DO I HAVE A MOTION MOTION MADE BY VICE CHAIR, KELLY SECONDED BY COUNCIL MEMBER KITCHEN.

ALL IN FAVOR LOOKS UNANIMOUS ON THE DYESS AND VIRTUAL DYESS.

THE NEXT

[2. Adoption of the Mobility Committee 2022 Meeting Calendar]

ITEM IS GOING TO BE NUMBER TWO ADOPTION OF THE MOBILITY COMMITTEE, 2022 MEETING CALENDAR.

WE'VE RUN THESE BY THE OFFICES AND STAFF, AND WE HAVE SELECTED DATES THAT ARE APPROPRIATE.

I AM AWARE THAT COUNCIL MEMBER ALTAR HAS ONE CONFLICT IN FEBRUARY, UM, BUT THAT IS A FEW MONTHS OUT.

SO DO I HAVE A MOTION TO APPROVE THE NEXT CALENDAR YEAR SCHEDULE MOTION MADE BY VICE CHAIR, KELLY SECONDED BY COUNCIL MEMBER KITCHEN, ALL IN FAVOR, SAY AYE, AYE, UNANIMOUS.

AND THEN THAT MOVES US INTO ITEM NUMBER THREE,

[3. Project Connect Year 1 Accomplishments. ]

PROJECT CONNECT YEAR ONE ACCOMPLISHMENTS.

GOOD AFTERNOON CHAIR.

VICE-CHAIR DO YOU MIND IF I TAKE MY MASK OFF WHILE I PRESENT? OKAY, THANK YOU.

AND, UM, WE'LL GET THE SLIDE DECK QUEUED UP HERE IN JUST A MOMENT.

UH, MY NAME IS SAM SARGENT.

I SERVE AS DIRECTOR OF STRATEGY FOR THE AUSTIN TRANSIT PARTNERSHIP AND CAPITAL METRO.

UH, AND I'M HERE TODAY TO PROVIDE A PROJECT CONNECT PROGRAM UPDATE.

AS WE CLOSE OUT OUR FIRST FULL YEAR, FOLLOWING THE SUCCESSFUL PROPOSITION, A BALLOT MEASURE I'M JOINED TODAY, UM, BY, UH, ALVIN LIVINGSTONE, WHO IS OUR SENIOR DIRECTOR ON THE BLUE LINE FROM THE ATP AS WELL AS , WHO IS OUR SENIOR DIRECTOR ON THE ORANGE LINE FROM ATP.

AND I'LL DO THE PRESENTATION, BUT THERE'LL BE ON HAND FOR ANY QUESTIONS FROM THE COMMITTEE.

UH, SO FIRST I THINK IT'S ALWAYS IMPORTANT TO START OFF WITH A TIMELINE OVERVIEW SO THAT WE CAN LOOK AT THE PROGRAM, UM, THROUGH THE COMING YEARS.

AND I THINK THE MOST IMPORTANT THING TO NOTE FOR TODAY'S PURPOSES IS JUST A REMINDER THAT WE HAVE THE ORANGE LINE AND THE BLUE LINE MOVING FORWARD, UH, TOGETHER AS THEY, UH, WE'LL NEED TO FOR A VARIETY OF DESIGN AND OPERATIONAL REASONS.

AND BECAUSE THEY RUN TOGETHER NORTH OF REPUBLIC SQUARE, YOU CAN ALSO SEE THAT RED LINE IMPROVEMENTS, UH, ALONG, UH, THE RED LINES SPECIFICALLY ON THE NORTH PART OF THE LINE.

UH, OUR ONGOING, AS WE SPEAK, INCLUDING SOME DOUBLE TRACKING PROJECTS THAT CAPITAL METRO IS UNDERTAKING BETWEEN LAKELINE AND LEANDER AND THEN THE GREEN LINE FURTHER IN THE FUTURE, METRO RAPID UPDATES, WHICH I'LL GET INTO A LITTLE BIT MORE DETAIL HERE IN JUST A MOMENT.

UH, YOU CAN SEE ARE ALSO ONGOING AND, UH, AND WE'RE VERY PLEASED WITH THE PROGRESS THAT'S BEING MADE THERE, UH, BOTH IN TERMS OF FEDERAL FUNDING, BUT ALSO IN TERMS OF OUR CAPITAL PROGRESS AND THEN CAPITAL METRO CONTINUING TO WORK ON METRO BUS AND METRO ACCESS, PARATRANSIT IMPROVEMENTS, CUSTOMER TECHNOLOGY SYSTEMS. AND THEN OF COURSE WITH OUR PARTNERS AT THE CITY ANTI-DISPLACEMENT INVESTMENTS, UH, THROUGHOUT THE LIFE OF THE PROGRAM, UH, BUT YOU CAN SEE THAT THEY ARE FRONT-LOADED INTO, UH, THE FIRST THREE YEARS HERE.

NEXT SLIDE, PLEASE.

I THINK IT'S ALSO IMPORTANT TO, UH, TO ALWAYS HAVE A REMINDER OF HOW THE WORK IS DIVIDED UP BETWEEN THE THREE PARTNERS, UM, AUSTIN TRANSIT PARTNERSHIP, HAVING COME TOGETHER, UH, THANKS TO THE AUSTIN CITY COUNCIL AND THE CAPITAL METRO BOARD FOLLOWING PROPOSITION A'S APPROVAL IS REALLY THERE TO DO THE CONSTRUCTION OF THE NEW ELEMENTS OF OUR CITY'S TRANSIT SYSTEM.

SO ORANGE LINE BLUE LINE, THE BRAND NEW TUNNEL, DOWNTOWN GREEN LINE PHASE ONE AND FACILITIES, AND SPECIFICALLY, UH, MAINTENANCE FACILITIES FOR OUR EXPANDING, UH, ELECTRIC BUS FLEET, AS WELL AS LIGHT RAIL VEHICLES AND THEN CAPITAL METRO CONTINUING TO WORK ON THOSE PARTS OF OUR TRANSIT SYSTEM THAT WE ALREADY DO AND DO WELL, I WOULD SAY, INCLUDING METRO RAPID EXPRESS NEIGHBORHOOD CIRCULATORS OR PICKUP CUSTOMER TECHNOLOGY AND RED LINE, AND THEN THE CITY OF AUSTIN, UH, PROBABLY THE MOST CRITICAL PARTNER OF ALL BECAUSE THEY ARE WORKING ON BE TRANSIT, SUPPORTIVE ANTI-DISPLACEMENT INVESTMENTS, UTILITIES, RELOCATIONS PERMITTING RIGHT AWAY, AND A WHOLE HOST OF OTHER THINGS WITH, UH, NICO DAY, UH, AND HER OFFICE.

SO TAKING A LOOK, UH, BECAUSE IT'S VERY TIMELY AT THE JOINT POWERS AGREEMENT, WHICH CITY COUNCIL, UH, APPROVED LAST WEEK, UH, AND YOU CAN SEE WE'VE BEEN

[00:05:01]

MAKING STEADY PROGRESS EVER SINCE NOVEMBER 3RD OF LAST YEAR, WHICH HARD TO BELIEVE WAS JUST OVER A YEAR AGO AND, UH, FOLLOWING APPROVAL BY CITY COUNCIL LAST WEEK, THIS MORNING, THE CAPITAL METRO BOARD UNANIMOUSLY APPROVED THE JPA AND IT WILL GO TO THE ATP BOARD NEXT WEEK FOR APPROVAL, A COUPLE OF OTHER, UH, SPECIFIC PROGRAM HIGHLIGHTS.

I MENTIONED THE LANDER LAKELINE DOUBLE TRACKING PROJECT CONSTRUCTION HERE WILL BE COMPLETED IN FALL OF 2022.

I THINK THIS IS A REALLY IMPORTANT INVESTMENT AS WE TRY TO OPTIMIZE THE EXISTING RED LINE, IMPROVE ITS FREQUENCY AND IMPROVE ITS RELIABILITY, CONTINUING TO GROW THE PICKUP NETWORK OF ON-DEMAND CIRCULATOR SERVICES, INCLUDING THREE NEW PROJECT CONNECT FUNDED ZONES IN 2021 DELIVERED ON SCHEDULE AND OPERATING TODAY.

SPECIFICALLY, THOSE ARE THE NORTH OAK HILL, SOUTH MEN, CHAKA AND DESA ZONES, WHICH BRINGS US UP TO A TOTAL OF 11.

AND THEN IN SEPTEMBER CAPITAL METRO TAKING A STEP TOWARDS OUR ZERO EMISSIONS FUTURE, WHICH HAS ALWAYS BEEN PART OF THE PROJECT CONNECT VISION, UH, ORDERING 197 ELECTRIC BUSES TO CONTINUE TO GROW OUR FLEET WITH THE FIRST ARRIVING DECEMBER OF 22, ELECTRIC BUSES WILL SAVE 230,000 POUNDS OF GREENHOUSE GASES PER YEAR.

AS CAPITAL METRO CONTINUES TO REPLACE THE EXISTING DIESEL BUS FLEET, COMMUNITY ENGAGEMENT.

I KNOW THAT THAT IS ONE OF THE MOST IMPORTANT VALUES THAT WE HAVE HERE IN THIS COMMUNITY.

AND IT'S ONE OF THE MOST IMPORTANT THINGS FOR PROJECT CONNECT, THE ATP, THE CITY AND CAPITAL METRO WE'VE CONTINUED, UH, TO, TO EXPAND OUR COMMUNITY ENGAGEMENT AND TO FIND NEW WAYS TO ENGAGE PEOPLE, ESPECIALLY PEOPLE WHO ARE HARDER TO REACH.

UM, SINCE THE PANDEMIC, WE'VE ALSO GOTTEN FAR MORE NIMBLE AND FAR BETTER ABOUT DOING VIRTUAL PUBLIC MEETINGS AND WORK SESSIONS, WHICH HAS ALLOWED US TO ENGAGE THOUSANDS OF FOLKS WHO WOULD NOT HAVE OTHERWISE BEEN ABLE TO COME TO AN ELEMENTARY SCHOOL LIBRARY ON A THURSDAY EVENING, WHICH IS THE TRADITIONAL WAY OF DOING BUSINESS.

BUT WE'RE NOW ABLE TO GO TO PEOPLE WHERE THEY ARE, WHETHER THEY'RE AT HOME OR AT WORK, PEOPLE CAN ACCESS THESE OPPORTUNITIES ON THEIR OWN TIME.

WE'VE NOW ENGAGED OVER 82,000 PEOPLE IN THE REGION ON PROJECT CONNECT.

AND WE ARE CONTINUING SPECIFICALLY RIGHT NOW WORKING ON SOME VIRTUAL COMMUNITY DESIGN WORKSHOPS FOR THOSE AREAS OF THE PROJECT CONNECT SYSTEM, WHERE WE HAVE DESIGN OPTIONS.

IN FACT, THIS EVENING AT 5:00 PM, I BELIEVE THERE WILL BE A VIRTUAL DESIGN WORKSHOP AROUND NORTH LAMAR TRANSIT CENTER.

SO FOR ANYBODY WHO'S INTERESTED IN THE, UH, NORTH LAMAR 180 3 AREA, THAT WILL BE THE INITIAL INVESTMENT TERMINUS OF THE ORANGE AND THE BLUE LINES.

AND WE ENCOURAGE FOLKS TO REGISTER AND LOG ON.

SO LOOKING AT THE ORANGE LINE AND BLUE LINE SPECIFICALLY, AND I THINK MANY PEOPLE IN THE AUDIENCE, AS WELL AS OUR ABILITY COMMITTEE MEMBERS, UH, HAVE ALREADY SEEN THIS, BUT LOOKING AT THE ALL-IMPORTANT NEPA AND FEDERAL PROCESS TIMELINE.

SO WE HAVE BEEN WORKING WITH OUR ATP CAPITAL METRO CITY AND CONSULTANT TEAMS ON THE DRAFT ENVIRONMENTAL IMPACT STATEMENT.

AS WE WORK TOWARDS A FINAL ENVIRONMENTAL IMPACT STATEMENT OR EIS AND RECORD OF DECISION IN 22, THIS IS A REALLY CRITICAL MILESTONE FOR THE PROGRAM SO THAT WE CAN THEN MOVE FORWARD THROUGH THE FEDERAL PROCESS INTO FTAS ENGINEERING PHASE, BEGIN DOING OUR DESIGN AND CONTRACT AND PROCUREMENT AWARDS GOING THROUGH CONSTRUCTION OVER THE COURSE OF THIS DECADE.

AND ULTIMATELY, UH, WE, WE ANTICIPATE IN THE MIDDLE PART OF THIS DECADE, 2024 PROJECTING A FULL FUNDING GRANT AGREEMENT, UH, FOR THE ORANGE AND THE BLUE LINE.

AND THAT MIGHT BE THE MOST CRITICAL MILESTONE OF ALL SO THAT WE CAN MATCH OUR LOCAL INVESTMENT WITH FEDERAL INVESTMENT AND GET READY FOR REVENUE SERVICE.

SO TAKING A LOOK AGAIN AT THE ORANGE AND THE BLUE LINE DESIGN PROGRESS, UH, THIS IS A LITTLE BIT MORE GRANULAR, BUT YOU CAN SEE HERE THIS PHOTO, WE'VE GOT OUR BARGE THAT WENT OUT THERE EARLIER IN THE YEAR.

THAT WAS VERY EXCITING BECAUSE IT WAS JUST IN JANUARY AND IT WAS GREAT TO SEE ANY PIECE OF EQUIPMENT OUT THERE, SPECIFICALLY WORKING ON THE LIGHT RAIL INVESTMENT, UH, IN JANUARY OF 21, CONTINUING OUR WORK, LOOKING AT HERITAGE TREES, UH, DOING A HERITAGE TREE SURVEY, 15% DESIGN PACKAGE, WHICH WE PRESENTED TO THE PUBLIC AND TO OUR VARIOUS POLICYMAKER, UH, BODIES, UH, OVER THE SUMMER, UH, WAS WHERE WE TOOK COMMENT ON, UH, THE IMPORTANT 15% DESIGN MILESTONE.

WE ALSO COMPLETED, UH, BORINGS AS WE DO SOME OF THE GEOTECHNICAL WORK ON THE SUBWAY TUNNEL AND THEN IN PROGRESS, OUR ARCHEOLOGICAL NOISE AND VIBRATION AND ENVIRONMENTAL FIELD INVESTIGATIONS, CONTINUING OUR COORDINATION WITH THE CITY OF AUSTIN ON GUIDEWAY ROADWAY, BIKE PAD, AND PLANNED DEVELOPMENT, AND, UH, WORKING ON SUBSURFACE UTILITY ENGINEERING FOR 30% DESIGN AND JUST CONTINUING THE GENERAL MARCH TOWARDS 30% DESIGN, WHICH WE EXPECT TO BRING OUT TO THE PUBLIC, UH, IN THE EARLY PART OF SUMMER NEXT YEAR, ALSO IMPORTANT METRO RAIL AND PICKUP PROGRESS.

UH, SO THE RED LINE, UH,

[00:10:01]

WHICH, UH, I THINK ONE OF THE BIGGEST PROJECTS THAT'S UNDERWAY RIGHT NOW IS THE STATION AT MCCULLOUGH STATION, WHICH IS Q2 STADIUM, UH, ON SCHEDULE, UH, CATEGORICAL EXCLUSION WAS SUBMITTED TO THE FDA IN JUNE AND APPROVED IN AUGUST OF 2021, WHICH IS A GREAT ACHIEVEMENT BY THE CAPITAL METRO, UH, TEAM 30% DESIGN COMPLETED.

AND WE ANTICIPATE AWARDING CONTRACTS FOR CONSTRUCTION THERE IN JANUARY OF 22, STARTING CONSTRUCTION IN MAY OF 22 AND OPENING THE STATION FOR SERVICE IN THE FALL OF 23 LAKELINE TO LEANDER, I ALREADY MENTIONED, UH, IS UNDERWAY RIGHT NOW.

AND WE EXPECT TO COMPLETE THAT IN FALL OF 22, WHICH WILL ALLOW US AGAIN TO CONTINUE IMPROVING FREQUENCY AND RELIABILITY ON THE RED LINE, UH, ALL THE WAY FROM DOWNTOWN TO LEANDER AT LAKELINE AND NEIGHBORHOOD CIRCULATORS, WE'VE LAUNCHED A SERIES OF NEW ZONES.

I THINK ALSO IMPORTANTLY, INTEGRATED THE PICKUP, UM, SERVICE INTO THE TRIP PLANNING PORTION OF THE CAPITAL METRO APP.

AND WE ARE WORKING ON A PUBLIC FACING DASHBOARD, UH, RELATED TO PICKUP SERVICE IN EARLY 2022 IN THE METRO RAPID, ALSO A REALLY CRITICAL PART OF THE PROJECT CONNECT PROGRAM.

SO CATEGORICAL EXCLUSION FOR THE EXPO AND PLEASANT VALLEY LINES WAS APPROVED BY THE FTA IN MAY COMPLETED 30% DESIGN AND VERY EXCITING PUBLISHED IN THE PRESIDENT'S BUDGET FOR ALONG WITH, UH, OTHER, UM, TRANSIT AND SPECIFICALLY SMALL STARTS FUNDING RECOMMENDATIONS.

AND, UH, WE ARE, WE HAVE, UH, CAPITAL METRO IS COMPLETED THE BUS PROCUREMENT, AND WE, UM, ARE MOVING TOWARDS START CONSTRUCTION, UM, IN THE NEXT COUPLE OF MONTHS, WINTER 22 BEING THE EARLY PART OF 22 AND ANTICIPATING THE START OF REVENUE SERVICE IN THE SUMMER OF 23, THE GOLD LINE, AND, UH, WHICH RUNS FROM DOWNTOWN AUSTIN TOWARDS ACC HIGHLANDS, AS WELL AS THE MAIN CHAKA AND OAK HILL VRT LINES.

UM, OVER THE SUMMER, UH, WE WERE ANALYZING OPTIONS FOR FEDERAL FUNDING AND PHASING OF THAT PROJECT.

UM, AND THEN WE'RE ABLE TO DEVELOP OUR SCHEDULE FOR STARTED CONSTRUCTION, UH, AND STARTED REVENUE SERVICE FOR THESE.

AND YOU CAN SEE HERE START OF GOLD LINE, UH, SERVICE FROM DOWNTOWN TO ACC HIGHLAND X ANTICIPATED FOR JANUARY OF 23, MAN CHECK, UH, FOR JUNE OF 22 AND THEN BEGINNING MEN CHAKA SERVICE IN JANUARY OF 24.

UM, AND THEN WE ARE ALSO CONTINUING TO, TO WORK, UH, ON THE OAK HILL METRO RAPID PROJECT, WHICH, UH, OF COURSE, BECAUSE OF ITS ROUTING ALSO REQUIRES CLOSE COORDINATION, NOT ONLY WITH THE CITY, BUT WITH TXDOT, UM, AS IT HEADS TOWARDS THE Y AND OAK HILL.

AND THEN JUST A COUPLE MORE LOOK AHEAD ITEMS HERE, UH, AGAIN, GROUNDBREAKING FOR EXPO.

UM, WE EXPECT THAT TO BE IN DECEMBER, IT'S A VERY EXCITING AND PLEASANT VALLEY, UH, AROUND THE SAME TIME, PROBABLY DECEMBER, JANUARY SMALL STARTS GRANT AGREEMENTS FOR THESE TWO BRT LINES ANTICIPATED FOR SPRING OF 22 ALREADY MENTIONED THEY'RE IN THE PRESIDENT'S BUDGET, GROUNDBREAKING FROM MCCOLLOUGH STATION AROUND THE SAME TIME AND SUBMITTING OUR RATINGS PACKAGE TO THE FTA FOR NEW STARTS.

SO SMALL STARTS IS THE FEDERAL FUNDING PROGRAM, UH, IN THE CAPITAL INVESTMENT GRANT OR CIG PROGRAM FOR, UH, PROJECTS, THE SIZE OF METRO RAPID, BUT NEW STARTS ARE FOR THE FAR LARGER PROJECTS, LIKE AN LRT PROJECT, ORANGE AND BLUE, AND, UH, BRING THE DRAFT ENVIRONMENTAL IMPACT STATEMENTS OR EIS FOR PUBLIC REVIEW NEXT SUMMER, ALONG WITH 30% DESIGN.

AND THEN LOOKING FORWARD TO THAT RECORD OF DECISION FROM THE FEDERAL GOVERNMENT TOWARDS THE END OF NEXT YEAR, ENTERING INTO PROJECT ENGINEERING AND ULTIMATELY A FULL FUNDING GRANT AGREEMENT IN THE FALL OF 2024.

SO THERE IS A LOT GOING ON ON THE TRANSIT SIDE OF THE HOUSE AND A LOT GOING ON WITH OUR ENVIRONMENTAL WORK, AS WELL AS OUR, OUR WORK TO ENSURE THAT WE'RE GOING THROUGH THE FEDERAL PROCESS AND SECURING FEDERAL GRANT MONEY.

BUT I ALSO WANTED TO MAKE SURE THAT WE TOUCHED ON ETO D UH, AND I BELIEVE UNLESS SHE IS IN THE ROOM, SHE MAY BE ON THE LINE.

UM, I'M GOING TO PASS THIS OVER TO, UH, ERIC LEAK.

GOOD AFTERNOON, EVERYONE.

I'M ERIC WITH, UH, HOUSING PLANNING DEPARTMENT.

UM, AND SO JUST A FEW UPDATES RELATED TO EQUITABLE TO UT UM, THE ETO D PUBLIC PROCESS IS KICKING OFF THIS FALL.

THERE ARE ACTUALLY TWO INITIAL MEETINGS NEXT WEEK THAT WE WOULD LOVE TO HAVE PEOPLE JOIN, UM, THAT WILL CONTINUE WITH CATALYST STATION SELECTION IN WINTER OF 20 21, 22, A DRAFT STATION AREA PLANS FOR THOSE CATALYSTS STATIONS IN THE SPRING AND SUMMER OF 2022.

[00:15:02]

UM, AS WELL AS A PRIORITY TOOL UPDATE FOR THE EGU D E STUDY, UH, BEING FINALIZED IN SUMMER 2022, UM, CITY STAFF IS COLLABORATING WITH CAP METRO ON ALL OF THOSE THINGS.

UM, FURTHER PROCESSES INCLUDE, UH, HAVING CITY COUNCIL ADOPT STATION AREA PLANS FOR THE CATALYST STATIONS, HOPEFULLY IN THE FALL OF 2022, UH, THE REVIEW AND ADOPTION OF A SYSTEM WIDE, EACH QD POLICY PLAN, UH, AS CALLED FOR BY CITY COUNCIL IN FALL OF 2022.

AND THEN, UH, AFTER THAT, WE'D BE FOLLOWING UP WITH SPECIFIC REGULATIONS FOR OTHER STATIONS, UM, AND DEVELOPING STATION AREA PLANS, UM, FOR EVEN ADDITIONAL AREAS.

SO, UM, WE, WE HAVE BEEN VERY EXCITED TO PARTNER WITH KENT, METRO STAFF AND CONSULTANTS ON THIS WORK.

AND, UM, WE'LL CONTINUE TO, TO WORK TOGETHER TO MAKE SURE THAT THIS IS A HOLISTIC PROCESS.

THANK YOU, ERICA.

AND THAT ACTUALLY, I BELIEVE CONCLUDES THE DECKS.

SO, UH, CHAIR, VICE CHAIR, COUNCIL MEMBER KITCHEN, UH, THAT IS PROJECT CONNECTS UPDATE AS WELL AS ETO D.

SO ANY QUESTIONS YOU MIGHT HAVE WE'RE WE'RE HERE.

THANK YOU.

I HAD ONE QUESTION TO KICK IT OFF BEFORE TURNING IT TO MY COLLEAGUES, AND THEN I'LL WRAP UP IF ANY OF MY OTHER QUESTIONS AREN'T ADDRESSED, BUT THE JPA, YOU SAID THE CAP METRO BOARD HAD, UM, HAD JUST ADOPTED IT.

IS IT THE EXACT SAME ONE THAT THE CITY COUNCIL ADOPTED OR WERE THERE ANY OTHER EDITS OR AMENDMENTS? NO, IT WAS, IT HA IT INCLUDED ALL THE CITY COUNCILS AMENDMENTS.

THERE WERE A COUPLE OF SLIGHT TWEAKS TO LANGUAGE, UM, SUCH AS, UM, SUCH AS, UM, CHANGING THE WORD ADOPTION, FOR INSTANCE.

SO IT WAS JUST A COUPLE OF LITTLE GRAMMATICAL CHANGES, BUT OTHERWISE THE AMENDMENTS WERE THE SAME AND THERE WERE NO ADDITIONAL AMENDMENTS FROM THE CAPITAL METRO BOARD.

OKAY.

THANK YOU FOR THAT.

ARE THERE QUESTIONS FROM MY COLLEAGUES BEFORE I DO MINE COUNCIL MEMBER KITCHEN? WHY DON'T YOU KICK IT OFF? OKAY, THANK YOU VERY MUCH.

UM, WELL I HAVE A FEW QUESTIONS ON THE EDI PROCESS, UM, AND WELL, A LOT OF QUESTIONS WITH, UH, TODD IN PROJECT CONNECT.

LET ME JUST START BY THANKING YOU GUYS FOR ALL YOUR WORK YOU'RE DOING ON THIS IT'S EXCITING PROGRESS.

UM, SO, UM, TWO QUESTIONS ON THE, UM, ETOD PROCESS DOMAIN, UNDERSTANDING BY CATALYST STATIONS.

CAN YOU EXPLAIN A LITTLE BIT BETTER? WHAT YOU MEAN BY THAT? UM, I MAY BE FORGETTING, BUT I DON'T REMEMBER THAT TERM BEFORE IN TERMS OF THE ETOD, UM, RESOLUTION THAT WE PASSED.

SO CAN YOU, CAN YOU LET ME KNOW WHAT YOU MEAN BY COUNTLESS STATIONS? SURE.

UM, SO THE CATALYST STATIONS ARE ACTUALLY DEFINED IN THE GRANT THAT CAP METRO RECEIVED, UM, THE FTA.

AND SO IT, IT WAS LIKELY NOT INCLUDED IN COUNCIL'S RESOLUTION.

OKAY.

SO HOW, WHAT ARE THEY, WHAT ARE THEY, I MEAN, WHEN YOU SAY, WHEN THEY'RE DEFINED IN THE GRANT, ARE THEY SPECIFIC LOCATION? TELL ME WHAT THE DEFINITION IS.

UM, SARAH, SO THEY ARE NOT SPECIFIC LOCATIONS AND THEY HAVEN'T BEEN SELECTED YET.

SO AS WE START TO MOVE THROUGH THE ETU D PROCESS, WE'LL BE LOOKING AT, UH, THE VARIOUS STATIONS ALONG THE PORTIONS OF THE BLUE AND ORANGE LINES THAT ARE INCLUDED IN THE, UM, FTA GRANT OR WHICH STATIONS IT MAY MAKE MOST SENSE TO CONTINUE TO PLAN IN THE NEAR TERM.

AND SO WE DON'T, WE DON'T KNOW WHICH STATIONS THOSE WILL BE YET.

UM, IT DEPENDS ON, UH, YOU KNOW, LIKELY WHERE THERE HAS, OR HASN'T BEEN PLANNING RECENTLY, UM, AND HOW THE CONDITIONS IN THOSE STATIONS RELATE TO, UM, TO THE, THAT THE NEEDS IN TERMS OF EGD PLANNING.

SO A POTENTIAL EXAMPLE IS WE KNOW THAT THERE HAS BEEN FAIRLY RECENT PLANNING, UM, ALONG THE EAST RIVERSIDE CORRIDOR.

AND SO, UH, IT MAY MAKE MORE SENSE TO DO ADDITIONAL PLANNING AND IN OTHER AREAS WHERE THERE HASN'T BEEN RECENT PLANNING.

OKAY.

AND THEN THE, THE TERM TANTALUS STATIONS IN THE GRANT, WHAT IS THERE, IS IT DEFINED IN A WAY, I MEAN, ARE THERE PARAMETERS IN THE GRANT THAT YOU HAVE TO,

[00:20:01]

OR CRITERIA IN THE GRANT THAT YOU HAVE TO USE, UH, AS PART OF IDENTIFYING THE CATALYST STATIONS? I DON'T BELIEVE YOU THE CELL, I HAVEN'T SEEN A SPECIFIC DEFINITION.

UM, BUT I WILL CHECK ON THAT, UM, JUST TO MAKE SURE I'M NOT MISS MISREMEMBERING AND WE'LL GET BACK TO YOU IF THERE IS A SPECIFIC DEFINITION OF OKAY.

AND THEN LAST QUESTION IS THAT, SO I THINK I SAW A TIMELINE FOR THE COUNCIL ADOPTING STATION AREA PLANS.

IS THAT RIGHT? AND, OKAY, SO THE STATION AREA PLANNING PROCESS THAT I'M FAMILIAR WITH AND SOMEONE JUST WANT TO MAKE SURE I'M UNDERSTANDING THE SAME THING IS, IS WRITTEN INTO THE LAND DEVELOPMENT CODE IN OUR, UM, WHATEVER THAT SECTION ORDINANCE ON TOTS.

AND THERE'S A SPECIFIC PROCESS THAT IS OUTLINED.

AND THERE'S ALSO A LIST OF PLACES THAT ARE, UM, LISSA PLACES THAT HAVE BEEN IDENTIFIED FOR PLANNING.

SO IS THIS PROCESS FIVE? AND USUALLY THE PROCESS IS THAT THE COUNCIL ADOPTS THE AREA, THE SPECIFIC GEOGRAPHIC AREA, AND THEN IT GOES THROUGH A PROCESS OF PLANNING AND THEN THE ACTUAL STATION PLAN IS ADOPTED.

SO ARE YOU ALL THINKING TO FOLLOW THAT SO THAT ONCE YOU GET THE CATALYST STATIONS IDENTIFIED, YOU WILL BRING THAT TO COUNCIL TO ADOPT THEM AND THEN FOLLOW THE PROCESS THAT IS STATED IN THE , UH, OR IN THE TOD ORDINANCE.

IS THAT, IS THAT THE SEQUENCING FOR WHAT OCCURS HERE? SO, UM, IT, IT WILL LIKELY FOLLOW THAT SAME PROCESS, UM, THOUGH WE WE'RE, WE'RE NOT QUITE THAT FAR ALONG YET IN THE WHOLE PROCESS, UM, BUT ARE CERTAINLY AWARE OF, UM, THE, THE CODE, UM, UH, TH TH THE PROCESS THAT'S OUTLINED IN THE CODE.

SO AS WE GET CLOSER TO THAT, AND WE'LL CERTAINLY BE REPORTING BACK TO COUNSEL, UM, ABOUT, ABOUT THAT PROCESS.

WELL, ONE REASON I ASKED IS THE RESOLUTION THAT WE ALL PASSED, THE ETOD RESOLUTION THAT WE PASSED, UH, YOU KNOW, PART OF IT WAS A SYSTEM-WIDE THAT YOU WERE, YOU MENTIONED, BUT THE OTHER PART WAS ALIGNING WITH, UM, CAP METRO THAT LIKE YOU'RE TALKING ABOUT, BUT IT ALSO HAD A PROVISION IN THERE THAT ASKED STAFF TO COME BACK TO US, TO COUNSEL AND DESIGNATE THE AREAS THAT WE COULD ADOPT FOR THE STATION PLANNING SO THAT WE COULD THEN FOLLOW THE ORDINANCE.

SO I'M, SO THAT'S WHY I'M ASKING, AND I'M WANTING TO MAKE SURE THAT WE DON'T SKIP A STEP BECAUSE, UH, IN ORDER TO, YOU KNOW, BECAUSE WELL, JUST BECAUSE THAT'S HOW IT'S LAID OUT AND THAT'S HOW, AND THERE'S A PROCESS COUNCIL'S ALREADY ADOPTED TO, TO DO THAT STATIONARY PLANNING.

SO, SO WHEN YOU GET THAT MORE GRANULAR TIMELINE DOWN, CAN YOU SHARE THAT WITH US? SO I SEE WHAT Y'ALL ARE WORKING TOWARDS IS, UH, I THINK YOU SAID DECEMBER, OR WHENEVER IT IS IN THE FALL LATE FALL FOR US ADOPTING THE STATIONARY PLAN.

AND THAT SHOULD, I DON'T SEE ANY PROBLEM WITH THAT TIMELINE.

I JUST THINK THAT THE STEP THAT'S BEFORE THAT, UH, THAT'S, THAT'S CONTEMPLATED BY THE, UH, ORDINANCE NEEDS TO BE FOLLOWED.

UM, AND, UM, AND THAT THE, UM, THAT, THAT PROCESS THAT'S OUTLINED, I THINK THE PRO, WHEN I LOOKED AT IT BEFORE, WHEN WE WERE DOING THE TOD RESOLUTION, EACH OF THEM RESOLUTION, THE PROCESS THAT'S OUTLINED IN THE ORDINANCE ALIGNS VERY WELL WITH THE PROCESS THAT WAS IN KEPT METRO'S, UM, GRANT.

SO I DON'T SEE ANY DIFFERENCE IN PROCESS.

JUST WANTED TO MAKE SURE THAT WE WERE TAKING THE STEP OF ACTUALLY BRINGING THE, THE CATALYST AREAS BACK TO THE COUNCIL.

SO I SAID, RIGHT, THANK YOU VERY MUCH.

THIS IS EXCITING, GOOD PROGRESS ON IT.

DO YOU HAVE ANY OTHER QUESTIONS BEFORE I DO MY QUESTIONS AND COMMENTS NOT SEEING ANY AT THE MOMENT? UM, SO FIRST OF ALL, YES, I AGREE.

UM, A LOT OF GOOD WORK HAS HAPPENED IN THE FIRST YEAR.

I KNOW THIS IS A REALLY EXCITING MOMENT FOR A LOT OF THE COMMUNITY.

UM, SO I WANT TO THANK YOU FOR THE CIRCULATORS TOO, THAT HAVE ALREADY ROLLED OUT, UM, COUNCIL MEMBER KITCHEN, AND I WERE ABLE TO DO THE ONE FOR SOUTH MENCHACA AND I WAS ABLE TO PARTICIPATE IN THE ONE FOR THE NOTE, THE NORTH OAK HILL AREA.

AND SO WE'RE CERTAINLY, UM, VERY EXCITED ABOUT THAT.

I KNOW IN THE PRESENTATION, THERE WAS, UM, A PART ABOUT THE METRO RAPID, THAT INCLUDES MENCHACA AND THE OAK HILL AREA.

AND I KNOW, UM, I'VE HAD A LOT OF QUESTIONS BEHIND THE SCENES JUST ABOUT THAT TIMELINE.

I KNOW THAT CAP METRO

[00:25:01]

IS TRYING TO COORDINATE BECAUSE THERE IS HIGHWAY CONSTRUCTION HAPPENING THROUGH THAT AREA RIGHT NOW.

AND SO I DEFINITELY WANT TO TRY TO KEEP US COMMITTED TO THE IMPLEMENTATION SCHEDULE THAT PEOPLE, UM, WERE UNDERSTANDING WHEN THEY WENT TO THE BALLOT BOX AND CHOSE TO WANT TO DO THIS PROJECT.

I KNOW THAT SOME OF THE COORDINATION ON THE CONSTRUCTION PORTIONS MAY TAKE A LITTLE MORE TECHNICAL ENGINEERING AND TIMELINE DISCUSSION TO MAKE SURE IT'S HAPPENING.

BUT I KNOW THAT THAT METRO RAPID TWO DISTRICT DATE IS OF HUGE IMPORTANCE TO MY COMMUNITY AND WILL CERTAINLY HELP A LOT OF FOLKS THAT LIVE IN THAT AREA.

CAN YOU SPEAK A LITTLE MORE ABOUT THE UNDERSTANDING THERE AND THE, UM, THE EXPECTATIONS? SURE.

I'D BE HAPPY TO, UM, I THINK AS YOU AND MEMBERS OF THE COMMUNITY HAVE HEARD, UH, THE EXTENSION TO OAK HILL, UM, IS PROPOSED TO BE LOCALLY FUNDED BASED ON, UH, THE FTA CRITERIA, UM, AND THAT THE, THE TIMELINE TO EXTEND TO OAK HILL, AS OPPOSED TO THE MIN CHAKA EXTENSION OF THE TWO, THREE WAS SOMEWHERE AROUND 20, 26.

AND NOW WE ARE WORKING CLOSELY WITH TXDOT, UM, AS WELL AS OUR CITY PARTNERS TO SEE WHAT OPPORTUNITIES DO WE HAVE, UH, IN THAT DIRECTION TO MAKE SURE THAT WE'RE STICKING TO THE SCHEDULE AND MAKING SURE THAT WE'RE DOING RIGHT BY THE FOLKS IN SOUTHWEST AUSTIN.

UM, WE'VE BEEN HAVING REALLY GREAT COORDINATION MEETINGS, UH, WITH OUR PARTNERS AT TXDOT.

UH, IN FACT, WE HAVE, WE HAVE ONE MORE, UH, THIS WEEK.

UH, AND SO THAT'S, THAT'S REALLY WHERE WE ARE SINCE THE LAST TIME, UM, THAT WE, THAT WE DISCUSSED THIS, I THINK AT THE JOINT MEETING, BUT I WOULD JUST SAY THAT THE PARTNERS BETWEEN THE STATE AND ATP AND CAPITAL METRO AND THE CITY ARE ALL WORKING VERY CLOSELY TO MAKE SURE THAT WE'RE, THAT WE'RE PRIORITIZING THIS AS BEST WE CAN WITH ALL OF THE CONSTRUCTION THAT'S GOING TO BE GOING ON IN THAT AREA.

UM, AND I KNOW THAT THERE MAY BE OPPORTUNITIES THAT WE CAN WORK WITH CAPITAL METRO SERVICE PLANNING ON TO FIND WAYS DURING CONSTRUCTION, TO ENCOURAGE PEOPLE, TO TAKE TRANSIT, UH, DURING THESE PERIODS OF DISRUPTION, BECAUSE IT'S, IT'S IN A LOT OF WAYS, IT'S A GREAT OPPORTUNITY TO SHOW PEOPLE THE VALUE OF LEAVING YOUR CAR AT HOME OR AT A PARK AND RIDE.

UM, SO I WOULD JUST SAY THAT OUR COORDINATION IS ONGOING.

IT'S BEEN GOING VERY WELL.

AND, UH, I WOULD BE HAPPY TO COME BACK AND DO A STANDALONE UPDATE, UH, ON THIS TOPIC, IF THAT MAKES SENSE FOR THE COMMITTEE, THAT THAT MIGHT BE HELPFUL IN THE FUTURE.

I KNOW I'VE BEEN THINKING THE SAME WAY THAT YOU JUST EXPLAINED IT, WHICH IS THE CONSTRUCTION AND THE UPHEAVAL, UNFORTUNATELY, THAT THE COMMUNITY WILL EXPERIENCE DURING THIS TIME MIGHT BE THE MOMENT WHERE PEOPLE TRY SOMETHING NEW, SEE HOW THE PARK AND RIDE WORKS.

UM, EVEN THOUGH I KNOW THAT THE PINNACLE CAMPUS, YOU KNOW, HAS WE'LL HAVE SOME TRAFFIC COMING IN AND OUT OF IT, THAT'S NOT RELATED TO EDUCATION OR, OR PARKING RIDES.

AND SO I JUST WANT TO MAKE SURE THAT'S AT THE TOP OF OUR MIND, WHEN WE LOOK AT THAT SEQUENCING THE SEQUENCING PLAN TO MAKE SURE WHEN PEOPLE HAVE THAT EXPECTATION EXPECTATION BEFORE THEY APPROVE, UM, THE TAX REFERENDUM ELECTION, THAT THOSE DELIVERABLES ARE STILL GOING TO BE ON TIME, STILL GONNA DO WHAT WE CAN IN THE COMMUNITY TO MAKE THE METRO RAPID WORK AS QUICKLY AS POSSIBLE, KNOWING THAT SOME OF THE CONSTRUCTION PLANNING FOR THE STATIONS AND THE STOPS MIGHT, MIGHT BE DIFFICULT BECAUSE YOU HAVE TO COORDINATE WITH THE STATE ON THEIR, THEIR CONSTRUCTION.

AND I THINK ALSO COMMUNICATION, AS WE ALL KNOW, IS JUST AS CRITICAL.

AND THERE'S SO MUCH GOING ON, UM, IN, IN THE CITY AS WE GROW AND THERE'S SO MUCH GOING ON IN PEOPLE'S LIVES.

SO ANY WAY THAT WE CAN WORK TO IMPROVE OUR ENGAGEMENT IN OUR COMMUNICATIONS WITH YOUR CONSTITUENTS, OR ANYBODY'S CONSTITUENTS GOES A REALLY LONG WAY, BECAUSE EVEN IF WE DON'T HAVE THE EXACT RIGHT ANSWER THAT DAY, AT LEAST PEOPLE FEEL LIKE THEY'RE IN THE KNOW, THEY'RE NOT CONFUSED ABOUT THE TIMELINES.

THEY UNDERSTAND THE WHY OF THINGS, AND WE'RE ABLE TO LISTEN AND MAKE SURE WE HAVEN'T MISSED ANYTHING.

SO IF THERE ARE OPPORTUNITIES TO WORK WITH PEOPLE IN DISTRICT EIGHT, DISTRICT FIVE, UH, ANY OF THE IMPACTED SOUTHWEST, UH, AREAS WE WOULD, WE WOULD LOVE TO DO SO AS WE CONTINUE TO WORK WITH TXDOT AND, AND THE CONSTRUCTION STAKEHOLDERS ON, ON IMPROVING THIS PROCESS, THAT'D BE GREAT.

AND I KNOW IN 2019, UH, CAP METRO WAS ABLE TO COME OUT TO MY BUDGET TOWN HALL THAT I HAD OUT IN THAT AREA.

AND SO THE COMMUNITY IS ALWAYS LOOKING FOR MORE INFORMATION.

SO I REALLY APPRECIATE THAT.

UM, I WANTED TO ASK ABOUT THE BUS PASSES.

I KNOW YOU CAN BUY A DAY PASS AND USE THE BUSES OR USE RAIL RIGHT NOW IS THE UNDERSTANDING AS ATP IS BUILDING THE REST OF THESE LINES, THAT THE SAME BUS PASS ACCOUNT INTEGRATION WOULD, WOULD EXTEND TO ALL OF THOSE, INCLUDING THE NEW METRO RAPID LINES OR CIRCULATORS.

THAT IS THE PLAN THAT IS THE INTENTION.

CAPITAL METRO IS CURRENTLY WORKING, UH, ON A FAIR SYSTEM UPGRADE.

UM, AND IN FACT, I DON'T HAVE THE EXACT TIMELINE OFF THE TOP OF MY HEAD, BUT I KNOW THAT THERE SHOULD BE ANOTHER UPDATE TO THE CAPITAL METRO BOARD, PROBABLY IN THE COMING MONTHS ON THAT TIMELINE.

BUT THE GOAL IS TO TRY TO MAKE AS SEAMLESS OF A CUSTOMER EXPERIENCE AS POSSIBLE.

UH, PART

[00:30:01]

OF IT IS ALSO AN ASSESSMENT OF FARE STRUCTURE BECAUSE WE'RE ADDING A, ANOTHER MODE INTO THE CAPITAL METRO SUITE OF TRANSIT OPTIONS.

BUT THE GOAL IS TO MAKE THINGS AS SIMPLE AS POSSIBLE.

IT'S NOT TO CREATE A LOT OF DIFFERENT TIERS IT'S MEANT TO, UH, ENSURE THAT SOMEBODY AS WAS THE THINKING IN PICKUP, IF IT'S A DOLLAR 25 TO GET ON PICKUP, OR IF SOMEBODY BUYS A DAY PASS, THEY'RE NOT ONLY ABLE TO USE THE FIRST MILE LAST MILE CONNECTION IN PICKUP, BUT THEN CAN JUST AS EASILY WITH THE SAME PIECE OF FAIR MEDIA HOP ONTO A LOCAL BUS ON DEMETRIA RAPID AND ULTIMATELY LIGHT RAIL OR COMMUTER RAIL.

UM, SO IT IS SOMETHING THAT CAPITAL METRO IS REALLY FOCUSED ON.

WE WOULD PUT THAT UNDER THE CUSTOMER TECHNOLOGY UMBRELLA, UM, BUT WE SHOULD HAVE MORE UPDATES EARLY IN 2022, UH, ABOUT THE PLAN MOVING FORWARD.

BUT YES, THE IDEA IS TO INTEGRATE AS BEST WE CAN TO MAKE THE APP WORK FOR EVEN MORE THINGS, UH, AND JUST TO MAKE THE EXPERIENCE AS SIMPLE AS POSSIBLE.

THAT'S GREAT.

AND I KNOW THE BEAT CYCLE PROGRAMS ALSO BEING IMPLEMENTED.

I WAS ABLE TO TAKE ONE OF THE NEW E-BIKES THAT KEPT METRO IS, IS TAKING OVER WHEN WE DID OUR JPA DISCUSSION JUST JUST A LITTLE BIT AGO.

SO THAT, THAT WORKED OUT REALLY WELL.

UM, AND THEN MY LAST QUESTION WOULD JUST BE ABOUT THE GET INVOLVED PAGE.

UM, IT'S ON, YOU KNOW, FOR CAP METRO IT'S ON FOR PROJECT CONNECT, IT'S ON THE CAP METRO WEBSITE.

UM, IT'S A REALLY GOOD ONE-STOP SHOP FOR PUBLIC INPUT OPPORTUNITIES, BUT I WASN'T SURE WHERE METRO RAPID FIT INTO THAT DISCUSSION.

IF THERE'S GOING TO BE MORE COMMUNITY ENGAGEMENT AROUND THE METRO RAPIDS, OR IF THAT'S BEEN COMPLETED, THERE WILL BE MORE ENGAGEMENT, UH, RELATED TO METRO RAPID.

UM, NOT ONLY JUST TO KEEP PEOPLE APPRISED OF THE CONSTRUCTION SCHEDULE AND AS WE GET CLOSER TO START A SERVICE, BUT ALSO TO MAKE SURE THAT WE HAVE THE RIGHT CHANNEL TO COMMUNICATE ANY CONSTRUCTION READILY RELATED DISRUPTIONS IS WE'RE BUILDING THE STATIONS ALONG THE LINE.

UM, IF IT'S NOT THERE ALREADY, I WOULD SAY THAT IT SHOULD BE UNDER THE GET INVOLVED SECTION SO THAT WE HAVE ONE STOP SHOPPING FOR ANY OF OUR PROJECTS WITHIN THE PROJECT CONNECT PROGRAM.

UH, SO LET ME CHECK WITH CAPITAL METRO STAFF WHO MAINTAINS THAT WEBSITE.

UM, AND I CAN SEE WHAT THE PLAN IS TO GET METRO RAPID INFORMATION UP THERE IN AN EASY TO FIND PLACE.

THAT'S GREAT.

I APPRECIATE IT.

IT'S ALL LOOKING REALLY GOOD SO FAR.

SO, SO THANKS TO EVERYONE WHO'S INVOLVED IN THAT.

THANK YOU.

DO WE HAVE ANY FURTHER QUESTIONS ON THIS ITEM? IF NOT, I THINK WE'RE ALL SET.

THANK YOU SO MUCH FOR COMING AND SHARING THOSE UPDATES WITH US.

THANK YOU.

AND OUR NEXT ITEM IS GOING

[4. Update on 2020 Active Transportation and Safety Bond Implementation.]

TO BE AN UPDATE ON THE 2020 ACTIVE TRANSPORTATION AND SAFETY BOND IMPLEMENTATION.

GOOD AFTERNOON, EVERYBODY.

MY NAME IS ERIC BAILEY.

I'M THE ASSISTANT DIRECTOR OF PUBLIC WORKS.

I'M HERE WITH ANNA MARTIN.

WHO'S THE ASSISTANT DIRECTOR AT ATD, AND WE'RE GOING TO BE JOINTLY PRESENTING TO YOU ON AN UPDATE ON THE 2020, UH, BOND PROGRESS.

SO THANK YOU FOR HAVING US TODAY.

APPRECIATE IT.

OKAY.

GREAT.

YOU THANK YOU VERY MUCH.

APPRECIATE THAT.

UM, YOU CAN GO AHEAD AND GO TO THE NEXT SLIDE, PLEASE.

UM, JUST A QUICK OVERVIEW OF THE 2020, UH, MOBILITY BOND, THE DIFFERENT PROGRAMS THAT ARE FUNDED THROUGH THERE.

UM, YOU CAN SEE, UM, SIDEWALKS, URBAN TRAILS, BIKEWAYS SAFE ROUTES, UM, TRANSIT ENHANCEMENT, VISION ZERO SUBSTANDARD STREETS, NEIGHBORHOOD PARTNERING, AND THEN ALSO, UH, YOU KNOW, SOME ADDITIONAL MONEY FOR A LARGE CAPITAL PROJECT DELIVERY, UM, $460 MILLION TOTAL.

UM, IT'S IMPORTANT TO NOTE THAT THE BULK OF THAT MONEY IS FOR TRULY EXPANDING EXISTING PROGRAMS. UM, AND SO ONE OF THE, UH, THE CHALLENGES THAT WE'VE HAD TO FACE IN THE FIRST YEAR IS HOW EXACTLY TO GO ABOUT EXPANDING THOSE PROGRAMS, UM, YOU KNOW, RECRUITMENT OF NEW STAFF TO RUN THOSE AS WELL AS, UM, REALLY PLANNING THE WORK FOR FUTURE YEARS.

SO WE CAN REALLY HIT THE GROUND RUNNING IN, UH, 2022.

UH, NEXT SLIDE PLEASE.

SO THE THREE FOCUSES OF THIS PAST YEAR HAVE BEEN, UH, ACCELERATING PROJECT DELIVERY.

SO GETTING MORE PROJECTS, UH, DESIGNED AND BUILT USING THE 20, 20, 20 16 AND 2018 BOND RESOURCES EFFECTIVELY CLEARING THE DECKS OF ALL THE PAST TRANSPORTATION BONDS, SO THAT WE CAN GET A GOOD JUMP IN 22 FOR IMPLEMENTING THE 2020 BOND.

ADDITIONALLY, WE'VE BEEN BUILDING CAPACITY FOR PROJECT DELIVERY WITH ADDITIONAL STAFF.

UM, WE'VE BEEN

[00:35:01]

IMPLEMENTING, UH, AMENDMENTS FOR EXISTING DESIGN CONTRACTS TO MOVE SOME OF THE LARGE CIPS FORWARD AND IMPROVING PROCESSES SUCH AS PERMITTING AND COMMUNITY ENGAGEMENT.

AND THEN WE'VE ALSO BEEN FURTHER REFINING OUR PROJECT PRIORITIZATION PROCESS BY ADDING AN EQUITY LENS ALONGSIDE LONG RANGE PLANNING THAT ESTABLISHES, UH, INFRASTRUCTURE PLANS FOR NEW PROGRAMS, SUCH AS PEDESTRIAN CROSSINGS AND TRANSIT, AS WELL AS UPDATING EXISTING PROGRAMS, SUCH AS BIKE WAYS, URBAN TRAILS AND SIDEWALKS THAT EFFECTIVELY PRIORITIZE THE, UH, FUTURE WORK, UH, NEXT SLIDE AND RUN THROUGH A COUPLE OF THE EXAMPLES OF THE WAYS THAT WE'VE BEEN ACCELERATING THE PROJECT DELIVERY HERE IN THE LAST YEAR.

UH, STARTING OFF WITH SIDEWALKS, WE'VE INSTALLED MORE THAN 41 MILES OF SIDEWALK.

IN ADDITION, UM, WE'VE BEEN USING COOPERATION BETWEEN THE EXISTING PROGRAMS, SUCH AS SIDEWALKS, BIKE WAYS, URBAN TRAILS, TO COORDINATE THOSE AND CREATE SOME EFFICIENCIES, UM, BETWEEN THE PROGRAMS WHERE IF EACH PROGRAM HAS A PROJECT THAT'S IN A GIVEN LOCATION, WE CAN COMBINE THOSE CONTRACTS OR THOSE ASSIGNMENTS SO THAT WE WORK ON MULTIPLE, MULTIPLE PROGRAMS IN A SINGLE LOCATION.

UH, NEXT SLIDE.

SO IN ADDITION TO THE PROJECT COORDINATION, WE'VE BEEN SCALING OUR PROJECT DELIVERY WITH ADDITIONAL STAFF THAT HAVE BEEN ADDED, UH, AT THE MID-YEAR BUDGET AMENDMENT THAT COUNCIL PASSED, UM, IN FEBRUARY, I BELIEVE.

AND WE'VE BEEN ABLE TO PREPARE FOR THE INCREASED FUNDING, OFTENTIMES IN A LOT OF THE PROGRAMS, THE FUNDING PROVIDED BY THE 2020 BOND HAS BEEN TWO TO THREE TIMES PREVIOUS FUNDING AMOUNTS.

SO AS YOU CAN IMAGINE, UM, IN ORDER TO EFFECTIVELY IMPLEMENT, IMPLEMENT THOSE THOSE PROGRAMS AND EXPAND THEM, WE'VE HAD TO HIRE NEW STAFF IN ORDER TO BE ABLE TO ADMINISTER THAT.

UM, NEXT SLIDE PLEASE.

UM, ADDITIONALLY, YOU KNOW, ACCELERATING THE, THE PROJECT DELIVERY BY ENHANCING OUR PUBLIC OUTREACH, PARTICULARLY ONE OF THE AREAS WE'VE BEEN FOCUSING ON IS OUR NEIGHBORHOOD PARTNERING PROGRAM AND ENHANCING THAT OUTREACH TO SPREAD THE INFORMATION ABOUT THE PROGRAM AND INCREASE NEIGHBORHOOD AWARENESS THAT THIS PROGRAM EXISTS, WHERE THE CITY PARTNERS WITH, UH, NEIGHBORHOOD GROUPS IN ORDER TO IMPLEMENT PROJECTS, UH, IN, IN THEIR AREAS THAT ARE PARTIALLY, UH, FUNDED THROUGH THE NEIGHBORHOOD ASSOCIATIONS OR, YOU KNOW, SWEAT EQUITY, THAT KIND OF THING.

WE HAVE ALL KINDS OF PROGRAMS THAT A LOT OF FOLKS AREN'T NECESSARILY AWARE OF, BUT WE'VE BEEN TRYING TO SPREAD THE WORD ABOUT, UM, WITH THAT.

I'M GONNA HAND IT OVER TO ANNA TO TALK ABOUT SOME ADDITIONAL, UM, PROJECT ACCELERATION THAT WE'VE BEEN WORKING ON.

THANKS, ERIC.

CAN WE GO NEXT SLIDE PLEASE? OKAY.

UH, SO BUILDING ON, UM, EVERYTHING ERIC WAS DISCUSSING ABOUT ACCELERATING PROJECT DELIVERY, ONE TO FOCUS FOR A MOMENT ON TRANSIT ENHANCEMENT.

SO THE GOAL OF OUR TRANSIT ENHANCEMENT PROGRAM IS TO, UM, IMPROVE THE SPEED AND RELIABILITY OF THE LOCAL BUS SYSTEM.

UM, WE ALSO WANT TO INTEGRATE TRANSIT STOPS INTO HIGH QUALITY BIKE AND PEDESTRIAN NETWORKS.

UM, AND SO DOING THIS, WE'LL BE LOOKING TO LEVERAGE FUNDING FROM THE 2016 AND 2018 MOBILITY BONDS TO BUILD MORE COMPLETE PROJECTS.

SO MOST OF OUR LOCAL TRANSIT PROJECTS TO DATE HAVE BEEN, UM, PROBLEM-SOLVING OR OPPORTUNISTIC.

UM, BUT THIS YEAR WE ARE GOING TO BE DEVELOPING AN INFRASTRUCTURE PLAN TO HELP GUIDE THE USE OF OUR 2020 BOND FUNDS.

UM, WE'RE GETTING A CONSULTANT UNDER CONTRACT RIGHT NOW, AND WE EXPECT THAT PLAN TO BE COMPLETE, UH, IN 2022.

UH, NEXT SLIDE PLEASE.

SO THE, THE BIKEWAYS PROGRAM, UM, WHEN I WAS HERE BACK IN SEPTEMBER TALKING ABOUT OUR ATD BUDGET, I WAS REALLY HAPPY TO REPORT THAT WE HAD HIT OUR MILESTONE OF HAVING BUILT OUT MORE THAN HALF OF THE ALL AGES AND ABILITIES BIKEWAY NETWORK.

SO WE REALLY SEEN A LOT OF, A LOT OF ACCELERATION IN THAT REALM.

OUR NETWORK NOW CONNECTS SIX OUT OF 10 PEOPLE WITH A HIGH COMFORT BIKEWAY, AND WE PROVIDE ACCESS TO MORE THAN HALF OF ALL CAP METAL, CAPITAL METRO BUS STOPS.

UM, AND WE'LL CONTINUE BUILDING ON THAT WORK IN 2022 AND BEYOND, UH, NEXT SLIDE.

AND FINALLY VISION ZERO IN 2021 ALONE.

WE COMPLETED SIX NEW INTERSECTION PROJECTS.

ADDITIONALLY, WE HAVE SIX MORE IN DESIGN, UM, AND ONE CURRENTLY IN CONSTRUCTION.

UM, IN ADDITION TO THAT, ONE THING WE REALLY FOCUSED ON IN 2021 WAS ACKNOWLEDGING THAT LARGE CAPITAL PROJECTS CAN TAKE SOME TIME TO DEVELOP.

SO, UM, WE'VE BEEN A LITTLE BIT MORE NIMBLE AND HAVE PUT OUT 20 INTERIM TREATMENTS AT HIGH CRASH INTERSECTIONS AROUND AUSTIN, AND WE'LL CONTINUE TO DEVELOP THOSE INTO MORE COMPLETE PROJECTS IN THE UPCOMING YEARS.

NEXT SLIDE, I'M GOING TO GIVE IT BACK TO ERIC.

SO, UH,

[00:40:01]

AS I SAID, IN ADDITION TO ACCELERATING SOME OF THE EXISTING BOND DELIVERY FROM PREVIOUS BOND PROGRAMS, ONE OF THE THINGS THAT WE'VE HAD TO DO, UM, IS UNDERTAKE A CAPACITY BUILDING FOR THE BOND DELIVERY.

SO IT STARTED WITH THE APPROVAL OF THE MID-YEAR BUDGET AMENDMENT.

UM, AND AS WE'VE BEEN ACCELERATING THIS, WE'VE BEEN, UM, WORKING WITH HIRING AND TRAINING OUR ADDITIONAL STAFF THAT'S COMING IN AS WELL AS DEVELOPING THE BASELINE SPENDING PLANS FOR THE 2020 BOND DEVELOPING WORK PLANS, PROJECT SCOPES, HOW WE'RE GOING TO, UH, HIT THE GROUND RUNNING IN TERMS OF PROJECT PROCUREMENT, WORKING WITH OUR PARTNERS IN SMB R AND CAPITAL CONTRACTING OFFICE ON DELIVERY STRATEGIES AND HOW EFFECTIVELY TO, UH, SPEND THE 2020, UH, BOND DOLLARS.

UH, NEXT SLIDE PLEASE, UH, RUN THROUGH SOME EXAMPLES OF WHAT WE'VE BEEN DOING FOR, UM, CAPACITY BUILDING THE FIRST IN THE SUBSTANDARD STREETS, UM, PROGRAM.

SO DESIGN CONTRACTS HAVE NOW BEEN ORDERED FOR BOTH, UH, JOHNNY MORRIS ROAD AND THE ROSS ROAD, NORTH PROJECTS, AND WORK AS PROGRESSING IN THE PRELIMINARY ENGINEERING REPORTS FOR BRADSHAW ROAD AND, UH, KNUCKLES CROSSING.

SO AGAIN, THESE ARE ITEMS THAT WE HAVE TO DO FOR THE DESIGN WORK BEFORE WE CAN ACTUALLY PUT A SHOVEL IN THE GROUND AND BEGIN CONSTRUCTION.

UH, NEXT SLIDE PLEASE, UH, IN TERMS OF OUR LARGEST CIP PROJECTS, UM, WHAT WE'VE BEEN DOING IS IMPLEMENTING A DESIGN CONTRACT AMENDMENTS, SO WE CAN MOVE THE DESIGN EFFORT FORWARD IN TERMS OF PERMITTING AND, UM, AND DESIGN EFFORTS.

UH, YOU CAN SEE THE, UM, LONGHORN DAM BIKE AND PED BRIDGE HERE.

THAT PROJECT IS CURRENTLY, UH, IN THE 30% DESIGN PHASE.

THE DESIGN IS DUE, UH, TO THE CITY THIS MONTH.

UH, WE'VE BEEN, UH, WE'VE ISSUED THE DESIGN NOTICE TO PROCEED FOR SOUTH PLEASANT VALLEY.

THE CONSULTANT, UH, SELECTION PROCESS IS UNDERWAY FOR THE SOUTH CONGRESS URBAN DESIGN INITIATIVE.

WE'RE EXPECTING TO GO TO COUNCIL IN JANUARY WITH, UH, AN NRCA FOR THAT AWARD.

UH, COUNCIL RECENTLY AUTHORIZED THE DESIGN AMENDMENT FOR THE BARTON SPRINGS, UH, ROAD BRIDGE.

AND THEN THE CORRIDOR PLACEMAKING EFFORT IS UNDERWAY THROUGH THE CORRIDOR PROGRAM OFFICE, WHERE WE ARE WORKING AT, UH, OVER 30 LOCATIONS ACROSS THE CITY, UM, THROUGH THE 2016 BOND CORRIDORS TO IMPLEMENT ADDITIONAL PLACEMAKING, UH, THERE, UH, NEXT SLIDE.

SO AS WE'VE BEEN, UM, ACCELERATING THE DEVELOPMENT, UM, WE'VE ALSO BEEN LOOKING AT WAYS TO EFFECTIVELY IMPLEMENT, UM, SMALLER SCALE PROJECTS THROUGHOUT THE DIFFERENT PROGRAMS. A LOT OF THAT GOES TO FIELD ENGINEERING AND ID IQ, WHICH IS, UH, INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS, AND BUILDING CAPACITY FOR, FOR THAT WORK AHEAD.

SO FOLLOWING THE MID-YEAR BUDGET AMENDMENT, THE CAPITAL DELIVERY PROGRAMS HAVE BEEN HIRING AND TRAINING STAFF AGAIN, ESTABLISHING THE SPENDING AND WORK PLANS.

AND WE'RE SCHEDULED TO BRING THE FIRST 2020 BOND FUNDED IQ CONTRACTS TO COUNCIL IN EARLY 2022 AND BEGIN CONSTRUCTION ON THOSE IN THE FIRST QUARTER OF 2022, ONCE THE CONTRACTS ARE AWARDED AND EXECUTED.

SO, UM, A LOT OF THE PROGRAMS THAT WE'VE BEEN EXPANDING RELY HEAVILY ON THE ID IQ TYPE OF WORK BECAUSE OF THE NATURE OF THE PROGRAM AND THE NATURE OF THE PROJECTS WHERE IT'S NOT ENGINEERING HEAVY, THEY CAN DO FIELD ENGINEERING AND GET THOSE PROJECTS REALLY OUT AND GET STARTED, PROVIDE A, A, A VERY VISIBLE, UH, USE OF THOSE 2020 BOND DOLLARS, UH, AS QUICKLY AS WE CAN.

NEXT SLIDE PLEASE.

SO, IN ADDITION TO THE ACCELERATION AND PLANNING, WE'VE ALSO BEEN WORKING, UM, ON SOME NEW AND IMPROVED, UH, PROCESSES AND PARTNERING WITH, AGAIN, ALL OF OUR, UH, MOBILITY BOND PROJECTS AS WE MOVE FORWARD.

SO ESTABLISHED A COMMUNITY AMBASSADOR PROGRAM AS A PART OF THE ATX, UH, WALKED BY ROLE BY ROLE INITIATIVE AND ENABLES ATD AND PUBLIC WORKS TO TEAM MORE CLOSELY WITH PEOPLE THAT MAY NOT TRADITIONALLY HAVE ACCESS OR HAVE BEEN ABLE TO PARTICIPATE IN MOBILITY PLANNING PROCESSES.

AND FROM THAT INITIATIVE, WE HOPE TO GROW THE PROGRAM INTO AN INTEGRAL WAY THAT WE ENGAGE MORE VULNERABLE, VULNERABLE COMMUNITIES TO MEET THEIR MOBILITY NEEDS.

UH, STAFF IN, IN PUBLIC WORKS, ATD AND WASHER PROTECTION HAVE BEEN PILOTING APPROACHES, UM, INTEGRATING NATURAL ELEMENTS, SUCH AS RAIN GARDENS IN THE STREETSCAPES AND WORK CONTINUES ON THAT EFFORT, AS WELL AS THE ONGOING MAINTENANCE FOR, UH, THOSE PLANTINGS IN THOSE, UH, BETTERMENTS WE'VE BEEN WORKING ON OUR DELIVERY DELIVERY PROCESSES SUCH AS PERMITTING AND WE'RE UNDERGOING EFFORTS TO STREAMLINE THAT PROJECT DELIVERY, DEVELOPING PARTNERSHIPS WITH DEVELOPMENT SERVICES IN REVIEW DEPARTMENTS, SUCH AS WATER SET PROTECTION AND AUSTIN WATER IN TERMS OF, UH, PROVIDING SOME FLEXIBILITY IN TERMS OF THE, UM, UTILITY CRITERIA MANUAL AND ENVIRONMENTAL CRITERIA MANUAL THAT WE CAN USE TO, UM, EXPEDITE THE PERMITTING PROCESS FOR A LOT OF THESE PROJECTS.

[00:45:01]

AND THEN IN ADDITION, WE'VE BEEN, UM, COORDINATING ACROSS NOT ONLY ALL OF OUR INTERNAL CITY BOND PRODUCT PROGRAMS, BUT ALSO WORKING TOGETHER WITH PROJECTS SUCH AS TECH PROJECT AND, UH, PROJECT CONNECT IN TERMS OF HOW THOSE EFFORTS CAN TIE TOGETHER.

AND WE CAN OFFER SOME ENHANCEMENTS OR SOME EFFICIENCIES IN TERMS OF PROJECT DELIVERY.

UM, AND WITH THAT, I'M GOING TO HAND IT OVER TO ANNA TO TALK A LITTLE BIT MORE ABOUT THE MOBILITY ANNUAL PLAN AND OUR, OUR PROCESS THERE.

UH, ONE MORE SLIDE, PLEASE.

OKAY.

SO ERIC WAS ABLE TO DESCRIBE ALL OF THE PROGRESS WE'VE MADE ON THE LARGE CIP BUCKETS AND, UM, HOW THOSE PROJECTS ARE PROGRESSING OR STARTING TO PROGRESS.

UM, AND I KNOW A BURNING QUESTION IS WHAT ABOUT THE REST OF THE LOCAL MOBILITY PROJECTS? WHEN ARE WE GOING TO SEE WHAT YOU'RE GOING TO DO WITH THE 2020 BOND FUNDS? SO HAPPY TO DIVE INTO THAT A LITTLE BIT MORE.

UM, WE'VE BEEN HERE BEFORE, AND I THINK YOU ALL ARE FAMILIAR WITH OUR MOBILITY ANNUAL PLANNING PROCESS.

UH, THE 2022 MAP IS CURRENTLY UNDERWAY, AND THIS IS OUR ANNUAL COORDINATION PROCESS AMONGST ALL OF OUR DELIVERY PROGRAMS. IT ALLOWS US TO IDENTIFY AND COORDINATE PRIORITY PROJECTS, UH, FOR THE YEAR AHEAD.

AND WE REPEAT THIS ANNUALLY SO WE CAN BE FLEXIBLE, UM, BUT ALSO RESPONSIVE TO THE COMMUNITY.

SO THIS YEAR, THE MAP PROCESS WILL BE INCLUSIVE OF THE 20 16, 20 18 AND 2020 BOND.

UM, WE ARE WRAPPING UP INTERNALLY, UM, IN DECEMBER, WE'LL BE SETTING UP INTO INDIVIDUAL MEETINGS WITH THE COUNCIL OFFICES TO GIVE YOU A PREVIEW OF THE PRIORITIES IN EACH OF YOUR DISTRICTS AND FOR THE CITY, UM, AND GET YOUR FEEDBACK, UM, AS WE DO YEARLY, UH, THEN THAT WILL BE PUBLISHED FOR THE COMMUNITY TO PROVIDE INPUT ON, AND THEN FINALLY PUBLISHED, UM, IN VINYL VIRGIN IN THE SPRING.

UH, NEXT SLIDE, PLEASE, AS YOU ALL ARE FAMILIAR WITH THE MAP PROCESS, WE DELIVER PROJECTS ALL OVER AUSTIN AND ALL COUNCIL DISTRICTS, UM, AND THAT IS GOING TO CONTINUE AS WE PLAN FOR 2020.

UM, HOWEVER, WITH DIRECTION IN THE 2020 BOND CONTRACT WITH THE VOTERS, UM, OUR PROGRAM DELIVERY LEADS ARE TAKING AN ITERATIVE APPROACH TO INTEGRATING EQUITY TO OUR PROJECT SELECTION AND PRIORITIZATION PROCESS.

UM, SO WHAT DOES THAT LOOK LIKE? WE HAVE A COUPLE TOOLS IN DEVELOPMENT, BUT I WANTED TO TOUCH ON TODAY AND THEN HAPPY TO COME BACK AT A LATER DATE AND DIVE DEEPER, UM, IF REQUESTED.

SO WE HAVE DEVELOPED EQUITY ANALYSIS ZONES, WHICH IS A GAS, LABOR, UM, MAP LAYER TO INFORM OUR MAP PROCESS.

SO THE ZONES HAVE BEEN DEVELOPED BASED ON A NUMBER OF CRITERIA, UM, THAT WERE OUTLINED IN THE SMP, INCLUDING RACE, INCOME, UH, ACCESS TO INTERNET, UM, HOUSEHOLDS HAVING LESS THAN ONE VEHICLE, UM, AND THEN FOLKS WITH DISABILITIES AS WELL AS SENIORS.

UM, SO THIS CRITERIA WAS USED TO IDENTIFY THE LEVEL OF VULNERABILITY, WHICH WAS THEN MAPPED BY CENSUS TRACK.

SO THE EQUITY ANALYSIS ZONES ARE BEING REVIEWED AND THE 2022 MAP PROGRESS PROCESS, AS WELL AS THEY'RE GOING TO BE LOOKED AT IN THE ATX WALK, BIKE ROLL.

UM, PART IS ASIAN PROCESS THAT'S UNDERWAY RIGHT NOW.

ANOTHER WAY THAT WE ARE LOOKING AT EQUITY IS THROUGH OUR VISION ZERO DATA.

SO THE VISION ZERO PROGRAM ANALYZE CRASH DATA THROUGH A RACIAL EQUITY LENS TO BETTER UNDERSTAND THE RACIAL DISPARITIES AND VICTIMS OF SEVERE INJURIES AND FATALITIES, AND THIS ANALYSIS INFORMED PRIVATIZATION OF SAFETY PROJECTS, UM, AND WE'LL HELP GUIDE, UM, OUR 2020 INVESTMENTS WITH OUR VISION $0.

SO I WANT TO BE CLEAR AS WE'RE SLOWLY INTEGRATING EQUITY INTO OUR PROCESSES.

WE ARE NOT, THIS IS NOT BEING DESIGNED TO EXCLUDE INVESTMENTS IN ALL AREAS OF BOSTON, BUT REALLY HELP US TO BETTER UNDERSTAND AREAS THAT HAVE BEEN UNDER INVESTED IN OVER THE YEARS.

UM, AND, AND ALSO LOOK BACK, YOU KNOW, HOW HAVE WE DONE WITH 2016 AND 2018? HOW ARE WE INVESTING EQUALLY AROUND THE COMMUNITY? UH, NEXT SLIDE PLEASE.

UM, SO JUST A QUICK LOOK AT THE 2022 MAP PROCESS AND TIMELINE.

UM, RIGHT NOW WE'RE S WE'RE RIGHT INTO THE FALL 2021 TIMEFRAME WHERE WE HAVE BEEN HOSTING COORDINATION MEETINGS AMONGST ALL OF OUR PROGRAMS. WE'RE ALSO ASSEMBLING THE 2022 DRAFT MAP.

UM, AND LIKE I MENTIONED, WE'LL BE VISITING WITH YOU ALL NEXT MONTH BEFORE PRODUCING THAT PUBLICLY IN JANUARY.

UH, ONE MORE SLIDE.

AND FINALLY, HOW DOES

[00:50:01]

THIS PART IS THE PROJECT PRIORITIZATION WORK OVERALL THROUGH THE LIFE OF THE 2020 BOND? SO THE MAP FOR 2022 AND 2023 IS LIKELY TO LOOK HAS AS IT HAS IN THE PAST.

UM, BUT WE'LL BE COMBINING THE 20 16, 18 AND 2020 FUNDING, UM, AND LEVERAGING THOSE PROGRAMS TOGETHER, UM, TO BUILD MORE COMPLETE PROJECTS AND USING THE EQUITY TOOLS THAT I MENTIONED AS GUIDES, UM, CONCURRENTLY WITH THAT IN 2022 AND 2023, WE'RE DOING FURTHER INFRASTRUCTURE PLANNING.

THE ATX WALK, BIKE ROLL PROCESS IS ALREADY UNDERWAY, UM, THAT WILL HAVE A STRUCTURAL EQUITY FRAMEWORK, UM, AND ALSO LOOK AT NETWORK ANALYSIS.

UM, SO THAT WILL, ONCE THAT'S ADOPTED, THAT WILL HELP INFLUENCE OUR PLANS GOING FORWARD.

UM, THE TRANSIT TRANSIT ENHANCEMENT INFRASTRUCTURE PLAN WILL ALSO BE COMPLETE AT THE END OF 2022.

UM, SO LOOKING PAST THAT TO 2024 AND BEYOND, WE EXPECT THAT WE'LL PRIORITIZE PROJECTS USING OUR UPDATED PLANS, UM, AND THEN CONTINUING TO TAKE INTO ACCOUNT ALL THE OTHER INVESTMENTS BEING MADE IN OUR COMMUNITY.

UH, THE PROJECT CONNECT LINES, OF COURSE, UM, AS WELL AS, UM, TEXTILE CONSTRUCTION PROJECTS THAT ARE PLANNED IN THE NEAR FUTURE.

SO THAT'S A GLIMPSE OF, UM, WHAT THE NEXT SIX YEARS WILL LOOK LIKE FOR US.

UM, AS ERIC MENTIONED, WE PLAN TO KICK OFF CONSTRUCTION AND FIRST QUARTER OF 2022, AND THAT WILL BEGIN OUR SIX YEAR CLOCK AS PER THE CONTRACT WITH THE VOTERS.

SO WE'RE LOOKING FORWARD TO GETTING STARTED.

AND THEN, UM, IN THE MEANTIME, KEEP DELIVERING GREAT PROJECTS OUT OF THE 2016 AND 18, UM, BOND BUCKETS AS WELL.

I BELIEVE THAT'S THE END OF OUR PRESENTATION, BUT ERIC AND I ARE BOTH HERE AND AVAILABLE FOR QUESTIONS.

THANK YOU.

I LIKE THE WAY YOU PUT THAT BECAUSE THIS VERY MUCH IS BUILDING AND EXPANDING UPON THE GOOD WORK THAT TRANSPORTATION AND PUBLIC WORKS ARE ALREADY DOING AND HAVE BEEN DOING FOR A VERY LONG TIME.

WE'RE CERTAINLY VERY EXCITED JUST TO BE ADDING ONTO THE POSSIBILITIES AND THE CAPABILITIES OF OUR TEAMS TO BE ABLE TO DELIVER MEANINGFUL PROJECTS TO THE COMMUNITY.

SO IT CERTAINLY, UM, DOESN'T GO WITHOUT MUCH APPRECIATION.

UM, I ALSO LOVE THE MOBILITY ANNUAL PLAN.

EVERY TIME WE GO THROUGH THESE PLANNING PROCESSES, I LOVE TO SHARE IT WITH MY CONSTITUENTS JUST SO EVERYBODY CAN WORK WITH IT.

AND IF YOU HAVEN'T BEEN ON IT BEFORE, IT'S A GIS MAP THAT YOU CAN CLICK THROUGH, CLICK ON THE PROJECTS, LOOK AT WHAT'S HAPPENING IN YOUR NEIGHBORHOOD AND WHAT THE EXPECTED TIMELINES ARE.

AND SO IT'S A VERY COMPREHENSIVE WAY TO LOOK AT ALL OF THE INFRASTRUCTURE PLANNING.

UM, NO MATTER WHERE THE FUNDING SOURCE IS COMING FROM, IT'S ALL PROJECTS THAT YOUR TEAMS ARE DOING.

UM, AND THE TRANSIT ENHANCEMENT PLANNING, I THINK THAT'S HUGELY IMPORTANT BECAUSE WE KNOW THAT WE HAVE GREAT PARTNERSHIPS WITH CAPITAL METRO AND, AND OTHER PUBLIC TRANSPORTATION OPTIONS THAT WE HAVE IN THIS CITY.

AND SO I KNOW, ESPECIALLY IN A DISTRICT LIKE MINE AND SOUTHWEST AUSTIN, UM, WE DON'T ALWAYS HAVE A TON OF BUS SERVICE AND THE ONES THAT ARE THERE DON'T NECESSARILY HAVE THE BUS STOP SHELTERS, OR, UM, YOU KNOW, WE'RE STILL WORKING ON ROLLING OUT THE ADA ACCESSIBLE BUS STOPS.

AND SO I KNOW THAT'S A HIGH PRIORITY FOR CAP METRO AND REALLY APPRECIATE THE WORK THAT THEY'RE DOING AS WELL.

ARE THERE QUESTIONS FROM MY COLLEAGUES, COUNCIL MEMBER ALTAR, YOU MAY BE ON MUTE OR MAYBE YOUR VOLUMES REALLY LOW, NOT SURE WHAT'S GOING ON THERE.

SHE'S STILL NOT ABLE TO HEAR SHE'S WAVING.

NEVERMIND, SORRY, COUNCIL MEMBER.

I KNOW SOMETIMES THERE'S TECHNICAL GLITCHES.

UM, I DON'T KNOW THAT I HAVE EXTRA QUESTIONS TOO.

I KNOW WHEN WE HAD TALKED THROUGH PUTTING BONDS, UM, TO THE VOTERS, UH, I THINK IT WAS TRANSPORTATION HAD A REALLY GOOD SEQUENCE OF FUNDING AND KNOWING THAT WE'VE ALREADY GOT BONDS FROM PREVIOUS, UM, VOTER APPROVAL PROCESSES THAT ARE CURRENTLY BEING IMPLEMENTED, AND WE WANTED TO MAKE SURE WE KIND OF RODE THE WAVE AND KEPT THE TEAMS GOING AND KEPT GOOD STAFF ON HAND TO MAKE SURE THAT WE COULD CONTINUE DELIVERING THESE IMPROVEMENTS.

SO I KNOW THIS FIRST YEAR IS A LOT OF, UM, PLANNING AND LOOKING AT THE ALREADY APPROVED DOCUMENTATION AND JUST FIGURING OUT HOW TO PRIORITIZE IT, HOW TO GET THE RIGHT TEAMS IN THE RIGHT PLACE AT THE RIGHT TIME.

SO I REALLY APPRECIATE THAT.

THANK YOU.

IF THERE'S NO OTHER QUESTIONS, I THINK, I THINK THAT'S IT FOR Y'ALL.

THANK YOU.

THE NEXT ITEM ON OUR AGENDA

[5. Update from the chair of the Urban Transportation Commission (UTC) regarding recent UTC actions from the September 27,2021 and October 5,2021 meetings.]

IS AN UPDATE FROM THE CHAIR OF THE URBAN TRANSPORTATION COMMISSION.

UM, CHAIR CHAMPION IS UNABLE TO MAKE IT TO BE HERE WITH US TODAY

[00:55:01]

FOR THAT UPDATE.

SO WE CERTAINLY APPRECIATE HIS SERVICE AND LOOK FORWARD TO HEARING FURTHER UPDATES IN THE FUTURE.

AND THE LAST PRESENTATION ITEM IS GOING TO BE FROM ASSISTANT CITY MANAGER, GINA FIE, AND DACA ON HER STRATEGIC OUTCOME UPDATE THERE.

COULD YOU HEAR ME NOW? YOU'RE ABLE TO HEAR ME NOW.

WE CAN TRY IT NOW.

DID YOU HAVE URGENT QUESTIONS? DID YOU WANT ME TO GO BACK TO THE, UM, I THINK I CAN ADDRESS IT TO MISTY AND DONKA.

UM, I JUST WAS, I HAD ASKED A FEW WEEKS AGO ABOUT, UM, THE VA HAD MADE A HUGE INVESTMENT IN OUR SIDEWALKS, UM, BUT WE'RE NOT SHOWING ANY, UM, MEASURABLE CHANGE ON SOME OF THE MEASURES.

UM, AND I HAD ASKED MR. MENDOZA FOR, FOR AN ANSWER TO WHAT ACCOUNTED FOR THAT.

UM, BUT HAVEN'T HEARD BACK YET.

I CAN GET AN AD FOR SOME TIME.

WE ARE, I'M ACTUALLY JOINED BY DIRECTOR MENDOZA TODAY.

SO I'LL ASK HIM TO JOIN ME IN DRESS YOUR QUESTIONS.

THANK YOU.

THANK YOU.

COUNCIL MEMBER ALTAR RICHMOND DOES A DIRECTOR OF PUBLIC WORKS.

UH, YES, I HAD VISITED WITH VISITED WITH MY STAFF AND THE METRICS THAT WE ARE TRACKING ARE THE PERCENT OF, UH, FUNCTIONALLY SUFFICIENT SIDEWALKS IN THE NETWORK.

UH, WE WERE AT AROUND 25%, UH, AS LITTLE AS THREE YEARS AGO.

AND THAT NUMBER SINCE BEEN UPDATED TO AROUND 38 OR 42%, WE JUST HAVE TO UPDATE OUR MATERIAL AND THEN I WILL SEND THAT TO YOU IMMEDIATELY.

RIGHT? CAUSE I HAD SEEN THAT WE HAD PUT IN A LOT OF INVESTMENT AND WAS SURPRISED TO SEE THERE WASN'T ANY DELTA THERE.

SO I'LL LOOK FORWARD TO SEEING THAT AND HAVING THOSE DASHBOARDS UPDATED.

THANK YOU.

OH, CERTAINLY.

YOU'RE WELCOME.

THANK YOU, COUNCIL MEMBER.

UM, AND CHAIR ELLIS.

I HAVE

[6. Update from Assistant City Manager Gina Fiandaca on the City's Strategic Mobility Outcome. ]

SUBMITTED FOR YOUR REVIEW, THE MONTHLY MOBILITY OUTCOME REPORT.

AND I'M HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

THANK YOU, ASSISTANT CITY MANAGER.

I CERTAINLY APPRECIATE THESE UPDATES BECAUSE I KNOW THERE'S A LOT OF MOVING PARTS GOING ON WITH TRANSPORTATION AND PUBLIC WORKS.

UM, I DID WANT TO ASK, I DO SEE A SIGNALIZED PEDESTRIAN CROSSWALK AND WAS GOING TO ASK FOR CLARIFICATION, BUT NOW I SEE, UM, THE ONE FOR SLAUGHTER LANE AND VINEMONT IS HUGELY IMPORTANT TO THE NEIGHBORS IN THE VINEMONT NEIGHBORHOOD IN CIRCLE C.

UM, THAT IS A ROAD THAT I KNOW THE SLAUGHTER CORRIDOR HAS BEEN ON, YOU KNOW, IN THE WORKS FOR A LONG TIME THROUGH THE 2016 CORRIDOR PROGRAM, WHICH HAS BEEN MOVING ALONG WELL.

AND SO I'M SUPER EXCITED TO SEE THAT THAT PARTICULAR CROSSING SIGNAL, UM, IS UNDER CONSTRUCTION.

WE'RE VERY EXCITED ABOUT THAT.

UM, THE, THE STREET HAS A LOT OF BIG PROBLEMS WITH SPEEDING AND, UM, SO I'M REALLY GLAD THAT THE CORRIDOR OFFICE IS WORKING ON THAT AND THE TEAM'S BEEN VERY RECEPTIVE TO THE NEEDS OF THE NEIGHBORS.

AND SO WE CERTAINLY APPRECIATE, UM, THAT THAT ATTENTION BEING PLAYED TO IT.

AND THEN YOUR REPORT ALSO TALKS ABOUT NORTHERN WALNUT CREEK TRAIL EXPANSION, WHICH IS REALLY EXCITING, UM, HAS UPDATES ON THE JOINT POWERS AGREEMENT, WHICH WE WERE ABLE TO HEAR A BIT MORE ABOUT THAT EARLIER TODAY, CAPTAIN STITCH FOR , WHICH IS A BIG CONVERSATION HAPPENING RIGHT NOW, UM, AND A NUMBER OF OTHER, UH, PROCESSES THAT YOUR TEAMS ARE CURRENTLY WORKING ON.

SO ARE THERE ANY QUESTIONS FROM THE COMMITTEE MEMBERS? I THINK WE'RE ALL SET.

THANK YOU.

THANK YOU.

SO THAT IS ALL OF OUR BUSINESS TODAY WITH THE EXCEPTION OF IDENTIFYING

[7. Identify items to discuss at future meetings. ]

FUTURE ITEMS. WE HAVE A LAUNDRY LIST OF ITEMS THAT, UH, ARE CURRENTLY TENTATIVE FOR THE JANUARY AND FEBRUARY MEETINGS.

AGAIN, I THINK COUNCIL MEMBER ALTER HAS A CONFLICT FOR FEBRUARY, BUT I THINK THE REST OF THE OTHER DATES SHOULD WORK.

SO WE HAVE TOPICS SUCH AS, UM, EMERGING TECHNOLOGIES AND THE RIGHT OF WAY THAT VICE-CHAIR KELLY WANTED TO TALK ABOUT.

UM, SOME OF THE FOLKS ON THE ON, UM, CITY CHAMBER TRIP GOT TO UNDERSTAND A LITTLE BIT MORE ABOUT THE CAPTAIN STITCH PROJECT, WHICH IS ANOTHER GREAT TOPIC THAT EVERYBODY'S WORKING VERY HARD TO SOLVE FOR OUR COMMUNITY.

THE CHICAGO CASE STUDY ABOUT, UM, REDUCED PARKING FOR A PARTICULAR DEVELOPMENT THAT USED AFFORDABILITY UNLOCKED.

AND SO THAT'S A REALLY INTERESTING CASE STUDY FOR US TO MAYBE JUST TALK ABOUT HERE.

FEDERAL INFRASTRUCTURE BILL IS VERY EXCITING RIGHT NOW.

ASM P IS GOING TO BE HAVING AMENDMENTS AS ARE WE GOING TO HAVE A WORK SESSION WITH THE STRATEGIC DIRECTION 20, 23 IN I THINK JANUARY OR FEBRUARY TO LOOK AT THOSE METRICS.

AND AGAIN, THAT'S A FIVE-YEAR PLAN THROUGH 2023.

[01:00:01]

SO I DON'T THINK THERE WILL BE TOO MANY HUGE UPDATES, BUT MAYBE SOME TWEAKS AND MAYBE SOME REPLACEMENTS THAT, THAT ARE BETTER FOR US TO UNDERSTAND HOW WE'RE ACCOMPLISHING OUR GOALS AS A COMMUNITY.

THERE WILL BE A LIVING STREETS, NEXT STEPS COMING UP, THE
