HOWEVER, AS I BEGAN TO BETTER, BETTER UNDERSTAND THE NCCD, I REALIZED ANY PROJECT WOULD BE DIFFICULT AND LIMITED. I ALSO STARTED TO GET A LOT OF SOLICITATION FROM DEVELOPERS. WHAT I HEARD MOST FROM DEVELOPERS WAS WE WOULD JUST TEAR EVERYTHING DOWN AND KICK OUT ARLAND STUDIOS. AND AFTER GETTING TO KNOW THE RICH HISTORY OF THE SITE AS THE AUSTIN OPERA HOUSE, I COULD NOT IGNORE THE PAST AND REALLY WANTED TO BE A PART OF PRESERVING A VITAL PIECE OF AUSTIN'S CULTURE. YES, IT HAS TO BE UPDATED AT SITE PLAN BECAUSE WE DON'T BELIEVE WE, WE FEEL THERE'S A LOT OF FLAWS IN IT. SO IT'S HARD FOR US TO SAY IT'S DEMONSTRATED THAT IT DOESN'T HAVE AN ADVERSE EFFECT. AND WE REALIZED THAT THERE ARE MULTIMODAL TRANSPORTATION OPTIONS COMING TO THE CITY. AND OF COURSE, ANYBODY'S GUESS IS AT 12 OR 15 YEARS AWAY, BUT THERE WE ARE STILL PRETTY CAR DEPENDENT, BUT NOW LET ME TALK ABOUT WHAT WE SUPPORT AND WHO WE ARE. BUT YOU ASKED US TO LOOK AT A BETTER PLAN. AND WE DID MEET WITH THE APPLICANT AND WE OFFERED, AND THEY WEREN'T REALLY DISCUSSED ON THEIR SIDE. WE DIDN'T GET AGREEMENT, OBVIOUSLY, BUT WE TOLD THEM WE CAN SUPPORT THE STAFF RECOMMENDATION FOR MULTIFAMILY ON TRACK THREE THAT REMOVES THE RISK, THE GREATER RESTRICTIONS OF THE NCCD. NOW STAFF CHOSE TO LIMIT IT SOMEWHAT, BUT WE'RE BACKING OFF OF THE NCCD AND SAY, YES, HOUSING, BRING IT ON. WE WOULD LOVE TO SEE AFFORDABLE HOUSING. WE'D LOVE TO SEE HOUSING MUSICIANS. WE HAVE THIS TRANSPORTATION CRITERIA MANUAL, THAT'S KIND OF LIKE THE DETAILED TECHNICAL SPEC OF, YOU KNOW, HOW YOU, WHAT, WHAT YOU DO IN A SITE PLAN WHEN IT COMES TO TRANSPORTATION. AND THIS INCLUDES BOTH THE SITE PLAN OF THE ROADS OR OF THE BUILDINGS THAT WE BUILD AND ALSO THE, THE ROADS, UH, AND THE TRANSPORTATION NETWORK THAT WE HAVE. UM, SO WE'VE, THAT WAS RELEASED IN DRAFT FORM EARLIER IN THE YEAR. UM, AND THEY TOOK COMMENTS AND NOW THEY HAVE RESPONDED TO THOSE COMMENTS, UH, AND RELEASED SORT OF A FINAL DRAFT, UH, AT THE SEPTEMBER 29TH. I THINK IT WAS. AND WE NOW HAVE 30 DAYS TO HAVE MORE COMMENTS ON THAT, AND THEN IT BECOMES FINAL. UM, AND SO AT OUR NEXT MEETING, WE WILL SORT OF TALK THROUGH THE AMENDMENTS THAT THE WORKING TEAM HAS COME UP WITH. THERE ARE OTHER COMMISSIONS, YOU KNOW, BUILDING AND STANDARDS, COMMISSIONS, AND THINGS LIKE THAT THAT ARE PROBABLY MORE SUITED TO GO INTO THE DETAILS OF THE TURN RADIUS, YOU KNOW, OF, OF SPECIFIC ROADS. UM, I DO HAVE SOME VERY HIGH LEVEL AMENDMENTS THAT I WOULD LIKE TO PRESENT IN TERMS OF, YOU KNOW, THE ENTIRE TRANSPORTATION CRITERIA MANUAL STILL SEEMS VERY CAR FOCUSED WHEN THE, ONE OF THE GOALS OF THE CITY OF AUSTIN IS TO GET MODAL SHARE TO 50%. AND YET THE ENTIRE CRITERIA MANUAL IS VERY CAR FOCUSED. AND, AND THE OTHER WORDS, YOU KNOW, THE WAY YOU CATEGORIZE ALL THE STREETS, YOU KNOW, IS BY HOW MANY CARS GO BY THEM AND HOW MANY CARS GO ON THEM. AND IF YOU WANT A WIDER SIDEWALK, YOU HAVE TO MAKE IT HAVE MORE CARS [02:35:01] ON IT BECAUSE LEVEL THREE STREETS HAVE WIDER SIDEWALKS THAN LEVEL ONE STREETS, BUT YOU CAN'T MAKE IT. YOU CAN'T JUST DECLARE A STREET, A PEDESTRIAN LEVEL, ONE STREET, OR A PEDESTRIAN LEVEL THREE STREET, SO THAT ALL THE STREETS GOING INTO THE NEW, YOU KNOW, PROJECT CONNECT STATIONS AND THE ONLY WAY YOU CAN GET WIDER SIDEWALKS GOING ON THEM AND, AND, AND DEMAND THOSE WIDER SIDEWALKS FROM, FROM DEVELOPERS IS EITHER FOR COUNCIL TO PASS SOMETHING, TO SAY, YOU KNOW, ALL THOSE STREETS IN THIS AREA HAVE TO HAVE WIDER SIDEWALKS OR TO MAKE THEM LEVEL THREE STREETS. UM, AND THAT JUST SEEMS KIND OF, YOU KNOW, WHY DO WE HAVE TO HAVE MORE CARS? SO TH TH THAT HAS SORT OF BEEN LEFT OUT OF IT. THERE, THERE IS NO STREET, YOU KNOW, CRITERIA FOR A PAST IO. UM, AND SO JUST LOOKING AT THE DIFFERENT SECTIONS OF THE TRANSPORTATION CRITERIA MANUAL, I THINK A LOT OF IT'S GOING TO BE HEAVY FOCUSED ON THE VISION AND GOAL SECTION, UM, YOU KNOW, ON A PLANNING LEVEL TYPE THING WITH MAYBE JUST A LITTLE BIT SPRINKLED THROUGHOUT THE MORE TECHNICAL SECTIONS, TALKING ABOUT BIKE WAYS AND URBAN TRAILS, PEDESTRIAN ZONES, GEOMETRIC DESIGN CRITERIA, STREET, CROSS SECTIONS, ALL THAT FUN STUFF THAT ENGINEERS LOVE TO LOOK AT. UM, BUT I ALSO JUST WANTED TO ADD JUST SO THAT THE COMMISSION KNOWS THAT WE, WE ALSO HAD A DISCUSSION LAST TIME ABOUT KIND OF THE NEXT THINGS THAT THE, UH, WHAT IS IT A SUBCOMMITTEE OR COMMITTEE, UH, IS GOING TO LOOK AT. SO IT JUST DOESN'T DEVELOP HAPHAZARD. UM, BUT THAT WE GET THAT MULTIMODAL STUFF. AND SO I'M WONDERING IF THIS IS AN OPPORTUNITY TO KIND OF SLIDE THAT IN AND MAKE SURE WE HAVE TOOLS IN THE TOOLKIT. AND THAT BECAME A REQUIREMENT GOING FORWARD. IT IS ALONG CERTAIN ROADWAYS AND WHERE THERE IS A BIKE, FOR INSTANCE, THERE'S A BIKE MAP THAT DESIGNATED FOR THE CITY NETWORK, THERE'S A PEDESTRIAN NETWORK. UM, AND SO THAT'S HOW THEY CLASSIFY THE DIFFERENT LEVELS. I GOT NONE IN MY AREA, SO I'D LOVE TO SEE IT HAPPEN ON EVERY STRENGTH.
