WE'LL GO AHEAD AND CONVENE THE CITY COUNCIL PORTION OF THE JOIN MEETING TODAY.

TUESDAY, OCTOBER 12TH, 2021.

UH, THE TIME IS, UH, NINE 10.

UM, WE, UH, ARE SHY ONE MEMBER FOR OUR QUORUM, SO WE CAN'T TAKE ANY ACTION, BUT WE'RE READY TO START LISTENING TO THE REPORT.

[1. Update on Covid-19 related matters]

UM, SO CALLED ORDER, THE JOINT MEETING OF THE COMMISSIONERS, TRAVIS COUNTY COMMISSIONER'S COURT AND AUSTIN CITY COUNCIL, AND I WILL HAND IT OVER TO DR.

WACHS FOR A BRIEF GOOD MORNING.

EVERYONE SEEMS LIKE IT'S BEEN A LONG TIME SINCE WE'VE SEEN ONE ANOTHER.

UM, GOODNESS, IS THAT OUR SEVEN DAY MOVING AVERAGE FOR HOSPITALIZATIONS? UM, HAS DECREASED, UM, WAS, UH, 28 ON THE 4TH OF OCTOBER.

AND IT'S DOWN TO 19 AS OF YESTERDAY.

UM, WE, UH, IF I CAN GET THE SLIDES UP, PLEASE, I DON'T KNOW IF YOU CAN SEE THE SLIDES.

NEXT SLIDE PLEASE.

SO AS YOU SEE FROM THE SLIDE IN FRONT OF YOU, UM, WE'VE HAD A DECLINE IN THE NUMBER OF CASES AND WE, UM, ARE SAYING A GRADUAL REDUCTION IN THE NUMBERS OF PEOPLE IN HOSPITAL AND ICU AND WITH VENTILATOR USE.

UM, SO WE'RE ON THE OTHER SIDE OF THE DELTA SEARCH THAT, UM, WE'VE BEEN EXPERIENCING SINCE THE BEGINNING OF JULY.

NEXT SLIDE, PLEASE.

WHEN WE LOOK AT THE, UM, IMPACT OF, UH, UH, ON OUR HOSPITALS, UM, WE SEE THAT 47% OF THE ADMISSIONS TO OUR LOCAL HOSPITALS, WHERE ARE NOW FROM TRAVIS COUNTY RESIDENTS.

UM, THE VACCINATION LEVELS, UM, ARE LISTED HERE.

UM, WE HAVE UNKNOWN STATUS FOR 168 OF THE INDIVIDUALS IN HOSPITAL.

UM, SO THE NUMBER OF NOT VACCINATED PARTIALLY VACCINATED, UM, IS ONLY REPRESENTING, UM, A LITTLE LESS THAN HALF OF THOSE WHO ARE IN OUR HOSPITAL SYSTEMS AT THIS POINT.

AND, UM, THIS REMAINS AN SITUATION WHERE ALMOST ALL OF THE INDIVIDUALS IN HOSPITAL ARE UN-VACCINATED THE, UM, CULTURE ON THE, UH, RIGHT-HAND SIDE OF THE SLIDE, UM, DETECTS WHERE PEOPLE RESIDE, WHO HAVE BEEN HOSPITALIZED AND GIVES YOU A, UM, A BIRD'S EYE VIEW OF THE GEOGRAPHIC, UM, FROM, FROM A GEOGRAPHIC PERSPECTIVE.

AND YOU SEE THAT WE HAVE, UM, PEOPLE FROM VARIOUS PARTS OF OUR COUNTY AND SURROUNDING COUNTIES WHO HAVE BEEN HOSPITALIZED.

NEXT SLIDE, PLEASE.

OKAY.

IF YOU LOOK AT THE DISTRIBUTION OF HOSPITALIZATIONS BASED ON RACE, UM, YOU SEE THAT 72% ARE WHITE AND 44% OF THOSE HAVE REPORTED AS WHITE OR HISPANIC, UH, 10% OR 11% ARE BLACK.

UM, AND THEN WE HAVE A LARGE REPRESENTATION OF THOSE WHO ARE REPORTERS OTHER, UM, WHICH IS THE CATEGORY THAT PEOPLE ARE PLACED IN WHEN THEY, UM, DO NOT CHOOSE ONE OF THE OTHER RACES THAT ARE LISTED.

AND 2% OF THOSE HOSPITALIZED WERE ASIAN.

52% OF THOSE HOSPITALIZED WERE MALE, 48% WERE FEMALE.

AND DURING THIS LAST SEARCH WITH DUE TO THE DELTA VARIANT OF COVID-19, WE SAW A HIGHER PERCENTAGE OF INDIVIDUALS HOSPITALIZED IN THE 30 TO 49 YEAR RANGE THAN WE HAD IN PREVIOUS SURGES.

THE NEXT SLIDE, PLEASE, THE AGE GROUP OF

50 TO 69, UM, CONTINUES TO BE THE HIGHEST PERCENTAGE OF THOSE INDIVIDUALS HOSPITALIZED.

BUT AS I MENTIONED EARLIER IN THIS SEARCH, UM, WE HAD A GREATER PERCENTAGE OF THOSE IN THE CATEGORY OF THE 30 TO 49 YEAR OLDS HOSPITALIZED THEN FOLLOWED BY THOSE WHO WERE 70.

PLUS WE ALSO HAD A HIGHER NUMBER OF PEDIATRIC PATIENTS ADMITTED DURING THIS SEARCH.

UM, AND IN THE LAST REPORTING PERIOD OF SEPTEMBER 12TH, THROUGH OCTOBER 10TH, WE HAD 72 ADMISSIONS, 21 WERE AN ICU, AND ONE WAS ON A VENTILATOR.

AS OF YESTERDAY, WE HAD EIGHT, UM, PEDIATRIC ADMISSIONS.

NONE OF THOSE WERE VACCINATED TO HER IN PEDIATRIC ICU OR PLUGIN.

AND, UH, ONE WAS ON A VENTILATOR.

NEXT SLIDE, PLEASE.

WE LOOK AT OUR SCHOOLS, UM, WE SEE A SLOW DECLINE IN THE NUMBERS OF CASES.

HOWEVER, THEY REPORTING PERIOD OF OCTOBER 4TH THROUGH 10TH.

UM, MAY INDEED, UM, NOT BE ACCURATE IN THAT WE HAD A HOLIDAY YESTERDAY AND TYPICALLY SCHOOLS, UM, SEND IN THEIR REPORTS ON MONDAY.

SO THAT MAY BE ARTIFICIALLY LOW.

AND WHEN I DOES, UH, WITH THIS GROUP AND, OR SEND A MEMO NEXT TIME, UM, UH, I WILL UPDATE THAT.

SO THAT NUMBER MAY ACTUALLY BE A LITTLE BIT HIGHER.

UM, THERE WERE TOTAL OF 242 CASES RECORDED IN OUR SCHOOLS.

204 WERE IN STUDENTS, UH, 34 IN STAFF.

THERE ARE MORE CASES IN THE CLASSROOM SETTING, UM, AND THAT'S THEN FOLLOWED BY AFTERSCHOOL AND ATHLETIC EVENTS.

UM, WE HAD ONE CASE THAT WAS DISCUSSED IN THE NEWS WHERE A TEACHER, UM, UNFORTUNATELY PASSED, HAD SEVERAL, UM, CONTACTS, UH, CLOSE CONTACTS, UM, AND THAT'S RESULTED IN, UM, TWO POSITIVE CASES.

UM, THERE'VE BEEN SEVERAL CLASS CLOSURES OVER THE MONTHS THAT SCHOOL'S BEEN OPEN, UM, AND SOME, UH, SPORTS RELATED, UM, EXPOSURES THAT HAVE BEEN REPORTED AS WELL.

UM, AGAIN, MASKING IS WHAT HAS HELPED DECREASE, SPREAD AND VACCINATIONS.

WHAT KEEPS PEOPLE FROM GETTING SICK.

AND THOSE CONTINUE TO BE OUR MAIN, UM, AVENUES FOR PROTECTING OURSELVES FROM COVID-19 AND OUR LONG-TERM CARE FACILITIES.

WE'VE HAD JUST 13 CASES IN THE LAST 14 DAYS.

UM, ALL OF THE CASES THAT HAVE OCCURRED WERE IN FULLY VACCINATED INDIVIDUALS AND NONE HAVE REQUIRED HOSPITALIZATION.

UM, AGAIN, SHOWING THAT OUR VACCINES ARE PROTECTING US FROM HAVING SEVERE DISEASE AND HOSPITALIZATIONS AND DEATH.

WHEN WE LOOK AT OUR BREAKTHROUGH CASES, UH, FROM THOSE INDIVIDUALS WHO'VE BEEN VACCINATED, UM, WE SAY THAT THERE HAVE BEEN SEVERAL CASES, 1,019, HOWEVER, WE'VE DEPLOYED, UM, OVER 1.6 MILLION DOSES OF VACCINE AND OUR COUNTY.

AND WE ALSO, UM, HAVE OVER 70 PEOPLE, 70% OF THE PEOPLE WHO ARE ELIGIBLE FOR VACCINATIONS NOW FULLY VACCINATED IN OUR COUNTY, A GREAT MILESTONE.

AND OF THOSE 8,000 PLUS INDIVIDUALS WHO'VE HAD BREAKTHROUGH CASES.

UM, 89% OF THOSE WERE SYMPTOMATIC.

UM, 82 WERE HOSPITALIZED.

SO, UH, THAT PERCENTAGE IS VERY LOW.

THE MEDIAN AGE OF THOSE AFFECTED WITH THE VACCINE BREAKTHROUGHS WERE, WAS 72 YEARS 41 RECEIVED PFIZER TWENTY-FIVE MODERNA AND 16 J AND J THERE WERE 43 COVID, UH, ASSOCIATED DEATHS IN THIS GROUP.

UM, THE

STRESSES, THE IMPORTANCE OF OUR CONTINUING TO USE MASKING TO PREVENT SPREAD INDOORS.

UM, WE'VE JUST CROSSED THE THRESHOLD OF STAGE THREE, BUT I WOULD URGE OUR COMMUNITY TO CONTINUE TO CONTINUE THOSE, UM, PRACTICES THAT HAVE KEPT US SAFE AND HELPED US GET THROUGH THIS PREVIOUS, THIS LAST SEARCH, THE, UM, VACCINE BREAKTHROUGHS, UM, REPRESENT A VERY SMALL PERCENTAGE AS I MENTIONED OF THE CASES THAT WE'VE SEEN.

UM, SO AGAIN, IT'S IMPORTANT FOR THOSE WHO ARE UNVACCINATED TO GO AND GET THAT VACCINE.

IF YOU LOOK AT THE NEXT SLIDE, I WANT TO TALK A LITTLE BIT ABOUT RE INFECTIONS.

UM, THERE'S STILL A LOT OF WORK TO BE DONE TO IDENTIFY HOW OUR IMMUNE SYSTEM IS RESPONDING TO COVID-19 AND PRODUCING NATURAL IMMUNITY IN THOSE THAT HAVE HAD COVID-19, AS YOU CAN SEE FROM THIS SLIDE, UM, WHAT THE APPEARANCE OF THIS DELTA VARIANT ON THE SCENE, THERE WAS A SPIKE IN THE NUMBER OF REINFECTION.

UM, SO THE FACT THAT WE'RE ABLE TO PRODUCE ANTIBODIES IS IMPORTANT.

IT IS OUR BODY'S WAY OF FIGHTING OFF DISEASE.

HOWEVER, NEUTRALIZING ANTIBODIES MAY NOT WORK AS WELL ON SUBSEQUENT VARIANTS, AND WE STILL DON'T KNOW THE DURABILITY OR HOW LONG THOSE ANTIBODIES THAT ARE PRODUCED FROM NATURAL DISEASE LAST.

SO THERE IS SOME PROTECTION CONFERRED, AND WE, WE DON'T KNOW HOW MUCH ANTIBODIES NEEDED TO KEEP YOU FROM GETTING SICK FROM COVID-19 AFTER YOU'VE HAD COVID 19.

AND AT THIS POINT, WE ARE STILL SAYING THAT THE PROTECTION ONLY LASTS FOR 90 DAYS THAT MAY CHANGE WITH FURTHER RESEARCH AND, UM, ASSESSING, UH, WHAT OUR BODY, OUR BODY'S IMMUNE SYSTEM IS ABLE TO DO.

SO I SLEPT SHOW THIS SLIDE TO SAY IT IS STILL IMPORTANT FOR THOSE WHO HAVE HAD COVID-19 TO GO AND GET VACCINATED.

UM, AND IT'S STILL IMPORTANT FOR US TO PROTECT OURSELVES FROM GETTING COVID-19 BY WEARING MASK DIZZY SLIDE.

UM, THE CONTENTS OF WHICH, UM, SHOW THAT THE COVID VACCINES THAT WE HAVE IN THE U S ARE HIGHLY EFFECTIVE AGAINST COVID-19 INFECTIONS, UM, THAT REQUIRE HOSPITALIZATION, ICU ADMISSION, EMERGENCY DEPARTMENT, OR URGENT CARE CLINIC VISITS.

UM, AND THIS VACCINE EFFECTIVENESS IS EXTENDED TO POPULATIONS THAT HAVE BEEN DISPROPORTIONATELY AFFECTED BY SARS COVID TWO OR COVID-19.

SO, UM, IT'S IMPORTANT THAT WE CONTINUE OUR EFFORTS TO VACCINATE OUR POPULATION ON THE SLIDE FOLLOWING THAT, UH, IS DISCUSSING THE DEATHS THAT WE'VE SEEN, UM, RELATED TO COVID-19 SINCE VACCINES ARE DEPLOYED IN, IF YOU CAN GO BACK TO THE PREVIOUS SLIDE, PLEASE, UM, THAT W SINCE EVER DEPLOYED IN JANUARY, AND WE'VE SEEN 549 DEATHS SINCE JANUARY, UM, 7.8 OF THOSE WERE IN VACCINATED INDIVIDUALS.

UM, AND THE TAKEAWAY FROM THIS SLIDE IS THAT VACCINES DO PRODUCTION PROTECT THOSE WHO, UM, ARE RECEIVING THEM FROM SEVERE DISEASE, HOSPITALIZATION, AND DEATH.

AND THOSE WHO DIED, UM, FROM OUR CASE INVESTIGATORS REPORTS, UH, WERE THOSE WHO HAD COEXISTING MEDICAL CONDITIONS.

THE NEXT SLIDE, PLEASE, TRAVIS COUNTY ADMISSIONS, AGAIN, ARE BEING REPORTED HERE.

AND AGAIN, JUST SHOWING THAT WE HAVE 47% OF ADMISSIONS FROM TRAVIS COUNTY AND THE REMAINDER ARE FROM SURROUNDING COUNTIES.

SO IT'S IMPORTANT THAT WE WORK, UM, TO CONTINUE VACCINATE OUR COUNTY RESIDENTS AND ALSO TO LOOK AT, UM, ENCOURAGING OUR COMMUNITIES

THAT'S AROUND US, UM, AND HAVE THEM VACCINATE AS WELL.

WE'VE HAD A HUGE SUCCESS IN VACCINATING OUR POPULATION.

UM, BUT WE DO KNOW THAT WITH THIS VARIANT, THAT WE'VE JUST THAT WE STILL ARE, UM, BATTLING, UM, THAT MASKING WORKS TO DECREASE FRAUD.

SO AS WE MOVED, UH, THIS SHOULD, THE STUDY IS ONE FROM GERMANY THAT SHOWS THAT WITH MASKING, WE CAN, UM, HAVE A GREAT REDUCTION IN THE NUMBER OF CASES THAT WE'VE SEEN.

AND AS WE LOOK AT OUR SUCCESS IN, UM, WORKING THROUGH THIS LAST SEARCH, AS WE HAD AN INCREASE IN MASKING, WE SAW A DECREASE IN THE NUMBER OF CASES THAT WERE HOSPITALIZED.

AND ALSO AS WE REACHED THAT 70% MARK OF ELIGIBLE, UM, PEOPLE THAT WERE VACCINATED, WE SAW THAT HAD A, UM, ANOTHER GOOD IMPACT AND DECREASED OUR CASE NUMBERS.

IT'S IMPORTANT THAT WE CONTINUE THOSE EFFORTS GOING FORWARD.

WE STILL HAVE PEOPLE WHO ARE UNVACCINATED.

UM, WE STILL HAVE THE FLU TO CONTEND WITH.

SO IT'S IMPORTANT THAT PEOPLE RECEIVE THEIR FLU VACCINE.

UM, AND AS WE MOVE INTO STAGE THREE, NEXT SLIDE, PLEASE, WE'RE GOING TO BE ASKING THAT MASKING, UH, CONTINUE FOR UN-VACCINATED AND PARTIALLY VACCINATED PEOPLE, INDOORS AND OUTDOORS, WHERE SOCIAL DISTANCING IS NOT POSSIBLE MASKING FOR THE VACCINATED WILL BE, UM, RECOMMENDED INDOORS WHEN TRAVELING AND FOR THOSE WHO ARE HIGH RISK, UM, WHEN THEY'RE DINING INDOORS AND NOT ACTIVELY EATING AND DRINKING, HIGH-RISK INDIVIDUALS ARE ALSO RECOMMENDED TO AVOID CROWDS AND INDOOR VENUES AND ABOARD NON-ESSENTIAL TRAVEL.

THERE WILL BE ONE, UM, CHANGED TO THE RISK-BASED GUIDANCE CHART THAT WE'RE, UM, SHARING WITH YOU TODAY.

AND THAT WILL BE THAT YOU'LL NOTICE THAT INSTEAD OF THE STAGE ONE CATEGORIES SHOWING LESS THAN FIVE CASES, UM, IT'S GOING TO SAY ZERO TO FOUR CASES.

UM, SO THAT'S A CHANGE THAT YOU'LL NOTICE, AND WE'RE GOING TO, UH, CONTINUE TO, UH, STUDY THE IMPACT OF THE DELTA VARIANT WORK WITH OUR UT MODELING GROUP TO ASSESS, UM, VACCINATION, UM, MASKING AND OTHER FACTORS THAT IMPACTED US DURING THIS LATEST SEARCH.

WE KNOW THAT BECAUSE THERE'S A POSSIBILITY OF THE DEVELOPMENT OF A NEW VARIANT, THAT IT'S IMPORTANT THAT WE, UM, LOOK TO GIVING OUR COMMUNITY, UM, ACTIONS AND BEHAVIORS THAT THEY CAN TAKE TO PROTECT THEMSELVES AND THEIR FAMILIES, UM, THE PRIMARY ONES BEING VACCINATION AND USE OF MASKING APPROPRIATELY.

HOWEVER, UM, WE'RE GOING TO, UM, LOOK TOGETHER AS A GROUP AND, UM, DEVELOP A STRATEGY FOR COMMUNICATING AND MESSAGING THAT SO THAT OUR COMMUNITY CAN CONTINUE ON WITH PROTECTING ITSELF AND DO SO, UM, IN A WAY THAT ALLOWS US TO PARTICIPATE IN THE UPCOMING HOLIDAYS AND SAFE MANNER.

AND WITH THAT ALL IN MY REPORT.

AND I'M GOING TO GIVE YOU A BRIEF UPDATE ON COVID-19 OPERATIONS.

UM, I WILL TRUNCATE MY PRESENTATION A LITTLE BIT TO LEAVE TIME FOR MY PARTNERS AT THE COUNTY TO GIVE THEIR UPDATES, BUT DURING THE QUESTION AND ANSWER, PERIOD, IF THERE'S ANYTHING THAT I DIDN'T MENTION, I WILL BE HAPPY TO GO OVER.

SO JUST LOOKING AT, UM, OUR RESPONSE ACTIVITIES OVER THE MONTH OF SEPTEMBER, YOU CAN SEE THAT WE'VE GIVEN OVER 3,600 VACCINES ADMINISTERED OVER 10,000 TESTS.

WE HAD AN OVER 11,000 NEW COVID-19 CASES REPORTED AND PROCESSED BY OUR EPI TEAM.

OUR EQUITY LINE TOOK OVER THROUGH AND NURSE LINE TOOK OVER 3000 PATIENT INBOUND AND OUTBOUND

CALLS.

AND THOSE INCLUDE CALLS FROM COMMUNITY CALLING ABOUT THE REGIONAL INFUSION CENTER.

UM, WE'VE BEEN DOING OUTBOUND CALLS, HELPING FOLKS GET SCHEDULED FOR A THIRD DOSES.

AND NOW THAT BOOSTERS ARE ONLINE, WE'VE CONTINUED TO DO THAT WORK AS WELL.

UM, OVER 1000 FAMILIES WERE SUPPORTED THROUGH PPE AND FOOD DISTRIBUTION, AND WE PROVIDED OVER 21 VACCINE EDUCATION ACTIVITIES WITHIN COMMUNITY.

WHEN WE LOOK AT, UM, THE DOSES THAT WE'VE GIVEN OUT, UM, YOU CAN SEE HERE, THE MAJORITY IN OUR COMMUNITY IS NOW PFIZER.

SO FIRST DOSES ADMINISTERED IN SEPTEMBER WERE 1400.

WE ADMITTED MINISTERED 1502ND.

THE MAJORITY OF THOSE BEING PFIZER AGAIN AND OVER 600, JUST UNDER 700 DOSES, THIRD DOSES OF MADONNA.

AND I BELIEVE RIGHT NOW, THIRD DOSES, THAT CATEGORY DOES INCLUDE BOOSTERS AND WE'RE WORKING ON A WAY IN OUR SYSTEM TO BE ABLE TO, UM, BREAK THOSE OUT ACCORDINGLY WITH THE TEST.

YOU CAN SEE THAT ST JOHN'S CONTINUES TO BE THE MOST POPULAR PLACE FOR PEOPLE TO COME AND GET A COVID TEST JUST UNDER 7,000 ADMINISTERED 226 MOBILE TESTS.

AND AT OUR DEAF SPRING SITE, WE SAW JUST UNDER 3000 COMMUNITY RESIDENTS.

AND SO OUR TESTING OPTIONS REMAIN THE SAME.

UM, DURING, FOR THIS NEXT, UH, OPERATIONAL PERIOD, WE WILL CONTINUE TO BE AT THE DOVE SPRINGS REC AT ST.

JOHN'S IN HOME.

TESTING IS AVAILABLE.

IF YOU CALL 3 1, 1 OR FIVE ONE TWO NINE SEVEN FOUR, 2000, WE CONTINUE TO SUPPORT OUR PARTNERS WITH FACILITY TESTING AND LONG-TERM CARE SHELTERS AND OTHER CONGREGATE LIVING SPACES.

AND WE ARE STILL PROVIDING MOBILE TESTS FOR OUR RESIDENTS THAT NEED MOBILE TESTS.

AND WE WILL COME OUT AND GIVE YOU A COVID TEST.

WHEN WE LOOK AT OUR VACCINATIONS BY WEEK FOUR IN TRAVIS COUNTY, UM, WE CAN SEE THAT WE'RE TAPERING OFF AGAIN WITH JUST, UM, UNDER SEVEN 1,000,700 DOSES DELIVERED IN OUR COMMUNITY.

WHEN WE LOOK AT OUR TRAVIS COUNTY RESIDENTS WHO HAVE NOT RECEIVED A SECOND DOSE, THAT GREEN PIE KEY OR TEAL KEEPS GETTING SMALLER.

UM, THE LAST TIME I WAS IN FRONT OF YOU, WE WERE AT ABOUT 210,000 PEOPLE WHO WERE UN-VACCINATED.

AND NOW THAT NUMBER IS AT 201,000.

UM, AND SO FOR THE FOLKS THAT JUST HAVE ONE DOSE, WE SEE THAT IT'S AT 107,000.

AND SO WE'RE MAKING SOME REALLY GOOD PROGRESS TOWARDS, UM, GETTING OUR FOLKS FULLY PROTECTED.

UM, I KNOW THAT THAT WAS SOMETHING THAT'S COME UP, LIKE HAVING A PROCESS IN PLACE WHERE PARENTS CAN SIGN A WAIVER TO ALLOW THEIR CHILD TO GET VACCINATED WHILE IN SCHOOL, UM, WAS SOMETHING THAT HAS BEEN TALKED ABOUT.

SO I JUST WANTED TO BUBBLE THAT UP.

SO THAT'S PART OF THE CONVERSATIONS THAT WE'RE HAVING WITH THE SCHOOL DISTRICTS IS UNDERSTANDING THAT THAT IS A, AN OPTION THAT I'VE HEARD.

SOME PARENTS WANT TO SEE HAPPEN JUST TO MAKE IT EASIER FOR FOLKS, ESPECIALLY WORKING FAMILIES WHO MIGHT NOT BE ABLE TO SCHEDULE MULTIPLE KIDS WITH THEIR PEDIATRIC DOCTOR AND, OR MIGHT NOT HAVE ACCESS TO THAT PHARMACY.

UM, AND LASTLY, YOU KNOW, MY QUESTION IS AROUND INCENTIVES.

WE KNOW THAT GOVERNOR ABBOTT HAS ADDED TO THE CALL OR HAS ISSUED AN EXECUTIVE ORDER REGARDING PROHIBITING ANY ENTITY FROM HAVING A VACCINE MANDATE, UM, THEREBY MAKING IT HARDER FOR FOLKS, UM, FOR, FOR US TO, TO HELP, UM, ENSURE THAT WE HAVE A VACCINATED COMMUNITY.

AND SO, UM, MY QUESTION IS KNOWING THAT THAT IS HAPPENING OR WILL HAPPEN OR HAS HAPPENED, WHAT CAN WE DO REGARDING INCENTIVES? UM, SO DIRECTOR STRIP, IF YOU CAN SPEAK TO, I KNOW WE HAD AN INCENTIVE PILOT PROGRAM THAT, UM, THAT WE HELD UP FOR A LITTLE BIT, UH, BUT WHAT ARE, IS OUR PLANS AROUND VACCINE INCENTIVES? UM, AND OR WHAT ARE YOU HEARING FROM THE BUSINESS COMMUNITY ABOUT, YOU KNOW, UM, EMPLOYERS, WHAT THEY'RE DOING TO ENSURE THAT EMPLOYEES ARE GETTING THE VACCINE.

UM, I'D BE CURIOUS TO HEAR ABOUT THIS EFFORT, KNOWING THAT WE NOW HAVE, UM, STATE REGULATION PROHIBITING THOSE TYPES OF REQUIREMENTS.

AND SO, UM, WE HAVE INITIATED A PURCHASE OF GIFT CARDS TO CONTINUE THAT PILOT.

UM, AND, AND WE'RE, WE'RE JUST WAITING FOR THAT TRANSACTION TO BE COMPLETE.

UM, ONCE, UH, YOU KNOW, PER OUR CORPORATE PURCHASING FINISHED ITS ITS CONTRACTING PROCESS AND WE ACQUIRE THE GIFT CARDS.

UM, SO IT WILL BE FOCUSED ON FIRST AND SECOND DOSES STRATEGICALLY IN THE AREAS THAT WE STILL SEE ON OUR MAP THAT ARE NOT AT THAT 70% MARK.

UM, AND SO THE ROLLOUT WILL BE QUITE DIFFERENT FROM THE PILOT.

WE LEARNED A LOT ABOUT THAT AND, UM, OUR HOPE IS TO WORK WITH OUR PARTNERS IN THE COLLABORATIVE, UM, BECAUSE THEY'RE DOING THAT REALLY GOOD BOOTS ON THE GROUND WORK AS WELL, TO SEE WHERE THOSE SPACES ARE THAT WE NEED TO BE.

ONCE WE ACTUALLY HAVE THE GIFT CARDS IN HAND, UM, AS FAR AS THE BUSINESS COMMUNITY, I THINK THE CITY OF AUSTIN HAS SET A REALLY GOOD EXAMPLE WITH THE, UM, INCENTIVES THAT THEY PROVIDED, UM, THEIR EMPLOYEES.

WE CAN DO SOME ADDITIONAL RESEARCH AND, AND SHARE WHAT WE'RE DOING.

UM, THAT WOULD BE A TASK FOR THE, OUR CORPORATE CPI TEAM.

UM, AND SOME OF THE THINGS THAT WE ARE DOING AS A CITY, UM, THAT IF YOU ARE VACCINATED AND YOU UNFORTUNATELY CONTRACT COVID, THEN YOU GET SPECIAL, COVID LEAVE TO HELP YOU RECOVER.

IT DOESN'T HAVE TO COME OUT OF YOUR, UM, SICK TIME.

OTHER THINGS THAT WE'VE HEARD IS THAT THERE IS, UM, AN ADJUSTMENT TO INSURANCE PREMIUMS, MUCH LIKE THE TOBACCO PREMIUMS FOR FOLKS WHO ARE NOT VACCINATED.

AND SO THOSE ARE SOME OF THE CREATIVE IDEAS, NOT ONLY THAT WE'VE IMPLEMENTED AT US AS A CITY WITH THE LEAVE, BUT I'VE HEARD IN COMMUNITY.

UM, BUT WE CAN GET WITH CPIO TO FIGURE OUT HOW WE CAN HAVE, UH, A COMMUNICATION STRATEGY OR PUSH TO ENGAGE OUR PARTNERS IN THE, IN THE BUSINESS COMMUNITY WITH THOSE CONVERSATIONS.

I'VE, UM, I'VE HAD SEVERAL MEETINGS WITH AND OTHER FOLKS TRYING TO SPREAD THE WORD WHO HAVE SAID THAT THIS IS A REALLY PERSISTENT ISSUE FOR PEOPLE IS FINDING THE TIME TO GET OFF OF WORK AND COORDINATE WITH THEIR KID EITHER AT THE SAME TIME AS A POP-UP.

AND I THINK WHEN WE TALK ABOUT JUST THESE THOUSANDS OF KIDS WHO COULD SOON BECOME ELIGIBLE, IF EVERYBODY COULD GET SENT HOME AND GET A BACKPACK, A PERMISSION SLIP, THEY COULD JUST SIGN, WHICH WE'RE SO USED TO, YOU KNOW, SIGNING A THING, COMING HOME AND, AND, UH, THEIR SON OR DAUGHTER'S BACKPACK, UH, I THINK IT COULD BE REALLY EFFICIENT.

SO I THINK IT COULD BE HELPFUL FOR YOU TO LAY OUT TO US IF THERE'S ANYTHING THAT COMMISSIONERS OR COUNCIL COULD DO TO, TO HELP THAT THE UNIVERSITY, I BELIEVE THAT THE WILL IS ALREADY THERE.

AND SO, UM, OUR, OUR PROGRAM STAFF HAVE SAID THAT IT IS DOABLE AND WORK COORDINATING WITH THE SPECIFIC CAMPUSES AND THE SCHOOL NURSES THERE TO, TO FIGURE OUT THE PROCESS THAT WOULD WORK FOR THAT PARTICULAR LOCATION.

UM, AND SO I, AT THIS, I DON'T BELIEVE ANYTHING NEEDS TO BE DONE.

EVERYONE UNDERSTANDS THE URGENCY AND THE NEED TO MAKE IT AS, UM, CONVENIENT FOR PARENTS AS POSSIBLE.

AND, UH, THE, THE WORK IS PROGRESSING.
