THAT'S GOING TO BE REPLACING OUR, OUR FEARLESS LEADER, CHRIS HARRINGTON, THAT, UH, LEFT US NOT TOO LONG AGO.

UH, THIS, UH, PERSON WILL ALSO BE THE ASSISTANT DIRECTOR OVER THE PLANNING, MONITORING, COMPLIANCE, NEW STRUCTURE THAT WE REALIGNED AND I PRESENTED TO THE COMMISSION BACK IN JULY, I BELIEVE.

UH, SO I'M VERY EXCITED TO ANNOUNCE THAT AFTER A NATIONAL SEARCH, I'M LOOKING UNDER EVERY ROCK.

WE, YOU DIDN'T HAVE TO GO TOO FAR TO FIND THAT OUR NEXT LEADER AND, UH, I'VE APPOINTED MS. KATIE COIN AS OUR NEXT ENVIRONMENTAL OFFICER PUBLICLY.

IT, I HAD MADE AN ANNOUNCEMENT VIA EMAIL AND SOCIAL MEDIA, UH, LAST WEEK, BUT I WANTED TO COME HERE AND IN-PERSON BOTH VIRTUALLY ANNOUNCE IT AND THEN TURN IT OVER TO KATIE.

WANTED TO SAY A FEW WORDS.

THANK YOU SO MUCH DIRECTOR MIRALIS I, UM, YOU KNOW, IT'S A LITTLE BITTERSWEET NEWS, UH, NOT BEING A COMMISSIONER ANYMORE, BUT, UH, IT CERTAINLY MADE EASIER KNOWING THAT I GET TO CONTINUE TO WORK WITH ALL OF YOU.

OH, HOT MORE, UH, IN THE COMING YEARS.

SO I COULDN'T BE MORE EXCITED.

I FEEL LIKE THERE ARE MOMENTS IN YOUR LIFE WHERE STARS ALIGN IN A WAY THAT JUST FEELS RIGHT.

AND THIS IS ONE OF THOSE FOR ME.

UM, I CAN'T WAIT TO START, I'LL START DECEMBER 6TH.

UH, BUT I DID JUST WANT TO TAKE A CHANCE TO SAY HOW MUCH I APPRECIATED WORKING WITH EACH OF YOU, THE GOOD DIALOGUE WE'VE HAD OVER THE YEARS, THE TOUGH DISCUSSIONS WE'VE HAD, UH, AND JUST THE HUMAN CONNECTION WE'VE HAD WITH ONE ANOTHER AROUND KIND OF THESE CORE VALUES ABOUT, YOU KNOW, UH, REALLY JUST WANTING TO SEE, UH, ENVIRONMENTAL GOALS, UH, IN AUSTIN, CARRY OUT IN A WAY THAT, THAT MAKES US A BETTER CITY FOR EVERYONE TO LIVE IN AND A BETTER CITY FOR, UH, ALL ENVIRONMENTAL SYSTEMS. UM, SO I'VE APPRECIATED THAT SO MUCH.

UM, AND I DID JUST WANT TO ALSO SAY, UH, COMMISSIONER, UM, GUERRERO, MADAM CHAIR, UH, YOU'VE BEEN A HUGE MENTOR TO ME OVER THE LAST FEW YEARS, AND I HAVE TO THANK YOU WHOLE HEARTEDLY FOR ALL THE SUPPORT YOU'VE GIVEN ME.

AND I'M SO GLAD THAT WE GET TO KEEP WORKING TOGETHER, UH, THAT HOPEFULLY YOU'LL KEEP BEING A CORE MENTOR FOR ME.

WE ARE IN A CLASS, UH, URBAN STUDIES, INTERNSHIP AND SERVICE LEARNING WITH GREG ANDERSON.

AND WE WERE TASKED WITH COMING TO A, UM, COMMISSION OR BOARD SOMEWHERE IN THE CITY AND DOING PUBLIC SPEAKING TO KIND OF PRACTICE FOR WHAT IT MAY BE LIKE IN REAL LIFE.

UM, SO MY NAME IS FIRST OFFICE.

I THANK YOU FOR TAKING TIME TO LISTEN TO ME.

IT MEANS A LOT.

MY NAME IS REESE LOOSENING, AND I'M A SENIOR AT THE UNIVERSITY OF TEXAS STUDYING URBAN STUDIES THROUGHOUT THIS SEMESTER.

WE'VE BEEN CHALLENGED TO IDENTIFY ISSUES IN OUR COMMUNITY.

AND ALTHOUGH I GREW UP IN DALLAS, AUSTIN IS THE CITY THAT I HAVE GROWN TO LOVE AND PLAN TO LIVE IN FOR THE REST OF MY LIFE.

MY TIME IN NORTH CAMPUS HAS BEEN VERY EYE-OPENING.

I GREW UP IN AN AREA IN DALLAS THAT PROVIDED MANY GREEN SPACES AND PARKS TO GO TO.

THUS THESE PLACES HAVE BECOME A BIG PART OF MY LIFE BECAUSE OF THIS.

I HAVE GROWN SPEND A LOT OF TIME AT ADAM'S HEMP HILL NEIGHBORHOOD PARK, NEAR MY HOUSE IN AUSTIN.

THIS IS A VERY GOOD SIZED PARK FOR MY DOG AND MYSELF.

THE ONE THING I WOULD LIKE TO BRING TO THE ATTENTION OF THIS COUNCIL IS THE EQUIPMENT THERE.

THE BASEBALL BACKSTOP IS OLD RUSTED AND NOT SAFE TO PLAY AROUND FOR KIDS OR ANIMALS.

THE BRIDGE AS WELL COMING FROM THE EAST SIDE IS NOT STABLE AND VERY WOBBLY.

I'M HERE TODAY TO ASK YOU THIS COUNCIL CAN START TO THINK ABOUT CLEANING UP SOME OF THESE SMALLER NUISANCES.

THESE ARE THINGS THAT HELP OUR COMMUNITY STAY ACTIVE, HAPPY, AND HEALTHY.

I BELIEVE THAT THIS WOULD BE VERY, VERY BENEFICIAL TO EVERYONE IN THE AREA, HUMANS AND DOGS INCLUDED.

HI, MY NAME IS FRANK FLETCHER AND I AM IN THE SAME CLASS.

IT'S AROUND 360 WITH, UH, GREG ANDERSON AS A PROFESSOR.

HELLO, ENVIRONMENTAL COMMISSION OF THE CITY OF AUSTIN.

OUR NATIONAL ENVIRONMENT IS HURTING MORE AND MORE EACH DAY, AND IT DOESN'T SEEM TO BE A FEASIBLE SOLUTION INSIDE.

THAT IS WHY I AM HERE TO SPEAK ON WHY IT'S SO IMPORTANT FOR US TO EDUCATE THE YOUTH, THE YOUTH OF AUSTIN, TEXAS, ABOUT THE IMPORTANCE OF PROTECTING OUR ENVIRONMENT AND LEADING AS GREEN OF A LIFE AS WE POSSIBLY CAN.

CLIMATE CHANGE HAS REACHED LEVELS OF UNCERTAINTY ABOUT OUR FUTURE, AND THERE NEEDS TO BE A CHANGE IN A CHANGE.

IF WE PLAN TO DO ANYTHING ABOUT IT, WE ALSO HAVE TO THINK ABOUT OUR CHILDREN IN THE FUTURE GENERATIONS THAT WE WILL INEVITABLY PASS ON THIS PLANET TO THE POPULATION OF PEOPLE BETWEEN THE AGES OF 10 AND 24 IS ABOUT 1.8 BILLION PEOPLE.

THAT IS THE LARGEST GENERATION OF YOUTH IN HISTORY.

I BELIEVE IF WE START TO PROPERLY EDUCATE OUR YOUTH, STARTING AT A YOUNG AGE ABOUT THE EFFECTS OF CLIMATE CHANGE ON OUR ENVIRONMENT, THAT WE CAN TURN AROUND THIS PATTERN FOR A BETTER WORLD.

IN THE FUTURE.

IN THE CITY OF AUSTIN, WE CAN HELP LEAD THE CHARGE ON EDUCATING THE USE ON THE IMPORTANCE OF CLIMATE CHANGE.

AND AS WE'VE SEEN IN MORE RECENT YEARS IS THAT THE YOUTH ARE NOT ONLY THE VICTIMS OF CLIMATE CHANGE, BUT ARE ALSO THE LOUDEST AND MOST VALUABLE CONTRIBUTORS TO CLIMATE CHANGE GIVEN THEIR EXTENDED PERIOD OF TIME ON THIS EARTH COMPARED TO OLDER GENERATIONS, ONE WAY I THINK WE CAN START TO GIVE YOUNG PEOPLE A STAGE FOR THEIR VOICE TO BE HEARD IS TO PROVIDE OPPORTUNITIES FOR THEM TO WORK WITH LEADERS IN OUR COMMUNITIES ON WAYS THEY THINK THAT THEY CAN COMBAT CLIMATE CHANGE AND TO PROVIDE THEM WITH INFORMATION ON SIMPLE THINGS THEY CAN DO TO DECREASE THEIR CARBON FOOTPRINT.

IF WE DO THIS, I BELIEVE THAT WE WILL NOT ONLY SEE A DECREASE IN OUR CITY'S CARBON FOOTPRINT, BUT WE WILL FUEL OUR YOUNGER GENERATIONS PASSION FOR FIGHTING CLIMATE CHANGE EVEN MORE BY PROVIDING THEM A VOICE ON THE ISSUE.

I MEAN, FUN FACT THAT I LEARNED TODAY WAS THAT IT TAKES 25 YEARS FOR A PIECE OF LETTUCE TO BIODEGRADE.

IT'S A LOT OF PIECES OF LETTUCE, BUT I'M BASICALLY JUST KIND OF ASKING THE COMMISSION TO MAYBE PUT TOGETHER SOME SORT OF PACKAGE TO INFORM PEOPLE ON HOW EASY IT IS TO JUST PUT YOUR OTHER EXTRA FOOD IN A LITTLE AREA AND KIND OF DO YOUR LITTLE PART BECAUSE I MEAN, I ALWAYS, WE ALL SEE ABOUT THE HUGE POLLUTERS IN THIS EARTH, BUT WE KIND OF DON'T REALIZE WHAT WE DO TO IT.

UH, WE UNDERSTAND THAT THE CITY OF AUSTIN HAS ALREADY BUILT VERY WALKABLE.

HOWEVER, I WOULD JUST ASK THAT THIS COUNCIL FURTHER ENCOURAGES AND EDUCATES THE CITY OF CITIZENS OF AUSTIN TO TRANSITION TO THIS LIFESTYLE THROUGH THE USE OF THIS TRANSITION.

WE CAN MINIMIZE OUR AIR POLLUTION AND NOISE POLLUTION WHILE AT THE SAME TIME TO CREATE, DECREASE OUR GREENHOUSE GAS EMISSIONS BY PUTTING LESS CARS ON THE ROAD, FURTHERMORE, BECOMING A MORE WALKABLE CITY WOULD IMPROVE THE HEALTH AND OVERALL WELLBEING OF OUR CITIZENS.

UM, MY NAME'S GABRIELLE AMMAN SALVA.

I'M ALSO IN THAT COURSE, UM, WITH GREG ANDERSON, UH, BUT I'M ALSO TAKING A COURSE THIS SEMESTER TITLED HUMAN HEALTH AND THE ENVIRONMENT.

AND I JUST KIND OF WANTED TO SPEAK ABOUT A DOCUMENTARY THAT I RECENTLY WATCHED, UH, CALLED PLASTIC WARS, UM, THE FILM CENTERS AROUND PLASTIC POLLUTION AND HOW THE INDUSTRY SET IN PLACE RECYCLING PROGRAMS IN ORDER TO INCREASE CONSUMER PLASTIC SUPPORT AND KEEP PLASTICS IN THE MARKETPLACE.

GLOBAL PLASTIC PRODUCTION IS EXPECTED TO TRIPLE BY THE YEAR 2050, WHILE THE SMITH OF RECYCLING BEING A SOLUTION, THAT'LL SAVE US ALL, WORKED IN SHIFTING THE BLAME TOWARDS CONSUMERS IN THE EIGHTIES AND NINETIES, THE DOCUMENTARY STATES, HOW THIS PROBLEM CAN NO LONGER BE DELAYED FOR ANOTHER 20 OR 30 YEARS.

PLASTIC BEGAN TO BE USED WIDELY IN AMERICA'S POST-WAR BOOM, DUE TO ITS EFFICIENT QUALITIES LIKE ITS LIGHTWEIGHT VARIABILITY, JURY DURABILITY.

AND THE FACT THAT MORE CAN BE DONE WITH LITTLE MATERIAL IN THE 1970S, AMERICAN CITIZENS HAD THE ENVIRONMENTAL AWAKENING.

THE ENACTMENT OF EARTH DAY SHOWED THAT PEOPLE WERE WAKING UP TO THE FACT THAT THE EARTH IS FINITE.

THIS LED TO THE PLASTIC INDUSTRY, SHIFTING THE BLAME ON CONSUMER'S ROLE IN THE PROBLEM BY INVESTING LARGE AMOUNTS OF MONEY INTO ADVERTISEMENTS, PUSHING FOR RECYCLING.

HOWEVER, THE FILM SHOWS THAT THERE WAS NEVER ANY GENUINE BELIEF ON THE END.

TREE'S PART THAT RECYCLING WOULD WORK IN, UM, IN ANY SIGNIFICANT WAY.

UH, AND IT WAS JUST USED AS A MARKETING TACTIC TO IMPROVE THE IMAGE OF PLASTIC MATERIALS.

THEY WERE SELLING THE DOCUMENTARY SHARES THIS STATISTIC THAT NO MORE THAN AN ESTIMATED 10% OF PLASTIC HAVE, HAS EVER BEEN RECYCLED.

UH, IT IS ESTIMATED THAT 60% OF PLASTIC WASTE IN THE OCEANS COME FROM ASIA.

HOWEVER, IN THE DOCUMENTARY, MOST OF THE PLASTIC WASTE FROM THESE DUMPING GROUNDS COME FROM THE UNITED STATES WHILE THERE'S A GROWING EFFORT TOWARD FINDING A SOLUTION THROUGH THE INCREASING INCREASING PLASTIC BANDS AND PLASTIC FEES BEING IMPLEMENTED AROUND THE WORLD.

ENVIRONMENTAL IMPACT, THE PRODUCTION OF PLASTIC HAS, IS STILL NOT BEING ADDRESSED NOR ACTED AGAINST WITH THE OIL AND GAS INDUSTRIES.

INCREASINGLY GETTING BACK INTO THE CORNER BY ENVIRONMENTAL BACKLASH, THEY HAVE RESORTED TO PLASTIC PRODUCTION AS THEIR BACKUP PLAN.

THIS PROBLEM IS ROOTED IN INDUSTRIES THAT CONTINUE SHIFTING THE PUBLIC EYE INTO THE CONSUMER'S ROLE.

WE ARE RUNNING OUT OF TIME TO CONTINUE THIS BLAME SHIFTING GAME.

SO I JUST ASKED THE COUNCIL TO PERHAPS, UM, SHED MORE LIGHT ON THIS PLASTIC PROBLEM.

AND WE'RE ESTIMATING THAT 8.3 ACRES WOULD BE DEDUCTED FROM THE NET SIDE AREA CALCULATIONS FOR IMPERVIOUS COVER LIMITS FOR THAT SUBSURFACE DISPERSAL FIELD ONSITE STORAGE AND ONSITE TREATMENT AND AN ON-STREET TREATMENT PLANT.

SO WHILE SENSITIVE ENVIRONMENTAL FEATURES DO EXIST WITHIN THE PARCEL, AND THERE IS A CONCERN THAT LEAKING PIPES COULD CAUSE ENVIRONMENTAL HARM TO THE CREEK WATERSHED PROTECTION DEPARTMENT STAFF RECOMMEND APPROVAL OF SERVICE EXTENSION REQUEST NUMBER 4 7, 9, 6.

AND THE REASON THAT WE'RE RECOMMENDING THIS IS BECAUSE THE APPROVED LEADSTONE SCR ADJACENT TO THIS SITE WILL EVENTUALLY ALLOW FOR THE CONSTRUCTION OF NEW PUBLIC WASTEWATER INFRASTRUCTURE AND THE PROPOSED INFRASTRUCTURE FOR THIS PROJECT IS SIMILAR TO THAT WHICH HAS PRE BEEN PREVIOUSLY APPROVED FOR THE OTHER SITE.

ALSO THE EXISTING PARCEL ALREADY HAS AN APPROVED SITE PLAN FOR THE ATHLETIC COMPLEX AND THE LEVEL OF DEVELOPMENT THAT'S ASSOCIATED WITH THE PROPOSED APARTMENT BUILDINGS WILL BE SIMILAR TO THE AMOUNT OF DEVELOPMENT ALREADY ALLOWED WITH THE APPROVED ATHLETIC COMPLEX, DUE TO THE SITE DEVELOPMENT REGULATIONS.

AND ALSO, AS I MENTIONED BEFORE, THE AREA THAT WOULD BE REQUIRED FOR SUBSURFACE IRRIGATION UNDER THE ALTERNATIVE WASTEWATER SCENARIO WOULD DISTURB OVER EIGHT ACRES OF UPLANDS.

SO WE'RE NOT RECOMMENDING THAT OPTION AND I'M HAPPY TO ANSWER ANY QUESTIONS.

I AM IN FAVOR OF THIS SE R AS LONG AS IT IS IN THE LOCATION PREFERRED BY, UM, ARDIT PROPERTIES WHERE IT WAS ORIGINALLY PROPOSED RIGHT ON THE CREEK WOULD CREATE GREAT POTENTIAL FOR, UH, POLLUTION TO THE CREEK, BECAUSE IT'S NOT A QUESTION OF IF THOSE WILL EVER FAIL OR MALFUNCTION OR LAKE IT'S A QUESTION OF WHEN THEY WILL MALFUNCTION AND LEAK.

ALSO BACK IN 1985, THERE WAS A LAWSUIT STARTED BY MY NEIGHBORHOOD AGAINST A COMPANY THAT WANTED TO PUT IN AN ASPHALT PLANT.

WE WON, WE STOPPED THE ASPHALT PLANT THAT, UH, LAWSUIT, UH, THE FINAL JUDGMENT IS NUMBER 3 7 5 2 5 8.

AND AT THAT TIME WE HAD CONSIDERABLE DEVELOPMENTAL RESTRICTIONS PLACED ON THAT PROPERTY, WHICH ARE STILL IN EFFECT TODAY AND

I'M ASKING THAT THE ENVIRONMENTAL COMMISSION, UM, TO I'M ENCOURAGING YOU TO, UH, TO ENCOURAGE THE WASTEWATER COMMISSION AND THE CITY COUNCIL TO INFLUENCE THE DEVELOPERS OF ROSENTHAL AND LEADSTONE TO JOIN TOGETHER, TO BUILD A SHARED LIFT STATION IN ORDER TO ELIMINATE THE ENVIRONMENTAL CONSEQUENCES OF DISTURBING THE LAND UNNECESSARILY BY BUILDING TWO LIFT STATIONS IN SUCH CLOSE PROXIMITY TO EACH OTHER, AND THE POTENTIAL OF NEGATIVE IMPACT TO THE RESIDENTIAL PROPERTIES ALONG FLINTLOCK CIRCLE.

IF THE SECOND LIFT STATION IS BUILT ANYWHERE NEAR THE LOCATION SHOWED ON THE SCR 46, 22 MAP, THESE POTENTIAL NEGATIVE IMPACTS, UM, BEING THE SALE OF OUR PROPERTIES AND THE FAILURE OF LIFT STATION AT SOME POINT.
