IT'S NOVEMBER 9TH, 2021 AT 9:07 AM.

AND WE'RE MEETING HERE AT, UH, 700 LAVACA WITH MYSELF AND COMMISSIONER SHEDDING, COMMISSIONER HOWARD.

AND THEN WE HAVE COMMISSIONER GOMEZ JOINING US REMOTELY.

UM, WE ARE, UH, I WILL HAND IT NOW OVER TO, UH, COUNCIL MEMBER ALTAR, I BELIEVE TO CALL YOUR MEETING TO ORDER AND THEN I'LL CALL THE JOINT NEEDED TO ORDER.

UM, SO WE DO NOT HAVE A QUORUM, SO I WILL NOT BRING THE MEETING TO ORDER, BUT WE WILL BE HERE TO LISTEN AND ASK QUESTION.

IT IS NOVEMBER 9TH AT 9:08 AM.

AND, UM, AS SOON AS WE GET A FULL QUORUM, WE CAN CALL THE MEETING TO ORDER.

THANK YOU, COUNCIL MEMBER.

SO I'LL GO AHEAD AND CALL THE JOINT MEETING TO ORDER AND CHECK IN AND LET'S SEE IF WE HAVE ANY CALLERS AT THIS TIME.

GOOD MORNING, JUDGE.

WE DO HAVE ONE COLOR.

ONE COLOR ON THE LINE IS JANICE BOOKOUT.

MS. BOOKOUT, PLEASE GO AHEAD.

YOU HAVE THREE MINUTES.

THANK YOU.

GOOD MORNING, EVERYONE.

AND ONCE AGAIN, THANK YOU FOR YOUR WORK.

UM, WE ARE SLOWLY CLOSING THE GAP ON THE EQUITY OF VACCINE DISTRIBUTION, WHEREAS, UM, ON MAY 10TH, THERE WAS A 13% GAP BETWEEN THE VACCINATION RATES IN WEST TRAVIS COUNTY VERSUS THE EASTERN CRESCENT TODAY, THAT GAP IS 9%.

WE'VE BEEN SAYING THAT THIS IS IN LARGE PART DUE TO THE EFFORTS OF THE COLLABORATIVE OF ORGANIZATIONS MEETING REGULARLY ON THE UNITED WAY, VACCINE COLLABORATIVE CALLS, WORKING WITH AUSTIN PUBLIC HEALTH AND THOSE WORKING WITH THE STRIKE TEAM, ALL OF THOSE EFFORTS TOGETHER HAVE MADE THAT DIFFERENCE.

UM, WE'VE BEEN SAYING THAT AND OUR RECENT DATA ANALYSIS SHOWS A CAUSAL LINK BETWEEN THE EFFORTS OF THESE POP-UP CLINICS AND INCREASED, UH, VACCINATIONS IN ZIP CODES SERVED.

AND IN SOME CASES, FOR EXAMPLE, THESE EFFORTS REPRESENT UP TO 18% OF THE TOTAL VACCINATIONS GIVEN.

UM, SO WHAT, AND WHAT WAS ALSO TRUE WAS THAT THE LOWER NUMBER, THE LOWER THE NUMBER OF PROVIDERS IN THE ZIP CODE, THE BIGGER, THE PORTION OF THE VACCINES THAT WERE DELIVERED BY THOSE EFFORTS.

SO THIS IS EVIDENCE THAT THE ORIGINAL APPROACH THAT THE STATE HAD TO FORCE AUSTIN PUBLIC HEALTH TO DELIVER VACCINES IN A CENTRAL HUB, UM, WHICH WAS NOT THEIR CHOICE WAS ACTUALLY INEQUITABLE.

PEOPLE ARE MORE LIKELY TO VACCINATE IF THERE'S AN OPPORTUNITY NEARBY FROM A PROVIDER THEY TRUST AND COMMUNITIES HAVE BEEN SAYING THIS, OF COURSE, BUT NOW WE CAN PROVE IT.

SO, UM, HOWEVER, THERE ARE SIGNIFICANT VACCINATION GAPS IN SOME ZIP CODES AND WE MUST CONTINUE TO SUPPORT AND FUND THE PARTNER WITH ORGANIZATIONS, NOT JUST SOME OF THEM, ALL OF THEM THAT ARE DOING THE WORK, UH, BECAUSE EACH SERVES A UNIQUE POPULATION AND ONE CANNOT REPLACE THE OTHER.

UM, SO I JUST WANT TO REINFORCE THAT AS WE GO INTO FUNDING CONVERSATIONS LATER IN THE WEEK, AND I WOULD ALSO LIKE TO VERY MUCH LIKE TO SEE DIS-AGGREGATED DATA BY ZIP CODES FOR CHILDREN'S VACCINE, UM, GIVEN THE CHALLENGES OF DELIVERING PFIZER AND PFIZER BEING THE ONLY VACCINE FOR KIDS.

UM, I JUST, I THINK THAT THE EQUITABLE DISTRIBUTION OF VACCINES FOR CHILDREN COULD GET LOST IN THE BIGGER PICTURE IF WE DON'T DESEGREGATE THAT DATA.

SO VERY MUCH LIKE TO SEE THAT, UM, THAT DISTRIBUTION AS WELL.

THANK YOU SO MUCH FOR YOUR WORK AND, UM, WE'LL BE IN COMMUNICATION SOON.

THANK YOU.

AWESOME.

THANKS SO MUCH, JANICE GREAT POINTS.

UM, OKAY.

SO I THINK THOSE ARE ALL OF OUR COLORS, SO WE WILL

[1. Update on Covid-19 related matters.]

GO AHEAD AND SEE IF AUSTIN PUBLIC HEALTH IS ON.

UM, I SEE DIRECTOR STIRRUP STARTING A SCREEN, SO I'LL TURN IT OVER TO DR.

WACHS.

GOOD MORNING, EVERYONE.

GOOD MORNING, JUDGE.

MORNING PERSON COMMISSIONERS.

UH, WE'RE HERE TO TALK ABOUT OUR CURRENT STATUS OF COVID-19 IN OUR COMMUNITY.

UM, I'LL COVER, UM, SOME OF THE DATA AND IF YOU GIVE US THE NEXT SLIDE, PLEASE, I LIKE TO SHOW THE SLUDGE AT THE BEGINNING TO SEE WHERE WE'VE BEEN AND HOW WE'VE SUCCESSFULLY GOTTEN THROUGH THE LATEST SEARCH AND PREVIOUS SEARCHES WITH MASKING SOCIAL DISTANCING, STAYING HOME ONE SEC.

UM, WE STARTED USING VACCINATIONS IN LIKE DECEMBER, UM, AND HAVE MOST RECENTLY, UM, IN THIS LATEST SEARCH EMPLOYED MONOCLONAL ANTIBODY, UM, INFUSION THERAPY.

WE USED IT SOMEWHAT IN THE LAST SEARCH, BUT IN THIS ONE WE'VE DEPLOYED, UH, OVER 3,500 DOSES OF MONOCLONAL ANTIBODY THERAPY.

UM, AND WE NOW FIND

[00:05:01]

OURSELVES, UM, AND SOMEWHAT OF A PLATEAU WITH REGARDS TO THE NUMBERS OF CASES, NUMBERS OF HOSPITALIZATIONS.

UM, AND WE HAVE RESTORED OUR HOSPITAL CAPACITY.

NEXT SLIDE, PLEASE, IF YOU WE'VE BEEN WATCHING AND KEEPING AN EYE ON THE SITUATION, UM, THE NATIONALLY AND GLOBALLY, AS WE SEE CASES RISING IN COLORADO AND MAYBE A PLATEAU, UM, IN THE OFFING IN THE UK, WE'RE WATCHING OUR COMMUNITY TRANSMISSION RATES LOCALLY TO WATCH FOR EARLY INDICATIONS OF ANY POSSIBLE RISES IN CASES, PARTICULARLY AS WE LOOK TO OUR UPCOMING, UH, SEASON OF ALL THE EVENTS WHERE WE'LL BE GATHERING INDOORS WITH FAMILY AND FRIENDS.

UM, AND WE KNOW THAT WE HAVE MORE TRANSMISSION IN THOSE SITUATIONS AND COLLECT, PLEASE, THIS IS A SLIDE FROM LAST TIME WHERE WE LOOKED AT WHAT THE UT MODELING GROUP HAD DONE TO GIVE US SOME INDICATION ABOUT PROJECTIONS GOING FORWARD.

AND WITH OUR CURRENT RISK SPACE MODEL THAT WE'VE BEEN USING, WE ARE LOOKING AT THE SEVEN DAY MOVING AVERAGE OF HOSPITALIZATIONS.

AND IN THAT MODEL, UM, OUR THRESHOLD FOR STAGE ONES, UH, IS FIVE.

AND THIS TOP GRAPH SHOWS THAT IF WE MOVE QUICKLY INTO STAGES TWO AND ONE THAT WE COULD POSSIBLY HAVE SURGES IN THE NOVEMBER TIME, NOVEMBER, DECEMBER TIMEFRAME, WHICH AGAIN ARE RELATED TO THOSE ANTICIPATED INCREASED NUMBERS OF GATHERINGS, INDOORS, AND MORE TRANSMISSION OCCURRING.

AND SO THEIR RECOMMENDATION WAS TO LOWER THE THRESHOLD.

UM, AND THE THOUGHT WAS THAT, UH, THAT WOULD HELP IN KEEPING THE PUBLIC, UM, MORE AWARE OF MASKING AND SO ON BY KEEPING OUR S OUR STAGING, UH, AT A HIGHER LEVEL.

UM, NEXT SLIDE PLEASE.

SO WE LOOKED AT ANOTHER, UM, WE'RE LOOKING AT, UM, THE, THE METRIC OF COMMUNITY TRANSMISSION ON THIS SLIDE, UM, AND WHAT IT IS GUIDING US TOWARDS IS WHEN, AND WHO SHOULD DO MASKING INDOORS IN PUBLIC PLACES, UH, IN ORDER TO HELP US REDUCE THE SPREAD OF COVID-19, UM, IN THE SUBSTANTIAL AND HIGH LEVELS OF COMMUNITY TRANSMISSION NOTED HERE, UM, EVERYONE IS ADVISED AND ACCORDING TO THE CDC GUIDANCE TO MASK INDOORS IN PUBLIC PLACES IN THE LOW AND MODERATE STAGES OF COMMUNITY TRANSMISSION LISTED HERE, UM, EVERYONE WHO IS UNPROTECTED, UM, ON VACCINATED IS, UH, ADVISED TO MASK IN PUBLIC PLACES.

UM, WE'VE ALL ALONG BEEN GUIDING OUR COMMUNITY TO TAKE THE STEPS, TO PROTECT THEMSELVES, UH, FROM GETTING COVID 19 BY MASKING SOCIAL DISTANCING, STAYING HOME WHEN SICK GETTING TESTED AND, UM, WAS RECENTLY URGING FOR THE MONOCLONAL ANTIBODY THERAPY.

UM, THE, FOR THOSE WHO ARE ELIGIBLE TO PROTECT OUR ICU, THAT CAPACITY THAT'S BEEN THE GOAL BECAUSE, UH, WE KNOW THAT THE SEVERITY OF THE ILLNESS THAT IS, UM, PART OF COVID-19, PARTICULARLY IN THE VULNERABLE HIGH-RISK POPULATIONS, UM, REQUIRES AT TIMES ICU CARE.

WHEN WE LOOK AT, UH, THE PROJECTIONS AND SAY THAT WE COULD POTENTIALLY HAVE SURGES, UM, WE ASK OURSELVES, WHY IS IT JUST THE UNMASKING, UM, THAT COMES WITH LOWERING OUR STAGES.

AND AT THAT IS PART OF WHAT WE SAY, BUT IT'S ALSO, UM, BECAUSE AS WE KNOW NOW, THERE'S THE WANING OF IMMUNITY THAT OCCURS, UM, AFTER SIX MONTHS.

UM, AND, AND SO WE'VE BEEN ADVISING THOSE, WHO'VE GOTTEN THE MRI AND A VACCINE TO GET THAT BOOSTER SHOT, UH, TO BOOST THEIR IMMUNE SYSTEM, TO GIVE THEM MORE PROTECTION AGAINST COVID-19.

AND FOR THOSE WHO'VE GOTTEN J AND J UH, TWO MONTHS AFTER THEIR INJECTION,

[00:10:01]

WE'RE ASKING THEM TO GET A BOOSTER SHOT WITH THAT COMPOUNDED WITH THE INCREASE IN MOVING AND SOCIAL INTERACTION THAT'S ANTICIPATED TO OCCUR IN THE COMING MONTHS WITH THE USE OF TWO COORDINATES, OR SHOULD I SAY METRICS TO, UM, IDENTIFY FOR THE COMMUNITY? WHAT NUMBER ONE, THEIR RISK IS WHEN THEY GO OUT INTO THE COMMUNITY TO INTERACT WITH THOSE THAT THEY'RE NOT FAMILIAR WITH, THAT DON'T LIVE WITH THEM.

THEY DON'T KNOW THEIR VACCINATION STATUS.

THEY DON'T KNOW THEIR, WHETHER THEY'RE SICK, UM, USING THIS AS A GUIDEPOST, WE'LL BE ABLE TO GIVE THEM SOME INFORMATION ABOUT WHETHER IT'S THERE, THERE'S A LOT OF TRANSMISSION, WHETHER THERE'S A LOT OF SPREAD OF COVID IN THE COMMUNITY, AND WHETHER THEY, BECAUSE OF THEIR HEALTH STATUS OR BECAUSE OF THEIR VACCINATION STATUS SHOULD CONSIDER, UH, THE RECOMMENDATION OF WEARING A MASK AND AN INDOOR PUBLIC SPACE.

SO THIS, IN ADDITION TO WHAT WE CURRENTLY USE, WHICH IS THE SEVEN DAY MOVING AVERAGE OF HOSPITALIZATIONS WILL HELP US TELL THE COMMUNITY THEIR RISK WHEN THEY GO OUT IN PUBLIC INDOOR SPACES.

AND WHAT THE LIKELIHOOD IS THAT THE HOSPITAL CAPACITY IS SUCH THAT IF THEY BECOME ILL, THERE WILL BE, UM, HOSPITAL CARE AVAILABLE.

NEXT SLIDE, PLEASE.

WHEN WE LOOK AT THE COMMUNITY TRANSMISSION RIGHTS AS OF YESTERDAY IN THE AROUND TRAVIS COUNTY, UM, WHICH AS WE ALL KNOW, WE ARE THE HUB FOR HOSPITAL CARE FOR OUR NEIGHBORING COUNTIES.

WE SAY THAT THE LEVELS OF COMMUNITY TRANSMISSION VARY IN THE NEIGHBORING COUNTIES AS DOES THE VACCINATION RATE.

AND I GIVE THIS SLIDE TO YOU TO SHOW, UM, WHERE WE ARE IN TIME IN RELATION TO THOSE AROUND US.

AGAIN, SIMILAR TO THE PREVIOUS SLIDES WHERE I SHOWED OUR NATIONAL AND GLOBAL PICTURE OF WHERE WE'RE SEEING HOTSPOTS AND CONCERN.

NEXT SLIDE, PLEASE, ON THE SLAB, WE'RE LOOKING AT OUR HOSPITALIZATIONS IN TRAVIS COUNTY, AND THERE'VE BEEN 159 IN THE PERIOD OF OCTOBER 25TH THROUGH NOVEMBER SEVEN, CHILDLESS COUNTY RESIDENTS AND COMMUNITY MEMBERS HAVE BEEN, UM, 56% OF THOSE HOSPITALIZED FOR COVID-19, UH, FOLLOWED BY WILLIAMSON COUNTY WITH 21% OF THOSE ADMITTED TO HOSPITAL.

AND THE REMAINING SURROUNDING COUNTIES CONTRIBUTING THE BALANCE OF THE HOSPITALIZATIONS WE'VE HAD THUS FAR, ALMOST ALL OF THOSE WHO'VE BEEN HOSPITALIZED HAVE BEEN UN-VACCINATED AND YOU SEE THAT THEY, UM, BY DOWN OF THE AGE GROUPS AND ON THE NEXT SLIDE, WE'LL LOOK AT THAT IN MORE DETAIL IN FUTURE SITES.

CAN, CAN YOU PUT THE NEXT SIDE UP PLEASE? ANOTHER PART OF LOOKING AT OUR HOSPITAL CAPACITY AND PRESERVATION OF THAT IS LOOKING ALSO AT OUR FLU SITUATION.

AS WE KNOW, IN PREVIOUS YEARS, HISTORICALLY FLU CASES HAVE IMPACTED OUR HOSPITAL SYSTEMS ABILITY TO CARE FOR INDIVIDUALS BECAUSE OF THE RAPID SPREAD OF THIS DISEASE AND A SITUATION WHERE PEOPLE ARE UN-VACCINATED FOR THE FLU.

AND THEY'RE NOT USING MITIGATION MEASURES SUCH AS, UM, HAND-WASHING COVERING COUGH, STAYING HOME WHEN SICK, UM, IN THE PREVIOUS LISTS GET SEASON, UM, TO PICK THAT HERE IN THE GREEN LINE, WE SAY WE HAD MINIMAL FLU, UM, MOVE, AS WE'VE SAID, MANY TIMES BEFORE BECAUSE OF THE COVID MITIGATION.

UM, THAT'S BEEN DONE IN USING, UH, HAND-WASHING MASKING SOCIAL DISTANCING.

WE HAD FEWER CASES.

AND, UM, AS WE START TO RELAX SOME OF THOSE MITIGATION EFFORTS, WE'RE GOING TO BE MONITORING THIS AND BRINGING THIS TO YOU EACH WEEK, SO THAT YOU'LL HAVE SOME IDEA AS TO WHAT'S GOING ON.

CURRENTLY, THERE ARE NOT, UM, MANY CASES OF FLU SEEN IN OUR COUNTY.

AND, AND, UM, WE'RE SAYING WE'LL INFLUENCE A B UM, IN THOSE THAT HAVE BEEN TESTED.

NEXT SLIDE, PLEASE.

[00:15:01]

OKAY.

AND AGAIN, LOOKING AT H UM, AND LOOKING AT THE DISTRIBUTION OF, UM, THE NUMBERS OF PEOPLE IN THE AGE OF PEOPLE THAT ARE GOING TO HOSPITAL, THERE'S BEEN, UM, AN INCREASE DURING THIS DELTA SURGE OF THOSE IN THE 20 TO 59 YEAR OLD AGE GROUP.

AND WE'VE SEEN A 35% DECREASE OVERALL IN THE PAST FOUR WEEKS, UM, IN THE NUMBERS OF CASES, WHICH IS GOOD.

UM, AND WE HOPE TO CONTINUE TO SAY THAT DECLINE.

HOWEVER, WE MUST NOTE THAT THE INCREASE IN THAT AGE GROUP OF THE 20 TO 59 YEAR OLD AGE GROUP HAS IMPACTED NOT ONLY THOSE WHO'VE BEEN SICK, BUT THOSE WHOM THEY CARE FOR.

UM, AND AS I'VE MENTIONED IN TIMES PAST 150,000 PLUS CHILDREN HAVE LOST A CAREGIVER, UM, DID TWO, UM, DEATHS IN THIS AGE GROUP.

AND SO THE IMPACT OF COVID-19 HAS, HAS HAD FAR REACHING EFFECTS.

UM, DURING THIS LAST SURGE OF THE DELTA VARIANT, WE'VE SEEN INCREASES IN THE NUMBER OF PEDIATRIC CASES, AND THAT'S WHAT IT'S DEPICTED ON THIS RIGHT-HAND SIDE OF THE SIDE, LOOKING AT THE NUMBERS OF CASES AND THOSE UNDER THE AGE OF 18, SINCE THE BEGINNING OF THE PANDEMIC NATIONALLY, WE'VE HAVE 1.9 MILLION CASES OF, UM, COVID IN THE, UM, FIVE TO 11 AGE GROUP.

AND I POINT THIS OUT, NOT FOR THIS SLIDE IN PARTICULAR, BUT TO EMPHASIZE THE POINT THAT IT IS IMPORTANT TO PROTECT OUR CHILDREN.

AND LAST WEEK, WE FORTUNATELY HAD THE APPROVAL OF THE COVID VACCINE FOR, UH, THE FIVE TO 11 YEAR AGE GROUP.

UM, THERE WERE 94 DEATHS IN THAT AGE GROUP, NATIONALLY, UM, AND WE'VE HAD ONE DEATH HERE IN TRAVIS COUNTY.

SO, UM, IT'S IMPORTANT FOR US TO PROTECT ALL OF OUR POPULATION, UM, WITH VACCINE NEXT SLIDE, PLEASE LOOKING AT OUR SCHOOLS AND THE IMPACT OF COVID-19 ON OUR SCHOOLS LAST YEAR, BETWEEN SEPTEMBER 21ST AND JUNE SEVEN, WE HAD A TOTAL OF THIRTY NINE HUNDRED AND THIRTY THREE CASES OF COVID-19 24 AND SIX OF THOSE WERE IN STUDENTS, THE REST AND EMPLOYEES.

UM, TODAY, SINCE AUGUST 9TH, WE'VE HAD FIFTY TWO HUNDRED AND FORTY NINE CASES OF COVID-19, UM, IN THE PAST, UM, SEVERAL DAYS IN THE REPORTING PERIOD OF THIS FROM, UM, UH, THIS PAST WEEK, WE'VE HAD 116 CASES.

SO THOSE CASE NUMBERS ARE GOING DOWN.

UM, AND, UH, MOST OF THE CASES THAT WE'RE SEEING IN THE STUDENT POPULATION ARE OCCURRING IN THE CLASSROOM, WHERE I'M NOT ASKING IS, UM, NOT AS PREVALENT OR AS COHORTING THE CHILDREN IN GROUPS.

UM, AND THEN THE SECOND PLACE WHERE WE'RE SEEING THE CASES IS ALSO IN ATHLETICS AND TRANSPORTATION SITUATIONS.

NEXT SLIDE, PLEASE.

THE OTHER ABOUT THE ONLY VULNERABLE POPULATION WHERE THE IMPACT OF COVID WAS SEEING MOST IN THE BEGINNING WAS IN THE LONG-TERM CARE FACILITY, UM, SENIOR POPULATION.

AND AS YOU REMEMBER, IN EARLY JANUARY, WE BEGAN VACCINATING THIS, UH, GROUP TO PROTECT THEM FROM COVID-19.

AND NOW WE ARE IN THE PROCESS OF BOOSTER SHOTS FOR THIS GROUP AS WELL.

UM, AND YOU SAY WITH THE DELTA SURGE, THERE WAS, UH, A SMALL SPIKE IN CASES.

UM, HOWEVER, THERE WERE, UM, FEW HOSPITALIZATIONS NEEDED FOR THE, THE AGE GROUP, UM, SHOWING THE PROTECTION OF THIS VACCINE AGAINST SEVERE DISEASE, HOSPITALIZATION, AND DEATH.

AND THEN THIS LAST REPORTING PERIOD, I'M HAPPY TO SAY WE'VE ONLY HAD ONE CASE.

UM, IT WAS AN UN-VACCINATED, UM, RESIDENT AND THEY WERE NOT, THEY DID NOT REQUIRE HOSPITALIZATION.

NEXT SLIDE, PLEASE,

[00:20:05]

WITH REGARDS TO BREAK THROUGH CASES, WE'VE GIVEN 1.7 MILLION PLUS DOSES OF VACCINE AND TRAVIS COUNTY, UM, WHICH IS AN AMAZING, UM, CONTRIBUTION OF, OF COMMUNITY COLLABORATION OF, UM, COMMUNITY, UM, NON-PROFITS AND PHARMACIES AND, UM, CONSTABLE MIRALIS AND APH, AND, UM, A LOT OF PEOPLE PUTTING THEIR MINDS AND HEARTS TOGETHER TO VACCINATE OUR COMMUNITY.

UM, AND WITH THAT, WE'VE ONLY HAD A NINETY ONE HUNDRED AND NINETY THREE BREAKTHROUGH CASES.

UM, AND THIS, AGAIN, CORRELATES WITH THE WANING IMMUNITY THAT'S BEEN REPORTED, UM, OF THOSE NINETY ONE HUNDRED AND NINETY THREE CASES THAT ARE CONSIDERED BREAKTHROUGH CASES OF FULLY VACCINATED INDIVIDUALS, 14 DAYS AFTER THAT LAST DOSE OF VACCINE, IN THE CASE OF MR. RNA, UM, VACCINES, MADRONA, AND PFIZER, 94 OF THOSE REQUIRED HOSPITALIZATIONS.

AND THERE WERE 46 STUFFS.

IF YOU LOOK TO THE NEXT SLIDE, THE DEATHS THAT HAVE BEEN REPORTED, I'LL TOTAL FOUR, UM, AUSTIN, TRAVIS COUNTY, UM, TO DATE ARE 1,172.

UM, SINCE THE BEGINNING OF JANUARY LAST PART OF DECEMBER, WHEN VACCINES WERE, UM, GIVEN TO THE COMMUNITY, UM, WE'VE SEEN 599 DEATHS AND 46 OF THOSE DEATHS WERE IN FULLY VACCINATED PEOPLE.

SO THEY, UH, RATE OF DEATHS IN VACCINATED, INDIVIDUALS IS 7.7%, UM, CASE INVESTIGATORS LOOKING AT THOSE CASES SHOWN THAT THEY WERE INDIVIDUALS WITH COMORBIDITIES.

THE YOUNGEST OF THOSE THAT HAVE DIED IS 17, THE OLDEST 103.

UM, AGAIN, I JUST BRING THIS SLIDE TO YOU TO SHOW THAT OUR VACCINES, THAT WE HAVE ARE THE FACT OF, UH, PROTECTING US FROM SEVERE COVID, UM, DISEASE AND IN DEATH.

AND THE NEXT SLIDE, PLEASE, WITH THAT, I WILL, UM, ASK THAT OUR COMMUNITY CONTINUE TO DO WHAT WE KNOW HAS HELPED US GET TO THE SIDE OF THIS, UM, LATEST SEARCH.

UM, WE'VE LEARNED FROM OUR LATEST SURGE WITH, UM, DELTA VARIANT, A NEW VARIANT IN THE FACE OF THE VACCINATED POPULATION, AND UN-VACCINATED POPULATION THAT THE VACCINES PROTECT US FROM SEVERE ILLNESS.

THEY HAVE HELPED DECREASE HOSPITALIZATION, UM, IN THOSE WHO ARE VACCINATED, UM, FOR THOSE THAT HAVE BEEN UN-VACCINATED, IT HAS CAUSED SEVERE ILLNESS, UM, REQUIRED MUCH ICU CARE.

WE'VE EXCEEDED OUR ICU CAPACITY DURING THIS LATEST SURGE.

UM, WE ARE LOOKING FORWARD TO A FLU SEASON THAT TYPICALLY HAS A LARGE IMPACT ON OUR HOSPITAL CAPACITY AS WELL.

UM, AND WE HAVE A LARGE GROUP OF OUR POPULATION THAT NEEDS GO OUT AND GET THEIR BOOSTER SHOT FOR COVID AND GET THEIR SHOT FOR FLOW TO PROTECT THEMSELVES.

OUR GOAL IS TO AVOID A SEARCH.

UM, OUR, OUR HOPE IS THAT WITH PROVIDING THE COMMUNITY WITH THE INFORMATION TO GUIDE THEM AS THEY GO OUT TO SHOP AND GET READY TO MAKE THE TURKEY AND, AND GO TO, UM, DOES IT WITH FAMILY AND FRIENDS THAT WITH THE INFORMATION ABOUT COMMUNITY TRANSMISSION, THEY WILL KNOW, UM, HOW TO PROTECT THEMSELVES IN INDOOR PUBLIC SPACES, WHERE THEY'RE WITH PEOPLE THAT THEY DON'T KNOW OUR HOPE IS THAT WITH VACCINE AND VACCINATING THEMSELVES FOR ABOUT BOTH QUOTE COVID IMPLODE, THERE'LL BE ABLE TO PROTECT THEMSELVES THEIR LOVED ONES, THEIR VULNERABLE RELATIVES AND FRIENDS FROM BECOMING ILL, AND THAT WE WILL ALL BE ABLE TO MOVE FORWARD TO THE END OF THE YEAR, UM, WITHOUT HAVING, UM, ANOTHER, UH, CRISIS AND, AND OVER CAPACITY, UM, GOING OVER CAPACITY FOR OUR HOSPITAL SYSTEMS. AND WITH THAT, I WILL PASS IT ON TO DIRECTOR STIRRUP.

THANK YOU, DIRECTOR

[00:25:01]

STIRRUP BEFORE YOU, UM, START, I JUST, THIS IS ALISON ALTER COUNCIL MEMBER FOR DISTRICT 10.

I WANT TO CALL THE CITY COUNCIL MEETING TO ORDER IT IS NOVEMBER 9TH AT 9:32 AM.

I'M ON THE DYESS AND ON THE VIRTUAL DYESS, WE HAVE COUNCIL MEMBER POOL COUNCIL MEMBER ELLIS COUNCIL MEMBER, CASAR COUNCIL MEMBER TOVO COUNCIL MEMBER KELLY, AND COUNCIL MEMBER KITCHEN.

THANK YOU.

SORRY TO INTERRUPT THERE.

THANK YOU.

GOOD MORNING, EVERYONE.

UM, I'M GOING TO APOLOGIZE IN ADVANCE, UM, BECAUSE I HAVE QUITE A FEW SLIDES THIS MORNING, BUT I WILL TRY TO GET THROUGH THEM AS QUICKLY AS POSSIBLE TO ALLOW TIME FOR THE OTHER PRESENTATIONS AS WELL AS FOR QUESTIONS.

AND I WILL ACKNOWLEDGE UPFRONT THAT SOME OF THE BAR GRAPHS ARE NOT VISUALLY FRIENDLY AS WE WOULD LIKE THEM TO BE.

UM, AND WE ARE GOING AS A STAFF TEAM TO WORK ON THOSE COLOR SCHEMES, BUT IN THE MEANTIME FOR THE PUBLIC TO KNOW THAT THIS PRESENTATION WILL BE POSTED TO THE AUSTIN PUBLIC HEALTH WEBSITE FOR YOU TO DOWNLOAD AND BE ABLE TO REVIEW AT YOUR LEISURE BEFORE MOVING FORWARD, I WANT TO GO BACK AND GRAB SOMETHING THAT DOCTOR WALKS US SHARE THAT I FEEL NEEDS FURTHER EMPHASIS.

SHE MENTIONED THAT 140,000 KIDS IN THE UNITED STATES HAVE LOST HER PRIMARY CAREGIVER DUE TO COVID.

I THINK IT BEARS MENTIONING THAT 65% OF THOSE CHILDREN WERE RACIAL AND ETHNIC MINORITIES.

THAT'S 91,256 KIDS WHO WERE WITHOUT ONE OF THEIR PRIMARY CAREGIVERS DUE TO COVID.

IT IS A NATIONAL PROBLEM.

THIS EQUITY OR INEQUITY IS THAT WHEN WE'RE SEEING WITH COVID AND OUR PRODUCT, THAT WE CONTINUE TO LEVERAGE OUR LOCAL RESOURCES TO TRY TO MITIGATE THOSE EFFECTS IN OUR COMMUNITY.

AND WITH THAT, I WILL MOVE ON TO WHAT'S THE FINAL REPORT.

AND SO TO GIVE A, UH, THE LAST TIME WE WERE HERE, I SHARED THE STATS, UM, FROM THE 1ST OF OCTOBER THROUGH THE 24TH.

AND THIS BRINGS US TO THE END OF THE MONTH.

AND YOU CAN SEE THE NUMBER OF, UM, DOSES OR VACCINES THAT WE'VE GIVEN OUT.

THE TOTAL WAS THIRTY FIVE HUNDRED AND FORTY SIX.

UM, AND YOU CAN SEE THE BREAKDOWNS THERE BETWEEN, UM, MANUFACTURER AND WHAT TYPE OF DOSE.

WHEN WE LOOK AT TESTING FOR THE MONTH, UM, JUST UNDER 3,800 TESTS ADMINISTERED THE MAJORITY OF THOSE HAPPENING AT THE ST JOHN SITE, UM, THEN 78 THROUGH MOBILE TESTING AND A LITTLE OVER 1100 AT DOVE SPRINGS.

UM, WHEN YOU LOOK AT OUR, OUR COVID-19 TESTING OPTIONS, WE ARE STILL THERE EVEN THOUGH THE TEST FOR THE WEEK, THAT DEMAND IS DECREASING, BUT WE ARE STILL COMMITTED TO, UH, STAGING OPERATION.

SO FOLKS CAN GET TESTED.

WE KNOW THAT CEDAR FEVER IS UPON US.

WE ALSO KNOW THAT FLU SEASON IS UPON US.

SO IF YOU HAVE A TICK TICKLE, A SNEEZE OR COUGH OR ANYTHING LIKE THAT, AND YOU'RE NOT SURE WHAT IT IS, WE CAN HELP YOU FIND OUT THAT IT'S NOT COVID.

UM, YOU CAN COME TO THE DOORS FROM RALLIES, DOVE SPRINGS REC.

WE'RE GOING TO BE AT THE EXPO BEGINNING ON THE 15TH FOR A DRIVE THROUGH OPTION.

THAT TAKES THE PLACE OF THE ST JOHN'S DRIVE-THROUGH SITE.

SO FOR THE REMAINDER OF THIS WEEK, AND STILL GO TO ST JOHN'S AND GET YOUR TEST.

BUT NEXT WEEK WE WILL BE AT THE EXPO.

WE CONTINUE TO OFFER A MOBILE IN-HOME TESTING.

YOU CAN MAKE THOSE APPOINTMENTS BY CALLING 5 1 2 9 7 2 5 5 6 0.

AND WE CONTINUE TO SUPPORT OUR PARTNERS THAT PROVIDE A NON-COMMITTAL GOOD LIVING FACILITIES AND OPPORTUNITIES BY OFFERING FACILITY TESTING.

WHEN WE LOOK AT OUR VACCINATIONS BY A WEEK FOR TRAVIS COUNTY, AS DR.

WATSON MENTIONED, WE HAVE ADMINISTERED AS A COUNTY, JUST OVER 1.7 MILLION DOSES.

THE PEOPLE VACCINATED WITH AT LEAST WINDOWS, JUST OVER 900,800,000 PEOPLE BEING FULLY VACCINATED AND 97 ADDITIONAL DOSES BEING DELIVERED.

UM, FOR THE COUNTY, WE ARE AT 66 POINT 44% FULLY VACCINATED FOR THOSE FIVE AND OLDER, YOU CAN NOTICE THAT THE NUMBERS FOR OUR FULLY, UH, OR THE PERCENTAGE FOR FULLY VACCINATED POPULATION, IT'S GOING TO SHOW A DECREASE AS BECAUSE NOW WE'RE OUR ELIGIBLE POPULATION HAS CHANGED.

WE'VE ADDED THOSE 114,000 KIDDOS FIVE AND NOT FOUR NOW ELIGIBLE FOR VACCINE.

AND SO WHEN WE'RE TALKING ABOUT BEING FULLY VACCINATED AS A COMMUNITY, IT'S NO LONGER 12 AND UP, BUT WE'RE INCLUDING THOSE KIDS FIVE AND, UM, THE POLICE.

SO JUST FOR REFERENCE THE FULLY VACCINATED RATE FOR THOSE 12 AND UNDER A 74%,

[00:30:03]

WHEN WE LOOK AT THE, UH, VACCINE DISTRIBUTION AND TRAVIS COUNTY BY AGE, UM, THIS IS AS OF LAST WEEK, WE CAN SEE THAT WE HAVE 175 KIDDOS, FIVE TO 11 FULLY VACCINATED, AND I DON'T KNOW ABOUT Y'ALL, BUT THAT MAKES ME FEEL GOOD THAT WITHIN A WEEK, THAT MIGHT SEEM LIKE A SMALL NUMBER, BUT WE'VE WAITED SO LONG FOR THIS TO HAPPEN.

AND TO SEE THAT, YOU KNOW, WE WERE REALLY THERE WITH GETTING OUR KIDS VACCINATED IS, IS HEARTWARMING TREND THAT I HOPE TO REPORT INCREASED NUMBERS THROUGHOUT THE REST OF THESE PRESENTATIONS.

AND YOU CAN SEE THE BREAKDOWN FOR THE OTHER AGES THERE.

UM, MS. BOOKOUT MADE A GOOD POINT.

IT WILL BE IMPORTANT FOR US TO SEE THE INFORMATION JUST AGGREGATED BY RACE AND ETHNICITY.

UNFORTUNATELY, TRAVIS COUNTY DOES NOT REPORT IT, UM, LIKE THAT ON THEIR WEBSITE, BUT WHAT WE WILL TRY TO DO AS A PUBLIC HEALTH DEPARTMENT IS FOR THE DOSES THAT WE DELIVER, UM, PROVIDE THAT INFORMATION TO COUNCIL AND COMMISSIONER SCORE.

SO WHEN WE LOOK BACK AT OUR VACCINE VACCINE OPERATIONS, UM, DURING THE PAST WEEK, UH, WE ADMINISTERED OVER 1800 DOSES, 1100 WE'RE AT A POINT OF DISTRIBUTION SITES FOR POP-OUT POP-UPS 177 WERE ADMINISTERED AS SHOTS FOR TOTS AND 507 WERE ADMINISTERED THROUGH THE MOBILE VACCINE PROGRAM.

DURING THAT OPERATIONAL PERIOD, WE ALSO DELIVERED 1400 BOOSTER DOSES AND A TOTAL OF 229 PEDIATRIC DOSES.

AGAIN, REALLY EXCITED ABOUT THAT BECAUSE WE ONLY STARTED THAT ON WEDNESDAY.

AND I HOPE THAT EVERY PARENT IS LISTENING AND HEARING THE SPOTS AND ARE AWARE OF WHERE YOU CAN GET YOUR KID VACCINATED.

UM, 66 OF THOSE SPREADSHEETS FOR TOTS 77, WE'RE AT THE NORTH EAST EARLY COLLEGE HIGH SCHOOL AND ADMINISTERED BY THE MOBILE VACCINE PROGRAM.

AND 86 WERE AT THE DUB SPRINGS COMMUNITY RESOURCE WORKSHOP THAT WAS HOSTED BY, UM, COUNCIL MEMBER, VANESSA POINTED.

WHEN WE LOOK AT THE NUMBER OF TRAVIS COUNTY RESIDENTS WHO HAVE NOT RECEIVED THEIR SECOND DOSE, THIS NEVER CONTINUES TO TRICKLE DOWN.

NOW WE'RE AT 106,000.

UM, BUT WE STILL HAVE, BECAUSE OF THE ADDITION OF THE FIVE TO 11 YEAR OLDS, WE HAVE 299,000 FOLKS THAT ARE UNVACCINATED.

UM, AND THIS IS A 7% INCREASE IN REPORTED AT THE LAST SESSION.

AGAIN, ACCOUNTING FOR THE FACT THAT FIVE TO 11 YEAR OLDS ARE NOW ELIGIBLE.

WHEN WE LOOK AT THE DATA BY RACE AND ETHNICITY, UM, WE CONTINUE TO SEE, UM, A LEVELING OFF OR, UH, THE ASIAN BLACK AND WHITE POPULATION.

UH, THIS IS PARTICULARLY ALARMING, UM, AND THE BLACK COMMUNITY, BECAUSE THERE'S STILL THAT GAP, UM, THAT WE NEED TO ADDRESS.

WHEN WE LOOK AT THE LATIN X POPULATION, UM, IT CONTINUES TO INCREASE SLIGHTLY.

UM, OUR BIGGEST CONCERN IS THAT OUR BLACK POPULATION IS STILL FAR BECAUSE OF 50% VACCINATION RATE.

UM, AND EVEN AS WE MOVE INTO BOOSTERS, WE CONTINUE, WE WILL CONTINUE TO BE INTENTIONAL TO MAKE SURE THAT WE REACH OUT TO THOSE THAT ARE NOT, UM, VACCINATED OR YET FULLY VACCINATED.

WHEN WE LOOK AT OUR MAP AT FIRST THOSE VACCINATED, UH, VACCINATION RATES, WE SEE THAT, UM, ALMOST ALL OF OUR COMMUNITY IS FULLY GREAT.

THIS IS GREAT.

AND THAT'S EVEN WITH, UM, THE FIVE TO 11 POPULATION, AND THERE'S A SLIGHT DIP IN THE, IN THAT 7, 8, 6 1 0 ZIP CODE.

AND THAT'S BECAUSE OF US ADDING IN THE FIVE TO 11 YEAR OLD GROUP.

AND I DO WANT TO POINT OUT THAT THE DIAMONDS ON THE SCREEN REPRESENT ALL OF THE PLACES WHERE THE MOBILE VACCINE PROGRAM HAS VISITED THE, UH, CIRCLES INDICATE WHERE OUR POP-UP CLINICS HAVE BEEN.

AND THE BLACK TRIANGLES ARE STATIC LOCATIONS.

WHEN WE LOOK AT OUR SECOND DOSE, UM, FULLY VACCINATED, AGAIN, INTEGRATING THE FIVE TO 11, UM, POPULATION, WE SEE THAT OUR MAP IS A LITTLE BIT DIFFERENT FROM THE LAST TIME THAT WE SHOWN IT TO YOU.

THERE ARE FOUR ZIP CODES THAT ARE NOW UNDER 50%, AND THOSE ARE 7 8 6 6 0 7 8 6 5 3 7 DAYS, SIX MONTHS, SEVEN AND 7, 8 6 1 0.

ADDITIONALLY, FOUR ZIP CODES HAVE FALLEN INTO THE UNDER

[00:35:01]

60% FULLY VACCINATED.

AND THOSE ARE OH 1 0 2 0 3 0 4.

WELL, LET ME NOT SKIP THIS OVER.

THERE ARE EIGHT ZIP CODES THAT WERE BELOW 70% THAT ARE NOW IN THE GRAIN.

SO, YOU KNOW, THERE'S SOME GIVEN SOME TAKE CARE AND THAT'S 4, 4, 4 1 4 2 2 1 2 3 0 5 5 2 AND 5, 3, 1, SOME GOOD WINS IN THOSE AREAS THERE TO REMIND THE AND, UM, COUNSEL AND COMMISSIONERS OF WHERE WE WILL BE THIS WEEK.

UM, WE WILL BE AT THE SOUTH EAST BRANCH LIBRARY OFFERING J AND J, BUT DHARNA, AND PFIZER WILL BE AT LITTLE WALNUT CREEK OFFERING THE SAME J AND J MODERN PFIZER WILL BE AT THE PFLUGERVILLE LIBRARY OFFERING JJ RETURNER AND PFIZER FOR FIVE ENOUGH.

WE'LL BE AT THE DELCO CENTER, SAME THREE VACCINES AND PFIZER FOR FIVE MINUTES AND SIMS ELEMENTARY, SAME DAY, ALL VACCINES.

AND THAT IS ALSO A LOCATION WHERE YOU CAN RECEIVE A VACCINE FOR FIVE AND UP, UM, OUR MOBILE, UM, OPERATIONS THIS WEEK INCLUDE THE MEXICAN CONSULATE, AS WELL AS, UM, THE HILLCREST ELEMENTARY PROGRAM.

OUR MOBILE VACCINE PROGRAM WILL BE PROVIDING ADDITIONAL SUPPORT AT OUR APH PODS TO ADMINISTER A PEDIATRIC VACCINE WHILE WE LOOK FOR ADDITIONAL STAFF TO BE AT THOSE LOCATIONS PROMINENTLY.

ALL RIGHT.

SO NOW I'M GOING TO TALK A LITTLE BIT ABOUT OUR, UM, VACCINE DISTRIBUTIONS, UH, STRATEGY.

SO WE HELD MULTIPLE COMMUNITY ENGAGEMENT OPPORTUNITIES TO, UM, GET FEEDBACK FROM THE COMMUNITY ON THEIR VACCINE EXPERIENCE THUS FAR, IN ORDER TO NOT ONLY INFORM OUR BOOSTER STRATEGY, BUT OUR PEDIATRIC STRATEGY AS WELL, THE TOWN HALLS AND THE COMMUNITY SURVEY WORK PROMOTED THROUGH SOCIAL MEDIA.

IT WAS ON THE GROUND OUTREACH, UM, BY OUR OUTREACH TEAMS AND ALSO THROUGH THE SPEAK OF ALSIP THAT FORM.

ADDITIONALLY, WE OFFER THESE ACTIVITIES AND MULTIPLE LANGUAGES.

SO IF WE COULD BE AS INCLUSIVE AND AS ENGAGING AS POSSIBLE, AND THOSE LANGUAGES INCLUDED ASL, SPANISH, BURMESE, ARABIC, VIETNAMESE, AND ENGLISH, AND THIS WAS REALLY OUR INTENTIONAL EFFORT TO LEARN FROM THE COMMUNITY AS THEY SHARED THEIR EXPERIENCE, EXPERIENCES AND OFFER RECOMMENDATIONS TO US ABOUT HOW WE CAN ADJUST OUR OPERATIONS.

WE ARE STILL ANALYZING ALL OF THE FEEDBACK.

THE INFORMATION GATHERED WILL BE COMPILED IN A REPORT TO SHARE BACK, UH, WITH THE COMMUNITY, UM, BECAUSE IT'S IMPORTANT THAT WE DON'T COME ACROSS AS JUST TAKING THAT WE HAVE TO GIVE BACK AS WELL AND ACKNOWLEDGE THEIR INPUT IN THEIR EFFORTS TO HELP US BE BETTER.

AND WE WILL ALSO MAKE SURE THAT THAT FEEDBACK IS INCORPORATED INTO OUR OPERATION.

WHEN WE TALK ABOUT OUR PEDIATRIC VACCINE STRATEGY, WE WILL CONTINUE TO HAVE THAT MULTI-PRONGED APPROACH.

AND SO IT CONSISTS OF DIRECT OPERATIONS.

SO AT THE FIVE ESTABLISHED LOCATIONS THAT I'VE MENTIONED THUS FAR SHOCKS FOR TUTS FAR SELL, AND AT ST.

JOHN'S ALSO AT THE DELCO, THE OLD SIMS ELEMENTARY AND IN PFLUGERVILLE, AND WE WILL HAVE POP UP CLINICS AT 12 SCHOOL SITES, AND WE WILL CONTINUE TO WORK WITH OUR COMMUNITY HEALTH WORKERS TO PROVIDE PARENT EDUCATION FOCUSING ON NEIGHBORHOODS AND SCHOOLS AND AREAS WITH THE LIMITED ACCESS TO VACCINE, THOSE SPECIFIC ZIP CODES ARE THERE ON THE SIDE FOR YOU.

AND THEY ARE 7 8 7 4 4 7 8 6 MONTHS, 7 7 8 7 2 4 AND 7 8 7 5 2.

YOU ALSO PLAN TO HAVE EDUCATION EVENT AT SCHOOLS, UM, INCLUDING PRESENTATIONS FOR PARENTS AND CAREGIVERS TABLING AT SCHOOLS, AND, UH, GOOD OLD FASHIONED NEIGHBORHOOD OUTREACH, UM, BLOCK WALKING IN DISTRIBUTING FLYERS IN PLACES WHERE, UM, PEOPLE ARE CONDUCTING THEIR NORMAL ACTIVITIES.

WE DID HOST OUR PROVIDER MEETING ON THE FIFTH AND THERE WERE 60 PEDIATRIC HEALTHCARE PROVIDERS THERE.

UM, AND THE PURPOSE OF THAT MEETING WAS TO NOT ONLY PROVIDE INFORMATION, UM, BUT TO ADDRESS TECHNICAL ASSISTANCE NEEDS SAFETY CONCERNS, AND TO REALLY CREATE A SENSE OF CONNECTION BETWEEN THE PROVIDER NETWORK.

AND WE'RE STILL, UH, ADMINISTERING THE PROVIDER SURVEY TO CONTINUE TO IDENTIFY THOSE NEEDS AND WHAT OUR, UH, COMMUNITY CAPACITY WILL BE TO ADMINISTER PEDIATRIC VACCINES.

ANOTHER

[00:40:01]

EFFORT WAS A SURVEY THAT WAS DISTRIBUTED TO SCHOOLS THROUGH, UM, OUR SCHOOLS AND CHILDCARE TASK FORCE.

UM, AND THE SCHOOLS WERE CALLED UPON TO DISTRIBUTE THE SURVEY SPECIFICALLY TO PARENTS OF FIVE TO 11 YEAR OLDS.

AND I MENTIONED TO ANALYSTS IN SPANISH, THE SURVEY WAS THE DISTRICT DISTRIBUTED INSTEAD OF LANGUAGES, INCLUDING ARABIC FOR MES FRENCH HINDI, KOREAN SIMPLIFIED, AND TRADITIONAL CHINESE, AS WELL AS VIETNAMESE.

THE RESULTS THAT I'M GOING TO SHARE WITH YOU ARE PRELIMINARY AND WILL BE FINALIZED AFTER ALL OF THE RESPONSES ARE COLLECTED AND TRANSLATED.

WE HAD, UM, OVER 10,000 PARENTS AND CAREGIVERS COMPLETE OUR SURVEY.

ALL RIGHT.

SO THIS FIRST ONE, DO YOU PLAN TO VACCINATE YOUR CHILD? AND THEN YOU CAN SEE THE, THE LARGE NUMBER OF RESPONDENTS SAID YES.

AND SO THAT IS AS GOOD.

INTERESTINGLY ENOUGH, THERE WAS A 1% THAT'S THAT THEY WOULD DO IT ONLY IF THEY WERE REQUIRED.

UM, THE MAJORITY OF THE PARENTS SAID THAT THEY WOULD DO IT, UH, GET THEIR CHILD VACCINATED IT BETWEEN THE FIRST AND FOURTH WEEK THAT THE VACCINES WERE AVAILABLE, UM, FOR OUR, OUR FOCUS WILL BE THAT MOVEABLE MIDDLE, THE 7% HERE THAT SAID THEY WERE UNSURE.

AND AGAIN, THE STAFF LIKE ME TO POINT OUT THAT 92% OF THE FOLKS THAT SAID THAT, YES, THEY WOULD VAX VACCINATE.

THEIR CHILDREN SAID THEY PLAN TO DO IT WITHIN THE FIRST ONE TO FOUR WEEKS OF THE VACCINE BECOMING AVAILABLE.

WHEN WE LOOKED AT, UM, WHERE OUR PARENTS SAID THEY WOULD LIKE TO HAVE THEIR CHILDREN VACCINATED.

THE, UM, THE MAJORITY OF RESPONDENTS INDICATED THAT THEIR DOCTOR'S OFFICE WAS THEIR FIRST CHOICE, PROBABLY BEHIND THAT WAS PHARMACY WITH SCHOOLS AND COMMUNITY CLINICS, MAKING UP THE THIRD AND FOURTH CHOICES, UH, FOR THE RESPONDENTS WHO CHOSE OTHER LOCATIONS.

UM, WE PROBED FURTHER AND ASKED FOR SUGGESTIONS OF WHERE THAT MIGHT BE.

AND THOSE INCLUDED GROCERY STORES, COMMUNITY SPACES LIKE LIBRARIES, PARKS, AND REC CENTERS, HOSPITALS, AND PLACES THAT, UH, TO ENTICE CHILDREN, DESERT CHOPS, UM, AMUSEMENT CENTERS AND THE LIKE GOT ANTSY.

ALL RIGHT, WHEN WE TALK TO, UM, WHEN WE BROKE DOWN THE INFORMATION ABOUT PARENTS WHO SAID THEY DID NOT PLAN TO VACCINATE THEIR CHILDREN, UM, AND THESE RESPONSES WERE ON THE LIKERT SCALE FROM STRONGLY DISAGREE TO STRONGLY AGREE.

AND, UM, THERE WAS A LARGE AMOUNT OF DISAGREEMENT WITH THIS STATEMENT THAT, UM, THE COVID VACCINE IS SAFE FOR CHILDREN PRIOR TO 11, WE DID SEE A FAIR NUMBER OF RESPONSES IN WHICH PARENTS EXPRESSED FEELING BEAUTIFUL, WHICH MAY INDICATE THAT THERE ARE SOME PARENTS WHO SAID NO, BUT THEY BE WAITING UNTIL THEY FEEL MORE.

SO WHEN WE LOOK AT THE, UM, THE RESPONSES FOR THE PARENTS THAT SAID THEY WERE UNSURE, UM, AGAIN, THE MAJORITY OF THE PARENTS INDICATED THAT THEY FELT NEUTRAL TO EACH OF THE STATEMENTS HERE.

UM, PARENTS SEEM TO HAVE A LOT OF CONCERNS AND THEY FEEL THAT THEY MIGHT NOT HAVE ENOUGH INFORMATION AT THIS TIME TO COMPETENTLY REACH A DECISION FROM THOSE QUESTIONS.

AGAIN, ARE THE COVID-19 VACCINE IS SAFE FOR CHILDREN AGED FIVE TO 11 YEARS OLD.

THE COVID-19 VACCINE IS EFFECTIVE FOR CHILDREN AGED FIVE TO 11 YEARS OLD.

THE COVID-19 VACCINE CAN PROTECT CHILDREN AGED FIVE TO 11 YEARS OLD FROM GETTING SEVERE ILLNESS FROM COVID-19 AND WANT TO SLEEP.

I THINK CHILDREN AGE FIVE TO 11 YEARS OLD SHOULD GET THE COVID-19 VACCINE WHEN IT IS APPROVED.

SO AMONG THE PARENTS THAT SAID THEY WEREN'T SURE THE PLACES THAT THEY WOULD PREFER TO HAVE THEIR CHILD BE VACCINATED, SHOULD THEY MAKE THAT CHOICE? AGAIN? THE NUMBER ONE ANSWER WAS, UM, DOCTORS FOLLOWED BY A PHARMACY BEING THE SECOND CHOICE WITH SCHOOL, THEN COMMUNITY CLINICS BEING THIRD AND FOURTH CHOICES FOR THE PARENTS THAT INDICATED OTHER LOCATIONS.

THOSE, UH, WHEN PROBING FURTHER DRIVE THROUGH OPTIONS CAME UP AS WELL AS HOSPITALS, UM, AND PARKS.

AND SO, UM, WE WERE CONTINUING, CONTINUING TO ANALYZE THOSE RESULTS.

THE PLAN IS TO CREATE A PROFILE FOR THE RESPONDENTS IN THE PRIORITY ZIP CODES THAT WE HAVE IDENTIFIED THUS FAR.

AND WE WILL THEN USE THAT INFORMATION TO TAILOR

[00:45:01]

OUR EFFORTS IN THOSE COMMUNITIES.

SO TALKING ABOUT COMMUNICATIONS AND OUTREACH UPDATE, THIS SLIDE IS PUT TOGETHER TO SHOW THAT WE ARE, UM, CONTINUING TO MAKE INTENTIONAL EFFORTS TO HAVE A MULTI-LINGUAL APPROACH, UM, WITHIN OUR SOCIAL MEDIA POSTS, AS WELL AS WITH OUR PRINTED MATERIALS, WE CONTINUE TO OFFER THE MEDIA AVAILABILITY, ALTHOUGH A MUCH MORE SCALED BACK SCHEDULE, UM, STAFF ARE AVAILABLE TO, UM, DO ONE-ON-ONE INTERVIEWS, UM, RESPOND TO MEDIA REQUESTS, AND WE WILL CONTINUE TO HAVE INTENTIONAL FOCUSES ON OUR COMMUNITIES THAT ARE EXPERIENCING DISPARATE OUTCOMES FOR COVID-19 AND IN OUR COMMUNITY.

THAT IS OUR HISPANIC AND PLANT THAT'S COMMUNITY, AS WELL AS OUR AFRICAN-AMERICAN CAN.

PART OF THAT APPROACH WILL BE OUR COMMUNITY OUTREACH THROUGH THE FUNDING THAT WE RECEIVED FROM THE CDC, UH, COVID-19 EQUITY GRANT.

WE HAVE FUNDED 12 AGENCIES TO PERFORM COVID-19 OUTREACH.

THEY ARE LISTED HERE, UM, TO DATE THROUGH, UH, NOT THE, NOT ONLY THE EFFORTS OF THESE ORGANIZATIONS HERE, BUT ALSO OF THE APH OUTREACH TEAMS. UM, WE'VE MADE OVER 11,000 CONTACTS.

UM, A FEW OF THE ACTIVITIES THAT WE'RE HIGHLIGHTING HERE IN THE FULL FORM WE WERE AT WORKFORCE, AND IT, WE SHOULDN'T SAY THE GOODWILL FIVE, THREE.

WE PARTICIPATED IN ADOBE MIDDLE SCHOOL AT FALL FEST.

AND FOR ONE WHO WERE AT THE CENTER AND VILLAS APARTMENTS AND THE HUNTER VALLEY MOBILE HOMES, AND THEN TWO DAY THERE WAS A PRESENCE AT THE ST.

JAMES PRAYER SERVICE, UM, THROUGH OUR PARTNERSHIP WITH OVER 10,000 RESIDENTS WERE REACHED AND THROUGH AN EMAIL DISTRIBUTION CAMPAIGN.

AND SO WE'RE REALLY WORKING ALL OF OUR ANKLES, NOT ONLY WITH OUR INTERNAL RESOURCES, BUT WITH THE CONNECTIONS, UM, WITH OUR COMMUNITY PARTNERS TO ENSURE THAT WE'RE CASTING A WIDE NET.

AND SO THAT PROVIDING INFORMATION, UM, TO COMMUNITY IN A WAY THAT'S ACCEPTABLE OR EASY FOR THEM TO UNDERSTAND.

AND THEN I ALWAYS LIKE TO END WITH A PICTURE OF OUR SECRET DREAM TEAM AND ACTION.

WE WERE AT THE GUEST MERCY OR REC CENTER ON THE 23RD, 1130 AGAIN, UM, GIVING OUT, UM, MASKS AND, AND SANITIZER, UM, AS WELL AS, UH, FELT STABLE FOOD ITEMS. UM, AND WITH ME, THANK YOU FOR YOUR TIME TODAY.

THANKS DR.

STIRRUP.

UM, I DON'T CHECK.

DO YOU HAVE ANYTHING TO ADD TO THIS? I DON'T THINK CHIEF BAILEY HAD ANYTHING FOR US TODAY.

UH, JUDGE, THANK YOU.

CHUCK BROTHERTON COUNTY EXECUTIVE FOR EMERGENCY SERVICES WHILE WE DON'T HAVE A SLIDE DECK FROM CHIEF BAILEY THIS MORNING, JUDGE COMMISSIONERS, COUNCIL MEMBERS, UH, YOU KNOW, UH, CONSTABLE MIRALIS DOES HAVE NUMBERS TO SHARE.

UH, I JUST WANTED BRIEFLY TO UPDATE JOE, UH, ON OUR CURRENT OPERATIONS.

OUR MOBILE VACCINE COLLABORATIVE THIS WEEK, UH, IS EXPANDING OUR, UH, OUR SCOPE AND OUR OPERATIONS TO ADDRESS, UH, TITLE ONE SCHOOLS IN THE EASTERN CRESCENT.

UH, WE ARE WORKING WITH NEW PARTNERS, UH, IN THIS EFFORT, WHICH INCLUDE THE UT SCHOOL OF NURSING, UH, CENTRAL TEXAS ALLIED HEALTH INSTITUTE.

AND ALONG WITH OUR ONGOING PARTNERSHIP WITH AGAIN, CONSTABLE MIRALIS AND PRECINCT FOUR, UH, WE'VE GOT THE TEXAS GUARD INVOLVED, UH, AND CONTINUING TO WORK WITH US.

UH, THIS WEEK WE'VE GOT A UT SCHOOL OF NURSING, UH, BEGAN OPERATIONS IN DEL VALLEY ISD THIS PAST SATURDAY, DELIVERING PEDIATRIC VACCINATIONS.

AND THEY ARE CONTINUING THROUGHOUT THIS WEEK.

UH, CENTRAL TEXAS ALLIED HEALTH WILL BEGIN NEXT WEEK, HELPING US WITH THE MAYNOR ISD.

AND THEN WE ARE ACTIVELY WORKING ON A PLAN FOR THE PFLUGERVILLE ISD AS WELL.

UH, ALSO WORKING WITH AUSTIN ISD AGAIN TO ADDRESS TITLE ONE SCHOOLS IN THE EASTERN CRESCENT, WORKING WITH, UH, WITH THOSE NEW PARTNERS.

UH, SO WE'RE VERY EXCITED ABOUT THAT AND I HOPE NEXT WEEK, JUDGE, UH, TO BE ABLE TO BRING NUMBERS BACK TO Y'ALL SPECIFICALLY RELATED TO, UH, THOSE SCHOOL EFFORTS.

UH, ONE, IT ALSO BRIEFLY TO, UH, UPDATE ON, ON WHAT WE CONTINUE DOING OUT AT THE COUNTY EXPO CENTER.

UH, YOU'VE HEARD, UH, DR.

WATSON DIRECTOR STIRRUP TALK ABOUT, UH, THE SHIFT IN THE COVID TESTING.

UH, SO APH IS SHIFTING OPERATIONS FROM THE ST JOHN SITE, UH, TO EXPO STARTING NEXT WEEK.

UH, WE CONTINUE DOING DRIVE THROUGH OPERATIONS WITH VACCINATIONS ON SATURDAYS AND SUNDAYS.

UH, WE WILL BE SCALING BACK OUR OPERATIONAL HOURS, SOMEWHAT STARTING

[00:50:01]

THIS WEEKEND, GOING INSTEAD OF FROM 9:00 AM TO 5:00 PM INSTEAD OF GOING FROM NOON TO 4:00 PM.

BUT WITH SATURDAY AND SUNDAY, UH, ALSO WE CONTINUE, UH, UTILIZING THAT SITE FOR OUR REGIONAL INFUSION CENTER.

UH, AND WE ALSO HAVE THE ALTERNATE CARE SITE, UH, STOOD UP, UH, AND EQUIPPED, UH, READY TO GO, SHOULD IT BE NEEDED.

AND WE INTEND TO KEEP THAT, THAT FACILITY IN A, WHAT WE CALL A WARM, READY STATE FOR A LITTLE WHILE LONGER.

AND THEN JUDGE, WE WILL BE BRINGING BACK TO YOU AND THE COURT A RECOMMENDATION ON WHEN WE MIGHT BEGIN THE MOBILIZING SOME OF THE EFFORTS OUT AT EXPO, BUT MEANWHILE, EXPO REMAINS PRETTY FULLY ENGAGED AS PART OF OUR RESPONSE.

SO AT THIS TIME, I'LL TURN IT OVER TO CONSTABLE MORALES, GOOD MORNING COMMISSIONERS, COUNCIL MEMBERS, AND JUDGE, WE CONTINUE TO FOCUS ON OUTREACH AND EDUCATION DOING, UH, DOING WORK TO ENSURE THAT OUR STRIKE TEAMS ARE SUCCESSFUL.

THEY FINISH OFF THE MONTH OF OCTOBER.

WE GAVE THEM THE LAST WEEK, 672 SHOTS, UM, FOR THE ENTITLED, FOR THE, FOR THE ENTIRE MONTH OF OCTOBER, WE GIVE A TOTAL OF 3,447 SHOTS.

UM, VACCINES FOR NOVEMBER.

OUR TEAM GAVE OUT A TOTAL OF 568 SHOTS, 55 OF THOSE STARTING AT THE DEL VALLEY OPPORTUNITY CENTER IN DAILY MIDDLE SCHOOL AND DVI AS D UM, WITH THE HELP OF A UT SCHOOL OF NURSING, WE HANDED OUT A TOTAL OF 2,800 FLYERS AND 583 PHONE CALLS.

WE WILL BE TARGETING AGAIN, OUR HIGHLY EFFECTIVE ZIP CODE, 7 8 7 5 8 2 4 4 1 OFTEN COLONY DEL VALLEY FIVE TWO, AND THE FOUR, FOUR, WE WILL CONTINUE WORKING WITH SD TARGETS, TITLE ONE SCHOOLS THAT ARE HIGHLY EFFECTIVE ZIP CODES.

THIS WEEK, WE HAVE BLAZER ELEMENTARY.

UM, AND WE ALSO HAVE UP HOUSE ELEMENTARY FOR AISD.

WE WILL CONTINUE TO WORK WITH UT SCHOOL OF NURSING AT DEL VALLEY OPPORTUNITY CENTER AND DAILY MIDDLE SCHOOL THIS WEEKEND.

UH, AGAIN, UH, THEY'RE DOING PEDIATRIC ROLLOUT THIS ENTIRE WEEK, AND OF COURSE THIS WEEKEND, UH, WE HAD STARTED SCHEDULING LOCATIONS IN MAYNOR ISD HERTZ.

CHUCK SAID EARLIER, WE, UH, CONTINUE TO WORK WITH PFLUGERVILLE.

UM, WHEN YOU'RE RIGHT NOW TARGETING AT LEAST 10 SCHOOLS THERE, UH, UM, AISD WILL BE LOOKING FOR ADDITIONAL SCHOOLS.

ACTUALLY, WE'RE DOING AT LEAST FIVE PER WEEK.

UM, AGAIN, OUR EVENTS THIS WEEK AS THE SCHOOLS, PEDIATRIC ROLLOUTS, DBIS SCHOOLS, UH, DB ISD SCHOOLS, AND OF COURSE OUR STATIC LOCATIONS AT JDS.

UM, I'LL TURN IT BACK OVER TO YOU, CHUCK JUDGE, THAT CONCLUDES OUR UPDATE.

WE'LL TURN IT BACK TO YOU FOR QUESTIONS.

THANKS, CHUCK.

AND THANKS CONSTABLE.

UM, I'LL TURN IT OVER TO, LET'S SEE, COMMISSIONER GOMEZ, IF SHE HAS ANY INITIAL QUESTIONS, UM, OTHERWISE WE CAN MOVE TO COMMISSIONER SHEA, NOPE, QUESTIONS, OTHER COMMENTS.

I'M VERY, VERY GLAD THAT WE HAVE ADDED THE ISD, UH, TO THE COLLABORATIVE TEAM AND, UM, AND SHE EVEN MORE, UH, CHILDREN NOW.

AND SO, UH, SOUNDS LIKE THINGS ARE GOING WELL AND, UH, UH, STARTED PROMISING.

THANKS.

SO THANKS VERY MUCH.

THANK YOU, COMMISSIONER SHEA.

UH, THANKS, JUDGE.

AND, UM, AGAIN, MY, UM, MY USUAL GRATITUDE TO EVERYONE WHO'S INVOLVED IN THIS, YOU, UM, YOU'VE JUST MADE SUCH A HEROIC EFFORT TO KEEP OUR COMMUNITY SAFE AND TO PRESENT PEOPLE WITH THE BASIC FACTS AND THE INFORMATION THAT THEY NEED TO OVERCOME ANY HESITANCY OR ADDRESS THE APPALLING AMOUNT OF MISINFORMATION THAT'S OUT THERE ABOUT THE VACCINE, UM, UH, DIRECTOR STIRRUP.

I, I DIDN'T CATCH ALL OF WHAT YOU SAID AT THE BEGINNING OF YOUR COMMENTS, BUT YOU SAID IT IS A NATIONAL PROBLEM AS WELL.

COULD YOU RESTATE THAT PLEASE? I'M SURE.

CAN THE STUDY THAT DR.

WACHS REFERENCED WAS, UH, A SURVEY DONE ACROSS THE UNITED STATES THAT HIGHLIGHTED THAT 65% OF THE CHILDREN, UM, THAT LOSS OF PARENT DUE TO COVID FOR RACIAL AND ETHNIC MINORITIES.

AND IF YOU LOOK AT THE TOTAL US POPULATION, 61% ARE NONWHITE ARE, EXCUSE ME, ARE WHITE NON-HISPANIC WHERE 39% MAKE UP RACIAL AND ETHNIC MINORITIES.

SO TO HEAR THAT 65% OF OUR CHILDREN OF COLOR ACROSS THIS COUNTRY, ALL WITHOUT A PARENT DUE TO COVID IS ASTOUNDING, AND IT IS REFLECTIVE OF THE ISSUES AND THE GAPS THAT WE'RE SEEING HERE LOCALLY WITH THOSE DISPARITIES IN THE COMMUNITY.

AND SO, AGAIN, I, I WILL ALSO RESTATE THAT I AM APPRECIATIVE OF THE COLLECTIVE EFFORTS, NOT

[00:55:01]

ONLY OF THE BOOTS ON THE GROUND FOLKS, BUT ON THE POLICY MAKERS TO MAKE SURE THAT WE HAVE THE RESOURCES IN PLACE, UM, TO KEEP OUR COMMUNITY SAFE.

THANK YOU.

AND, UH, UH, THAT IS A, THAT IS A STAGGERING AND HORRIFYING FIGURE.

AND I, I DO WANT TO ACKNOWLEDGE THE WORK THAT THE COMMUNITY RESILIENCE TRUST HAS DONE ON A REGULAR BASIS, POINTING OUT THE INEQUITY OF, UM, UH, THE VACCINATIONS, UH, WITHIN COMMUNITIES OF COLOR, UH, WHEN COMPARED TO, UM, WHITE COMMUNITIES AND MORE AFFLUENT COMMUNITIES, UM, OUR COUNTY.

SO WE WE'VE GOT A LOT OF WORK TO DO THERE, BUT THESE NUMBERS REALLY TELL, UM, A SOBERING STORY ABOUT WHAT WE NEED TO DO TO ADDRESS, UM, REAL PROBLEMS IN OUR, IN OUR SERVICE PROVISION, IN OUR, OUR SYSTEMS. THANK YOU.

I'LL, I'LL START BY THANKING ALL OF THE STAFF ON THE GROUND THAT IS ACTUALLY WORKING AND PLANNING AND, UH, REACHING OUT TO COMMUNITY TO TRY TO FIND THE MOST EFFECTIVE, INAPPROPRIATE PLACES, UH, TO SERVE THE COMMUNITY.

I'D ALSO LIKE TO COMMEND MY COLLEAGUES ON THE COURT AND, UH, COMMEND THE COUNCIL AS WELL, OR IN A VERY DIVISIVE POLITICAL TIME, UH, WITH THE WORST OF, OF RHETORIC COMING FROM MOSES SHOULD BE SUPPORTING US.

UH, YOU HAVE, UH, YOU HAVE MAINTAINED, UH, THE, THE, UH, THE IMPORTANT STANCE THAT WE ARE HERE TO SERVE OUR COMMUNITY.

WE ARE HERE TO SERVE OUR LOCAL FOLK AND, UM, AND, AND IT'S, AND IT'S MORE IMPORTANT TO TRY TO DO RIGHT THAN TO TRY TO ADJUST OUR POLICY TO RHETORIC, UH, THAT THERE CLEARLY DOES NOT SEEM TO UNDERSTAND WHAT'S GOING ON IN NEIGHBORHOODS.

I THINK THAT WE HAVE TO REMEMBER THAT THIS IS NOT OVER WHEN WE START TALKING ABOUT NUMBERS, WE'RE TALKING TENS OF THOUSANDS OF PEOPLE WHO HAVE BEEN, WHO HAVE BEEN IMPACTED.

AND I THINK THAT WE HAVE TO REDOUBLE OUR EFFORTS AT THIS POINT, NOT, NOT TO, UH, TO, TO WORK SMARTER.

I THINK THAT WE ARE LEARNING AND ACTING UPON THE THINGS THAT WE'RE LEARNING AS WE TRY TO ADDRESS COMMUNITIES.

UM, I'M GLAD THAT YOU SHOUTED OUT, UH, THE COMMUNITY RESILIENCY TRUST, AND ALSO AUSTIN VOICES, BECAUSE THEY ARE PR THEY HAVE PREPARED MATERIALS SPECIFICALLY TO ADDRESS THE NEEDS OF TITLE ONE KIDS.

AND WE HAVE TO REMEMBER THE TITLE ONE KIDS LIVE IN NEIGHBORHOODS WHERE YOU DON'T HAVE ACCESS TO A LOT OF PHARMACIES WHERE YOU DON'T HAVE ACCESS TO A LOT OF DOCTOR'S OFFICES.

AND OFTENTIMES WE ARE THE ONLY GAME IN TOWN.

SO WE HAVE TO REMEMBER THAT THERE IS A LARGE SWATH OF TRAVIS COUNTY.

MOST OF IT IN THE EASTERN CRESCENT WHERE WE DON'T HAVE GROCERY STORES, WE DON'T HAVE CVS, WE DON'T HAVE WALGREENS.

AND, AND IT IS GOING TO BE IMPORTANT THAT WE MAKE RESOURCES AVAILABLE IN TITLE ONE SCHOOLS.

BUT THEN THAT WE PLUG IN ALSO TO THE FOLKS WHO ARE WORKING CONSISTENTLY TITLE ONE SCHOOLS.

THE RESILIENCY TRUST WORKS WITH PARENTS SPECIALISTS, WITH TRUSTED COMMUNITY MEMBERS, WITH CHURCHES AND WITH ORGANIZATIONS.

AND IT'S GOING TO BE IMPORTANT THAT WE CONTINUE TO TAILOR OUR, OUR EFFORTS TO PEOPLE WHO DON'T GET THEIR INFORMATION THROUGH MAINSTREAM OUTLETS.

YOU WOULD BE AMAZED AT THE NUMBER OF PEOPLE WHO DO NOT LOOK AT THE EVENING NEWS, WHO GET EVERY BIT OF INFORMATION THAT THEY GET OFF THEIR CELL PHONES AND THE INTERNET, AND, AND THAT WE ARE ADJUSTING TO THAT, THAT WE HAVE STAFF ADDRESSING THAT, UH, THAT, THAT WE, UH, THAT WE ARE BEGINNING TO UNDERSTAND THAT THE FOLKS THAT ARE, THAT ARE MOST IMPACTED BY THIS DISEASE ARE LEAST AFFECTED BY THE NORMAL METHODS OF REACHING OUT THAT WE CAN DUCT.

SO IT'S GOING TO BE IMPORTANT THAT WE CONTINUE TO CONDUCT THESE EFFORTS.

I WANT TO COMMEND, UH, DIRECTOR BROTHERTON, UH, FOR EXPANDING THE EFFORTS INTO THE COMMUNITY.

UH, I CANNOT THANK GEORGE MIRALIS ENOUGH, UH, BECAUSE EVERY WEEK AND EVERY OPPORTUNITY I CAN CHALLENGE HIM TO, IF WE'RE AT A FOOTBALL GAME OR A BASKETBALL GAME, OR, OR OUR ARM WRESTLING MATCH, HE WILL, HE WILL SHOW UP FOR ANY OF THOSE THINGS, UH, THAT IS UNCOMMON.

AND THAT IS THE DEFINITION OF PUBLIC SERVICE.

BUT I THINK THAT WE JUST HAVE TO REMEMBER, WE'VE GOT TO CONTINUE TO ADDRESS THOSE EFFORTS, BECAUSE

[01:00:01]

IF, IF MAINSTREAM WOULD'VE GOTTEN US THERE, WE'D BEEN THERE ALREADY.

AND THE THINGS THAT ARE BEING DONE TO MAKE SURE THAT WE WORK WITH TRUSTED COMMUNITY TO MAKE SURE THAT WE ARE ADDRESSING THE NEEDS OF THOSE WHO ARE SKEPTICAL AND SOMETIMES SKEPTICAL AND ANGRY.

AND, BUT IF THERE'S A NEED TO HEAR THE COMMUNITY, THERE'S A NEED TO WORK WITH THE COMMUNITY.

THERE'S A NEED TO GO WHERE THEY ARE.

AND, AND WHEN, WHEN THE CONSTABLE TELLS ME THAT HE GOT ALMOST 3,500 SHOTS IN, UH, IN OCTOBER, THAT TELLS ME THAT 3,500 SHOTS WOULD NOT HAVE BEEN GIVEN TO PEOPLE UNLESS YOU WENT WHERE THEY WERE.

SO I THINK IT'S IMPORTANT THAT WE CONTINUE TO DO THAT.

I THINK IT'S, IT'S IMPORTANT THAT WE CONTINUE TO WORK TOGETHER AND MAKE SURE THAT PEOPLE UNDERSTAND THAT WE KNOW THAT NORMAL METHODS AREN'T GOING TO GET ARE THE ANSWERS THAT WE'RE LOOKING FOR.

AND THAT WE HAVE TO REDOUBLE OUR EFFORTS, BECAUSE WE ARE JUST ABOUT TO WALK INTO A PERIOD WHERE THANKSGIVING, CHRISTMAS, CHRISTMAS, CHRISTMAS BREAK, A LOT OF PEOPLE ARE GOING TO BE, UH, UH, GONNA BE, THEY'RE GOING TO HEAR THE NUMBERS GO DOWN.

THEY'RE GOING TO FEEL COMFORTABLE.

AND THEY'RE GOING TO PUT THEMSELVES IN COMPROMISING SITUATIONS.

AND WE HAVE GOT TO DO EVERYTHING THAT WE CAN TO CONTINUE TO EDUCATE THEM.

THAT YOU KNOW, IT, YOU KNOW, THE, THE THINGS THAT THEY MIGHT NOT BE THINGS THAT WE LIKE TO DO, BUT WE ARE TRYING TO PROTECT VULNERABLE POPULATIONS, PARTICULARLY OUR ELDERLY POPULATION AND OUR YOUTH POPULATIONS THAT WE ARE GIVING SHOTS.

THERE IS CRITICAL AND IMPORTANT.

AND I THINK THAT THE BEST COMPREHENSIVE WRITING THAN I'VE SEEN ON HOW TO DO THIS EFFECTIVELY HAS COME OUT OF THE COMMUNITY RESILIENCY TRUST.

SO I JUST WANT TO MAKE SURE THAT WE'RE REDOUBLING OUR EFFORTS, WORKING WITH THEM, REACHING OUT TO THEM, UNDERSTANDING WHAT THEY HAVE LEARNED BY WORKING THROUGH STAFF AND PARENTS SPECIALISTS.

THEY'VE, IT'S IMPORTANT FOR US TO CAST CAST A WIDE NET AND TALK TO WHOMEVER.

WE CAN TALK TO YOU, BUT WE NEED TO TALK TO PEOPLE WHO ARE ON THE GROUND AND HEARING WHAT PEOPLE ARE SAYING.

I HAVE A SON WHO'S A TEACHER AND A COACH.

AND LET ME TELL YOU, UH, AT THE END OF THE DAY, A LOT OF PARENTS LIVE IN FEAR.

A LOT OF TEACHERS LIVED IN FEAR BECAUSE MIXED MESSAGES GOING OUT THAT THIS REALLY ISN'T NECESSARY.

AND IT'S SOME KIND OF POLITICAL PLOY AND THE PEOPLE WHO ARE PUSHING THAT OUT TO BE A SAYING TO THEMSELVES, OUGHT TO BE ASHAMED OF THEMSELVES BECAUSE WE ARE TRYING TO SAVE LIVES.

AND WE ARE TRYING TO MAKE THINGS AVAILABLE TO PEOPLE THAT DON'T OFTEN HAVE THEM.

AND WHEN PEOPLE HAVE THE CHOICE TO CHOOSE WHAT YOU WANT TO CHOOSE, PROTECT THE MOST VULNERABLE IN THE SOCIETY, AND THAT'S, WHAT'S BEING DONE IN TWINE.

I AM SO PROUD OF THE WORK THAT'S BEING DONE, NOT ONLY BY THE COURT, BUT MY COUNCIL AS WELL.

THANK YOU.

SURE.

THANK YOU.

UM, TWO, THREE QUICK THINGS FIRST, UM, UH, APPRECIATE THE STUDY PROGRESS THAT WE'RE MAKING AS A COMMUNITY WITH VACCINATIONS AND OUTREACH.

LET'S KEEP THAT GOING.

THANK YOU VERY MUCH.

SECOND TO BUILD ON WHAT YOU JUST SAID, COMMISSIONER TOURBILLION.

I'D LIKE TO SEE WHAT TOOLS WE HAVE OR WHAT WE COULD DO TO MAKE SURE THAT WE ADD CVS AND WALGREENS AND GROCERY STORES TO THE PLACES THAT WE DON'T HAVE THEM.

SO LET'S WORK ON THAT.

UM, THIRD THING I KNOW WE'RE NOT READY TO JUST PIVOT AWAY FROM ALL THIS WORK TO A PREPAREDNESS FOR WINTER AND EMERGENCE OTHER EMERGENCIES, BUT I DON'T WANT US TO MISS THE OPPORTUNITY TO ADD WHATEVER COMMUNICATION WE MIGHT COULD TO THE PACKETS OF INFORMATION THAT WE'RE SHARING TO THE OUTREACH THAT WE'RE DOING AROUND VACCINATION, ESPECIALLY OF CHILDREN AND TITLE ONE SCHOOLS.

WHAT MESSAGING COULD WE ADD ABOUT WINTER PREPAREDNESS? JUST THINK ABOUT THAT, WHERE THERE'S SO MUCH OUTREACH BEING DONE, THAT IT'S AN OPPORTUNITY.

I THINK, TO ADD A MESSAGE, TO ADD A COUPON, TO DO WHATEVER WE COULD TO HELP FAMILIES BE PREPARED.

THANK YOU.

THANKS.

UM, UH, OH, I THINK THAT'S ALL OF US.

YEP.

SO COUPLE OF QUESTIONS AND I FIRST WANTED TO THANK YOU ALL FOR PUTTING SO MUCH ATTENTION TOWARDS THE PEDIATRIC VACCINES.

I THINK IT'S GREAT THAT, UH, WE'RE REALLY LOOKING AT THAT.

AND THAT PARENT SURVEY WORK THAT Y'ALL DID IS, IS WONDERFUL.

AND I THINK REALLY INFORMATIVE ON THE PARENTS SURVEY QUESTION, UH, DR.

WACHS OR

[01:05:01]

DIRECTOR STIRRUP.

I SAW THAT A LOT OF PEOPLE PLAN TO GET IT AT THEIR DOCTOR, OR THAT WAS, I GUESS, THEY PLAN TO GET IT.

AND THEIR FIRST DESIRED PLACE WAS THAT THEIR DOCTOR, I KNOW THAT LIKE FOR ME AND OTHERS, THAT I'VE TALKED TO, AGAIN, NOT SCIENTIFICALLY, EVEN IN SOME DOCTOR'S OFFICES, WHO'D SAID THEY HAD VACCINES, DON'T HAVE THEM YET, OR AREN'T SORT OF READY BECAUSE THERE'S A LOT OF SMALL DOCTOR'S OFFICES THAT I UNDERSTAND WHY THIS IS SUCH A, IT'S A, IT'S A HARD THING TO DO TO PROVIDE THIS VACCINE AND TO GET IT UP AND RUNNING QUICKLY.

UM, I'M WONDERING, DO WE, DO Y'ALL HAVE ANY PLAN TO REACH OUT TO PEOPLE WHO ARE, YOU KNOW, SAID THEY WANT TO GET THE VACCINE AND DO KIND OF LIKE WE DO DURING CAMPAIGN TIME AND SAY, HEY, LET'S MAKE A PLAN.

LET'S GO THROUGH, WHAT, WHAT IS YOUR EXACT PLAN TO GET A VACCINE? THERE'S THESE OPTIONS? CAN WE DO THAT? ARE Y'ALL ALREADY DOING THAT KIND OF THING WITH THE PHONE OUTREACH? OR IS THAT SOMETHING THAT YOU THINK WOULD BE WORTHWHILE JUST TO KIND OF PUSH, PUSH THEM A LITTLE BIT AND SAY, OKAY, WELL, THE DOCTOR'S OFFICE MIGHT NOT WORK, SO CAN WE GET YOU, IS THERE A PHARMACY NEAR YOU, OR IS YOUR KID IN AN ISD THAT'S PROVIDING THIS? IS THAT ANYTHING THAT'S WORTH TRYING TO DO? OR IS THAT, AND, AND THAT'S THE, I MEAN, NOT IN THAT SPECIFIC WAY, BUT YES, WE ARE LEVERAGING THE COMMUNITY HEALTH WORKERS THAT WE HAVE THERE ONSITE, UM, TALKING TO ADULTS WHO MIGHT BE THERE FOR THEIR VACCINE AND INQUIRING IF THEY HAVE CHILDREN AND WHAT THEIR PLANS ARE.

AND, YOU KNOW, IF THE KID IS THERE AND, AND, AND WE HAVE VACCINES AVAILABLE, WHICH IS THE ULTIMATE PLAN THAT WE WOULD HAVE A SMALL SUPPLY OF PEDIATRIC VACCINES, WHEREVER THE MOBILE TEAM IS, SO THAT WE COULD TAKE ADVANTAGE OF THOSE OPPORTUNITIES WHEN WE'VE ENGAGED A FAMILY.

UM, CAUSE WE KNOW ONCE WE'VE TALKED TO THEM AND WE'VE GOT THEM ON THE HOOK, IF WE HAVE TO SEND THEM SOMEWHERE, THERE MIGHT NOT BE ANY I'LL DO.

SO THE SHORT ANSWER IS YES, THAT WE ARE LEVERAGING ALL OPPORTUNITIES TO TALK TO PARENTS, TO LET THEM KNOW WHERE THEY CAN GET A VACCINE.

UM, THE WORK THAT WE DO WITH OUR SCHOOL PARTNERS WILL BE IMPORTANT AS WELL IN THAT EFFORT.

I DON'T KNOW IF YOU WANT TO ADD ANYTHING DR.

WACHS.

OKAY.

I WAS JUST GOING TO SAY THAT THE PROVIDER MEETING THAT WE HAD ON FRIDAY WAS WELL ATTENDED.

UM, WE HAD, UM, DR.

FROM THE DEPARTMENT OF STATE HEALTH SERVICES AND DR.

DONALD MURPHY IS WITH, UM, ASCENSION SETON, DELL.

CHILDREN'S, HE'S A PEDIATRIC INFECTIOUS DISEASE PRESENTER AS WELL, UM, PRESENTS AS WELL.

AND WE TALKED ABOUT VACCINE SAFETY AVAILABILITY, AND, UM, CHRIS KIRKHAM WHO'S ON OUR STAFF PROVIDED INFORMATION ON THE TECHNICAL ASSISTANCE THAT WE COULD PROVIDE AS YOU SAW FROM THE SURVEY.

UM, MAJORITY LIKE 80% OF PEOPLE ARE PLANNING ON GOING TO THEIR PHYSICIAN'S OFFICE.

SO IN INFORMATION TO OUR COLLEAGUES ABOUT WHAT THAT'S, WHAT THE SAFETY OF THE VACCINE, UM, THE FACT THAT THERE WERE NO CASES OF MY PRODUCT IS SEEN IN THE STUDY, THE STUDIES THAT WERE DONE, UM, FOR THIS VACCINE TO RECEIVE APPROVAL.

THE FACT THAT THE ANTIBODY RESPONSE IN CHILDREN WAS, UM, EXCELLENT.

AND WAS THE SAME AS WHAT WE SEE IN ADULTS.

THE FACT THAT THERE'S 91% PROTECTION AGAINST VEER DISEASE AND ILLNESS AND HOSPITALIZATION, ALL OF THOSE THINGS, UM, THAT WE NEED TO GET OUT INTO THE COMMUNITY AND THAT PEOPLE NEED TO HEAR FROM THEIR PHYSICIANS IN ORDER TO HAVE SOME COMFORT ARE THE THINGS THAT WE'RE DOING ON THAT SIDE AND IN OUR MESSAGING, AND THEN PROVIDING TO OUR COMMUNITY WORKERS SO THAT THEY CAN IMPART THOSE MESSAGES TO THE PEOPLE THAT THEY MEET FACE TO FACE EACH DAY.

THIS IS A ONE-ON-ONE BATTLE THAT CONSTABLE MIRALIS IS TALKED ABOUT ALL THE TIME.

YOU'VE GOTTA BE OUT THERE AND BE ABLE TO EXPLAIN WHY THIS IS NECESSARY AND WHY IT'S SAFE.

THAT THAT'S GREAT.

THAT MAKES SENSE.

AND I DO SEE WHEN JANUS BOOKOUT CALLED WITH THE, WITH CRT, AND THEN I DON'T KNOW IF ANY OF Y'ALL LISTENED TO THE HIDDEN BRAIN, BUT THEY HAD A PODCAST THIS LAST WEEK ABOUT HOW TO GET PEOPLE TO DO THINGS THAT THEY DON'T WANT TO DO.

AND I THINK THAT COMBINED WITH THE EVIDENCE THAT WE'VE SEEN OF WHAT CONSTABLE MIRALIS AND, AND, AND APH DOES WHEN THEY, WHEN WE DO POP-UP CLINICS OR OUTREACH, WHERE PEOPLE ARE W WHAT THE HIDDEN BRAIN WAS SAYING, AND WHAT I THINK JANICE WAS SAYING, IS THAT THE WAY WE'RE GOING TO GET LARGER NUMBERS OF PEOPLE TO TAKE THE VACCINE, BECAUSE CLEARLY BASED ON YOUR PARENTS SERVE A DAY, THEY WANT TO, BECAUSE THEY WANT TO GET THEIR KIDS VACCINATED IS BY MAKING IT AS EASY AS POSSIBLE IN PLACES WHERE MAYBE WE'RE NOT GOING YET.

AND SO I THINK THE CHALLENGE IS ON US TO CONTINUE TO THINK OF

[01:10:01]

HOW TO JUST MAKE IT SO EASY.

AND OBVIOUSLY, YEAH, IN DOCTOR'S OFFICES, GET WORKING WITH DOCTORS TO HAVE THEM PROVIDE IT.

THERE IS, IS VERY IMPORTANT.

UM, BUT I WAS TALKING TO CONSTABLE MORALES ABOUT MAYBE DOING IT AT THE DEPARTMENT OF MOTOR VEHICLES, THINKING OF OTHER PLACES WHERE PEOPLE ALREADY ARE JUST TO BE LIKE, YOU KNOW WHAT? I DO WANT A VACCINE.

I'VE A BUSY SCHEDULE.

MY KIDS IN SCHOOL, I WORK ALL DAY, BUT HERE IT IS RIGHT HERE.

I'M AT THIS PLACE WHERE CONSTABLE MORALES IS OFFERING IT TO ME.

SO I COMMEND THE WORK THAT Y'ALL ARE DOING AND JUST ENCOURAGE ALL OF US TO KEEP THINKING OF WAYS TO MAKE IT EASIER AND EASIER FOR THE PEOPLE THAT WE'RE TRYING TO GET VACCINATED TO GET IT.

SO THANK YOU ALL VERY MUCH.

IF I MAY JUST TO REITERATE, UH, STARTING ON THE 15TH, WHICH IS THIS COMING MONDAY, UH, OUR MOBILE VACCINE COLLABORATIVE, WE'LL BE INCLUDING, UH, PEDIATRIC VACCINATIONS MAKING THOSE AVAILABLE AT ALL OF OUR LOCATIONS, EXCEPT FOR THE EXPO.

SO ALL OF THE JDS MARKETS, ALL OF THE OTHER LOCATIONS WHERE WE HAVE BEEN INCLUDING OF COURSE, IN THE SCHOOL DISTRICTS WHERE WE'RE FOCUSING OUR EFFORTS NOW, OR WE'RE EXPANDING OUR EFFORTS NOW
