TEXAS. IT IS TRULY HOW DIFFERENT, UM, AND, AND HOW MANY DIFFERENT TYPES OF SUPPORTS AND SYSTEMS ARE NEEDED WITHIN OUR COMMUNITY. UH, SO WE NEED TO THINK ABOUT THIS AS WE DEVELOP THESE HUBS, YOU KNOW, WHERE DO WE GO FIRST? WHERE DO WE INVEST FIRST? UH, AND SO THIS IS ALL PART OF THE WORK THAT WE'RE MOVING THROUGH RIGHT NOW, AND, UH, WE'RE EXCITED TO DO, AND WE THINK IT'S INCREDIBLY IMPORTANT. NEXT SLIDE PLEASE. SO AS AUSTIN ISD CONTINUES ON THROUGH A LARGER, UM, COMPREHENSIVE LONG RANGE PLANNING EFFORT, ONE OF THE THINGS I WANTED TO CALL OUT WAS A SPECIFIC ROLE OF A COMMITTEE TIED TO SAFETY, SECURITY, AND RESILIENCY. WE ARE ENGAGING WITH OUR COMMUNITY, WE'RE GETTING COMMUNITY, UM, VOLUNTEERS TO WORK WITH US, UH, TO IDENTIFY WHAT THESE OPPORTUNITIES MIGHT BE. AND THE HOPE IS THAT THIS LONG RANGE PLAN YIELDS A PLAN THAT ACTUALLY IS IN ALIGNMENT WITH THE WORK THAT'S ONGOING WITH OUR COLLABORATIVE EFFORT WITH THE CITY OF AUSTIN IS ABSOLUTELY CRITICAL. UH, WHENEVER WE INVEST IN A FACILITY, UH, DUE TO A DEFICIENCY, MIGHT WE BE THINKING ABOUT HOW WE WOULD DESIGN THE KITCHEN DIFFERENTLY TO SUPPORT TWO DIFFERENT TYPES OF, OF, UM, FOOD DISTRIBUTION, YOU KNOW, PUBLIC AND, YOU KNOW, STUDENTS MIGHT, WE THINK ABOUT STORAGE DIFFERENTLY. WE THINK ABOUT POWER. DO WE DESIGN IT SO THAT WE HAVE BACKUP POWER SOLUTIONS, UH, THESE SORTS OF THINGS WE NEED TO THINK ABOUT NOW, SO THAT WHEN WE'RE ASKING FOR THE INVESTMENT, WE UNDERSTAND PRECISELY HOW IT'S GOING TO BE USED. UM, AND START TO THINK ABOUT WHAT WOULD A HUB AND SPOKE, WHAT WOULD A HUB AND SPOKE NETWORK LOOK LIKE WITH THE LIST OF EXISTING ASSETS AND FACILITIES THAT WE HAVE THEN ONCE WE HAVE IDENTIFIED, YOU KNOW, THE THEY ACTUAL SHORTER LIST OF FACILITIES CONNECTED TO NEIGHBORHOODS, UM, START TO THINK ABOUT, UH, WHAT COULD BE, WHAT'S LIKE, WHAT'S THE PLAN WITH SOME OF THOSE FACILITIES? WHAT MIGHT NEW INVESTMENTS LOOK LIKE IN THOSE FACILITIES, UM, AND CONSIDER THIS RANGE OF THE THREE TYPES OF HUBS AS A NETWORK, UM, AS IT APPLIES TO THESE, THESE DIFFERENT COMMUNITIES, AND THEN IMMEDIATELY, UH, START THINKING ABOUT STAKEHOLDER ENGAGEMENT TO REALLY INFORM THIS PROCESS, THEN NOT ONLY BE TRANSPARENT TO THE COMMUNITIES, BUT ALSO GET THEIR INPUT ON WHAT THEY WANT AT THESE FACILITIES. ARE THEY HAPPY AT THESE FACILITIES? ARE THEY, DID THEY FEEL SAFE AT THESE FACILITIES? UM, AND THEN ONCE THE INITIAL SITES HAVE BEEN SELECTED, DO MORE COMMUNITY ENGAGEMENT AROUND, UM, YOU KNOW, THE SORT OF ONGOING WHEN WE OPERATE, WHEN WE UPGRADE A FACILITY AND THEN MOVE TO OPERATED AS A RE AS A RESILIENCE HUB IN THE FUTURE, MAKING SURE THAT PEOPLE WILL ACTUALLY SHOW UP AND ENGAGE THAT FACILITY. AND THEN FINALLY, UM, IDENTIFY ADDITIONAL RESOURCES TO FILL IN THIS HUB AND SPOKE NETWORK OVER TIME, UM, WITH OTHER PARTNERS, THE NEXT SLIDE. SO, UH, IN THE MEMO THAT WE AT THE OFFICE OF SUSTAINABILITY SENT BACK TO CITY COUNCIL, UH, JUST IN AUGUST, UM, THAT ASKED ABOUT COST FOR RESILIENCE HUBS. UH, WHAT WE ENDED UP DOING IN THAT MEMO IS SORT OF GIVING A LITTLE BIT MORE DIRECTION ON HOW WE WOULD SPEND, UH, THE AMERICAN RESCUE PLAN FUNDING. SO, UM, INITIALLY WE WERE THINKING ABOUT WHAT WOULD THE ASS THAT, YOU KNOW, THE BIG TERM ASK BE TO STAND UP RESILIENCE HUBS. AND THEN ONCE COUNCIL WENT THROUGH ITS PROCESS TO IDENTIFY THAT $3 MILLION OF THE AMERICAN RESCUE PLAN MONEY WAS DEDICATED TO RESILIENCE HUBS, WE THEN SORT OF SHIFTED GEARS TO THINK ABOUT, OKAY, SO HOW CAN WE SPEND THIS MONEY? SO, UH, THE KIND OF INITIAL PLAN IS TO POTENTIALLY STAND UP TWO PILOTS THAT ARE, UM, KIND OF THOSE GRID, INDEPENDENT, UM, RESILIENCE HUBS. AND THEN ALSO THINK ABOUT WHAT IS THE BROADER SORT OF NETWORK OF LESS, UM, LESS FULLY BUILT OUT HUGS THAT ARE INTERCONNECTED. UM, WE'RE NOT ONLY THINKING ABOUT SPENDING THIS MONEY ON CITY OF AUSTIN FACILITIES. WE'RE POTENTIALLY THINKING ABOUT INVESTING IT IN, IN AISD FACILITY OR IN, UH, OTHER, UM, PARTNERS FACILITY. AND THIS MONEY NEEDS TO BE SPENT BY THE END OF 2024. SO WE ARE, UH, IN THIS PLANNING PHASE NOW, BUT ARE GOING TO BE ACTIVELY MOVING TOWARDS, UM, IDENTIFYING THESE HUBS AND, UM, INVESTING IN THEM IN THE NEAR FUTURE. EXCELLENT. SO IT'S GOING TO BE IMPORTANT TO, UH, TO CREATE THE CONTINUITY THAT'S NECESSARY. WE HAVE BEEN, UM, FOR A GOOD PERIOD OF TIME CO-LOCATING RESOURCES AND PLACES LIKE OVERTON, UH, WHERE, WHERE YOU WOULD HAVE A NURSE OR WHERE YOU WOULD HAVE OTHER ACTIVITIES. AGAIN, UH, VERY INTERESTED IN MAKING SURE THAT WE'RE, UH, DISCUSSING, UH, PUBLIC TRANSPORTATION. WHAT IS OUTSIDE THE CAP METRO AREA? WHAT ARE THOSE AREAS THAT, THAT HAVE BUSES THAT COME ONCE AN HOUR, AS OPPOSED TO ONCE EVERY 15 MINUTES OR ONCE EVERY 30 MINUTES? UH, THOSE SHOULD CERTAINLY BE UPON THE CALCULATION PERTICH, AND ALSO AS IT RELATES TO THE USE OF METRO ACCESS, TAKING PEOPLE TO THE DOCTOR AND WHATNOT, AND, UM, AND I'LL, AND I'LL LEAVE YOU WITH THIS THOUGHT, UM, IF, IF WE'RE GOING TO BE IN THE RESILIENCY PROCESS, I THINK IT'S GOING TO BE IMPORTANT THAT WE OPERATE REGULARLY, NOT ONLY WHEN THERE IS AN EMERGENCY, UH, YOU KNOW, THAT THERE NEEDS TO BE SOME UNDERSTANDING THAT THESE PLACES ARE HUBS BEFORE AN EMERGENCY HAPPENS. SO THERE'S GOTTA BE SOME EFFORT TOWARDS COMMUNITY EDUCATION, COMMUNITY OUTREACH THERE, UH, BECAUSE, YOU KNOW, YOU KNOW, WHEN WE'RE TALKING ABOUT PLACES IN THE COUNTY, WHAT MY PRINCIPALS AND COUNSELORS ARE TELLING ME IN MAINE OR IN DEL VALLEY FOR EXAMPLE, IS WHEN THEY CAN'T AFFORD TO PUT AFTERSCHOOL PROGRAMS TOGETHER, THEY SEND KIDS HOME AT THREE O'CLOCK WITH NOTHING TO DO AND NO SUPERVISION. AND THESE ARE PLACES WITH NO LIBRARIES THAT PLACES WITH NO PARKS THAT PLACES WITH NO ACTIVITIES WERE GOOD. SO, UH, HOPEFULLY WHAT WE SEE IS OUR SCHOOLS, OUR BIGGEST NEIGHBORHOOD INSTITUTION, AND THEY SHOULD BE USED AS A COMMUNITY CENTER UNTIL THEY BETTER COMMUNITY INFRASTRUCTURE IS PUT IN PLACE. OKAY. SO DATA TRANSFER PLACES, PEOPLE TURN TO, I APPRECIATE THAT THERE WAS ONE OTHER THING THAT I WANTED TO MENTION, AND THAT IS, UH, CAN WE LOOK AT HOW WE BEGAN TO USE OUR, OUR COMMUNITY SCHOOLS AS FOOD PANTRIES AS WELL? UH, GIVEN THE FACT THAT WE'VE GOT STORAGE SPACE, GIVEN THE FACT THAT WE'VE GOT, UH, REFRIGERATORS AND, AND, UH, AND [00:40:01] CAFETERIAS, UM, YOU KNOW, I DON'T KNOW WHY WE SHOULDN'T BE USING OUR, OUR SCHOOLS AS FOOD PANTRIES THAT SEND KIDS HOME EVERY WEEKEND WITH A BOX OF FOOD, 21 MEALS FOR THE WEEKEND. UM, IN ONE MINUTE, UH, TRUSTEE, WELL, I JUST WANTED TO MENTION, UM, COMMISSIONER TRIVIAN THAT THAT'S EXACTLY WHAT WE DID DURING THE STORM. WE DID OVER A MILLION, I THINK MATHIAS PROBABLY HAVE BETTER NUMBERS THAN I DO, BUT OVER A MILLION MEALS, INCLUDING THOSE TO PARENTS AND PART OF IT WAS A FUNDING ISSUE. I'VE BEEN FURIOUSLY TEXTING ALL THE COUNTY EXECUTIVES AND STAFF SAYING, HAVE WE BEEN IN THESE MEETINGS? SO, UM, I HAD A COUPLE OF MEETINGS WITH THEM, UH, AND WE ARE JUST GETTING THIS STARTED. SO ANYWAY, SORRY, I JUST WANT THAT TO BE REALLY CLEAR. UM, I THINK THE COUNTY HAS A VERY SPECIFIC INTEREST IN THIS AT THE TIME THE RESILIENCE OF RESOLUTION PASSED. UM, UH, WE WERE IN CONTACT WITH COMMISSIONER, UH, UH, COUNSELOR TURBO'S OFFICE, GOT A COPY OF IT, SENT IT TO OUR COUNTY. EXECUTIVE SAID, WE NEED TO BE INVOLVED IN THIS. THIS IS EXACTLY THE KIND OF COMMUNITY PREPAREDNESS THAT WE WILL HAVE TO DO. UM, I THINK IT'S EVIDENT NOW TO EVERYONE, EVEN PEOPLE WHO HAD PREVIOUSLY DENIED CLIMATE CHANGE, THAT IT IS HAPPENING TO OUR COMMUNITIES TODAY. PEOPLE ARE DYING FROM IT, PEOPLE ARE FRIGHTENED AND THEY WANT TO KNOW WHAT THE COMMUNITY LEADERS ARE DOING ABOUT IT. SO I THINK THIS IS A, THIS IS A NEW OBLIGATION ON ALL OUR PLATES FOR US TO BE MUCH MORE PROACTIVE, WHICH WAS WHY I WAS SO INTERESTED IN THE RESILIENCE HUB INITIATIVE. AND I APPRECIATE YOU AND ELSEWHERE WERE ALTAR AND ALL THE OTHERS WHO, WHO TOOK THE LEAD ON IT. I DO WANT TO SAY, CAUSE I THINK IT'S IMPORTANT FOR EVERYONE TO KNOW. UM, WE HAVE BEEN FUNDING THE FAMILY RESOURCE CENTERS IN ORDER TO, UM, TRY AND OFFSET THE ENORMOUS LOSS OF MONEY FROM AISD BY THE STATE. UM, AND THIS YEAR WE, WE PERMANENTLY PUT IT IN OUR BUDGET TO FUND THE FAMILY RESOURCE CENTERS. SO IN THE PAST IT HAD BEEN KIND OF YEAR AFTER YEAR, ARE WE GONNA FIND THE MONEY FOR IT? AND THIS YEAR WE PERMANENTLY PUT IT IN OUR BUDGET. SO WE ARE NOW PERMANENTLY FUNDING, THE AISD FAMILY RESOURCE CENTERS, NOT ALL OF THEM, IT'S KEY CENTERS, UH, IN KEY SCHOOLS. BUT, UM, I THINK THEY'VE PROVEN HOW ENORMOUSLY VALUABLE THEY ARE. THEY'VE GOT INCREDIBLE STATISTICS ON HELP. THEY'VE HELPED STABILIZE FAMILIES AND REDUCE THE AMOUNT OF, UM, YOU KNOW, MOVEMENT BACK AND FORTH FROM SCHOOL TO SCHOOL BECAUSE PEOPLE GOT EVICTED. FAMILIES HAD TO FIND ANOTHER PLACE TO LIVE, ET CETERA. SO ON THE OTHER THING THAT I THINK IS IMPORTANT, UM, IF IT'S NOT WELL KNOWN, UM, THE COUNTY FUNDED AN ENORMOUS AMOUNT OF MEALS THAT WERE DISTRIBUTED AT THE SCHOOLS FOR CAREGIVERS AND CHILDREN THROUGH THE COOK SNACK, WHICH DID A PHENOMENAL JOB. AND WE HAVE ON OUR AGENDA FOR TUESDAY TO FUND ALMOST A MILLION DOLLAR CONTRACT EXTENSION FOR THEM TO CONTINUE THE COMMUNITY FOOD FEEDING PROGRAM. THEY PRODUCE 60,000 MEALS A MONTH IN THE COMMUNITY, BUT I DON'T KNOW THAT IT WAS VERY WELL KNOWN THAT THE COUNTY WAS FUNDING THAT AND THOSE MEALS WERE BEING GIVEN TO CAREGIVERS AND STUDENTS AT HOME. AND THAT IS THE KIND OF THING [00:45:01] THAT I THINK THAT TO ME, IS THE VALUE OF THE JOINT SUBCOMMITTEE. AND IT'S, WE CAN BE MORE EFFECTIVE AND MORE PRODUCTIVE TO THE EXTENT THAT WE HAVE THESE KINDS OF COMMUNICATIONS OUTSIDE THE QUARTERLY MEETINGS. UM, THE ONLY OTHER THING I DID HAVE A QUESTION ABOUT THE MAP THAT YOU ALL SHOWED THAT INDICATED THE SVI INDEX. UH, SO CAN, CAN I GET AN EXPLANATION ON HOW THAT RANKED KIND OF HIGH IN THE SOCIAL VULNERABILITY INDEX, UH, COMMISSIONER SHEA? UM, SO THIS INFORMATION IS DIRECTLY FROM THE CDC. IT'S NOT DEVELOPED BY AISD CITY OF AUSTIN. IT'S SOMETHING THAT WE PULL. UM, IT INCLUDES SOCIOECONOMIC STATUS HOUSEHOLD COMPOSITION AS, SO IF YOU'RE OVER 65, UNDER 17 SINGLE PARENT, IT INCLUDES RACE, RACE, AND ETHNICITY, AND THEN HOUSING AND TRANSPORTATION STATUS. SO BENEATH EACH OF THOSE, THERE ARE SUB CATEGORIES AND IT'S, AND AGAIN, IT'S BASED ON THE CENSUS ITSELF. SO I'D HAVE TO GO BACK AND PULL THE, THE METADATA TO GIVE YOU PRECISELY WHY THAT WAS. AND IN FACT, WE VERY RECENTLY, UM, ADDED SOME ADDITIONAL MONEY DURING OUR BUDGET PROCESS, ADDED SOME ADDITIONAL MONEY INTO OUR ANNUAL BUDGET FOR THIS YEAR TO, TO HELP, UM, THE, THE FAMILY RESOURCE CENTERS WITH RESILIENCE WORK. SO THERE'S A NICE CONNECTION BETWEEN, BETWEEN THAT AS WELL. AND I KNOW WE'VE, WE'VE BOTH, BOTH ENTITIES HAVE USED OUR FEDERAL FUNDING TO HELP, UH, WITH THE CAREGIVER MEALS PROGRAM. THE CITY OF AUSTIN HAS SPENT, I THINK, I DON'T KNOW, LAST COUNT. I THINK WE WERE AT 3 MILLION OR MORE OF OUR FEDERAL FUNDING TO DO THOSE CAREGIVER MEALS AT SCHOOLS WITHIN, WITHIN THE CITY OF AUSTIN. UM, AND IT'S GREAT THAT TRAVIS COUNTY HAS PICKED THAT UP IN THE APP. SO AT SOME POINT AT SOME APPROPRIATE POINT, IT WOULD BE GREAT. I KNOW WE HAVE TALKED ABOUT IT AT A COUPLE OF MEETINGS, BUT IT WOULD BE GREAT TO KIND OF LAY THIS ALL OUT AND BE ABLE TO MESSAGE TO OUR COMMUNITY THE WAYS IN WHICH, AND THAT WE'RE TAKING ON DIFFERENT, UM, DIFFERENT ELEMENTS OF THIS, BUT WORKING TOWARD THE SAME AIM. NEXT LINE HERE ARE JUST SOME OF THE ELIGIBLE ELIGIBLE USES FOR THE CS. L F R F. WE CAN SUPPORT PUBLIC HEALTH EXPENDITURES ADDRESS NEGATIVE ECONOMIC IMPACTS AFFECT IMPACTED BY THE PUBLIC HEALTH EMERGENCY REPLACED LOST PUBLIC SECTOR REVENUE PROVIDE PREMIUM PAY FOR ESSENTIAL WORKERS AND INVEST IN CERTAIN INFRASTRUCTURE PROJECTS. NEXT SLIDE, THINGS THAT ARE NOT ELIGIBLE ARE DEPOSITS INTO A PENSION FUND IN EXCESS OF THOSE REGULAR CONTRIBUTIONS, FUNDING, DEBT, SERVICE, LEGAL SETTLEMENTS DEPOSITS TO RAINY DAY FUNDS OR ALLOWING THE FUNDS TO GO TO FINANCIAL RESERVES AND THEN GENERAL INFRASTRUCTURE SPENDING. UH, THE FUNDING WILL BE RECEIVED IN TWO TRONCHES, UM, IN MAY OF 2021 AND MAY OF 2022. AND ALL SPENDING MUST BE COMPLETE BY DECEMBER 31ST, 2024. NEXT LINE UNDER THE EMERGENCY RENTAL ASSISTANCE PROGRAM, PHASE TWO, UM, THE ELIGIBLE USES ARE AWARDS FOR DIRECT FINANCIAL ASSISTANCE, INCLUDING RENT UTILITIES, HOME ENERGY COSTS, AND THEN THE REMAINING FUNDS ARE AVAILABLE FOR HOUSING STABILITY SERVICES, INCLUDING CASE MANAGEMENT AND ALL SPENDING IN THIS PROGRAM MUST BE COMPLETE BY SEPTEMBER 30TH, 2025. NEXT SLIDE UNDER THE HOME ARP PHONES, THOSE ARE FOR THE PRODUCTION AND PRESERVATION OF AFFORDABLE HOUSING, RENTAL ASSISTANCE AND SUPPORTIVE SERVICES. AND IT MEETS ANYONE WHO FALLS INTO THOSE QUALIFYING POPULATIONS ARE ELIGIBLE AND ALL SPENDING MUST BE COMPLETE BY SEPTEMBER OF 2029. NEXT SLIDE PLEASE. NEXT SLIDE. UM, LAST TUESDAY, UM, OR A WEEK AGO, TUESDAY, WE VOTED TO EARMARK $110 MILLION IN ARPA FUNDS FOR, UM, ESSENTIALLY CONSTRUCTION ACTIVITIES FOR, UM, MEALS, NOT MEALS ON WHEELS, MOBILE LOAVES, AND FISHES, UM, WHICH HAS COMMUNITY FIRST OUT NEAR THE EXPO CENTER AND, UH, FOUNDATION COMMUNITIES, AS WELL AS I THINK, SEVEN OTHER NON-PROFITS, UM, TO HAVE THE FUNDS EARMARKED FOR, UH, AFFORDABLE HOUSING. AND, UH, I'M SORRY, I'VE FORGOTTEN THE NAME OF THE PERSON PRESENTING AND I DON'T SEE IT ON SCREEN, BUT ARE YOU SAYING THAT THE, UH, THE FEDERAL FUNDS CAN ONLY BE USED FOR WATER AND WASTEWATER INFRASTRUCTURE PROJECTS CAN'T BE USED FOR ANYTHING ELSE RELATED TO PARTICULARLY PROVIDING HOMELESS, UH, HOUSING FOR THE HOMELESS? IT DEPENDS ON THE WAY THAT YOU RECOGNIZE THE FUNDS. THERE ARE SOME FLEXIBILITY. IF YOU USE REVENUE LOSS, WHICH IS AN ELIGIBLE USE OF THE FUNDS, THEN THOSE REVENUE, THOSE REVENUE LOSS DOLLARS CAN BE USED FOR GENERAL SPENDING PURPOSES. SO I THINK THAT THAT'S HOW YOU WOULD MAKE THAT CONNECTION TO THOSE OTHER INFRASTRUCTURE ACTIVITIES THAT ARE NOT SPECIFIC TO THE INFRASTRUCTURE THAT WAS LISTED, UM, AS A DIRECT ITEM UNDER ARPA. AND CAN YOU JUST SAY A LITTLE BIT MORE ABOUT REVENUE LOSS? I'M NOT SURE HOW THAT WOULD FUNCTION. THIS WOULD BE BASICALLY THE NECESSARY INFRASTRUCTURE FOR BUILDING A NEW LIKE SUBDIVISIONS OR, UM, UM, APARTMENT BUILDINGS OR WHATEVER TO HOUSE THE CHRONICALLY HOMELESS. SO WHAT WE SPECIFICALLY TALKED WITH, UM, ALAN GRAHAM AND WALTER MURROW ABOUT WAS, UM, THE WATER, THE WASTEWATER, THE ROADS, THE ELECTRICITY, THE OTHER KIND OF, UM, NECESSARY INFRASTRUCTURE TO ESSENTIALLY BUILD OUT A NEW SUBDIVISION, BUT I'M NOT, I DON'T UNDERSTAND THE RELATIONSHIP WITH LOST REVENUE IN THERE. IF YOU COULD SAY A LITTLE MORE ABOUT THAT. OF COURSE. SO UNDER, UNDER ARPA, ONE OF THE THINGS THAT THEY LOOKED AT WAS THE MOST OF US HAVE EXPERIENCED SOME REVENUE LOSS THROUGH THE PANDEMIC, WHETHER THAT WAS LOWER SALES TAX REVENUE, LOWER HOTEL, OCCUPANCY, TAX REVENUE, LOWER FEES COLLECTED BECAUSE THINGS, YOU KNOW, BECAUSE THE ECONOMY SLOWED DOWN. SO THERE WAS REVENUE LOSS IN GOVERNMENT. AND BECAUSE OF THAT, THEY, ONE OF THE ALLOWABLE USES UNDER ARPA IS TO RECOGNIZE SOME OF THAT REVENUE LOSS. UM, AS A, AS, AS A, AS A USE OF THE ARPA DOLLARS, BASICALLY REPLENISHING THOSE LOST REVENUES INTO THE GOVERNMENT. AND THEY DON'T HAVE TO BE USED FOR THE SAME PURPOSE, WHICH THEY WERE LOST. UM, THEY COULD BE USED FOR OTHER PURPOSES, BUT THOSE PURPOSES NEED TO BE THINGS THAT THE GOVERNMENT WOULD NORMALLY, UM, HAVE UNDERTAKEN. SO THEY JUST HAVE TO BE EXPENDITURES ASSOCIATED WITH THAT. UM, SO THAT YOU'RE NOT, YOU KNOW, PAYING OFF, YOU KNOW, WE DON'T, THEY DIDN'T WANT US TO TAKE THAT MONEY AND PAY OFF DEBT, FOR EXAMPLE. SO UNDER REVENUE LOSS, THEY DIDN'T WANT US TO USE THOSE FUNDS FOR OTHER PURPOSES, OTHER THAN WHAT THE GOVERNMENT WOULD NORMALLY DO. AND THEN MAKING SURE THAT WE ALSO DON'T USE THEM FOR THOSE THINGS THAT WERE EXCLUDED UNDER SPECIFICALLY EXCLUDED UNDER ARPA. BUT REVENUE LOSS IS ONE WAY THAT YOU CAN LOOK AT THE, THE ELIGIBLE CATEGORIES AND SAY, THERE'S THIS OTHER CATEGORY THAT'S KIND OF A CATCH ALL. AND AS LONG AS YOU HAVE SUFFICIENT REVENUE LOSS FOR THOSE AMOUNT OF DOLLARS, THEN THE REVENUE LOSS COULD BE USED FOR THOSE GENERAL GOVERNMENT PURPOSES. OTHERWISE INFRASTRUCTURE USING THE ARPA MONEY IS RESTRICTED TO WATER, SEWER AND BROADBAND INVESTMENTS. THAT'S CORRECT BECAUSE I BELIEVE THIS WILL CAUSE A PROBLEM WITH, UM, HOW SOME OF THE FUNDS WERE ANTICIPATED TO BE EXPENDED ON THE AFFORDABLE HOUSING INITIATIVE. I WISH WE'D BEEN ABLE TO GET MORE OF A BRIEFING I COULD HAVE FOR PLANNING ON BUDGET, THE TRAVIS COUNTY. AND JUST TO LET YOU KNOW THAT THESE ARE ALL THE TYPES OF QUESTIONS THAT WE ARE, UM, CERTAINLY LOOKING BEHIND THIS, WE'VE ACTUALLY TALKED, UH, ABOUT THE REVENUE LOSS ISSUE, UM, FROM THE BEGINNING OF THIS. AND, UH, JUST TO REMIND EVERYBODY THAT THERE ARE INTERIM RULES OUT, BUT, YOU KNOW, WE'VE COMMENTED ON THOSE RULES. TREASURY HAS NOT PROVIDED ANY KIND OF FINAL GUIDANCE. UM, AND, AND JUST AS A NOTE, UH, FOR EVERYONE I KNOW GFR, WHICH IS THE GOVERNMENT FINANCE OFFICERS, ASSOCIATES, JEN HAS CALLS, I THINK WEEKLY, AND SOME OF OUR STAFF ARE ON THOSE CALLS ASKING SIMILAR QUESTIONS. SO, UM, JUST WANTED TO JUMP IN AND LET YOU KNOW THAT THESE ARE ALL THINGS THAT WE'RE THINKING ABOUT AND WORKING BEHIND THE SCENES TO GET ANSWERS TO. THANK YOU. NOT THAT WE'LL REPORT IT THAT WAY, BUT, BUT WE, WE BELIEVE THAT, YOU KNOW, A GOOD PORTION OF OUR MONEY WOULD FALL UNDER THAT AREA. I'VE, I'VE NOT TALKED WITH JESSICA ABOUT HOW THAT LOOKS AT THE, AT THE COUNTY, UH, BUT THERE IS A CALCULATOR THAT GFA PUT TOGETHER, UM, THAT WAS VERY HELPFUL AND HELPED US AT LEAST LOOK AT IT FROM THAT PERSPECTIVE. BUT WE CONTINUE TO WORK AND ASK ALL THOSE SAME QUESTIONS TO TRY AND GET ANSWERS ON THE SPECIFICS OF WHEN THEY SAY, YOU KNOW, GOVERNMENTAL PURPOSE, WHAT DOES THAT MEAN? WHAT DO WE STILL NEED TO TRACK ABOUT THOSE PROGRAMS AND PROJECTS AND SO ON, UH, WHAT'S YOUR GREATEST REVENUE LOSS FROM SALES TAX? I DON'T HAVE THOSE NUMBERS RIGHT IN FRONT OF ME, BUT I BELIEVE IT'S PROBABLY MORE IN THE HOTEL OCCUPANCY TAX AREA THAN SALES TAX. AND SO THE COUNTY DOESN'T GET EITHER SALES TAX OR HOTEL OCCUPANCY AT THIS POINT. UM, SO I WILL BE LOOKING CONTINUING TO LOOK AT, AT ANY ISSUES RELATED TO THE USE OF THE FEDERAL FUNDS. SOME OF IT TO REIMBURSE AUSTIN ISD, AUSTIN ISD HAD MORE THAN $55 MILLION IN DIRECT COVID RELATED COSTS. SOME OF IT WILL BE USED TO REIMBURSE FOR THAT. SOME OF IT WILL BE USED TO SEND STUDENTS ON FIELD TRIPS TO AMPLIFY AND ENRICH LEARNING. UM, SOME OF IT WOULD BE USED FOR, UH, WHAT I HOPE WILL BE A GOOD STRONG BROADBAND PROGRAM USING, UM, MTV CITIZENS BAND, CB NETWORK. THAT'S NOT BEING USED ANYMORE BECAUSE WE ALL HAVE CELL PHONES. AND UM, OUR HOPE IS THAT WE'LL BE, UM, COUPLED WITH SIGNIFICANT INVESTMENTS BY THE COUNTY. I KNOW THERE WERE SOME THAT WERE MADE, BUT I DON'T HAVE A FULL ACCOUNTING AND, AND I'M HOPING THAT WE CAN FIND WAYS, UM, TO BE ABLE TO IMPLEMENT THE PLANS THAT WERE PUT FORWARD BY SUCCESS BY SIX, UM, AND UNITED WAY, UM, IN CONJUNCTION WITH AISD AND THE DEL VALLEY, UM, SCHOOL DISTRICTS, ANYONE ELSE. SO I'M INTERESTED IN THIS CONVERSATION ABOUT WHAT THE FUNDING IS ELIGIBLE FOR BECAUSE, YOU KNOW, AS I LOOK OVER JUST COMMISSIONER SHEA, UM, THIS REALLY, I'M GLAD YOU RAISED YOUR QUESTIONS ABOUT THIS AND I HOPE TO FOLLOW UP AFTER THE MEETING, BUT AS I LOOK AT SUPPORTING PUBLIC HEALTH EXPENDITURES AND, UM, REPLACING, UH, ADDRESSING THE NEGATIVE ECONOMIC IMPACT, CERTAINLY THOSE, I THINK MAKE A STRONG CASE FOR HOUSING. WE ALSO RECEIVED, UH, TWO ROUNDS OF EMERGENCY RENTAL ASSISTANCE, UH, FUNDING, WHICH TOTALED ALMOST $19 MILLION. NEXT SLIDE PLEASE. SO TODAY I PLAN TO GIVE YOU A VERY BRIEF OVERVIEW OF, UH, TRAVIS COUNTY'S LOCAL RECOVERY FUNDS UNDER THE AMERICAN RESCUE PLAN AND THE COMMISSIONER'S COURT ACTIONS TO DATE. UH, THOSE ACTIONS WERE TAKEN ON JUNE 29TH, AUGUST 31ST AND MOST RECENTLY ON SEPTEMBER 14TH EXCELLENTLY. SO WE'VE BEEN TALKING ABOUT ILF RF, WHAT WE CALL LRF FUNDS, UM, AT THE COUNTY IN THREE SEPARATE TRACKS. AND SO I JUST WANTED TO BRIEF YOU ON WHAT THOSE TRACKS ARE AND GIVE YOU SOME CONTEXT, PRAC, ONE INCLUDED FUNDING FOR PROGRAMS RELATED TO THE GRONER VIRUS RELIEF FUNDS THAT WERE STARTED UNDER THE CORONAVIRUS RELIEF FUNDS, WHICH WAS THE CRF PROGRAMMING. AND WE RECOGNIZE THAT MANY OF THOSE PROGRAMS WERE CRITICAL TO THE COMMUNITY AND THAT WE COULD GET THOSE STARTED REALLY QUICKLY BECAUSE WE HAD EXPERIENCE WITH THEM PRAC TWO OR NEW PROGRAMS THAT THE COMMISSIONERS CARTE COURT STARTED DISCUSSING AS EARLY AS APRIL AND PRIORITIZING SUBJECT AREAS THAT THEY WANTED TO DISCUSS FURTHER. UM, THOSE INCLUDED, UH, ITEMS OR, OR ISSUE AREAS SUCH AS HOMELESSNESS, MENTAL HEALTH, SUBSTANCE USE BROADBAND AND WATER INFRASTRUCTURE, UH, ATTRACT THREE INCLUDED REALLY OUR DIRECT AND JOINT RESPONSE WITH THE CITY OF AUSTIN. NEXT SLIDE PLEASE. SO THIS IS THE ACTION THAT WAS TAKEN JUNE 29TH, 2021. AND IT WAS THE FIRST TIME THAT WE WENT BEFORE COURT AND ASKED THEM TO GO AHEAD AND, AND MAKE ALLOCATIONS, UH, TRACK ONE. THEY MADE ALLOCATIONS OF 38.375 MILLION WITHIN THAT, THAT TRACK ONE PROGRAMMING, UH, AS I SAID, THOSE WERE PROGRAMS STARTED UNDER THE CRF. WE HAD ABOUT 6.7 MILLION TO WORKFORCE 7.6 MILLION TO FOOD, 2 MILLION, EXCUSE ME, 8 MILLION TO SMALL BUSINESSES. AND I BELIEVE THERE WAS A QUESTION ON CHILDCARE AND I'M PRETTY SURE THAT THERE WAS ABOUT TWO AND A HALF MILLION DOLLARS ALLOCATED TOWARDS, TOWARDS THAT ISSUE AREA. UM, WE ALSO HAD SOME PRE-PLANNING OR INITIAL RECOMMENDATIONS OF ABOUT $500,000 TO GET STARTED ON SOME DUE DILIGENCE AND THE NEW PROGRAM AREA. AND THEN UNDER TRACK THREE, THE COURT ALLOCATED $35 MILLION TOWARDS DIRECT AND JOINT RESPONSE TO THE PANDEMIC. NEXT SLIDE PLEASE. SO AUGUST 31ST, THERE WASN'T MUCH ACTION. THERE WAS JUST AN ADMINISTRATIVE CHANGE THAT WE NEEDED TO MAKE WITHIN SOME, SOME JOB TITLES ACTUALLY WITHIN HHS, THEY HAD A SPECIAL PROJECT WORKERS THAT WERE ALLOCATED WITHIN ALL OF THESE AND, AND JUNE THE COURT ALLOCATED ABOUT 30, LESS SPECIAL PROJECT WORKERS. AND SO THERE WAS SOME CHANGES THAT NEEDED TO BE MADE THAT FREED UP ABOUT $200,000 IN TRACK ONE. BUT I THINK THIS SLIDE IS A GOOD OPPORTUNITY TO NOTE THAT THE COUNTY WORKED VERY HARD THIS YEAR TO STRENGTHEN THE INFRASTRUCTURE WITHIN OUR HEALTH AND HUMAN SERVICES DEPARTMENT AND OUR EMERGENCY RESPONSE. UH, THE BUDGET WAS A PRELIMINARY BUDGET. UH, CAME OUT IN EARLY AUGUST. THE PROPOSED BUDGET WAS FILED JUST TODAY AND WE EXPECT THE COMMISSIONER OF COURT TO APPROVE THE BUDGET ON TUESDAY THAT WILL INCLUDE 10 ADDITIONAL CASEWORKERS AND SEVEN ADDITIONAL SOCIAL WORKERS WITHIN THE GENERAL FUNDS LIKE, UH, THE HEALTH AND HUMAN SERVICES. IN ADDITION TO ALL THE, UH, SPECIAL PROJECT WORKERS, I BELIEVE THERE WAS 17 ASSOCIATED WITH, UH, EMERGENCY ASSISTANCE IN THE LFR F SO JUST WANTED TO HIGHLIGHT THAT THIS IS ONE VIEW. THIS IS LFR F VIEW, BUT WE ALSO HAD A GENERAL FUND BUDGET WHERE A LOT OF THESE, UM, IMPORTANT ISSUE AREAS WERE, WERE TAKEN INTO CONSIDERATION. EXCELLENT. AND THEN SEPTEMBER 14TH, AS ALREADY MENTIONED THAT DISCUSSED THE COMMISSIONER'S COURT APPROVED EARMARKING $110 MILLION TO CREATE THE TRAVIS COUNTY, UH, SUPPORTIVE HOUSING INITIATIVE PIPELINE THAT INCLUDED 50 MILLION FOR BURLESON VILLAGE, 50 MILLION FOR PROJECTS TO BE DEVELOPED IN PARTNERSHIP WITH THE COLLABORATIVE AND [01:10:01] THEN 6.5 MILLION FOR JUNIPER CREEK APARTMENTS AND 3 MILLION FOR CAMPUS. BUT ANSA, AND, UM, THAT WAS THE CHANGE MADE ON THE 14TH. THE NEXT SLIDE IS JUST AN OVERVIEW SLIDE EIGHT, EXCUSE ME. YES. PERFECT. SLIDE EIGHT IS AN OVERVIEW OF OUR, UH, EMERGENCY RENTAL ASSISTANCE PROGRAM THAT TOTALS APPROXIMATELY 19 MILLION A LITTLE BIT LESS THAN THAT. SHERRY FLEMING, THE COUNTY EXECUTIVE FOR HEALTH AND HUMAN SERVICES PROVIDES AN UPDATE TO COMMISSIONER'S COURT WEEKLY, AND THEY ARE WORKING HARD ON GETTING THOSE FUNDS OUT TO THE COMMUNITY. AND THEN OUR FINAL SLIDE IS ON COMMUNITY ENGAGEMENT. THAT'S BEEN A PRIORITY FOR THE COMMISSIONER OF SPORT AND STAFF IS CURRENTLY DEVELOPING A COMMUNITY ENGAGEMENT STRATEGY THAT ACCOUNTS FOR ALL OF OUR ACTIONS TODAY AND STAY TUNED. UM, AND I'M WOULD LIKE TO KNOW WHERE THAT IS AT IN TERMS OF, UM, HOW MUCH FUNDING THAT WOULDN'T HAVE BEEN IN OUR BUDGET IS COMING THROUGH, UM, FROM THE COUNTY TO HELP US FUND THOSE JOINT EFFORTS, SHERRY FLEMING COUNTY EXECUTIVE FOR HEALTH AND HUMAN SERVICES, AND I WILL START AND THEN JESSICA MIGHT HAVE TO HELP ME OUT. UM, SO OUR CURRENT INTER LOCAL AGREEMENT SPECIFICALLY EXCLUDES ANY, UM, PANDEMIC DISASTER TYPE RESPONSE, UM, INVESTMENT. IT, IT SPEAKS TO THE FACT THAT WE WOULD NEGOTIATE THOSE COSTS SEPARATELY, UM, THE COUNTY AND THE CITY NEGOTIATED, UM, COSTS RELATED TO THE PANDEMIC, UM, UNDER LAST YEAR'S FUNDING. AND NOW WE ARE SORT OF PICKING UP WHERE WE LEFT OFF. UM, I THINK AS OF DECEMBER 31ST OF LAST YEAR GOING FORWARD, UM, SO BOTH THE CITY AND THE COUNTY ARE MEETING TO NEGOTIATE WHAT THOSE REIMBURSEMENTS MIGHT LOOK LIKE, UM, FROM THAT DECEMBER 31ST CUTOFF. UM, AND THAT WAS ASSOCIATED WITH THE CARES ACT FUNDING. AND JESSICA, YOU WANNA FILL IN WHAT I LEFT? YOU GOT IT. ALL RIGHT. I THINK IT WAS DECEMBER 30TH WAS THE ONLY CHANGE I WOULD MAKE. AND, UM, WE'RE TALKING ABOUT APH, BUT WE'RE ALSO TALKING ABOUT VACCINATION EFFORTS. THERE'S A MULTITUDE OF DIFFERENT ACTIVITIES THAT ARE JOINTLY BEING DONE BY THE COUNTY AND THE CITY. AND, UM, AND WE'RE WORKING ON HOW TO BEST ALLOCATE THOSE, THOSE, UH, SO IN YOUR, UM, IN YOUR FRAMEWORK THOUGH, WHERE ARE THOSE FUNDS LIKE SET ASIDE AND THEN OF THE $35 MILLION THAT I SHOWED UNDER, UH, TRACK THREE COUNTY DIRECT AND JOINT RESPONSE. OKAY. AND THAT WOULD ALSO THEN INCLUDE ALL THE EXTENSIVE EXTRA VACCINATION WORK AND OTHER STUFF I'M ASSUMING WOULD BE VACCINATIONS HAVE BEEN DISCUSSED. YEAH. YEAH. OKAY, GREAT. THANK YOU. UM, MS. UM, BUT AS YOU THINK ABOUT THAT NEXT, UM, YOU KNOW, 15 MONTHS, I WAS WE'RE OVER OVER THREE YEARS, UM, YOU KNOW, WE WOULD VERY MUCH INVITE YOU TO JOIN US. I KNOW THERE'S CONCERN ABOUT IT BEING, UM, ONE-TIME FUNDING, BUT AS I UNDERSTAND THE PROPOSALS FOR MANY OF THEM, THERE'S BUILT IN RESEARCH COMPONENTS TO BE ABLE TO SHOW, UM, THE VALUE THAT WE'RE GETTING. SO THAT IF WE WERE GETTING TO A POINT WHERE WE HAD TO MAKE FUTURE ALLOCATIONS, WE WOULD BE ABLE TO GO TO THE PRIVATE SECTOR, GO, UM, TO THE STATE WITH EVIDENCE, BECAUSE THESE ARE PROGRAMS THAT WE ARE EXPECTING TO HAVE REALLY BIG IMPACTS ON OUR CHILDREN AND ON THE HEALTH OF OUR INFANTS. UM, SO I WOULD JUST, YOU KNOW, ASK THAT YOU KEEP LOOKING AT THAT AND TO THE EXTENT THAT, UM, SOME OF THAT RESEARCH WORK IS DONE AND CAN BE SHARED, UM, WITH YOU AS YOU'RE MAKING YOUR NEXT DECISIONS, UM, WOULD JUST ENCOURAGE YOU, UM, TO, TO, TO THINK ABOUT WAYS TO INVEST THAT OR FOR YOUR MONEY TO GO INTO THE THINGS THAT ARE NOT ONGOING POTENTIALLY. UM, MOVING FORWARD, I'M SURE COMMISSIONER SHERRY, IF YOU COULD ALSO HELP US, UM, HELP ME IN PARTICULAR, REMEMBER, UM, I'M RECALLING THAT IN THE COURSE OF LAST YEAR, YEAR BEFORE MAYBE A TWO TO THREE-YEAR TIMEFRAME. WE HAVE SYSTEMATICALLY INCREASED THE AMOUNT OF MONEY THAT WE ARE PUTTING INTO THE FUNDS FOR PRO PARTICULARLY FOR, UM, WORKFORCE, UM, AND ESPECIALLY FOR, UH, PEOPLE IN THE CAPITAL IDEA PROGRAM WHERE WE'VE INVESTED HEAVILY IN BETTER EDUCATING PEOPLE SO THAT THEY CAN GET THEMSELVES OUT OF POVERTY BECAUSE THEY'VE GOTTEN BETTER EDUCATION AND BETTER JOBS. I THINK THAT HAS, I I'M, I'M RECALLING THAT, THAT IS UP TO 2 MILLION OR TWO AND A HALF MILLION, AND IT'S BEEN STEADILY INCREASING, AND WE HAVE BEEN STEADILY INVESTING THOSE ADDITIONAL FUNDS. AND, UH, I THINK IT'S IMPORTANT FOR, FOR US ALL TO HAVE THAT, AND I'M NOT SURE I HAVE THOSE NUMBERS, RIGHT. SO AM I REMEMBERING THIS CORRECTLY? SO THERE IS A BASE BASELINE AMOUNT THAT, THAT WE PUT FORWARD WITH THE CHILDCARE SYSTEM THAT IS USED FOR COMMUNITY MATCH AND THE CITY DOES THE SAME. UM, THERE'S ALSO THE INVESTMENTS WE'VE BEEN MAKING IN, I THINK WHAT WE CALL LOCALLY, UM, CONTINUUM OF CARE, UM, WHERE WE TRY TO BRIDGE ANY GAPS IN, UH, STATE RULES AND FEDERAL RULES THAT MIGHT CAUSE FOLKS TO LOSE CHILDCARE. UM, YOU KNOW, THE ONE I THINK THAT WE QUOTE MOST OFTEN IS, IS A PROVISION THAT DOESN'T ALLOW PEOPLE TO HAVE CHILDCARE WHILE THEY'RE IN JOB SEARCH. SO WE PUT IN LOCAL FUNDS IN ORDER TO BRIDGE THAT GAP. UM, AND SO WE HAVE BEEN INCREASING THOSE FUNDS AS NECESSARY. WE, WE, WE HAVE A SORT OF A BASELINE BUDGET, UM, AND OF COURSE THE DEPARTMENT THROUGH THE YEARS HAS, HAS TO COME BACK AND REQUEST FUNDS IN THAT CATEGORY. UM, BUT WE DO THAT IN PARTNERSHIP WITH THE CITY. SO THERE IS BUDGET FROM THE CITY BUDGET, FROM THE COUNTY TO ENSURE THAT THOSE FUNDS ARE AVAILABLE AS THEY ARE NEEDED. AND THE DIFFICULTY THAT WE HAVE, UM, YOU ALL PROBABLY KNOW THIS, BUT IT'S IMPORTANT TO JUST SAY IT FOR THE RECORD. THE COUNTY REALLY ONLY HAS A REVENUE FROM PROPERTY TAXES. WE GET A LITTLE BIT FROM, I THINK, MIXED BEVERAGE AND A FEW OTHER SMALL POTS, BUT FOR THE MOST PART, WE JUST HAVE, UM, PROPERTY TAX REVENUE FOR OUR BUDGET AND IT HAS IT SEVERELY LIMITS WHAT WE ARE ABLE [01:20:01] TO FUND ON AN ONGOING BASIS. I THINK THAT'S A GREAT AREA TO HIGHLIGHT FOR SOME FOLLOWUP AT OUR NEXT MEETING, MR. LEECH. AND I THINK THAT'S ALSO A GOOD EXAMPLE WHERE, YOU KNOW, WE ARE CHALLENGED ONE BY NOT MEETING VERY OFTEN, AND THEN WE ALWAYS HAVE FRANKLY TOO MUCH TO COVER IN THESE MEETINGS. SO I THINK THOSE WORK GROUPS THAT REALLY THE IDEAL WAY FOR US TO TALK OUTSIDE OF THIS MEETING, MR. LEACH. WELCOME. THANK YOU. THANK YOU, TRUSTEES, COUNCIL MEMBERS AND COMMISSIONERS CAN GO TO THE NEXT SLIDE. SO, UM, FOR PUBLIC SCHOOLS IN THE, MIKE'S NOT ON, I CAN'T HEAR YOU VERY WELL FOR PUBLIC SCHOOLS IN THE UNITED STATES, THERE WAS A EDUCATION STABILITY FUND THAT WAS PART OF ALL THREE OF THE, UH, STIMULUS ACTS THAT CAME OUT AROUND CORONA VIRUS. OUT OF THAT EDUCATION STABILITY FUND. THERE WAS A DEDICATED ESSAR GRANT PROGRAM STANDS FOR ELEMENTARY AND SECONDARY EMERGENCY EDUCATION RELIEF. THERE WAS ALSO FUNDING FOR HIGHER EDUCATION. AND THEN THERE WAS ANOTHER FUND THAT WENT DIRECTLY TO THE GOVERNOR OF ANY STATE, WHICH IS THE GOVERNOR EDUCATION EMERGENCY RELIEF FUND THAT HE COULD, HE OR SHE COULD USE WITH THEIR DISCRETION, BUT SCHOOL DISTRICTS RECEIVED ACTUAL ESSER FUNDING. AND SO I W UH, WHAT WE'VE BROKEN DOWN HERE IS THE FUNDING THAT WE RECEIVED OUT OF EACH THREE OF THE ACTS. YOU'LL NOTICE THAT FOR THE CARES ACT, THAT WAS THE FIRST, UH, RELIEF ACT. UM, THE STATE ACTUALLY SUPPLANTED THE MONEY PROVIDED TO SCHOOL DISTRICTS. THIS WASN'T UNIQUE TO AUSTIN ISD. IT HAPPENED TO ALL THE SCHOOL DISTRICTS IN THE STATE OF TEXAS. AND SO, UM, AT A VERY HIGH LEVEL, THE STATE PROVIDED ALL THE SCHOOL DISTRICTS, THE FUNDING, AND THEN THEY DECREASED THE AMOUNT OF STATE FUNDING THAT THEY WERE ELIGIBLE FOR, BUT EQUAL AMOUNT. AND SO WHY THE CLAIM WAS THAT WE GAVE YOU RELIEF FUNDING. UH, WE DID NOT SEE ANY NEW DOLLARS OUT OF THAT. WE HAD TO USE THE RELIEF FUNDING TO COVER OUR OPERATIONAL COSTS THAT WE HAD. SO AISD RECEIVED 17 MILLION OUT OF THAT FIRST ACT. THE STATE OF THIS, UH, TEXAS IS WHAT ALL SCHOOL DISTRICTS RECEIVED, UM, ALL TOGETHER. AND THEN, UH, THE TEXAS EDUCATION AGENCY, OUR STATE EDUCATION AGENCY RESERVES 10% OF EACH OF THOSE NUMBERS. AND THEN THE REST WENT OUT TO SCHOOL DISTRICTS. SO THE SECOND PART , WHICH IS PART OF CHRISSA, UM, INTERESTINGLY ENOUGH, WE RECEIVED THAT MONEY THIRD, EVEN THOUGH IT WAS THE SECOND ACT. AND THE REASON WAS, IS THAT THE STATE'S APPLICATION TO THE US DEPARTMENT OF EDUCATION WAS HELD UP BECAUSE THEY WERE DECREASING THE AMOUNT OF FUNDING THAT SCHOOL DISTRICTS WOULD HAVE RECEIVED, WHICH WAS AGAINST THE ACT. SO THEY ASKED FOR A WAIVER, THE WAIVER WAS NOT GRANTED, AND THEY HAD TO DO SOME CHANGES TO, UM, THERE'S A FEDERAL APPLICATION TO GET APPROVED. SO WE JUST RECEIVED OUR S TWO A MONTH AGO. UH, WE RECEIVED $69.3 MILLION. HOWEVER, 25 MILLION OF THAT IS BEING REMOVED TO COVER HOLD HARMLESS, WHICH BASICALLY A SCHOOL DISTRICTS ARE FUNDED BASED OFF OF, UH, ATTENDANCE IN THE NUMBER OF DAYS THAT A STUDENT IS IN ATTENDANCE. AND SO WE ESTIMATE FOR ANY GIVEN YEAR, HOW MUCH DO WE EXPECT FROM THE STATE? AND THEN WE BUDGET ACCORDINGLY. WELL, OBVIOUSLY LAST YEAR WAS AN UNUSUAL YEAR AND WE WERE BUDGETING FOR, UM, ABOUT, UH, 80,000 KIDS, BUT WE HAD ABOUT 6,000 KIDS LESS THAN THAT, BUT WE WERE STAFFED FOR 80,000. SO THAT WAS WHAT OUR BUDGET WAS BUILT ON. THAT'S WHAT THE BOARD APPROVED AND THAT'S WHAT WE STAFFED FOR. UM, SO THE STATE, UH, SAID THAT THEY WOULD PROVIDE HOLD HARMLESS FUNDING BECAUSE THE STATE WAS ALREADY GIVEN ALL THIS MONEY THROUGH THEIR ALLOCATIONS, THAT THEY WOULD HOLD ANY DISTRICT WHO SAW A DECREASE IN ENROLLMENT AND OR ATTENDANCE, UH, WHICH WAS GREAT. WE WERE VERY EXCITED ABOUT THAT. SOME OF YOU MAY HAVE SEEN OUR PUSH TO ACTUALLY HAVE KIDS RETURNED TO CAMPUS BECAUSE THERE WAS A FUNCTION THAT WAS BASED OFF OF OUR ON-CAMPUS ATTENDANCE ON OUR ELIGIBILITY TO RECEIVE HOLD HARMLESS. AND WE ACTUALLY MET IT. WE MET IT ON THE SECOND TO LAST DAY POSSIBLE. WE WERE VERY EXCITED. AND THEN WE FOUND OUT THREE WEEKS LATER, UM, THAT THE STATE WAS ACTUALLY GOING TO TAKE BACK THAT HOLD HARMLESS MONEY OUT OF OUR SR TWO FUNDING. UH, SO AGAIN, THEY IN EFFECT SUPPLANTED $25 MILLION, AND THEN ESTHER THREE, WHICH WAS, IS THE NEWEST ACT. UM, WE ACTUALLY RECEIVED FIVE MONTHS AGO AND AISD RECEIVED 155.6 MILLION OUT OF THERE. NONE OF THAT WAS SUPPLANTED. SO WE DID RECEIVE THAT FULL AMOUNT, BUT SR THREE ACTUALLY DID HAVE SOME ADDITIONAL STIPULATIONS IN IT THAT WERE UNIQUE FROM THE FEDERAL GOVERNMENT. THE TWO BIG ITEMS WERE THAT THEY CREATED A MAINTENANCE OF EQUITY, AND I'M SURE EVERYONE'S FAMILIAR WITH THE MAINTENANCE OF EFFORT [01:25:01] NEED IN A LOT OF BUDGETING WHERE YOU CAN'T SPEND LESS THAN YOU DID PREVIOUSLY. WELL, THE FEDERAL GOVERNMENT ACTUALLY CREATED A MAINTENANCE OF EQUITY MEASUREMENT THAT WE HAVE TO MEET. AND SO IN EFFECT, WE HAVE TO ENSURE THAT WHEN WE LOOK AT ALL OF OUR SCHOOLS PUT TOGETHER, AND THEN WE FIGURE OUT WHICH OF THOSE SCHOOLS HAVE THE HIGHEST PERCENTAGE OF STUDENTS RECEIVING FREE AND REDUCED LUNCH, OR AS WE CALL THEM OUR ECONOMICALLY DISADVANTAGED POPULATIONS THAT THE BOTTOM PERCENT, THE, THE SCHOOLS WITH THE HIGHEST PERCENT CANNOT HAVE ANY MORE OF A CHANGE IN THE AMOUNT OF FUNDING THAT THEY RECEIVE, THEN THE OTHER SCHOOLS ALL PUT TOGETHER. SO THAT WAS THAT MAINTENANCE OF EQUITY CALCULATION THAT WE HAD TO DETERMINE. UM, IT'S NOT, IT'S, IT'S DIFFICULT BECAUSE THE NUMBER OF STUDENTS CHANGE AT THESE CAMPUSES AND THE ENROLLMENT IS THE NUMBER ONE DRIVER ON OUR CAMPUS BUDGETS. SO WE'RE STILL LOOKING AT THAT WAITING TO FIND OUT, UM, ALSO THE STATE ASKS THAT 20% OF ANY OF THOSE 155 MILLION FOR US DOLLARS BE SPENT ON, UH, WHAT WE'RE CALLING ACCELERATED LEARNING, BUT THE PHRASE THAT THE STATE AND THE FEDERAL GOVERNMENT ACTUALLY USES LEARNING LOSS. IT'S NOT A PHRASE WE REALLY CARE FOR IT CAUSE THE KIDS DIDN'T LOSE ANYTHING. UM, SO WHY ARE WE SAYING THAT SOMEHOW THEY'VE LOST LEARNING, BUT WE DO RECOGNIZE THAT WE DO NEED TO HAVE SOME ACCELERATED SUPPORTS AND SOME ADDITIONAL SUPPORTS FOR STUDENTS. SO 20% OF THAT, UM, GOES DIRECTLY TOWARDS THAT NEXT SLIDE, PLEASE. UM, SO ON ALL OF THESE GRANTS, THE ALLOWABLE USES, UM, WE'RE, AND THIS IS VERY GENERALIZED. THERE WAS ACTUALLY 16 ALLOWABLE USES AND WE'VE KIND OF SUMMARIZED THEM HERE, BUT THAT WE CAN, UH, PROVIDE SUPPORTS FOR OUR TEACHERS. WE CAN BUY AND PURCHASE AND TRAIN NEW INSTRUCTIONAL MATERIALS. WE CAN, UM, PROVIDE MORE TIME TO STUDENTS THAT COULD BE THROUGH TUTORING, THROUGH ENRICHMENT OPPORTUNITIES, THROUGH SCHOOL OPPORTUNITIES, BEFORE SCHOOL OPPORTUNITIES. WE CAN DO, UM, PARENT ENGAGEMENT PROGRAMS. AND AGAIN, THAT CAN BE THROUGH BRINGING PARENTS INTO THE CAMPUS OR JUST INFORMING PARENTS OUTSIDE OF THE CAMPUS. AND THEN WE CAN ALSO DO THINGS AROUND FACILITY IMPROVEMENTS AND NEW TECHNOLOGY. NEXT SLIDE. YES, SIR. THANK YOU, COMMISSIONER. AND I KNOW, UH, TRUSTEE RODRIGUEZ ALSO HAS A QUESTION AND IS AWAITING PRECEDENT. APOLOGIES. COULD WE GO BACK ONE SLIDE? I BELIEVE THAT, UH, SO TRANSPORTATION IN ITSELF WAS NOT AN ALLOWABLE COST AS FAR AS IT'S REQUIRED BY THE STATE OF TEXAS, BUT SINCE AFTER SCHOOL, TRANSPORTATION IS NOT A REQUIREMENT. UM, I BELIEVE THE QUICK ANSWER IS THAT YES, THAT'S AN ALLOWABLE COST. I'M GOING TO RECOGNIZE PRESIDENT RODRIGUEZ. I KNOW HE HAS A QUESTION TOO. AND THEN I'M GOING TO ASK THAT WE FINISH MR. . YEAH. THANK YOU. DIANA TIME IS OF THE ESSENCE. IF YOU GO BACK TO SLIDE NUMBER TWO AND DOCTOR RATES, I JUST WANT TO MAKE A POINT HERE TO ALL OF OUR COMMUNITY, OUR TAXPAYERS. CAN YOU SHARE THE AMOUNT OF MONEY THAT WE'RE PAYING FOR RECAPTURE BECAUSE WHATEVER THAT AMOUNT IS, WE NEED TO ADD THE $42.2 MILLION OF SUPPLANT OF HOW MUCH MONEY OUR COMMUNITY IS, HOW MUCH RESOURCES ARE LEAVING US AND WHY WE NEED THE HELP AND SUPPORT OF THE COUNTY AND THE CITY. YEAH. AND ACTUALLY, BECAUSE OF HOW THEY DID THAT SUPPLANTING OF THE FIRST PART OF SRS THAT ACTUALLY DID INCREASE OUR RECAPTURE PAYMENT BY 17 MILLION. LUCKILY WITH THE OTHER PART, UM, WE DIDN'T, IT DIDN'T HAVE A DIRECT EFFECT ON THE INCREASE, UM, BECAUSE THEY DID A HOLD HARMLESS ON IT. BUT, UH, SO WE PAID, UH, UH, AND, AND I KNOW THAT ONE OF OUR, MY TRUSTEES IS GOING TO KNOW THE EXACT AMOUNT. I BELIEVE WE PAID 125 MILLION INTO RECAPTURE 800, 825 MILLION. WE'RE THE LARGEST SINGLE PAYER. AND WE'RE IN THE TOP FIVE AS A PERCENT OF OUR TOTAL STUDENT POPULATION. INTERESTINGLY ENOUGH, THE SCHOOL WITH THE HIGHEST PERCENT POPULATION IS EONS. SO BETWEEN EONS AND AUSTIN ISD, WE CONTRIBUTE A ONE THIRD OF THE AMOUNT OF RECAPTURE TO THE STATE OF TEXAS. SO I THINK I HAD ONE MORE SLIDE. THE, I JUST WANT TO SAY ON THE RECORD THAT THAT IS OUTRAGEOUS. I MEAN, I KNEW IT WAS OUTRAGEOUS, BUT IT JUST NEEDS TO BE CONTINUALLY SAID THAT IT IS OUTRAGEOUS. AND THANK YOU. THAT'S EXACTLY WHY I WANTED TO MAKE SURE THAT WE, WE KNEW THAT NUMBER BECAUSE IT'S REALLY IMPORTANT FOR US TO EDUCATE OUR COMMUNITIES ABOUT WHAT'S REALLY HAPPENING IN THE IMPACT THAT THAT HAS ON OUR, AND, UM, MR. RODRIGUEZ THAT IS MORE THAN THE CITY OF AUSTIN TAKES IN PROPERTY TAXES. AND YOU TALKING POINT FOR THE AUSTIN INDEPENDENCE. I BELIEVE OUR, OUR PROPERTY TAXES IS, UM, MS. THOMAS, IS SHE STILL ON? CAN CORRECT ME, BUT ROUGHLY ABOUT 600 MILLION OR SOMETHING LIKE THAT. AND IT IS MORE THAN WE TAKE IN. [01:30:01] OKAY. I'D BE REMISS IF I DIDN'T MENTION, I'M SORRY. UM, BUT THEY ACTUALLY HAVEN'T SAVED THE AUSTIN TAXPAYERS, ANYTHING THEY'VE ACTUALLY, UH, DIRECTLY INCREASED THOSE TAX FUNDS. SURE. BUT LET ME JUST REMIND YOU ALL THAT WE HAVE COMING UP NEXT IS LEGISLATIVE UPDATES, WHICH WOULD BE AN AWESOME OPPORTUNITY TO REALLY VENT ABOUT THIS PARTICULAR ISSUE. I JUST WANT TO SAY THE STATE IS FORCING, UM, THE TAXPAYERS IN AND, UH, UH, AUSTIN ISD TO, UH, SUBSIDIZE WHAT THEY SHOULD BE FUNDING THROUGH THE STATES ON FUNDING SOURCES TO THE REST OF THE SCHOOL DISTRICTS ACROSS THE STATE. AND IT IS OUTRAGEOUS THAT WE CONSTITUTE ALONG WITH IAN'S 30% OF WHAT, OF WHAT THE STATE GIVES IN ITS ENTIRETY TO ALL OF THE REST OF THE STATE OF TEXAS. UM, AND WHAT IS, UH, THE 825 MILLION ROUGHLY? WHAT PERCENTAGE OF THE AISD BUDGET IS THAT ROUGHLY? YEAH, I THINK IT'S LIKE 40, 41. SO FOR EVERY NEW, FOR EVERY NEW DOLLAR THAT WE SEE THROUGH A PROPERTY VALUE INCREASE, UM, SOMETHING LIKE, I THINK IT'S ABOUT 85 CENTS OF IT WILL GO TO THE STATE AND THE REST WILL GO TO AISD. YEAH. AND IF I MAY SPEAK, THERE'S A CALCULATOR ON AUSTIN ISD, HIS WEBSITE, WHERE YOU CAN PUT YOUR HOME VALUE IN AND SEE EXACTLY WHERE YOUR MONEY IS GOING AND EXACTLY WHICH PORTION OF IT IS STAYING IN, WHICH PORTION IS GOING. AND WE WERE PAYING STAFF HAZARD PAY TO BE ON CAMPUS. WE ALSO VASTLY INCREASED THE AMOUNT OF TECHNOLOGY WE NEEDED. UM, WE WERE LUCKY THAT WE DID IT EARLY BEFORE A LOT OF IT GOT HELD UP, BUT WE ENSURE THAT EVERY STUDENT HAD TECHNOLOGY. SO WE ACTUALLY WENT BACK AND PAID OURSELVES BACK FOR THAT, WHICH IS WHY YOU SEE THAT ADDITIONAL SUPPLANTING. SO I HEARD TRUSTEE BOSWELL SAY YESTERDAY, I'M GOING TO REPEAT, I THINK SHE SAID A GOOD SUPPLANTING OR THERE MAY HAVE BEEN TRUSTEE LUGO, WHOEVER STARTS THE BOX. OKAY, GOOD SUPPLANTING VERSUS BAD SUPPLANTING. SO THIS WAS GOOD SUPPLANTING. WE WERE PAYING OURSELVES BACK FOR THINGS THAT WERE UNEXPECTED. UM, SO WE ALSO ARE AN INCREASING OUR OWN ENROLLMENT AND ENGAGEMENT. THAT INCLUDES THINGS LIKE OUR PSS IS HOW WE'RE REACHING OUT TO FAMILIES, HOW WE'RE ADVERTISING TO FAMILIES AND HOW WE BRING THEM INTO THE CAMPUS, UM, AND PROVIDE THEM A ROLE IN THE CAMPUS FOR FACILITIES. THERE WAS A LOT OF STIPULATIONS ON HOW YOU SPENT EXTRA DOLLARS ON FACILITIES AND IT WAS, UM, HONESTLY SO MANY STIPULATIONS THAT IT DIDN'T MAKE SENSE FOR US TO USE SR FUNDS FOR THIS, WHICH IS WHY YOU ONLY SEE A LITTLE BIT, WHICH WAS TO HELP PROVIDE, UM, A FEW MINOR CHANGES FOR HVAC. AND THEN WE PROVIDED, UM, IT'S NOT AIR CIRCULATION. I APOLOGIZE. I CAN'T THINK OF WHAT THEY'RE CALLED, BUT THE LITTLE DEVICES THAT YOU GET IN EVERY ROOM THAT HELPS PURIFY AIR, WE PROVIDED THOSE TO ALL OF OUR TEACHERS. ALTHOUGH I THINK WE, YOU KNOW, IT ALWAYS HELPS A LITTLE BIT WORKING FOR THE CITY TO HEAR WHAT'S GOING ON WITH THE SCHOOL DISTRICT. CAUSE IT MAKES US NOT FEEL SO ALONE WHEN IT COMES TO, UM, UM, THE WORK THAT WE'RE HAVING TO DO AT THE LEGISLATURE RIGHT NOW. UM, ON THIS SLIDE, WHAT I WANNA BRING TO YOUR ATTENTION ARE HIGHLIGHT ARE THE TWO, UH, TWO FIRST ITEMS THERE CAMPING BAN NINE 18 HB 1925 IN THE CITY POLICE FUNDING. AND I'M SHARING THIS RIGHT NOW BECAUSE, UM, WE JUST RECENTLY WORKED WITH THE CITY DEPARTMENTS TO SEND IN COMMENTS REGARDING CAMPING BAN RULES THAT JUST CAME OUT FROM DTD, UH, HCA. UM, AND, AND TO ALSO GIVE THEM SOME IDEAS OF THINGS THAT WE'D LIKE TO SEE CHANGED. AND THEN THE POLICE FUNDING WE'RE CURRENTLY WORKING WITH DEPARTMENTS TO BRING UP SOME CONCERNS ABOUT THE RULES THAT HAVE JUST BEEN RELEASED FROM THE GOVERNOR'S OFFICE REGARDING, UM, WHAT CRITERIA WILL BE LOOKED AT AS FAR AS DEFUNDING AND WHAT HAVE YOU. SO WE FEEL LIKE WE HAVE SOME REALLY GOOD INFORMATION TO GET TO THEM AND WE WILL MAKE SURE TO BE KEEPING YOU ALL IN THE LOOP AND UPDATED. AND I DO WANT TO STAY ON A SIDE NOTE THAT I APPRECIATE THAT. I THINK, UH, DURING SESSION, WHEN WE DEALT WITH THAT BILL, WE HAD REALLY GOOD COLLABORATION WITH THE COUNTY BECAUSE AS YOU ALL KNOW, UM, UM, THAT SOMETIMES THAT'LL BLUR WITH THE, UM, UH, DIS ANNEXATION INFORMATION, UH, BILLS THAT WE WILL TALK ABOUT IN A LITTLE BIT, UM, BECAUSE THEN THEY JUST MAKE ASSUMPTIONS THAT THE POLICE EFFORTS AND, AND, AND COVERAGE WILL HAPPEN, BE TAKEN UP BY THE COUNTY. NEXT SLIDE PLEASE. SO WE GOT SOME POSITIVES THIS SESSION, BELIEVE IT OR NOT, AND WE'RE PRETTY EXCITED AND HAPPY ABOUT THAT. IT DID TAKE QUITE A BIT OF WORK AND WE HAD A VERY STRONG DELEGATION THAT WORKED VERY HARD FOR US TO MAKE THAT HAPPEN. I'LL HIGHLIGHT TWO OF THOSE THINGS, CLOUD COMPUTING, UM, UM, ACTUALLY REALLY OUR FINANCIAL, UH, FINANCIAL SERVICES OFFICE SHARED WITH US THAT IT'S BEEN A NICE SAVINGS. UM, IT'S, IT'S NOT A HUGE AMOUNT, BUT EVERY BIT HELPS AT THIS POINT CONSIDERING, UM, WHERE THE LEGISLATURE HAS BEEN GOING ON REGARDING, UM, PROPERTY TAX RELIEF. AND THE OTHER ONE IS THE APRS PENSIONS, UM, MUCH THANKS TO, UM, OUR COUNCIL FOR WORKING WITH US TO, TO MOVE FORWARD ON, ON, UM, AND OF COURSE EVERYBODY ELSE WHO WAS INVOLVED WITH THAT ON GETTING TO A RESOLUTION WITH THE HR SYSTEM AND EVERYBODY IS VERY HAPPY. WE WORKED VERY CLOSELY WITH APRS AND FEEL VERY GOOD ABOUT THE OUTCOME THERE. NEXT SLIDE, PLEASE. SOME OF THE POSITIVES FOR THE CITY ARE ACTUALLY THE BILLS THAT FAILED TO PASS. I DO WANT TO ACKNOWLEDGE THAT OUR DELEGATION WAS VERY, UM, UM, STRONG IN THEIR ADVOCACY TO HELPING US BRING OUR CASE TO THE LEGISLATURE. UM, AND OUR TEAM WORKED VERY HARD TO MAKE SURE THAT PEOPLE UNDERSTAND, UM, WHY THESE THINGS WERE A PROBLEM. UM, AS I MENTIONED EARLIER, THE DIS ANNEXATION BILLS THAT YOU SEE THERE IN THE MIDDLE, UM, WE WORKED CLOSELY WITH THE COUNTY AS WELL BECAUSE THERE WERE, THERE WERE, SOME OF THOSE BILLS WOULD HAVE, YOU KNOW, JUST TALKING TO SWATHS OF AUSTIN AND, UH, DIS ANNEX THEM, UM, AND THEN LEFT THOSE POLICING [01:40:01] EFFORTS TO THE COUNTY. AND WE'RE TALKING ABOUT ONE OF THOSE BILLS, UH, UH, REALLY DID GO ALL, NOT JUST LIKE AUSTIN, BUT WENT ALL THE WAY UP, UM, AND TOOK AN ENTIRE COUNCIL DISTRICT. AND SO PEOPLE DIDN'T REALLY UNDERSTAND THE IMPACT OF THAT. THE COUNTY WAS VERY HELPFUL WITH THE CITY TO HELP PEOPLE UNDERSTAND THAT, SO THAT THOSE THINGS WOULD NOT HAPPEN. NEXT SLIDE, PLEASE, ON THIS, UM, AN ADDITIONAL POSITIVES, I HATE TO SAY THAT THERE'S MORE THAN ONE SLIDE THAT, UM, AS IS LISTED AS A POSITIVE, THAT FAILED TO PASS, BUT, UM, THAT'S BEEN OUR REALITY LATELY. UM, THE ETJ REGULATION, WE, WE, UM, WORKED VERY HARD TO MAKE SURE THAT THAT DID NOT IMPACT THE ABILITY TO, UM, WITH WATERSHED TO MAKE SURE THAT WE CAN REGULATE THE IMPORTANT THINGS OUT IN THOSE AREAS THAT WE WORKED TOGETHER. AND WE COLLABORATIVELY WORKED WITH THE COUNTY ON. UM, AND MOST OF YOU KNOW, ABOUT A LOT OF THE OTHER THINGS, OTHER ISSUES ON THERE, I'LL SAY THAT THE MOU DEREGULATION, THERE'S SOME OTHER AUSTIN ENERGY BILLS THAT WE WERE ABLE TO GET STRONG SUPPORT TO FOR A DEREGULATION TO NOT HAPPEN FOR, UM, THE RESULT TO BE RAISING RATES ON OUR RESIDENTS AND RATE PAYERS. NEXT SLIDE, PLEASE. WE DID WANT TO JUST TOUCH UPON, UH, AN ISSUE THAT WE KNOW THAT IT'S VERY WELL SHARED BETWEEN THE COUNTY AND THE CITY, UM, AND OUR SCHOOL DISTRICTS WITH THE MASK MANDATES AND VACCINE MANDATES AND POINT OUT THAT, UM, UH, WHILE, WHILE RECENTLY IT'S, IT'S, IT'S NOT AS BROAD AS, AS WHAT HAS BEEN BROUGHT UP BEFORE WE, UH, WE HAVE JUST GONE INTO OUR THIRD SPECIAL SESSION AND WE CONTINUE TO WATCH AND MONITOR TO, UM, AND, AND STAY ENGAGED TO ENSURE THAT WE CAN LOCALLY DO WHAT WE NEED TO DO WITHOUT, UM, NECESSARILY HAVING TO GET INTO A WHOLE LOT OF LITIGATION OVER IT. NEXT SLIDE PLEASE. AND AS I MENTIONED A MINUTE AGO, WE KNOW THAT THE GOVERNOR COULD CALL A SPECIALIST SESSION AT ANY TIME. UM, WE KNOW THAT THE HOUSE MAPS, UH, HAVE NOT BEEN RELEASED, THE SENATE MAPS, REDISTRICTING MAPS HAVE, HAVE RECENTLY BEEN RELEASED. AND, UM, BASED ON PRIOR EXPERIENCE, WE WOULD EXPECT THAT THERE'LL BE MORE THAN JUST, UH, WE'LL SEE ADDITIONAL SPECIAL SESSIONS MOVING FORWARD. UM, AND AGAIN, THE GOVERNOR CAN AT ANYTIME CAN ADD, UM, TOPICS TO THAT CALL AND BECAUSE AN EXCITING NEXT SLIDE, PLEASE. THAT'S IT. UM, I WILL BE VERY BRIEF SINCE I KNOW WE ARE RUNNING CLOSE TO TIME. UM, I DID A WONDERFUL JOB GIVING YOU GUYS A RECAP OF THE REGULAR SESSION. THERE'S A TON OF OVERLAP BETWEEN THE COUNTY AND THE CITY. UM, SO WE'LL COVER THAT. I JUST WANT TO TALK ABOUT THIS SPECIAL SESSIONS THAT WE'VE HAD SO FAR. NEXT SLIDE, PLEASE. IF I COULD SUM UP, UH, WHAT'S BEEN GOING ON, I WOULD SAY THERE HAVE BEEN TOO MANY SPECIALS AND EVERYTHING THAT HAS PASSED HAS BEEN BY AND LARGE, UH, BAD, BUT WE'LL GO INTO SOME SPECIFICS ON THAT. THE BAIL REFORM BILL AND ELECTION INTEGRITY WERE THE TWO THAT PROBABLY WILL HAVE THE GREATEST IMPACT TO THE COUNTY. I KNOW YOU GUYS HAVE HEARD A TON ABOUT WHAT THOSE WILL DO, BUT REALLY QUICKLY BAIL REFORM BILL IS GOING TO HAVE A MASSIVE IMPACT ON THE COUNTY, THE WAY THAT WE DEAL WITH, UH, CRIMINAL JUSTICE. AND WE ANTICIPATE HAVING A SORT OF UNKNOWN IMPACT SO FAR ON WHAT THAT'S GOING TO LOOK LIKE FOR OUR JAIL POPULATION, WHAT THAT'S GOING TO LOOK LIKE AS WE TRY TO MOVE PEOPLE THROUGH THE SYSTEM, WANT TO POINT OUT THE STR STR THREE, IT'S A CONSTITUTIONAL AMENDMENT THAT WOULD PUT SOME OF THIS INTO THE STATE CONSTITUTION THAT DID NOT PASS, UM, DURING THE SECOND SPECIAL, HOWEVER, IT HAS SINCE BEEN ADDED TO THE CALL BY THE GOVERNOR, MOVING ON TO ELECTION INTEGRITY. I WANT TO GIVE THE CAVEAT THAT THE LANGUAGE I'M USING IS PULLED DIRECTLY FROM THE GOVERNOR'S PROCLAMATION LANGUAGE. UM, SO TAKE ALL OF THESE WITH A GRAIN OF SALT SENATE BILL ONE DID PASS, UM, AND WE ARE PRETTY CERTAIN THAT IT WILL HAVE, UH, BY AND LARGE AND ALSO A NEGATIVE IMPACT ON THE WAY OUR ELECTIONS ARE RUN. THERE ARE SOME THINGS IN THERE, MECHANICAL THINGS THAT WON'T HAVE MUCH OF AN IMPACT, BUT BY AND LARGE, WE SEE THIS AS A WAY TO REALLY DISENFRANCHISE THE NUMBER OF VOTERS. UM, CREATE A LITTLE BIT, I WOULD SAY MAYBE FEAR ON THE SIDE OF CERTAIN VOTERS COMING AND REALLY DOES PUT SOME LIMITATIONS ON THOSE PEOPLE WHO HAVE DISABILITIES BEING ABLE TO INTERACT WITH THIS PROCESS. UM, MOVING ON ORDER SECURITY. THIS GAVE THE GOVERNOR 1.1 0.8 OR $1.6 BILLION [01:45:01] TO ADDRESS, UH, BORDER RELATED ISSUES. THERE WILL BE SOME MONEY AVAILABLE FOR DIFFERENT GRANTS THAT THE COUNTY WILL BE LOOKING AT AND SEE IF WE CAN TAKE ADVANTAGE OF SOME OF THOSE NEXT SLIDE, PLEASE. TWO OTHER THINGS THAT WERE ON THEIR APPROPRIATIONS. THIS WAS NECESSARY TO PASS, TO HELP CONTINUING FUNDING THE LEGISLATURE ITSELF WITHIN THIS TRAUNCH OF LEGISLATION, SENATE BILL EIGHT WILL HAVE AN IMPACT TO OUR CONSTITUENTS THAT CHANGES THE TIMING OF RECEIVING A HOMESTEAD EXEMPTION FOR NEW PROPERTY OWNERS. IT'S PRETTY MUCH REVENUE NEUTRAL, BUT COULD BE A GOOD THING FOR THOSE PEOPLE BUYING A HOME FOR THE FIRST TIME. THERE ARE SOME PROPERTY TAX ISSUES FOR THE SCHOOL. AGAIN, WE'LL LEAVE THIS TO EDNA TO GIVE YOU A GREATER BRIEFING ON THOSE OTHER POINTS THAT WERE OF IMPORTANCE TO ALL OF US WITH MOVING THE DATE FOR THE PRIMARY ELECTION. SO AS WE KNOW, THE CENSUS NUMBERS CAME OUT VERY LATE. THIS YEAR. REDISTRICTING IS GOING TO GET IT BE DONE AT A BREAKNECK PACE. THE LEGISLATURE DID IS MOVE THE DATE. AT LEAST FOR THE FILING DEADLINES, DIDN'T CHANGE THE PRIMARY DATE BY MUCH. UM, DEPENDING ON WHEN THE STATE ACTUALLY PASSES THEIR OWN MAPS. NEXT SLIDE BELIEVES THERE WERE TWO BILLS, UM, THAT WOULD HAVE, WOULD HAVE HAD AN IMPACT TO THE COUNTY THAT DID NOT PASS THE FIRST OF WHICH IS SENATE BILL 14, WHICH REALLY LIMITS OUR ABILITIES AS LOCAL GOVERNMENTS, UM, TO CREATE ORDINANCES OR REALLY PRACTICES RELATED TO OUR EMPLOYEES. THIS DID NOT PASS IN THE REGULAR SESSION, DID NOT PASS IN THE SECOND SPECIAL SESSION EITHER AND HAS NOT BEEN ADDED TO THE THIRD YET. ADDITIONALLY, UM, THE BILL THAT WOULD HAVE DEALT WITH LEGISLATIVE FORUMS DID NOT MOVE, UM, AND HAS ALSO NOT BEEN ADDED TO THIS THIRD CALL. NEXT SLIDE, PLEASE. TWO ITEMS THAT WERE ON THE SECOND SPECIAL, UM, OR THE, OR DEALING WITH APPROPRIATING THE 10.5 BILLION PLUS OR MINUS THE STATE STILL HAS YET TO ALLOCATE IN THEIR OWN FEDERAL FUNDS, AS WELL AS LOOKING AT VACCINE MANDATES, UM, AND HOW THEY CAN PROHIBIT LOCAL GOVERNMENTS FROM REALLY PUTTING ANY, ANY OF THOSE IN PLACE. THESE WERE NOT COVERED. THESE WERE PART OF THE CALL ON THE SECOND SPECIAL SESSION. THEY DID NOT MOVE AND HAVE SINCE BEEN ADDED TO THE THIRD SPECIAL SESSION CALL. UH, NEXT SLIDE, PLEASE. WE DISTRICTING IS GOING TO BE THE PRIMARY FOCUS FOR THE LEGISLATURE. ITEM MENTIONED THAT THERE IS A SENATE MAP THAT HAS BEEN RELEASED FOR THE COUNTY. IT LOOKS LIKE CURRENTLY WE HAVE FOUR SENATORS. IT LOOKS LIKE THAT WILL BE REDUCED DOWN TO THREE SENATORS, LOOKING AT THE HOUSE MAPS OR HEARING WHAT I HAVE ABOUT THEM. IT'S NOT BEEN RELEASED YET. THERE ARE SEVERAL PROPOSITIONS BEING FLOATED AROUND. IT LOOKS LIKE TRAVIS COUNTY BASED ON POPULATION SHOULD BE RECEIVING A SEVENTH HOUSE SEAT. CURRENTLY WE HAVE SIX. UH, IT WILL BE A MEANS TO BE SEEN WHAT THAT DISTRICT WILL LOOK LIKE. AGAIN, FEDERAL RELIEF APPROPRIATIONS IS GOING TO ALSO BE ON THE PLATE. UM, HOPEFULLY THEY WILL BE KIND TO THEIR LOCAL GOVERNMENTS THAT ARE HELPING PROVIDE A LOT OF THESE SERVICES WHERE THE STATE HAS, HAS TAKEN A MUCH MORE DELAYED APPROACH. AGAIN, VACCINE MANDATES IS ON THE CALL. PROPERTY TAX RELIEF AS MENTIONED, HAS TO DO WITH, UM, SCHOOL, PROPERTY TAXES AND COMPRESSION. SO FAR, THERE'S BEEN NOTHING ON THE CALLS ABOUT, UH, REVENUE CAPS OR ANYTHING THAT WOULD LIMIT THE COUNTY OR THE CITY'S ABILITY TO, TO RAISE THE REVENUE THAT'S NEEDED. LASTLY, BAIL REFORM BACK ON THE CALL, BUT ONLY AS IT RELATES TO THAT, UM, CONSTITUTIONAL AMENDMENT THAT I MENTIONED EARLIER, IT PASSED IN THE FIRST SPECIAL SESSION OR SORRY, IN THE FIRST REGULAR SESSION. UM, AND DIDN'T PASS SUBSEQUENTLY BECAUSE IT LACKED A NUMBER OF VOTES THAT WERE NEEDED BECAUSE IT'S A CONSTITUTIONAL AMENDMENT. IT NEEDS TWO THIRDS VOTE IN BOTH CHAMBERS DID NOT RECEIVE IT LAST TIME. I AM HEARING MIXED REVIEWS OF WHETHER OR NOT IT WILL PASS FOR A THIRD TIME. UM, BUT WE WILL BE WATCHING THAT TO SEE THAT IS ALL I'VE GOT FOR YOU. AND BECAUSE AT THE TIME, RIGHT BEFORE THE SESSION STARTED, UH, WE THOUGHT WE WERE RUNNING AT A DEFICIT BECAUSE OF, OF COVID-19. UM, AND SO OUR, THEY DID FULLY FUND HOUSE BILL THREE. I'M NOT GOING TO GO THROUGH ALL OF THIS, ANOTHER ONE OF OUR PRIORITIES AGAIN, BECAUSE COVID PERSISTED WAS FUNDING FOR VIRTUAL EDUCATION. AND NEXT SLIDE PLEASE. AND, UH, DURING THE REGULAR SESSION, THIS BILL, WHICH WAS HOUSE BILL 1468, DID NOT PASS BECAUSE WE RAN OUT OF TIME. BUT DURING THE SECOND CALL SESSION, UM, SENATE BILL 15 DID PASS AND [01:50:01] IT ALLOWS FUNDING FOR STUDENTS ENROLLED IN, UH, LOCAL REMOTE LEARNING PROGRAMS TO BE FUNDED, BUT IT HAS A LOT OF CAVEATS. UM, THE DISTRICT HAS TO BE RATED A C OR HIGHER, UM, AND NO MORE THAN 10% OF THE STUDENTS ENROLLED IN THE DISTRICT CAN BE ENROLLED IN VIRTUAL. UH, THE STUDENT, UH, CANNOT HAVE MORE THAN 10 EXCUSED ABSENCES IN A SIX MONTH PERIOD. UM, THE STUDENT DID NOT RECEIVE A MAJORITY OF HIS OR HER INSTRUCTION REMOTELY THE PREVIOUS SCHOOL YEAR. UM, AND THE STUDENT ACHIEVED A SATISFACTORY PERFORMANCE ON EACH STATE ASSESSMENT. UM, AND A LOT OF STUDENTS DID NOT TAKE THE STAR TEST DURING THE PANDEMIC, UM, AND WE'RE NOT REQUIRED TO. UM, AND SO FOR THOSE WHO DID NOT TAKE THE STAR EXAM, UM, THIS DISTRICT CAN, UH, ADMINISTER A DIFFERENT GRADE LEVEL PROFICIENCY ON THE, UM, THAT MEASURES THE TEXAS ESSENTIAL KNOWLEDGE AND SKILLS. NEXT SLIDE PLEASE. UM, THE, UH, FORTUNATELY THE APPLICATION IS RETROACTIVE. UM, SO WE SHOULD BE ABLE TO GET FUNDING FOR THOSE ELIGIBLE STUDENTS, UM, FROM THE BEGINNING OF THIS SCHOOL YEAR, IT, UM, IT IS EFFECTIVE THROUGH THE END OF THIS SCHOOL YEAR. UM, COURSES CAN BE OFFERED SYNCHRONOUSLY, ASYNCHRONOUSLY, OR A COMBINATION OF BOTH OF THOSE, UM, AND CAN ALSO BE OFFERED IN COMBINATION WITH IN-PERSON INSTRUCTION. NEXT SLIDE PLEASE. UM, OTHER MAJOR BILLS, UH, HOUSE BILL 1525 WAS SUPPOSEDLY, UH, A CLEANUP BILL FOR HOUSE BILL THREE THAT WAS PASSED THE PREVIOUS SESSION. UM, DISTRICTS DID GET PR UH, MORE FUNDING, UH, BECAUSE THEY REINSTATED THE GIFTED AND TALENTED ALLOTMENT AND, UH, THEY INCREASED THE, UH, CAREER TECHNICAL EDUCATION ALLOTMENT. UH, THE OTHER THING THAT THIS BILL DID, UM, AS YOU KNOW, THEY, THE LEGISLATURE PAYS ATTENTION TO WHAT'S HAPPENING IN AUSTIN. UH, IT REQUIRES DISTRICTS TO ACCEPT PTA DONATIONS FOR STAFF POSITIONS. UM, IT WAS ONE OF 35 OR 38 AMENDMENTS OFFERED ON THE SENATE SIDE AND IT ALSO AMENDS, UM, OUR STATUTE THAT REQUIRES A STEALTH, UH, STATE HEALTH ADVISORY COMMITTEES, UH, WHICH RECOMMEND TO THE BOARD, UH, HUMAN SEXUALITY INSTRUCTION AS WELL AS OTHER HEALTH INSTRUCTION. SO IT AMENDED THE SHACK, UH, PROVISIONS IN THE EDUCATION CODE EXTENSIVELY, UH, PRIOR TO THIS BILL, UM, PARENTS COULD OPT OUT THEIR CHILDREN FROM LEARNING, UM, EITHER ONE OR MORE, OR ALL OF THE, UH, HUMAN SEXUALITY INSTRUCTION. UM, THIS BILL AMONG OTHER THINGS, UM, CHANGES THAT TO REQUIRE THE PARENT TO PROVIDE AN, A WRITTEN OPT IN FOR THEIR CHILD TO RECEIVE HUMAN SEXUALITY INSTRUCTION. UM, I HAD ALREADY COVERED A BROADBAND, UM, AND THEN 45 HOUSE BILL 45 45, AND THIS KIND OF, UH, CONNECTS WITH SOMETHING THAT DR. REACH ALLUDED TO. AND THAT IS THAT WE, UH, SCHOOL DISTRICTS ARE REQUIRED TO PROVIDE ACCELERATED LEARNING FOR STUDENTS WHO DID NOT PASS THE STAR EXAM AND GRADES THREE THROUGH EIGHT, OR DID NOT PASS ONE OF THE END OF COURSE ASSESSMENTS. AND SO, UM, WE ARE GOING TO HAVE TO, UM, UM, PROVIDE ADDITIONAL INSTRUCTION, UH, WHICH WILL OBVIOUSLY COST, COST THE DISTRICT MORE MONEY. NEXT SLIDE PLEASE. UM, OKAY. SO I PUT THIS UP HERE BECAUSE THIS HAS BEEN IN THE NATIONAL NEWS, UH, FROM, FOR MANY MONTHS, UH, DURING THE REGULAR SESSION HOUSE BILL 39 79 WAS PASSED, UM, THE SO-CALLED CRITICAL RACE THEORY BILL AND THE ORIGINAL BILL 39 79, UM, PERTAINS TO SOCIAL STUDIES COURSES. IT PASSED, IT IS EFFECTIVE UNTIL DECEMBER OF THIS YEAR DURING THE SECOND CALL SESSION, SENATE BILL THREE WAS PASSED AND IT APPLIES TO ANY COURSE IN KINDERGARTEN THROUGH 12, NOT TO JUST SOCIAL STUDY COURSES AND IT BECOMES EFFECTIVE DECEMBER OF THIS YEAR, AND IT WILL SUPERSEDE HOUSE BILL 39, 79, ONCE IT BECOMES EFFECTIVE. UM, AND IT SAYS PRIMARILY THAT THE TEACHER CANNOT BE COMPELLED TO DISCUSS A WIDELY DEBATED AND CURRENTLY CONTROVERSIAL ISSUE OF PUBLIC POLICY OR SOCIAL AFFAIRS. IF THE TEACHER SO CHOOSES TO DISCUSS SUCH TOPIC, THE TEACHER SHALL EXPLORE THE TOPIC OBJECTIVELY AND IN A MANNER FREE FROM POLITICAL BIAS. NEXT SLIDE PLEASE. UM, [01:55:01] AND THE, THE STATUTE ALSO PROHIBITS, UM, A SCHOOL DISTRICT OR A TEACHER FROM GIVING A STUDENT CREDIT OR REQUIRING THE STUDENT IN A COURSE TO WORK FOR AN ORGANIZATION THAT IS ENGAGED IN LOBBYING AT ANY LEVEL STATE, FEDERAL, UM, LOCAL, IF THE STUDENT'S DUTIES INVOLVED DIRECTLY OR INDIRECTLY ATTEMPTING TO INFLUENCE SOCIAL OR PUBLIC POLICY OR LEGISLATIVE OUTCOME. UM, ALSO PROHIBITS THE STUDENT FROM PARTICIPATING IN AN INTERNSHIP OR ACTIVITY INVOLVING SOCIAL OR POLITICAL POLICY POLICY ADVOCACY. AND THAT IS FOR COURSE CREDIT, IF THE STUDENT WISHES TO DO THAT ON HIS OR HER OWN TIME, AND IT'S NOT REQUIRED IN A COURSE, THE STUDENT CAN CERTAINLY DO THAT. UM, SENATE BILL THREE, THANKFULLY, UM, HAS SOME EXCEPTIONS THEY EXCEPTIONS ARE FOR P-TECH, UH, AND FOR CAREER TECHNICAL EDUCATION, UH, THAT DO NOT INVOLVE LOBBYING BY THE STUDENT. UM, AND IT ALSO CREATES AN EXEMPTION FOR A PROGRAM. THIS WOULD BE SORT OF LIKE BOYS AND GIRLS, THE BOYS STATE, OR THE YMCA, A MOM GOVERNMENT, UM, TRAINING THAT PREPARES A STUDENT FOR LEADERSHIP THROUGH SIMULATION OF THE GOVERNMENT PROCESS. NEXT SLIDE. UM, AND THE BILLS ALSO, UM, THIS IS YOU KIND OF HAVE TO READ THIS BECAUSE IT'S, I'VE NEVER SEEN LANGUAGE LIKE THIS ON A BILL BEFORE. SO THE DISTRICT MAY NOT MAKE PART OF A COURSE INCULCATION. AND THIS IS DIRECTLY FROM THE STATUTE IN THE CONCEPT THAT ONE RACE OR SEX IS INHERENTLY SUPERIOR TO ANOTHER, UH, THAT AN INDIVIDUAL BY VIRTUE OF RACE OR SEX IS INHERENTLY RACIST, SEXIST, OR OPPRESSIVE THAT AN INDIVIDUAL BY VIRTUE OF RACE OR SEX BEARS, RESPONSIBILITY, BLAME, OR GUILT FOR ACTIONS COMMITTED BY OTHERS, OTHER MEMBERS OF THE SAME RACE OR SEX. AND THEN THERE ARE FIVE OTHER, THERE'S A TOTAL OF EIGHT, UH, PROVISIONS LIKE THIS THAT ARE WORDED VERY SIMILARLY TO THIS. UM, YOU KNOW, WE'RE TRYING TO STILL FIGURE OUT, UM, WHAT THAT MEANS AND HOW, UM, HOW THIS IS GOING TO AFFECT US, UM, AS, AS OUR OTHER DISTRICTS. NEXT SLIDE PLEASE. THOSE WERE ENACTED FOR THE FIRST TIME IN 2015. AND BASICALLY, UM, THE LAW STATES THAT IF A STUDENT DOES NOT PASS TWO OR FEWER COURSES REQUIRED, OR END OF COURSE, EXAMS REQUIRED FOR GRADUATION AND INDIVIDUAL GRADUATION COMMITTEE CAN REVIEW THAT STUDENT'S PORTFOLIO AND DETERMINE WHETHER THE STUDENT CAN GRADUATE. SO THE FIRST BILL, UH, HOSPITAL 9 99, UM, BASICALLY SAYS ANY 12TH GRADER WHO DID NOT PASS ANY OF THE END OF COURSE, EXAMS MAY GRADUATE. UM, BUT AN INDIVIDUAL GRADUATION COMMITTEE HAS TO REVIEW THAT STUDENT'S PORTFOLIO AND IT APPLIES ONLY TO THE 20, 20, 21 SCHOOL YEAR. UM, THE OTHER BILL, 10 63, REPEALS THE SUNSET DATE. THERE, THERE WAS ALWAYS A SENSE THAT DATE ON THIS BILL BECAUSE THEY, I DON'T KNOW, THEY THOUGHT STUDENT DISTRICTS MIGHT CHEAT OR SOMETHING OR PAST, UH, PAST STUDENTS WHO SHOULDN'T PASS. SO THERE'S NO LONGER A SENSE THAT DATE. UM, AND THEN THE OTHER BILL IS STUDENT RETENTION, UM, UNDER THE OLD LAW, UNTIL THIS BILL PASSED, UM, UH, SCHOOL DISTRICTS WERE DISCOURAGED FROM RETAINING A STUDENT IN A GRADE AND IT WAS THE PRINCIPAL WAS THE ULTIMATE AUTHORITY FOR DETERMINING WHETHER A STUDENT COULD, SHOULD BE RETAINED. THIS BILL GIVES THE PARENT THAT CHOICE. SO THE PARENT CAN CHOOSE WHETHER TO RETAIN THEIR CHILD IN KINDERGARTEN, UM, IN HIGH SCHOOL. UM, IT, IT, UH, IT, YOU CAN'T RETAIN A CHILD IN NINTH GRADE AND REPEAT NINTH GRADE, BUT YOU CAN ALSO, YOU CAN ASK THAT THE STUDENT REPEAT A COURSE AND THEN THERE'S CERTAIN LIMITATIONS ON IF THE STUDENT PASSED THE COURSE. UM, THEN WE CAN, THE DISTRICT CAN SAY, NO, YOU, YOU CAN'T RE YOU CAN'T REPEAT THAT COURSE. NEXT SLIDE PLEASE. UM, ACCOUNTABILITY. THIS IS A BILL THAT WAS INTRODUCED DURING THE REGULAR SESSION, THE FIRST SPECIAL, AND THE SECOND SPECIAL DID NOT PASS ANY OF THOSE TIMES IS ON THE CALL FOR THE THIRD SPECIAL SESSION. AND IT REQUIRES THAT A STUDENT, UH, PARTICIPATE IN A UIL ATHLETIC ACTIVITY BASED ON THE, UH, GENDER ON THE STUDENT'S, UH, BIRTH CERTIFICATE. NEXT SLIDE, PLEASE. UM, AND THE OTHER THING TOO TO NOTE IS THAT THERE WERE AMENDMENTS THAT WERE OFFERED TO THAT BILL THAT FORTUNATELY DID NOT PASS. IT WOULD HAVE PROHIBITED BOND ELECTIONS IN THIS SCHOOL YEAR AND NEXT SCHOOL YEAR. UH, BUT DID THAT AMENDMENT DID NOT PASS. UM, IT ALSO WOULD HAVE REQUIRED THAT 25% OF THE ELIGIBLE VOTERS VOTE IN AN ELECTION IN ORDER FOR THE BOND TO PASS. AND THAT DID NOT PASS EITHER THAT, THAT, THAT PARTICULAR, UM, PROVISION, UM, HAS BEEN INTRODUCED IN, IN SESSIONS PASSED. UM, I, UH, RECENTLY, UM, LEARNED FROM CENTRAL INNER, UM, CENTRAL TEXAS INTERFACE FOLKS THAT THEY, UM, OPPOSED THE REAUTHORIZATION OF CHAPTER THREE 13, WHICH IS THE TAX EXEMPT, UH, PROVISION THAT CORPORATIONS, UH, GET FROM SCHOOL DISTRICTS. UM, AND I HAD ALWAYS THOUGHT THAT THE STATE OF TEXAS MADE THE SCHOOL DISTRICTS WHOLE FOR ANY PROPERTY TAXES. THEY WAIVED FOR CORPORATE INCENTIVES, BUT ACCORDING TO STORY AND THE TEXAS OBSERVER, THAT'S NOT THE CASE. AND, UH, SCHOOL DISTRICTS ENDED UP ACTUALLY LOSING MONEY UNDER THESE DEALS. UM, I'D LOVE ANY ANALYSIS THAT YOU HAVE ON THAT, OR ANY FURTHER INFORMATION THAT YOU COULD SEND TO US. I DON'T THINK WE HAVE TIME TO DISCUSS IT TODAY, BUT THAT WOULD BE AGAIN, VERY USEFUL INFORMATION. IF YOU HAVE ANY FURTHER INSIGHT ON IT, I DO THREE 13 AGREEMENTS. IT'S NOT JUST ABOUT US AS A SCHOOL DISTRICT DOING 3 1 3, BUT THE FACT THAT BECAUSE THERE'S 3, 1, 3 AGREEMENTS, THERE'S A SIGNIFICANT FINANCIAL IMPACT BACK TO SCHOOL DISTRICTS AND INCLUDING OURS. AND I FORGOT WHAT IT IS FOR ALL. I DON'T HAVE A LOSS OF FUNDING BECAUSE THE STATE IS REIMBURSING [02:05:01] THESE, THESE CORPORATE GIVEAWAYS TO THE SCHOOL, BUT WE CAN FOLLOW UP BECAUSE I THINK IT'S JUST AN IMPORTANT THING TO ANALYZE. WE EXPECT HIGH ACADEMIC ACHIEVEMENT OUTCOMES FOR EVERY SINGLE STUDENT AND EQUITY AT THE SAME TIME. SO I THINK FOR US, WE DO NOT WANT TO BE, I DON'T KNOW WHAT THE RIGHT WORD IS, LIN, UH, UH, DISREGARD. LIKE WE DON'T, IT'S NOT THAT WE DON'T WANT TO PAY ATTENTION TO THINGS LIKE CRITICAL RACE THEORY AND ALL THOSE THINGS THAT ARE COMING UP ABOUT WHAT WE CAN'T DO. BUT WE ALSO WANT TO TELL THE STORY ABOUT WHAT WE ARE DOING AND WE ARE FOCUSED ON EQUITY AND WE WILL BE FOCUSED ON EQUITY AND HIGH ACADEMIC OUTCOMES FOR EVERY STUDENT, REGARDLESS OF THESE BARRIERS THAT ARE COMING.
