[Determination of Quorum / Meeting Called to Order] [00:00:03] UM, WE HAVE A QUORUM ON THE, UH, DYESS HERE. AND, UH, LET'S SEE, WE'RE GOING TO GO AHEAD AND GET STARTED. IT IS 6 0 4. THIS IS THE SEPTEMBER, UM, SEPTEMBER 28TH, 2021 PLANNING COMMISSION MEETING. UM, WE'LL START WITH THE ROLL CALL AND I'LL START WITH THE FOLKS HERE, UH, IN COUNCIL CHAMBERS, AND THEN WE'LL MOVE TO THOSE THAT ARE PRESENT VIRTUALLY. UH, SO WHEN I CALL YOUR NAME, UH, RAISE YOUR HAND AND THEY ACKNOWLEDGE YOUR PRESENCE VERBALLY. UM, I AM PRESENT IT'S YOUR CHAIR, TODD SHAW. AND WE HAVE VICE-CHAIR HEMPEL HERE, UH, COMMISSIONER, OUR COMMISSIONER FLORES, COMMISSIONER MOSHE TODDLER HERE, COMMISSIONER SCHNEIDER HERE, AND COMMISSIONER THOMPSON HERE AND, UH, ON VIRTUALLY, OH, I'M SORRY. WE HAVE COMMISSIONER CAUDALIE APOLOGIZE. I ALMOST BLEW THAT. THANK YOU. UH, AND WE HAVE, UH, VIRTUALLY, WE HAVE COMMISSIONER HOWARD, UH, UH, COMMISSIONER YANNIS, PALITO HERE. AND, UH, I KNOW OUT, UH, TODAY COMMISSIONER COX AND COMMISSIONER SHAVE WILL NOT BE PRESENT. UH, WE HAVE EX OFFICIO MEMBERS, UM, UH, COMMISSIONER KOAN AND, UH, COMMISSIONER, UH, ARTHI SING 11. THANK YOU VERY MUCH FOR BEING HERE. SO, UH, VERY QUICKLY, UM, THIS IS A HYBRID MEETING AND I WOULD LIKE TO JUST RUN THROUGH A LITTLE SCRIPT OF WHAT WERE, UH, HOW THIS'LL WILL WORK TODAY, JUST FOR THOSE OUT THERE. UM, SO FOR MEMBERS OF THE PUBLIC PRESENT FOR THE MEETING OF THE PLANNING COMMISSION, THIS IS A HYBRID MEANING, UH, MEANING THAT WE WILL HAVE A QUORUM OF COMMISSIONERS HERE IN CHAMBERS AND THE REMAINDER OF THE COMMISSIONERS IN ATTENDANCE, SPIRITUALLY, AS SUCH, I'LL BE TRACKING THE ACTIVITIES OF THOSE IN CHAMBERS, AS WELL AS THOSE COMMISSIONERS PARTICIPATING VIRTUALLY. WE ARE NOT PROHIBITING THE PUBLIC FROM BEING IN THE CHAMBERS. UM, AS WE ARE STILL IN MIDST OF A PANDEMIC, HOWEVER, UH, STRONGLY ENCOURAGING MEMBERS OF THE PUBLIC TO REMAIN IN THE ATRIUM OR OTHERWISE OUTSIDE OF THE COUNCIL CHAMBERS UNTIL THE PLANNING COMMISSION IS READY TO TAKE UP THE ITEM. YOU ARE HERE FOR A LAND COMMISSIONER LIAISON, MR. ANDREW RIVERA WILL MAKE AN ANNOUNCEMENT IN THE ATRIUM A FEW MINUTES BEFORE THE PLANNING COMMISSION BEGINS EACH PUBLIC HEARING. UH, FURTHERMORE, IF YOU ARE SIGNED UP TO SPEAK, YOU WILL RECEIVE AN EMAIL ABOUT 15 MINUTES PRIOR TO THE COMMISSION TAKING UP YOUR ITEM, UH, TODAY, UH, I WILL HAVE ASSISTANCE. UM, UH, VICE-CHAIR HELPFUL. UM, WELL, I GUESS I'LL GIVE YOU THE SHEETS TO TRACK THE, UH, QA, UM, UH, COMMISSIONER OF FLORIDA. SO I'LL DO THE INITIAL READING OF THE CONSENT AGENDA AND, UM, UH, MR. RIVERA WILL HELP ME WITH THE EMPTYING THE SPEAKER SPEAKER LIST. AND SO, UM, I GUESS REAL QUICK, A NEW RULE REQUIRED FOR THESE, UH, HYBRID MEETINGS IS THAT WHEN COMMISSIONERS PRESENT VIRTUALLY OF THE COMMISSIONERS, THAT, THAT ARE THERE VIRTUALLY WHEN YOU'RE SPEAKING, UH, WE HAVE TO SEE YOU. SO UNFORTUNATELY YOU CAN'T CALL FOR A DISPLAY OF EXHIBITS BECAUSE THEN IT WILL THEN BLOCK YOU. SO UNFORTUNATELY YOU CAN'T KIND OF ASK FOR THAT TO HAPPEN, UH, APOLOGIZE FOR THAT. BUT THAT'S A RULE THAT WE HAVE A NEW RULE, UH, FOR THE VIRTUAL, UH, HYBRID MEETINGS. UM, LET'S SEE, REAL QUICK, UH, JUST REMINDER FOR THE, UH, THOSE TEND TO TEND TO VIRTUALLY, UM, HAVE YOUR RED, GREEN, YELLOW ITEMS READY FOR VOTING. UM, WHEN WE VOTE ON THE MOTIONS, I WILL FIRST COUNT THE VOTES, UM, UH, FOR I'M GOING TO DO THIS A LITTLE DIFFERENTLY. I'M GOING TO COUNT THE VOTES FOR, UH, AN ITEM, UH, ON THE DIOCESE, AND THEN I'LL COUNT THE VOTES FOR VIRTUALLY, AND THEN I'LL COUNT THOSE AGAINST ON THE DYESS AND THOSE AGAINST, UM, ALL THE ONES AGAINST, BOTH ON THE DIOCESE AND VIRTUALLY. UH, SO THOSE ONLINE PLEASE REMAIN MUTED WHEN YOU'RE NOT SPEAKING AND RAISE YOUR HAND TO BE RECOGNIZED. UH, AND IF I DO NOT, THIS IS A LITTLE CHALLENGING. SO IF, UM, THOSE HERE, IF YOU CAN HELP ME, IF I'M MISSING SOMEBODY, PLEASE GET MY ATTENTION. IF THERE'S SOMEBODY, IF MR. COMMISSIONER CONLEY RAISES HIS HAND, PLEASE, OR SOMEBODY ON [00:05:01] THE SCREEN, PLEASE LET ME KNOW. UM, AND, UH, REAL QUICK, UH, CITIZEN COMMUNICATION. DID WE HAVE ANY AT ALL? NO. NO SAYS COMMUNICATION. OKAY. WITH THAT. UM, [Reading of Agenda] I THINK WE CAN HAVE, UH, MOVE ON TO THE CONSENT AGENDA AND COMMISSIONER FLORES. YOU WANT TO DO THE FIRST READING? OKAY. THANK YOU. MULTI-FAMILY. THIS ITEM HAS OFFERED FOR STAFF POSTPONEMENT TO OCTOBER 26. THIS CONCLUDES THE FIRST READING, UH, CONCLUDE IN THE CONSENT AGENDA APPROVAL OF THE MINUTES, UH, FROM SEPTEMBER 4TH. UM, DO ANY OF THE COMMISSIONERS HAVE, UM, ANY, UH, CHANGES TO THE MINUTES? OKAY, SO WE'LL INCLUDE THAT IN THE CONSENT AGENDA APPROVAL OF THE MINUTES. UH, SO I'M GOING TO GO, UH, REAL QUICK, UM, WITH THAT. UH, DO WE HAVE ANY COMMISSIONERS, UH, USING OUR, A STANDING FOR MANY ITEMS TODAY? CHAIR I'M EXTENDING FROM THE CANINE MULTIFAMILY. UM, I'M ON THE BOARD FOR THE RED LINE PARKWAY INITIATIVE, WHICH IS DISCUSSED IN THE CASE. THANK YOU, VICE CHAIR. ANY OTHER RECUSALS EXTENSIONS. OKAY. AND YES, THIS IS CHEMISTRY. I HONESTLY DON'T. I DON'T HAVE ANY, UM, ABSTENTIONS. I JUST, UH, WANTED TO ASK IF IT'S POSSIBLE FOR US TO VIEW THE MEETING BECAUSE VIRTUALLY I JUST HAVE A GRAY SCREEN FOR CITY OF AUSTIN. AND I'M SORRY IF Y'ALL COVERED THAT IN THE FIRST COUPLE OF MINUTES, BUT I CAN TUNE INTO ATM ATX AND LIVE, BUT THERE'S A LAG. UM, THANK YOU. THAT'S BETTER. IT'S SOMETHING JUST, OKAY. I DIDN'T DO ANYTHING BUT SOMEBODY WITH, AND ALSO THEY CAN SPEAK CLOSER TO THE MICROPHONE PLEASE. UH, MI. OKAY, THANK YOU. YEAH. UH, IF I, OKAY. UM, SO I NEED TO DO, I THINK WE, UM, MR. [00:10:01] RIVERA, DID WE HAVE SOME SPEAKERS FOR ONE OF THE ITEMS THAT WE WANTED TO INCLUDE DURING THIS TIME DID NOT HAVE THEM SIGN UP OR, UM, THE CONSENT AGENDA IS GOOD TO GO AS PRESENTED. OKAY. ALL RIGHT. THANK YOU. SO WITH THAT, I'M JUST CHECKING HERE. A LOT OF THIS DOESN'T APPLY BECAUSE WE DON'T HAVE DISCUSSION ITEMS. ALL RIGHT. UM, SO I THINK WE'RE READY. DO I HAVE ANY [Consent Agenda] COMMISSIONERS, UM, MAKE A MOTION TO, UM, CLOSE THE PUBLIC HEARING, INCLUDING THE APPROVAL OF THE MINUTES. SARAH, DID YOU WANT TO DO A QUICK RUN THROUGH OF THEN? OH YES. THANK YOU. I APOLOGIZE. I'M TRYING TO GET TO THE, UM, YES, I SWITCH SCREENS HERE. OKAY. THERE IT IS. ALL RIGHT. SO RUNNING THROUGH THE CONSENTED AGENDA, ONE MORE TIME. WE HAD THE APPROVAL OF MINUTES FROM SEPTEMBER 14TH. UH, WE HAVE ITEM B ONE NEIGHBORHOOD POSTPONEMENT, OCTOBER 12TH, APPLICANT AND AGREEMENT ITEM B TWO NEIGHBORHOOD POSTPONEMENT, OCTOBER 12TH, APPLICANT IN AGREEMENT ITEM B3, REZONING NEIGHBORHOOD, AND APPLICANT HAS FOMENT TILL OCTOBER 12TH, UH, ITEM BEFORE STEPHANIE NEIGHBORHOOD POSTPONEMENT TALKED OVER 26, UH, ITEM B FIVE STAFF AND NEIGHBORHOOD POSTPONEMENT TO OCTOBER 26. WE HAVE ITEM B SIX ON CONSENT. WE HAVE SEVEN ON CONSENT, THE AID ON CONSENT VIA NINE ON CONSENT. AND GONNA BE 10 STEP POSTPONEMENT TO OCTOBER 26. SO THAT IS THE AGENDA. CAN I HAVE A MOTION TO CLOSE PUBLIC HEARING AND APPROVE THE CONSENT AGENDA TRANSFER? THAT'S GOOD. A QUESTION. I'M A LITTLE CONFUSED ON THESE STAFF AND NEIGHBORHOOD REQUESTS FOR POSTPONEMENT. I MEAN, WE USUALLY ALLOW EITHER THE NEIGHBORHOOD OR THE APPLICANT TO POSTPONE SURE. COMMISSIONING LEADS ON INVERSE, OR IF WE'RE LOOKING AT ITEMS BEFORE AND B FIVE STAFF IS REQUESTING A POSTPONEMENT TO OCTOBER 12TH, THE NEIGHBORHOOD IS REQUESTING A POSTPONEMENT TO OCTOBER 26. THE APPLICANT HAS STATED THAT THEY WILL NOT OPPOSE THE POSTPONEMENT ON OCTOBER 12TH TO OCTOBER 26TH AT THE NEIGHBORHOOD'S REQUEST. OKAY. OKAY. THANK YOU FOR THAT CLARIFYING. OKAY. LET'S UM, REAL QUICK, WE HAD A COMMISSIONER CZAR. YOU HAVE A QUESTION, CHRIS SCHNEIDER IS SECONDING IT. OKAY. SECONDED BY MR. SCHNEIDER. AND LET'S GO AHEAD AND VOTE ON THE CONSENT AGENDA. UH, THOSE IN FAVOR AND GIVE ME ONE SECOND. UH, NANA MISS THERE, AND THEN I AM HAVING TROUBLE GETTING OVER TO MY FOLKS VIRTUALLY. HOLD ON ONE SECOND. THERE WE GO. AND COMMISSIONER, HOW, UH, YOU WANNA SPLIT UP MR. HOWARD? OKAY. ALSO VOTE IN FAVOR. OKAY. SO THAT'S UNANIMOUS. SO THAT CONCLUDES THE CONSENT AGENDA. WE HAVE NO DISCUSSION ITEMS. AND SO WE ARE GOING TO MOVE INTO, UM, WAY AHEAD OF SCHEDULE, UM, ITEMS C ONE AND, UM, MR. RIVERA, DO WE HAVE A SPEAKERS LIST OR DO OUR, DO WE NEED TO RECESS TO ALLOW CHAIR CONVENTIONALIZE ON ANDROID? YEAH, I THINK WE, WE MOVED, UH, QUITE EFFICIENTLY. UM, SO, UM, IF WE CAN RECESS, UM, TILL ABOUT SIX 30. OKAY. UH, LET'S GO AND RESET. SIX 30. THANK YOU. GOING ON. OKAY. UM, WE'RE GOING TO BRING THE MEETING BACK TO ORDER AT, UH, 6 31. UM, I GUESS, UH, MR. RIVERA, DO WE HAVE ALL THE SPEAKERS FOR ITEM C C1? OKAY. SO JUST REAL QUICKLY, UM, MOVED TO MY ONE MOMENT. [C1. Proclamation and remarks in memoriam of former Planning Commissioner, Parliamentarian, James “Jim” Schissler. (Co-Sponsors Chair Shaw and Vice-Chair Hempel)] SO ITEM C ONE IS, UM, ONE MOMENT PULL THIS UP. WE, UH, WE ANNOUNCED IT WAS A COUPLE OF WEEKS AGO. UH, VERY SAD NEWS THAT, UM, OUR, UH, MR. UM, COMMISSIONER JIM SCHUSSLER PASSED AWAY AND, UM, WE WERE FINALLY ABLE TO KIND OF REALLY, UM, HAVE A MOMENT TO CELEBRATE HIS LIFE. AND SO [00:15:01] ITEM C ONE IS A PROCLAMATION AND REMARKS IN MEMORIAM OF FORMER PLANNING, COMMISSIONER PARLIAMENTARIAN, JAMES, JIM SCHISSLER. AND, UH, WE'D LIKE TO, AT THIS TIME WE HAVE SOME SPEAKERS HERE. AND IF YOU WOULD, MR. RIVERA, IF YOU COULD GO AHEAD AND EMCEE THE SPEAKERS WE HAVE TODAY, THANK YOU, CHAIR COMMISSIONER LAYS ON ANDREW FERRIS. SO WE, UH, WE'LL START OFF WITH A FORMER CHAIR PHI AS KEZI GOOD EVENING. IT HAS BEEN 13 MONTHS TODAY, SINCE I'VE BEEN UP ON THAT DYESS TO THE DAY, I WILL SAY THAT I MISS SERVING ON THIS COMMISSION, BUT I DON'T MIND HAVING MY TUESDAY NIGHTS BACK. IT IS GREAT TO SEE FAMILIAR FACES AND SEE SOME NEW FACES AS WELL. THANK YOU FOR GIVING YOUR TIME AND ENERGY AND SERVING ON THIS COMMISSION. IT HAS BEEN SEVERAL MORE MONTHS SINCE JIM HAS BEEN ON THE DIOCESE. HE SERVED AS A PARLIAMENTARIAN FOR A NUMBER OF YEARS AND WAS QUICK TO BRING UP ROBERT'S RULES OR CHALLENGE PROLONGED DISCUSSIONS WHILE GIVING YOU A DIRTY LOOK TO MOVE THINGS ALONG. HE WAS CLEAR ON HIS POSITION ON PROPERTY RIGHTS AND DEVELOPMENT, AND SOMETIMES WASN'T VERY PATIENT WITH HIS FELLOW COMMISSIONERS THAT DISAGREED WITH HIM. I'VE ALWAYS WONDERED IF ANDREW HAD ANYTHING TO DO WITH SEATING HIM NEXT TO COMMISSIONER MCGRAW, LOOKING AWFULLY GUILTY THERE. ANDREW, UM, HE SERVED ON THE ENVIRONMENTAL COMMISSION BEFORE SERVING ON THE PLANNING COMMISSION AND SERVED ON THE DOWNTOWN COMMISSION. AFTER JIM HAS BEEN A DEAR FRIEND TO ME, A MENTOR, A COLLEAGUE, HE'S BEEN MY BOSS AND THEN MY BUSINESS PARTNER AT CIVILITY FOOD. AND LAST BUT NOT LEAST, HE'S BEEN MY SAND VOLLEYBALL PARTNER EVERY SUNDAY MORNING AT CIRCLE C FOR THE LAST 15 YEARS, RAIN OR SHINE. I WILL MISS HIM VERY MUCH. HE HAS PLAYED A SIGNIFICANT ROLE IN THE AUSTIN DEVELOPMENT COMMUNITY PROJECTS, LIKE THE GOOGLE TOWER, NEXT DOOR, NORTH SHORE HOTELS, ZAZA EMILY, DOWNTOWN AUSTIN, PROPER TECH RIDGE, AND SOME OF THEM HAVE BEEN CONTROVERSIAL. THE NORTH CROSS MALL WALMART THAT WAS DOWNSIZED FROM OUR SUPER CENTER TO A NEIGHBORHOOD MARKET, UM, WAS ONE OF HIS AS WELL. I WASN'T SURE IF I WAS GOING TO SHARE THIS, BUT I THINK I WILL AT OUR LAST CIVILITY FOOD RETREAT IN 2019, I SOMEHOW ENDED UP IN A HOT TUB WITH JIM, JUST THE TWO OF US AWKWARD. BUT FOR THOSE OF YOU THAT KNOW JIM WELL KNOW THAT HE WAS FUN, ENJOYED LIFE, WORKED HARD AND PLAYED HARDER, BUT HE DIDN'T OPEN UP EASILY. EXCEPT WHEN IN A HOT TUB NEXT TO YOU, I LEARNED HOW MUCH HIS FAMILY MEANT TO HIM, HIS KIDS, CARLY, RYAN, AND RENE, AND HIS SIBLINGS. HE TALKED TO ME ABOUT HIS ANNUAL FAMILY REUNIONS IN BALTIMORE AND HIS TIME IN MARYLAND BEFORE HE MOVED TO AUSTIN, HE SHARED HOW HE VOLUNTEERED THERE AND GAVE BACK TO THE COMMUNITY AND DID THE SAME. WHEN HE MOVED TO AUSTIN, HE SHARED WITH ME HOW HE VOLUNTEERED AT EVERY MUSIC AND COMEDY FESTIVAL IN TOWN EVERY YEAR, YEAR AFTER YEAR. UM, I DIDN'T QUITE CATCH IF IT WAS GIVING BACK OR THE FREE DRINKS AND THE LADIES, HE WAS A PROFICIENT TINDER SWIPER. HE REALLY EMBODIED THE SPIRIT OF KEEPING AUSTIN. WEIRD. AUSTIN IS LOWER ON THE WEIRDNESS SCALE WITHOUT JIM. I MISS HIM. AND I REALLY APPRECIATE YOU ALL. Y'ALL GIVING US ME THIS PLATFORM TO RECOGNIZE AND REMEMBER HIM. SOME FOLKS THAT COULDN'T MAKE IT HAVE SENT ME THEIR MEMORIES OF JIM AND ASKED ME TO READ THEM, WHICH I WILL IF I HAVE, IF I'M GIVEN THE CHANCE. BUT I PREFER TO DO THAT AFTER HEARING FROM THOSE THAT ARE HERE IN PERSON, IF THAT'S OKAY. THANK YOU, COMMISSIONERS. THANK YOU FROM HER CHECK HOUSING. WE'LL NOW HEAR FROM FORMER CHAIR, STEVEN OLIVER. GOOD EVENING COMMISSIONERS. IT'S BEEN THREE YEARS SINCE I SAT UP THERE. UM, COUPLE OF YOU ARE STILL HERE TO MY, UH, TO MY AMAZEMENT, BUT, UH, CHEERS TO YOU GUYS. UM, I WASN'T PLANNING ON SPEAKING TONIGHT. I DO MISS JIM AND IT'S, IT MAKES IT EXTREMELY DIFFICULT TO REALIZE HOW TEMPORARY ALL OF OUR EFFORTS UP HERE CAN BE THE LASTING LEGACY THAT PEOPLE WILL [00:20:01] GIVE TO THIS TOWN. AND I JUST WANTED HIM TO KNOW THAT, UM, HIS SERVICE WITH ALL OF US WILL ALWAYS CARRY ON. AND, UM, THANK YOU, JIM. THANK YOU, JERRY OLIVER WILL NOW HEAR FROM SAME PLANNING COMMISSIONER, HANK SMITH. GOOD EVENING. UH, AGAIN, MY NAME IS HANK SMITH. I'M A MEMBER OF THE ZONING AND PLANNING COMMISSION. SO I'M ON THE OTHER TUESDAY NIGHT WHEN Y'ALL AREN'T UP HERE. I'M, I'M SITTING UP THERE, UM, THIGH AS MENTIONED, JIM'S DEDICATION TO COMMUNITY AND HIS FAMILY, AND THEY WERE ONE IN THE SAME. HIS FAMILY WAS A COMMUNITY. IF YOU DON'T KNOW, I THINK HE HAD 12 SIBLINGS. UM, AND I WAS TALKING TO SOME OF THE FAMILY AFTER THE FUNERAL, AND THEY WERE SAYING THAT ALL OF THE KIDS WHEN THEY WERE GROWING UP, HAD TO HAVE A JOB. AND SO ALL OF THEM WORKED AS A WAITER OR IN A RESTAURANT OR WORKING IN A MOVIE THEATER. AND UNLIKE FAMILIES TODAY, THEY DIDN'T GET THEIR PAYCHECKS. THEIR PAYCHECKS WENT INTO A FAMILY BANK ACCOUNT. SO ALL THE MONEY THEY EARN, WENT INTO THE FAMILY BANK ACCOUNT. AND THEN THAT FAMILY BANK ACCOUNT PAID TO SEND THEM ALL TO COLLEGE, BOUGHT THEM THEIR CARS. AND SO EVERY BROTHER AND SISTER WORKED FOR EACH OTHER. AND I THINK THAT'S THE WAY JIM TREATED THE COMMUNITY HERE. UM, HE WANTED EVERYBODY TO WORK FOR EACH OTHER, NOT FOR THEMSELVES. AND HE WAS VERY SELFLESS. HE GAVE BACK TO THIS COMMUNITY IMMENSELY AND HE WILL BE GREATLY MISSED. UM, AND I APPRECIATE Y'ALL'S TIME ON THE COMMITTEE AND I, YOU VERY MUCH. THANK YOU, COMMISSIONER SMITH. UM, WE'LL NOW HEAR FROM MR. RON THROWER, UH, COMMISSIONERS. I THINK WE CAN ALL AGREE THAT JIM WAS A GOOD PERSON, A SMART PERSON, A GREAT ENGINEER FULL OF UNCANNY WIT AND A THRILLING LEVEL OF IMPRESSIVE FASHION. THERE MAY BE FIVE PEOPLE THAT I CAN CONTACT ON A REGULAR BASIS TO BOUNCE OFF IDEAS ON HOW TO APPROACH UNIQUE DEVELOPMENT SCENARIOS, CONSTRUCTION DIFFICULTIES, OR TO GLEAN INFO RELATING TO HOW A CITY MAY BE INTERPRETING, OR RE-INTERPRETING A CODE PROVISION THAT DAY. JIM WAS ONE OF THOSE FIVE PEOPLE. ODDLY ENOUGH, THREE OF THE OTHERS ARE IN THIS ROOM. SOME OF YOU MAY KNOW THIS, BUT I SUSPECT NOT. ALL OF YOU ARE AWARE THAT THE DEVELOPMENT COMMUNITY IS EMPLOYED IN A WORLD OF QUANDARY, UNCERTAINTY, AND DILEMMAS FOR EVERY PROJECT. JIM HAD AN ACT TO BE ABLE TO WEAVE THE MUDDLE MAZE OF THE CODE RULES, REGULATIONS, POLITIES INTERPRETATIONS, TO THEN DODGE THE OBSTACLES THROWN IN THE PATH TO CREATE GREAT PROJECTS AND OUTCOMES. JIM WAS ALWAYS EXTREMELY HELPFUL IN PROVIDING TIME AND ATTENTION ON SPECIFICS TO ASSIST ANYONE BECAUSE OF HIS BROAD KNOWLEDGE. AND HE WAS EQUALLY RECEPTIVE TO ASK FOR OTHERS AS OTHERS FOR GUIDANCE ON THE RARE ISSUES. HE MAY NOT HAVE COME ACROSS YET BACK TO HIS PASSION FOR FASHION. MY WIFE AND I HAD BEEN COLLECTORS OF THE SECRET ART OF DR. SEUSS FOR OVER 20 YEARS. AND THAT ART IS NOT THE ILLUSTRATIVE ART THAT WE ALL KNOW FROM CHILDREN'S BOOKS, RATHER THAN THE ARTISTS, SOME EXTRAORDINARY WHIMSICAL PIECES THAT WERE ONLY RELEASED AFTER TED GEISEL'S PASSING, GOING ON MY WIFE AND I WENT TO A PRIVATE ADVANTAGE AT THE ART GALLERY AT ART ON FIFTH. THEY CARRY THE SECRET ART OF DR. SEUSS AND MY WIFE AND I ARE SCANNING THE WALLS, LOOKING AT ALL THE ART AND WHO DID WE SEE IN THE CROWD? BUT JIM, AND IT WAS A JIM THAT ONLY JIM COULD DO. HE WAS HIMSELF A PIECE OF ART THAT NIGHT COLORFUL, BRIGHT, WHIMSICAL, EXTRAORDINARY WITH A FLASH OF STYLE, UNPARALLELED TO ANYTHING I'VE EVER SEEN ON GYM. IT WAS FITTING FOR THE OCCASION. MY WIFE AND I WENT UP TO JIM, MY WIFE'S FIRST WORDS TO JIM MOORE. I WISH RON WOULD DRESS LIKE THAT. AND OF COURSE, JIM GAVE HIS SMIRK, NOT THAT LITTLE GRIM THAT HE WOULD GIVE, AND WE'VE ALL SEEN HIM DO THAT. AND ALL HE SAID WAS HE CAN'T DO THIS. AND HE WAS RIGHT. MY FIRST WORDS TO JIM THAT NIGHT WERE, IF ANYBODY COULD ROCK A CAPE, IT WOULD BE YOU, JIM WAS A KINDHEARTED HUMAN EVERY DAY, BUT THAT EVENING HE WAS A PRICELESS SUPERHUMAN IN A GALLERY OF ART. THANK YOU, MR. CHAIR, THAT I CAN GO. IT SAYS THE SPEAKERS BETTER. DID I HEAR CORRECTLY THAT, UH, UM, MR. CAUSEY WANTED TO SAY TWO MORE WORDS. YES. YOU'VE GOT A FEW MORE THAT FOLKS HAVE SENT IN THAT. COULDN'T MAKE IT HERE. THE FIRST ONE IS FROM GEORGE COFER WITH THE HILL COUNTRY CONSERVANCY. JIM WAS A DEAR PERSONAL [00:25:01] FRIEND AND HIS STEADFAST SUPPORTER IN MANY WAYS OF ENVIRONMENTAL PROTECTION. AND JIM LOVED MUSIC, LOTS OF MUSIC FROM DAY ONE AT HILL COUNTRY CONSERVANCY IN THE FALL OF 1999. JIM WAS ALWAYS THERE TO HELP FURTHER THE MISSION IN ANY WAY HE COULD BOTH IN ANY WAY HE COULD BOTH PROFESSIONALLY AND PERSONALLY IN 20 YEARS, JIM NEVER AS IN NEVER MISSED A HILL COUNTRY CONSERVANCY EVENT, INCLUDING THE HARD VOLUNTEER WORKDAYS 5K RUNS. AND OF COURSE, GATHERING CELEBRATING CONSERVATION JIM SERVICE TO THE VIOLET CROWN TRAIL WILL ALWAYS BE REMEMBERED BY THOSE FEW THAT WHO KNEW HOW HARD HE WORKED TO MAKE THAT A REALITY. THANK YOU, JIM. THE NEXT ONE IS FROM MATEO, FROM WHAT THE TRAMMELL CROW COMPANY, JIM WAS A FRIEND AND MENTOR TO ME EARLY IN MY CAREER. HE TOOK COMPLEX ENGINEERING AND MADE IT DIGESTIBLE AND FUN TO BE A PART OF HIS ABILITY TO SOLVE PROBLEMS AND WORK WITH PEOPLE TO GENERATE THE BEST COLLECTIVE OUTCOME WILL BE MISSED BY ALL THE NEXT ONE IS FROM BRENT RAMIREZ WITH LIVE, OH GOD HUSSMAN. I LOVED JIM SCHUSSLER. I WAS FORTUNATE TO HAVE WORKED WITH JIM ON NUMEROUS PROJECTS FOR MORE THAN 20 YEARS. HE WAS A TRUE PROFESSIONAL WITH HIS WORK AND A DEAR FRIEND AWAY FROM WORK. I WILL CERTAINLY MISS. THE INTERESTING TIES IS UNIQUENESS IN A WONDERFUL WAY AND HIS APPETITE FOR LOVING LIFE. I LOVED JIM SCHUESSLER AND THE LAST ONE IS DUSTIN DORFF WITH MANIFOLD REAL ESTATE. JIM HAD A UNIQUE, DEDICATED STYLE AND CREATIVE APPROACHES TO PROBLEM-SOLVING, WHICH WILL HAVE AN ENDURING LEGACY ON THE ENTIRE COMMUNITY. HE IS A GREATLY MISSED. THANK YOU AGAIN, COMMISSIONERS. THANK YOU. UH, MR. KASI, AND, UH, IT'S GOOD SEEING YOU AGAIN. UM, UM, I THINK I WOULD LIKE TO, WE DO HAVE SOME EXCHANGE IF THERE'S AN A, JUST TO GIVE THE OPPORTUNITY FOR ANY OF THE PLANNING COMMISSIONERS HERE, IF, IF THEY WISH, UM, TO SAY ANY WORDS, UM, AND I, I WILL FOLLOW WITH THE READING OF THE PROCLAMATION. I APOLOGIZE. WE JUST HAD CENTRALIZED AGENDA TODAY. WE ARE STARTED MUCH EARLIER, OR WE WOULD HAVE THE MAYOR HERE TO READ THIS. I WILL READ IT ON ITS PERHAPS ON HIS BEHALF. UH, BUT JUST BEFORE WE, I'M NOT, I CAN'T REMEMBER WHICH OF US WORKED WITH, UH, JIM SCHUSSLER, BUT UM, UH, JUST LOOKING AROUND THE ROOM, LOOKING ON, I WILL, I WILL GO AHEAD AND SAY A FEW THINGS TO START. SO, UH, YEAH, I DO ALSO RECALL JIM BEING A VERY EFFECTIVE AS SAYING, YOU KNOW, CALL THE QUESTION. WE'VE HEARD THAT QUITE OFTEN. UM, AND YES, DURING THE LAND CODE, UH, YOU KNOW, CHAIR, OLIVER, I MEAN CHAIR, CODS, YOU GUYS LEADING US THROUGH THOSE EFFORTS TO GET THROUGH VERSIONS OF THE LAND CODE. UH, JIM WAS INSTRUMENTAL IN BEING THE PARLIAMENTARIAN AND REALLY, UM, BRILLIANT. IT'S GETTING THROUGH SOME REALLY CHALLENGING, UH, WORK AND VERY DIVISIVE. YOU KNOW, AT TIMES WE HAD VERY DIFFERENT OPINIONS ON THINGS, BUT HE DID A GOOD JOB IN HELPING US, UH, HELPING THE CHAIRS, STEER THAT SHIP. UM, WHAT I, WHAT I ALSO, WE'RE JUST REFLECTING ON AS MUCH AS I'M NOT PART OF THE DEVELOPER COMMUNITY, UH, COME FROM A VERY DIFFERENT BACKGROUND, BUT THE MORE I TALKED TO HIM, YOU KNOW, THE, THAT WE HAD MORE IN COMMON MUSIC, SAND VOLLEYBALL, UH, LOVE TO PARTICIPATE IN THIS COMMUNITY AND HELP OTHERS. I MEAN, THERE'S JUST SO MUCH WE HAD IN COMMON. UM, THERE'S MORE IN COMMON THAN WE, YOU KNOW, THEN WE HAD DIFFERENCES. SO, UM, I, I MISS HIM. I THINK HE BROUGHT DEFINITELY A LOT OF COLOR TO THIS COMMISSION. UH, I ENJOY WORKING WITH ALL OF YOU, YOU KNOW, AND I AM SO GLAD WE'RE GOING TO GET TO SPEND MORE TIME ON THE DIOCESE HERE IN PERSON. THE VIRTUAL WORLD IS ISN'T QUITE THE SAME, BUT, UH, WE WILL, WE WILL MISS JIM. UM, SO ANYBODY HAVE ANY OTHER WORDS AND IF NOT, I WILL SHARE, DO YOU HAVE ANYTHING? I'M JUST LOOKING AROUND THE ROOM. OKAY. OH YES. COMMISSIONER THOMPSON PLEASE. OKAY. UM, I I'D JUST LIKE TO SAY YES, JIM WAS, WAS A STICKLER FOR PARLIAMENTARIAN. UM, YOU COULD ALWAYS COUNT ON HIM AS A NO VOTE FOR EXTENDING THE LENGTH OF THE MEETING. UM, AND I THINK WE SAT AT OPPOSITE ENDS OF THE POLITICAL SPECTRUM. UM, AND YET I REALLY APPRECIATED THAT WE COULD STILL FIND TALK WAYS TO GET TOGETHER ON A COMMON VOTE. UM, AND I KIND OF, WHEN I FIRST JOINED THE PLANNING [00:30:01] COMMISSION, I THINK WE, WE DID THAT REGULARLY AND WE WOULD FIND WAYS TO BUILD A COALITION, YOU KNOW, DIFFERENT PEOPLE WITH DIFFERENT PERSPECTIVES TO FIND A COMMON VOTE. I DO THINK THAT SOME OF THE LAND DEVELOPMENT CODE DISCUSSIONS THAT WE HAD SORT OF MADE THAT MORE DIFFICULT WHEN WE WERE VOTING AGAIN AND AGAIN, TIME AFTER TIME. AND IT SORT OF MADE SOME SORT OF CLEARER LINES BETWEEN THE PARTIES OF THE SYSTEM. AND, UH, I HOPE THAT, YOU KNOW, AS WE MOVE FORWARD, WE CAN FIND WAYS TO FIND THAT COMMON GROUND AGAIN AND MOVE THINGS FORWARD. YOU KNOW, WHEN WE ALL AGREE, UH, AND HAVE A LITTLE BIT MORE TRUST BETWEEN THE DIFFERENT MEMBERS OF THE PLANNING COMMISSION. UM, AND SO, YOU KNOW, JIM WAS ALWAYS THE FIRST ONE TO, UH, SAY, LET'S GO GET A BEER AFTER A TOUGH VOTE, UH, IN A NIGHT AT THE PLANNING COMMISSION. UH, AND I WILL DEFINITELY MISS THAT AND I'M GLAD WE'RE BACK IN PERSON SO WE CAN START TO BUILD SOME OF THOSE BRIDGES. UH, AGAIN, THANK YOU VERY MUCH, COMMISSIONER THOMPSON. SO, UM, I'M GOING TO GO AHEAD AND READ THIS PROCLAMATION, UH, AND, UH, UM, I THINK I'VE GOT SIX FEET. IT MAY HELP ME TO READ IT, UH, AND BE CLEAR IF I TAKE OFF MY MASK, IF YOU ARE OKAY WITH THAT. UM, SO, UM, D IT KNOWN THAT, WHEREAS JAMES JIM SCHUSSLER SERVED HIS AUSTIN COMMUNITY FOR MANY YEARS AS A MEMBER OF THE DOWNTOWN COMMISSION, ENVIRONMENTAL COMMISSION AND PLANNING COMMISSIONS AS PRESIDENT OF THE OAK HILL ASSOCIATION OF NEIGHBORHOODS. AND AS A BOARD MEMBER OF THE HILL COUNTRY CONSERVANCY WHERE HE HELPED FINSERVE THOUSANDS OF ACRES OF LAND FOR FUTURE GENERATIONS. AND WHEREAS JIM WAS A SKILLED, HARDWORKING CIVIL ENGINEER FOR OVER 30 YEARS, SERVING AS VICE-PRESIDENT OF CIVILITY AND WORKING ON PROJECTS LIKE THE GOOGLE BUILDING AND THE SEAHOLM PLANT REDEVELOPMENT, THE FORM, THE AUSTIN SKYLINE WE KNOW TODAY. AND WHEREAS TO KNOW, JIM WAS TO KNOW THAT JIM LOVED LIFE FROM VOLUNTEERING WITH SOUTH BY SOUTHWEST AND THE AUSTIN CITY LIMITS FESTIVAL TO LISTENING TO LIVE MUSIC AT THE PARKER JAZZ CLUB, THE SAXON PUB, AND STUBS TO RIDING HIS ELECTRIC MOTORCYCLE AROUND TOWN. AND WHEREAS JIM PASSED ON TO WHATEVER HAPPENS AFTER THIS WORLD ON NOT AUGUST 17TH, 2021. NOW, THEREFORE I, STEVE ADLER MAYOR, THE CITY OF AUSTIN, TEXAS DO HEREBY PROCLAIM SEPTEMBER 28TH, 2021 AS JIM SCHUSSLER DAY. THANK YOU VERY MUCH. OKAY. THANK YOU. AND ANDREW, I'LL TURN THIS OVER TO YOU WHEN WE COMPLETE THEM. ALL RIGHT. THANK YOU. THAT, UH, THAT'S ITEM C ONE. IT'S CONCLUDED. THANK YOU. UH, ALL OF YOU FOR COMING TODAY. IT'S GOOD TO SEE ALL OF YOUR FACES, UM, CHAIR, OLIVER, CHAIR. CUZZY THANK YOU FOR COMING AND DOING THIS VERY SPECIAL. THANK YOU. OKAY. UH, COMMISSIONERS, UM, PICKING [D. FUTURE AGENDA ITEMS] UP ON ITEM D FUTURE AGENDA ITEMS. UH, DO WE HAVE ANY FUTURE AGENDA ITEMS FOR CONSIDERATION? OKAY. I HAVE, I HAVE ONE, UM, AND I REALIZE IT MIGHT TAKE AWHILE TO FIT, BUT IT'D BE GREAT TO GET A BRIEFING FROM THE CITY DEMOGRAPHER ON THE NEW CENSUS DATA. AND I KNOW SHE GAVE ONE TO CITY COUNCIL TODAY. I THINK, UH, IF WE COULD GET THAT SAME BRIEFING, THAT WOULD BE GREAT. YES. UM, YEAH, THAT'S A VERY GOOD RECOMMENDATION. I'LL GIVE YOU AN OKAY. THANK YOU ABOUT SHARING ANY OTHERS FUTURE AGENDA ITEMS. OKAY. [E. BOARDS, COMMITTEES & WORKING GROUPS UPDATES] LET'S GO AHEAD AND MOVE ON TO AGENDA [00:35:01] ITEM E BOARDS, COMMITTEES AND WORKING GROUP UPDATES. UH, THE FIRST ITEM IS CODES AND ORDINANCES JOINT COMMITTEE, UH, BY SHIRT. DO YOU WANT TO GET BETTER UPDATE? YES. WE VOTED ON OFFICERS, UM, OF THAT COMMITTEE AND WE ALSO, UH, HEARD THE URBAN TRAILS, UM, CHANGES THAT ARE HAPPENING AND, UH, PASSED A RECOMMENDATION ON FOR APPROVAL OF THAT. UM, AND WE ARE, UM, OUR STAFF LIAISON IS PUTTING TOGETHER A LIST OF ALL OF THE, UM, POTENTIAL CODE CHANGES THAT ARE SOMEWHERE IN ROUTE THAT MAY BE COMING BEFORE THAT COMMITTEE SOON. OKAY. THANK YOU. UH, COMPREHENSIVE LAND JOINT COMMITTEE. UM, WE HAVEN'T HAD A MEETING YET, BUT I AM IN DISCUSSION, UM, WITH OUR STAFF LIAISON ON PLANNING OUR NEXT, UM, AT LEAST THREE MEETINGS. WE'LL HAVE ONE IN OCTOBER AND WE'LL BE GETTING THAT INFORMATION OUT TO OUR OTHER MEMBERS. OKAY. THANK YOU. AND ON THE JOINT SUSTAINABILITY COMMITTEE, UH, COMMISSIONER PRACTICES, DID YOU HAVE AN UPDATE? UM, YES, UNFORTUNATELY THERE WAS NOT FORUM FOR THE PREVIOUS MEETINGS, SO IT HAD TO BE DELAYED. OKAY. THANK YOU. UH, SMALL AREA PLANNING JOINT COMMITTEE. UM, IF HE WANTS TO GIVE THAT UPDATE COMMISSIONER, YOU HAVE SOMEBODY HERE. OKAY. YEAH. AND SOUTH CENTRAL WATERFRONT ADVISORY BOARD, UH, COMMISSIONER THOMPSON, ANY ACTIVITY THERE? WE DID, WE HAD A, UM, PRESENTATION FROM THE PROJECT CONNECT, UH, TEAM, UH, AND THEY DISCUSSED THE ALIGNMENT OF, OF THE STATIONS, UH, WITHIN THE SOUTH CENTRAL WATERFRONT AREA. UM, I THINK MAYBE, ACTUALLY THAT WOULD BE, I FORGOT TO MENTION THAT WHEN MY MIGHT ALSO BE A NICE PRESENTATION, UH, YOU KNOW, FROM PROJECT CONNECT, UH, TO THE PLANNING COMMISSION AT SOME POINT IN THE FUTURE. UM, AND THEN I THINK WE ALSO SORT OF, UH, ARE GONNA HAVE A SPECIAL CALLED MEETING. UM, I THINK THEY'RE STILL TRYING TO WORK OUT THE TIMES IN THE NEXT COUPLE OF WEEKS, UH, TO LOOK AT THE, UM, THE STATESMAN TRACKED. OKAY. THANK YOU. AND, UH, THOMPSON, I GUESS IT LOOKS OCTOBER, WE'LL BE BUSY WITH THE WORD MOBILITY AND TRANSPORTATION WORKING GROUP. IF YOU WANTED TO GO AHEAD AND GIVE US A QUICK UPDATE. YEAH. SO, UM, THE TRANSPORTATION CRITERIA MANUAL TEAM STAFF, UM, HAD AN, A PRESENTATION EARLIER A FEW DAYS AGO WHERE THEY SORT OF DESCRIBED THE CHANGES THAT WILL BE RELEASED IN THE FINAL DRAFT, WHICH IS SCHEDULED TO GO OUT TOMORROW, I BELIEVE. UM, BUT THEY DESCRIBED WHAT THE CHANGES WERE AND, AND HOW THEY ADDRESSED THE COMMENTS. UM, AND ONE OF THE VERY INTERESTING THINGS IS THEY TALKED ABOUT SOME OF THE THINGS THAT PEOPLE HAD ASKED FOR. THEY HAD ACTUALLY IN THE ORIGINAL DRAFT THAT WAS NOT RELEASED TO THE PUBLIC, BUT DECIDED THAT THEY DIDN'T REALLY BELONG IN A TRANSPORTATION CRITERIA MANUAL AND INSTEAD BELONGED IN THE LAND DEVELOPMENT CODE. UM, AND SO I SORT OF ASKED STAFF IF WE COULD GET A LIST OF WHAT THOSE THINGS WERE. UM, UH, AND, AND THEN I GUESS THIS WEEKEND, WE'RE HAVING ANOTHER MEETING WITH THE TRANSPORTATION WORKING GROUP TO REVIEW THE CHANGES THAT ARE GOING TO BE RELEASED, UH, AND TO PROVIDE SOME COMMENTS AND HOPEFULLY HAVE SOMETHING TO, YOU KNOW, TO PROVIDE TO THE PLANNING COMMISSION. OKAY. THANKS. YES. I THINK, UH, MR. RIVERA, OCTOBER 12TH, I THINK WE'RE, WE WOULD LIKE TO HEAR FROM THE WORKING GROUP ON PROPOSED AMENDMENTS, AND THEN WE WILL FOLLOW UP ON THE NEXT MEET ON THE 26TH WITH ACTUALLY ACTION ON THOSE ITEMS. SO, UH, THAT WITH THE PRETTY BUSY DISC CASELOAD'S COMING UP WHERE I THINK OCTOBER IS GOING TO BE A PRETTY BUSY TWO, TWO MEETINGS, THERE'LL BE PRETTY FULL, UM, QUESTION, BUT STAFF BE ABLE TO COMMENT ON THOSE AT THE, AT THE MEETING THAT WE TOOK ACTIONS ON OR CHAIR COMMISSIONER PLAYS ON ANDROID. THIS IS A COMMISSION ITEM, SO I'M NOT CLEAR. UM, [00:40:01] SO MR. RIVERA, WHAT I THINK I HEARD IS THAT, WELL ON THE AMENDMENTS, SOMETIMES WE HAVE AMENDMENTS AND STAFF WILL COMMENT ON THOSE AMENDMENTS. UM, WHAT WOULD BE THE PROCESS FOR GETTING, I GUESS IF I'M HEARING COMMISSIONER THOMPSON, RIGHT. STAFF TO COMMENT ON THE PROPOSED AMENDMENTS? SURE. I DON'T BELIEVE, UM, UNLIKE, UH, SAY THE CODE REWRITE, UM, THE, UH, FORMAT FOR THIS, UH, SCENARIO, UH, THAT WILL NOT BE AVAILABLE. OKAY. SO WHAT I'M HEARING IS NEITHER A, UH, WRITTEN RESPONSES TO OUR AMENDMENTS NOR, UH, HAVING STAFF AVAILABLE ON THE 26. THAT, THAT WON'T HAPPEN. CORRECT. OKAY. THANK YOU. RIGHT. UH, COMMISSIONER THOMPSON. IS THERE ANY, I GUESS ON THAT ITEM, IS THERE ANY, I'M JUST, UH, I DIDN'T KNOW, WE, WEREN'T GOING TO HAVE AVAILABILITY OF STAFF, UM, AND KIND OF CRAFTING THAT. IS THERE ANYTHING ELSE, UH, WE NEED TO CONSIDER? UM, I DON'T KNOW. I MEAN, I DON'T THINK WE, WE DON'T HAVE A FORMAL ROLE IN, IN THE REVIEW OF THE TRANSPORTATION CRITERIA MANUAL, SO THINK IT'S JUST, WE CAN MAKE SUGGESTIONS TO STAFF. OKAY. YEAH. OKAY. I UNDERSTAND. THANK YOU. I CLICKED. UM, SURE. I'M SORRY. ONE QUESTION. UM, WHAT ARE WE CONSIDERING LOOKING AT THE TRANSPORTATION GRADUATOR MANUAL AS A COMMISSION? DO WE HAVE A, YEAH, SO, UM, WHAT WE HAD LINED OUT IS WE WILL HEAR FROM THE WORKING GROUP ON THE 12TH WITH THEIR PROPOSED AMENDMENTS, AND THEN ON THE 26TH, WE WILL ACTUALLY TAKE ACTION ON THOSE AMENDMENTS. SO, UM, I GUESS ON THE 12TH WE COULD HAVE, I MEAN, I GUESS THAT'S THE OTHER THING, MR. RIVERA'S, BOTH STAFF EVE WOULD BE AVAILABLE TO GIVE ANY KIND OF OVERVIEW OF THE, THE, UM, YOU KNOW, THE DRAFT THAT'S UNDER REVIEW OR CHEERS. SO AS YOU RECALL, UH, STAFF, UH, DID PROVIDE A BRIEFING, UM, EARLY ON. UM, AND SO I CAN RE FORWARD, UH, THAT, UM, PRESENTATION. UM, AND THEN, UH, ALSO WHAT WE'LL PROBABLY END UP DOING IS DOING A MATRIX OF THE AMENDMENTS, UH, THAT WE CAN WORK THROUGH ON THE OCTOBER 26. OKAY. OKAY. I GUESS, UM, THEN WE'LL REALLY RELY ON THE WORKING GROUP TO KIND OF EDUCATE US ON THE CHANGES BETWEEN WHAT WE HEARD INITIALLY FROM STAFF AND WHERE IT IS NOW. UH, CAUSE, WELL, SO I GUESS OVERVIEW FROM THE WORKING GROUP CHEROKEE, I'M SORRY, I'VE BROUGHT THAT UP IN, THIS MIGHT NOT BE INAPPROPRIATE. I HAVE TO HAVE THIS CONVERSATION WHERE THE 12TH LOOKS LIKE IT'S GOING TO BE A VERY BAD AGENDA BECAUSE WE HAVE A NUMBER OF POSTPONEMENTS DUE THAT DAY. SO I LEAVE IT TO YOU AND VICE CHAIR TO CONSIDER THE AGENDA. SO THE TIMELINE, UM, MR. RIVERA, AREN'T, THE COMMENT WILL BE IN A 30 DAY COMMENT PERIOD. AND SO FOR US TO GET, UM, WE WERE TRYING TO GET THOSE COMMENTS BACK TO THE, UM, TRANSPORTATION DEPARTMENT BEFORE THE END OF OCTOBER. IS THAT CORRECT? CORRECT. THE LAST MEETING, THE PLANNING COMMISSION COULD TAKE ACTION AND FORMULIZE. THE RECOMMENDATION WOULD BE OCTOBER 26, AND I THINK BOTH THE 12TH AND THE 26 ARE GOING TO BE PRETTY BUSY. SO WE WERE TRYING TO DIVIDE UP THE WORK BETWEEN THE TWO INSTEAD OF DOING IT ALL AT ONCE. I APPRECIATE IT. OKAY. THANK YOU. AND WITH THAT, UM, ONE MORE THING. I THINK STAFF DID GIVE A PRESENTATION A FEW DAYS AGO ON, ON WHAT THEIR CHANGES TO THE, TO THE DRAFT WAR. I MEAN, IF WE COULD AT LEAST HAVE THAT SHARED AS BACK UP AND EVEN IF THEY DIDN'T PRESENT. OKAY. SO, UM, WE, WE ARE FINISHED WITH OUR AGENDA, SO I'M CHECKING THE TIME HERE. UH, 7 0 1. UM, I HAD TURNED THIS MEETING. THANK YOU. * This transcript was created by voice-to-text technology.
