I'M HEAD OF STRATEGIC INITIATIVES AT THE HOUSING AUTHORITIES, AUSTIN PATHWAYS, WHICH IS THE NONPROFIT SUBSIDIARY THAT HELPS SERVE OVER 20,000 VERY LOW INCOME RESIDENTS IN AUSTIN EACH NIGHT.

THIS PRESENTATION TONIGHT, I'M VERY PLEASED TO BE JOINED BY MY COLLEAGUES AND CO-COLLABORATORS MADDIE DIMOCK PO WHO IS NOW WITH THE STATE OF GEORGIA, BUT WHO HELPED LAUNCH THE TEAM LEAD WHEN SHE SERVED AS AN AUSTIN COMMUNITY COLLEGE, IT INTERN AT, UH, AUSTIN PATHWAYS IN THE HOUSING AUTHORITY AND JOHN BRATCHER, WHO IS A,

UH, TALENTED AND WONDERFUL PARTNER IN A GOVERNMENT ACCOUNT EXECUTIVE AT T-MOBILE.

OUR EFFORTS AT THE HOUSING AUTHORITY HAVE BEEN VERY FOCUSED ON, UM, ON, UH, ENSURING THAT WHEN COVID HIT, UM, WHEN THE GOVERNORS AND MAYORS ORDERS, UH, WERE, WERE ISSUED IN MAY OF 20, SORRY, MARCH OF 2020, UM, THAT WE COULD PIVOT AND CONTINUE TO SERVE RESIDENTS, UM, USING DIGITAL TOOLS, WE HAD ALREADY LAUNCHED A VERY SUCCESSFUL COLLABORATION WITH THE CITY OF AUSTIN, UH, GOOGLE FIBER, AUSTIN FREENET AND OTHERS TO CLOSE THE HOMEWORK GAP AS SOON AS THOSE DOORS CLOSED.

AND, UH, WE BEGAN TO HEAR FROM RESIDENTS, UH, THAT THEY NEEDED THOSE VIRTUAL SERVICES.

UM, THEY WERE BEING PROVIDED SOME RESIDENTS WITH, UM, INTERNET SERVICE, CONNECTION, CONNECTIONS, AND DEVICES TO USE FROM A WIDE VARIETY OF PROVIDERS IN THE COMMUNITY.

UM, AND MANY OF THOSE PROVIDERS WERE PROVIDING HOTSPOTS.

SOME OF THOSE EARLY CALLS THAT WE GOT WERE ABOUT HOTSPOTS, NETWORKING.

UM, I'M NOT ABLE TO CONTINUE IN MY JOB.

MY CHILD IS NOT ABLE TO STAY IN SCHOOL.

I'M NOT ABLE TO COMMUNICATE WITH MY HEALTHCARE PROVIDER USING THIS HOTSPOT.

AND SO, UM, WE RESPONDED, UM, RIGHT AWAY, UH, TO, UM, TO TRY TO DETERMINE, YOU KNOW, WHAT WAS GOING ON.

AND SO THIS PROJECT IS CALLED, UM, PROJECT SNEAKER NET, OR AUSTIN COMMUNITY COLLEGE, IT INTERN TEAM, AND OUR, OUR RESIDENT AMBASSADORS WHO WERE OUT IN THE FIELD DOING THIS WORK, UM, FOR OVER A YEAR, UM, NAMED IT THAT BECAUSE THEY PUT ON THEIR SNEAKERS AND THEY CAPTURED THAT SPEED TEST DATA AT THE ADDRESS LEVEL AT OUR PROPERTIES ACROSS AUSTIN, FROM NORTH TO SOUTH ACROSS THE EASTERN CRESCENT.

SO TONIGHT, UM, I'M JUST, UH, YOU KNOW, HAPPY TO BE PRESENTING HERE AND AGAIN WITH MADDIE DINAR KAPOW AND JOHN BRADSHAW FROM T-MOBILE AND WITH MANY THANKS TO, UM, ALMOST 20 AUSTIN COMMUNITY COLLEGE INTERNS, 10 OF OUR RESIDENTS AND OTHER FOLKS LIKE JAMES MASON, THE CO-TAUGHT HARMON, UH, WHO'S OUR DIGITAL INCLUSION FELLOW, STAN MCCLELLAN, UH, AT TEXAS STATE UNIVERSITY AND OTHERS.

THE QUESTIONS WE WERE TRYING TO ANSWER WHEN WE GOT THOSE CALLS SAYING THAT, HEY, MY CHILD HAS MISSED FIVE DAYS OF SCHOOL BECAUSE THE HOTSPOT ISN'T WORKING, WE WANTED TO UNDERSTAND IS A SINGLE PROVIDERS, 4G HOTSPOT, THE BEST PRODUCT FOR ALL HAKA PROPERTIES AND ALL PARTS OF TOWN.

WE WANTED TO TRY TO UNDERSTAND WHAT THE ACCEPTABLE LEVELS OF SERVICE WERE, UM, USING THIRD-PARTY DEFINITIONS SO THAT RESIDENTS COULD TELL THEIR EMPLOYERS COULD TELL THEIR SCHOOLS, UM, COULD TELL THEIR HEALTHCARE PROVIDERS THAT THEY HAD THE APPROPRIATE CONNECTION, UM, THROUGH THEIR HOTSPOTS TO BE ABLE TO CONTINUE RECEIVING THOSE SERVICES AND CONTRIBUTING, UM, IN A VARIETY OF WAYS.

WE ALSO WANTED TO TRY TO UNDERSTAND THE COST OF SERVICE FOR WIRELINE VERSUS WIRELESS AND WHETHER OR NOT A RESIDENT AT A GIVEN PROPERTY WAS GETTING A DOLLAR WORTH OF WIRELESS BROADBAND FOR EVERY DOLLAR SPENT X SLIDE, PLEASE.

SO OUR SCOPE OF OUR PROJECT WAS OVER A ONE-YEAR PERIOD AND THAT REALLY INTENSE, UM, END TO THAT AS A SEVEN WEEK PERIOD, THAT WAS STAFFED BY, UM, TO AUSTIN COMMUNITY COLLEGE.

IT WORK-STUDY INTERNS WITH, UH, FOR ASSISTANCE.

UM, OUR GOAL WAS TO MAKE A PROCUREMENT RECOMMENDATION.

UM, IF WE WERE TO BUY HOTSPOTS FOR HACA RESIDENTS, UM, SHOULD WE, UH, SHOULD WE BUY THEM FOR EACH PROPERTY, UM, WHICH, UH, VENDORS SHOULD BE USED, ET CETERA, UM, CORE ACTIVITIES.

UM, MADDIE'S GONNA TAKE YOU THROUGH IN JUST A, UH, DESIGNING THE EXPERIMENT.

HOW WOULD WE DO THE TESTING, UM, ESTABLISHING KEY MAPS AND VALIDATING THOSE KEY MAPS, COLLECTING DATA AND EVALUATING, UM, STAKEHOLDER REQUIREMENTS.

WE CONDUCTED THIS WORK AT 10 HAWKER PROPERTIES, UM, EIGHT CENTRAL AND NORTH PROPERTIES AND TWO CENTRAL DOWNTOWN PROPERTIES THAT HAVE GOOGLE FIBER CONNECTIONS.

SO, UM, ON THE NEXT SLIDE, YOU'LL SEE, UH, ONE OF OUR ACC IT INTERNS, AND YOU'LL REALLY GET THAT SENSE OF SPEAKER NET.

THESE TESTING IS THAT SOME RESIDENTS WERE OKAY GETTING A SPEED HIGHER THAN 10 MEGABITS PER SECOND.

WHEREAS SOME WERE GETTING 0.07 MEGABITS PER SECOND.

AND SO IN ORDER TO BETTER ANALYZE THE SITUATION, WE DO THE SPEED TEST USING THREE DATA POINTS BY THAT.

I MEAN, AT RC ONE, AS AN EXAMPLE ON THE MAP HERE, WE CALL IT, UH, OUR LOCATION WITH A G T I S, AND WE WANT TO SPEED TEST THREE TIME IN ORDER TO MAKE SURE WE HAVE WITH DATA.

UM, UM, AND YOU KNOW, WE'LL COLLABORATE WITH PARTNERS, UH, AROUND THE CITY TO MAKE SURE RESIDENTS HAVE THOSE HOTSPOTS.

WHAT WE LEARNED IS THAT FOR THE HOTSPOTS THAT WE TESTED, UM, WE LOOKED AT THE NUMBER OF UNITS SERVED AS MADDIE SHARED AT ROSEWOOD COURTS.

UM, THE ROSEWOOD COURTS PROPERTY, THERE'S ABOUT 200 FEET IN ELEVATION BETWEEN THE ROSEWOOD SIDE AND THE, UM, YOU KNOW, UP THE HILL, IF YOU WILL.

AND SO SOME OF THOSE UNITS WERE NOT SERVED.

SO WE CALCULATED THE NUMBER OF UNITS SERVED BASED ON THE HOTSPOT TESTING AT DIFFERENT LOCATIONS ON A PROPERTY.

AND THEN WE DETERMINED REALLY THAT THERE WERE THREE PROPERTIES WHERE THOSE HOTSPOTS PERFORMED VERY, VERY WELL.

UM, AND THERE WERE OTHER PROPERTIES WHERE, UM, WE, WE CONSIDERED THOSE UNSERVED.

WHEREAS THE MAJORITY OF, UM, OUR SIGNALS, THE MAJORITY OF OUR TESTS SHOWED LOWER THAN FIVE MEG.

UM, AND OFTENTIMES EVEN LOWER THAN A MEG, UH, DOWN AND UP.

AND SO WE DETERMINED THAT WE WOULD NOT PURCHASE HOTSPOTS FOR THOSE.

UM, WE'VE BEEN VERY FORTUNATE AGAIN BECAUSE, UH, THIS HAS THE DATA, UH, THAT ENABLED US TO BEGIN HAVING CONVERSATIONS WITH JOHN, UH BRATCHER AND OTHER FOLKS FROM T-MOBILE ABOUT K HOW DO WE SOLVE THIS PROBLEM? UM, AND IT FEELS JUST JUMPED TO THE NEXT SLIDE, PLEASE.

SO THERE WAS A HIDDEN DELIVERABLE THAT WE TRIED TO IDENTIFY, WHICH IS TELL ME WHAT THE PROBLEM IS.

THAT SEEMED TO BE THE DELIVERABLE.

AND WE BECAME VERY DATA-DRIVEN TO TRY TO UNDERSTAND WHAT IS THE CURRENT CHALLENGE, WHAT HAS THE COMMUNITY GONE THROUGH, UH, SINCE COVID AND ONE OF THE CHALLENGES WITH THAT, OF COURSE, WITH DATA, AS YOU KNOW, QUANTITATIVE QUALITATIVE LIVED EXPERIENCE, THOSE ARE THE AREAS THAT WE FOCUSED ON, BUT ONE OF OUR BIGGEST CHALLENGES WAS COVID SURVEY FATIGUE.

HOW DO WE ENGAGE THE COMMUNITY WHEN THEY'VE ALREADY BEEN ENGAGED? UM, LONG-TERM SINCE COVID DURING COVID WITH THEIR DATA.

SO WHAT WE DISCOVERED NEXT SLIDE PLEASE WAS THAT THIS IS THE CENTRAL DRIVING QUESTION BEATING IN THE HEART OF THE PROJECT, WHICH IS HOW DO WE IDENTIFY, REACH AND ENGAGE AUSTINITES WHO ARE MOST ISOLATED FROM THE RESOURCES AND SERVICES OF THE CITY.

NEXT SLIDE, PLEASE, AND WILL BE DISCOVERED AS THAT PRE COVID.

THERE WERE ASSAM CHALLENGES, BUT THE AFFORDABILITY AND SKILLS WERE PRIMARY BARRIERS.

WE WANT TO SEE IF THAT WAS TRUE GOING FORWARD.

WE WANTED TO SEE IF THE CRESCENT OF OPPORTUNITY IN EAST AUSTIN IS STILL THE AREA TO FOCUS ON, AND WE WANTED TO SEE WHO HAS THE HIGHEST BARRIERS TO DIGITAL ACCESS.

SO NEXT SLIDE PLEASE.

UM, WE BECAME VERY DATA-DRIVEN AS I MENTIONED, AND WE BEGAN TO LOOK AT HOW WE CAN ANALYZE THE AMERICAN COMMUNITY SURVEY DATA WE HAD HEARD ABOUT, UM, THERE WERE A CERTAIN NUMBER OF CHILDREN LIVING IN POVERTY.

WE WANT TO VERIFY THAT DATA AND MAKE SURE THAT WE'RE ACTUALLY LOOKING AT IT CORRECTLY.

AND THEN WHAT WOULD BE THE DIGITAL INCLUSION SOLUTION FOR THAT? UH, WE WANTED TO UNDERSTAND THE LIVED EXPERIENCE OF OUR RESIDENTS.

SO WE PARTNERED WITH MEASURE AUSTIN AND DID THE RESIDENTIAL TECHNOLOGY QUALITATIVE SURVEY, AND IT'S GOING TO BE COMPLETED IN FEBRUARY OF NEXT YEAR, Q1 2022.

AND THEN WE ARE EXPANDING THE RESIDENTIAL TECHNOLOGY QUANTITATIVE SURVEY THROUGH A, AN EXPLORATION OF A PARTNERSHIP WITH TRAVIS COUNTY TO SEE IF WE COULD DO A COUNTYWIDE, UH, POSSIBLY EVEN REGION RESIDENTIAL TECHNOLOGY, QUANTITATIVE SURVEY, NEXT SLIDE PLEASE.

SO WE NEEDED TO BE GUIDED BY A COMMON VISION, AND WE REALIZED VERY QUICKLY THAT THERE ARE FOUR PRIORITIES OF AUSTIN CITY COUNCIL FOR HOMELESSNESS, EARLY CHILDHOOD WORKFORCE DEVELOPMENT AND FOOD AND HOUSING INSECURITY ALL FOCUSED ON RELIEF AND RECOVERY.

SO ONE THING THAT WE DECIDED VERY QUICKLY WAS THAT WITH THE ATTENTION OF SIGNIFICANCE RESOURCES THAT THE COUNCIL WAS PUTTING, UH, FROM THE AMERICAN RESCUE PLAN, 106 MILLION, AND SOME CHANGE FOCUS ON RESOLVING THE HOMELESSNESS AND THE HOUSING ISSUE AND RELATED CHALLENGES.

WE SHIFTED TO THE NEXT PRIORITIES TO SEE IF WE COULD HELP WITH THAT NEXT PIECE.

AND THIS IS WHAT WE DISCOVERED.

WE DISCOVERED THAT THERE WERE 34,000 CHILDREN UNDER THE AGE OF SIX LIVING IN POVERTY IN THE AUSTIN AREA.

AND THAT WAS VERY SURPRISING.

AND SO IT BECAME VERY APPARENT THAT THERE ARE CURRENTLY ONLY 3000 CHILDCARE SPOTS AVAILABLE FOR THEM.

SO IT'S A SUPPLY SIDE ISSUE, AND WE WERE LOOKING AT THIS ON, IN TERMS OF HOW TO SUPPORT FAMILIES AND STRENGTHEN COMMUNITIES BY HELPING PARENTS TO PARTICIPATE IN THE WORKFORCE.

THAT WAS THE FOCUS OF PURSUING THIS DATA.

AND, UM, WE STARTED LOOKING AT SOLUTIONS AND THOUGHT, GOSH, WE LANDED ON EARLY CHILDHOOD SHARED SERVICES MODEL THE BACK OFFICE MODEL FOR ALL DAYCARE BUSINESSES, REGARDLESS OF THEIR SIZE AND ZIP CODE.

AND THEN LOOKING AT CHILDCARE AS A GATEWAY TO WORKFORCE DEVELOPMENT.

SO WE HAD TO TEST THESE ASSUMPTIONS.

DID WE UNDERSTAND THE DATA? NEXT SLIDE PLEASE.

SO WHAT WE DID IS WE STARTED LOOKING AT AND STARTED JOINING A GROUP TO LOOK AT TECH ENABLED, SHARED SERVICES.

AND SO, UM, IF WE CAN GO PLEASE TO THE NEXT SLIDE, UM, AND THEN WE STARTED DOING SOME OUTREACH AROUND DATA.

WE WANTED TO FIGURE OUT, IS THERE A DIGITAL INCLUSION COMPONENT TO THE TECH ENABLED, SHARED SERVICES? AND WE WORKED WITH UNITED WAY WORKFORCE SOLUTIONS, CAPITAL AREA, WORKFORCE SOLUTIONS, RURAL CAPITAL AREA.

AND IF WE GO TO THE NEXT SLIDE, WHAT WE DISCOVERED WAS THAT INDEED THERE IS A NEED FOR, AS YOU KNOW, WE'VE BEEN TALKING ABOUT THE FIVE PRONGS OF DIGITAL INCLUSION FOLKS ARE ASKING FOR DEVICES.

THEY WANT ONGOING TECHNICAL SUPPORT.

IF THESE CHILDCARE PROVIDERS ARE HOLDING A BABY, THEY WANT TO BE ABLE TO USE THEIR PHONE, TO GET THE TECHNICAL

THEY NEED SOMETHING SUPER EASY.

THEY WANT MORE TRAINING ON HOW TO USE THE TECHNOLOGY DEVICES.

AND WE THINK THE CONNECTIVITY AND AFFORDABILITY IS GOING TO BE SERVED THROUGH THE BULK PURCHASING THAT'S PART OF SHARED SERVICES NEXT, PLEASE.

SO HERE'S WHERE WE'RE AT.

THERE IS A SHARED SERVICES COMMITTEE THAT IS CREATED, UM, BETWEEN AUSTIN AND TRAVIS COUNTY.

WE HAVE CONDUCTED TECH ENABLED SURVEY, AS I JUST SHOWED YOU, WE'VE CONDUCTED VIRTUAL FOCUS GROUPS TO REVIEW, UH, THE SURVEYS AND THE FINDINGS.

AND THEN THERE IS A TECH ENABLED, SHARED SERVICES ALLIANCE CO-DESIGN TEAM.

THE CONSULTANTS ARE BEING HIRED TO FACILITATE A CO-DESIGN TEAM THAT WILL INCLUDE ABOUT FIVE TO SIX CHILDCARE PROVIDERS.

FOCUS WILL BE ON DIVERSITY IN TERMS OF PROGRAM SIZE LOCATION ON LEADERSHIP, AND EQUALLY AS IMPORTANT AS ALL OF THESE AS THE LAST BULLET THAT CITY HAS ALLOCATED $11 MILLION OF THE AMERICAN RESCUE PLAN FUNDS TO CHILDCARE AND FAMILY SUPPORT SERVICES, 750,000 OF THAT IS GOING TO GO TO SUPPORT THIS SHARED SERVICES ALLIANCE.

SO FROM ASSUMPTION AND THOUGHT TO LOOKING AT THE DATA, RUNNING THE DATA, ANALYZING THE DATA, GETTING A PROGRAM IN PLACE AND NOT GETTING THE FUNDING.

I JUST WANTED TO SHOW YOU ONE CYCLE OF WHAT IT MEANT FOR US TO BE DATA-DRIVEN.

SO THE NEXT SLIDE, UM, IS THE ACS DATA ANALYSIS WE WORKED WITH PARTNERED WITH CHILDREN'S OPTIMAL HEALTH, AND THEY ANALYZED AND CREATED A SERIES OF FILTERABLE DATA TABLES BASED ON THE ACS 2019 YEAR, UM, AVERAGE DATA.

AND THEY ARE USING DATA PROVIDED BY CITY OF AUSTIN.

THE TABLES INCLUDE CENSUS TRACK IDS, COUNCIL, DISTRICT ID, AND ZIP CODE ASSOCIATED WITH THE TRACK WITH DATA RELATED TO INTERNET ACCESS AND DEVICES.

SO HERE'S A SAMPLE OF THAT, THE QUESTION.

SO THIS ARE SOME OF THE WAYS THAT THE TABLES CAN BE FILTERED.

SO HOUSEHOLDS WITH ONE OR MORE COMPUTING DEVICES.
