WE'RE ON TRACK, UH, HALFWAY THROUGH THE YEAR, AS IT GOES THROUGH AUGUST 1ST, BEFORE WE EXPAND THIS GRANT, BY THE END OF THE CALENDAR YEAR, IF WE HAVE ANY FUNDS LEFT OVER, WE USUALLY ASK FOR AN EXTENSION AND COMPLETELY EXPEND THE FUNDS BY JANUARY. IF YOU GO TO PAGE TWO, SOME OF OUR DATA AND OUTCOMES ARE WE CONTINUE TO HELP FOLKS AVOID EVICTION WITH OUR CARES ACT FUNDING. WE GET TO PAGE THREE, THERE'S A PROGRAMMATIC UPDATE ON HOW MUCH WE'VE ACTUALLY HAVE BEEN ABLE TO PAY AND RENT ASSISTANCE TO OUR CLIENTS. UH, WE WILL FULLY EXPAND THE CARE SITE FUNDS. UM, THIS MONTH WE'VE HELPED ABOUT 1,360 HOUSEHOLDS AVOID EVICTION WITH THESE FUNDS FROM THE FEDERAL GOVERNMENT. UH, WE'RE ALSO DOING A LITTLE BIT MORE, UH, KIND OF STARTING UP OUR CHILD CAR SEAT EVENTS, UH, IN PARTNERSHIP WITH VMS. SO THAT'S ONE OF OUR OUTCOMES FOR THE STATE FIVE E UM, EXCUSE ME, FIVE D INDIVIDUALS TO IMPROVE SKILLS RELATED TO THE ADULT ROLE OF PARENTS, CAREGIVERS, 41 FOLKS ENROLLED. UM, THERE'S A PRE AND POST TEST. UM, WE MEASURE, UH, [00:05:01] HOW MUCH ARE PARENTS WHO COME TO THE SERVICE, LEARN ABOUT, UM, USING THEIR CAR SEATS SAFELY? UH, WE'VE ALSO ASSISTED ABOUT, UH, 26,278, UH, PEOPLE WITH OUR FOOD DISTRIBUTION EVENTS. AND WE CONTINUED TO GIVE THE MORE VOLUNTEERS COMING THROUGH 518 HOURS, THE VOLUNTEER HOURS FOR THE AGENCY. YOU GO TO PAGE THREE, WHICH HAS OUR PROGRAMMATIC UPDATES. COUPLE OF HIGHLIGHTS. THE HOME DELIVERY PROGRAM CONTINUES TO BE STOOD UP. UH, WE, UH, IN AUGUST ASSISTED 438 HOUSEHOLDS, THAT'S ABOUT ALMOST 1400 INDIVIDUALS HAD FOOD BOXES DELIVERED TO THEIR DOORSTEP. THIS IS THE PROGRAM WHERE WE PARTNER WITH THE CENTRAL TEXAS FOOD BANK AND AMAZON, UH, WE'RE IN DISCUSSION TO ADD THURSDAYS. UH, SO HOPING TO BE ABLE TO DO THAT IN NOVEMBER, WE ARE LUCKY WE'RE GETTING, UH, FUNDS ARPA FUNDS FOR A COUPLE OF A FULL TIME TEMPLE TEMP COMMUNITY WORKER POSITIONS THAT WILL HELP US FULLY STAND AS BROKEN OFF, COMING INTO THE NEW YEAR, A TALKED ABOUT OUR CARE SITES ONE DAY EARLIER, OR WE'VE THROUGH AUGUST ASSISTED ALMOST 450 HOUSEHOLDS AND PROCESSED ALMOST $1.1 MILLION IN RENT ASSISTANCE PAYMENTS. UM, AND WE WILL CONTINUE TO DO THAT AS LONG AS WE ARE FUNDING. UM, BACK A FEW MONTHS AGO, WE GOT SOME CSBG DISCRETIONARY FUNDING FROM THE STATE BY $93,522. UH, WE WERE VERY HAPPY THAT WE GOT THAT MONEY. WE WERE ABLE TO ASSESS 47 HOUSEHOLDS WITH RENT ASSISTANCE USING THOSE FUNDS. YOU JUST FULLY EXTENDED THE POST, UM, BY THE END OF THE FISCAL YEAR. SO SEPTEMBER LAST TO ENERGY PROGRAM, PLUS ONE PROGRAM WHERE OFFER A UTILITY ASSISTANCE TO OUR CLIENT AS WELL, STRONG TO START A NEW FISCAL YEAR THAT WE ARE CONTINUING TO HELP PEOPLE AVOID GETTING CITY TURNED OFF IT'S TIP NUMBER TWO, THEN OF A WRITING, JUST A REMINDER THAT COVID, WE CONTINUE TO PROVIDE OUR SERVICES VIRTUALLY DRIVE THROUGH, DRIVE UP AND BY APPOINTMENT ONLY. BUT AGAIN, AS YOU CAN SEE FROM EVERY MONTH WHEN I COME, WE CONTINUE TO DELIVER OUR SERVICES, UH, TO ALL THE FOLKS THAT QUALIFY IN ARE ELIGIBLE. UM, WE LOOK FORWARD TO THE DAY WHEN WE CAN START SEEING PEOPLE IN PERSON AGAIN, IN A SAFE MANNER. I USED TO BE A PRETTY MASSIVE DISTRIBUTION IN OUR CENTERS. HUNDREDS OF PEOPLE WOULD COME IN THOSE EVENTS IN A VERY SMALL SPACE. UM, THE GOOD THING ABOUT THAT WAS THAT IT WAS ALL FRESH FRUITS AND VEGETABLES. UM, WE ARE NOW GOING TO STAND THAT UP IN A COVID WORLD MANNER BY PROVIDING THOSE GENE DRIVE THROUGH. UM, SO AGAIN, WORKING WITH THE FOOD BANK RIGHT NOW, AND THE LOGISTICS AND HELPING TO BRING YOU MORE INFORMATION ON THAT AS PEOPLE ARE TAKING ADVANTAGE OF THIS PROGRAM AGAIN, UM, ANOTHER RECENT UPDATE IS THAT WE CONTINUE TO PARTNER WITH HEALTH EQUITY, UM, EQUITY UNIT, AUSTIN, PUBLIC HEALTH ON OUR PPE AND FOOD ASSISTANCE. WE JUST HAD A VERY SUCCESSFUL EVENT. I DID MY RECREATION CENTER THIS PAST SATURDAY. SO, UM, THAT IS THE, THE HIGHEST PERCENTAGE THAT'S THE PLURALITY OF CALLS IS THESE NON-CRIMINAL CALLS. IF WE LOOK DOWN AT OTHER KIND OF IMPORTANT AREAS, TRAFFIC WAS THE NEXT BIGGEST AREA AT 23%. UM, SO CALLS RELATED TO TRAFFIC, UH, WERE 23%, UH, 10% OF THOSE RESULTS IN A REPORT. UH, PROPERTY CRIME WAS 4% OF CALLS, UH, JUST ABOUT UNDER 60% OF THOSE ENDED UP IN A REPORT AND VIOLENT CRIME WAS COMMITTED 6%, OF COURSE, UH, AND ABOUT 74% OF THOSE RESULTS IN A REPORT, WE LOOK AT TIME AS, UH, AS OPPOSED TO CALLS, UH, TIME OF THEIR TIME WAS SPENT ON THOSE NON-CRIMINAL CALLS. AGAIN, THIS IS THE PLURALITY, UH, AND IF WE LOOK AT TRAFFIC IT'S 21.1% AND THEN VIOLENT CRIME TOOK A LITTLE UNDER 3% OF THEIR TIME. IT WAS 2.8% OF THE TIME. SO I ALWAYS LIKE TO START THERE WITH ANY DISCUSSION ABOUT WHAT POLICE DO AND WHAT THEIR TIME IS SPENT ON, UH, BECAUSE I THINK IT'S NOT WELL KNOWN EITHER EXTREMELY IMPORTANT TO UNDERSTAND. SO NEXT THING I'LL JUST REALLY QUICKLY TALK ABOUT IS THIS AN OVERLAP WITH POVERTY AND POLICING? UM, AND I THINK, YOU KNOW, SOME OF THE BEST DATA THAT WE HAVE IS WHEN WE LOOK TO THE NEXT LEVEL UP FROM THE POLICE, WHICH IS AT THE CRIMINAL COURT STAGE. SO IN LOOKING AT 2019, UH, COMMUNITY IMPACT, UH, WAS STUDYING THE ISSUE AROUND THE TIME OF THE PUBLIC DEFENDER, [00:20:02] UH, ORGANIZING. AND AT THAT TIME, 75% OF ADULTS IN THE CRIMINAL SYSTEM, 17 IS CONSIDERED AN ADULT 17 AND OLDER, 75% OF THOSE ARRESTED IN TRAVIS COUNTY WERE DEEMED INDIGENT. OKAY. AND THAT, THAT MEANS THAT THEY WERE THEN UNABLE TO AFFORD AN ATTORNEY OF THEIR OWN. OKAY. UH, AND WHAT IS THE STANDARD FOR INDIGENCE? WELL, THAT'S BASED ON THE FEDERAL POVERTY LINE AND TRAVIS COUNTY GOES UP A LITTLE BIT ABOVE THAT, I SUPPOSE, 125% OF THE FEDERAL POVERTY LINE. SO WHAT DOES THAT MEAN? THAT MEANS FOR AN INDIVIDUAL WE'RE TALKING ABOUT, YOU'RE MAKING $15,600 A YEAR OR LESS. OKAY. SO 75% OF THOSE ARRESTED IN TRAVIS COUNTY MADE UNDER 15, UNDER $15,000 WINNING INDIVIDUAL, UH, THE OTHER MARKERS FOR A FAMILY OF FOUR. AND THAT'S IN ABOUT THE $26,000 RANGE, UM, AT THAT ONE 25%. SO, SO THAT'S WHO, YOU KNOW, SO THAT'S, WHO'S BEING ARRESTED, UH, THAT SUITS FACING, UH, UH, CRIMINAL CHARGES IN THE COUNTY. UH, WHEN WE LOOK AT CHILDREN, UH, IT'S 16 AND 10 TO 16 TO 97% OF CHILDREN ARE, ARE REQUIRE A, UM, UH, A PUBLIC DEFENDER, UH, IN TRAVIS COUNTY. SO, UH, OVERWHELMINGLY WHO THE POLICE ARE INTERACTING WITH, AND PARTICULARLY WHO THEY'RE ARRESTING AND PUTTING INTO, AND INVOLVING THE FAMILIAR SYSTEM, OUR FOLKS WHO ARE INDIGENT, RIGHT. AND OBVIOUSLY THERE ARE, UH, I THINK THERE'S SOME, THERE'S SOME FEEDBACK LOOPS THAT ARE, THAT, THAT DRIVE THAT, UM, WHAT WE SEE IS, UM, WHEN WE LOOK AT THINGS LIKE, UM, YOU KNOW, DRUG WAR RELATED ARREST, PARTICULARLY POSSESSION OF A CONTROLLED SUBSTANCE, THAT STUDENT RAN, UH, THERE WAS A BIG REPORT PUT OUT A COUPLE OF YEARS AGO, UH, BY, UH, WHAT, WHAT THEN WAS CALLED THE TEXAS CRIMINAL JUSTICE COALITION ARM REDUCTION ALLIANCE, UH, AND SOME OTHER GROUPS, UM, AND, UH, OVER HALF OF ALL THE ARREST FOR POSSESSION OF A CONTROLLED SUBSTANCE, LESS THAN ONE GRAM. SO LESS THAN A GRAM OF GRANDMA'S ABOUT SUGAR PACKET, UM, WE'RE IN 15 NEIGHBORHOODS AND YOU WON'T BE SURPRISED TO LEARN THAT THOSE 15 NEIGHBORHOODS OVERLAP, UH, VERY HIGHLY WITH SOME OF THE POOREST NEIGHBORHOODS IN THE CITY, RIGHT. UH, WHEN YOU LOOK AT A TRAFFIC ARREST, YOU LOOK AT ARREST FOR A WHOLE HOST OF, UH, QUALITY OF LIFE RELATED ISSUES, UM, AND, UH, YOU KNOW, MORE MINOR OFFENSES. UH, WE SEE, UH, POLICE IN POVERTY INTERTWINED. OKAY. AND SO, UM, AGAIN, THERE'S SOME FEEDBACK LOOPS HERE, YOU UNDERSTAND THAT, UM, IT IS, UM, AN ISSUE WHERE THERE'S, YOU KNOW, UH, CRIMINAL ACTIVITY, UH, IN SOME OF THESE COMMUNITIES, RIGHT? SO IT'S THAT THEN POLICE FOCUS THEIR ATTENTION, THEIR, UH, THAT ATTENTION, UH, MAYBE ON MORE SERIOUS OFFENSES, UH, THEN STILL TURNS INTO ENFORCEMENT OF A LOT OF MINOR ISSUES. LOTS OF TRAFFIC STOPS, LOTS OF, UH, SEARCHES, LOTS OF, UH, UH, JUST INTERACTION ON THE STREET, UH, WITH PEOPLE IN THOSE COMMUNITIES, UH, LEADING TO OVERALL DEGRADATION OF COMMUNITY POLICE, COMMUNITY RELATIONS, UH, MORE VIOLENCE IN PART ON THOSE COMMUNITIES, UM, AND A WHOLE HOST OF OTHER ISSUES. UH, WE SEE IT THE OTHER WAY AS WELL, RIGHT? SO, UH, PEOPLE THAT HAVE THESE CONSTANT INTERACTIONS AND, AND TO THE CENTER, THEY'RE PULLED INTO THE CRIMINAL LEGAL SYSTEM, THEY FACE FINES AND FEEDS. THEY FACE, UM, ISSUES WITH THEIR DRIVER'S LICENSE BEING SUSPENDED, REVOKED. UH, THEY OBVIOUSLY FACE ARREST, UH, BAIL AND OTHER, UH, EXPENSES THAT ARE HEARD AS PART OF BEING IN THE CRIMINAL LEGAL SYSTEM THAT REDUCES THE RESILIENCY OF THOSE COMMUNITIES. SO, UM, POLICE INTERACTIONS ARE BOTH DRIVEN BY POVERTY AND THEY REINFORCE POVERTY IN THOSE COMMUNITIES. AND SO IT'S EXTREMELY IMPORTANT THAT WE LOOK AT A HOLISTIC AND COMPREHENSIVE WAYS TO ADDRESS POVERTY AND THE SOCIAL ILLS ASSOCIATED WITH POVERTY IN OUR COMMUNITY SAYS THAT WE'RE NOT SIMPLY SUBJECTING PEOPLE TO MORE POLICING, THEREBY WE'RE KEEPING FOLKS IN POVERTY RATHER THAN HELPING THEM GIVE UP. UM, SO I SEE ALL THAT AND THERE'S A LOT MORE I COULD GO INTO, BUT THEN TO KIND OF PIVOT TO PRODUCT PROPOSITION A RIGHT CAUSE, UH, WHAT THIS DOES IS PROBABLY DOES THE EXACT OPPOSITE THING THAT NEEDS TO HAPPEN IN ORDER TO ADDRESS THESE ISSUES, UH, WHICH IS THAT IT LOOKS TO TAKE, UM, A CONSIDERABLE PORTION OF DOLLARS. UH, THE CITY'S ESTIMATE WAS AT THE HIGH END OF $219 MILLION FOR A YEAR, UH, EXTRA, UM, OVER THE NEXT FIVE YEARS AND PUT IT INTO THE POLICE DEPARTMENT, UH, ON TOP OF THE BUDGET THAT THEY ALREADY HAVE TODAY, UH, IN ORDER TO FUND, UM, THE HIRING OF, UH, AGAIN, UP TO, UH, 680 NEW POLICE THIS YEAR AND UP TO AROUND 800 PLUS OVER THE FIVE-YEAR PERIOD IN ORDER TO REACH A, [00:25:01] UH, CONSISTENT STAFFING RATIO OF TWO PER 1000. UH, IT ALSO HAS SOME OTHER STIPULATIONS, WHICH I, I DON'T WANT TO WORRY WITH. THERE'S A LOT OF TIME, BUT, UM, ULTIMATELY THE, THE, THE BRASS TAX IS $119 MILLION IS MORE THAN 10% OF THE GENERAL FUND BUDGET THAT FUNDS SERVICES IN THE CITY, UH, WHICH WAS 1.1, $5 BILLION AND FLIGHT 21. SO WE'RE TALKING ABOUT AN IMMEDIATE WITHDRAWAL OF OVER 10% OF THE CITY BUDGET, UH, USED ON THOSE OTHER SERVICES AND PUT INTO POLICING. AND AGAIN, UH, WHEN WE THINK ABOUT IT IN THE CONTEXT OF ITS POVERTY AND POLICING, WE'RE TALKING ABOUT NEIGHBORHOODS WHO LACK RESILIENCY, LACK SOCIAL SERVICES ARE OVERWHELMINGLY FOLKS DON'T HAVE HEALTH CARE, DON'T HAVE, UH, ACCESS TO A WHOLE HOST OF THINGS THAT PEOPLE NEED IN ORDER TO LIVE DIGNIFIED LIVES. AND NOW WE'RE GOING TO TAKE MORE THINGS AWAY, MORE SOCIAL SERVICES AWAY FROM THE CITY, WHETHER IT'S RENT AND FOOD ASSISTANCE, WHETHER IT'S, UH, WHETHER IT'S, UH, PUBLIC HEALTH DOLLARS, UM, PARKS, UM, YOU KNOW, UH, EMS REMEMBER REGISTERING MEDICAL SERVICES, MEDICS, UM, YOU KNOW, ALL OF THESE THINGS THAT THE CITY DOES TODAY, UH, WOULD BE ON THE CHOPPING BLOCK IN ORDER TO PAY FOR THIS. UM, AND THERE'S, THERE'S REALLY NO WAY AROUND IT. I THINK IT'S A COUPLE OF THINGS ARE IMPORTANT, UH, TO REALLY NOTE, UH, PARTICULARLY AS IT RELATES TO KIND OF THE DIALOGUE AND THE COMMUNITY AROUND THIS, BECAUSE I THINK THERE IS A LOT OF MISINFORMATION OUT THERE FIRSTLY, AS IT RELATES TO CRIME ITSELF, UM, THERE IS A, I THINK A MISCONCEPTION THAT A CRIME OVERALL IS, IS ON THE RISE. AND THAT'S JUST FACTUALLY TRUE. IF YOU LOOK AT THE CITY OF BOSTON'S, UH, THE CHIEF'S MONTHLY REPORTS, UH, THE LATEST ONE RELEASED WAS FOR AUGUST OF 2021. HE'S LOOKED BACK FOR A FULL YEAR, UM, CRIMES AGAINST PERSONS, UH, WERE DOWN 12 OR DOWN 5%, UH, CRIMES AGAINST PROPERTY. WE'RE DOWN 7%. UH, SO IN THE LAST YEAR, UH, CRIMES IN BOTH OF THESE AREAS, UH, ARE DOWN, UH, THEY'RE ALSO DOWN MONTH OVER MONTH FROM THE PREVIOUS YEAR, IT'S GONNA BE 21. UM, NOW EVERYBODY KNOWS THE BIG ISSUE IS, IS HOMICIDE AND THAT HAS INCREASED RADICALLY ACROSS THE NATION. AND AUSTIN IS NO EXCEPTION. UM, THIS IS THE ONE OF THE ONE THAT ONE OF THE FEW AREAS WHERE WE ARE SEEING THIS INCREASE. UM, I THINK THE OTHER BIG MISCONCEPTION OUT THERE THOUGH IS THAT, THAT THIS INCREASE IS SOMEHOW TIED TO SOMETHING THAT THE CITY OF BOSTON HAS DONE. UH, AND AGAIN, IF YOU LOOK AT THE NUMBERS AROUND THE COUNTRY, UH, THIS IS A CONSISTENT PROBLEM NATIONALLY. UM, AND NOT ONLY THAT, UM, IT BEGAN BEFORE THE PROTEST BEFORE ANY BUDGET DECISIONS BY THE CITY COUNCIL LAST YEAR. UM, IF YOU LOOK AT THE CHIEF'S MONTHLY, UH, PRIME REPORT FROM MAY OF 2020, AND NOTE THE PROTEST, DIDN'T START UNTIL THE END OF THAT MONTH. SO IF YOU LOOK AT THE REPORT FROM THERE, MURDER WAS ALREADY WELL, UH, UH, FROM THE YEAR PRIOR, UH, IN, IN, INTO THAT YEAR. UM, SO WHAT WE'VE SEEN IS THAT THESE, THIS INCREASE IN MURDER REALLY STARTED, UM, RIGHT AROUND THE TIME OF THE PANDEMIC. AND I THINK IT'S, YOU KNOW, IT'S PRETTY OBVIOUS WHY, UH, YOU KNOW, A GLOBAL PANDEMIC MIGHT REDUCE, UH, YOU KNOW, SOCIAL COHESION AND RESILIENCE IN OUR COMMUNITIES. UM, THE LAST THING I WOULD REALLY POINT OUT HERE IS, UM, THAT, UH, THERE'S A LOT OF TALK ABOUT AEDP, UH, HAVING BEEN DEFUNDED AND WHILE IT'S TRUE, THE CITY DID REDUCE THEIR BUDGET SUBSTANTIALLY. LAST YEAR I STATE LAW WAS PASSED THIS YEAR THAT, THAT FORCED THE CITY AND ALL CITIES IN TEXAS TO, UH, COMPLETELY PUT BACK ANY MONEY THAT HAD BEEN CUT. AND THEN ON TOP OF THAT, THE CITY COUNCIL RAISED THE POLICE BUDGET, AN ADDITIONAL $10 MILLION. UM, AND SO, UH, AT THIS POINT IN TIME, THE AUSTIN POLICE BUDGET IS THE HIGHEST THAT IT HAS EVER BEEN. UH, IT IS, UH, YOU KNOW, 440 PLUS MILLION DOLLARS. UM, SO YOU KNOW, THIS, THIS IDEA THAT THE CITY, A POLICE DEPARTMENT IS UNFUNDED IS, IS JUST PATENTLY UNTRUE. UM, SO AGAIN, WHEN WE'RE LOOKING AT THESE ISSUES, WE CAN, WE SEE A POLICE DEPARTMENT THAT'S BEEN COMPLETELY REFUNDED. UH, WE SEE CRIME THAT'S ACTUALLY DOWN ACROSS THE CITY. UM, AND WE SEE, UH, YOU KNOW, THE NATION REALLY GRIPPED BY THIS SPIKE IN HOMICIDES, BUT THAT'S REALLY UNTIED TO ANY LOCAL ISSUES OR UNTIL IT REALLY POINTS TO THE FACT THAT THERE'S REALLY NO NEED FOR PROPOSITION EIGHT. THERE'S NO, UH, THERE'S NO, THERE'S NO REASON FOR IT. UH, AND, BUT UNTIL YOU LOOK AT WHO'S BEHIND IT. OKAY. AND SO OBVIOUSLY THAT THE POLICE ASSOCIATION IS ONE OF THE BIG PLAYERS BEHIND IT. UH, AND THEY STAND DIRECTLY TO BENEFIT, [00:30:01] UH, BY HAVING HUNDREDS AND HUNDREDS OF NEW DUES-PAYING MEMBERS, UH, AS PART OF THIS, UM, AND YOU HAVE THE TRAVIS COUNTY REPUBLICAN PARTY, UM, WHO'S VERY ACTIVE TO USE THESE CAMPAIGNS TO, TO PULL IN NEW DONORS AND, AND, UM, AND SPREAD THEIR INCIDENCE THROUGHOUT OUR COMMUNITY. AND SO, UM, YOU KNOW, THIS IS ULTIMATELY WHAT'S GOING ON, UH, AND IT HAS REALLY NOTHING TO DO WITH SITUATION ON THE GROUND. SO WITH THAT, I WILL, I'LL LEAVE IT THERE. AND, UH, YOU'LL TAKE QUESTIONS. OH, ACKNOWLEDGING THAT RACIAL DISCRIMINATION IN POLICY SERVICES AND INSTITUTIONS CONTINUES TO SUPPORT A WEB OF CONNECTED OUTCOMES THAT DISPERSED THIS DISPARATELY IMPACT, BLACK AND LATIN X AND OTHER NONWHITE COMMUNITIES OF COLOR, SUCH AS POVERTY, INCREASED FOOD INSECURITY, INCREASED INCARCERATION, DECREASED TASTEFUL, ATTAINMENT, DECREASED ECONOMIC MOBILITY, SHORTER LIFE EXPECTANCY AMONG OTHERS, WHICH MAY LAST FOR GENERATIONS AS WELL AS A FEW OPPORTUNITIES, TERMINATE THESE OUTCOMES AND BREAK THE CYCLE. SO THAT PERPETUATE THEM. AND WHEREAS THE COUNCIL PASSED A RESOLUTION, UM, 2 0 1 8 0 6 1 4 0 7 3 AND 2 0 1 8 0 1 6 4 0 7 FOR THE FREEDOM CITY RESOLUTIONS TO SEEK REPORTING ON AND ENCOURAGE THE ELIMINATION OF RACIAL DISPARITIES IN DIS IN DISCRETIONARY ARRESTS AND OTHER LAW ENFORCEMENT ACTIONS. AND WHEREAS AUSTIN PROPOSITION, A NOVEMBER, 2021 BALLOT INITIATIVE IS SUCCESSFULLY PASSED, WOULD ESTABLISH A MINIMUM LEASE STAFFING REQUIRED IN THE CITY TO HIRE NO THIER THAN TWO OFFICERS PER 1000 RESIDENTS, WHICH EQUATES TO HIRING UP TO 860 ADDITIONAL POLICE OFFICERS AT THE COST OF $120 MILLION EACH YEAR OVER THE NEXT FIVE YEARS. AND WHEREAS THE EFFECT OF THIS REC RECOMMENDATION, SORRY, THE EFFECT OF THIS REQUIREMENT WOULD REALLOCATE THE CITY'S GENERAL FUNDS FROM ESSENTIAL PUBLIC SERVICES, HOUSING PROGRAM INITIATIVES AND MENTAL HEALTH PARKS, LIBRARIES, ET CETERA, AND POTENTIALLY LAY OFF FIREFIGHTERS, MEDICS, AND NINE 11 RESPONDERS TO COVER THE COST OF ADDITIONAL POLICE OFFICERS. AND WHEREAS RESEARCH SHOWS THAT MORE POLICING DOES NOT REDUCE VIOLENCE AND CRIME. AND WHEREAS ONLY A COMPREHENSIVE APPROACH TO PUBLIC SAFETY THAT MEETS THE BASIC NEEDS OF THE RESIDENTS CAN, WHICH INCLUDES ADEQUATELY FUNDING, ESSENTIAL SERVICES AND PROVIDERS, WHICH OF HOUSING AND WHERE HAS THE BUDGET CUTS TO ESSENTIAL PUBLIC AND HOUSING PROGRAMS WOULD HARM THE ABILITY FOR RESIDENTS TO JUST TRANSITION OUT OF POVERTY AND TO LEAD THRIVING LIVES. SO THEREFORE BE IT RESOLVED, THE CDC RECOMMENDS THE ENDORSEMENT OF NOT OF NO ONE PROFIT CAMPAIGN EXPRESSING ITS OPPOSITION TO PREP STUDENT EIGHT ON THE NOVEMBER 21ST, 2020 21 BALLOT AND ADDING ITS NAME TO THE LIST OF ENDORSING ORGANIZATIONS ON THE WAY ON PROFIT CAMPAIGN WEBSITE. YEAH, IT'S DETAILED. AND I THINK IT'S IMPORTANT TO HEAR EACH AND EVERY ONE OF THOSE DETAILS. THANK YOU FOR INDULGING US. I KNOW THAT WAS LONG. THERE IS STILL, UM, NOTICES TO VACATE RULES THAT COME FROM PROPERTIES LIKE THAT. SO THEY HAD TO GIVE 30 DAYS AND WE'VE SEEN THAT PLAY OUT IN THE COURTS. SO THAT ONE STILL DOES HAVE A LITTLE BIT OF LIFE STILL INTO THIS LATE DATE OF THE PANDEMIC. UM, IN TEXAS, THERE WAS AN EARLY MORE TRIAL WHICH WENT AWAY. UM, THE SUPREME COURT OF TEXAS HAS GIVEN SOME ORDERS THAT HAVE ALLOWED FOR LOCAL JPS JUSTICE OF THE PEACE TO MAKE SOME MODIFICATIONS. LIKE WE'VE BEEN HERE IN TRAVIS COUNTY. UM, WHEN YOU COMPARE IT TO OTHER COUNTIES AROUND THE STATE AND NATIONALLY, UH, OUR NUMBERS ARE, ARE REALLY, REALLY LOW AT OUR COVID NUMBERS RELATIVELY LOW THROUGHOUT THAT WHOLE TIME. AND I THINK THERE'S A REALLY STRONG CORRELATION THAT CAN BE MADE THERE. UM, SO WE'VE HAD MAYORAL AND COUNTY JUDGE ORDERS, UM, ORDINANCES THAT HAVE ALLOWED, UH, RENTERS TO, UH, CURE OR, UM, MAKE [00:55:01] THEIR CONTRACT GOOD AGAIN. AND THEN THE JUSTICE OF THE PEACE COURTS HAVE HAD RULES TO. UM, AND, AND IF YOU COULD GO TO THE NEXT SLIDE, I'LL, I'LL DETAIL THOSE REAL QUICKLY. UM, SO THESE PROTECTIONS, MOST OF THESE ARE, AS YOU CAN SEE, ARE EXPIRING ON OCTOBER 15TH, THAT'S FRIDAY, WE DO EXPECT SOME KIND OF EXTENSIONS. THERE WILL BE A STEP DOWN AT SOME POINT, BUT THIS IS STILL KIND OF A BASIS OF WHAT WE'RE GOING TO SEE. SO, UM, UNTIL THE 15TH AND THE FIRST TWO KIND OF GO TOGETHER IN A LOT OF WAYS, UM, THE MAYOR AND THE COUNTY JUDGE HAD ORDERED THAT NOTICE TO VACATE ARE PROHIBITED IN CERTAIN CASES, AND THIS IS FOR NON PAYMENT. AND RIGHT NOW, IF YOU OWE LESS THAN THREE MONTHS OF RENT AND YOU WILL HAVE BEEN LATE ON YOUR RENT, THE LANDLORD SHOULD NOT GIVE A NOTICE TO VACATE. AND THE COURTS ALSO WILL NOT HEAR THAT IF YOU OWE MORE THAN THREE MONTHS OF RENT, UM, THE LANDLORD SHOULD HAVE APPLIED FOR ALL THREE OF THE AVAILABLE RENTAL ASSISTANCE PROGRAMS. THAT'S WHAT THE CITY, THE COUNTY AND THE STATE, UM, AND THEY MUST WAIT 45 DAYS FROM THE DATE OF APPLICATION TO SEE IF THERE IS, UM, RENTAL ASSISTANCE MONEY THAT WILL COME. AND WE'VE SEEN THAT STILL A YEAR AND A HALF AGO. THAT WAS, IT WAS ALL NOTICES TO VACATE OR NONPAYMENT WE'RE OUT THERE. AND THEY STEPPED THAT DOWN AND WE HAVE SEEN AN INCREASE OF, UM, EVICTION FILINGS, BUT IT'S STILL PRETTY STRONG AND PRETTY ROBUST. UH, THE LAST ONE THAT'S REALLY GOOD ON HERE IS THE CITY OF AUSTIN HAS AN ORDINANCE TO CURE YOUR CONTRACT. AND THE CURE IN LEGAL TERMS MEANS TO MAKE IT RIGHT. USUALLY IF YOU'RE A DAY LATE ON YOUR RENT, YOU COULD GET EVICTED. UM, IN AUSTIN RIGHT NOW, WE'VE HAD THIS FOR A YEAR THAT YOU WOULD HAVE 60 DAYS TO PAY BACK YOUR RENT. AFTER YOUR LANDLORD GIVES YOU A NOTICE OF PROPOSED EVICTION. AND THAT GIVES A CHANCE FOR FOLKS TO STAY HOUSED, AND WE BELIEVE THAT'S GOING TO GET EXTENDED AS WELL. IT MAY BE MODIFIED A LITTLE BIT FOR LESS TIME, BUT IT IS A REALLY IMPORTANT THING. AND THAT HAS TO BE GIVEN BEFORE A LANDLORD CAN GIVE A NOTICE TO VACATE SO EVERYWHERE IN THE CITY OF AUSTIN, NOT NECESSARILY COUNTY, IT MAY BE PART OF WILLIAMSON COUNTY IS LOW, BUT IF YOU'RE IN THE CITY OF AUSTIN, THAT THE LANDLORD IS SUPPOSED TO GIVE A NOTICE OF PROPOSED EVICTION TO A TENANT WHO WAS LATE. AND THAT GIVES THAT TIME. AND IF YOU COULD GO TO THE NEXT TIME, PLEASE, SORRY, IF I'M RUSHING, I JUST WANT TO MAKE SURE WE GET IT ALL THE TIME. UM, I WON'T GO THROUGH THIS TOO MUCH, BUT SHOSHANA HINTED AT THIS EARLIER, EVICTION IS A JUDICIAL PROCESS. AND THAT IS REALLY ONE OF THE MOST BASIC THINGS. IF WE COULD EDUCATE PEOPLE, IS THAT A NOTICE TO VACATE SAYS, YOU NEED TO LEAVE IN ONE DAY OR THREE DAYS. IT DEPENDS A LOT OF DIFFERENT THINGS DEPENDING ON THE LEASE AND WHERE YOU LIVE, BUT IT WILL BE LIKE YOU TENANT HAVE VIOLATED YOUR LEASE FOR NON-PAYMENT OR WHATEVER YOU NEED TO LEAVE IN TWO DAYS OR THREE DAYS, SORRY, OR WHAT THE TENANT DOESN'T HAVE TO LEAVE THEIR WITHIN THEIR LEGAL RIGHTS TO STAY. AND THEN THAT WILL GO THROUGH A PROCESS WHERE THE LANDLORD HAS TO FILE BASICALLY A LAWSUIT, AND THEN THEY GO TO COURT AND THERE'S EVEN APPEAL TIME, WHICH TAKES THREE TO FIVE WEEKS. UM, IT'S A DECK THAT LAYS OUT PRINCIPLES AND POLICIES PROTECT THE, UH, WATERFRONT FOR WINE, RECOGNIZING THAT IT'S JUST A VERY ICONIC, UH, IMPORTANT PART OF AUSTIN, BUT ALSO RECOGNIZING THAT DEVELOPMENT IS GOING TO OCCUR AROUND THE LAKE. UM, AND THEN THE NEXT YEAR COUNCIL ADOPTED THE WATERFRONT OVERLAY. THAT'S AN OVERLAY THAT'S IN OUR LAND DEVELOPMENT CODE CURRENTLY. IT'S STILL, SO IF YOU GO TO OUR CODE AND YOU LOOK AT IT, YOU'LL FIND THE, THIS OVERLAY AND IT REALLY JUST LAYS OUT EVERYTHING THAT YOU CAN AND CAN'T DO AROUND THE LAKE. UH, YOU KNOW, IT HAS SETBACKS IN THERE. I THINK RECOGNIZING THAT THERE'S DEVELOPMENT PRESSURE IN THE AREA. AND, UH, IT'S AN AREA THAT COULD USE A LITTLE MORE FOCUSED FOCUS PLANNING. WHERE IS THIS AREA THAT WE'RE TALKING ABOUT? UM, YOU CAN SEE IT HERE IN THE MIDDLE OF YOUR SCREEN TO THE NORTH IS LADY BIRD LAKE, UH, TO THE WEST IS SOUTH FIRST STREET. THE WHOLE AREA IS BISECTED BY CONGRESS AVENUE AND RIVERSIDE DRIVE. AND THEN TO THE SOUTH AND TO THE EAST, OUR HOLTON CREEK KIND OF WRAPS AROUND AND ANGULAR SHAPED AREA. IT'S ABOUT 118 ACRES AND STUFF. THIS IS A SNAPSHOT FROM GOOGLE EARTH JUST TO SHOW YOU OR GIVE YOU AN IDEA OF WHAT IT'S LIKE TODAY. AND THEN THIS IS IF WE SKIP FORWARD A FEW YEARS TO 2016, THIS IS A RENDERING FROM THE FRAMEWORK PLAN, WHICH WAS UP IN, UH, IN 2016 FRAMEWORK PLAN, LAYS OUT KIND OF THE HIGHER LEVEL CONCEPTUAL VISION FOR THE AREA. AND I THINK A LOT OF THINGS THAT PEOPLE, YOU KNOW, BE UPON WHERE WE'RE VERY BLESSED TO HAVE, BUT QUESTIONS THAT YOU MIGHT HAVE, OR LIKE, HOW DO, HOW DO YOU GET PAID FOR HOW DOES THIS ACTUALLY WORK? UH, SO TYPICALLY A TYPICAL LAND LIKE THIS WOULD ASK A DEVELOPER TO PROVIDE AFFORDABLE HOUSING ONSITE OR FUME LOO AND IN RETURN, THE DEVELOPER WOULD GET INCREASED ENTITLEMENTS. AND SO THERE'S A, THERE'S ALWAYS A CAT THERE'S A GIVEN, GIVEN GET. AND, UM, THERE'S SOMETHING PROVIDED, UM, AT THE DEVELOPER, YOU KNOW, UH, IN THE FORM OF A PUBLIC BENEFIT IN RETURN TO GET ADDITIONAL ENTITLEMENTS. THIS PLAN IS A LITTLE BIT ATYPICAL AND THEN IT GOES BEYOND ASKING FOR ONLY AFFORDABLE HOUSING. IT DOES ASK IN ADDITION FOR PARKS, OPEN SPACE TRAILS AND INFRASTRUCTURE IMPROVEMENTS AS WELL. AND SO THE FRAMEWORK PLAN, I THINK, RECOGNIZES THAT AND IT SETS OUT THESE PILLARS TO HELP ACCOMPLISH THE PLAN. THE FIRST IS WHAT WE REALLY JUST TALKED ABOUT PREVIOUSLY [01:30:02] PHYSICAL FRAMEWORK, THE INFRASTRUCTURE IN THE BUILT ENVIRONMENT. THERE'S ALSO A FINANCIAL FRAMEWORK. THAT'S GOING TO BE NECESSARY TO BRIDGE ANY FINANCIAL GAP THAT EXISTS BETWEEN WHAT'S BEING ASKED FOR, FOR PUBLIC BENEFITS AND WHAT'S BEING PROVIDED BY THE DEVELOPER. AND IN ADDITION, IT'S GOING TO NEED SOME LEVERAGE BY CITY LEADERSHIP TO KIND OF WORK ON PUBLIC PRIVATE PARTNERSHIPS TO MAKE THIS PLAN HAPPEN, WHERE WE ARE CURRENTLY AS A REGULATING PLAN. THAT'S IN PROCESS. TYPICALLY THESE PLANNING EFFORTS ARE A TWO-STEP, UH, LEVEL VISION PLAN. UM, THAT'S THE FRAMEWORK PLAN FOLLOWED BY A REGULATOR PLAN. REGULATING PLAN IS REALLY KIND OF WHERE THE RUBBER MEETS THE ROAD. UH, SO WISHES ALL THE REQUIREMENTS, UM, FOR DEVELOPMENT, IF HE'S THIS, TO PARTAKE IN THE REGULATING POLLS, ALL OF THE PHYSICAL BUILD-OUT. SO IT'S REALLY, UM, STIPULATING WHAT HAS TO BE DONE FOR THE BUILT ENVIRONMENT. UH, AND IT DOES INCLUDE IF PORTABLE HOUSING, UM, THAT'S GOING TO BE REQUIRED IN THE DISTRICT. SO THAT 20% THAT WAS FROM THE FRAMEWORK PLAN, YOU KNOW, THAT THAT IDEA IN SOME FORM OR FASHION WILL BE IN REGULATING PLAN AS WELL. ONCE IT'S ADOPTED IT WILL BE AMENDED IN THE LAND DEVELOPMENT CODE. SO, UM, I DON'T KNOW IF YOU'RE FAMILIAR WITH THE UNIVERSITY OF NEIGHBORHOOD OVERLAY, BUT, UM, MECHANICALLY IT WILL WORK IN A WAY THAT'S VERY SIMILAR TO THE UNIVERSITY NEIGHBORHOOD OVERLAY. UM, BUT IT REALLY JUST TALKS ABOUT THAT AT FIRST KILLER THAT, UH, YOU DIDN'T SAW OTHER WORK BE REGULATING PLANS FOCUSED ON THE OTHER THINGS OUTSIDE OF THAT, THAT FINANCING, THAT PUBLIC PARTNERSHIPS, THOSE WILL LIVE OF THE REGULATING PLAN. A CENTER WIDE FRIEND ADVISORY BOARD WAS ESTABLISHED IN WHEN HE WAS 17. UM, I'M NOT GOING TO READ THROUGH THIS WHOLE SLIDE, BUT THEY ARE A BODY THAT DOES PROBABLY WHAT YOU THINK THEY DO. THEY ARE THERE TO, UM, HELP INDICATION BETWEEN STAKEHOLDERS AND ADVOCATES OF THE PLAN AND PROVIDE, UM, NATIONS TO COUNSEL ON PLANTING MUTATION. THEY'RE REALLY THERE TO BE, UH, STEWARDS OF THE PLAN AND, AND HELP IT COME TO LIFE AND RECENT DEVELOPMENT IN THE AREA. SO, UM, ACTIVATING PLAN IS NOT ADOPTED YET. SO ELEMENTS THAT HAVE OCCURRED, UH, OR RECENTLY HAVE BEEN KIND OF DONE WITH THAT WITH, UH, LOOKING AT THE SPIRIT OF THE FRAMEWORK PLAN. BUT, UM, MOST RECENT THINGS THAT WE CAN LOOK AT ARE THE SNOOPY POD, WHICH WAS DONE IN 2018, THAT WAS A NON-RESIDENTIAL PRODUCT, BUT THEY DID GET $6 A SQUARE FOOT OR GAIN, AND A $50,000 ONE-TIME FEE THAT WILL BE USED FOR AFFORDABLE HOUSING IN THE AREA AT SOME POINT. AND THEN THE STATESMAN PUD, WHICH I'M SURE YOU ARE FAMILIAR WITH. THAT'S CURRENTLY IN PROCESS NOW AND IT'S BEING NEGOTIATED AND THAT'S ANTICIPATED TO BE A COUNCIL AT THE END OF THIS YEAR, NEXT STEPS FOR THE OVERALL INITIATIVE. UM, SOME UNRESOLVED QUESTIONS AND, UH, DISCUSSION IS NEEDED ABOUT THE FINANCIAL TOOLBOX. SO AGAIN, THAT IS THE TOOLS THAT WILL HELP, UH, CLOSE THAT GAP BETWEEN WHAT THE PLAN IS ASKING, WHAT BARRIERS, UH, IT'S BEEN PUD AND WHEN IT IS WIDELY ADOPTED. UH, AND WE GET SOME RESOLUTION ON THAT THAT WILL HELP US, UM, WITH THE REGULATING PLAN BECAUSE PEOPLE WILL KNOW WHAT'S HAPPENING ON THE STATESMAN SITE. AND THEN DEPENDING ON WHAT HAPPENS WITH BOTH OF THOSE, UH, TWO BULLETS, UH, THE REGULATING PLAN MIGHT BE, UH, REVISED TO SOME DEGREE. AND THEN, UM, HOPEFULLY, YOU KNOW, BE ADOPTED AT SOME POINT WHEN IT ACTUALLY GETS ADOPTED AND BECOMES PART OF THE LAND DEVELOPMENT CODE. AND THEN ANY OTHER MATTERS THAT AIM TO ADDRESS, UH, INEQUALITIES, ESPECIALLY POVERTY, UH, FACED BY MARGINALIZED PEOPLE, UH, IN AUSTIN. UM, I WAS REALLY IMPRESSED. I WAS REALLY IMPRESSED BY, UM, THE EQUITY TOO, IN THAT IT CALLS FOR PROPOSALS THAT ARE COMMUNITY DRIVEN. UM, THEY HAVE COMMUNITY PRIORITIES, UH, PEOPLE, PLACES PURPOSES, UM, IT AIMS TO HAVE GUARD RAILS FOR COMMUNITY. SO AGAINST UNINTENDED CONSEQUENCES THAT MAY RESULT IN HARMS TO, UH, RESIDENTS THAT ARE OF THE MARGINALIZED COMMUNITIES. UM, AND SO MY RECOMMENDATION IS THAT THE AUSTIN'S, UH, COMMUNITY DEVELOPMENT COMMISSION ADVISE THE CITY COUNCIL TO ADOPT THE PROJECT CONNECT RACIAL EQUITY ANTI-DISPLACEMENT TOOL, UH, TO ALLOCATE FUNDING FROM THE 2018 GOLD BOND. AND IN OTHER MATTERS THAT AIM TO ADDRESS THE HISTORIC INEQUALITIES FACED BY BLACK BROWN AND OTHER MARGINALIZED PEOPLES OF AUSTIN. THANKS. AND SO LIKE MAYBE, UM, ONCE IT'S FINALIZED, BECAUSE IT'S CURRENTLY IN DRAFT FORM, WE CAN REVISIT, UM, I JUST HAVE A LOT OF CONCERNS ABOUT HOW THIS WAS LIKE THE SPECIFICS IN THAT AN EQUITY TOOL WOULD BE UTILIZED FOR ALL POTS OF MONEY FOREVER. I THINK THAT MAKES SENSE. UM, I DO SEE, UM, BECAUSE OF THE FACT THAT WE HAVE BEEN DEALING WITH THE PANDEMIC FOR THE LAST 20 MONTHS AND THE FACT THAT, UM, THINGS ARE MOVING PRETTY QUICK AND THAT THE COMMUNITY ENGAGEMENT THAT IS CURRENTLY BEING DONE, UM, WE STILL HAVE A HUGE GAP, UM, THAT WE'RE, WE'RE TRYING TO MAKE SURE THAT PEOPLE THAT ARE AGAIN SUFFERING THE DIGITAL DIVIDE, NOT INVOLVED IN THESE ORGANIZATIONS, YOU KNOW, WORKING CLASS FAMILIES, THE POOR, THE PEOPLE THAT ARE GOING TO BE AFFECTED. I THINK, AS A COMMISSION AND AS LEADERS IN OUR COMMUNITY, I THINK THAT WE NEED TO START BRINGING THIS OUT AND IT WOULD, IT WOULD DEFINITELY BRING OUT THE CONVERSATION AND TO REALLY START MOVING ON SOME RECOMMENDATIONS AS THING SINGLES TO CITY HALL. I DON'T KNOW WHAT THE TIMELINE IS. I WOULD LIKE, UM, MAYBE IN THE FUTURE WE CAN DO A, UH, RECOMMEND AN UPDATE, UM, FROM, UM, PROJECT CONNECT AND THE WHOLE DISPLACEMENT INITIATIVE. AND SO IT'S MORE OF A COMMITMENT THAT WE'RE GOING TO TAKE ON, LIKE, AS WE ARE IMPLEMENTING FUTURE FUNDING SOURCES FOR DIFFERENT PROJECTS THAT WE WILL LOOK AT THE EQUITY TOOL AS A LENS AND AN, AND USE ITS KIND OF FRAMEWORK TO, UM, [02:10:01] TO LIKE IMPLEMENT OR LIKE TO SPEND THAT FUNDING FOR CERTAIN PRODUCTS BY USING THESE, THIS FRAMEWORK. AND WHEREAS PREVIOUSLY KNOWN AS EAST AVENUE HAS HISTORICALLY BEEN USED AS A BARRIER OF SEGREGATING THE CITY BY RACE AND DENYING OPPORTUNITY TO BLACK AND BROWN AUSTINITES. AND WHEREAS AUSTIN'S EASTERN CRESCENT IS STILL ECONOMICALLY SEGREGATED FROM WEST AUSTIN WITH POOR HEALTH OPTIONS AND OUTCOMES. AND WHEREAS AN EXPANDED WOULD INCREASE AIR AND NOISE POLLUTION FOR NEIGHBORHOODS ADJACENT TO THE HIGHWAY. AND WHEREAS THE WIDENING OF WILL REQUIRE THE DESTRUCTION BARELY 150 HOMES AND LOCAL BUSINESSES. AND WHEREAS IN 2020, AUSTINITES PASS A $7 BILLION TRANSIT PROPOSAL TO CONNECT THE CITY'S NEIGHBORHOODS WITH TRANSIT AND PROVIDE BETTER ALTERNATIVES TO SINGLE OCCUPANCY VEHICLE TRAFFIC. AND WHEREAS STUDIES HAVE SHOWN THAT WINDING HIGHWAYS DOES NOT REDUCE CONGESTION, BUT INCREASES [02:15:01] OVERALL CAR, CAR TRAFFIC. WHEREAS TXDOT HAS PRIORITIZED TWO PROPOSALS, NEITHER, WHICH ARE ONE OF THE THREE COMMUNITY JOHN PROPOSALS THAT LIMIT THE HEIGHT AND WIDTH OF THE EXPANDED HIGHWAY. NOW THEREFORE BE IT RESOLVED THAT THE COMMUNITY DEVELOPMENT COMMISSION RECOMMENDS THE TECH STOCK CONSIDER THE HISTORICAL CONTEXT AND NEGATIVE IMPACTS ON HEALTH, QUALITY OF LIFE AND OPPORTUNITY THAT HAVE BEEN EXPRESSED BY RESIDENTS AND COMMUNITY LEADERS OF AUSTIN VIA FURTHER RESOLVE THAT AUSTIN CDC RECOMMENDS THAT TEXTILE DEFER TO COMMUNITY PREFERENCES IN THE FINAL DRAFT OF THE CAPITAL EXPRESS CENTRAL PROJECT IS NO WIDER AND NO HYDER THAN ITS CURRENT FORM.
