AND THE SPEAKERS THIS EVENING CAN JUST COME UP TO THIS SMALL PODIUM.
THAT'S IN THE CORNER OF THE SIDE OF THE ROAD.
SO DO WE HAVE ANY CITIZEN COMMUNICATION THIS EVENING? I THINK THAT WAS MY CUE.
[00:05:01]
OKAY.UH, I'M GOING TO DO SOMETHING DIFFERENT.
I'M GOING TO BASICALLY READ FROM NOTES.
MY COALITION HAVE THE HONOR TO APPEAR BEFORE YOU AS A REPRESENTATIVE OF THE NAACP AND HISPANIC COALITION.
IT'S BEEN A PLEASURE AND AN HONOR, UH, AND, AND TO PROBABLY AT THE END OF MY POLITICAL AND GOVERNMENT CAREER, REACHING BACK 1966, UM, TO WORK WITH YOU ALL AS THE SECOND INDEPENDENT CITIZENS REDISTRICTING COMMISSION, I WANT TO RECOGNIZE AND PRAISE ALL OF YOU FOR THE EXCELLENT JOB YOU HAVE DONE IN THE MOST ADVERSE CIRCUMSTANCES.
YOU'VE DEALT WITH A COVID PANDEMIC THAT HAS MADE IT EXTRAORDINARILY DIFFICULT FOR YOU TO MEET YOUR MANDATE, TO SOLICIT AND RECEIVE PUBLIC JUSTIFICATION AND COMMENT.
YOU HAVE BEEN CONSTRAINED BY US CENSUS PROCESS THAT WAS MADE UNNECESSARILY DIFFICULT BY THE PRISON PREVIOUS PRESIDENTIAL THE DEMONSTRATION.
AND YET YOU HAVE MET ALL CHARTER MANDATE DEADLINES, AND YOU HAVE HELD 20 PUBLIC HEARINGS WITH THE EXCEPTION OF YOUR DIRECT CITY STAFF, WHICH HAS BEEN EXCELLENT.
YOU HAVE DEALT WITH MULTIPLE EFFORTS BY SENIOR CITY STAFF MAKE YOUR JOB HARDER.
IT HAD TO BE, AND YET YOU HAVE DONE IT.
YOU HAVE OVERCOME ALL THOSE OBSTACLES ABOUT AN OPEN, TIMELY AND RESPONSIVE PROCESS JUSTICE.
THAT WAS ABOUT US WHO CREATED THIS CHARTER PROCESS AND INNOVATION AND EXECUTING YOUR MOST BASIC DUTY OR CREATED MAPS THAT MET ALL THE REQUIREMENTS OF THE CHARTER WORK WITH OUR COALITION IN LACP AND HISPANIC GROUPS TO CREATE A BLACK OPPORTUNITY MINISTRY.
IN FACT, BLACK NUMBERS IN AUSTIN HAVE BEEN DELIBERATELY REDUCED OVER THE LAST EIGHT YEARS, TWO HISPANIC DISTRICTS AND ONE HISPANIC OPPORTUNITY DISTRICT FARTHER.
IN MY OPINION, AT LEAST YOU'RE CREATED IN DISTRICT SIX AND AN APP, AN ASIAN OPPORTUNITY DISTRICT.
YOU HAVE RESPONDED MUCH IMPOSSIBLE TO REACH ADAMANT NEIGHBORHOOD ISSUES THAT HAVE BEEN BROUGHT TO YOUR ATTENTION IN A PRODUCTIVE MANNER.
FINALLY, YOU HAVE SHOWN WHAT NONPARTISAN CITIZEN BASE REDISTRICTING CAN ACHIEVE.
ONE NEED ONLY LOOK AT WHAT HAS BEEN, JUST PASSED THE LEGISLATURE AND COMPARE IT TO YOUR MAP.
YOU SEE WHAT POLITICIANS TRYING TO PERPETUATE THEIR POWER AND PICK THEIR, AND PICK THEIR VOTERS WILL DO VERSUS THE CITIZENS WORKING IN GOOD FIGHT WE DON'T DO.
AND WE'LL ACCOMPLISH THANK YOU FOR YOUR SERVICE TO OUR CITY.
AND IT'S BEEN A PLEASURE TO KNOW AND WORK WITH EACH AND EVERY ONE OF YOU.
THANK YOU FOR BEING WITH US EVERY STEP OF THE WAY.
CAN WE HAVE ANY MORE CITIZEN COMMUNICATION THIS EVENING? OKAY.
THANK YOU TO OUR SPEAKERS THIS EVENING.
THE FIRST ORDER OF BUSINESS IS AGENDA ITEM ONE, APPROVING THE MINUTES FROM THE OCTOBER 6TH MEETING, THE MINUTES OF THE PREVIOUS MEETING HAVE BEEN DISTRIBUTED VIA EMAIL.
ARE THERE ANY CORRECTIONS TO THE MINUTES? I JUST HAD ONE SMALL CORRECTION, UM, IN THE, IT SAID THAT GEORGE KORBEL WAS WITH US VIRTUALLY WHEN HE WAS ACTUALLY IN ATTENDANCE IN PERSON.
JUST MAKING SURE THAT THAT'S CORRECTED TO THE RECORD.
IF THERE ARE NO FURTHER CORRECTIONS, THE MINUTES ARE APPROVED.
THE NEXT ORDER OF BUSINESS IS TO AID THE CERTIFICATION OF THE FINAL MAP.
WE WILL TAKE A ROLL CALL VOTE.
UM, I WOULD ALSO LIKE FOR THE CITY TO ADDRESS THE ICRC ABOUT THE IMPLEMENTATION OF THE MAPS.
SO WE ALL UNDERSTAND WHAT'S COMING UP NEXT.
UM, SO IF MATT OR I KNOW WE HAVE, UM, CITY AUDITOR, COREY STOKES WITH US THIS EVENING, UM, WOULD YOU BE COMFORTABLE TELLING US A LITTLE MORE ABOUT WHAT'S COMING UP? SO WE, YOU GUYS KNOW THIS WE'RE CALLING THE CHARTER OF BASIC DOCUMENT.
THERE'S NOT A LOT OF OTHER GUIDANCE BEYOND THAT.
UM, SO OUR REQUIREMENT IS THAT YOU PASS THIS INFORMATION, SO YOU'RE CERTIFYING THE MAPS AND YOU PRESENT THEM TO COUNCIL OR YOU RELAY THEM.
I THINK I CAN'T REMEMBER EXACTLY WHAT, BUT YOU SEND THEM TO
[00:10:01]
COUNCIL.I THINK LOGISTICALLY THAT'S GREAT, BUT IT ALSO IS HELPFUL.
I THINK YOU'LL HAVE A DISTRICT BOUNDARY OF GIS FILES, THAT KIND OF STUFF THAT SHOULD ALSO PROBABLY BE RELATED TO THE CITY DEMOGRAPHER SO THAT WE CAN INCORPORATE THAT INTO THE CITY BUSINESS GOING FORWARD.
BUT THE WAY IT READS THERE, THE, THE MAP FOR LAW, UM, WHEN YOU ALL CERTIFIED THEM AND FINISH THAT WORK, THEY, UM, THEY'RE DONE, YOU PASSED THEM ON TO COUNCIL AND THEN JUST FROM LOGISTICS COUNCIL, DOESN'T DO OUR DETAILED DEMOGRAPHIC WORK.
AND SO THEY ALSO NEED TO GET US THAT, OH YEAH.
AND THE DISTRICT, OF COURSE, THEY'RE SAYING, SO WE'LL GET THE FILES FROM YOUR MARKETING CONSULTANT.
WE'LL GET THOSE OVER TO THE CITIES.
UM, COMMUNICATIONS LIKE TECHNOLOGY LIKE VACATIONS, UM, MANAGEMENT DEPARTMENT.
THEY SAID THE CITY'S IT DEPARTMENT AND THERE'S AN OWNER OF THAT DATA SET THE DATA PORTAL.
AND THEN, UM, FROM THERE ANYBODY WHO WANTS ACCESS TO THOSE, UM, TO THOSE BOUNDARY FILES HAVE ACCESS TO THEM IS TO OPEN AS AN OPEN SYSTEM.
AND THEN, UM, WE'LL WORK WITH THEM TO MAKE SURE ALL OF THE CITY SYSTEMS THAT CURRENTLY ARE UPDATED WITH THE NEW, WITH THE NEW BOUNDARY MAPS.
UM, MR. RICHARDS IS ALSO ON THE CALL WITH US.
IS THERE ANYTHING YOU WANTED TO ADD ABOUT WHAT IS TO COME WITH THAT? UH, NOT AT THIS STAGE.
I THINK YOU'VE DONE A WONDERFUL JOB GETTING THIS FAR, AND I THINK YOU SHOULD GO AHEAD AND ADOPT YOUR MAP AND MOVE ON.
UM, JUST, JUST BEFORE WE GET THERE, UM, YOU KNOW, LATE THIS AFTERNOON ON THE STIR CORBELS REQUESTS, WE DID RECEIVE A DOCUMENT FROM THE CITY LISTING A FEW MINOR VARIANCES REGARDING ANNEXATION.
SO I WILL ASK MR POURABLE TO SPEAK TO THESE ADJUSTMENTS.
AND THEN I WILL ASK MR. RICHARDS TO SPEAK TO A RECOMMENDATION FOR HOW TO MOVE FORWARD WITH THESE AND ANY FUTURE ADJUSTMENTS TO THE MAP THAT ARE SIMILAR IN NATURE.
MR. KORBEL, WOULD YOU LIKE TO COME UP TO THE PODIUM HERE? UM, SO, UM, TODAY WE RECEIVED, UM, AT MY REQUEST, WE RECEIVED SOME, UM, NOTICES FROM THE CITY ON SMALL AREAS, BUT YOU HAVE BEEN RECENTLY ANNEX, UM, IN THE LAST MONTH OR SO OR AREAS WHICH HAD BEEN DNX AND WERE MISTAKENLY INCLUDED IN THE PREVIOUS PLAN AND, UM, ANOTHER PIECE OF PROPERTY WHICH WILL BE ANNEXED NEXT MONTH, NEXT MONTH.
UM, I'M FAMILIAR WITH THIS PROPERTY.
UH, I WAS UNABLE TO LOCATE IT ON THE, ON THE COMPUTER.
NOW I HAVE NOTES ON MOST OF THESE PIECES OF PROPERTY THAT I THOUGHT MIGHT BECOME A PROBLEM.
UM, BUT I WAS HERE AT MY OFFICE.
UM, BUT MY RECOLLECTION AND, UM, IS THAT MOST OF THIS PROPERTY HAS NO POPULATION OR IT HAS SMALL AMOUNTS OF POPULATION.
AND, UM, I DON'T THINK YOU ARE IN THE POSITION TO, UM, INCLUDE AN AREA WHICH IS GOING TO BE ANNEXED AFTER NOVEMBER 1ST.
UNFORTUNATELY YOU'LL PROBABLY HAVE TO DO THAT AFTER NOVEMBER 1ST, WHEN IT'S ADDICTS.
UM, BUT HOPEFULLY THIS EVENING I'LL BE ABLE TO LOCATE ALL THESE AND CONFIRM THAT, UM, THE, THE AMOUNT OF POPULATION, ALL OF THIS WOULD GO TO ISSUE A DEVIATION AND NONE OF THESE, UH, AREAS APPEAR TO ME AT THIS POINT, HAVE ANY EFFECT ON THE OVERALL PLAN THAT YOU HAVE, IT WILL BE WELL WITHIN DEVIATION RANGE IS JUST THAT, UM, WE NEED TO GET THEM, WE NEED TO GET THEM ATTACHED AND, UM, BUT, UM, THEY'LL GO, UH, DAVID, WAS THERE SOMETHING YOU WANTED TO SAY ABOUT THIS? WELL, AS I UNDERSTAND, YOU'RE ASKING ME IS I UNDERSTAND IT.
[00:15:01]
MINUTE, THE CITY PLANNER HAS DUMPED ON US A FEW LITTLE GLITCHES THAT AFFECT NO POPULATION OF ANY CONSEQUENCE AND CERTAINLY DOES NOT AFFECT THE CORE INTEGRITY OF THE PLAN YOU'RE READY TO ADOPT.AND IT WOULD SEEM TO ME THAT THESE ARE MATTERS THAT CAN BE DEALT WITH AT SOME LATER DATE.
IRONICALLY, APPARENTLY ONE OF THE ISSUES WITH AN ERA THAT WAS INCORPORATED BY THE LAST COMMISSION IN THEIR MAPS.
SO IT'S BEEN LINGERING AROUND HERE FOR A DECADE.
SO IT'S NOT AS IF THESE ARE MATTERS, WHICH IN MY OPINION REQUIRE ANY IMMEDIATE ATTENTION.
I THINK THE IMMEDIATE MATTER BEFORE YOU IS TO ADOPT A MAP, YOU HAVE WORKED SO HARD TO PRODUCE AND WE CAN LEAVE TO SOME LATER DATE, UM, TAKING CARE OF THESE LITTLE MINOR GLITCHES.
AND WE HAVE A PRINCIPAL THERE THAT'S ALREADY BEEN ESTABLISHED THAT WE JUST ATTACH THESE OR DE ATTACH THEM TO THE MOST ADJACENT EXISTENCE CITY COUNCIL DISTRICTS.
SO IT'S MY ADVICE OR MY RECOMMENDATION THAT WE GO FORWARD TONIGHT AS PLANNED THAT YOU ADOPT YOUR MAP AND WE'LL SORT OUT THIS LITTLE TRIVIAL STUFF DOWN THE LINE LATER, JUST TO BE SURE THIS COULD BE HANDLED IN AN AGENDA AT A LATER DATE.
YEAH, EXACTLY WHAT WE DID THAT LAST TIME AROUND WE, THE CITY COUNCIL.
I MEAN, YOUR PREVIOUS COMMISSION DID EXACTLY THOSE THINGS AT A LATER DATE.
THERE'S A PRECEDENT FOR DOING IT THAT WAY.
AND IT MAKES SENSE, FRANKLY, DO WE HAVE ANY QUESTIONS FOR MR. CORVEL OR MR. RICHARDS? OKAY, THANK YOU VERY MUCH.
UM, SO, SO IF I UNDERSTAND THIS CORRECTLY, WE CAN, THE, THE MAPS CAN BE, UH, D UH, CHANGED OR EXPANDED IN A PARTICULAR AREA STRICTLY THROUGH AN AMENDMENT.
AND, UM, UH, WHAT, WHAT IS THE TOLERANCE, UM, UH, GUIDELINES FOR THAT? I MEAN, COULD THEY CHANGE THEM BY 25%, 10%, 1% BY SAY A FEW HUNDRED AT THE MOST A HUNDRED, 100 PEOPLE.
IT SHOULD HAVE NO, I'VE LOOKED AT MOST OF THE PIECE BECAUSE I HAD SOME CONCERNS ABOUT SOME OF THEM.
AND, UM, THEY HAVE VERY SMALL POPULATIONS WITH NO POCKETS.
UM, BUT, UH, I, THIS IS ACTUALLY NOT UNCOMMON AT THE LAST MINUTE.
THERE FREQUENTLY ARE SMALL PIECES OF GEOGRAPHY IN CITIES THAT ARE AS LARGE AS AUSTIN, THAT EITHER ARE NOT INCLUDED OR SHOULD HAVE BEEN INCLUDED OR WERE INCLUDED AND SHOULDN'T HAVE BEEN INCLUDED.
SO THIS IS NOT REALLY UNCOMMON.
AND IT'S, IT'S, UH, IT'S NOBODY'S FAULT.
IT'S JUST ONE OF THOSE THINGS.
UM, MY QUESTION IS, IS, IS BASED ON AN EXPERIENCE WHERE A CITY I LIVED IN ONCE AFTER EVERYTHING WAS NOT POLITICIANS WERE DRAWING THE MAP.
SO THAT MADE ME SUSPECT ANYWAY, BUT THE REALITY IS THAT AFTER EVERYTHING WAS SAID AND DONE, THEY WENT BY AND, AND WORK REWORKED.
SOME OF THE AREAS IN MY AREA GOT AMENDED OUT.
SO, UM, I, THIS IS NOT AN UNQUALIFIED QUESTION.
SO AS LONG AS WE KNOW THAT THERE'S A TOLERANCE AND WE NEED TO IDENTIFY WHAT THAT TOLERANCE IS.
UH, THERE SHOULD BE SOME LIMITS PUT ON YOU, YOU CAN'T JUST GO IN AND REWORK THE MAPS PERIOD, RIGHT.
IT SEEMS THAT THE ISSUE IS BASED IN A VARIANCE.
SO IF THERE'S ANY KIND OF RATHER, UM, DEVIATION MY APOLOGIES.
SO IF, IF THERE IS AN EFFECT THAT SHIFTS THE DEVIATION, THAT WE WOULD BE BROUGHT BACK TO CONSIDER THOSE CHANGES, IF IT'S SOMETHING MINOR THAT INVOLVES AN AREA WITH NO POPULATION, PERHAPS THAT'S JUST AN ADDENDUM AND MR. RICHARDS IT, EVEN IN THAT CASE, IS THE COMMISSION BROUGHT BACK TO APPROVE THAT? WELL, I SUPPOSE AT SOME POINT YOU'VE COMMISSIONED SHOULD WANT TO CLEAN UP THESE LITTLE GLITCHES, BUT I THINK I AM ASSURED AND I WANT TO ASSURE YOU THAT I THINK THERE IS NOTHING
[00:20:01]
IN THESE I CHOOSE TO GO AND GLITCHES THAT HAS ANY EFFECT UPON THE INTEGRITY OF THE PLAN.YOU ALL ARE LOOKING AT ADOPTED.
THERE'S NO POPULATION OF ANY CONSEQUENCE.
AND WE HAVE THE PRECEDENT FROM LAST TIME AROUND THAT WHEN WE ENDED UP, IF WE HAVE TO ATTACH THEM TO A DISTRICT, THE PRINCIPAL WE APPLIED, PARDON ME, BEFORE ONCE WE ATTACH THEM TO THE WHATEVER DISTRICT IS IMMEDIATELY, EXISTING DISTRICT IS IMMEDIATELY ADJACENT.
AND IT'S ALL TOO OBVIOUS WHEN YOU LOOK AT MAPS, DO BE ABLE TO DO THAT WITHOUT CAUSING ANY DISRUPTION.
AND I THINK THAT'S THE CIRCUMSTANCE YOU'RE LOOKING AT YET THAT YOU CAN ADDRESS THIS AT SOME FUTURE DATE WITHOUT CAUSING ANY DISRUPTION OR ANY GERRYMANDERING OR ANYTHING ELSE FOR THAT MATTER.
AND IN THE FUTURE, IF THERE WERE TO BE ANY OTHER CHANGES THAT COME UP, I WOULD IMAGINE THAT EVERYONE ON THE COMMISSION IS NOTIFIED OF THAT.
AND WE CAN DETERMINE AT THAT POINT, WHETHER WE CALL IT OTHER MEETING, UM, YOU REALLY CAN'T QUANTIFY, YOU CAN'T QUANTIFY STATEMENTS LIKE SMALL, UM, NOT, NOT VERY MUCH, UH, AND MOST OF THOSE NEBULOUS TYPE TERMS. SO ALL I'M SUGGESTING IS THAT WE AT LEAST, AND I KNOW THIS IS PROBABLY A RELAXING NOW IN THE ENGINEERING DAYS, BUT I THINK THAT YOU HAVE TO HAVE CLEAR SPECIFICATIONS ON WHAT IT IS THAT YOU'RE TRYING TO DO.
IF YOU HAVE A HUNDRED OF A DEGREE AT THE BEGINNING, YOU END UP BEING 10 MILES DOWN THE ROAD.
SO WE CAN'T JUST ASSUME THAT BECAUSE IT LOOKS SMALL THAT IT IS SMALL, UNLESS WE DEFINE WHAT SMALL IS.
SO, ONE THING THAT I WAS CONSIDERING IS, UM, AND WE'LL GET TO THIS ITEM ON OUR AGENDA, BUT HAVING PLACEHOLDER DATES FOR US TO MEET MAYBE ONCE A MONTH WHEN THINGS LIKE THIS COME UP AND WE DON'T HAVE TO USE THOSE DATES, BUT IF WE NEED TO, WE CAN, UM, TO GO OVER ALL OF THIS TOGETHER.
I JUST WANT TO SAY THAT I ACKNOWLEDGE MR. LAND'S CONCERN.
DO WE HAVE ANY OTHER QUESTIONS FOR MR. CORWELL OR MR. RICHARDS? OKAY.
SO I AM GOING TO CALL ON CHRISTIAN KAMBO TO MAKE THE MOTION, UH, THIS EVENING TO BRING US HOME.
UM, GIVEN THE RECOMMENDATIONS OF DAVID RICHARDS, LEO LEGAL COUNSEL, AND, UH, GEORGE CORVEL.
THE CITY COUNCIL MAP AS IS WITH THE INTENT OF THE COMMISSION THAT THE AREAS IDENTIFIED BY THE CITY BE INCLUDED WHERE THEY LOGICALLY BELONG.
IT IS MOVED AND SECONDED BY COMMISSIONER BLANK TO ADOPT THE CITY COUNCIL MAP AS IS WITH THE INTENT OF THE COMMISSION THAT THE AREAS IDENTIFIED BY THE CITY BEING INCLUDED, WHERE THEY LOGICALLY BELONG.
IF I, UM, I HAVE SOME CONCERN ABOUT THE UNDEFINED UNDEFINED LOGICALLY BELONGED.
UM, I WOULD LIKE US TO CONSIDER THE MOTION THAT WILL SPECIFY WHAT ACTIONS THIS COMMISSION WILL TAKE TO INTEGRATE THE ANNEX AREAS INTO THE EXISTING APPS.
SOME POINT FORWARD, AND THE ACTIONS WE WILL TAKE TO THE ANNEX ARE TO REMOVE THE AREAS THAT HAVE BEEN BEEN DMX.
AND SO, UH, IF, IF THE MOTION CAN INCLUDE THAT THE COMMISSION WE'LL,
[00:25:01]
UH, STUDY THESE SPECIFIC, UH, NEW ANNEX AREAS AND THE AREAS THAT HAVE BEEN, UH, VNX, UH, TO CORRECT THE MAPS FOR THE ENHANCED, THE MAPS.THAT CERTAINLY I WOULD BE GOOD WITH THAT.
SO, YEAH, I MEAN, JUST TO SPECIFY THIS A LITTLE FURTHER, RIGHT? I MEAN, I DON'T KNOW IF HE'S GOING TO HAVE THE NOTES OR THE SPECIFIC PRECINCTS IN FRONT OF US.
SO I THINK THERE'S REASON TO BE A LITTLE UNCOMFORTABLE ABOUT THIS, BUT AS FAR AS D ANNEXATION GOES, THAT'S JUST A FACT OF LIFE, RIGHT? I MEAN, IF IT'S IN THE DISTRICT, THAT'S MEAN IT'S NOT, IT SHOULDN'T BE THERE.
THERE'S NO REAL QUESTION FOR US AS A COMMISSION ON HOW TO DEAL WITH THAT.
AND THERE'S ANOTHER SUBSET OF CASES WHERE LET'S JUST IMAGINE, YOU KNOW, SOMETHING THAT HAS BEEN ANNEXED IS ON THE EASTERN SIDE OF THE DISTRICT.
ONE, FOR EXAMPLE, THERE'S NOWHERE ELSE FOR THAT TO GO.
SO THERE'S NO QUESTION FOR US BECAUSE THE CHARTER, I BELIEVE REQUIRES US TO PLAY SCHOOLING, ANNEX, LANDS INTO ADJACENT DISTRICTS.
SO REALLY THE ONLY QUESTION IS, YOU KNOW, WHICH OF, IF THERE ARE ANNEXED AREAS, MAYBE THIS IS SOMETHING THAT WE CAN ANSWER NOW THAT ARE BASICALLY ALONG A BOUNDARY BETWEEN TWO DISTRICTS, RIGHT? I MEAN, THE OTHER, JUST ANOTHER ISSUE, THERE'S TWO ISSUES, RIGHT? SO THAT'S THAT SEIZURE, WE MIGHT ACTUALLY HAVE TO COME IN AND SAY, OKAY, IS THIS BELONGING DISTRICT FIVE OR DISTRICT EIGHT, RIGHT? BECAUSE IT'S RUNNING ALONG PRETTY LATE OR SOMETHING.
UM, AND THE SECOND QUESTION ABOUT, YOU KNOW, WHETHER THE POPULATION REALLY IS, YOU KNOW, LET ME CHOOSE MY WORDS CAREFULLY HERE.
SO SMALL IS TO HAVE A EXTREMELY MINIMAL INFLUENCE OUR OVERALL DEVIATION.
RIGHT? I THINK WE'VE BEEN ASSURED THAT THERE'S A, YOU KNOW, THERE'S NOT GOING TO BE AN EFFECT ON OUR DEVIATIONS AT ANY, YOU KNOW, I WOULD SAY MEANINGFUL SENSE IF WE'RE TALKING ABOUT A HUNDRED PEOPLE WITH A DISTRICT OF 96 TO 99,000.
UM, BUT REALLY THE QUESTION IS, ARE THERE ANY OF THESE ANNEXED AREAS THAT FALL ALONG SOME WAY THAT WE ACTUALLY HAVE TO MAKE A DECISION ON BEFORE WE START GOING DOWN THIS PATH? I GUESS, THANK YOU.
UM, I JUST WANT TO MAKE SURE THAT THE MOST GEN EMPOWERS AND REQUIRES THIS BOARD OF COMMISSIONERS TO COME BACK TOGETHER AND HAVE DISCUSSIONS ABOUT THOSE DECISIONS, UH, WHAT WE MIGHT LEARN ABOUT A ZERO POPULATION AREA, YOUR POPULATION TODAY, SOME DEVELOPER MIGHT HAVE SOME SIGNIFICANT PLANS ABOUT THAT, WHICH COULD RESULT IN A SIGNIFICANT POPULATION SHIFT DEPENDING ON WHAT'S BILL.
AND WITH US BEING A CITY OF URBAN DENSITY IS THE, THE NEW NORM FOR THE CITY OF BOSTON.
BUT AS ZERO POPULATION TODAY COULD HAVE TENS OF THOUSANDS OF PEOPLE WITHIN 10 YEARS.
SO I JUST WANT TO ENSURE THAT THE MOTION EMPOWERS US AND REQUIRES US TO COME BACK TOGETHER AS A BOARD TO JOIN ME, MAKE THOSE DECISIONS.
NO ONE DECIDES FOR US WHERE THESE, UH, PLAN MR. BLANK.
AND I WOULD JUST, I WOULD JUST HAVE, I MEAN, WE'VE BEEN, WE'VE RECEIVED COMMUNICATIONS.
I KNOW THAT THIS IS, I'LL SAY THIS THIS WAY, WE'VE RECEIVED COMMUNICATIONS THAT ARE POINTED OUT THAT WE'RE NOT NECESSARILY SUPPOSED TO TAKE CONSIDERATION ANY SORT OF IDEAS ABOUT PROJECTED FUTURE GROWTH AND HOW WE DO THIS, RIGHT.
I MEAN, IT'S NECESSARILY A BACKWARDS LOOKING PROCESS, DIFFERENT THE CENSUS DATA.
SO I WOULD AGREE WITH THE POINT, I WOULD SAY, YOU KNOW, WE CAN'T NECESSARILY MAKE THESE DECISIONS BASED ON POTENTIAL FUTURE DEVELOPMENT, CURRENTLY A POPULATED PARCELS PLAN, BECAUSE IT'S NOT INFORMATION THAT'S FROM CENSUS DATA THROUGH WHICH WE MAKE THESE DECISIONS.
SO, SO IF THAT'S THE CASE, THEN WE SHOULDN'T EVEN BE TALKING ABOUT WHETHER IT'S PART OF IT OR WHETHER IT'S NOT, WE SHOULD JUST DEAL WITH WHAT WE KNOW JUST WITH THE BATS AND FORGET ABOUT THIS OTHER NEBULOUS, UH, DISCUSSION, BECAUSE IT IS NOT JUST, UH, SOMETHING THAT IS, UH, UM, A MATTER OF FACT KNOW, WELL, YOU KNOW, IT'S NOT GOING TO BE THIS, OR IT'S NOT GOING TO BE THAT THAT'S ALL BS.
AND POLITICALLY SPEAKING, UH, THERE ARE PEOPLE WHO RIGHT NOW WILL TAKE ADVANTAGE OF ANYTHING THAT WE CAN PLACE THERE THAT LEAVES SOME ROOM FOR ERROR.
AND THE ERROR IS GOING TO BE, HAVE A DOLLAR SIGN ON.
NO, THAT'S NOT, I'M NOT ANYTHING NEFARIOUS.
I'M NOT TALKING ABOUT ANYTHING ILLEGAL.
ALL I AM SAYING IS THAT WE CANNOT BE LOOSE IN WHAT WE SAY OR DO, BECAUSE WE'VE BEEN PUT HERE BY CITIZENS TO, TO DO THE BEST WE CAN WITH THE INFORMATION WE HAVE.
IF WE DON'T HAVE THE INFORMATION, THEN WE'RE KIDDING OURSELVES.
WE CAN'T DO SOMETHING THAT WE DON'T KNOW ABOUT.
[00:30:05]
UM, OKAY.SO I'M JUST TRYING TO PROCESS WHAT EVERYONE'S SAYING, WHAT I HEAR.
I THINK IT, WE, IT BEHOOVES US TO PUT SOME PARAMETERS AROUND EDITS, LIKE FUTURE, UM, YOU KNOW, ANNEXATIONS OR D ANNEXATIONS AND THE LANGUAGE THAT I'M HEARING, YOU KNOW, LIKE, UH, IT DOES MAKE SENSE TO DEFINE, YOU KNOW, LIKE IF SOMETHING'S LIKE THERE, IT CAN'T, WE NEED TO FOLLOW THE CHARTER.
IT CAN'T BE LIKE PART OF DISTRICT SIX, IF IT'S RIGHT THERE RIGHT NEXT TO DISTRICT ONE.
AND THEN I ALSO HEARD, UM, UH, MR. PORTAL SAY THAT, YOU KNOW, AS LONG AS IT'S WITHIN A LIMITATION OF X NUMBER HUNDRED OF PEOPLE, THEN WE SHOULD, AFTER TAKING A CLOSE LOOK AT WHAT'S BEING DONE, UM, WITH THAT PIECE OF LAND, IF IT'S WITHIN THIS NUMBER OF PEOPLE, THEN WE CAN MAKE A DECISION.
SO I FEEL LIKE ALL OF THE INFORMATION HERE, JUST SOMEONE BETTER THAN ME AT WORDS CAN SAY WHAT IT IS THAT WE'RE TRYING TO ACHIEVE, BUT WHATEVER THIS, THIS CONSIDERATION IS AS IMPORTANT AS IT IS.
UM, YOU KNOW, WE DO NEED TO COME TO AN AGREEMENT ON HOW WE MAKE AMENDMENTS, BUT THE ORIGINAL, UH, I GUESS, MOTION WAS ALSO TO APPROVE THE MAP.
I FEEL LIKE WE CAN APPROVE THE MAP AND THEN HAVE SOMETHING SEPARATE ABOUT, UM, ADDENDUMS, GOTTA SAY, YES, IT IS SUBSTITUTE MOTION COMMISSIONER.
YOU, CAN YOU STATE YOUR MOTION ONE MORE TIME? THE SUBSTITUTE, I THINK I'M GONNA NEED SOME HELP FROM MY FELLOW COMMISSIONERS BECAUSE I'M ASKING FOR TWO DIFFERENT THINGS.
THE FIRST THING THAT I'M ASKING YOU FOR IS TO SEPARATE THE APPROVAL OF THE CURRENT MAP FROM THE ADDENDUM PROCESS.
AND THEN SECOND THING THAT I'M ASKING FOR IS THAT THE ADDENDUM PROCESS INCLUDES THESE PARAMETERS, UH, THAT EVERYONE IS MENTIONED IS QUALIFIERS.
UM, SO THAT'S, THAT'S TWO DIFFERENT THINGS AS A SECONDARY I'D LIKE TO CHIME IN WITH MOTION.
I THINK THE VERY FIRST PART IS THAT WE APPROVED THE MAPS AS THEY HAVE BEEN DEFINED PERIOD.
AND I THINK THAT'S THE ONE THAT WOULD GO WITH FIRST.
SO THAT'S THE SUBSTITUTIVE MEN OF MOTION.
AND THEN THE SECOND ONE IS TOTALLY SEPARATE.
WELL, LET'S JUST, LET'S HANDLE ONE THING AT A TIME.
SO IT SOUNDS LIKE IT HAS BEEN MOVED AND SECONDED TO, UH, AMEND BY SUBSTITUTING FOR THE PENDING MOTION.
THE FOLLOWING THAT WE APPROVE THE CITY COUNCIL DISTRICT MAPS AS IT CURRENTLY IS.
IS THERE ANY FURTHER DEBATE? OKAY.
SO THE SUBSTITUTE IS THAT WE APPROVE ADOPT THE MAPS AS THEY CURRENTLY ARE.
UM, SO SHELL, THE MOTION LAST READ, BE SUBSTITUTED FOR THE PENDING MOTION.
THOSE IN FAVOR OF THE MOTION TO SUBSTITUTE SAY, AYE, THOSE OPPOSED SAY NO.
SO THE QUESTION IS NOW ON THE MAIN MOTION AS AMENDED THAT WE APPROVE AND ADOPT THE FINAL MAPS AS THEY ARE.
SORRY, CAN YOU SAY IT AGAIN? SO THE QUESTION IS NOW ON THE MAIN MOTION AS AMENDED THAT WE APPROVE AND ADOPT THE FINAL MAPS AS THEY ARE, RIGHT? IT'S THE, IT'S THE AMENDED MOTION IS TO ADOPT THE, TO ADOPT THE FINAL MAPS AS THEY ARE, AS THEY ARE.
I THINK THAT ONCE THE SUBSTITUTE MOTION IS DEALT WITH, THEN WE GO BACK AND DEAL WITH THE MAIN, THE MAIN MOTION IS OBVIOUSLY NOT GOING TO FLY.
SO THE MAIN MOTION HAS BEEN SUBSTITUTED.
WE'VE APPROVED THAT THE SUBSTITUTE,
[00:35:01]
BUT WE, THAT IS NOT AN AMENDMENT TO THE SUBSTITUTE MOTION.SO WE STILL HAVE THE FIRST MOTION, RIGHT? YOU'RE CORRECT.
THE QUESTION IS NOW ON THE MAIN MOTION AS SUBSTITUTE, IS THAT CORRECT? SO THE QUESTION IS NOW ON THE MAIN MOTION AS SUBSTITUTED, WHICH IS THAT WE APPROVE THE FINAL MAPS AS OKAY.
THERE'S A LITTLE BIT OF CONFUSION.
SO IT LOOKS LIKE WE MOVED IN SECONDARY TO AMEND BY SUBSTITUTING FOR THE PENDING MOTION COMMISSIONER ISA.
AND SO ONCE THE I'S HAVE IT, THE QUESTION IS NOW WE JUST NEED TO VERIFY EXACTLY WHAT YOUR EMOTION WAS AMENDED.
THAT'S THE MOTION THAT COMMISSIONER CAMPBELL HAVE MADE IS NOW DEAD.
WE DON'T NEED TO BE CONCERNED WITH ANY LONGER.
THE QUESTION IS NOW ON THE MAIN MOTION AS SUBSTITUTED, WHICH IS TO APPROVE AND ADOPT THE FINAL MAPS AS THEY ARE THERE ANY FURTHER DEBATE.
THE QUESTION IS ON THE MOTION TO APPROVE AND ADOPT THE FINAL MAPS, THE CITY COUNCIL DISTRICTS, AS THEY ARE.
SO THOSE IN FAVOR OF THE MOTION, DO YOU WANT TO DO A ROLL OVER? THIS WAS THE ADOPTION.
UM, I DID WANT TO DO A ROLL CALL VOTE ON THIS.
SO, UM, SO I WILL DO THAT IN THE ORDER THAT WE ARE LISTED ON THE AGENDA, JUST SO THAT EVERYBODY HAS THAT IN FRONT OF HIM.
UH, COMMISSIONER, COMMISSIONER, MORRIS, COMMISSIONER HARDEN, COMMISSIONER, SCHNEIDER FISHER, DUSTY COMMISSIONER GONZALEZ FISHED YOUR LANDS.
MR. LANE, MR. CAMPBELL, MR. CALDERON COMMISSIONER BLANK.
AND I ALSO, I, SO THE I'S HAVE IT AND THE MOTION IS ADOPTED.
I DO HEAR YOU THOUGH, THAT WE SHOULD HAVE A SECOND MOTION TO ADDRESS THE CONCERNS ABOUT THE AGENDA FOR, FOR ANY POTENTIAL FUTURE CHANGES REGARDING ANNEXATIONS WITH THE CITY.
SO I THINK WHAT ONE THING THAT WE COULD DO IS GOING A BRIEF RECESS AND, UM, I WOULD LIKE TO DISCUSS WITH OUR GENERAL COUNSEL, UM, AND, AND THEN RETURN FOR EMOTION IS, IS EVERYONE AGREEABLE TO THAT? OKAY.
SO WE'RE GOING TO GO ON A RECESS FOR FIVE MINUTES.
THE MEETING WILL COME TO ORDER.
I WOULD LIKE TO CALL ON MR. RICHARDS TO TELL US ONE MORE TIME ABOUT OUR OBLIGATION AS IS WRITTEN INTO THE CHARTER FOR ANY FUTURE CHANGES THAT MIGHT HAPPEN OVER THE NEXT 10 YEARS.
CAN YOU HEAR ME? WELL, FIRST YOU, AS A COMMISSION HAVE A 10 YEAR LIFESPAN.
YOU ARE IN CHARGE FOR 10 YEARS OVER THE CITY COUNCIL DISTRICTS, SO THAT ANY CHANGE IN THOSE DISTRICTS WILL HAVE TO BE MADE BY YOU SITTING AS A COMMISSION WITH THAT IN MIND,
[00:40:02]
IT'S CLEAR THAT IF WE HAVE ANNEXATIONS TO DEAL WITH, OR YOU HAVE THEM, YOU'RE GOING TO SIT DOWN AND BRING YOUR GOOD JUDGMENT TO BEAR ON WHAT TO DO WITH THEM.I MEAN, YOU'RE NOT GOING TO SURRENDER THE GOOD JUDGMENT THAT YOU'VE ALREADY DEMONSTRATED IN THIS PROCESS.
SO THAT THE LAST TIME AROUND THERE WAS AN A, I GUESS WE HAD A ACTUAL RESOLUTION THAT ANY ANNEX, NEWLY ANNEXED AREA WOULD BE ATTACHED TO THE MOST ADJACENT EXISTING DISTRICTS.
AND THAT WE'RE, I MEAN, BECOMES OBVIOUS.
WHEN YOU LOOK AT THE MAP THAT IT WOULD BE OBVIOUS TO EACH OF YOU TO MAKE THAT GOOD JUDGMENT AND SAY, THIS IS WHERE IT'S GOING TO GO.
THEN THE SECOND QUESTION, OF COURSE IT'S POSED IS IF AT THAT POINT WE ARE, WE ARE TALKING ABOUT SOME MASSIVE POPULATION SHIFT THAT BECOMES A SECONDARY ISSUE, BUT THE REALITY IS SO FAR IN OUR EXPERIENCE OR MY EXPERIENCE THAT THE NEWLY ADDED AREAS IS BRINGING IN MINIMAL POPULATION AND DO NOT AFFECT THE DEVIATION OF ANY IN ANY SIGNIFICANT WAY.
BUT YOU ARE CLEARLY EMPOWERED IF, IF FOR DEVIATIONS IS FEUD OR BY VIRTUE OF AN ANNEXATION, YOU WERE THEN EMPOWERED TO MAKE ADJUSTMENTS TO THE EXISTING CO-COUNSEL DISTRICTS IN ORDER TO STAY WITHIN AN APPROPRIATE POPULATION DEVIATION.
AND AS I SAY, IT SEEMS TO ME THAT THERE'S ANY REASON TO THINK THAT WOULDN'T, IF YOU WERE CONFRONTED WITH THAT ISSUE AS A COMMISSION, THAT YOU WON'T DO THE RIGHT THING, YOU MEAN YOU, MOST OF THESE THINGS JUST JUMP OUT AT YOU AS BEING, THIS HAS TO BE THE ONLY WAY TO DO IT, AND YOU DO IT, I THINK, BUT IT IS IMPORTANT TO REMEMBER THAT YOU HAVE THAT POWER.
YOU ARE THE SOLE POWER TO ALTER EXISTING CITY COUNCIL DISTRICTS OVER THE LIFESPAN OF YOUR EXISTENCE 10 YEARS.
THAT'S THE WAY I SEE, ARE WE COMFORTABLE MOVING FORWARD THIS EVENING, KNOWING THAT WE ARE THE SOLE POWER TO ADJUST THE CITY COUNCIL MAPS OVER THE NEXT 10 YEARS.
SO THANK YOU, MR. RICHARDS, AS I CALL YOU ONE AT A TIME, YOU WILL COME TO THE PODIUM TO SIGN TWO COPIES OF THE CERTIFICATION DOCUMENT, HAVE YOUR PHOTO TAKEN WHILE DOING SO, AND THEN BE AWARDED A CERTIFICATE FROM CITY AUDITOR, CORY STOKES, AND THEN TAKE A SECOND PHOTO WITH THE STROKES.
SO YOU MAY MAKE CLOSING REMARKS AS YOU'RE SIGNING THAT DOCUMENT, IF YOU WISH, BUT YOU'RE NOT REQUIRED TO SPEAK.
UM, AND I WILL AGAIN, CALL YOU IN THE ORDER LISTED ON THE AGENDA.
IF YOU HAVEN'T ALREADY, PLEASE TAKE A FEW MOMENTS TO SIGN THE COPIES OF THE FINAL MAP FOR ALL THE COMMISSIONERS AND ICRC STAFF TO KEEP AS A TOKEN OF OUR SERVICE.
AND I KNOW I'VE SEEN THEM GOING AROUND, SO I THINK THAT WE'RE GOOD THERE.
I, MY UNDERSTANDING IS THAT COREY STARTS DOES HAVE SOME REMARKS FOR US AS WELL.
SO, UM, BEFORE WE GET TO THE SIGNING, I WOULD LIKE TO CALL HER UP TO THE PODIUM AND SHARE THOSE REMARKS WITH US.
I'M 40 STUFF FROM THE CITY EDITOR HERE IN AUSTIN, AND I'M REALLY HONORED AND EXCITED TO BE HERE.
THIS IS A PROCESS THAT I FEEL VERY INVESTED IN MY OFFICE WAS CHARGED WITH HAVING A BIG PART IN THIS, BY THE CITIZENS WHO, UM, PUT THIS, UH, AS A CHARTER AMENDMENT IN 2012, UM, THEY WANTED THIS PROCESS TO BE INDEPENDENT, I THINK WILL HAVE DONE A GREAT JOB OF HOLDING THAT.
UH, AND THAT WITH THAT ROLE, IT MEANS THAT I REALLY WANT TO SEE I'LL BE SUCCESSFUL IN Y'ALL HAVE DONE AN
[00:45:01]
AMAZING JOB HERE, BECAUSE I WANT TO TALK ABOUT A COUPLE OF DIFFERENT THINGS AND I'LL BE RELATIVELY QUICK CAUSE I GETTING LATE.UM, BUT THE FIRST POINT IS REDISTRICTING IMPORTANT.
WELL IN 2012, AS YOU ALL KNOW, THE CITIZENS ADOPTED A FORM OF GOVERNMENT AND A PROCESS TO INDEPENDENTLY CREATE COUNCIL DISTRICTS.
AND THE IDEA WAS TO HAVE A PROCESS SEPARATE FROM POLITICS, UH, FOCUSED ON DEMOGRAPHICS, DEMOGRAPHIC DATA, AND RESIDENT INPUT.
UM, THAT WAS FIRST COMPLETED IN 2014.
AND NOW Y'ALL HAVE BEEN THE FIRST ONE TO TAKE NEW CENSUS DATA FIRST GROUP TO TAKE NEW CENSUS DATA AND COMPLETE THAT PROCESS TO DEVELOP A NEW CITY COUNCIL MAP.
VENTURE RESIDENTS ARE FAIRLY REPRESENTED IN LOCAL GOVERNMENT.
I THINK WE HAVE A MODEL PROCESS.
IF YOU LOOK AROUND THE COUNTRY, I WAS JUST TALKING TO SOMEBODY EARLIER ABOUT THIS.
WE HAVE A PROCESS THAT NOMINEE LOCAL GOVERNMENTS HAVE PULLED OFF.
UM, BUT IT IS A MODEL FOR OTHER CITIES TO LOOK TO AND OTHER ENTITIES TO LOOK TO AND Y'ALL HAVE MADE IT HAPPEN.
UM, SO WE TALKED ABOUT MY OFFICE'S PART IN THIS PROCESS AND WHY, YOU KNOW, I FEEL INVESTED IN THIS, BUT I SEE THE BENEFIT OF OUR WORK.
WE HAVE THIS DIVERSE, EFFECTIVE GROUP COMING UP WITH MAPS, UM, THAT LITTLE REPRESENT OUR COUNCIL DISTRICTS GOING FORWARD.
UM, SO WITH THE CERTIFICATION THAT'S ABOUT TO HAPPEN OR IS HAPPENING AS WE SPEAK, UM, THAT WE'LL CREATE OUR NEW MAPS THAT WILL SERVE US FOR THE NEXT 10 YEARS WITH MINOR TWEAKS THAT Y'ALL GET TO SIGN OFF ON.
BECAUSE THAT'S HOW IT'S WRITTEN INTO CHARTER.
SO I WANT TO SAY CONGRATULATIONS TO ALL OF YOU ON BEHALF OF THE CITY OF AUSTIN.
I WANT TO THANK YOU ALL FOR SERVING IN THIS ROLE.
I KNOW IT'S NOT ALWAYS EASY AS A VOLUNTEER EFFORT AND YOU PUT A LOT OF BLOOD, SWEAT AND TEARS INTO THIS PROCESS.
UM, AND THEN BEFORE I HAND OFF THOSE CERTIFICATES OF APPRECIATIONS, UM, THERE WERE A FEW THINGS I WANTED TO, TO RECOGNIZE THE CHALLENGES THAT Y'ALL FACE THIS TIME THAT WE DIDN'T HAVE LAST TIME.
UM, AND I'M GOING TO ECHO WHAT JOHN SAID EARLIER ON, BUT NUMBER ONE, WE WERE IN A GLOBAL PANDEMIC.
WE WERE ALL STRUGGLING TO ADAPT TO REAL-TIME VIRTUALLY VIRTUAL MEETINGS BEING ACCIDENTALLY MUTED.
I STILL HAVE THE BLACK, UH, REALIZE THAT OUR WI-FI IS NOT AS GREAT AS WE THOUGHT IT WAS.
UM, JUST SO MANY THINGS THAT WE COULD NOT HAVE PREDICTED WHEN WE SET OUT TO DO THIS PROCESS, UM, AT THE BEGINNING OF 2020, OR REALLY FOR US AT THE END OF 2019.
UM, BUT YOU ALL WERE ABLE TO, WITHIN THE COVID-19 PROTOCOLS HERE, WE ALL LEARN IN OUR MASKS, UH, DEVELOP A COORDINATED COMMUNITY ENGAGEMENT PLAN FOR AUSTIN TO GIVE INPUT ON THESE MAPS.
UM, OR ON THIS MAP, I GUESS IT'S JUST ONE MAP.
UM, BUT ON THE DISTRICTS, AND I THINK THAT WAS A SIGNIFICANT FEAT.
AND I'M REALLY IMPRESSED WITH YOU GUYS THAT WASN'T ENOUGH THOUGH.
YOU ALSO HAVE LATE CENSUS DATA.
WE WERE NOT EXPECTING THAT EITHER.
WHEN WE SET OUT TO DO THIS AND LATE 20, 19, EARLY 2020, WE HAD NO IDEA.
YOU HAVE LESS TIME FOR PUBLIC ENGAGEMENT AND YOU WERE STILL ABLE TO PULL THAT OFF.
SO I AM SO IMPRESSED WITH THIS GROUP.
YOU HELD 10 PUBLIC FORUMS WHO PROVIDED SO MANY DIFFERENT WAYS FOR PEOPLE TO ENGAGE WITH VITAL INPUT INTO THIS PROCESS.
AND YOU'VE DEVELOPED AND ARE I THINK ABOUT TWO CERTIFIED, IS THAT THE RIGHT LANGUAGE? IT'S NOT CERTIFIED YET ABOUT THE CERTIFIED, SO YOU SHOULDN'T BE PROUD OF YOURSELF.
I'M PROUD OF THIS PROCESS AND PROUD OF THIS GROUP.
SO KUDOS FOR EVERYTHING THAT YOU HAVE DONE.
AND THANK YOU SO MUCH FOR YOUR SERVICE.
UM, I DO WANT TO ACKNOWLEDGE OUR CITY STAFF, UM, MATTHEW DOUGAN FROM HOUSING AND PLANNING.
UM, APPARENTLY WE DID NOT DOCUMENT VERY WELL LAST TIME, AND WE'RE GOING TO TRY TO DOCUMENT IT BETTER BECAUSE REALLY THE PERSON WHO DID THAT JOB LAST TIME RETIRED, AND WE HAVE VERY LITTLE INFORMATION ABOUT HOW THIS PROCESS WAS RUN.
UM, BUT, UH, THAT WAS CERTAINLY I THINK A CHALLENGING THING FOR ABOUT STAY GONE.
CAUSE THAT CHRISTINE, YOU'RE NOT ASKING THIS PRIOR BY YOUR SUPPORT, UM, THAT HAVE BEEN HERE TO GUIDE YOUR PROCESS THROUGHOUT.
SO WITH THAT, I WANT TO, WE HAVE CERTIFICATES FOR EACH OF YOU.
UM, SO I'M GOING TO CALL YOU OFF MY NAME AND HE HANDS OUT YOUR CERTIFICATE.
SO WE'LL JUST CALL IN THE ORDER.
I THINK WE AGREED TO ORDER IT'S LISTED ON THE AGENDA.
SO OUR FIRST TWO PUMPS ARE NOT HERE, BUT WE WILL RECOGNIZE THEM ANYWAY.
OH, AND THEN YOU HAND, IS IT QUICK? DO YOU HAVE THE NIGHT HERE? I'M JUST GOING TO NAME THEM.
WE'LL GET A PHOTO TAKEN OF US AS WE'RE SIGNING.
[00:50:01]
COREY WILL GET US THE CERTIFICATE.WE'LL GET A PHOTO OF ORI AND THEN WE'LL BE SEATED.
AND THEN THE NEXT PERSON WILL COME UP.
YOU MIGHT HAVE TO REPEAT THAT A COUPLE MORE TIMES, ESPECIALLY FOR ME.
SO THE FIRST TWO PEOPLE WERE PROBABLY MOVED AND BRIGHAM MORRIS WERE NOT HERE.
UM, BUT I WOULD LIKE TO ACKNOWLEDGE THEM.
IT'S SUPPOSED TO REDO THE CERTIFICATE OF APPRECIATION.
I WON'T READ IT LUCKILY FOR YOU EVERY SINGLE TIME, BUT IT DOES SAY FOR SERVING ON THE 2021 INDEPENDENT CITIZENS REDISTRICTING MISSION TO REDRAW THE TENANT COUNCIL DOES THE BOUNDARIES, DESPITE THE CHALLENGES OF THE GLOBAL PANDEMIC, THE COMMISSION, LET IT OPEN IT, OPEN AN IMPARTIAL PROCESS, INCLUDING MORE THAN 40 PUBLIC MEETINGS AND CONSIDERING MORE THAN 200 PUBLIC COMMENTS.
AND THEN IT NAMES YOU IT'S THE SURVEY AND PUBLIC RECLAIMING LIKE ADDITION AND AN ISSUE AND ACKNOWLEDGEMENT SIGNED BY THE MAYOR AND LISTS ALL THE PASSENGERS.
ALL RIGHT, NEXT, WE HAVE SNYDER.
AND YOU'RE HERE IN HERE AS THE OLDEST MEMBER OF THIS COMMISSION.
EXTREMELY PROUD OF ALL OF YOU.
I'VE NEVER DONE ANYTHING LIKE THIS BEFORE.
I DON'T KNOW IF I'LL LIVE LONG ENOUGH TO EVER DO IT AGAIN, BUT IT'S SO I'LL DO IT AGAIN.
ALSO WENT TO MAKE SOME PRESENTATIONS, MYSELF TO THE ARP AND ALI NOVA GROUP, WHICH I LIKE MEMBERS AND ATTENDING CLASSES FOR THE LAST 10 YEARS DESCRIBING THIS PROCESS TONIGHT, HE GAVE YOU THE ASSISTANCE OF SOME OF YOU.
YOU CAN'T HAVE 14 PEOPLE THERE IT'S TOO MANY, BUT WE CAN HAVE FOUR OR FIVE.
AND I'M HOPING THAT THEM WILL BE AVAILABLE WHEN THE TIME COMES IN JANUARY.
AND PERHAPS THE DATES ARE NOT ESTABLISHED, BUT IT'S BEEN WONDERFUL.
[00:55:11]
I CAN FIX IT.IT'S AN HONOR TO HAVE HAD A CHANCE TO SERVE CAPACITY.
UH, YOU READ ABOUT THINGS AND YOU EXPERIENCED THEM OVER TIME.
AND SOMETIMES IT'S GOOD TO SEE ONE THAT HAS BEEN A GREAT EXPERIENCE AND I RESPECT EACH OF YOU.
AND I APPRECIATE THE FACT THAT EVERYTHING, BUT IF WE DID, I WOULDN'T BE AFRAID THAT I WAS IN THE SAME TIME I EVER PUT.
WE DID AGREE ON WHERE THE IMPORTANT, SO THANK YOU SO MUCH FOR BEING WHO YOU ARE AND FOR DOING SUCH A GOOD JOB.
OH, ONE OTHER, I, I THINK I'M, I'M, UH, I'M PARTICULARLY PLEASED WITH THE FACT THAT I'M THE SECOND OLDEST.
UM, SO LET'S SAY A SPECIAL THING TO A CHAIR AND VICE CHAIR.
I KNOW IT'S BEEN A LOT OF WORK AND TIME, SO THANK YOU FOR YOUR COMMITMENT.
THANK YOU TO THE CITY STAFF AND MOST OF ALL TO THE REST OF YOU GUYS.
AS THE STUDENT COMMISSIONER, YOU FULFILL AN IMPORTANT, REQUIRED ROLE ON THIS.
I REALLY DON'T KNOW HOW TO SPEECH AT THIS POINT.
UM, BUT, AND I DON'T WANT TO FORGET ANYBODY, BUT IT'S BEEN A GREAT TIME.
UM, LEARNING AS A STUDENT, I THINK THAT THIS HAS BEEN LIKE ONE OF THE BIGGEST LEARNING EXPERIENCES AND ALSO KIND OF A BIG LEARNING CURVE FOR ME BECAUSE I CAME IN HERE MAYBE A LITTLE NAIVE AS TO THE WHOLE PROCESS.
SO IT'S BEEN REALLY GREAT LANE WITH EVERYBODY.
AND ALONG THE DEADLINE MENTIONED, MR. CHARITIES, I'VE GONE TO THE CITY, UM, TO ALL OF OUR, UM, ADVERTISING AND OTHER PEOPLE WORKING IN MEDIA AND PAPERS EARLY.
UM, AND, UH, I JUST REALLY LOOK FORWARD TO, UM, SEEING THE PUBLIC, SEE OUR FINAL MAP JUST DISPLAYED OUT THERE FOR EVERYBODY ON THE NEXT QUESTION, WANT TO SET UP THE NAACP AND MR. I, I MET HIM SEVERAL YEARS AGO WHEN I FIRST SET IT UP AT ACC STUDENT GOVERNMENT.
AND IT'S GREAT TO SEE HIM STILL, UM, SUCH A GOOD CAUSE TO THIS DAY.
SO ESPECIALLY WHEN IT CAME TO THAT, SARAH,
[01:00:24]
UM, THANKS EVERYONE.IT WAS A REALLY INTERESTING AND EDUCATIONAL OPPORTUNITY.
I APPRECIATE THAT AS ONE OF THE FOLKS THAT GOT SELECTED, I, UM, I WAS REALLY IMPRESSED THAT YOU HAD TO WORK IN SMALLER ORGANIZATIONS, HOW MUCH WE DID SHORT AMOUNT OF TIME AND, UM, REALLY APPRECIATE IT.
ONE FOR ME, THEIR BEST SKILLS AND THEIR BEST SELVES TO TRY AND GET THIS DONE AT DEFINITELY APPRECIATE THE CITY STAFF.
IT WAS A LOT I'M SURE ON TOP OF HER.
AND I JUST WANT TO SAY I'M VERY PROUD OF THE WORK THAT WE DID AND I'M REALLY EXCITED ABOUT, ESPECIALLY THE OPPORTUNITY DISTRICTS THAT HE CREATED.
I THINK THAT'S REALLY IMPORTANT.
UM, GLAD THAT JUST, UM, THANK YOU GUYS SO MUCH.
THERE'S NOT A SINGLE PERSON HERE THAT I DIDN'T LEARN FROM.
I REALLY, REALLY APPRECIATED THIS OPPORTUNITY TO WORK WITH ALL OF YOU.
UM, OF COURSE, I APPRECIATE THIS OPPORTUNITY TO DO SOMETHING FOR CITY TOO.
SO I JUST WANT TO EMPHASIZE THE PRIDE.
I FEEL IN THE ACCOMPLISHMENTS OF THIS COMMISSION, FORTUNATE TO BE INVOLVED IN A COMMISSION THAT BROUGHT TOGETHER CITIZENS ALL OVER THE CITY OF BOSTON.
I MAY HAVE NEVER CROSSED PATHS IN A PROCESS THAT EXPOSED US TO EVERY CORNER OF THE CITY IN EVERY RELEVANT CONSIDERATION THAT WE MIGHT USE THE RESPONSE TO OVERWHELMING INCREASED POPULATION.
I STUDIED POLITICS FOR A LIVING CURRENTLY, ALMOST ALL POLITICS ARE DEFINED BY THEIR TOXICITY, BY THE INABILITY OF PEOPLE TO WORK TOGETHER BY THOSE POWER, USING THE LEPERS DISPOSAL TO MAINTAIN OR INCREASE THAT POWER.
THIS MAP, UH, BY CONTRAST WAS MADE AMONG CITIZENS WHO APPROACH THIS HAS HUMBLING GLASSER INPUT AT EVERY STAGE.
AND WE THEN RECEIVED THAT INPUT WITHOUT PREJUDICE OR PREDETERMINED OUTCOMES IN MIND.
I THINK FOR CITIZENS WHO TRULY SOUGHT TO FOLLOW THE CHARTER THAT ESTABLISHED THIS COMMISSION AND THIS PROCESS IN PARTICULAR MAINTENANCE OF GEOGRAPHIC INTEGRITY, UH, LOCAL NEIGHBORS AND COMMUNITIES MAY NOT HAVE AGREED AS A COMMISSION ON EVERYTHING, BUT RARELY REALLY DISAGREEABLE DISAGREED, AT LEAST NOT FOR LONG.
AND I WANT TO THANK OUR CHAIR, VICE CHAIR FROM THESE CONSOLIDATES FOR SETTING TO TONE PRACTICE AND RESPECT THROUGHOUT THE MANY MEETINGS MONTHS THAT WENT INTO THESE MAPS.
UH, I WANT TO THANK THE PREVIOUS ICRC FOR THEIR HEART DEALS ALREADY FIT YOUR ORIGINAL TENANT COUNCIL, UH, FROM SCRATCH SOMETHING THAT WE DIDN'T FORTUNATELY HAVE FEW OURSELVES, SO THAT WE CONSIDER THAT.
AND I DEFINITELY WANT TO THANK ALL THE WAY FELLOW COMMISSIONERS FOR ALL THE TIME AND EFFORT YOU PUT INTO THIS PROCESS FOR THE OVER MOST WAS NOT AS SIGNIFICANT OUR COUNCIL.
AND THEN I JUST FINALLY, I WANT TO THANK THE WINNERS OF AUSTIN FOR ESTABLISHING THIS PROCESS FOR DISTRICT.
UH, YOU KNOW, WHAT CITY COUNCILS, COMMISSIONERS, COURTS, AND LEGISLATORS THROUGHOUT THE COUNTRY ENGAGEMENT PROCESS, WHERE IN FOR THE MOST PART, ELECTED OFFICIALS ARE PICKING THEIR MOTORS PARTS OF THE PROCESS OF CITIZENS REPRESENTING THEIR FELLOW CITIZENS AND NEVER TO CREATE A CITY COUNCIL MAP AS ACCURATELY AS POSSIBLE FLEXIBLY, MANY OFF OVERLAPPING COMMUNITIES, SCREEN CITY THAT GOT CLEARLY PRETTY DEARLY TO BE INVOLVED IN THIS PROCESS.
UH, KNOW THERE'S REALLY ASPECTS OF THE FINAL MAP WHERE PEOPLE WILL QUIBBLE OVER, WHICH IS SOMETHING THAT I THINK COULD EVER BE AVOIDED.
HOWEVER, I THINK ANYONE HAS WATCHED THIS PROCESS FROM START TO FINISH.
[01:05:02]
THIS COMMISSION WOULD MAKE ME FAST AND I WANT TO FINISH MY STATEMENT.UM, PHONE IS NOT HERE, KNOWLEDGE OR SERVICE.
UM, I JUST WANT TO SAY FROM THE DAY THAT WE ALL GOT TOGETHER VIRTUALLY AFTER A FREEZE AND DURING A PANDEMIC TO GET TO THE POINT THAT WE ARE TODAY, THAT WILL AFFECT THE LECTURES IN THE CITY OF AUSTIN.
I'M EXTREMELY PROUD OF THE WORK THAT WE'RE ABLE TO DO THE GET TOGETHER.
AND THE FACT THAT YOU ENTRUSTED ME AS THE VICE CHAIR, UM, WORKING ALONGSIDE SUCH AN AMAZING HARDWORKING CHAIRS, THIS REALLY APPRECIATE IT.
UM, AT FIRST, A LITTLE NAIVE MYSELF, UH, KIND OF AN HONOR TO BE NOMINATED OR SELECTED ON THE COMMITTEE AND THEN KIND OF BEING THROWN INTO THE POOL AND SEEING IF WE COULD SWIM, GETTING 14 STRANGERS TOGETHER TO WORK AS CAN BE SIMPLY AND EFFECTIVELY AS WE DID IS AN ACCOMPLISHMENT I WILL CHERISH FOR THIS DECADE AND MUCH LONGER.
IT WAS A PLEASURE TO GET TO KNOW ALL OF Y'ALL.
UM, AGAIN, EXCITED ABOUT THE WORK THAT WE'VE DONE TONIGHT, UM, AND COULDN'T HAVE DONE IT WITH ALL OF YOUR ENCOURAGEMENT, ALL THE HOURS THAT YOU'VE PUT IN WHILE WE HAVE FULL-TIME JOBS.
WHEN WE GET FAMILIES TO CARE FOR WHILE ONE OF US EVEN BEGAN A NEW FAMILY.
THANK YOU SO MUCH TO EVERYONE THAT HAS BEEN THANKED ALREADY FOR OUR ED ADMINISTRATIVE MANAGER AT DUKE AND AT THE CITY, MR. PORTABLE, MR. RICHARDS AT YOUNG FOR BEING HERE EVERY STEP OF THE WAY.
I'M PROUD OF THE WORK THAT WE'VE DONE IN.
WE HAVE OUR CHAIR, YOU KNOW, WE'VE GOT A LONG SIX MONTHS TOGETHER OR EIGHT MONTHS, DEPENDING ON WHETHER YOU WERE PART OF THEIR REGULAR FIRST AID.
I NEVER COULD HAVE IMAGINED HOW MUCH I LEARNED ABOUT THE CITY OF AUSTIN.
I THOUGHT ALL OF YOU AND ALSO JUST ABOUT MYSELF AND I'M SO DEEPLY PROUD OF OUR WORK.
EVERY STEP OF THE WAY THE MAPS, I THINK ARE A TESTAMENT TO THE STRENGTH OF OUR EXPERTISE AND ULTIMATELY THE STRENGTH OF THIS REDISTRICTING PROCESS UNDER AN INDEPENDENT CITIZENS, REDISTRICTING COMMISSION, WE HAVE FOLLOWED IN SOME REALLY COURAGEOUS AND THOUGHTFUL FOOTSTEPS, PREVIOUS COMMISSION.
UM, AND I HOPE TO SEE THAT THIS MOVEMENT WILL SWEEP THE COUNTRY.
WE AREN'T LIVING THROUGH THAT.
AND I JUST WANT TO SAY, IT'S BEEN AN HONOR WORKING WITH EVERY SINGLE ONE OF YOU.
CONGRATULATIONS, EVERYONE WE HAVE.
WE HAVE JUST MADE IT OFFICIAL THE AUSTIN CITY COUNCIL DISTRICTS THAT WILL BE IN PLACE FOR THE NEXT 10 YEARS.
UM, NOT THE MOST EXCITING THING, BUT THE MEETING MUST CONTINUE.
LET ME PAUSE VERY QUICKLY AND ASK, UM, OUR PHOTOGRAPHER.
WOULD YOU LIKE FOR, UM, FOR US TO TAKE THE PHOTO AT THE END OF THE MEETING, IS THAT OKAY? SORRY.
SO THE NEXT ORDER OF BUSINESS IS TO BE, UH, THE DISCUSSION AND
[01:10:01]
POSSIBLE ACTION ON THE PROCEDURE FOR THE FINAL REPORT.COMMISSIONER BLINK WILL LEAD THE DISCUSSION.
UH, SO I'VE NEARLY FEVEROUSLY WORKING AWAY.
UH, COMMISSIONER HARDEN, UH, IS HER POINT IS ON GETTING A DRAFT OF THE FINAL REPORT PUT TOGETHER.
OBVIOUSLY THE PROCESS SO FAR HAS BEEN RELATIVELY KIND OF LIKE ALL OF THE SUBCOMMITTEE WORK HAS BEEN RELATIVELY CONSTRAINED BECAUSE OF, YOU KNOW, RULES ABOUT HOW WE CAN ACTUALLY GO ABOUT PRODUCING THIS DOC.
I SHARED THE FINAL BIOGRAPHIES, UH, WITH EVERYONE BASED ON THE MOST UP-TO-DATE BIOGRAPHIES I HAVE.
I, FOR THOSE OF YOU HAVE, AND I CAN REACH OUT TO YOU SEPARATELY ON A SEPARATE CHAIN.
YOU CAN ALSO JUST TELL ME MY, MY CURRENT BIO IS FINE.
IF YOU WANT TO TELL ME THAT ON THE WAY OUT OR WHATEVER, THAT'S FINE.
UM, NOW THAT WE'VE FINALIZED THE MAPS IN THE NEXT DAY OR TWO, WHAT I WILL I PLAN TO SEND EACH OF YOU ALL, I WOULD SAY EACH, UH, COMMISSIONER OR SET OF COMMISSIONERS WITH EACH DISTRICT DISTRICT PROFILE THAT GO IN THE FINAL REPORT.
THAT EXPLAINS BASICALLY THE POPULATION CHARACTERISTICS OF THE DISTRICT BASED HOW WE MEET THE CONSTITUTIONAL REQUIREMENTS, UH, THE FEATURES OF THE DISTRICT, ANY IMPORTANT RATIONALE FOR HOW THAT DISTRICT WAS, UH, CREATED OR MAINTAINED, WHICH IS RIGHT NOW IS KIND OF PRETTY BIG QUESTION MARK, AND KIND OF, WE'LL LEAVE THAT TO YOU GUYS TO THINK ABOUT, AND THEN A MAP OF THE DISTRICT.
UH, WHAT I'LL INCLUDE IN THE DOCUMENT IS WHAT WAS WRITTEN IN THE PREVIOUS REPORT.
SO YOU CAN SEE WHAT THE RATIONALE THAT THEY USE WHERE NOW THERE'S MIGHT BE A LITTLE BIT MORE EXPENSIVE THAN OURS BECAUSE THEY WERE STARTING FROM SCRATCH.
WHEREAS OURS MIGHT BE MORE QUESTIONS ABOUT CHANGE OR CONTINUITY, BUT IN ESSENCE, WHAT I REALLY NEED FOR ALL FOR Y'ALL TO DO IS TO THEN REVIEW THOSE DISTRICTS PROFILES AND MAKE SURE IN PARTICULAR THAT AREAS OF GEOGRAPHIC INTERESTS ARE STILL CORRECT, THAT, YOU KNOW, ANY PLACES HAVE CLOSED.
YOU KNOW, THE CITIES DEVELOPED EXTENSIVELY, THERE MIGHT BE NEW THINGS THAT SHOULD BE ADDED AND IT'S POSSIBLE IN SOME CASES, JUST BY THE FACT THAT THE LINES CHANGED IN SOME DISTRICTS, THAT MAY BE SOMETHING THAT WAS ONCE IN ONE DISTRICT.
CAUSE NOW NOT ANOTHER, YOU, ALL THE MATH EXPERTS ON YOURS, I WANT YOU LIVE, WHICH IS BARTERING AND PASS THAT TO YOU ALL.
SO JUST TO GIVE YOU A QUICK OVERVIEW OF WHAT THIS DOCUMENT LOOKS LIKE, IT'S BASED, IT'S BASICALLY BASED ON THE PREVIOUS COMMISSION'S REPORT, THE MAIN DIFFERENCE, I THINK IN VARIOUS DISCUSSIONS AMONG SUBCOMMITTEE WAS THE FIRST COMMISSION'S REPORT HAD A LOT OF ORIGIN STORY INFORMATION THAT WE DON'T REALLY NEED.
SO AS MUCH MORE ABOUT PROCESS AND ABOUT THE CHALLENGES OF CONSTRAINTS AND BE FACED WITH UNDER STORM AND DEMO, ET CETERA, AND HOW WE MANAGED IT TO DEAL WITH THAT.
SO THE REPORT BASICALLY WE'LL HAVE AN ACKNOWLEDGEMENT SECTION AND EXECUTIVE SUMMARY, OUR BIOGRAPHIES, UH, THE CHALLENGES CONSTRAINTS FACING THE COMMISSION, THE METHODS, REPUBLICAN FOOT METHODS FOR MAP-MAKING THESE DISTRICT OVERVIEWS, UH, TALKING ABOUT THERE'S A SECTION ON FOR COMMISSIONER COMMENTS, WHICH ARE BASICALLY, IF YOU WANTED TO BASICALLY, I'M GOING TO TAKE WHAT I WROTE AND I'M GOING TO BASICALLY PUT IT AS MY COMMISSIONER COMMENT IN THE REPORT.
AND I'LL PUT THAT IN THE EMAIL, KIND OF WHAT A DEADLINE FOR THAT MIGHT LOOK LIKE CLOSING REMARKS BY THE CHAIR AND THE DEPENDENCIES THAT WILL INCLUDE SOME OF THE INFORMATION YOU PROVIDED.
PLUS IDEALLY CONDENSED FORM OF THE CITIZEN FEEDBACK THAT WE RECEIVED.
AND THEN I THINK THE NEXT QUESTION IS SORT OF, YOU KNOW, TIMELINE.
UM, SO WE HAD INITIALLY AMONG THE SUBCOMMITTEE, THIS IS, YOU KNOW, THE SERVICES, I THINK THE FIRST OPEN FOR DISCUSSION KIND OF THING HERE, UNLESS SOMEBODY HAS A SUIT, SEVERE DISAGREEMENT.
WHAT I SAID SO FAR, UH, WE HAD SORT OF IN OUR MINDS THOUGHT THAT WE'D LIKE TO BE DONE WITH THIS REPORT BEFORE THANKSGIVING.
I THINK THAT'S KIND OF STILL WHAT WE WANT TO DO.
CAUSE IT SEEMS TO ME IT'S EITHER WE GET IT DONE BEFORE THANKSGIVING OR IT'S LIKE, WE'RE GOING TO GET IT DONE NEXT YEAR.
I WOULD RATHER GET IT DONE BEFORE THANKSGIVING, UNLESS THAT'S A PROBLEM WITH PEOPLE, BUT THAT'LL PUT US ON A LITTLE BIT OF A SLIGHTLY TIGHT TIMELINE FOR TURNAROUND.
SO IF I WERE TO SHARE, YOU KNOW, AND I JUST, YOU KNOW, LET ME REACT, PLEASE.
IF I WERE TO SHARE THE DISTRICT PROFILES THE NEXT FEW DAYS WITH WHATEVER OTHER KIND OF OUTSTANDING INFORMATION I NEEDED, IS THAT SOMETHING THAT COMMISSIONERS FEEL LIKE WE COULD TURN AROUND WITHIN SEVEN TO 10 DAYS? SO BY THE NEXT FRIDAY OR THE FOLLOWING MONDAY, DOES THAT SEEM FEASIBLE? IT SHOULD BE PRETTY EASY TO LOOK.
I THINK A LOT OF THESE ARE JUST LITERALLY GOING THROUGH, IT'S LIKE, OH, THAT'S THAT CLOSED THAT CLOSED YEARS AGO OR WHATEVER, YOU KNOW? UM, AND THEN I WOULD THINK THAT WE WOULD PROBABLY WANT TO, THEN THE QUESTION BECOMES, HOW DO WE APPROVE THIS AS A, AS A BODY? AND SO I THINK ONE QUESTION IS, DO WE THEN HAVE A FINAL MEETING TO APPROVE THE FINAL REPORT OR NOT FINAL THE ESSAY I FINALLY MADE FOR THE YEAR, HOPEFULLY TO IMPROVE THE FINAL REPORT, MAYBE AROUND THE 17TH, WHICH WILL BE KIND OF CLOSE IN TERMS OF GETTING TOWARDS THANKSGIVING.
THAT'D BE A WEDNESDAY, I THINK THE WEEK BEFORE THANKSGIVING, I BELIEVE IT SEEMS TO ME THAT IF WE HAVE THE REPORT WRITTEN BY THEN WE CAN BASICALLY SHARE THAT AS AN AGENDA ITEM.
I BELIEVE FOR THAT MEETING, WHICH MAKE IT A PUBLIC DOCUMENT.
[01:15:01]
AND THEN WE CAN HAVE ANY COMMENTS THAT NEED TO BE HAD.WE CAN TAKE A RECESS, MAKE THOSE ADJUSTMENTS, CALL THEM OUT FINE OR CALL THEM REPORTS, VINYL.
BUT THAT'S, THAT'S MY ONLY IF ANYBODY HAS ANOTHER WAY THEY WANT TO GO ABOUT THIS, OR IF THERE'S ANY SERIOUS PROBLEMS WITH THAT, I'M OPEN TO OTHER POSSIBILITIES IN PERSON.
LIKE I THINK ANY, ANY MEETING HAS TO BE IN PERSON AT THIS POINT.
UM, I THINK WE CAN STILL DO VIRTUAL MEETINGS, BUT THERE HAS TO BE A QUORUM IN PERSON.
SO THERE CAN BE THAT THERE CAN BE THE HYBRID MEETINGS, BUT NINE ALL HAS TO BE IN PERSON, INCLUDING THE CHAIR.
SO THEN I GUESS THE QUESTION IS, YOU KNOW, DO YOU, IS THERE ANYBODY WHO DOES NOT HAVE AVAILABILITY CURRENTLY ON THE SIDE? I KNOW ONE ON THE 17TH, SO IF I MAKE BLANK, OUR NEXT ITEM ON THE AGENDA IS ACTUALLY DISCUSSING DATES OF FUTURE MEETINGS.
SO MAYBE WE COULD DO IT THERE.
IS THERE ANYTHING ELSE REGARDING THE FINAL REPORT ITSELF THAT WE WOULD LIKE TO DISCUSS COMMISSIONER FOLLOWED IT ON? I JUST WANTED TO MAKE SURE, UM, THAT I CAN CHECK.
UM, YOU'RE GOING TO BE SENDING THIS OUT THIS WEEK ISH OR NEXT WEEK.
SO I'M GOING TO SEND IT OUT BEFORE THE CLOSE OF THIS WEEK.
I HAVE IT ALL SET UP, JUST COPY AND PASTE EMAIL.
I'M GOING TO SEND YOU AND THEN YOU WOULD WANT IT BACK BY NEXT FRIDAY.
I WOULD SAY NEXT FRIDAY OR THE FOLLOWING MONDAY, I THINK, YOU KNOW, WE CAN DO OUR BEST.
UM, I WANTED TO, UH, PROPOSE THE BOARD.
DO WE WANT TO CONSIDER FROM A PERSPECTIVE OF DIVERSITY INCLUSION TO HAVE A VERSION OF THIS FINAL REPORT IN OTHER LANGUAGES, FOR PEOPLE THAT HAVE A FIRST LANGUAGE OTHER THAN ENGLISH.
AND SO WHETHER IT'S SPANISH OR IS THERE A SIGNIFICANT ASIAN POPULATION ARE POPULATIONS WHERE THERE LANGUAGES THAT WE SHOULD CONSIDER? SO THAT'S A GREAT PROPOSAL.
AND I WONDER IF THAT'S A CITY SERVICE THAT CAN BE PROVIDED TO TRANSLATE THE FINAL REPORT.
I MEAN, IS THERE, DOES THE CITY HAVE A STANDARD SET OF THESE ARE ALL THE LANGUAGES THAT WE TRANSLATE OUR PFS FOR SOMETHING LIKE THAT.
SO THE, UM, COMMUNICATIONS AND PUBLIC INFORMATION OFFICE HAS A LANGUAGE ACCESS PROGRAM.
I THINK THEY DO HAVE A SET OF STANDARD LANGUAGES THEY CAN TRANSLATE INTO TO.
SO MAYBE WHEN WE MEET TO APPROVE THE FINAL REPORT, WE CAN ALSO DETERMINE, YOU KNOW, HOW TO MOVE FORWARD WITH THAT AS WELL.
ANYTHING ELSE ABOUT THE FINAL REPORT BEFORE WE MOVE ON? THANK YOU SO MUCH FOR YOUR WORK ON THIS COMMISSIONER BLANK.
SO THE NEXT ORDER OF BUSINESS IS TO SEE THE DISCUSSION AND POSSIBLE ACTION OF DATES FOR FUTURE MEETINGS.
UM, AND SO AS WE JUST HEARD, UH, THE FINAL REPORT, WE'LL BE WRAPPING UP BY THE END OF NOVEMBER.
UH, SO WE MAY RECONVENE TO APPROVE THIS, UM, AND SHARE IT WITH THE CITY.
UM, WE MAY ALSO RECONVENE IN THE NEAR TO MID-TERM FOR OTHER REASONS, SUCH AS, UM, YOU KNOW, RECORDS, RETENTION.
THERE'S A LOT OF DOCUMENTS THAT WE'VE CREATED OVER THE LAST FEW MONTHS.
WE WANT TO MAKE SURE THAT WE HAVE ALL OF THAT, UM, OR TO DISCUSS THE MAPS AS THEY RELATE TO TRAVIS COUNTY'S REDISTRICTING, UM, OR ANNEXATIONS, RIGHT? LIKE AS WE'VE DISCUSSED THIS EVENING.
SO, UM, FOR THESE CONTINGENCIES, I WOULD LIKE TO PROPOSE THAT WE RESERVE ONE DAY A MONTH FOR THE NEXT THREE TO FOUR MONTHS, UH, TO MEET IF IT BECOMES NECESSARY.
UM, AND I KNOW VICE CHAIR, GONZALEZ, YOU HAD SOME DATES PROPOSED.
WOULD YOU LIKE TO SHARE THOSE WITH THE GROUP THIS TIME? EVEN WHAT COMMISSIONER, BASED ON WHAT COMMISSIONER BLANK SAID I WAS PROPOSING IN THE THIRD WEDNESDAY, IT SEEMS LIKE WEDNESDAY WORKS FOR THIS GROUP OR SOME CONSISTENCY.
THE FIRST MEETING WOULD BE ON NOVEMBER 17TH, THE THIRD WEDNESDAY OF THE MONTH.
I THINK WE COULD USE THAT AS A REOCCURANCE SCHEDULE FOR SEVERAL MONTHS.
SO THAT WOULD BE NOVEMBER 17TH, DECEMBER 15TH, JANUARY 19TH.
AND JUST TO BE SAFE PROBABLY FEBRUARY 16TH AS WELL, THAT WOULD BE PUT US UP FOR MEETINGS TO GET SOME OF THIS WORK DONE.
AND AGAIN, IF WE FIND WE DON'T NEED TO MEET, THEN WE WON'T, BUT JUST TO HAVE THOSE DATES IN THE, IN THE BOOKS.
UM, SO IS, IS THAT ALL RIGHT WITH EVERYONE? AND IT WOULD CONTINUE TO BE THE WEDNESDAY.
YEAH, JUST AGAIN, WE'RE GOING TO SEND OUT THE INVITES ON THE EMAIL.
[01:20:01]
FIRST OF ALL, YEAH, SORRY, I JUST WANTED TO APOLOGIZE.I JUST RESPONDED TO COMMISSIONER BLANK WITHOUT PREPPER.
UM, BUT UH, I JUST, I WAS JUST THINKING, YOU KNOW, THIS IS LIKE A 10 YEAR COMMITMENT AND I'M AWARE OF THAT, BUT LOOKING FORWARD, ESPECIALLY PHYSICS MEETINGS, UM, IF WE DID ON WHEAT CORN, FOR WHATEVER REASON, A REBORN TO BE CONSIDERING, UM, ADDING ADDITIONAL MEMBERS TO THE COMMISSION AND THE CREATURE, IF SOMEBODY MOVES OUT OF TOWN OR I'VE DEFINITELY ASKED THE QUESTION MYSELF AND, UM, IT'S WRITTEN INTO THE CHARTER THAT IF, UH, IF ANY COMMISSIONER WERE TO RESIGN OR BE VOTED OFF THE COMMISSION, WE HAVE TO FIND A REPLACEMENT WITHIN 15 DAYS.
SO I THINK THAT WOULD INCLUDE IF SOMEONE WERE TO MOVE OUT OF THE CITY, I WOULD, I WOULD ASSUME THAT THEY RESIGNED AT THAT POINT.
AND WE WOULD PULL FROM THE POOL OF THE 60 QUALIFIED APPLICANTS THAT CAME FROM THE START AND JUST REACH OUT UNTIL WE FIND SOMEBODY THAT IS INTERESTED IN SERVING BUT IT'S GOING TO REMAIN 14 COMMISSIONERS.
THERE CAN'T BE MORE THAN THE 14 OR FEWER THAN THE 14 IS YOUR UP.
SO, YOU KNOW, BECAUSE THEY WEREN'T REALLY PART OF THIS PROCESS, YOU KNOW, WITH CERTIFYING THE MAP AND EVERYTHING.
WELL, THEY STILL HAVE ALL THE RIGHTS OF MAKING ANY CHANGES AS WELL.
WHAT DO YOU MEAN BY THAT? LIKE, LET'S SAY FOR SOME REASON, YOU KNOW, WE NEEDED TO MAKE A CHANGE IN THE MAP AND SOMEBODY IS NO LONGER PART OF THE COMMISSION, LIKE ONE OF THOSE SMALL, WELL, THEY WOULD BE A VOTING MEMBER JUST LIKE THE REST OF US, EVEN IF THEY'RE NOT FAMILIAR WITH THIS PROCESS.
AND SO I WOULD IMAGINE THAT THERE WOULD BE SOME WORK PUT INTO GETTING THEM CAUGHT UP TO SPEED AND ALL OF THAT.
AND HOPEFULLY THE FINAL REPORT WILL DO THAT.
YOU KNOW, WE'LL, WE'LL MAKE A REALLY COMPREHENSIVE FINAL REPORT SO THAT IF SOMEONE WERE TO JOIN THREE YEARS FROM NOW, THEY CAN READ THAT AND UNDERSTAND WHAT WE WENT, KNOW WHAT WE ALL DID.
BUT THANK YOU FOR ASKING THAT QUESTION.
I ACTUALLY MEANT TO SHARE THAT WITH EVERYBODY.
SO WE WILL AGREE ON I'M DOUBLE CHECKING, NOVEMBER 17TH, DECEMBER 15TH, JANUARY 19TH AND FEBRUARY 16TH.
THE NEXT ORDER OF BUSINESS IS TO DEEM THESE ARE THE UPDATES FROM THE WORKING GROUPS AND SUBCOMMITTEES.
UH, THIS ALSO IS, AS IT RELATES TO KIND OF THIS INACTIVE STATUS OF THE COMMISSION GOING FORWARD, OR JUST, UH, YOU KNOW, AS NEEDED IS, UM, SO FIRST COMMISSIONER DEMPSEY WITH THE SOCIAL MEDIA AND PRESS RELEASE WORKING HERE.
I'M GOING TO READ A LITTLE BIT FOR SUPPOSE.
I CAN FIND MY NAME, OUR GROUP CREATED AN ONBOARDING DOCUMENT THAT WE'VE ALREADY SHARED ON OUR REPORT COMMITTEE.
UM, WE CREATED SOCIAL MEDIA POSTS, INFORMING PUBLIC ABOUT THE STATUS OF THE COMMISSION, THAT PARTICULAR ONE'S GOING TO BE POSTED TOMORROW.
UM, AND EACH ACCOUNT ALSO INCLUDES LINKS TO THE CONTACT INFORMATION, UM, IMPORTANT, RELEVANT.
UM, WE HAVE ENSURED THAT THE CITY HAS ACCESS TO ALL OF OUR SOCIAL MEDIA ACCOUNTS, UM, AND THAT HAS BEEN THAT WAY FOR AWHILE.
UM, THE SOCIAL ADS ARE NO LONGER RUNNING AND, UM, SHOULD WE RECONVENE? WE'RE HAPPY TO POST ANYTHING ABOUT IT.
UM, I DON'T EVER SEE US HAVING TO ADVERTISE ANYMORE, BUT WE'RE HAPPY TO POST AND THROUGH SOCIAL MEDIA, TWITTER.
WAS THERE ANYTHING YOU WANTED TO ADD OR, OKAY, GREAT.
YOU WITH UPDATES FOR THE ADVERTISING AND WEBSITE WORKING WITH, I ALSO PUT TOGETHER SOME NEW AND STONES, TAKE A QUICK LOOK HERE.
UM, SO WE, WE KNOW, UM, COVID PUTS SOME LIMITATIONS ON THE CHRISTIAN, SO IT FREED UP SOME BUDGET FOR US TO, TO SOME ADVERTISING, UM, TO DRIVE PUBLIC AWARENESS AND INPUT.
UM, SO THE ADVERTISING WEBSITE WORKING GROUP REACHED OUT TO SOME AGENCIES AND MEDIA OUTLETS, UH, TO ADVERTISE AND DIGITAL PRINT, RADIO AND TV.
UH, JUST WANT TO SAY THANK YOU SO MUCH FOR, UH, FOLKS WHO WERE OR ARE ON THE SOCIAL MEDIA TEAM THAT REALLY KIND OF HELPS THE, YOU KNOW, START THIS PROCESS.
UM, CHRISTINE, OUR GRANADOS FOR ALL OF HER WORK DESIGNING, ESPECIALLY ALL OF THE RECENT ADS, UM, SHAYNA KAMBO AND AERO HARDEN FOR, YOU KNOW, JUST PROVIDING SOME, SOME GUIDANCE AND LIKE PEOPLE TO BOUNCE IDEAS OFF OF.
SO REALLY THANK YOU FOR, UH, GIVING
[01:25:01]
MEDIA, UM, IDEAS FOR PLACES TO ADVERTISE AT DIFFERENT COMMISSION MEMBERS, COMMISSIONERS, UM, GAVE US IDEAS.UM, WE WANT TO STILL WANT TO THANK, UH, STAFF FOLKS AT, UH, KATIE PUBLIC RADIO, EL MUNDO, LAVASA SEOUL CITY, UH, COMMUNITY IMPACT THE VILLAGER, SOME RADIO AUSTIN, AMERICAN STATESMAN, AND FRANK ADVERTISING FOR HELPING US PUT TOGETHER TV ADS FOR TELEMUNDO, UNIVISION, GALA, VISION CNN AND FOX NEWS.
UM, WE ARE PLANNING TO PROMOTE AWARENESS OF CITY COUNCIL DISTRICT CHANGES PRIOR TO THE NEXT, UH, AUSTIN CITY COUNCIL ELECTION, JUST SO THAT RESIDENTS KNOW ABOUT UPDATES.
UM, THE WORK THAT WE DID ON SPEAK OF AUSTIN.WORK AND REDISTRICT ATX.ORG, ENCOURAGED PUBLIC ENGAGEMENT IN THE MAP DRAFT PROCESS, UM, WEBSITE WORK GOING FORWARD, WE'LL FOCUS ON PROVIDING THE PUBLIC AND THE NEXT COMMISSION WITH RESOURCES ON CITY REDISTRICTING AND ACCESS TO DOCUMENTS RELATED TO OUR WORK.
UM, THIS INFORMATION WILL BE HOSTED ON A WEB DOMAIN, INDEPENDENT OF THE CITY WITH THE INTENTION OF, UM, PROVIDING A QUICKLY ACCESSIBLE PLATFORM FOR THE NEXT COMMISSION'S WORK.
SO I WOULD IMAGINE THAT WE MIGHT IN A FUTURE MEETING REVIEW, WHAT IS INCLUDED IN THAT INDEPENDENT WEBSITE? THANK YOU AGAIN, COMMISSIONER GRAY FOR ALL OF YOUR WORK.
UM, THE NEXT UPDATE IS COMING FROM THE PUBLIC FORUM WORKING GROUP, UM, AND THEN THE FINANCE SUBCOMMITTEE.
SO I'M GOING TO HAVE VICE CHAIR GONZALES FINISH US OFF WITH BOTH OF THOSE.
DID YOUR MANAGER PUBLIC FORUM WORKING GROUP, I THINK IS THE EASIEST ONE, AS WE DO NOT ENVISION ANY FUTURE PUBLIC FORUMS. UM, THERE, I, UH, DISSOLVE THE GROUP, BUT BEFORE THAT, I WANT TO SAY AGAIN, EVERYONE WHO WAS ON THE PUBLIC WORK GROUP, COMMISSIONER SCHNEIDER, COMMISSIONER CANVA COMMISSIONER, YE MR. COHEN, WHAT WE DID AS A, AS A, AS A SUBCOMMITTEE 20 PUBLIC FORUMS, WHEN REALLY THE CHARTER ONLY STATED WE NEEDED TO DO 16 HOURS, WE WENT ABOVE AND BEYOND DURING A PANDEMIC, UM, TO ENSURE THAT ALL VOICES WERE HEARD, WHETHER WE GOT AS MANY PEOPLE AS IN THE PHYSICAL ONES THAT WE WANTED OR NOT, WE ACCOMPLISHED WHAT WE NEEDED TO CHRISTINE GRANADOS, MATT DOUGAN FROM THE, FROM THE SUPPLIES TO THE MAPS TO SETTING UP OUR AAV.
THANK YOU SO MUCH FOR THE SUPPORT THAT YOU GAVE HERE AS WELL.
THANK YOU SO MUCH FOR ALL THE HELP WITH THESE FORUMS, WE REACHED, WE RECEIVED MORE THAN 200 COMMENTS.
WE GOT EVEN MORE IN EMAIL, UM, AND GIVING FOLKS THE OPPORTUNITY TO COME ENSURE THAT THEIR VOICE WAS HEARD.
AND THIS INDEPENDENT PROCESS IS WHAT THIS IS ALL ABOUT.
SO WE ACCOMPLISHED OUR MISSION.
UM, FOR THE FINANCE COMMITTEE, COMMISSIONER MORRIS CAN NOT JOIN US TODAY.
I'M GOING TO READ A FEW NOTES THAT HE WAS ABLE TO PROVIDE, UH, FOR FISCAL YEAR FISCAL YEAR 2022, WE HAVE SPENT APPROXIMATELY $35,300 OR ABOUT 24% OF OUR 150 K BUDGET FOR THE YEAR, SINCE THE BEGINNING OF THE YEAR.
THIS INCLUDES ENCUMBRANCES FROM OUR LEGAL MAPPING CONSULTANTS.
WE WERE BUILT 15 K IN FYI, 2021, AND THEY MENTIONED THAT IT WOULD BE $50,000 MAX.
THAT'S WHAT WE HAVE THE SALARY AS.
UM, SO ASSUMING ANOTHER 35,000 ENCUMBERED FOR THIS YEAR, WHICH WOULD MAKE OUR EXPENDITURES A TOTAL OF 30,000, UM, I'M EXCUSE ME, $70,300.
THAT WOULD BE ABOUT 48% OF OUR BUDGET OF THE, OF THE $35,000.
UM, OF THE ACTUALS $27,000 WAS SPENT, HAS BEEN SPENT ON COMMUNICATION OUTREACH.
8,000 HAS BEEN, UM, USED TO, UM, OUR ADMINISTRATIVE MANAGER, CHRISTINE BERNADO, AND WE SPENT ABOUT $281 OF THAT ON SUPPLIES AND MATERIALS FOR OUR RECENT PUBLIC FORUMS AND MEETINGS.
WE ARE WORKING, UH, I'M GOING TO WORK WITH COMMISSIONER MORRIS TO REVIEW HIS SPREADSHEET OF INVOICES THAT HE HAS TRACKED TO ENSURE THAT ALL OF OUR CONSULTANTS, ALL OF OUR CONTRACTORS GET PAID IN A TIMELY FASHION.
SO THAT HAS WORKED OUT THAT WILL CONTINUE.
UM, IF ANYONE WOULD LIKE TO HELP WITH THAT.
SO HE'S TALKING TO ME, UM, AND WE WILL USE MR. MORRIS'S BUDGET SPREADSHEET TO INCLUDE IT INTO THE FINAL REPORT.
WE FEEL LIKE THE FUTURE COMMISSION SHOULD KNOW WHAT WE BUDGETED, WHAT WE SPENT.
UM, SO THAT WOULD BE INCLUDED IN THE FINAL REPORT SPOTS.
THOSE ARE ALL OUR COMMENTS PERSPECTIVE.
THANK YOU, MR. GONZALEZ, OR ALL RIGHT.
THE NEXT ORDER OF BUSINESS IS TO SEE AS KEEPING A BUY.
NOW, I TRUST THAT EVERYONE HAS RECEIVED AN INVITATION TO PUSH THEIR SCHNEIDER'S HOUSE PARTY ON NOVEMBER 7TH.
BUT IF YOU HAVE NOT, YOU CAN DEFINITELY SHARE THAT INFORMATION WITH YOU AFTER THE MEETING, UM, FISHER SNYDER, ANYTHING WE SHOULD BRING TO THE PARTY, WHATEVER YOU HAVE SOME THINGS, BUT
[01:30:01]
YOU MAY SUPPLEMENT ANY WAY YOU WISH THANK YOU FOR HOSTING US BY THE WAY.AND YOU KNOW, WE WILL HAVE THE BAPS, THESE RIGHT HERE, UM, FRAMES, WE PURCHASED FRAMES.
SO WE'LL PASS THOSE OUT AT THE PARTY.
UM, AND IF YOU'RE NOT ABLE TO MAKE IT, UM, HOPEFULLY WE'LL BE ABLE TO GET THESE TO YOU ONE WAY OR THE OTHER, UM, MAYBE A PICKUP OR DELIVERY OF SOME KIND.
WE ALL LIVE IN AUSTIN, SO WE'LL MAKE IT WORK.
MY WIFE WANTED TO KNOW IF I KNEW HOW MANY PEOPLE WERE COMING.
AND I ASKED FOR RSVPS BY NOVEMBER, THIS, IF ANYBODY WHO WISHES TO RSVP IN ADVANCE OF THAT, PLEASE DO SO SHE WOULD APPRECIATE IT.
MAYBE WE CAN PUT IT AS A CALENDAR.
IT MIGHT BE THE EASIEST THING JUST SO WE CAN HIT YES.
ON THAT COMMISSIONERS, SPOUSES, PARTNERS, FRIENDS, BUT PLEASE KNOW CHILDREN ARE INVITED.
IS THERE ANY OTHER HOUSEKEEPING? OKAY.
THE FINAL ORDER OF BUSINESS IS FUTURE AGENDA ITEMS. UM, I JUST WANT TO ADD TO THIS, UM, APPROVING THE FINAL REPORT, APPROVING THE NEW WEBSITE, ANYTHING RECORDS, POTENTIAL RELATED MIGHT COME UP.
UM, THAT'S, THAT'S IN THE, AT LEAST THE NEAR TERM.
THAT IS WHAT I CAN THINK OF TO GET US TO THE END OF THIS YEAR, BUT THE FLOOR IS OPEN TO OTHER FUTURE AGENDA ITEMS. OKAY.
IS THERE ANY FURTHER BUSINESS AGENDA ITEM? I THINK WE, UH, DEPENDING ON, UH, CURRENT COMMISSIONER'S ABILITY TO CONTINUE WITH US, WE MIGHT PUT THAT ON AS AN ITEM.
IS THERE ANY FURTHER BUSINESS OR ARE WE INACTIVE STATUS? I'M NOT ACTUALLY SURE.
UM, SOME OF THESE THINGS I DIDN'T INTEND TO HAVE ON THE AGENDA, UM, I THINK THAT'S JUST REFERRING TO THE FACT THAT WE WILL NOT BE MEETING REGULARLY AND JUST, HOW CAN WE KIND OF GET EVERYTHING SET AND SQUARED AWAY FOR THAT, INCLUDING SOCIAL MEDIA, THINGS OF THAT NATURE, UM, INCLUDING THE RECORDS RETENTION, THAT'S SOMETHING I'M DEFINITELY CONCERNED ABOUT, MAKING SURE WE GET ALL OF OUR DOCUMENTS.
UM, BUT THANK YOU FOR THAT QUESTION.
IS THERE ANYTHING ELSE? I JUST HOPE EVERYONE'S ABLE TO STICK AROUND FOR A MINUTE AFTERWARDS FOR A GROUP PHOTO.
UM, AND, AND WE HAVE SOME COOKIES.
I KNOW SOME, SOME OF Y'ALL ALREADY GOT INTO THE COOKIES, BUT CONGRATULATIONS AGAIN, EVERYONE.
AND SINCE THERE'S NO FURTHER BUSINESS, THE MEETING IS A ADJOURNED.
