UM, I'M HERE TODAY TO PROVIDE SOME HIGH LEVEL UPDATES ABOUT THE WORK THAT THE COMMUNITY COURT IS DOING, UH, TO SERVE THE INDIVIDUALS EXPERIENCING HOMELESSNESS IN THIS COMMUNITY. UM, OUR INTENSIVE CASE MANAGEMENT SERVICES, UM, CONTINUED THROUGH THE PANDEMIC. WE HAVE, UH, NEVER SHUT DOWN OUR SERVICES. SO WHAT WE DID DO FOR OUR INTENSIVE CASE MANAGEMENT IS WE SHIFTED TO A FULL-TIME MOBILE AND COMMUNITY MODEL. UH, PRIOR TO THAT, WE WERE, UM, HAVING INDIVIDUALS COME TO THE OFFICE TO MEET WITH THEIR CASE MANAGERS. UH PART-TIME AND THEN PART-TIME THE CASE MANAGERS WOULD MEET WITH THEM IN THE COMMUNITY. UH, NOW IT'S PRIMARILY JUST MEETING WITH INDIVIDUALS IN THE COMMUNITY. AND WHAT THAT MEANS IS WE'VE HAD TO PROVIDE OUR CASE MANAGERS WITH ACCESS TO CITY VEHICLES. UH, WE UNFORTUNATELY ONLY [00:05:01] OWN FIVE FLEET VEHICLES AND WE HAVE 14 CASE MANAGERS THAT HAVE TO HAVE A VEHICLE, UH, TO BE ABLE TO SERVE THEIR CLIENTELE. UM, SO WE'VE HAD TO, UM, RENT, UH, SEVERAL FLEET VEHICLES, UH, SO THAT THESE INDIVIDUALS ARE ABLE TO AGAIN, ACCESS THEIR CLIENTELE IN THE COMMUNITY, UM, AS A BEST PRACTICE, UH, TO MAKE IT MORE CONVENIENT FOR THE INDIVIDUALS AND, UH, TO ENGAGE THEM IN THE COMMUNITY THAT THEY BELONG TO, BUT ALSO, UH, TO MINIMIZE THE AMOUNT OF FOOT TRAFFIC IN THE FACILITY. SO, UH, TO, TO KEEP PEOPLE SAFE, UH, IN RESPECTS TO THE COVID-19 PANDEMIC. UM, AGAIN, THESE INDIVIDUALS ARE WORKING, UH, FROM THE PERSPECTIVE OF A HOUSING FOCUSED IN PERSON CENTERED APPROACH. AND WHAT THAT MEANS IS THAT WE ARE, WE, WE, UH, WE CREATE TREATMENT PLANNING SPECIFIC TO THE INDIVIDUAL'S NEEDS. AND SO WE WILL FIND THE SERVICE IF WE DON'T PROVIDE IT OURSELVES, WE WILL FIND THE SERVICE THAT THEY NEED, UH, TO HELP THEM BE SUCCESSFUL AND HELP THEM ACQUIRE THAT LONG-TERM STABILITY THAT THEY NEED TO GET INTO HOUSING AND STAY IN HOUSING SUCCESSFULLY. CURRENTLY WE HAVE, UH, OVER 300 INDIVIDUALS ON OUR WAIT LIST. AND SO, AS I TALKED THROUGH THIS PRESENTATION, I'LL TALK ABOUT SOME OF THE THINGS WE'VE DONE TO ADDRESS SOME OF THAT WAITLIST, GOING BACK TO THE HOUSING FOCUSED PERSON CENTERED APPROACH. I WANT TO ALSO STRESS THE IMPORTANCE OF PRIORITIZING INDIVIDUALS THAT ARE HIGHER ACUITY. SO THE WAY THAT WE DO THAT IS WE LOOK AT INDIVIDUALS THAT ARE SUFFERING FROM MENTAL HEALTH ISSUES AND SUBSTANCE USE ISSUES, BUT ALSO MEDICAL ISSUES AND WHO HAVE, UM, HAVE EXTENSIVE, SOMETIMES EXTENSIVE CRIMINAL HISTORIES. SO WE WILL PRIORITIZE THOSE INDIVIDUALS TO STABILIZE AND GET INTO OUR HOUSING PROGRAMS. UM, AND BECAUSE OF THAT, WE HA I THINK THAT THAT ALSO, UM, PLAYS A ROLE IN OUR WAIT LIST BECAUSE WE HAVE TO TAKE FROM THE TOP OF THAT WAIT LIST. AND WE ARE GETTING REFERRALS FROM, UM, HOSTS, FOR EXAMPLE, OR EVEN FROM OUR COURT OPERATIONS. UM, BUT MOSTLY INDIVIDUALS WALKING IN, ASKING FOR SERVICES VOLUNTARILY, UH, BECAUSE THEY'VE HEARD OF ABOUT THE SERVICES THAT WE PROVIDE. SPEAKING ABOUT WALK-IN SERVICES. WHAT WE REFER TO AS TRIAGED CASE MANAGEMENT, UM, IS THE COMPONENT OF OUR PROGRAM, WHERE WE PROVIDE, UM, ON THE SPOT SERVICES TO INDIVIDUALS, TO ANY INDIVIDUAL EXPERIENCING HOMELESSNESS THAT WALKS IN ASKING FOR ASSISTANCE, UH, BECAUSE WE HAVE OUR WAIT WAITLIST. WE CAN'T CONNECT THOSE INDIVIDUALS TO A CASE MANAGER, BUT WE CAN PROVIDE THEM, UH, ITEMS SUCH AS BIRTH CERTIFICATES AND IDS. UM, WE CAN CONNECT THEM TO, UM, OTHER ORGANIZATIONS THAT MIGHT HAVE THE CAPACITY TO SERVE THEM. UH, WE HELP THEM THROUGH, UH, HOUSING NAVIGATION IF THAT'S POSSIBLE. UH, BUT MOST IMPORTANTLY, WE CONNECT THEM TO DOCUMENTS THAT THEY'RE GOING TO NEED. LONG-TERM LIKE THE BIRTH CERTIFICATES AND IDS AND SOCIAL SECURITY, UM, CARDS. AND SO, UM, SINCE THE PANDEMIC STARTED, WE'VE SERVED AT THIS POINT OVER 16,000 PEOPLE THROUGH JUST THE WALK-IN SERVICES. AND THAT NUMBER CONTINUES TO INCREASE IT DECREASED A LITTLE BIT WHEN WE MOVED TO ONE TEXAS CENTER BRIEFLY FOR ABOUT TWO WEEKS, BUT IT STARTING TO BUILD UP AGAIN, UM, AS INDIVIDUALS ARE FINDING US, UM, AGAIN, AGAIN, DURING THE PANDEMIC, WE, UH, CREATED A, WHAT WE CALL AN EMERGENCY SOLUTIONS GRANT COVID, UM, PROGRAM, WHERE WE SERVE INDIVIDUALS THAT WERE STAYING AT THE PROTECTIVE LODGES AND CONNECT THEM TO HOUSING THROUGH THIS PROGRAM. UH, THIS PROGRAM, WE RECEIVE REFERRALS THROUGH ECHO FOR THIS PROGRAM. SO INDIVIDUALS, UH, HAVING A COORDINATED ASSESSMENT, THEN THEY'RE SENT TO US TO WORK, TO CONNECT TO THAT RAPID REHOUSING. UM, THIS, THIS POPULATION IS REALLY NOT ANY DIFFERENT THAN THE INDIVIDUALS THAT WE ARE SERVING, THAT WE IDENTIFY AS HIGH ACUITY. THESE INDIVIDUALS ARE ALSO SCORING AND THE 11.5 RANGE OF THE COORDINATED ASSESSMENT. AND BECAUSE OF THAT, THEY ALSO NEED HIGH LEVELS OF SUPPORT FROM THE MENTAL HEALTH AND SUBSTANCE USE PERSPECTIVES AND THE MEDICAL PERSPECTIVE AS WELL. AND THEY ALSO HAVE CRIMINAL HISTORIES. SO, UH, BECAUSE OF THAT, IT IS TAKING US LONGER TO HOUSE. THOSE INDIVIDUALS THAN [00:10:01] WAS ANTICIPATED WHEN WE TOOK THEM ON. UM, BUT WE CONTINUE TO WORK WITH THEM AND THAT GRANT AND THAT PROGRAM IS FUNDED THROUGH THE END OF THE FISCAL YEAR. SO ONCE THAT FUNDING GOES AWAY, UM, WE, WE HOPE THAT THE MAJORITY OF THE INDIVIDUALS THAT WE'RE SERVING WILL BE HOUSED, BUT WE ALSO KNOW BECAUSE OF THEIR ACUITY THAT THEY'RE GOING TO NEED TO HAVE ACCESS TO SUPPORT SERVICES ONGOING. UM, SO WE HOPE THAT THROUGH THE BUDGET PROCESS, UM, WE'RE ABLE TO CONTINUE FUNDING THE FYI TWENTY-THREE BUDGET PROCESS. WE'RE ABLE TO CONTINUE FUNDING THE INDIVIDUALS SO THAT WE KNOW, SO THAT WE'RE ABLE TO CONTINUE WORKING WITH THOSE INDIVIDUALS THAT WERE HOUSING THROUGH THAT PROGRAM. CAN YOU, UH, CHANGE THE SLIDE PLEASE? UH, AS YOU KNOW, THE DOWNTOWN AUSTIN COMMUNITY COURT IS, UH, RESPONSIBLE FOR ASSISTING INDIVIDUALS THAT ARE BEING CITED OF FOR PROPERTY VIOLATIONS OR STATEWIDE CAMPING VIOLATIONS. AND SO WHAT WE'RE DOING IS, AGAIN, BECAUSE WE HAVE OUR WAITLIST, UH, WHEN AN INDIVIDUAL WALKS IN TRYING TO ADDRESS THEIR CASES, UM, OR WHEN THEY SHOW UP AT THE MUNICIPAL COURT AND THEY'RE TRANSPORTED TO COMMUNITY COURTS SO THAT THEY ARE ABLE TO CONNECT TO OUR SOCIAL SERVICES. UM, WE CONNECT THEM TO OUR TRIAGED CASE MANAGEMENT, WHICH AGAIN, IS ABLE TO PROVIDE AN ARRAY OF SERVICES. BUT UNFORTUNATELY WE CAN'T CONNECT THEM TO A CASE MANAGER BECAUSE WE DON'T HAVE THOSE SLOTS AVAILABLE. UM, AS OF OCTOBER 29TH, THERE WERE 138 CASES THAT WERE CREATED, UH, AND THAT WERE, THAT ARE ASSOCIATED WITH THE PROP B VIOLATIONS OR STATEWIDE CAMPING. UM, WE HAVEN'T HAD ANY ARRESTS BROUGHT INTO THE COMMUNITY COURT AS OF YET. UM, AND SO WE, WE, WE SEE SPURTS OF INCREASES OF CITATIONS, BUT WE REALLY HAVEN'T SEEN A LOT OF MOVEMENT OF INDIVIDUALS WALKING IN WANTING TO TAKE CARE OF THEIR, OF THOSE CASES ON THEIR OWN, WITH THE EXCEPTION OF THOSE INDIVIDUALS THAT HAVE REQUESTED, UH, TRIALS, OR ARE WORKING WITH AN ATTORNEY TO ADDRESS THOSE CASES REGARDING NEVADA, KEEP SAFE STORAGE PROGRAM. UH, THE COMMUNITY COURT TOOK THIS PROGRAM OVER, UH, IN DECEMBER OF LAST YEAR, AUSTIN RESOURCE RECOVERY WAS PREVIOUSLY PROVIDING THE OVERSIGHT AND SINCE THE COMMUNITY COURT TOOK IT OVER, WE EXPANDED OUR HOURS FROM 7:00 AM TO 7:00 PM, SEVEN DAYS A WEEK. UM, AND ADDITIONALLY, WE WERE ABLE TO PROVIDE EMPLOYMENT TO FIVE, UH, INDIVIDUALS WITH LIVED EXPERIENCE BECAUSE OF THAT EXPANSION. AND WE WERE ALSO ABLE TO INCREASE THE AMOUNT OF BINS THAT WE HAVE AVAILABLE TO INDIVIDUALS THAT NEED STORAGE, UH, IN THE COMMUNITY. THIS HAS BEEN, UM, VERY HELPFUL TO INDIVIDUALS WHO HAVE LIVED IN ENCAMPMENTS AND WHO HAVE HAD TO LEAVE THOSE ENCAMPMENTS BECAUSE OF PROP B AND STATEWIDE AND THE STATEWIDE CAMPING BAN. UM, SO WE'VE SEEN, UH, A HUGE INCREASE IN THE USE OF THE PROGRAM OVER THE LAST FEW MONTHS. UM, CURRENTLY WE ONLY HAVE 49 BINS AVAILABLE, AND WE'RE LOOKING AT WAYS TO BE ABLE TO FIT MORE BINS INTO THAT PROGRAM, UNDERSTANDING THAT MORE PEOPLE ARE GONNA NEED THAT SERVICE. AND THEN LASTLY, UM, AS I MENTIONED BEFORE, AND, UH, REGARDING WAYS THAT WE ARE TRYING TO ADDRESS OUR WAITLIST, UM, WE HAVE ENGAGED IN A PARTNERSHIP WITH THE DOWNTOWN AUSTIN ALLIANCE IN INTEGRAL CARE. IT IS CALLED THE HOMELESS HEALTH AND WELLNESS CENTER PROGRAM. AND THIS PROGRAM IS ACCEPTING REFERRALS FROM THE COMMUNITY COURT IN HOST. AND WE ARE FOCUSED ON AGAIN, PROVIDING SERVICES TO, TO THE HIGH ACUITY INDIVIDUAL INDIVIDUALS WHO ARE PRESENTING WITH THE MENTAL HEALTH AND THE SUBSTANCE USE ISSUES, BUT ALSO THE MEDICAL ISSUES AND WHO, UM, WHO HAVE AN, AND THESE INDIVIDUALS ALSO HAVE, UM, CRIMINAL JUSTICE INVOLVEMENT. UH, SO THESE, UH, THROUGH THE FUNDING BETWEEN THE COMMUNITY COURT AND THE DOWNTOWN AUSTIN ALLIANCE, WE ARE ABLE TO SERVE AN ADDITIONAL 100 INDIVIDUALS, UM, UP TO DATE, THAT PROGRAM IS GOING VERY WELL. IT, THEIR APPROACH MIRRORS, WHAT WE DO IN OUR INTENSIVE CASE MANAGEMENT PROGRAM. UH, SO WE'RE, WE ARE VERY COMFORTABLE WITH THE WORK THAT THEY'RE DOING, UNDERSTANDING THAT AGAIN, THEY'RE ADDRESSING, UH, THE HIGH ACUITY NEEDS OF THOSE INDIVIDUALS AND I AM AVAILABLE FOR ANY QUESTIONS. AND THAT IS, I THOUGHT SAW, IT'S SAID A HUNDRED OVER TWO YEARS. IS THAT THE NUMBER OF FOLKS THAT WERE IN THE PRO LODGES THAT YOU ALL ARE WORKING WITH, THAT YOU HAD TO ESTIMATE, OR YOU HAVE ALREADY CONNECTED TO HOUSING? COULD YOU EXPLAIN THAT NUMBER TO ME? SO TO DATE, UM, AND I HAVE THAT STATISTIC. WE ARE WORKING WITH, UH, 69 OF THE 100, WE'VE ENGAGED WITH 69 OF THE 147 OF THOSE 69 HAVE BEEN HOUSED TO DATE. OKAY. AND CAN YOU SAY THE 100, WHAT IS THAT NUMBER COMING FROM 100? THAT WAS JUST THE AGREEMENT WITH THE GRANT, UH, THAT WE WOULD SERVE A HUNDRED PEOPLE. OKAY. AND THOSE ARE THE, AND THOSE A HUNDRED PEOPLE OR A HUNDRED PEOPLE THAT HAVE BEEN THERE LIVING IN THE PRO LODGES. RIGHT. AND SO YOU'RE WORKING WITH THEM GOING FROM THE PROLOGIS TO HOUSING. IS THAT RIGHT? YES, MA'AM. OKAY. OKAY. AND IT WAS, I KNOW THAT THERE IS A, UH, A STEP PROCESS FOR CONNECTING PEOPLE TO HOUSING AND THERE'S A WARNING PERIOD, AND THERE'S VERY THING, VARIOUS THINGS LIKE THAT, BUT, UM, CAN, CAN YOU ARTICULATE, CAN SOMEONE ARTICULATE EXACTLY WHAT THAT PROCESS IS BEFORE THEY ENDED UP, YOU KNOW, BEFORE AT THE END OF THAT PROCESS, THEY MIGHT BE ARRESTED? YES. UM, WHAT MAKES US DIFFERENT IS PEOPLE ARE PRESENTING NOT NECESSARILY IN CRISIS, BUT WHO HAVE A MENTAL HEALTH DIAGNOSIS THAT IS GOING UNADDRESSED AND THAT, UM, WITHOUT THE MEDICATION AND THE SUPPORT SERVICES, THEY WILL EVENTUALLY HAVE A CRISIS. UM, BUT WHAT THEY NEED IS REALLY THE FULL WRAP AROUND NOT JUST THE MENTAL HEALTH, UH, CONNECTION, BUT ALSO OFTENTIMES THE SUBSTANCE USE, UH, LINKAGES. AND OF COURSE THE HOUSING. GOTCHA. THAT'S HELPFUL. AND I THINK IT MIGHT BE, YOU KNOW, CHARITABLE, YOU MENTIONED SOMETHING FOR THE COMMITTEE TO TALK ABOUT, AND I'M WONDERING AS WE DISCUSS PROVIDING ADDITIONAL DIRECTION [00:35:01] WITH SOME OF THE NEEDS, AND LIKE, FOR EXAMPLE, THE SATELLITE OFFICES THAT WE COULD ALSO PROVIDE MORE DIRECTION ON ALL OF THE ASPECTS OF ADDRESSING AND REDUCING HOMELESSNESS. CAUSE IT SOUNDS LIKE THERE IS AN OPPORTUNITY FOR US TO MAKE A RECOMMENDATION TO THE FULL COUNCIL, CONSIDERING THE INFORMATION THAT IS SHARED DURING THESE COMMITTEE MEETINGS. YOU AND I HAVE TO GO BACK AND DOUBLE CHECK, BUT AS I RECALL, SO WHEN WE FUNDED IT THROUGH THE RESOLUTE, WHEN WE DID THE DIRECTION, UM, IN LIKE DECEMBER, 2020, UM, YOU HAD EXISTING FUNDING WITHIN THE DOC BUDGET TO BRING, TO MATCH THE DAS. AND THEN IF I'M REMEMBERING CORRECTLY, WHEN IT CAME FORWARD, WHEN THE MANAGER'S BUDGET CAME FORWARD THIS SUMMER, IT DIDN'T HAVE CONTINUED FUNDING FOR THAT PROGRAM, AS I RECALL. AND SO WE ONLY WERE ABLE TO COME UP WITH THE FUNDING TO CONTINUE IT THROUGH THIS YEAR, UM, AND, AND HELP, UM, MATCH, YOU KNOW, IT WASN'T EXACTLY A ONE-TO-ONE MATCH, BUT IT WAS PUTTING UP, UM, THOSE PUBLIC DOLLARS IN RESPONSE TO THE DA'S CONTINUED PRIVATE CONTRIBUTION. WE ONLY WERE ABLE TO DO THAT THROUGH A BUDGET AMENDMENT. I BROUGHT, AND I NEED TO DOUBLE CHECK, BUT IT MAY BE FUNDED THROUGH ARPA FUNDING. I IMAGINE THIS GRAY REMEMBERS WE DID SOME OF THE DAX NEEDS THROUGH ARPA FUNDING AND SOME THROUGH MAYBE GENERAL FUND AND MAYBE OTHER, OTHER BLENDS OF FUNDING. I CAN'T REMEMBER WHERE WE EVENTUALLY LANDED, BUT I THINK THAT'S PART OF WHAT HAPPENED IS THAT WE KNEW THERE WAS A GREATER NEED, BUT, BUT WE WERE STARTING FROM ZERO. UNFORTUNATELY IT WASN'T INCLUDED IN THE MANAGER'S BUDGET FOR CONTINUED FUNDING. YEAH. IS THAT ABOUT RIGHT? I MAY BE MIXING UP A FEW OF THE DETAILS, BUT YES, THAT'S CORRECT. AND, AND COUNCIL MEMBER , I THINK, UM, TO, UH, YOU KNOW, TWO AND A HALF WEEKS AGO, UM, HAPPILY COUNCIL, UM, RECEIVED THE UPDATE ON THE SPENDING FRAMEWORK ON HOMELESSNESS FOR THE ARPA FUNDS, UH, WITHIN THAT OVERALL BUDGET OF, OF ARPA FUNDING OR, UM, HOMELESSNESS, THERE'S A LINE ITEM FOR MENTAL HEALTH SERVICES, UM, IN WHICH THIS, THAT, UM, THAT FUNDING ACTION, UH, RESIDES, BUT THAT MEANS THAT THERE'S ANOTHER 2.6 MILLION OR SO, UM, TO BE ALLOCATED. AND ONE OF THE THINGS THAT THE PROCESSES THAT WE'RE GOING THROUGH, OF COURSE, WITH THE OVERALL ARC OF FUNDING IS LOOKING AT OUR SOLICITATION PROCESS. UM, WE ARE, YOU KNOW, GOING TO BE ACCESSING THE INPUT OF THE HOMELESS RESPONSE LEADERSHIP COUNCIL, WHICH IS THE CONTINUUM OF CARE GOVERNANCE, UM, COMMITTEES THAT ARE BEING SEATED LITERALLY AS WE SPEAK, UM, THERE WILL BE A MENTAL HEALTH WORKING GROUP THERE. AND SO WE'LL DO A SOLICITATION. I THINK THAT, UH, FURTHER EXPANSION OF A PROGRAM LIKE THIS IS CERTAINLY A VIABLE USE, UH, BUT WE HEAR OF OTHER NEEDS AS WELL. UM, UH, MEDICAL DETOX, UH, OR INPATIENT TREATMENT, UH, ET CETERA, WHICH IS ALSO VERY, VERY SCARCE IN OUR COMMUNITY FOR, FOR, UH, SUBSTANCE USE DISORDERS. AND SO WE'LL BE LOOKING AT, UM, KIND OF THAT ARRAY OF BEHAVIORAL HEALTH NEED, UH, WITHIN THE POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS AND, AND LOOK AT THEN HOW WE, UH, INVEST THOSE RESOURCES, UH, UNDER THE ARPA SPENDING FRAMEWORK. AND I LIKE THAT, UH, THE SPENDING THE INVESTMENT PLAN THAT YOU PRESENTED TO COUNCIL REALLY CAPTURES WHAT THE PUBLIC INVESTMENT IS AND WHAT THE PRIVATE INVESTMENT NEEDS TO BE TO REALLY FULLY MEET THE NEEDS OF OUR COMMUNITY. AND SO THAT IS A GREAT, THIS IS A VERY GOOD OPPORTUNITY FOR THE PRIVATE SECTOR TO CONTINUE TO INVEST INTO INVEST DEEPLY BECAUSE IT IS SUCH A DEEPLY FELT NEED. THANK YOU VERY MUCH. I APPRECIATE MR. UH, AND WHAT I'LL BE COVERING BRIEFLY IS A BIT OF AN OVERVIEW OF THE VARIOUS WAYS IN WHICH WE CARRIED OUT COMMUNITY ENGAGEMENT REGARDING THAT ARPA, UM, ALRIGHT, SPENDING FRAMEWORK FOR THE CITY DOLLARS AND THEN AN UPDATE ON, ON PHASE TWO OF THE HEAL INITIATIVE. EXCELLENT. [00:40:02] SO COUNCIL ASKED US, UM, OVER THE COURSE OF THE SUMMER WHEN THE PRELIMINARY, UM, UH, DESIGNATION OF $106 MILLION IN ARPA FUNDING, UH, WAS ESTABLISHED TO DO COMMUNITY ENGAGEMENT AS WE DEVELOPED THE SPENDING FRAMEWORK. AND SO WE DID THREE THINGS, UM, THAT, UH, THAT SPOKE TO THAT ONE IS THAT WE, UH, CREATED A SURVEY FOR THE AUSTIN HOMELESSNESS ADVISORY COUNCIL, UH, WHICH IS, WHICH IS SUPPORTED BY THE DOWNTOWN AUSTIN COMMUNITY COURT STAFF, THE AWESOME HOMELESSNESS ADVISORY COUNCILS. THE COUNCIL MADE UP OF PEOPLE WITH A LIVED EXPERTISE OF HOMELESSNESS, EITHER CURRENTLY HOMELESS OR PREVIOUSLY HOMELESS. UH, SO THROUGH AUGUST AND SEPTEMBER, WE COMPLETED THAT SURVEY PROCESS. WE CREATED A SPEAK-UP SURVEY, UM, ON THE CITY WEBSITE, ASKING FOLKS ABOUT THEIR PREFERENCES AND PRIORITIES AROUND THE SPENDING. AND THEN WE HAD A COUPLE OF, UM, IN-PERSON, OR I SHOULD SAY VIRTUAL IN-PERSON, UH, COMMUNITY ENGAGEMENT SESSIONS. SO THIS SLIDE LAYS OUT THE TIMING OF THAT, UM, UH, OVER AUGUST THROUGH THE END OF OCTOBER, NEXT SLIDE, AND FIRST GOING TO SPEAK A LITTLE BIT TO THE SPEAK-UP CERTAINTY, UH, THAT WAS CARRIED OUT. WE HAD 277 RESPONSES, SO FAIRLY ROBUST, UM, RESPONSE REPRESENTATION ACROSS ALL ZIP CODES AND COUNCIL DISTRICTS. WE DID HAVE, UM, SOME, UH, OVER-REPRESENTATION OF, UH, WHITE AS A RACE. AND IN PARTICULAR, WE ALSO, UH, HAD UNDER-REPRESENTATION OF, UH, OF HISPANIC, UH, WHITE, UH, WHEN TAKING ETHNICITY INTO ACCOUNT. HOWEVER, WE DID HAVE, UM, UH, APPROXIMATELY, UH, EQUAL REPRESENTATION OF BLACK OR AFRICAN-AMERICAN RESPONDENTS, UM, UH, CORRESPONDING TO THE CITY POPULATION. AND THEN ANOTHER THING I'M, I'M PROUD OF IN TERMS OF THE RESPONSES THAT WE GOT, UH, WAS THAT, UH, ALMOST 18% OF RESPONDENTS WERE PEOPLE WHO WERE NOW EXPERIENCING OR HAD EXPERIENCED HOMELESSNESS IN THE PAST. NEXT SLIDE, WE ASKED FOLKS, UM, FIRST WHAT THEIR PRIMARY PRIORITIES WERE, UM, BETWEEN SHELTER AND CRISIS RESOURCES AND LONGER-TERM HOUSING HOUSING, UH, ABOUT HALF OF RESPONDENTS REALLY WANTED A BALANCED APPROACH. UH, AND THE OTHER HALF WAS SPLIT WITH SLIGHTLY MORE 30% PREFERRING INVESTMENTS IN LONGTERM HOUSING AND SUPPORTIVE SERVICES, AND ABOUT 20%, UM, PREFERRING INVESTMENTS IN SHORT-TERM CRISIS SERVICES. UM, OF COURSE THAT IS NOT JUST AN EITHER OR QUESTION WE CAN DO BOTH. AND, UM, THE MAJORITY OF RESPONDENTS OVERALL DID FAVOR MODERATE OR SIGNIFICANT INCREASES IN BOTH CORE HOUSING PROGRAMS LIKE RAPID REHOUSING AND PERMANENT SUPPORTIVE HOUSING WITH 75% OF RESPONDENTS ANSWERING IN THE AFFIRMATIVE IN THOSE CATEGORIES. AND 71% WHO FAVORED MODERATE TO SIGNIFICANT INCREASES IN CAPITAL INVESTMENTS. SO THE BRICKS AND MORTAR CREATION OF NEW HOUSING, NEXT SLIDE, UH, WE DID, HOWEVER, I THINK FIND THAT WE HAD, UM, SOME SUBSTANTIAL WORK TO DO IN THE AREA OF COMMUNICATIONS AND ONGOING COMMUNITY ENGAGEMENT. UH, THIS ISN'T WHOLLY SURPRISING KNOWING THAT WE ARE A RELATIVELY NEW DIVISION, UM, BUT ONLY ABOUT 25% OF RESPONDENTS FELT LIKE THEY REALLY KNEW HOW TO FIND ACCURATE AND TIMELY INFORMATION ABOUT OUR COMMUNITY'S PROGRESS TO END HOMELESSNESS. AND SO, UM, I THINK IT'S INCUMBENT UPON US TO, UH, LOOK AT OUR COMMUNICATIONS CHANNELS AND, UM, AND COLLATERAL, UH, BOTH ON THE PART OF THE CITY AND THEN ALSO GUIDING PEOPLE TO OTHER IMPORTANT SOURCES OF DAILY DATA, LIKE ECHO, WHO HOLDS THE INFORMATION THROUGH OUR HOMELESS MANAGEMENT INFORMATION SYSTEM ON INDIVIDUALS AND, UM, AND THE OUTCOMES OF PROGRAMS, UH, ALMOST 80%. WE'D LIKE TO WANT IT UPDATES THROUGH, UM, WEBPAGE EMAIL AND SOCIAL MEDIA. AND, UM, 70% SAID THEY WOULD LIKE, UH, WHEN ASKED HOW OFTEN THEY WOULD LIKE TO HAVE UPDATES SAID, THEY'D LIKE TO SEE MONTHLY UPDATES. NEXT SLIDE. SO, IN ADDITION TO, AS I SAID TO THE SPEAK-UP, UM, SURVEY THAT WAS ON THE CITY WEBSITE, WE DID A TARGETED SURVEY TO THE AWESOME HOMELESSNESS ADVISORY COUNCIL MEMBERS, UH, AND THAT THEY IDENTIFY TOP PRIORITIES IN THREE CATEGORIES. UH, FIRST WAS HOUSING, UH, THAT THEY REALLY, THE FIRST PRIORITY BEING PERMANENT SUPPORTIVE HOUSING UNITS, UH, OTHER DEEPLY AFFORDABLE HOUSING UNITS WITHIN THE COMMUNITY, UH, AND, AND TINY HOME COMMUNITIES, FOOD ACCESS [00:45:01] WAS ALSO A PRIORITY. SO ACCESS TO SNAP BENEFITS SO THAT THEY CAN ACCESS THEIR OWN, UH, FOOD, UH, VIA GROCERY STORES AND OTHER VENDORS, WATER AND FOOD DISTRIBUTION TO ENCAMPMENTS, AND THEN WALK UP PREPARED MEALS. AND THEN THE THIRD CATEGORY THAT WAS IMPORTANT WAS, UH, HEALTHCARE AND THE THREE ITEMS THAT FOLKS IDENTIFIED, UH, AS THEIR TOP PRIORITIES IN THIS AREA WERE MEDICAL ACCESS PROGRAM ENROLLMENT. SO THE MAP PROGRAM THROUGH CENTRAL HEALTH, UH, OUTPATIENT MENTAL HEALTH SERVICES, WHICH WE'VE TOUCHED ON, UH, IN DOWNTOWN AUSTIN COMMUNITY COURT PRESENTATION, AND ALSO IDENTIFIED A NEED FOR TRANSPORTATION TO, AND FROM, UH, MEDICAL APPOINTMENTS. NEXT SLIDE, WE HAD TWO VIRTUAL PUBLIC MEETINGS IN OCTOBER ABOUT, UH, FIVE DAYS APART BETWEEN THE 14TH AND THE 19TH, IF I'M NOT MISTAKEN. AND WHAT WE HEARD REALLY IN THOSE, UM, THOSE SESSIONS, UM, THEMATICALLY WAS AN INTEREST CERTAINLY IN THE RESOURCE ALLOCATION, BUT OUR REAL CONCERN ABOUT, UM, THE ADVENT OF FULL ENFORCEMENT OF THE, UH, THE NEW OR REINSTATED CAMPING BANS IN THE ABSENCE OF CRISIS RESOURCES, UH, FOR PEOPLE TO HAVE SOMEPLACE TO GO OR TO BE CONNECTED TO SERVICES, UH, IDENTIFICATION OF, OF GAPS, UH, THROUGHOUT THE SYSTEM AND ACKNOWLEDGEMENT OF THE CHALLENGE WE HAVE TO BUILD CAPACITY OF OUR PROVIDERS, UM, AND REALLY AN INTEREST IN, UM, BALANCING THAT LONGER TERM TIMELINE OF THE SUMMIT PLAN WITH IMMEDIATE RESPONSE, UH, TO WHAT WAS PERCEIVED AS A CRISIS SITUATION FINALLY, UH, SUPPORT FOR ADDITIONAL INVESTMENTS IN MENTAL HEALTH AND SUBSTANCE ABUSE OR SUBSTANCE USE DISORDER TREATMENT, NEXT SLIDE. SO WE DID MAKE SOME ADJUSTMENTS TO THE SPENDING FRAMEWORK THAT WE HAD DRAFTED PRIOR TO OUR COMMUNITY ENGAGEMENT. UM, AND THIS SLIDE SHOWS SOME INCREASES, UH, IN THAT OVERALL BUDGET. AND WHAT I WILL SAY, UH, WITHOUT GOING DEEPLY LINE BY LINE INTO THE ITEMS IN THIS SLIDE IS THAT WE SUBSTANTIALLY INCREASED CRISIS, UH, RESOURCES, AND THEN, UM, SOME INCREASES IN THE SORT OF SYSTEM CAPACITY BUILDING. UH, AND IF YOU'LL GO TO THE NEXT SIDE, UM, WE REDUCED IN ORDER TO DO THAT A BIT OF THE SPENDING IN RAPID REHOUSING AND IN CAPITAL FOR NEW DEVELOPMENT. NOW, THE NUMBERS YOU SEE HERE ARE THE CHANGES, NOT THE TOTAL AMOUNT, RAPID REHOUSING WAS REDUCED BY 2.5 MILLION. BUT, UM, I BELIEVE WE, YOU KNOW, WE STILL ENDED UP WITH A SPENDING FRAMEWORK OF SOMEWHERE AROUND, UM, 50 MILLION FOR RAPID REHOUSING. SO THESE WERE CHANGES AT THE MARGINS, BUT IN PARTICULAR, UM, DID END UP SIGNIFICANTLY INCREASING THE CRISIS RESOURCES THAT WE CONTEMPLATED AS PART OF THE SPENDING FRAMEWORK. NEXT SLIDE, AS WE REFLECT ON THIS PROCESS AROUND ARPAN AROUND OUR COMMUNITY ENGAGEMENT, UM, IN, IN GENERAL, I THINK THAT WE, WE ARE IN THE PROCESS OF HIRING OUR PERMANENT COMMUNITY ENGAGEMENT AND PUBLIC INFORMATION STAFF AT PRESENT. UH, AND SO AS THOSE STAFF MEMBERS COME ON BOARD, WE ANTICIPATE SUSTAINED ENGAGEMENT, UM, THROUGH SOME KEY STAKEHOLDER GROUPS AND THOSE INCLUDE THE HOMELESS RESPONSE SYSTEM LEADERSHIP COUNCIL. SO THAT'S THE CONTINUUM OF CARE GOVERNANCE, UH, GOVERNING BODY. UH, AS I MENTIONED, UH, UH, WILL BE SEATING ITS COMMITTEES, UH, IN THE COMING DAYS. UH, I THINK THOSE DECISIONS HAVE BEEN MADE AND, AND NOTICES WILL BE GOING OUT. AND THOSE COMMITTEES AND WORK GROUPS ARE REALLY GOING TO PROVIDE CRITICAL, CRITICAL ON THE GROUND FEEDBACK FROM THE COMMUNITY ABOUT WHAT'S NEEDED. WE'LL CONTINUE TO ENGAGE WITH THE AUSTIN HOMELESSNESS ADVISORY COUNCIL. AND THEN OF COURSE, OTHER BOARDS AND COMMISSIONS, UM, THROUGHOUT, UH, RELATED TO THE CITY AND TO OTHER, UH, OTHER ENTITIES WITHIN THE COMMUNITY. WE, UM, WE WOULD LIKE TO HOLD QUARTERLY COMMUNITY ENGAGEMENT, UM, MEETINGS THAT ARE OPEN MUCH LIKE THE ONES THAT WE, UM, WE HELD IN OCTOBER. AND I THINK PART OF THAT IS A RECOGNITION THAT WELL, THOSE COMMUNITY ENGAGEMENT MEETINGS WERE, UM, UH, IN TERMS OF TOPIC REALLY NARROWLY FOCUSED ON OUR BOOKS SPENDING. I THINK THERE WAS A LOT OF DESIRE ON THE PART OF THE ATTENDEES TO GENERALLY EXPRESS CONCERNS, INTEREST IDEAS, ET CETERA, AROUND HOMELESSNESS. SO WE THINK WE NEED TO BE DOING THAT MORE REGULARLY. AND THEN FINALLY, BASED ON THE INPUT WE RECEIVED, UH, ON THE PREFERENCES OF THOSE WHO COMPLETED THE SPEAK-UP SURVEY INSTITUTE, [00:50:01] REGULAR EMAIL UPDATES, UM, FOR FOLKS WHO, WHO SIGN UP FOR THOSE NEXT SLIDE AND, UM, CHAIR TO-GO, WOULD YOU LIKE ME TO GO INTO THE HEEL UPDATE OR WOULD YOU LIKE ME TO TAKE QUESTIONS ON, UH, THE COMMUNITY ENGAGEMENT BEFORE WE DO THAT? UH, AND THAT ALSO ENTAILED US WORKING ON A LONGER TERM, UM, TOOL THAT WOULD HELP US ASSESS AND SELECT ENCAMPMENTS FOR RELOCATION. NEXT SLIDE. SO WE REFINED THAT, UM, UH, STAFF WENT OUT AND ESSENTIALLY BETA TESTED THE TOOL IN A COUPLE OF ENCAMPMENTS, UH, IN PARTNERSHIP WITH MULTIPLE CITY DEPARTMENTS, INCLUDING, UH, AUSTIN FIRE OR SOME POLICE DEPARTMENT HOST RESOURCE RECOVERY, PARKS, AND RECREATION, WATERSHED PROTECTION, AND ALSO THE TRAVIS COUNTY CONSTABLES, UH, WHO DO HOMELESS ENCAMPMENT OUTREACH, UH, AND EVENTUALLY WENT AND, UM, ASSESSED ANOTHER 11 ENCAMPMENTS UTILIZING THAT TOOL. WE KNOW OF COURSE THAT THERE ARE MANY, MANY OTHER ENCAMPMENTS IN THE CITY, BUT THESE WERE FROM, UH, AMONG A BATTERY OF A LIST OF THE ENCAMPMENTS THAT HAD BEEN IDENTIFIED BY DEPARTMENTAL PARTNERS, UM, AS ONES THAT WERE PARTICULARLY HIGH ON THEIR RADARS IN TERMS OF CONCERNS ABOUT HEALTH AND SAFETY AND SERVE WHAT WE BELIEVE WILL BE A BODY OF, YOU KNOW, WE'LL HAVE TO EXPAND THAT OVER TIME. UM, UH, BUT THAT WILL BE A GRADUAL PROCESS. NEXT SLIDE. SO THE ENCAMPMENT ASSESSMENTS, UM, HAVE, UM, SCORES ON A VARIETY OF DIFFERENT FACTORS. MOST OF THOSE ARE, UH, OBJECTIVE. SO IS THERE PRESENCE OF X OR Y FOR EXAMPLE, UM, EVIDENCE OF UNCONTROLLED FIRE IS, ARE THERE, UM, YOU KNOW, ARE, HAVE PEOPLE OBSERVED OR NO OTHER KNOWN PEOPLE IN THE ENCAMPMENT THAT ARE MOBILITY IMPAIRED AND UTILIZE MOBILITY AIDS, THOSE KINDS OF THINGS. AND THEN THERE ARE SOME SUBJECTIVE RATINGS THAT ALLOW ASSESSORS, UM, TO GIVE THEIR OVERALL SENSE OF THE CONDITIONS IN AN ENCAMPMENT NEXT TIME. SO THIS IS, WILL BE FAMILIAR TO YOU. UM, IT IS A SLIGHTLY UPDATED VERSION OF THE CRITERIA, SOME OF THE CRITERIA THAT WE SHOWED LAST TIME, BUT JUST AS A REMINDER, SINCE WE ARE FOCUSING HERE ON HEALTH AND SAFETY, WE HAVE SOME PUBLIC HEALTH CATEGORIES THAT REALLY SPEAK TO BOTH ENVIRONMENTAL HEALTH CONDITIONS, UH, AND THE PHYSICAL OR MEDICAL HEALTH STATUS AND ACCESS OF OCCUPANTS ALONG WITH PUBLIC SAFETY, UM, CONCERNS, UH, PARTICULAR AROUND FLOOD WILDFIRE, UM, VEHICULAR, UH, DATE OR TRANSIT DANGERS, ET CETERA, AND THE ABILITY OF FIRST RESPONDERS TO ACCESS SITES. NEXT SLIDE, THE POTENTIAL SCORES FOR, UM, ENCAMPMENTS RANGE, UH, BASED ON THE CURRENT TOOL FROM THREE TO, I BELIEVE 35. AND THIS SHOWS THE RANGE OF SCORES THAT WE, THAT RESULTED FROM THE ASSESSMENTS THAT WERE DONE IN THE 11 ENCAMPMENTS RANGING FROM NINE TO ALMOST 22. UH, AND SO, YOU KNOW, WE REALLY, THEN WE DID SEE A GOOD SPREAD, WHICH WE FELT LIKE WAS IMPORTANT IN TERMS OF THE TOOL, HAVING SOME UTILITY FOR HELPING US UNDERSTAND, UH, AND CAMPUS THAT WE MIGHT WANT TO TARGET FIRST. UM, AND ASSESSORS ALSO INDICATED THAT THEY DID FEEL LIKE, UM, GENERALLY [00:55:01] SPEAKING, THE BOARDS WERE PRETTY CONSISTENT WITH THEIR SENSE OF, UH, CONDITIONS IN THE ENCAMPMENTS, BUT OF COURSE WE WILL BE CONTINUING, UM, TO ADJUST THE CRITERIA OR WAITING AS THE TOOL IS UTILIZED. AND, UM, IT, YOU KNOW, WE, WE SORT OF, UH, IDENTIFY ANY GAPS OR, UM, OR REDUNDANCIES IN THE SCORING, BUT BASED ON THIS FIRST PHASE, WE FEEL ARE FEELING PRETTY GOOD ABOUT THE TOOL, UM, AS SOMETHING THAT, UH, IS A, UH, HAS UTILITY FOR THE TEAMS NEXT TIME. SO THE NEXT STEPS ARE TO PREPARE FOR THE INTAKE AND RELOCATION OF THE NEXT ENCAMPMENT, WHICH WE WILL HAPPEN BEFORE THANKSGIVING. UM, AND WE WILL CONTINUE TO DO IT ASSESSMENTS, UM, BASED ON REFERRALS THAT WE'RE GETTING FROM BOTH FROM DEPARTMENTS AND FROM THE PUBLIC. UM, BUT ONE OF THE THINGS WE WILL NEED TO DO, PARTICULARLY AS WE STAFF THE PROGRAM UP IS TO DEVELOP THAT PROCESS, UM, SO THAT WE HAVE A WORKFLOW FOR IDENTIFYING HOW WE EXPAND THE CIRCLE OF ENCAMPMENTS THAT HAVE BEEN ASSESSED IN AND HOW WE GO THROUGH THE PROCESS, UH, UH, IN CROSS DEPARTMENTAL MEETINGS OF IDENTIFYING WHICH ENCAMPMENTS WE WOULD TARGET. I ALSO WANT TO POINT OUT THAT THIS IS OF COURSE FLUID. UM, THE HEALING, THE HEAL INITIATIVE IS ABOUT RELOCATION TO SHELTER AND THE OFFER OF HOUSING OF COURSE, ENFORCEMENT IS HAPPENING IN THE COMMUNITY OUTSIDE OF THE HEAL INITIATIVE AS WELL. AND SO EVEN JUST IN OUR FIRST ROUND OF ASSESSMENTS, THERE WERE SOME ENCAMPMENTS THAT HAD BEEN ON THE RADAR FOR ASSESSMENTS FOR HEAL THAT HAD, UM, WHERE ENFORCEMENT HAD OCCURRED. AND THOSE ENCAMPMENTS NO LONGER EXISTED BECAUSE WE KNOW THAT IN CASES OF ENFORCEMENT, PEOPLE ARE LEAVING SITES, BUT THEY OF COURSE DOES NOT NECESSARILY MEAN THAT THEIR HOMELESSNESS ENDS. AND SO WE'RE ALSO GETTING A LOT OF FEEDBACK FROM THE PUBLIC AND MANY DEPARTMENTS ABOUT, UM, ABOUT NEW ENCAMPMENTS, UH, OR GROWTH IN ENCAMPMENTS AND OTHER LOCATIONS, WHICH WE EXPECTED, UH, BASED ON, UM, ON, ON THE REALITY OF HAVING ENFORCEMENT, UH, THAT IS NOT ALWAYS COUPLED WITH CONCRETE ACCESS TO SHELTER OR HOUSING. AND THEN WE ARE, UM, LOOKING AT CONTINUING TO DEVELOP THE ASSESSMENT TOOL TO BETTER INCORPORATE GIS ON HOLIDAY IN THIS NEXT PHASE. THAT WILL BE REALLY, I THINK, UH, A PRELIMINARY STEP. UH, THERE IS A LOT, WE BELIEVE THAT COULD BE DONE LONGER TERM, BUT WE DO WANT TO MAKE SURE THAT SOME BASIC FUNCTIONALITY IS THERE IN TERMS OF GIS EXCITE, IN TERMS OF THE SERVICE SIDE OF HE'LL, UH, ON NOVEMBER 18TH, COUNCIL WILL HAVE AN AGENDA ITEM TO EXPAND AN EXISTING RAPID REHOUSING CONTRACT WITH FAMILY ELDERCARE BY A 1.5 MILLION. AND THAT WILL DO TWO THINGS. IT WILL ACCOMMODATE SOME, UM, INDIVIDUALS WHO ARE RELOCATED THROUGH THE PHASE ONE OF HEAL, BUT FOR WHOM THERE WAS NOT IMMEDIATELY AN ADEQUATE CASE MANAGEMENT CAPACITY OR RAPID REHOUSING PROGRAM CAPACITY, I SHOULD SAY. AND IT WILL ALLOW, UM, FOR SOME ADDITIONAL CAPACITY FOR THE INITIAL ENCAMPMENTS IN PHASE TWO, THAT IS USING GENERAL FUND DOLLARS BECAUSE THE ORIGINAL CONTRACT WAS GENERAL FUND. UM, IT MADE MOST SENSE TO DO THAT WITH ONE TIME, A GENERAL FUND DOLLARS, WE WILL THEN DO A SOLICITATION FOR ADDITIONAL VENDORS, UM, WITH ARPA FUNDS FOR ADDITIONAL RAPID REHOUSING ATTACHED TO THE HEAL INITIATIVE, BUT NEED A LITTLE TIME, OF COURSE, TO GO THROUGH THAT SOLICITATION PROCESS, WE WILL BE LOOKING AT OUR BRIDGE SHELTER CAPACITY. UM, OF COURSE OUR ABILITY TO RELOCATE ENCAMPMENTS IS DEPENDENT ON, UM, THE CAPACITY WITHIN OUR BRIDGE SHELTERS. AND SO, YOU KNOW, WE HAVE TWO UP AND RUNNING RIGHT NOW AND, YOU KNOW, WE DO, WE ARE TALKING WITH THE COMMUNITY ABOUT WHETHER THERE ARE OTHER ALTERNATIVES FOR CREATING OTHER TEMPORARY SHELTER, UH, OPTIONS IN THE COMMUNITY THAT COULD EXPAND OUR ABILITY TO RELOCATE FOLKS FROM ENCAMPMENTS. UH, BUT THAT IS FORTHCOMING AND THEN RELATED TO THE HEAL INITIATIVE, ALTHOUGH IT IS NOT LIMITED TO THE HEAL INITIATIVE, WE ARE LAUNCHING A PROJECT WITH THE OFFICE OF PERFORMANCE MANAGEMENT THAT REALLY LOOKS AT OUR WORKFLOWS, OUR STANDARD OPERATING PROCEDURES AND OUR PRIORITIZATION AROUND ENCAMPMENT RESPONSE GENERALLY. SO, YOU KNOW, AS WE MENTIONED, WE HAVE A TOOL NOW THAT HELPS US PRIORITIZE ENCAMPMENTS FOR HEAL. UM, BUT WE WANT TO BE ENGAGED IN, UH, ACROSS DEPARTMENTAL PROCESS AND CROSS DISCIPLINARY PROCESS. EVEN WHEN WE LOOK AT ENCAMPMENTS THAT WHERE THERE, THERE MAY NEED [01:00:01] TO BE OTHER INTERVENTIONS CLEAN UP WHERE APD MAY, UM, INTEND TO ENFORCE, UH, HOW DO WE DO THAT COORDINATION ACROSS DEPARTMENTS? UM, AND HOW DO WE TAKE IN THE INFORMATION FROM THE PUBLIC, UH, SYNTHESIZE THAT INTO AN ORDERLY, AN ORDERLY PROCESS, KNOWING THAT THERE'S, UH, QUITE A LOT OF FLUIDITY IN THE COMMUNITY RIGHT NOW. AND SO WE'RE EXCITED ABOUT, UM, ABOUT THEIR SUPPORT OF THE VARIOUS DEPARTMENTS IN THIS WORK. AND AGAIN, THOSE PROCESSES AND PROCEDURES THAT WE DEVELOP WILL BOTH SUPPORT THE HEAL INITIATIVE. I THINK THAT WE HAVE SUFFICIENT CAPACITY WITHIN OUR CURRENT SHELTER BRIDGE SHELTERS TO DO THAT. I WILL TELL YOU THAT. I THINK ONE OF THE THINGS WE'RE CONTEMPLATING IS POTENTIALLY A MORE AGGRESSIVE APPROACH AS WELL, THAT WE COULD INCREASE THAT 6 MILLION AND WHAT IT WOULD, YOU KNOW, ASKING WHAT IT WOULD TAKE, UH, IN TERMS OF, OF ADDITIONAL SHELTER RESOURCES, BE THAT NOT NECESSARILY JUST A NEW FACILITY, BUT POTENTIALLY EVEN HOTEL VOUCHERS, UH, UNDER THE RIGHT CIRCUMSTANCES, UH, TO BE ABLE TO BE MORE AGGRESSIVE. CAN YOU, UH, HELP UPDATE US ON WHERE, IN TERMS OF SHELTER CAPACITY, WHERE WE ARE WITH REGARD TO OUR CONGREGATE SHELTERS, HAVE THEY, ARE THEY CONTINUING TO USE KIND OF THE PANDEMIC NUMBERS IN TERMS OF CAPACITY? HAVE THEY ALTERED THEIR CAPACITY AT ANY POINT? I KNOW WE'VE ASKED YOU THAT QUESTION A FEW TIMES AND IT, AND THERE THEY WERE PANDEMIC USING PANDEMIC. WE ARE STILL AT THAT, UH, AT THOSE LEVELS CHAIR. UM, I DO THINK PARTICULARLY, UM, AS, UH, WE, YOU KNOW, WE STAY STABLE IN STAGE THREE AND CERTAINLY IF WE DIP INTO STAGE TWO OR, UM, RISK LEVEL, THAT'S A CONVERSATION THAT WE WILL HAVE WITH, UM, WITH OUR HEALTH AUTHORITY, UH, AND WITH OUR SHELTER PROVIDERS, OF COURSE WE DON'T OWN, UH, ALL OF THE SHELTERS. UM, BUT WE DO, UH, WE ARE OWNERS OF, OF A COUPLE OF THEM. AND SO THAT'S CERTAINLY SOMETHING THAT IS ON OUR RADAR AS WELL. UM, AND, UH, FINGERS CROSSED THAT WE WOULD CONTINUE TO IMPROVE, UM, AND THEN, AND COULD MAKE THAT ASK OF, OF, ON PROVIDERS. YEAH. THANK YOU. AND I, YOU KNOW, I KNOW WE ALL WANT TO SEE THAT IN THAT CAPACITY INCREASE. HOWEVER, I JUST WANT TO SAY, YOU KNOW, HOW MUCH I APPRECIATE THE REAL CARE THAT YOU AND OUR HEALTH [01:10:01] AUTHORITY AND OUR SHELTER PROVIDERS HAVE TAKEN THROUGHOUT THIS PANDEMIC. I WAS LOOKING AT SOME NUMBERS FROM ANOTHER CITY RECENTLY OF THE NUMBERS OF COVID CASES THEY HAD WITHIN THEIR CONGREGATE SHELTERS. AND THEY WERE, THEY WERE REALLY QUITE HIGH. SO I JUST, YOU KNOW, WE DON'T OFTEN PAUSE AND REALLY TALK ABOUT THE GREAT SUCCESSES WE'VE HAD HERE IN AUSTIN. UM, BUT YOU KNOW, ALL OF THESE MEASURES HAVE, HAVE HELPED SAVE LIVES. SO THANK YOU. I'M NOT SURE WHICH OF YOU IS BEGINNING, BUT THANK YOU BOTH FOR BEING PRESENT AND COLLEAGUES. UM, YOU LIKELY REMEMBER THIS IS A RESOLUTION THAT CAME THROUGH COUNCIL. IT'S A RESOLUTION, UM, THAT I BROUGHT THAT I BELIEVE, UH, VICE-CHAIR QUINTUS. YOU WERE A CO-SPONSOR ON, AND WE ARE, ARE GOING TO PART OF THE RESOLUTION ASKED FOR THESE REGULAR UPDATES. THEY'RE ALSO BEING PRESENTED TO WHAT, TO OUR JOINT SUBCOMMITTEE MEETING OF THE TRAVIS COUNTY SCHOOL DISTRICT AND CITY OF AUSTIN, SINCE THOSE ARE, ARE ALL NAMED STAKEHOLDERS IN THIS PROCESS. AND I THINK AS WE, AS WE LOOK AT THE AFTER ACTION REPORT THAT THE MANAGER PRESENTED LAST WEEK AND OUR AUDIT THAT WILL BE PRESENTED TOMORROW TO THE AUDIT AND FINANCE COMMITTEE, YOU KNOW, AGAIN AND AGAIN, UM, THIS IDEA, THIS CONCEPT OF RESILIENCE HUBS IS CITED. SO THIS IS KIND OF THE EVOLUTION AND UPDATE TO THAT PRESENTATION ON KIND OF WHAT'S HAPPENED SINCE THEN. AND WE WILL, UH, WE'RE ALSO PLANNING ON PRESENTING AT THE NEXT SUBCOMMITTEE MEETING, WHICH IS, I THINK ON NOVEMBER 29TH. SO, UM, WE'RE GLAD THAT THIS, YOU KNOW, MY OFFICE HAS BEEN, YOU KNOW, EXCITED ABOUT RESILIENCE FOR MANY YEARS, AND WE ARE EXCITED TO KEEP THIS MOVING FORWARD. SO THIS MOMENTUM AND ENERGY, UM, IS, IS REALLY GOOD FOR THIS INITIATIVE RIGHT NOW. SO NEXT SLIDE. OKAY. SO WE'RE GOING TO GO OVER, UH, THE COUNCIL RESOLUTION, UH, THAT WAS, UM, FROM EARLIER THIS YEAR AND THEN GO OVER KIND OF WHERE WE ARE RIGHT NOW WITH THE FINDING RESILIENCE HUBS AND THINKING ABOUT JUST THE CONCEPT OF RESILIENCE HUBS, THEN, UM, MATHIAS IS GOING TO TAKE OVER AND TALK A LITTLE BIT ABOUT, UH, EIC AND HOW THEY'RE FITTING INTO THIS WORK. AND THEN WE WILL WRAP UP WITH KIND OF THE NEXT STEPS AND WORKING TOGETHER AND WHERE WE'RE GOING FROM HERE. EXCELLENT. SO THIS IS THE COUNCIL RESOLUTION FROM, UH, THIS PAST APRIL, UM, THAT ASKED STAFF TO, UH, CONDUCT AN ASSESSMENT OF POTENTIAL SITES FOR RESILIENCE HUBS. UH, THINK ABOUT PASSIVE OF FACILITIES, UH, ENGAGE WITH THE COMMUNITY, THINK ABOUT, UM, A CITY-WIDE NETWORK OF A RESILIENCE HUBS, AND ESSENTIALLY COME BACK TO COUNCIL WITH, UM, BUDGET AND, UH, RECOMMENDATION ON FUNDING STRATEGIES AND TIMELINES, AND SPECIFICALLY LOOKING AT, UM, SOME PILOT HUBS. SO WE WERE REPORTING BACK ON THAT CITY ON, UH, ON THIS RESOLUTION IN AUGUST. AND, BUT EVER SINCE AUGUST, WE HAVE BEEN, YOU KNOW, TALKING MORE WITH THE ISD, TALKING WITH TRAVIS COUNTY NOW TALKING WITH LOTS OF OUTSIDE STAKEHOLDERS IN OUR, UM, IN OUR SORT OF THINKING AND, UH, CONCEPTS ON THIS, JUST CONTINUE TO EVOLVE THE MORE AND MORE I KNOW THAT WE TALK TO FOLKS. SO IT'S EXCITING TO SHARE KIND OF WHERE WE ARE TODAY, THINKING ABOUT, UH, KIND OF WHERE WE WERE JUST A FEW MONTHS AGO, KIND OF ONLY THINKING [01:15:01] ABOUT THIS SMALL NUMBER OF PILOT HUBS. SO NEXT SLIDE. SO WHY RESILIENT TUBS JUST AS A COUNCIL MEMBER TOVA WAS, WAS SPEAKING ABOUT A COUPLE OF MINUTES AGO, UM, IT, BECAUSE OF CLIMATE CHANGE AND BECAUSE OF OTHER FACTORS, DISASTER FREQUENCY, ISN'T INTENSIFYING AND INCREASING EXTREME WEATHER EVENTS PAIRED WITH POWER AND WATER, WATER OUTAGES, UM, AND SORT OF CASCADING, UM, CASCADING EFFECTS OF, OF DISASTERS OCCURRING IN OUR COMMUNITY HAVE CREATED HEALTH AND SAFETY EMERGENCIES ACROSS, ACROSS OUR CITY AND COMMUNITY. UM, AND EXTREME WEATHER EVENTS ARE REALLY HIGHLIGHTING THE NEED FOR ACCESSIBLE COMMUNITY SPACES, UM, AREAS TO DISTRIBUTE FOOD AND WATER MEDICINE, UH, THE NEED FOR BACKUP WATER AND POWER WHEN OUR UTILITIES DO FAIL, UM, THE POTENTIAL FOR SHELTERING. BUT THEN AS WAS ALSO MENTIONED, YOU KNOW, MOST IMPORTANTLY, TRULY ENGAGING COMMUNITY KIND OF, UH, ON A DAY-TO-DAY BASIS. AND AS WE WERE, UM, GOING THROUGH SORT OF, UM, 98% OF THE TIME, UH, WITH OUR CITY OWNED FACILITIES AND WITH OUR OPERATIONS, IT MAKES IT A BIT, THE CITY IS, UH, CONNECTED, AND THIS IS NOT JUST A, AN ONLY KIND OF AN EMERGENCY RESPONSE, UM, ACTIVITY. THE OTHER THING THAT HAS REALLY BECOME CLEAR, UM, ESPECIALLY WITH THE CONCEPT OF RESILIENCE HUBS, IS THAT, UM, WE MUST HAVE A FOCUS ON EQUITY HERE, UM, EMPOWERING LOW-INCOME COMMUNITIES AND COMMUNITIES OF COLOR TO BE PART OF THIS PLANNING PROCESS. PART OF CREATING THE IDEA OF RESILIENCE, HUBS, UM, BUILDING AN EQUITY LENS FOR STAFF LIKE ME AND STAFF WITHIN THE SORORITY ORGANIZATION WHO ARE, UM, YOU KNOW, GOING TO BE STANDING UP THESE HUBS AND REALLY MOVING AS MUCH AS WE CAN TOWARDS THE COMMUNITY, UM, OWNING THIS AND COMMUNITY LEADERSHIP, UM, AS WE ACTUALLY CREATE THESE HUBS, BECAUSE IF WE JUST SORT OF, UH, STAND UP CITY FACILITIES, DON'T REALLY TALK AND ENGAGE WITH COMMUNITY ON THIS. THEY'RE NOT GOING TO BE AS FUNCTIONAL AND, UM, AND REALLY SUPPORT TRUE COMMUNITY RESILIENCE IN THE LONG RUN NEXT. SO TO THAT, A FEW OF THE, TO THE POINT OF EQUITY, UM, WHEN WE ARE THINKING ABOUT RESILIENCE HUBS, UM, YOU KNOW, THE INITIAL SORT OF QUESTION WAS COULD WE HAVE RESILIENCE HUBS WITHIN A 15 MINUTE WALK SHED OF EVERY PERSON IN THE CITY OF AUSTIN? AND I THINK WHEN WE DID THAT INITIAL MAPPING, WE CAME UP WITH 400 SOME FACILITIES, YOU KNOW, POTENTIALLY ACROSS THE ENTIRE CITY, UH, WHICH HAS A LOT OF FACILITIES AND, AND WOULD TAKE A LOT OF MONEY AND A LOT OF TIME TO STAND ALL OF THAT UP. BUT WE'VE BEEN THINKING ABOUT WHERE DO WE PRIORITIZE OUR WORK AND WHERE DO WE PRIORITIZE? WHO NEEDS RESILIENT SUBS, YOU KNOW, THE SOONEST AND THOSE FUNCTIONAL, UM, IN THE, UM, IN THE NEAR TERM TO BE ABLE TO FOCUS THESE EFFORTS. SO, UH, WHAT WE'VE BEEN THINKING ABOUT IS SOCIAL VULNERABILITY INDEX. THIS IS PUT TOGETHER BY THE CDC, I BELIEVE. UM, AND IT'S A MEASURE OF, UM, POPULATION SENSITIVITY TO NATURAL HAZARDS, AS WELL AS A COMMUNITY'S ABILITY TO RESPOND AND RECOVER TO THAT SNAPSHOT. SO YOU CAN SEE ON THIS MAP, THE DARK RED IS A HIGHER SOCIAL VULNERABILITY. UM, IT LOOKS LIKE, UM, YOU KNOW, MANY MASKS THAT WE SEE OF AUSTIN HIGHLIGHTING THE EASTERN PRECEDENT. UM, AND SO WE ARE USING THIS KIND OF MAPPING AND INCORPORATING THIS INTO OUR THINKING, UM, SORT OF FRONT AND CENTER WHEN WE'RE PLANNING, WHERE DO WE START FIRST WITH RESILIENCE HAS SLUT. SO WHAT ARE RESILIENCE HUBS? THEY ARE A NETWORK OF PHYSICAL FACILITIES THAT ARE COMMUNITY FOCUSED WHERE COMMUNITY MEMBERS CAN GO, UM, IN A TIME OF NEED AND NOT IN A TIME OF NEED, ESSENTIALLY TO, UM, TO CONNECT WITH RESOURCES AND, AND HELP FOLKS IN THEIR DAY-TO-DAY LIVES. BUT THEY'RE NOT AS A REPLACEMENT FOR TRADITIONAL EMERGENCY PLANNING AND DISASTER RESPONSE. WE ARE, YOU KNOW, HEAVILY CONNECTED WITH HOMELAND SECURITY, EMERGENCY MANAGEMENT AND TRAVIS COUNTY EMERGENCY MANAGEMENT IN THIS PROCESS. BUT THIS IS NOT A REPLACEMENT FOR THAT. WE ARE INTEGRATING THIS IN WITH OUR WORK. IT'S ALSO NOT A REPLACEMENT FOR THE JUDICIAL SHELTERING PLAN. UM, AS WE'RE GOING TO TALK ABOUT IN A MINUTE, UM, IF WE THOUGHT ABOUT EVERY SINGLE RESILIENCE HUB, LIKE BEING A FULL OFF GRID SHELTER, WE WOULD SORT OF NEVER GET TO THIS FULL NETWORK OF RESILIENCE. SO, UM, SO WE ARE, YOU KNOW, DIVERSIFYING OUR THINKING WITH THAT. AND THE KEY HERE IS THAT 98% OF THE TIME, THESE ARE JUST CITY FACILITIES THAT YOU AND I, AND EVERY COMMUNITY MEMBER KNOW AND CONNECT TO IN THE COMMUNITY SPEND TIME AT. UM, AND THEN 2% OF THE TIME THEY GET ACTIVATED WITH RESILIENT SYSTEMS, UM, UH, POTENTIALLY WATER, POTENTIALLY ALL SORTS OF DIFFERENT THINGS TO HELP THE COMMUNITY IN A TIME OF NEED. BUT IF WE DON'T HAVE FOLKS CONNECTED TO THESE 98% OF THE TIME, PEOPLE WON'T KNOW TO GO TO THEM AND PEOPLE WON'T GO TO THEM BECAUSE THEY DON'T TRUST THEM. AND SO THE KEY HERE IS HAVING THAT SUPPORT, UM, [01:20:01] IN TIMES OF NEED AND JUST ON A DAY-TO-DAY BASIS. SO THE NEXT SLIDE, SO AS WE'VE, UM, BEEN THINKING ABOUT THIS MORE AND MORE AND MORE, SO WE STARTED OUR CITY CONVERSATION WITH JUST THE CITY, UM, AND JUST THINKING ABOUT CITY OWNED ASSETS AND RESOURCES, AND SORT OF THIS FRAMEWORK IS KIND OF HOW WE'VE BEEN KIND OF BUILDING OUT A SET OF STAKEHOLDERS THAT WE ARE GOING TO BE INVOLVING IN THIS WHOLE CONVERSATION TO GET TO SUCCESSFUL RESILIENCE HUGS. SO THINKING BEYOND THE CITY TO THE COUNTY, UM, INVOLVING THE COMMUNITY ORGANIZATIONS, FAITH BASED GROUPS, SCHOOLS, SCHOOLS LIKE AISD AND HIGHER EDUCATION, INCLUDING UTILITY PROVIDERS, HOUSING BUSINESSES, CHAMBER OF COMMERCE. SO INCLUDING A LARGE GROUP OF STAKEHOLDERS IN THIS CONVERSATION, BUT THEN FOCUSING ON COMMUNITY PREPAREDNESS, UH, EMERGENCY PREPAREDNESS IN TIMES OF NEED, AND THEN ACTUALLY WHAT NEEDS TO HAPPEN AT THE FACILITY AND THE SITE. UM, SO THIS IS MORE COMPLEX THAN JUST, UH, JUST THINKING ABOUT, YOU KNOW, A BUILDING AND IT HAVING BACKUP POWER AND WATER. WE NEED TO MAKE SURE THAT WE HAVE ALL SORT OF THREE PARTS OF THIS, UM, SYSTEM INTERCONNECTING TO END UP WITH A SUCCESSFUL RESILIENCE HUB THAT ACTUALLY HELPS THE COMMUNITY. EXCELLENT. SO WHEN WE STARTED OUR CONVERSATIONS ON THIS, UM, WE WERE THINKING ABOUT THESE PILOT HUGS AND WE WE'RE THINKING ABOUT, UM, YOU KNOW, WINTER STORM ERA WAS, UM, YOU KNOW, THEY PUT OUR MINDS AND WE WERE THINKING ABOUT POWER OUTAGES AND WATER ALLERGIES. AND WE WERE REALLY FOCUSED IN, ON LIKE GRID, INDEPENDENT BUILDINGS THAT COULD SURVIVE, YOU KNOW, ALL THE EXTREMES, NO WATER, NO POWER. UM, BUT THE FURTHER WE WENT DOWN THAT ROAD, IT BECAME CLEAR THAT WE WERE THINKING ABOUT THESE LIKE MULTIMILLION DOLLAR RENOVATIONS TO EVERY SINGLE FACILITY THAT WOULD TAKE A LONG TIME TO BUILD OUT. UM, AND YOU KNOW, PROBABLY WASN'T LIKELY, UM, EVEN NECESSARY FOR ALL THE TYPES OF DIFFERENT DISASTERS AND SHOCKS AND STRESSORS THAT WE, THAT WE SEE IN OUR COMMUNITY. SO WHERE WE'VE EVOLVED WITH THIS THINKING, AND THIS IS PART OF THE, UH, THE NEW WORK THAT WE'VE DONE JUST IN THE LAST MONTH OR TWO IS NOW WE COME UP WITH THESE THREE DIFFERENT LEVELS OF, UM, OF RESILIENCE HUBS. SO, UH, THESE ARE KIND OF THE DRAFT NAMES. SO THE DRAFT NAMES, THE FIRST ONE IS GATHERING HUB. THE SECOND ONE IS RELIEF HUB, AND THEN THE THIRD IS A FULL ON SHELTER HUB. SO THE NEXT LINE, SO THE IDEA WITH THIS, UM, IS THAT WE WOULD END UP WITH SORT OF THREE DIFFERENT LEVELS OF HUBS, UM, IN THE COMMUNITY. AND THIS NOT ONLY WOULD HELP US, YOU KNOW, COMMUNICATE TO, TO COMMUNITY MEMBERS AND PEOPLE WHO MIGHT GO TO ONE OF THESE HUBS, EXACTLY. WHAT'S AT A FACILITY. UM, BUT IT IS, THIS IS ALSO GOING TO HELP US IN TERMS OF, UM, LOOKING AT WHAT OUR EXISTING FACILITIES ARE AND, UH, DETERMINING WHERE WE NEED TO MAKE INVESTMENTS IN THOSE FACILITIES IN ORDER TO IMPROVE THEIR FUNCTIONALITY AND MAKE THEM MORE SUPPORTIVE, UM, UH, IN TIMES OF NEED. SO WHAT WE'RE THINKING NOW IS WE WOULD HAVE BASIC PREREQUISITES. SO FOR ANY GIVEN FACILITY, AND WE'RE NOT TALKING ABOUT NEW FOR BUILDING BRAND NEW FACILITIES, YOU'RE TALKING ABOUT EXISTING FACILITY. SO THE FIRST QUESTION IS, UM, UH, WHAT'S THE PHYSICAL ABILITY OF A FACILITY TO BE A RESILIENCE HUB. LIKE, CAN PEOPLE GO THERE? IS THERE SPACE, UM, IS IT PUBLICLY ACCESSIBLE AND IS IT NOT EXPOSED TO NATURAL HAZARDS? SO THOSE THAT'S KIND OF THE BASELINE. LIKE IT'S GOTTA BE A FACILITY THAT PEOPLE CAN SHOW UP TO IS NOT GOING TO BE IN HARM'S WAY AND AS, UM, SOME AMOUNT OF LIKE, PLACE FOR PEOPLE TO GO INTO. SO THEN WE'VE COME UP WITH THESE THREE DIFFERENT, UM, GROUPS, THE FACILITY ATTRIBUTES, AND THEN ALSO STAFFING AND SUPPLIES, BECAUSE THE KEY WITH THIS IS THAT IT'S NOT JUST GOING TO BE WHAT'S AT THE FACILITY, IT'S GOING TO BE WHO'S THERE. AND WHAT OTHER SUPPLIES DO YOU HAVE THERE IN ORDER TO, UM, HELP THOSE IN TIME OF NEED? SO, UH, GENERALLY A LEVEL ONE, AND THIS HAS COME ABOUT THROUGH CONVERSATIONS WITH AISD, WITH TRAVIS COUNTY, WITH HOMELAND SECURITY AND RISK MANAGEMENT. WE'VE COME UP WITH THESE GENERAL DEFINITIONS OF WHAT WOULD BE INCLUDED IN THE DIFFERENT LEVELS. AND THEN AS YOU GO UP THE LEVELS, SO WHEN YOU GET TO LEVEL THREE, YOU WOULD ESSENTIALLY HAVE EVERYTHING ON THE PAGE AND INCLUDED IN A LEVEL THREE HUB. SO YOU CAN SEE LEVEL ONE STARTS OUT WITH REALLY SIMPLE STUFF LIKE GATHERING SPACE, RESTROOMS, AND ELECTRICITY FOR PEOPLE TO CHARGE THINGS. UM, AND THEN YOU WOULD HAVE TRAINED STAFF INFORMATION, CARE KITS, UH, SNACKS AND WATER, RIGHT? THIS WOULD BE, UM, PROBABLY MOST USEFUL DURING LIKE A STRESSOR DURING LIKE A HEAT WAVE, THE POWER STILL ON, BUT PEOPLE NEED A PLACE TO GO. UM, LEVEL TWO IS MORE SO LEVEL TWO IS DEFINITELY HAS A LARGER PARKING LOT, UH, FOR FOOD AND WATER DISTRIBUTION, AS WI-FI LARGER, DRY STORAGE SPACE, UM, SHOWERS, AND THEN EITHER PORTABLE GENERATORS OR, AND, OR COOLER [01:25:01] KIOSKS TO ACTUALLY HAVE SOME AMOUNT OF BACKUP POWER. IF THE POWER GOES OUT AND THAT THIS KIND OF FACILITY, WE WOULD THINK YOU WOULD HAVE A LARGER SUPPLIES OF FOOD AND WATER. AND THIS IS A, YOU KNOW, A MUCH MORE, UM, FUNCTIONAL BUILDING IN TERMS OF DISASTER RESPONSE. AND THEN THE THIRD LEVEL WE'RE THINKING IS, UM, ALL OF THE THINGS. SO IT'S ALL THE STUFF FROM LEVEL ONE AND TWO PLUS POTENTIAL SPACE TO SHELTER PEOPLE, GREETING DEPENDENT, POWER, KITCHEN, REFRIGERATED STORAGE, BACKUP WATER SYSTEM. AND YOU WOULD ACTUALLY BE ABLE TO HOPEFULLY OPERATE MOST OF THIS FACILITY OFF GRID, LIKE DURING A TIME OF WATER, INDOOR POWER OUTAGE, UM, AND THEN BEYOND THE EXISTING STAFFING AND SUPPLIES, YOU WOULD ALSO HAVE ADDITIONAL SHELTER, STAFFING RESOURCES AND ALL OF THE OTHER NEEDS THAT GO ALONG THERE. SO THE IDEA AGAIN HERE IS THAT IF WE LOOK AT THE LIST OF CITY FACILITIES, UM, COMMUNITY FACILITIES, YEAH. I, STEVE FACILITIES, TRAPS COUNTY FACILITIES, WE CAN START TO PUT THEM INTO, UM, THESE DIFFERENT LEVELS BASED ON, UH, THE KIND OF THINGS THAT THEY HAVE AT THOSE FACILITIES RIGHT NOW, UH, NEXT TIME. SO WHERE WE ARE NOW, IT'S LIKE I SAID, STARTING WITH EXISTING FACILITIES. SO WE ARE LOOKING AT ALL CITY-OWNED FACILITIES. UH, WE'RE TALKING WITH THE SCHOOL NURSE AND WE ARE LOOKING AT, UM, HOW DOES SCHOOL DISTRICT FACILITIES FIT INTO THESE, THIS LIST? UH, WE'VE HAD A COUPLE OF DIFFERENT MEETINGS WITH THE COUNTY NOW, AND WE'RE NOW TALKING WITH COUNTY ABOUT THEIR FACILITIES. UM, AND THEN WE'RE STARTING CONVERSATIONS VERY SOON WITH HOUSTON TILLOTSON, UH, AUSTIN COMMUNITY COLLEGE AND, UM, CENTRAL HEALTH. SO WE REALIZED THAT, UH, THERE'S AN, A RANGE OF FUNCTIONALITY IN OUR EXISTING FACILITIES. AND SO THE FIRST STEP, WHICH WE ARE GOING INTO BASICALLY RIGHT NOW, WHICH WE STARTED IN THE LAST WEEK IS TO DO THIS BASELINE FACILITY. DATA COLLECTION IS WE'RE USING GOOGLE MAPS. WE ARE TAKING ALL OF THESE DIFFERENT TYPES OF FACILITIES THAT ARE EXISTING OUT THERE. UM, AND BASICALLY ENTERING THEM INTO THIS GOOGLE MAP WITH OUR DRAFT LEVEL OF LEVEL ONE LEVEL, TWO LEVEL THREE, SORTING THE FACILITIES INTO THOSE LEVELS. UM, BEING ABLE TO OVERLAY THE SOCIAL VULNERABILITY INDEX MAP TO FIGURE OUT, UH, WHERE FACILITIES ARE LOCATED, UM, WITH, YOU KNOW, THEIR EXISTING KIND OF FUNCTIONALITY. AND THEN WHAT THAT IS GOING TO ABLE US TO DO IS DETERMINE GAPS, RIGHT? WHERE DO WE HAVE GAPS IN LOCATIONS? WHERE DO WE HAVE GAPS IN THE FUNCTIONALITY OF FACILITIES, UM, AS WELL AS STAFFING AND SUPPLIES, AND THEN START TO THINK ABOUT PRIORITIZING, WHAT DO WE DO NEXT? WHAT FACILITIES DO WE INVEST IN? WHERE DO WE, UM, INVESTING STAFFING AND SUPPLIES AND WHERE DO WE, UM, WHERE DO WE GO IN TERMS OF, UM, INVESTMENT TO BUILD UP THIS NETWORK, UM, BEYOND JUST SORT OF BASELINE. SO NEXT SLIDE. SO NOW, UH, MATHIAS IS GOING TO TELL YOU A LITTLE BIT ABOUT, UH, THE WORK AT THE ISD AND WHAT THEY'RE SORT OF DOING IN PARTNERSHIP AND IN PARALLEL TO OUR, THIS INITIATIVE. WE ARE IDENTIFYING FUNDS TOGETHER, AND ULTIMATELY THE GOAL ONCE FULLY IMPLEMENTED WILL BE A NETWORK OF FACILITIES THAT CAN SUPPORT OUR COMMUNITY IN A WAY THAT, UM, WE JUST HAVEN'T BEEN ABLE TO DO BEFORE. SO VERY EXCITED ABOUT IT. THIS NEXT SLIDE, PLEASE. ONE OF THE THINGS THAT I THINK IS IMPORTANT THAT WE TALK ABOUT IS, IS THE EQUITY BY DESIGN MODEL. THIS IS SOMETHING THAT HAS BEEN ADOPTED WHOLLY BY AISD. IT IS SOMETHING THAT HAS BEEN WOVEN INTO THE COLLABORATIVE PLANNING PROCESS WITH THE CITY OF AUSTIN AND TRAVIS COUNTY. AND REALLY WHAT WE'RE INTENDING TO DO WITH THIS MODEL IS TO REALLY UNDERSTAND, UM, HOW OUR MOST UNDERSERVED COMMUNITIES ARE BEING IMPACTED, RIGHT? THEIR LIVED EXPERIENCE. AND WE HAVE TO BE DILIGENT AND IDENTIFYING WHERE THEY ARE. WE HAVE TO BE DILIGENT AND IDENTIFYING OPPORTUNITIES AND WAYS TO CONNECT WITH THEM. AND FROM THERE WE CAN BUILD OUT, UH, WE CERTAINLY RECOGNIZE THAT A LOT OF FOLKS CAN GET TO, TO, TO US AND PROVIDE US INPUT, BUT HOW DO WE GO TO WHERE OUR COMMUNITY IS TO REALLY UNDERSTAND WHAT THEIR NEEDS ARE? AND SO YOU'LL SEE THIS MODEL WOVEN NOT ONLY INTO THE COLLABORATIVE PLANNING PROCESS, THE CITY OF AUSTIN, TRAVIS COUNTY, BUT IT'S, IT'S REALLY, UH, THE FOUNDATION FOR ANY LONG RANGE PLANNING EFFORT THAT WE ARE IMPLEMENTING AT THE CITY AT AIC, WHICH WE ARE CURRENTLY DOING RIGHT NOW. SO WHAT WAS INCREDIBLY, UM, I THINK, UH, YOU KNOW, EYE-OPENING, AND, AND ALMOST IN DISHEARTENING, REALLY, IT WAS JUST UNDERSTANDING WHAT HAPPENED IN THIS LAST, A WINTER STORM WITH WINTER STORM URI. AND, YOU KNOW, WE ACKNOWLEDGE AND RECOGNIZE THE ROLE THAT AIC HAS AND OUR FACILITIES HAVE IN SUPPORTING OUR COMMUNITY. WE KNOW THAT WE HAVE A FLEXIBILITY, UH, IN, IN HOW WE OPERATE. UH, THERE ARE CERTAIN THINGS THAT WE CAN DO THAT MICHAEL WOULD COMPLIMENT THE CITY'S EFFORTS AND TRAVIS COUNTY'S EFFORTS AND OUR FLEXIBILITY, I THINK, UM, WILL BE BENEFICIAL. AND AS WE EXPLORE THAT, WE'RE REALLY EXCITED ABOUT UNDERSTANDING WHAT'S THE INTEGRATED PROCEDURES YOU MIGHT IMPLEMENT, UH, SO THAT WHEN THIS DOES OCCUR, UM, THE, THE LAG IN TIME, UM, ISN'T NECESSARILY THERE. WE ALSO KNOW THAT, UM, YOU KNOW, IT, WHEN WE LOOK AT AISD, YOU KNOW, THERE'S BEEN A HISTORY THERE OF SUPPORTING OUR COMMUNITY IN A VARIETY OF WAYS, WHETHER IT'S THIS LAST WINTER EVENT WHERE WE HAD WARMING SHELTERS AND, AND, YOU KNOW, WE STOOD UP SHELTERS, OR EVEN PRIOR TO THAT, WHEN WE SUPPORTED, UM, YOU KNOW, FOLKS THAT WERE COMING TO CENTRAL TEXAS, UH, DUE TO, UM, HURRICANES, UM, ALONG THE COAST. SO THERE'S, THERE'S BEEN A HISTORY THERE. AND SO WE'RE TRYING TO UNDERSTAND, YOU KNOW, WHAT WE LEARNED FROM EACH OF THOSE EVENTS, HOW THAT CAN, UH, HELP INFORM OUR PLANNING PROCESS MOVING FORWARD, AND ALSO ACKNOWLEDGE THAT, YOU KNOW, THIS AISD FUNCTIONS, UH, AND, AND SOME OF OUR CORE COMPETENCIES OR CORE COMPETENCIES AREN'T NECESSARILY WHAT WE WOULD THINK OF FOR OUR LOGISTICS PLANNING, UM, MOVING MATERIAL THROUGH THE CITY OF AUSTIN VERY QUICKLY AND EFFICIENTLY IS SOMETHING WE DO EVERY SINGLE DAY. YOU KNOW, WE HAVE 140 CAMPUSES THAT WE HAVE TO SUPPORT, AND WE DO SO, UH, IN A VERY THOUGHTFUL MANNER. AND HOW CAN WE LEVERAGE THAT, UM, LOGISTIC AND INFRASTRUCTURE, UM, TO REALLY SUPPORT THIS LONG-TERM PLAN. UH, SO WE'RE REALLY EXCITED ABOUT ALL OF THAT AND HOW THAT INCORPORATES AND SUPPORTS THIS PROCESS. NEXT SLIDE PLEASE. AND, YOU KNOW, WE HAVE A VARIETY OF THINGS THAT WE'RE LOOKING AT, YOU KNOW, ACADEMICS, ATHLETICS, VISUAL, PERFORMING ARTS FACILITIES, TRANSPORTATION TECHNOLOGY, BUT YOU'LL SEE HERE THAT WE WERE INTENTIONAL ABOUT ADDING SAFETY, SECURITY, RESILIENCY. WE HAVE A PLANNING COMMITTEE THAT'S BEEN FORMED, AND OUR HOPE IS THAT THROUGH THE PLANNING PROCESS, WHEN WE THINK ABOUT MAKING THESE INVESTMENTS IN OUR FACILITIES, HOW MIGHT THAT INVESTMENT, BUT BE SLIGHTLY DIFFERENT TO SUPPORT, YOU KNOW, WHAT A, A HUB MAY BE. FOR INSTANCE, IF WE HAVE A FACILITY THAT'S DEFICIENT AND IT NEEDS TO, UH, BE IMPROVED UPON, BY WAY OF A BOND, AND WE'RE GONNA, YOU KNOW, INVEST, YOU KNOW, EIGHT OR $10 MILLION, HOW MIGHT WE DESIGN THAT FACILITY DIFFERENTLY TO SUPPORT OUR COMMUNITY IN A BETTER WAY, YOU KNOW, WOULD WE HAVE MORE STORAGE? WOULD WE ADD DIFFERENT TYPES OF TIE-INS TO ALLOW FOR A QUICK SETUP DURING, UH, AN EXTREME EVENT? MIGHT WE DESIGN THE KITCHEN DIFFERENTLY, UH, TO SUPPORT BOTH THE SCHOOL COMMUNITY AS WELL AS OUR PUBLIC, UM, IF BOTH HAVE TO OPERATE THE SAME TIME. SO OUR HOPE IS THAT THROUGH THIS, UH, PROCESS, WHEN WE HAVE THESE PROJECTS AND WE HAVE THESE RECOMMENDATIONS, THEY'RE TOTALLY IN ALIGNMENT WITH NOT ONLY THE WORK THAT WE'RE DOING WITH TRAVIS COUNTY AND THE CITY OF AUSTIN BY WAY OF THE SEPARATE, BUT ALSO WITH OUR ACADEMIC NEEDS. AND SO, AS YOU CAN SEE HERE ON THE RIGHT, WE DO HAVE A TIMELINE AND WE'RE WORKING THROUGH IT. NOW, OUR GOAL IS TO HAVE THE LONG RANGE PLANNING RECOMMENDATIONS, UH, IN LATE SPRING. UH, SO WE'RE REALLY EXCITED ABOUT THE WORK. UH, IT'S, IT'S CERTAINLY A LIFT, BUT IT'S, IT'S VERY MUCH NEEDED. SO, UH, $3 MILLION HAS BEEN ALLOCATED TO THE REAL RESILIENCE OF WORK, UH, THROUGH THE COUNCIL APPROVED THE AMERICAN RESCUE PLAN FUNDING FRAMEWORK, WHICH IS VERY EXCITING, UM, IN OUR SORT OF INITIAL MEMO AND COMMUNICATION BACK TO COUNCIL, WE HAD THE STRATEGY KIND OF FOCUSED ON, YOU KNOW, STANDING UP THESE GRID, INDEPENDENT HUBS, STANDING UP JUST A, A SMALL NUMBER OF THEM AND SORT OF HIGHLIGHTING THEM AS PILOTS. BUT WE'RE NOW THINKING AS WE TALK TO, SO WE TALK MORE TO, UH, THE SCHOOL DISTRICT IN TRAVIS COUNTY, AND NOW, NOW EXPANDING TO OUTSIDE STAKEHOLDERS. IT'S NOW LOOKING LIKE WE'RE GOING TO TRY TO SPREAD THAT MONEY AS FAR AS WE CAN TO STAND UP THE LARGEST SORT OF NETWORK OF HUBS THAT WE CAN. UM, SO I WOULD SAY THAT THE, THE PLAN FOR EXACTLY HOW THE MONEY IS GOING TO BE SPENT IS STILL FLUID RIGHT NOW. AND AS SORT OF COMING MORE INTO FOCUS, UM, IN THE NEXT FEW MONTHS, AS WE TALK MORE AND MORE TO STAPLE WORKS, BUT LUCKILY WE HAVE A COUPLE MORE YEARS TO SPEND THAT MONEY. THAT'S FINE. UM, AND THEN HOPEFULLY ROLLING IN THE COMMUNITY COLLEGE IN CENTRAL HEALTH, UM, ALSO INTO THOSE CONVERSATIONS IN THE NEXT COMING, UH, IN THE COMING MONTHS. UM, AS I TALKED ABOUT WITH THE MAPPING, WE ARE RIGHT NOW WORKING ON, UH, IDENTIFYING ALL OF OUR EXISTING ASSETS AND FACILITIES ACROSS THESE DIFFERENT, DIFFERENT ENTITIES, CREATING THIS GOOGLE MAP, AND THEN IDENTIFYING GAPS IN THIS HUB NETWORK AND THINKING ABOUT FACILITY LEVELS AND WHAT WOULD BE NEEDED AT, UH, AT THOSE DIFFERENT FACILITIES, UM, IN ORDER TO INCREASE THEIR RESILIENCE. SO THROUGH, AFTER WE HAVE THE MAP, WE'RE LOOKING AT LOCATIONS, LOOKING AT THE FACILITIES, UM, THEN WE WOULD BE ABLE TO ACTUALLY IDENTIFY AND PRIORITIZE SITES, UM, AND ACTUAL BUILDINGS WHERE WE WOULD POTENTIALLY SPEND SOME OF THAT RESILIENCE ON MONEY AND AISD WOULD THINK ABOUT SPENDING MONEY. SO, UH, WE FIRST FOCUSED ON THESE FACILITIES THAT WE OWN, UM, FOCUS ON SOCIAL VULNERABILITY, INDEX EQUITY, TRANSPARENCY IN THE COMMUNITY, UM, AND REALLY CONSIDER A RANGE OF ALL THREE TYPES OF THOSE HUBS. SO MOVING LEVEL ONES UP TO LEVEL TWO, MOVING LEVEL TWOS, UP TO LEVEL THREE, UM, AND TRYING TO HAVE THE MOST PUBS WITH THE MOST FUNCTIONALITY, UM, ACROSS THIS NETWORK, THEN AFTER WE SORT OF DONE THAT INITIAL WORK, MOST OF THAT'S GOING TO BE KIND OF BEHIND THE SCENES, LOOKING AT OUR FACILITIES, THEN WE'RE GOING TO BE JUMPING INTO STAKEHOLDER ENGAGEMENT, UH, TO INFORM OUR PROCESS AND REALLY THINK ABOUT ON THE GROUND NEEDS AT THESE FACILITIES. SO, UH, WE'LL BE CENTERING EQUITY IN THAT PROCESS. WE'RE THINKING ABOUT, UM, DOING SOME WORKSHOPS INTERNALLY, UM, TO, TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE THERE. AND WE THINK IT'S REALLY ESSENTIAL FOR US TO PROBABLY CREATE AN ADVISORY PANEL, UM, IN THE NEXT COUPLE OF MONTHS THAT WOULD BE MADE UP OF COMMUNITY MEMBERS AND HELP, UM, ADVISE THIS PROCESS. SO LEADERS FROM COMMUNITY-BASED ORGANIZATIONS THAT CAN HELP REALLY GUIDE THE WAY AND GUIDE THE DIRECTION, UM, OF KIND OF THIS, UM, THIS ENTIRE THING. UM, THEN AT THAT POINT WE HAVE AN ADVISORY PANEL. WE HAVE A MUCH MORE DETAILED LOOK AT WHAT WE HAVE AND WHERE WE MIGHT HAVE NEEDS. AND THEN, YOU KNOW, HOPEFULLY BY, YOU KNOW, LATER IN 2022 ACCURATELY HAVING STAFF MAKING THIS WHOLE THING GO LIVE, UM, AND TO REALLY BE ABLE TO, UM, COMMUNICATE THAT WE HAVE A NETWORK OF RESILIENCE HUBS WE'RE INVESTING IN THEM, PEOPLE WILL BE THERE. UM, PEOPLE WILL SHOW UP, YOU KNOW, COMMUNICATING THAT THIS IS AN ACTUAL, LIKE LIVE, UM, LIVE INITIATIVE. SO THAT'S KIND OF THE THINKING THINKING RIGHT NOW. AND, UM, YOU KNOW, AS I SAID, AS WE ENGAGE WITH TRAVIS COUNTY AND ASKED ME TO ENGAGE WITH MORE AND MORE COMMUNITY MEMBERS, YOU KNOW, OUR THINKING IS KIND OF EVOLVING, UM, ON A DAILY BASIS ABOUT THIS. UM, MY TEAM WAS ABLE TO MEET WITH GABA LAST WEEK IN A COMMUNITY MEETING WHERE WE SPECIFICALLY DISCUSS THE WINTER STORM AFTER ACTION REPORT AND, UM, AND ALSO DISCUSS THE COMMUNITY RESILIENCE HUB. SO IT'S GOOD TO SEE, UM, THIS, THAT YOU'RE ALREADY ENGAGING WITH GABA. AND I'D ALSO LIKE TO HIGHLIGHT, IF YOU COULD ADD DEL VALLEY ISD TO YOUR LIST OF COMMUNITY PARTNERS. THEY WERE A CRITICAL RESOURCE FOR US DURING THE WINTER STORM, AND WE STOOD UP A, UM, A WARMING SHELTER OUT AT THE DEL VALLEY HIGH SCHOOL. AND SO PARTNERING WITH THAT SCHOOL DISTRICT IS GOING TO BE KEY, ESPECIALLY, UM, DOING OUTREACH WITH RESIDENTS WHO LIVE IN THE ETJ AREAS OF THE, OF THE COUNTY, AS WELL AS SERVING CITY OF AUSTIN DEL VALLEY RESIDENTS THAT LIVE IN THAT AREA. SO JUST WANTED TO FLAG DVI ISD AS ANOTHER PARTNER TO ENGAGE. UH, MY QUESTION IS, I KNOW ONE OF THE, UM, RECOMMENDATIONS THAT CAME FROM THE AFTER ACTION REPORT SUGGESTED THAT WE DEVELOP A SYSTEM TO MAINTAIN CURRENT CONTACTS AT UTILITY COMPANIES THAT THE EOC CAN UTILIZE TO ASSESS AND COMMUNICATE OPERATIONAL FUNCTIONS AND EMERGENCY RESPONSES. CAN YOU SPEAK TO, TO WHAT EXTENT DID YOU ALL CONSIDER OUR UTILITIES AND THE ACCESS TO THE CONTACT INFORMATION THROUGH AUSTIN WATER AND AUSTIN ENERGY AS PART OF OUR COMMUNITY RESILIENCE RESPONSE. AND I KNOW THAT THIS, THIS BEEPING WAS FOCUSED ON THE PHYSICAL LOCATION AND SETTING THAT PART UP, BUT HAVE YOU ALL MADE ANY CONSIDERATION TO THE HUMAN INFRASTRUCTURE, HUMAN RESPONSE TO IT, AND AS FAR AS, AND TO, AND TO WHAT EXTENT WAS COMMUNICATIONS? UM, PART OF IT. YEAH, I THINK I WOULD SAY RIGHT NOW, UM, YOU KNOW, THIS IS ALL KIND OF IN THE PLANNING STAGE, SO WE WILL DEFINITELY PLAN TO HAVE THE UTILITIES IN THAT CONVERSATION AND COMMUNICATION AROUND THESE HUBS IS GOING TO BE ONE OF THE MOST IMPORTANT THINGS I THINK IN TERMS OF ACTIVATING THEM. SO WE'RE INVOLVING HOMELAND SECURITY AND EMERGENCY MANAGEMENT AND, YOU KNOW, HAVING THE FACILITY FUNCTION 98% OF THE TIME IS KEY, BUT MAKING SURE THAT, UM, YEAH, THERE'S COMMUNICATION ABOUT IS THE POWER ON, IS THE WATER ON, IS IT NOT, UM, AND THEN, UH, COMMUNICATING TO COMMUNITY MEMBERS ABOUT WHICH FACILITIES, UM, HOW POWER WATER BILL DOME WILL BE, WILL BE KEY IN THOSE COMMUNICATIONS ABOUT A RESILIENCE UP INTO THE FUTURE. SO, UM, AND, UM, LAST QUESTION THAT I HAVE FOR NOW THE INITIATING PILOT PHASE, AND NOW YOU HAVE IT HERE ON THIS, ON THE DRAFT TIMELINE AS DOING THAT DURING QUARTER OF 20, 22 OF NEXT YEAR, DOING, DOING A DRINK QUARTER TWO OF 2022. IS, DO YOU HAVE AN IDEA A SENSE YET OF HOW MANY PILOT HUBS WE'LL HAVE? I THINK THE RESOLUTION MAY HAVE CALLED FOR THREE PILOT, AT LEAST THREE, OR I DON'T KNOW IF I'M BASING THAT OFF OF HOW MUCH IT WOULD COST TO PUT UP ONE HUB, UM, GIVEN THE AMOUNT WE ALLOCATED, BUT DO YOU HAVE A SENSE YET OF HOW MANY WE CAN EXPECT TO BE PILOT HUBS? YEAH, THE, THE INITIAL THINKING I THINK WAS THREE. UM, I DON'T THINK WE WANT TO MAKE AN EXACT PROMISE ABOUT THAT. UM, I THINK, YOU KNOW, AS WE ENGAGE WITH MORE WITH AS ADVISORY COUNCIL, AND AS WE THINK ABOUT, UM, HOW FAR DO WE WANT TO SPREAD OUR FUNDING? UM, WE MIGHT HAVE, YOU KNOW, WE HAVE TWO OR THREE, OR WE MIGHT HAVE MORE THAN THAT DEPENDING ON, UM, COMMUNITY MEET NEEDS AND, UM, LOTS OF OTHER SORT OF CONSIDERATIONS. SO, UM, I THINK THAT SORT OF STILL, STILL GOING TO BE PART OF OUR DECISION MAKING IN THE COMING MONTHS. GOTCHA. THANK YOU, COUNCIL MEMBER KITCHEN. DID YOU HAVE ANY QUESTIONS? SO I REALLY LIKE THIS NEW APPROACH. I WANT TO THANK YOU JUST [01:45:01] FOR, FOR REALLY TACKLING A PROJECT AND BEING WILLING AND ABLE TO ITERATE BASED ON THE FEEDBACK THAT YOU'RE GETTING FROM A MULTITUDE OF STAKEHOLDERS. UM, AS YOU ASSESS CAUSE THAT, THAT, YOU KNOW, FRANKLY, IT DOESN'T ALWAYS HAPPEN. AND I REALLY APPRECIATE IT. I THINK THIS IS THE DIRECTION THAT WE, THAT REALLY MAKES SENSE AND JUST, UM, I'M VERY EXCITED TO SEE US MOVING IN THAT DIRECTION. SO I LIKE THE THREE LEVELS OF HUBS. I LOOK FORWARD TO HEARING A LITTLE BIT MORE MAYBE OFFLINE ABOUT WHAT SOME OF THE SITES ARE THAT YOU'RE THINKING ABOUT. I ALSO, I KNOW THAT WE'VE HAD SOME CONVERSATIONS AND I'VE HEARD FROM SOME COMMUNITY MEMBERS AN INTEREST IN, I DON'T EXACTLY KNOW HOW TO EXPRESS IT OR ARTICULATE IT, BUT KIND OF A RESILIENCE HUB AND A BOX FRAMEWORK. UM, SO THE, THE SUPPORT FOR COMMUNITIES WHO WOULD LIKE TO DO SOME OF THIS WORK ON THEIR OWN, WHO ARE EQUIPPED TO DO SOME OF IT ON THEIR OWN. UM, MY COLLEAGUE MENTIONED GABA. I KNOW GABA HAS REALLY BEEN LEADING THE WAY AND IN THIS COMMUNITY PREPAREDNESS AND COMMUNITY RESILIENCE WORK AND ARE GREAT MODELS FOR OTHER, OTHER NEIGHBORHOODS AND OTHER COMMUNITIES ON HOW TO ORGANIZE YOURSELVES IN ADVANCE OF, OF A DISASTER. SO THAT YOU'RE WELL EQUIPPED TO MEET THAT NEXT ONE. AND SO I JUST THROW THAT OUT. I DON'T HAVE ANY, ANY, ANY MORE CONCRETE, UH, DEFINITION TO PUT AROUND IT THAN JUST THAT, BUT SOME TO THE EXTENT THAT WE CAN PROVIDE COMMUNITIES, NEIGHBORHOOD ASSOCIATIONS, CONGREGATIONS WITH GUIDANCE ON HOW THEY COULD, UM, GET SOME OF THAT IN PLACE SO THAT THEY KNOW WHO THEIR COMMUNITY MEMBERS ARE, WHO HAVE FOUR-WHEEL DRIVES, OR WHO ARE, WHO ARE ON MEDICAL SUPPORT AND ARE GOING TO NEED, YOU KNOW, SOME EXTRA, EXTRA ASSISTANCE IF THEY LOSE POWER. UM, THEY KNOW THEY HAVE A RELATIONSHIP WITH A CHURCH THAT'S WILLING TO SERVE. I MEAN, IN, IN JUST THE WORK THAT MY OFFICE WAS DOING AND TRYING TO FIND THOSE PLACES, YOU KNOW, WE REACHED OUT TO A COUPLE CHURCHES THAT, THAT DID HAVE POWER, BUT THEY HADN'T CONTEMPLATED SERVING AS A WARMING CENTER. THEY DIDN'T NECESSARILY HAVE APPROVAL FROM THEIR BOARD, YOU KNOW, GETTING SOME OF THOSE CONVERSATIONS GOING AT A TIME OF NON-DISASTER OR JUST COULD BE CRITICAL. SO I THROW THAT OUT THERE TO SEE, TO ASK YOU IF YOU'VE DONE ANY THINKING ABOUT HOW, YOU KNOW, IN, AMONG THE THREE TIERS, WHICH I THINK ARE GREAT. HAVE YOU DONE SOME THINKING ABOUT WHAT OTHER KINDS OF RESOURCES WE CAN PROVIDE, UM, TO HELP GET, GET US A LITTLE FURTHER DOWN THAT 400, THAT GOAL TO 400? YEAH. SO, SO I THINK THAT IS IN OUR LONGER TERM VIEW, UM, I THINK WHAT, WHERE WE'RE GOING NOW WITH A DEFINITION OF HUBS AND THE DEF, YOU KNOW, DEFINITIONS OF LEVELS, DEFINITION OF NEED, AND, UH, YOU KNOW, A GOOGLE MAP PLATFORM THAT, UM, ANY FACILITY COULD SORT OF BE ADDED TO A MAP AND LIKE, DOCUMENTED THAT HERE'S WHAT THIS FACILITY HAS. I THINK BY DOING THAT, WHAT WE'RE CREATING IS ALMOST LIKE A RESILIENCE HUB, LIKE, UH, LIKE A SCALABLE PLATFORM ALMOST. AND JUST LIKE YOU'RE SAYING IN THE, IN SOME FUTURE, WE COULD HAVE LIKE AN APPLICATION PROCESS WHERE, UH, CHURCHES OR WHATEVER A COMMUNITY FACILITY COULD, UM, SORT OF APPLY AND THEN SORT OF SAY, LOOK, HERE'S OUR FACILITY. WE HAVE THESE ATTRIBUTES. UM, WE PROMISE TO OPEN AN ACTIVATE AND, UM, AND COMMUNICATE WITH OUR COMMUNITY WHEN WE'RE OPEN AND NOT OPEN. UM, AND THEN POTENTIALLY, YOU KNOW, THE CITY COULD PARTNER WITH THEM ON RESOURCES. YOU KNOW, I THINK WE COULD ACTUALLY GET TO A PLACE WHERE, UH, WE USE THIS PLATFORM OF, OF GOOGLE MAPS AND HAVE DEFINITELY A CLEAR DEFINITION OF WHAT RESILIENCE HUBS ARE AND THEN MOVE TO THIS. LIKE THE COMMUNITY IS ACTUALLY STANDING UP THEIR OWN HUBS, AND THIS IS THIS COMBINATION NETWORK OF SCHOOLS AND CITY FACILITIES AND, UM, AND PRIVATE FACILITIES. AND THEY'RE, THEY'RE KIND OF ALL WORKING TOGETHER. UM, I THINK WE WANT TO FIRST, YOU KNOW, DO THE COMMUNITY ENGAGEMENT AROUND, UM, WHAT ARE THESE FACILITIES NEED AND STAND SOME OF THOSE UP FIRST AND SHOW THAT, UM, YOU KNOW, THIS CAN WORK, UM, AND SORT OF LEARN SOME THINGS BEFORE WE JUST GO TO THIS TO OPEN AN APPLICATION. BUT I THINK THAT, UM, THAT'S WHERE THIS COULD GO IN A LONGER-TERM. YEAH. THANKS FOR THAT. THANKS FOR THAT THOUGHT. AND SO I THINK WHAT I'M, WHAT I'M STILL PONDERING IS HOW WE, HOW WE SUPPORT THAT COMMUNITY WORK IN COMMUNITIES THAT MAY [01:50:01] NOT BE IN THE DIRECT AREAS OF, OF THE IDENTIFIED RESILIENCE HUBS. YOU KNOW, HOW CAN WE, HOW CAN WE RESPOND TO SOME OF THE RECOMMENDATIONS FROM THE AFTER-ACTION REPORT AND THE AUDIT THAT WE'LL HEAR TOMORROW ABOUT PERSONAL PREPAREDNESS? WELL, TO ME, PERSONAL PREPAREDNESS REALLY HAPPENS NOT JUST, YOU KNOW, HOUSEHOLD BY HOUSEHOLD, BUT ALSO WITHIN COMMUNITY AREAS AND NEIGHBORHOODS.
