WE'LL JUMP OVER TO WOLF GANG. IF YOU DON'T MIND, COMMISSIONER NEATER, NICOLE WREN, MICHAEL JOHANNE, UH, DISTRICT TO LUCA DISTRICT SEVEN. WELL, IT DOES GUPTA APPOINTED BY THE MAYOR, JOHN MCNAB WITH THE DISTRICT PIPE, CHARLES CURRY DISTRICT 10. OKAY, GREAT. WELL THANK YOU. UM, SO WITH CALL THE ORDER, UM, COMPLETE, WE'LL GO INTO CITIZEN COMMUNICATION. IS THERE THERE'S NOBODY SIGNED UP APPARENTLY, OBVIOUSLY. SO WE'LL, WE'LL, UH, WE'LL JUMP RIGHT INTO [1. a. Approval of the minutes from the June 16, 2021 Bond Oversight Commission meeting ] A GIN ITEM. NUMBER ONE APPROVAL OF MINUTES. THIS IS FROM WAY BACK IN JUNE, UH, JUNE 16TH OR LAST MEETING TIME. SO TAKE A MOMENT AND READ OVER THOSE. IF YOU HAVE NOT YET, PLEASE, THEN I'LL, I'LL BE READY FOR EMOTION WHENEVER WE'RE READY. SO I FIGURED, OKAY. I, SECOND, SECOND. OKAY. WE HAVE A MOTION TO APPROVE A SECOND, UH, ALL IN FAVOR. AYE. ANY OPPOSED? NONE. OKAY. YEAH. [2. a. Staff briefing from the Financial Services Department providing an FY 2020-21 year-end financial update on the 2012, 2016, 2018, and 2020 voter-approved bond propositions ] OKAY. ONTO ITEM NUMBER TWO, STAFF BRIEFINGS, UH, WITH A BRIEF BRIEFING FROM FINANCIAL SERVICES DEPARTMENT PROVIDING A FISCAL YEAR 2021 YEAR END FINANCIAL UPDATE ON THE 20 12, 20 16, 20 18 AND 2020 VOTER APPROVED BOND PROPOSITIONS. THANK YOU, CHAIR, VICE CHAIR AND THE COMMISSION. SO I WILL TAKE OFF MY DEPARTMENT, LIAISON HAT AND PUT ON MY FINANCIAL SERVICES HAT, UH, TO, UH, TO PROVIDE THIS, UH, PRESENTATION. UH, AND WHAT THIS PRESENTATION'S PURPOSE IS, IS TO PROVIDE THE COMMISSION WITH KIND OF AN UPDATE ON HOW ALL THE ACTIVE, ALL THE ACTIVE BOND PROGRAM STAN, UM, AS OF, AS OF YEAR END CLOSE OF F Y 21. SO AS OF SEPTEMBER 30, 30TH OF 21, UM, THAT WAY YOU KIND OF HAVE AN OVERALL VIEW OF HOW EVERYTHING CURRENTLY STANDS FINANCIALLY, UH, 20 12, 20 16, 20 18 AND 2020. AND ALSO WITH US DISCUSSING THE CALENDAR TODAY AND, UH, LOOKING INTO 2022, UH, THIS WILL PROBABLY PROVIDE SOME, UM, UH, WILL, WILL SPUR SOME, SOME DISCUSSION AND ITEMS THAT YOU MIGHT WANT TO COME SEE, UH, SEE FORWARD. AND THE FIRST COUPLE OF MEETINGS OF 22 IN JANUARY AND FEBRUARY. UH, SO, UH, AND OF COURSE, AND WE WILL GET TO THOSE ITEMS LATER, BUT I THINK THIS PRESENTATION WILL SERVE TWO PURPOSES. IT GIVE YOU THAT KIND OF YEAR IN OVERALL, LOOK AT HOW EVERYTHING STANDS WHILE ALSO KIND OF LOOKING FORWARD ON WHAT WE WANT TO, WHAT YOU ALL WANT TO, UH, SEE, UH, IN THE FIRST QUARTER OF 22. SO JUMP INTO IT. UM, BECAUSE AS I SAID, YEP, THIS'LL BE THE YEAR END FINANCIAL REPORT. UH, SO, SO OUR ACTIVE BONDS ARE 20 12, 20 16, 20 18 AND 2020, UH, AS I, AND I THINK, YOU KNOW, BACK IN, IN JUNE OR THE APRIL MEETING, I THINK WE DID DISCUSS THE VERY TINY AMOUNT THAT IS LEFT IN 2006. THAT'S NOT NECESSARILY AN ACTIVE BOND. THESE, UH, IT'S JUST GETTING KIND OF FINISHED OFF. AND THE 20 12, 16, 18 AND 20 ARE, ARE THE ACTIVE BONDS. UM, SO IN, IN 2012, IN NOVEMBER OF 2012, UH, AUSTIN VOTERS APPROVED THESE, UH, SIX PROPOSITIONS, UH, AND, UH, FROM THE TRANSPORTATION, TRANSPORTATION AND MOBILITY TO, TO LIBRARY MUSEUM CULTURAL ART FACILITIES IN TOTAL, THIS WAS A $306.7 MILLION, UH, BOND PACKAGE THAT WAS APPROVED, UH, ALL TOLD BETWEEN PROPOSITION 12 THROUGH 18, AS OF SEPTEMBER 30TH [00:05:01] OF 21, UH, 91.8% OF IT HAS BEEN EXPENDED, UH, AND THAT, AND, AND, OR HAS BEEN OBLIGATED RATHER. UH, AND SO, AND SO THAT, THAT LEAVES 25 MILLION REMAINING ABOUT 8% OF THE BOND, UH, OF ALL THE PROPOSITIONS COMBINED, UH, REMAIN TO BE, UH, TO BE, UH, SPENT, UM, OF, OF THAT. UH, AS YOU SEE, THE PIE CHART ON THE LEFT SHOWS THE OVERALL OVERALL AMOUNT, AND THEN THE, THE CHART ON THE, UH, ON THE RIGHT, THE BAR CHART SHOWS IT BROKEN DOWN BY EACH PROPOSITION. UM, AND SO, AND SO YOU'LL NOTICE THAT, SO PROPOSITION 12, WHICH IS THE TRANSPORTATION AND MOBILITY, UH, PROB PROPOSITION, UH, HAS 10.4% REMAINING, UH, PROPOSITION 13, WHICH IS THE OPEN SPACE AND WATERSHED PROTECTION IS, IS, IS COMPLETED PROPOSITION 14. UH, THE PARKS AND RECREATION HAS 7.3% REMAINING, UH, PROP 16 PUBLIC SAFETY PROPOSITION AS 12% REMAINING. AND PROPOSITION 17, THE HEALTH AND HUMAN SERVICES HAS 0.7% VIRTUALLY DONE, AND PROPOSITION 18 LIBRARY MUSEUM AND CULTURAL ARTS FACILITIES HAS 5.6% REMAINING. SO AGAIN, THAT, THAT, THAT LEAVES 25 MILLION IN TOTAL, STILL, UH, ON THAT, ON THAT 20 12, 20 12 BOND, UH, TO MOVE, SORRY TO INTERRUPT. WELL, DO YOU MIND IF WE ASK QUESTIONS BETWEEN EACH, EACH KIND OF YEAR, OR DO YOU WANT TO WAIT UNTIL THE END? UH, YOU KNOW, THAT, THAT MIGHT MAKE SENSE JUST TO DO IT YEAH. ONCE WHEN WE FINISHED THE YEAR. OKAY. YEAH. DO YOU MIND JUMPING BACK TO THAT SLIDE? JUST WANTED TO SEE WHAT IF THERE IS A SCHEDULE FOR THE COMPLETION OF THE REMAINING OUTS, THE OUTSTANDING. YEAH. SO, UH, SO THE, THE, THE, THE TWO, I GUESS, THAT ARE MOST OUTSTANDING, THAT ARE DRIVING THE AT 25 MILLION, IS THE PROP 12 AND PROP 16 MORE SORT OF 12 TO 12 IS TRANSPORTATION MOBILITY. I KNOW, UH, I WOULD, I WOULD, UH, DEFER TO TRANSPORTATION, UH, AS FAR TO, TO GET MORE INTO THE DETAILS OF IT. BUT I DO KNOW THAT IT'S SOME OF THE CORD, OR I THINK SOME OF THE CORRIDOR WORK THAT MIGHT BE DONE SOME OF THE, SOME OF THE, UH, I THINK THAT I, BUT I'M NOT SURE ON THE, ON THE SCHEDULE. I DO KNOW THAT IT'S CERTAINLY IN THE WORKS. UM, AND THEN, UH, PROPOSITION 16 HAS 12% REMAINING THAT'S PUBLIC SAFETY, UH, THE, UH, THAT HAS TO DO WITH THE, THE MOUNTED PATROL FACILITY AND, UH, OVER THE PAST YEAR AND A HALF OR SO, THAT'S, THAT'S BEEN, UH, BEEN, BEEN, UH, PUT ON HOLD AS THE STATE HAS GONE THROUGH REIMAGINE PUBLIC SAFETY PROCESS. UH, THERE MAY BE, UH, AN UPDATE VERY SOON ON THAT ONE. UH, BUT, UH, BUT AGAIN, YEAH, I'LL, I'LL, WE'LL HAVE TO WAIT FOR THAT UPDATE, SO I'M NOT EXACTLY SURE. I CAN'T TELL YOU FOR SURE WHAT THAT SCHEDULE LOOKS LIKE, BUT I DO KNOW THAT IT'S CERTAINLY CERTAINLY IN THE WORK. SURE. I THINK THAT'S GOING TO BE, UH, UM, UH, THE QUESTION THAT WILL BE POSED ON EACH ONE OF THESE, RIGHT. AS WE GET DOWN, YOU KNOW, WHAT'S THE, WHAT'S THE SPIN, SPIN, SPIN DOWN SCHEDULE. ARE WE ON TRACK, ET CETERA? SO IF WE, YOU KNOW, IF WE DON'T HAVE THE RESPONSES TO ANY OF THOSE TODAY, OBVIOUSLY WE CAN FOLLOW UP AND SEE, YOU KNOW, RIGHT. UM, IN GREATER DETAIL, UM, AND SOME OF THESE PROPOSITIONS ARE, YOU KNOW, APPROVED, UH, PROPS. THEY DON'T HAVE ANY, THEY'RE NOT DATE BOUND. RIGHT. BUT THERE, THERE WASN'T A VOTER COMMITMENT OR, YOU KNOW, A COMMITMENT TO THE PUBLIC, HEY, WE WILL, WE WILL GET THIS DONE WITHOUT A CERTAIN, UH, YOU KNOW, WITHIN A CERTAIN AMOUNT OF TIME. CORRECT. UH, CORRECT. THE 2012, UH, THE 2012 D DID NOT HAVE A CONTRACT WITH THE VOTERS. OKAY. UH, THE OTHERS, THE MORE RECENT ONES DID, BUT THIS ONE DID NOT CORRECT. OKAY. GREAT. ALL RIGHT. THANKS. ANY OTHER QUESTIONS? I HAD A, I HAD A QUESTION. SO, UH, THANK YOU FOR YOUR QUESTION ON THE SCHEDULE FOR THE SPEND-DOWN. UM, MY QUESTIONS RELATED, IS THERE A TASK LIST OR A PROJECT LIST THAT ISN'T ASSOCIATED WITH ALL OF THE, UM, UH, ENCUMBERED MONEY? UM, YES. UH, THERE, THERE, THERE CERTAINLY ISN'T AND WE COULD FOLLOW UP ON GETTING THAT MORE DETAILED, UH, THAT DETAILED LIST TO YOU. UH, I WILL SAY AS WELL THAT, AND WE CAN SHOW IT LATER ON IN THIS PRESENTATION IT'S IN THE APPENDIX. UH, BUT, BUT THERE ARE SOME ONLINE RESOURCES AS WELL. UH, BUT SPECIFICALLY TO YOUR QUESTION, UH, THEN YEAH, WE CAN ABSOLUTELY RESPOND AND GET YOU A MORE DETAILED BREAKDOWN ON WHAT THAT, THAT LOOKS LIKE. THANK YOU, KRISHA DESPERATE. YEAH. SO MY QUESTIONS ARE SOMEWHAT RELATED, AND THAT IS EVEN THOUGH THE 2012 BOND DID NOT HAVE A TIME COMMITMENT SAYING WE WILL GET IT DONE IN THIS MANY YEARS. I'M SURE [00:10:01] WHEN YOU CAME UP WITH THE DOLLAR NUMBERS, YOU HAD A VISION OF HOW MANY YEARS YOU NEED IT FOR, BECAUSE OTHERWISE INFLATIONARY PRESSURES ARE GOING TO KEEP INCREASING, YOU KNOW, THE COST OF THE PROJECTS. SO BASED ON THAT TIMELINE THAT YOU ASSUMED, EVEN WITHOUT THE COMMITMENT TO THE CITIZENS, ARE THESE PROJECTS ON TIME. AND SECONDLY, INFLATION IS GOING UP, WHAT WILL BE THE IMPACT OF RECENT INFLATIONARY PRESSURES ON YOUR ABILITY TO COMPLETE THE TASKS BASED ON THE MONEY THAT'S LEFT? SURE. UM, SO AS FAR AS THE SPECIFIC PROJECTS GO AND THEIR SCHEDULE ON WHAT'S TO WHAT'S REMAINING, I, I WOULD WANT TO DEFER TO THE SPECIFIC TRANSPORTATION, TRANSPORTATION, OR PUBLIC WORKS, THOSE DEPARTMENTS THAT ARE DOING THE WORK. I, UH, THEY WOULD DEFINITELY BE MORE, UH, THE EXPERT ON THE SUBJECT, UM, TO YOUR SECOND QUESTION. AND WE CAN FOLLOW UP WITH YOU ON THAT, TO YOUR SECOND QUESTION. UH, CERTAINLY I KNOW THAT THAT PROJECTS HAVE SEEN SUPPLY CHAIN ISSUES THAT, UH, AND OF COURSE THE SUPPLY CHAIN ISSUES ARE THEN DRIVING SOME OF THESE INFLATIONARY ISSUES THAT YOU'RE TALKING ABOUT THAT CERTAINLY NEVER HELPS, NEVER HELPS A PROJECT WHEN, WHEN YOU HAVE THAT, WHEN WE'VE SEEN, YOU KNOW, OVER THE COURSE OF THE PAST DECADE, RELATIVELY LOW INFLATION UNTIL RECENTLY WITH, UH, VARIOUS ISSUES THAT ARE CAUSING IT. UH, SO YEAH, SO I MEAN, TH TH TH THAT CERTAINLY CERTAINLY IS A DIFFICULTY, UH, AND, UH, I, I, AGAIN THOUGH, WOULD WANT TO BRING IN, UH, BRING IN THE, THE, THE INDIVIDUALS WORKING ON THESE, ON THESE PROJECTS TO, TO GIVE, UH, PROBABLY A MORE FLESHED OUT ANSWER, BUT WE CERTAINLY FROM FINANCIAL SERVICES SIDE THAT ARE, UM, OF THAT ARE MONITORING THESE THINGS, CERTAINLY THAT, THAT, YEAH, WE SEE THAT CERTAINLY A PROBLEM. CERTAINLY, CERTAINLY NEVER, NEVER SOMETHING THAT YOU WANT TO HAVE TO DEAL WITH. AND ESPECIALLY WHEN SOMETHING IS APPROVED IN 2012, AND WE ARE, UH, A FEW MORE YEARS DOWN THE ROAD, AND AS THOSE PRICES INCREASE, CERTAINLY. SO, YOU KNOW, TO, TO SUMMARIZE, YOU DON'T HAVE TO BRING THESE EXPERTS BACK HERE TO MAKE A PRESENTATION. IF YOU SEND US A DOCUMENT IN ELECTRONIC DOCUMENTS, SAY, HERE ARE THE LIST OF PROJECTS. THIS IS THE TIMELINE THAT WE WERE SUPPOSED TO FINISH IT IN. THIS IS THE NEW TIMELINE, AND THIS IS THE COST IMPACT. NO, NO, THAT MAKES SENSE. SURE. YEAH, I THINK IT, I THINK IT, IT HELPS TO HAVE THE DATA AND THE TIMELINES. I, I DO THINK THERE'S VALUE IN, IN, IN HAVING, YOU KNOW, THE DATA AND POTENTIALLY A FACE-TO-FACE MEETING IN THE PROJECT DONORS TO GET TO SOME OF THESE QUESTIONS THAT ARE SPECIFIC AROUND THE PROJECTS. BUT YEAH, I THINK, I THINK THE DATA ALONE IS IT'S HELPFUL AS WELL. SO, BUT, YOU KNOW, I WILL SAY, WELL, YOU KNOW, I, GOING BACK THROUGH THE BRIEFING DESCRIPTION, I MEAN, THIS IS, THIS IS YOUR DEPARTMENT GIVING US KIND OF THE BALANCE SHEET, RIGHT? LIKE KIND OF THE SNAPSHOT OF WHERE THINGS ARE TODAY. YOU'RE NOT GOING TO HAVE ANY OF THESE PROJECT DETAILS ON HAND, I WOULD SAY, YEAH, SOME HIGH LEVEL THINGS I DO IN GENERAL, THOUGH, THIS IS CERTAINLY MORE, A HIGHER LEVEL OVERVIEW OF HOW IT ALL STANDS. UH, BECAUSE I DID EXPECT ALL THESE, ALL THESE GREAT QUESTIONS THAT ARE, AND THEY ARE GOOD AND OBVIOUSLY LIKE EXPECTED. AND, AND FOR THAT, UH, THAT'S WHY I THINK IT WILL SPUR DISCUSSION HERE, BUT ALSO DISCUSSION GOING FORWARD AS WE GET INTO NEXT YEAR'S MEETINGS THAT TISHA HAD TO SUBMIT SOME OF THIS STUFF TO GET PEOPLE IN HERE AND TALK ABOUT IT. RIGHT. THE NEXT QUESTION, DID YOU HAVE A QUESTION? YEAH. MY OTHER QUESTION IS REALLY SPECIFIC TO TRANSPORTATION OF THE FUNDS THAT ARE REMAINING IS ANY PART OF IT RELATED TO SAFE STREETS TO SCHOOL. THAT'S A VERY SENSITIVE SUBJECT FOR ME BECAUSE I WANT CHILDREN TO BE SAFE. I WANT CHILDREN TO BE WALKING ON SIDEWALKS, NOT ON STREETS FOR CARS CAN MOVE THEM DOWN. LOSING ONE CHILD IS ONE CHILD TOO MANY TO LOSE. SO I WANT TO MAKE SURE THAT THOSE PROJECTS AT LEAST ARE ON TIME AND DELIVERED SAFELY FOR OUR CHILDREN TO BE SAFE. UH, AND, AND THAT'S SOMETHING I CAN DEFINITELY, UH, QUICKLY FOLLOW UP WITH YOU AFTER THIS MEETING. I DON'T HAVE IT RIGHT HERE ON HAND, BUT, UM, I CAN QUICKLY FOLLOW UP ON THAT PART, CERTAINLY. OKAY. ANY ADDITIONAL QUESTIONS FROM THE 20 12 1 PACKAGE? IS THERE DIDN'T WE AGREE IN AN EARLIER MEETING THAT PRESENTATIONS WOULD BE PROVIDED IN THE PAST MEETING? YEAH. YEAH. WE DID IT IN ADVANCE IN A, IN A PROPER FORMAT AS WELL. SO I THINK THAT'S A GREAT POINT TO BRING UP. THIS IS A REMINDER. YEAH. YEAH. AND THIS WAS EMAILED OUT YESTERDAY. YEAH. YEP. YEAH. UH, [00:15:01] I, I DID REVIEW THEM AND THAT'S WHY I'VE COME PREPARED WITH THESE QUESTIONS. YEP. ALL RIGHT. THANKS. I JUST WANTED TO CHIME IN AND SAY, YEAH, I DIDN'T KNOW IF WE WANTED TO DO EVENTUALITY TO BE GETTING DRILLED DOWN INTO EACH LINE ITEM FROM EACH DEPARTMENT. I MEAN, I THINK THIS IS A GREAT WAY TO START KIND OF THE NEXT YEAR KIND OF WENT ON TO WHERE WE'RE REBOOTING THE CYCLE, JUST CAUSE WE HAVEN'T BEEN TOGETHER IN SEVERAL MONTHS, BUT YEAH. UM, I THINK JUST TO YOUR POINT, MAYBE JUST A, I HATE TO USE THE CLICHE A HIGH LEVEL, 30,000 FOOT VIEW OF WHAT INFLATION MAY BE IMPACTING YOU JUST, I MEAN, SOME OF THESE ARE, I MEAN, YOU CAN'T TRACK THESE THINGS QUARTER TO QUARTER, BUT YEAH. 10 YEAR SNAPSHOT OF WHAT INFLATION MIGHT BE DOING TO A 2012 PROJECT, UH, MAYBE JUST COST OVERAGES ON THAT. WE DON'T NEED TO BREAK IT DOWN IN MY OPINION, MAYBE IF, IF, IF AT A QUARTERLY LEVEL, IF WE GET TO THAT PARTICULAR PARTICULAR DEPARTMENT, UH, BUT FOR YOUR PURPOSES, I THINK JUST A SNAPSHOT OF WHAT INFLATION MIGHT BE DOING. AND THEN SECONDLY, JUST THE, THE, THE PAYMENT, THE BUTTON I'M ALWAYS ABOUT IS, UM, HOW MUCH OF THIS PAPER HAS BEEN SOLD. WHAT IS OUR DEBT SERVICE ON THIS AND ALLOCATED AND UNSPENT AND UNDEPLOYED UM, CAUSE I THINK THAT'S ACTUALLY MY OPINION. THE LAST TIME I CHECKED INTEREST RATES CAN DO JUST AS MUCH DAMAGE IN INFLATION. I'D RATHER, I'D LIKE TO SEE THOSE TWO. AND THEN I THINK AS WE GO ALONG MONTH BY MONTH AND YOU'VE DONE A GREAT JOB, I THINK THE WHOLE BOARD IS, AND YOU HAVE AS WELL OF LAYING OUT, WE'LL HEAR FROM DEPARTMENT BY DEPARTMENT, BUT MAYBE JUST THE ONUS ON YOU MIGHT JUST BE IF YOU'RE OKAY WITH IT, JUST WHAT INFLATION IMPACT AND DIMENTURE PAYMENT IMPACT, UM, ON, ON SPENDER, ON, ON MARK CAPITAL. SO FAR THAT ON THE PAPER WE SOLD, I THINK IT MIGHT BE A HEALTHY COMPROMISE. YEP. GREAT, GOOD DISCUSSION. THANK YOU. SORRY. I HAVE ONE MORE QUESTION. UM, RELATED TO THAT, THE INCOME BIRD FUNDS, I IMAGINE THOSE HAVE, UH, BEEN SOLD THAT PAPER'S BEEN SOLD. RIGHT. AND IT'S NOT. OKAY. SO, SO THE 25 MILLION OF UNENCUMBERED THAT PAPER HAS NOT BEEN SOLD, UM, THE 25, UM, THAT IS CORRECT. YEP. OKAY. WELL, YEAH, FOR THIS ONE, I MEAN, BUT IT ADDS UP AS YOU GO. I DIDN'T MEAN TO, I WAS TAKING ON JUST THIS ONE I MADE KIND OF AS WE GO AND PROGRAM. RIGHT. BUT I THINK WHAT'S GOING TO HAPPEN IS AS WE LOOK AT THE, UH, NEWER BONDS, THE PERCENTAGE OF UNENCUMBERED FUNDS WILL BE LESS. I MEAN, IT WILL BE MORE. AND SO WHAT WILL HAPPEN IS YOUR INFLATION AND YOUR COST OF MONEY IS GOING TO DEFINITELY IMPACT THAT THE BUDGETS. YES. YEP. OKAY. YEP. KEEP IT. YEAH. YEAH. I AGREE. THIS WOULD BE THE SAME QUESTIONS OR GETTING THE WHEELS TURNING AGAIN HERE, HERE. YEAH. OKAY. APPRECIATE IT. WELL, YEAH, ABSOLUTELY. NO, THIS IS GREAT. IT'S GREAT TO GET BACK IN THE SWING. UM, SO, SO MOVING TO 2016, I JUST HAVE THE IT SHIT IN 2016, THERE WERE JUST THE MOBILITY BOND THAT WAS PASSED. I JUST HAVE THE BOND LANGUAGE THERE, THE PROPOSITION LANGUAGE FROM THE BALLOT LANGUAGE RATHER. UM, AND OF THE, OF THE 2016 MOBILITY BOND THAT WAS AT, IT WAS 720 MILLION. AND, UH, THE, UH, 37.9% OF IT IS OBLIGATED AS 273 MILLION. AND THAT, THAT LEAVES 62% REMAINING 446.9 MILLION OF THE 720, UH, BACK IN APRIL, UH, THE COMMISSION RECEIVED A, UH, A BRIEFING FROM THE AUSTIN TRANSPORTATION DEPARTMENT. UH, AND, AND THE PUBLIC WORKS, THE VARIOUS DEPARTMENTS THAT THEY HIT THE MOBILITY BOND. UH, IT WAS AT 29% JUST AS A REFERENCE POINT AT THAT MEETING, THEY PROVIDED A PRESENTATION. IT WAS AT 29% BACK IN APRIL. AND AS OF, UH, AS WE SIT HERE AT THE END OF , SO THAT SEPTEMBER 30TH DATE IT'S AT 38%. SO WE, UH, HAVE SEEN GOOD, UH, GOOD SPIN ON IT IN, IN , UH, IN 2018, THERE WERE A SLEW OF, OF PROPOSITIONS PAST THAT. UH, CAN I ASK A QUESTION BEFORE YOU GO TO 2018? OH, SURE. YEAH. OKAY. SO IN 2016, THERE WAS A TIME COMMITMENT ON THIS ONE, WASN'T IT CORRECT? YES. UH, EIGHT YEARS. SO HOW LONG WERE YOU TRACKING TO THAT DATE COMMITMENT? IT'S ONLY, IT'S BEEN FIVE YEARS AND, UH, THE ONLY 38% HAVE BEEN CONSUMED, SO CORRECT. UM, SO YEAH, SO THE EARLY YEARS OF, OF, OF, OF, OF, OF BONDS CAN, CAN MOVE A LITTLE SLOWER. AND THEN AS YOU GET INTO YEAR 3, 4, 5, 6, YOU'RE REALLY, YOU REALLY RAMP UP. UM, SO THAT, SO IT'S NOT NECESSARILY A ONE FOR ONE OF 38% THROUGH THE, UH, YOU KNOW, UH, AND REALLY TO THINK ABOUT IT. THIS IS MORE LIKE FOUR AND A HALF YEARS. IT'S PAST, NOVEMBER, 2016, THEN IT'S REALLY A COUPLE MORE TAKES A [00:20:01] FEW MONTHS THAT THE BUDGET STUFF GETS DONE AND THEN IT ACTUALLY BEGINS. UM, SO FROM MY UNDERSTANDING THERE THAT THAT, THAT HAS NOT CHANGED AS FAR AS THE, THE, THE EIGHT YEARS OF CONTRACT WITH THE VOTERS. UM, AS FOR THE, AGAIN, FOR THE NUANCE AND DETAILS OF IT, I WOULD WANT TO, UH, OF COURSE DIFFER, BUT, UH, DEFER TO THE, TO THE, UH, COLLEAGUES WORKING ON IT. BUT, UH, BUT CERTAINLY IT IS, IT IS NOT CHANGED AS IT NOW, NOW, IF I REMEMBER, DID THEY HAVE THE PLAN? AND WHEN WE GOT BRIEFED IN APRIL, IT SHOWED IT BEING COMPLETE AT THE END, THE EIGHT YEARS, THE LAST COUPLE WERE. YEAH. YEAH. WELL, I CAN LOAD IT. I UNDERSTAND. YEAH. OKAY. OKAY. ALRIGHT, THANKS. OKAY. I THINK WE'RE GOOD TO CARRY ON. THANKS. SO, UH, SO 2018, THERE WERE A SLEW OF PROPOSITIONS THAT WERE PASSED, UM, SEVEN IN TOTAL THAT TOTAL NINE, 925 MILLION. SO THIS SPAN FROM AFFORDABLE HOUSING, UH, LIBRARY, MUSEUMS, CULTURAL FACILITIES, PARKS, FLOOD MITIGATION, WATER, QUALITY, HEALTH, AND HUMAN SERVICES, PUBLIC SAFETY AND TRANSPORTATION INFRASTRUCTURE, UM, OF THE, OF THE 925 MILLION, UM, 322 MILLION OF IT HAS BEEN OBLIGATED AS OF FYI 21 YEAR IN THAT'S, UH, APPROXIMATELY 35%. AND A, AND THAT LEAVES 65% REMAINING, ABOUT 602.7 MILLION. UH, AND AGAIN, JUST TO WA UH, WALK THROUGH EACH PROPOSITION AND HOW IT STANDS, UH, PROP A, THE, UH, THE AFFORDABLE HOUSING PROPOSITION, UH, HA HAS, HAS BEEN SPENT DOWN VERY WELL. IT HAS 38.2% REMAINING, UH, PROP PROP B, WHICH IS A LIBRARY MUSEUM AND CULTURAL ART FACILITIES IS 93.1% REMAINING. THERE'S A LOT OF LARGE FACILITY PROJECTS IN THAT PROPOSITION THAT ARE GOING TO BE RAMPING UP IN THE NEXT COUPLE OF YEARS. THAT'S WHY THAT NUMBER REMAINS PRETTY LOW RIGHT NOW, BUT YOU'LL SEE THAT YOU'LL, YOU'LL SEE THAT TAKE OFF. UM, PROP C IS A, IS PARKS, AND, AND THAT HAS ABOUT 75.8% REMAINING, UH, PROP D, WHICH HAS FLOOD MITIGATION, OPEN SPACE AND WATER QUALITY PROTECTION THAT HAS 57% REMAINING, UH, PROP E HEALTH AND HUMAN SERVICES HAS 89.4% REMAIN. THAT IS ONE FACILITY. THAT'S THE, UH, THE DOVE SPRINGS PUBLIC HEALTH FACILITY THAT WILL BE, THAT WILL BE CONSTRUCTED. AND SO THAT, YOU'LL ALSO SEE THAT TAKE OFF IN THE NEXT COUPLE OF YEARS AS WELL. UH, PROP F PUBLIC SAFETY IS AT 81.7% REMAINING, AND THEN FINALLY PROMPT G TRANSPORTATION INFRASTRUCTURE AT 77.7% OF REMAINING QUESTION, FOR SURE. AND AGAIN, THE WEED, BUT JUST REMIND ME AGAIN, A LITTLE MORE TOLERANT, WHAT THE PROPER SAFETY WITH YEAH. PROP F WAS, UH, IS EMS AND FIRE. IT'S AN, AND IT'S A LOT OF, UH, OF RENOVATIONS OF, UH, OF THE STATE OF THE STATIONS. UH, SO, SO, SO, YEAH, SO, UH, YEAH, QUITE A FEW OF, UH, QUITE A FEW OF THE STATIONS, RENOVATION MOMENT, GO AHEAD. UH, I DON'T KNOW HOW MUCH, UH, DETAIL YOU WOULD HAVE INTO THIS, UM, BUT ON PROPERTY, THE FLOOD MITIGATION ONE, HOW MUCH OF THAT WAS SPECIFICALLY ON FLOOD MITIGATION VERSUS THE OTHER TWO COMPONENTS OF IT? LET'S SEE. UM, SO, UH, YEAH, SO PRO D UH, SO IT WAS 184 MILLION IN TOTAL AND OF THAT 72 MILLION THAT WAS FOR ACQUISITION OF, OF WATER QUALITY PROTECTION LAND, AND 112 MILLION FOR DRAINAGE AND STORM WATER PROJECTS. UM, DID THAT ANSWER YOUR QUESTION? YES. YES. AND OF COURSE THAT'S THE TOTAL PACKAGE, NOT NECESSARILY WHAT'S BEEN SPENT YET. RIGHT. AND IF WE COULD GET A LITTLE BIT MORE GRANULAR, DO YOU KNOW HOW MUCH OF THAT WAS, UM, ALLOCATED FOR DISTRICT TWO? UM, FLOOD MITIGATION IS AN ISSUE, RIGHT? UH, YEAH. SO ON THAT ONE, W I WOULD NEED TO FOLLOW UP AND OF COURSE, UH, AND, AND WE'LL HAVE TO SEE TO IF, UH, I GUESS, YEAH, IF, IF, IF YOU'D LIKE WHAT'S BEEN DONE, I GUESS SO FAR, OR WHAT'S PROSPECT OF LOOKING FORWARD ON WHAT'S EXPECTED. UM, YEAH. THAT, THAT'S EXACTLY WHAT I'D BE LOOKING FOR. YEAH. [00:25:01] OKAY. YEAH. I HAVE COUPLE OF QUESTIONS. OKAY. UM, NUMBER ONE IS, UH, RECENTLY THERE WAS THIS PROP B PAST, YOU KNOW, 20, 20, YEAH. 2021, JUSTIN, YOU KNOW, EARLIER WHEN WE HAD PROPER APRIL B. OH, RIGHT. YEAH. YEAH. SO IS ANY OF THE MONEY THAT'S ALLOCATED FOR PARKS GOING TO BE USED FOR PROP B? UH, THAT I, I, I'M NOT SURE. I WOULD NEED TO FOLLOW UP WITH YOU ON THAT ONE. OKAY. ALL RIGHT. UM, THE SECOND ONE IS THAT THERE WERE MONEY FOR SAFETY. OKAY. DIRECT, HOW IS THAT ALLOCATION GOING? BECAUSE THERE'S A LOT OF MONEY THERE FOR, UH, YOU KNOW, THOSE, WHAT ARE THOSE CALLED? THOSE THE STREET CROSSINGS, UH, SAFE CROSSINGS AND THE HYBRID HYBRID HYBRID BEACONS. I BELIEVE YOU FORGET THE TERMS NOW, I'VE BEEN AWAY FROM THESE MEETINGS. SO THE HYBRID BEACON IS ONE AND ALSO SAFE, SAFE STREETS TO SCHOOLS. HOW ARE THOSE TWO PROGRESSING? ARE THEY ON TIME? ARE THEY LATE? YEAH. YOU KNOW, WHEN I, WHEN I WAS REVIEWING THESE, I THINK THEY ARE DOING WELL. I BET AS FAR AS SPECIFIC DETAIL ON, ON, UH, FOR THOSE YEAH. EXPENSES WITHIN IT, I'D WANT TO, I'D WANT TO FOLLOW UP WITH YOU. I DON'T HAVE THAT HERE FOR TODAY, BUT, UH, YEAH. OKAY. AND THE LAST QUESTION IS THERE'S MONEY FOR, YOU KNOW, HOUSING, AFFORDABLE HOUSING. I'M ASSUMING SOME OF IT AT LEAST IS BEING USED TO ADDRESS OUR HOMELESS PROBLEM. THAT'S CORRECT. THERE'S BEEN SOME HOTEL, UH, UH, PURCHASES AND, UH, AND VARYING STRATEGIES, BUT, AND, AND YOU MAY NOTICE THAT WITH PROP A PROPOSITION, 80 AFFORDABLE HOUSING PROPOSITION THAT, YOU KNOW, IT IT'S BEEN IT'S AT, UH, ROUGHLY, YOU KNOW, 62% OBLIGATED, MUCH HIGHER THAN OTHERS. PART OF THAT IS JUST THE NATURE OF THE PROPOSITION. YOU'RE PURCHASING LAND, YOU'RE PURCHASING FACILITIES. THERE'S, UH, IT'S, IT'S MUCH EASIER TO GET DOLLARS OUT THE DOOR WITH SOMETHING LIKE THAT. OKAY. THIS IS WHY IT'S DOING SO MUCH BETTER. I'M SORRY. I SAID, WHICH IS WHY IT'S DOING QUITE WELL. YEAH, ABSOLUTELY. NO, IT'S, THEY'VE DONE VERY WELL VERY WELL. AND, AND GETTING THAT, GETTING THAT OUT. THANK YOU. OKAY. UH, AND THEN JUST TO FINISH UP, AND THIS IS A VERY BRIEF ONE, UH, THAT, THAT 2020 PROPOSITION B, WHICH IS A 460 MILLION, UH, FOR, UH, UH, TRANSPORTATION. UH, OF COURSE IT'S JUST KIND OF GETTING OFF THE GROUND. AND, UH, SO, AND IT WAS PASSED IN NOVEMBER OF 20, AND I THINK THE, UH, THE, UH, BUDGET, UH, AMENDMENT AND THE THINGS THAT THEY GO THROUGH COUNCIL WERE DONE A FEW MONTHS LATER. SO THIS ACTUALLY REALLY STARTS IN KIND OF THE NEXT YEAR AFTER, AFTER IT GETS PASSED IN NOVEMBER. AND SO, UH, SO AS OF THE END OF FYI, 21, 6 MILLIONS HAS BEEN OBLIGATED AND THAT'S ABOUT 1.3%. UH, SO THAT CONCLUDES THE, THE MAIN PORTION OF, AND I CAN TAKE ANY MORE QUESTIONS AND THEN I MIGHT CIRCLE BACK JUST TO WALK THROUGH THE APPENDIX THAT I THINK HAS SOME GOOD RESOURCES FOR THE COMMISSION, BUT WE CAN TAKE ANY MORE QUESTIONS FOR RIGHT NOW, MR. DUSK SCRIPTED. YEAH. SO THE BIG NEWS IN 2020 WAS NOT THIS BOND, BUT RATHER THE PROJECT CONNECT ONE SEVEN, 7 BILLION AND CHANGE. WELL, I FOUND MYSELF IN ONE OF THE COMMITTEES TO SUPPORT THAT PROJECT AND, UH, WE'VE BEEN HAVING MEETINGS AND IT SEEMS LIKE IT'S, YOU KNOW, THEY'VE CREATED THE AUSTRIAN TRANSIT PARTNERSHIP, WHICH IS A SEMI-AUTONOMOUS ORGANIZATION. WE JUST PARTNERED WITH THE CITY ON ONE SIDE AND CAP METRO AND THE OTHER. SO WHAT IS, WHAT IS THE CITY'S ROLE AND WHAT SHOULD THE BOND OVERSIGHT COMMISSION'S ROLE BE IN MONITORING THAT PROJECT? BECAUSE IT SEEMS LIKE IT IS BEING CREATED AS AN INTIMATE, INDEPENDENT, OR AUTHORITY, THE AUSTIN TRANSIT PARTNERSHIP, EVEN THOUGH THEY'RE GOING TO BE BORROWING RESOURCES FROM HERE AND BORROWING RESOURCES FROM THERE TO ECONOMIZE. SO WHAT IS, WHAT SHOULD BE OUR ROLES BE? YEP. SO WITH A PROPOSITION, A NOVEMBER, 2020, WHICH WAS PROJECT CONNECT, UH, THAT, THAT PROPOSITION, IT WAS A, UH, TAX RATE ELECTION. SO THERE WON'T ACTUALLY BE BONDS ASSOCIATED WITH THAT PROPOSITION, UM, THAT THAT WILL BE [00:30:01] ON THE MAINTENANCE AND OPERATION SIDE OF, OF THE TAX RATE. UM, SO WITH, WITH, IN THAT ITSELF, UH, THE BOND OVERSIGHT COMMISSION, THERE'S NOT NECESSARILY, UH, THERE'S NOT NECESSARILY, I GUESS, UH, NEEDS TO OVERSEE OKAY. AS FAR AS, AS FAR AS THAT STRICT LANE. UH, BUT, AND, AND I THINK WE'VE DISCUSSED THIS A LITTLE BIT BEFORE THAT, UH, THERE, THERE, THERE IS, THERE ARE PROBABLY GOING TO BE SOME, UH, SOME AREAS WHERE THERE IS A RELATIONSHIP OF, OF WHERE THERE ARE BOND DOLLARS BEING USED ON A PROJECT THAT IS NEAR, UH, THE PROJECT CONNECT LINE OR, OR SOMETHING LIKE THAT. UM, AND SO, SO SOME OF THIS WILL HAVE TO WORK IN TANDEM. UM, SO, SO I THINK THERE MAY BE SOME, SOME OVERLAP THERE. UH, BUT, BUT AS FAR AS, AS, AS, UH, WHAT THE BOND OVERSIGHT COMMITTEE BOND OVERSIGHT COMMISSION'S PURVIEW IS, I DON'T KNOW THAT IT FALLS UNDER PROFIT PROFIT BECAUSE IT WAS A TAX RATE ELECTION. RIGHT. AND NOT IT ALL RIGHT. ANY ADDITIONAL QUESTIONS OR YOU WANT TO GO THROUGH ANY OF THE APPENDIX RESOURCES. SURE. YEAH. AND I'LL DO IT. I JUST WANTED TO BRIEFLY WALK THROUGH, I KNOW WE HAVE NEW, UH, NEW MEMBERS AND, UH, AND THIS KIND OF JUST GETS TACKED ONTO THE END OF ALL THESE PRESENTATIONS. BUT IF YOU, IF YOU HAVEN'T ACTUALLY, UH, GOTTEN TO WALK THROUGH THEM, IT MAY BE HELPFUL. UM, OR JUST AS A REFRESH BECAUSE, UH, YOU KNOW, IT'S, IT'S BEEN A WHILE SINCE WE'VE MET IN PERSON. AND OF COURSE WHEN, UH, LAST IT WAS JUNE. SO, UH, WHAT, UH, UH, SO THIS FIRST ONE IS JUST, UH, AUSTIN FINANCE ONLINE. THIS IS JUST EVERYTHING CITY, FINANCES, I MEAN, UH, ALL, ALL SORTS OF ALL, ALL SORTS OF DOCUMENTS. AND IT'S KIND OF LAID OUT THERE, SOME OF THIS STUFF THAT, UH, WOULD BE OF INTEREST AND NOTE FOR THE BOND OVERSIGHT COMMISSION CIP FIVE-YEAR PLANS, CAPITAL PROJECTS, UH, EXPLORE DEBT, TRANSPARENCY, DOCUMENTS, BOND STATEMENTS, ALL THAT IS WITHIN, UH, AUSTIN FINANCE ONLINE. AND AGAIN, THIS PRESENTATION, UH, WAS EMAILED OUT. SO ALL THESE, SO YOU CAN ACCESS THE LINKS, UM, THROUGH THE, THROUGH THE PDF THAT WAS SENT OUT. UH, AND IT WAS, IT WAS MENTIONED ON THE LAST SLIDE. THE CAPITAL PROJECTS EXPLORER IS A REALLY, REALLY GREAT, A REALLY GREAT INTERACTIVE, UH, INTERACTIVE, UH, GIS MAP THAT, THAT, THAT YOU CAN EXPLORE, UH, ALL THE, ALL THE CITY'S CAPITAL PROJECTS, UH, EXCLUDING AUSTIN ENERGIES. AND, AND YOU CAN FILTER IT ON SPECIFICALLY ON 2016 AND 2018 BONDS AND, AND SEE WHERE, UH, SEE WHERE SOME OF THE PROJECTS ARE, UH, TO COMMISSIONER. UH, DRAWING'S QUESTION, UH, LATER I'LL CERTAINLY SPECIFICALLY FOLLOW UP WITH YOU ABOUT, ABOUT YOUR QUESTION, BUT ALSO THIS CAN BE USED TO SAY, OKAY, WELL, WHAT IS, WHAT IS GOING ON IN, UH, IN DISTRICT TWO? W W WHAT DO WE HAVE, WHAT ACTIVE PROJECTS DO WE HAVE? UM, UH, SO, SO IT'S, IT'S A VERY USEFUL TOOL, VERY USEFUL TOOL. UM, AND THEN, UH, THIS IS, UH, SO THIS, THIS WEBSITE HERE IS ALSO BASICALLY WHAT I JUST PRESENTED YOU. UH, YOU CAN ACTUALLY, UH, OF COURSE IT'S IN A MUCH MORE RAW FORMAT. SO YOU CUT, YOU WOULD HAVE TO DO SOME, DO SOME OF YOUR OWN, UH, DATA WORK, BUT THIS IS BASICALLY WHAT I JUST PRESENTED. YOU, YOU CAN GO TO THE HERE AND SEE THE PROPOSITION, SEE THE AMOUNT FOR IT. SEE WHAT'S BEEN OBLIGATED. SEE WHAT'S STILL REMAINING. UH, SO IT'S ALSO A VERY USEFUL TOOL TO, TO, TO SEE THAT ASPECT, UM, THE OPEN BUDGET WEBSITE, ANOTHER USEFUL TOOL. AGAIN, YOU CAN GO, UH, YOU CAN DRILL DOWN TO, UH, TO EACH PROJECT AND SEE THE, SEE THE BUDGET FOR THE PROJECT. SEE, WHAT'S BEEN EXPANDED THIS, UH, SPEND PLAN, SEE HOW IT'S, UH, COMING ALONG AT THE, AT THE PROJECT LEVEL. UM, ANOTHER ITEM HERE IS A LONG RANGE CIP, STRATEGIC PLAN. UM, AND SO, UH, UH, HERE YOU CAN, UH, SEE THE, SEE THE TEN-YEAR PLAN, UH, ON, ON WHAT, WHAT IS COMING UP ON THE HORIZON BEFORE, UH, CITY CITY CAPITAL NEEDS. UM, AND, AND THIS YEAR, THIS, THIS JUST GIVES YOU A RUNDOWN OF BOARDS AND COMMISSIONS THAT ALSO PROVIDE CAPITAL PROJECT OVERSIGHT WHILE THE BOND OVERSIGHT KIND OF HAS THE, THE WIDER VIEW OF, OF THE WHOLE, UH, THE WHOLE OF THE, OF THE BONDS, A LOT OF THESE BOARDS AND COMMISSIONS, UM, AS WELL AS THE COMMITTEES OF COUNSEL, UH, ARE, ARE, ARE DRILLING DOWN ON SPECIFIC, UH, SPECIFIC PROPOSITIONS [00:35:01] WITHIN, WITHIN THEIR PURVIEW. AND THEN FINALLY, UH, THESE, UH, NEXT COUPLE OF SLIDES, BASICALLY WHAT THESE ARE JUST PROVIDES YOU, THE BROCHURE, THE BROCHURE AND BALLOT LANGUAGES FROM, UH, THE, THE, THE BONDS THAT PROPOSITIONS THAT HAVE BEEN PASSED SINCE 2006, SO 6 20 10, 20 12, 20 13, 16, 18, AND 20. UM, AND THAT, THAT PROVIDES YOU ALL THE INFORMATION ON, ON WHAT WAS PASSED. AND THE BROCHURE IS, IS VERY USEFUL AS FAR AS KIND OF REFERENCING BACK TO SEE, YOU KNOW, UH, WHAT THAT TOP LINE NUMBER IS WITHIN SOME OF THESE PROPOSITIONS, BUT ALSO WHAT WAS DEDICATED TO CERTAIN AREAS WITHIN THOSE PROPOSITIONS. AND OF COURSE ALSO, AS WAS MENTIONED EARLIER, UH, THE 20 16, 20 18 AND 2020, UH, BONDS HAVE THAT CONTRACT WITH THE VOTERS AS WELL, THAT THAT CAN BE ACCESSED, UH, THROUGH THAT, THROUGH THAT LINK. AND I THINK THAT IS THE AWESOME, THANK YOU VERY MUCH FOR THE UPDATE. WE'LL APPRECIATE IT. ALL RIGHT. UH, DONE WITH ITEM NUMBER TWO ON THE ITEM, [3. a. Discussion and possible action on the adoption of the 2021 annual report of the Bond Oversight Commission ] NUMBER THREE, ON THE AGENDA DISCUSSION AND POSSIBLE ACTION, A ON THE ADOPTION OF THE 20, 21 ANNUAL REPORT OF THE BOND OVERSIGHT COMMISSION, THIS IS IN THE PACKET THAT WILL PROVIDED. UM, SO WE'LL TAKE A MOMENT TO REVIEW THAT, UH, IF YOU HAVEN'T ALREADY, UM, THIS IS BASICALLY, YOU KNOW, I JUST WENT THROUGH, UH, FROM A STRUCTURE STANDPOINT, A THROUGH E FIRST PAGE IS WHAT WE'VE BEEN CHARGED WITH, UM, AS A COMMISSION FOR THE ORDINANCE. UM, AND THAT BASICALLY WENT THROUGH OUR, OUR CALENDAR AND LISTED ALL THE DIFFERENT MEETINGS BY DATE OF WHAT WE ACTUALLY GOT ACCOMPLISHED, UM, AS A BODY, UH, WITH THE STAFF PRESENTATIONS, UM, TALKED ABOUT THE MEETING SCHEDULE A LITTLE BIT AND HOW IT'S ALIGNED WITH CIP PLANNING, ANNUAL BOND, UM, SALES AND BOND PROGRAM ACTIVITIES. UM, WE DID TALK A LITTLE BIT ABOUT THE CITY'S BOND RATINGS AS WELL, UM, THROUGHOUT THE YEAR, AND JUST NOTATED TO THE AA ONE THERE. UM, SO WE PROBABLY WANT TO TOUCH ON THAT THIS NEXT YEAR AS WELL, JUST TO, TO KEEP OUR EYES ON IT. UM, THE BOLD STATEMENTS ARE KIND OF LIKE THE, THE CHECK BOXES WHERE YOU HAVE TO DO RIGHT THROUGH, UM, DID OUR ACTIONS COMPLY WITHIN THE MISSION STATEMENT? YOU KNOW, YES, THEY DID. UM, AND THEN SOME GOALS AND OBJECTIVES FOR THE NEW CALENDAR YEAR FOCUSING ON UNUSED BOND AUTHORITY, UM, AND JUST KIND OF LISTED OUT THOSE ITEMS THAT, THAT WE'LL JUST WENT THROUGH AS WELL. AND THEN, UM, STAYING ON REPORTING, I THINK WE'VE GOT A PRETTY, A PRETTY THOROUGH REPORTING APPROACH AS FAR AS, UM, THE FORMAT GOES, THEN ANY COMMUNICATION COLLABORATION, THANK YOU FOR PUTTING THAT TOGETHER. YEAH, SURE. THANK YOU. MY PLEASURE QUESTIONING. YES, THIS IS KIND OF A GENERAL OVERALL QUESTION THAT COMES UP AND YOU'RE DOING A REPORT ON EVERY, SAY A RELATIONSHIP WITH A CAPITAL IMPROVEMENT PLAN. WHAT'S THE RELATIONSHIP. SO, YOU KNOW, WILL FEEL FREE TO JUMP IN HERE, BUT, YOU KNOW, AS THE, AS THE PLAN IS BEING DEVELOPED, UM, YOU KNOW, THAT LINKS IN HOW TO, UH, DIFFERENT BONDING, UH, BOND PACKAGES OR ARE EXPENDED AND IMPACTED. UM, AND SO WE, WE WANT TO TRY TO, UM, YOU KNOW, SCHEDULE OUR MEETINGS, UH, AROUND THERE'S A CERTAIN CYCLE RIGHT. OF WHEN THINGS OCCUR. AND SO WE WANNA TRY TO SCHEDULE OUR CALENDAR, UM, IN SUCH A WAY THAT WE'RE NOT TALKING ABOUT THINGS BEFORE THOSE MEETINGS OR OUT OF SEQUENCE AS THEY GO THROUGH THE PROCESS. WELL, I DON'T KNOW IF YOU WANT TO TALK ABOUT ANY SPECIFICS WHEN IT COMES TO THE PLANNING OR IF YOU HAVE ANYTHING TO ADD. NO, I, I, I THINK THAT THAT'S EXACTLY CORRECT IS THAT I, I THINK TH TH TH THE CIP PLANNING I THINK IS, UH, UH, IS CLOSELY RELATED TO A BOND OVERSIGHT COMMISSION, JUST TO DO EXACTLY WITH, WITH, UH, TO UNDERSTAND THE TIMING OF, OF CERTAIN THINGS WHAT'S COMING DOWN, COMING DOWN THE PIPELINE. UM, SO I, I, I THINK YOU BASICALLY BASICALLY HIT IT YET. SO PROJECTS WOULD HAVE TO BE IN THE CIP PLAN AND THEN BONDS ARE, SO [00:40:01] SAY WHAT POINT DOES THE BOND OVERSIGHT COMMISSION WEIGH IN, IN TERMS OF HOW PROJECTS ARE SCHEDULED? UM, THAT'S A GOOD QUESTION. YOU KNOW, WE, THERE'S A, THERE'S A WHOLE PROCESS TO IT, RIGHT. AND SO, UM, THE, THE, ONCE THE CIP PLAN, I THINK ONCE THE PLAN IS FINALIZED, WE HAVE THE OPPORTUNITY TO REVIEW IT RIGHT. AND ASK QUESTIONS AND GET SOME FEEDBACK ON IT. UM, UH, SO THAT WOULD BE, I THINK TO THE EXTENT OF OUR, OF OUR INPUT ON IT. YOU KNOW, THAT'S ONE OF THE REASONS I ASK IS I DIDN'T IN THE ANNUAL REPORT. I DIDN'T SEE HOW THE CFP WAS REFERENCED WAS YOUR LAST YEAR OR THIS YEAR, OR WHEN THAT REVIEW OCCURRED OR WILL OCCUR. YEAH. SO TH TH DO YOU HAVE A PROBLEM AFTER THE, UM, SO WE, YOU KNOW, WE WANT TO GET THE STAFF UPDATES AFTER THE CIP IS ESTABLISHED. SO WE HAVE AN IDEA OF WHAT'S UPCOMING, RIGHT. SO WE CAN SEE, UM, HOW THE COMMISSION CAN PROVIDE FEEDBACK ON ANY OF THOSE PROJECTS AND HOW IT MAY IMPACT THE BOND. UM, SO THERE'S, THERE'S PROBABLY NOTHING SPECIFIC HERE OTHER THAN WE'VE ALIGNED OURSELVES TO STRATEGICALLY WITH THAT PROCESS. SO WE ARE IN LOCK STEP WITH WHAT'S GOING ON. UM, BUT THERE'S, THERE WAS NOTHING SPECIFIC TO CALL OUT, UM, THAT TO ADD INTO THE REPORT, I GUESS. YEAH. IT JUST SEEMS THAT THE CFP IS, IS SO INTEGRAL TO WHERE THE PRIORITIES ARE ESTABLISHED. THE PRIORITIES ARE GOING TO DRIVE THE SPENDING, RIGHT. SO, YOU KNOW, IF THERE'S A CONCERN ABOUT 2016 BONDS OR 18 BONDS, IF THOSE PROJECTS ARE NOT SCHEDULED APPROPRIATELY IN THE CFP, THEN, UM, BONDS ARE GOING TO REMAIN ON. SO THE MONEY IS GOING TO REMAIN SPENT. RIGHT. IT'S SEEMS TO BE THE WORST IS PULLING THE CAR SHIT. AND YEAH, I SEE WHERE YOU'RE GOING. IF WE DON'T HAVE A FEEDBACK LOOP BEFORE THOSE PROJECTS GET ESTABLISHED, RIGHT. WHAT'S, WHAT'S GOING TO PUSH TO GET KNOWN AS EXPENDITURE OR TO GET THE BOND SELF COMPLETE. RIGHT. UM, AND SO I WOULD JUST, I WOULD JUST LEAN ON, UM, YOU KNOW, THE STAFF'S CHARGED WITH GETTING THAT DONE, YOU KNOW, UM, I DON'T KNOW, GO AHEAD. I WAS JUST, UH, I WAS JUST GONNA MENTION THAT, UH, YOU KNOW, UH, TYPICALLY WHEN WE DO BRING IN THE DEPARTMENTS, WHETHER IT BE, UH, TRANSPORTATION OR LIBRARIES OR PARKS OR WHOMEVER, IT MAY BE, UH, THEY TYPICALLY NOT ONLY TALK ABOUT THE, YOU KNOW, WHAT THEY ARE DOING, BUT WHAT IS UPCOMING WITH, WITH THE BOND? WHAT DO THOSE SCHEDULES LOOK LIKE? UM, AND SO I THINK THAT'S KIND OF WHERE, WHAT YOU'RE TALKING ABOUT COMES INTO PLAY WHEN WE HAVE, WHEN WE BRING IN THOSE DEPARTMENTS, AND THEY'RE TALKING ABOUT THE PROJECTS, BOTH WHAT IS ACTIVE AND WHAT IS UPCOMING, AS FAR AS THE BOND PROGRAMS GO. I THINK THAT'S KIND OF WHERE MAYBE, UH, WHAT YOU'RE TALKING ABOUT OF WHERE THE BOND OVERSIGHT WOULD COME IN TO, UH, TO, TO OVERSEE AND, AND UNDERSTAND WHAT, HOW, HOW THOSE PROJECTS ARE BEING DEPLOYED. OKAY. THANKS. YEAH. I DO WANT TO ADD, YOU KNOW, I HAVE BEEN INVOLVED WITH THIS COMMISSION SINCE THE BEGINNING OF THE 2016 BOND. AND BEFORE IT WAS PUT OUT TO THE VOTERS, WE ACTUALLY LOOKED AT THE TEXT THAT THE, AND THAT'S WHERE WE CAN HAVE HIM, YOU KNOW, ULTIMATELY THAT BOND PACKAGE IS DRIVEN BY THE CIP PLAN, AS YOU KNOW, OKAY. SO WE GET A WINDOW INTO WHAT'S GOING OUT TO THE VOTERS BEFORE IT ACTUALLY GOES OUT TO THE VOTERS. SO THAT HAPPENED IN THE 2016 BOND THAT HAPPENED TO THE 2018 BOND AS WELL. IN FACT, THE TWO OF US WERE PART OF THAT BOND BOND ELECTION TASK FORCE. SO WE HAD A DUAL CONNECTION. WE WERE FEEDING BACK TO THIS COMMISSION, WHAT WAS HAPPENING IN THE TASKFORCE. AND SIMILARLY WAS FEEDING BACK TO THEM WHAT WE WERE THINKING OF INSIDE THIS COMMISSION. SO WE HAD EARLY WINDOW INTO WHAT WAS GOING TO GO TO THE VOTERS. SO THAT WAS OUR FIRST OPPORTUNITY TO IMPACT THAT PACKAGE BASED ON THE CIP, ONCE IT WAS APPROVED, WE DID NOT SAY, OKAY, UH, WHAT IS THE STARTING TIMELINE OF THIS PROJECT, THAT PROJECT WE DIDN'T WANT TO GET INTO THAT LEVEL OF DETAIL, BUT ONCE THEY GOT KICKED OFF, YOU NOTICE THE QUESTIONS THAT I'VE BEEN ASKING. SO WHAT IS YOUR SCHEDULE? IS IT ON TIME? IS IT, YOU KNOW, UH, IS IT BEING IMPACTED BY, UH, LOCAL INFLATION RATE OR LABOR SHORTAGE [00:45:01] OR WHATEVER? SO THOSE ARE THE KINDS OF QUESTIONS THAT WE ASK TO MAKE SURE THAT THESE PEOPLE ARE DOING THE RIGHT THING. OKAY. AS, AS CITIZEN REPRESENTATIVES. OKAY. SO DOES THAT ANSWER YOUR QUESTION? YEAH, I THINK THERE, YEAH, UNFORTUNATELY THERE'VE BEEN SO MANY INTERRUPTIONS IN THE LAST YEAR THAT IT'S FAIRLY DIFFICULT FOR A NEW PERSON TO FIGURE OUT THE WHOLE PICTURE IN THIS LAST YEAR. THERE'S BEEN SO MUCH OF IT. IT'S BEEN ONE OF THOSE, YOU KNOW, MINUS 60 AND IT'S JUST MAKES IT A LITTLE BIT MORE DIFFICULT TO GET THE FIELD FOR WHAT? YEAH. YEAH. YEAH. GREAT, GREAT FEEDBACK AND GREAT, UH, QUESTIONS REGARDING THE PROCESS. YEP. ANY OTHER COMMENTS OR QUESTIONS ON THE ANNUAL REPORT? IS THERE A MOTION TO APPROVE? I MOVE TO APPROVE. IS THERE A SECOND, SECOND? OKAY. ALL IN FAVOR TO APPROVE. AYE. AYE. AYE. ANY AND THANK YOU, NEGATIVES. OKAY. APPROVED. THANK YOU. ALL RIGHT. ITEM [3. b. Discussion and possible action on issues related to quorum and the adoption of the 2022 Bond Oversight Commission calendar ] B UH, DISCUSSION POSSIBLE ACTION ON ITEMS RELATED TO QUORUM AND THE ADOPTION OF THE 2022 BOND OVERSIGHT COMMISSION CALENDAR. OKAY. WELL, I GUESS THE, ONE OF THE QUESTION CAME UP ABOUT, SHOULD WE MOVE THIS TIMELINE? DOES IT WORK? DOES IT NOT WORK? WE'LL SEND OUT A SURVEY, RIGHT. UM, DO YOU HAVE THE RESULTS OF THAT BY CHANCE? AND IF YOU DON'T, THAT'S FINE. WE CAN TALK. I DO HAVE THEM AND I MEANT TO PRINT THEM OUT, BUT I HAVE THEM ON MY COMPUTER. SO JUST A MOMENT. OKAY, COOL. AND I, AND I CAN JUST MENTION WHILE I'M, WHILE I'M DOING THAT, THAT, UH, UH, I HAVE SPOKEN TO THE CLERK'S OFFICE, UH, REGARDING CHANGING THE MEETING, UM, WHAT, WHAT THEY HAVE ADVISED ME IS THAT IT CERTAINLY ALMOST ANY CHANGE WILL MEET SOME SORT OF DIFFICULTIES OUTSIDE OF LIKE VERY SPECIFIC DAYS, FRIDAY IS, WOULD BE AVAILABLE. UH, ALTHOUGH, AS I'LL TELL YOU HERE, JUST SAY A FRIDAY WAS NOT A VERY POPULAR, UH, NOT SURPRISING THAT A VERY POPULAR OPTION ON A MEETING DAYS. UH, THE, UH, OTHER POSSIBILITY, UM, YOU KNOW, ARE THE TUESDAY OR THURSDAY OF NON COUNCIL WEEKS. THERE ARE SOME AVAILABILITIES IN THERE. UM, BUT I, I, I JUST WANTED TO, TO, TO TEE TEE IT UP, THAT CERTAINLY THE WILL OF THE COMMISSION, WHAT, WHAT, UH, HOW, WHAT YOU WANT TO APPROVE AS THE SCHEDULE, BUT THERE MAY BE DIFFICULTIES IF YOU DO MOVE IT. AND, UH, AND THERE'S NO GUARANTEE THAT THAT THOSE TIMES WILL WORK BECAUSE THEY'RE IN THE PROCESS. THE CITY CLERK'S OFFICE IS IN THE PROCESS OF GATHERING BOTH COUNCIL COMMITTEE AND ALL THE OTHER BOARD AND COMMISSION CALENDARS. WE HAVE THE COUNCIL CALENDAR DONE AS I HAVE ATTACHED IN THE PACKET, BUT ALL THE OTHER ONES ARE STILL BEING SUBMITTED. SO IT'S KIND OF A MOVING TARGET AND THEY GIVE PRECEDENCE TO WHATEVER THE, UH, COMMISSION SCHEDULE WAS PRIOR THE PRIOR YEAR. SO IF, IF WE SAID, OKAY, WE'RE GOING TO DISCONTINUE TWO TO FOUR ON THE THIRD, WEDNESDAY OF EVERY MONTH, THEN ALMOST CERTAINLY THAT WOULD BE FINE. IT'S JUST, UH, IF YOU DO CHANGE IT, YOU KIND OF LOSE A PRECEDENCE. AND THEN SO, AND, AND THERE MAY NOT BE THE AVAILABILITY. SO I JUST WANTED TO JUST SAY, UH, FLESH ALL THAT OUT, BUT BEFORE THE DISCUSSION STARTS, JUST TO LET YOU KNOW HOW EVERYTHING STANDS AS FAR AS GETTING THE CALENDAR TOGETHER, WHERE'S YOUR, UM, MY QUESTION IS WE WOULD NORMALLY MEET IN THIS ROOM, UM, YOU KNOW, THERE WASN'T COVERED, UM, WHAT FOLLOWS THIS MEETING HERE IN THIS ROOM IS THIS IS THEIR AVAILABILITY TO JUST SLIDE IT A LITTLE LATER. I'M NOT A, I DON'T BELIEVE THERE IS ANYTHING, UM, SCHEDULED IN THE CURRENT YEAR AS A STANDING MEETING. UH, SORRY. UM, UH, I, UH, FOR THE THIRD WEDNESDAY HERE. SO IF YOU WERE TO SAY, UM, YEAH, LIKE A FOUR TO SIX MEETING, AT LEAST THIS YEAR, I, I, I DON'T BELIEVE I WAS JUST LOOKING AT THE OUTSIDE CALENDAR, DIGITAL CALENDAR THEY HAVE OUT THERE. I DON'T THINK THAT ANYTHING WAS SCHEDULED AFTER THIS. UM, I CAN'T GUARANTEE THAT, THAT SOMETHING'S NOT BEING SCHEDULED THOUGH 4 22 THAT, UH, JUST BECAUSE WE DON'T HAVE THE FULL, FULL CALENDAR YET. YEAH. I THINK A CONSIDERATION TOO, IS THAT JUST TRAFFIC AT THE TIME, YOU KNOW, GETTING OUT OF HERE BEFORE FIVE, BUT, [00:50:01] UM, I, YOU KNOW, I, I HAVEN'T REALLY DRIVEN A WHOLE LOT EITHER, SO I DON'T KNOW TRAFFIC'S DIED DOWN QUITE A BIT OR NOT, BUT, UH, I KNOW THAT THAT WAS A STRONG RECOMMENDATION TO GET OUT OF DOWNTOWN BEFORE FIVE ISH. YEAH, YEAH. YEAH. WELL, I THINK, UM, HAVING SERVED ON OTHER BOARDS THAT MEET IN THE EVENING, USUALLY A SIX O'CLOCK START TIME IF YOU WORK IN THE DOWN ACTUALLY ANYWHERE YOU WORK GETTING HERE AT SIX O'CLOCK IS A CHALLENGE. SO IF WE, UH, STARTED AT, UH, THREE, FOUR OR FIVE, I THINK YOU'D MISS A LITTLE BIT OF THAT TRAFFIC. AND THEN YOU'D BE, UM, LEAVING AT THE TAIL END OF THE PEAK TRAFFIC. UM, PERSONALLY, A TWO O'CLOCK MEETING MEANS THAT IT'S VERY DIFFICULT TO SCHEDULE ANYTHING ELSE IN MY BUSINESS DAY AFTER THIS. AND SO IF IT SLID JUST ONE HOUR, I, YOU KNOW, YOU COULD ACCOMPLISH A LITTLE BIT MORE IN YOUR BUSINESS DAY AND THEN STILL, YOU KNOW, GET OUT OF TRAFFIC, UH, CONVENIENTLY. SO THAT'S WHAT, WHY I HAD ASKED THE QUESTION. OKAY. AND I DO HAVE THE RESPONSES HERE. UM, SO WE, UH, RECEIVED FIVE, UH, FIVE RESP, UH, RESPONDENTS, UM, AND THE TWO MOST POPULAR, UH, WERE A LATER AFTERNOON, EVENING ON WEDNESDAY, THEN THE CURRENT TIME, UH, AND TUESDAY YOU NAME IT AT, UH, FIVE OR LATER, UH, THOSE WERE, UM, BOTH FOUR OF THE FIVE SAID, AND THEN RIGHT UNDER IT, THE, I GUESS, SECOND TIED FOR A SECOND POPULAR, UH, WOULD BE KEEP AS, IS AT THREE VOTES FOR THAT. AND MONDAY AFTERNOON, EVENING THREE VOTES FOR THAT. UM, THE OTHER TWO FRIDAY AFTERNOON, EVENING, OR MONDAY, WEDNESDAY, FRIDAY MORNING. UH, WE'RE NOT, UH, WE'RE NOT POPULAR, NOT ZERO FOR FRIDAY AFTERNOON, EVENING, AND ONE FOR MONDAY, WEDNESDAY, FRIDAY MORNING. AND, UH, SORRY, JUST ONE OTHER THING I WANTED TO MENTION TOO, AND SU UH, VICE CHAIR, UH, THAT'S HUGE. AND I WERE DISCUSSING THIS BEFORE THE MEETING, UH, THAT, UH, COUNCIL HAS PASSED, UH, UH, AN ITEM, UH, UH, REVISING AN ORDINANCE THAT WOULD ALLOW FOR COMMISSIONS TO MEET, UH, UH, VIRTUALLY AGAIN, THERE'S SOME STUFF STILL BEING WORKED OUT. IT WOULD BE EFFECTIVE FEBRUARY 28TH. UM, AND SO FOR NOW, THOUGH, UH, WE ARE, UH, WE ARE GOING FORWARD UNDER THE SAME ASSUMPTIONS UNTIL WE, EVERYTHING GETS WORKED OUT ON HOW, WHAT EXACTLY THAT'S GOING TO LOOK LIKE. UM, BUT THERE WITH THAT, THERE IS, THERE ARE THINGS IN THE WORKS TO MAYBE BE ABLE TO ACCOMMODATE A MORE VIRTUAL MEETINGS, UH, NEXT YEAR, BUT AT LEAST WE'RE JANUARY AND FEBRUARY. WE DO KNOW THAT WE'RE GOING TO HAVE TO MEET, UH, IN PERSON QUORUM TO HAVE THE MEETING, UH, AFTER THAT MORE INFORMATION TO COME, UH, AS SOON AS, AS SOON AS WE HEAR YOU. GOT IT. OKAY. UM, SO WHAT DOES, WELL, I KNOW SOME OTHER COMMISSIONS HAVE ULCERS OR OTHER PLACES FOR CERTAIN CITY HALL. I KNOW THERE ARE MEETING SPACES AVAILABLE IN MUELLER AND ALSO IF, UH, ACC CAMPUS HOLLAND LAW CAMPUS, I DON'T KNOW IF THAT HELPS THE TRAFFIC PROBLEM OR MAKES IT WORSE. UH, IT CORRECT IT, AND THERE ARE A COUPLE NEW ONES ONLINE, BOTH, UH, THE NEW AUSTIN ENERGY HEADQUARTERS AND THE NEW, UH, PERMITTING AND DEVELOPMENT CENTER, UH, UH, PERMANENT DEVELOPMENT CENTERS AT HIGHLAND AND, UH, AND THE, UH, US ENERGY HEADQUARTERS, AS YOU MENTIONED. YEAH, IT'S THAT MUELLER. SO TH THOSE ARE KIND OF NEW SPACES ONLINE THAT ARE POSSIBILITIES. UH, I DON'T KNOW THAT IT WOULD HAVE THE CAPABILITIES AS FAR AS, UM, BROADCASTING GOES, BUT, UH, CERTAINLY MEETINGS CAN TAKE PLACE, BUT ISN'T IT ALSO TRUE THAT THESE COMMISSION MEETINGS HAVE TO BE RECORDED OR RECORDED AND TELEVISED, OR AT LEAST RECORDED AT LEAST RECORD. SO, UH, YEAH, I, I, I BELIEVE THAT THEY DO HAVE TO BE RECORDED IF WE WERE TO HAVE A MEETING IN, UH, IN, UH, IN A SPACE THAT DIDN'T HAVE THE, UH, UH, STREAMING CAPABILITIES. AND WE WOULD JUST HAVE TO, UH, RECORD IT, WE'LL SAY, UH, A TAPE RECORDER OR WHATEVER THOSE THINGS ARE CALLED NOW. YEAH. THAT'S OLD SCHOOL DIDN'T WE USED TO DO SOME AT THAT. WE WOULD USE THE BUILDING OVER ON 35. WE USED TO DO THEM. [00:55:01] OH, THE WATER. I THINK THAT WAS AWESOME. ONE OR TWO SOMETHING, I GUESS THAT'S NOT THAT FAR FROM HERE, BUT THEY HAD IT SET UP WITH THAT REMOTE DEAL. YEAH. WE CAN DO VIDEO RECORDING AND YOU KNOW WHAT WE LOOK LIKE, NO CAR. RIGHT. SO LET'S DO THIS. UH, SO LET'S TALK ABOUT TIME. LET'S TALK ABOUT TIME. WE CAN TALK ABOUT IF WE NEED TO GO ON A ROTATION, YOU KNOW, DUE TO WHERE EVERYBODY LIVES, BUT SO, UH, THERE'S THERE IS, UH, INTEREST TO MOVE THE MEETING LATER, RIGHT. UM, HOW MUCH LATER TBD, RIGHT. SO IT WERE TWO O'CLOCK NOW. I THINK WE'RE OKAY WITH THE SAME DAY. RIGHT. SO JUST TIME. UM, SO TYPICALLY THE MEETINGS ARE TWO HOURS, RIGHT? UM, SO WE CAN DO, WE CAN TRY TO MOVE IT EITHER 30 MINUTES OR AN HOUR LATER, IF THAT WOULD HELP THE SCHEDULING. YOU GET MORE DURING THE MORE DONE DURING THE DAY, THEN COME IN HERE AND YOU KIND OF CLOSE YOUR DAY OUT HERE. IF WE MOVED AT 30 MINUTES, WE, WE COULD BE DONE AT FOUR 30 AND BEAT THE RUSH OUT. ASSUMING THERE IS A RUSH. AGAIN, I HAVEN'T BEEN DOWN HERE. IT STARTS ABOUT THREE. OKAY. SO WE GOT UNDERWAY, I THINK FOUR TO SIX IS THERE. AND WE'VE BEEN DONE MANY TIMES IN 90 MINUTES. YEAH, THAT'S TRUE. SO LIKE THREE O'CLOCK WE COULD, YEAH, WE COULD TRY TO MOVE IT. WE COULD TRY TO DO A THREE I'M, A STUDENT WHO HAS NIGHT CLASSES. SO THAT'S WHY THIS AFTERNOON, AFTERNOON TIME WORKS. UM, BUT IF WE DID SWITCH TO A LATER TIME, COULD WE SWITCH DAYS? LIKE YOU SAID, TUESDAY EVENING WAS AN OPTION. IS THAT WHAT PEOPLE HAD SAID? OR WHAT NIGHT DO THEY AGREE ON POST? SO, YES, TUESDAY EVENING WAS, UH, TIED WITH, UH, WITH JESSE DOING IT LATER ON THE WEDNESDAY DO LATER ON A TUESDAY. SO, UM, I, I, I FEEL RESPONSIBLE BECAUSE I BROUGHT THIS UP, BUT, UM, YOU KNOW, MAKING A VIRTUAL MEETING FOR YOU, DON'T HAVE TO PLAN 30 TO 45 MINUTES TO GET HERE MAKES A REALLY BIG DIFFERENCE. SO IF WE STILL HAVE A, UH, VIRTUAL OPTION, THEN THE MEETING TIME WOULD BE PERFECT, WOULD BE TOTALLY FINE. OKAY. YOU KNOW, I WOULD BE OKAY WITH THAT AND EVERYONE'S ALREADY MADE THEIR SCHEDULES, UM, MOVING HIM, LIKE I SAID, YOU KNOW, 30 MINUTES AN HOUR, JUST TO CAUSE I MEAN, BASICALLY YOU, YOU KNOW, YOU LOSE YOUR ENTIRE AFTERNOON. YEAH. I MEAN, YOU HAVE TO LEAVE YOUR OFFICE AT 1 15, 1 30 TO GET HERE BY TWO. WHAT DOES, WHAT DOES MOVING 30 MINUTES? DOES THAT HURT YOU TREMENDOUSLY? IF WE KEPT THE SAME DAY, I WOULD JUST HAVE TO LEAVE EARLY, AROUND 3 45. OH. SHE COULDN'T STAY FOR THE WHOLE. OKAY. SO I DON'T KNOW WHEN Y'ALL USUALLY RAN THE, I'M SORRY TO GO BACK TO BREAKING POINT. THERE SEEMS TO BE A CONSENSUS HERE IS MOVING TO A HYBRID WORLD VIRTUALLY. SO TWO THINGS, ONE AS THE MEETING IS TODAY, WE HAVE EIGHT, UM, MEMBERS IN PERSON. ACTUALLY WE, TWO MEMBERS TODAY COULD BE MEETING. IT COULD BE ON A MEETING VIRTUALLY IN A HYBRID MEETING. UH, AND WE WOULD HAVE SIX IN PERSON. SO WE WOULD HAVE SIX WE'D HAVE QUORUM IN PERSON AND CORRECT. BUT AS I WAS JUST MENTIONED, AS YOU WERE SAYING THAT, UM, SO, BUT THAT'S HOW IT IS NOW. LIKE, SO YOU GET SIX IN PERSON AND THEN THE OTHERS CAN JOIN VIRTUALLY, UH, COMING IN MARCH DON'T KNOW EXACTLY ALL THE DETAILS YET, BUT COMING IN MARCH, IT DOES LOOK LIKE, AND, AND I DON'T WANT TO ACTUALLY HOLD IT TO MARCH EITHER. THERE'S NO GUARANTEE, BUT WHAT IS BEING WORKED ON IS THE POSSIBILITY OF, UH, THESE COMMISSION MEETINGS BEING VIRTUAL AGAIN, UH, AS IT'S WRITTEN, I BELIEVE THAT THE CHAIR WOULD HAVE TO BE IN ATTENDANCE. UM, I THINK I WOULD BE IN ATTENDANCE. UH, UH, I THINK THE VICE CHAIR COULD POSSIBLY WORK IF YOU WEREN'T ABLE TO. UM, AND, UH, BUT THE REST OF THE COMMISSION CAN MEET, CAN MEET VIRTUALLY. UM, YOU WOULD STILL NEED TO MEET, YOU WOULD STILL NEED TO BE CORE AND REQUIREMENTS, BUT THEY COULD BE MET VIRTUALLY. I'M SURE WE'LL REGRET THIS. WE'D LIKE TO FIND A COMPROMISE MODEL AND IF HAVE TO DO IT RIGHT NOW, LET'S GRAB EACH OTHER OVER A POLE OR SOMETHING AND GOOGLE THAT IF WE CAN FIND A WAY THAT WE CAN MAKE THAT TIME AND YOU KNOW WHAT, WE MIGHT BE THE GUINEA PIG, BUT THAT'S THE WAY YEAH. HE KNOW THAT TECHNOLOGY COMMISSION HAS BEEN DRIVING THIS AND I'M IN THAT COMMISSION AND WE'VE BEEN PUSHING THE DRUGS OFFICE [01:00:01] FOR A YEAR. SO IN DEFERENCE TO YOUR REQUEST, YOU KNOW, POTENTIALLY WE COULD START OFF AS ONE, YOU KNOW, ONE DATA POINT IS TUESDAY AT THREE TO FIVE, AND THAT'S PROBABLY WOULD ADDRESS YOUR NEEDS AS WELL. WHERE YOU SAY THAT YOU DID, YOU DON'T HAVE TO GIVE UP SO MUCH OF YOUR AFTERNOON. UH, I'VE MADE A COMMITMENT TO SERVE. AND I WILL TAKE THE TIME WHEN I CAN TO, TO BE HERE IN PERSON. BUT LIKE YOU WERE SAYING, IF SIX PEOPLE CAN MAKE IT REGULARLY AND EASILY, THEN THAT GIVES SOME FLEXIBILITY FOR UNFORESEEN. YEAH. AND IT'S NOT, YOU'RE NOT SAYING YOU WOULD OPT TO DO VIRTUALLY EVERY TIME, BUT THE OPTION IS THERE FOR WHOMEVER. RIGHT. IT'S JUST THAT WE'VE HAD, UH, THE SITUATION WHERE WE HAD TO CANCEL A MEETING BECAUSE WE COULDN'T FIND SIX PEOPLE TO BE AVAILABLE IN THE ROOM. AND THAT, OF COURSE, IT'S NOT A GOOD THING. NO. UM, WE WANT TO BE SENSITIVE TO SATURDAY. YEAH. WE CAN JUST COME UP WITH AN INFORMAL, GET EACH OTHER'S BACKS. I CAME IN THREE MONTHS IN A ROW. YEAH. IF SOMETHING POPS UP, WE CAN JUST KIND OF WORK IT. YOU KNOW, I WOULD SAY THAT THE TUESDAY THREE TO FIVE WAS OPEN OR IS THAT A SLOT? LET'S NOT WORRY ABOUT ALL SLOTS BECAUSE THERE'S ONLY SO MANY SLOTS THAT ARE AVAILABLE. MAYBE YOU SHOULD LET US KNOW WHAT ARE THE SLOTS THAT ARE AVAILABLE. I, UH, YEAH, SO I DON'T KNOW ALL THE SLOTS AVAILABLE JUST BECAUSE THE CALENDAR I'M GOING TO SUGGEST WE KEEP IT EVERYTHING AS IS FOR NOW. AND THEN, YEAH. AND THEN WE'LL SEE WHAT, WHAT COMES OUT? SORRY TO CUT YOU OFF. I'LL JUST, WE'LL SEE WHAT COMES OUT OF THESE MEETINGS REMOTE. BUT I THINK IF WE CAN CHALLENGE OURSELVES TO BE HERE AT LEAST SIX OF US, UM, TO KEEP THIS CONTINUITY, THAT'D BE GREAT. YEAH. IF I'M IN TOWN, I CAN BE. OKAY, GREAT. BUT STARTING IN FEBRUARY, ALL YOU NEED IS A, THE CHAIR AND MAYBE THE VICE CHAIR TO BE HERE. WELL, WE DON'T TALKING TO MARK FOR JANUARY. LET'S ALL KEEP IT AS VALUABLE AS POSSIBLE WITHOUT LEANING ON THE POSSIBILITY OF YEAH. THE JANUARY MEETINGS OF THE 19TH I'LL HAVE TO BE VIRTUAL. I WILL BE OUT OF THE COUNTRY. WE'LL SEE. WELL, ARE YOU GOING TO ACTUALLY JOIN? ARE YOU, YOU THINK YOU JOINED OUT OF THE COUNTRY? WOW. YEAH. IT'S NOT GOING TO BE LIKE MIDNIGHT HERE. YEAH. IT'S NOT GOING TO BE THE END OF THE BALL. OH, OH, NICE. OKAY. WELL, UM, DEFINITELY A GOOD DISCUSSION. UM, SOME POTENTIAL ACTION LATER ON. SO, AND THEN, UM, AS FAR AS THE DAYS WERE GOOD ON THE DAYS, RIGHT? YEAH. SO YOU DO, YOU WILL NEED TO GO AHEAD AND ADOPT IT AND THEN IF WE NEEDED TO REVISE IT AT A LATER DATE, WE CAN. OKAY. SO THIS IS THE DOCUMENT HERE. UH, TIME TWO TO FOUR STAY AS IS. THESE ARE, UM, THE WEDNESDAYS FOR NEXT YEAR. UM, ARE THERE ANY LOOKS LIKE WE HAVE A SUMMER BREAK HERE AND THEN JUST DECEMBER BREAK. THAT'S WHAT WE'VE HISTORICALLY HAD EVERYBODY ON BOARD WITH THAT. THAT'S RIGHT. OKAY. IS THERE, IS THERE ANY QUESTIONS NOW? ANY, IS THERE A MOTION TO APPROVE THE PROPOSED MEETING SCHEDULE FOR NEXT YEAR? I COMMISSIONER NEATER. IS THERE A SECOND? WHAT'S YOUR DESK SCOOPED UP ALL IN FAVOR? AYE. ANY OPPOSED? OKAY. NONE. ALRIGHT. THEN WE'VE GOT THE CALENDAR ADOPTED HERE. THANKS FOR YOUR HELP. WE'LL PUT THAT TOGETHER. UM, [4. FUTURE AGENDA ITEMS ] AND THEN ANY ITEM NUMBER FOR FUTURE AGENDA ITEMS? UH, WE DON'T HAVE NECESSARILY A, WHAT ARE WE DOING FOR THE REST OF THIS YEAR? WE'RE WE'RE OFF DECEMBER, RIGHT. UM, AND THEN JANUARY WE COME BACK AND THEN WE NEED TO COME UP WITH AN AGENDA FOR JANUARY, BUT WE USUALLY DO THAT, UH, OVER EMAIL, RIGHT? UH, FOR STAFF PRESENTATIONS, OR SHOULD WE GO AHEAD AND TRY TO GET A MOCK UP OF WHAT THE YEAR LOOKS LIKE ACCORDING TO THE, UM, SO DON'T NECESSARILY DO THE FULL YEAR. UM, IF, IF, IF YOU DID WANT TO, UH, OFFER UP WHAT MAYBE FOR JANUARY, FOR FEBRUARY. UH, AND I, I THINK WHEN THEN WHAT CAN BE BRIGHT, UM, IN JANUARY AT THE JANUARY MEETING IS LIKE THAT WORK PLAN DOCUMENT. SO MAYBE IF WE HAVE SOME DISCUSSION HERE TO MAYBE GO, MAYBE THINK ABOUT JANUARY AND FEBRUARY, AND THEN BROADLY FOR THAT ANNUAL LOOK OF A WORK PLAN, THEY CAN POSSIBLY BE BROUGHT IN JANUARY [01:05:01] OR FEBRUARY TO BE ADOPTED AS FAR AS WHAT THE REST OF THE YEAR REST OF THE YEAR WILL LOOK LIKE. DO YOU HAVE YOU BY CHANCE HAVE THE, THIS YEAR'S CALENDAR YOU COULD PUT UP? UM, I DON'T, I DON'T KNOW THAT WE HAVE IT. THAT CAN BE PUT UP. OKAY. GOT IT. DON'T WORRY ABOUT IT. WE'LL GO BACK AND LOOK IT THEN. OKAY. YEAH, YEAH, YEAH. I THOUGHT I HAD A PRINT OUT, BUT WE'VE BEEN VIRTUAL THIS WHOLE TIME. AND I'VE JUST PULLED IT UP ON MY MONITOR. SO, UM, BUT SOMETHING SIMILAR, RIGHT. IT'D BE BY, UM, BY TOPIC. RIGHT. AND THEN GO THROUGH THE AUTHORITY, THE DIFFERENT BOND PACKAGES BY MEETING TYPE, JUST GO THROUGH AND WE'LL STRESS THE SAME FORMAT, PRESENTATION FORMAT. TRY TO GET IT AHEAD OF TIME, RIGHT. AT LEAST A DAY OR SO IF WE CAN GET SOME GOOD REVIEW. AND, UM, IS THERE ANYTHING, YOU KNOW, THAT THE DINOSAURS WANT TO SEE, YOU KNOW, OUT OF THE GATE IN JANUARY? SORRY. UM, I'D LIKE TO FOLLOW UP ON A QUESTION THAT WAS BROUGHT UP EARLIER IN THE MEETING ABOUT THE PARKLAND. IT SEEMS LIKE THE PARKLAND IS ONE OF THE BONDS THAT ARE SLOWER TO, UM, TO OBLIGATE. AND SO, UH, MAYBE WE START WITH THAT CATEGORY. OKAY. PARKLAND MORE ONLINE. NOW I WOULD ALSO SAY, UM, SINCE IT CAME UP QUITE FREQUENTLY, UM, THE, UH, COST OF INFLATION ON VARIOUS PROJECTS AND BONDS. AND SINCE THAT, UH, CAME UP MULTIPLE TIMES DURING THE, DURING THE COURSE OF OUR CONVERSATION HERE TODAY. UM, AND THEN ALSO MAYBE A LITTLE BIT ABOUT SINCE WE HAD KIND OF SEEN THE RAPID ADOPTION OF THE 2018 OBLIGATIONS AND THAT BOND, WHY THE 2016 BOND IS MAYBE NOT BEING OBLIGATED AS QUICKLY. SO MAYBE THAT'S A TOPIC OF DISCUSSION. OKAY. WHERE'S YOUR DESK. YEAH, SOMEWHERE THAT RELATED, UH, A NOTE FROM WHAT THE COMMISSIONER NEEDED BROUGHT UP, UH, OUR BO OUR CREDIT RATING, UH, TOOK A SLIGHT DIVE. WHAT IS THE CITY'S PLAN TO RECOVER BECAUSE THAT IMMEDIATELY HURTS OUR BOTTOM LINE. IT DOESN'T THE RATES WE PAY. YEAH. SO WHAT IS, DO WE HAVE AN ACTION PLAN? ARE WE WORKING ON AN ACTION PLAN IF YOU'RE NOT, WHAT IS ACTION PLAN TO CREATE THE ACTION PLAN? UH, WELL, I, I CAN BRIEFLY JUST, UH, RESPOND TO IT AND WE CAN CERTAINLY HAVE, UH, AN EXPANDED CONVERSATION ON IT. BUT THE, UH, THE, THE, THE ONE AGENCY THAT DID DOWNGRADE A SLIGHTLY AS, AS YOU MENTIONED, UH, UH, MAINLY WAS, WAS DUE TO, UH, THE PENSIONS PENSION SYSTEM AND, UH, CONCERNS THERE. AND, UH, AND NOW WE'VE QUICKLY, UH, QUICKLY BEGAN TO ADDRESS THEM IN THIS PAST LEGISLATIVE, THE, THE FIRST, THE REGULAR LEGISLATIVE SESSION. THERE WERE SO MANY, UM, WE, UH, WE PASSED A, UH, IN, IN COORDINATION WITH AUSTIN POLICE RETIREMENT SYSTEM AND OUR LEGISLATIVE DELEGATION, UH, PASS, UH, PASSED A BILL THAT, THAT REFORMED APRS, THE POLICE RETIREMENT SYSTEM TO, UH, TO PUT IT IN A MORE, UH, ACTUARILY SOUND, SOUND, UH, BASIS. UM, AND, UH, AND, AND WE'RE REVIEWING OUR OTHER PENSION SYSTEMS AS WELL. SO NOW THERE'S, UH, CERTAINLY, UH, NOT ONLY AN ACTION PLAN, BUT THERE'S BEEN ACTIONS ALREADY TAKEN. UH, BUT WE, AND IF IT'S THE WILL OF THE COMMISSION, WE CAN CERTAINLY HAVE A MORE EXPANSIVE, UH, YEAH. YEAH. I THINK WE WILL DEFINITELY GIVE THAT ON THE RADAR. RIGHT. THAT'S WHAT WE GO FORWARD. KEEP IN MIND THAT FITCH AND MOODY'S HAVE BOTH PUBLICLY EXPRESSED THAT CITIES AND MUNICIPALITIES THAT ARE MORE RELIANT ON PROPERTY TAXES, AS OPPOSED TO OTHER FEE AND REVENUE RECO MECHANISMS ARE LOOKING MORE AT UNDEPLOYED PREVIOUSLY SOLD PAPER. THAT IS THE NUMBER ONE EXPOSURE THAT IS CURRENTLY DOWNGRADING MUNICIPALITIES. THAT'S HAPPENED TO CHICAGO, NEW ORLEANS. I REMEMBER A PREVIOUS STAFFERS SITTING RIGHT THERE SAYING AAA, ALWAYS IN FOREVER. AND WE JOKED AND SAID, THAT'S WHAT CHICAGO SAID. THE NUMBER ONE EXPOSURE IS YOU HAVE PREVIOUSLY FLOATED TOO MUCH PAPER WITHOUT HAVING A DEPLOYMENT MECHANISM AND SCHEDULE AT WHICH TO EXPEND IT. SO THAT'S GETTING INTO THE WEEDS, BUT THE CITY IS NOT GOING TO STAY PRISTINE AND GOLD FOREVER. UM, ON THAT THOUGH, I WOULD LIKE TO ALSO, MAYBE JUST BECAUSE I THINK ALL OF OUR, OUR, OUR COUNCIL MEMBERS HAVE, HAVE GOTTEN A LOT OF HEAT AND, UM, YOU KNOW, I'M NOT GOING TO GET INTO THE POLITICS OF IT. I PERSONALLY THINK WE NEED TO, TO, TO HIT THE ISSUE HEAD ON, BUT PROBABLY TAKE ANOTHER DEEP DIVE ONCE AGAIN, INTO AFFORDABLE HOUSING AND HOMELESSNESS. UM, AT LEAST ON THE VENTURE SIDE, UM, YOU KNOW, THERE'S ANOTHER $200 MILLION EXPENDITURE IN THE WORKS AND SO FORTH, BUT WE PROBABLY NEED TO SEE WHICH PORTION OF THE AFFORDABLE HOUSING, UM, AND, AND THE REST OF THE, UH, THE, THE [01:10:01] BOND IMPLEMENTATIONS THAT HAVE TAKEN PLACE IN THAT SPACE. AND, UM, I'D LIKE TO COME UP WITH SOME GOOD NEWS. SO I THINK IF WE DIG A LITTLE BIT DEEPER INTO THAT, BUT I'D LIKE TO, YOU KNOW, I KNOW THAT WE DO IT ONCE A YEAR, BUT LET'S JUST DO IT AGAIN BECAUSE THAT'S ALL WE HEAR ABOUT FROM, FROM OUR, YEAH. I'D LIKE TO SECOND THAT I KNOW THAT ALL THE QUALITY OF LIFE COMMISSIONS ARE PROVING AFFORDABLE HOUSING AS THEIR NUMBER ONE PRIORITY IN THE NEXT BUDGET YEAR. SO I THINK WE NEED TO BE ABLE TO SAY WHAT THE CAPITAL SIDE OF THAT IS. OKAY. AND I CAN JUST BRIEFLY MENTION ON THAT, THAT, UH, YEAH, THAT WAS ORIGINALLY SCHEDULED FOR THE SEPTEMBER, THIS PAST SEPTEMBER MEETING. SO, UH, SO YEAH, NOW I WAS JUST GOING TO SAY ANOTHER KIND OF CRESCENDO. YEAH, SURE. NOW I JUST WANT TO SAY THAT FLOWS PERFECTLY JUST BECAUSE WE CAN JUST, UH, IF THAT'S WHAT WE WANT TO DO IN THE FIRST COUPLE OF MONTHS, WE CAN JUST MOVE, GET DEAD MOVE RIGHT THERE. SO IN FACT, YOU KNOW, RELATING TO THE HOMELESSNESS ISSUE, IT'S NOT JUST GOING AWAY ANYTIME SOON, YOU KNOW, THEY'RE CLEANED OUT THE AREA AROUND, NEAR OUR, NEAR WHERE I LIVE IN THE ARBORETUM AREA. NOW I'M BEGINNING TO SEE LITTLE TENTS CROPPING BACK UP AGAIN. SO EITHER THEY'RE THE SAME PEOPLE COMING BACK, OR THIS IS A NEW GENERATION ARRIVING, SO I DON'T KNOW HOW IT'S HAPPENING, BUT THERE ARE TENS COMING BACK UP AGAIN. SO IT'S GOING TO BE SORT OF LIKE A CYCLICAL PROCESS BY WHICH THINGS WILL HAVE TO PERMISSION OR TASKFORCE TO LISTEN TO THAT OUR SCOPE AND OUR, OUR CHARGE. I THINK WE'RE GOING TO LEAVE TO GET INTO THOSE TWO PREVIOUS ISSUANCES THAT ARE QUITE FULL ON THAT WE CAN AT LEAST GIVE SOME COLOR TO. YEAH, ABSOLUTELY. GREAT. UH, ANY OTHER ITEMS FOR DISCUSSION FOR FUTURE AGENDA ITEMS? I HAVE, OH, I CAN'T REMEMBER IF IT WAS DISCUSSED IN JUNE, BUT WAS THERE A BOND RELATING TO THE AIRPORT EXPANSION AND TRANSPORTATION THERE? I DIDN'T KNOW IF I WAS ON THE PREVIOUS BOND WITH, UH, I DON'T THINK THERE WAS ANYTHING AIRPORT REALLY. OKAY. WAS THERE, WELL, NO. SO ALL THE, UM, THE, UH, AIRPORT, ANY AIRPORT RELATED, UH, EXPANSIONS AND PARKING GARAGE, ET CETERA, THAT THAT'S ALL DONE THROUGH THE, UH, THE AIRPORT ZONE, UH, REVENUE BONDING, RIGHT? YEAH. GOOD QUESTION THOUGH. YEAH. UM, OKAY. SO I'VE GOT LIKE PARKLAND INFLATION IMPACT, BOND RATING, UM, AFFORDABLE HOUSING IMPACT ON HOMELESSNESS, AND THEN THE WORK PLAN REVIEW, UH, ALL UP FOR DISCUSSION. THE FIRST COUPLE OF MEETINGS ARE, SO THAT SOUND GOOD. YEAH. OKAY. UM, IF THERE IS NOTHING ELSE TO DISCUSS, WE WILL ADJOURN THE MEETING. UM, APPRECIATE EVERYONE BEING HERE. UM, AND WE'LL TALK TO YOU SOON. THANK YOU. I THINK IT'S GOOD TO BE BACK IN PERSON. * This transcript was created by voice-to-text technology.
