[2.a. Updates]
TO ITEM TWO, THE CHAIR'S REPORT, UM, UPDATES.FIRST, I WANT TO SAY THANK YOU TO EVERYONE WHO HAS BEEN PARTICIPATING IN CITIZENS, UH, COMMUNICATION AND COMMUNITY ENGAGEMENT AROUND THE CULTURAL FUNDING REVIEW PROCESS.
OUR LAST MEETING HERE IN THIS VENUE WAS FOUR SOLID HOURS OF WORK, UM, WHICH WAS A MARATHON IN SO MANY WAYS, BUT I REALLY APPRECIATE EVERYONE'S TIME AND ATTENTION AND COMMITMENT TO THE PROCESS SO THAT, UM, WE'LL, WE'LL HEAR SOME MORE ABOUT THE COMMUNITY, UM, ENGAGEMENT OPPORTUNITIES AROUND CULTURAL FUNDING REVIEW THAT IS ONGOING, UM, FROM STAFF TONIGHT.
WE'LL TALK MORE ABOUT THAT HERE ON THE DICE, BUT I JUST WANT TO SAY, I KNOW THAT THERE'S A LOT GOING ON AND EVERYBODY'S REALLY BUSY AND IT'S STILL A PANDEMIC AND WE APPRECIATE YOUR TIME AND INTEREST.
EVERYTHING IS BETTER WHEN WE ALL WORK TOGETHER.
UM, AND THEN ALSO WE HAVE, WELL, WE'LL HAVE MORE UPDATES WHEN WE GET TO WORK IN GROUPS ON MOVING SOME OF THOSE ITEMS FORWARD, BUT ALSO A BIG THANK YOU TO STAFF, UM, ON THE WORK, ON GETTING THE ARPA EMERGENCY MONEY PLANS TOGETHER.
I'M LOOKING FORWARD TO HEARING WHERE THAT IS.
I'M VERY EXCITED THAT WE'RE ACTUALLY ABLE TO CONTINUE TO SUPPORT THE ARTS COMMUNITY WITH EMERGENCY FUNDING.
THANK YOU TO THE CITY OF AUSTIN FOR YOUR SUPPORT.
I THINK IN TOTAL, SINCE MARCH OF 2020 HAS GONE OUT THE DOOR TO CULTURAL ARTS ORGANIZATIONS IN THE CITY FROM ROUTED THROUGH THE CITY OF AUSTIN.
AND WITH THAT, I'M GOING TO MOVE ON TO
[2.b. Art in Public Places Liaison Report - Commissioner Barnes]
ITEM TWO B THE ART IN PUBLIC PLACES, LIAISON REPORT, COMMISSIONER BONDS COULD NOT BE WITH US THIS EVENING.IT IS THE FIRST NIGHT OF THE OPERA REHEARSAL.
UM, I UNDERSTAND THAT THE P THREE WORKING GROUP MEMBERS HAVE BEEN ADDED FROM THE, UH, AIPP PANEL AND THAT WE ARE GOING TO HAVE TO GET THAT GROUP TOGETHER WITH OUR MEMBERSHIP PRETTY QUICKLY.
THE COMMISSIONER MARGARET, A QUESTION IS, UH, IS THERE ANY UPDATE ON THAT THAT, SO WE HAVE, NOW THAT WE HAVE THE MEMBERS FROM AIPP, YOU GUYS CAN MEET, UM, BRETT, UH, BUT I'M JUST WONDERING IF THERE'S ANY MOVING FORWARD.
'CAUSE WE'LL, WE'LL GET TO THAT WHEN WE GET TO THE WORKING GROUP REPORTS.
UM, UM, YEAH, AND THE ONLY OTHER NOTE ON THAT IS THAT THE TIMEFRAME IS TIGHT, THAT WE NEED TO REPORT BACK TO THIS BODY BY THE NOVEMBER MEETING SO THAT WE CAN MAKE THE DEADLINE FOR CITY COUNCIL.
SO JUST A BIG GOLD STAR ON THAT HAS TO MAKE PRETTY QUICKLY MOVING ON TO
[2.c. AEDC/Cultural Trust Advisory Committee Report – Carl Settles]
ITEM TWO C AEDC CULTURAL TRUST ADVISORY COMMITTEE REPORT.OUR REPRESENTATIVE CARL SETTLES IS NOT ABLE TO JOIN US THIS EVENING.

CURRENTLY, THERE ARE THREE FUNDING SOURCES THAT HAVE BEEN IDENTIFIED BY THE CITY FOR THIS INITIAL ROUND, WITH THE PIPELINE OF PROJECTS AEDC AND PARTNERS WILL CONSIDER WAYS TO BUILD THE FUND TO CONTINUE INVESTMENT.
AEDC MAINTAINS THE CULTURAL TRUST ADVISORY COMMITTEE WITH AN OPEN COMMITTEE OF AEDC BOARD OF DIRECTORS.
AND THERE SHOULD BE A LINK IN YOUR BACKUP.
DURING THE EARLY PHASE OF THE RFP PROCESS, AEDC WILL BE ASSESSING EXISTING CITY FACILITIES AND LOOKING AT OTHER POTENTIAL SITES FOR CULTURAL TRUST SITE FEASIBILITY.
ONCE THE ORGANIZATIONAL SPACE NEEDS ARE MORE CONCRETE AND WE WILL HAVE MORE INFORMATION.
AND SO, AGAIN, I AM PLEASED TO SAY THE APPLICATIONS ARE OPEN.
YOU CAN FIND THAT LINK AT WWW DOT AUSTIN, E D C.ORG BACK SLASH CULTURAL DASH TRUST.
LET ME REPEAT THAT ONE MORE TIME.
WWW DOT AUSTIN, EDC.ORG, BACKSLASH CULTURAL DASH TRUST.
ANYBODY HAVE ANY QUESTIONS? COMMISSIONER CASTILLO? OH, QUICK QUESTION.
UH, THE PRESENTATION THAT WAS THAT WE RECEIVED THEM BACK, BUT THAT'S OKAY TO SHARE WITH COMMUNITY MEMBERS SO THAT THEY STAY INFORMED.
WE'LL GET A SOLID VERSION OF IT.
THAT WILL GO OUT WITH A NEWSLETTER.
OTHER QUESTIONS, FISHER VANDYKE.
HOW HAS THAT, UM, BEING ADVERTISED? HOW DO PEOPLE FIND OUT? SO RIGHT NOW IT WILL BE A PART OF OUR ECONOMIC DEVELOPMENT NEWSLETTER AND THANKS TO VICE CHAIR.
CISMEN, I'M SURE SHE WILL INCLUDE IT IN HER NEWSLETTER.
AND WE'RE WORKING ON A FORMAL OUTREACH STRATEGY.
THANK YOU, COMMISSIONER FLORES.
WELL, I JUST WANT TO SAY THANK YOU FOR THAT.
I WANT TO THANK THEM FOR THE REPORT.
IT'S REALLY GOOD TO SEE IT IN WRITING.
AM I NOT? I DIDN'T CLEARLY HEAR YOU.
CAN YOU HEAR ME NOW? CAN YOU BE A LITTLE BIT LOUDER? YOU CAN HEAR ME.
I JUST WANT TO SAY THANK YOU FOR THE REPORT.
IT REALLY HELPS TO HAVE A VARIETY.
I HAD A QUICK QUESTION ON THE 12 MILLION ON THE PROJECT, UH, THAT JUST, UH, INCLUDES, UH, POSSIBLE RENOVATIONS OR PURCHASING AS WELL.
SO EACH APPLICATION WILL BE EVALUATED ON ITS OWN MERITS OF POSSIBLE USE OF THE THREE FUNDING SOURCES.
IT JUST DEPENDS ON WHAT YOU SUBMIT OTHER QUESTIONS.
UM, I JUST WANT TO HIGHLIGHT AGAIN THAT THIS IS A PROCESS THAT'S BEEN COMING FOR A WHILE.
IT'S VERY EXCITING TO SEE THAT WE HAVE, UM, REGISTRATION AVAILABLE ONLINE.
I THINK THE RFP AND APPLICATIONS OUT NOVEMBER 1ST.
UM, AND, AND TO NOTE THAT THE AEDC IS REALLY MINDFUL ABOUT SETTING UP SOME WORKSHOPS SO THAT PEOPLE CAN LEARN ABOUT HOW TO DO THIS PROCESS AND HOW TO PUT IT TOGETHER.
AND ALSO REALIZING THAT CURRENTLY WE HAVE A LIMITED BUDGET.
WE HAVE A LOT OF NEED AND NOT A LOT OF FUNDING, IMAGINE THAT.
UM, BUT ALSO WE'RE LOOKING TO DETERMINE WHAT THE, THE BROAD NEED IS OUT THERE AND THINK OF THIS AS A WAY TO DEVELOP A PIPELINE FOR PROJECTS, NOT JUST NOW, BUT FOR PROJECTS MOVING FORWARD.
SO I ENCOURAGE YOU IF YOU'RE WATCHING AT HOME.
UM, OR IF YOU'RE HERE IN THE ROOM TO TAKE A LOOK AT THE AAD WEBSITE, TAKE A LOOK AT THAT REGISTRATION PROCESS AND STAY IN THE KNOW ON THAT.
WE'LL KEEP YOU UP TO DATE AS WELL.
UM, AND ALSO THERE IS, THERE ARE STILL SPACE, THERE IS STILL SPACE AVAILABLE ON THE CULTURAL TRUST ADVISORY COMMITTEE.
UM, AND THAT LINK IS ALSO AVAILABLE.
I THINK, I BELIEVE THROUGH THE AED SITE.
IS THAT CORRECT? SO OLIVIA CORRECT.
UM, OBVIOUSLY YOU CAN'T BE ON THE COMMITTEE IF YOU'RE GOING TO BE APPLYING FOR A PROJECT, BUT IF YOU ARE INTERESTED
[00:10:01]
IN THIS WHOLE PROCESS WRIT LARGE, IT'S A GREAT PLACE TO GO AND LEARN A LOT ABOUT THE, THE WHOLE PROCESS.AND WE ARE ON TO ITEM TWO D THE DOWNTOWN COMMISSION REPORT, COMMISSIONER KEATON, WHAT'D SHE GOT FOR US ANYTHING, THE DOWNTOWN COMMISSION THIS MONTH, I HAVE NOTHING TODAY.
OUR MEETING IS ON WEDNESDAY, SO I WILL BE REPORTING NEXT MONTH TO THE TERRIFIC.
[3.a. ARPA and Non-Profit Relief Funding Update – Laura Odegaard, Cultural Investment Program Manager]
MOVING ON TO ITEM THREE, STAFF BRIEFINGS, UH, STARTING WITH THREE, A ARPA AND NON-PROFIT RELIEF FUNDING UPDATE LAURA ODEGAARD CULTURAL INVESTMENT PROGRAM MANAGER.UH, THANK YOU FOR PULLING THAT UP, ADAM.
UH, SO GOOD EVENING, EVERYONE.
I'M LAURA GUARD, CULTURAL INVESTMENT PROGRAM MANAGER FOR THE ECONOMIC DEVELOPMENT DEPARTMENT.
UH, AND I'M GOING TO GIVE A VERY BRIEF UPDATE ON, UH, AMERICAN RESCUE PLAN ACT, UM, ARTS HAPPENINGS.
SO IF YOU COULD GO TO THE NEXT SLIDE, PLEASE.
UM, SO JUST WANTED TO QUICKLY TOUCH BASE ON THE ARTS AND CULTURE NON-PROFIT RELIEF PROGRAM.
AS YOU ALL KNOW, IT WAS A $2 MILLION PROGRAM THAT WAS PART OF THE ARPA ALLOCATION, UM, BY CITY COUNCIL.
AND THAT ALLOWED US TO GRANT OUT 101 TIME FLAT UNRESTRICTED GRANTS OF $20,000.
AND SO NOTIFICATIONS WENT OUT, FUNDING WENT OUT ALL THE GOOD THINGS.
UM, AND THEN WE HAD ADDITIONAL FUNDS ADDED TO THIS PROGRAM.
AND SO THERE WAS THE $1 MILLION THAT COUNCIL APPROVED IN THEIR BUDGET AMENDMENT, WHICH WOULD ALLOW FOR 50 MORE AWARDS.
AND THEN YOU ALL MET AND MADE A RECOMMENDATION TO COUNCIL, UM, FOR, FOR MONEY FROM RESERVES AND FROM ARPA TO TRY TO FUND EVERYONE THAT WAS ELIGIBLE THAT HAD APPLIED, UM, WHICH IS GREAT.
AND EVERYONE IS READY FOR THE FUNDS.
UM, WE STAFF IS WORKING ON TRYING TO GET THOSE FUNDS OUT THE DOOR.
UM, AS YOU ALL KNOW, THE BUREAUCRATIC PROCESS OF HAVING A CONTRACT AMENDMENT TO ACTUALLY MOVE THE FUNDS FROM LIKE THE VOCAL, YES, WE WANT TO FUND THESE PEOPLE TO THE THIRD PARTY, TO ACTUALLY HAVE THE FUNDS TO CUT THE CHECKS.
IT TAKES SOME TIME, ESPECIALLY WHEN THERE ARE MULTIPLE FUNDING POTS AND WE ARE OVERLAPPING A FISCAL YEAR.
SO THAT BEING SAID, WE'RE GOING TO COUNCIL ON NOVEMBER 18TH, UH, FOR THE RATIFICATION OF THAT CONTRACT AMENDMENT.
UM, AND WE'RE TRYING TO GET FUNDING OUT TO THOSE 98 GROUPS AS SOON AS POSSIBLE.
BUT, UM, WE KNOW THAT WE'RE GETTING A LOT OF QUESTIONS ABOUT WHERE'S THE MONEY WE ARE, WE'RE WORKING ON IT.
UM, SO WE'LL PROBABLY GIVE BBB, UM, SOME LANGUAGE JUST TO SEND OUT TO EVERYONE, BECAUSE I KNOW THERE ARE A LOT OF QUESTIONS IN THE INITIAL NOTIFICATION LETTERS THAT SAID SOMETHING LIKE YOU'LL PROBABLY RECEIVE FUNDING IN OCTOBER AT SOME POINT.
SO WE'LL, WE'LL PUT OUT SOME COMMUNICATION, JUST SO EVERYONE'S CLEAR THAT IT'S HAPPENING AND WE'RE MOVING AS FAST AS WE CAN FOR THAT.
UM, AND THEN NEXT SLIDE, PLEASE.
SO THEN THE OTHER, UH, BIG WOMPING, UH, ARTS COMMUNITY RELIEF FROM ARPA, UM, YOU ALL, AS, AS, UM, THE CHAIR MENTIONED, YOU ALL SPENT A LOT OF TIME LAST MEETING AND THE WORKING GROUPS SPENT A LOT OF TIME KIND OF HASHING OUT WHAT THIS WAS GOING TO LOOK LIKE.
UM, HUGELY APPRECIATIVE OF THAT.
UM, AND SO JUST TO REITERATE WHAT YOUR RECOMMENDATION TO COUNCIL WAS ON THE 21ST, UM, CONTRACTORS IN CORE AND CULTURAL HERITAGE WHO RECEIVED LESS THAN 10,000 IN RELIEF FUNDING, WE'RE GOING TO RECEIVE A HUNDRED PERCENT OF THEIR FYI 21 CONTRACT AMOUNT, AND THEN CULTURAL CONTRACTORS WHO RECEIVED LESS THAN A MILLION DOLLARS, BUT MORE THAN $10,000 THROUGH THE SAME RECOVERY, UM, SOURCES WOULD RECEIVE 85% OF THEIR
UH, SO STAFF HAS DRAFTED A MEMO TO MAYOR AND COUNCIL ABOUT THESE RECOMMENDATIONS.
UM, WE'RE LOOKING TO GO TO COUNCIL ON NOVEMBER 18TH, AGAIN, UH, FOR APPROVAL OF THE FULL LIST OF WHAT THOSE AWARD AMOUNTS ARE AND WHO THE, THE RECIPIENTS WILL BE, UM, BECAUSE IT IS FEDERAL RELIEF FUNDS.
THERE ARE SOME LEGAL RESTRICTIONS AROUND, CAN WE, OR CAN WE NOT PROVIDE A LIST OF THOSE, UM, OF THOSE CONTRACTORS AND AWARD AMOUNTS? SO WE'RE KIND OF WAITING ON LEGAL GUIDANCE ABOUT THAT.
UM, BUT WE'RE LOOKING TO MOVE FORWARD ON NOVEMBER 18TH.
UM, AND CURRENTLY EDD STAFF FINANCE AND LEGAL ARE WORKING ON NEXT STEPS BECAUSE WE WANT THIS TO BE REALLY, REALLY QUICK, UM, OUT THE DOOR PROCESS.
UM, SO IT'S NOT AN APPLICATION.
UH, SO WE'RE GOING TO HAVE A HOPEFULLY REALLY, REALLY SHORT, UM, CONTRACT, UH, THAT WILL BE IN THE PORTAL SYSTEM WITH THE CITY.
UM, AND SO THEY'LL BE ABLE TO SIGN ELECTRONICALLY
[00:15:01]
AND CHECK OFF THE ATTESTATIONS FOR THE FEDERAL ARPA REQUIREMENTS.UM, WE'LL HAVE A CONTRACT KICKOFF MEETING THAT WILL BE A VIDEO THAT THEY ALL CAN ALL WATCH.
UM, AND THAT WILL HOPEFULLY BE THAT MONDAY, NOVEMBER 29TH.
SO THE FIRST MONDAY AFTER THANKSGIVING ACTUALLY, CAUSE THANKSGIVING HAPPENS BETWEEN THE 18TH AND THE 29TH.
UM, AND THEN THERE'LL BE AN INVOICE TEMPLATE THAT WILL ALREADY BE A PART OF THE PORTAL, UM, UH, SOFTWARE, UH, AND THEN CHECKS WILL HOPEFULLY GO OUT, UM, BEFORE THE END OF 2021.
SO THAT'S THE GOAL FOR THOSE PROGRAMS AND HAPPY TO ANSWER ANY QUESTIONS ABOUT EITHER OF THOSE THAT YOU ALL MIGHT HAVE COMMISSIONER RESISTANT, JUST CURIOUS IF WE'VE HEARD ANY MORE ABOUT THE REPORTING REQUIREMENTS THAT HAD COME DOWN.
UM, I KNOW THAT IT WAS KIND OF FUZZY IN TERMS OF WHAT WE, WHAT THE RECIPIENTS OF THE ARPA FUNDS WOULD BE RESPONSIBLE FOR.
HAVE WE GOTTEN ANY MORE CLARITY PATIENT ON THAT? UH, WE HAVEN'T GOTTEN THE FULL ARPA, UM, REQUIREMENTS FROM THE FEDERAL GOVERNMENT YET.
UM, THERE, THERE ARE CERTAIN PRIORITIES FOR THE FUNDS THAT WE'RE TRYING TO GET OUT THE DOOR.
AND SO THOSE ARE THINGS LIKE SERVICE AREA, LOCATION OF THE ORGANIZATION, AS WELL AS POPULATION SERVED.
UM, AND I THINK THERE'S ANOTHER ONE ABOUT, UM, SALARY LEVELS.
SO WE'RE PRETTY CONFIDENT THAT WE'RE, WE CAN WRITE SOMETHING WITH LEGAL, UM, THAT, THAT ALL OF THE CONTRACTORS WE'RE WORKING WITH WILL MEET THOSE REQUIREMENTS.
UM, TECH, CAN WE POSSIBLY GO BACK TO BEING ABLE TO SEE THE FULL COMMISSION SO I CAN SEE YOU SCOTT QUESTIONS? THANKS SO MUCH.
OTHER QUESTIONS, COMMISSIONER CASTILLO.
UH, I KNOW YOU SAID WE COULDN'T THAT THERE'S QUESTIONS ABOUT WHETHER WE, YOU CAN PROVIDE A LIST OF RECIPIENTS TO PROVIDE A LIST.
I'M CURIOUS IF, DO WE KNOW, LIKE THE PERCENTAGE OF CULTURAL CONTRACTORS THAT ARE BEING SUPPORTED BY THIS, THESE FUNDS? AH, THAT'S A GOOD QUESTION.
BUT FOR ORGANIZATIONS OR CONTRACTORS THAT, THAT MET THE REQUIREMENTS OF YOUR RECOMMENDATIONS, JUST TO BE CLEAR THAT ALL LIKE FROM PREVIOUS YEAR, LAST YEAR, A FUND LAST YEAR, UM, FROM THE CURRENT CORE AND CULTURAL HERITAGE RECIPIENTS, THERE WERE FOUR GROUPS THAT I THINK RECEIVED OVER THE MILLION DOLLAR THRESHOLD OF RELIEF AND EVERYONE ELSE WILL RECEIVE SOME PERCENTAGE OF THEIR PREVIOUS AWARD.
IT'S REALLY AMAZING WORK OTHER QUESTIONS FROM THE COMMISSION.
THANK YOU AGAIN TO THE WORKING GROUP THAT CAME UP WITH GUIDELINES FOR THAT PARTICULAR DISTRIBUTION, JUST REALLY FABULOUS WORK AND REALLY THOUGHTFUL NUN AND CLEARLY WILL MAKE A DIFFERENCE TO THE COMMUNITY.
[3.b. Hotel Occupancy Tax Update – Sylnovia Holt-Rabb, Acting Economic Development Department Director ]
NEXT UP, WE HAVE ITEM THREE B HOTEL OCCUPANCY TAX UPDATE WITH SOME OF YOUR HOLT RAB ACTING ECONOMIC DEVELOPMENT DEPARTMENT DIRECTOR.AGAIN, WHILE MY PRESENTATION COMES UP, I HAVE SOME GOOD NEWS.
SO I'M HERE TO PROVIDE AN UPDATE OF THE HOTEL OCCUPANCY TAX REPORT.
THIS IS THE APPROVED BUDGET, UM, THAT COUNCIL PASS, AND I WANT YOU TO GO TO FROM LEFT TO RIGHT.
UM, IF COMMISSIONER FLORES IS ON THE SCREEN WHERE IT SAYS ESTIMATE, AND I WANT YOU TO GO DOWN TO UNDER TRANSFER ENDS, WHERE IT SAYS OTHER FUNDS AND UNDER THE ESTIMATE, IT SAYS 4 MILLION, 296,896.
I'M PLEASED TO SAY THAT REVENUES CAME IN 900,000 ABOVE WHAT WAS ESTIMATED.
SO WE ACTUALLY COLLECTED THROUGH CLOSE AND ONE, REMEMBER THERE ARE THREE CLOSINGS WITH THE CITY.
SO WE BROUGHT IN 5 MILLION, $203,909.
SO SAID WE'RE STILL NEGATIVE, BUT NOT AS NEGATIVE.
SO, SO WE WILL BE GOING, UH, AS MENTIONED EARLIER, UH, BUDGET AMENDMENT, UM, CLOSER TO THE APPROVAL OF THE NEW PROGRAMS GOING FORWARD.
BUT RIGHT NOW IT IS ESTIMATED AT ABOUT $500,000.
SO BITTERSWEET, YES, REVENUES CAME IN HIGHER, BUT WE'RE STILL NEGATIVE.
ANY QUESTIONS? I CANNOT SEE COMMISSIONER FLORES, BUT I'M GOING TO GUESS THE COMMISSIONER FLORES MAY HAVE A QUESTION.
AM I RIGHT? LULU? NO, NOT REALLY, BUT I JUST WANT
[00:20:01]
TO SAY, SO YOU SAID YOU MEANT 5 MILLION.UM, WHEN I SAID 500,000, WE'RE GOING TO ACTUALLY GO FOR A BUDGET AMENDMENT TO INCREASE.
SO NOW, UM, I'M HAPPY THAT WE ARE ITCHING ALONG IN THE POSITIVE DIRECTION.
NEGATIVE MAYBE NEXT MONTH WHEN THE ACL BROWSE, MAYBE THOUGH.
OTHER QUESTIONS FROM THE COMMISSION.
I JUST HAD A QUESTION THAT YOU MIGHT OR MIGHT NOT HAVE THE ANSWER TO RIGHT NOW, BUT SOMETHING THAT'S COME UP IN THE JOINT WORKING GROUP, UM, WITH MUSIC IS AROUND THE SHORT-TERM RENTAL, UM, CONTRIBUTION TO HOTEL OCCUPANCY TAX.
AND IF, IF WE HAVE ANY DATA ON OR INFORMATION ABOUT, UM, HOW MUCH THAT TYPE OF, UH, LODGING IS CONTRIBUTING TO HOTEL OCCUPANCY.
AND, UM, IF THERE IS ROOM THERE FOR ADDITIONAL, UM, EITHER IN ENFORCEMENT OR, YOU KNOW, KIND OF WHAT THE WORD IS THERE.
WHAT I NEED TO DO IS ACTUALLY HAVE THE CONTROLLER'S OFFICE PROBABLY DRAFT A MEMO TO THE SHORT-TERM RENTAL BECAUSE YOU'VE ASKED THAT BEFORE.
SO I WILL WORK ON THAT AND HAVE IT AT THE NEXT MEETING.
THAT'S WHY I DON'T WANT TO GET INTO I'D RATHER PUT IT.
ANY OTHER QUESTIONS? WE GOOD? TERRIFIC.
[3.c. Cultural Funding Review Process Update – Meghan Wells, Cultural Arts Division Manager]
ITEM THREE C CULTURAL FUNDING REVIEW PROCESS UPDATE WITH MEGAN WELLS, CULTURAL ARTS DIVISION MANAGER.MEGAN WELLS, CULTURAL ARTS DIVISION MANAGER.
UM, I JUST WANT TO START BY SAYING THAT, UH, STAFF AND THE COMMUNITY HAVE REALLY APPRECIATED THE CONVERSATION THAT YOU HAD AT THE LAST COMMISSION MEETING.
UM, SOME GROUPS HAVE TAKEN IT ON THEMSELVES TO HAVE FURTHER CONVERSATION IN THE COMMUNITY AND WE'VE BEEN PART OF THOSE.
AND I HOPE THAT THOSE CONTINUE, UM, WE AS STAFF CONTINUE TO RECEIVE AND ANALYZE AND INCORPORATE THIS FEEDBACK THAT WE'RE HEARING ON OUR DRAFT PROGRAM GUIDELINES ESPECIALLY THRIVE, AND WE'RE CONTINUING TO MOVE TOWARD A SPRING LAUNCH, BUT NO FIRM TIMELINE HAS FORMED JUST YET BECAUSE A, WE STILL WANT RECOMMENDATIONS AND INVOLVEMENT OF THE ARTS COMMISSION WORKING GROUP, WHICH YOU ALL ESTABLISHED AT THE LAST MEETING B, WE WANT TO CREATE AS MANY ECONOMIES OF SCALE AND EFFICIENCIES AS POSSIBLE, SUCH AS THINGS LIKE LAUNCHING TWO PROGRAMS SIMULTANEOUSLY WITH ONE APPLICATION PROCESS AND SEE OUR PRIORITY IS TO GET THE ARPA FUNDS THAT REALLY FUNDS DISTRIBUTED FIRST, AS YOU JUST HEARD FROM LAURA.
SO WE, WE ARE NOT RUSHING THROUGH THIS.
WE ARE PROCEEDING CAREFULLY THOUGHTFULLY, AND WITH THE FEEDBACK THAT WE CONTINUE TO GET AND WE'LL GET, UH, WE KNOW THAT WE WANT THIS TO FEEL LIKE IT IS WORTHY OF A LAUNCH WHEN WE GET THERE.
SO WE ARE NOT WANTING TO PREMATURELY PULL THE TRIGGER ON SOMETHING THAT'S NOT QUITE FULLY INFORMED BY THE CONSTITUENTS THAT STILL HAVE SOMETHING TO SAY, OR THE FEEDBACK THAT WE CONTINUE TO GET.
WE DO HAVE A NEW LANDING PAGE ON OUR WEBSITE, ON OUR WEB PAGE, ON OUR WEBSITE WITH ADDITIONAL CONTENT@AUSTINCREATES.COM.
AND YOU JUST CLICK ON OUR CULTURAL FUNDING LINK THAT HAS MORE DATA SUCH AS LINKS TO OUR OPEN DATA PORTAL, WHERE HISTORY OF OUR FUNDING OF THIS CULTURAL CONTRACTS PROGRAM GOES BACK TO 1981.
YOU CAN SEE WHO'S RECEIVED FUNDS THROUGH TIME AND HOW MUCH, UM, AND OTHER DATA POINTS THAT HAVE HELPED US MAKE DECISIONS, UM, AND PUTS IT IN A FRAMEWORK WHERE WE CAN OVER TIME, SEE TRENDS, WHO'S COME INTO THE SYSTEM, WHO'S IN THE SYSTEM, WHO'S NOT IN THE SYSTEM.
AND THAT'S BEEN A REALLY GREAT WAY FOR US TO CONTINUE TO USE DATA, TO MAKE INFORMED RECOMMENDATIONS FOR OUR PROGRAMS, AS WELL AS EXPLICIT DEFINITIONS ON OUR WEBPAGE OF EQUITY AND HOW IT'S OPERATIONALIZED, WHICH WE'VE SHARED WITH ALL OF YOU STAKEHOLDERS AND COUNCIL, AND CONTINUES TO BE A RESOURCE THAT WE WANT TO ADD TO COLLABORATIVELY WITH THE COMMUNITY.
SO THERE'S A STARTER LIST ON THE WEBSITE OF WHAT OPERATIONALIZE EQUITY CAN BE.
UM, WE WANT TO BUILD ON THAT WITH FURTHER COMMUNITY CONVERSATIONS SO THAT IT CONTINUES TO INFORM OUR PROGRAM DEVELOPMENT AND THE GUIDELINES THAT GO WITH THOSE PROPOSED PROGRAMS. SO THAT IS THE UPDATE I HAVE RIGHT NOW.
AND I'M HAPPY TO ANSWER QUESTIONS IF ANYONE HAS ANYTHING FOR ME, COMMISSIONERS COMMISSIONER CASTILLO, COULD YOU REPEAT AFTER
[00:25:01]
YOU GET TO AUSTIN CREATES.COM, AUSTIN CRATES.COM AND THEN YOU CLICK ON THE LINK THAT SAYS CULTURAL FUNDING.IT'S ABOUT HALFWAY DOWN THE PAGE, IT'S CULTURAL FUNDING PROGRAMS AND CULTURAL FUNDING PROGRAM PROGRAMS, SORRY, IT'S THE TOP LINK CULTURAL FUNDING PROGRAMS. AND IT SHOULD BE SORT OF AN ACCORDION PAGE WHERE YOU CAN CLICK AND EXPAND THE CONTENT IN EACH OF THOSE SECTIONS.
I HAVE A QUESTION WHICH, WHICH IS NOT REALLY A CAD QUESTION.
SO I DON'T KNOW IF YOU CAN ANSWER IT OR PERHAPS MS. HALL, ROB, CAN I ANSWER IT, BUT LOOKING, KNOWING THAT THERE ARE PROGRAMS BEING DESIGNED ACROSS ALL GRANTING ENTITIES WITHIN ECONOMIC DEVELOPMENT, I'M WONDERING HOW OUR TIMELINE LOOKS IN ASSOCIATION WITH MUSIC AND WITH HERITAGE, LIKE WHERE HISTORIC PRESERVATION, LIKE WHERE IS THAT? BECAUSE ANYONE CAN APPLY FOR ANY PROGRAMS THAT RIGHT.
ONCE THAT ONCE THEY EXIST, BUT IT'S ALL A PROCESS.
YEAH, WE ARE ALL WE HAVE, AS YOU PROBABLY HEARD, IF YOU TUNED INTO COUNCIL LAST WEEK, WE'RE HAVING COUNCIL DISCUSSION ABOUT BOTH THE HERITAGE, TOURISM PROGRAMMING AND FUND, AS WELL AS THE MUSIC, THE LIVE MUSIC EVENT FUND.
UM, AND THERE ARE STILL SOME PROCESS TO TAKE PLACE IN BOTH OF THOSE AREAS.
SO I DON'T HAVE AN EXACT TIMEFRAME JUST YET ON THOSE LAUNCHES, BUT WHEN I DO, I'M HAPPY TO SHARE THEM.
UM, I, I KNOW THAT WE ARE NOT, YOU KNOW, GETTING READY TO LAUNCH THOSE IMMEDIATELY.
THERE WILL STILL BE SOME DUE DILIGENCE ON OUR SIDE, IN BOTH OF THOSE PROGRAM AREAS.
SO, UM, I DON'T KNOW IF YOU HAVE ANYTHING TO ADD, SO WHENEVER YOU, BUT THAT'S, WE'RE KIND OF IN A WAIT AND SEE OUR GOAL.
AND WE'VE HEARD BOTH COMMISSION IS THAT YOU WANT THAT ARPA FUNDS OUT THE DOOR FIRST.
AND SO WE'RE WITH OUR STAFFING CAPACITY.
THAT IS THE PRIORITY ARE THE ARPA FUNDS FOR BOTH, UH, COMMUNITIES.
AND THEN, UH, WE WILL CHART OUT TIMING OF THE OTHERS.
AND PLEASE UNDERSTAND I'M ASKING THE QUESTION SO THAT THE COMMUNITY REMEMBERS THAT THIS IS HAPPENING ACROSS MULTIPLE AREAS WITHIN ECONOMIC DEVELOPMENT, THAT THE CONVERSATION IS ACROSS THE ENTIRE SPECTRUM.
AND THANK YOU FOR SAYING TO THE PRIORITIZATION OF GETTING THE ARPA MONEY OUT THE DOOR, BECAUSE THAT HAS MORE FLEXIBILITY THAN ANY OF THE OTHER FUNDS THAT WE'RE TALKING ABOUT.
WE RECOGNIZE IT IN HOUSE AND WE'RE WORKING WITH OUR COMMUNICATION TEAM TO, UM, PROPERLY TIME THEM.
WELL, AND LET US KNOW AS ALWAYS HOW WE CAN HELP AND HELP GET THE WORD OUT AND HELP US HELP SPREAD THAT OTHER QUESTIONS FOR, FOR MEGAN, FROM THE COMMISSIONER.
I WILL ALSO SAY WE ARE COGNIZANT THAT THE HOLIDAYS ARE COMING UP UPON US, AND WE DON'T WANT TO LAUNCH SOMETHING WHERE PEOPLE ARE HAVING TO MAKE DECISIONS BETWEEN FAMILY TIME AND, AND, AND SPENDING TIME WITH APART FROM THEIR DAILY GRIND.
UM, SO WE WILL, IF WE GET TOO CLOSE TO THAT, WE'LL PROBABLY BE LOOKING AT JANUARY.
MY BUTTONS I'M PUSHING BUTTONS AND THEY'RE NOT WORKING.
THEY'LL FIGURE IT SHOULDN'T THINK I WOULD BE ABLE TO PUSH BUTTONS BETTER THAN THAT.
UM, WE ARE ON TO ITEM FOUR SPECIAL PRESENTATIONS.
[4.a. Creek Show 2021 at Waterloo Park – Melissa Ayala, Community Engagement & Government Relations Director, Waterloo Greenway]
AND DO WE HAVE MELISSA MELISSA ALA ON THE LINE? WE DO HELLO.WE HAVE A SPECIAL PRESENTATION, A FORAY, WHICH IS CREEK SHOW 2021 AT WATERLOO PARK.
WE WANT TO HEAR ALL ABOUT IT, MELISSA.
AND THANK YOU FOR HAVING ME WITH YOU ALL THIS EVENING.
I SEE THE PRESENTATION BEING LOADED RIGHT NOW, SO I'LL GIVE THEM ONE SECOND FOR THAT.
MY NAME IS MELISSA YELLA WITH THE WATERLOO GREENWAY CONSERVANCY.
UM, WE HAVE PREVIOUSLY COME TO CHAT WITH Y'ALL ABOUT OTHER ARTS INITIATIVES.
UM, WE'RE A NONPROFIT WORKING WITH THE CITY OF AUSTIN ON THE RESTORATION OF WALLER CREEK THROUGH THE EASTERN PORTION OF DOWNTOWN AND THE CREATION OF OUR PARK SYSTEM ALONG THE WAY.
UM, SO TODAY I'M EXCITED TO SHARE AN UPDATE WITH YOU ALL ON OUR ANNUAL SIGNATURE EVENT CALLED CREEK SHOW.
SO WE CAN GO TO THE NEXT SLIDE.
SO CREEK SHOW, UM, WE HOST IT EVERY NOVEMBER AND THIS YEAR WE'RE EXCITED TO BE ABLE TO REALLY CELEBRATE WATER PARK AND HOST OUR INSTALLATIONS WITHIN THE PARK.
UM, SO WE'LL BE WELCOMING GUESTS, UM, NOVEMBER 12TH THROUGH THE 21ST, EVERY EVENING FROM SIX TO 10:00 PM.
UM, AND IT'S FREE AND OPEN TO THE PUBLIC, UM, THIS YEAR TO HELP US WITH, UM, JUST COVID SAFETY AND MANAGEMENT AT THE EVENT, WE WILL BE PROVIDING FREE TICKETS TO THE COMMUNITY.
[00:30:01]
RESERVE A FREE TICKET ONLINE OR IN-PERSON, UM, AND HELP US KIND OF MANAGE THE EVENT IN A SAFE WAY.SO IF YOU COULD COME, SO THERE'S ONE RIGHT BEFORE THIS MAP SLIDE, WE'RE ON THE RIGHT SLIDE NOW.
UM, THERE'S ONE AFTER THIS AND BEFORE THE MAP, NOT THE ONE WE WANT.
UM, SO LIKE I MENTIONED, A CREEK SHOW WILL BE IN WATERLOO PARK THIS YEAR.
UM, AND THAT'S THE AREA THAT YOU SEE HIGHLIGHTED IN ORANGE.
UM, WE'VE, YOU KNOW, COME TO, TO TALK WITH YOU ALL ABOUT THE PROJECT BEFORE, SO I WON'T SPEND TOO MUCH TIME ON THAT, BUT JUST AS A REMINDER FOR THE COMMUNITY, UM, OUR PROJECT IS, UM, A LONG-TERM VISION, UM, THAT HAS THREE PHASES ALONG WALLER CREEK.
UM, SO THOSE ARE THE ONES THAT YOU SEE IDENTIFIED IN THOSE BLOCKS.
UM, WE ARE WORKING TOWARDS OUR SECOND PHASE NOW, UM, AND LOOKING TO MOVE FORWARD AND BREAK GROUND ON THAT NEXT YEAR.
AND THAT'S THE ONE THAT YOU SEE IN YELLOW.
AND THEN OF COURSE OUR THIRD PHASE WE'LL TIE IT ALL TOGETHER AND ULTIMATELY FOLKS WILL BE ABLE TO, UM, WALK ALONG ALL THREE PHASES, UM, ON A MILE AND A HALF TRAIL AND ENJOYING THOSE MULTIPLE PARK SPACES ALONG THE WAY.
UM, SO CREEK SHOWS REALLY A GREAT OPPORTUNITY TO SHARE THIS INFORMATION WITH THE PUBLIC AND HAVE FOLKS REALLY ENGAGED WITH OUR PROJECT AND LEARN ABOUT OUR VISION FOR THESE COMMUNITY SPACES, UM, IN OUR GOALS FOR ENGAGING THE COMMUNITY, BUT ALSO RESTORING OUR NATURAL ENVIRONMENT.
UM, SO CRIKEY SHOW IS OUR ANNUAL SIGNATURE EVENT WHERE WE WORK WITH LOCAL ARTISTS TO COMMISSION LIGHT-BASED ART INSTALLATIONS.
UM, SO WE DO A CALL FOR IDEAS, UM, EVERY SPRING.
UM, AND WE DO A SELECTION PROCESS WITH THE COMMITTEE, UM, TO IDENTIFY THE INSTALLATIONS THAT WE'LL FEATURE DURING THE SHOW.
UM, WE PAY EACH ARTIST TEAM FOR THEIR WORK, SO THIS IS A COMMUNITY CALL.
UM, BUT WE ALSO, YOU KNOW, WANT TO BE ABLE TO ELEVATE LOCAL ARTISTS, UM, AND REALLY, YOU KNOW, ACKNOWLEDGE THEIR WORK, UM, WITH AN HONORARIUM.
SO EACH TEAM RECEIVES THAT AND THEY CAN USE THAT FOR MATERIALS FOR THEIR TIME FOR PROMOTION, WHATEVER THEY'D LIKE TO USE.
IN ADDITION TO THAT, WE'LL TALK A LITTLE BIT MORE ABOUT THE DIFFERENT ACTIVATIONS AND CREAK SHOW.
UM, WE ALSO PROMOTE OUR CREATIVE COMMUNITY THROUGH LIVE MUSIC, UM, AND DIFFERENT INTERACTIVE ACTIVATIONS THAT WE'LL HAVE DURING THE WEEK.
SO 2019, UM, WAS OUR LAST, UM, REGULAR CREEK SHOW.
UM, WE DID OUR VIRTUAL CREEK SHOW IN 2020, UM, BUT 2019 WAS A REALLY SPECIAL YEAR FOR US WHERE WE SAW THE COMMUNITY, RESPOND TO WHAT WE'RE DOING AND REALLY SUPPORT, UM, OUR LOCAL CREATIVE COMMUNITY AND, UM, COMING OUT TO THE SHOW AND BRINGING THEIR FAMILIES.
UM, SO AS YOU SEE IN THOSE, THESE DIFFERENT IMAGES, THESE ARE ALL KIND OF A SNAPSHOT OF WHAT CREEK'S SHOW IS.
IT'S, UH, IT'S A LOT OF THINGS IN ONE, UM, AND IT'S A GREAT OPPORTUNITY TO WELCOME OUR COMMUNITY, UM, TO WATERLOO GREENWAY.
SO, AS I MENTIONED, UM, CREEK SHOW IS A REALLY GREAT OPPORTUNITY TO ENGAGE WITH OUR CREATIVE COMMUNITY, UM, ENCOURAGE THEM TO CREATE THESE HIGH SPECTACLE ART INSTALLATIONS THAT USE LIGHT, UM, BUT ARE REALLY SITE-SPECIFIC AND TAKE INSPIRATION FROM OUR PROJECT THROUGH THE NATURAL ENVIRONMENT, THROUGH THE NATURAL HABITAT, UM, AND REALLY FINDING WAYS TO ENGAGE OUR AUDIENCE IN DIFFERENT WAYS ON THE RIGHT SIDE OF YOUR SCREEN.
YOU'LL SEE OUR SELECTION COMMITTEE.
UM, WE WORK WITH A AUSTIN, OUR BOARD, PAST ARTISTS, DIFFERENT CREATIVE MINDS THROUGHOUT THE COMMUNITY AND THIS SELECTION COMMITTEE, THIS SELECTION COMMITTEE ROTATES EVERY YEAR.
UM, SO WE ALWAYS LOOK TO ENGAGE DIFFERENT FOLKS THROUGHOUT THE COMMUNITY EACH YEAR.
UM, AND IT'S A WONDERFUL PROCESS FOR US TO BE ABLE TO WORK WITH EACH OF THE TEAMS FOR ABOUT A YEAR.
UM, WE WORK WITH THEM FROM THEIR APPLICATION, UM, TO THE SELECTION TO REALLY REFINE THEIR CONCEPT TO THEIR ACTUAL SITE AND THEN THE INSTALLATION ITSELF.
SO IT'S A GREAT PROCESS WHERE WE LEARN FROM OUR ARTISTS' TEAMS. THEY LEARN FROM US AND
[00:35:01]
MANY CREEKS SHOW TEAMS HAVE GONE ON TO, UM, YOU KNOW, GET DIFFERENT BUSINESS, UM, BE FEATURED IN OTHER SHOWS.IT'S A GREAT PLATFORM AND WE'RE REALLY PROUD OF THAT.
ALL OF THE TEAMS GET TO KEEP THEIR WORK AFTER THE SHOW.
UM, AND WE, WE HAVE SEEN TEAMS DO A LOT OF CREATIVE THINGS WITH THEIR INSTALLATIONS FOLLOWING THEIR CREEKS SHOW YEAR.
SO IT'S ALL A PART OF THE PROCESS IS REALLY ELEVATING OUR ARTISTS TEAMS, UM, BEYOND THEIR SHOW.
SO AS I MENTIONED, THERE ARE DIFFERENT COMPONENTS TO CREEK SHOW.
UM, YOU YOU'LL SEE IN SOME OF THE SLIDES TO FOLLOW, WE DO HAVE NIGHTLY PERFORMANCES.
UM, SINCE WE WILL BE ON WATERLOO PARK, WE'RE VERY FORTUNATE TO HAVE A BEAUTIFUL STAGE, TO BE ABLE TO SHOWCASE OUR PERFORMANCE ART.
UM, WE'LL HAVE LIVE MUSIC EVERY NIGHT, UM, WHICH IS GREAT TO HAVE, UH, FAMILIES COME OUT.
WE'LL HAVE A FAMILY ZONE WHERE WE'LL HAVE HANDS-ON ACTIVITIES WITH SOME OF OUR LOCAL NON-PROFIT PARTNERS, UM, TO REALLY, YOU KNOW, HAVE SOME COMPONENTS FOR FAMILIES TO BE ABLE TO ENJOY ON OUR WEEKENDS.
UM, WE HAVE A CREEK SHOW LOUNGE EVERY YEAR WHERE FOLKS CAN LEARN MORE ABOUT OUR PROJECT, UM, BE ABLE TO ASK QUESTIONS WITH OUR STAFF AND KIND OF GET DIG DEEP AND, AND REALLY KNOW WHERE THEY ARE AND WHAT THE FULL VISION IS ABOUT NEXT SLIDE.
SO THIS IS, UM, YOU CAN GO BACK TO THE MAP.
UM, SO THIS IS JUST TO GIVE YOU AN OVERVIEW OF POWER USING THE PARK THIS YEAR.
I KNOW MANY, MANY OF YOU HAVE BEEN TO PASS PICK SHOWS, AND YOU'RE FAMILIAR WITH THE EXPERIENCE ALONG THE CREEK.
UM, SINCE WE ARE ABLE TO REALLY CELEBRATE THE PARK THIS YEAR, WE WANT TO BE ABLE TO SHOW OFF DIFFERENT AREAS OF THE PARK.
UM, WE KNOW FOLKS ARE ALL COMING OUT TO THE PARK FOR THE FIRST TIME.
SO WE THINK THIS IS A GREAT WAY OF SHOWING OFF OUR DIFFERENT AMENITIES.
UM, SO THE MOODY AMPHITHEATERS THAT CENTRAL AREA WHERE YOU SEE NIGHTLY LIVE MUSIC, UM, WE'LL HAVE, UM, SOME DIFFERENT SEATING AREAS IN FRONT OF THE STAGE.
UM, AND THEN ONE OF OUR INSTALLATIONS ON THE UPPER LAWN OF THE AMPHITHEATER, SIGALO, WE'LL HAVE OUR FAMILIES ZONE, AS I MENTIONED.
UM, SO THIS YEAR WE'LL HAVE FIVE INSTALLATIONS THROUGHOUT THE PARK.
UM, THOSE ARE THOSE DIFFERENT, UM, HIGHLIGHTED AREAS THAT YOU SEE, UM, TO THE LEFT OF THE MAP.
WE HAVE OUR HILL COUNTRY GARDEN AND OUR COMMUNITY PLAZA.
SO WE'LL HAVE A FEW INSTALLATIONS THERE ONCE FOLKS, UM, ENTER INTO THE PARK, THEY'RE REALLY BE ABLE TO EXPLORE WHEREVER THEY WANT AND HAVE A SELF GUIDED EXPERIENCE AND THEN ENJOY MUSIC ON THIS STAGE.
SO WE WILL HAVE ONE MAIN ENTRANCE, UM, AND THEN FOLKS WILL BE ABLE TO, YOU KNOW, KIND OF EXIT ON THEIR OWN AFTER THEY'VE SEEN THE SHOW, NEXT SLIDE, THIS IS C GLOW.
I MENTIONED, UM, THIS IS ONE OF OUR INSTALLATIONS THAT WILL BE IN FRONT OF THE MOOD AND AMPHITHEATER.
UM, SO C GLOW, UM, IS INSPIRED BY THE LANDSCAPE OF WATERLOO PARK AND, UM, OUR NATURAL, UM, PLANT TYPES THAT WE HAVE IN THE PARK, INCLUDING US.
GABE'S UM, SO THIS INSTALLATION WILL FEATURE SEVEN INFLATABLE, A GABE'S, UM, THAT ARE VERY THEY'RE BIG AND SCALE.
THIS IMAGE DOESN'T DO IT JUSTICE BECAUSE THEY'RE PRETTY HUGE.
AND IT'S REALLY IMPRESSIVE TO SEE, UM, EACH OF THESE PIECES THAT ARE, YOU KNOW, 100 TO 200 POUNDS EACH, UM, AND THAT WILL BE PLACED AROUND THE LAWN AND REALLY JUST TAKING INSPIRATION FROM OUR HILL COUNTRY LANDSCAPE, NEXT SLIDE.
UM, SO THAT MOVES US TO BIO NESS.
SO THIS INSTALLATION IS INSPIRED BY THE HABITATS IN WATERLOO, GREENWAY AND ALONG WALLER CREEK.
UM, THE MATERIALS THAT THEY'LL BE USING ARE ALSO INSPIRED BY THE CREEK AND THIS, I KNOW THIS TEAM HAS BEEN LOOKING TO COLLECT PLANT TYPES AND BRANCHES AND JUST DIFFERENT NATURAL MATERIALS, UM, IN THE CREEK AREA TO BE ABLE TO REALLY, UM, SHARE THAT STRONG CONNECTION WITH THE CREEK AND THE ENVIRONMENT THAT WE'RE ALL GOING TO BE EXPERIENCING AT CRIKEY SHOW.
SO, UM, CREATURE, UM, THIS IS A REALLY BEAUTIFUL PIECE, UM, THAT HAS DIFFERENT, UM, ILLUMINATED COLORS.
UM, THE SHAPE IS THIS KIND OF SERPENTINE SWOOPING INSTALLATION.
UM, THAT'LL BE PLACED IN THE AREA OF ONE OF OUR RAIN GARDENS.
[00:40:01]
UM, SO THE SHAPE IS TAKING CUES FROM THE MOVEMENT OF WATER THROUGH OUR PARK.UM, BUT THEN ALSO THE PLACEMENT IN OUR RAIN GARDEN, UM, GIVES US A GREAT OPPORTUNITY TO SHARE ABOUT THE FUNCTION OF RECLAIMING WATER, UM, FILTERING IT THROUGH OUR RAIN GARDENS AND REPURPOSING, UM, THE FUNCTION OF REPURPOSING IN OUR RAIN GARDENS, NEXT SLIDE.
AND THIS IS WAY, UM, SO SWAY IF YOU'RE LOOKING, UM, AT THE MOODY AMPHITHEATER, THIS IS ON THE BACKSIDE.
UM, SO THIS IS ON THE TRINITY SIDE OF THE AMPHITHEATER WHERE YOU'RE AT THE ROOFTOP LEVEL.
UM, SO SWAY, UM, REALLY TAKES INSPIRATION FROM THE MOVEMENT OF AIR AND THE INTERACTION OF OUR AMPHITHEATER IN THE CANOPY WITH KIND OF THIS OPEN AIR FEELING.
UM, THESE PIECES WILL ACTUALLY BE KIND OF SWAYING IN THE WIND.
UM, SO IT'LL BE A GREAT EXPERIENCE FOR FOLKS TO WALK THROUGH AND SEE THAT MOVEMENT, UM, SEE KIND OF THIS KIND OF WIND CHIME EFFECT THAT THEY ALL HAVE, WHICH IS REALLY GREAT.
UM, SO WITH THAT, UM, I JUST WANTED TO SHARE A BIT MORE ABOUT SOME OF OUR UPCOMING EVENTS AS WE KIND OF CONCLUDE THE PRESENTATION.
UH, NOW THAT WE ARE OPEN, WE DO HAVE A LOT OF FREE COMMUNITY PROGRAMMING.
UM, WE'VE STARTED A SERIES OF WEEKLY.
THAT'S REALLY EXCITING TO BE ABLE TO OFFER THAT, UM, AS A FREE PROGRAM.
UM, WE HAVE CLASSES THREE TIMES A WEEK, SO SUNDAY, MONDAY AND WEDNESDAY, UM, YOU CAN COME OUT AND EXPECT TO HAVE, UM, ANYTHING FROM A RECESS CLASS TO YOGA, TO A HIT CLASS, AND THEY'RE ALL FREE.
UM, WE'VE ALSO STARTED A GREAT PARTNERSHIP WITH A SKEENA TANGO TO DO SOME LATIN DANCE CLASSES.
UM, AND THEN WE ALSO HAVE, UM, WORKOUT CLASSES FOR OUR SENIORS.
AND LATER THIS MONTH, WE HAVE TWO OTHER EXCITING PROGRAMS AND INTRO TO BREAK DANCING CLASS WITH HIP HOP.
UM, AND THEN OUR FIRST MAJOR COMMUNITY FESTIVAL THAT WE'LL BE DOING, UM, IS THE OTHER LITTLE SMARTPOST AT WATERLOO PARK.
AND THIS IS A WONDERFUL PARTNERSHIP THAT WE'RE CONTINUING WITH FRIDA FRIDAY.
APX, UM, WE REALLY WANT TO BE ABLE TO WELCOME FOLKS TO WATERLOO PARK, TO HONOR THEIR LOVED ONES AND THOSE WHO HAVE PASSED AND REALLY CELEBRATING OUR LOCAL ARTISTS, UM, BY HAVING MUSIC ON STAGE AS WELL.
I JUST KNOW YOUR TIMING IS PERFECT.
YOU'RE JUST ABOUT OUT OF TIME.
SO I WANT TO MAKE SURE YOU HAVE A CHANCE TO ASK A COUPLE OF QUESTIONS.
UM, IF YOU ALL HAVE ANY QUESTIONS ABOUT FIXTURE OR OTHER PROGRAMMING, I'M HAPPY TO ANSWER ANY QUESTIONS.
IT IS VERY IMPRESSIVE, YOU KNOW, BUT IT'S LESS THAN 10 DAYS TO EXHIBITION IS TWO WEEKENDS, YOU KNOW, BACK TO BACK.
SO I'M WONDERING WITH, WITH OUR, UM, OUR PER DAMMIT, GOING TO STAGE THREE, YOU KNOW, PEOPLE ARE ANXIOUS TO GET OUT.
SO, UM, SO, SO, SO EVERYBODY HAS TO RESELL THE TICKETS.
SO YOU WILL HAVE PEOPLE MONITORING AT EVERY ENTRANCE.
CAN THEY COME IN AT ANY INCHES OR THEY HAVE TO COME IN ON THE FIFTEENS? SHOOT.
YEAH, THAT'S A GREAT QUESTION.
SO THIS WILL BE A LITTLE DIFFERENT THAN FOLKS ARE USED TO IF THEY'VE COME TO CREEK SHOW BEFORE.
UM, SO THE MAIN ENTRANCE WILL BE ON RED RIVER, UM, AT THE 14TH STREET BRIDGE.
UM, SO IF YOU'VE COME TO A CONCERT AT WATERLOO PARK, IT'S THAT SAME ENTRANCE, UM, AND YES, FOLKS WILL HAVE TO RESERVE A FREE TICKET, BUT THEY CAN ALSO DO THAT IN PERSON.
I LOVE, UH, WALLER CREEK AND THE GREENWAY AND WHAT'S BEING DONE A LOT AND I, THIS IS MIND BLOWING, I THINK ALL THAT YOU'RE DOING THERE.
ARE THOSE AVAILABLE ONLINE, PARTICULARLY THE MAP OF THE GREENWAY? ABSOLUTELY.
SO WE HAVE INFORMATION ABOUT THE PROJECT AND OUR PHASES AT WHAT ARE THE GREENWAY DOT.
AND THEN FOR MORE INFORMATION ABOUT CREEK SHOW, FOLKS CAN VISIT
IF FOLKS HAVE QUESTIONS, THEY CAN VISIT US THERE.
YEAH, I FOLLOWING UP ON WHAT COMMISSIONER MARK
[00:45:01]
SAID IN TERMS OF CROWDS AND STOPPING, I'M STILL A LITTLE PARANOID AND I KNOW IT'S STAGE THREE, HOWEVER, I'M STILL TREATING IT AS IT, YOU KNOW, SO I WANT TO KNOW WHAT PRECAUTIONS, CAUSE THIS COULD BE A SUPERSCRIPT COULD BE A SPREADER, EVEN IF, IF FOLKS, I MEAN, I DON'T UNDERSTAND THAT.I DON'T KNOW HOW IS THIS GOING TO BE, WHAT PRECAUTIONS ARE BEING TAKEN OR ANYTHING.
YEAH, THANK YOU, COMMISSIONER.
I, I ALSO, YOU KNOW, WE'RE ALL, WE ALL WANT TO BE RESPECTFUL OF HOW FOLKS ARE FEELING.
UM, SO THE TICKET, UH, RESERVATION SYSTEM IS IN PART, YOU KNOW, DESIGNED TO HELP US MANAGE THE CROWD, UM, AND HELP US HAVE, YOU KNOW, AN EASIER SYSTEM OF FOLKS AT OUR ENTRANCE.
UM, WE WILL ALSO BE REQUIRING FACE MASS, UM, AND ENCOURAGING SOCIAL DISTANCING THROUGHOUT THE PARK.
DO YOU HAVE SOMETHING? COMMISSIONER RESISTANCE GOT SOMETHING.
HEY MELISSA, THANKS SO MUCH FOR THIS WONDERFUL PRESENTATION.
I'M JUST FOLLOWING UP ON A QUESTION THAT I HAD THE LAST TIME YOU WERE HERE, WHICH IS THE DIA DE LOS MUERTOS FESTIVAL.
HAVE YOU BEEN IN COMMUNICATION WITH THE OTHER COMMUNITY MEMBERS THAT ARE ALREADY HOSTING EVENTS? ARE YOU GUYS WORKING IN TANDEM? ARE YOU CO-PROMOTING, WHAT'S BEEN THE INTERACTION WITH THE OTHER EXISTING FESTIVALS THAT HAPPEN FOR THAT HOLIDAY? YEAH, THAT'S A WONDERFUL QUESTION.
WE ABSOLUTELY HAVE BEEN COLLABORATING.
UM, WE HAVE BEEN TALKING WITH, UM, IN PARTICULAR MEXICO, THE MUSEUM, UM, AND THE MAC, UM, AND LOOKING TO, UM, REALLY ELEVATE THEIR PROGRAMMING AND FIND WAYS FOR CROSS-PROMOTING OR WORKING TOGETHER ON PIECES.
UM, SO WE'RE, THERE ARE STILL SOME COMPONENTS THAT, UM, WE'RE KIND OF WORKING OUT HOW THAT'S GONNA, HOW THE ACTIVATION WILL LOOK.
UM, WE WILL HAVE THE MAXIMUM SITE AND THEY'LL BE, UM, DOING ACTIVATIONS ON IN OUR FAMILY AREA AT THE OTHER LOWE'S MARTHA'S AND THEY'LL ALSO BE HELPING US WITH OUR COMMUNITY OR IN THAT.
UM, SO WE'VE DEFINITELY BEEN, YOU KNOW, HAVING CONVERSATIONS OVER THE PAST COUPLE OF MONTHS, AS MUCH AS POSSIBLE.
THANK YOU SO MUCH FOR THE UPDATE.
AND THEN MY LAST QUESTION, YOU SHOWED THE WONDERFUL SLIDES OF SOME OF THE WORK FOR THE INSTALLATIONS, BUT IF I'M HOPING ON YOUR WEBSITE, WE CAN FIND OUT MORE ABOUT THE ARTISTS THAT WERE INVOLVED IN THIS PROJECT.
AND, UH, YOU KNOW, I, I WANTED TO INCLUDE AS MUCH INFORMATION AS POSSIBLE, BUT CREEK SHOW.COM IS THE BEST SOURCE TO SEE OUR ARTIST'S BRIEFS.
UM, AND THEN THROUGHOUT CREEK SHOW WE'LL HAVE OPPORTUNITIES TO MEET THE ARTISTS TEAMS. UM, DURING THE WEEK WE'LL HAVE AN ARTIST TALK AS WELL.
IF FOLKS ARE INTERESTED IN KIND OF HEARING MORE ABOUT THE INSPIRATION OF THE PIECE AND THE ARTIST EXPERIENCE.
THANK YOU SO MUCH FOR HAVING ME.
I LOOK FORWARD TO SEEING YOU LATER IN NOVEMBER BY ALL RIGHT.
THANKS AGAIN TO MELISSA AND, UM, WATERLOO GREENWAY.
[4.b. Austin Film Society – Rebecca Campbell, Chief Executive Officer]
NEXT UP ITEM FOUR, B AUSTIN FILM SOCIETY, REBECCA CAMPBELL, CHIEF EXECUTIVE OFFICER.UM, I SEE THE LITTLE SQUARE WHERE MY FACE WOULD BE, BUT I DON'T SEE MYSELF.
SO I'M TRUSTING THAT Y'ALL CAN SEE ME, BUT MOST IMPORTANT.
I WANTED YOU TO SEE THE SLIDESHOW.
HI, THANKS FOR LETTING ME PRESENT.
UM, VIRTUALLY I REALLY APPRECIATE IT.
UM, AND UM, THE TOPIC THAT I WANTED TO SHARE WITH YOU ALL TONIGHT HAS TO DO WITH, UM, THAT OVER THE PAST COUPLE OF YEARS, AFS HAS BEEN ON AN EXCITING JOURNEY LEARNING AND GROWING IN THE AREAS OF DIVERSITY, EQUITY AND INCLUSION.
AND SO I APPRECIATE YOUR INTEREST ON THIS TOPIC.
AND I WANTED TO SORT OF GO ON THAT JOURNEY WITH YOU STARTING, MAYBE WITH THE FOCUS MORE ON OUR MISSION AND OUR PROGRAMS TURNING THEN TO ORGANIZATIONAL CULTURE AND FINALLY A TIMELINE, UM, OF KIND OF WHERE THINGS ARE GOING NEXT.
UM, SO WE CAN GO TO THE NEXT SLIDE.
AND, UM, JUST AS A DISCLAIMER, UM, I'M NOT HOLDING US OUT AS EXPERTS ON THIS TOPIC, WE'RE FELLOW TRAVELERS.
UM, BUT YOU CAN SEE HERE FROM OUR FILM ECOSYSTEM GRAPHIC, THAT FS TRIES TO SUPPORT THE ENTIRE REGIONAL FILMING ECOSYSTEM.
AND WE KIND OF SEE THAT IN, UM, AS BEING THREE PILLARS, WHICH YOU CAN SEE IN THAT ORANGE
[00:50:01]
CIRCLE ON THIS GRAPHIC HAVING TO DO WITH CULTURE AND INDUSTRY AND ARTISTS, UM, AND WITH OUR MISSION BEING TO EMPOWER THE COMMUNITY, WE CANNOT ACHIEVE THAT MISSION WITHOUT DIVERSITY EQUITY AND INCLUSION BEING INTEGRATED.UM, AND WE THINK THAT WE IN ALL ARTS ORGANIZATIONS ARE IN A UNIQUE POSITION TO PROVIDE LEADERSHIP IN DEI BECAUSE THE BUSINESS THAT WE'RE IN IS TOUCHING AND INSPIRING AND EDUCATING PEOPLE.
AND CERTAINLY WITH THE MOVIES, UH, EVERYBODY IS DRAWN TO FILM BECAUSE OF THE POWER TO HELP US SEE THE WORLD THROUGH DIFFERENT EYES, WALK IN DIFFERENT SHOES AND, UM, HEAR STORIES THAT ADD MEANINGS TO OUR LIVES.
BUT WE DO KNOW THAT, UM, THIS IS NOT AN INDUSTRY OR AN ART FORM THAT IS ACCESSIBLE.
AND IF YOU SWITCH TO THE NEXT SLIDE, I'LL SHARE SOME DISMAL STATISTICS.
THIS IS, THIS WAS A STUDY DONE BY THE ANNENBERG SCHOOL, UM, OF 1400 DIRECTOR JOBS, UM, THAT, THAT WERE, THAT WENT FROM 2007 TO 2019.
AND YOU CAN SEE THAT, UM, 82.5% WENT TO WHITE MALES AND LESS THAN 1% WENT TO UNMASK.
SO, UM, JUST THAT ALONE, UM, TELLS US HOW CRITICAL IT IS THAT WE RUN PROGRAMS THAT ARE DESIGNED FOR ACCESS AND EQUITY.
UM, AND SO IF YOU GO TO THE NEXT SLIDE, I'D LIKE TO START, UM, WITH PHONE CULTURE AND SAY THAT AFS PRESENTS THOUSANDS OF AMAZING FILMS IN OUR GORGEOUS SPACE EVERY YEAR.
AND WE WANT TO ENSURE THAT THE MEMPHIS CINEMA IS A DESTINATION FOR ALL AUSTINITES, UM, PEOPLE WHO ARE LOOKING FOR ARTISTIC AND NON-COMMERCIAL CINEMA.
AND ALSO THAT IT'S A FORUM FOR ENGAGEMENT AROUND, AROUND FILM, THROUGH THE LENS OF DIVERSITY, EQUITY AND INCLUSION.
AND AS A WHITE FOUNDED AND TRADITIONALLY HISTORICALLY WHITE LED INSTITUTION, AFS HAS TO CONSIDER WHAT NEEDS TO HAPPEN IF WE WANT COMMUNITIES OF COLOR WHO MAY NOT HAVE FELT WELCOMED OR INVITED OR ATTRACTED IN THE PAST, UM, TO ATTEND OUR MOVIES.
SO THAT'S WHY IT'S IMPORTANT THAT WE HAVE CURATORIAL PERSPECTIVES THAT HONOR DIFFERENT MODES OF STORYTELLING AND CINEMATIC TRUTH ACROSS CULTURES.
UM, WE HAVE TO CONSIDER THE LOOK AND FEEL OF OUR MARKETING MESSAGES, AND WE HAVE TO CONTINUE TO EXPAND THE ONGOING, MEANINGFUL PROMOTIONAL PARTNERSHIPS WE'VE NURTURED THROUGH THE YEARS.
UM, KIND OF LIKE OUR PREVIOUS SPEAKER WAS TALKING ABOUT THEIR DA'S.
THEY THEY'RE A LOT MORE TO US THAN WHETHER, AND, AND WORKING WITH THE MAC.
UM, AND, UM, WITH MEXICO PARTE, UM, WE'VE NURTURED MANY PARTNERSHIPS, UM, WITH LIKE THE AUSTIN AMERICAN AUSTIN ASIAN-AMERICAN FILM FESTIVAL, CNA, LAS AMERICAS BLOCK, PUBLIC MEDIA, AND MANY OTHERS.
BUT, UM, WHEN WE DID OUR EQUITY AUDIT, THE QUESTION THAT EMERGED WAS WHAT ARE THE OPPORTUNITIES TO DEVELOP AND SUSTAIN AUTHENTIC RELATIONSHIPS AND PARTNERSHIPS WITH COMMUNITIES OF COLOR AND WHAT TYPES OF PARTNERSHIPS ARE THE TARGETED COMMUNITIES SEEKING? SO, UM, YOU KNOW, SITTING WITH THOSE QUESTIONS, UM, LED US TO PRIORITIZE THE CREATION OF AN OUTREACH MANAGER POSITION, WHICH, UM, WHICH, UM, WE'RE GOING TO BE LOOKING TO FILL IN THE COMING MONTHS.
UM, AND WE'VE ALSO ENLISTED THE HELP OF SOME MARKETING BRAINS WHO ARE EXPERIENCED WITH DEI, LIKE, UM, LESLIE WINGO AND HER PARTNER, ALEXIS ROSSI.
AND WE RECENTLY BROUGHT THEM ON TO COMPLETE AN OVERALL ASSESSMENT OF AFS MARKETING PRACTICES.
SO ONE THING THROUGHOUT THIS PROCESS THAT WE'VE LEARNED ARE THAT THERE ARE MANY WISE AND WARM-HEARTED AND EXPERIENCED CONSULTANTS OUT THERE WHO WILL WORK WITH US, UH, IF, JUST, IF WE REACH OUT.
UM, AND IT DOES HELP TO SHOW THAT WE ALREADY HAVE SKIN IN THE GAME AND HAVE, AND HAVE BEEN THINKING ABOUT IT.
SO, UM, I'M GOING TO TURN NOW ON THE NEXT SLIDE TO OUR TRAINING PROGRAMS THAT WE OFFER, AND THESE ARE TO GIVE PEOPLE ACCESS TO THE TOOLS OF FILMMAKING.
UM, THE TOOLS OF FILMMAKING ARE EXPENSIVE AND COMPLICATED, BUT AUSTIN PUBLIC IS A WELCOMING SPACE WHERE PEOPLE CAN GET THEIR START.
SO WE'RE UNDER CONTRACT WITH THE CITY, UM, TO SHOW PEOPLE HOW TO USE THE EQUIPMENT AND THE SPACES.
AND WE HAVE CHANNELS ON CABLE, TV, AND STREAMING TO SUPPORT GETTING YOUR WORK DISTRIBUTED.
AND THESE PROGRAMS ARE SPECIFICALLY DESIGNED TO TAKE DOWN THE BARRIERS TO PARTICIPATION AND REALLY ENCOURAGE PEOPLE TO TAKE CONTROL OF GETTING THEIR OWN STORIES TOLD.
UM, AND THEN ON THE NEXT SLIDE, I HAVE NEWS OF AN EXCITING AREA OF EXPANSION AT AUSTIN PUBLIC, WHICH IS A WORKFORCE DEVELOPMENT PROGRAM THAT WE'RE LAUNCHING THIS FALL.
AND THIS IS SPECIFICALLY DESIGNED TO OPEN DOORS TO A CAREER IN CREATIVE MEDIA AND FILM, BECAUSE
[00:55:01]
IF YOU'RE NOT CONNECTED TO THE INDUSTRY, YOU KNOW, THROUGH YOUR FAMILY OR YOUR COMMUNITY OR YOUR EDUCATIONAL NETWORK, UM, THE PATHWAYS IN OUR ARE SECURE.IT'S LIKE, WHERE IS THE DOOR? YOU KNOW, SOMETIMES THE DOORS INVISIBLE, OR MAYBE YOU CAN SEE THE DOOR, BUT IT'S CLOSED.
SO WE'RE GOING TO BE RECRUITING PARTICIPANTS, UM, FROM COMMUNITIES THAT ARE UNDER UNDERREPRESENTED IN THE FILM INDUSTRY AND OFFERING FREE TRAINING AND THE SKILLS THAT EMPLOYERS NEED, AND THE LEARNING WILL OCCUR OVER EIGHT MONTHS.
AND DURING THAT TIME, THE PARTICIPANTS WILL RECEIVE COMPENSATION.
AND THEN AT THE END OF IT, WE'LL BE PROVIDING JOB REFERRAL IN PLACEMENT AND THEN TRACKING HOW PEOPLE DO.
UM, SO WE'RE ACTUALLY CURRENTLY HIRING STAFF TO MANAGE THIS PROGRAM.
AND WE'RE VERY EXCITED, UM, ABOUT CHANGES THAT WE EXPECT TO SEE IN THE FUTURE, UH, YOU KNOW, ON WHO'S SERVING ON FILM CREWS AND RUNNING THE PRODUCTION COMPANIES IN THE CITY.
UM, NOW IF YOU GO TO THE NEXT SLIDE, YOU CAN SEE THAT HAVING AUSTIN STUDIOS IN OUR CITY, UM, GOES HAND IN GLOVE WITH THIS WORKFORCE DEVELOPMENT PROGRAM.
UM, AND AS YOU KNOW, AFS STARTED AUSTIN STUDIOS 21 YEARS AGO NOW, UM, BY TURNING EMPTY HANGERS INTO PRODUCTION SPACES, AND THE STUDIOS HAVE HELPED BRING OVER $2.1 BILLION WITH ME INTO THE CITY'S ECONOMY.
AND JUST ONE EXAMPLE IS, UM, THIS, THIS CURRENT SHOW THAT'S PICTURED ON THE RIGHT, WHICH IS WALKER AT SOME ON THE CW CHANNEL, WHICH IS NOW IN PRODUCTION FOR SEASON TWO.
AND LAST YEAR THEY HIRED OVER 300 PROFESSIONALS FROM AUSTIN AND SPENT, UM, OVER $20 MILLION ON LOCAL PAYROLL.
SO WE WANT TO BE PART OF DIRECTING THAT PROSPERITY INTO COMMUNITIES THAT HAVE BEEN LEFT OUT.
SO IF YOU GO TO THE NEXT SLIDE, UM, THE GRADUATES OF THE WORKFORCE DEVELOPMENT PROGRAM WILL HAVE OPPORTUNITIES FOR PRODUCTION ASSISTANT JOBS ON WALKER AND INTRODUCTIONS TO OTHER COMPANIES THAT ARE ON THE AUSTIN CITY AS LOT LIKE ROOSTER TEETH, WHICH IS A GLOBAL ENTERTAINMENT COMPANY AND MPS, WHICH HANDLES CAMERA AND GRIP, UM, AND OTHER COMPANIES THAT ARE ON THE LOT.
UM, SO FINALLY, UM, LET'S GO TO THE FILMMAKER SUPPORT PROGRAMS AND THESE HAVE BEEN, UM, SUPPORTING PEOPLE AND WORKING OUTSIDE THE MAINSTREAM INDUSTRY, UM, FOR OVER 25 YEARS.
SO FOR EXAMPLE, THE AFS GRANT, WHICH YOU MAY BE FAMILIAR WITH IS A FUND THAT AFS RAISES EVERY YEAR FOR EMERGING TEXAS FILMMAKERS.
AND, UM, WE'VE GIVEN OUT 2 MILLION, UM, SINCE 1996, AND THIS GRANT REALLY CREATES OPPORTUNITIES FOR WOMEN, ARTISTS AND ARTISTS OF COLOR.
UM, ON THE NEXT SLIDE, I HAVE OUR CURRENT GRANT RECIPIENTS SO FAR IN FISCAL 2022.
UM, SO, SO WE'VE DONE THE ROUND, THE ROUND OF GRANTING FOR FEATURE FILMS AND, UM, 14 DIRECTORS, UM, UH, FEATURE FILMS, GOT GRANTS, UM, OF THOSE 85% OF RECIPIENTS IDENTIFIED WITH THE COMMUNITY OF COLOR AND 86% ARE FEMALE IDENTIFYING.
UM, SO THAT THIS HAS CONSISTENTLY BEEN A GREAT OPPORTUNITY.
UM, SO I WANT TO MOVE TO OUR INTERNAL ORGANIZATIONAL CULTURE, BUT START WITH ACTUALLY THE CITY OF AUSTIN'S VISION STATEMENT, WHICH I THINK IS ON THE NEXT SLIDE.
SO AUSTIN IS A BEACON OF SUSTAINABILITY, SOCIAL EQUITY AND ECONOMIC OPPORTUNITY WHERE DIVERSITY AND CREATIVITY ARE CELEBRATED, ET CETERA, AND AFS ALIGNS FULLY WITH WHAT THE CULTURAL FUNDING PROGRAM HAS BEEN SAYING AND REC.
AND IN RECOGNIZING THAT RACE IS THE KEY INDICATOR OF QUALITY OF LIFE OUTCOMES IN OUR CITY.
AND WE JOINED THEM IN PRIORITIZING THE, UM, AND THE FILM SOCIETY REALLY WANTS TO HAVE A FILM CULTURE HERE THAT ELEVATES THE ENTIRE COMMUNITY.
AND WE KNOW THAT WE CAN'T GET THERE UNLESS WE RECOGNIZE AND PUSH BACK ON BARRIERS THAT ARE CAUSED BY STRUCTURAL RACISM.
SO AS SUCH FS HAS COMMITTED TO BEING AN ANTI-RACIST ORGANIZATION.
UM, SO GETTING INTO SOME OF OUR JOURNEY, UM, I'LL PRESENT IT AS A TIMELINE ON THE NEXT SLIDE.
UM, AND WE'VE CUT, I WOULD SAY, WELL, WE'VE BEEN MOVING ALONG THREE TRACKS, THESE ARE INTERRELATED, BUT, BUT YOU, I, I THINK OF TRAINING AS BEING A SPACE IN WHICH WE CAN ADMIT THAT RACISM IS A PROBLEM AND START GETTING EDUCATED.
AND THEN I THINK THAT, UM, PLANNING AND VISIONING, YOU KNOW, NEAT THINGS, THINGS, WHERE ARE WE GOING? AND IT NEEDS TO BE SPELLED OUT AND THEN FINALLY GETTING INTO ACTION AND SHARING OUR PROGRESS.
SO FOR ME, UM, YOU CAN SEE IT STARTS 2019, THE BEYOND DIVERSITY, UM, LEADERSHIP, AUSTIN TRAINING.
[01:00:01]
AND, UM, I TOOK THAT TRAINING IN OCTOBER OF 2019 AND, UM, AND IT WAS PRETTY LIFE-CHANGING FOR ME.AND, UM, AND, UH, AND LEADERSHIP, AUSTIN HAS BEEN DOING A GREAT JOB WITH THIS AND BRINGING THIS TO TOWN FOR YEARS.
UM, BUT JUST STARTING TO COME BACK FROM THAT AND ASKING MY COLLEAGUES FOR FEEDBACK, IT WAS KIND OF LIKE JUST CRACKING OPEN A DOOR, AND THEN ONCE THE LIGHT SHINED THROUGH IT WAS SO ORGANICALLY LED TO JUST A CASCADE OF DISCUSSIONS AND ACTIONS.
UM, AND SO DURING THIS PERIOD OF TIME, WE WERE WORKING ON A PROGRAM PLAN.
THIS WAS SOMETHING, UM, THAT WE WERE DOING IN ANTICIPATION OF GETTING A GRANT FOR STRATEGIC PLANNING.
AND, UM, SO OUR PROGRAM PLAN ENDED UP SORT OF SPELLING OUT THREE, UM, DEI OBJECTIVES.
ONE WAS INTERNAL TO CREATE AN FS CULTURE OF EQUITY AND INCLUSION.
ONE WAS MORE LIKE AUDIENCE FACING OR EXTERNAL AND TO ENGAGE COMMUNITIES WHO ARE UNDERREPRESENTED IN AFS AUDIENCES.
AND ONE WAS MORE STRUCTURAL TO GENERATE PROGRAMS THAT ACTIVELY DISMANTLE RACISM AND SEXISM IN THE FILM INDUSTRY.
UM, SO RIGHT AFTER WE, UM, PRESENTED THIS PROGRAM PLAN TO OUR BOARD, THE PANDEMIC HIT, UM, AND, UM, THERE WERE, WE SHUT OUR SHUT DOWN OUR CINEMA AND WE SHUT DOWN ALL OF OUR PROGRAMS, UM, YOU KNOW, TH THAT WE, THAT MADE SENSE TO HAVE TO SHUT DOWN FOR THE PANDEMIC.
UM, AND THEN SHORTLY AFTER THAT, GEORGE FLOYD WAS MURDERED AT THE HANDS OF POLICE AND HIS DEATH REVERBERATED, UM, AROUND THE WORLD AND LED TO A LONG OVERDUE, UM, RECKONING AND SOCIAL CONVERSATION ABOUT SYSTEMIC RACISM AND INJUSTICE.
UM, SO THE PROGRAM PLANNING THAT WE HAD DONE WAS, UM, LIKE A FOUNDATION THAT I WAS STANDING ON, UM, THAT KIND OF ALLOWED ME TO MOVE FORWARD.
I DIDN'T FEEL PREPARED, BUT ON THE OTHER HAND, YOU JUST HAVE TO START FROM WHERE YOU ARE.
UM, AND SO WE HAD SOME MOMENTS I'M IN, BY JULY, WE HAD ENLISTED, UH, A CONSULTANT, UM, A VERY EXPERIENCED DEI EXPERT, TARA COOPER OUT OF PORTLAND, UM, AND HER SCOPE INCLUDED AN EQUITY AUDIT AND THEN TRAININGS WITH THE STAFF AND BOARD, UM, AND, UM, HER PRESENCE DURING OUR STRATEGIC PLANNING TO GET US GROUNDED AND SET UP FOR THE NEXT FIVE YEARS.
SO BY NOVEMBER OF 2020, THE EQUITY AUDIT WAS COMPLETE AND THAT HAS BEEN GUIDING US.
SO THAT DEI INFORMS OUR DECISION-MAKING ACROSS THE ORGANIZATION.
AND WE ALSO ESTABLISHED A DEI STAFF COMMITTEE WITH THE GOAL OF PROMOTING AN INCLUSIVE WORK CULTURE.
UM, AND I CAN GIVE YOU AN EXAMPLE OF HOW THIS WORK IS MAKING A REAL DIFFERENCE.
UM, IN, IN DECEMBER OF 2020, OUR HR MANAGER EXAMINED OUR HIRING PRACTICES FOR BIAS AND INEQUITY.
AND AS A RESULT, OUR HIRING WORKFLOWS AND PROCESSES HAVE BEEN REWORKED WITH THE IDEA OF MITIGATING, UM, CONSCIOUS AND UNCONSCIOUS BIAS.
SO THE PROCESS NOW INCLUDES A REALLY STRUCTURED INTERVIEW STYLE.
UM, THE QUESTIONS ARE DEVELOPED AND ADVANCED BASED ON THE POSITIONS MUST HAVES.
AND THOSE ARE AGREED UPON BY THE HIRING TEAM.
ALL OF THE CANDIDATES ARE ASKED THE SAME QUESTIONS IN THE SAME ORDER, BY THE SAME PEOPLE.
AND THE INTERVIEW PROCESS DOESN'T BEGIN UNTIL THE APPLICANT POOL IS REFLECTIVE OF AUSTIN'S RACIAL DEMOGRAPHICS.
SO THIS PROCESS IS LENGTHIER THAN, UM, WHAT HAD HAPPENED, UM, IN PAST YEARS, BUT IT'S PROVEN, UM, REALLY BENEFICIAL FOR AFS AS WE'RE REBUILDING OUR STAFF AFTER THE PANDEMIC.
UM, SO LOOKING AHEAD, UM, OUR STREETS, UH, STRATEGIC, WE DID, WE WERE ABLE TO GET THE GRANT FROM BLOOMBERG PHILANTHROPIES TO DO OUR STRATEGIC PLANNING, AND, UM, IT HAS BEEN VERY MUCH GROUNDED IN DIVERSITY, EQUITY AND INCLUSION.
AND THE NEXT STEP IN THIS PROCESS WILL BE TO SHARE PUBLICLY THE, THE DEI GOALS ONCE THE PLAN IS COMPLETED IN FEBRUARY OF 2022.
UM, AND SO THAT'S WHERE WE ARE NOW AND THE FUNNEL SLIDE.
UM, I WOULD LIKE TO JUST SAY, THANK YOU FOR LISTENING TO THIS STORY.
AND, UM, TO SAY THAT, UM, I'VE FOUND THAT ENTERING INTENTIONALLY ON THIS JOURNEY AND INVESTING MONEY AND CONSULTANTS AND TIME AND PROCESSES, UM, IS ACTUALLY WHAT I WOULD HAVE BEEN DOING.
IF I HAD BEEN WISE ENOUGH TO DO THIS ALL ALONG, UM, TO MAKE ME THE LEADER THAT I ALWAYS WANTED TO BE, UM, OVER THE PAST 23 YEARS OF, UM, OF BEING THE HEAD OF THE AUSTIN FILM SOCIETY.
SO TO SAY THAT MORE SUCCINCTLY DEI WORK IS LEADERSHIP WORK, UM, AND ONE OF THE MOST HELPFUL TOOLS, UM, TO COME FROM THIS WORK IS THE EQUITY LENS THAT WE DEVELOPED,
[01:05:01]
UM, WHICH OUR LEADERSHIP TEAM NOW USES.AND SO, WHEREAS IN THE PAST, I MIGHT THINK OF, YOU KNOW, LEADERSHIP AS BEING LIKE PUSHING THE TEAM TO ALIGN AND GET INTO ACTION AND BE EFFICIENT AND EFFECTIVE.
I THINK WE'RE NOW MORE SET UP TO KIND OF BALANCE WHAT MIGHT BE AN ACTION BIAS WITH, UM, DIVERSE VIEWPOINTS.
SO WE ASK, UM, WE USE THE LENS TO ASK ARE THE RIGHT PEOPLE IN THE ROOM.
UM, WHO'S MAKING THE DECISION, UM, WHO IS THIS DECISION SERVING UM, HAVE WE CREATED SPACE WHERE SOMEBODY MIGHT SPEAK UP WHO DIDN'T WANT TO IN THE PAST BE THAT PERSON THROWING THE WRENCH INTO THE WORKS.
SO ULTIMATELY LIKE BUILDING THESE PROCESSES INTO OUR CULTURE, I THINK IS MAKING US NOT ONLY DIVERSE IN THE SENSE THAT WE'RE GOING TO LOOK MORE LIKE AUSTIN, UM, AND INCLUSIVE, WHICH IS MORE THAN JUST THAT MORE POINTS OF VIEW ARE REPRESENTED, BUT THAT THEY ARE VALUED.
UM, AND MOST IMPORTANT, I FEEL LIKE WE'RE GETTING SET UP FOR THE LONG HAUL FOR OUR MISSION, WHICH IS TO EMPOWER THE PEOPLE THAT WE SERVE SO THAT OUR COMMUNITY CAN BE EMPOWERED TO MAKE GAINS IN EQUITY AND TRULY PROSPER.
UM, SO I I'M, I'M APPRECIATE YOUR LISTENING AND I'M HAPPY TO TAKE ANY QUESTIONS IF THERE'S TIME.
UM, YEAH, I KNOW, I KNOW WE'RE GONNA HAVE SOME QUESTIONS.
HI, MS. CAMPBELL, THANK YOU SO MUCH.
AND I REALLY APPRECIATE YOUR COMMITMENT.
UM, YOU KNOW, YOUR LEADERSHIP IN YOUR ORGANIZATION THAT YOU ARE NOT JUST TALKING THE TALK.
I LIKE TO SEE THE TIMELINE I LEAD.
YOU, YOU HAVE AN AUDITING SYSTEM IN PLACE AND I MEAN, YOU ARE NOT AFRAID, YOU KNOW, TO, UM, TO, TO, TO FACE YOUR YOUNG, YOUR UNIVERSITY AND, YOU KNOW, DELINQUENTS AND THEN TRY TO MOVE FORWARD AND MAKE IT BETTER.
I ACTUALLY WENT TO SEE THE TWO, TWO DOCUMENTARY YESTERDAY AT YOUR THEATER, UH, YOU KNOW, THE TWO DOCUMENTARY FROM HONG KONG AND I REALLY APPRECIATE IT.
AND I THINK WITH THE, UM, THE AAPI HATE CRIME, UH, YOU KNOW, UM, IN THE PAST YEARS, UM, I THINK OUR COMMUNITY COMMUNITY HAS REALLY BECOME MORE VISIBLE AND, UH, NOT AFRAID TO TELL OUR STORIES, UM, BECAUSE I THINK WE CANNOT AFFORD TO, TO BE INVISIBLE ANYMORE BECAUSE THE CRIME IS UPON US.
SO I JUST HAVE A QUESTION FOR YOU.
I HEARD IT FROM THE GRAPEVINE THAT A SECOND HOLLYWOOD IS MOVING INTO TOWN.
SO I'M WONDERING IF YOU ARE IN THE CONVERSATION, UM, ABOUT THIS, THIS MAY BE BIG, UH, ESTABLISHMENT.
UM, I WAS TOLD THAT THEY HAVE ALREADY IDENTIFIED BASTROP, UH, COULD BE, UH, THE LOCATION.
SO I THINK WHAT YOU ARE DOING IS REALLY PREPARING AUSTIN, YOU KNOW, UH, FOR A SECOND HOLLYWOOD HERE AND I APPRECIATE YOUR WORK.
WELL, TO DOVETAIL ON AMY'S ABOUT TALKING ABOUT HOLLYWOOD, I JUST WANTED TO SAY THANK YOU ALSO, REBECCA, AND FOR THE PRESENTATION FOR YOUR WORK AND LEADERSHIP.
AND, UH, I'M GLAD THAT YOU ARE DOING WAY BETTER THAN HOLLYWOOD.
SO I HOPE IT CAUSE THEY ACTUALLY PROVIDING MEANINGFUL TOP LEVEL JOBS TO, TO UNDERREPRESENTED COMMUNITIES BECAUSE, UH, AS YOU KNOW, YOU'VE SEEN AND WE'VE READ THAT, YOU KNOW, HOLLYWOOD STATISTICS ARE TERRIBLE IN TERMS OF, YOU KNOW, UH, UNDERREPRESENTED COMMUNITY SERVING AND TOP JOBS.
AND SO I'M HAPPY TO SEE THAT AUSTIN IS LEADING OR AT LEAST YOUR FILM SOCIETY IS LEADING.
UH, AND HOPEFULLY THEY CAN FOLLOW MY EXAMPLE AND DO A BETTER JOB OF CREATING MORE EQUITY FOR, UH, FOLKS IN GETTING HIGHER PAYING JOBS IN, IN THEIR INDUSTRY.
SO, UH, IF HOLLYWOOD DOES COME, I HOPE THEY FOLLOW YOUR EXAMPLE.
OTHER QUESTIONS FROM THE COMMISSION COMMISSIONERS, THIS MAN, AND THEN COMMISSIONER CHRYSTIA.
THANK YOU, REBECCA, FOR THIS EXEMPLARY WORK THAT YOU'RE DOING, IT'S REALLY, UM, MAKING THE IMPACT THAT WE NEEDED TO HEAR IN THE COMMUNITY.
YOU MENTIONED, UM, ACCESSIBLE EQUIPMENT AND BEING ABLE TO USE THE FACILITIES, UM, AT AFS, HOW DO PEOPLE ACCESS THAT? WHAT CHANNELS ARE YOU USING TO MAKE THAT LIKE SPREAD THE AWARENESS OF THAT OPPORTUNITY? UM, I'M SURE WE COULD ALWAYS SPREAD THE AWARENESS.
UM, MORE THE, THE THERE'S, UM, A PACKET ON OUR WEBSITE CALLED
[01:10:01]
HOW TO BECOME A PRODUCER THAT WALKS PEOPLE THROUGH STEP BY STEP, THE INITIAL ORIENTATION.AND THEN WHEN YOU COME TO THE ORIENTATION, WE CONTINUE TO HELP YOU, UM, WITH THE STEPS THAT IT EXPLAINS, UM, TH THE BASIC CLASSES THAT YOU HAVE TO TAKE, UM, THE PRODUCER FEE STRUCTURE, WHICH IS BASICALLY $20 A MONTH, AND THEN THE CLASSES THAT YOU NEED TO TAKE IF YOU WANT TO TAKE AT WANT TO USE THE EQUIPMENT.
AND SO IT'S ALL SPELLED OUT ON OUR WEBSITE AND THEN ONCE PEOPLE COME TO THE ORIENTATION, UM, THEY THEY'RE IN THE HANDS OF OUR INCREDIBLY FRIENDLY PATIENT STAFF.
COMMISSIONER WISTIA, MS. CAMPBELL.
I JUST WANT TO SAY THANK YOU FOR THE PRESENTATION.
THANK YOU FOR THE WORK THAT YOU'RE DOING AND THANK YOU FOR, FOR FRAMING IT AS, AS A LEADERSHIP, UH, ISSUE OR LEADERSHIP CHALLENGE.
RIGHT? SO, UM, YOU KNOW, I'D LIKE TO, I SET IT AT LAST MONTH AND I WANTED TO REITERATE THAT AS LIKE, IT'S, IT'S A CHALLENGE FOR THE COMMUNITY.
UM, AND, AND WE HAD THE ARTS COMMISSIONER ARE HERE TO LOOK TO HELP AND FIND RESOURCES FOR, TO GET THAT WORK DONE.
LIKE, UM, YOU KNOW, I'VE BEEN SAYING THAT I, I DID, I TOOK THAT BEYOND DIVERSITY AS WELL, AND I'VE TAKEN UNDOING RACISM.
AND SO, YOU KNOW, JUST BECAUSE I'VE TAKEN THOSE TWO DOESN'T MEAN, MY JOURNEY IS OVER.
SO, YOU KNOW, JUST WANTED TO EXTEND THAT INVITATION OUT TO EVERYONE'S LIKE, TAKE THAT FIRST STEP.
THANK YOU, COMMISSIONER CASTILLO.
THANK YOU, COMMISSIONER IS ANY OTHER QUESTIONS? SO I JUST, AND SOME, I JUST WOULD LIKE TO SAY, I AM AS EVER INSPIRED BY THE INTENTIONALITY AND THE COMMITMENT AND, AND THE ROADMAP THAT YOU PROVIDE.
CAN YOU TALK A LITTLE BIT ABOUT THE STRUCTURE, THE INTERNAL STRUCTURE OF YOUR STAFF DEI COMMITTEE? CAUSE I KNOW THAT IT ENCOMPASSES THE ENTIRE REALM OF ASSP FROM PREVIOUS CONVERSATIONS THAT WE'VE HAD YOU TALK A LITTLE BIT ABOUT HOW YOU BUILT THAT AND WHAT YOU WANTED TO INCLUDE WHEN YOU PUT THAT TOGETHER WITH THAT COMMITTEE.
WE WANTED TO MAKE SURE THAT THERE WAS SOMEBODY FROM EVERY JOB CLASSIFICATION AND EVERY DEPARTMENT.
UM, SO THERE WOULD BE, UM, AWARENESS AND REPRESENT REPRESENTATION ACROSS THE ORGANIZATION.
AND THEN WE, UM, IT'S, IT'S, UM, SOMETHING THAT PEOPLE CAN VOLUNTEER FOR AND, UM, THEIR SUPERVISOR HAS TO SIGN OFF ON IT AND THEY CAN MAKE A ONE-YEAR OR TWO-YEAR COMMITMENTS.
UM, AND WE WERE CONSCIOUS THAT WE DID NOT WANT TO, YOU KNOW, IT'S, IT'S EASY TO, UM, PASS THE BURDEN TO THE PEOPLE OF COLOR WHO'VE ALREADY BEEN DOING THIS WORK, THEIR WHOLE LIVES.
AND SO IT'S KIND OF LIKE, YOU KNOW, MORE SO CAN YOU HELP? AND SO THE WAY THAT WE'VE STRUCTURED, THAT THE COMMITTEE WAS TO TRY NOT TO DO THAT.
UM, AND THEN THEY HAVE A BUDGET AND SO, UM, THEY CAN, UM, CHOOSE WHAT TRAININGS THEY WANT TO BRING.
UM, SO THAT'S KIND OF HOW THAT WORKS.
I HOPE THAT ANSWERS YOUR QUESTION, COMMISSIONER HOLGER.
WELL, I'M GOING TO LET YOU GET BACK TO YOUR LIFE THIS EVENING.
THANK YOU SO MUCH FOR SHARING AND FOR YOUR TIME AND FOR YOUR TALENT AND TREASURE IN THIS COMMUNITY.
THANK YOU ALL FOR YOUR SERVICE.
I KNOW THAT IT'S BEEN QUITE A RIDE AND WE REALLY APPRECIATE IT.
[4.c. The New Philanthropists – Paulina Artieda, Executive Director]
SPECIAL PRESENTATIONS, NUMBER FOUR.BALINA NEDA EXECUTIVE DIRECTOR POLINA.
THANK YOU GUYS FOR HAVING ME ALL IS EVERYONE.
UM, I'M GOING TO SEE IF I CAN SHARE MY PRESENTATION HERE.
ARE WE GOOD TO GO? YES, EVERYONE CAN SEE.
WELL, AS, AS YOU MENTIONED, I'M PAULINA DIVA, THE EXECUTIVE DIRECTOR OF THE NEW PHILANTHROPIST AND WHAT A TIME TO COME SPEAK RIGHT NOW.
IT WAS GREAT TO HEAR FROM HIM AFC THERE.
UM, SO JUST TO KIND OF GIVE YOU A QUICK INTRO INTO THE KNEE PHILANTHROPISTS, WE'RE AN ORGANIZATION THAT FOCUSES ON HELPING AUSTIN, NONPROFIT BOARDS BECOME MORE INCLUSIVE, DIVERSE, AND EQUITABLE, AND WE DO THIS THROUGH MANY WAYS, BUT ULTIMATELY, UH, THE MAIN GOAL IS THAT WE KNOW THAT WE NEED TO BE ABLE TO HELP ENABLE NONPROFIT BOARDS AND ORGANIZATIONS TO BECOME MORE EFFECTIVE STEWARDS OF PUBLIC TRUST AND ULTIMATELY SERVE AND PRODUCE BETTER OUTCOMES FOR THE PEOPLE THEY SERVE.
SO WHY DO BUTTER BOARDS MATTER? WELL, SOME NOTABLE
[01:15:01]
STATISTICS HERE, A BOARD SOURCE IN 2017 RELEASED A REPORT CALLED LEADING WITH INTENT, AND IT REVEALED THAT 84% NATIONWIDE OF BOARD MEMBERS REPORT AS CAUCASIAN.AND WHEN YOU LOOK AT, YOU KNOW, THE ANY EKC FOUNDATION, UM, THEY'VE REPORTED THAT 60% OF NATIONAL NONPROFITS SERVE POPULATIONS OF COLOR.
SO WITH THAT IN MIND, YOU CAN START SEEING WHAT THAT DIVERSITY GAP REALLY LOOKS LIKE.
UM, AND WHY WE'RE HERE AS A NONPROFIT ORGANIZATION, UH, MUCH MORE LIKE, YOU KNOW, UM, WHAT WE SEE MOST RECENTLY, I NOTICED IT WAS 2010 AND THE CENSUS JUST CAME AROUND.
SO I KNOW THIS NUMBER HAS CHANGED DRAMATICALLY, BUT AUSTIN IN 20 10, 40 8% OF AUSTIN AND ROUND ROCK MSA WAS MADE UP OF PEOPLE OF COLOR.
SO THE ONLY DATA THAT WE REALLY HAVE FOR AUSTIN RIGHT NOW IN TERMS OF WHAT BOARD REPRESENTATION LOOKS LIKE, UM, MISSION CAPITAL PUT OUT A REPORT IN 2011, UM, THAT IT SHARED ABOUT 70% OF NONPROFIT BOARD MEMBERS IDENTIFIED AS WHITE.
SO I'M, I'M PRETTY SURE WE'RE CLOSE TO THE NATIONAL NUMBERS STATISTICS, BUT THAT IS THE REASON WHY WE'RE HERE AND WHY WE EXIST.
SO WHEN WE LOOKED AT THE BENEFITS OF WHAT DIVERSITY AND CULTURAL DIVERSE BOARDS AND, AND LEADERSHIP LOOK LIKE ON THE CORPORATE SIDE, IT'S VERY EASILY, YOU KNOW, IDENTIFIABLE AS A PROFIT BOARD OF DIRECTORS ON THAT SIDE, ON WHEN THEY'RE CULTURALLY DIVERSE AND, AND, UM, DIVERSE ETHNICALLY IT'S 43%, UM, HIGHER PROFITS THAT THEY GAIN.
AND THE, ON THE EXECUTIVE TEAM LEVEL, IT'S 33% HIGHER PROFITS THAT THEY GAIN.
SO IT'S VERY EASY TO SEE, UM, ON THE CORPORATE SIDE, HOWEVER, WHEN IT COMES TO NON-PROFIT BOARDS, WE DON'T NECESSARILY HAVE THOSE TYPE OF, YOU KNOW, UH, NUMBERS THAT WE CAN SHOW.
SO THE APPROACH AND THE PLAN THAT WE SHARE IS, IS I WOULD CONSIDER THIS A FULL APPROACH.
NUMBER ONE, WE WORK WITH BOARD PROSPECTS OF COLOR AND ALLIES.
AND WHAT WE DO IN THIS DIRECTION IS THAT WE PROVIDE SUPPORT RESOURCES AND TRAINING ON HOW TO NAVIGATE NONPROFIT BOARDS.
AND WE DO THIS SPECIFICALLY THROUGH DEI TRAINING AND PROGRAMMING, UM, IN ORDER FOR THEM NOT TO ONLY FEEL LIKE THEY CAN ENTER A ROOM AND HAVE, UM, DEI D BDI ADVOCATES, BUT ALSO BE ABLE TO BREAK THROUGH SOME OF THE BARRIERS, UM, THAT PEOPLE OF COLOR FEEL WHEN THEY'RE THE ONLY ONES IN THE ROOM.
UM, IN ORDER FOR THEM NOT TO BE DISCOURAGED FROM SERVING AND BE ABLE TO HAVE A SEAT AT THE TABLE.
AND THEN NUMBER TWO, WE ALSO HELP NONPROFIT BOARDS IN TERMS OF OFFERING THEM CURRICULUM AND PROGRAMMING.
SO WE CAN HELP THEM GO THROUGH AN ASSESSMENT PIECE WHERE EVERYONE ON THAT BOARD IS ACCOUNTABLE THROUGH GOING THROUGH AN ASSESSMENT OF THEIR OWN WITHIN THEIR OWN CULTURAL COMPETENCY.
AND ALSO BEING ABLE TO ASSESS THE BOARD AS A WHOLE OF WHERE THEY'RE AT IN THEIR GEI JOURNEY AND HOW THEY CAN MOVE FORWARD IN CREATING A MORE INCLUSIVE CULTURE.
AND THEN NUMBER THREE, WE, WE FOCUS AS WELL ON BOARD PLACEMENT.
AND SO FOR US, THAT'S A VERY MEANINGFUL, UM, EXPERIENCE WHERE WE CREATE CONNECTIONS.
THIS IS NOT A JOB RESUME TYPE AFFAIR.
IT IS MORE IN HELPING, UM, FOR PLACEMENTS OF COLOR, FOR PROSPECTS OF COLOR CONNECT WITH THE NONPROFITS WHERE WE KNOW THAT THEY CAN THRIVE AND WHERE THEY CAN, UM, DEFINITELY BRING IN THEIR LIVED EXPERIENCE SO THAT THAT NONPROFIT CAN HAVE A BOARD THAT SERVES ITS MISSION BETTER.
UM, SO WHY SERVE ON A NONPROFIT BOARD? THIS IS SOMETHING WE COMMUNICATE TO BOARD, YOU KNOW, PROSPECTS, AND WHEN WE BRING AWARENESS AROUND WHY IT'S IMPORTANT, YOU KNOW, FROM REPRESENTING THE VOICE OF THE UNDERREPRESENTED TO PRACTICING RAISING MONEY, THESE ARE ALL, YOU KNOW, VERY IMPORTANT, DIFFERENT, YOU KNOW, DESCRIPTIONS OF WHY BOARD LEADERSHIP IS IMPORTANT OR WHAT, WHAT ARE THE BENEFITS AROUND BOARD LEADERSHIP, BUT ULTIMATELY IT COMES DOWN ALSO TO YOUR WHY TO SERVING FOR, UM, IN A SENSE FOR THE REASON OF BRINGING YOUR LIVED EXPERIENCE FOR BRINGING IN, UH, ANOTHER WAY OF SERVING YOUR COMMUNITY AND ALSO HAVING THE SEAT AT THE TABLE WHERE DECISIONS ARE MADE FOR COMMUNITIES THAT MAY BE CLOSE TO YOU, OR THAT YOU CAN RELATE TO IN WAYS THAT OTHERS CAN'T AND WHEN IT COMES TO WHY BETTER BOARDS MATTER AT ALL FOR THE ORGANIZATION, WE KNOW THAT NONPROFITS ARE ORGANIZATIONS, THEY, UH, THEY'RE EFFECTIVE AT ADVANCING PUBLIC GOOD WHEN THEY HAVE EFFECTIVE BOARDS.
AND WE KNOW THAT EFFECTIVE BOARDS, I MEAN THAT THOSE BOARDS ARE DIVERSE IN THE REPRESENTATIVE.
AND SO WHEN YOU HAVE MORE DIVERSE REPRESENTATION, YOU HAVE MORE ENGAGED BOARD MEMBERS ALL ACROSS,
[01:20:01]
YOU HAVE MORE INFORMED DECISION-MAKING, UM, THAT LEADS EVERYTHING FROM BUDGET TO PROGRAMMING.YOU HAVE MORE EFFECTIVE SERVICES AND PROGRAMS AS WELL.
YOU KNOW, THERE MIGHT BE COMMUNITIES THAT YOU'RE NOT EVEN TARGETING OR THAT YOU'RE NOT OPENING YOUR DOORS TO, THAT YOU JUST DIDN'T KNOW NEEDED YOUR SERVICES.
AND OF COURSE YOU HAVE A WIDER NET FOR DONORS, VOLUNTEERS, AND ADVOCATES, UH, BECAUSE OF COURSE THE SILOS THAT YOUR, YOUR BOARD CURRENTLY HAS EXPANDS ITSELF INTO NEW COMMUNITIES AND NEW GROUPS.
SO ONE OF THE ONE THAT STANDS OUT TO ME THE MOST HERE IS A FEAR OF CULTURAL MISSTEPS.
AND SO IT'S VERY IMPORTANT THAT WE HELP NON-PROFIT ORGANIZATIONS AND BOARDS UNDERSTAND, UM, HOW THEY CAN AVOID THAT, BUT ALSO LEARN ON HOW TO, HOW TO, UH, YOU KNOW, IN A SENSE WORK THROUGH THAT.
IF YOU'RE, YOU KNOW, THERE'S A LOT OF TRUST THAT GOES INTO, TO RECEIVING SERVICES FROM NONPROFITS.
SO WHEN YOU DO HAVE A CULTURAL MISSTEP, IT COULD REALLY RUIN NOT ONLY THE TRUST, BUT THE REPUTATION OF THAT ORGANIZATION.
AND SO IT'S IMPORTANT FOR US TO, TO BE ABLE TO, TO MAKE THAT A PRIORITY FOR NONPROFITS.
SO PROGRAMMING OUR PROGRAMMING FOR NONPROFIT BOARDS VARIES FROM TAKING YOUR FIRST STEPS THROUGH AN ASSESSMENT PIECE.
WE'RE ONCE AGAIN, WE TALKED ABOUT, UM, HOW EVERY BOARD MEMBER WOULD GO AND TAKE AN ASSESSMENT OF WHERE THEY'RE AT WITHIN THEIR OWN CULTURAL COMPETENCY, AND EVEN HAVE A RECRUITMENT WORKSHOP TO UNDERSTAND HOW THEY'RE RECRUITING BOARD MEMBERS, TO THE PLANNING OF IT.
IT'S THE, THE DIVERSITY AND INCLUSION PLANNING PROGRAM WHERE IT'S DEFINITELY A MORE IN-DEPTH BROAD JOURNEY WHERE THERE'S A MULTI-STAGE PROGRAM.
OR WE CAN GO THROUGH LOOKING AT POLICIES, BYLAWS, AND PROCEDURES, EVERYTHING THROUGH AN EQUITY LENS.
AND ULTIMATELY WE HELP CONNECT NONPROFIT BOARDS AND GET MATCHED WITH, UM, BIPAP BOARD PROSPECTS.
AND OF COURSE LEARN HOW TO CONTINUE TO BUILD THOSE RELATIONSHIPS WITH COMMUNITIES AND AFFINITY GROUPS THAT CAN SERVE THEM.
NOW, SPECIFICALLY FOR BOARD PROSPECTS OF COLOR, WE HAVE BOARD SKILLS AS WELL, AND THIS IS THE EQUITY CHAIR, A WORKSHOP SERIES THAT WE OFFER.
AGAIN, THIS SERIES, THIS SERIES OF WORKSHOPS REALLY HELPS PREPARE ANYONE WHO'S NEEDED A BOARD SERVICE, OR HAS BEEN A BOARD LEADER FOR QUITE SOME TIME AND HELPS THEM HAVE THOSE HARD CONVERSATIONS AROUND MICROAGGRESSIONS, UNCONSCIOUS BIAS.
WHAT TO DO WHEN, YOU KNOW, YOUR BOARD IS IN DIVERSION, YOU'RE THE ONLY PERSON OF COLOR.
IT'S A REALLY, IN-DEPTH RICH CONVERSATION AROUND HOW YOU CAN ACTIVATE SOME STRATEGIES TO BEGIN THAT DEI JOURNEY.
WE ALSO HAVE A MENTORSHIP PROGRAM CALLED BOARD MENTORS OF COLOR PROGRAM, WHERE WE HAVE, UM, YOU KNOW, COMMUNITY LEADERS HAVE SERVED ON, ON PLENTY OF BOARDS THAT WILL, THAT ACT AS MENTORS FOR OUR NEW MENTEES AND BOARD PROSPECTS THAT ARE IN OUR PROGRAMMING.
AND ULTIMATELY, WE, WE ALSO CONNECT OUR BOARD PROSPECTS OF COLOR THROUGH THE BOARD MATCHING PROGRAM, UM, AS WE SAW WITH THE NONPROFIT BOARD PROGRAMMING.
AND SO WE MAKE SURE THAT THAT IS A TRANSPARENT AND AGAIN, MEANINGFUL EXPERIENCE WHERE THEY'RE ABLE TO BRING IN THEIR SKILLSETS, THEIR EXPERIENCE AND MATCH BASED ON THEIR COMFORT LEVEL, OUR CURRENT IMPACT AS OF TODAY, THE EQUITY CHAIR, UM, WE'VE HOSTED OVER 19, WHAT'S GOING TO BE OVER 19 WORKSHOPS IN NOVEMBER.
UM, AND THEN WE'VE HAD 240 PARTICIPANTS, UH, OR MENTORS OF COLOR PROGRAM.
WE'VE HAD, UM, 30 MENTORS NOW AND 146 MENTEES IN TERMS OF THE FIRST LOOK ASSESSMENT PROGRAM.
WE'VE HAD 15 ORGANIZATIONS PARTICIPATE IN THAT AND THE MORE LENGTHY AND ELABORATE DIVERSITY AND INCLUSION PROGRAM, WE'VE HAD THREE ORGANIZATIONS, UM, PARTICIPATE IN THAT AS WELL AS THE BOARD MAP TEAM PROGRAM.
WE'VE HAD 17 BOARD PLACEMENTS AS, UH, THIS YEAR.
WE JUST LAUNCHED THAT PROGRAM, UM, IN 2020 OCTOBER.
SO, UM, WE'RE HAPPY TO SHARE THAT BECAUSE IT'S, IT'S DEFINITELY TAKEN US A WHILE.
WE'VE SPENT, UH, 2018 TO COME INTO FULL, UM, COMPREHEND OUR COMPREHENSIVE APPROACH A PLACEMENT.
SO, UM, WITH THAT IN MIND, I WANTED TO THANK YOU GUYS FOR YOUR TIME AND WANTED TO OPEN IT UP FOR QUESTIONS.
THANK YOU SO MUCH, COMMISSIONER.
THANK YOU SO MUCH FOR YOUR WORK.
I KNOW THAT, UM, AUSTIN, ALL THESE NON-PROFITS ARE LOOKING FOR DIVERSITY ON THEIR BOARD AND THE CHALLENGE IS BOARD MEETINGS USUALLY USE A LUNCH MEETING OR EARLY IN THE EVENING.
SO, YOU KNOW, YOU'VE, YOU LOOK AT THE PEOPLE OF COLORS.
A LOT OF THEM ARE NOT AT THE EXECUTIVE LEVEL OR THE MANAGERIAL LEVEL THAT THEY CAN WRITE THEIR OWN SCHEDULE.
SO IT IS A CHALLENGE FOR THEM TO ATTEND ALL THESE BOARD MEETINGS.
[01:25:01]
EVEN IF THEY HAVE EVERY GOOD WISHES OR INTENTION TO BE A BOARD MEMBER, BUT, YOU KNOW, JUST CIRCUMSTANCES, THERE'S A LOT OF HURDLES THAT THEY HAVE TO OVERCOME.AND THE SECOND THING IS THE FIDUCIARY DUTY OF EVERY BOARD MEMBERS, RIGHT? SO I DON'T KNOW, YOU'VE YOU HAVE APPROACH, UH, ALL THESE BIG COMPANIES AND MAKING SURE THE EXECUTIVES ARE SUPPORTING YOUR EFFORT, BECAUSE I THINK IT'S A GREAT EFFORT SUPPORTING YOUR EFFORT TO ALLOW, YOU KNOW, THE PEOPLE OF COLOR COMMITTEE, UM, MEMBERS OF THE PEOPLE OF COLOR COMMUNITY TO SERVE ON THE BOARD AT THEIR WORKING HOURS AND HAVE THE, THE COMPANY'S SUPPORT TO SUPPORT THE FIDUCIARY DUTY OF THE EMPLOYEE WHILE THEY'RE SERVING ON THE BOARD AS PART OF THEIR LEADERSHIP TRAINING.
I MEAN, JUST BECAUSE I HAVE BEEN IN NON-PROFIT WORLD FOR A LONG, I UNDERSTAND, UM, YOUR CHALLENGE.
SO I'M JUST WONDERING, UH, YOU HA IF YOU HAVE APPROACH, YOU KNOW, ALL THOSE ORGANIZATIONS LIKE BANKS HAVE A DIVERSITY COMMITTEE, OR, YOU KNOW, ALL THOSE HIGH-TECH COMPANY, THEY HAVE DIVERSITY, UH, COMMITTEES.
SO YOU'VE, YOU CAN GET THE SUPPORT FROM THE EXECUTIVE TO ALLOW THE, THE MEMBERS OF DIVERSITY COMMITTEE TO, TO BE PART OF THE LEADERSHIP TRAINING, TO SERVE ON NONPROFIT BOARDS.
YOU PROBABLY, UM, WE WILL RECRUIT MORE AND BE MORE SUCCESSFUL, UH, TO YOUR MISSION, WHICH I THINK IT IS, UM, IS INCREDIBLE.
THANK YOU, COMMISSIONER FOR THAT.
WE, UM, WE ACTUALLY HAVE OVER 517 PEOPLE IN OUR DATABASE THAT ARE INTERESTED IN BOARD SERVICE.
SO, UM, BUT WE'VE ALSO HELD THE NONPROFIT THROUGH OUR TRAINING IN TERMS OF GAINING THAT FLEXIBILITY OF BEING ABLE TO HOST, YOU KNOW, UH, BOARD MEETINGS AT TIMES WHERE EVERYONE CAN MAKE IT AS WELL AS BEING FLEXIBLE WITH THEIR GIVEN GET POLICY.
SO WE ARE PUSHING THOSE NORMS, UM, ON THE NONPROFIT BOARDS, AS WELL AS, UM, WE HAVE A CORPORATE MEMBERSHIP PROGRAM WHERE WE'RE COMMITTED TO, TO HELPING, YOU KNOW, UH, DIFFERENT CORPORATE, UM, ENTITIES LEARN ABOUT OR PROVIDE OUR WORKSHOPS EVEN FOR THEIR, UM, ERG GROUPS, AFFINITY GROUPS IN ORDER FOR THEM TO ALSO HAVE ACCESS AND AWARENESS INTO BOARD SERVICE.
COMMISSIONERS OTHER QUESTIONS, MR. CASTILLO, UH, MS.
EVEN SPECIFICALLY WITH BEYOND DIVERSITY, YOU KNOW, THERE'S DEFINITELY TOOLS IN TERMS OF THAT WERE WITHIN THAT TRAINING THAT WE USE IN OUR WORKSHOPS, UM, THE FOUR AGREEMENTS, YOU KNOW, TO BE MORE SPECIFIC.
SO WE USE THOSE DIFFERENT TOOLS THAT ARE GIVEN AND TO CREATE THAT CORRELATION OF HOW WE'RE, WE'RE APPROACHING THIS AS WELL AS CREATED OUR OWN CURRICULUM AROUND BOARD SERVICE AND DEI, BECAUSE WE DO KNOW THAT THERE'S VERY SPECIFIC STRATEGIES THAT WE NEED TO BRING, UM, THAT WE'VE DEVELOPED IN ORDER TO ADDRESS SOME OF THE MOST COMMON BARRIERS ON THAT PEOPLE OF COLOR SERVE ON THAT PEOPLE OF COLOR FACE ON BOARDS, COMMISSIONERS.
THIS MAN, THANK YOU SO MUCH FOR YOUR PRESENTATION.
YOU HAD A WONDERFUL SLIDE ABOUT ALL OF THE POSITIVE BENEFITS OF CURATING THOUGHTFULLY CURATING A BOARD OF COLOR, AND THAT RIPPLE EFFECT SOMETHING THAT WE'RE I'M COMING ACROSS IN READING IS BOARD PACKING.
CAN YOU TALK A LITTLE BIT ABOUT THAT AND MAYBE SOME OF THE NEGATIVE EFFECTS THAT THAT CAN HAVE IF IT'S NOT, IF BOARDS ARE NOT ASSEMBLED IN A THOUGHTFUL WAY.
UM, CAN YOU PLEASE, WHAT DID YOU SAY FOR PACKING? I DON'T KNOW.
UM, WELL, YOU KNOW, I THINK IT COMES BACK TO THE, THE MISSION AND THE PEOPLE YOU SERVE AND THE LIVED EXPERIENCE.
SO TO US RACE AND IN A SENSE REPRESENTATION IN TERMS OF LIVED EXPERIENCE IS THE FIRST DOOR THAT OPENS UP TO DIFFERENT, UH, CHARACTERISTICS OF DIVERSITY.
SO FROM THERE WE GO INTO HAVING A COMFORTABLE CONVERSATION AROUND RACE AND THE NEEDS OF THAT ORGANIZATION IN TERMS OF BOARD REPRESENTATION, LEADS INTO GENDER LEADS INTO, UM, OTHER ASPECTS, WHETHER IT'S DISABILITY, UM, ACCESSIBILITY, UM, ALL THESE DIFFERENT OTHER VALUES IN OUR DIVERSITY THAT NEED TO BE ADDRESSED.
[01:30:01]
I WOULD SAY HEAD ON WITH MAKING SURE THAT WE HAVE THE MOST UNCOMFORTABLE CONVERSATION FIRST, WHICH IS AROUND RACE.QUESTION ABOUT IF, UM, SOMEONE IS WATCHING AND LISTENING AND INTERESTED IN BECOMING A MEMBER OF A BOARD OR AN ORGANIZATION IS LOOKING TO FILL ROLES AND WANTING TO DIVERSIFY AND EXPAND THE REPRESENTATION ON THEIR BOARD.
UM, HOW DO THEY GET IN TOUCH WITH YOU? WELL, HOW DOES THAT PROCESS START? ABSOLUTELY.
THEY CAN VISIT US@WWWTANDPAUSTIN.ORG.
UM, AND YOU'LL SEE THERE THAT YOU CAN EITHER ENTER IN AND LOOK AT PROGRAMS. UM, IF YOU'RE LOOKING FOR BOARD MEMBERS OR IF THEY'RE SEEKING TO CONNECT WITH THE BOARD, THANK YOU, COMMISSIONER OTHER QUESTIONS.
THANK YOU SO MUCH FOR YOUR TIME.
I'M EXCITED TO KNOW THAT YOU'RE HERE AND EXCITED ABOUT THE WORK YOU'RE DOING AND 500 PLUS PEOPLE STANDING IN THE WINGS WAITING TO BE MATCHED WITH AN ORGANIZATION IS INCREDIBLY INSPIRING.
THANK YOU SO, SO MUCH FOR YOUR WORK.
WE LOOK FORWARD TO KEEPING YOU IN THE CONVERSATION.
AND THANKS FOR YOUR TIME TODAY.
MOVING ON TO ITEM FIVE OLD BUSINESS FIRST, JUST TO CHECK IN EVERYBODY DOING OKAY, BUT A COMMISSIONER FLORES.
I'M ALMOST WONDERING IF WE COULD ROUTE NEW BUSINESS INSTEAD OF BUSINESS.
UM, UH, COMMISSIONER GRACE ASKED ABOUT A LITTLE BREAK.
MY, MY THOUGHT IS THE OLD BUSINESS WILL FLOW INTO THE NEW BUSINESS, BUT WE CAN FLIP THEM.
I'M HAPPY TO HAVE THAT'S EMOTION.
I'M HAPPY TO ENTERTAIN A SECOND.
I'D LIKE TO MOVE NEW BUSINESS AHEAD OF OLD BUSINESS.
SO I HAVE A SECOND, UH, COMMISSIONER'S SYSTEM SECONDED ALL IN FAVOR OF MOVING NEW BUSINESS AHEAD OF OLD BUSINESS.
UM, I HAVE A REQUEST FROM ONE OF THE COMMISSIONERS THAT WE TAKE A SHORT BREAK.
ARE YOU GUYS UP FOR THAT SMALL, LIKE FIVE MINUTE STRETCH? UM, I'D LIKE TO RECESS FOR FIVE MINUTES PLEASE AND GIVE EVERYBODY A MINUTE TO STRETCH THEM, WALK AROUND.
CAUSE WE HAVE A LOT OF WORK STILL TO DO.
ALL RIGHT, GUYS, WE'RE STILL WAITING FOR A COUPLE OF FOLKS TO JOIN US, BUT WE HAVE QUORUM.
SO, UM, WE HAVE MOVED ITEM SIX, NEW BUSINESS ABOVE ITEM FIVE OLD BUSINESS.
[6.a. AIPP Discussion and Action Items]
UM, AND SO I'M WONDERING MY FRIENDS, IF WE WANT TO TAKE THIS ON CONSENT, IF I HAVE A MOTION, UM, I'VE GOT A MOTION FROM GREY AND A SECOND FROM COMMISSIONER FLORES.
WELL, AND WE'D PUT IT OFF AND SAY WE STARTED ASKING A SIMPLE QUESTION OR NO, WE CAN DO THAT.
DO WE JUST, WE HAVE A MOTION AND A SECOND.
SO THEN WE HAVE SOME COOL QUICK CONVERSATION.
WHAT'S YOUR QUESTION? UM, I GUESS I HAVE A QUICK QUESTION ON, UH, A ONE.
UM, I WAS JUST WONDERING WHY THERE WASN'T ANY, UM, COMMISSIONERS ON THE, UH, ADVISORS I ADVISORS BECAUSE ON EVERY OTHER COURT PROJECT, I THOUGHT THERE WERE, THAT'S JUST A QUESTION FOR SUE A DEMAND FOR THAT ACTUALLY COMMISSIONER, UH, I WAS THE ADVISOR OR I WAS ON AS A COMMISSION ADVISER.
UM, BUT MY SCHEDULE IS, DID NOT ALLOW FOR ME TO PARTICIPATE IN, IN EITHER OF THE SELECTION PANEL MEETINGS.
SO THAT'S WHY I WAS ULTIMATELY NOT LISTED ON THERE, BUT OH, I SEE.
I JUST THOUGHT MAYBE SOMETHING HAD CHANGED MIDSTREAM.
AND I ACTUALLY HAVE A QUESTION AS WELL OR NOT A QUESTION I'D LIKE TO MAKE A STATE.
MAKE A STATEMENT, LIKE POINT SOMETHING OUT.
UM, I WANT TO MAKE SURE THAT EVERYBODY'S, I'M EXCITED THAT TEMPLE ARTISTS ARE HAVING THIS GRADUATED OPPORTUNITY OF GETTING A PERMANENT, UH, COMMISSION.
UM, BUT I DID WANT TO POINT OUT THAT THIS IS THE 6 81, THE WILLIAM CANNON CORRIDOR CONSTRUCTION PROJECT IS A GOOD EXAMPLE OF, OF THE CHALLENGES THAT, THAT WE, AND AIPP HAVE BEEN DEALING WITH IN TERMS OF GETTING ARTISTS THAT ARE REPRESENTATIVE REPRESENTATIVE OF THE NEIGHBORHOOD THAT THE ARTWORK IS GOING.
AND WE KNOW THAT IN DISTRICT TWO, IT'S LIKE, UH, YOU KNOW, LIKE 80% LATINO, UM, AND THE ARTISTS THAT DO NOT HAVE THAT DEMOGRAPHIC BACKGROUND.
[01:35:01]
UM, BUT AS, YOU KNOW, CONVERSATIONS THAT I'VE HAD PREVIOUSLY WITH AIPP AND WITH FOOD SPECIFICALLY IS THAT IT'S A SYSTEMIC THING.IT'S JUST LIKE WHO'S OUT IN THE WORLD MAKING SCULPTURE AND, AND, YOU KNOW, DO THEY LIVE IN AUSTIN? YOU KNOW, YOU KNOW, WHO'S GOING TO SCHOOL FOR, FOR ART, WHO'S MAKING IT INTO THE UNIVERSITIES.
AND SO IT'S ALL, IT'S ALL PART OF THAT CONVERSATION.
AND JUST AGAIN, I'M HAPPY THAT, THAT WE'VE GOT THESE TEMPLE ARTISTS THAT ARE GRADUATING.
UM, BUT I DID WANT TO POINT THAT OUT.
LIKE WE DO WANT TO ACKNOWLEDGE THAT, LIKE WE KNOW THAT THAT'S, THAT'S ONE OF THE CHALLENGES AND IT WOULD HAVE BEEN NICE TO HAVE THAT CAUSE THAT WAS PART OF THE CONVERSATIONS ON OUR I'M FORGETTING WHAT THE PROJECT WAS LAST TIME THAT I WAS IN, YOU KNOW, WE TALKED A LOT ABOUT LIKE, OH, THIS FIREHOUSE IS IT'S DISTRICT TOO LOW.
LET'S MAKE SURE WE HAVE THAT SORT OF REPRESENTATION.
SO I JUST WANT TO MAKE SURE EVERYBODY'S AWARE THAT THOSE CONVERSATIONS DO HAPPEN AND IT'S, YOU KNOW, AND THEY'RE ONGOING, RIGHT? IT'S LIKE THESE ARE SYSTEMIC ISSUES THAT WE NEED TO FIND A WAY TO ADDRESS AND DEAL WITH AMY.
UM, I JUST WANTED TO, UM, FOLLOW UP WITH THE CONVERSATION.
I THINK THAT, UH, NEIGHBORHOOD, UH, ARTS NEIGHBORHOOD COMMITTEE MEETING, WE TALK ABOUT, UM, THE POSSIBILITY OF SETTING UP SOME KIND OF A VIRTUAL LIST AND TO HAVE ARTISTS REGISTER, TO PUT THEIR NAME UP THERE.
UM, SO THAT WE HAVE A LIST OF THE LOCAL ARTISTS.
SO I'M WONDERING HOW HARD IT IS THAT, UH, WE CAN SUPPORT TO HAVE SUCH A LIST TO ALLOW LOCAL ARTISTS, TO REGISTER THEMSELVES, TO PUT THEMSELVES ON THE LIST AND WHAT KIND OF ART FORM THAT THEY ARE.
SO TO MAKE SURE THAT, YOU KNOW, IT'S EASY FOR ALL RICH AND MAKE SURE THAT, OH, MY NEIGHBORS WHO HAD AN ARTIST, SO LISTENING OUR NEIGHBORHOOD, REMEMBER WE HAVE THIS DISCUSSION ABOUT THAT.
SO I'M WONDERING, IS IT HOT FOR US TO FACILITATE SUCH A, A, YOU KNOW, A LIST OF RESOURCE LIST TO HAVE ALL THE ARTISTS UP THERE? WOULD IT BE HELPFUL? IT SEEMS LIKE THERE ARE TWO DIFFERENT CONVERSATIONS, BUT THERE'S PROBABLY SOME OVERLAP ONE.
IT WOULD BE AN AIPP LIKE BASICALLY A PRE-CALL POOL, BUT THE OTHER IS JUST WHO'S IN MY NEIGHBORHOOD WHO MAKES ART, WHICH IS ALSO INCREDIBLY VALUABLE.
AND THERE MAY BE SOME OVERLAP IN THERE.
I THINK THAT'S AN INTERESTING CONVERSATION.
UM, PUT A PIN IN THAT BECAUSE WE'RE GOING TO COME BACK TO US AND WORK WORKING GROUPS.
UM, SO I HAVE A MOTION AND A SECOND ON THE TABLE TO TAKE THE AIPP ITEMS ON CONSENT.
ARE WE READY TO TAKE A VOTE ON THAT ALL IN FAVOR, I'LL POST IT'S UNANIMOUS.
SO WE HAVE, THAT'S THE MOTION WE'RE BEEN EMERY WATCHING AT HOME.
WE ARE UNANIMOUS ON THAT AND WE ARE MOVING FORWARD TO SIX
[6.b. Misc. Discussion and Possible Action Items]
B MISCELLANEOUS DISCUSSION AND POSSIBLE ACTION ITEMS. WE HAVE,THANK YOU, ANN MARIE MCCASKILL FOR PUTTING TOGETHER A DRAFT FOR US OF THE COMMISSION MEETING SCHEDULE.
UM, ESSENTIALLY WE'RE LOOKING AT ALL OF OUR MEETINGS FOR 2022 HAPPENING IN CITY HALL.
UM, HOPEFULLY ONE DAY NOT HYBRID, HOPEFULLY ONE DAY WE CAN ALL SAFELY BE TOGETHER AGAIN.
CAUSE I MISS YOU GUYS WHO WERE ON THE SCREEN.
YOU'RE BEAUTIFUL AND I'M GLAD YOU'RE HOME AND SAFE, BUT ALSO WE WANT TO SEE YOUR FACES IN THE ROOM.
UM, DO WE HAVE ANY QUESTIONS OR CONCERNS ABOUT THAT SCHEDULE? OKAY.
TYPICALLY IF WE HAVE A MEETING THAT WOULD NORMALLY FALL ON A HOLIDAY, WE MOVE THAT, UM, COMMISSIONER CASTILLO.
I JUST WANTED TO ASK IF THERE IS, HAS THERE BEEN ANY FURTHER GUIDANCE? CAUSE I FELT LIKE ON CONSOLE ON THE COUNCIL LEVEL, I'VE HEARD THAT CITIZENS COMMUNICATION CAN HAPPEN BY PHONE, BUT WE'RE CURRENTLY HAVING OUR HYBRID MEETINGS WHERE CITIZENS COMMUNICATION HAS TO BE IN PERSON.
SO I'M WONDERING, HAS THERE BEEN ANY CLARITY ON THAT? ANY CLARIFICATION? THAT'S A STAFF QUESTION.
I KNOW IT'S GONE BACK AND FORTH A COUPLE OF TIMES THAT, SORRY THAT WE WERE TOLD THAT THAT ONLY APPLIES TO COUNCIL MEETINGS, NOT COMMISSIONED MEETINGS, SECOND FUI OR PERCENT.
WELL OUR PRESENTATION, OUR PRESENTERS STILL BE ABLE TO DO THE REMOTE OR EVERYBODY GOING TO GET PUSHED INTO THIS IN PERSON.
CAUSE I THINK THAT THAT'S, I THINK IT ALLOWS FOR FLEXIBILITY FOR OUR SPECIAL PRESENTATIONS TO BE ABLE TO DO THAT AND TO MAKE THEM FEEL THAT'S WHERE WE ARE RIGHT NOW.
I THINK THE, I THINK THE REAL QUESTION IS ACCESS FOR COMMUNITY.
[01:40:01]
LOVE US TO BE ABLE TO PUSH A LITTLE BIT, UM, I WILL BE MAKING A PHONE CALL TO, TO MY PERSON AND ENCOURAGE YOU GUYS TO SHARE THAT CONCERN.IF YOU HAVE IT WITH YOUR COUNCIL MEMBERS, WHAT COMMISSIONER FLORES? YOU HAVE A QUESTION GET FACE? WHAT? NO.
SO CAN WE APPROVE THE SCHEDULE FOR 2022? WE HAVE, UM, A MOTION FROM FISHER VERMONT.
DO WE HAVE A SECOND COMMISSIONER GREY ALL IN FAVOR? ANY OPPOSED ANY ABSTENTIONS? IT PASSES UNANIMOUSLY ANN MARIE.
I SEE YOU'VE POPPED INTO THE SQUARE.
DO YOU HAVE A QUESTION FOR US? ALL RIGHT.
WE'RE AT SIX B TO CONTINUED RECOVERY AND RESILIENCY STRATEGIES.
UM, AND SO THIS IS AN OPPORTUNITY FOR US TO TALK ABOUT WHAT'S STILL HAPPENING IN THE ROOM.
WE'VE SPENT A LOT OF TIME IN THE LAST SEVERAL MONTHS, DEALING VERY SPECIFICALLY WITH EMERGENCY FUNDING AND ARPA AND LOOKING AT THE CULTURAL FUNDING REVIEW PROCESS, THOSE THINGS THAT ARE ONGOING.
CLEARLY WE HEARD FROM STAFF TONIGHT ABOUT PRIORITIZING ARPA TO GET THAT MONEY OUT THE DOOR.
AND ALSO OUR CONTINUED WORK ON THE CULTURAL FUNDING REVIEW PROGRAMS AND CONTINUED COMMUNITY ENGAGEMENT AROUND THAT WORK.
BUT I WANTED TO SORT OF REMIND US THAT WE HAVE SOME OTHER ITEMS THAT WE'RE LOOKING FOR, INCLUDING OUR LONGTERM RECOVERY AND RESILIENCY AS A COMMUNITY.
AND SO THERE WERE SOME THINGS THAT I WANTED TO MAKE SURE THAT WE PUT OUT AND REMINDED EVERYBODY ABOUT ONE IS THIS OTHER POOL OF FUNDS THAT'S OUT THERE THROUGH THE AUSTIN CIVILIAN CONSERVATION CORPS, WHICH COUNCIL MEMBER ULTRA PUT FORWARD.
AND I SHARED IN THE BACKUP THE MAY RESOLUTION WITH SOME MORE DETAILS ABOUT THAT MAY OF 2020, UM, WHICH IS A WORKFORCE DEVELOPMENT PROGRAM.
AND FOR WHICH WE HAVE A MILLION DOLLARS SPLIT BETWEEN HOMELESSNESS AND CULTURAL ARTS.
AND WE NEED TO FIGURE OUT WHAT WE WANT TO DO WITH THAT.
UM, AND I ALSO ADDED TO THE CONVERSATION PIECE AND THE BACKUP, THE AUSTIN ECONOMIC RECOVERY AND RESILIENCY FRAMEWORK, WHICH IS A GREAT DOCUMENT THAT TALKS ABOUT SOME OF THE WAYS THAT WE WANT TO TRY TO PUT THINGS BACK TOGETHER AGAIN.
UM, SO THESE, THESE ARE HERE SPECIFICALLY FOR A REMINDER OF WHAT'S OUT THERE, BUT I ALSO THINK IN TERMS OF THE ACC C MONEY THAT WE HAVE OUR, UM, OUR WORKING GROUP WITHIN THE ARTS TO LOOK AT SOME, SOME STRATEGIES FOR FUNDING.
AND I WOULD LOVE TO BE ABLE TO KICK THAT CONVERSATION BACK TO THAT WORKING GROUP IF THAT'S POSSIBLE.
UM, I KNOW THAT THERE ARE SOME OTHER PROGRAMS THAT WERE FUNDED THROUGH ACC MONEY, ACC MONEY EARLIER IN THE RECOVERY TIME, INCLUDING SOME STUFF WITH, UM, CREATIVE ACTION.
MEGAN, CAN YOU REMIND US REALLY QUICK WHAT SOME OF THOSE WERE? HI.
SO WE PILOTED TWO ARTS RELATED PROGRAMS DURING THE FIRST PHASE OF THE AUSTIN.
UM, CIVILIAN CONSERVATION CORPS.
ONE WAS THE BE WELL MURALS, THE, UH, INSTALLATION THAT GOES ALONG, UH, THE SOUTH LAMAR UNDERPASS, UH, THAT WAS DONE BY RAISING IN THE SUN AND A GROUP OF ARTISTS THROUGH, THROUGH THAT COLLABORATION.
UH, AND THE OTHER PROJECT WAS, UH, UNDER THE UMBRELLA OF AUSTIN SAFELY CREATES.
AND THAT WAS THE, UM, THE PROJECTS DONE BY, UH, CREATIVE ACTION.
ONE WAS CALLED UNMUTE ME PLEASE.
AND THE OTHER WAS CALLED THE WISH TREE AND THEY BOTH ACTIVATED KIND OF NEIGHBORHOOD INTERVENTIONS THAT FOCUSED ON PHYSICAL AND MENTAL WELLBEING IN THE PANDEMIC.
AND IT WAS A WAY TO, UH, PUT TEACHING ARTISTS BACK TO WORK.
YOU CAN SEE SOME OF THE KINDS OF THINGS THAT WE'VE, WE'VE DONE IN THE PAST.
ONE OF THE THINGS THAT CAUGHT MY ATTENTION AND THE ECONOMIC RECOVERY AND RESILIENCY FRAMEWORK WAS AN IDEA ABOUT ACTIVATING CITY AND SPACES WITH CREATIVE ARTS AND OTHER PLANS.
AND THAT SEEMS LIKE THE PERFECT MATCH TO ME.
I'VE BEEN WATCHING THE NEW YORK FOUNDATION FOR THE ARTS AND SORT OF MINI GRANTS THAT THEY'VE BEEN PUTTING FORWARD $5,000 TO CLIP TO HAVE THINGS HAPPEN ALL OVER THE CITY.
AND THAT WAS INTERESTING SIDE NOTE, UH, COMMISSIONER REMONT TO YOUR QUESTION ABOUT THE REGISTRY, THERE'S ALSO A SUGGESTION HERE ABOUT CREATING AN ARTIST REGISTRY TO HELP FACILITATE ENGAGEMENT OF ARTISTS AS A WORKFORCE DEVELOPMENT PROGRAM.
SO IT COULD BE SOMETHING THAT COULD FALL UNDER ACC.
I AM I'M I'M, I'M JUST, YOU KNOW, THINKING ABOUT THE RESILIENCY
[01:45:01]
PIECE AND, UM, AS A TRAINED PSYCHOTHERAPIST, I STARTED NOTICING, UM, ALL OF US IN THE LEADERSHIP ROLE, UH, WHO HAVE TO DO WHATEVER IT TAKES TO GET THE THINGS DONE, YOU KNOW, AND I'M LOOKING AT THE CITY STAFF THAT YOU HAVE TO GO THROUGH ALL THESE FEDERAL GRANTS AND ALL THAT TOO, YOU KNOW, THAT, YOU KNOW, TO TRY TO PUSH THE MONEY OUT FOR THE FOLKS WHO ARE IN DESPERATE NEED.AND I, I DON'T THINK WE HAVE STOPPED AND REALLY APPRECIATE YOU, YOU KNOW, THAT YOU HAVE SHOULDER ALL THESE BURDENS, YOU KNOW, I I'M WONDERING IF WE CAN REALLY SEND A MESSAGE TO OUR CITY COUNCIL THAT YOU DESERVE TO HAVE A MENTAL HEALTH BREAK.
I MEAN, HONESTLY, I REALLY THINK THAT YOU NEED TO HAVE AN EXTRA DAY JUST TO ACKNOWLEDGE THAT YOU HAVE BEEN CARRYING THIS BURDEN AND JUST TO SHOW THAT WE APPRECIATE, AND WE UNDERSTAND, AND I DON'T KNOW WHO'S IN CHARGE.
I MEAN, MAYBE THE CITY MANAGER NEED TO GET AN EMAIL FROM US THAT I THINK YOU DESERVE TO HAVE A MENTAL HEALTH BREAK A DAY, YOU KNOW, JUST TAKE TURN AND JUST TO TAKE CARE OF YOURSELF BECAUSE I THINK IT IS IMPORTANT.
IT'S JUST LIKE A RUBBER BAND YOU STRETCH AND YOU STRETCH AND YOU STRETCH AND YOU GIVE AND YOU GIVE AND YOU GIVE, YOU DON'T HAVE TIME TO BACKFILL.
OH, ALL YOUR, UH, YOU KNOW, YOU, YOU DEPRECIATE, YOU KNOW, SO MUCH YOU, YOU KNOW, AND I THINK WE NEED TO REALLY GIVE YOU SOME, UH, LOVE, YOU KNOW, THAT ALLOW YOU TO TAKE A BREAK FOR ONE DAY AS WE, UH, YOU KNOW, UM, GOING THROUGH REOPENING, YOU KNOW, OUR CITY TO BE THE NEW NORMAL.
I JUST WANTED TO, TO HAVE A DISCUSSION ABOUT THAT AND WHAT KIND OF RECOMMENDATION CAN WE, UH, PUT FALL FORWARD? BECAUSE I THINK WE HAVE ASKED OUR STAFF, I MEAN THE CULTURAL DIVISION STAFF TO, AND YOU CAN HELP ME TO GARDEN AND STUFF TO DO A LOT BECAUSE YOU ARE LOOKING AT THE TALLER, YOU ARE TRYING TO HELP PEOPLE, YOU KNOW, UH, TO MEET THE BASIC NEEDS DURING THIS DIFFICULT TIME.
SO WHAT CAN WE DO FOR YOU? I JUST WANT TO HAVE A DISCUSSION ABOUT IT.
I AGREE, MR. CASTILLO, IF THAT'S A MOTION TO MAKE A RECOMMENDATION, I WILL SECOND IT, YEAH.
WE HAVE A MOTION AND A SECOND DISCUSSION.
I MEAN, I DON'T WANT TO SHOW ALL MY CARDS, BUT I GUESS I HAVE TO, BUT LIKE, YOU KNOW, IF, IF, IF IT'S DETERMINED THAT THAT'S NOT FEASIBLE TO GIVE STAFF A FULL, LIKE, YOU KNOW, WE COULD HOLD MAYBE A RETREAT WITH ALL HANDS ON DECK, ESPECIALLY CALLED MEETING.
I MEAN, I THINK IT'S IMPORTANT FOR YOU GUYS TO UNDERSTAND THAT, THAT WE SEE WHAT YOU HAVE BEEN DOING SINCE MARCH OF 20, 20 DAY IN AND DAY OUT.
AND I CONSTANTLY SHIFTING LANDSCAPE, RIGHT? SO IN ADDITION TO TRYING TO BE RESPONSIVE TO EVERYTHING THAT'S COMING AT YOU EVERY TIME WE THINK WE KNOW WHAT THE WORLD IS, IT CHANGES.
BUT WE HAVE A MOTION IN THE SECOND AND I'M GOING TO CALL OF IT ALL IN FAVOR.
ANY OPPOSED ANY ABSTENTIONS? IT IS UNANIMOUS ON THE DIET.
I DON'T KNOW THAT WE HAVE ANY AUTHORITY IN THAT REGARD AT ALL WHATSOEVER, BUT I'M WITH COMMISSIONER CASTILLO THAT WE CAN FIND A WAY TO, TO ACKNOWLEDGE YOUR, YOUR PRESENCE AND YOUR WORK.
SUNDAY OFF, YOU CAN HAVE SUNDAY OFF THAT'S AS IF LULU'S GOT A QUESTION, COMMISSIONER FLUID FLORES.
I LIKE TO RECOMMEND THAT, UH, THE, THE MAKER OF THE MOTION AND THE SECOND ARE, MAKE SURE THEY WRITE THAT RESOLUTION AND GET IT TO CITY COUNCIL RIGHT AWAY.
I AM, I WILL CERTAINLY DO IT AND SEND IT TO THE COUNCIL AND THE CITY MANAGER, BECAUSE I REALLY THINK THAT THEY DESERVE TO HAVE A MENTAL BREAK.
DRAFT PAPER, PLEASE SEND IT TO THE CHAIRS.
[01:50:01]
OKAY, GREAT.THIS IS WHAT HAPPENS WHEN I GET A FIVE MINUTE BREAK.
UM, I'LL BE VERY BRIEF, BUT I JUST WANT TO SAY THANK YOU FOR ACKNOWLEDGING US, FOR BEING PARTNERS WITH US, FOR DOING THE YEOMAN'S WORK THAT Y'ALL DO ALL THE TIME.
WE CERTAINLY COULDN'T DO OUR WORK WITHOUT YOUR, YOUR TIME AND YOUR THOUGHTFULNESS AND YOUR GIVING SPIRITS AND BODIES.
SO THANK YOU FOR ACKNOWLEDGING THAT.
AND, UH, I, YOU KNOW, I THINK WE'VE PROBABLY GOT THE BEST COMMISSION IN THE CITY, SO I'LL JUST, I'LL JUST LEAVE WITH IT.
SO I WANT TO, I WANT TO CIRCLE BACK ON THAT FOR A HOT SECOND.
UM, CAN WE GO BACK TO ITEM B TO A, THE AUSTIN CIVILIAN CONSERVATION CORPS? IS THERE EMOTION THAT I MIGHT HEAR TO, UH, FUNNEL THAT INTO THE EMERGENCY FUNDING AND PROACTIVE STRATEGIES AND FOR FUTURE FUNDING WORKING GROUP TO TAKE A LOOK AT SOME RECOMMENDATIONS MAYBE PERHAPS POSSIBLY, OR WHO'S GOT A BETTER IDEA, YOU NEED EMOTION AND EMOTION, OR CAN WE JUST DO IT? LET ME JUST DO IT.
I MEAN, AS LONG AS THE WORKING GROUP AGREES TO THAT, HEARING, HEARING NOTHING BACK, I THINK THAT THAT'S GOING TO THE WORKING GROUP.
YOU GUYS GOOD, UH, COMMISSIONER FLORES.
SHE'S LIKE, AND THAT IS THAT THE ONE THAT SELENA IS, IS CHAIRING NOT JOIN ART TO MUSIC, IS IT CORRECT? CORRECT.
THE MEMBERS MEMBERS TO MAKE SURE WE HAVE THE RIGHT WORKING FOR THEM.
THE MEMBERS ARE BARNES FLORES, SMALL BLACK, UH, VAN DYKE AND MYSELF.
UM, AND THEN ON B TO B ECONOMIC RECOVERY AND RESILIENCY FRAMEWORK, YOU KNOW, I'M REALIZING THAT SEVERAL CONVERSATIONS THAT HAVE HAPPENED AROUND THE TABLE TONIGHT ARE DIRECTLY LINKED TO RECOMMENDATIONS IN THAT DOCUMENT.
THAT'S BEEN SITTING VERY QUIETLY WITHOUT MUCH ACTIVATION, UM, WHICH IS MAKING ME WONDER IF THAT'S A S UH, ITS OWN WORKING GROUP, OR IF THAT NEEDS TO BE PART OF THEIR RESILIENCY AND RECOVERY WORKING GROUP.
IT'S NOT NECESSARILY A DOLLARS THING BECAUSE SOME OF THOSE ISSUES INCLUDE PUTTING TOGETHER AN ARTIST REGISTRY AND SOME OTHER ITEMS THAT WE'VE TALKED ABOUT THIS EVENING.
LET'S SEE IF I CAN FIND ANOTHER EXAMPLE, BUT JUST COMING THROUGH AND SEEING WHAT WE MIGHT BE ABLE TO ACTIVATE WITHIN A DOCUMENT WITHOUT RECREATING THE WHEEL.
THERE'S SO MANY GOOD IDEAS IN HERE THAT ARE OVER AND ABOVE FUNDING MISSION.
AND YES, I THINK THAT ONE, I THINK ONE OF THE BIGGEST THINGS THAT'S HAPPENED, WELL, I MAY BE VERY WRONG, BUT I LOOK AT ALL THE THINGS THAT ARE GOING ON AND I CAN TELL YOU HOW MUCH, HOW, HOW MANY OF OUR ARTS COMMUNITY MEMBERS EVEN KNOW ALL THIS STUFF.
IS THERE, ARE THEY PAYING ATTENTION? IS IT EASILY ACCESSIBLE? DO THEY KNOW? I DON'T THINK THEY DO.
AND I THINK IT'S NOT TO THE DETRIMENT OF MAYBE THERE'S SOMETHING OUT THERE IN TRYING TO DO IT, BUT WE NEED TO HELP EACH OTHER CONNECT.
THERE NEEDS TO BE A WAY TO GET US CONNECTED TO THE COMMUNITY COMMUNITY, CONNECTED TO US, UH, COMMUNITY CONNECTED TO COMMUNITY.
WHAT IS, WHAT, UH, WHAT ARE THE RESOURCES OUT THERE THAT ONE HAS THAT THE OTHER DOESN'T, UH, HOW CAN WE GET TO THAT PLACE WHERE WE HAVE OUR COMMISSION MEETINGS, WHERE OUR COMMUNITY IS HERE IN THE ROOM WHEN IT'S NOT A TIME WONDERING IF THEY'RE GETTING MONEY OR NOT, IT'S A TIME WHERE THERE WE'RE ALL TRYING TO GET THAT RESILIENCY AND RECOVERY AND SUSTAINABILITY AND OUR CITY, YOU KNOW, IT'S ABOUT THE ART.
IT SHOULDN'T BE THE ART NEEDS TO COME FIRST AND NOT THE MONEY.
AND IT SEEMS SOMETIMES IT GOES AROUND AND OBVIOUSLY ONE CAN'T BE DONE WITHOUT THE OTHER, IN MANY WAYS, BUT THOSE CONNECTIONS AND I'D LOVE TO SEE, UH, UH, A WORKING GROUP OR A, OR SOMETHING HAPPENED THAT WE'RE REALLY FOCUSING ON THAT COMMISSIONER FLORES YOU'RE MUTED, HUH.
SO, UM, JUST FOLLOWING UP WITH PATIENTS THAT I WAS JUST THINKING OF THE WORKING GROUP, AND MAYBE NOT, MAYBE THAT'S SOMETHING THAT THE COMMUNICATIONS BETWEEN THE EQUITY WORKING GROUP KEN LOOKED AT AND DISCUSS THOSE WITH THOSE, THE COMMUNITY LEADERS THAT YOU'RE PUTTING TOGETHER.
AND MAYBE THAT MIGHT BE A GOOD FIT TO BEGIN THESE, THIS DIALOGUE AND COMMUNICATION WITH THAT MAKES SENSE.
IT JUST STRUCK ME THAT THAT WOULD BE A GOOD PLACE TO START TALKING ABOUT ALL OF THESE THINGS THAT ARE IN THAT REPORT OR THAT, UH, YEAH.
LIKE, I FELT LIKE HAVING ANOTHER WORKING GROUP ADDED TO THE LIST, LIKE IT'S A LOT MORE ADMINISTRATION
[01:55:01]
ON THE RN WHERE REALLY, IF WE CAN GET THE QUARTERLY MEETUP AND THE EQUITY WORKING GROUP, GET THEM GOING, THEN THIS CONVERSATION HAPPENS IN THOSE, IN THOSE WORKING GROUPS.SO WE'RE JUST PUTTING THEM INTO ACTION.
SO, AND I WOULD ADD THAT ANOTHER ITEM ON THIS ON PAGE 22 AT THE VERY BOTTOM FOSTER COLLABORATION BETWEEN AUSTIN BASED BUSINESSES, AND THIS IS TO SHARE GOODS AND SERVICES, BUT WE'VE BEEN TALKING ABOUT WHAT THE ARTS COMMUNITY CAN DO FOR THE ARTS COMMUNITY IN TERMS OF SHARING GOOD SERVICES, INFORMATION, IDEAS, SUPPORT THAT DIRECTLY FEEDS IN.
BUT YEAH, I THINK YOU'RE RIGHT.
I THINK PUTTING THAT AS PART OF THE EQUITY WORKING GROUP AND THE, THE MEETUPS THAT WE START THERE, AND THEN WE SEE WHERE IT LANDS COMMISSIONER SMALL BOT, THIS IS SLIGHTLY OFF THIS IMMEDIATE SUBJECT, BUT I'M WONDERING ABOUT, UM, WITH THE CIVILIAN CONSERVATION CORPS FUNDING.
AND I KNOW WE'RE GOING TO KICK THAT OVER TO THE WORKING GROUP, BUT JUST FOR OPEN DISCUSSION IS WITH THE PASSING OR APPROVAL OF THE CITY'S CLIMATE EQUITY PLAN.
ONE OF THE THINGS THAT ISN'T AT THE FOREFRONT OF THAT IS THE ROLE OF ARTS AND CULTURE, UM, WITHIN THE, THE IMPLEMENTATION OF THE WALL, THE CREATION OF STRATEGIES AND THE IMPLEMENTATION.
AND, AND CERTAINLY COMMUNICATION IS A HUGE PART OF THAT.
BUT I JUST FEEL LIKE THERE'S LIKE A NATURAL, THERE'S AN URGENCY AND A TIMELINESS TO BOTH OF THESE THINGS THAT WE'RE TALKING ABOUT AND POTENTIALLY A WAY TO COME TOGETHER, LIKE ACROSS, YOU KNOW, SECTORAL SILOS TO, TO REALLY GET SOMETHING, UM, MEANINGFUL ACCOMPLISHED IN, IN A, IN A SHORT TIMEFRAME, ABSOLUTELY TALES OF WHAT THAT LOOKS LIKE YET, BUT IT FEELS LIKE A REALLY, UM, STRONG OPPORTUNITY, ABSOLUTELY WISTIA I'VE, I'VE GOT A SIMILAR TAKE.
LIKE I DON'T, I DON'T HAVE ALL THE INFO YET, BUT I KNOW THIS, THIS FALLS MORE UNDER ADDITIONAL STRATEGIES, BUT, UH, COUNCIL RECENTLY PASSED SOME FUNDING FOR CHILDCARE AND I WAS ABLE TO CONNECT WITH UNITED WAY AND THE CHALLENGES THAT THEY'RE PRESENTING WITH CHILDCARE.
AND I FELT LIKE THERE'S AN OPPORTUNITY WHERE ARTS ORGANIZATIONS COULD STEP IN AND HELP PROVIDE.
I KNOW THERE'S WHEN I, WHEN I SPOKE WITH UNITED WAY, THERE WAS A CONVERSATION ABOUT, OR WE TALKED ABOUT HOW THERE'S INHERENT CHALLENGES BECAUSE IT IS CHILDCARE.
AND, YOU KNOW, WE'RE TALKING ABOUT PEOPLE'S KIDS AND THERE'S A LOT OF SAFETY PROTOCOLS THAT HAVE TO BE IN PLACE, BUT I STILL FEEL LIKE THERE'S, THERE'S POSSIBLY LIKE AN OPPORTUNITY FOR ARTS ORGANIZATIONS TO PROVIDE EITHER SOME SORT OF ARTS EDUCATION OR JUST BEING THOSE EXTRA BODIES IN THE ROOM TO BE ABLE TO, TO HELP WATCH THE KIDS.
UM, BUT LIKE I SAID, I DON'T HAVE ALL THE DETAILS.
I WASN'T REALLY COMFORTABLE BRINGING IT FORWARD, BUT SINCE WE'RE TALKING ABOUT STRATEGIES AND ALL THIS, LIKE I THINK THAT SHOULD BE PART OF THE MIX TO LET THE, LET THE COMMUNITY BE AWARE OF THAT.
AND I THINK THE ALIGNMENTS BETWEEN DIFFERENT NEEDS THAN ARTS LEADING THE WAY AND BEING PART OF THE, THOSE RECOVERIES IS VITAL.
I MEAN, I THINK THAT'S WHAT WE DO AS CREATIVE ARTS.
UM, BECAUSE WE, UH, IN THE HUMANITY BUSINESS, RIGHT? SO THIS PANDEMIC, I'M JUST THINKING, YOU KNOW, WE ARE ALL AFFECTED W BASICALLY TRAUMATIZED, YOU KNOW, AND, UM, WE ARE DISCONNECTED, YOU KNOW, UH, WITH, WITH, WITH, WITH PEOPLE THAT WE USUALLY MAY COME INTO CONTACT WITH.
SO I, I JUST THINK THAT AS WE SLOWLY OPENING UP, UM, MAYBE THIS IS A TRANSITION.
THIS CAN BE A TRANSITION TO HELP US, UH, SLOWLY GETTING MORE CONNECTED.
UM, SO I DUNNO HOW TO GO ABOUT DOING IT BECAUSE, YOU KNOW, I DO RUN A CHILDCARE CENTER AND YOU DO NEED TO HAVE FBI FINGERPRINT TO HAVE A STRANGER INTO THE HOUSE, YOU KNOW, IN AUTOCAD.
BUT I CERTAINLY THINK THAT, YOU KNOW, ARTISTS CAN BE IN A POT, YOU KNOW, AND, AND ALL OF, UH, THE ART FORM, THE MUSIC, THE, THE WHATNOT, YOU KNOW, UM, IN THE LAKE NEIGHBORHOOD POP, YOU KNOW, SO THAT'S WHY IT IS SO VITAL THAT, THAT, THAT ARTS, UH, NEIGHBORHOOD, YOU KNOW, IT IS SO VITAL, YOU KNOW, TO, TO CONNECT ALL THOSE ARTISTS IN THE NEIGHBORHOOD.
AND THEN, UM, I THINK THEY WILL BE HAPPY TO DO IT, YOU KNOW, TO, TO, TO, TO CONNECT, YOU KNOW, WITH ALL HUMANITY.
[02:00:02]
THERE'S SO MUCH WE CAN DO, I THINK, UM, YOU KNOW, I UNDERSTAND WE DON'T WANT TO HAVE ANOTHER GROUP, BUT WHAT WE CAN DO IS, UH, WE CAN, YOU KNOW, THINK ABOUT IT AND THEN, UH, SEND SOMETHING FORWARD, YOU KNOW, AND, UH, WE CAN COME UP WITH A MORE COMPREHENSIVE, WORKABLE ACTION PLAN, UH, THEN MAYBE WE CAN PROPOSE IT, YOU KNOW, UM, AND CONNECT.WE HAVE AN EARLY CHILDHOOD, UH, COUNCIL, YOU KNOW, AND, UH, I THINK, I THINK IT'S A BRILLIANT IDEA TO, TO CONNECT WITH CHILDREN AND, AND SUPPORT THEIR PARENTS BECAUSE THEIR PARENTS IS UNDER A LOT OF TRAUMA TOO, YOU KNOW? AND SO, YEAH, I THINK YOU CAN INDIVIDUALLY, UH, SEND SOMETHING I HATE TO GIVE ANN MARIE MORE WORK, YOU KNOW, AND THEN WE CAN, WE CAN, WE CAN ALL HAVE OUR OWN, YOU KNOW, WHATEVER IDEA AND THEN SEND IT AND THEN WE'LL COME UP WITH WHATEVER YEAH.
JUST SOMETHING THAT COMMISSIONER CASTILLO AND I HAVE BEEN TALKING ABOUT FOR AWHILE.
HERE'S, HERE'S MY THOUGHT, LET ME PITCH THIS OUT AND SEE HOW YOU GUYS FEEL ABOUT THIS, BUT IT SOUNDS TO ME LIKE IT'S THE BEGINNING OF ANOTHER BIG CONVERSATION AND, AND COULD, SO I WOULD SUGGEST WE'RE GOING TO KICK THE CIVILIAN CONSERVATION CORPS BACK TO THE RESILIENCE AND RECOVERY WORKING GROUP, UM, THE ECONOMIC RECOVERY AND RESILIENCY FRAMEWORK, AND SOME OF THE IDEAS THAT COME OUT OF THAT, I THINK MAKES SENSE TO GO TO THE EQUITY WORKING GROUP THAT'S COMING TOGETHER AND TO OUR QUARTERLY MEETUPS AND TO, UM, SELENA AND I RE REKINDLING OUR COMMUNITY CHATS.
SO, UM, WE THINK SUNDAY NEXT WEEK PAY, UH, TO DATE IT'S EXACT TIME TO BE DETERMINED BECAUSE WE HAVE TO COMPARE SCHEDULES, BUT, UH, WAIT FOR THE NEWSLETTER TO COME OUT.
WE'LL GET THAT OUT TO FOLKS IMMEDIATELY AND WE'LL GET THAT STARTED.
BUT THOSE, THESE ARE CONVERSATIONS THAT NEED TO BE HAPPENING, NOT JUST WITH US, BUT WITH THE COMMUNITY, RIGHT? THESE, THAT'S NOT ABOUT OUR IDEAS, IT'S EVERYBODY'S IDEAS BECAUSE THIS IS A COLLABORATIVE COMMUNITY RECOVERY, AND THIS IS HOW WE DO IT.
I LOVE YOUR IDEA ABOUT THE CLIMATE EQUITY PLAN, BRILLIANT CONNECTION POINT.
SO I CHARGE YOU ALL TO BE THINKING ABOUT WHAT THOSE MIGHT BE.
UM, AND LET'S JUST START A LIST AND ANN MARIE, YOU AND I CAN TALK ABOUT WHAT'S THE MOST EFFECTIVE WAY TO DO THAT, THAT DOESN'T KILL YOU.
UM, WILL I, WILL WE CONTINUE TO FIGURE OUT HOW WE PUT TOGETHER A MESSAGE BOARD BECAUSE I THINK THAT'S WHAT WE NEED.
UM, SO YEAH, EMORY, WHAT WE'LL FIND A WAY NOT TO KILL YOU.
UM, SO, AND ALSO WITH THAT IN MIND, I'D LIKE TO WORK OUR WAY BACK TO THE OLD BUSINESS AND GO THROUGH THESE WORKING GROUPS, BECAUSE SOME OF THIS STUFF I THINK IS GOING TO NATURALLY FALL AND YOU'LL FIND SOME OF THIS WORK IS ALREADY HAPPENING.
AND SOME OF THESE CALL OUT CONNECTION POINTS ARE ALREADY IN PLACE.
SO LET'S SEE HOW ANY OF THIS ALSO FITS INTO THE EXISTING WORKING GROUPS THAT WE HAVE SOUND LIKE A GOOD IDEA.
SO I'M GOING TO WITH WE'RE GOOD.
[5.a. Discussion and Possible Action on Working Groups and Working Group Updates]
OR BUSINESS DISCUSSION AND POSSIBLE ACTION ON WORKING GROUPS AND WORKING GROUP UPDATES, STARTING WITH THE JOINT WORKING GROUP FOR JOINT CULTURAL COMMITTEE WITH COMMISSION SHARE POLDARK.THAT WOULD BE ME COMMISSIONER CASTILLO, WHO IS CHAIR OF THAT WORKING GROUP AND WAS WORKING GROUP MEMBERS FROM THE QUALITY OF LIFE, COMMISSIONS AND MUSIC AND SEVERAL OTHER ORGANIZATIONS.
SO WE HAD OUR MONTHLY MEETING.
UH, WE TOOK NOT A STEP BACK, BUT WE, WE DRAFTED A NEW DOCUMENT TO CONFIRM THAT EVERYONE UNDERSTANDS WHAT THE EXPECTED OUTCOMES OF OUR, OF FORMING THE JOINT CULTURAL COMMITTEE.
SO WE'RE REVIEWING THAT DOCUMENT, JUST MAKING SURE THAT EVERYBODY'S ON BOARD BEFORE WE TAKE OUR OFFICIAL VOTE OF THE, THE LETTER OF RECOMMENDATION, WHICH, WHICH IS PRETTY MUCH READY.
WE JUST WANTED TO MAKE SURE THAT EVERYBODY UNDERSTOOD, LIKE AFTER WE FORMED THIS COMMITTEE, WHAT DO WE EXPECT OUT OF IT? AND SO JUST MAKING SURE THAT EVERYBODY'S ON THE SAME PAGE.
SO WE'RE TAKING A LITTLE BIT OF TIME TO DO THAT.
UM, BUT OTHER THAN THAT, LIKE I SAID, WE MET AND WE'RE TALKING.
SO, AND IF I MAY ALSO SHARE ONE OF THE THINGS THAT WE ARE ALSO EXCITED ABOUT WITH THIS JOINT CULTURAL COMMITTEE IS IT'S A GREAT PLACE FOR US NATURALLY, TO CONTINUE CONVERSATIONS ON CULTURAL FUNDING REVIEW REVISIONS, BECAUSE WE'RE IN CONTACT WITH DIRECTLY QUALITY OF LIFE COMMISSIONS FOR THE ENTIRE COMMUNITY.
SO THOSE CONNECTION POINTS WERE USEFUL AND THOSE, UH, AND OUR COLLABORATORS ON THAT WORKING GROUP ARE HELPING US CREATE OTHER AVENUES FOR CONVERSATION.
AGAIN, STILL CONTINUING THAT, THAT CONNECTION
[02:05:04]
QUESTIONS ON THAT, ON ANY OF THAT, EVERYBODY GOOD? OKAY.MOVING ON FIVE, A TWO JOINT MUSIC AND ARTS COMMISSION WORKING GROUP TO IDENTIFY ADDITIONAL FUNDING, RESOURCES AND STRATEGIES BEYOND HOT COMMISSIONERS, SMALL BOP.
SO AS THE NAME SUGGESTS OUR WORKING GROUP INCLUDES MEMBERS FROM BOTH THE ARTS AND MUSIC COMMISSIONS, AND WE HAVE BEEN MEETING MORE OR LESS BIWEEKLY, UM, FOR THE PAST COUPLE OF MONTHS.
UM, WE'RE ALSO IN THE PROCESS OF RECRUITING AND BRINGING IN ADDITIONAL THOUGHT PARTNERS.
SO OUTSIDE OF THE COMMISSIONS, UM, WHO CAN HELP US AT THIS POINT, MOVE FORWARD ON DEVELOPING STRATEGY AROUND NUMEROUS IDEAS FOR SECURING ADDITIONAL FUNDING TO SUPPORT ARTS CULTURE AND MUSIC.
UM, SO WE STARTED OUT WITH LIKE A BRAIN DUMP, UM, THAT, YOU KNOW, GENERATED MANY, MANY, MANY, MANY IDEAS UNDER DIFFERENT SORT OF UMBRELLAS.
UM, AND I SHOULD NOTE THAT WE HAD A CONVERSATION ABOUT, YOU KNOW, WHAT, WHAT DO WE MEAN WHEN WE SAY RESOURCES, BECAUSE THAT COULD MEAN A LOT OF DIFFERENT THINGS, BUT FOR THE PURPOSE OF THE, YOU KNOW, SORT OF FIRST PRIORITY OF THIS WORKING GROUP WAS TO FOCUS ON NEW OR EXPANDED MONETARY RESOURCES.
UM, AND, YOU KNOW, WE CAME UP WITH A LOT OF DIFFERENT IDEAS AND, AND HAVE JUST RECENTLY IN OUR PAST MEETING KIND OF HONED IN ON, ON OUR PRIORITIES AND THAT, THAT THOSE HAVE BEEN BASED AROUND WHAT IS EITHER LOW HANGING FRUIT OR CONCEPTS THAT HAVE, UM, THAT WE BELIEVE ARE WORTH LIKE A LONGER, UM, INVESTMENT, UM, TO BUILD THE, UM, RELATIONSHIPS AND, AND BUY IN THAT, THAT WE NEED TO LEAD TO SORT OF BIG DOLLAR LONG-TERM PRIVATE INVESTMENT IN ARTS AND CULTURE, UM, WITH THE RECOGNITION THAT THAT WILL REQUIRE A UNIFIED STRATEGY, UM, NOT JUST AMONG ARTS AND MUSIC, BUT, BUT IN TO KIND OF ALL OF THE, THE SECTORS THAT CONTRIBUTE TO OUR OVERALL ECOSYSTEM.
UM, SO WE'RE, WE'RE REALLY INTERESTED IN THOSE WHO WANT TO HELP KIND OF MOVE SOME OF THESE IDEAS FORWARD.
UM, WE'RE REALLY FOCUSING ON THIS IDEA THAT KIND OF ALL OF OUR STRATEGIES GROW OUT OF, AS OF, UH, THE IDEA OF A CAMPAIGN THAT REALLY BUILDS ON THE NEED, UM, TO TRANSLATE THE LOVE AND, AND OF AUSTIN'S UNIQUE CULTURE INTO MEANINGFUL INVESTMENT BACK INTO THE PEOPLE THAT CREATE THAT CULTURE.
AND SO WE'RE TALKING ABOUT, YOU KNOW, THE ULTIMATELY, UM, EXPANDING ON AFFORDABLE CREATIVE SPACES NOW, AND, YOU KNOW, IN PERPETUITY, LOW BARRIER CREATIVE GRANTS THAT ARE OUTSIDE OF, OF THE, THE, THE HOT FUNDS.
SO NOT, NOT INSTEAD OF, BUT IN ADDITION TO, UM, WHAT WE'RE ABLE TO FUND THROUGH THROUGH, UM, THE TOURISM DOLLARS, UM, AND THEN LIKE THE EXPANSION OF SOCIAL SAFETY NET AND BENEFITS PROGRAMS THAT CAN SUPPORT, UM, ALL ARTISTS IN OUR COMMUNITY.
WE'RE STILL WORKING, AND WE'RE REALLY INTERESTED IN CONNECTING WITH FOLKS WHO WOULD LIKE TO WORK WITH US ON MOVING SOME OF THESE IDEAS FORWARD.
WHAT DO YOU NEED FROM THIS, FROM YOUR TEAM HERE? WHAT DO YOU NEED, UM, IMMEDIATELY I COULD USE, WE COULD USE HELP WITH, UM, CRAFTING MORE BODIES WHO WANT TO WORK ON, ON WRITING, UM, ON SORT OF MOVING SOME OF THESE IDEAS FOR LIKE, WE NEED TO CREATE, UM, SOMETHING FOR PEOPLE TO RESPOND TO AS WE'RE HAVING THESE CONVERSATIONS, ESPECIALLY AS WE MOVE INTO PRIVATE CORPORATE HAVING CONVERSATIONS WITH CORPORATE HR AND, AND, YOU KNOW, PEOPLE WHO CONTROL, UM, THE DOLLARS THAT COULD, COULD BE DEDICATED TO THIS EFFORT, UM, KIND OF NEED HELP CRAFTING THAT.
UM, JUST BECAUSE WE ARE, MOST OF THE PEOPLE WHO ARE ON OUR WORKING GROUP ARE ALSO ON SEVERAL OTHER WORKING GROUPS AND WE, EVERYONE HAS THEIR OTHER COMMITMENTS AS WELL.
SO I THINK JUST MORE, MORE, MORE PEOPLE, MORE PEOPLE, MORE BODIES, MORE RESOURCES.
UM, I'M GLAD YOU SAID THAT ABOUT THE OVERLAP ON WORKING GROUP MEMBERSHIPS.
I WANT TO, AS WE GO THROUGH, I WANT TO TAKE A LOOK AT THIS AND SEE HOW WE'RE BALANCED AND MAYBE HOW WE REBALANCE SOME OF THOSE WORKING GROUPS.
CAUSE IT FEELS LIKE THERE ARE A HANDFUL OF FOLKS THAT ARE DOING A LOT OF HEAVY LIFTING, AND I KNOW THAT EVERYBODY'S STRETCHED, BUT LET'S FIGURE OUT WHAT HAS TO BE MOVING FORWARD RIGHT NOW, WHERE OUR TIME AND ENERGY NEEDS TO BE SPENT PRIORITIZATION BEFORE WE LEAVE THIS OLD BUSINESS SECTION.
[02:10:02]
MR. CASTILLO, YOU'RE HEADING FOR YOUR MICROPHONE.YOU'RE WAITING FOR THE NEXT ITEM.
THEN WE'RE GOING TO THE NEXT ITEM.
QUARTERLY ARTS COMMUNITY COMMISSION MEETUPS WORKING GROUP WITH COMMISSIONERS BARN, CASIO GARZA, AND GREG SPEAKING OF REORGANIZING WORK IN GROUPS.
I SENT OUT AN INVITATION OR I SENT OUT A PROPOSAL.
I THOUGHT, UH, AT THE CONCLUSION OF OUR LAST MEETING, I THOUGHT, UH, WE DIDN'T REALLY GET THE FEEDBACK FOR THE QUARTERLY ARTS MEETUP THAT, THAT, THAT WE WERE EXPECTING.
OR WE WERE HOPING FOR, UM, AND I THOUGHT THAT MAYBE THE QUARTERLY MEETUP WOULD BE A GOOD TOOL IN BEING ABLE TO CONNECT WITH, UH, COMMUNITY LEADERS TO, TO HELP THE EQUITY WORKING GROUP, DO THEIR, THEIR WORK.
AND SO I PROPOSED THAT THE TWO WORKING GROUPS WOULD MEET TOGETHER SO THAT WE COULD DISCUSS THAT.
UM, UNFORTUNATELY WOULD JUST THE TIMING WE COULD, WE COULDN'T GET IT TO WORK, UM, OR WE COULDN'T SCHEDULE THE MEETING, BUT, UM, I STILL, I WANTED TO SHARE THAT WITH THE REST OF THE COMMISSION IS I THINK, UH, THE TWO WORKING GROUPS CAN MEET AT THE SAME TIME AND DISCUSS THAT, THAT OPPORTUNITY OF, YOU KNOW, HOW DO WE USE, HOW DO WE LEVERAGE THE MEETUP AS AN OPPORTUNITY TO INVITE IN COMMUNITY LEADERS AND HAVE THIS DISCUSSIONS FOR THE EQUITY WORKING GROUP? UM, AND RIGHT.
I THINK RIGHT NOW COMBINING THE TWO, I THINK WE'RE AT SIX, SO IT'S A LITTLE PRECARIOUS.
UM, BUT SINCE YOU BROUGHT UP RESHUFFLING, I THOUGHT MAYBE THAT'S AN OPPORTUNITY TO RETHINK WHO'S ON THE WORKING GROUPS.
UM, OR SOMEBODY, IF SOMEONE CAN'T MAKE IT, WE CAN FIGURE OUT HE SLIDES IF WORST CASE SCENARIO, BUT YEAH.
UM, YOU JUST ALMOST DID BOTH, UH, UPDATES AT ONCE.
ANYTHING ELSE YOU WANT TO TAG ON THE EQUITY WORKING GROUP CONVERSATION? UH, I MEAN, IT'S THE SAME CONVERSATION ON IT.
I'LL, I'LL S I'LL YIELD TO COMMISSIONER KI AND IF SHE HAS ANYTHING ELSE TO ADD, BECAUSE I THINK SHE WAS THE CHAIR.
I MEAN, I WAS JUST GOING TO PIGGY BACK OFF OF COMMISSIONER STILL YOU, THAT OUR NEXT PROJECT FOR NOVEMBER WOULD BE INCORPORATED WITH WHAT HE JUST STATED.
SO, UM, AS OF TONIGHT, I DON'T HAVE A MEETING FOR OCTOBER BASED UPON THAT'S WHAT WE WERE TRYING TO GET YOU THAT MEETING, BUT I BELIEVE IT SHOULD WORK OUT BASED OFF OF THE CONSENSUS THAT, UM, WE BOTH RECEIVED UNDERSTAND COMMISSIONER FLORES.
SO I'M GOING TO BE A LITTLE, UH, I'M GOING TO SPEAK FOR BRETT BECAUSE HE'S NOT HERE.
I MEAN, I NOTICE HE'S ON THE QUARTERLY ARTS COMMUNITY GROUP AND YOU ALL ARE PLANNING TO MEET SOON.
HE IS ALSO, I THINK I AM ON THE P THREE.
AND SO PERHAPS, AND I'VE HEARD THAT WE HAVE TO GET SOMETHING OUT BY NOVEMBER.
AND SO HE'S PROBABLY GOING TO NEED TO SLIDE FROM Y'ALL'S MEETINGS TO MEET WITH US, TO REALLY BEAR DOWN ON WHAT WE GOT DO AND LISTEN, THREE WEEKS, MAYBE.
ANYBODY ELSE? I GUESS MY ONE QUESTION ABOUT THE EQUITY WORKING GROUP WITH COMMUNITY ARTS LEADERS, BECAUSE WE FLIPPED FROM SORT OF ONE FOCUS TO ANOTHER FOCUS WITH THAT WORKING GROUP.
UM, I JUST WANT TO MAKE SURE THE CHAIR POSITION THAT CAME UP, COMMISSIONER KEATON, ARE YOU STILL GOOD BEING CHAIR OF THE EQUITY WORKING GROUP? YOU GOOD THERE? OH, OKAY, COOL.
JUST MAKING SURE I KNOW YOU'RE ALSO KICKED BACK INTO SCHOOL, SO ON MAKE SURE THAT YOU'RE ABLE TO DO ALL THE AMAZING THINGS THAT YOU'RE DOING.
UH, EMERGENCY FUNDING AND PRACTICE STRATEGIES FOR FUTURE FUNDING WORKING GROUP, WHICH DIDN'T HAVE ANYTHING TO DO.
AND NOW YOU DO COMMISSIONERS THIS NOW WE DO.
YEAH, WE HAVE NOT MET SINCE WE GOT THE ARPA ALLOCATION OUT, UH, PRIOR TO SEPTEMBER'S MEETING, BUT I HAVE A FEELING WE WILL BE SEEING EACH OTHER VERY SOON.
UM, OUR NEIGHBORHOODS WORKING GROUP, MR. VANDYKE, WE'RE WORKING ON A DRAFT THAT HOPEFULLY WE CAN BRING MAYBE NEXT MONTH TO THE MEETING THAT WORKS.
I JUST WANTED TO, I FELT LIKE WE CAN CLOSE OUT THE QUARTERLY MEETUP WORKING GROUP FAIRLY SOON.
LIKE AS LONG AS WE, YOU KNOW, WE FIGURED OUT YET HOW IT'S GOING TO RUN AND THEN WE'LL CLOSE OUT THAT WORKING GROUP AND I'M KIND OF INTERESTED IN JOINING THE ARTS NEIGHBORHOOD WORKING GROUP IF THEY WOULD HAVE ME OR IF ANYONE WANTS TO, UM, COME HANG OUT WITH US.
WE'VE GOT SOME, THE CAVEAT THAT I WANT THE QUARTERLY MEETUP
[02:15:01]
TO CLOSE OUT FIRST BEFORE.HOW DO YOU FEEL ABOUT JAIME JOINING US? YEAH, TWO THUMBS WAY UP.
SO WE'RE GOING TO TAKE A LOOK AT THE END OF THIS LIST AND SAY, OKAY, WHO'S WHERE ON? WHO NEEDS TO BE AWARE? ALL RIGHT.
AND THEN FINALLY, THE PUBLIC PRIVATE PARTNERSHIP, T3 WORKING GROUP WITH COMMISSIONERS BARNS, SMALL BACK FLORES AND MOCK AS BACKUP.
UM, AND I, AND I WAS GOING TO SUGGEST ACTUALLY, COMMISSIONER MOCK, GIVEN HOW PASSIONATE YOU WERE, YOU SHOULD BE IN AT, I AM, I WAS READY TO SERVE, BUT YOU KNOW, SOMEBODY THINKS THAT IT'S TOO MANY PEOPLE.
SO I SAID, OKAY, I WILL RECRUIT MYSELF.
I MEAN, THIS IS A SHORT WORKING GROUP, AS LONG AS WE WORK OUT THE LANGUAGE WITH THE RIGO AND MAKING SURE, UM, THAT, UH, THIS, THIS, THIS, THIS PETRI THING IS PART OF A CITY PROJECT THAT THEY SHOULD HAVE AFFORD THE SAME, UM, RESOLUTION THAT HAS BEEN PASSED FOR AIPP PROJECT.
SO I THINK THIS I'LL BE HAPPY TO DO IT, AND I'LL BE HAPPY TO GET IT DONE BECAUSE I THINK IT NEEDS TO BE DONE.
DID YOU HAVE A QUESTION JUST LOOKING AT, I WOULD LIKE TO SEED MY SEAT ON THAT WORKING CRYPTIC COMMISSIONER, GIVEN THE URGENCY OF SEVERAL OF THE OTHER WORKING GROUPS THAT I'M ON IN THE NEXT MONTH.
SO THAT, THAT WORKING GROUP IS NOW COMMISSIONER BURNS, CHAIR, COMMISSIONER FLORES, AND COMMISSIONER MOCK COMMISSIONER KEATON QUESTION.
AND DO YOU HAVE A QUESTION, UM, BASED UPON WHAT COMMISSIONER FACILITY I JUST STATED ABOUT THE GROUP, THE QUARTERLY ARTS COMMISSION, COMMUNITY COMMISSION MEETUP GROUP.
UM, I'M WONDERING SINCE THE EQUITY WORK IN OUR, IN GROUP ALREADY CREATED OUR DOCUMENT AND IT'S ALREADY LOT FOR, UM, THE COMMUNITY TO ENGAGE WITH, IS IT POSSIBLE THAT WE COULD GO TO A QUARTERLY GROUP? CAN WE JUST BECOME THE QUARTERLY GROUP? COULD WE JUST COMBINE THAT TOGETHER? I JUST SWITCH IT OVER TO WHERE WE MEET QUARTERLY, WHERE WE'RE ACTUALLY JUST CHECKING ON, WHAT'S BEEN CONTRIBUTED BY THE COMMUNITY AND IF WE NEED TO UPDATE ANYTHING.
MY UNDERSTANDING W WELL THAT WHAT WE DID LAST MONTH WAS WE SUNSET, WE CLOSED THE EQUITY RESOURCE WORKING GROUP BECAUSE HE PROVIDED THAT DOCUMENT.
WE SHARED IT WITH THE COMMUNITY.
UM, SO I FEEL LIKE THAT THAT ONE WAS CLOSED AND WE CREATED THIS NEW ONE CALLED THE EQUITY WORKING GROUP.
UM, AND THIS, THIS, THIS WORKING GROUP REQUIRES US TO MEET WITH COMMUNITY LEADERS OR INVITE THEM IN SO THAT WE CAN TALK ABOUT, UH, THE FUNDING REVIEW PROCESS AMONG OTHER THINGS.
SO I THINK THAT'S STILL REQUIRES A, UH, A MONTHLY MEETING SCHEDULE.
AND, UH, COMMISSIONER GRAY DID, WHEN THIS IS JUST KIND OF RESETTING MY BRAIN WHEN WE WERE TALKING ABOUT THE, HAVING THE QUARTERLY COMMUNITY MEETINGS, AND WE HAD OUR DOCUMENT OF HOW WE WERE GOING TO DO THAT.
HOW ARE WE FOLLOWING UP ON THAT, BUT IS THAT SET IN OUR DOCUMENT? AND I'VE JUST FORGOTTEN IT.
W WE LAID OUT WHAT WE THOUGHT, BUT THERE WERE STILL LIKE TWO OR THREE POINTS WHERE WE'RE LIKE, THE REST OF THE ARTS COMMISSION SHOULD WEIGH IN ON IT, BUT WE NEVER GOT GOOD FEEDBACK LAST MONTH.
CAN WE WORK ON THAT? YEAH, THAT, THAT'S WHAT I WAS TRYING TO DISCUSS ALL THAT.
SO WE ARE GOING TO HAVE AT LEAST ONE MORE MEETING.
YEAH, I THINK WE WERE ON THE P THREE, A COMMITTEE, A WORKING GROUP.
AND I WOULD LIKE TO HEAR, SINCE I'M ON IT, I WOULD LIKE TO HEAR FROM STAFF, UH, WHERE WE ARE, UH, IN TERMS OF LIKE, WHAT'S THE NEXT STEP, BECAUSE I THOUGHT WE HAD TO MEET RIGHT.
OH, WELL, I CAN PROBABLY GIVE YOU A QUICK UPDATE.
CAUSE I TALKED TO COMMISSIONER BARNES TODAY.
UM, AIPP ALSO HAS MEMBERS ON THAT WORKING GROUP AND THEY WERE PUT FORWARD AT THE LAST DAY IPP MEETING AND COMMISSIONER BARNS NEEDS TO GET YOU GUYS IN THE SAME ROOM.
UM, UM, WAS THERE A DOCUMENT OR A DRAFT THAT'S ALREADY BEEN STARTED OR ARE WE STARTING FROM SCRATCH? I MEAN, GREAT QUESTION.
IS SUE STILL ON THE CALL? SO YOU LAND SUE, ARE YOU SEALING THERE? IF NOT, I CAN CHIME
[02:20:01]
IN WITH WHAT I KNOW FROM, I SEE YOUR NAME, I SAY BOX.IT WAS THAT I WAS STRUGGLING TRYING TO GET ON MUTED THROUGHOUT THE MEETING.
SO COMING IN AT THE END, I'M STILL LAMB, UH, ART AND PUBLIC PLACES, PROGRAM MANAGER.
AND, UM, SO TO ANSWER YOUR QUESTION, LULU, UM, YES, WE, WE WOULD LOVE TO GET A REALLY QUICK RUNNING START ON THE P THREE PROCESS.
THERE IS NO DOCUMENTATION, THERE'S NO LANGUAGE NECESSARILY YET.
UM, BUT WE DO HAVE, UM, SOME POLICY THAT'S BEEN WRITTEN BY THE P THREE PROGRAM, AS WELL AS, UM, THE GREEN BUILDINGS PROGRAM THAT WE COULD USE.
UM, THAT SAID, UH, THERE'S ALSO THE POSSIBILITY OF PUSHING THIS, UM, TO ANOTHER COUNCIL WORKING SESSION, WHICH IS, WHICH IS THE THING THAT WE'RE WORKING TOWARDS.
UM, COUNSEL HAS REQUESTED THAT WE COME BACK, UH, AT A WORKING SESSION PRIOR TO DECEMBER 9TH TO, UM, GIVE SOME LANGUAGE TOWARDS HOW, UM, P P SHOULD BE HANDLED WITH P THREE PROJECTS.
AND SO, UM, WE CAN, WE CAN MOVE THAT FURTHER.
AND IN RECOGNITION OF, AS MEGAN MENTIONED EARLIER IN THE MEETING THAT WE WERE COMING UP TO THE HOLIDAYS AND EVERYBODY'S TIME IS GOING TO BE EVEN TIGHTER.
UM, IT MAY BE A LITTLE BIT, UM, ASPIRATIONAL TO THINK THAT WE'RE GOING TO GET THIS DONE BEFORE, UH, THE NOVEMBER MEETING FOR THE ARTS COMMISSION, BUT IT WOULD BE GREAT TO MEET FIRST AND, AND HAVE A CONVERSATION ABOUT IT.
WELL, I JUST WANTED TO KNOW IF WE HAD, YOU KNOW, A STARTING PLACE ALREADY, OR YOU HAVE DOCUMENTS THAT WE NEED TO GO THROUGH AND DO THAT.
SO I THINK WE NEED TO DO THAT RATHER THAN LATER, SO THAT WE CAN HAVE A REPORT OR AT LEAST SOME SORT OF A DRAFT OR SOMETHING FOR INPUT FROM THE COMMISSIONERS AT THE NOVEMBER MEETING, PERHAPS.
AND THEN WE MOVED FORWARD TO THE DECEMBER COUNCIL.
THAT WAS CERTAINLY COMMISSIONER BARNES INTENT COMMISSIONER.
I THINK THIS IS A, THIS IS AN URGENCY.
I THINK THAT, UM, I DIDN'T KNOW HOW, HOW MANY PROJECT HAS BEEN DONE, UH, WITHOUT HONORING THE 2%.
YOU KNOW, I WOULD LIKE TO HAVE SOME BACKGROUND INFORMATION THAT, UM, SINCE THE T3 HAPPENED.
SO HOW MANY PROJECTS THAT HAD THAT HAS NOT BEEN UNDER THE GUIDELINE OF THE, UH, ARTS AIPP RESOLUTION? SO THAT'S NUMBER ONE, NUMBER TWO.
UM, I THINK WE SHOULD, AS A COMMUNITY, WE SHOULD, UH, SEND OUR, UH, OUR THOUGHTS AND OUR RECOMMENDATION TO THE CITY COUNCIL COMMITTEE TO, TO, TO ASK THEM, YOU KNOW, TO, UH, MAKING SURE THAT FROM OUR PERSPECTIVE, THIS IS PART OF THE, UH, CITY, UH, PROJECTS.
SO IT SHOULD, UM, GIVEN, I MEAN, IT SHOULD BE GIVEN THE SAME CONSIDERATION AS THIS 2% ALLOWANCE FOR THE ARTISTS.
SO I, I DON'T THINK IT IS HARD TO DO, YOU KNOW, IT IS JUST, I THINK OUR THOUGHTS, UH, ARE PRETTY, UH, SIMILAR THAT WE WANT TO HAVE THIS HAPPEN.
SO IT'S JUST A MATTER OF MAYBE WRITING A RECOMMENDATION, OUR THOUGHTS, YOU KNOW, TO THE CITY COUNCIL COMMITTEE AND LET THEM TAKE IT ON, UH, AT THE COUNCIL MEETING.
IF I MAY, IT SOUNDS LIKE A SHORT CONVERSATION WITHIN THE WORKING GROUP WE'LL RESOLVE THIS.
UM, SO I JUST, I'M GOING TO KICK THAT BACK TO YOU GUYS TO CONNECT WITH BRETT.
SO YOU CAN GET A MEETING ON THE BOOKS BECAUSE I THINK YOU'RE GOING TO BE ABLE TO KNOCK IT OUT PRETTY FAST.
IT SOUNDS LIKE I'M GOING TO BE IN THE DETAILS BECAUSE IT'S, IT'S A COMPLEX, IT'S A VERY COMPLEX, UM, ARRANGEMENT.
AND SO I THINK CERTAIN THINGS HAVE TO BE WORKED OUT WITH LEGAL, BUT I THINK CONCEPTUALLY, WE AGREE, I THINK THAT IT SHOULD HAVE A SIMILAR IMPACT OR, UH, YOU KNOW, UH, THAT IT SHOULD BE TREATED AS AN ALPP, BUT THE DEVIL'S IN THE DETAIL ON HOW TO DO THAT.
I THINK I, IF I MAY, BECAUSE IT SOUNDS LIKE WE'RE, I DON'T WANT IT TO BECOME A WORKING GROUP MEETING.
UM, BUT YES, MA'AM, UM, QUESTION FOR SUE.
UH, SO WHICH, WHICH COUNCIL COMMITTEE, UH, WILL BE THE APPROPRIATE ONE TO ADDRESS THIS ISSUE? UM, I KNOW THAT, UM, AUDIT AND FINANCE, UH, WORKS WITH THE T3 PROGRAM.
UM, BUT I DON'T KNOW THAT THAT IS, UM, A CONVERSATION THAT'S NEEDED FOR US.
I THINK IT'S ARTS COMMISSION AND MOVING IT FORWARD TO THE,
[02:25:01]
UH, COUNCIL WORK SESSION AS THEY HAD REQUESTED.DO YOU, DO THEY HAVE A DIFFERENT COMMITTEE AT THE COUNCIL LEVEL? UM, THAT, THAT IS APPROPRIATE FOR THIS CONVERSATION? I JUST WANTED TO MAKE SURE THAT WE TALK TO THE RIGHT PEOPLE.
IF I MAY, I APOLOGIZE FOR INTERRUPTING, BUT STAFF IS RESPONDING TO A SPECIFIC REQUEST FROM COUNCIL, RIGHT.
SO THEY'RE TRYING TO ADDRESS IT BASED ON WHAT COUNCIL HAS, HAS REQUESTED THAT YOU NEED TO COME BACK FOR A WORK SESSION.
THAT'S WHAT WE WERE REQUESTED TO DO.
HOWEVER, I THINK WHAT SUE WAS TRYING TO TELL US EARLIER WAS THAT WE WANT THE INPUT OF THIS WORKING GROUP TO INFORM THE RECOMMENDATION.
AND IF THAT DOESN'T HAPPEN BY THE DECEMBER, UM, WORK SESSION, WE CAN PUSH IT TO EARLY TO LATER AND TO EARLIER NEXT YEAR.
UM, ALTHOUGH I AGREE, COMMISSIONER MOCK, I DON'T, I DON'T WANT TO DELAY THIS BEYOND WHAT IT NEEDS TO BE DELAYED, BUT IT IS, UH, IT IS A LITTLE MORE COMPLEX THAN JUST APPLYING THE ORDINANCE BECAUSE IT'S A DIFFERENT PROCUREMENT SYSTEM THAN OUR TYPICAL CIP PROCESS WHERE IT APPLIES PRETTY, PRETTY QUICK, PRETTY CLEARLY.
SO I THINK WHAT WE CAN DO IS PREPARE SOME OF THE CONTEXT AND BACKGROUND FOR THE WORKING GROUP AND GET IT TO YOU SO THAT YOU CAN KIND OF STUDY IT, GET UP TO SPEED, FORMULATE YOUR QUESTIONS FOR US.
AND THEN WE CAN WORK WITH YOU ON KIND OF HOW WE MOVE THIS FORWARD IN THE WORKING GROUP.
AND THEN BACK TO THE COMMISSION AND THEN TO COUNCIL IN IS IN AS TIGHT A TIMELINE AS WE CAN, KNOWING THAT THERE'S SOME THINGS TO WORK THROUGH BOTH ON YOUR SIDE AND UNDERSTANDING IT AND OUR SIDE, AND KIND OF NAVIGATING THE CITY'S SYSTEMS. I JUST WANT TO FINISH OUR SIDE SO THAT HE CAN MOVE FORWARD BECAUSE WE DO NOT WANT TO BE THE HOLDEN.
SO AT THIS POINT WE ARE AT THE END OF FIVE, A M COMMISSIONERS.
THIS MAN WAS GOOD AT LOOKING AT NOTES THAT WE TAKEN AWHILE AGO TO SAY OUR GOAL WAS TO HAVE ROUGHLY THREE TO FOUR PEOPLE PER WORKING GROUP.
AND TO HAVE TWO TO THREE WORKING GROUPS PER COMMISSIONER, LIKE YOUR ASSIGNMENTS WERE TWO TO THREE, SO THAT YOU DIDN'T GET OVERWHELMED.
A NUMBER OF US HAVE THREE, UM, A NUMBER OF US HAVE ONE HAVE COMMISSIONER CASTILLO.
I'M LOOKING AT YOU, UM, ALSO COMMISSIONER GREG, AND SHE SHE'S LIKE, I'LL DO ALL THE THINGS.
AND ALSO I W I WANT TO BE MINDFUL OF PEOPLE'S TIME, BUT I WOULD CALL ON YOU ALL TO TAKE A LOOK AT WHAT YOUR LIVES ARE LIKE AND WHAT YOUR PRIORITIES ARE AND SEE IF THERE'S A PLACE THAT YOU MIGHT WANT TO SHUFFLE.
THERE ARE A COUPLE OF THESE WORKING GROUPS THAT I THINK ARE GOING TO SUNSET FAIRLY QUICKLY.
IF WE CAN GET THE QUARTERLY MEETUPS STUFF DONE, I THINK THAT WE'LL GO, UM, AND OPEN THINGS UP.
IS THERE ANYTHING IN HERE THAT MIGHT BE ABLE TO TAKE ON ANY OF THE CONVERSATIONS WE'VE WE HAD EARLIER ABOUT RESILIENCE OTHER THAN THE ONES WE'VE ALREADY INDICATED COMMISSIONER CASTILLO? I WANTED TO POINT OUT THAT I FEEL LIKE I'VE, I GUESS I COULD STILL CONTRIBUTE.
I WAS GOING TO SAY, I FELT LIKE I'VE CONTRIBUTED EVERYTHING THAT I COULD TO THE JOINT, UH, ADDITIONAL FUNDING, RESOURCES AND STRATEGIES WORKING GROUP.
BUT, UH, YEAH, I I'LL SAY I'M READY TO SEED THAT SEED IF, IF THAT'S HELPFUL.
UM, OF COURSE, YOU KNOW, THE REST OF THE WORKING GROUP IS WELCOME TO CONTACT ME IF THEY HAVE QUESTIONS OR WANT TO PICK MY BRAIN OR ANYTHING, BUT WE'LL PUT A BIG BRACKET AROUND YOU THERE AND RESERVE THE ABILITY TO CALL YOU LATER.
UM, THE GROUPS THAT HAVE FOUR OR MORE ACTUALLY WHAT'S, WHAT'S OUR BIGGEST NUMBER.
OH, THE PROACTIVE FUNDING, BECAUSE THAT WAS SUCH A HOT ITEM.
MAYBE THE PROACTIVE FUNDING DOES ANYBODY WANT TO ROLL OFF OF THE PROACTIVE FUNDING, EMERGENCY FUNDING AND PRACTICE STRATEGIES, WORKING GROUP THAT'S COMMISSIONERS, BARNES FLORES, SMALL BUCK, VANDYKE AND ZISMAN.
AND THEN I WAS IN THERE, BUT ROLLED OFF ON, ON COMMISSIONER.
SHOULD WE GIVE BARN'S BREAK, EVEN THOUGH HE'S NOT HERE AND HE SHOULD BE TECHNICALLY GIVEN TO EXTRA.
I KNOW HE SHOULD BE THE CHAIR OF EVERY ONE OF THEM, BECAUSE HE'S NOT HERE TONIGHT.
UM, I THINK WE OFFER HIM THAT OUT.
I THINK THAT WOULD BE A KIND AND LOVING THING TO DO.
ANYBODY ELSE? NOT DOING ANYTHING IN DYING TO CONTRIBUTE SOMEWHERE? COMMISSIONER GARCIA.
WE WANT TO COME AND PLAY ON SOME OF THIS STUFF.
YOU GUYS AT HOME, YOU GOOD FEELING BALANCED.
I'M, I'M WILLING TO LEAVE THIS WHERE IT IS AT THIS POINT, BUT JUST BE MINDFUL OF WHERE YOU ARE AND WHAT YOUR TIME COMMITMENTS ARE AND WHERE YOU MIGHT WANT TO SHUFFLE AND PRIORITIZE.
[02:30:01]
YES, MA'AM MAYBE THIS IS A, UH, A GOOD, UM, REMINDER OF ALL OF US THAT, UM, WE, WE HAD COMMITTED, YOU KNOW, TO DO OUR WORK, BUT WE ALSO NEED TO TAKE CARE OF OURSELVES, YOU KNOW, UM, BECAUSE EACH OF US, OUR REALITY IS DIFFERENT, YOU KNOW? SO, UM, SO EVERY TIME WHEN WE WANTED TO SET UP A WORKING GROUP, WE HAVE TO BE MINDFUL ABOUT ADDING MORE WORK TO OUR ALREADY VERY BUSY WORKLOAD.I'M VERY REALISTIC ABOUT WHAT I CAN DO, WHAT I CANNOT DO.
SO YOU'VE, I DON'T WANT TO JOIN THIS BECAUSE I DON'T HAVE TIME, YOU KNOW, AND IF I WANT TO JOIN, BECAUSE THIS IS SOMETHING THAT I THINK I WILL MAKE TIME TO DO IT, YOU KNOW? SO I JUST DO NOT WANT US TO FEEL GUILTY.
YOU, WE DON'T JOIN ANY COMMITTEE WORKING GROUP BECAUSE WE HAVE OUR REALITY.
SO FOR THOSE WHO ARE, WHO GAZED, WHO ARE SAYS THAT I CAN DO THIS, THEN I WAS APPOINTED, BUT WE JUST NEED TO BE MINDFUL ABOUT NOT ADDING MORE TO OUR TRAUMA, BECAUSE WE ARE IN A VERY DIFFICULT TIME.
WE WANTED TO SHOW THAT A LOT, BUT AT SOME POINT WE HAVE TO SAY, THIS IS ALL I CAN DO AND NOT TO FEEL GUILTY ABOUT IT.
UM, AND THAT IS A GOOD REMINDER FOR ME TO AGAIN, SAY THANK YOU TO ALL OF YOU FOR THE WORK THAT YOU'VE DONE.
WE'VE, WE'VE SORT OF SUNG THE PRAISES OF STAFF, BUT THIS BODY HAS BEEN EXTRAORDINARY.
UM, THINGS SINCE AUGUST HAVE NOT NECESSARILY ALWAYS BEEN FUN.
UM, THERE IS TOUGH WORK AHEAD, AND A LOT OF IT, AND WE ARE VOLUNTEERS AND I AM GRATEFUL EVERY DAY TO BE SERVING ALONGSIDE EVERY SINGLE ONE OF YOU.
IT IS AN HONOR AND A PRIVILEGE.
THANK YOU, COMMISSIONER KEATON.
UM, CAN I SHOW A WALK? THANK YOU FOR SAYING WHAT YOU JUST SAID, BECAUSE SOMETIMES PERSONALLY, I FEEL AS THOUGH THAT IT SEEMS LIKE, AND I'M NOT JUST GOING TO SAY INDIVIDUALS, BUT I WOULD JUST LIKE TO SAY, I'M NOT JUST WORKING ON A PHD.
SO I'M SO GLAD THAT SHE JUST SAID THAT, THAT WE ALL HAVE A LOT OF RESPONSIBILITIES.
AND TONIGHT THIS MEETING WAS SCHEDULED FROM WHAT I THINK ALMOST FOUR HOURS.
AND I THINK THAT'S A LOT OF VOLUNTEER TIME TO BE IN A MEETING.
SO I JUST WANTED TO MAKE NOTE OF THAT.
KIMBERLY KEATON IS NOT JUST WORKING ON A PHD.
KIMBERLY KEATON IS AN ENTREPRENEUR IN AUSTIN, TEXAS AS WELL AFTER SURVIVE, JUST LIKE EVERYONE ELSE.
WHEN YOU THINK OF KIMBERLY KEATON, THANK YOU SO MUCH, COMMISSIONER KEATON, WE ARE WILDLY AWARE OF THE AMAZING WORK THAT YOU'RE DOING EVERYWHERE.
SO THANK YOU FOR THAT REMINDER.
SO WITH THAT NOTE, WE ARE NOT GOING TO HAVE A FOUR HOUR MEETING TODAY.
UM, WE HAVE ONE MORE ITEM ON THE OLD BUSINESS, WHICH WE'VE ALREADY ALLUDED TO, WHICH IS DISCUSSION AND POSSIBLE
[5.b. Discussion and possible action on Cultural Funding Review Process]
ACTION ON THE CULTURAL FUNDING REVIEW PROCESS, UM, CONTINUED AND EXPANDED COMMUNITY ENGAGEMENT.UM, AS I SAID, PREVIOUSLY, THAT WORK IS ONGOING.
WE ARE, UM, COLLABORATING WITH OUR COLLEAGUES ON THE JOINT CULTURAL COMMITTEE, WORKING GROUP TO ENGAGE SOME OF THOSE CONVERSATIONS.
WE'VE HAD CONVERSATIONS WITH MEMBERS OF THE COMMUNITY WHO WERE HERE AND SPOKE PUBLICLY AT OUR LAST MEETING.
UM, STAFF HAS CONTINUED TO OPEN UP OFFICE HOURS AND THE PORTAL ONLINE IS STILL AVAILABLE FOR PUBLIC COMMENTARY.
UM, THAT WORK IS ONGOING AND WILL BE ONGOING.
UM, I'VE THERE ARE CONVERSATIONS THAT WILL BE COMING FORWARD ON THINGS LIKE FISCAL SPONSORSHIP AND WHAT THAT MEANS AND WHAT THAT LOOKS LIKE AS WE LOOK AT GUIDELINES, ALL COMING DOWN THE LINE.
BUT AGAIN, RIGHT NOW THE FIRST AND TOP PRIORITY IS TO GET ARPA MONEY OUT THE DOOR WHILE WE CONTINUE THIS OTHER WORK.
AND TO THAT END, QUARTERLY MEETUPS WILL BE ANNOUNCED SOON.
UM, COMMISSIONERS HAS BEEN, AND I WILL BE HOLDING OUR ONE OF OUR COMMUNITY CHATS ON SUNDAY.
WE'LL GIVE YOU DETAILS ON WHERE AND WHEN, UM, AND JUST STAY TUNED FOR MORE OPPORTUNITIES THERE, CONTINUE TO SEND US EMAILS, CONTINUE TO PICK UP THE PHONE.
UM, WE ARE HERE AND THE AVAILABLE ANYTHING FROM ANYBODY ELSE ON THAT ISSUE.
UM, AND NOW I'M GOING TO MOVE TO FUTURE AGENDA ITEMS,
[7. FUTURE AGENDA ITEMS]
NUMBER SEVEN, ANYTHING[02:35:04]
MICHELLE CASTILLO, MAYBE I WAS JUST GOING TO REMIND EVERYBODY WE CAN DO A FUTURE AGENDA ITEMS VIA EMAIL, AS LONG AS YOU HAVE A SECOND COMMISSIONER, SEND THAT TO THE CHAIR AND IT CAN BE ADDED.UM, I WAS MORE THINKING LIKE, IS THERE ANY ANNOUNCEMENTS, ANY ANNOUNCEMENTS, ANYTHING MR. VANDYKE? UM, JUST, UH, TALKING ABOUT THE, UM, ALL THE THINGS THAT WE'RE DOING.
UM, I MAKE A LOT OF ART AND I COUNT ON SELLING A LOT, A LOT OF THAT ART.
AND I'VE GONE FROM ABOUT TWO YEARS OF NOT DOING IT.
HAVING ALL SHOWS CANCELED TO ALL OF A SUDDEN, HAVING A BUNCH OF SHOWS COMING UP, UM, WHICH IS KIND OF A SHOCK GOING BACK INTO IT.
UM, I WANTED TO MAKE A PLUG FOR, UH, WEST AUSTIN AND EAST AUSTIN STUDIO TOURS.
UM, IT'S A GREAT WAY TO CONNECT WITH ARTISTS IN AUSTIN.
UM, UH, A LOT OF TIMES PEOPLE GO TO THE BIG, UH, WHERE THERE'S A LOT OF ARTISTS SHOWING AT ONE TIME, BUT I'VE HEARD FROM A LOT OF INDIVIDUAL ARTISTS THAT MAYBE OPEN THEIR HOME.
AND THEY'RE SO EXCITED IF THEY HAVE TWO OR THREE PEOPLE COME BY AND SEE THE WORK THAT THEY DO.
SO IF YOU'RE INTERESTED IN GOING TO WESTERN EAST AUSTIN STUDIO TOUR, UH, YOU CAN FIND OUT ONLINE.
AND I THINK THERE'S, IT'S EITHER OVER 500 OR OVER 600 ARTISTS THIS YEAR.
UM, THEY'RE TRYING TO SET UP A LOT OF IT OUTSIDE IN THE PAST.
YOU CAN GO INTO THE PERSON'S PLACE AND I'M NOT, I THINK I'LL PROBABLY A HYBRID.
UM, BUT I WOULD REALLY RECOMMEND, UH, LOOKING FOR THE INDIVIDUAL ARTISTS THAT ARE, UM, UH, ACTUALLY HAVING THE STUDIO WHERE YOU CAN GO IN AND SEE WHAT THEY DO AND TALK WITH THE ARTISTS THAT'S COMING UP THE FIRST THREE WEEKENDS IN NOVEMBER.
ANYBODY ELSE? OTHER ANNOUNCEMENTS, COMMISSIONER FLORES, UH, REQUEST.
UH, I KNOW WE'RE LOOKING AT TRYING TO KEEP OUR MEETINGS, YOU KNOW, MORE, MORE CONCISE.
SO IF THERE'S ANY WAY TO, UH, SCHEDULE MAYBE JUST TWO PRESENTATIONS PER MEETING, AS OPPOSED TO THREE.
I MEAN, I MEAN, THEY'RE NOT THAT LONG, BUT THEY DO TAKE TIME AND I THINK UNLESS IT'S ABSOLUTELY NECESSARY, MAYBE YOU SHOULD JUST LOOK AT THOSE TO A MEETING.
I THINK THAT'S A GREAT, GREAT IDEA.
FEEL AND FEEL FREE GUYS TO CONTACT ME OFFLINE ABOUT ANY OF THAT.
PART OF THE REASON WE HAD THE LONG MEETINGS AS WE HAD BIG, BIG CONVERSATIONS WITH LOTS OF PEOPLE WHO NEEDED TO SPEAK.
SO THAT'S NOT A STANDARD OPERATING PROCEDURE.
UM, BUT IF NO ONE HAS ANOTHER ANNOUNCEMENTS OR OTHER ITEMS FOR THE NEXT AGENDA, I WOULD LOVE TO HEAR A MOTION TO ADJOURN THIS MEETING.
COMMISSIONER GARCIA SAYS, OKAY.
ANY OPPOSED? ANY ABSTENTIONS GO HOME.
