IT'S BEEN A PLEASURE AND AN HONOR, UH, AND, AND TO PROBABLY AT THE END OF MY POLITICAL AND GOVERNMENT CAREER, REACHING BACK 1966, UM, TO WORK WITH YOU ALL AS THE SECOND INDEPENDENT CITIZENS REDISTRICTING COMMISSION, I WANT TO RECOGNIZE AND PRAISE ALL OF YOU FOR THE EXCELLENT JOB YOU HAVE DONE IN THE MOST ADVERSE CIRCUMSTANCES.

YOU'VE DEALT WITH A COVID PANDEMIC THAT HAS MADE IT EXTRAORDINARILY DIFFICULT FOR YOU TO MEET YOUR MANDATE, TO SOLICIT AND RECEIVE PUBLIC JUSTIFICATION AND COMMENT.

YOU HAVE BEEN CONSTRAINED BY US CENSUS PROCESS THAT WAS MADE UNNECESSARILY DIFFICULT BY THE PRISON PREVIOUS PRESIDENTIAL THE DEMONSTRATION.

AND YET YOU HAVE MET ALL CHARTER MANDATE DEADLINES, AND YOU HAVE HELD 20 PUBLIC HEARINGS WITH THE EXCEPTION OF YOUR DIRECT CITY STAFF, WHICH HAS BEEN EXCELLENT.

YOU HAVE DEALT WITH MULTIPLE EFFORTS BY SENIOR CITY STAFF MAKE YOUR JOB HARDER.

IT HAD TO BE, AND YET YOU HAVE DONE IT.

YOU HAVE OVERCOME ALL THOSE OBSTACLES ABOUT AN OPEN, TIMELY AND RESPONSIVE PROCESS JUSTICE.

THAT WAS ABOUT US WHO CREATED THIS CHARTER PROCESS AND INNOVATION AND EXECUTING YOUR MOST BASIC DUTY OR CREATED MAPS THAT MET ALL THE REQUIREMENTS OF THE CHARTER WORK WITH OUR COALITION IN LACP AND HISPANIC GROUPS TO CREATE A BLACK OPPORTUNITY MINISTRY.

IN FACT, BLACK NUMBERS IN AUSTIN HAVE BEEN DELIBERATELY REDUCED OVER THE LAST EIGHT YEARS, TWO HISPANIC DISTRICTS AND ONE HISPANIC OPPORTUNITY DISTRICT FARTHER.

IN MY OPINION, AT LEAST YOU'RE CREATED IN DISTRICT SIX AND AN APP, AN ASIAN OPPORTUNITY DISTRICT.

YOU HAVE RESPONDED MUCH IMPOSSIBLE TO REACH ADAMANT NEIGHBORHOOD ISSUES THAT HAVE BEEN BROUGHT TO YOUR ATTENTION IN A PRODUCTIVE MANNER.

FINALLY, YOU HAVE SHOWN WHAT NONPARTISAN CITIZEN BASE REDISTRICTING CAN ACHIEVE.

ONE NEED ONLY LOOK AT WHAT HAS BEEN, JUST PASSED THE LEGISLATURE AND COMPARE IT TO YOUR MAP.

YOU SEE WHAT POLITICIANS TRYING TO PERPETUATE THEIR POWER AND PICK THEIR, AND PICK THEIR VOTERS WILL DO VERSUS THE CITIZENS WORKING IN GOOD FIGHT WE DON'T DO.

AND WE'LL ACCOMPLISH THANK YOU FOR YOUR SERVICE TO OUR CITY.

ARE THERE ANY CORRECTIONS TO THE MINUTES? I JUST HAD ONE SMALL CORRECTION, UM, IN THE, IT SAID THAT GEORGE KORBEL WAS WITH US VIRTUALLY WHEN HE WAS ACTUALLY IN ATTENDANCE IN PERSON.

BUT THE WAY IT READS THERE, THE, THE MAP FOR LAW, UM, WHEN YOU ALL CERTIFIED THEM AND FINISH THAT WORK, THEY, UM, THEY'RE DONE, YOU PASSED THEM ON TO COUNCIL AND THEN JUST FROM LOGISTICS COUNCIL, DOESN'T DO OUR DETAILED DEMOGRAPHIC WORK.

AND SO THEY ALSO NEED TO GET US THAT, OH YEAH.

AND THE DISTRICT, OF COURSE, THEY'RE SAYING, SO WE'LL GET THE FILES FROM YOUR MARKETING CONSULTANT.

THE ICRC WILL BE SENT OVER.

WE'LL GET THOSE OVER TO THE CITIES.

UM, COMMUNICATIONS LIKE TECHNOLOGY LIKE VACATIONS, UM, MANAGEMENT DEPARTMENT.

THEY SAID THE CITY'S IT DEPARTMENT AND THERE'S AN OWNER OF THAT DATA SET THE DATA PORTAL.

AND THEN, UM, FROM THERE ANYBODY WHO WANTS ACCESS TO THOSE, UM, TO THOSE BOUNDARY FILES HAVE ACCESS TO THEM IS TO OPEN AS AN OPEN SYSTEM.

AND THEN, UM, WE'LL WORK WITH THEM TO MAKE SURE ALL OF THE CITY SYSTEMS THAT CURRENTLY ARE UPDATED WITH THE NEW, WITH THE NEW BOUNDARY MAPS.

SO I WILL ASK MR POURABLE TO SPEAK TO THESE ADJUSTMENTS.

AND THEN I WILL ASK MR. RICHARDS TO SPEAK TO A RECOMMENDATION FOR HOW TO MOVE FORWARD WITH THESE AND ANY FUTURE ADJUSTMENTS TO THE MAP THAT ARE SIMILAR IN NATURE.

MR. KORBEL, WOULD YOU LIKE TO COME UP TO THE PODIUM HERE? UM, SO, UM, TODAY WE RECEIVED, UM, AT MY REQUEST, WE RECEIVED SOME, UM, NOTICES FROM THE CITY ON SMALL AREAS, BUT YOU HAVE BEEN RECENTLY ANNEX, UM, IN THE LAST MONTH OR SO OR AREAS WHICH HAD BEEN DNX AND WERE MISTAKENLY INCLUDED IN THE PREVIOUS PLAN AND, UM, ANOTHER PIECE OF PROPERTY WHICH WILL BE ANNEXED NEXT MONTH, NEXT MONTH.

UM, I'M FAMILIAR WITH THIS PROPERTY.

UH, I WAS UNABLE TO LOCATE IT ON THE, ON THE COMPUTER.

NOW I HAVE NOTES ON MOST OF THESE PIECES OF PROPERTY THAT I THOUGHT MIGHT BECOME A PROBLEM.

MINUTE, THE CITY PLANNER HAS DUMPED ON US A FEW LITTLE GLITCHES THAT AFFECT NO POPULATION OF ANY CONSEQUENCE AND CERTAINLY DOES NOT AFFECT THE CORE INTEGRITY OF THE PLAN YOU'RE READY TO ADOPT.

AND IT WOULD SEEM TO ME THAT THESE ARE MATTERS THAT CAN BE DEALT WITH AT SOME LATER DATE.

IRONICALLY, APPARENTLY ONE OF THE ISSUES WITH AN ERA THAT WAS INCORPORATED BY THE LAST COMMISSION IN THEIR MAPS.

SO IT'S BEEN LINGERING AROUND HERE FOR A DECADE.

SO IT'S NOT AS IF THESE ARE MATTERS, WHICH IN MY OPINION REQUIRE ANY IMMEDIATE ATTENTION.

I THINK THE IMMEDIATE MATTER BEFORE YOU IS TO ADOPT A MAP, YOU HAVE WORKED SO HARD TO PRODUCE AND WE CAN LEAVE TO SOME LATER DATE, UM, TAKING CARE OF THESE LITTLE MINOR GLITCHES.

AND WE HAVE A PRINCIPAL THERE THAT'S ALREADY BEEN ESTABLISHED THAT WE JUST ATTACH THESE OR DE ATTACH THEM TO THE MOST ADJACENT EXISTENCE CITY COUNCIL DISTRICTS.

SO IT'S MY ADVICE OR MY RECOMMENDATION THAT WE GO FORWARD TONIGHT AS PLANNED THAT YOU ADOPT YOUR MAP AND WE'LL SORT OUT THIS LITTLE TRIVIAL STUFF DOWN THE LINE LATER, JUST TO BE SURE THIS COULD BE HANDLED IN AN AGENDA AT A LATER DATE.

YEAH, EXACTLY WHAT WE DID THAT LAST TIME AROUND WE, THE CITY COUNCIL.

I MEAN, YOUR PREVIOUS COMMISSION DID EXACTLY THOSE THINGS AT A LATER DATE.

THERE'S A PRECEDENT FOR DOING IT THAT WAY.

AND IT MAKES SENSE, FRANKLY, DO WE HAVE ANY QUESTIONS FOR MR. CORVEL OR MR. RICHARDS? OKAY, THANK YOU VERY MUCH.

UM, SO, SO IF I UNDERSTAND THIS CORRECTLY, WE CAN, THE, THE MAPS CAN BE, UH, D UH, CHANGED OR EXPANDED IN A PARTICULAR AREA STRICTLY THROUGH AN AMENDMENT.

THAT'S CORRECT.

AND, UM, UH, WHAT, WHAT IS THE TOLERANCE, UM, UH, GUIDELINES FOR THAT? I MEAN, COULD THEY CHANGE THEM BY 25%, 10%, 1% BY SAY A FEW HUNDRED AT THE MOST A HUNDRED, 100 PEOPLE.

IT SHOULD HAVE NO, I'VE LOOKED AT MOST OF THE PIECE BECAUSE I HAD SOME CONCERNS ABOUT SOME OF THEM.

AND, UM, THEY HAVE VERY SMALL POPULATIONS WITH NO POCKETS.

UM, BUT, UH, I, THIS IS ACTUALLY NOT UNCOMMON AT THE LAST MINUTE.

THERE FREQUENTLY ARE SMALL PIECES OF GEOGRAPHY IN CITIES THAT ARE AS LARGE AS AUSTIN, THAT EITHER ARE NOT INCLUDED OR SHOULD HAVE BEEN INCLUDED OR WERE INCLUDED AND SHOULDN'T HAVE BEEN INCLUDED.

SO THIS IS NOT REALLY UNCOMMON.

AND IT'S, IT'S, UH, IT'S NOBODY'S FAULT.

IT'S JUST ONE OF THOSE THINGS.

UM, MY QUESTION IS, IS, IS BASED ON AN EXPERIENCE WHERE A CITY I LIVED IN ONCE AFTER EVERYTHING WAS NOT POLITICIANS WERE DRAWING THE MAP.

SO THAT MADE ME SUSPECT ANYWAY, BUT THE REALITY IS THAT AFTER EVERYTHING WAS SAID AND DONE, THEY WENT BY AND, AND WORK REWORKED.

SOME OF THE AREAS IN MY AREA GOT AMENDED OUT.

SO, UM, I, THIS IS NOT AN UNQUALIFIED QUESTION.

I'VE SEEN THIS BEFORE.

SO AS LONG AS WE KNOW THAT THERE'S A TOLERANCE AND WE NEED TO IDENTIFY WHAT THAT TOLERANCE IS.

UH, THERE SHOULD BE SOME LIMITS PUT ON YOU, YOU CAN'T JUST GO IN AND REWORK THE MAPS PERIOD, RIGHT.

IT SEEMS THAT THE ISSUE IS BASED IN A VARIANCE.

SO IF THERE'S ANY KIND OF RATHER, UM, DEVIATION MY APOLOGIES.

SO IF, IF THERE IS AN EFFECT THAT SHIFTS THE DEVIATION, THAT WE WOULD BE BROUGHT BACK TO CONSIDER THOSE CHANGES, IF IT'S SOMETHING MINOR THAT INVOLVES AN AREA WITH NO POPULATION, PERHAPS THAT'S JUST AN ADDENDUM AND MR. RICHARDS IT, EVEN IN THAT CASE, IS THE COMMISSION BROUGHT BACK TO APPROVE THAT? WELL, I SUPPOSE AT SOME POINT YOU'VE COMMISSIONED SHOULD WANT TO CLEAN UP THESE LITTLE GLITCHES, BUT I THINK I AM ASSURED AND I WANT TO ASSURE YOU THAT I THINK THERE IS NOTHING

IN THESE I CHOOSE TO GO AND GLITCHES THAT HAS ANY EFFECT UPON THE INTEGRITY OF THE PLAN.

YOU ALL ARE LOOKING AT ADOPTED.

THERE'S NO POPULATION OF ANY CONSEQUENCE.

AND WE HAVE THE PRECEDENT FROM LAST TIME AROUND THAT WHEN WE ENDED UP, IF WE HAVE TO ATTACH THEM TO A DISTRICT, THE PRINCIPAL WE APPLIED, PARDON ME, BEFORE ONCE WE ATTACH THEM TO THE WHATEVER DISTRICT IS IMMEDIATELY, EXISTING DISTRICT IS IMMEDIATELY ADJACENT.

AND IT'S ALL TOO OBVIOUS WHEN YOU LOOK AT MAPS, DO BE ABLE TO DO THAT WITHOUT CAUSING ANY DISRUPTION.

AND I THINK THAT'S THE CIRCUMSTANCE YOU'RE LOOKING AT YET THAT YOU CAN ADDRESS THIS AT SOME FUTURE DATE WITHOUT CAUSING ANY DISRUPTION OR ANY GERRYMANDERING OR ANYTHING ELSE FOR THAT MATTER.

RIGHT.

AND IN THE FUTURE, IF THERE WERE TO BE ANY OTHER CHANGES THAT COME UP, I WOULD IMAGINE THAT EVERYONE ON THE COMMISSION IS NOTIFIED OF THAT.

AND WE CAN DETERMINE AT THAT POINT, WHETHER WE CALL IT OTHER MEETING, UM, YOU REALLY CAN'T QUANTIFY, YOU CAN'T QUANTIFY STATEMENTS LIKE SMALL, UM, NOT, NOT VERY MUCH, UH, AND MOST OF THOSE NEBULOUS TYPE TERMS. SO ALL I'M SUGGESTING IS THAT WE AT LEAST, AND I KNOW THIS IS PROBABLY A RELAXING NOW IN THE ENGINEERING DAYS, BUT I THINK THAT YOU HAVE TO HAVE CLEAR SPECIFICATIONS ON WHAT IT IS THAT YOU'RE TRYING TO DO.

IF YOU HAVE A HUNDRED OF A DEGREE AT THE BEGINNING, YOU END UP BEING 10 MILES DOWN THE ROAD.

SO WE CAN'T JUST ASSUME THAT BECAUSE IT LOOKS SMALL THAT IT IS SMALL, UNLESS WE DEFINE WHAT SMALL IS.

AND THE IDEA WAS TO HAVE A PROCESS SEPARATE FROM POLITICS, UH, FOCUSED ON DEMOGRAPHICS, DEMOGRAPHIC DATA, AND RESIDENT INPUT.

UM, THAT WAS FIRST COMPLETED IN 2014.

AND NOW Y'ALL HAVE BEEN THE FIRST ONE TO TAKE NEW CENSUS DATA FIRST GROUP TO TAKE NEW CENSUS DATA AND COMPLETE THAT PROCESS TO DEVELOP A NEW CITY COUNCIL MAP.

VENTURE RESIDENTS ARE FAIRLY REPRESENTED IN LOCAL GOVERNMENT.

THIS IS REALLY COOL.

I THINK WE HAVE A MODEL PROCESS.

IF YOU LOOK AROUND THE COUNTRY, I WAS JUST TALKING TO SOMEBODY EARLIER ABOUT THIS.

WE HAVE A PROCESS THAT NOMINEE LOCAL GOVERNMENTS HAVE PULLED OFF.

UM, BUT IT IS A MODEL FOR OTHER CITIES TO LOOK TO AND OTHER ENTITIES TO LOOK TO AND Y'ALL HAVE MADE IT HAPPEN.

UM, SO WE TALKED ABOUT MY OFFICE'S PART IN THIS PROCESS AND WHY, YOU KNOW, I FEEL INVESTED IN THIS, BUT I SEE THE BENEFIT OF OUR WORK.

WE HAVE THIS DIVERSE, EFFECTIVE GROUP COMING UP WITH MAPS, UM, THAT LITTLE REPRESENT OUR COUNCIL DISTRICTS GOING FORWARD.

UM, SO WITH THE CERTIFICATION THAT'S ABOUT TO HAPPEN OR IS HAPPENING AS WE SPEAK, UM, THAT WE'LL CREATE OUR NEW MAPS THAT WILL SERVE US FOR THE NEXT 10 YEARS WITH MINOR TWEAKS THAT Y'ALL GET TO SIGN OFF ON.

BECAUSE THAT'S HOW IT'S WRITTEN INTO CHARTER.

WE WERE ALL STRUGGLING TO ADAPT TO REAL-TIME VIRTUALLY VIRTUAL MEETINGS BEING ACCIDENTALLY MUTED.

UM, THAT HAPPENS A LOT.

I STILL HAVE THE BLACK, UH, REALIZE THAT OUR WI-FI IS NOT AS GREAT AS WE THOUGHT IT WAS.

UM, JUST SO MANY THINGS THAT WE COULD NOT HAVE PREDICTED WHEN WE SET OUT TO DO THIS PROCESS, UM, AT THE BEGINNING OF 2020, OR REALLY FOR US AT THE END OF 2019.

UM, BUT YOU ALL WERE ABLE TO, WITHIN THE COVID-19 PROTOCOLS HERE, WE ALL LEARN IN OUR MASKS, UH, DEVELOP A COORDINATED COMMUNITY ENGAGEMENT PLAN FOR AUSTIN TO GIVE INPUT ON THESE MAPS.

UM, OR ON THIS MAP, I GUESS IT'S JUST ONE MAP.

UM, BUT ON THE DISTRICTS, AND I THINK THAT WAS A SIGNIFICANT FEAT.
